    WASHINGTON, D.C. – Today, U.S. Senator Tammy Baldwin announced that the Trump Administration has stopped more than $35 million in funding for Wisconsin Head Start centers, putting quality preschool and child care for thousands of Wisconsin families at risk. New data shows that the Trump Administration has halted more than $35 million compared to the same period last year, a 50% cut in funding that could lead to closures of Wisconsin centers. Nationwide, the Trump administration has withheld nearly $1 billion in funding for Head Start, already forcing Head Start centers to close, with many others at risk. This new data comes as President Trump finalizes his proposal to eliminate Head Start, shutters half of the regional offices helping support local programs, including the one that serves Wisconsin, and fires scores of staff who ensure Head Start centers can serve kids and families.
     “Before our very eyes, Donald Trump is defunding Head Start – kicking kids out of the classrooms, laying off teachers and caretakers, and leaving many parents with no option for child care,” said Senator Baldwin. “The idea that the President is actively working to give the biggest corporations and wealthiest Wall Street guys a new tax break while taking away preschool and child care from Wisconsinites is beyond the pale – and I will fight it at every turn. Everywhere I travel in Wisconsin, parents tell me about the challenge of finding and affording good child care and early learning opportunities – and this move will only make it worse. We need to make child care more affordable, not shut down this lifeline, like the President is planning.”
    Across Wisconsin, 299 Head Start Centers serve nearly 15,000 children and their families, providing high-quality early childhood education and wrap-around support. Head Start programs’ grants are generally renewed at the same time each year, and Head Start programs depend on these strict funding cycles to continue serving kids and families. In 2024, $69.5 million in Head Start funding went out to Wisconsin centers from the start of the year through April 15. But during the same period this year, only $34.5 million has so far gone out, a 50% decline. 
     Last week, Senator Baldwin called on U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. to answer for the closure of five regional Head Start offices across the country, including the Region 5 office in Chicago, which serves Head Start centers in Wisconsin.
    Earlier in the year, the Trump Administration froze funding for Head Start programs, and despite being forced to rescind its directive, eight Head Start programs around the state continued to experience issues accessing their federal funding, forcing one Head Start Center in Waukesha to close – leaving more than 250 families without childcare. Baldwin demanded that the Administration resolve the issue immediately and restore funding to these Wisconsin Head Start centers so they could continue serving kids and families.

    Padilla was appointed to fill Senator Dianne Feinstein’s position on the working group after her passing in 2023. Feinstein served as a member of the group for over a decade.

    Washington (April 17, 2025) – Senator Edward J. Markey (D-Mass.) along with Congressman Dwight Evans (PA-03), today announced the introduction of the Resources for Victims of Gun Violence Act of 2025, legislation that would help all victims of gun violence – from survivors to their loved ones, coworkers, and classmates – identify and access the resources available to them to help meet medical, legal, financial, and other needs.
    The bill would establish a federal interagency advisory council to help victims navigate and use these resources, streamlining what can be a complex process in a nation of gun violence survivors. Every year in America, about 100,000 people survive gun-related injuries. An estimated 10,000,000 people in the U.S. have been shot and injured in their lifetimes.
    “For communities across the country, gun violence is an all too familiar tragedy.     UNLEASHING OPPORTUNITY IN THE PACIFIC: Today, President Donald J. Trump signed a proclamation to unleash American commercial fishing in the Pacific Ocean—a key component of the America First Fishing Policy.
    The proclamation opens the Pacific Remote Islands Marine National Monument (PRIMNM) to commercial fishing, boosting the economy of American Samoa.
    It allows U.S.-flagged vessels to fish commercially within 50 to 200 nautical miles of the PRIMNM’s boundaries.
    EMPOWERING AMERICAN COMMERCIAL FISHERMEN: President Trump believes that removing unnecessary restrictions on American fishermen will strengthen the U.S. economy, support local communities, and restore fairness to an industry disadvantaged by overregulation and foreign competition.
    The PRIMNM was first established by President Bush in 2009 and then expanded by President Obama, closing off over 400,000 square miles of the U.S. Exclusive Economic Zone in the Pacific.
    The ban on commercial fishing within the PRIMNM did little to guard fish populations against overfishing, as tuna and other pelagic species are migratory in nature and do not permanently reside within the PRIMNM.
    As a result of the prohibitions on commercial fishing, American fishing fleets have lost access to nearly half of the United States’ Exclusive Economic Zone in the Pacific Islands.
    This has driven American fishermen to fish further offshore in international waters to compete against poorly regulated and highly subsidized foreign fleets, most notably from China.
    By supporting honest American fishermen, we combat the rampant illegal, unreported, and unregulated fishing by foreign fleets.

    This disadvantages United States commercial fishermen and is detrimental for United States territories like American Samoa, whose private sector economy is dependent on the fishing industry.
    American Samoa is home to the only Buy American-compliant tuna processing facility for U.S. military rations and school lunch programs.
    This cannery is the largest employer on the island, providing about 5,000 jobs.  In fact, the cannery accounts for 99.5% of American Samoa’s exports and 84% of the private employment in the territory.

    ADVANCING U.S. ECONOMIC INTERESTS: President Trump’s actions to revitalize commercial fishing are part of his broader strategy to unleash the full potential of the American economy by prioritizing deregulation and cutting red tape.
    President Trump launched a 10-to-1 deregulation initiative, ensuring every new Federal rule is justified by clear benefits and accompanied by much larger deregulatory measures.
    President Trump established the National Energy Dominance Council to cut red tape, enhance private sector investments, advance innovation, and streamline the permitting process across all forms of American energy.

    STRENGTHENING THE U.S. FISHING INDUSTRY: Today, President Donald J. Trump signed an Executive Order to restore American seafood competitiveness.
    The Order strengthens the U.S. fishing industry by reducing regulatory burdens, combating unfair foreign trade practices, and enhancing domestic seafood production and exports.
    It directs the Secretary of Commerce to immediately consider suspending, revising, or rescinding regulations that overly burden America’s commercial fishing, aquaculture, and fish processing industries.
    It directs the National Marine Fisheries Service (NMFS) to:
    Incorporate better, cheaper, more reliable technologies and cooperative research programs into fishery assessments.
    Expand exempted fishing permit programs to promote fishing opportunities nationwide.
    Modernize data collection and analytical practices to improve the responsiveness of fisheries management to real-time ocean conditions.

    The Order establishes an America First Seafood Strategy to boost U.S. seafood production, sales, and exports, ensuring long-term industry growth and global competitiveness.
    The Order also mandates the development of a seafood trade strategy to address unfair competition, low environmental and labor standards, and illegally sourced seafood from abroad, while expanding access to foreign markets for American seafood products.
    It tasks the administration with improving the Seafood Import Monitoring Program (SIMP) to better detect high-risk shipments from countries that violate international laws.

    The lawmakers note the cap will cut funding essential to conducing cutting-edge DOE research: “This cap represents a sweeping, indiscriminate funding cut that will jeopardize not just projects at universities but also university partners at the national laboratories and in industry. Scientists could be forced to scale back or shutter vital studies; collaboration across sectors may be frozen; and the next generation of clean energy technologies could be delayed or lost entirely.”

    Murray and Kaptur also underscore the implications of DOE’s new policy for the economy, stating: “Beyond its scientific implications, this policy change has serious economic consequences. DOE-funded research supports tens of thousands of jobs—from researchers and engineers to technical staff and support personnel—across all 50 states. By capping indirect cost rates at 15 percent, this new policy undermines the essential support systems that make this research possible—such as the operation and maintenance of research facilities, labs, and technical infrastructure. Research institutions depend on these funds to conduct safe, innovative, and effective science.

    This cap represents a sweeping, indiscriminate funding cut that will jeopardize not just projects at universities but also university partners at the national laboratories and in industry. Scientists could be forced to scale back or shutter vital studies; collaboration across sectors may be frozen; and the next generation of clean energy technologies could be delayed or lost entirely. Even more worrying is the impact on our future science workforce, particularly in energy and critical and emerging technologies, where our nation has long struggled to recruit and train the best talent into roles at the intersection of technology and national security. 

