    Washington, D.C. – Today, U.S.Senators Catherine Cortez Masto (D-Nev.) and Chuck Grassley (R-Iowa) reintroduced bipartisan legislation to crack down on intricate retail theft schemes. The Combating Organized Retail Crime Act of 2025 would establish a coordinated multi-agency response and create new tools to tackle evolving trends in organized retail theft. 
    “Large criminal organizations are constantly evolving their tactics to steal goods from retailers and the supply chain in communities across the Silver State,” said Senator Cortez Masto. “The rise in organized retail crime has left businesses scrambling, and it is time for Congress to pass this bipartisan legislation to help law enforcement agencies keep our communities safe.”
    “Retail crime has cost Iowa billions, and it’s even worse across the nation. Organized theft rings deploy innovative tactics to pilfer goods, and it’s causing financial harm to businesses, putting employees and consumers at risk and funding transnational criminal organizations throughout the world. It’s time for the law to catch up and prevent criminals from exploiting the internet and online marketplaces. Our bill improves the federal response to organized retail crime and establishes new tools to recover stolen goods and illicit proceeds, and deter future attacks on American retailers,” said Senator Grassley.
    The Combating Organized Retail Crime Act would establish an Organized Retail and Supply Chain Crime Coordination Center within the Department of Homeland Security that combines expertise from state and local law enforcement agencies, as well as retail industry representatives. The bill would also create new tools to assist in federal investigation and prosecution of organized retail crime and help recapture lost goods and proceeds. 
    The Combating Organized Retail Crime Act is supported by the National Retail Federation (NRF), United Postal Service (UPS), Intermodal Association of North America (IANA), Association of American Railroads (AAR), Peace Officers Research Association of California (PORAC), International Council of Shopping Centers (ICSC), National District Attorneys Association (NDAA), American Trucking Associations, Retail Industry Leaders Association, Reusable Packaging Association (RPA) and the Home Depot.

    As the former top law enforcement official in Nevada, Senator Cortez Masto has been a leading advocate in the Senate for our police officers and is part of the Senate Law Enforcement Caucus. She has secured historic funding for the Byrne JAG grant program, the leading source of criminal justice funding in the country. Her bipartisan bills to combat the crisis of law enforcement suicide and provide mental health resources to police officers have been signed into law by presidents of both parties.     As Republicans committed to strengthening America’s energy security and economic growth, we write to emphasize the importance of maintaining a stable and predictable tax framework to promote domestic energy development. While we support fiscal responsibility and prudent efforts to streamline the tax code, we caution against the full-scale repeal of current credits, which could lead to significant disruptions for the American people and weaken our position as a global energy leader.
    Our country is blessed with abundant natural resources and an entrepreneurial spirit that uniquely positions us to power both our economy and the world—enabling U.S. leadership in innovation, energy production, and manufacturing alike. Many of the investments that make this possible are enabled by current tax provisions, including some from the Inflation Reduction Act.

    Furthermore, as the Trump Administration continues its efforts to restore manufacturing and secure supply chains, maintaining a reliable energy tax environment is essential to attracting long-term investment, particularly in states that offer business-friendly climates. Repealing incentives that support energy development would undermine these objectives, slowing economic progress and job creation in key industries.
    At the same time, we acknowledge there are necessary reforms to be made within our tax system to ensure efficiency, accountability, fiscal sustainability, and implementation that follows the rule of law.     New Mexico Delegation Moves to Protect Sacred Site for Years and Generations to Come
    Washington, D.C. – Today, U.S. Senators Ben Ray Luján (D-N.M.) and Martin Heinrich (D-N.M.), and U.S. Representatives Teresa Leger Fernández (D-N.M.), Melanie Stansbury (D-N.M.), and Gabe Vasquez (D-N.M.) reintroduced the Chaco Cultural Heritage Area Protection Act, legislation to protect Chaco Canyon and the greater sacred landscape surrounding the Chaco Culture National Historical Park. The legislation will prevent future leasing and development of oil, gas, and minerals on non-Indian federal lands within a 10-mile buffer zone around the park. This proposed Chaco Protection Zone will preserve the sacred sites and cultural patrimony within Chaco Canyon and the surrounding landscape for generations to come.
    Located in northwestern New Mexico, the Greater Chaco landscape is a region of great cultural, spiritual, and historical significance to many Pueblos and Tribes that contains living sacred sites. Chaco was listed as a UNESCO World Heritage Site in 1987 and is one of only 24 such sites in the United States.
    In 2023, the Biden administration announced it would commence a 20-year Administrative Withdrawal of non-Indian federal lands in the 10-mile buffer zone. That welcome step has been successful and is still in place but is under threat from the Trump Administration and Republicans in Congress. By contrast, this legislation would provide permanent protections for the Greater Chaco Region by withdrawing non-Indian federal lands from new mineral development in perpetuity.
    “Chaco Culture National Historical Park – and the Greater Chaco Region – is one of the world’s greatest treasures that must be protected for our future generations. Chaco holds deep spiritual and cultural significance for Tribes and Pueblos and is one of only a handful of World Heritage Sites in the United States,” said Luján. “With the New Mexico Delegation, I am proud to reintroduce legislation to permanently protect the Greater Chaco Region. According to a 2022 federal assessment of the proposed 10-mile buffer zone, only 10 Navajo allotments will be highly impacted by a withdrawal.

