  • MIL-OSI Global: Fifty years ago, Junko Tabei became the first woman to summit Everest – why do so few people know her story?

    It was May 4 1975. The Japanese Women’s Everest Expedition team had been living at a high altitude for six weeks, and were less than a week away from their scheduled bid for the summit of Mount Everest. Exhausted, having established camp five at just below 8,000m on the south side of the mountain, Junko Tabei and the team descended to camp two at 6,300m to rest.

    Then – avalanche!

    In the early hours, tons of ice and snow engulfed the camp, burying several of the teammates. Crushed by the snow and ice, Tabei was unable to move. It took the strength of four Sherpas, the elite Nepali climbing guides assisting the expedition, to pull her out. Suffering severe bruising, Tabei argued that she did not need to be returned to base camp to recover, and would remain at camp two.

    “There was no way I was leaving the mountain,” she later recalled in her memoir.

    It had taken five years for this group – the first all-women team – to get to Everest. The pressure on them to succeed was immense, given the limited number of annual international permits to climb Mount Everest issued by the Nepalese government. If they gave up, they might have to wait several years to make another attempt.

    Meanwhile, on the Tibetan side of the mountain, Tabei’s team had competition. A 200-strong Chinese team was also working to place a woman on the summit at the same time.

    From the late 1950s, Tibetan women were recruited to participate in state-sponsored Chinese mountaineering expeditions. In 1958, Pan Duo had been selected to participate in the successful Chinese 1960 Everest expedition – but was ordered to remain below 6,400 metres because above that height was “a man’s world”. Nonetheless, Pan Duo – referred to as “Mrs Phanthog” in some older accounts – was celebrated in her country and elected deputy captain of the 1975 Chinese Everest Expedition.

    Unfortunately, the Chinese team suffered a climbing accident resulting in the death of a team member. They retreated to recover – only to be ordered by the Chinese government to “climb ahead of the Japanese women”.

    They were too late. On May 16 1975, the all-women Japanese expedition worked together to place Tabei on the summit of Everest. Two team members – Tabei and Yuriko Watanabe – had been nominated to make the summit attempt. However, other teammates were suffering from altitude sickness, so Watanabe was assigned to help return them to camp two.

    The ascent Tabei was making was arduous. Given her injuries, it took great tenacity to muster the strength to continue. But finally, she took her last steps to the summit, becoming the first woman and 40th person, according to the latest official record, to summit the peak. She was part of only the tenth successful Everest expedition, later recalling:

    I felt pure joy as my thoughts registered: ‘Here is the summit. I don’t have to climb any more.’

    Eleven days later, the Chinese team returned to the high slopes to make another attempt. Using minimal oxygen, Pan Duo was also successful, becoming the second woman to summit Everest – and the first to climb the harder northern side of the mountain.

    Prior to these two successful expeditions, only 38 people had summited Everest – all of them men. News of Tabei’s feat travelled fast across Asia, leading to national celebrations in Japan, Nepal and India. But it made little impact in the west.

    In my own career as both a mountaineer and researcher of adventure tourism, I had been struck by how few women I encountered on the mountainside. I wanted to understand why this might be, and what women had achieved. It was through this research that I discovered Tabei’s story.

    I was astonished both by her achievements – she is also the first woman to complete the “Seven Summits”, climbing the highest peaks on every continent – and by how few prominent mountaineering organisations and mountaineers appeared to know about her.

    Tabei’s bravery helped her lead record-setting all-women expeditions and overcome the mountain of sexism in this male-dominated space. Yet very few organisations, even in Japan, have thought to celebrate the 50th anniversary of the first ascent of Everest by a woman.

    Breaking the mould

    Historically, men have dominated the public record in mountaineering. In the last few years, the 70th anniversary of the first summit of Everest in 1953 by Sir Edmund Hillary and Tenzing Norgay has been marked, along with the centenary of the unsuccessful and fatal attempt by George Mallory and Andrew Irvine in 1924.

    During that period, women were excluded from many mountaineering clubs. When they did join, they often faced prejudice, were discouraged and sometimes not permitted to publish records of their adventures. In 1975, women were finally admitted to the Alpine Club, the first and one of the most prestigious climbing institutions.

    At a time when Japanese women were expected to remain at home, many members of the Japanese Women’s Everest Expedition, including Tabei, were working, with two of them also raising children. Tabei’s daughter, Noriko, was three at the time of her Everest summit. Tabei later revealed that the expedition encountered significant resistance:

    Most of the men in the alpine community opposed our plan, claiming it would be impossible for a women-only expedition to reach Everest.

    As a married woman and the assistant expedition leader, Tabei felt torn between motherhood and mountaineering, explaining: “Although I would never forfeit Everest, I felt pulled in the two directions of mountains and motherhood.”

    Facing unsympathetic attitudes from team members when childcare conflicts arose, Tabei realised she needed to put in extra effort to prove herself as a leader.

    Years before the Everest expedition, Tabei and other Japanese women were already logging major climbing achievements across the globe. These included the first ascent of the north face of the Matterhorn by an all-women’s team in 1967, and the first all-women’s Japanese expedition to the Himalayas in 1970 to climb Annapurna III. Tabei was both the first woman and Japanese person to ascend the peak.

    This set the scene for the Japanese Women’s Everest Expedition. To locate and train suitable candidates for the expedition, Tabei helped establish the Joshi-Tohan Japanese Ladies Climbing Club, founded on the slogan: “Let’s go on an overseas expedition by ourselves.”

    Tabei’s contribution to women’s high-altitude mountaineering was astounding. To reach Everest, she defied mid-20th-century social norms that tied Japanese women to domestic roles, later musing: “I tried to picture myself as a traditional Japanese wife who followed her husband. The idea never sat well with me.”

    Throughout her career, Tabei contributed significantly to the emerging culture of women’s climbing and mountaineering expeditions. She felt strongly that climbing with other women was more rewarding because there was greater physical equality.

    In 1992, she became the first woman to ascend the highest peaks on all seven continents. Using her celebrity, Tabei was also an activist for environmental change in high-altitude regions, having grown appalled by the degradation of fragile mountain glaciers that was being caused by the mountaineering industry.

    With her friend and Everest teammate Setsuko Kitamura, Tabei established the first Mount Everest conference in 1995, inviting all 32 women who had by then successfully climbed Everest (not all attended). Under her leadership, this transnational exchange created a space to celebrate women’s mountaineering achievements.

    Soon after her Everest achievement, Tabei had been a symbol of social progress and women’s emancipation at the UN International Women’s Year world conference. Yet her status as one of the greatest high-altitude mountaineers has since faded from the public eye. This has much to do with the stories we tell about man – and it’s almost always a man – vs. nature.

    Telling her own story

    Hillary’s much-lauded autobiography, High Adventure (1955), was published two years after his first successful ascent of Everest. In contrast, it was 42 years after her ascent before Tabei’s memoir, Honouring High Places, was published and translated.

    The way Japanese women’s experiences were represented in the media did not, in Tabei’s view, represent the reality of women’s experiences. She was particularly perplexed by the inability of the press to see beyond her gender. She was repeatedly asked how it felt “as a woman” to climb at high altitudes.

    Portrayals of Tabei focused on her stature as a small Japanese woman. This only reinforced the perception that women like her did not fit the norm of the heroic white, male mountaineer. She reflected:

    When people meet me for the first time, they are surprised by my size. They expect me to be bigger than I am, more strapping, robust, like a wrestler … I was always puzzled by this, by people’s obsession with the physical appearance of a mountaineer.

    To counter this narrative, Tabei brought a new approach to writing about Japanese women mountaineers’ achievements – challenging the tendency of traditional Japanese expedition publications to gloss over the harsh realities of expedition life.

    Critical of the flowery and vain writing style of these reports, Tabei’s frank accounts reported on the “unkinder side of human behaviour”. Making tough choices was particularly difficult for women, she wrote, because of their social conditioning to be a “good person”:

    It was unusual enough to be a female climber in that era of yesteryear, let alone to make a stand in front of your friends that would possibly upset them.

    Transcending these social norms had a personal impact. Tabei lamented that, although “I remained strong-willed about Everest, tears of doubt fell down my cheeks at night”.

    Her honesty was criticised by some in the established mountaineering community in Japan, particularly in her published account, Annapurna: Women’s Battle, which expressed the raw emotions and feelings experienced on their 1970 expedition. Tabei shared “the feelings of the team members when things failed to go in the direction they had envisioned … We put our honest experiences on paper”.

    Reflecting on how she had to overcome social norms to lead the expedition – “In my day, we were strictly advised that being different was abnormal” – Tabei concluded that: “A person must be able to voice her opinion without worrying about criticism.”

    A problem of representation

    Ever since the late 1850s, women have made a significant yet often-hidden contribution to mountaineering. It retains a powerful legacy of male-dominated clubs and governing institutions founded on masculine norms such as risk-taking. This has often cast mountaineering achievements in a way that privileges men.

    Clubs established traditions based on the first ascents of mountains – very few of which were made by women. Their absence from leading mountaineering clubs and lack of representation in published club journals meant their achievements were often attributed to male companions.

    In 1872, the American climber Meta Brevoort felt it best, due to social prejudice, to publish her extraordinary first ascents in the European Alps under the name of her nephew, William A.B. Coolidge. Mountaineer and author David Mazel notes that Brevoort’s account was “carefully written to conceal the author’s sex”.

    Mountain exploration and climbing have traditionally been framed as heroic endeavours dominated by men. Figures such as Hillary, Mallory and Reinhold Messner are celebrated for their bravery, strength and leadership — traits associated with masculinity.

    Early mountaineering narratives often emphasised physical endurance, dominance over nature, and the ability to withstand extreme conditions – reinforcing ideas of masculine heroism. Mountains as towering, imposing and seemingly unconquerable landscapes have been metaphorically linked to power and challenge.

    Traditions that have been passed down through generations – from ascent styles to route names – have also been synonymous with masculinity. In the words of mountaineering historian Walt Unsworth, climbing Everest “is the story of Man’s attempts to climb a very special mountain”.

    This has had real-world consequences for mountaineering. Today, only 6% of British mountain guides are women, while globally, less than 2% of those registered to the International Federation of Mountain Guide Association (IFMGA) are women. If you don’t see your face reflected, it becomes a daunting prospect to imagine yourself in mountaineering – whether as a mountain guide, or an amateur mountaineer like me.

    By 2024, women represented 13% of all Everest summiteers since 1953, yet their stories are seldom told. White, male, able-bodied and middle-class voices dominate representations in published records and popular portrayals of adventure on the world’s highest mountain.

    As anthropologist Sherry B. Ortner attests, this is not surprising given mountaineering’s history as a western imperialist and colonising project that aimed to conquer nations and nature, built upon all-male institutions. Yet men and women have the same statistical odds of making a successful summit or dying on Everest.

    Julie Rak, in her book False Summit, shows how some accounts can treat women’s achievements with ambivalence, and at worst question their authenticity. It has even been suggested that Tabei was effectively dragged up the mountain by her friend, the male Sherpa Ang Tsering.

    Having suffered significant trauma following the avalanche that nearly wiped out their 1975 expedition, Tabei showed enormous courage and resilience to summit Everest just a few days later. She describes the ascent as difficult – and yes, accepted help from Ang Tsering – but this was her achievement, not a “stunt” to be denied by those who were not even present.

    Diversity on the mountain

    Since Tabei’s Everest summit, mountaineering has undergone changes as a sport, shifting from an elite, exploratory pursuit to a commercialised industry where wealthy clients can hire companies to reach summits with professional support.

    From the late 1980s, high-altitude mountaineering became a valuable tourism commodity. Seizing the opportunity to boost tourism, the Nepalese government began to issue more permits, fuelling the growth of commercial companies offering clients the opportunity to be guided up 8,000-metre summits. In 2023, Nepal welcomed over 150,000 high-altitude trekking and mountaineering visitors, with 47 teams attempting to climb Everest.

    Yet despite the popularity and commercialisation of the sport, mountaineering remains stubbornly resistant to diversity.

    Scholar Jennifer Hargreaves argues that women have been excluded from being represented as the “sporting hero”. What constitutes our cultural identity, meaning and values almost exclusively solidifies heroic masculinity in most forms of sport, including mountaineering.

    And much of this is due to the stories that are – not – told.

    Delphine Moraldo’s research found that of the mountaineering autobiographies published in Britain and Europe from the late 1830s to 2013, only 6% were written by women.

    Historically, literary representations of women mountaineers have often been met with ambivalence, their achievements portrayed as lesser. Women are stereotyped as weaker, bound to domesticity and lacking the hardiness required to be a “good mountaineer”.

    These perceptions, coupled with a lack of representation, have reduced women’s opportunities to secure funding for expeditions, or to access female-specific clothing and equipment. Tabei and her team had to make their own expedition clothing because women’s sizes did not exist, a problem that remains today. When raising sponsorship for Everest, she was told: “Raise your children and keep your family tight, rather than do something like this.”

    But while there is still a mountain to climb when it comes to attaining equality in adventure sports, there is a growing body of research and media celebrating women’s achievements – from campaigns such as Sport England’s This Girl Can to films charting the lives of some women mountaineers.

    A hidden sisterhood

    Junko Tabei and Pan Duo’s names may never be as well known as Edmund Hillary’s. But they are just two of many women whose achievements reach far beyond the peaks. I’ve written about many of them in my research.

    Polish mountaineer Wanda Rutkiewicz was the third woman and first from Europe to summit Everest. When asked in 1979 by high-altitude record holder Maurice Herzog why she had climbed Everest, Rutkiewicz responded that she did it for “women’s liberation”. By the late 1980s, such activism was harnessed by large sponsors such as Tata Steel, who recruited Indian mountaineer Bachendri Pal, the fifth woman to summit Everest, to lead a women’s adventure programme.

    Corporate sponsorship has, however, eluded many leading women mountaineers. Despite all her outstanding achievements – including holding a world-record ten Everest summits by a woman – Lhakpa Sherpa struggled for years to achieve recognition and the status of her male contemporaries. In 2019, writer Megan Mayhew Bergman asked why she didn’t have sponsors.

    More recently, however, Lhakpa Sherpa’s mountaineering career was documented in the 2023 Netflix documentary Mountain Queen, which raised her profile and has led to new sponsorship opportunities.

    There is also work being done to change the exclusion of women from mountaineering. In Nepal and around the world, charitable organisations have been initiated by women mountaineers to help their fellow women climbers, including Empowering Women Nepal and 3Sisters Adventure Trekking.

    My research has shown how women and mountaineers from other marginalised backgrounds can use their successes to become role models for and drivers of social change.

    Tabei, for example, was appalled at the degradation mountaineering had caused to Mount Everest, and spoke out about the need for responsible mountaineering and conservation. She led cleanup expeditions and researched the environmental impact of tourism and climate change on both mountain ecosystems and local communities.

    Tabei’s efforts helped bring global attention to the need for conservation in high-altitude environments, inspiring climbers to take a more responsible approach to their expeditions.

    In research about Asian women’s contribution to climbing Everest, I examined how the struggle for women’s emancipation, empowerment and recognition is a phenomenon that is shared globally. A new generation of Asian women mountaineers such as Dawa Yangzum Sherpa, the first woman to achieve IFMGA status, and Shailee Basnet are defying gender norms and achieving status as internationally recognised mountaineers and mountaineering guides.

    Basnet became one of ten women to scale Everest in 2008 as part of Sagarmatha Expedition, which was established to draw attention to climate change and gender equality, and to reclaim the Nepali name for the mountain: Sagarmatha. The expedition brought together ten women from six different religious, caste and ethnic backgrounds. All ten reached the summit, making it the most successful women’s expedition to date.

    Following this, in 2014 Basnet led the formation of the first all-women Seven Summits project to climb the highest peak on every continent. Importantly, she harnessed the team’s newfound profile to undertake a large-scale social justice programme, visiting hundreds of schools, leading hikes and giving talks across the Kathmandu Valley. Their mission was to improve educational awareness concerning opportunities for women and girls, and also to protect the environment.

    ‘A life we would never regret’

    Since the mid-1950s, a hidden sisterhood has forged a route for women to access high-altitude mountaineering. Their impact has reached far beyond the expeditions they led.

    Women have used their status as mountaineers to empower and support other women to achieve social, political and environmental justice, and raise awareness about poverty, sex trafficking, religious and ethnic marginalisation, environmental degradation and the impact of mass tourism.