    Beyond its scientific implications, this policy change has serious economic consequences. DOE-funded research supports tens of thousands of jobs—from researchers and engineers to technical staff and support personnel—across all 50 states. In fiscal year 2024 alone, federal energy research investments generated billions in economic activity and helped anchor American competitiveness in global innovation markets. Weakening that support will reverberate through entire regions and industries, putting livelihoods at risk.

    The policy’s abrupt implementation—absent consultation with the research community or Congress—has also introduced confusion and uncertainty into the energy research ecosystem. Programs will be paused, partnerships disrupted, and project leaders left with no clarity about how to proceed. In a moment that demands bold, collaborative leadership to meet America’s energy needs, these actions cause paralysis instead.  In regards to this new policy cap, please provide answers to the following questions:

    1. What will happen to existing awards at universities if they do not meet the new terms and conditions in this policy?
    2. What specific data or analysis did DOE use to determine that a 15% cap on indirect costs is appropriate and sustainable for research institutions?
    3. How does DOE justify this cap given that many universities currently operate with indirect cost rates significantly higher than 15% to cover essential research infrastructure and compliance?
    4. Was there any consultation with academic stakeholders, such as university administrators or research organizations, prior to implementing this policy change?
    5. What impact assessments has DOE conducted to understand how this cap will affect the financial viability of ongoing and future research projects at universities?
    6. Has DOE evaluated how this cap could influence the United States’ position in global research and innovation competitiveness?
    7. What are the long-term implications of this policy on the pipeline of future scientists and researchers trained through university programs?

    Particularly in light of the lack of information justifying this policy we also ask that you to immediately reverse this shortsighted and harmful new cap, which amounts to nothing short of a disastrous funding cut. DOE’s mission is too important to allow political interference to undercut America’s progress in energy research, climate resilience, and economic development. Let our scientists, engineers, and institutions continue their lifesaving, world-shaping work—uninterrupted.

    Santa Fe, N.M. – Today, U.S. Senator Ben Ray Luján (D-N.M.), one of only two Head Start graduates to serve in the U.S. Senate, sounded the alarm as President Trump finalizes his proposal to eliminate Head Start, shutter half of the regional offices running the program, and fire scores of staff who ensure Head Start centers can serve kids and families.
    New data shows how the Trump administration has issued nearly $24 million less in federal grants to Head Start centers in New Mexico so far this year compared to the same period last year, a staggering -83% decline. Nationwide, the Trump administration has issued nearly $1 billion less in federal grants to Head Start centers nationwide so far this year compared to the same period last year, a steep -37% decline.
    The Trump administration’s withholding of nearly $1 billion in Head Start funding is impacting Head Start centers nationwide—already forcing center closures, which hurt families and teachers, and risking many more.
    “Head Start provides critical early childhood programs and helps make child care safer and more affordable for families across the country,” said Senator Luján. “As a proud Head Start graduate, this slow-walk of distributing funding is extremely concerning and an attack on New Mexico families. I know the value of Head Start – it got me to the United States Senate, and I will continue to fight to protect Head Start for New Mexico families and the next generation.”

    Head Start programs’ grants are generally renewed at the same time each year, and Head Start programs depend on these strict funding cycles to continue serving kids and families. In fiscal years 2024 and 2025, Head Start has been funded at $12.27 billion nationwide. In 2024, $28.76 million in Head Start funding went out from the start of the year through April 15 in New Mexico. But during the same period this year, only $4.8 million has so far gone out—a nearly $24 million, or -83%, decline. Any delays in funding going out the door can have devastating consequences for Head Start programs.
    Head Start currently serves over 750,000 kids nationwide, and the program has served nearly 40 million children and their families nationwide since its inception in 1965. There are over 17,000 Head Start centers nationwide that help kids and families thrive, and these centers are particularly important in serving rural communities with fewer options for care.     Since taking office, President Trump has gutted the offices that keep Head Start centers and child care programs across the country running. In late February, the Trump administration fired scores of staff at the Department of Health and Human Services’ (HHS) Office of Head Start and Office of Child Care. Earlier this month, President Trump continued to hollow out HHS, including by shuttering half of the regional offices at the Office of Head Start, which are responsible for ensuring high-quality Head Start services are available to families nationwide.
    To combat attacks on Head Start, Senator Luján has led efforts to reverse the mass firings at Head Start, demanded action and answers regarding the disruption of Head Start programs, and pressed Trump administration nominees on cuts to Head Start.

    WASHINGTON – U.S. Senator Joni Ernst (R-Iowa) is working to improve mail service for Iowans by calling out the so-called “Delivering for America Plan” that has led to cut services and increased rates, disproportionately harming rural communities.
    In Ernst’s letter to the U.S. Postal Service (USPS) Board of Governors, she calls for a new Postmaster General who will pause this plan and prioritize the needs of rural consumers.
    “The Postal Regulatory Commission’s recent advisory opinion on the Delivering for America Plan also stated, ‘Rural communities will experience disproportionate downgrading of service standards’ and that ‘the proposal is unlikely to significantly improve the financial health of the Postal Service for multiple reasons,’” wrote Ernst.
    After Ernst worked to terminate electric vehicle waste at USPS through her Return to Sender Act, which would claw back any of the remaining $3 billion authorized in the so-called Inflation Reduction Act, she continued to expose this government waste.
    “The Delivering for America Plan’s wasteful spending includes billions for purchasing electric Next Generation Delivery Vehicles (NGDV) and charging infrastructure. Rather than buying vehicles with internal combustion engines that cost less per unit, the USPS announced plans to acquire at least 66,000 electric NGDVs. Unsurprisingly, this boondoggle is already way behind schedule – highlighting yet another failure of the Delivering for America Plan,” wrote Ernst.

    As part of the budget reconciliation process, Senate Democrats forced Republicans to go on the record with their plans to give massive tax handouts to the wealthiest Americans and giant corporations. Democrats asked whether Republicans would oppose more tax cuts for people making over $100 million, $500 million, or even $1 billion in a single year; Republicans voted no. When asked whether Republicans would oppose additional tax cuts for corporations making over $1 billion in a single year—including corporations like Amazon, Tesla, and ExxonMobil—Republicans voted no again. 
    “While Republicans have claimed that these tax breaks are meant to help working people, their votes don’t lie,” the senators wrote. 
    The lawmakers asked the committee to share the following information by April 30, 2025: 
    The number and percentage of individual taxpayers who, in the past three tax years, made at least $10 million, $100 million, $500 million, or $1 billion each year.