    WASHINGTON, DC — U.S. Senator Gary Peters (D-MI), Ranking Member of the Senate Homeland Security and Governmental Affairs Committee, led his committee colleagues in calling for an immediate investigation into the use of personal Gmail accounts and Signal chats by senior government officials to conduct official government business, including the transmission of sensitive and possibly classified information about military operations. Federal cybersecurity policy and records preservation laws prohibit the use of personal accounts or unsecure commercial platforms to conduct government business. The senators’ request follows revelations that key administration officials used Signal and its disappearing message features while communicating sensitive information about an airstrike in Yemen, and that national security advisor Michael Waltz and other National Security Council members used personal Gmail accounts to send messages related to military operations and weapons systems. Peters was joined in sending the letter by U.S. Senators Richard Blumenthal (D-CT), Maggie Hassan (D-NH), Rueben Gallego (D-AZ), Andy Kim (D-NJ), Elissa Slotkin (D-MI), and John Fetterman (D-PA).
    “New revelations now show that senior Trump Administration officials have failed to adequately preserve government records and are actively using commercial platforms to communicate sensitive, national security information. In addition to the clear national security risks and apparent violations of federal records and other laws, this presents new potentially significant cybersecurity vulnerabilities,” wrote the senators. “As members of the Senate committee with jurisdiction over the management of government records and cybersecurity of federal agencies, we ask that you investigate potential unauthorized disposition of records associated with the reported use of personal Gmail accounts to conduct official business by national security advisor Michael Waltz and other National Security Council (NSC) members. We also request that you review and take appropriate actions to enforce laws governing the reported use of an automatic deletion mechanism on a Signal chat between the Vice President, agency heads, and other officials discussing government business.”
    The senators continued: “Both of these commercial platforms have been regularly targeted by foreign adversaries and are not considered secure enough for communications on official government business or for classified information. In November 2024, the Federal Bureau of Investigation warned that, in addition to nation state actors from Russia and China, cybercriminals were also increasingly targeting personal email accounts. Both the Department of Defense and the National Security Agency have warned employees against using Signal, even for unclassified information, due to Russian hacking groups using a vulnerability in the application. An investigation is required not only to determine whether any federal laws were broken, but also because we do not know how frequently such platforms or associated automatic deletion mechanisms are being used by federal officials.”

    WASHINGTON, DC – During a hearing of the Senate Armed Services Committee, U.S. Senator Jacky Rosen (D-NV) secured a commitment from President Trump’s nominee to lead the National Nuclear Security Administration, former Congressman Brandon Williams, that he would advise against resuming explosive nuclear testing in Nevada at the Nevada National Security Site. From 1951 to 1992, the Site was ground zero for the majority of the United States’ explosive nuclear testing, when 100 atmospheric and 828 underground tests were conducted at the Site. During this era, millions of people and acres of land across the Southwest were contaminated by radiation, resulting in billions of taxpayer dollars spent in compensation. In lieu of testing, the Nevada National Security Site conducts subcritical experiments in an underground laboratory to certify the reliability, safety, and effectiveness of our nuclear stockpile. Senator Rosen also warned that resuming explosive nuclear testing could trigger a nuclear arms race with our adversaries, causing catastrophic consequences around the world.

    Senator Rosen: Congressman Williams, if President Trump were to ask your advice about returning to explosive nuclear tests, how would you counsel him on the national security implications, and what would you recommend? 
    Brandon Williams: Senator Rosen, thank you for that question, and thanks very much for hosting me, and that conversation was very insightful. And I very much appreciated that. As you pointed out, we have 928 tests – nuclear tests – that we performed, more than any other nation. We collected more data than anyone else. And it is precisely that data that has underpinned our scientific basis for confirming the stockpile since the moratorium in 1992. The decision whether to continue testing, critical testing, supercritical testing, […] would certainly be above my pay grade, should I be confirmed as the administrator.