    Junko Tabei was a pioneer whose tenacity helped a whole generation of women in mountaineering. By not recognising their achievements, we deny an important part of our cultural heritage – and miss the opportunity to learn and share the inspirational work that women continue to undertake.

    Tabei’s memoir is not simply a remarkable mountaineering account, it is, in the words of Julie Rak, a feminist text that challenges what society has always thought it means to be heroic, brave and adventurous.

    Tabei died in 2016 at the age of 77. On the 50th anniversary of one of her many achievements, it’s fitting to end with these words from her memoir:

    My approach was one of not worrying about the loss of a job or missing out on a promotion. I felt it was important to live a life we would never regret.

    It’s UConn’s most important weekend of the year.

    Yes, move-in weekend is huge; and yes, the last three years have featured Final Four weekends exciting enough to keep the entire population of Connecticut glued to their screens.

    But this is why we – the staff, the faculty, and above all, the students – are here in the first place.

    From Saturday, May 10 through the evening of Monday, May 12, nearly 8,000 Huskies will hear their names called and walk across the stage at Gampel Pavilion, the Jorgensen Center for the Performing Arts, or the Student Union Theatre, and walk off the stage as graduates and alumni. The celebration wraps up on May 18, as the UConn School of Law confers its degrees in Hartford.

    It’s a long weekend of big smiles, happy tears, and striking a pose near the statue of Jonathan or the giant U-C-O-N-N on Rte. 195, all combining to make lifelong memories of the final minutes before “student” turns into “graduate.”

    On May 7, a traditional celebration dedicated to the 80th anniversary of the end of the Great Patriotic War was held on the square in front of the main building of NSU. The event brought together not only NSU students and staff, but also residents of Akademgorodok.

    Many were united by the concert of front-line songs by student creative groups of NSU, who performed famous compositions from the back of a military vehicle.

    During the concert, several interactive platforms were operating in parallel: “Search Movement”, “Frontline Letters”, “Scientists to the Front”, “Military Hospital” and, of course, a field kitchen!

    — Colleagues, friends, I congratulate you on this wonderful, sacred holiday for our country — the 80th anniversary of the Great Victory. This is, of course, a holiday that has gone down in history forever. Our people, our army crushed the greatest evil of the 20th century — fascism. On the other hand, this day for us is a day of sorrow, because we paid an immeasurably high price for this Great Victory. The Soviet Union lost 27 million of its fellow citizens. We should more often remember those people who gave their lives for the freedom and independence of our Motherland, the countries of Europe and the world. Our main task is to preserve in the memory of the people, in the memory of the younger generation this heroic feat of the Soviet people and the soldiers-liberators.     A special part of the event was a retro fashion show in costumes from the pre-war and war years, a dance program and master classes. The concert “At the Soldier’s Campfire” in the park behind the NSU laboratory building added intimacy to the event.

    — I decided to take part in the retro fashion show because I wanted to be a part of this great holiday, to serve as a link in the transfer of memory between generations, and I am very grateful to the organizers for this opportunity. This year’s holiday left unforgettable impressions, and for me this day was the best of the entire academic year — it brought me the brightest emotions and a feeling of complete happiness! I was very happy to perform in public, and the master class on 1940s dances made me truly happy! I was also very impressed by the songs with a guitar in the courtyard of the old building of NSU — it was nice to listen to a wonderful performance of beautiful, eternal songs — songs with great meaning and memories of those distant days for us, — Polina Ryabova, a second-year master’s student, shared her emotions and impressions.   • MIL-Evening Report: Otago academics plan declaration on Palestine to ‘face daily horrors’

    A group of New Zealand academics at Otago University have drawn up a “Declaration on Palestine” against genocide, apartheid and scholasticide of Palestinians by Israel that has illegally occupied their indigenous lands for more than seven decades.

    The document, which had already drawn more than 300 signatures from staff, students and alumni by the weekend, will be formally adopted at a congress of the Otago Staff for Justice in Palestine (OSJP) group on Thursday.

    “At a time when our universities, our public institutions and our political leaders are silent in the face of the daily horrors we are shown from illegally-occupied Palestine, this declaration is an act of solidarity with our Palestinian whānau,” declared Professor Richard Jackson from Te Ao O Rongomaraeroa — The National Centre for Peace and Conflict Studies.

    “It expresses the brutal truth of what is currently taking place in Palestine, as well as our commitment to international law and human rights, and our social responsibilities as academics.

    “We hope the declaration will be an inspiration to others and a call to action at a moment when the genocide and ethnic cleansing of Palestinians is accelerating at an alarming rate.”

    Scholars and students at the university had expressed concern that they did not want to be teaching or learning about the Palestinian genocide in future courses on the history of the Palestinian people, Professor Jackson said.

    Nor did they want to feel ashamed when they were asked what they did while the genocide was taking place.

    ‘Collective moral courage’
    “Signing up to the declaration represents an act of individual and collective moral courage, and a public commitment to working to end the genocide.”

    In an interview with the Otago Daily Times published at the weekend, Professor Jackson said boycotting academic ties with Israel was among the measures included in a declaration.

    The declaration commits its signatories to an academic boycott as part of the wider Boycott, Disinvestment and Sanction (BDS) campaign “until such time as Palestinians enjoy freedom from genocide, apartheid and scholasticide”, they had national self-determination and full and complete enjoyment of human rights, as codified in the Universal Declaration of Human Rights.

    The declaration says that given the International Court of Justice (ICJ) has ruled there is a “plausible” case that Israel has been committing genocide, and that all states that are signatory to the Genocide Convention must take all necessary measures to prevent acts of genocide, the signatories commit themselves to an academic boycott.

    BDS is a campaign, begun in 2005, to promote economic, social and cultural boycotts of the Israeli government, Israeli companies and companies that support Israel, in an effort to end the occupation of Palestinian territories and win equal rights for Palestinian citizens within Israel.

    It draws inspiration from South African anti-apartheid campaigns and the United States civil rights movement.

    The Otago Declaration on the Situation in Palestine

    We, the staff, students and graduates, being members of the University of Otago, make the following declaration.

    We fully and completely recognise that:
    – The Palestinian people have a right under international law to national self-determination;
    – The Palestinians have the right to security and the full enjoyment of all human and social rights as laid out in the Universal Declaration of Human Rights;

    And furthermore that:
    – Israel is committing a genocide against the Palestinian nation, according to experts, official bodies, international lawyers and human rights organisations;

    – We owe a responsibility to fellow educators who are victimised by apartheid and scholasticide;

    The end of April was marked by a big event — the final show of “Star of Polytech”. These are ten solo performances, seven collaboration numbers, a multi-level stage, professional lighting and impressive productions.

    The winner of the 17th season of “Polytech Star” was determined by true professionals in the world of music and creativity: the artistic director of the Student Club Dmitry Misyura, Chairman of the Trade Union of Students of SPbPU Maxim Susorov, head of the service for work with educational organizations of the Tavrida.Art Art Cluster Anastasia Kraft, main organizer of several seasons of the Polytechnic Star Nadezhda Kirpichenkova, international voice coach Andrey Solokhin and winner of the Best Vocal Mentor award Olga Golubtsova.

    It’s great that a seemingly non-creative university provides such opportunities to develop talents in the creative industries, commented Anastasia Kraft.

    Impeccable vocals, powerful delivery and a touch of outrageousness – this is how the 2nd year student of IPMEiT Alexander Zinchenko won the stage and the hearts of the jury. His performance proved that talent, courage and passion for music really do work wonders. Thanks to his persistence, Alexander became the main star of the project and won a ticket to the festival of young creativity “Tavrida.Art”.

    Honestly, I still can’t believe that this is all reality and not a dream. There are probably no words in the world that could describe my feelings. Now in my head there are only words of endless gratitude to the organizers of the project, to everyone who rooted for me and supported me. Don’t be afraid to try something new and develop in what you like. Believe in yourself, and everything will definitely work out! – shared Alexander Zinchenko.

    Second place went to first-year master’s student of the Institute of Geology Anna Bakhur, and third place and the audience award went to second-year student of the Institute of Mathematics and Electronics Ekaterina Pautova. In the nomination “Best Collaboration”, the victory was awarded to Ilya Klochikhin, Ilya Kulagin and Kirill Ivanov. The winner in the nomination “Best Host” and the owner of a ticket to the “Yuzhny” camp was second-year student of the Institute of Mathematics and Electronics Ivan Umrikhin.

    For the third season in a row, the Polytech Star project, organized with the support of the Polytech Student Club, proves that there are no barriers to development and reaching new heights.

    Every year our project grows, becomes larger and inspires us to conquer new heights.   • MIL-OSI Russia: SPbPU President Mikhail Petrovich Fedorov is 80 years old!

    On May 11, the President of Peter the Great St. Petersburg Polytechnic University, Academician of the Russian Academy of Sciences Mikhail Petrovich Fedorov turned 80 years old.

    Mikhail Petrovich devoted more than 60 years of his life to the Polytechnic University, going all the way from a student of the Leningrad Polytechnic to the rector. Mikhail Petrovich headed our university from 2003 to 2011. It was during these years that the management system was reorganized, the research sector was actively developing, and innovative educational programs were intensively implemented.

    In January 2015, Mikhail Petrovich assumed the post of President of SPbPU. His repeated re-election to this post is not only recognition of the merits and achievements of the hero of the day, his extraordinary talent and enormous capacity for work, but also a manifestation of unconditional trust and respect from his colleagues.

    The recently established highest award of the Polytechnic University, the “For Merit” badge, was presented to Mikhail Petrovich as one of the first.

    Mikhail Petrovich Fedorov made a significant contribution to the development of hydropower, rational use of natural resources and environmental protection. He has over 400 fundamental scientific works and 12 inventions in the field of energy and integrated use of water resources.

    Mikhail Petrovich has been awarded many state and departmental awards: the Order of the Badge of Honor, the Order of Merit for the Fatherland, 4th degree, the Order of Friendship, and the Academician A. N. Krylov Medal. Mikhail Fyodorov is a two-time laureate of the Russian Federation Government Prize in Education, a laureate of the St. Petersburg Government Prize in Technical Sciences, an Honored Scientist of the Russian Federation, an Honored Worker of Higher Professional Education of the Russian Federation, and an Honored Engineer of St. Petersburg.

    In 2025, for outstanding achievements in training highly qualified specialists and many years of conscientious work, the Governor of St. Petersburg Alexander Beglov awarded Mikhail Petrovich Fyodorov with the honorary badge “For Services to St. Petersburg”.

    On the day of the anniversary celebration, Mikhail Petrovich also received a Letter of Gratitude from the Legislative Assembly of St. Petersburg “For outstanding personal achievements in the development of higher education in St. Petersburg, the training of highly qualified specialists and many years of conscientious professional activity.”

    Metropolitan Varsonofy of St. Petersburg and Ladoga recognized the merits of Mikhail Petrovich by presenting him with the Badge of the Holy Martyr Veniamin, Metropolitan of Petrograd and Gdov.

    Government announces confirmed Chair and Board appointments to the S4C Board

    Delyth Evans is confirmed as the new Chair of S4C. Denise Lewis Poulton is reappointed and five new appointments have been made to the Board.

    Delyth Evan

    Delyth Evans’ term as Chair commenced on 1 May 2025 and will last for 4 years. Delyth Evans appeared before the Welsh Affairs Committee on Wednesday 23rd April for pre- appointment scrutiny. The Committee published their report on Friday 25 April, endorsing the appointment. The Government’s response to the Committee’s report was published on 30 April 2025. 

    This process for appointing the Chair of S4C is set out in the Broadcasting Act 1990.    

    Ministers were assisted in their decision-making by an Advisory Assessment Panel which included a departmental official and a senior independent panel member approved by the Commissioner for Public Appointments. The Welsh Government and UK Government Wales office were also represented on the Panel. 

    Delyth has declared she worked as a speechwriter for John Smith MP, Leader of the Labour Party between 1992-94. She worked as a special adviser to Alun Michael, First Minister of the Welsh Assembly between 1999-2000. She became a Member of the Welsh Assembly, representing the Mid and West Wales constituency for the Labour Party, between 2000-2003. She stood as a Labour Parliamentary Candidate for the Carmarthen West and South Pembrokeshire Constituency at the 2015 General Election. She has not undertaken any political activity since 2015.

    Denise Lewis Poulton is reappointed to the Board

    Denise is an experienced non-executive director, trustee and senior advisor to private, public and third sector bodies. She specialises in strategic communications, brand and corporate affairs. She spent her corporate career primarily as a senior director at international telecommunications companies such as Bell Canada plc, Cable & Wireless Communications plc and Orange plc. She went on to set up a consultancy business advising a number of cultural, media and public sector organisations including the Welsh Government, The Senedd S4C and the Millennium Centre in Cardiff.

    Denise is a Trustee of the National Lottery Heritage Fund and National Heritage Memorial Fund and Chair of the Wales Committee. She has also chaired the NLHF’s Grant-in-Aid programme on behalf of Welsh Government. She has served as a Trustee and Non-Executive Director with several charitable and national cultural organisations including The Welsh National Opera, the Hay Literary Festival and The Wallace Collection in London. She is an Honorary Lifetime Fellow of BAFTA.

    Five new Board Members have been appointed to the Board of S4C

    William Dyfrig Davies

    William Dyfrig Davies is an experienced leader in the Welsh media industry with 30 years of experience in radio, television, and digital content creation. Starting as a researcher, he was trained as Director, Producer, Executive Producer, and ultimately Managing Director of Telesgop Independent Media Company before retiring earlier this year. Davies played a key role in TAC (Independent TV Production Association) for many years, serving as Chair for over three years. His extensive expertise in the Welsh production sector equips him to tackle the challenges faced by industry professionals. He is experienced in dealing with broadcasters, politicians and industry leaders. He chaired the Urdd, the youth movement of Wales, where he honed skills in guiding organizations through strategic changes during the covid pandemic. He remains a trustee and believes strongly in promoting opportunities for the youth of Wales. 

    A strong advocate for S4C’s independence, Dyfrig Davies  believes in its vital role in promoting Welsh language, culture, and the economy. His interests lie in Welsh culture and sports. Recently, he returned to his roots to support family businesses in west Wales.

    William Dyfrig Davies declared he has canvassed in the past on behalf of Plaid Cymru for county council/local authority, Senedd and Parliament elections, but not for at least 10 years.

    Dr Gwennllian Lansdown-Davies

    Dr Gwenllian Lansdown Davies is originally from Bangor but now lives with her husband and four children in Llanerfyl, Powys.  After being elected to represent Riverside on Cardiff County Council in 2004, she worked as Office Manager for Leanne Wood MS in the Rhondda before being appointed Plaid Cymru’s Chief Executive in 2007. After working for the Coleg Cymraeg Cenedlaethol at Aberystwyth University, she became Chief Executive of Mudiad Meithrin (a voluntary organisation and main provider and enabler of Welsh- medium early years childcare and education in the voluntary sector with over 1000 settings all over the country) in 2014.

    Gwenllian is on the Board of the Commission for Tertiary Education and Research and the National Lottery Fund in Wales and volunteers at her local Cylch Meithrin on the committee as the RI.

    Dr Gwenllian Lansdown Davies declared she obtained office as a Plaid Cymru Councillor (2004-2011), Stood as a candidate for Plaid Cymru where she stood for the last time in 2008 as Councillor and MEP and has spoken on behalf of the Plaid Cymru CEO until 2011.  She has acted as a political agent for the Plaid Cymru CEO until 2011 and was a branch official. She has also canvassed on behalf of the party until 2011.

    Catryn Ramasut

    Catryn Ramasut is a strategic leader and entrepreneurial media practitioner with over 25 years of experience in the creative industries and arts organisations. A Cardiff-born, Welsh-speaking woman of mixed heritage, she brings a unique perspective to Wales’s cultural landscape. Catryn co-founded and served as Managing Director of award-winning ie ie productions, producing acclaimed films like “American Interior” and “Rockfield: The Studio on the Farm,” alongside critically recognised television content. Recently, she co-produced “Brides,” which premiered at the 2025 Sundance Film Festival.

    She represents Wales on the DCMS Creative Industries Council, was the inaugural Chair of Creative Wales, Welsh Government and a board member of Chapter Arts Centre. Catryn has recently been appointed Director of Arts at Arts Council of Wales, where she provides strategic leadership across the sector.     Wyn Innes

    Wyn is a Chartered Accountant, who trained with Grant Thornton and Price Waterhouse with over 30 years experience working in both the Public and Private Sectors. He is currently Chief Financial Officer and Board Director of Ogi, Wales’s largest independent full fibre broadband business.

