  • MIL-OSI USA: Catherine Staggs: Advancing Artemis Through Contracting Expertise

    A lifelong baseball fan, Catherine Staggs set out with her family to visit all 30 Major League Baseball stadiums across the United States. That love of the game eventually led them to settle in Houston about eight years ago – a choice that helped lead Staggs to NASA’s Johnson Space Center, where she is a contracting officer for the agency’s Commercial Lunar Payload Services (CLPS) initiative. Through CLPS, she helps manage the contracts with commercial companies delivering science and technology to the Moon. These efforts support NASA’s Artemis campaign and lay the groundwork for continuous human presence on the lunar surface.

    She joined NASA as a civil servant in 2018, but Staggs’ career in the federal government stretches back to her college days. She completed an accounting co-op with the Department of Defense as a student at Clemson University in Clemson, South Carolina, and secured a full-time accounting position with the agency following her graduation. She transitioned to a business financial manager position supporting U.S. Marine Corps projects while earning an MBA from The Citadel in Charleston, South Carolina. “That position is where I started to dabble in contracting,” she said.
    Staggs moved to Texas in 2014 to be closer to her boyfriend – now husband – who was stationed at Fort Hood in Killeen. She was hired as a contract compliance manager for a small, Killeen-based business that specialized in government contracts, officially launching her career in contracting. When Staggs’ husband retired from the Army, the couple decided to move to Houston because they loved to watch the Houston Astros play ball. Staggs continued working for the contracting company from her new home but missed meeting new people and collaborating with colleagues in person.
    “I applied for a contract specialist job with NASA to get back into the office, and the rest is history,” she said.
    Her current role at Johnson involves managing the administrative contract functions for the 13 base contracts that support CLPS, which are valued at $2.6 billion. She is also the contracting officer for Firefly’s Blue Ghost Mission-3 and helps to train and develop up-and-coming contract specialists. “I love to see the development each contract specialist has over their career,” she said. “My first Pathways intern is now working full-time for NASA as a contract specialist, and they are working to become a limited warrant contracting officer.”

    Her training experience provides valuable perspective on new team members. “Everyone starts at the bottom, not knowing what they don’t know,” she said. “We all have a beginning, and we need to remember that as we welcome new employees.”
    Staggs said that navigating change has at times been difficult in her career, but she strives to remain flexible and open to adjusting work and life to meet the needs of the mission. “My time at NASA has helped develop my leadership skills through confidence in myself and my team,” she said.

    She looks forward to mentoring the Artemis Generation and sharing her contracting knowledge with new team members. She also anticipates crossing more baseball stadiums off her family’s list this summer.

  • MIL-OSI USA: NASA Tests Scalable Satellite Tech to Launch Sensors Quicker

    NASA’s Athena Economical Payload Integration Cost mission, or Athena EPIC, is a test launch for an innovative, scalable space vehicle design to support future missions. The small satellite platform is engineered to share resources among the payloads onboard by managing routine functions so the individual payloads don’t have to.
    This technology results in lower costs to taxpayers and a quicker path to launch.

    “Increasing the speed of discovery is foundational to NASA. Our ability to leverage access to innovative space technologies across federal agencies through industry partners is the future,” said Clayton Turner, Associate Administrator for Space Technology Mission Directorate at NASA headquarters in Washington. “Athena EPIC is a valuable demonstration of the government at its best — serving humankind to advance knowledge with existing hardware configured to operate with new technologies.”
    The NOAA (National Oceanic and Atmospheric Administration) and the U.S. Space Force are government partners for this demo mission. Athena EPIC’s industry partner, NovaWurks, provided the space vehicle, which utilizes a small satellite platform assembled with a Hyper-Integrated Satlet, or HISat.

    The HISat instruments are similar in nature to a child’s toy interlocking building blocks. They’re engineered to be built into larger structures called SensorCraft. Those SensorCraft can share resources with multiple payloads and conform to different sizes and shapes to accommodate them. This easily configurable, building-block architecture allows a lot of flexibility with payload designs and concepts, ultimately giving payload providers easier, less expensive access to space and increased maneuverability between multiple orbits.
    Scientists at NASA’s Langley Research Center in Hampton, Virginia, designed and built the Athena sensor payload, which consists of an optical module, a calibration module, and a newly developed sensor electronics assembly. Athena EPIC’s sensor was built with spare parts from NASA’s CERES (Clouds and the Earth’s Radiant Energy System) mission. Several different generations of CERES satellite and space station instruments have tracked Earth’s radiation budget.
    “Instead of Athena carrying its own processor, we’re using the processors on the HISats to control things like our heaters and do some of the control functions that typically would be done by a processor on our payload,” said Kory Priestley, principal investigator for Athena EPIC from NASA Langley. “So, this is merging an instrument and a satellite platform into what we are calling a SensorCraft. It’s a more integrated approach. We don’t need as many capabilities built into our key instrument because it’s being brought to us by the satellite host. We obtain greater redundancy, and it simplifies our payload.”

    This is the first HISat mission led by NASA. Traditional satellites, like the ones that host the CERES instruments — are large, sometimes the size of a school bus, and carry multiple instruments. They tend to be custom units built with all of their own hardware and software to manage control, propulsion, cameras, carousels, processors, batteries, and more, and sometimes even require two of everything to guard against failures in the system. All of these factors, plus the need for a larger launch vehicle, significantly increase costs.
    This transformational approach to getting instruments into space can reduce the cost from billions to millions per mission.  “Now we are talking about something much smaller — SensorCraft the size of a mini refrigerator,” said Priestley. “If you do have failures on orbit, you can replace these much more economically. It’s a very different approach moving forward for Earth observation.”

    Athena EPIC is scheduled to launch July 22 as a rideshare on a SpaceX Falcon 9 rocket from Vandenberg Space Force Base, California. The primary NASA payload on the launch will be the TRACERS (Tandem Reconnection and Cusp Electrodynamics Reconnaissance Satellites) mission. The TRACERS mission is led by the University of Iowa for NASA’s Heliophysics Division within the Science Mission Directorate. NASA’s Earth Science Division also provided funding for Athena EPIC.
    “Langley Research Center has long been a leader in developing remote sensing instruments for in-orbit satellites. As satellites become smaller, a less traditional, more efficient path to launch is needed in order to decrease complexity while simultaneously increasing the value of exploration, science, and technology measurements for the Nation,” added Turner.

  • MIL-OSI USA: Curiosity Blog, Sols 4602-4603: On Top of the Ridge

    As we hoped, we successfully climbed the 11-meter ramp (about 36 feet) and have arrived at the top of the ridge and the start of the main boxwork region. This means we’re moving into the next phase of the boxwork campaign, which is all about assessing these features and how we can navigate our way through them, and learning everything we can about their composition.
    In support of that, we’re taking a good look around at the boxwork ridges with both ChemCam and Mastcam. Both instruments are taking mosaics of the more distant ridges to get a broader view of their features. A bit closer in, Mastcam has three more mosaics: two looking at different views of “El Corral” and “Chapare,” both of which we saw in Monday’s plan, and “Meson,” which is the ridge we’ll be heading for in today’s 15-meter drive (about 49 feet).
    It’s not all looking ahead, though. The workspace in front of us has a lot to offer as well. Mastcam will be turning its sights to some nearby linear features. Our workspace is also full of nodular bedrock, which is getting lots of up-close attention. ChemCam will be turning its LIBS laser on a target called “Altamora,” and MAHLI and APXS will be examining another target called “Nocarane.”
    With all the geological excitement, we can still manage to squeeze in some time to keep an eye on the environment. Though we don’t always mention them, REMS, RAD, and DAN are always there working steadily away to build up our understanding of Mars’ environment. We’ll also round out the plan with a suprahorizon cloud movie and a 360-degree dust-devil survey.

  • MIL-OSI Russia: NSU hosted the first economic quest “Knowledge — Money”

    On July 10, Novosibirsk State University hosted a fascinating economic quest, “Knowledge — Money,” in which 65 high school students from different schools in Novosibirsk took part. It was not just an intellectual challenge, but also a real immersion into the world of economics, where knowledge, logic, and teamwork become the key to success.

    The quest was organized by the public organization “Laboratory of Economics and Business” with the support of Faculty of Economics, NSU, the “First” movement and the low-rise eco-quarter “Spectrum”.

    —The Laboratory of Economics and Business was created three years ago. Our mission is to develop schoolchildren’s interest in economics and to form a culture of systems thinking. The first event we held last year was a course of lectures and interactive seminars “Basics of Economics and Business for Schoolchildren”. Instead of the planned 20 people, more than 60 took part in it. We realized that schoolchildren have a huge interest in economics and new educational formats. This is how the idea of a quest was born, which we decided to hold in the summer, — said Dmitry Markov, a lecturer in the Department of Management of the Faculty of Economics of NSU, head of the laboratory.

    The participants united into 14 teams, each of which went through 13 stations in four thematic “economic laboratories” in three hours. At each station, the teams passed tests on knowledge, logic and ingenuity, solved problems of varying difficulty levels and earned points. The maximum for each station was 100 points, and at the end the strongest team was determined.

    1. Systems Analysis Laboratory

    The children were given tasks that clearly demonstrated the importance of a systematic approach to solving problems. A crossword, a fillword, and a Japanese puzzle called “Bridges” — all of this forced the participants to think logically, find patterns and relationships. And most importantly, it helped them better understand how economic processes are structured in reality.

    2. Laboratory of Economic Intuition

    Here, participants encountered economic puzzles, asset turnover tasks, and cases that required filling in missing terms. These tasks helped participants not only remember the terms, but also understand how they work in the context of business and finance.

    3. Business Analytics Lab

    It turned out to be the most difficult — and, perhaps, the most educational. The kids had to understand the financial statements of the Magnit retail chain, pass tests on formal logic, and solve numerical problems that are used when hiring in large financial companies. This gave the schoolchildren the opportunity to “try on” the role of a business analyst and understand how interesting and in-demand this profession is.

    4. Bipolar Laboratory

    This lab turned out to be the most creative and memorable. Participants had to not only think, but also act:

    Assemble a product according to the technical specifications from a construction set. Assemble a puzzle from the logos of famous brands and compare them with the companies’ missions. Restore the system by analogy with the game “Tetris”. Assemble slides with company analytics to create a complete picture.

    These tasks developed not only logic and economic thinking, but also teamwork skills, attentiveness and creativity.

    Each laboratory had its own curators, who were students from the Faculty of Economics of NSU.