  • MIL-OSI USA: Kaine & Colleagues Introduce Legislation to Protect Communities from Gun Violence

    WASHINGTON, D.C. – U.S. Senator Tim Kaine (D-VA) and his Senate colleagues introduced the Gas-Operated Semi-Automatic Firearms Exclusion (GOSAFE) Act and the bipartisan Banning Unlawful Machinegun Parts (BUMP) Act, two pieces of legislation that will help protect communities from gun violence by limiting large capacity ammunition feeding devices and prohibiting the sale of bump stocks, devices that are used to turn semiautomatic weapons into machine guns by increasing their rate of fire.

    “No Virginian should live in fear of a mass shooting,” said Kaine. “There is so much more Congress can and must do to reduce the risk of gun violence, and I’m glad to join my colleagues in introducing these bills to strengthen regulations on semiautomatic firearms and outlaw modification devices that can turn legal firearms into tools for mass shootings.”

    The GOSAFE Act would regulate firearms based on their inherently dangerous and unusually lethal mechanisms, as opposed to focusing on a particular model of firearm or cosmetic features that can be easily modified. This would limit large capacity ammunition feeding devices and keep dangerous weapons out of the hands of individuals who should not have them.

    WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) is demanding answers from U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. about the closure of five regional Head Start offices across the country, including the Region 5 office in Chicago which serves Head Start grantees in Wisconsin, Illinois, Indiana, Michigan, Minnesota, and Ohio. In the letter, Senator Baldwin and her colleagues made clear that Secretary Kennedy’s decision will harm children’s access to early education and cut jobs for hardworking Midwesterners dedicated to early childhood development.

    “This announcement—which contained no guidance for grantees in impacted regions—has created confusion and chaos for Head Start centers, employees, and families across various states, including those in Region 5,” Baldwin and the lawmakers wrote.

    The Head Start program is critical for children as it offers services for low-income children under the age of five in receiving wrap-around support in early learning and development.  In Region 5, more than 2,600 Head Start centers provide child care for nearly 125,000 children and employ more than 40,000 child care professionals. 

    Despite the number of working-class families that rely on Head Start services for child care, educational support for their children, or as a place of employment, the U.S. Department of Health and Human Services (HHS) provided no warning about cuts to Region 5’s operations.

    “Region 5 federal employees and grantees received no warning about the Chicago office closure, and since the announcement, grantees have received no guidance about how they will access training and technical assistance.  Head Start centers run on tight budgets, and without a regional office, grantees will not be able to receive approval to draw down funds, forcing many to consider laying off staff—or even shuttering their doors,” Baldwin and the lawmakers continued. “This will have devastating effects for children, families, child care workers, and the economy if children fail to receive care, childcare staff lose their jobs, and parents cannot go to work.”

    The lawmakers reiterated that the recent Region 5 closure builds on the Trump Administration’s continued attacks on federal agencies and federally funded programs, particularly through the January 27 memo from the Office of Budget and Management that paused all federal funding.  This resulted in chaos and confusion for Head Start grantees, including in Wisconsin where half of Wisconsin Head Start programs were locked out of systems they use to pay staff and keep operations running.

    The lawmakers concluded their letter by demanding answers about how the closure of the Region 5 office in Chicago will impact Head Start grantees in the Midwest and the families that rely on this program. In Wisconsin, 39 grant-funded programs serve about 16,000 children and their families.

    This letter was led by Senator Dick Durbin (D-IL) and also co-signed by Senators Tammy Duckworth (D-IL), Gary Peters (D-MI), Elissa Slotkin (D-MI), Amy Klobuchar (D-MN), and Tina Smith (D-MN).

    Dear Secretary Kennedy:

    We are writing to express concern with your April 1, 2025, announcement that the Department of Health and Human Services’ (HHS) Office of Head Start (OHS) plans to close five regional offices across the United States, including the Region 5 office in Chicago.  This announcement—which contained no guidance for grantees in impacted regions—has created confusion and chaos for Head Start centers, employees, and families across various states, including those in Region 5 (Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin).  It also has impacted the jobs of 21 federal workers and 12 contractors.

    The Head Start program serves children and families who are most in need in both rural and urban communities across our states.  In Region 5, more than 2,600 Head Start centers provide high-quality child care for nearly 125,000 children, including children from nearly 2,400 active duty or military veteran families.  These centers also employ more than 40,000 child care professionals.  The staff in the Region 5 office helped these centers serve children and families efficiently and effectively, including monitoring budgets, enrollment, and audits.

    Region 5 federal employees and grantees received no warning about the Chicago office closure, and since the announcement, grantees have received no guidance about how they will access training and technical assistance.  Head Start centers run on tight budgets, and without a regional office, grantees will not be able to receive approval to draw down funds, forcing many to consider laying off staff—or even shuttering their doors.  This will have devastating effects for children, families, child care workers, and the economy if children fail to receive care, child care staff lose their jobs, and parents cannot go to work.