    Previously Wyn worked in both London and Cardiff in executive, financial and commercial roles. He was Managing Director of S4C’s commercial companies for 7 years. This included being CEO of SDN, a Digital Television Multiplex Company which he oversaw the sale of to ITV. Wyn was born in Cardiff and attended Bryntaf Cardiff’s only Welsh language Primary school at the time, and Ysgol Gyfun Llanhari. He is passionate about extending the role of the Welsh language and sees S4C as having a pivotal role in this endeavour. Married with three grown up children, in his spare time he enjoys playing cricket, golf and running whenever he can.

    Betsan Powys

    Betsan Powys was, for nearly three decades, a BBC journalist, a news and current affairs reporter and for some years, a member of the ITV Wales Current Affairs team. She won BT and BAFTA Wales journalism awards and became part of the prestigious BBC Panorama reporting team, before returning to Cardiff to cover the impact of devolution as BBC Wales Political Editor. She was responsible for leading BBC Wales’ election and referendum broadcasting for many years, appearing regularly on both network television and radio. Betsan became Editor of Welsh language radio and online services and subsequently, a BBC Wales board member. For some years now she’s been working as a freelance and is proud to have been honoured with fellowships of Aberystwyth University and the Radio Academy.

  • MIL-OSI United Kingdom: expert reaction to conference poster about GLP-1 obesity drugs (compared with bariatric surgery) and obesity-related cancer

    A conference poster presented at the European Congress on Obesity (ECO) in Malaga and published in eClinicalMedicine looks at obesity drugs (GLP1s) and obesity-related cancer. 

    Prof Naveed Sattar, Professor of Cardiometabolic Medicine/Honorary Consultant, University of Glasgow, said:

    This study, whilst interesting, cannot confirm or refute any links of incretin based therapies with cancer as the design was not a trial but rather observational, and there were quite marked differences between the groups in baseline characteristics that simply cannot be matched.  It is better to wait to see further large outcome trials versus placebo to get closer to the truth.  In people with T2D, GLP-1RAs did not increase risk of incident cancer relative to placebo as recently reported in an updated meta-analysis of over 70K patients across 10 outcome trials (https://pubmed.ncbi.nlm.nih.gov/40156846/).  SELECT trial also did not report a difference in cancer relative to placebo but cancer events were small.  Hence, larger outcome trials are needed to understand links between such medicines and cancer risks, and several should report over the next 5 years.”

  • MIL-OSI Russia: Dmitry Chernyshenko and To Lam opened the Russian-Vietnamese business forum

    Deputy Prime Minister of Russia Dmitry Chernyshenko and General Secretary of the Central Committee of the Communist Party of Vietnam To Lam greeted the participants of the Russian-Vietnamese business forum. Also in their presence, the start of work was given to the plant for the production and processing of dairy products of the company “TH True Milk” in the Kaluga region.

    The event took place as part of To Lam’s official visit to Russia. Earlier, on May 10, negotiations between Russian President Vladimir Putin and the Secretary General took place in the Kremlin.

    The forum featured speeches by representatives of VTB Bank, AFK Sistema, and the Cyberus Foundation for the Development of Effective Cybersecurity.

    Dmitry Chernyshenko thanked the Vietnamese delegation for participating in the festive events dedicated to the 80th anniversary of the Great Victory. He quoted President Vladimir Putin as saying that relations between Russia and Vietnam continue to develop steadily in the spirit of equality, mutual respect and consideration of each other’s interests.

    This year our countries celebrate a significant date – 75 years since the establishment of diplomatic relations. As was indicated at the recent meeting of To Lam with the Chairman of the Russian Government Mikhail Mishustin, today special attention is paid to increasing trade and economic cooperation and increasing mutual trade turnover between Russia and Vietnam.

    “We see how much Vietnam has achieved in these areas

    in recent years. By the end of 2024, the GDP growth rate exceeded 7%, and the country’s trade turnover approached the $800 billion mark. The Russian economy is also showing high growth rates: by the end of last year – more than 4.1%. Today, the demand of the state and business for increasing economic ties, including with our friendly Vietnam, is obvious. The key tasks of our bilateral cooperation are mutual investments and the implementation of specific projects. We need to create the most favorable climate for the fruitful work of Russian and Vietnamese companies in the markets of both countries,” said the Russian Deputy Prime Minister.

    The Free Trade Agreement has been in force between Russia and Vietnam for almost 10 years. It provides duty-free access to almost all groups of goods. Especially in such important positions as dairy products, meat, wheat, fertilizers and cars. It is important to come to a joint decision on how to use this agreement even more effectively.

    Dmitry Chernyshenko also noted the Comprehensive Cooperation Plan for the period up to 2030 signed in January: “It was this strategic document that allowed us to agree on joint measures and new mechanisms for cooperation on projects in the scientific sphere, energy and mechanical engineering, which will lead to an almost threefold increase in trade turnover between our countries – up to 15 billion dollars by 2030.”

    Cooperation is developing on the digital track: “Vietnam is the leader in terms of growth rates of the digital economy and e-commerce. Russia offers the best solutions in the field of digital technologies, industrial software and telecommunications. The work of the joint Center for Artificial Intelligence and Digital Technologies in Hanoi has already been launched,” the Russian Deputy Prime Minister said.

    In agriculture, Russia and Vietnam not only successfully carry out mutual deliveries of food products, but are already localizing production.

    Dmitry Chernyshenko also highlighted cooperation in the tourism sector: “According to the Ministry of Economic Development, following the results of the first quarter of 2025, Russia came out on top in terms of growth rates of tourist flow to Vietnam – 110%. We are creating comfortable conditions for your tourists in Russia. An electronic visa for Vietnamese citizens has been launched, and we are increasingly adapting the service sector to their wishes. We will increase the length of stay, for example, with an electronic visa to 30 days. We are expanding the geography of flights of Russian airlines to Vietnamese cities. We sincerely thank the Vietnamese side for the fact that on May 8, with the participation of the Secretary General, the flight program of Vietnam Airlines from Hanoi to Moscow was resumed. I am confident that this will allow us to qualitatively improve the level of our relations in the tourism industry!” he said.

    The Deputy Prime Minister invited Vietnamese partners to take part in the St. Petersburg International Economic Forum and the Eastern Economic Forum in Vladivostok in 2025.

    To Lam stressed the importance of economic cooperation between Vietnam and Russia. According to him, the parties reached an agreement to expand investment volumes to $15 billion. To Lam called on business circles of both countries to actively conclude contracts and agreements within the framework of the business forum in order to maximize the benefits in all areas: investment, trade, and scientific and technical cooperation. He also expressed Vietnam’s interest in deepening partnership relations with Russia in such sectors as agriculture, energy, industry, mechanical engineering, and information technology. He specifically mentioned the great potential for cooperation in energy and agriculture.

    In conclusion, the Secretary General thanked the Russian Government for providing conditions for Vietnamese investors and businessmen aimed at developing tourism in Russia.

    In the presence of Dmitry Chernyshenko and To Lam, a ceremony of exchanging bilateral documents between Russian and Vietnamese companies took place. Among them are the Agreement on Cooperation between the National Research University Higher School of Economics and the Vietnam Academy of Science and Technology, as well as the Memorandum of Understanding, Strategic Cooperation for 2025-2026 for the purpose of jointly promoting Vietnam as a tourist destination and Vinpearl products between Anex Tour LLC and Vinpearl.

    The results of the III National (All-Russian) scientific-practical conference “Architectural Seasons” were summed up at SPbGASU. The conference work was held in four departments-sections, 88 reports were heard.

    Each department identified the best speakers who presented their work to the competition jury, which included faculty members of the architecture department and invited experts. However, there were not four but five contenders for the award: the architectural design department nominated two finalists at once.

    “The smartest and strongest master’s students of our faculty have gathered here. Representatives of Peter the Great St. Petersburg Polytechnic University have also come to us. We need to develop, compare our level with others: we will take something from you, and you will take something from us. We will compete, but this will not cancel our deep respect for each other,” said Ekaterina Voznyak, Dean of the Faculty of Architecture, in her welcoming speech.

    Associate Professor of the Department of Architectural Design Fyodor Perov announced the opening of a new training program in the Master’s program 07.04.01 Architecture. Architectural Design and Urbanism for the Arctic Zone of Russia since 2025. Fyodor Viktorovich emphasized that the Arctic has become the most important area of development and training at SPbGASU.

    During the presentations of the students, the master’s student of SPbGASU Victoria Talavirya presented the results of her dissertation work. She examined the formation of the architectural and design environment of the equestrian complex as a public space (scientific supervisor – associate professor of the landscape architecture department Irina Shkolnikova).

    According to Victoria, modern society has faced a number of problems in the environmental, social, and economic spheres, indirectly or directly related to the equestrian industry. Such problems include the deterioration of the physiological and psychological state of the population, the reduction of buffer zones within the city, the destruction of natural landscapes, and the low level of equestrian sports in Russia. As a solution to these problems, the student proposed holding sports events, creating unique public spaces, developing domestic horse breeding, etc.

    “The concept of an ideal equestrian complex should be based on the symbiosis of three factors: the creation of a public space that attracts people to equestrian sports; involvement in the culture of ecotourism, promotion of views and ideas that influence attitudes towards ecology; creation of conditions that satisfy all the needs of horses. The results of the dissertation can be used in further theoretical and practical work on the design of multifunctional equestrian complexes. Two scientific articles have been published on the topic of the dissertation research,” said Victoria. Alexandra Sudarikova, a student of the Higher School of Design and Architecture of the St. Petersburg Polytechnic University, presented a report on “Development of Ecotourism Territories in Russia Using the Example of the Republic of Karelia” (supervisor – Associate Professor of the Higher School of Design and Architecture Elena Ladik).

    According to Alexandra, domestic tourism is becoming increasingly popular in Russia. At the same time, ecotourism is becoming the most dynamically developing direction, which is due to the desire of modern people for clean and safe recreation, saving resources and preserving the natural environment. Ecotourists prefer recreation in small groups in active interaction with nature, choose environmentally friendly options for transport and accommodation. In this context, Karelia with its unique natural landscapes is one of the most attractive regions.

    The student chose the city of Kem, located on the route to the Murmansk Region and the Solovetsky Islands, as the territory for the study. By order of the President of Russia, the Kemsky District and the Belomorsky District are classified as Arctic support settlements.

    Alexandra identified the territory for the development of tourist infrastructure and proposed to form additional walking and water routes in the city. In addition, she developed a project proposal for an all-season tourist complex on the riverside territory of the Kem River, which will become a potential point of attraction for city residents and tourists.

    Vasilisa Smirnova, a master’s student at SPbGASU, spoke about the regional architectural features of the manor development of the 18th–19th centuries in the city of Toropets in the Tver Region (academic supervisor: associate professor of the Department of Architectural and Urban Heritage Natalia Dubrovina).

    There are six estate complexes on the territory of modern Toropets. They are significantly ruined and in a lost state. To find analogues, Vasilisa expanded the boundaries of the study and studied 46 estates where the main house has been preserved. She focused on estates built of stone in the 18th–19th centuries in the classical and eclectic styles.

    “Five main types were identified in general according to the volumetric-spatial and compositional solution of the main house. The estates of the city of Toropets turned out to be diverse. They are related to the types of the Pskov, Novgorod, Tver and Smolensk regions. However, the estate has characteristic features of the so-called Toropets Baroque,” the student said.

    The author believes that the main results of his project are the organization of points of attraction for local residents and tourists, the design of development zones for children and the improvement of territories.

    Master’s student Nikita Milov developed a project for a multifunctional sea terminal in Kandalaksha, Murmansk Region (supervised by associate professors of the Department of Architectural Design Alexey Mikhalychev, Igor Ivanov, Yulia Devyatova and Valeria Supranovich). The topic of the work is based on a fundamental approach to the development of the Far North. The student is confident that Kandalaksha has great tourism potential as a point for sea and river cruises from Moscow and St. Petersburg to Arkhangelsk, Salekhard, Tiksi and further along the northern coast. Kandalaksha can become both a transit point for these routes and create its own package of offers. The routes can be one-day, short-term, medium-term and long-term.

    Victoria Ivanova, a student of the Department of Urban Development at SPbGASU, designed a residential area with a multifunctional tourist complex in Monchegorsk, Murmansk Region (scientific supervisors: associate professors of the Department of Architectural Design Fyodor Perov and Alexandra Eremeeva, associate professor and academic secretary of the department Olga Kokorina, senior lecturer Larisa Venatovskaya).

    “Based on the urban development analysis, I identified the main hubs of public life in the city, drew up a diagram of the relationship between the main hubs and identified four main sites that were the most promising for development. The choice was made on the territory of the Leningradskaya Embankment with a park near Komsomolskoye Lake and a yacht club. It would seem, what kind of yacht club is there in the north? However, in Monchegorsk, one has existed since the 1950s. In the summer season, sailing competitions and regattas are held annually; in March of this year, the Russian Windsurfing Championship was held. At the same time, the infrastructure of the yacht club is in decline: the building is falling apart, there are vacant lots and chaotically located boathouses and garages around. There is a complex system of residential development in the block. It is mainly represented by outdated Soviet-era buildings in need of renovation.”

    According to Victoria, the main urban problems are ecology and population outflow. However, there are recreational resources that can be used wisely.

    Victoria proposed creating a single route that would connect four key points – the bus station, the park at Komsomolskoye Lake, Leningradskaya Embankment and the yacht club, which could become a center of attraction not only within the block, but for the entire city. The complex consists of various buildings connected to each other: residential buildings, a hotel, a preserved yacht club building, new and under-construction boathouses, a panoramic restaurant on the water, a building of a water entertainment complex with a water park, an entertainment center, exhibition halls, and a cafe. The water park offers a view of Lake Imandra and the Khibiny Mountains. The architectural appearance was formed in accordance with Sami motifs (the Sami are the indigenous people of the territory).

    The author of the project is confident that the multifunctional complex can become an additional vector for the city’s development, slow down the rate of outflow of local residents and increase the flow of tourists to the region.

    The jubilee, twentieth in a row, military-patriotic rally “Syandeba. Connection of generations” was held in Karelia. It was timed to coincide with the 80th anniversary of the Victory in the Great Patriotic War. More than 100 students, teachers and employees of the Peter the Great St. Petersburg Polytechnic University gathered at the site of bloody battles. This rally has long become the most important tradition for polytechnics – a relay race of memory that young people pass on from generation to generation.

    Vice-Rector for Youth Policy and Communication Technologies Maxim Pasholikov visited the scene. He expressed gratitude to the organizers and participants of the gathering, emphasizing the importance of the event in preserving historical memory and passing it on to future generations. This gives an opportunity to touch the fates of the polytechnicians who stood up to defend the Motherland during the Great Patriotic War.

    The participants of the rally organized a festive concert dedicated to the 80th anniversary of the Victory in the Great Patriotic War. Ceremonial rallies were held. The first one was held at the monument to the soldiers of the 3rd (Vyborg) regiment of the Leningrad division of the people’s militia who died in the battles for the height of 40.0 in August 1941.     The second rally took place at the Alyosha memorial complex, attended by a delegation from Spain. Together with the polytechnicians, young Spaniards, who also bravely fought against the Nazi invaders, also signed up as volunteers for the 3rd Frunze division of the people’s militia. They fought shoulder to shoulder with our students on the Karelian front and died for this land. The guys planted a young oak tree brought from Guernica, symbolizing fortitude and courage.

    According to tradition, the Military History Club “Our Polytechnic” organized a reconstruction of “Syandeba, 1941”. Polytechnicians, dressed in the uniform of Red Army soldiers, fought as student militiamen once fought. Each shot, each fall to the ground is not just an element of the production, but a deep, personal experience of history. Deafening explosions, screams, smoke and shots made the reconstruction not just a spectacle, it became an emotional journey through time, allowing viewers to feel at what cost the Victory was won.

    At the gathering, students read real letters from the front of the Polytechnics, helped restore the museum, participated in a military-sports game, went on a walking tour of the places of military glory of the 3rd Frunze Division of the Leningrad People’s Militia, tidied up mass graves, monuments and much more.

    Syandeba is not just a point on the map. It is a living memory that we carefully preserve and pass on. Here, among the Karelian forests, each participant of the gathering becomes part of a great history, part of a living connection between generations.