    — Three stations: calculation tasks, a logic storm and a hellish quiz on financial reporting. I thought that my stations would be the hardest for the participants, but the guys turned out to be great! We were especially impressed with the financial reporting of Magnit. We compared profitability, revenue, turnover — like analysts with real cases! Honestly, I thought that out of 100 points our maximum would be 50, but I was pleasantly surprised by other results!) I admit, the logic test turned out to be the most tricky. Only two teams were able to solve it 100 out of 100! Apparently, numbers are closer to them than puzzles.) Even my fifth-graders learned to calculate profitability! — said Artem.

    Kira Kurmasheva was responsible for the bipolar laboratory.

    —We had a great time and enjoyed it as much as the quest participants. Our lab had the most stations — four. All the tasks in my lab were interactive, the kids were asked to assemble a flower from a construction set, restore economic slides, assemble puzzles with logos of famous companies, and solve a riddle. All the tasks were quite easy, but very interesting. Our lab had the highest average score for the quest.

    I am very glad that our event attracted so many children from all over the region. During the game, I received a lot of positive feedback about the quest. I hope that I will participate in many more similar projects from the laboratory of economics and business! – Kira shared.

    As a result, all teams completed all stations, showed good results and acquired valuable skills. The winner of the quest was the team “EkoMi”, which scored the highest number of points.

    All participants were awarded raffle tickets and delicious pizza, which was a pleasant end to a busy but exciting day.

    Taisiya Gershun, 8th grade, OC “Gornostay”:

    — Although I was never particularly interested in economics, the quest even made me think about enrolling in the economics department! An interesting format that helps to apply knowledge from economics in practice. During the quest, you learn to work together and make decisions quickly. It was especially interesting to solve economic puzzles and solve different problems. At the end, there was an announcement of the winners and pizza!!

     

    Vladimir Rimmer, 9th grade, Lyceum No. 130:

    — My mother signed me up for the quest, for which I am very grateful to her. I got a lot of new emotions, made new acquaintances. I really liked the idea itself, the organization and, of course, the surprise in the form of pizza after the end. If I were to rate the quest on a ten-point scale, it would definitely be 10 out of 10!

  • MIL-OSI: S.BIOMEDICS Cell Therapy for Parkinson’s Disease Shows Positive Data from Its Phase 1/2a Clinical Trial

    SEOUL, SOUTH KOREA, July 21, 2025 (GLOBE NEWSWIRE) — S.BIOMEDICS announced encouraging one-year post-transplant results from Phase 1/2a clinical trial evaluating A9-DPC cell therapy for Parkinson’s disease. The data demonstrate a favorable safety and efficacy profile of A9-DPC in 12 participants at 12 months compared to baseline. Participants were divided equally into a low-dose group (3.15 million cells) and a high-dose group (6.30 million cells).

    • A9-DPC (TED-A9) consists of high-purity ventral midbrain dopaminergic progenitor cells derived from human embryonic stem cells (hESCs) under rigorous GMP conditions.
    • A total of 12 participants received bilateral putamen transplantation with either a low-dose (3.15 million cells; n = 6) or a high-dose (6.30 million cells; n = 6) of A9-DPC, with the last participant receiving treatment in February 2024.
    • At 12 months, the safety profile was favorable, with no tumorigenesis, overgrowth of transplanted cells, ectopic cell migration, or immune-mediated inflammation observed.
    • Clinical improvements were observed, along with evidence of cell survival and engraftment at the 12-month follow-up.
    • Increased dopamine transporter (DAT) signals in putamen, measured by [18F]FP-CIT PET, correlated with the observed improvements of motor function.

    The MDS-UPDRS Part III (off) score, a standard scale for assessing motor symptom severity in Parkinson’s disease, showed a mean decrease (improvement) of 12.7 points in the low-dose group and 15.5 points in the high-dose group at 12 months compared to baseline. There were also improvements in MDS-UPDRS Part I, II and IV scores. The MDS-UPDRS Total (off) score showed mean improvements of 29.0 points and 34.7 points in the low- and high-dose groups, respectively.

    Clinical improvements were further supported by changes in the Hoehn and Yahr stage, an ordinal scale categorizing disease severity based on motor function. On average, low-dose recipients improved (decreased) from stage 3.7 to 2.7, while high-dose recipients demonstrated a greater improvement from stage 3.8 to 2.2.

    A9-DPC also demonstrated favorable outcomes in other assessments, including the Non-Motor Symptoms Scale (NMSS), the Parkinson’s Disease Questionnaire-39 (PDQ-39) and the Schwab and England Activities of Daily Living Scale (SEADL). NMSS score improved by 31.7 points in the low-dose group and by 35.8 points in the high-dose group.

    [18F]FP-CIT PET imaging showed an overall increase in putamen DAT signals, with greater increases observed in the high-dose group, providing additional evidence for the underlying mechanism of action. Notably, there was a statistically significant correlation between improvements in MDS-UPDRS Part III (off) scores and increased DAT signal in the posterior dorsal putamen, supporting the hypothesis of synaptic restoration through engrafted cells.

    In terms of safety, the safety profile remained favorable. No treatment-emergent adverse events (TEAEs) related to the transplanted cells were reported. Tumorigenesis, cell overgrowth, or ectopic cell migration was not observed. Most of TEAEs were mild to moderate. One participant experienced an asymptomatic mild hemorrhage, but no neurological abnormalities or other serious side effects were observed.

Importantly, increased DAT signals on PET imaging correlated with the observed behavioral recovery, which is very promising in terms of the mechanism of A9-DPC through neuroimaging.” said Prof. Dong-Wook Kim of Yonsei University College of Medicine and CTO of S.BIOMEDICS. “We will continue to present additional data through our ongoing study.”

    About A9-DPC and Phase 1/2a clinical trial

    A9-DPC (also called TED-A9) is an investigational cell therapy designed to replace ventral midbrain-specific dopaminergic neurons lost in patients with Parkinson’s disease. These ventral midbrain-specific dopaminergic cells are derived from hESCs (human embryonic stem cells) by exclusively utilizing small molecules under strict GMP conditions. A9-DPC represents a significant advancement in the field, offering highly purified dopaminergic cells derived from hESCs. Through a stereotactic surgical procedure, these hESC-derived dopaminergic progenitor (precursor) cells are transplanted into three segments of the putamen: the anterior, middle, and posterior sections, with three tracks per each putamen. Bilateral putamina were treated in a single surgical procedure, with cells injected at three points within each track. After transplantation, the progenitor cells are expected to mature into dopaminergic neurons, enhancing neural connectivity and restoring motor function in patients.

    The Phase 1/2a clinical trial enrolled 12 participants diagnosed with Parkinson’s disease for more than 5 years who exhibited motor complications such as wearing off, freezing of gait, or dyskinesia. Participants ranged from 50 to 75 years old. An initial low-dose cohort (3.15 million cells) of three patients was first enrolled to assess initial safety including dose-limiting toxicity (DLT) over three months. After confirming safety, an additional three patients received the high dose (6.30 million cells) for similar evaluation. With continued safety confirmation, three more patients were enrolled in each dose group, totaling 12 participants. The final participant received A9-DPC in February 2024.

    The primary objective of the Phase 1/2a trial is to evaluate the safety and exploratory efficacy for up to two years post-transplantation, with safety follow-up continuing for an additional three years.

    The 15th All-Russian competition of high-cross-country robotic platforms “Robocross.Dune” was held at the “Beryozovaya Poima” training ground in the Nizhny Novgorod Region.     The basic model of an autonomous intelligent assistant for visually impaired and blind patients was presented to Deputy Prime Minister of the Russian Federation — Head of the Government Staff Dmitry Grigorenko during his visit to Novosibirsk State University. The device is being developed using large language models and artificial intelligence technologies.

    The idea of the development belongs to the Novosibirsk branch of the Federal State Autonomous Institution “National Medical Research Center “Microsurgery of the Eye” named after Academician S.N. Fedorov” of the Ministry of Health of the Russian Federation, which, together with scientists Research Center in the Field of Artificial Intelligence of NSU (NSU AI Center) creates a new device designed to make it easier for visually impaired and blind people to navigate in space using modern technologies.

    As noted by the director of the Novosibirsk branch of the Scientific and Technical Complex “Microsurgery of the Eye”, professor, doctor of medical sciences Valery Chernykh, today there are various approaches related to the possibility of giving a blind person a chance of functional orientation in the surrounding space, his adaptation and rehabilitation with the possibility of actively and independently living a full life.

    First of all, these are social and rehabilitation-educational programs that require quite large financial investments. In addition, over the past 20 years, scientists from various countries have been attempting to implant expensive and high-tech chips either into the retina or directly into the occipital part of the cerebral cortex, which is responsible for the function of vision. These are very complex and expensive operations with a high risk of complications and, unfortunately, with a fairly low percentage of effectiveness, since the results obtained do not last long. Several such operations have also been carried out in our country, the results of which cannot yet be considered satisfactory.

    — Considering the active development of technologies related to the capabilities of artificial intelligence, the idea was born to use the auditory analyzer of the brain for human orientation in space. When a person reads a book or listens to an audio recording, certain images of objects, etc. are formed in his brain. If a visually impaired or blind patient is given the opportunity to determine the distance to an object (doorway, window, vehicle), its size, etc. through the auditory analyzer, this will certainly help him in real life and adaptation in the social environment. Considering the previous successful experience of joint work, we decided to join forces with scientists from the Research Center for Artificial Intelligence of the Novosibirsk State University in order to create such a technology that should be autonomous and not use the Internet, — said Valery Chernykh.

    At the first stage, the developers create a prototype of the device and train the model in accordance with the tasks set, which is actively carried out by the formed working group, which includes scientists from the NSU AI Center and the Scientific and Technical Complex “Microsurgery of the Eye”.

    — We use large language models to help this category of patients analyze the surrounding space — to create a guide for them that could give a concentrated verbal description of all objects in front of the user. The principle of this system is simple: a video camera will “see” instead of a person, the information from which will be sent to a portable computer, which will convert it into text. Then the text description is converted by a voice assistant and sent directly to the patient through headphones. This message provides the basic information that the user needs to know to navigate in space, — explained Alexey Okunev, head of the project at the NSU AI Center.

    The device is developed using a multimodal language model, which allows it to already provide a fairly high-quality verbal description of surrounding rooms and objects. In the future, the user will be able to ask clarifying questions about the observed scene and receive detailed answers to them. This language model also perfectly recognizes texts, reads inscriptions, signs, obstacle warnings, etc.