    HHS’ closure of the Chicago regional office for Head Start compounds the challenges Head Start grantees already faced after the Trump Administration’s reckless January 27, 2025, Office of Budget and Management memo that paused federal funding.  After this memo was released, Head Start grantees were locked out of the system used to access grant funding, causing some centers to furlough staff and temporarily close their doors.  Days later, after the Trump Administration clarified that the funding freeze was not meant to impact Head Start, child care centers still struggled to access their funding.

    To better understand how the closure of the Region 5 office may impact our constituents, we ask that you provide answers to the following questions by April 22, 2025:

    1. There was no guidance or additional information offered in the April 1, 2025, announcement to close five regional Head Start offices.  Who can grantees in impacted regions contact for more information? 
    1. When does HHS plan to notify Region 5 grantees about relocation?
    1. Which region will Region 5 grantees be relocated to? 
    1. When does HHS plan to begin the relocation of Region 5 grantees to a new regional office?
    1. What is HHS’ plan to ensure that grantees have timely access to drawn down funds before the relocation and during the relocation process?
    1. Five of the 12 Head Start regional offices were shuttered.  This means that the remaining seven regional offices will have to pick up grantees from other regions. How will HHS ensure that fewer staff are able to adequately serve more grantees?
    1. Prior to the announcement on April 1, 2025, did HHS undertake any examination to ensure that services to help Head Start child care centers throughout Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin will not be impacted by a relocation?
      1. If yes, please outline how HHS plans to guarantee that support for Head Start grantees will not be impacted.
    1. Will federal employees formerly employed in the Chicago office be given the option to relocate?

    Washington, D.C. – Today, U.S. Senator Reverend Raphael Warnock (D-GA), alongside Senator Michael Bennet (D-CO), led the introduction of ambitious legislation to provide the most generous expansion of the Child Tax Credit (CTC) to date. Relative to the current CTC, the American Family Act would double the CTC for children under 6 years old and nearly double it for kids 6 and up. The bill would also provide a “Baby Bonus”, a $2,400 one-time payment for newborns. 

    Under current law, the CTC is $2,000 per child ages 0-16. If no action is taken and current provisions expire at the end of the year, that would be cut in half to $1,000 per child. Senator Warnock’s proposal would increase this tax cut for families in Georgia and across the country by providing a $4,320 credit for children under 6 years old, and a $3,600 credit for children 6-17, as well as providing the Baby Bonus.

    “With the most ambitious expansion of the Child Tax Credit to date, this legislation would put more money back into the pockets of working families while helping lift millions of children out of poverty,” said Senator Reverend Warnock. “Expanding the Child Tax Credit is not only the right thing to do morally, but also the smart thing to do economically; I will keep fighting to get this done and ensure Congress invests in our children and families with more urgency than we invest in our country’s millionaires and billionaires.”

    America’s families and their pocketbooks are being squeezed like never before. From the rising cost of groceries and child care to the ever-growing challenge of affording rent and health care, the basic expenses of raising children continues to outpace wages. As families try to stay afloat, Senator Warnock believes the federal Child Tax Credit (CTC) is one of the most effective tools we have to combat child poverty and support working parents.

    The legislation also makes the Child Tax Credit fully refundable for low-income parents. Right now, many low-income parents only receive $1,700 of the $2,000 CTC. The regular credits only lower a family’s tax bill, so if they do not owe much, they miss out. This bill changes that so they get the full amount. This provision is important for ensuring working-class families and children in poverty get ample support too, not just wealthier households. 

    In 2021, Congress passed legislation temporarily expanding the Child Tax Credit, which lifted 165,000 Georgia children out of poverty, 2.9 million children across the country, and cut the national child poverty rate in half. Currently, there are more than 11 million children living below the poverty line in the United States. If no action is taken and current provisions expire at the end of the year, then the Child Tax Credit will be slashed in half and working families will be further strapped for cash at a time when this administration is taking reckless actions that will raise costs for Americans. 

    Since entering the Senate in 2021, Senator Reverend Warnock has been a leading advocate for expanding the CTC to support working families and lift children out of poverty. Senator Warnock successfully pushed to include an expansion of the CTC in the American Rescue Plan, which helped cut child poverty across the country in half until Congress let the tax cut expire. In 2022, Senator Warnock called on Congress to extend the tax cuts for working families and urged the Biden Administration to secure an extension of the expanded CTC as a centerpiece of any subsequent negotiations on economic legislative priorities. In February 2024, Senator Warnock questioned former Treasury Secretary Janet Yellen on the economic benefits, for both states and families, of the CTC. Continuing his efforts in August 2024, Senator Warnock spoke on the floor of the U.S. Senate advocating for legislation to expand the CTC.

