    WASHINGTON – U.S. Senators Roger Wicker, R-Miss., and Michael Bennet, D-Colo., introduced the Lifting Our Communities through Advance Liquidity for Infrastructure (LOCAL Infrastructure) Act of 2025. The legislation would amend the federal tax code to restore state and local governments’ ability to use advance refunding to manage bond debt and reduce borrowing costs for public infrastructure projects.
    “The LOCAL Infrastructure Act would amend the federal tax code to give more financial flexibility to state and local governments. Restoring advance refunding would help community leaders manage their existing debts and allow for more investment to improve their existing infrastructure. Local leaders know what their states need best, and it’s important to give them the resources to ensure their community’s success,” said Senator Wicker.
    “As state and local governments work to improve their communities and plan for the future, our bipartisan bill will support their efforts to revitalize infrastructure, create jobs, and improve quality of life for all Coloradans,” said Senator Bennet. “From improving our roads and bridges to modernizing our hospitals and schools, this legislation will help create stronger and more resilient communities.”

    “Tax-exempt municipal bonds are a critical tool enabling counties to finance infrastructure projects for our communities” said National Association of Counties Executive Director Matthew Chase. “The LOCAL Infrastructure Act would restore the tax-exemption of advance refunding bonds and give counties the flexibility to respond to market conditions and lower borrowing costs for residents. Counties applaud Senators Wicker and Bennet for their bipartisan leadership and urge swift passage of this legislation.” 
    Advance refunding allows state and local governments to refinance outstanding municipal bonds to more favorable borrowing rates or conditions before the end of the initial bond term on a tax-exempt basis. This process is very similar to how a homeowner may refinance the mortgage on their property to lock in a lower interest rate. The federal tax-exempt debt could be refinanced only once, but local communities would be able to take advantage of the lower interest rates to generate additional savings on existing bonds. Local governments could reinvest these savings to fund infrastructure, education, health care, or other capital improvement projects. Advance refunding has saved state and local governments billions of dollars over decades, but has been unavailable to state and local governments since 2017.

    Washington, D.C. — At a hearing of the Senate Finance Committee, U.S. Senator Elizabeth Warren (D-Mass.) pushed Mr. Rodney Scott, nominee for Commissioner of Customs and Border Protection (CBP), to commit to following court orders, ensuring agents do not deny entry based on travelers’ political views, allowing detained individuals to make phone calls to their families and their lawyers, and publicly releasing information on where people in CBP custody are being held. 
    Senator Warren highlighted the Trump administration’s recent disturbing pattern of detaining people with no criminal record, refusing to let them speak with their families and lawyers, and then deporting them even after courts have said not to. Mr. Scott said he would “follow court orders.” 
    Senator Warren also pointed to a recent report of immigration officials searching a traveler’s phone and denying entry to the United States for criticizing the Trump administration. Mr. Scott agreed that, if confirmed, he would not allow politically motivated denials of entry based on criticism of the President. 
    Senator Warren pushed Mr. Scott to commit to letting the public know within hours, instead of the current policy of 48 hours, when someone is in CBP custody and where they are located. Mr. Scott refused to commit but said he would share public information about the location of people in CBP custody “as soon as possible.”
    “I am concerned that, while I appreciate that you are making commitments to do your best here, that we really are going to need continued oversight to make sure that this happens,” said Senator Warren.

    Senator Elizabeth Warren: Thank you, Mr. Chairman. So, Americans want to be safe, but in just 100 days, the Trump administration has started to round up people with no criminal record, move them so that even their families and lawyers have no idea where they are, and deport them even after a court has said not to. That is not making our nation safer.  
    Now, Mr. Scott, if confirmed as Customs and Border Protection Commissioner, you will decide whether to continue or to reverse these very troubling trends. 
    So, I want to understand what policies you would follow. Last month, ICE transported Kilmar Abrego Garcia and more than one hundred others to El Salvador after a court ordered they not be removed. Concerns have also been raised about whether CBP is deporting people in violation of court orders.
    So let me start there. Mr. Scott, will it be your policy as CBP Commissioner to deport people in violation of court orders?
    Mr. Rodney Scott, nominee for Commissioner of Customs and Border Protection: No, ma’am. I will follow court orders. 
    Senator Warren: That’s what I like to hear. So, let’s try another one. Last month, CBP reportedly searched the phone of a French scientist at a Houston airport, and reportedly found text messages criticizing President Trump’s research policies, and then denied him entry. 
    Mr. Scott, will it be your policy as CBP Commissioner to deny entry to travelers because they criticize Donald Trump? 
    Mr. Scott: In my experience, that does not happen. In my experience—
    Senator Warren: That’s not my question. My question is will it be your policy that if someone criticizes Donald Trump will be denied entry to the United States of America?
    Mr. Scott: No, and I don’t believe that happens today either.
    Senator Warren: Alright, but you will make sure that that is not the policy that CBP follows, is that right? 
    Mr. Scott: If confirmed, that’s correct. 
    Senator Warren: Alright, let’s do one more. Lawyers and loved ones are finding CBP to be a black box that detains people and refuses to tell anyone where they are for hours, sometimes for days. 
    For example, two U.S. citizen children and their immigrant mother were detained by CBP for three days without being able to communicate with legal counsel or anyone in their family. They reported feeling “kidnapped.” 
    Mr. Scott, you said you care about transparency. Will it be your policy for CBP agents to detain a family and prevent them from speaking with counsel or their families for days?
    Mr. Scott: That is not the policy of CBP. And if confirmed that would not be my policy.
    Senator Warren: Alright. And will you commit to letting the public know within hours, not days, when someone is in CBP custody and where they are located, the same way that ICE does?
    Mr. Scott: I have learned to not over commit to something that I can’t follow through on. I commit to transparency and sharing that information consistent with law and policy as quickly as possible, but CBP is slightly different. There’s an interdiction, there’s a processing, we don’t have detention facilities, so a lot of times they are taken somewhere else. 
    There are time delays and the generality of within hours—as soon as possible I will commit to, but I cannot commit to a specific timeline, because it changes in different parts of the country depending on where the individual is encountered. 
    Senator Warren: So, are you telling me that literally it can be days before CBP understands they’ve got someone and to let that person be able to call a family member so they’re not frantically wondering what happened to them?
    Mr. Scott: So, under the last administration and the chaos that was created the answer to your question was yes. People being arrested were so backed up that in many cases it was taking CBP officers and patrol agents days just to get to them to do basic processing. 
    Senator Warren: And in the meantime, none of them were permitted to make a phone call? 
    Mr. Scott: We didn’t know who they were. 
    Senator Warren: So you can’t let them make a phone call to just tell their family where they are or find a lawyer if that’s what they think they need? 
    Mr. Scott: I believe there were 15,000 of them in one day. There wasn’t time. It was about officer safety, it was about keeping people safe and keeping them safe. Because it’s not just 15,000 families. There were criminals mixed in there. There were gang members mixed in there. There were cartel members mixed in there. And all of the officers and agents when we create this chaos have to deal with all of that and keep people safe, so it gets delayed. 
    Today we don’t have that problem, because the Trump administration’s created policies that have deterred all that massive chaos on the border from crossing. So those calls will take place quicker because we actually have time to—
    Senator Warren: So, if the Trump administration has ended all the chaos, is there a reason that you cannot commit to let people be able to reach out to their families within hours of being detained by CBP?
    You said you got that chaos under control now?
    Mr. Scott: I will confirm that if confirmed as commissioner, my commitment to you is we will let them make that call as quickly as reasonably possible with the other factors that I just outlined for you.
    Senator Warren: Well, the questions I asked are really straightforward and I’m very worried about what’s happening now—denying people entry because they criticize Donald Trump. 
    I’m worried about the feeling that people have been disappeared, including mothers with children, for days on end. And I am concerned that, while I appreciate that you are making commitments to do your best here, that we really are going to need continued oversight to make sure that this happens.
    Targeting people who have never committed a crime, but who are now terrified that the United States government is going to remove them from their families without any legal help, take them off of our streets or out of our airports is not only wrong, it is not making us safer.

  • MIL-OSI USA: Warren Slams Bezos After Amazon Backtracks on Tariff Price Transparency, Questions Bezos’ Conversation With Trump

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) slammed Amazon founder Jeff Bezos in a new letter, following reports that Amazon considered an initiative to illustrate the cost of President Trump’s tariffs to customers — only to reverse course after a private conversation between Bezos and Trump.
    “If Amazon had followed through on any plans to provide transparency on tariff costs, it could have provided important information for consumers, allowing them to find out for themselves some of the true costs of President Trump’s broad and chaotic tariff policies,” wrote Senator Warren.
    Amazon, one of the nation’s largest retailers, has a significant stake in the outcome of President Trump’s tariffs. According to a recent report, Amazon was planning to “show how much [President] Trump’s tariffs are adding to the price of each product” on at least one of its websites by displaying “how much of an item’s cost is derived from tariffs.” 
    On Tuesday morning, White House Press Secretary Karoline Leavitt spoke strongly against Amazon’s decision to show the price of tariffs, calling the move a “hostile and political act.” But before the company could put this plan into place, President Trump reportedly called Bezos and asked him to intervene. The price transparency initiative was then reversed.
    President Trump confirmed Bezos’s role in the decision not to provide transparency on tariff costs, saying that “Jeff Bezos was very nice. He was terrific… He solved the problem very quickly. Good guy.”
    “[Y]esterday’s activity appears to be another example of Big Tech working together with President Trump to seek special favors or support his policies in what can appear to be a quid pro quo,” wrote Senator Warren, highlighting the chaos, corruption, and economic damage that has accompanied Trump’s tariff rollout. She requested that Bezos provide information about the nature of his conversations with Trump and any potential secret deals between the two.
    Senator Warren previously pressed Apple CEO Tim Cook on his engagement with the Trump administration following its announcement of China tariffs, which resulted in massive tariff exemptions for Apple products.