    Currently, a basic model has been created, a prototype of the device will be ready by the end of 2025. This is a compact wearable system consisting of a single-board 16-core computer placed in a shoulder bag, a video camera (for example, GoPro) and headphones. The device will be equipped with a battery, and all elements will be connected by wireless communication channels. The user will hold the video camera in his hand and point it in the desired direction. The total weight of the device with the battery will be about 1 kg.

    According to the experts of the NSU Center for Information Technologies, it will take more than one year to develop the final product ready for replication, and now they are at the very start of the project. This concerns both the technical part and the training of artificial intelligence. After the prototype is created this year, long-term work will begin on setting up the device, setting modes, collecting a database and training AI.

    The developers plan to teach the AI to prioritize information delivery, highlighting from the entire video sequence the details that are most important for the visually impaired person to orient themselves in space and assess the surrounding environment depending on the situation. It is assumed that the device will have several operating modes: a movement mode for moving in space, a reading mode for working with text documents, etc.

    It will also be necessary to train a blind or visually impaired patient to work with the device in various modes and adapt it to new capabilities. As noted by the Scientific and Technical Complex “Microsurgery of the Eye”, at this stage, the work of not only ophthalmologists, but also specialists in the field of neurophysiology will be required. And the third task that will need to be solved is the need to create a specialized ophthalmological rehabilitation center to prepare blind patients directly for working with the device.

    “The creation of such a device is of interest in the ophthalmological community as an extremely relevant and necessary area, the implementation of which will enable blind patients to adapt to the environment, which is a socially significant project,” concluded Valery Chernykh.

    The picture of Mark Latham on the caucus room gallery of Labor leaders will have an annotation under it saying he was expelled for life and his actions do not accord with Labor values.

    The first meeting of the new caucus agreed unanimously to this compromise, after pressure from some in Labor to remove the photo of Latham, who led the party in 2003–05.

    Latham’s former partner recently accused him of a “sustained pattern” of domestic abuse, in a civil court application for an apprehended violence order. It will be heard next week.

    In other condemned behaviour – the latest of a string of controversial incidents over the years – Latham, now an independent in the NSW upper house, also photographed women members without their consent.

    The wording under the picture will read:

    In 2017, Mark Latham was expelled from the Australian Labor Party and banned for life. His actions do not accord with Labor values and fail to meet the standards we expect and demand.

    Opinion in the party about what to do about the picture has been divided. The matter was discussed by both the right and left factions at their meetings.

    The Minister for Women, Katy Gallagher, told the ABC, “I think there’s a recognition, on balance, that you can’t erase history”. But acknowledging that Latham was expelled and his actions “don’t align with modern Australian Labor Party values or standards” was important, she said.

    “I wasn’t there at the time but I think it was a style of leadership that didn’t sit well with the values of the Australian Labor Party and it’s a type of leadership people wouldn’t want to return to.”

    Ahead of the new parliament’s opening on Tuesday, both Prime Minister Anthony Albanese and Opposition Leader Sussan Ley addressed their respective party rooms.

    Albanese told his huge caucus, which includes 94 members of the House of Representatives, that if Labor maintained its sense of discipline and purpose there was no reason why they could not all be returned at the next election – and their numbers added to as well.

    He said Labor was embarking on “our year of delivery. That is our focus. We’ve just been through an election, we had clear commitments and we want to deliver them.”

    Ley told the Coalition party room Albanese was giving interviews “suggesting that we should just get out of the way. Well we won’t be getting out of the way.”

    The opposition would cooperate with constructive government policies, as it was doing on child care safety reforms.

    But if the government brought forward legislation that was not in the national interest “we will fight them every step of the way”, she said, flagging the Coalition’s opposition to potential tax increases.

    The first parliamentary week comes against a background of further depressing news for the Coalition, after its election rout.

    The latest Newspoll shows Labor improving its position since the election, to lead 57–43 on a two-party basis. Labor has a primary vote of 36%, while the Coalition is down to 29%, which is the lowest in the history of Newspoll, that goes back to the mid-1980s.

  • MIL-OSI Africa: South Africa convenes high-level Indaba to tackle FMD outbreaks

    South Africa is currently experiencing significant and ongoing challenges with widespread outbreaks of Foot and Mouth disease (FMD), affecting several provinces, including KwaZulu-Natal, Mpumalanga, Gauteng and, most recently, the Free State.

    The resurgence of the disease has resulted in livestock movement restrictions and significantly impacted the country’s red meat trade on international markets.

    In response to this escalating crisis, the Department of Agriculture, in partnership with the Agricultural Research Council (ARC), the University of Pretoria, and Onderstepoort Biological Products (OBP), is hosting a national Foot and Mouth Disease Indaba.

    The two-day event, starting Monday, 21 July 2025, will take place at the ARC-VIMP Campus in Roodeplaat, northeast of Pretoria.

    Agriculture Minister John Steenhuisen and Deputy Minister Nokuzola Capa will lead the Indaba, which aims to bring together top veterinary scientists, agricultural experts, and key industry stakeholders, to deliberate on and develop long-term solutions to combat FMD.

    “Having already inflicted significant damage to the multibillion-rand livestock sector, the disease continues to threaten South Africa’s broader economy. Therefore, the Indaba presents a vital opportunity to unite expertise and resources to effectively eradicate this devastating disease.

    “The Indaba will convene a range of multidisciplinary specialists to develop a coordinated and comprehensive approach to controlling and ultimately eradicating foot and mouth disease,” the department said in a statement.

    The key areas of discussion will include strengthening biosecurity measures at farm level, enhancing vaccination programmes, and reinforcing animal movement controls.

    The Department of Agriculture, in collaboration with the Agricultural Research Council, emphasised its committed to identifying and implementing sustainable solutions to FMD.

    The department added that the Indaba signifies a crucial advancement in the ongoing efforts to combat the disease.

    The Lord Chancellor, after consulting the Lady Chief Justice, has approved the appointment of Bartholomew Dalton as a solicitor member of the Criminal Procedure Rule Committee, for 4 years from 1 September 2025.

    Bartholomew Dalton is a solicitor and key member of the Serious and General Crime team at top-ranked London criminal defence firm Hickman & Rose.

    He has represented clients accused of a wide range of offences and provides expert advice in relation to all stages of criminal cases, from investigation through to trial and appeal. He is an experienced police station representative, litigator and advocate in the Magistrates’ Court and litigator in the Crown Court. He is recommended as an “associate to watch” in Chambers & Partners and as a “key lawyer” in the Legal 500.

  • MIL-Evening Report: Pacific leaders demand respectful involvement in memorial for unmarked graves

    Porirua City Council is set to create a memorial for more than 1800 former patients of the local hospital buried in unmarked graves. But Pacific leaders are asking to be “meaningfully involved” in the process, including incorporating prayer, language, and ceremonial practices.

    More than 50 people gathered at Porirua Cemetery last month after the council’s plans became public, many of whom are descendants of those buried without headstones.

    Cemeteries Manager Daniel Chrisp said it was encouraging to see families engaging with the project.

    Chrisp’s team has placed 99 pegs to mark the graves of families who have come forward so far. One attendee told him that it was deeply moving to photograph the site where two relatives were buried.

    “It’s fantastic that we’ve got to this point, having the descendants of those in unmarked graves encouraged to be involved,” he said.

    “These plots represent mothers, fathers, brothers, sisters, children and other relatives, so it’s important to a lot of people.”

    The Porirua Lunatic Asylum, which later became Porirua Hospital, operated from 1887 until the 1990s. At its peak in the 1960s, it was one of Aotearoa New Zealand’s largest hospitals, housing more than 2000 patients and staff.

    As part of the Royal Commission of Inquiry into Abuse in Care, the government has established a national fund for headstones for unmarked graves.

    Porirua City Council has applied for $200,000 to install a memorial that will list every known name.

    Criticism over lack of Pacific consultation
    Some Pacific community leaders say they were never consulted, despite Pacific people among the deceased.

    Porirua Cook Islands Association chairperson Teurukura Tia Kekena said this was the first she had heard of the project, and she was concerned Pacific communities had not been included in conversations so far.

    “If there was any unmarked grave and the Porirua City Council is aware of the names, I would have thought they would have contacted the ethnic groups these people belonged to,” she said.

    “From a Cook Islands point of view, we need to acknowledge these people. They need to be fully acknowledged.”

    Kekena learned about the project only after being contacted by a reporter, despite the council’s ongoing efforts to identify names and place markers for families who have come forward.

    The council’s application for funding is part of its response to the Royal Commission of Inquiry.

    Kekena said it was important how the council managed the memorial, adding that it mattered deeply for Cook Islands families and the wider Pacific community, especially those with relatives buried at the site.

    Reflect Pacific values
    She believed that a proper memorial should reflect Pacific values, particularly the importance of faith, family, and cultural protocol.

    “It’s huge. It’s connecting us to these people,” she said. “Just thinking about it is getting me emotional.

    “Like I said, the Pākehā way of acknowledging is totally different from our way. When we acknowledge, when we go for an unveiling, it’s about family. It’s about family. It’s about family honouring the person that had passed.

    “And we do it in a way that we have a service at the graveside with the orometua [minister] present. Yeah, unveil the stone by the family, by the immediate family, if there were any here at that time.”

    She also underscored the connection between remembering the deceased and healing intergenerational trauma, particularly given the site’s history with mental health.

    Healing the trauma
    “It helps a lot. It’s a way of healing the trauma. I don’t know how these people came to be buried in an unmarked grave, but to me, it’s like they were just put there and forgotten about.

    “I wouldn’t like to have my family buried in a place and be forgotten.”

    Kekena urged the council to work closely with the Cook Islands community moving forward and said she would bring the matter back to her association to raise awareness and check possible connections between local families and the names identified.

    Yvonne Underhill‑Sem, a Cook Islands community leader and professor of Pacific Studies at the University of Auckland, said the memorial had emotional significance, noting her personal connection to Whenua Tapu as a Porirua native.

    “In terms of our Pacific understandings of ancestry, everybody who passes away is still part of our whānau. The fact that we don’t know who they are is unsettling,” she said.

    “It would be a real relief to the families involved and to the generations that follow to have those graves named.”

    Council reponse
    A Porirua City Council spokesperson said they had been actively sharing the list of names with the public and encouraged all communities — including Pacific groups, genealogists, and local iwi — to help spread the word.

    So far, 99 families have come forward.

    “We would encourage any networks such as Pacific, genealogists and local iwi to share the list around for members of the public to get in touch,” the spokesperson said.