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), Ranking Member of the Senate Committee on Rules and Administration and California’s former Secretary of State, highlighted the growing chorus of Secretaries of State and other key election officials who have expressed concerns about the devastating potential impacts of Republicans’ Safeguard American Voter Eligibility (SAVE) Act, which the House of Representatives is scheduled to vote on this week. The outpouring of concern follows Senator Padilla’s letter to bipartisan state election officials across the country warning them about how the SAVE Act threatens to disenfranchise millions of eligible American voters by creating overly burdensome documentation requirements, which would make registration harder for new voters, married women, rural voters, servicemembers abroad, and the tens of millions of Americans who register to vote online or by mail.

    Santa Cruz County Clerk Tricia Webber: “Election offices will not receive federal or state funding to implement these new changes or perform outreach to voters in order to educate them on the new process. Voters will have to take time off from work to obtain the necessary documentation and come in person to register to vote, as well as spend funds to get the necessary documentation, drive to and from their home to the elections office at least once every time there is a change to their registration.”

Dr. Paul’s Expedited Access to Biosimilars Act will increase market competition, lower drug prices, and increase access to more life-saving treatments.

    “For too long, the FDA has forced companies to jump through bureaucratic hoops and produce redundant clinical studies that offer no new meaningful scientific information for the approval process,” said Senator Paul. “My bill puts an end to wasteful and repetitive clinical requirements that create unjustified barriers, further delaying competition in the market. For years, biopharmaceutical researchers have argued that new and advanced methods of determining biosimilar clinical equivalence in early development have eliminated the need for late-stage human studies. When a biosimilar proves it is safe, effective, and similar to the brand name product in the early stages of its analytical and safety assessment, there’s no scientific justification to delay access.”

    BACKGROUND

    Senator Paul’s legislation will:

    • Retain the FDA’s requirement for pharmacokinetic (PK) studies, but it will eliminate the FDA’s blanket requirement of immunogenicity, pharmacodynamics (PD), and Clinical Efficacy Requirements (CES) unless scientifically warranted. PK studies are essential because they are relevant tools for demonstrating clinical similarity and safety assessments.
    • Require the FDA to justify the additional study requirements, ensuring that regulatory decisions are based on scientific necessity, not outdated bureaucracy.
    • Accelerate market entrance and competition for biosimilars that are priced lower than brand-name products.  

    Regulatory agencies in the U.K. and European Union (EU) have dropped the blanket requirement for these redundant studies after years of research determined that early-stage PK studies were sufficient for biosimilar approval. The regulatory overreach by the FDA often dictates the practice of medicine and slows access rather than making safety and effectiveness determinations of medications. The agency’s increasing demands of studies leave little room for physicians and patients to make outcome-oriented decisions for themselves.  

    It is time for the agency to start thinking like an innovator, not an impediment to innovation. By modernizing and streamlining the FDA biosimilar approval process, Congress can help lower patients’ prescription costs without compromising safety or efficacy.

Kaine. “At a time when the Trump Administration’s policies are centered around tax cuts for billionaires paid for by senseless tariffs and cuts to social services, this legislation is even more important. I urge my colleagues on both sides of the aisle to join us in focusing on cutting taxes for the middle-class.”

    Specifically, the Tax Cut for Workers Act would nearly triple the maximum EITC for childless workers, and extended eligibility to workers over age 65 and qualifying workers under age 25.

    The CTC is one the most effective tools to reduce poverty and put money back in the pockets of working families. The American Family Act would increase the value of the CTC from the current level of $2,000 per child to $6,360 for newborns, $4,320 for children ages one through six, and $3,600 for children age six through 17. It would also end the longstanding, discriminatory policy that reduces the value of the CTC for low-income families, ensuring that the families of 17 million low-income children left out of the CTC under current law will receive the same credit as families in the middle class. In addition, the legislation would provide for monthly delivery of the credit so families have access to the credit as bills arrive and index the CTC for inflation to preserve the value of the credit moving forward.

    Sens. Warner and Kaine have long supported policies that would help working-class families. Both senators provided key votes for the passage of the American Rescue Plan Act in 2021, which dramatically reduced child poverty through an expansion of the Child Tax Credit. The senators both helped pass the landmark Inflation Reduction Act in 2022, which helped families in Virginia and across the nation through expanded subsidies for health insurance, clean energy tax credits for homes and automobiles, and investment in job creation. This month, Sens. Warner and Kaine successfully passed bipartisan legislation in the Senate to roll back President Donald Trump’s tariffs on Canadian goods.

    Cotton Introduces Bill to End U.S. Dependence on Chinese-Manufactured Pharmaceuticals

    Washington, D.C. — Senator Tom Cotton (R-Arkansas) today introduced the Anyone But China (ABC) Safe Drug Act, which would end U.S. dependence on China for pharmaceutical manufacturing.

    “Shortages in the medical supply chain are a matter of life and death, and we cannot rely on China for our citizens’ survival. This bill will encourage pharmaceutical production in the United States and end dependency on the Chinese Communist Party,” said Cotton.