  • MIL-OSI USA: Murkowski Questions Key DOI and DOE Nominees

    Washington, DC – U.S. Senator Lisa Murkowski (R-AK), former Chairman of the Energy and Natural Resources Committee (ENR), today participated in a full committee hearing to consider four nominations that will have a significant impact on the nation’s policies during the Trump administration.
    Murkowski received important commitments from Leslie Beyer, the President’s nominee to be Assistant Secretary of the Interior for Land and Minerals Management. Ms. Beyer, who is nominated for the position last held (on a Senate-confirmed basis) by an Alaskan, Joe Balash, pledged to adhere to Alaska’s “No More Wilderness” clause, work with the Senator to lift outdated Public Land Orders, and complete long-stalled land conveyances in Alaska. Ms. Beyer further committed to work with the Senator to determine appropriate leasing on Alaska’s Outer Continental Shelf (OCS).
    Murkowski also welcomed Tristan Abbey, a former member of her ENR staff and now the President’s nominee to be Administrator of the Energy Information Administration (EIA), back to the committee. Mr. Abbey, whose nomination has been endorsed by four former EIA Administrators, pledged objective analysis from the agency to support good policymaking.

    TRANSCRIPT
    Thank you, Mr. Chairman. I’m just smiling because I was given a statement from Senator [Frank] Murkowski, who was on this committee, on July 15, 1986. Apparently at that time, my father introduced you, Mr. Garrish, to the committee as you were being nominated to become the federal inspector for the Alaska Natural Gas Transportation System. So as my colleague has said, there’s a few from the Reagan days that not only understand things, but understand things so well that they are back yet again. So, a little bit of committee history here, so just want to acknowledge that.
    Ms. Beyer, I want to speak to a couple questions here, and I love your connections to Alaska. It takes tough individuals to run the (Anchorage) Mayor’s Marathon and just love the fact that you like to spend family time up there. So, you’re familiar with Alaska. The last time we had a Senate-confirmed ASLM position was an Alaskan, Joe Balash, he obviously got a lot of these issues that are before Interior, before BLM, and you’re going to be asked to pick up a lot in his space, as you well know. I know that you are familiar with the “No More Wilderness” clause that is contained in ANILCA. I just need your commitment to me and to the committee that you will ensure that BLM and other agencies under your purview abide by this “No More Wilderness” clause and even going a little bit beyond that, whether or not you’d be willing to work with the delegation to evaluate what has happened in Alaska since passage of ANILCA as a result of BLM’s oftentimes unilateral decisions to withdraw more and more land from public access. So just a willingness to work with the delegation on this.
    Beyer: Absolutely, ma’am, given my personal affinity for the state, it’s one of the things that I am most looking forward to working on. If I am confirmed, I look forward to spending time there and working with you on all those issues.
    Murkowski: We will invite you back often. And speaking of Alaska land conveyances, as you know, we’re dealing with the lifting of outdated Public Land Orders, long, long overdue land conveyances that are owed under our Alaska Statehood Act, as well as Native Claims Settlement Act, and we have to resolve submerged lands issues. These are matters that require a great deal of detail, time, and resources. But we’ve been a state now for long enough, and I think some of these promises that were made at statehood need to be completed. We need your help to that. We just like your commitment to that.
    Beyer: Absolutely, ma’am, if I’m lucky enough to be confirmed, I look forward to working on that.
    Murkowski: Good, good, good. And last question to you, I know you’re not in the building yet, but the Department has just recently announced a new Five-Year Program for offshore development as well as what they’re calling a new “High Arctic” planning area. And I get where the administration is coming from, it’s basically put everything on the table and then figure out how we might want to winnow some of this back, actually where we want leasing to occur. As you well know, in Alaska, there are places that we seek to develop aggressively, responsibly, and then there are areas that we don’t. So, I would just ask your commitment, again, that you would work with the Alaska delegation. We’ve got Alaskans that are here in the room as part of Alaska Day today, but especially our North Slope leaders, who can help determine where leasing is appropriate and perhaps not appropriate within the Alaska OCS.
    Beyer: Absolutely. I look forward to being briefed on the details of that, and I will take a very close look at it.
    Murkowski: Very good. Appreciate that. Mr. Abbey, I am going to give you an opportunity to share a little bit of your vision here. You don’t have much time, but you have spent a lot of time thinking about many of these things. You mentioned the vision that you have for critical minerals and the specific outlook, but is what we were able to accomplish when it came to lifting the oil export ban, and again, the strategy, the implementation, can we do this with critical minerals? Can we do this with LNG exports? Is this something that in your new role, you think you can bring to the table, looking at the objective, analytical data, that EIA brings to bear? Can we develop, can we work towards developing better, strategic approaches to these very important issues?
    Abbey: Thank you, Senator, for the question. In my view, objectivity is a discipline, is something that you can practice. And in various capacities, I have been an objective steward of data. In other capacities, I’ve had more of a policy role. If confirmed as Administrator, I would no longer be in a policymaking role. But I do believe that the crude oil export debate illustrates the importance of EIA. There were a lot of think tanks and consulting firms that were writing reports about crude oil exports, but all of them were using EIA data. “EIA data,” to borrow Ranking Member Heinrich’s term, is a common set of facts, and I think the EIA can absolutely play a critical role in helping anybody who is trying to develop any kind of energy policy, to equip them with the information that they need.
    Murkowski: It’s a good answer. Thank you, I appreciate it.
    Abbey: I learned from the best.

    “Fentanyl overdoses claimed the lives of more than 58,000 Americans last year, many of whom suffered from accidental poisonings after taking counterfeit prescription pills. President Trump has taken strong action to stem the flow of fentanyl pills.     Background
    In February, Cassidy spoke on the U.S. Senate floor amid Senate Democrats’ attempt to undermine his HALT Fentanyl Act to make permanent the temporary classification of fentanyl-related substances as a Schedule I drug of the Controlled Substances Act (CSA). 
    Drug overdoses, largely driven by fentanyl, are the leading cause of death among young adults aged 18 to 45 years old. Synthetic opioids like fentanyl account for 66 percent of the total U.S. overdose deaths. In the last two fiscal years, U.S. Customs and Border Protection (CBP) seized record amounts of fentanyl —nearly 50,000 pounds—enough to produce more than 2 billion lethal doses. According to the U.S. Centers for Disease Control and Prevention (CDC), in 2023, there were an estimated 107,543 drug overdose deaths—74,702 of which were attributed to fentanyl. This was primarily fueled by synthetic opioids, including illegal fentanyl, which are largely manufactured in Mexico from raw materials supplied by China. In 2022, there were over 50.6 million fentanyl-laced fake prescription pills seized by the U.S. Drug Enforcement Administration (DEA), more than doubling the amount seized in 2021.

    Mr. President, I celebrate Louise “Sammie” McClelland, who turned 105 years old this month on April 14th. She still lives on her own and spends her days reading, swimming, and attending Mass. You would hardly guess she is Jefferson Davis Parish’s oldest resident!
    Her joy and adventurous spirit have not dimmed despite living through some of the most difficult periods in American history. During the Great Depression, Mrs. McClelland helped her family by sewing clothes, gardening, fishing, cooking, and caring for her younger siblings.
    Mrs. McClelland later left home to pursue a degree at LSU and, subsequently, an impressive teaching career. She served her community for 35 years as a teacher, educating the next generation of Louisiana’s leaders.

    Today, the White House Council on Environmental Quality (CEQ) issued a memorandum to heads of Federal agencies establishing an interagency Permitting Innovation Center. The creation of the Permitting Innovation Center delivers on President Trump’s Memorandum, Updating Permitting Technology for the 21st Century, which directs the Federal government to leverage modern technology to effectively and efficiently conduct environmental reviews and evaluate permits for infrastructure projects of all kinds.
    Under President Trump’s leadership, the CEQ-led Permitting Innovation Center will consult with the National Energy Dominance Council (NEDC) and relevant permitting agencies to issue a Permitting Technology Action Plan that will provide technology guidance to agencies, while developing an initial National Environmental Policy Act (NEPA) data and technology standard.
    In addition, the Permitting Innovation Center will collaborate with the General Services Administration (GSA) to design and test prototype software systems for potential implementation by agencies pursuant to the Permitting Technology Action Plan.

    Today, U.S. Senators Kirsten Gillibrand (D-NY) and Tom Cotton (R-AR) introduced legislation to protect the rights of living organ donors. The Living Donor Protection Act would ensure living donors do not face discrimination from insurance companies, codify Department of Labor (DOL) guidance that covers living donors under the Family Medical Leave Act (FMLA) in the private and civil service, remove barriers to organ donation, and provide certainty to donors and recipients. Representatives Jerrold Nadler (D-NY) and Don Bacon (R-NE) lead this legislation in the House of Representatives.