  • MIL-OSI USA: Rock, Glass, and Flowbands: Yellowstone’s Rhyolite Anatomy

    Yellowstone Caldera Chronicles is a weekly column written by scientists and collaborators of the Yellowstone Volcano Observatory. This week’s contribution is from Drew White, graduate student, and Lauren Harrison, assistant professor, both in the Warner College of Natural Resources at Colorado State University. 

    The Yellowstone Plateau Volcanic Field is one of the largest rhyolite fields on the planet and well known for its voluminous high-silica lava flows and ignimbrites (ash flows caused by massive explosive eruptions that result in thick volcanic deposits). The most recent eruptive phase of large rhyolite lava flows are the Central Plateau Member rhyolites, the youngest of which is 70 thousand years old. The high-silica composition results in a very viscous (sticky and resistant to flow, like toothpaste) lava with characteristic textures that record how the lava flow developed. Let’s take a closer look at these textures as they would be observed in a cross-sectional outcrop of a rhyolite flow, starting from the bottom and moving upward.

    As the lava erupts, it is pushed through a volcanic conduit that connects the subsurface magma reservoir to the surface. Once it emerges at the surface, the exterior quickly quenches into a glassy carapace as the hot (~700–800 °C, or ~1300–1500 °F) magma contacts the cool air. This carapace starts to fragment under the stress of the still-molten flowing interior, which results in blocks that form a “flow breccia” that makes up both the bottom and top parts of the flow. The part of the carapace that is not fragmented is the glassy zone known as the “obsidian zone.” Obsidian is a volcanic glass that cools so rapidly crystals do not have time to form. There is also a very distinct core to a rhyolite flow that consists of dense, “stony” rhyolite that exhibits flow banding—swirls in the rock that form during both the movement and cooling of the flow. A temperature gradient forms through the flow as it cools from the outside inward, varying properties of the lava such as viscosity, which is lower at higher temperatures (the hot molten center of the flow will have a lower viscosity and move slightly faster). This variation causes deformation and orientation of crystals and glass in the lava that can result in the banding pattern. The flow bands are mostly parallel to the base of the flow and become more vertical towards the center of the flow, reflecting how the hotter, less viscous interior was able to deform more readily than the cooler margins during emplacement. 

    As the flow cools, exsolution of gases such as water vapor plays a major role in the formation of textures. During the cooling process, the solubility of different gases decreases, causing them to escape from solution and form bubbles. If these bubbles are trapped in the lava, the final solidified rock will have small holes, called vesicles, that are a good indication of the amount of gas exsolution that occurred in that part of the lava flow. In fact, the occurrence of vesicles decreases from many at the top of the lava flow to almost none in the center! If these bubbles were present while the lava was still flowing, they may be stretched in the direction of flow.

    If the bubbles coalesce enough to form a permeable network, the volatiles will move upward to escape the flow into the atmosphere, causing alteration of the surrounding lava and turning it red from oxidation. If a lot of vapors are exsolved upon further cooling of the lava, spherulites can develop. Spherulites are circular features of radially growing crystals that form when volcanic glass loses gases during cooling (which is a process called devitrification). They often develop in the glassy margins of a rhyolite flow. Other textures caused by gas escape are most noticeable towards the top of the flow where there is a such a high concentration of vesicles that it forms a frothy glass—pumice—where there are more vesicles than actual lava.

    As the flow finally cools and begins to solidify, the upper part of the carapace begins to fracture, creating an upper flow breccia similar to the basal flow breccia. While the top and bottom breccias are both the result of fragmentation of a glassy carapace, they record different parts of the emplacement process. The base records early cooling and stress caused by motion of the lava flow, while the top records brittle cooling, contraction, and degassing processes. 

    Together, all these observed textures record a history of emplacement processes that can be observed in rhyolites globally. Many of these features are hard to see in Yellowstone National Park due to the huge scale of the rhyolite flows, and because many of the flows have been eroded by glaciers since they erupted, but there are some great exposures in outcrops and road cuts—for example, along Firehole Canyon Drive, a few miles south of Madison Junction. Take a look at the outcrops alongside the road to see if you can tell whether you are looking at the bottom, center, or top of an old rhyolite flow!

  • MIL-OSI: Enwave Announces Expansion of Energy from Waste District Heating Facility in Prince Edward Island, Avoiding Landfill for Nearly 90% of the Black Cart Residential Waste in Province

    TORONTO, May 12, 2025 (GLOBE NEWSWIRE) — Enwave Energy Corporation (Enwave) has announced today the commitment to build a new waste processing facility in Prince Edward Island, beginning this fall. The facility will be in operation by 2028 and will replace the existing end-of-life system. Enwave, in partnership with the Province of Prince Edward Island, has proudly undertaken this expansion to address the growing need to identify sustainable waste solutions in the province.

    The existing district energy plant converts municipal solid waste and biomass — scrap wood from forest harvesting operations — to energy and provides that energy to its customers through the interconnected district energy network. After nearly thirty years of operation, the plant is approaching end-of-life and will be replaced with the new, expanded facility. Since 2017, the Province of Prince Edward Island and Enwave have collaborated on this project with a united goal to reduce waste and Greenhouse Gas (GHG) emissions at a time when sustainable waste solutions are needed more than ever.

    This new, state-of-the-art facility is capable of processing 90% of the province’s total black cart residential waste, significantly reducing landfill waste. The expansion of this critical facility will significantly replace the use of fuel oil for heating while providing further reliability and redundancy to more than 145 connected buildings in Charlottetown, the province’s capital city, including the Queen Elizabeth Hospital, the University of Prince Edward Island, schools and residences. Enwave’s district energy system has a proven track record as a reliable and critical source of energy in the province, having maintained uninterrupted operations to critical customers during recent natural phenomena such as hurricanes Juan, Dorian and Fiona, as well as during the hurricane-strength blizzard, White Juan, in 2004.

    This includes confirmed funding to upgrade the A428 and reduce journey times between Cambridge and Milton Keynes, a new Health Data Research Service to accelerate the discovery of life-saving drugs, significant investment for nine new reservoirs to tackle water scarcity, and support for the East Coast Mainline station to expand the region’s economy.  

    Building on the Growth Corridor’s progress so far, the Commission will go even further to unleash the economic power of Oxford and Oxfordshire which will not only benefit the wider region but also help drive growth in every corner of the country.

    • He then took a leading role in embedding the regeneration and growth legacy of the Olympics in East London as Deputy Chair and Chair of the London Legacy Development Corporation.  
    • Neale chaired the Capital Programme Delivery Board for the successful Commonwealth Games in Birmingham 2022. 
    • He was a National Infrastructure Commissioner between 2021 and April 2025 and was then appointed as a member of the Advisory Council to the National Infrastructure and Service Transformation Authority (NISTA), the Government’s new centre of expertise for infrastructure and major project strategy and delivery.

    England’s former Chief Nursing Officer Professor Dame Ruth May DBE has taken up a professorial role with Anglia Ruskin University (ARU), bringing a wealth of experience to ARU’s health provision.

    Professor May has joined ARU as Professor of Nursing and Health Systems Leadership, within the Faculty of Health, Medicine and Social Care.

    An operating theatre nurse by background, Professor May retired from her role as NHS England’s Chief Nursing Officer in July 2024 after five years in the role. This was a culmination of several decades working in the NHS, including a number of roles in the East of England.

    Among her many accomplishments as Chief Nursing Officer was her leadership through the Covid-19 pandemic, directly advising the Government on nursing policy during one of the greatest challenges facing the health service in modern times. She also led the Stop the Pressure campaign to raise awareness and reduce the incidence of pressure ulcers among hospital patients.

    In 2009, Professor May was given the award of Honorary Doctor of Science by ARU in recognition of her leadership skills within the health service.

    She was appointed Dame Commander of the Order of the British Empire (DBE) in the 2022 Birthday Honours for services to nursing, midwifery and the NHS.

    Professor May’s new role involves working closely with staff and students, partners, and wider stakeholders, supporting ARU’s ambitions in its delivery of high-quality education and meeting NHS workforce needs, as well as supporting ARU’s collaborative endeavours through innovation, knowledge exchange and research.

    Among the key areas that Professor May will focus on in her new role is ensuring an excellent experience for health and social care students, particularly in the context of practice learning and employability.

    University of Aberdeen to host Public Communication of Science ConferenceAround 600 delegates from around the world will arrive in Aberdeen this month for the bi-annual Public Communication of Science Conference.
    The University of Aberdeen will host the conference which will take place from 26 – 29 May at Old Aberdeen and P&J Live.
    The conference will examine how science communication can be used to effect positive change exploring transitions, traditions and tensions in the context of our climate emergency, of global health imperative, such as food and water security and poverty alleviation.
    Ahead of the conference, there will be a number of pre-conference workshops as well as an opening ceremony and public lecture at the Music Hall – which is open to the public and can be attended even if not attending the conference.   • MIL-OSI Russia: Cultural Marathon at the Polytechnic: Foreign Students Celebrate the 60th Anniversary of the Preparatory Faculty

    In honor of the 60th anniversary of the preparatory faculty of Peter the Great St. Petersburg Polytechnic University, a series of events dedicated to the history and culture of our country were held for foreign students.

    20 best students from Angola, Vietnam, India, Indonesia, Yemen, China, Myanmar, Palestine, Turkmenistan and Turkey went to a three-day cultural and educational intensive course “Polytechnic in History and Culture” at the Kholomki estate. The guys immersed themselves in the atmosphere of Russian estate life in a historical complex associated with the name of the first director of the Polytechnic – Prince Andrei Grigorievich Gagarin.

    The participants not only learned about the life of the prince and the fate of his estate, but also visited Gagarin’s grave in the village of Belskoye Ustye, paying tribute to the memory of the university’s founder.

    This brought us even closer together! Thank you for the opportunity to relax, find friends and celebrate the faculty anniversary, – shared Mustafa Rozyev from Turkmenistan.

    The educational program was prepared by teachers of the Higher School of International Educational Programs (HSIEEP). There were team-building trainings, quizzes on Russian history and modern culture, and a volleyball match, where international student teams competed with teachers. Indian student Gupta Purvi remembered volleyball the most: It was fun and adventurous, and the teachers were as passionate as we were.

    Jonathan Abel from Indonesia admitted that he especially enjoyed the night songs around the campfire under the starry sky: The teachers sang so beautifully that even those who did not know the words joined in with the melodies.

    Yemeni student Al-Falah Naif expressed his delight poetically: Nature whispered its secrets to us… These days will become a page in my future novel.

    Before returning to St. Petersburg, the group honored the memory of the victims of Nazism at the Dulag 100 memorial near Porkhov, where a transit camp was located during the war. The children were reminded that this year Russia solemnly celebrated the 80th anniversary of the Victory in the Great Patriotic War.

    Another group of students from Mexico, China, Turkmenistan, France, Thailand and Slovakia visited the State Museum of the History of Religion. They began their journey with the halls of Christian symbols, where guides gave detailed information about ancient icons, church utensils and the history of Orthodoxy in Russia. Rare exhibits, such as a reconstruction of a 17th-century altar with preserved frescoes, attracted special attention. In the Catholicism department, the participants learned about the connection between European religious traditions and Russian culture.

    Students from Turkmenistan particularly noted the halls dedicated to Islam.

    It’s unexpected to see familiar religious symbols in Russia, it brings us even closer together,” shared Matyakub Yusupov.

    The events not only strengthened intercultural ties, but also became a bridge between the past and present of the Polytechnic University, reminding us of its rich heritage, and helped to form a sense of belonging to the cultural heritage. The organizers are confident that such projects help foreign students to understand Russia more deeply and feel part of a large university family.

    Rosneft organized a large-scale career guidance event for students of the Institute of Oil and Gas of the Siberian Federal University. About a thousand students and teachers of the university took part in the Rosneft Day. Employees of the Company’s enterprises operating in Krasnoyarsk Krai, Bashkiria, Khanty-Mansiysk Autonomous Okrug-Yugra and Irkutsk Oblast told potential employees about employment opportunities.

    Oil workers held thematic lectures, master classes, competitions and quizzes for students in various areas of the oil and gas industry. Students learned about the achievements and development prospects of Rosneft enterprises and learned about the most sought-after professions in the industry.

    One of the key events was the “job fair”, where students were able to receive advice on employment prospects and learn about the possibilities of targeted training, internships, including at remote sites of the large-scale project of the Vostok Oil Company. Young specialists of RN-Vankor (the operator of the Vostok Oil project) told the guests about professional training and mentoring programs at the enterprise, prospects for participation in research activities, and about organizing a comfortable life for shift workers. The oil workers also organized an assessment of the professional competencies of future colleagues in a game-based interactive format.

    The management of Vostsibneftegaz held an informal meeting “without ties” for students, and the company’s young specialists held a quiz and a master class “try on a profession”.

    Rosneft provides comprehensive support to the Siberian Federal University, develops its material and technical base, issues corporate grants and scholarships for teachers and students, and provides students with opportunities for practical training.

    Rosneft’s youth policy is aimed at attracting new qualified specialists to work for the Company and their effective adaptation in production. Thus, in 2024, more than 420 university students completed their internship at the Company’s enterprises.     Good afternoon, chair and distinguished fellow ministers,
     
    It is a privilege to speak before this distinguished assembly on a topic of paramount importance to the continued success of every economy. That is talent and manpower. In our fast-paced and ever-changing world, an economy’s ability to adapt and succeed hinges on the dynamism and resilience of its workforce and how well it responds to the demands of future jobs.
     
    Based on our forecast, Hong Kong, China would face an overall manpower shortage of 180 000 in 2028, with over one-third being skilled technical workers. Broader trends such as economic restructuring, technology advancement, business automation and digitalisation across industries would alter demand for job roles and skills in the market. According to a study by the IMF (International Monetary Fund), nearly 40 per cent of jobs globally are likely to be impacted by AI, in particular in high-skill sectors.
     
    It is necessary for our workforce to continuously equip themselves with new and relevant skills to stay competitive in the evolving job market. This includes acquiring AI-related competencies, digital skills and other technical expertise that are increasingly in demand. At the same time, workers must also strengthen their adaptability, embrace lifelong learning and be open to change.
     
    Hong Kong, China makes significant investment in education to provide our young people with diversified and quality education and promote whole-person development. The huge investment we make in education allows the young to choose their own articulation pathways and join different industries according to their interests and abilities.
     
    To further elevate the status of vocational and professional education and training, we are pressing ahead with the establishment of universities of applied sciences (UAS), providing a pathway to success for young people who aspire to pursue a career in professional skilled sectors. The Hong Kong Metropolitan University and Saint Francis University were qualified as the first two UAS in Hong Kong, China.
     
    We have also supported the Vocational Training Council to provide a comprehensive system of vocational education and training services. The council offers more than 1 000 in-service training short courses annually to upgrade skills and knowledge with over a hundred thousand of student enrolments every year. Furthermore, the Employees Retraining Board provides eligible trainees with market-driven and employment-oriented courses to assist them in joining or rejoining the labour market. The Board currently offers more than 700 training courses straddling 28 industry areas.
     
    To address the challenges of the ageing population and shortage of manpower supply, Hong Kong, China has implemented various well-received talent attraction measures since end-2022. The statistics of admission applications prove that Hong Kong, China is the preferred destination for outside talent. As at end-March 2025, we received over 460 000 new applications and approved over 300 000 cases. 
     
    To build a quality talent pool for future development, we are reforming various aspects of our talent admission regime. We will shortly invite top and leading talent to come to Hong Kong, China for development so as to better realise our role as an international hub for high calibre talent. We will also allow young non-degree talent with professional and technical qualifications and experience to come to Hong Kong, China to join trades facing manpower shortage.
     
    Looking ahead, Hong Kong, China will closely monitor the employment market, continuously review manpower policies, strengthen training and employment support and encourage employers to provide a favourable work environment with a view to facilitating greater participation in the labour market and fostering sustainable economic development.

  • MIL-OSI Russia: Students of the State University of Management attended a meeting with the General Secretary of the Central Committee of the Communist Party of Vietnam To Lam

    As part of the Victory Day celebrations, students of the State University of Management attended a meeting with the General Secretary of the Central Committee of the Communist Party of the Socialist Republic of Vietnam, Comrade To Lam, which took place at the Russian Presidential Academy of National Economy and Public Administration.

    Comrade To Lam was met by Deputy Prime Minister of the Russian Federation Dmitry Chernyshenko, Chairman of the State Duma of the Russian Federation Vyacheslav Volodin and Rector of RANEPA Alexey Komissarov. More than 1,200 people took part in the event, including participants of the “Time of Heroes” program and 100 Vietnamese students studying at Moscow universities, including MGIMO, RUDN, HSE, MADI, Plekhanov Russian University of Economics and others. SUM was represented by three students of the Institute of Marketing: Nguyen Thi Hai Anh, Do Ngoc Anh, Phan Thi Zieu Anh.