    The list of names is available on the council’s website and includes both a downloadable file and a searchable online tool here.

    Porirua councillors Izzy Ford and Moze Galo, two of the three Pacific members on the council, said Pacific families must be central to the memorial process. Ford said burial sites carried deep cultural weight for Pacific communities.

    “We know that burial sites are more than just places of rest, they are sacred spaces that hold our stories, our ancestry and dignity — they are our connection to those who came before us.”

    She said public notices and websites were not enough.

    “If we are serious about finding the families of those buried in unmarked graves here in Porirua, we have to go beyond public notices and websites.”

    Funding limited
    Ford said government funding would be limited, and the council must work with trusted Pacific networks to reach families.

    “It means partnering with groups who carry trust in our community . . . Pacific churches, elders, and organisations, communicating in our languages through Pacific radio, social media, community events, churches, and health providers.”

    Galo agreed and said the memorial must reflect Pacific values in both design and feeling.

    “It should feel warm, colourful, spiritual, and welcoming. Include Pacific designs, carvings, and symbols . . .  there should be room for prayer, music, and quiet reflection,” he said.

    “Being seen and heard brings healing, honour, and helps restore our connection to our ancestors. It reminds our families that we belong, that our history matters, and that our voice is valued in this space.”

    Galo said the work must continue beyond the unveiling.

    “Community involvement shouldn’t stop after the memorial is built, we should have a role in how it’s maintained and used in the future.

    “These were real people, with families, love, and lives that mattered. Some were buried without names, without ceremony, and that left a deep pain. Honouring them now is a step toward healing, and a way of saying, you were never forgotten.”

    Professor of the Higher School of Engineering and Economics of the Institute of Mechanics and Technology and the Law of the Russian Federation Alexander Babkin took part in the work of the dissertation council of the Donetsk Academy of Management and Public Administration. This event strengthened the academic cooperation of the two educational institutions.

    The Polytechnic professor was the first opponent of Anna Borodatskaya’s candidate dissertation on the topic “Methods and criteria for assessing the effectiveness of the construction complex management system.” Based on the results of the defense, the applicant was awarded the academic degree of candidate of economic sciences.

    At the meeting, Alexander Babkin also discussed cooperation issues with the chairperson of the dissertation council, Alina Kretova, and members of the council representing universities in the south of Russia. The conversation concerned not only scientific aspects, but also interaction with the Donbass National Academy of Civil Engineering and Architecture, which opens up new opportunities for joint research and exchange of experience.

    “Interaction with specialists from universities of the Donetsk People’s Republic will contribute to the development of our scientific ties. I would like to especially note the high level of the dissertation council staff and their interest in working together,” Alexander Vasilyevich commented on the results of his trip. He emphasized the importance of establishing contacts between educational institutions that will be useful for both scientists and students.

    “The visit of representatives of the Higher School of Engineering and Economics to the universities of the Donetsk People’s Republic was a significant step in scientific cooperation and exchange of experience,” said the school’s director, Dmitry Rodionov.

  • MIL-Evening Report: How are Australians adapting to climate change? Here are 729 ways

    Australia’s climate is changing. To avoid catastrophic disruptions from successive supercharged disasters, society must adapt. But change takes time and it’s not always clear how much progress we’re making.

    We wanted to find out what Australia’s governments, industries and local groups are doing to adapt to climate change. Our work culminated in the Australian Adaptation Database, which captures more than 700 initiatives so far.

    Standout examples from this first national stocktake include Ramblers Reef in Victoria – an artificial reef of rocks and shells 500 metres offshore that has helped reduce coastal erosion. In Adelaide, urban cooling and greening projects are transforming the city and suburbs across 17 councils .

    Our project shows climate adaptation is happening in Australia, but there’s plenty of room for improvement. The more society can do now to prepare for change, the better off we’ll be in the long run.

    What does climate change adaptation in Australia look like?

    Australia is lagging behind many other nations when it comes to managing climate action. The federal government is yet to release its first national adaptation plan, while other countries are up to their third or fourth versions.

    Why track Australia’s progress in climate adaptation? First, it enables progress to be reported efficiently to governments and international bodies such as the United Nations.

    The database also helps people share knowledge. Anyone striving to improve their resilience to climate change can look to the database for ideas and inspiration.

    The data was mainly gathered from conversations we had with people in state and territory government departments, local government associations, not-for-profit organisations and private companies across Australia.

    On Wednesday, we will present the database at the opening of the national Climate Adaptation 2025 conference in Perth.

    The project shows the vast range of ways Australians are preparing for a warmer world. Examples include:

    • planting trees to cool cities such as Adelaide and rural towns such as Birchip in Victoria

    • building artificial reefs to protect the coastline on the Bellarine Peninsula near Geelong

    • changing land use on the Sunshine Coast and building levee banks to better manage flood risks in Roma, Queensland

    • restoring and rejuvenating the environment to reduce the impact of drought in Mulloon, New South Wales or flood risk in Brisbane

    • moving houses and businesses from hazardous locations such as Grantham in Queensland’s Lockyer Valley, and land swaps in South Murwillumbah.

    Anyone can explore and search the database. It’s not an exhaustive record of all climate adaptation in Australia, but provides more detail than ever before. It’s constantly being updated as new examples are added.

    But the database is only as good as the information we feed into it, so we need everyone to contribute. All you need to do is hit the “submit an entry” button on the homepage to get started.

    The role of government: local, state and federal

    Much work to date in climate adaptation has involved laying the foundations for practical actions.

    For example, South Australia’s Climate Ready Coasts program aims to improve planning for coastal hazards. This joint effort between state and local governments make sense, given both have a role to play, and it helps ensure adaptation actions are efficient and coordinated.

    At the federal level, the Australian government has focused on funding for national disasters such as the Future Drought Fund. Another example, the Infrastructure Betterment Fund, involves making roads, rail, bridges and other infrastructure more resilient to climate change.

    Australia is yet to release its first National Adaptation Plan. This document is expected to clarify the federal role in climate adaptation.

    The private sector

    The private sector is beginning to adapt to climate change. Examples include:

    • relocating wine grape production to more suitable climates

    • creating new fireproof home designs

    • improving building standards, so properties are more resilient to extremes

    • preparing guidelines for the financial sector, to better manage the risk to investments

    • planning more climate-resilient property developments

    • adopting new farming technologies and supporting more regenerative agriculture.

    Knowledge sharing and capacity building

    We also found extensive efforts to communicate and share information about adapting to change.

    Such activities include knowledge building for organisations and communities through workshops, training sessions and simulation games.

    Examples include Western Australia’s “being waterwise in the home” tips, and Hobart’s Sparking Conversations, Igniting Action Program for bushfire preparedness. These activities help lay the groundwork for practical action.

    Change is hard, but Australia is finally making some progress in climate adaptation.

    What’s next?

    Our research shows the policy and governance mechanisms to drive adaptation are largely in place. The knowledge and networks to support meaningful action are gradually being developed.

    But the next “heavy lifting” phase – putting plans into action – is yet to begin in earnest.

    There’s a clear need to channel funding to those best placed to deliver frontline projects and programs, especially local governments and community organisations.

    The Australian Local Government Association is calling for a A$400 million climate adaptation fund to support Australian councils to deliver place-based adaptation actions.

    Last year, the Australian Council of Social Services called for a $2 billion investment in a national housing retrofit program to make Australia’s 670,000 low-income houses cooler in summer to reduce illness and death from extreme temperatures. Neither of these calls has been answered.

    Let’s get moving

    This research is part of a three-year project exploring how to encourage and promote best practice in adapting to climate change across Australia.

    The next step is to measure progress around climate adaptation, which is difficult and rarely done – even though it’s required under the Paris Agreement.

    The good news is Australia has made a start, but there is much more to do to ensure the wellbeing of our country through a changing climate.

  • MIL-Evening Report: Newspoll and Resolve give Labor big leads as parliament resumes after the election

    With federal parliament to sit for the first time since the election on Tuesday, Newspoll gives Labor a 57–43 lead and Resolve a 56–44 lead. In Tasmania, Labor is a chance to gain a seat despite a 3% slide in their statewide vote.

    A national Newspoll gave Labor a 57–43 lead (55.2–44.8 to Labor at the May federal election). Fieldwork dates and the sample size were not reported, but it’s likely to have been taken July 14–18 from a sample of about 1,200.

    Primary votes were 36% Labor, 29% Coalition, 12% Greens, 8% One Nation and 15% for all Others. This is the lowest Coalition primary vote in Newspoll history that goes back to 1985, and about three points below the Coalition’s result at the election.

    Anthony Albanese’s net approval was net zero, a ten-point improvement for him since the final pre-election Newspoll, with 47% both satisfied and dissatisfied. Liberal leader Sussan Ley’s first rating was -7 net approval, with 42% dissatisfied and 35% satisfied. Albanese led Ley as better PM by 52–32.

    Here is the graph of Albanese’s net approval in Newspoll. While net zero is better than his negative ratings before the election, it’s a long way from his peak after winning the 2022 election.

    The lack of a massive surge in net approval for Albanese indicates that Labor’s landslide was more about voters’ dislike for alternatives than their liking of Labor. Peter Dutton and Donald Trump were both big factors in the election result. A DemosAU poll I covered on Saturday had voters opposed by 71–19 to a PM like Trump.

    Resolve poll

    A national Resolve poll for Nine newspapers, conducted with unknown fieldwork dates from a sample of 2,311, gave Labor a 56–44 lead by respondent preferences, from primary votes of 35% Labor, 29% Coalition, 12% Greens, 8% One Nation, 8% independents and 8% others.

    Albanese’s net approval was +3, with 45% giviing him a good rating and 42% a poor rating. In contrast to Newspoll, Sussan Ley’s first rating in Resolve was +9 (38% good, 29% poor). Albanese led Ley as preferred PM by 40–25.

    Asked whether the next year will get better or worse, 28% thought it would be personally better and the same share thought it would be worse. Asked this question on the national outlook, by 42–25 respondents expected it to get worse.

    By 33–32, respondents opposed the Liberal party having gender quotas, with Coalition voters opposed by 44–27. Men were opposed by 39–34, while women supported quotas by 30–27.

    Labor was thought best to handle economic management by 31–30 over the Liberals. On keeping the cost of living low, Labor led by 30–26. The last time Labor led on economic management in Resolve’s monthly polls was July 2023, and the last time they led on cost of living was October 2023.

    Tasmanian election updates

    Since my election night article, the count has advanced from 63% to 73% of enrolled voters, with all pre-poll votes now counted. These additional votes have not had major impacts on the results.