    Currently, there are roughly 8,000 New Yorkers on the national transplant waiting list, with approximately 7,000 waiting for a kidney.In NYS, the average wait time for a kidney transplant is about five to six years, and during that time, many patients become too sick to receive a transplant or die. Nearly 500 New Yorkers die each year waiting for an organ transplant. Receiving an organ from a living donor can shorten this wait time and ultimately allow the best chance for long-term success. Unfortunately, studies have found that up to one in four living donors report discrimination in the rates and provision of life insurance and disability insurance, and they can struggle to receive time off from work to complete their donation and recovery. Reducing barriers to living organ donation and educating potential donors on the protections provided to them under law will help to promote living organ donation and save the lives of those waiting for a transplant.

    It’s a tragedy that so many people die while waiting for life-saving organ donations. We must do more to remove the barriers that keep Americans from donating,” said Senator Gillibrand. “The Living Donor Protection Act would help ensure that the individuals who are willing to save someone’s life through an organ donation can do so without worrying that they’ll face insurance discrimination or that they could lose their job as they recover. I am proud to be introducing this bipartisan legislation and will keep fighting to finally get it passed.”

    “Our state is fortunate to have Nebraska Medicine, which has a robust living donor kidney exchange program, performing more kidney chains which involves anonymous donors donating to someone without a compatible living donor, than almost any hospital nationwide. However, some living donors are discriminated against when it comes to rates and provision of life insurance and disability insurance,” said Representative Bacon. “They also don’t always receive adequate time to recover from the surgeries related to their selfless gift. This legislation will help open the doors to more living donors so we can save more lives.”

    The Living Donor Protection Act would protect living organ donors and promote organ donation by: 

    1) Prohibiting life, disability, and long-term care insurance companies from denying or limiting coverage and from charging higher premiums for living organ donors; 

    2) Amending the Family and Medical Leave Act of 1993 to specifically include living organ donation as a serious health condition for private and civil service employees; and 

    3) Directing the U.S. Department of Health and Human Services (HHS) to update its materials on live organ donation to reflect these new protections and encourage more individuals to consider donating an organ.

    Today, United States Senator Kirsten Gillibrand released the following statement on the U.S. Consumer Product Safety Commission (CPSC) vote in favor of the notice of proposed rulemaking (NPRM) – an official document explaining an agency’s plan to address a particular problem – on lithium-ion batteries in micromobility devices. The NPRM will help finalize federal regulations for the dangerous products.

    “Just last year, lithium-ion batteries sparked hundreds of fires across New York City, killing and injuring innocent New Yorkers,” said Senator Gillibrand. “I have long fought for this commonsense change, and I applaud the CPSC for making critical progress in our fight to crackdown on unregulated lithium-ion batteries by finalizing federal regulations that will be critical to saving lives and making our city, state, and nation safer.”

    Last Congress, Senator Gillibrand, Senator Schumer and Congressman Torres authored the bipartisan Setting Consumer Standards for Lithium-Ion Batteries Act, legislation that would establish the first federal safety standards for lithium-ion batteries used in e-bikes, e-scooters, and other micromobility devices. The House of Representatives passed this critical legislation on April 28, 2025.

    Lithium-ion batteries, which are commonly used in e-bikes, electric scooters, and other micromobility devices, are often manufactured abroad without being subject to acceptable safety standards. As a result, they commonly cause fires that lead to property damage or loss of life.  In New York City alone, the New York City Fire Department reports rechargeable lithium-ion batteries have caused more than 1,000 fires since 2019, resulting in 523 injuries, 34 deaths and damage to over 650 structures. In 2024, there were 279 e-bike and e-mobility device battery fires in NYC, a dramatic increase from the 30 that occurred in 2019.

    Last week, Gillibrand, Senate Minority Leader Chuck Schumer, and Representative Ritchie Torres called on the CPSC to vote in favor of the NPRM on lithium-ion batteries as soon as possible in order to protect the lives of Americans who rely on e-bikes and e-scooters.

    U.S. Senator Chuck Schumer today called on the U.S. Environmental Protection Agency (EPA) to cut through the red tape and stop delays to help the City of Canandaigua install crucial equipment to remove disinfection by-product (DBP) chemicals – which have been linked to health issues including liver and kidney damage and cancer – from the water supply. Schumer explained that last year he secured $1.75 million in federal funding for Canandaigua, but the EPA has been dragging its feet on signing off on the final agreement, which the city needs in the next 30 days so construction can start this fall as planned.

    “Every family and resident from Canandaigua to Walworth deserves access to clean and safe drinking water. I was proud to secure $1.75 million so Canandaigua can upgrade its drinking water system and eliminate harmful chemicals that have been linked to liver and kidney damage and cancer, but if the EPA doesn’t stop its delays the project can’t move forward. We need the EPA needs to cut the red tape and sign off on the final agreement so construction can start this fall as planned, not to do so risks both public health and good jobs,” said Senator Schumer. “Every day the EPA drags its feet it is jeopardizing the health and safety of over 40,000 New Yorkers across Ontario and Wayne Counties. I will always fight to keep New York’s drinking water clean and our communities safe and healthy.”

    Disinfection by-products (DBP) have recently been found in excess of the maximum contaminant level established by the EPA in the water of systems that have purchased the city’s water. Schumer secured $1.75 million in federal funding in the fiscal year 2024 Interior, Environment, and Related Agencies Appropriations Act to enable the City of Canandaigua to install a new aeration system into its three water storage tanks that will eliminate the DPA chemicals. This system will specifically integrate aerators and mixers into the city’s water storage tanks to eliminate the harmful DBPs from the drinking water supply. These DBPs are formed when disinfectants, like chlorine, react with naturally occurring substances in the water which have known toxicity and carcinogenic impacts that have been linked to liver and kidney damage and cancer.

    Canandaigua City Manager John Goodwin said, “We appreciate Senator Schumer’s support to secure and obligate this federal funding that will ensure that the City will continue to be able to provide high quality and safe drinking water to not just city residents, but to residents in towns across Ontario and Wayne County.”

    The city needs the EPA to sign off on the final agreement so it has the funding it needs to go out to bid in the next 30 days and construction can start this fall as planned. Schumer in a letter to EPA Administrator Lee Zeldin explained this funding is key to improving water quality for approximately 40,000 New Yorkers in Canandaigua and surrounding communities across Ontario and Wayne Counties.

    Dear Administrator Zeldin:

    I write to express my deep concern regarding the Environmental Protection Agency’s (EPA) unacceptable delay in finalizing the grant agreement necessary to release critical funding for the City of Canandaigua’s drinking water treatment system upgrade. This funding is essential to safeguard the health and safety of over 40,000 residents across Ontario and Wayne Counties, from Canandaigua itself to neighboring towns like Bristol, Hopewell, Farmington and Manchester and communities served by the Wayne County Water Authority like Macedon, Walworth, and Palmyra.

    I was proud to secure a bi-partisan $1.75 million Congressionally Directed Spending investment in fiscal year 2024 to enable Canandaigua’s installation of crucial equipment to remove hazardous disinfection byproducts from the public water supply – chemicals which are known to cause serious health issues, including liver and kidney damage, as well as cancer. This project, developed through collaboration between city officials and state regulators, directly responds to urgent mandates to improve water quality and protect public health.

    Now, despite the clear congressional intent and urgent public health need, the City of Canandaigua is facing severe uncertainty. The City must go out to bid within the next 30 days in order to begin design and construction this fall and stay on track to deliver safe, clean drinking water to its residents. Yet, EPA’s persistent delays in approving the final agreements threaten to derail this delicate timeline, jeopardizing both the health of thousands of New Yorkers and the public’s trust in federal responsiveness.

    The EPA’s delay in obligating this funding is unacceptable and is placing entire communities at risk. Every day that passes without final approval raises the risks to public health, increases potential project costs, and undermines the ability of responsible municipalities to deliver safe and essential drinking water services to local residents, farms, businesses, and organizations.

    Therefore, I urge EPA to immediately approve the final grant agreement and release the $1.75 million funding to allow the City of Canandaigua to move forward without delay. The lives, health, and well-being of tens of thousands of Upstate New Yorkers depend on swift and decisive action.

    I stand ready to work with you to resolve any outstanding issues, but make no mistake: delay is not an option. The residents of Ontario and Wayne Counties deserve safe drinking water, and they deserve it without obstruction.

    According to local representatives tied to DFAS Rome, ‘DOGE’ is actively attempting to cut around 100 full-time DFAS Rome workers because of their probationary status, but those workers are currently still on the jobs because of pending litigation. Since ‘DOGE’ has begun their plans to cut the federal workforce, 60 people at DFAS Rome have taken the ‘fork in the road’ offer for early retirement, while an approximately additional 40 have resigned since February amid fear of the impact ‘DOGE’ would have on their jobs. DFAS Rome is currently unable to replace any of this lost workforce because of the ongoing federal hiring freeze, and according to local representatives tied to DFAS Rome given the ongoing ‘DOGE’ chaos they expect to lose more workers to resignations and retirements.

    Even worse, there is also concerns of rumored even deeper cuts under consideration, as well as an attack on the DFAS union’s Master Collective Bargaining Agreement, which could put hundreds of additional workers at risk and create an existential threat to the future of DFAS Rome.

    The lawmakers in a letter to the U.S. Department of Defense explained these firings and inability to hire new workers would cripple a significant portion of DFAS Rome’s 1,100+ workforce, most of whom are civilians. DFAS Rome’s civilian workforce provides mission-critical financial services and logistical support to our Armed Forces and every element of DoD operations, from facilities sustainment and foreign military sales (FMS) to forward deployment. The lawmakers explained that DFAS Rome provides support services directly to servicemembers and their families, such as payroll, benefits enrollment, and reimbursement for travel related to deployment or Permanent Change of Station (PCS) for active duty servicemembers.