    WASHINGTON, DC – As the Trump Administration continues to take hasty, unjustified steps that could weaken the U.S. real estate market and make it harder and more expensive for responsible, credit-worthy Americans to secure an affordable 30-year fixed mortgage, U.S. Senators Jack Reed (D-RI), Lisa Blunt Rochester (D-DE), and Elizabeth Warren (D-MA), the Ranking Member of the Senate Banking, Housing and Urban Affairs Committee, are calling for an independent watchdog to investigate potentially unlawful administrative actions of President Trump’s newly confirmed head of the Federal Housing Finance Agency (FHFA), Bill Pulte.
    “We write to urge you to open an investigation into FHFA’s apparent noncompliance with Federal laws and regulations in connection with recent corporate governance changes that Director Pulte has made at Fannie Mae and Freddie Mac,” the three U.S. Senators wrote to FHFA Inspector General Brian Tomney, whose office oversees Fannie Mae and Freddie Mac’s regulator.
    Senator Reed helped create the FHFA, which was established under the Housing and Economic Recovery Act of 2008, to oversee and manage two government-sponsored enterprises (GSEs) known as the Federal National Mortgage Association (Fannie Mae) and the Federal Home Loan Mortgage Corporation (Freddie Mac), which guarantee mortgages to facilitate financing for single-family homes and for apartment buildings.  FHFA is both the conservator and regulator of Fannie Mae and Freddie Mac, both of which were at imminent risk of failing during the 2008 financial crisis, and sets affordable housing goals for the two companies while also overseeing a system of 11 federal home loan banks.
    The Senators are sounding the alarm over the Trump Administration’s recent partisan and potentially unlawful administrative actions at Fannie Mae and Freddie Mac.  They warn that the Trump Administration could negatively impact lending and risk management, driving up mortgage rates and making it more difficult for families to buy a home, putting taxpayers at risk, and setting the stage for a chaotic and disorderly exit for Fannie Mae and Freddie Mac from conservatorship.
    After becoming FHFA Director a few weeks ago, Mr. Pulte ousted a majority of the nonpartisan directors of both Fannie Mae and Freddie Mac, installing himself, business associates, and partisan loyalists in their place.  Director Pulte also removed critical financial expertise from the boards and stripped independent voices from overseeing these companies, which are two of the largest companies in both the United States and the entire world.  Strong and effective corporate governance arrangements at Fannie Mae and Freddie Mac are essential because taxpayers both stand behind these companies and could face higher mortgage rates if either entity is mismanaged.
    In calling for independent oversight of Mr. Pulte’s actions, the Senators wrote: “Director Pulte is prohibited by law from holding any position at either company and Federal statute requires at least one board member to represent the public’s interest. The Director has no authority to waive the law. Under FHFA regulations, a majority of directors must be independent, the chairmen of the boards must be independent, the companies must have audit committees comprised of independent directors, and if there is no financial expert on an audit committee then the public is owed an explanation of why. The nominating and corporate governance committee must be composed entirely of independent directors, including an independent chair. While the Director has authority to waive regulations, he may do so only “in connection with a particular transaction or activity”—not for corporate governance matters that apply to all transactions and activities.”
    The Senators’ request for a IG probe into Mr. Pulte’s questionable actions at FHFA come after the Senators sent a previous letter directly to Mr. Pulte on March 31 asking for an explanation of his governance changes to date—and asking him to reverse course for the benefit of taxpayers.  The Senators were so dissatisfied with Mr. Pulte’s response, that they quickly asked for the IG probe, noting: “Although Mr. Pulte responded in a letter dated April 8 that “U.S. Federal Housing FHFA [sic] remains committed to complying with all applicable federal laws and regulations,” he offered no evidence to show that the agency he runs, and the companies he oversees, are in actual compliance with these statutory and regulatory requirements nor did he dispute the portion of our letter noting his recent governance changes at Fannie and Freddie violate the law. If an ordinary public company had put in place such poor governance arrangements, it would be at serious risk of being delisted from a major stock exchange.”
    The Senators are also asking the Inspector General to publicly announce its investigation in order to discourage any potential future noncompliance and violations of the law.

They also appear to lack a financial expert. Director Pulte has also installed himself as the chair of both companies’ boards of directors and the boards’ nominating and corporate governance committees.
    On March 31, we wrote to Director Pulte to urge him to correct these apparent violations. Although Mr. Pulte responded in a letter dated April 8 that “U.S. Federal Housing FHFA [sic] remains committed to complying with all applicable federal laws and regulations,” he offered no evidence to show that the agency he runs, and the companies he oversees, are in actual compliance with these statutory and regulatory requirements nor did he dispute the portion of our letter noting his recent governance changes at Fannie and Freddie violate the law.   • MIL-OSI USA: With Real ID Enforcement Set to Begin at U.S. Airports on May 7, Reed Urges Trump Admin to Take Action to Prevent Travel Disruption & Delays

    PROVIDENCE, RI – Starting May 7, the Transportation Security Administration (TSA) will begin enforcing REAL ID rules at airports nationwide. All airline passengers aged 18 and older will be required to present a REAL ID-compliant driver’s license or other acceptable form of identification, such as a valid passport or U.S. Military ID when passing through TSA security checkpoints at airports across the United States.
    Many states, including Rhode Island, have issued REAL ID-compliant licenses for years.  Rhode Island’s DMV began offering REAL ID-compliant licenses in 2018.  If you haven’t renewed your Ocean State driver’s license since 2018, now is a good time to act.
    U.S. Senator Jack Reed says the Trump Administration should also be taking action to get the word out and explain the transition to people to prevent unnecessary travel delays and disruption.
    Reed sent a letter to U.S. Department of Homeland Security Secretary Kristi Noem noting that millions of Americans still do not have a REAL ID compliant license or an acceptable alternative form of identification.  Senator Reed wants the Trump Administration to spell out its REAL ID plans for travelers, writing: “Since it seems likely that many travelers will not have a compliant ID by May 7th, please describe how you will ensure that there are not delays at TSA security checkpoints and what steps the TSA is taking to process travelers who arrive at airport security checkpoints without REAL ID compliant identification.”
    According to the TSA, 81 percent of travelers at airport security checkpoints are currently presenting an acceptable identification including a state-issued REAL ID.  TSA says after May 7, air travelers without a Real ID could face more screening and longer efforts to validate their identity.
    Senator Reed says this effort has been years in the making and there should be a clear plan and public education to ensure people know the rules and can avoid last-minute issues at the airport.

    I write regarding the Transportation Security Administration’s (TSA) plans to enforce REAL ID travel requirements beginning on May 7, 2025.
    Following the recommendations of the 9/11 Commission, Congress passed, and then-President George W. Bush signed, the REAL ID Act of 2005, which requires minimum security standards for driver’s licenses or other identification of anyone seeking to board a domestic flight. Recognizing the time and complexity involved in switching to REAL ID-compliant driver’s licenses and identification cards, President Trump signed legislation in 2020 that confirmed the Secretary of Homeland Security’s discretion over when to begin enforcing this requirement. Last week, TSA confirmed that enforcement will begin on May 7th.
    According to the TSA, around 20 percent of air travelers still use a form of identification that is not compliant with REAL ID requirements. Indeed, millions of Americans still do not have a REAL ID compliant license or an acceptable alternative form of identification, such as a passport or a military identification card. As you told the President at a recent cabinet meeting, “We don’t want anybody to get delayed and not be able to travel when they get to an airport.” Since it seems likely that many travelers will not have a compliant ID by May 7th, please describe how you will ensure that there are not delays at TSA security checkpoints and what steps the TSA is taking to process travelers who arrive at airport security checkpoints without REAL ID compliant identification.

    After receiving the letter through a press release, the delegation thought it necessary to respond and make it clear that unelected judges imposing their policy biases on our nation without democratic legitimacy is unacceptable to the people of Wyoming.

    “The Supreme Court has consistently noted that political questions should be kept at arm’s length by the judiciary,” the delegation wrote. “Unelected judges imposing their policy biases on our nation without democratic legitimacy are the root cause of today’s controversy. Our Constitution impels all members of the judicial branch to administer justice with impartiality.     Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.), Ranking Member of the Senate Banking, Housing, and Urban Affairs Committee, along with Representatives Linda Sánchez (D-Calif.), Ranking Member of the House Ways and Means Subcommittee on Trade, and Judy Chu (D-Calif.), led a group of 44 Congressional Democrats in writing to Secretary of the Treasury Scott Bessent, Secretary of Commerce Howard Lutnick, and U.S. Trade Representative (USTR) Jamieson Greer with concerns over  the potential for corruption in the implementation of the administration’s tariff policy. 

    The Trump administration’s tariffs rollout is rife with opportunities to unduly influence President Trump and other administration officials. The chaotic nature of the tariffs, including announcing them and pausing them shortly after they went into effect, provides ample opportunity for private sector corporations or sovereign nationals to corruptly seek exemptions. 

    “Corporations and sovereign nations facing existentially high stakes, and knowing tariffs are controlled by a small circle in the White House, can petition officials not to apply tariffs to them after the 90-day pause, to grant them exemptions, to decrease tariffs, or to impose tariffs on competitors — and can quietly offer something in return,” wrote the lawmakers

    President Trump’s record on tariffs in his first term illustrates his willingness to give preference to donors and allies while punishing enemies. Politically loyal companies that donated to Republican candidates, as well as companies with financial or political ties to President Trump, were more likely to be granted tariff exemptions after President Trump imposed them in his first administration. After auditing the Trump Administration’s tariff exclusion practices in 2018 and 2019, the Commerce Department’s Office of Inspector General found evidence of “off-record communications” and an “appearance of improper influence in decisionmaking for tariff exclusion requests.”

    “We fear the Administration is once again turning its tariffs policy into an underground market of exemptions in exchange for financial and political favors,” said the lawmakers

    President Trump has said he will consider exemptions and make decisions “instinctively,” while bragging about global leaders calling him in search of exemptions. 