    This visit took place in a significant year when Russia and Vietnam celebrate the 80th anniversary of Victory in the Great Patriotic War, the 75th anniversary of the establishment of diplomatic relations and 50 years since the liberation of South Vietnam.

    In his welcoming speech, State Duma Chairman Vyacheslav Volodin noted that the leaders of Russia and Vietnam make a great contribution to the development of the dialogue between the two countries. “It is precisely such relations at the highest state level that allow us to do everything to develop other formats. Our task is to legislatively ensure the decisions reached at the level of heads of state,” he emphasized.

    General Secretary of the Central Committee of the Communist Party of Vietnam To Lam delivered a lecture on the topic of “Foreign Policy Priorities of the Socialist Republic of Vietnam”. The distinguished guest congratulated those gathered on Victory Day and spoke in detail about the history of friendship and cooperation between Vietnam and Russia, paying special attention to cooperation in the fields of science and education. More than half of the General Secretaries of the Central Committee of the Communist Party of Vietnam studied in Russia, as well as many representatives of the technical and creative intelligentsia who headed specialists in the national economy. In total, more than 10,000 Vietnamese students and postgraduates studied in the Soviet Union, and today more than 5,000 Vietnamese students study in Russia.

  • MIL-OSI Russia: Brazil’s First Lady Visits Higher School of Economics

    On May 7, 2025, the First Lady of the Federative Republic of Brazil Jeanja Lula da Silva, an active supporter of sustainable development and the initiator of the Global Alliance against Hunger and Poverty, visited HSE University. During the visit, a closed meeting was held with HSE Rector Nikita Anisimov. The meeting discussed the prospects for the development of Russian-Brazilian relations in science and education.

    On this day, the Higher School of Economics hosted a round table on the topic “The Global Alliance against Hunger and Poverty as a Key to Modern International Cooperation,” where Jeanja Lula da Silva was the guest of honor.

    Opening the meeting, Victoria Panova, Head of the BRICS-Russia Expert Council, Vice-Rector of the National Research University Higher School of Economics, Sherpa in the Women’s Twenty, emphasized the importance of strategic partnership with Brazil, noting that the country actively expresses the position of the World Majority. Mutual understanding between Brazil and Russia on key issues of the international agenda creates favorable ground for promoting the principles of a multipolar world and strengthening ties at the level of scientific, expert and humanitarian cooperation.

    Jeanja Lula da Silva shared her personal attitude to the topic of combating poverty and hunger, which she considers her life’s work. The First Lady noted that her ancestors come from Moscow, which makes her visit to Russia especially significant. According to her, the initiative to create the Global Alliance was one of the first steps of President Lula da Silva during his third term. The Alliance is aimed at combating global challenges, primarily social inequality, hunger and extreme poverty, which still affect hundreds of millions of people around the world.

    Jeanja Lula da Silva stressed that in the context of sustainable development, states cannot ignore these challenges. The main goal is to provide real assistance to vulnerable groups, including women, children and the elderly. She paid special attention to the three key “pillars” of the Alliance: national policy, financial support and dissemination of knowledge. The Alliance currently unites 95 countries, as well as funds, international organizations and financial institutions.

    Russian experts also spoke at the round table. Vice-Rector of the National Research University Higher School of Economics, Director of the Institute of Social Policy Lilia Ovcharova noted the importance of the Brazilian experience in building an effective social protection system: from employment and education support programs to child nutrition. Professor of the National Research University Higher School of Economics, Head of the Department of Agricultural Policy of the Institute of Agricultural Research Renata Yanbykh emphasized Russia’s contribution to global food security, noting the growth of agricultural exports and the importance of food cooperation with Brazil.

    Igor Pilipenko, head of the working group “Financial Cooperation and the International Monetary and Financial System” of the BRICS-Russia Expert Council, recalled the potential of the New Development Bank as a financial instrument for combating poverty. HSE Araújo Esteves lecturer Ana Livia emphasized the need for joint efforts by both developed and developing countries to address global challenges.

    In conclusion, Victoria Panova expressed gratitude to Jeanje Lula da Silva for her personal involvement and leadership, emphasizing that only initiatives “with a soul behind them” can change the world. She also invited the First Lady to become an ambassador of the Alliance within the Women’s Twenty.

    The round table became a significant stage in the development of international scientific and humanitarian cooperation and gave a powerful impetus to the further strengthening of the Global Alliance as an effective instrument for combating poverty, hunger and social inequality on a global scale.

    The track featured the heads of the ISI educational programs: Deputy Director for Educational and Methodological Work and Head of the “Construction of High-Rise and Large-Span Buildings and Structures” program Maxim Terekh, Head of the “Urban Construction and Economy” program Alexander Chusov, Head of the “Hydrotechnical, Energy and Arctic Construction” program Nikolai Belyaev, and Head of the “Motor Roads” program Anatoly Novik.

    Students were able to ask questions not only to teachers, but also to graduates of these programs, who shared their experiences and talked about employment prospects.

    Deputy Director of the Institute for Organisation of the Educational Process and Work with Students Asiyat Eliseeva spoke about the key aspects of distribution by profiles and gave recommendations on how to successfully write an application. During breaks between presentations, participants visited interactive zones, where they studied examples of profile works and talked with graduates. The event ended with a dialogue, during which first-year students discussed current issues of career growth and choosing an educational trajectory with graduates.

    The forum continued with the final track — “ISI.CAREER”, a large job fair organized by ISI students at the Research Building “Technopolis Polytech”. The event brought together more than 350 participants, including students from SPbPU, St. Petersburg State University of Architecture and Civil Engineering and Emperor Alexander I St. Petersburg State University of Railway Engineering.

    More than 20 large construction companies took part in the forum, such as Setl Group LLC, SKY TEAM Group, Atomenergoproekt JSC, Fertoing LLC, LIIS Engineering Solutions LLC, LSR Group, TITAN-2 CONCERN JSC, GloraX and others.

    Participants were able to personally communicate with company representatives, learn about employment opportunities and take part in interactive zones.

    The organizers arranged five thematic lectures.

    “Design of metal structures of buildings and structures”. The lecture was given by Evgeny Kazhentsev, Development Director of the SPb-Giproshakht company, and Anton Bakulin, Chief Specialist in TIM in the construction direction of the SPb-Giproshakht company. “Features of designing and calculating foundations for machines with dynamic impact”. The speaker was Pavel Pudikov, a 1st category design engineer at the Atomenergoproekt company. “The art of writing a resume”. The lecture was given by Alina Tysevich, HR specialist at Domgazobeton. “Design and calculation of structures of unique high-rise buildings”. The material was presented by Mikhail Nazarov, Chief Specialist in automation of calculations of building structures at the AREH design bureau. “How to get the most out of BIM technologies”. The lecture was given by Evgeny Nesterov, Head of the Information Modeling Department at LIIS Engineering Solutions.

    This season, we have noted increased student involvement. The total number of participants in the ISI.FORUM project exceeded 500 people. In addition, the activity of representatives of construction companies has increased significantly. Their number has almost doubled compared to last year. These figures indicate that ISI.CAREER has secured its status as a significant event not only for the Civil Engineering Institute, but also for its students, — shared the director of the ISI.FORUM project, first-year master’s student at ISI Gleb Fomenko.

    This year, participants demonstrated a higher level of preparation for interviews and practical training in working in the company, noted representatives of construction companies.

  • MIL-OSI Asia-Pac: HB organises Construction Robots for Housing – RoboPaint Master Competition x Arena of Construction Robots to advance applications of construction technologies

         The Housing Bureau (HB) organised the Construction Robots for Housing – RoboPaint Master Competition x Arena of Construction Robots today (May 12) to promote the adoption of industry technologies and advance public housing developments into a new era of smart construction.
     
         To expedite the speed and efficiency of increasing the public housing supply and address the challenge of an ageing workforce and construction manpower shortages, the HB and the Hong Kong Housing Authority (HKHA) are leveraging innovative construction technologies to boost productivity and improve safety. As part of the Housing•I&T initiative, the HB will host a series of events, including today’s robotics competition, a housing construction robot design competition for secondary school students in September, and an international summit in November aimed at fostering the development of a construction technology market. The Construction Robots for Housing – RoboPaint Master Competition x Arena of Construction Robots is the first highlight of this initiative. The event provides the industry with a platform to test and demonstrate their technological products, allowing participants to fully explore and maximise the development potential of innovative construction technologies.
     
         A Mainland robotics company has already partnered with the Hong Kong University of Science and Technology to establish a joint research institute for a few years to promote and strengthen co-operation between the university and industry in the development of robotics technology. The HKHA anticipates that the use of robotics will gradually become more prevalent, and has thus incorporated requirements for such use in its tender documents. By leveraging the stable and substantial volume of public housing projects and diverse application areas, the HKHA aims to attract Mainland robotics companies to progressively deploy their technologies in public housing initiatives. Acting as a “super connector” and a “super value-adder”, the HKHA actively seeks and validates tailored robotics solutions that meet industry needs while promoting successful cases to the sector. As a result, several robotics companies subsequently have decided to expand their business operations in Hong Kong, using it as a springboard to enter markets in Singapore, the Middle East and Europe. It is believed that the establishment of more innovation and technology (I&T) enterprises in Hong Kong will further drive the vibrant development of the city’s I&T ecosystem.
     
         At the event’s opening ceremony, the Secretary for Housing, Ms Winnie Ho, said, “According to the indicators for specific tasks as in the Chief Executive’s 2024 Policy Address on construction robots, the HKHA will specify in tender documents the construction processes where robots can be employed to enhance site safety and construction efficiency. The highlight of today’s event is the painting robots participating in the Construction Robots for Housing – RoboPaint Master Competition. The application of construction robots not only boosts productivity and quality but also creates a safer and healthier working environment for frontline workers. This advancement elevates the technological standards and professional image of the industry, making it more appealing to young professionals. A recent case of a public housing project demonstrates that collaborative painting robot systems can enhance the efficiency of indoor painting works by over 50 per cent and improve works quality. For instance, in a public housing project with a standard floor comprising 24 units, traditional methods require eight skilled workers for wall finishing, while only two operators are needed when using a robotics system.”
     
         In addition to contractual requirements, the HKHA will continue to expand the scope of subsidies available for contractors adopting construction robots through the Government’s Construction Innovation and Technology Fund. This two-pronged strategy will encourage the industry to widely adopt innovative technologies and establish a new “human-machine collaborative housing construction model”.
     
         The robots participating in today’s Construction Robots for Housing – RoboPaint Master Competition were evaluated by a jury panel, comprising Ms Ho and representatives from the Hong Kong Institution of Engineers, the Hong Kong Institute of Architects, the Construction Industry Council and industry experts. The judging criteria encompassed technical performance, efficiency and productivity, quality of painting and safety.
     
        The results of the Construction Robots for Housing – RoboPaint Master Competition are as follows:

         The Construction Robots for Housing – Arena of Construction Robots showcased six types of robots with potential applications in public housing construction. These included a rebar-tying robot, a floor-tiling robot, a steel frame-cutting robot, a six-metre tall three-in-one wall-painting robot, a concrete internal wall-grinding robot and an autonomous small unmanned aircraft for scanning. Live demonstrations of these robots provided contractors with insights into the latest developments in innovative construction technologies, encouraging broader industry adoption and further advancing the sector’s development.
     
         Currently, construction robotics systems have been implemented in over 20 public housing development projects, with an additional 30 projects expected to follow by 2027.

  • MIL-OSI Europe: Text adopted – Discharge 2023: EU general budget – European Data Protection Supervisor – P10_TA(2025)0085 – Wednesday, 7 May 2025 – Strasbourg

    The European Parliament,

    –  having regard to its decision on discharge in respect of the implementation of the general budget of the European Union for the financial year 2023, Section IX – European Data Protection Supervisor,

    –  having regard to Rule 102 of and Annex V to its Rules of Procedure,

    –  having regard to the opinion of the Committee on Civil Liberties, Justice and Home Affairs,

    –  having regard to the report of the Committee on Budgetary Control (A10-0053/2025),

    A.  whereas, in the context of the discharge procedure, the discharge authority wishes to stress the particular importance of further strengthening the democratic legitimacy of the Union institutions by improving transparency and accountability, and implementing the concept of performance-based budgeting and good governance of human resources (HR);

    B.  whereas data protection is a fundamental right, protected by Union law and enshrined in Article 8 of the Charter of Fundamental Rights of the European Union;

    C.  whereas Article 16 of the Treaty on the Functioning of the European Union provides that compliance with the rules relating to the protection of individuals, with regard to the processing of personal data concerning them, is to be subject to control by an independent authority;

    D.  whereas Regulation (EU) 2018/1725 provides for the establishment of an independent authority, the European Data Protection Supervisor (the ‘EDPS’), responsible for protecting and guaranteeing the right to data protection and privacy, and tasked with ensuring that the institutions and bodies, offices and agencies of the Union embrace a strong data protection culture;

    E.  whereas the EDPS carries out its functions in close cooperation with fellow Data Protection Authorities (DPAs) as part of the European Data Protection Board (EDPB), and it serves the public interest while being guided by principles of impartiality, integrity, transparency, pragmatism and respects Union legislation;

    1.  Notes that the budget of the EDPS falls under MFF Heading 7 ’European public administration’, which amounted to a total of EUR 12,3 billion, i.e. 6,4 % of Union budget spending, in 2023; notes that the budget of the EDPS represented 0,18 % of MFF Heading 7 appropriations;

    2.  Notes that the Court of Auditors (the ‘Court’), in its Annual Report (the ‘Court’s report’) for the financial year 2023, examined a sample of 70 transactions under MFF Heading 7, of which 21 (30 %) contained errors; further notes that for five of those errors, which were quantified by the Court, the Court estimated a level of error below the materiality threshold;

    3.  Notes from the Court’s report its observation that administrative expenditure comprises expenditure on HR including pensions, which in 2023 accounted for about 70 % of the total administrative expenditure, and on buildings, equipment, energy, communications and information technology; welcomes the Court’s renewed opinion that, overall, administrative spending is low risk;

    4.  Notes from the Court’s report that in 2023 it audited a salary payment of an official who had last made a declaration concerning rights to family and child allowance in 2020; echoes the Court’s concern that delays in receiving and verifying such declarations increase the risk of ineligible payments;

    Budgetary and financial management

    5.  Notes that the final adopted budget for the EDPS was EUR 22 711 559 in 2023, which represents an increase of 12,06 % compared to 2022; notes that the budget of the EDPS also covers the work of the independent Secretariat of the EDPB; notes from the Annual report of the EDPS for 2023 (the ‘Annual Report’) that the adopted budget of the EDPB was EUR 7,67 million in 2023, including EUR 300 000 granted by means of an amending budget which was needed due to an increase in litigation activities in 2023;

    6.  Acknowledges that the budget monitoring and planning efforts of the EDPS in the financial year 2023 resulted in a budget implementation rate of current year commitment appropriations of 96 % in 2023 (slightly lower than in 2022 when that rate was 98 %); further notes from the report on the EDPS annual accounts for 2023 that the current year payment appropriations execution rate was 84 % (lower than 88 % in 2022); notes in addition, from EDPS replies to the questionnaire submitted by the Committee on Budgetary Control for the 2023 budgetary discharge (the ‘Questionnaire’), that the execution rate of payment appropriations overall was 91,33 % in 2023 (lower than 94,09 % in 2022);

    7.  Notes further that the amount of carry-overs (C8) from 2023 to 2024 was EUR 2 517 942,67 or 11,08 % of the total budget for 2023, compared to EUR 1 827 354,23 or 9,01 % of the total budget for 2022; notes that the execution rate of the C8 budget in 2023 was 76,65 % (higher than 73,77 % in 2022);

    8.  Welcomes an improvement in the average time to pay from 25 days in 2022 to 19 days in 2023, with 97,50 % of payments processed on time; notes that that improvement is also due to the EDPS having solved an old bug with the electronic payment system for invoices linked to mission costs; notes further a significant increase in the number of payments from 799 in 2022 to 1335 in 2023; observes in that context that the number of transactions is still lower than pre-pandemic levels due to changes in the way of working (such as hybrid meetings or virtual events for experts);