    The lawmakers added that the first round of cuts carried out by DOGE and DoD earlier this year has already set several of DFAS Rome’s operational cells responsible for providing these support functions—including the call center and travel section—on a trajectory towards mission failure. The impacts of these cuts will inevitably impose additional burdens and stress factors on our military servicemembers and their families that are otherwise avoidable, and will ultimately degrade readiness, recruitment, and retention among our Armed Forces.

    Schumer and Gillibrand have a long history of fighting to preserve jobs at Rome’s DFAS. Last year, the senators helped protect hundreds of DFAS employees in Rome from job displacement caused by automation and “rapid deployment” of bots. In 2020, the senators secured language in the FY2021 NDAA increasing Congressional oversight over DFAS personnel changes and adding additional protection for DFAS employees by requiring DoD to justify that proposed changes would yield significant cost savings before transitioning any functions that would result in the reduction or transfer of DFAS employees. In 2018, the senators went to bat for DFAS in the Senate, successfully ensuring that the Senate NDAA did not contain the 25% cut to agencies that employ civilian workers the House version did. In doing so, the Senators saved approximately 200 DFAS jobs. In 2017, after years of advocacy, the senators announced that a US Army pilot program jeopardizing over 1000 DFAS Rome jobs had concluded and there would be no changes or layoffs. Those advocacy efforts included FY2015 NDAA language requiring the Army Secretary to certify benefit prior to transferring functions away from DFAS, a personal call from Schumer to Army Secretary John McHugh, and a joint letter with Senator Gillibrand to Secretary McHugh.

    The Defense Finance and Accounting Service was created in 1991 to standardize and improve accounting and financial operations for DoD. They provide payroll services for DoD military and civilian personnel, retirees and other major contractors and vendors. DFAS operates as a separate and unique entity in DoD, to ensure transparency and accountability on behalf of DoD financing and accounting.

    WASHINGTON, D.C. – Today, the U.S. Department of Commerce issued a report on the state of the economy over the first three months of 2025. The report showed that the country’s gross domestic product shrank by 0.3% during the first months of President Donald Trump’s second term.

    U.S. Senator Maria Cantwell (D-WA), ranking member of the Senate Committee on Commerce, Science, and Transportation and senior member of the Senate Finance Committee, released the following statement:

    “Today’s GDP numbers are another warning sign our economy is moving in the wrong direction. The economy shrunk in the first quarter when it should be growing.  The Trump tariffs are a drag on the economy and American families will continue to feel the pain.”

    The Commerce Department report follows months of tariff whiplash from the Trump administration, during which the president erratically and unilaterally announced, imposed, raised, dropped, and reimposed a series of blanket and industry-specific tariffs on imports coming to the United States. In January 2025, it was widely expected that GDP growth would be at least 2% in the first quarter of 2025 – but that changed after President Trump announced his tariffs.  Shortly after the Commerce Department report was released, he posted on Truth Social that the declining economy “has NOTHING TO DO WITH TARIFFS” and is instead a holdover from former President Joe Biden’s economy. Under the last quarter of President Biden’s administration, the GDP grew 2.4%.

    WASHINGTON, D.C. — In a hearing of the Energy and Natural Resources Committee (ENR), U.S. Senator Angus King (I-ME), ranking member of the Senate National Parks Subcommittee, pressed Leslie Beyer, the nominee to serve as the Assistant Secretary of the Interior overseeing lands and minerals management, about transferring public land away from federal management for possible resource development without the approval of Congress. During the exchange, Senator King expressed concerns about these transfers, making clear that the more than 640 million acres of public land — which includes parks, forests and monuments — belongs to the American people.

    The hearing comes as the Trump Administration, in its first 100 days, has pushed aggressively to privatize federally managed lands and reshape environmental policy. Earlier this month, the Administration announced an initiative to inventory federally managed land and transfer “underutilized” land to states, cities or other private entities. These actions, alongside the drastic cuts to federal land agencies such as the National Park Service and U.S. Forest Service by Elon Musk’s Department of Government Efficiency (DOGE), could seriously undermine essential public land protections.

    “You answered Senator Heinrich about the conveyance of public lands. You said only Congress can do that. Can I press you a little bit further and say that you will not support the conveyance or transfer of public lands without congressional approval,” questioned Senator King.

    “Sir, if I am confirmed, I will follow the law as directed by congress,” responded Beyer.

    “Let me talk in general policy. Do you think there is any justification for the conveyance of public lands in a more general sense? And I do not mean in holdings and that kind of thing. We do those things all the time. I’m talking about a more broad program of conveyance of public lands to states or private interests. As a matter of policy, do you support that or do you oppose it,” asked Senator King.

    “I believe that not every acre of public land holds the exact same value, and that states know best in how they want to use their public lands,” replied Beyer.

    “Are you saying you are ok with conveying public lands to states? Is that what you just said,” questioned Senator King.  

    “I hope to be a calamity partner with congress on that,” said Beyer.

    “I hope you will take that seriously because I have grave concern about conveyance of public lands. It belongs to the public, and the public voice is right here,” finished Senator King.

    As a lifelong advocate for conservation and Chairman of the Energy and Natural Resources Subcommittee on National Parks, Senator King is among the Senate’s most prominent voices advocating for conservation. Senator King helped lead the passage the Great American Outdoors Act (GAOA) into law; the legislation that included the Legacy Restoration Fund (LRF). Because of his work, in 2020, Senator King was awarded the inaugural National Park Foundation (NPF) “Hero” Award. Since the creation of the LRF, Senator King has pushed park leaders to discuss funding maintenance efforts, maintaining a sufficient NPS workforce, and managing growing park visitation.

    WASHINGTON  On President Donald Trump’s 100th day in office, U.S. Senate Democratic Whip Dick Durbin (D-IL) called out his Republican colleagues for their silence as the President tests—and violates—the bounds of our Constitution, amasses power for himself as he tanks our economy, violates the rights of Americans, and destroys our image abroad.

    “The jury’s in. At the end of 100 days, the major polling firms across the United States went out and asked the American people so what do you think? What’s your impression of this new President? What’s your impression of the MAGA agenda? The results that came back don’t surprise me, but they might surprise some,” Durbin said. “Overwhelmingly, on every major issue that this administration has taken a position, the American people have said we don’t like it.     “Unelected billionaire Elon Musk and his DOGE brothers gut the federal government, leading to cuts to life-saving medical research, Americans unable to get their Social Security benefits, and threats to Medicaid. What was the response from the Republican side to these outrageous developments under the Trump Administration? Silence,” Durbin said.

    Durbin continued, “Never in our nation’s history has a co-equal branch of government so willfully rolled over and ceded their power.     Some of those who will be most affected by possible cuts to Medicaid got to speak candidly with Sen. Jeanne Shaheen (D-N.H.) during a rural health roundtable at Northern Human Services in Berlin on Monday as Shaheen kicked off a weeklong “Medicaid Impact Tour.” 
    Getting the word out of how Medicaid and other bedrock social service programs impact people’s lives will come from the grassroots or ground up. It will be the first-hand experiences of New Hampshire residents who rely on these programs as part of meeting their daily needs that Shaheen will take back to Washington to advocate for keeping the programs fully funded.

    A consensus of nonprofit leaders at the table said much of their funding comes from Medicaid, and any reduction is likely to mean fewer services. 
    Valley News: Proposed cuts to Medicaid worry Upper Valley health care providers, advocates 
    “Thinking about taking away health services people rely on for a tax break for the wealthiest Americans makes no sense,” U.S. Sen. Jeanne Shaheen, D-N.H., said during a visit to Valley Regional Hospital in Claremont on Wednesday. 
    Without health insurance, residents would have to make decisions between putting food on the table and going to the doctor, Dr. Juliann Barrett, Valley Regional’s chief medical officer, pointed out during a roundtable discussion with Shaheen. “It would have a drastic impact on preventative services,” Barrett said. 
    Eagle Times: Shaheen meets with health care officials to discuss potential Medicaid funding cuts 
    Medicaid cuts of nearly $900 million could be on the horizon, and U.S. Senator Jeanne Shaheen has been meeting with health care officials this week to get first-hand accounts about what this would do to the services they provide patients. 
    She noted that statewide one in seven people, or about 180,000 people, are enrolled in Medicaid in some form. That number is even more staggering in Claremont at a third of the population. 
    “You talked about the uncertainty, and one of the challenges we have in Washington is uncertainty,” Shaheen said. “It’s been very hard to get information that was being planned, particularly around health care.” 
    Concord Monitor: Trump’s cuts to federal funding draw concern from New Hampshire health advocates 
    On Thursday, U.S. Senator Jeanne Shaheen met with public health leaders in Concord to address the effects of recent funding cuts on services in New Hampshire, criticizing the federal government’s decision to withdraw the funding without notice. 
    Shaheen said she plans to advocate strongly to her colleagues in Washington, D.C., about the real-world impact of these cuts on health care, providers and workers across New Hampshire. She added that confusion over the scope and consequences of the cuts isn’t limited to one side of the aisle. 
    “I think that was the goal, to keep people off balance, people uncertain, and it has a huge impact on morale, on the anxiety that people are feeling, not to mention the actual results at the fallout,” said Shaheen. “The only thing that’s going to change is when we are being able to build some coalitions with our Republican colleagues.”