    Trump’s ad-hoc process has started to bear fruit for special interests. Last week, the White House exempted smartphones and certain other high-end electronics from tariffs targeting China. Within hours, Big Tech stock prices soared — particularly the value of Apple, which makes the vast majority of its iPhones in China. Apple CEO Tim Cook donated to President Trump’s inauguration and cultivated a strong relationship with him in recent months, as he did during Trump’s first term to win tariff exemptions.  

    The on-and-off nature of President Trump’s tariffs also opens the door to rampant insider trading. Administration officials — and their families and friends — with early knowledge of changes in tariff policy can buy positions they expect will rise and sell those that will fall. On April 9, 2025, minutes before the administration announced a pause on most tariffs, the trading market began to skyrocket — suggesting that insiders acted on non-public information about the coming pause. President Trump then posted on social media “THIS IS A GREAT TIME TO BUY!!!,” still before any official announcement, causing stocks to further spike.

    Members of Congress, including Senator Warren, have asked the Securities and Exchange Commission (SEC) and ethics officials to investigate whether any securities laws were violated with this announcement.

    At the same time, the top ethics watchdog who can hold the administration accountable appears poorly positioned to tackle tariff-related corruption. In late March 2025, USTR Ambassador Greer was named Acting Director of the Office of Government Ethics (OGE) and now serves in both roles simultaneously. Therefore, a top tariff policy official is responsible for ensuring that tariff policy decisions are made free of financial conflicts.

    “This dual appointment raises blatant conflicts that risk undermining OGE’s ability to independently monitor trade officials’ conduct and recommend investigations into misconduct when necessary,” concluded the lawmakers

    The lawmakers asked the officials to provide clarity on the Trump administration’s exemption policy, if any official exemption request processes exist, where exemptions will be reported, whether an appeals process exists, the administration’s plans to ensure tariff exemptions are not corrupted, and more, by April 29, 2025.

    The budget plan that Congressional Republicans are currently pushing will require deep cuts to the Supplemental Nutrition Assistance Program (SNAP) to fund the planned tax breaks. Their plan demonstrates that, after promising to lower prices for families, Republicans in Congress are instead making it more difficult for families to put food on the table.
    “Congress should not give tax breaks to the wealthiest Americans by taking away food assistance from millions of Americans,” wrote the senators.
    “SNAP supports 42 million Americans, including nearly 8 million seniors, 16 million children, 4 million people with disabilities, and 1.2 million veterans, in putting food on their tables each month,” they continued. “Cuts of this magnitude—or anything close to it—would be devastating to American families in every state.”
    SNAP is used by 888,300 Washington residents, or 11% of the state’s population. More than 53% of SNAP participants in Washington are in families with children, and more than 38% are in families with members who are older adults or are disabled.
    Along with Sen. Cantwell, the letter was signed by Senators Amy Klobuchar (D-MI), Chuck Schumer (D-NY), and 43 other Senate Democrats.

    The GOP’s budget plan will also require significant cuts to Medicaid, a central pillar of Washington state’s health care system, and under President Trump’s direction, Elon Musk’s DOGE team has targeted Social Security for drastic reductions.
    In March, Sen. Cantwell heard from voices across Washington state about the dangers of President Trump and the GOP’s proposed cuts to Medicaid. Doctors, patients, and health care providers in Seattle, Spokane, and the Tri-Cities warned that such cuts would devastate Washington state’s health care system and limit access to lifesaving care. Sen. Cantwell spoke out against President Trump’s nomination of Dr. Mehmet Oz to be Administrator of the Centers for Medicare and Medicaid Services; in his nomination hearing, she pressed him repeatedly on his willingness to stand up for Medicaid funding. She ultimately voted against his nomination, citing his refusal to stick up for Medicaid during the hearing, which is of particular concern given the Republicans’ draconian budget bill, which would require massive cuts.
    Sen. Cantwell is also fighting against President Trump’s plans to cut Social Security. As a senior member of the Senate Finance Committee, she highlighted the danger that the President’s nominee to head the Social Security Administration, Frank Bisignano, poses to the program. At his confirmation hearing, she mentioned the story of a constituent in Seattle who was incorrectly presumed dead shortly after Elon Musk sicced his DOGE team on the Social Security Administration to hunt down unsubstantiated claims of widespread fraud.  Sen. Cantwell voted against his nomination in committee.  The full Senate has yet to vote on the nomination.

    Atlanta, GA – This week, U.S. Senator Reverend Raphael Warnock (D-GA) rallied behind current and former employees of the Centers for Disease Control and Prevention (CDC) to show support for the Georgians who have been callously fired from their life-saving work at the public health institution. The Atlanta rally was organized by current and former CDC employees and the American Federation of Government Employees (AFGE).

    The rally follows the April 1 news of the Trump Administration firing more than 2,000 employees from the Atlanta-based CDC, many of whom are based in the metro Atlanta area and call Georgia home.

    The latest round of firings gutted 18% of the CDC’s workforce, impacting scientists focused on environmental health and asthma, lead poisoning, smoking and climate change, as well as researchers studying blood disorders, violence prevention and access to vaccines.The agency’s center on HIV and sexually transmitted diseases was among the hardest hit, losing about 27 percent of its staff.Most of the CDC’s Division of Reproductive Health, which studies maternal health and Black maternal health, was shuttered.

    Last month, Senator Warnock demanded answers from Health and Human Services Secretary Robert F. Last year, Senator Warnock visited the CDC in Atlanta, Georgia for the first time as Senator to learn about the agency’s efforts to protect public health, including work to combat the maternal mortality crisis and how federal funding plays a role in keeping Georgia and the country safe from infectious diseases. During Health and Human Services Secretary Robert F. Kennedy’s nomination hearing in committee, Senator Warnock spoke at length defending the importance of the CDC, which at its peak, employed over 10,000 hardworking Georgians.     Warm Springs, GA – On Saturday, April 12, on the 80th anniversary of the passing of President Franklin D. Roosevelt, U.S. Senator Reverend Raphael Warnock (D-GA) journeyed to the late president’s Little White House in Warm Springs, Georgia to deliver a keynote address honoring the unfinished legacy of FDR and the unfinished work of creating opportunities for all Americans to thrive regardless of their race, age, creed, or station in life. Ahead of his remarks, Senator Warnock saw FDR’s infamous “unfinished portrait”, a watercolor painting the 32nd president was posing for when he suffered a stroke, which he eventually succumbed to on April 12, 1945. In his remarks, Senator Warnock evoked the unfinished portrait and how it resembles the unfinished legacy and mission of FDR in creating economic, social, and political opportunity for all Americans.

    “What [FDR] accomplished was extraordinary, and much of it was inspired by the spirit of Georgia, warmed up by these Warm Springs in which he drew inspiration and motivation that he needed to rebuild an anguished nation. Over the years, after making his first journey here in 1924, President Roosevelt saw the South’s struggling economy, he saw the many challenges of our state. He saw the lack of educational opportunities. He saw the lack of electricity and family farms being foreclosed. He saw poverty and disease, both in a literal sense and in a spiritual sense. And he saw the impact of that in Georgia and on our nation. He saw a lack of good paying jobs, creating a crisis for the economy and, more importantly, a crisis in the human soul. So, as FDR came down to Warm Springs for his own healing. He saw the healing that needed to be done. You can’t lead the people unless you love the people. And in order to love the people, you got to walk with the people,” said Senator Reverend Warnock in his keynote speech.

    “So the mission continues, the work still lies ahead. We must not give in to those who are trying to weaponize fear. FDR said, ‘We have nothing to fear but fear itself.’ Now, like all of you, I grew up hearing that, and I must admit that since I’ve been hearing it all my life, it was just, you know, something people say. ‘We have nothing to fear but fear itself.’ It’s one of those things that’s so deep in the culture you hear it without really hearing. I’m not so sure I knew what Roosevelt meant until late, because in this moment in our lives, there are those in high office who are trying to weaponize fear. There are those in high office who want us to be afraid of one another. Want white people to be afraid of Black people, and Black people to be afraid of brown people, want the young to resent the old and the old to forget about the young. We have nothing to fear but fear itself. Translation, if there’s anybody to be afraid of, we ought to be afraid of the politicians who want us to be afraid of one another. We have nothing to fear but fear itself,” Senator Reverend Warnock continued.
    Following his remarks, Senator Warnock toured the Little White House where FDR was posing for the unfinished portrait. The senator surveyed the bedroom where the late president eventually succumbed to his stroke, leaving behind a nation in recovery from the Great Depression and on a path to victory in World War II. Senator Warnock also viewed the nearby pools where FDR found some relief in his battle with polio.