    9.  Notes that the effects of illegal Russia’s war of aggression against Ukraine continued to create budgetary pressure on the EDPS in 2023, including through rising inflation and the consequent increase in energy costs, with the most affected budget lines being staff salaries, building security and rental costs, mission costs and services provided by external staff; commends in that context the EDPS for having re-adjusted its priorities and having implemented internal reallocation within budget chapters; understands that budgetary optimisation was necessary in order to successfully manage the indexation of staff salaries and rental costs, as well as an increase in the costs of external lawyer support services due to an increased number of EDPS binding decisions which led to a bigger number of cases to be defended before the Court of Justice of the European Union (CJEU) with the help of external legal assistance; regrets in that context that the EDPS had to postpone some of its activities, such as a feasibility study on artificial intelligence; calls on the EDPS to abide to the competences of its mandate with a collaborative approach with the Union institutions and agencies and to avoid initiating any legal action, especially those which are manifestly inadmissible, in order to avoid negative repercussions on the management of resources, which do not allow the EDPS to carry out its activities as an Institution;

    10.  Expresses concern about the significant increase in EDPS staff mission costs, from EUR 28 789 in 2021 and EUR 176 903 in 2022, to EUR 284 580 in 2023; calls on the EDPS to assess whether the resources spent on missions are being used appropriately and effectively; notes that the EDPS ceased making public the number of missions funded by organisers, as well as information on which unit or sector participated in each mission, thus reducing transparency regarding mission expenses; calls on the EDPS to reinstate this practice; encourages the EDPS to promote the use of video-conferencing tools where suitable, as this could contribute to lowering the number of missions and reducing costs; calls on the EDPS to assess whether the resources spent on missions are being used appropriately and effectively;

    Internal management, performance and internal control

    11.  Notes that the EPDS used nine key performance indicators (KPIs) to monitor its performance in 2023, in alignment with the main objectives of the EDPS Strategy 2020-2024 which is implemented through the Annual Management Plan; notes from the Annual Report that the EDPS over-delivered in almost all areas, as indicated by the results of KPIs for 2023, except for one KPI (the number of EDPS followers on some social media accounts); notes with concern that the EDPS encountered considerable challenges due to a growing workload and intricate data protection issues arising from the rapidly evolving digital landscape, as well as due to the extension of the EDPS mandate to supervisory activities (such as audits and investigations) and replies to consultations and prior consultations, all in the context of a limited budget; notes from the EDPS’ follow-up report to Parliament’s resolution on the implementation of the EDPS’ budget for 2022 (the ‘Follow-up Report’) that several legislative developments in the last two years have impacted the work and resources of the EDPS, due to the extension of Eurojust’s mandate, new information to be received by Europol under the Digital Services Act, the roll out of the new Union’s large-scale databases and interoperability framework in the justice and home affairs field and the entry into force of the Artificial Intelligence Act (the ‘AI Act’); calls on the Commission and on the budgetary authority to take those matters into consideration during the annual budgetary procedure;

    12.  Welcomes the fact that, in 2023, the EDPS strengthened its ability to assess and prepare for emerging technological trends and their potential impact on privacy and data protection; notes that this was achieved through a foresight-based approach, with a focus on monitoring developments in areas such as large language models, digital identity wallets, the internet of behaviours, extended reality, and deep fake detection; welcomes in that context the publication by the EDPS of its third TechSonar initiative on emerging technologies; congratulates moreover the EDPS for having been awarded the GPA Global Privacy and Data Protection Awards 2023 in the category of innovation;

    13.  Notes that 2023 was marked by several organisational changes or updates that were needed in order to respond and adapt to the evolving data protection challenges; welcomes in this context the appointment of a Secretary-General from 1 July 2023; notes in addition the transition of two sectors into units such as ‘Information and Communication’ and ‘Governance and Internal Control’ and the creation of three new specialised sectors under the ‘Technology and Privacy’ (T&P) unit: ‘Systems Oversight and Audit’, ‘Technology Monitoring and Foresight’ and ‘Digital Transformation’;

    14.  Emphasises the role of the EDPS in supervising the processing of personal data by Union institutions, bodies, offices and agencies; notes with concern the length of proceedings before the EDPS, as the EDPS did not close a single investigation in 2023, but in comparison to the previous year, in 2023, the number of notifications beyond the 72 hours significantly decreased;

    15.  Notes that the EDPS received 420 complaints, i.e. 53 more than in 2022, out of which 73 were admissible and 347 inadmissible in 2023; notes that the EDPS issued a final decision, opinion or reply in 31 out of 73 complaint cases received in 2023 within 44 days on average and responded to all 347 inadmissible complaints received; notes that, out of all admissible complaints (ongoing and received in 2023), 55 cases were finalised in 2023, which represents an increase of 17 % compared to 2022; acknowledges the efforts made by the EDPS to reduce the high number of complaints by developing a dynamic tool on the EPDS’ website, although the volume of complaints remained challenging due to limited resources in 2023; notes with satisfaction that the EDPS developed various procedural tools and policies to enhance its investigatory processes in 2023; commends in that context the EDPS for having amended its Rules of Procedure, whereby the “review procedure” is replaced by a “preliminary assessment” in order to safeguard the right to be heard of all the involved parties, thus contributing to a fair and timely handling of complaints and investigations;

    16.  Underlines the important role of consultation and advice of EDPS in the legislative process; notes that, pursuant to Article 42(1) of Regulation (EU) 2018/1725, the EDPS responded to 80 formal legislative consultations and its advice took the form of 54 opinions (27 in 2022), 26 formal comments (49 in 2022) and 34 informal comments (30 in 2022) to the Commission and to the co-legislators in response to legislative consultation requests in 2023; commends the EDPS for its input with regard to the AI Act, in particular EDPS’ own-initiative opinion on the AI Act and advice on the AI liability rules, as well as for EDPS’ input to the GPA resolution on generative AI systems; acknowledges a significant increase (+93 %) of consultation requests over the last five years;

    17.  Notes that, in 2023, the EDPS carried out eight investigations and five pre-investigations, marking a significant increase compared to previous years; notes that in 2023 the EDPS was actively involved in a total of 13 investigations and seven pre-investigations, either launched in 2023 or carried over from prior years; notes that the EPDS continued two complex and resource-intensive formal investigations from 2021 into the use by European Union Institutions, Bodies and Agencies (EUIBAs) of cloud services from non-EU/EEA entities, including a focus on the Commission’s use of Microsoft 365; urges the finalisation of those investigations on time because of their significant impact on the working of institutions; notes further that the EDPS also launched five investigations based on complaints about EUIBAs’ websites, focusing in a broad way on privacy and data protection issues, with preliminary assessments expected in 2024;

    18.  Urges the EDPS to prioritise and enhance procedures for handling the personal data of minors under 15, particularly in the context of Europol’s systems, where such individuals may be marked as suspects; recognises the heightened vulnerability of that group and the need for robust safeguards;

    19.  Notes that the EDPS investigated the Commission’s alleged use of micro-targeting on platform X and continued two pre-investigations: one case concerning EUIBAs’ use of Trello cloud service, which was closed in 2023 and another one on EUIBAs’ use of profiling, which was carried out in 2024; notes that a total of six investigations and four pre-investigations (one pre-investigation in 2022) were launched in the Area of Freedom, Security, and Justice (FSJ), reflecting a significant increase from 2022; notes the EDPS’ concerns with regard to the challenges that may arise in the case of investigations where joint action between national authorities and EUIBA’s is needed; notes in addition that, as part of its audit plan for 2023, the EDPS audited the following bodies: the European Personnel Selection Office, the European Investment Bank, the European Central Bank, the European Centre for Disease Prevention and Control and the European Medicines Agency;

    20.  Recalls that in 2022 the EDPS brought an action for annulment of two provisions of the amended Europol Regulation before the General Court, which was later rejected; notes that meanwhile the EDPS decided to appeal the order of the General Court in case T-578/22(1), believing the issues raised should be addressed at the highest level; regrets that the EDPS did not realise the manifest inadmissibility of its appeal, even if the institution did not intend to challenge an act by Europol, but a retroactive change in the legal framework aimed at neutralising the effects of the EDPS’ enforcement actions; calls on the institution to cooperate with Union institutions and agencies, before initiating legal proceedings that prevent the fulfilment of its mandate and the use of its resources for purposes for which they were intended; notes further that the EDPS also followed up on the implementation of its Order of 3 January 2022, including checks on Europol’s reporting; regrets that the final report on that matter was communicated by the EDPS only on 22 July 2024;

    21.  Notes that, after the pilot implementation of the new risk management framework at the EDPS in late 2022, an anonymous satisfaction survey was conducted in May 2023 to assess its effectiveness and gather additional suggestions; notes further that the survey results were positive, leading to the formal adoption of the framework on 26 June 2023;

    22.  Notes that the internal audit service (IAS) carried out an audit on the methodology for the planning of EDPS audits in the EDPS in 2023; notes that the audit was concluded with two recommendations for which the EDPS submitted an action plan to the IAS; calls on the EDPS to keep the discharge authority informed on a regular basis on the progress made in that matter;

    23.  Recalls the Treaty on the European Union that the EU and its institutions shall promote solidarity and equality between women and men;

    HR, equality and staff well-being

    24.  Notes that, at the end of 2023, the EDPS had 129 members of staff, compared to 127 in 2022; notes that the EDPS employed 50 contract staff (CA) under Article 3(b) of the Staff Regulations of Officials and the Conditions of Employment of Other Servants (52 CA in 2022), 7 temporary agents (TA) under Article 2(b) and 2(c) (6 TA in 2022) and used the services of 12 external services providers (EXT) working intra-muros in 2023 (8 EXT in 2022); encourages the EDPS to continue its efforts towards a more balanced geographical representation among all Member States specifically at managerial level; welcomes the increased diversity of nationalities represented, but notes with regret the continued underrepresentation of women in senior management positions; calls for the adoption of a gender parity roadmap, including proactive recruitment measures and leadership training programs for female staff members;

    25.  Notes that the EDPS had 23 nationalities (from the Member States) represented among its staff in 2023, which is an improvement in comparison with 22 nationalities in 2022; notes with dissatisfaction the over-representation of five nationalities and an underrepresentation of other nationalities; urges the EDPS to continue its efforts to achieve a balanced geographical distribution of nationals from all Member States within its staff, by improving communication, fostering visibility, and enhancing job conditions to attract underrepresented nationalities;

    26.  Observes that, in 2023, the EDPS maintained a workforce comprising 65 % women and 35 % men, consistent with trends from previous years; regrets the absence of women in senior management roles, despite achieving gender parity among the six middle management positions; urges the EDPS to intensify its efforts to ensure gender-balanced representation across all staff levels, and invites the EDPS to promote the application of women also with a view to the next election of the Supervisor by Parliament;

    27.  Notes a high occupancy rate of the establishment plan of 95,65 % but also a high turnover rate of 13 % in 2023; notes that most of the unfilled positions were a result of candidates being unsuitable, given the EDPS’ need for highly specialised profiles and the small pool of eligible candidates; welcomes the addressing of those challenges through republication with a wider or more targeted dissemination of the vacancy or by redrafting the requirements; welcomes the steps taken by the EDPS regarding the hiring process; calls on the EDPS to continue to address the challenges in finding suitable candidates and to keep the discharge authority informed about improvements on staff recruitment and turnover;

    28.  Notes that, in the second half of 2023, the EDPS’ HR team launched a pilot for a new on-boarding process for newcomers, with sessions that cover, inter alia, presentations of core units’ work, ethics, procurement procedures and information security, whereas three on-boarding sessions were offered in 2023; invites the EDPS to continue offering to newcomers “on-boarding” and to all members of staff mandatory sessions that remind the importance of principles such as ethics, conflicts of interest, transparency, internal control and anti-fraud, as they have become the standard in the Union institutions; notes moreover that 12 individual sessions were offered for EDPS and EDPB staff, six sessions of group coaching in which participants (manager level) learned from each other, as well as a one-year team coaching with a designer for leadership development at the European School of Administration in 2023;

    29.  Notes, from the Questionnaire, that the EDPS offers flexible and hybrid working arrangements, that are well-received by members of staff who can benefit, inter alia, from parental leave, time credits, part-time work or working from abroad for a limited number of days per year; notes that, in 2023, the majority of staff made use of those working conditions, whereas 86,30 % of staff made use of teleworking arrangements in 2023; considers that the building infrastructure should be optimised to reflect that high rate of teleworking, which could contribute to reducing operational costs and ensuring more efficient use of office space; welcomes the EDPS’ continued efforts to actively improve physical and mental well-being of its staff;

    30.  Commends the EDPS for carrying out several awareness-raising actions during the year 2023 with information sharing on elimination of racial discrimination, International Women’s Day, EU diversity month and learning about neurodiversity; notes that currently the EDPS does not employ staff with disabilities but has an equal opportunities clause included in all EDPS vacancy notices and actively encourages applications from candidates with disabilities;

    31.  Notes from the Questionnaire that the EDPS considers confidential any information on burnout cases, including the number thereof; disagrees with that opinion and calls the EDPS to provide the discharge authority with the number of burnout cases on a yearly basis; notes with satisfaction that, in 2023, there were no harassment cases reported at the EDPS; welcomes the fact that, in 2023, the EDPS continued to provide an anti-harassment presentation delivered by one of the EDPS’ confidential counsellors, as part of the induction training called the ‘EDPS Welcome Day’; commends the publication of the decision on anti-harassment and the role of the confidential counsellors on the EDPS’ intranet;

    Ethical framework and transparency

    32.  Notes that, in 2023, the EDPS focused its efforts on increasing staff awareness of the EDPS/EDPB ethical framework by organising mandatory dedicated training sessions for all staff and induction trainings for EDPS/EDPB newcomers, appointing a new ethics officer and participating in the ‘Comité Paritaire des Questions Statuaries’ working group on ethics; welcomes the establishment of a mailbox by the EPDS, where members of staff can submit their requests regarding any ethics related inquiries, as well as the use of Commission’s Ethics module in Sysper; encourages the EDPS to continue raising awareness and organising surveys to assess the level of staff awareness of the EDPS/EDPB ethical framework;

    33.  Welcomes the overall high level of transparency achieved by the EDPS concerning its activities, in particular as regards the publication of the agenda and the declaration of interests of the Supervisor and of the Head of EDPS Administration, in line with the Supervisor’s code of conduct of 2019; notes from the Follow-up Report that the EDPS has adopted two codes of conduct, whereas one of them applies to the Supervisor and the other one applies to the EDPS staff; understands that in cases when the Secretary-General is called to replace the Supervisor, the latter’s code of conduct also applies to the Secretary-General;

    34.  Notes with satisfaction that the EDPS has never been involved in any investigations by the European Anti-Fraud Office (OLAF) since its establishment;

    35.  Notes that, out of five inquiries opened by the Ombudsman in 2023 concerning the EDPS, four were closed without any further inquiry; notes that, for one enquiry, the decision was still pending and expected for Q4 2024; calls on the EDPS to keep the discharge authority informed as to the outcome of this enquiry;

    37.  Notes with satisfaction that, in 2023, the EPDS established internal rules applicable to the hearing of persons that could be affected by an EDPS final decision adopted in own-initiative investigations and inquiries in order to ensure the proper exercise of their fundamental right to be heard in such proceedings; commends the EPDS for publishing a new factsheet on EDPS Investigations and a new EDPS Investigation Policy as well as for ensuring that all financial reports, including annual budgets, accounting and audit reports, are made publicly accessible through a Union institution website and other official channels, as the EPDS takes a leading role in enhancing the cybersecurity preparedness of the Union institutions;

    38.  Notes with satisfaction from the Questionnaire that no cases of conflicts of interest, whistleblowing or fraud were reported in the EDPS in 2023; notes that the EDPS has set up a framework to prevent conflicts of interest at the level of senior management and staff through codes of conduct, awareness raising and declarations of absence of conflicts of interest and confidentiality; notes that, in addition to the mandatory introduction to the ethical framework of the EDPS for all new members of staff, new members of staff are also introduced to the EDPS’ anti-fraud strategy;

    Digitalisation, cybersecurity and data protection

    41.  Notes from the Questionnaire that the 2023 budget for IT equipment and projects was 9,5 % lower compared to 2022; notes that that decrease was primarily because no new IT feasibility studies were being commissioned in 2023, as opposed to 2022 where such studies represented a substantial portion of the IT budget; notes further that other cost elements remain relatively stable between the two years, including general IT services and maintenance;