    Postals will be the largest number of outstanding votes still to be counted, but the Tasmanian Electoral Commission won’t begin the postal count until Thursday owing to legislative changes that require the TEC to ensure a postal voter hasn’t already voted by other means.

    Postals must be received by 10am on July 29 to be included. In Tasmania the Hare-Clark distribution of preferences is done by hand, and will begin after the postal receipt deadline. The TEC expects to have final results by August 2.

    Analyst Kevin Bonham has called 14 of the 35 seats for the Liberals, ten for Labor, five for the Greens and four for left-wing independents, leaving two undecided. In Lyons, the final seat is likely to be won by a Shooters, Fishers and Farmers candidate.

    In Bass, there’s a complex fight for the last seat between Labor, the Liberals and the Shooters. Labor may benefit from having two candidates in the race who have nearly equal votes, possibly enabling them to win three seats when they only deserve two based on party totals.

    If Labor wins the final Bass seat, they would gain a seat in an election where their statewide vote slid 3.1% to 25.9%.

  • MIL-Evening Report: In a world first, The Hague wants to arrest Taliban leaders over their treatment of women – what happens next?

    Earlier this month, the International Criminal Court (ICC) issued arrest warrants against the Taliban leadership in Afghanistan.

    The court’s Pre-Trial Chamber II cited reasonable grounds for believing supreme leader Haibatullah Akhundzada and chief justice Abdul Hakim Haqqani were guilty of “ordering, inducing or soliciting the crime against humanity of persecution on gender grounds.”

    The warrants – the first ever on charges of gender persecution – are being hailed as an “important vindication and acknowledgement of the rights of Afghan women and girls”.

    But will they improve the plight of women and girls in Afghanistan, given the Taliban does not recognise the court or its jurisdiction?

    The signs are not good with the Taliban denying the allegations and condemning the warrants as a “clear act of hostility [and an] insult to the beliefs of Muslims around the world”.

    Erased from public life

    Strict rules and prohibitions have been imposed on the Afghan people since the Taliban returned to power in August 2021.

    Women and girls have been singled out for even worse treatment by reason of their gender.

    According the warrants, the Taliban has

    severely deprived, through decrees and edicts, girls and women of the rights to education, privacy and family life and the freedoms of movement, expression, thought, conscience and religion.

    Women are banned from public places and girls from attending school once they turn 12.

    Zahra Nader is the editor-in-chief of newsroom Zan Times which investigates human rights violations in Afghanistan. She says Afghan women and girls are being silenced, restricted and stripped of their basic human rights.

    It is this discriminatory system of control of woman and girls in Afghanistan that is at the core of the court’s prosecution.

    The warrants also accuse the Taliban of persecuting

    other persons who don’t conform with the Taliban’s ideological expectations of gender, gender identity or expression; and on political grounds against persons perceived as ‘allies of girls and women.

    This is the first time an international tribunal or court has confirmed crimes against humanity involving LGBTQIA+ victims. This marks an important milestone in the protection of sexual minorities under international law.

    Crimes against humanity

    International law clearly spells put the offences which constitute crimes against humanity.

    The aim is to protect civilians from serious and widespread attacks on their fundamental rights. Different definitions of crimes against humanity have been included in the statutes of a handful of international tribunals and courts.

    The definition under the Rome Statute of the International Criminal Court is the most comprehensive. It includes severe deprivation of personal liberty, murder, enslavement, rape, torture, forced deportation or apartheid.

    Specifically, the Taliban leaders are accused under Article 7(1)(h) of the Rome Statute, which states:

    Persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious, gender […] or other grounds that are universally recognised as impermissible under international law.

    Physical and direct violence is not necessary for persecution on “gender […] grounds” to be established. Systemic and institutionalised forms of harm, which can be the imposition of discriminatory societal norms, are sufficient.

    Women and girls are often disproportionately affected by Taliban policies and rules. But proving gender-based crimes have occurred is not enough. Discriminatory intent must also be established.

    The Taliban has been open about its religious beliefs and interpretations, suggesting a clear intention to persecute on the grounds of gender.

    Not just symbolic

    As with other cases, the court relies on the cooperation of states to execute and surrender those accused.

    The interim government in Kabul which was formed after the US-led invasion in 2001 became a party to the Rome Statute in 2003. Afghanistan remains legally obligated to prosecute perpetrators of these crimes – it must accept the Court’s jurisdiction in the matter.

    The Purple Saturdays Movement, an Afghan women-led protest group, is warning the arrest warrants must be more than just symbolic. Any failure to prosecute would likely result in an escalation of human rights violations:

    The Taliban has historically responded to international pressure not with reform, but by intensifying such repressive policies.

    Hopeful step

    It is important to note the strict policies and widespread abuses targeting women and girls in Afghanistan are ongoing, despite the intervention by the International Criminal Court.

    The court’s Office of the Prosecutor is stressing its commitment to pursuing “effective legal pathways” to bring the Taliban leadership to account. The Afghan Women’s Movement in Exile wants an independent international judicial committee established to monitor and accelerate the legal process.

    It is not yet clear if the warrants will actually lead to arrest and prosecution in The Hague. But we know this is possible. A prime example being the the arrest earlier this year of former Philippines President Rodrigo Duterte.

    At the very least, the arrests warrants are a hopeful step towards accountability for the Taliban and justice for the women and girls of Afghanistan.

    The court’s Pre-Trial Chamber II cited reasonable grounds for believing supreme leader Haibatullah Akhundzada and chief justice Abdul Hakim Haqqani were guilty of “ordering, inducing or soliciting the crime against humanity of persecution on gender grounds.”

    The warrants – the first ever on charges of gender persecution – are being hailed as an “important vindication and acknowledgement of the rights of Afghan women and girls”.

    But will they improve the plight of women and girls in Afghanistan, given the Taliban does not recognise the court or its jurisdiction?

    The signs are not good with the Taliban denying the allegations and condemning the warrants as a “clear act of hostility [and an] insult to the beliefs of Muslims around the world”.

    Erased from public life

    Strict rules and prohibitions have been imposed on the Afghan people since the Taliban returned to power in August 2021.

    Women and girls have been singled out for even worse treatment by reason of their gender.

    According the warrants, the Taliban has

    severely deprived, through decrees and edicts, girls and women of the rights to education, privacy and family life and the freedoms of movement, expression, thought, conscience and religion.

    Women are banned from public places and girls from attending school once they turn 12.

    Zahra Nader is the editor-in-chief of newsroom Zan Times which investigates human rights violations in Afghanistan. She says Afghan women and girls are being silenced, restricted and stripped of their basic human rights.

    It is this discriminatory system of control of woman and girls in Afghanistan that is at the core of the court’s prosecution.

    The warrants also accuse the Taliban of persecuting

    other persons who don’t conform with the Taliban’s ideological expectations of gender, gender identity or expression; and on political grounds against persons perceived as ‘allies of girls and women.

    This is the first time an international tribunal or court has confirmed crimes against humanity involving LGBTQIA+ victims. This marks an important milestone in the protection of sexual minorities under international law.

    Crimes against humanity

    International law clearly spells put the offences which constitute crimes against humanity.

    The aim is to protect civilians from serious and widespread attacks on their fundamental rights. Different definitions of crimes against humanity have been included in the statutes of a handful of international tribunals and courts.

    The definition under the Rome Statute of the International Criminal Court is the most comprehensive. It includes severe deprivation of personal liberty, murder, enslavement, rape, torture, forced deportation or apartheid.

    Specifically, the Taliban leaders are accused under Article 7(1)(h) of the Rome Statute, which states:

    Persecution against any identifiable group or collectivity on political, racial, national, ethnic, cultural, religious, gender […] or other grounds that are universally recognised as impermissible under international law.

    Physical and direct violence is not necessary for persecution on “gender […] grounds” to be established. Systemic and institutionalised forms of harm, which can be the imposition of discriminatory societal norms, are sufficient.

    Women and girls are often disproportionately affected by Taliban policies and rules. But proving gender-based crimes have occurred is not enough. Discriminatory intent must also be established.

    The Taliban has been open about its religious beliefs and interpretations, suggesting a clear intention to persecute on the grounds of gender.

    Not just symbolic

    As with other cases, the court relies on the cooperation of states to execute and surrender those accused.

    The interim government in Kabul which was formed after the US-led invasion in 2001 became a party to the Rome Statute in 2003. Afghanistan remains legally obligated to prosecute perpetrators of these crimes – it must accept the Court’s jurisdiction in the matter.

    The Purple Saturdays Movement, an Afghan women-led protest group, is warning the arrest warrants must be more than just symbolic. Any failure to prosecute would likely result in an escalation of human rights violations:

    The Taliban has historically responded to international pressure not with reform, but by intensifying such repressive policies.

    Hopeful step

    It is important to note the strict policies and widespread abuses targeting women and girls in Afghanistan are ongoing, despite the intervention by the International Criminal Court.

    The court’s Office of the Prosecutor is stressing its commitment to pursuing “effective legal pathways” to bring the Taliban leadership to account. The Afghan Women’s Movement in Exile wants an independent international judicial committee established to monitor and accelerate the legal process.

    It is not yet clear if the warrants will actually lead to arrest and prosecution in The Hague. But we know this is possible. A prime example being the the arrest earlier this year of former Philippines President Rodrigo Duterte.

    At the very least, the arrests warrants are a hopeful step towards accountability for the Taliban and justice for the women and girls of Afghanistan.

    A new medical school will be established at the University of Waikato as part of the Government’s plan to build a stronger health workforce, Health Minister Simeon Brown and Universities Minister Dr Shane Reti say.

    “Cabinet has approved the business case for the new school, which will have a strong focus on primary care and rural health,” Mr Brown says.

    “With $82.85 million in Government funding and over $150 million from the University, supported by philanthropic investment, this is a substantial commitment to education and regional development in the Waikato.

    “Today’s decision will enable the University of Waikato to begin construction on new teaching facilities later this year and start planning for clinical placements, while giving more students the opportunity to study medicine in New Zealand.”

    The school will offer a graduate-entry programme, providing a flexible new pathway into medicine that helps attract a broader range of students and build a stronger, more diverse workforce.

    “It’s an innovative model that supports our focus on strengthening primary care, making it easier for people to see their doctor – helping Kiwis stay well and out of hospital.

    “It also builds on the University’s recent additions of nursing, pharmacy, and midwifery programmes, demonstrating a strong and growing commitment to developing New Zealand’s health workforce.”