    I want to recognize all the elected officials in the house, those who serve, those who have served, and those who seek to serve, stand up, all of you.
    Thank you so very much, it’s wonderful to be here. I also want to recognize the Friends of the Little White House, the Georgia Department of Natural Resources for organizing this great event. My church, Ebenezer Baptist Church, has also supported our historic sanctuary through the work of the fine men and women of the park service and those who support that work, so I understand a little bit about what it takes to maintain a facility like this. Thank you for your service in preserving the beauty, history, and the culture of our great state. Give them a great big round of applause.
    80 years ago today, April 12, 1945, was described as a sunny spring day here in Warm Springs. A president weary from war was now in good spirits under the Georgia sun. President Franklin Delano Roosevelt was no doubt looking ahead to the world that would rise from the ashes and a country still climbing towards its highest ideals. Back in his little white pine cottage that afternoon, the president was posing for a portrait as an artist was attempting to capture a giant. Some have said a picture is worth a thousand words. But as fate would have it, the man who had helped save democracy at home and around the world collapsed from a stroke. 
    He succumbed to what William Cullen Bryant called that mysterious realm where each shall take his chamber in the silent halls of death. Martin Luther King Jr., who reminded us that death is not an aristocracy for some, but a democracy for all. Each of us comes to that moment, the rich and the poor, those who sit high, those who sit low. Death, as Doctor King said, is life’s common denominator. We might want to think about what we want to make of our lives.

In a real sense, that’s how we live our lives, even at our best, it is an unfinished project, an unfinished portrait. What remained was a loose watercolor sketch of his head and shoulders. It was an unfinished portrait, an unfinished presidential term, an unfinished legacy, and in many ways, the America he fought for remains unfinished. That brush may have stopped mid stroke, but what Roosevelt painted into the fabric of this nation still colors our lives today. An unfinished legacy, unfinished presidential term, unfinished portrait; so much wisdom and poetry, even in how he left us. 
    I submit that your life’s project ought to be longer than your lifespan. If you can finish your life’s project in your lifespan, then your imagination is too small, and your vision of what we can become and who we are together has yet to mature. FDR understood that. He poured himself out, a term as a pastor we use especially this time of the year, during the season of Lent, during the season of Passover, that the one in whose name you and I preach on Sunday morning submitted to what theologians called kenosis. He literally poured himself out. That’s what servant leadership looks like. Pouring yourself out for others, and in so doing, what he was able to accomplish was extraordinary, because FDR, for all his pain, he was never focused on himself. The way to find yourself is to give yourself over to something bigger than yourself, and then you might find yourself.
    What he accomplished was extraordinary, and much of it was inspired by the spirit of Georgia, warmed up by these Warm Springs in which he drew inspiration and motivation that he needed to rebuild an anguished nation. So, as FDR came down to Warm Springs for his own healing. He saw the healing that needed to be done. You can’t lead the people unless you love the people. And in order to love the people, you got to walk with the people. 
    People called to serve must be willing to walk with you, even as we work for you. So he drew inspiration and insight from being in these spaces and in these places. Struggling with polio, so much to learn about his life. I’m inspired and amazed, quite honestly, so many layers, struggling with polio. Polio, by the way, a disease that we’ve pushed back through the insights of doctors and others. Now, because of the success of those vaccines, we have an anti-vaccine movement. Privilege as a way of blinding. The reason we can have an anti-vaccine movement is because the vaccines work. Almost nobody remembers what polio looked like. So, all of a sudden, we become really profound indeed. I digress. Thank God for science; my faith has no quarrel with science. 
    He came here for his own healing. Somehow, being here, he was able to transform his pain into power, suffering in the sacrifice, sacrifice into salvation for others who suffer. We now live in his legacy–all of us. Social Security. Prior to FDR, for most people, when you got old, it was a sentence into poverty. Sometimes it’s easy to attack things because you don’t remember what it was like before we had it. Social Security was important then, it’s important now, and I’m going to stand up and defend it. Pathways to homeownership, minimum wage jobs, unemployment insurance, all of that, FDR. Rural electrification, job programs that build bridges and roads and restored dignity to families who had lost everything. He did more in a wheelchair than most presidents ever imagined doing sitting in an Oval Office. These weren’t just policies. These were promises aimed at restoring the dignity of work, being able to provide for your family. They represented the belief that the public servants working towards a common cause could be a force for good in people’s lives.
    Between 1933 and 1940, the New Deal brought $250 million to Georgia and established agencies that offered a broad range of public works programs, including the construction of libraries, roads, schools, parks, hospitals, airports, and housing, because he understood that infrastructure is the common space that we share with one another. It is the covenant that we have with one another. Broken roads and broken bridges are indicative of a broken people. In the wealthiest nation on the planet, a broken commitment to the house that we live in together.
    Perhaps no issue greater reflects Warm Springs’ impact on FDR’s policies than rural electricity. Georgia farmers and Georgia families were hit especially hard by the Great Depression. Their recovery was slowed by the high cost of electricity, which was only used in 10% of rural homes in 1935. Electric companies were simply not willing to string miles of wire to rural communities, so those people had to go without. Too often rural communities are invisible to people in power. FDR saw rural communities. One of the great characteristics of leadership is just the ability to see you.
    And it is here that he was motivated to start the Rural Electrification Administration, an effort designed to bring electric power to rural areas at reasonable rates. Roosevelt cemented the connection by signing the electrification bill into law right here at the Little White House, where his first electric bill in this little house was four times greater than that of his home in New York. Somebody needed to fix that. He got busy doing it. This improved the quality of life and productivity for small farms. And Roosevelt did not stop there. He implemented policies to improve soil health and prevent erosion, provide farmers with loans to move to improved farms, and helped raise long depressed cotton prices. He understood that when you center the people rather than the politics, you have a shot at getting the policy right.
    For many of these rural Georgians the federal government felt like some distant entity, long distance from where they actually live. Like so many people today, they looked at what was going on in Washington, they asked themselves, what in the heck does that have to do with me? The New Deal answered that question; the New Deal provided federal investments that they could see directly benefiting their local communities. The policy showed up where they actually live, and it offered people the hope they needed for a resilient nation to believe that their best days were ahead of them and not behind them.
    He believed in the future, and not in some imaginary vision of who we used to be. He sought simply to make America great–period. Make it great not by moving backwards, but by moving forward. I stand in awe of this man. Where did he get such imagination, such grit, such determination, such love of the people–all the people. Moral courage. It makes you stand up, no matter what it looks like at the moment. Perhaps, here is the answer. He said, while suffering from polio, “When you have spent two years in bed trying to wiggle your big toe, everything else seems easy.” 
    He transformed his pain into power, suffering into sacrifice, and sacrifice into salvation for those who suffer. Now, it’s important to note, if we would be honest, that while the New Deal transformed America, there was still a whole lot more work to be done. This was still 1940s America. There were those who still suffer in our nation’s complicated story and still ran up against the reality of deep-seated discrimination. My own father, born in 1917, I had an older father, served for about a year, one year in the Army during World War II, all stateside. One day, he was headed home on a bus in the soldier’s uniform, and my father had to give up his bus seat because the bus driver saw a young, white teenager, and the man with a family and a soldier’s uniform had to give up his seat to a teenager. My dad had to give up his bus seat, but his son now sits in a Senate seat.
    I thank God for Roosevelt’s New Deal, but my people still had a raw deal. My dad never became bitter. He believed in the future. Dr King, and those who marched alongside him, stood up and pushed the country closer to its ideals. An unfinished portrait–that’s what America is, and we have to keep painting. We have to keep adding colors and hues and nuances in order to understand what this country is all about. He was informed. He was inspired by Warm Springs. But we dare not leave this place today without mentioning somebody else. Her name was Eleanor. By every great man is a smarter woman. Brilliant and courageous in her own right.
    Today in the United States Senate, I see my work as a continuation of that great patriot and so many others who tried to make America great. That is why, since entering the Senate in 2021, I have fought to expand access to affordable health care, because health care is a human right, and it is certainly something that the wealthiest nation on the planet can provide for all of its citizens, and oh, by the way, Georgia needs to expand Medicaid. I have fought to strengthen our democracy, to widen the pathways to quality education and good paying jobs. It’s good public policy, but it’s also the right thing to do. That’s right. A budget is not just a fiscal document, it’s a moral document. Show me your budget, and I’ll show you who you think matters. As I look at this budget, some of my colleagues are trying to push through the Congress right now, it passed the Senate, has now passed the House, a budget that will cut perhaps as much as $800 billion for Medicaid that would leave Social Security struggling. Forget the fact that 71% of the people on Medicaid in Georgia are children. I look at that kind of budget, I have to say that if that budget were an EKG, it would suggest that some of my colleagues have a heart problem, and they are in need of moral surgery.
    So let’s make sure everybody has access to health care. That’s why I was pleased to be able to write a law to cap the cost of insulin for seniors to no more than $35 out of pocket per month. We ought to expand the Child Tax Credit. When we did it in 2021, we cut child poverty by more than 40%. Listen to me. Poverty is violence. It is violence against the human spirit and child poverty is trauma, and what’s extraordinary is that poor children do as well as they do. You can literally see in the brain the impact that poverty has on the brain of a young child. So as I stand here, I can’t forget about the fact that long before I was a United States Senator, I was a kid in Head Start. Grew up in public housing. Head Start, a good public policy, exposed me to literacy and reading and gave me a love of learning. Then I went to high school, and someone put me in an Upward Bound program and put me on a college campus so I can imagine that I could be in college and at a university, that I could study and grow. And with grit and determination, I went to Morehouse College. I didn’t have enough money to go. I often say I went to college on a full faith scholarship. I did not have enough money for my first semester. 
    But through hard work, some of my friends and classmates are here, through hard work, hope, and grit and determination, I was able to graduate from Morehouse College. Yes, I believe in personal initiative. Yes, I believe in personal responsibility. Yes, I believe you have to stay up late and burn the midnight oil. You got to do the work. But guess what? I did the work, but somebody still gave me a Pell Grant and some low interest student loans. You can pull yourself up by your own bootstraps, but you still need a path to get to where you’re trying to go, and that’s what good public policy can do. It gives ordinary people a chance to make the best out of their life. So we have to stand up for ordinary people. We have to stand up for farmers in this moment. Farmers are an answer to a prayer. They are literally an answer to a prayer that all of us pray. Many of us every night, give us this day, our daily bread. 
    So the mission continues, the work still lies ahead. We must not give in to those who are trying to weaponize fear.     So we remember 80 years ago today, his life was poetry, and so was his death. It must have been heartbreaking in that moment, something elegant about the way he left us. We find ourselves when we give ourselves over to something bigger than ourselves. There he was struggling with polio, trying to stand again, struggling against paralysis. Today, America is struggling to stand. We’re paralyzed today, not by polio, but by polarization. FDR never found the strength after he failed that day to stand up. He always found strength when he tried to stand up for somebody else. Perhaps that’s the lesson in this moment, these dark and difficult days, and these days of fear and polarization, and these days of tariffs–and we don’t know what the economy is going to bring tomorrow. Perhaps the lesson is that we learn to stand. When we stand up to somebody else. So stand up for children, stand up for our young people, stand up for women, stand up for the poor and the marginalized. Stand up for all of us. Stand up for
    what America can be.