    The bill’s key restrictions would go into effect in 2028. No Food and Drug Administration resources will be diverted to begin implementation. Specifically, the bill will:

    1. Prohibit pharmaceutical purchases from China or products with active pharmaceutical ingredients created in China*.
    2. Create transparency in the supply chain by instituting a country-of-origin label of all imported drugs.
    3. Provide economic incentives for manufacturing drugs and medical equipment in the United States.

    * This requirement will be phased in over two years. The FDA may issue waivers if the active pharmaceutical ingredients are only available in China, however, no waivers may be issued after 2030.

    Whereas reports indicate that 1 in 4 girls and 1 in 13 boys will become victims of child sexual abuse before their 18th birthday;

    Whereas 93 percent of child sexual abuse victims are abused by a person they know and trust;

    Whereas, in 2023, the National Center for Missing and Exploited Children’s CyberTipline received nearly 36,200,000 reports of suspected online child sexual exploitation, a 12-percent increase from 2022, the highest number of reports ever received in 1 year;

    Background:

    Mission Control at NASA’s Johnson Space Center led all of the space shuttle flights throughout the program’s history, and the astronauts who flew aboard the shuttles lived and trained in Houston. Four space shuttles were retired from NASA in 2010, and one of them was expected to go on display in the Space City.

    Congress stated in the NASA Authorization Act of 2010 that the four space shuttles were to be given to states with a “historical relationship with either the launch, flight operations, or processing of the Space Shuttle orbiters or the retrieval of NASA-manned space vehicles, or significant contributions to human space flight.” Unfortunately, this directive was unlawfully ignored by the Obama administration, who played politics to keep Houston from getting one of the shuttles. Notably, the administration gave one of the four shuttles to New York City, which has not made any major contributions to the nation’s history of space exploration and is not home to a NASA center—unlike Houston.

    The Space Shuttle Discovery is the only shuttle still owned by the federal government and able to be transferred to Houston. This legislation would authorize the movement of the Space Shuttle Discovery from the Smithsonian’s National Air and Space Museum’s Steven F. Udvar-Hazy Center in Virginia to a nonprofit near the Johnson Space Center in Houston.

  • MIL-OSI USA: Welch Leads Bicameral Letter Raising Alarm Over Escalating Violence in West Bank, Assault of Hamdan Ballal

    WASHINGTON, D.C. — U.S. Senator Peter Welch (D-Vt.) and U.S. Representative Pramila Jayapal (D-WA-07) today led 29 of their bicameral colleagues in raising the alarm over escalating violence in the West Bank. In a letter to Secretary of State Marco Rubio, the Lawmakers urge the Trump Administration to immediately reinstate sanctions against individuals who perpetrate violence that undermines regional stability and security in the West Bank. The bicameral letter comes in response to the violent assault of Palestinian filmmaker Hamdan Ballal, an Oscar-winning co-director of the documentary, No Other Land, which chronicles life for Palestinians under occupation in the West Bank. 
    “The assault on Mr. Ballal occurred against the backdrop of intensified Israeli military operations across the West Bank,” wrote the Lawmakers. “Given the gravity of this attack and its implications on the ability of Palestinian civilians to advocate for self-determination peacefully, the U.S. must put pressure on the Israeli government to hold perpetrators accountable.” 
    On March 24, 2025, Ballal was attacked by a group of Israeli settlers in the village of Susiya in the occupied West Bank. The account of the attack from the Israel Defense Forces (IDF) differs greatly from witness reports, which also claim that the IDF did not intervene and instead handcuffed Ballal after he sustained serious injuries.   
    “Given Mr. Ballal’s platform, we are especially concerned that this violent attack and failure to hold his perpetrators accountable suppresses his freedom of speech and those who tell Palestinian stories,” continued the Lawmakers. “While it is important to dismantle militant cells in the West Bank that threaten the security of the Israeli people, we are concerned recent Israeli operations have disproportionately impacted Palestinian civilians.” 
    This assault occurred as tensions continue to rise in the occupied West Bank during intensified military operations by the IDF forces. Since January, operations have displaced more than 40,000 Palestinians.