    A full cost-benefit analysis was presented to Cabinet before any proposal was finalised, as part of the National – ACT coalition agreement.

    Mr Brown says the school builds on the Government’s record investment in the health system and workforce.

    “Today’s announcement adds 120 doctor training places each year, starting in 2028 – a significant boost to our long-term pipeline of homegrown medical workforce.

    “This is on top of the 100 additional medical training places that are being added over the term of this Government across the University of Auckland and University of Otago.”

    Dr Reti says the decision represents a significant step forward for both the University of Waikato and the wider region.

    “This is a major milestone for the University and a real boost for tertiary education in the Waikato. 

    “It strengthens the University’s position as a leader in education, training, and research, and creates new academic and economic opportunities for Hamilton, the Waikato, and rural communities.

    “By expanding access to medical training, we’re creating new opportunities for students from across the region and beyond, while also helping to future-proof the local workforce.

    “This is exactly the kind of forward-thinking initiative this Government wants to see from our universities – investing in regional growth, building local capability, and delivering on the needs of rural communities.”

    A study published in Journal of Human Development and Capabilities looks at the age of smartphone ownership and mental health outcomes.

    Prof Pete Etchells, Professor of Psychology and Science Communication, Bath Spa University, said:

    “It’s difficult to fully assess this study, as there are very limited methodological and analytical details provided. While we are given a generalised overview of the Global Mind Project, there is no standardised methods section detailing how variables of interest were measured or operationalised, no demographic information, and no detailed outline of the analytic methods used. This makes it hard to assess the quality of the research conducted. 

    “The study averages a wide range of factors relating to mental health into a single composite score, and correlates this what appears to be a self-report measure of age of first smartphone ownership. The findings suggest some sort of negative relationship – i.e. that the younger the initial age of smartphone ownership, the worse the composite mental health score is. However, it’s not clear from the reported data the strength of these relationships, nor why ownership at age 5-6 is compared with an averaged ownership between age 13-18. 

    “The study then moves on to talk about age of access to social media accounts and potential associations to factors such as poor family relationships and cyberbullying, although again it’s not clear how these were measured. A series of regression analyses are then put in the context of access to AI-power social media environments, but I don’t quite see what this means or how it was measured. Later, AI-powered digital environments are mentioned, which is again a different concept that isn’t clearly defined. 

    “Given the correlational nature of the study, along with unclear definitions of key variables of interest and lack of methodological details, I was therefore surprised to see the paper end with a series of digital policy recommendations for under-13s. While some of these (e.g. digital literacy training) are sensible, it is not clear how they are informed by the study itself. This appears to be another study in a long line of papers that are based on correlational self-report data, and I’m not convinced that more studies along these lines are adding anything new to our understanding of digital technology effects. There is a wealth of complex and interacting factors that will impact on the initial age of smartphone ownership, access to social media and mental health, but it’s not clear how these are accounted for in this study. I would therefore be reluctant to suggest that there are any useful policy implications for this work.”

    Prof Chris Ferguson, Professor of Psychology, Stetson University, said:

    “I honestly wasn’t at all impressed with this study.  First, the survey is both online and self-report, both qualities likely to bias the results.  I took the survey myself (so now I’m a participant, I guess) and found it to be crude.  The survey does not appear to be a well-validated clinical measure of mental health and there are no checks for unreliable responding.  Self-report measures of mental health are now well-known to be unreliable and these questions only touch on mental health in crude non-diagnostic ways.  Online samples are often unreliable, and don’t generalize to individuals who spend less time online.  The analyses are merely descriptive without proper controls.  The language of the study is inappropriately strong for such a crude correlational design lacking proper controls.”

  • Japan’s shaky government loses upper house control

    Japan’s ruling coalition lost control of the upper house in an election on Sunday, further weakening Prime Minister Shigeru Ishiba’s grip on power even as he vowed to remain party leader, citing a looming tariff deadline with the United States.

    While the ballot does not directly determine whether Ishiba’s administration will fall, it heaps pressure on the embattled leader who also lost control of the more powerful lower house in October.

    Ishiba’s Liberal Democratic Party (LDP) and coalition partner Komeito returned 47 seats, short of the 50 seats it needed to ensure a majority in the 248-seat upper chamber in an election where half the seats were up for grabs.

    That comes on top of its worst showing in 15 years in October’s lower house election, a vote which has left Ishiba’s administration vulnerable to no-confidence motions and calls from within his own party for leadership change.

    Speaking late on Sunday evening after exit polls closed, Ishiba told NHK he “solemnly” accepted the “harsh result”.

    “We are engaged in extremely critical tariff negotiations with the United States…we must never ruin these negotiations. It is only natural to devote our complete dedication and energy to realizing our national interests,” he later told TV Tokyo.

    Asked whether he intended to stay on as premier, he said “that’s right”.

    Japan, the world’s fourth largest economy, faces a deadline of August 1 to strike a trade deal with the United States or face punishing tariffs in its largest export market.

    The main opposition Constitutional Democratic Party finished second with 22 seats.

    Meanwhile, the far-right Sanseito party announced its arrival in mainstream politics, adding 14 seats to one elected previously. Launched on YouTube a few years ago, the populist party found wider appeal with its ‘Japanese First’ campaign and warnings about a “silent invasion” of foreigners.

    ‘HAMMERED HOME’

    Opposition parties advocating for tax cuts and welfare spending struck a chord with voters, as rising consumer prices – particularly a jump in the cost of rice – have sowed frustration at the government’s response.

    “The LDP was largely playing defence in this election, being on the wrong side of a key voter issue,” said David Boling, a director at consulting firm Eurasia Group.

    “Polls show that most households want a cut to the consumption tax to address inflation, something that the LDP opposes. Opposition parties seized on it and hammered that message home.”

    The LDP has been urging fiscal restraint, with one eye on a very jittery government bond market, as investors worry about Japan’s ability to refinance the world’s largest debt pile. Any concessions the LDP must now strike with opposition parties to pass policy will only further elevate those nerves, analysts say.

    “The ruling party will have to compromise in order to gain the cooperation of the opposition, and the budget will continue to expand,” said Yu Uchiyama, a politics professor at the University of Tokyo.

    “Overseas investors’ evaluation of the Japan economy will also be quite harsh.”

    Sanseito, which first emerged during the COVID-19 pandemic spreading conspiracy theories about vaccinations and a cabal of global elites, is among those advocating fiscal expansion.

    But it is its tough talk on immigration that has grabbed attention, dragging once-fringe political rhetoric into the mainstream.

    It remains to be seen whether the party can follow the path of other far-right parties with which it has drawn comparisons, such as Germany’s AfD and Reform UK.

    “I am attending graduate school but there are no Japanese around me. All of them are foreigners,” said Yu Nagai, a 25-year-old student who voted for Sanseito earlier on Sunday.

    “When I look at the way compensation and money are spent on foreigners, I think that Japanese people are a bit disrespected,” Nagai said after casting his ballot at a polling station in Tokyo’s Shinjuku ward.

    Japan, the world’s fastest aging society, saw foreign-born residents hit a record of about 3.8 million last year.

    That is still just 3% of the total population, a much smaller fraction than in the United States and Europe, but comes amid a tourism boom that has made foreigners far more visible across the country.

    NUKU’ALOFA, Tonga — During their stop in the Kingdom of Tonga, the Pacific Partnership 2025 (PP-25) medical team, consisting of U.S. Navy, Army, Public Health Service and Tongan Ministry of Health personnel, conducted over 30 community health engagements in the fields of One Health, cardiology, critical care medicine, endocrinology, optometry, clinical pharmacy, veterinary medicine, public health, nursing, prenatal care and nutrition between June 18 and June 28, 2025.

    The PP-25 medical team also featured several professors, students, and alumni from the Uniformed Services University of Health Sciences (USUHS), located in Bethesda, Maryland, who worked together to engage in multiple health engagements and training workshops as part of the PP-25 mission.

    USUHS Graduate School of Nursing (GSN) Professor and Alumni U.S. Navy Cmdr. Samantha Jennings, stationed at Navy Medicine Readiness and Training Command Bremerton, utilized her skills as a Family Nurse Practitioner (FNP) to support the PP-25 Tonga mission stop to train and assist local health care workers at Vaiola Hospital and Mu’a Health Centre in delivering health consultations to numerous patients from across the island. Jennings also served as faculty supervisor to Army Maj. Tiffany Wilson, a dual track nursing student.

    While deployed in support of the PP-25 Tonga mission as a dual track USUHS FNP/WHNP student, Wilson worked as part of a team with U.S. Navy Cmdr. Cheryl Castro, midwife with PP-25, and Hospitalman Nicole Abreu, to deliver prenatal health care to local patients at the Vaiola Hospital and alongside Jennings at Mu’a Health Centre to issue several health consultations to local patients with diverse needs. While garnering experience in delivering health care to patients in resource limited environments, Wilson’s efforts also alleviated the operational strain of sourcing a FNP at the Military Treatment Facility level.

    Additionally, Lt. Cmdr. Sean Foley, USUHS School of Medicine assistant professor applied his knowledge and teaching expertise as a deployed critical care physician with PP-25, to assist and guide multiple Tongan registrar physicians at Vaiola Hospital on medical procedures. Foley worked closely with Dr. Richard Taumoepeau, a Tongan physician, in performing ultrasound-guided thoracenteses, a procedure designed to remove fluid buildup in the lungs to restore their normal function, on six local patients.

    Lt. William Douthitt, a USUHS dual master’s degree holder in School of Medicine and Public Health, applied his expertise and skills as a preventive medicine physician to lead a multidisciplinary foodborne illness tabletop exercise at Vaiola Hospital. Douthitt’s tabletop exercise trained eight local health care officials in strengthening and building upon current public health & communicable disease infrastructure to better respond to disease outbreaks.

    USUHS alumnus, Lt. Louis Pingotti, Doctor of Nursing Practice, medical lead for the PP-25 Tonga mission, oversaw the planning and execution of all medical operations. It was through Pingotti’s consolidated efforts that his fellow USUHS alumni and peers were able to administer a successful conclusion to the PP-25 Tonga mission stop.

    Now in its 21st iteration, the Pacific Partnership series is the largest annual multinational humanitarian assistance and disaster management preparedness mission conducted in the Indo-Pacific. Pacific Partnership works collaboratively with host and partner nations to enhance regional interoperability and disaster response capabilities, increase security and stability in the region, and foster new and enduring friendships in the Indo-Pacific.