  • MIL-OSI USA: Merkley, Wyden, Colleagues Slam Illegal DOGE Cuts to AmeriCorps

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden joined their Congressional colleagues in an effort led by Senator Chris Coons (D-Del.) to defend AmeriCorps and AmeriCorps National Civilian Community Corps (NCCC) members. The lawmakers are calling on President Trump to immediately reverse cuts to the critical national service agency made by the so-called Department of Government Efficiency (DOGE).
    Central Oregon-based nonprofit Heart of Oregon Corps (HOC), which supports 225 youth annually in workforce development, is experiencing the effects of DOGE’s AmeriCorps cuts. Operating in four Oregon counties and working with the Confederated Tribes of Warm Springs, HOC relies heavily on AmeriCorps national and state grants to drive crucial projects in conservation, wildfire fuels reduction, affordable housing, and childcare. Without federal investment through AmeriCorps in the short term, HOC would need to eliminate up to 60 current or planned AmeriCorps service terms for local youth in our corps in their High Desert Conservation Corps and YouthBuild programs. Further, if pending new grant applications for this upcoming fall are not processed, up to 100 more service terms for local Central Oregon youth and young adults would be affected, from Warm Springs and Madras to Bend, from Sisters to Prineville.
    The lawmakers’ urgent demand comes as the Trump Administration recently placed a majority of AmeriCorps employees on leave, and dismantled AmeriCorps NCCC. The move jeopardizes work being done to address urgent community challenges, including workforce shortages and natural disaster recovery and response, while robbing young people of life-changing opportunities.
    “We are deeply concerned these actions will prevent the agency from continuing to deliver critical services, which include supporting veterans, fighting wildfires, tutoring in schools, combatting the fentanyl epidemic, and much more,”the lawmakers wrote.
    AmeriCorps and AmeriCorps Seniors deploy more than 200,000 Americans annually to carry out results-driven projects at over 35,000 locations across the country. In Oregon, more than 1,800 folks of all ages and backgrounds served at over 300 sites statewide through AmeriCorps programs in 2024 alone. This service was backed by $11.4 million in federal investments and another $4.4 million in support from businesses, foundations, public agencies, and other sources.
    The?lawmakers are hearing these concerns across the nation. Their letter to President Trump highlighted the program’s benefits to society, to AmeriCorps members, and to the economy, as it’s estimated $17 in benefits are returned for every taxpayer dollar spent.
    Additionally, Congress recently passed and the President signed into law a funding bill that maintains AmeriCorps funding through the end of Fiscal Year 2025. The Senators emphasized that the Trump Administration is expected to implement the law in a manner consistent with the funding levels enacted in Fiscal Year 2024. Failing to do so would be a violation of the law.
    “If not reversed, these recent actions will both stop current programs and prevent timely and efficient execution of the agency’s fiscal year 2025 appropriations, delaying or even halting the recruitment and deployment of new AmeriCorps members around the country,” the lawmakers added.
    The lawmakers are making the push for the Trump Administration to reverse course and restore AmeriCorps programs for all the communities in Oregon and across the country that have long depended on AmeriCorps to meet critical needs, deliver essential services, and drive lasting change. If the Trump Administration’s actions aren’t reversed, youth development would suffer and the foundation of Oregon’s rural and urban communities alike that is needed when disasters like wildfires strike would be eroded.
    “We are deeply concerned that this is the goal: to eliminate AmeriCorps, in direct conflict with recently enacted appropriations. However, even delays will disrupt programs Americans rely on for their health, education, and safety. We urge you to reverse these actions and instead work with Congress on bipartisan improvements to AmeriCorps so that more Americans have the opportunity to serve their communities,” the lawmakers concluded.

    Washington, D.C. – Today, U.S. Senators Lisa Murkowski (R-AK) and Maria Cantwell (D-WA) joined U.S. Representatives Chellie Pingree (ME-01) and Maria Elvira Salazar (FL-27) in introducing legislation to strengthen coastal communities and the blue economy across the U.S. The bipartisan, bicameral Ocean Regional Opportunity and Innovation (Ocean ROI) Act, would direct the Secretary of Commerce to establish “Ocean Innovation Clusters,” while providing grants for their establishment, operation, and administration.
    Specifically, the Ocean ROI Act would require the Secretary of Commerce—acting through the administrator of the U.S. Economic Development Administration, and in consultation with the administrator of the National Oceanic and Atmospheric Administration (NOAA)—to designate at least one ocean innovation cluster in each of the five NOAA Fisheries regions, Gulf of America region, and the Great Lakes region. The bill would also authorize $10 million for competitive grants for cluster operation and administration to support ocean innovation clusters on the federal level.
    “A strong blue economy will require strong coordination and creativity, and that’s why I’m leading this effort to invest in our ocean clusters and take advantage of the opportunities for innovation and collaboration,” said Sen. Murkowski. “This effort doesn’t just focus on the untapped economic potential of our blue economy, but also ensures that collaboration is at the center of any conversation or effort to address the impacts of climate change on our coastal communities. By providing incentives and workspaces for Alaskans in maritime and maritime-adjacent industries, we can achieve real progress in strengthening the blue economy.”

    WASHINGTON—U.S. Senator Chris Murphy (D-Conn.) spoke on the U.S. Senate floor to deliver a scathing indictment of President Trump’s first 100 days in office. Murphy detailed the litany of corrupt acts that have defined this Administration, including the sale of White House access for the Trump family’s personal profit, manipulation of federal agencies for financial gain, and the systematic dismantling of anti-corruption safeguards.
    “This is not normal. None of this is normal. This is outlandish, this is illegal, this is unconstitutional, brazen corruption, and this is only the first 100 days. I just detailed 40 instances of mind-blowing corruption in just 40 days, capped off by an attempt to just sell access to the White House to people who put money in the pocket of Donald Trump’s personal businesses. Donald Trump wants to numb this country into believing that this is just how government works. That he’s owed this. That every president is owed this. That government has always been corrupt, and he’s just doing it out in the open. But this is not how government works. This has been the story of his first 100 days, but it’s our choice as a nation to allow it to be the story of the rest of his term. We need to expose what he is doing. We need to rally everybody, from the left to the right. Nobody in this country, whether you’re a hardened conservative or a hardened progressive, should root for the president of the United States to be enriching himself off of this position. We need to rally this nation against this corruption and bring it to an end, because if Donald Trump gets what he wants, and we just start allowing our government’s leaders to openly steal from us during the first 100 days or for the rest of his term, then I am telling you, American democracy is not going to survive.”