    42.  Notes from the Follow-up Report and the Questionnaire the conclusions of the IT feasibility study carried out in 2022, whereby there are gaps between what the IT tools and services provided by the Commission and Parliament can offer and the specific needs of the EDPS; notes that those gaps should be addressed by developing in-house capabilities and applications for which a minimum of five IT staff and partial outsourcing EDPS was deemed necessary; regrets that, due to budgetary constraints, implementation of the recommendations of the study remained on hold; calls on the EDPS to consider a step-by-step approach by starting with those recommendations and projects that would require fewer resources;

    43.  Commends the progress made in 2023 by the EDPS in digitalising its workflows and processes, with the introduction of ARES, the qualified digital signature (e-IDAS) and a collaborative platform (Nextcloud) for drafting documents and video-conferencing, as well as updates to the tool (Website Evidence Collector) that automates the collection of personal data processing on websites of data controllers and processors, the adoption of the acceptance environment of EU Send Web, a service/channel to exchange sensitive non-classified information with other EUIBAs and further progress made towards implementing services that cannot be outsourced, such as the form and the electronic workflow to manage data breach notifications; notes nevertheless issues with regard to the use and maintenance of the e-procurement system;

    44.  Welcomes the EDPS’s focus on ensuring that external contractors meet the necessary moral and ethical standards expected of all Union institutions, bodies, offices and agencies, particularly in light of the previous use of external companies by EDPS that, according to Yale University’s ranking, continue to operate in Russia;

    45.  Acknowledges that the EDPS successfully relies on many of the administrative systems used by the Commission, particularly in the field of HR and business administration processes, as well as on some of Parliament’s services, including the provision of laptops, network infrastructure and video-conferencing; commends the fact that the project to improve the quality and performance of the computers provided to EDPS staff, in collaboration with Parliament, with a view to the generalisation of hybrid work, has been completed;

    46.  Acknowledges the leading role of EDPS in enhancing the cybersecurity preparedness of the Union institutions, while working closely with bodies such as European Union Agency for Cybersecurity (ENISA) and cybersecurity hubs such as CERT-EU; urges it to develop a structured audit framework for cybersecurity risks within Union bodies; notes that, in 2023, the EDPS continued to improve its readiness to protect personal data and sensitive information against cyber-attacks in view of the rapidly changing cybersecurity threat landscape; commends in that context the EDPS for reviewing its security policies and methodologies in preparation for the impact of the Cybersecurity Regulation (Regulation (EU, Euratom) 2023/2841(2)); notes from the Questionnaire that the EDPS introduced a request for two additional full-time equivalents to cover cybersecurity infrastructure in connection with EDPS’s obligations under that Regulation as well as the EDPS’ role as a member of the Interinstitutional Cybersecurity Board (IICB); notes further with appreciation that the EPDS upgraded its Information Security Policy and the EDPS Acceptable Use Policy to address specific cybersecurity threats in relation to teleworking, use of personal mobile devices and banning of dangerous applications (TikTok); notes that the EDPS did not encounter any cyber-attacks in 2023; calls for annual public reporting on detected threats, response measures, and institutional cyber resilience;

    47.  Commends the EDPS for updating cybersecurity training for all staff and revamping the security training model for newcomers; appreciates that the EPDS has been proactive in raising awareness about cyber security risks, for instance by preparing fact sheets, conducting surveys with EUIBAs and running awareness campaigns; encourages the EDPS to ensure that staff receives compulsory training on the safe and ethical use of AI tools to enhance their understanding and mitigate potential risks;

    Buildings

    48.  Notes that in 2023, as in 2022, the EDPS and EDPB were the sole tenants of Parliament’s building where they were located, following the move of the Ombudsman at the end of 2021 and that by renting their premises from the Parliament rather than the private market the EDPS intends to keep the rental and maintenance costs at a reasonable level; notes that the EDPS had to request an additional EUR 81 856,84 for paying rental costs to Parliament, given that the indexation rate was 8,82 % and thus higher than the 2 % ceiling for administrative expenditures;

    49.  Notes that, in terms of accessibility of its building, the EDPS relies on the decisions taken and implemented by Parliament, as part of their building policy; notes from the Follow-up Report that the EDPS employs staff with physical impairments due to serious illness; welcomes the commitment of the EDPS to explore the possibilities of hiring trainees with reduced mobility or disabilities;

    Environment and sustainability

    50.  Notes that the EDPS has not joined the Eco-Management and Audit Scheme (EMAS) but has implemented several measures to reduce its environmental footprint, such as regulating the temperature automatically and centrally, turning lights off automatically when there is no movement in the room, purchasing eco-friendly products and services and automating the workflows with the introduction of ARES; notes from the Follow-up Report that according to the information received by Parliament’s Directorate-General for Infrastructure and Logistics, responsible for the management of the building rented by the EDPS, solar panels are installed on that building; asks the EDPS to inform the discharge authority to report on the share (%) of the solar-panel produced electricity in the EDPS’ total energy consumption needs per year; calls further on the EDPS to inform the discharge authority of any new developments regarding the EMAS certification process;

    51.  Notes that the EPDS has not assessed its carbon footprint in 2023; welcomes, however, that the EDPS continues to apply measures that reduce the carbon footprint by reducing the travel of journey to the office through teleworking possibilities, reimbursing 50 % of staff’s monthly/annual subscriptions for the use of public transport, encouraging the staff to favour videoconferencing and train travel for short distances, managing the cycle for invoices electronically and achieving an entirely paperless selection procedure and appraisal exercise as regards HR;

    52.  Urges the EDPS to adopt the EMAS to systematically monitor and improve its environmental footprint, particularly in terms of energy consumption, waste reduction, and sustainable office policies;

    53.  Notes that the EDPS addresses sustainability-related risks (such as environmental, social and governance risks) in a comprehensive way through an annual risk assessment exercise; welcomes in that context that the EDPS adopted its new risk management process in 2023, which should help the EDPS to target and better analyse those risks and consequently better calibrate mitigating actions;

    Interinstitutional cooperation

    54.  Welcomes the budgetary and administrative savings achieved by the EDPS through inter-institutional cooperation, particularly the conclusion of service-level agreements with Parliament for the rental of its premises and the use of IT system applications, hardware supplies and maintenance and with the Commission for HR and business administration processes, as well as through participation in large interinstitutional framework contracts in areas such as IT consultancy, interim services and office supplies; commends in addition the EDPS for maintaining a structured cooperation with the Ombudsman, the Agency for Fundamental Rights and CERT-EU through memorandums of understanding;

    55.  Notes that the EDPS participates in meetings of various interinstitutional bodies; welcomes in this context the participation of the EPDS in meetings of the Heads of Administration and the Interinstitutional Online Communication Committee, led by Parliament’s Directorate-General for Communication; acknowledges that interinstitutional cooperation with EDPS, in his supervisory role, is of key importance for the other Union institutions to enhance their level of compliance with the data protection legal framework;

    56.  Calls for closer cooperation between the EDPS, the Court of Auditors, OLAF, and the European Public Prosecutor’s Office (EPPO) to develop common protocols for fraud detection in digital data and financial transactions within EU institutions; stresses the need for joint audits on AI-based fraud risks;

    Communication

    58.  Notes that the budget for public communication and promotional activities in 2023 amounted to EUR 468 000, which represented an increase of 54 % compared to 2022;

    59.  Notes with satisfaction that the EDPS organised several communication events online as well as in person in 2023, aimed at raising awareness of EDPS’ role and mission among a wider public and the importance of respecting Union data protection rules, such as Data Protection Day, the EDPS Trainees’ conference (twice a year), the EDPS Seminar on the essence of the fundamental rights to privacy and data protection, and other international events;

    60.  Notes that the EDPS communicates online via its website and its social media accounts on X (ex-twitter) (29 400 followers), LinkedIn (71 000 followers), YouTube (2 900 followers), EU-Voice (5 900 followers) and EU-Video (750 followers);

    61.  Notes that the pilot project of the platforms EU Voice and EU Video (free and open-source social media networks, privacy-oriented and based on Mastodon and PeerTube software) continued in 2023; welcomes in that context the EDPS’ contribution to the Union’s strategy on data and digital sovereignty in order to promote the Union’s independence in the digital world and compliance with the data protection legal framework.

  • MIL-OSI Russia: Polytechnic athletes’ successes in April

    April was a busy month for the Polytechnic University athletes. Teams and individual participants showed outstanding results in competitions of various levels, adding many awards to the university’s collection.

    The most striking victory of this month was the performance of the assistant of the Higher School of Sports Education of the Institute of Physical Culture and Sport and Tourism Kirill Prigoda at the Russian Championship in Kazan. The three-time bronze medalist of the World Championship showed the best result in the 200 meters backstroke. His time was 2.08.55.

    From April 4 to 6, the Snezhny ski resort hosted the St. Petersburg Student Alpine Skiing and Snowboarding Competition. Polytechnicians came in second in the overall team standings in alpine skiing, Elizaveta Zvyagina showed the best result, Ekaterina Nikiforova took 3rd place. In snowboarding, the university won bronze in the overall team standings, Alexander Maslov won the gold medal.

    From April 15 to 17, the SPbPU football team participated in the first round of the XI season of the NSFL (Group A). The Polytechnicians won three victories in three matches:

    SPbPU – SevGU (Sevastopol) – 2:1; SPbPU – North Caucasian Federal University (Stavropol) – 3:1; SPbPU – ASU (Astrakhan) – 3:0.

    The hockey club “Black Bears – Polytech” once again became the winner of the St. Petersburg championship among students. During the competition, forward Maxim Pastukhov celebrated a double anniversary – five years in the student league and five championship titles. From April 22 to 27, in the all-Russian final, the Polytech team showed a brilliant game, winning in overtime. The best goalkeeper was Bogdan Olikhin, the forward was Yaroslav Abornev, the coach was Roman Mikhalchenko.

    On April 20, the Peter the Great SPbPU Kettlebell Lifting Cup competition was held, dedicated to the memory of L. A. Chaplinsky. Arina Gudkova showed the best result in the snatch (12 kg, 110 lifts), Daniil Grinyuk became the leader in the long-cycle kettlebell push (16 kg, 65 lifts). As a result, SPbPU took 1st place in the overall team standings.

    Polytechnic University also became the strongest university in the arm wrestling tournament, in which 218 athletes from universities and colleges of St. Petersburg participated. Alexander Kokorkin (55 kg), Artur Vareldzhyan (70 kg) and Anton Gagin (75 kg) took 1st place. Artem Androsov (75 kg), Maksim Cherkasov (65 kg) and Danil Tiranov (85 kg) showed the second result. Kirill Ratlov (over 90 kg) and Sergey Ryzhov (80 kg) won the bronze medal.

    From April 14 to 19, the St. Petersburg Junior Boxing Championships for boys and girls aged 19-22 were held. 81 athletes from 16 clubs in St. Petersburg took part in the competition. Our athletes fought brightly and confidently. The winners were Sofia Karyakina, Evgenia Frolova, Sofia Argandeikina, Ksenia Chistyakova and Maria Bolyshkanova. Elizaveta Kadantseva took 2nd place.

    This year, the women’s volleyball team debuted at the city championship and showed an excellent result, taking 2nd place among eight teams. The guys came out of the group in third place, but in the final they were only fourth.

    The SPbPU women’s basketball team successfully passed the LAST 28 stage of the Student Basketball Association (SBA) Cup — the main student basketball tournament in Russia. Following the games, the team made it to the final eight of the country’s strongest teams.

    On April 26 and 27, at the Russian Student Championship in Ultimate — Constructors’ Cup, the men’s and women’s teams of SPbPU showed a brilliant game. They fought in the power pool, which immediately ensured their entry into the quarterfinals.

    Despite the defeat from the Nizhny Novgorod Region (4:6), the girls left the group from 2nd place and confidently defeated Yaroslavl State University in the quarterfinals with a score of 11:2. In the semifinals there was a tough match against Moscow State Pedagogical University, but our team snatched victory – 8:6. In the finals there was a rematch with the Nizhny Novgorod Region, this time without a chance for the opponents. With a score of 14:3, Polytechnic University won gold medals. Olesya Mikhailova became the MVP according to the statistics of the entire tournament.

    The men’s team also took 2nd place in the group, losing to Moscow State University, but showed real character in the playoffs. In the quarterfinals, the guys beat First Medical (9:2), in the semifinals – Moscow State Pedagogical University (6:5). In the finals, the polytechnics again met the Moscow State University team and this time lost.

    On April 18 and 20, the Saint Petersburg Mini-Golf Championship was held. Our athletes took the entire podium in the 2005 and older category. Polina Kukhta came in first, Anastasia Kalashnikova came in second, and Anastasia Maksimova came in third.

  • MIL-OSI China: Camping boom ignites outdoor industry growth across China

    On a crisp April morning, Pan Rongfeng, a middle school teacher in his 30s, pulled up to a verdant campsite at the foot of Daming Mountain, south China’s Guangxi Zhuang Autonomous Region, before unloading his dog and a panoply of camping gear from his car.

    It was a cherished holiday ritual for Pan as he took to the great outdoors to savor his time off.

    “Over the past two years, more and more people around me have started to turn to campsites for a little escape from urban life,” said Pan. “As long as the weather is agreeable, I love to gather outdoors to unwind.”

    In recent years, once a niche hobby, camping has broken into the mainstream across China, transforming the way people pursue quality time in their leisure.

    Data from Meituan, a leading life services provider, highlighted the trend. During this year’s Tomb-Sweeping Day, a traditional Chinese holiday where people are entitled to a block of days off, searches for “campgrounds” in Guangxi skyrocketed 50 percent over the same period of last year.

    The allure of such outdoor activity has not gone unnoticed on Chinese social media, with many camping-related posts amassing millions of views.

    On rednote, a Chinese lifestyle app and the country’s version of Instagram, the popularity of notes titled “camping tips” and “campsite recommendations” continued to rise before and during the five-day Labor Day holiday, while short-video platforms like Douyin have logged billions of plays for relevant content.

    At a riverside park in Nanning, weekend campers packed the vast grassy field, with latecomers like Huang Xiaqing, a Nanning local, struggling to find a big enough space to settle her family and friends.

    “If you arrive here half past nine on a weekend morning, it can be a huge hassle to find a spot to put up your tent,” said Huang. “That has almost always been the case since we began this holiday ritual one year ago.”

    Wei Wanqing, a sociology professor with East China Normal University in Shanghai, believes that the growing appeal of camping has extended far beyond the scope of social media influencers doing location check-ins and boosting their online traction by sharing outdoor lifestyle photos.

    “Families are increasingly embracing it as a way to bond and create shared memories,” said Wei.

    In recent years, camping, driven by the dual appeal of reconnecting with nature and fostering greater social connection, has gradually become a prominent element in China’s cultural and tourism landscape while giving rise to a burgeoning industry in the country.

    According to iiMedia Research, the growing appetite for camping generated about 213.97 billion yuan (about 29.69 billion U.S. dollars) in 2024, with projections of continued growth in 2025, as the booming sector has also helped catalyze the growth of related businesses.

    At a store specializing in outdoor gear in Nanning, Lyu Hongping, the shop owner, saw a 30 percent annual revenue spike over the past three years, fueled by various demands for camping and hiking equipment.

    “Camping has gone from a niche pastime for some to something that has attracted an increasing number of people from all walks of life,” said Lyu.

    The influx of campers has a ripple effect, bringing in revenues for the local economy through increased patronage of nearby restaurants, rental shops and tourist attractions, noted Hong Tao with the China Consumer Economics Society.

    “Some of the campsites serve as a one-stop shop that offers everything from essential outdoor gear to personalized travel arrangements,” said Hong.

    On Chinese e-commerce giant Taobao, a simple keyword search for “camping” would yield many relevant results, with many of the top sellers like waterproof mats, folding tables, and hammocks flying off the virtual shelves, some logging over 100,000 units sold in total and more than 1,000 daily purchases.

    A recent consultancy report suggested that there has been a trend toward adding more eye-popping and tech-laden equipment and products, such as foldable outdoor projection screens and in-vehicle fridges, among modern-day campers.

    Research highlights that the traditional style of “roughing it” with canvass tents and sleeping bags has given way to “glamping”, a new form of camping that involves more amenities and comforts, as camping has transformed from a budget-friendly alternative to traditional travel to a highly customized activity that caters to different outdoor pursuits.

    Xu Luyuan, a professor at Guangxi University of Finance and Economics, saw the rise of experience economy like camping as an indication of an exciting shift away from the “Daka” tourism, where tourists rush through cities and tick off as many attractions as possible within a limited timeframe, in favor of a form that focuses more on immersive experiences.