    BEIJING, July 21 (Xinhua) — Before 2025, few could have predicted that a quirky plush doll with a toothy smile would capture the hearts of social media users around the world and spark a global buying frenzy. Labubu, created by Chinese toy maker Pop Mart, is becoming a new icon of the “intellectual property economy,” a booming sector in China’s economic landscape.

    A buzzword in China, the “IP economy” refers to the process of transforming intangible cultural assets—such as stories, characters, and brands—into a variety of products and services. The sector spans film and television, video games, animation, cultural creations, consumer goods, and many other areas.

    As the latest example of the IP economy, Labubu is rapidly evolving from a pop culture phenomenon to a high-yield collectible that is taking over the global market. The planet was recently stunned when a mint-colored Labubu doll sold at an auction in Beijing for over 1 million yuan. Fueled by the high demand for the doll, Pop Mart’s revenue in the first quarter of 2025 soared 165-170 percent year-on-year.

    Along with other successful Chinese IP assets such as the animated blockbuster “Ne Zha 2” and the video game “Black Myth: Wukong,” Labubu illustrates a growing trend in China: the transformation of culture and creativity, enhanced by advanced technology, into business opportunities across a wide range of sectors.

    TECHNOLOGICALLY DRIVEN CULTURAL REVIVAL

    With a history of more than five thousand years, China has a wealth of cultural treasures. However, reviving traditional culture in a modern way that appeals to younger generations, who are becoming the main consumer group, remains a challenge.

    With its innovation-driven development strategy and impressive technological achievements, China has paved a new path for cultural revival: transforming cultural classics into IP assets using cutting-edge technology.

    According to Wang Linsheng, a senior researcher at the Beijing Academy of Social Sciences, such a transformation cannot be completed by simply copying ideas and concepts or presenting classics in digital form. Rather, it is a process of reinterpreting objects of the classic cultural layer of Chinese civilization to breathe new life into these eternal treasures.

    “With the support of digital technology, China combines cultural classics with modern IP management methods, aiming to transform traditional elements into products that meet the latest aesthetic trends and consumer demand,” Wang Linsheng said.

    His words are supported by the game “Black Myth: Wukong”, inspired by the classic Chinese literary masterpiece “Journey to the West”. Revealing the legendary adventures of Sun Wukong, also known as the Monkey King, the game uses a range of advanced visual technologies to provide realistic scenes and an immersive experience for players of all cultural backgrounds.

    With its technological reimagining of a classic Chinese story, the game has transcended cultural boundaries and become a global hit. On the day of its official release, Black Myth: Wukong topped the charts of Steam, the world’s largest gaming platform, and has since dominated many other gaming markets around the world.

    Commenting on how technology is fueling China’s current IP boom, Chen Gang, an analyst at Soochow Securities, noted that advanced technologies such as 5G and cloud rendering are helping the country overcome the time and space limitations of traditional communication methods, thereby allowing Chinese cultural and entertainment products to reach a wider audience.

    In recent years, cultural sectors have become a powerful catalyst for China’s economic growth. According to the National Bureau of Statistics, China’s per capita expenditure on education, culture and entertainment reached 3,189 yuan in 2024, up 9.8 percent from a year earlier and accounting for 11.3 percent of the country’s total per capita consumer spending.

    Highlighting the role of IP economy in driving economic growth, Wang Linsheng said IP goes beyond just culture or entertainment. The transformation of cultural classics into IP should be based on modern industrial development models, he added, noting that the process also involves various related sectors related to digital media.

    EMERGING INDUSTRIAL CHAIN

    As China’s IP economy continues to unleash its enormous growth potential, it is fostering an industrial chain that involves more and more upstream and downstream enterprises working together to create high-quality products.

    The Chinese fantasy animated film “Nezha 2,” which has already become the highest-grossing film in Chinese cinema history, has caused a “chain reaction” in various industries. To date, more than 10 types of related products based on the film have been planned and launched.

    Earlier this year, Pop Mart released a series of mystery boxes with a Nezha-themed designer toy on its online store on Tmall, a major Chinese online shopping platform. Just eight days after the series was released, the surprise boxes generated over 10 million yuan in revenue. In addition, other related products such as trading cards and plush toys also gained significant popularity.

    By promoting industrial integration based on original IP assets, China is well positioned to build a full industrial chain covering online literature, film and television, games and related products, said Hong Tao, vice chairman of the China Society for Consumer Economy.

    “This full industrial chain development model can expand the application scenarios of intellectual property and help build bridges between the virtual world and reality, thereby generating greater commercial value and economic benefits,” Hong Tao added.

    To achieve this goal, analysts suggested that the country should promote the harmonization of all links in the industrial chain. This can be achieved through the integration of independent IP objects and their systematic, coordinated development.

    “Chinese IP assets can learn from the Marvel universe, which brings together various superheroes in a single narrative structure,” Chen Gang said, adding that the growth model of the American pop culture icon has shown the way to strengthen the interconnectivity and coordination between different IP assets.

    Looking ahead, Wei Pengju, a scholar at the Central University of Finance and Economics, said China should welcome global cooperation in developing its original IP assets. “In this way, the country can make full use of its IP resources and build an international IP system that integrates both cultural and economic values,” he added. -0-

    The story of Carmen, in the 19th century opera by French composer George Bizet, is, at its simplest, the story of a developing tension between Carmen, a stereotypically racialised woman attempting to break free from society’s impositions and her already-written fate.

    Anne-Louise Sark’s adaptation takes that conflict much further.

    Carmen (Danielle de Niese at the performance I attended) is a gypsy who works in a cigarette factory. She catches the eye of Don José (Abraham Bretón), who obsessively falls in love with her.

    Don José’s love for Carmen devolves into what today would be succinctly called “toxic”. In a post-#metoo era, where we are all attuned to anti-racism teachings, Sarks gives us a contrast between the antiquated words sung in French, and the conscious effort to make those words exist in our contemporary world.

    This Carmen is defined by many degrees of contrast. This rocking feeling of contradiction keeps on growing until the climax in the very last act.

    A toxic love

    The opening act begins in a square of Seville. Marg Horwell’s design sees the stage strewn with fluorescent confetti spread all over the floor (as if the Sydney Mardi Gras parade had just ended), a chain link fence colourfully crowded with love locks and flashy ribbons, behind which peeks a monumental but austere cross typical of most squares in that part of Spain.

    There, a teenage couple – sporting polyester track suits – alongside a pair of young lovers similarly attired, and a string of children discordantly dressed stay in the background while one of the khaki-wearing guards begins to sing an aria to the protagonist, “La Carmencita”, also known as Carmen.

    The sensation of the contrast between this contemporary setting and Bizet’s original opera is deepened at the beginning of the second act at Lillas Pastia’s Tavern.

    The stage is crowded by a neon-filled atmosphere composed of camp portrayals of the Virgin Our Lady of Guadalupe and pop art images of the Sacred Heart of Jesus.

    The charm of the background is enhanced by the stellar performances of not only the two main protagonists, Carmen and Don José, but by an array of supporting characters that truly elevate this second bout of the action.

    A string of smugglers are at the tavern of Lillas Pastias, plotting how to bring about their criminal deeds with the help of Carmen, her close friends (incredibly played by Helen Sherman and Jane Ede), and critically Don José, who has just joined them.

    Blinded by this “toxic” love, Don José cannot help but to increase the dramatic tension when he realises Carmen is losing interest in him in favour of the famous bullfighter from Granada, Escamillo (Andrii Kymach).

    The tension is fortified by the visual conflict between the irreverent religious décor and the ongoing action, consisting of an unruly mob drinking and dancing until the early hours of the morning.

    By the end of this second act, there is another turn of the screw in the depiction of Don José’s progressive possessiveness of Carmen, who in parallel begins to assert ever more explicitly the signs of her indomitability.

    Exploding tension

    The plot picks up pace in the third act, set in the smugglers’ hideout.

    There, an Othello-like Don José spirals down, green with jealousy, in the face of an increasingly distant Carmen. The more Don José wants her, the more Carmen is filled with desires of freedom from her possessive lover.

    This tense dynamic explodes in the fourth act.

    Set in a little cottage right outside a bullring in Seville, it is at this point obvious Carmen and the matador Escamillo are lovers – anticipating Don José’s fatal deed.

    Although the audience must have expected Carmen’s death at the hands of the spirited Don José, witnessing the act of her killing on stage comes as more than just an awaited unpleasant surprise.

    It works to anchor the conflict at the core of Sark’s adaptation.

    For a flash moment, we are pushed to peek beyond the fiction. Don José strangles with his bare hands the actress playing Carmen, her arm hopelessly punching her aggressor, her legs writhing in despair. Such an instant from our sad reality shocks through the stage, breaking the fourth wall.

    The theatricalisation of Carmen’s killing is also the realisation that male violence against women is anything but a fiction – least of all one left in the distant past.

    Paradoxically, the quick lowering of the curtain and the much-deserved long applause that follows serves to cut short the impact of the “real” death of Carmen shown on stage.

    Perhaps, for the next version, a new director will find a newer way to make Carmen’s reality last beyond the many pleasures of watching this multi-layered drama unfold.

    Carmen is at the Sydney Opera House for Opera Australia until September 19, then playing in Melbourne.

  • MIL-Evening Report: What’s the difference between sperm and semen? And can pre-ejaculate get you pregnant?

    Semen, sperm, spunk, cum, ejaculate, pre-cum, seminal fluid. These are just some of the many words we use to describe what comes out of an erect penis.

    Some of these terms can be used interchangeably, but they’re not all the same. Do you know the difference?

    What is sperm?

    Sperm are male reproductive (sex) cells. The word “sperm” can refer to spermatozoon (singular) or spermatozoa (plural).

    Sperm are tiny cells with an oval-shaped body and a long tail. They measure just 1/20th of a millimetre in length and can only be seen with a microscope.

    Sperm are produced in the two testes (testicles). The testes are glands located inside the scrotum (the skin sac underneath where the penis is attached to the body).

    The testes begin producing sperm at puberty. Sperm production then continues throughout adult life, beginning to decline around age 40. The testes make about 200 million sperm every day.

    To develop, sperm need a temperature range of 34–35°C, which is lower than core body temperature (usually between 36 and 37°C). This is why the testes are located in the cooler scrotum and not in the abdomen or pelvis.

    Each sperm carries chromosomes, which are made up of DNA and genes. When a sperm cell fertilises a female reproductive cell (an ovum or egg), the genetic information of the sperm and ovum combines to form an embryo.

    What is semen?