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, today questioned Sarah Wynn-Williams, Facebook’s former Director of Global Public Policy, at the Senate Judiciary Subcommittee on Crime and Counterterrorism hearing entitled “A Time for Truth: Oversight of Meta’s Foreign Relations and Representations to the United States Congress.” Durbin first asked Ms. Wynn-Williams about protecting children online.
    “You made a reference in the book [Ms. Wynn-Williams’s memoir], that a lot of the executives at Facebook protected their own children from what might have been exploitation. So, these [Big Tech] executives at Facebook protected their own kids from that kind of exploitation, correct?” Durbin asked.
    Ms. Wynn-Williams highlighted the hypocrisy of these Big Tech executives—their own children were not allowed to use social media. She said, “These executives—they know the harm that this product does. They don’t allow their own teenagers to use the products that Meta develops.”
    Durbin then asked who is making the executive decisions at Meta regarding privacy and exposing American’s private material and data to the Chinese.
    “Are these decisions being made by [Meta CEO Mark] Zuckerberg himself or by boards or by open discussion? How much sensitivity was there to the fact that the decisions were historic in nature and maybe even criminal?” Durbin asked.
    Ms. Wynn-Williams responded, “you asked me in part about China. To give you just one example, at the governance level, the lead independent director on Meta’s board was also on the payroll for the China project.”
    Durbin asked, “So they had dual loyalty? 
    Ms. Wynn-Williams responded, “I think the question is around accountability and governance of this company and tech companies more generally—there needs to be a lot more accountability. I don’t think the current governance structures are anywhere close to being sufficient.”
    Durbin then asked about the quality of employees at Meta. Ms. Wynn-Williams stated that most were “amazing people” and “there were people who spoke up” but “that was not happening at the executive level. What was striking was the absence of those types of discussions at the top of the company compared to what was happening with your average people working at the company.”
    Durbin concluded by discussing Section 230 of the Communications Decency Act. For nearly 30 years, Section 230 has shielded Big Tech from liability for the harms they cause. Only by removing that liability shield will Big Tech finally have to take the steps companies in all other industries have to take to protect their customers.
    “Many of us believe, the Committee has voted accordingly, that if they [Big Tech] could be held accountable for their decisions, in a court of law, and find damages… that this would have more impact than some of the best speeches that we could put together as members of Congress, so we are going to work on that,” Durbin concluded.

    Durbin has used his role on the Senate Judiciary Committee to prioritize child safety online through hearings, legislation, and oversight efforts. On January 31, 2024, while Durbin was serving as Chair, the Committee held a hearing featuring testimony from the CEOs of social media companies Discord, Meta, Snap, TikTok, and X (formerly known as Twitter). This hearing highlighted the ongoing risk to children and the immediate need for Congress to act on the bipartisan bills reported by the Committee.
    Last Congress, the Committee reported out Durbin and Senator Josh Hawley’s (R-MO) STOP CSAM Act. The bipartisan legislation would crack down on the proliferation of child sexual abuse material (CSAM) online by allowing victims to sue companies that host this material, among other things. Senators plan to reintroduce it soon. 
    In addition, Durbin’s bipartisan Disrupt Explicit Forged Images and Non-Consensual Edits Act of 2024 (DEFIANCE Act) passed the Senate in July 2024. The legislation would hold accountable those responsible for the proliferation of nonconsensual, sexually-explicit “deepfake” images and videos. The volume of “deepfake” content available online is increasing exponentially as the technology used to create it has become more accessible to the public. The overwhelming majority of this material is sexually explicit and is produced without the consent of the person depicted.

  • MIL-OSI USA: Welch Leads Eight Lawyers on Judiciary Committee in Commending Law Firms that have Resisted Trump’s Unconstitutional Executive Orders

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.), Ranking Member of the Senate Judiciary Subcommittee on the Constitution, this week led eight lawyers on the Senate Judiciary Committee in sending a letter to the American Bar Association (ABA), commending lawyers and law firms that are resisting President Trump’s illegal and unconstitutional attacks on the legal profession.  
    “As fellow members of the legal community, we applaud lawyers who are resisting President Trump’s illegal and unconstitutional attacks on the legal profession,” wrote the Democratic lawyers on the Senate Judiciary Committee. “These orders are unlawful—a tool of intimidation, and a weaponization of the federal government. The President’s actions existentially threaten essential rights guaranteed by our Constitution.  
    “The Sixth Amendment right to counsel is undermined when a President signals that choosing to represent his political opponents carries the risk of retribution. The First Amendment protection against viewpoint discrimination is imperiled when a president seeks to punish lawyers who advocate against his policies. By levying punishments outside the ordinary legal process, these orders violate Constitutional due process.” 
    The Senators concluded: “The American Bar Association has stalwartly supported lawyers that have resisted President Trump’s bullying. We join the ABA in commending these lawyers, who have taken financial and professional risks to fight for the rule of law and our constitutional rights. We urge others to join you.” 
    Between March 6th and March 27th, President Trump issued Executive Orders targeting four law firms against whom he has personal grievances—including representing his political opponents and associating with lawyers who have been critical of the President. The Executive Orders limit the targeted law firms’ access to federal buildings, suspend security clearances, and prevent federal agencies from engaging with firm lawyers. 
    Three law firms—Jenner & Block, WilmerHale, and Perkins Coie—have rightfully challenged the President’s Executive Orders in court, asserting that the orders are in violation of the Constitution and the principles that underlie it. In each of these cases, judges appointed by Presidents from both political parties have properly issued temporary restraining orders against the orders.