    “It meets the growing demand among Chinese consumers for more personalized, experiential leisure pursuits, and helps drive up domestic consumption and charges up the integration of culture into tourism,” said Xu.

    However, the surge in campers has put nature’s accommodating capacity to the test. Striking a balance between economic gains and environmental sustainability is a key challenge for the emerging sector to scale.

    In response to the concern regarding the environmental impact of the rapid expansion of the camping economy, local authorities across the country have taken proactive steps by introducing guidelines to promote responsible camping practices that prioritize environmental protection and safety.

    “Camping isn’t just a fad,” said Hong, who is convinced that with a focus on establishing a model that emphasizes differentiated services and supply-chain coordination, along with clear policy guidance, the sector can evolve beyond transient craze and become a lasting growth area for the country’s economy.

    On a cliffside in southern China, ancient inscriptions weathered by more than 1,000 years are being rediscovered — not with chisels, but with code.

    The Wuxi Stele Forest in Yongzhou, Hunan Province, is one of China’s most remarkable open-air repositories of carved texts. Over 500 inscriptions, etched into cliff faces and stone tablets from the Tang Dynasty (618-907) through the early 20th century, bear witness to centuries of poetry, politics, and devotion to the art of the written word.

    At the heart of the site stands the inscription of the “Da Tang Zhong Xing Song” (literally “Ode to the Restoration of the Great Tang Dynasty”), originally composed in 761 by poet Yuan Jie. At Yuan’s invitation, master calligrapher Yan Zhenqing transcribed the text in 771 for engraving on the cliff face. The result — celebrated for its brilliant prose, masterful calligraphy, and the exceptional quality of the cliff stone — has been revered for centuries as an example of the “Three Perfections” among cliff inscriptions.

    That inscription proved catalytic. For more than a millennium, inspired by Wuxi’s dramatic scenery and the cultural gravity of the Ode, scholars, poets and officials continued to leave behind verse and commentary carved into the surrounding rock. Together, they created a layered archive of Chinese intellectual and aesthetic history.

    But Wuxi’s stone heritage is under threat. After centuries of exposure to wind, rain and biological erosion, many of the inscriptions have faded into near invisibility. For conservators, the task to preserve what remains and recover what has already slipped from sight has become urgent.

    Now, a team of digital preservationists in Changsha is leading the effort. Under the title “Revitalizing China’s Stone Inscriptions through Digitization,” the project is giving new life to Wuxi’s weatherworn texts.

    “When an inscription that once looked like a faint shadow suddenly becomes legible again, it feels as if we’ve traveled back hundreds of years,” said Kong Hao, who leads the Wuxi stele digitization project and was born in the 1990s. “You can almost see ancient scholars and poets brushing their words onto the cliff face.”

    Her team uses specialized imaging equipment to capture each stele from dozens of angles, then layers the data using computer vision and processing power to reconstruct even the most fragile traces. “As long as the carved strokes are deeper than 0.01 millimeters,” she said, “we believe we can recover them.”

    Details that had long vanished to the naked eye — fragments of characters, fading stroke lines, the rhythm of a master’s hand — are now reappearing on-screen, frame by frame. They are entering a growing digital archive designed for both research and creative reuse.

    The project is not only reviving what was fading, but also reimagining how people engage with it.

    A WeChat mini program, “Digital Wuxi,” allows users to trace calligraphy strokes, explore historical annotations, and take virtual tours of the site.

    At the on-site digital museum, visitors can browse digitally enhanced replicas of the site’s steles, try simulated stone carving, interact with a digital Yuan Jie, and visit a gift shop featuring 3D-printed mementos. The museum has become a popular destination for families and students.

    “Through digital preservation, the ‘Ode to the Restoration of the Great Tang Dynasty’ becomes more relatable,” said Zeng Yucheng, a professor at Jingdezhen Ceramic University. “This ensures that the story of the Wuxi Stele Forest continues, allowing more people to discover its history and cultural significance.”

    Zhou Ping, president of Hunan Epigraphy Culture Research Association, agrees. “Cliff inscriptions hold immense historical, artistic, and scholarly value,” he said. “Modern technology enables us to recover their voices, and share them widely.”

    The Wuxi project is now a key part of Hunan Province’s cultural digitization strategy. “We want more people to connect with history,” said Zhou Zhiyong, deputy director of the provincial Department of Culture and Tourism. “Digital tools are opening new pathways to do that.”

    This momentum is spreading well beyond Wuxi. The “SumHi” app, developed by a Hunan-based digital technology firm, functions like a 24-hour virtual museum. Users can explore digital replicas of national treasures — from the Gansu Galloping Horse and the jade seal of Liu He, the Han-era Marquis of Haihun, to the sheer gauze robe from Mawangdui — in hyper-detailed 3D, with textures and hues rendered more vividly than what the naked eye could perceive in person.

    Beyond simply displaying artifacts, the platform is also piloting a new cultural access model, merging museum and creative industry resources into an open ecosystem where content creators can co-develop and share digital assets via smart contracts.

    Such platforms are transforming how the public interacts with history.

    “It felt like stepping into a scroll painting,” said visitor Luo Wenjing, reflecting on her visit to Wuxi’s digital museum during the Qingming holiday this spring.

    “I’m bringing this home,” she added, holding up a 3D-printed bookmark engraved with the phrase “Last for Thousands of Years,” an excerpt taken from the final line of the “Ode to the Restoration of the Great Tang Dynasty.”

    “It’s like carrying the spirit of Yuan Jie with me when I read.”

  • MIL-Evening Report: View from The Hill: Albanese shifts Tanya Plibersek from environment, in favour of ‘can-do’ Murray Watt

    The reshuffle announced by Anthony Albanese is a mix of continuity and change, with those in the government’s top rank staying in their previous ministries, as the prime minister had earlier flagged, but some big movements down the line.

    Tanya Plibersek, in the past a left factional rival to Albanese, has received what many see as another hospital pass, moving from environment and water to social services.

    But her new portfolio does include domestic violence, a policy passion of hers, and is less tricky in terms of her left-leaning electorate than her previous post.

    Plibersek’s former portfolio is taken by Murray Watt, a can-do Queenslander who is likely to speed up development approvals.

    His appointment will be welcomed by the development-oriented Western Australian Labor government, which played a key role in frustrating Plibersek’s attempt to get a deal with the crossbench on the “nature positive” legislation.

    Watt’s previous post of employment and workplace relations – which he held for less than a year – goes to Amanda Rishworth, formerly in social services.

    After the sensational factional removal of Mark Dreyfus, the prized attorney-general position goes to Michelle Rowland, who was communications minister. Rowland was a senior telecommunications lawyer with Gilbert + Tobin, but lacks Dreyfus’ distinguished legal background.

    Ed Husic, also the victim of the factional power play in the right, is replaced by Tim Ayres, from the left, in both cabinet and the industry portfolio. Ayres, formerly an assistant minister, is a close confidant of Albanese.

    On another front, the Muslim Husic is replaced in cabinet by another Muslim, Anne Aly, promoted from the outer ministry, and taking a grab bag of responsibilities: small business, international development and multicultural affairs.

    Aly’s promotion may partially soothe the Muslim voices who have reacted sharply to Husic’s treatment. The Jewish community will be less placated: with the demise of Dreyfus there is no Jew in the ministry. Josh Burns, who is Jewish, has been made a special envoy for social housing and homelessness.

    The post of special envoy for social cohesion has been scrapped – Albanese said “we will continue to work as a whole government of social cohesion”.

    Sam Rae, a numbers man for Deputy Prime Minister Richard Marles, whom Marles shoehorned into the ministry, becomes minister for aged care and seniors, a testing job for a man who made his reputation in running Labor campaigning.

    One of the most potentially significant moves is the shift of the National Disability Insurance Scheme to come under Health Minister Mark Butler.

    In the last term Bill Shorten, father of the scheme, who was responsible for the NDIS and government services, undertook significant reform of the NDIS, which had become a sink for money.

    Albanese told his news conference the NDIS belonged with health. The question is whether Butler will continue to drive the reform process, which still has a significant way to go. The junior minister for the NDIS will be Jenny McAllister, praised by Albanese for her grasp of detail.

    Anika Wells, who was put in cabinet in January, continues up the escalator, moving from aged care to communications.

    She will still hold sport. She comes from Queensland, which is preparing for the 2032 Brisbane Olympics, and Albanese is anxious for continuity in the role. Responsibility for sport is being moved from the Department of Health to the Department of Infrastructure.

    Some sources question the linkage of communications and sport as presenting potential conflicts of interest, given the communications portfolio deals with gambling advertising and broadcast rights.

    Tony Burke remains in home affairs but will get responsibility for the Australian Federal Police and ASIO, which came under Dreyfus (originally both were in home affairs under the Liberals).

    But the attorney-general will be “cross sworn” into both agencies. Albanese said there had been issues about information-sharing during the so-called caravan incident. This was a reference to the criminal hoax involving a caravan found in Sydney filled with explosives, when there were problems in communications between various state and federal agencies.

    Newcomer to the ministry Daniel Mulino, from the Victorian right, who has a PhD in economics from Yale, was an obvious choice for assistant treasurer, in the outer ministry. Andrew Charlton, former economic adviser to Kevin Rudd, has been appointed cabinet secretary and an assistant minister.

    Another new minister, Jess Walsh, takes early childhood education and youth, in the outer ministry.

    The highly qualified Andrew Leigh continues as an assistant minister. His failure to be promoted is the price for not being in a faction. He will be assistant minister for productivity, competition, charities and treasury – dropping employment but adding productivity.

    Given treasurer Chalmers’ current emphasis on productivity, this should give some more scope to Leigh.

    One notable new special envoy post is for men’s health, which goes to Dan Repacholi, a champion sporting shooter.

    Nationals re-elect leader David Littleproud

    Nationals leader David Littleproud has retained the leadership, holding off a challenge from Senator Matt Canavan, who called for a drastic realignment of policy including ditching the 2050 net zero emissions commitment.

    Kevin Hogan was elected deputy. A supporter of Littleproud, he replaces Perin Davey, who lost her Senate seat at the election.

    The Nationals do not release vote numbers.

    Bridget McKenzie remains Senate leader of the party.

    Littleproud said the party would review “all our policies”.

    A major issue is whether it will hold to the 2050 commitment, about which there is considerable internal scepticism.

    Plump, pouty lips are everywhere – from social media filters to celebrity red carpets. But behind the glossy aesthetic of lip fillers lies a growing concern among medical professionals.

    While increasing numbers of people in the UK – often young women – are opting for dermal fillers to achieve a fuller look without surgery, the rise of overfilled “trout pouts” and stiff “duck lips” has sparked a wave of alarm, even among those who might typically support cosmetic treatments.

    Lip fillers are far from risk-free – and in some cases, the health consequences are permanent.

    Unlike surgical procedures, lip fillers are not legally considered medical treatments. That means they are largely unregulated, and in many cases, are being injected by people with little or no medical training.

    This is a problem, because lips are delicate and highly mobile. They contain very little natural fat and rely on a ring of tiny muscles to express everything from joy to concern. Injecting too much filler, or using the wrong kind, can interfere with these muscles – leaving the lips stiff, unnatural, or even immobile.

    While some patients seek lip fillers for genuine medical reasons, such as facial palsy or disfigurement, these are exceptions. For most, the health risks can outweigh the cosmetic benefits.

    What are fillers made of?

    The substances used in lip fillers have changed over time. Older materials such as liquid silicone were eventually phased out due to serious complications, including scarring and migration of the product to other parts of the body.

    Today, most lip fillers are made from hyaluronic acid (HA) – a substance that naturally exists in our bodies, particularly in connective tissue. HA attracts water, giving the skin volume and keeping it hydrated. As we age, our natural levels of HA decrease, which is why skin becomes drier and loses firmness.

    The HA used in fillers is either extracted from animal tissue, such as rooster combs, or produced synthetically using bacteria. While this modern version is safer than older fillers, it still carries risks including allergic reactions, reactivation of cold sores (herpes simplex virus), infections and inflammation.

    There have also been rare, but severe, cases of vascular complications such as blindness and tissue death, when fillers accidentally enter blood vessels.

    The risk to kidneys

    Less widely known – but equally concerning – is how repeat filler use may affect internal organs, particularly the kidneys.

    Hyaluronic acid isn’t just a skin plumper – it also plays a role in the immune system. When the body detects inflammation, such as from repeated filler injections, it can respond by producing HA in the kidneys. This triggers a chain reaction: first, the kidneys produce high-molecular weight HA, which increases inflammation. Later, they switch to low-molecular weight HA, which reduces inflammation but causes fibrosis, or scarring of the tissue.

    This double-edged response has been linked to chronic kidney disease and, in severe cases, even renal failure. Researchers are still exploring these links, but the risks become more significant with each repeated injection – especially in people who are genetically or medically vulnerable.

    HA can also contribute to the formation of calcium oxalate crystals in the kidneys. These can lead to kidney stones and further tissue damage, potentially causing lifelong complications.

    Who should avoid lip fillers?

    Given these risks, some people should approach fillers with extreme caution – or avoid them entirely. These include people with a history of kidney problems or allergic reactions to filler ingredients, recurrent cold sores, autoimmune conditions (like lupus or rheumatoid arthritis), diabetes or blood clotting disorders, and women who are pregnant or breastfeeding.

    Despite the risks, lip fillers remain widely accessible and heavily promoted – particularly to young people influenced by social media trends. Many undergo these treatments without fully understanding what they’re putting into their bodies.

    So, what needs to change? First, better regulation. If lip filler injections were treated as medical procedures, stricter controls could help reduce botched treatments and serious complications.

    Second, more education. Patients need to understand that just because something is “non-surgical” doesn’t mean it’s safe. Fillers are still foreign substances being injected into the body. They come with risks – and these risks can increase over time.

    Lip fillers can offer subtle, beautiful enhancements when used sparingly and professionally. But when misused or overused, they can lead to lasting disfigurement, loss of function, and even serious internal health issues like kidney damage.

    Beauty trends should never come at the cost of your health.

    BEIJING, May 12 (Xinhua) — The United States should cherish China’s goodwill and engage in sincere negotiations instead of spreading baseless rumors of “China’s collapse,” a Chinese economist wrote in an opinion piece provided to Xinhua News Agency, highlighting China’s strong economic performance this year.

    “We should let facts, not slander, speak about the Chinese economy, and the world will make a fair judgment,” wrote Dong Yu, executive vice president of the Institute of China Development Planning at Tsinghua University, in an article titled “Fundamentals of China’s Economy from the Perspective of Macroeconomic Regulation.”

    Citing China’s solid performance in economic growth, employment, price stability and the international balance of payments this year, the article says: “Few major economies in the world have managed to maintain stable performance in all four key areas as China has.”

    Meanwhile, he wrote that US GDP contracted 0.3 percent in the first quarter of 2025 from the previous quarter on an annualized basis, and among other sluggish indicators, hiring at US companies slowed to its slowest pace in nine months in April of this year.

    The article says that China has not underestimated the challenges that changes in the external environment pose to its domestic economy. It has recently introduced a number of additional policy measures to address both the direct and indirect effects of the tariff war.

    “Many of the world’s leading investment institutions forecast robust growth for China’s economy in 2025, and also expect the country’s 15th Five-Year Plan to bring certainty to the development of not only China but the entire world,” the economist wrote.

    In contrast, the US was aggressive in launching a tariff war, turning a blind eye to domestic issues, as if it did not need to consider the negative impact of such a war on its own businesses and population, the article says. “To this day, the US government has not introduced any systemic policies to ensure the welfare of the population, instead focusing its main efforts on partisan warfare and manipulation of capital markets.”

    If a government does not plan long-term, lacks human capital and infrastructure support, has uncoordinated production and supply chains, and is not even a leader in automated manufacturing or robotics, then claims that it can revive manufacturing through tariffs are nothing more than a far-fetched narrative, Dong Yu wrote.

    According to the article, recent moves in the US stock market do not indicate a restoration of confidence. “Instead, they reflect the view of international capital that China has not abandoned its goodwill or closed the door to negotiations.”

    “Of course, such good will and patience will not be unlimited, and will be absolutely inapplicable to those who persist in shameless coercion, extortion and denial of obligations,” the economist wrote.

    What the US really needs now is to value China’s goodwill, demonstrate its sincerity and genuinely engage in negotiations, rather than pinning its hopes on baseless rhetoric about a “collapse of the Chinese economy” that, according to the article, will never materialize. -0-