    MURPHY: “Thank you, Mr. President. My colleagues, you’re going to hear a lot of stories about the first 100 days of President Trump’s second presidency, and indeed there are a lot of stories. There is a story of incompetence. We’re dealing with multiple measles outbreaks all across the country. There is the story about abdicating our responsibility to lead around the world – Vladimir Putin is laughing at us as Trump goes about the business of handing Ukraine to a brutal Kremlin dictator. There is the story of a transferring wealth from the poor and the middle class through massive cuts to Medicaid, to the very, very wealthy, who are asking for another massive tax cut. 
    “But I would argue, Mr. President, that the most important story to tell is a story of corruption. A story of mind-blowing, massive, scalable corruption. That story is important because we are watching the theft of taxpayer money by the decision of the Republican Party to look the other way as Donald Trump essentially monetizes at scale the White House and the powers given to him by the Constitution and the American people in order to enrich himself and his friends. And if we don’t tell this story, and if we don’t mount a national bipartisan, apolitical resistance to this thievery, to this corruption, and it becomes normalized as just a part of doing business in America, a normal facet of residents in the White House, then shame on us, because our democracy will not survive this level of corruption, grift, and graft. 
    “So I am going to try to tell the story really quickly. I’ve got two charts and it’s hard to read – these words are really small – because over the course of 100 days, there are 40, 50, 60 individual acts of precedent-breaking corruption. And that’s intentional because what President Trump is trying to do is engage in so much public corruption that you just become normalized to it, that you stop paying attention to the corruption because can it be corruption if it is just playing out in public? He’s trying to make you think that this kind of stuff happens all the time behind the scenes and now all that’s different is you are seeing it publicly. 
    “But that is not true. This is not actually how government works. And I refuse to accept that just because the corruption is happening in public, in front of the cameras for everybody to see, that we should accept it. 
    “Okay. I’m going to try to do this. I’m going to try to do this as quickly as possible. I’m just going to highlight for you maybe the 40 most egregious examples of corruption in the first 100 days, but this is just the tip of the iceberg. 
    “So, on January 6th – this is before Trump is even sworn in – Amazon, which has a ton of business before the incoming Trump White House, pays $40 million to the Trump family to license a documentary in a series about Melania Trump. Just a cash payment from a company that has huge interests before the incoming White House to the Trump family. 
    “On January 17th, a few days before Trump is sworn in – maybe the most corrupt act in the history of the White House – this is the creation of the Trump meme coin. This is just a backdoor way for anybody with business before the Trump administration to send him millions of dollars in total secret. Trump doesn’t disclose who buys the coin. He launders his income from the coin through an unregulated Chinese exchange. He promotes the coin on his social media feeds. In the first minute of trading, one buyer – and what we know is that this was likely a Chinese individual – purchases six million coins, sending the price through the roof and immediately making a ton of money for Trump, who makes money off of every transaction. Trump knows who this person is, no doubt, but American citizens do not. 
    “January 20th, he is now sworn in and he fulfills a campaign promise to the oil and gas industry. There’s a report from the campaign that says they came down to Mar-a-Lago, I think, and said ‘We’ll give you a billion dollars in campaign contributions.’ This is not me alleging this, this is an open report. The oil and gas industry says we’ll give you a billion dollars in campaign contributions if you do what we want when you are sworn in. And the day he’s sworn in, Trump issues an executive order gutting environmental rules so that the oil and gas industry can start making bigger amounts of money. 
    “On January 25th, Trump eliminates the Inspectors General, the ethics officials in government and whistleblower offices. It’s a late-night purge, so you know it’s fishy. On January 25th, 17 Inspectors General get fired, clearing the way for the president to engage in even more corruption because that’s what the Inspectors General do. They sit in these agencies and they look for corruption. Now the Inspectors General are gone. They’re just gone. 
    “But that’s not good enough because on that same day, Trump fires the head of the Office of Special Counsel. Why would you do that? Well, that office is an investigative and prosecutorial office that works to end government and political corruption and protects government employees who become whistleblowers. That office is gone now, along with all of the whistleblowers. 
    “Two days later, Trump illegally fires NLRB member Gwen Wilcox. This effectively shuts down, illegally, the NLRB for a period of time. Why is that important? Because the guys who were standing behind Donald Trump on Inauguration Day, people like Elon Musk and Jeff Bezos, they are being investigated at the moment by the NLRB for massive workplace violations. Now the NLRB is shut down, a big gift to the people who financed Donald Trump’s inauguration and stood behind him to give him political endorsement and cover on his inauguration day. 
    “On January 31st, a trend begins: enforcement actions are paused against Trump loyalists. This is Representative Andy Ogles from Tennessee. He was being investigated for illegal, or potentially illegal, loans made to his 2022 campaign. But right after Rep. Ogles introduces a bill to amend the constitution to allow Trump to serve for a third term, what happens? Trump makes the investigation go away. Because as you will see, Trump’s justice system will often look the other way if you cheat or steal but you are a friend of Donald Trump.
    “At the same time, another of Trump’s friends, his IRS nominee Billy Long, gets his donors – almost all of them have direct interest before the IRS – to pay off his six-figure campaign debt. It’s a fabulously corrupt thing to do, but it’s just all normal now. So when Trump is showing you the way, then the folks who work for him follow suit. 
    “Alright, we’ll jump to February now. February 4th. We’re into Week 2 of the Trump White House. Trump hauls the PGA and the Saudi government into the White House to broker an agreement between the two rival golf leagues so that Trump can make more money hosting golf tournaments. He’s in business with one of the entities, the Saudi-owned LIV league. In a normal world, the president of the United States wouldn’t be in business with any foreign government. But the president is, and not only is that okay, but it is also apparently okay for him to bring the golf league that he’s in business with into the White House and pressure the other golf league, the rival golf league, to cut a deal. And guess what happens? The PGA, which had long said they were not going to host events at Trump’s courses, after being hauled into the White House, looking the president of the United States in the eye – somebody they clearly have to do business with – they announce that they’re going to start allowing their tournaments to be held at Trump courses. Big benefit to Donald Trump’s personal bottom line. 
    “February 6th, two days later: Trump ends the criminal enforcement of the Foreign Agents Registration Act. Do you know what this is? You should. It requires people who are being paid by foreign governments to register. It’s no longer going to be enforced, so now members of the Trump administration can get backdoor payments from foreign governments and nobody is going to enforce the law. This isn’t theoretical. There were people who got arrested for doing this exact same thing, getting paid by foreign governments while working for the Trump administration, in term one. He wants to make sure it’s not a problem in term two, so he pauses enforcement of the actual act. 
    “Four days later, Trump eliminates the Consumer Financial Protection Bureau. This is just a magnificent present to all of his billionaire enablers because this is the agency that stops big businesses, banks, and other financial firms from ripping off consumers and now it is just shut down. 
    “The same day, DOJ drops charges against Eric Adams in a mind-blowingly public and brazen quid pro quo. Adams says he will pledge loyalty to Trump and support Trump’s political priorities in New York City, Trump drops the corruption charges against Adams. Just like the Ogles case, the door is now wide open to engage in corruption or criminality as long as you support Donald Trump. The thing that makes this one so egregious is that Adams and the White House go on TV to announce the corrupt deal. They don’t hide it. They just say that Adams is now supporting Donald Trump and we’re now going to drop the charges against him, and everybody gets the message. There’s a lot of stuff I can get away with as a corrupt official as long as I am in bed politically with Donald Trump. 
    “Same day, February 10th, DOJ pauses enforcement of the Foreign Corrupt Practices Act. This is the law that stops American companies from bribing foreign governments in order to get business. On February 10th, Trump suspends enforcement of an antibribery statute, paving the way for his friends in corporate America to start bribing foreign governments again. 
    “Two days later, the State Department forecasts that they are going to dramatically upscale the amount of money that they’re going to send to Tesla. This is the first time that Elon Musk shows up in this story. By February 12th, Elon Musk is pretty well embedded in the White House, and guess what? The State Department is now going to spend $400 million for armored Teslas – its largest expected contract in the upcoming year. 
    “February 12th, the same day, Musk infiltrates the Department of Labor and OSHA, giving him exclusive secret access to labor law violation data against him and his competitors. Unethical, corrupt, but this stuff is just happening every single day. A few days later, on February 15th and 16th, Musk now starts really testing the limits of what his boss will let him get away with. He fires a specific set of regulators at the FDA that are reviewing one of his medical products, Neuralink. The message is clear: you’ve got to do right by my applications or you risk getting the ax too. 
    “Three days later, on February 19th, Trump’s new U.S. Attorney for Washington, D.C., Ed Martin, starts to use his government power to harass Trump critics. He launches something called Operation Whirlwind and is pretty unapologetic about the fact that this is going to be an enforcement operation against anybody who just seeks to get in the way of DOGE. He doesn’t say he’s going after people who are acting illegally. He says anybody who tries to stop or protest or harass DOGE’s work is now going to be the subject of Operation Whirlwind, and he starts trolling critics of DOGE online. The U.S. Attorney for D.C. is now trolling DOGE critics online, obviously threatening criminal enforcement. 
    “You see what’s happening here? We’re 30 days into the administration, and everybody in Trump’s world, including the supposedly independent U.S. Attorneys, are getting the message: that it is now part of your job, if you work for Trump, to use your government powers to either enrich yourself or Trump or to help Trump politically. 
    “February 21st, two days later, the SEC drops a major investigation into a company called Robinhood. Why does this matter? You guessed it: this firm donated $2 million to Trump’s inauguration fund. 30 days later, the SEC drops an investigation into that firm. 
    “Put a pin in that, because you’re going to hear stories like it over and over again. 
    “Throughout February, we watched the rich guys that are surrounding Trump come up with new ways to monetize their positions. Kash Patel is a perfect example. He’s the nominee to head the FBI – maybe the most important independent bureau in the federal government – and while he’s going through that process, he is selling merchandise online ranging from T-shirts to playing cards, with the proceeds supposedly going to whistleblowers’ education and defamation cases. 
    “February 26th, news breaks that the FAA is considering giving a $2.4 billion contract to Elon Musk’s Starlink. But it’s not like a regular contract that’s up for bid. It’s a contract that was already awarded to one of Musk’s competitors, Verizon, and word leaks that the White House is thinking of just ripping the contract away from Verizon – because Verizon is not a political supporter of Donald Trump in the way Elon Musk is – and just giving it to Elon Musk. Now, that doesn’t happen. As reported, the contract has not been canceled yet. But there are regular reports of the administration still relentlessly attacking Verizon in a clear attempt to try to undermine their contract. 
    “February 27th, the next day, Trump drops a lawsuit against Capital One. Why does this matter? Capital One donated $1 million to Trump’s inauguration fund. It’s now just kind of automatic. You donate a big amount of money to Trump’s inauguration, and you can ask him for something. 
    “We’re not done. That same day, the SEC drops a lawsuit against Coinbase. You got the story now. Coinbase donated $1 million to Trump’s inauguration fund. They are now told it’s okay to keep cheating consumers. 
    “We’re not done. On February 28th, a day later, the DOJ announced that it would drop a complaint against SpaceX, Elon Musk’s SpaceX, for labor discrimination. Elon is like wait a second, all these other big donors to your inauguration are getting out of jail free, I want my get out of jail free card as well. He gets it from DOJ. 
    “We’re now into March. March 1st, a report breaks – this is maybe second to [the meme coin], the most stunning act of corruption. On March 1st, word breaks that Trump is selling meetings at Mar-a-Lago. On at least one occasion, Trump charged guests $1 million to dine with him at Mar-a-Lago. According to the same report, business leaders can secure a one-on-one meeting with the president of the United States for a $5 million payment to Donald Trump. 
    “If you were mayor of a medium-sized town and it was reported that you were selling meetings for like $200, you would be arrested. You would be run out of town. But not Donald Trump. He’s selling meetings for $5 million, according to this report. And because the corruption in this White House is daily and normal, he gets away with it. 
    “March 2nd, Trump launches a crypto reserve fund. This is going to involve government taxpayer dollars purchasing and holding a variety of digital assets in a strategic reserve fund –a move that definitely inflates and protects Trump’s investment portfolio, [which], by now, you understand, [is] very heavily dependent on crypto assets. This normally wouldn’t be a problem because normally when somebody takes a high position like president or governor or mayor, they divest from their own personal assets, or they put it all in a blind fund. Trump does none of that. He’s controlling his own assets, his family is controlling their own assets, while he makes policy that benefits himself and his family financially. 
    “On March 3rd, a really curious thing: DOJ intervenes in an obscure but open-and-shut 2020 Colorado elections case. This is the case of Tina Peters, who tampered with voting machines on Trump’s behalf in Mesa County, Colorado. She was convicted by a jury of her peers, open and shut. But because Peters is a MAGA loyalist, now DOJ, on March 3rd, said it’s going to step in and review the case because there are concerns about how it was prosecuted. This is just President Trump again clearly shielding those that violated the law to help him from consequences. 
    “Same thing, different day. No, not even a different day. This is actually still March 3rd. Yuga Labs, a blockchain company, donated $100,000 to the Trump inauguration fund. They now get in line. They get what everybody else is getting. The SEC closes an ongoing investigation into the company. 
    “On March 4th, DOGE lays off thousands of IRS employees. This is bad for a lot of reasons, but it certainly helps Trump’s Mar-a-Lago friends because the IRS now cannot enforce the law against the big, giant tax cheats in the way that it could have when it had those personnel on the books. Mar-a-Lago is celebrating. 
    “March 4th – same day – word breaks that the Commerce Department is considering changes to this very specific rural broadband program and who’s eligible. Why? Because Elon Musk wants to dominate that program. Under the program’s original rules, Starlink was capped at $4.1 billion. This curious change now will allow Elon Musk’s company, Starlink, to receive between $10 billion and $20 billion from the rural broadband program. 
    “This is like a broken record, but six days later, the CFPB – which is basically shut down but exists in name only – drops a lawsuit against the Bank of America and J.P. Morgan. Bank of America donated $500,000 to the inauguration. J.P. Morgan donated $1 million to the inauguration.
    “On March 11th, a day later, Trump and Musk hold this now very well-known advertisement for Tesla on the White House lawn. This is just taxpayer dollars used to support the personnel at the White House and the White House being used to sell cars for Elon Musk, and the message again is pretty simple here: if you are loyal to me, and you pay any kind of price for your loyalty to me, I will use government resources to help you, to get you out of trouble, even including free advertising. 
    “On March 19th – we’re eight days later – the GEO Group donated $500,000 for Trump’s inauguration fund. This is a private prison company, and the NLRB drops its investigation into this company. It’s really getting disgusting at this point. I don’t know that there’s anybody left that made a major donation to the inauguration fund that has not gotten their favor from Donald Trump. 
    “On March 24th, the Treasury Department guts something called the Corporate Transparency Act. This is the regulation that requires businesses to reveal their true owners to the government. These new rules now make it easier for billionaires to hide money, to avoid taxes, to engage in corruption – less accountability for corporations. 
    “March 25th, a day later, the SEC reduces, from $125 million to $50 million, an existing fine. So, this has already been litigated: this company, Ripple, it’s a blockchain-based digital payment company. It’s been fined, and Trump comes in and reduces the fine from $125 million to $50 million. You know the story by now. These guys made a big investment in the inauguration. Most of these companies that got a get-out-of-jail-free or had their investigations terminated were giving $500,000, $1 million. Ripple wanted to make sure they got it right. They made a $5 million donation to Trump’s inaugural fund, and they got their fine reduced by $75 million. 
    “March 28th, Trump pardons the founder of Nikola Autos, one of his campaign mega donors. Again, this is a pardon for one of his major campaign contributors. When asked about the pardon, Trump said ‘They say the thing they did was wrong, but he was one of the first people who supported me for president.’ He just tells you what he did. He said, ‘yeah, they said what he did was wrong, he did something that was probably pretty wrong, but he supported me for president, so I’m giving him a pardon.’ I’m not saying that there hasn’t been a lot of really bad stuff that’s happened in the pardon program under Democratic and Republican presidents, but let’s just name it when Donald Trump names it. 
    “April 8th, we’re into April. Trump issues an executive order to expand coal mining. This is part of his down payment on the promise he made to those oil executives. The shares of the company owned by Joseph Kraft, the billionaire coal magnate who helped lead those Trump fundraising efforts during the presidential campaign, immediately shoots up.
    “On April 9th, this really curious timeline of events plays out, in which Trump posts on his social media, ‘This is a great time to buy.’ A lot of his followers complied; they make investments in the market. There’s reports and speculation that many of his inner circle might have done the same thing, and then a couple hours later, he announces that he’s pausing most of his tariffs, and the market shoots up. People who followed his directions online make a lot of money, and potentially other people who had access to that insider information might have made a lot of money as well. 
    “On April 17th, Musk steers billions of taxpayer dollars to something called the Golden Dome. Reuters, on April 17th, reports that Elon Musk’s rocket and satellite company, SpaceX, has emerged as the frontrunner to develop Trump’s proposed Golden Dome. This is a really ill-defined, technologically unproven defense system. It supposedly has a price tag of hundreds of billions of dollars, money that now looks as if it will be funneled directly to Elon Musk. At this point it is just head-shaking.
    “On April 23rd, now it’s like he can do anything he wants. He has just blown the lid off of any expectations about what a president can and cannot do to enrich himself. On April 23rd, a message appears on the homepage of the website for Trump’s meme coin declaring that the top 220 meme coin holders would be invited for an exclusive dinner with Trump and the top 25 coin holders – these are private investors in Donald Trump’s financial empire–would get a special VIP tour of the White House. After the message went up, the price of Trump’s coin jumped by more than 50%. In the two days following the announcement of the special VIP tour in the people’s house, the White House, Trump and his allies made nearly a million dollars in trading fees alone. They are just selling access to the White House out in the open.
    “April 26th, Trump’s family, this is just last weekend, announces the launch of a private club called the Executive Branch, a new private club in Washington. The initiation fee is around half a million dollars. It is advertised as a place where you can hold secret audiences with the Trump administration, as long as you pay Donald Trump’s family and their financial backers over $500,000 in membership fees. It is apparently already sold out.
    “This is not normal. None of this is normal. This is outlandish, this is illegal, this is unconstitutional, brazen corruption, and this is only the first 100 days.     FACT Act now eligible for Senate Floor vote