    The Child and Dependent Care Tax Credit Enhancement Act permanently expands childcare tax credits to alleviate childcare costs for working families
    Senator Reverend Warnock has long been a champion for providing tax cuts to working families
    Last week, Senator Reverend Warnock introduced the American Family Act, which would nearly double the Child Tax Credit (CTC) 
    Senator Reverend Warnock: “The Child and Dependent Care Tax Credit Enhancement Act will help parents and caregivers afford caretaking costs in a time when margins are tight for many families across the country. Tax cuts should go to hardworking Americans, not the wealthiest people in the nation”
    Washington, D.C. – U.S. Senators Reverend Raphael Warnock (D-GA), Tina Smith (D-MN), Jeanne Shaheen (D-NH), Patty Murray (D-WA) and Ron Wyden (D-OR) introduced legislation to help more working families cover the rising cost of childcare by increasing the childcare tax credit.
    The Child and Dependent Care Tax Credit Enhancement Act would permanently expand the Child and Dependent Care Tax Credit (CDCTC). This bill would help ease the burden of high childcare costs on working families by increasing the maximum tax credit to $4,000 per child, allowing families to receive up to $8,000 in tax credits to offset up to $16,000 in expenses. It would also make the credit refundable to ensure low-income working families can benefit. The credit would also be indexed to inflation to retain its value over time.
    The Child and Dependent Care Tax Credit Enhancement Act would:
    Increase the maximum credit amount to $4,000 per child, allowing families to receive up to $8,000 in tax credits to offset up to $16,000 in expenses;
    Automatically adjust it to keep pace with inflation;
    Save money by phasing out the credit for families making more than $400,000; and
    Ensure low-income families can benefit from the tax credit by making it refundable.
    “American families have to deal with hefty expenses when raising a child or caring for a loved one.     As a Head Start alum, Senator Warnock has long supported child care and early education programs. In September of 2023, Senator Warnock introduced his bipartisan HEADWAY Act (Head Start Education and Development Workforce Advancement and Yield Act). The legislation would address early child care workforce shortages by allowing Early Head Start classroom teachers to teach and earn their Child Development Associate (CDA) credential simultaneously. Additionally, last week Senator Warnock introduced the American Family Act legislation to provide the most generous expansion of the Child Tax Credit (CTC) to date. Senator Warnock successfully pushed to include an expansion of the CTC in the American Rescue Plan, which helped cut child poverty across the country in half until Congress let the tax cut expire. In 2022, Senator Warnock called on Congress to extend the tax cuts for working families and urged the Biden Administration to secure an extension of the expanded CTC as a centerpiece of any subsequent negotiations on economic legislative priorities.

    Bill Aims to Address Law Enforcement Recruitment Challenges and Lack of Trust Between Officers and Communities They Serve

    WASHINGTON, D.C. – U.S. Senator Gary Peters (MI) reintroduced bipartisan legislation that aims to strengthen the relationships between law enforcement and the communities they serve by incentivizing recruits to work in the communities where they live. The Strong Communities Act – which Peters introduced with U.S. Senator John Cornyn (R-TX) – would provide federal grants for local law enforcement recruits who agree to attend school or academy and then serve in a law enforcement agency in their respective communities. The bill passed unanimously in the Senate in 2023. 

    “By incentivizing officers to work in the communities they call home, we can build trust between local law enforcement and the citizens they work to keep safe,” said Senator Peters. “This bipartisan bill would make progress to strengthen our communities while also helping to recruit officers in our most in-demand communities.” 

    Many communities across the country are facing both a law enforcement recruitment and a trust crisis. The Strong Communities Act aims to help facilitate improved relationships between law enforcement and the communities they serve. This legislation would make recruits eligible to receiving funding from the Department of Justice’s Office of Community Oriented Policing Services (COPS) program, which can be used to decrease the financial burden of education and training programs. In return, applicants would be required to serve as a full-time public safety officer for at least four years and complete their service in a local law enforcement agency located within seven miles of their residence, where they have resided for at least five years. Or, if the recruit resides in a county with less than 150,000 residents, the recruit could serve within 20 miles of their residence, where the applicant has resided for at least five years.