    Ejaculated sperm has to reach the uterine (fallopian) tubes to fertilise an egg. This is a long journey, so sperm are carried in a fluid that nourishes and protects it (seminal fluid).

    Semen is the mix of sperm and seminal fluid together. It is Latin for “seed” from serere, “to sow”. Semen only exists outside the body, because sperm and seminal fluid only combine at the point of ejaculation.

    Seminal fluid is made in the sex glands. These are the seminal vesicles and prostate, which sit just behind and below the bladder, respectively.

    The seminal vesicles produce a thick, gel-like substance. It clumps the sperm together immediately after ejaculation and provides the sperm with energy (fructose) to survive their journey.

    This fluid is alkaline – the opposite to acidic – which protects sperm in the more acidic vagina.

    The prostate secretes a thinner, milky fluid with acids that liquefy the semen. This helps the sperm to separate from the initial clump so they can travel through the cervix and uterus to the uterine tubes.

    The prostate also provides zinc, which is essential for sperm survival.

    Ejaculating secretes these fluids and sperm into the urethra, the narrow tube that runs through the penis and also transports urine. At this point, they combine as semen.

    Semen is about 10% sperm and 90% fluid from the seminal vesicles and prostate.

    What happens after ejaculation

    Ejaculating usually produces between 1.5 and 5 millilitres of semen, and each mL contains anywhere between 15 and 200 million sperm.

    If semen is ejaculated into a vagina, sperm have to travel around 15 centimetres to reach the uterine tubes, which is the most common site for fertilisation.

    The fastest and healthiest sperm travel this distance – about 3,000 times their body length – in only 30 minutes.

    For a human of average height, this equates to swimming about 5 kilometres in half an hour. That means sperm can swim twice as fast as the current world record for a 5km open water swim.

    Does ‘pre-cum’ have sperm in it?

    An aroused and erect penis can secrete up to 4mL of pre-ejaculate (pre-cum), which is completely different to semen.

    Pre-ejaculate is produced by different sex glands – the small bulbourethral glands that sit just under the prostate. It is a mucus fluid that lubricates and flushes out the urethra in the penis.

    Theoretically, pre-ejaculate doesn’t contain sperm. However, one small study found the pre-ejaculate of about 40% of men they studied contained sperm, though in very low numbers.

    The risk of getting pregnant from pre-ejaculate is very low – but not zero.

    What can semen say about your overall health?

    Semen is usually creamy-white or pale grey. It often has a faint ammonia or bleach smell, because of its alkaline pH.

    However its colour, consistency and smell can vary between people and even on different days for the same person.

    If semen has a foul odour, it may indicate an infection and should be checked by a doctor.

    Contraception and fertility

    A vasectomy is a form of male contraceptive. This involves cutting the two vas deferens – the tubes that carry sperm from the testes to the urethra. After a vasectomy, ejaculating will produce slightly less semen and it won’t contain sperm.

    Clinical trials have also started for a new potential male contraceptive pill that blocks sperm production in the testes.

    Oxidative stress – an imbalance of too many damaging chemicals and not enough antioxidants – has a negative impact on sperm health and strongly contributes to male infertility.

    The World Health Organization has published a range of values for semen volume and sperm number, concentration, movement and structure among fertile males. However, low sperm count does not always mean lower fertility.

    To keep sperm healthy, it’s recommended to eat a healthy diet rich in antioxidants, exercise regularly, maintain a healthy weight, and not smoke, use recreational drugs or drink a lot of alcohol.

  • MIL-OSI China: China expo highlights global supply chain resilience amid tariff turbulence

    As tariff tensions and geopolitical uncertainties continue to rattle the global economy, the 2025 China International Supply Chain Expo is emerging as a promising platform to foster resilient, diversified and cooperative global supply chains.

    Running from Wednesday to Sunday in Beijing, the third edition of the supply chain-themed expo has drawn more than 600 exhibitors, notably those of carmakers, logistics providers and pharmaceutical firms, spanning 75 countries and regions.

    Against the backdrop of mounting trade protectionism and rising global fragmentation, the event showcases China’s bid to champion openness, innovation and international cooperation in the face of growing headwinds.

    PLATFORM FOR COOPERATION

    The event comes at a time of heightened trade friction and mounting uncertainty, which is expected to weigh heavily on global economic activity. In its April forecast, the International Monetary Fund projected global growth to slow to 2.8 percent in 2025 and 3 percent in 2026, down from 3.3 percent for both years in its January outlook.

    “Geopolitical tensions have disrupted supply chains, harming not only others but also one’s own interests,” said Xu Jiabin, an economics professor at Renmin University of China. “That’s why we must adopt an inclusive mindset and work together to improve the global supply chain’s connectivity and coordination. This is the path to mutual benefit.”

    As the world’s first national-level platform focused on supply chains, the expo helps connect Chinese and international firms, promote technical alignment and support deeper economic cooperation, Zhou Xing, head of public affairs at PwC China, told Xinhua.

    CHINA’S COMMITMENT

    China has consistently championed open, cooperative international trade as an anchor of stability, especially during times of worldwide economic volatility and geopolitical turbulence.

    In a congratulatory letter sent to the 20th Western China International Fair in May, Chinese President Xi Jinping said that China is willing to take the fair as an opportunity to further enhance mutual understanding, strengthen friendship, and deepen cooperation with friends from all countries.

    China will uphold the multilateral trading system and ensure the stable and smooth flow of global industrial and supply chains together with the world, injecting new impetus into the prosperity and development of the world economy, Xi noted.

    During a March meeting in Beijing with more than 40 global CEOs and business leaders, Xi said, “China has been and will remain an ideal, secure, and promising destination for foreign investors.”

    “Embracing China is embracing opportunities, believing in China is believing in a better tomorrow, and investing in China is investing in the future,” he said.

    The Chinese president called on foreign firms to safeguard the multilateral trading system, maintain the stability of global industrial and supply chains, protect the international environment for openness and cooperation, and advance economic globalization in the right direction.

    CONFIDENCE IN CHINA

    China’s economy beat expectations with robust 5.3 percent GDP growth in the first half of 2025 and is actively taking steps to maintain stability and sustain growth momentum in the months ahead. Such economic resilience has strengthened public and investor confidence in the country’s long-term economic prospects, particularly its appeal as a strategic hub for multinational firms looking to restructure and diversify their supply chains.

    “China is no longer just a manufacturing base, but an innovation hub,” said Zhou. “By integrating digital tools and investing in strategic sectors like EVs, renewables and biotech, China is strengthening its position in global value chains.”

    This strategic pivot is already being recognized by global companies. “China has the world’s most complete EV supply chain, with top-tier local suppliers and highly responsive manufacturing capabilities,” a Tesla spokesperson told Xinhua.

    Nvidia CEO Jensen Huang shared a similar view on Thursday, describing China’s supply chain as a “miracle” and highlighting the country’s deep capabilities in artificial intelligence and computer science.

    As China continues to pursue high-quality opening-up, foreign firms are also gaining expanded access and greater policy support. “Foreign companies are expected to benefit from greater market access, a more level playing field and broader opportunities for cooperation,” said Poh-Yian Koh, president of FedEx China.

    FedEx applauds the Chinese government’s ongoing efforts to optimize the business environment, and pledges to continue to strengthen its logistics network and digital capabilities to enhance connectivity between Chinese and global markets, she added.

  • MIL-OSI Australia: Cutting the fat: Oat oil breakthrough paves way for industry growth

    New University of South Australia research is providing evidence of biological triggers of oil production in oats, a discovery that will help processing and potentially drive further demand for Australian-grown oats.

    While Australia is the world’s second-largest exporter of oats, high oil content in oat grains creates challenges during milling, reducing processing efficiency and limiting product innovation – particularly in high-demand sectors like oat flour and plant-based proteins.

    Researchers from the University of South Australia, the South Australian Research and Development Institute (SARDI), and the University of Adelaide are collaborating on research designed to better understand the biological processes responsible for oil synthesis in oat grains.

    In this study, two contemporary varieties of oats were examined using spatial imaging techniques to track oil build-up during grain development. Researchers then applied ‘omics’ technologies – lipidomics and proteomics – to analyse lipid and protein expression, which provided key insights into the biological mechanisms involved in the actual formation of the grain, including those relating to oil synthesis.

    The UniSA findings have provided further evidence of the mechanisms that underlie the amount of oil in an oat grain. These findings will help to guide future breeding efforts for naturally lower-oil oat varieties, improving milling yields and creating new value-added opportunities across the oat supply chain.

    UniSA PhD candidate, Darren Lau, says that current oil removal methods are inefficient and that low-oil breeding programs will aid industry growth.

    “While oil can be removed from partially milled oat flakes – using supercritical carbon dioxide prior to further milling – this approach is laborious and expensive,” he says.

    “Breeding low-oil oat varieties is a cost-effective approach but requires further understanding of oil production in oats. This is where our research is critical.

    “Our analysis has identified several key enzymes that are involved in oil synthesis which could be genetically manipulated to lower oil content of oat grains.

    “Reducing oil content could also unlock new opportunities in sectors like oat flour and alternative proteins, which could significantly strengthen Australia’s position in the market.”

    The economic potential of these opportunities is reflected in the quantity of oats exported globally. For example, in 2022 twenty-six million metric tonnes of oats were produced worldwide, ranking them seventh among cereals in production quantity.

    Lowering oil content in oat grains will enhance processing and product versatility, positioning them alongside traditional cereal staples like barley, maize, wheat, and rice, and further driving industry growth.

    The UniSA findings are being used by the Grains Research and Development Corporation (GRDC) oat grain quality consortium to improve suitability for milling and food/beverage ingredient development. Additional research is continuing within the consortium that will build on the study’s findings to further inform breeding efforts aimed at reducing oil content in oats.

    “The consortia are currently working on a larger and more diverse oat cohort to further investigate molecular markers and nutrient partitioning of oil in oats,” Lau says.

    “The consortia are also investigating one of the key enzymes validated in this study to determine whether manipulating or removing it can lower oil content, and how that affects the growth of the plant.”

    SARDI Project Lead Dr Janine Croser, says the study’s findings provide further evidence of key pathways involved in oat oil biosynthesis.

    “This research provides important insights into the biological mechanisms underlying varietal differences of oil production in developing oat grains,” Dr Croser says.

    “We expect that the development of low-oil lines will improve efficiencies in the flour milling process and potentially lead to novel uses for oats.

    “With demand for plant-based foods on the rise, we anticipate the oat grain quality consortium research will help put Australia at the forefront of oat innovation – supporting growers, processors, and exporters alike.”