    Today, U.S. Senator Deb Fischer’s (R-Neb.) legislation to strengthen American telecommunications against foreign adversaries passed out of the Senate Commerce Committee. The Foreign Adversary Communications Transparency (FACT) Act now awaits consideration on the Senate floor. Fischer introduced the bill in January of this year. 

    If signed into law, the FACT Act would require the Federal Communications Commission (FCC) to publicly identify entities that hold FCC licenses, authorizations, or other grants of authority that are owned, wholly or partially, by foreign adversarial governments. This includes the governments of China, Russia, Iran, and North Korea. In addition to Fischer, the legislation is cosponsored by U.S. Senators Jacky Rosen (D-Nev.), John Cornyn (R-Texas), and Ben Ray Luján (D-N.M.).

    “We cannot let authoritarian and adversarial regimes like China and Russia continue to have silent footholds in our tech and telecommunications markets.     Washington, D.C. – At a hearing of the Senate Armed Services Committee, U.S. Senator Elizabeth Warren (D-Mass.) secured a commitment from Mr. Michael P. Cadenazzi, nominee to be the next Assistant Secretary of Defense for Industrial Base Policy, to stop anticompetitive practices by Big Tech that could threaten our national security.

    Senator Warren explained that federal agencies should benefit from innovation in the artificial intelligence (AI) sector, but instead, a few Big Tech companies could lock the government into expensive, anticompetitive products. She highlighted lessons from recent White House guidance on the federal acquisition of artificial intelligence (AI) tools, explaining that the guidance could provide valuable takeaways to make sure Big Tech companies do not lock the government into expensive, anticompetitive products.

    This month, the Office of Management and Budget (OMB) issued a memo on “Driving Efficient Acquisition of Artificial Intelligence in Government.” The memo laid out guidance on proper practices, such as vendor lock-in protections and prohibiting the use of classified agency data. 

    Though the guidance does not apply to the Department of Defense (DoD), Mr. Cadenazzi agreed with OMB’s guidance on interoperability and believes “it’s a great thing for the [DoD] to secure.” Cadenazzi also said he’d be open to working with Senator Warren to limit contractors from training their commercial tools on government data. 

    Next week, Senator Warren plans to reintroduce the Protecting AI and Cloud Competition in Defense Act with Senator Eric Schmitt (R-MO.). Senator Warren previously introduced the bipartisan act to ensure that the DoD’s procurement of artificial intelligence (AI) and cloud computing tools prioritizes resiliency and competition, offering meaningful regulation to limit Big Tech monopolies from elbowing out competitors in the AI and cloud computing markets.

    “[G]overnment contracts for AI and cloud tools should, one, prevent lock-in and, two, protect government data,” said Senator Warren.

    Senator Elizabeth Warren: Thank you, Mr. Chairman. 

    Artificial intelligence presents big opportunities—and big risks—to national security. Federal agencies should benefit from AI innovation, but instead, a few Big Tech companies could lock the government into expensive, anticompetitive products.

    I’m working with Senator Schmitt on this, and last month, the Office of Management and Budget published guidance to ensure the government can “benefit from a competitive American AI marketplace.” The guidance doesn’t apply to DoD but is all the more important there given the billions DoD is set to give out in AI and cloud contracts. So today, I’d like to run through some lessons from OMB’s guidance.

    Number one: “interoperability.” A Big Tech contractor could build its cloud tool to work only with its own AI—which would trap DoD into paying sky-high prices, potentially for a subpar product. That’s why OMB encouraged agencies to require AI tools to work with other companies’ products.  

    Mr. Cadenazzi, do you agree that DoD would benefit from interoperability?

    Mr. Michael P. Cadenazzi: Senator, I appreciate the question. I’m not familiar with the term “interoperability” as defined in that particular report. But more broadly, in general, yes, it’s a great thing for the department to secure.