This will help local agencies recruit candidates from their own backyard and reduce the financial burden of their education and training to be law enforcement officers. Kennedy Jr.’s description of children with autism as, “…kids who will never pay taxes. They’ll never hold a job. They’ll never play baseball. They’ll never write a poem. They’ll never go out on a date. Many of them will never use a toilet unassisted,”:   
    “Secretary Kennedy’s comments about people with autism reflect his profound lack of knowledge about the condition and his ongoing resistance to meaningful scientific inquiry. Anyone who has basic information about autism knows that it is a condition that includes a spectrum of behaviors and/or delays. But instead of providing accurate information, Secretary Kennedy presented a stigmatizing, dehumanizing, and wildly inaccurate description of people whose care his department is supposed to oversee. 
    “Some people with autism are fully employed, and some people who experience autism have unique academic or technical gifts. Some people who have autism need 24/7 care, and some people with autism are not fully independent but are able to function well with modest supports. Secretary Kennedy could learn a lot from people who experience this condition – and their families – if he chose to. But he has not.
    “Robert F. Kennedy Jr. could help the country take a step forward if he listened to families, caregivers, health care providers, and scientists who actually understand autism and are doing the work to identify its cause or causes. He could help the country move forward if he insisted that HHS invest in home care and individualized supports for people with disabilities. He could help the country move forward if he insisted that the federal government meet its promise to provide 40 percent of the funding for special education in this country. Instead, he is focusing on enacting a budget that will cut hundreds of billions of dollars from the Medicaid program, which is a critical component in our ability as a country to care for people with disabilities.
    “Secretary Kennedy is using a position of great power to continue to exploit the vulnerabilities of millions of Americans, all for the purpose of spreading his own unfounded and fully debunked beliefs. And by diverting resources and energy to rehash unfounded conspiracies about autism’s cause, Secretary Kennedy himself is a barrier to the type of inquiry that could help us better understand autism – and bring much-needed answers and care to people who experience this disabling condition.”
    During the HHS press conference, Secretary Kennedy also emphasized the Department’s focus on discovering “precisely what the environmental toxins are that are causing” autism, despite current scientific research giving no indication that environmental factors are the cause of autism. These comments follow recent reporting on Secretary Kennedy’s hiring of David Geier – a vaccine cynic with a record of harming children and manipulating data to fit his disproven conspiracy theories – to head a federal study into the long-disproven theory that vaccines are linked to autism. Senator Hassan voted against Secretary Kennedy’s confirmation, speaking on the Senate floor about the threat that Mr. Kennedy poses to public health, and pushed Mr. Kennedy at his confirmation hearing on his record of supporting long-disproven conspiracies that link vaccines and autism.

    WASHINGTON – U.S. Senator Joni Ernst (R-Iowa), a member of the Senate Agriculture Committee, helped introduce the Farmer First Fuel Incentives Act to provide Iowa farmers and biofuel producers with certainty and protect taxpayer dollars from supporting fuel produced with foreign crops.
    The legislation would update the 45Z Clean Fuel Production Credit to make the U.S. less reliant on foreign feedstocks, open new markets for farmers, and increase renewable fuel production across the Midwest by ensuring 45Z only applies to homegrown biofuels made only from domestically sourced grain—such as corn and soybeans—and other feedstocks. Additionally, after the Biden administration refused to publish 45Z guidance on time, this bill would provide producers with long-term certainty and give the Trump administration opportunities to make necessary changes and better serve American farmers.
    “Throughout my time in Congress, I’ve led the charge to build certainty and clarity into biofuel policies and put Iowa farmers at the forefront of delivering better, more affordable options at the gas pump,” said Senator Ernst. “The Farmer First Fuel Incentives Actdoes just that by giving producers the long-term certainty they need to go all-in on increasing production of domestic biofuels. It’s critical that we fully leverage homegrown, American biofuels and ensure not a cent of taxpayer dollars fund fuel produced with foreign crops.”

    Background:
    In January 2025, Ernst blasted the Biden administration for late, incomplete guidance on 45Z that continues to leave Iowa farmers and biofuel producers with little to no certainty. This delayed guidance came nearly six months after Ernst provided Biden-era officials with a clear timeline and direction for how to create guidelines for the 45Z credit that they ignored.
    More broadly, Ernst has been a leading advocate for homegrown, Iowa biofuels, securing access to E15 for the summer driving months, while continuing the call for permanent, nationwide availability that would give those in the biofuel industry the certainty they deserve. She also pushed the Biden administration to increase RVO levels for homegrown Iowa biofuels and was instrumental in creating and maintaining the Higher Blends Infrastructure Incentive Program as part of her commitment to invest in renewable fuel infrastructure, rural job opportunities, and hardworking farmers.

    In January, Vermont signed a Memorandum of Understanding (MOU) with organizations in Vermont and Québec, including the University of Vermont and the University of Sherbrooke, which aims to establish a hub for innovation and advanced manufacturing, called the Northeast Semiconductor Manufacturing Corridor.     Schumer: We Need To Save Our Small Businesses From The Administration’s Tariff War That Is Raising Prices On Everyone And Killing Jobs
    With Trump’s tariff war hitting Main Street businesses across Upstate NY, U.S. Senator Chuck Schumer today stood with Southern Tier business leaders like Ward Apparatus, a company that builds emergency rescue and response vehicles for fire departments and is feeling the pain with major hits to their bottom line due to tariffs on Canada and other countries. The senator said this destructive and un-strategic tariff war that Trump has started has Upstate NY businesses, seniors and working- and middle-class families footing the bill with increased costs.
    Schumer said every day this chaos continues, it risks 17,000 jobs in the Southern Tier in industries impacted by the tariffs and even more jobs in Upstate NY’s vital tourism sector, and revealed he will push for the Senate to vote on a resolution to end this destructive trade war.
    “Chemung County and the Southern Tier are on the frontlines of the destructive Trump tariff war. Let’s be clear: these tariffs are a tax increase on Upstate NY. This trade war is raising costs up for families, small businesses, and in the case of Chemung County’s Ward Apparatus, which manufactures emergency vehicles, it is raising costs for first responders, fire departments, and municipalities that need this lifesaving machinery,” said Senator Schumer. “If this tariff war continues, it could devastate Upstate NY’s economy in ways we haven’t seen since the height of the pandemic. Small businesses are struggling to figure out how to make ends meet and being forced into difficult decisions, including if the increase in costs means they will need to lay off staff or even close their business altogether, and that is unacceptable. That’s why when the Senate returns, I will force a vote to end this reckless trade war that is hurting families and small businesses throughout the Southern Tier and across Upstate New York.”
    Schumer explained that Ward Apparatus operations in Chemung County, along with dozens of other businesses in the area, and thousands across Upstate NY, have been rattled by the trade war. Aluminum is a key component in the emergency response vehicles they build for firefighters, and it currently faces a 25% tariff, as the majority of aluminum comes from Canada. With more tariffs on the way, and through no fault of their own, prices for Ward Apparatus’s trucks could go up 10% for customers – as much as $30,000 or $40,000 – a cost which gets footed by the firefighters and municipalities that need to purchase them.
    Schumer added, “We don’t want to see departments and agencies compromising on the safety of the fleets their first responders operate, or the ability they have to adequately meet and respond to the needs of the public they are tasked to protect, because Trump’s tariffs have made it too cost-prohibitive. Our first responders deserve the best, and the public should not be worried about impacts to their safety.”
    Scott Beecher, CEO/Owner of Ward Apparatus/Ward Diesel stated, “We try to source domestic parts, materials, and components as local as possible, but there are many not available or cannot be 100% sourced domestically.  Having tariff uncertainty makes it very difficult to plan out production over an extended period of time.  I agree with efforts to bolster manufacturing in the US, but unintended negative consequences hurt business’s and add to already long lead-times.  These costs will have to be passed on to the end users and in our case that’s local fire departments, municipalities, and communities. The more predictability and stability we can have, the better we can supply our incredible firefighters with our trucks and equipment we manufacture.”
    Ward Apparatus is one of many Southern Tier-based businesses struggling to prepare for the impacts of tariffs to their bottom line. Schumer was also joined by Rimco Plastic and Swift Glass, local businesses that are feeling the impacts.
    Rimco Plastics Corporation, also located in Chemung County, manufactures and supplies thermoformed plastic trays and lids for businesses’ shipping, handling, and production needs. The uncertainty of market conditions as a result of tariffs has created challenges for the business in obtaining the raw material, polyvinyl chloride (PVC), needed to produce their products. Suppliers of PVC have halted their orders due to the uncertainty of pricing. As a result, Rimco has had to decline orders, even from long-standing customers, because this material is unavailable.
    For almost 100 years, Swift Glass has been a fabricator of quality and custom glass, providing a variety of custom glass parts for biomedical, appliance, industrial and commercial, optical, and aerospace applications. Given the custom nature of their products, a large segment of the glass and materials they purchase are sourced around the globe to accommodate the unique needs of their product’s applications, items that will be subjected to tariff increases in the coming months.
    “For Swift Glass, the brunt of the tariff issue will be felt with our far material purchases. About 50% of glass we buy comes from Europe and we were notified that starting in June, there would be an 8% increase added to what we have been paying,” said Charlie Burke, Vice President of Sales at Swift Glass. “This material is specifically used for defense applications, medical diagnostics, and the semiconductor industry. Unfortunately, there is no equivalent made in the United States so this tariff increase, if it does occur, will be passed on to these customers.”   
    According to the Main Street Alliance, a network of small businesses, 81.5% of small business respondents to a recent survey indicated they would raise prices for consumers due to tariffs and 31.5% indicated they would lay off employees as a result of the increased costs from tariffs. Tariffs are also creating uncertainty for families and jobs. If implemented again, tariffs are expected to increase costs for the average American family by as much as $5,000 a year, and families are struggling to plan for the future without assurances about their jobs. According to a New York Times analysis, over 17,000 New Yorkers across the Southern Tier including 2,500 in Chemung County work in industries targeted by the administration’s tariffs, which does not even account for all the related jobs, such as jobs in the tourism industry, that are also being impacted by the damage of this trade war.
    Schumer explained that planned tariffs hurt small businesses across the country, especially because they can’t stockpile raw materials for future orders before tariffs take effect and often have very slim margins to adapt to increased costs. The whiplash and uncertainty over tariffs have also sent the economy into a tailspin. Trump previously delayed the start of his tariffs twice and canceled across-the-board tariffs six days after implementing them. Uncertainty is causing the stock market to fall, causing chaos for small businesses to operate, and shaking the job market.
    Schumer said the Senate has a plan to end this dangerous trade war and protect Upstate NY businesses. Earlier this month, the Senate passed a bipartisan resolution to end tariffs on Canada and urged the House to pass it as well. Schumer also said when the Senate returns it will vote on a resolution to reverse these new taxes of 10% on all imported goods and end the looming threat of additional tariffs of up to 49% on products Americans buy from other countries. Schumer said ending this costly trade war is key to protecting New York from price increases and job losses as a result of tariffs on Canada.
    “I am all for addressing trade imbalances, I have always been a China hawk and have long fought against unfair trade practices, but these sweeping, ill-conceived tariffs are creating chaos and undermining those goals. Rather than uniting the world against China, Trump has united them against us! No matter which way you slice it, costs are going to skyrocket for consumers. If you’re in Upstate New York, you’ll feel it first, and worse than just about anywhere in the country. We need everyone, especially NY Republicans, to stand up against Trump’s senseless, job-killing, cost-increasing tax on Upstate New Yorkers,” concluded Schumer.