    Senator Warren: Okay, good. I’m going to take that as a yes, that you think the product should be able to work with other products. Work in connection.

    Mr. Cadenazzi: In general, more connectivity and flexibility to enable a networked approach is a good thing. 

    Senator Warren: Good. Okay, we’re at the same place then. Let’s do another: data use. The biggest AI contractors can also stomp out competition by training their models on troves of government data, so smaller companies don’t stand a chance. This is a disaster for competition and for data security. Data on the location of our service members or of DoD’s contracts shouldn’t be anywhere near a commercial AI model, for example. 

    The White House is clear here: it says contractors should not use government data to train publicly or commercially available AI algorithms without an agency’s permission. 

    So, Mr. Cadenazzi, do you agree it’s important for both competition and data security to limit contractors from training their commercial tools on government data? 

    Mr. Cadenazzi: Senator, I appreciate the question, and in general, yes, I’d say we want to make sure we’re following the law with regard to the application of these tools.

    Senator Warren: No, that’s not my question. This is not a question of law yet. This is just a question of what we should be doing in our acquisitions at DOD. 

    Mr. Cadenazzi: Senator, I’m not familiar with the White House’s particular guidance on this issue, but as you laid it out, it seems to make sense, and I would be supportive of discussing that with you if confirmed.

    Senator Warren: Okay. Look, government contracts for AI and cloud tools should, one, prevent lock-in and, two, protect government data. That’s all we’re talking about here. Senator Schmitt and I have a bipartisan bill to make sure DoD contracts do just that. Next week we will re-introduce the Protecting Cloud and AI Competition in Defense Act to make sure billions in DoD contracts go towards fueling innovation in AI and cloud technology – and not just helping the biggest companies get bigger on the taxpayer’s dime. 

    Mr. Cadenazzi, will you commit to working with me and Senator Schmitt to stop anticompetitive practices by Big Tech that could threaten our national security?

    Washington, D.C. – U.S. Senators Elizabeth Warren (D-Mass.) and Richard Blumenthal (D-Conn.), along with Representatives Lou Correa (D-Calif.) and Delia C. Ramirez (D-Ill.), led a letter to the U.S. Customs and Border Protection (CBP) demanding an explanation for the troubling reports alleging due process violations, mistreatment, prolonged detention, and politicized denials of entry at air and land ports since President Trump took office over three months ago.

    Several recent incidents have sparked serious concerns. For example, on March 7, a green card holder returning to the United States reportedly was “violently interrogated” at an airport — including being strip-searched, forced into a cold shower, and denied access to his medications. His mother reported that “[h]e hardly got anything to drink,” collapsed, and was later transported by ambulance to the hospital. 

    U.S. citizens have also reportedly been detained and mistreated by CBP in recent weeks. For example, on February 18, a U.S. citizen reportedly was handcuffed, chained to a bench, and “subjected to a humiliating body search” after asking CBP officials why her partner, a German national with whom she was traveling, was being detained. 

    CBP also appears to be more frequently searching travelers’ phones and sometimes denying entry after finding evidence of their political opinions on their devices. The CBP says it searches mobile phones and other electronic devices only “on rare occasions,” but early indications from the Trump administration suggest the practice is on the rise.

    “These incidents are a sharp departure from CBP’s normal practices,” wrote the lawmakers.

    To better understand the recent changes in the CBP’s practices, the lawmakers are pressing for answers to questions including: what steps CBP is taking to ensure that it promptly complies with time-sensitive court orders staying deportations; how CBP will comply with civil rights requirements like due process; among other questions. 

    The lawmakers are also requesting information, including the number of complaints regarding officer misconduct received by CBP; a copy of any policy documents related to questioning and vetting of travelers with valid travel documents; the number of travelers whose electronic devices CBP has searched; and the number of U.S. citizens CBP has detained.

    “We urge CBP to ensure that its agents properly respect travelers’ rights and ask that CBP provide information for us to better understand the agency’s evolving practices,” wrote the lawmakers.

    “Trump has already axed 800 grants—over a billion dollars in research—for HIV prevention, breast cancer, pregnancy, diabetes, Alzheimer’s, and more. They have also blocked $2 billion in grant funding from going out to universities and research institutions across our country. And they slapped a $1 limit on NIH researchers’ payment cards—meaning that our labs can’t get gloves, pipettes, and vials—these are the basics they need to keep research going.

    “If Trump and Musk have their way, they aren’t just going to grind medical research to a halt, they are going to send it careening backwards. Because Trump apparently wants to slash $21 billion dollars from NIH next year. That would be a 44 percent cut—the biggest cut in NIH history. He also wants to defy a bipartisan law this Committee worked to pass, so he can massively cut funding for basic costs that keeps our labs running.

    “If Trump succeeds here, a lot of world class research institutions—like the Fred Hutch Cancer Center and the University of Washington in my state—will face massive shortfalls.

    “The fact that Trump and Musk are pushing such a painful policy really underscores how they don’t know—or don’t care—whether their polices actually hurt people.

    “And if you needed any more evidence that there’s no real strategy here, just consider the Women’s Health Initiative, it was coordinated by the Fred Hutch Cancer Center in my home state of Washington. It has led to major advancements in our understanding of women’s health issues, especially in older women. It has paved the way for a generation of researchers focused on women’s health, that is something we never had before.

    “And yet, Trump was going to axe it, presumably because he thinks it’s woke to care about women’s health. Then, hardly 24 hours later he claims to have reversed course following a loud public outcry. Yet, the Fred Hutch Cancer Center has yet to hear from NIH directly on if that funding will actually be restored.

    “Trump’s three-sixty really goes to show you, these cuts and firings are not about some big strategy, just chaos and extortion.

    “We have even seen Trump freeze billions of research dollars for purely political reasons, putting his own petty grievances ahead of curing cancer and saving lives. None of us should stand for that—not for a minute.

    “And just as slashing NIH isn’t about a strategy for our country, it’s not about efficiency either. NIH has an incredibly high return on investment. While medical research accounts for less than 1 percent of the federal budget, NIH has contributed to over 99 percent of drugs approved by FDA in recent years.

    “And while we’re talking about government efficiency, let’s not forget the FDA, which families trust to keep them safe. Because the NIH breakthrough won’t do much good if FDA does not have the staff and resources they need to approve new drugs. But Trump cannot gut FDA, push out four thousand workers, and expect to maintain that gold standard that keeps food and drugs safe and gives our nation a competitive edge.

    “And NIH cuts are not just cutting off promising future research, but undermining studies we are right in the middle of right now. One NIH lab that analyzes blood samples for more than 200 trials, studying cancer treatments, organ transplants and more—lost half its staff during Trump and Elon’s lay-offs.

    “Right now, in this country patients in clinical trials are praying for a breakthrough, they are seeing their best hope cut off by the richest people in the world.

    “And worse than undermining any one study, Trump and Musk are also cutting the beating heart out of our medical research enterprise—by pushing talented researchers out the door. Trump has pushed out nearly 5,000 people at NIH and counting.

    “China is already trying to seize the moment and recruit some of the brightest talent—and the same for Europe!

    “Instead of supporting new talent, Trump is slashing grants for our early career scientists. I heard about this firsthand a few weeks ago, I was out in my state speaking with researchers and students at WSU in Vancouver. Bright young people, who want to do medical research here, are suddenly worried. Why start that PhD if their funding is going to get yanked away? Why study new vaccines if RFK Jr. is going to meddle in their work? Why come to the U.S. for promising research if Trump might just try to deport them for jaywalking?

    “Make no mistake—the United States is the world leader in medical research. But creating that was not an accident and maintaining it is not inevitable. It is a choice we make through our investments, one that has paid off on a scale that cannot be measured.

    “How do you measure the miracle of eliminating a disease? Of funding a cure? Of developing a new vaccine? How do you measure giving someone the chance to become a parent, or to see their grandkids? You can’t.

    “Which leads me to the question I hope we focus on today. Why on earth would we let Trump slash that all to ribbons? Why on earth would we give up on Alzheimer’s research? Or heart disease? Or cancer? 

    “I will tell you, I am not giving up on patients. I am not giving up on cures. And I suspect many others here feel the same. So, I hope this discussion helps us focus on that common ground. And that working together we can push back on these devastating cuts and push forward the research that is so important to folks back home.”

    Here are the facts:
    GDP is a backward-looking indicator. Today’s headline figure reflects the end of the Biden economic disaster, not the beginning of the economic boom that President Trump is delivering.
    January growth, especially in consumer spending — which has an outsized weight on the Q1 figure — was hampered by colder-than-usual weather and California wildfires, and mostly occurred before President Trump took office.

    Core GDP grew at a robust 3.0%. This signals strong underlying economic momentum that occurred after President Trump’s inauguration.
    Gross domestic investment soared by 22%. This is the highest in four years and comes as businesses and consumers — bolstered by rising take-home pay — fuel an economic boom.
    Monthly indicators, which capture growth trends at a much higher frequency, all point to accelerating growth AFTER President Trump took office. Private employment gains, consumer spending, capital investment, and aggregate hours worked have all accelerated since January, while inflation has decelerated.
    An unprecedented surge in imports due to tariff frontrunning contributed to most of the decline.
    The forward-looking indicators highlight the momentum that has occurred in anticipation of President Trump’s economic agenda. Exports still rose at a healthy 1.8% rate, implying no major disruption to flow of U.S. goods and services to our trading partners abroad.