    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Ted Budd (R-NC), co-chairs of the Next Generation 911 Caucus, introduced a bipartisan resolution designating April 13-19 as “National Public Safety Telecommunicators Week” to recognize 9-1-1 dispatchers for their dedication and service as first responders to emergencies across the country. A companion resolution was introduced in the House of Representatives by Representatives Norma J. Torres (D-CA) and Brian Fitzpatrick (R-PA).
    “As a former prosecutor, I know what an important role public safety telecommunications professionals play in times of crisis,” said Klobuchar. “Recognizing National Public Safety Telecommunicators Week will help raise awareness about the lifesaving work these professionals do each and every day, and how we need to ensure 9-1-1 dispatchers are classified as the first responders that they are.” 
    “Public safety telecommunicators are on the front lines of emergency response, and are the ones who answer the call for those in need of life-saving aid. I am deeply grateful for their service to our communities in North Carolina and across the country, and I am proud to recognize them during National Public Safety Telecommunicators Week,” said Budd.

    Klobuchar has long been a leader in pushing to expand and improve emergency communications infrastructure and support first responders. In February, Klobuchar and Senator Marsha Blackburn (R-TN) introduced the Enhancing First Response Act, which would appropriately recognize 9-1-1 dispatchers for the lifesaving nature of their work, improve our 9-1-1 emergency reporting system during natural disasters and subsequent recovery efforts, and bolster compliance with Kari’s Law, which Senator Klobuchar worked to pass into law in 2018 and requires the manufacturers of multi-line telephone systems to create systems that allow callers to reach 9-1-1 without dialing a prefix or postfix.

    Padilla, Levin Host Roundtable with Veterans and Service Providers in San Diego to Highlight Impact of VA Cuts

    SAN DIEGO, CA — Today, U.S. Senator Alex Padilla (D-Calif.) and U.S. Representative Mike Levin (D-Calif.-49) hosted a roundtable in San Diego alongside veterans, Department of Veterans Affairs (VA) service providers, and regional stakeholders to highlight the importance of protecting veterans’ benefits and discuss concerns regarding the Trump Administration’s plan for mass cuts to the VA workforce. The Administration is planning to cut more than 80,000 VA jobs, threatening access to the health care, housing services, educational opportunities, and other essential benefits veterans deserve.

    The demand for VA services is high. The VA delivered a record number of health care appointments and benefits in 2024, including over 127 million appointments. Nearly 800,000 veterans have enrolled in VA health care since the Honoring our Promise to Address Comprehensive Toxics (PACT) Act was signed into law in 2022, expanding VA benefits to those exposed to toxic substances. Padilla promised to continue fighting to defend these essential PACT Act benefits for the hundreds of thousands of now VA-eligible veterans.

    Padilla also highlighted his bipartisan legislation introduced last week, the Housing Unhoused Disabled Veterans Act, to ensure veterans experiencing homelessness and receiving disability payments maintain access to crucial housing support. California has the most veterans in the nation and was home to 28 percent of all veterans experiencing homelessness in the United States last year, according to the Department of Housing and Urban Development’s January 2024 point-in-time count. There are 9,300 homeless veterans across the state, including 865 homeless veterans in San Diego, according to the same count.

    “Veterans who have dedicated their lives to support our nation deserve our complete, enduring support, but they are facing serious threats as the Trump Administration proposes sweeping cuts to the VA workforce,” said Senator Padilla. “Our veterans earned their benefits through their service in uniform — and it’s offensive that they could now be on the chopping block. We should be doing more for our veterans, not less, and I’m going to keep speaking out against these indiscriminate, massive cuts and make sure our veterans can continue to access essential health care, housing, and education services.”

    “When Americans enlist, they swear an oath to defend our nation. And in return, we owe it to them to thank them for their sacrifice and take care of them after their service. Is this Elon’s way of saying thank you? With every day that goes by, more and more veterans are at risk of being fired,” said Representative Levin. “I won’t stand for it, and I will fight to ensure it won’t happen anymore. This constant chaos is eroding the public trust and is testing the limits of the American public’s patience. I want to be clear: I support efficiency as much as anyone and I don’t support bureaucracy for bureaucracy’s sake. But what Trump and Musk are doing is not making government work better, and on top of that it is unconstitutional. While the Trump Administration is hell-bent on cutting critical programs for our veterans, Senator Padilla and I are committed to serving them.” 

    Padilla also joined registered nurses and veterans at the VA Medical Center-San Diego today to deliver remarks at a rally organized by National Nurses Organizing Committee/National Nurses United (NNOC/NNU) demanding an end to the devastating VA staffing cuts.

    Senator Padilla has strongly opposed the Trump Administration’s mass cuts and hiring freeze at the VA. Padilla is a cosponsor of the Putting Veterans First Act — comprehensive legislation to protect veterans, military spouses, and VA employees indiscriminately targeted by the Trump Administration and the Department of Government Efficiency’s (DOGE) cuts at the VA and across the federal government. He has also co-signed multiple letters to the Administration and joined a resolution condemning these VA cuts. Padilla and his Senate colleagues also called on the Trump Administration to reverse its cancellation of 585 contracts with the VA, including those that help veterans exposed to burn pits and other toxins access lifesaving health care as guaranteed under the PACT Act. In January, Padilla joined Senator Richard Blumenthal (D-Conn.) and 23 other Senators in demanding President Trump put veterans first and immediately exempt all VA employees from the Administration’s federal hiring freeze.

    Additionally, last year, Padilla passed a bipartisan amendment into law to increase and streamline veterans’ access to HUD-VASH housing vouchers through the FY24 appropriations package. Padilla and Senator John Cornyn (R-Texas) also led the Isakson-Roe Education Oversight Expansion Act, which was signed into law last year and will improve VA oversight to ensure veterans receive access to quality higher education from reputable institutions.