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) yesterday spoke on the Senate Floor on how President Trump’s January 20th Executive Order suspending admission to the United States for Afghan refugees has left vulnerable families stranded and abandoned thousands who face persecution.
    In his remarks, Senator Welch urged Congress to expedite the resettlement of Afghan refugees, many of whom worked with, and for, the U.S. government, our diplomats, and our intelligence officers. Senator Welch praised the Vermont Afghan Alliance and other resettlement organizations which have connected Afghans to state and local services. He also urged Congress and the Trump Administration to streamline and overhaul the resettlement process.

  • MIL-OSI USA: Tillis, Blumenthal Lead Bipartisan Legislation to Provide Service Dogs to Eligible Veterans

    WASHINGTON, D.C. – Today, Senators Thom Tillis (R-NC) and Richard Blumenthal (D-CT) introduced the Service Dogs Assisting Veterans (SAVES) Act, bipartisan legislation that would establish a program to award grants to nonprofit organizations to assist them in carrying out programs to provide service dogs to eligible veterans. Joining Senators Tillis and Blumenthal were Senators John Cornyn (R-TX), Dick Durbin (D-IL), Kevin Cramer (R-ND), Elissa Slotkin (D-MI), and Angus King (I-ME). The SAVES Act builds on the Puppies Assisting Wounded Servicemembers (PAWS) for Veterans Therapy Act that was introduced by Senator Tillis and signed into law. 

    “Long after the fighting on the battlefield ends, too many of the courageous servicemembers come home and continue to battle against enemies that many consider just as insidious as those with guns, grenades, and rockets. That is why in 2021, I introduced the PAWS Act that created a pilot program to provide canine training to eligible veterans, but it is clear we must continue to build on that effort to ensure this program is expanded to veterans in need,” said Senator Tillis. “The SAVES Act will allow more veterans who are struggling with the invisible wounds of war to receive service dogs that could ultimately save their lives. We must repay the debt to the men and women who served our country, I hope congress quickly passes this legislation to provide them with his important resource.” 

    Service dogs provide vital support to our brave servicemembers struggling with PTSD and other service-related injuries after they return from the battlefield,” said Senator Blumenthal. “Military men and women are often fighting invisible battles when they return home from service, and these canine companions are able to offer them comfort and ease their transition back into civilian life. The SAVES Act ensures that nonprofits have the necessary resources to provide our nation’s heroes with access to the essential and even life-saving assistance of service dogs.”

However, training a service dog to meet the specialized needs of veterans comes with significant costs—often ranging from $20,000 to $40,000 per dog. This expense covers everything from intensive training to ensure the dog can assist with tasks like mobility support or PTSD mitigation, to veterinary care and matching veterans with their perfect companion. For many veterans, these costs are prohibitive and can stand in the way of accessing this life-changing support. Grants and funding initiatives, such as those provided under the SAVES Act (Service Dogs Assisting Veterans Act), play a critical role in bridging this gap. The SAVES Act provides federal grants to organizations that train and place service dogs with veterans. By alleviating the financial burden, this act ensures that veterans can access the support they need without the barrier of high costs. It represents a commitment to honoring our heroes by investing in their recovery and well-being. We extend our heartfelt gratitude to Congress for their steadfast support in advancing the SAVES Act.     Background

    It is estimated that upwards of 20% of Iraq and Afghanistan war veterans have PTSD and more than 485,000 service members have been diagnosed with at least one traumatic brain injury over the past two decades. As a result, these veterans suffer from alarmingly high rates of depression, anxiety, joblessness, homelessness, substance use disorder and other negative behaviors. Far too often, they resort to taking their own lives – roughly 20 veterans die by suicide each day, nearly one an hour.

    Under the SAVES Act, nonprofit organizations would be required to submit an application to the Secretary that includes a description of the training that will be provided by the organization to eligible veterans; the training of dogs that will serve as service dogs; the aftercare services that the organization will provide for the service dogs and eligible Veteran; the plan for publicizing the availability of service dogs through a marketing campaign; the committee of the organization to have humane standards or animals. Nonprofit organizations would also need to certify that they are accredited by Assistance Dogs International or another widely recognized accreditation organization.

  • MIL-OSI USA: Cramer Welcomes NDSU Bison Football Team Back to Washington

    WASHINGTON, D.C. – The North Dakota State University (NDSU) Bison returned to Washington, D.C., to celebrate their National Collegiate Athletics Association Division I Football Championship Subdivision (FCS) national title. The Bison beat the Montana State Bobcats 35-32 in January, securing the team’s 10th FCS Championship within 14 years, and the 18th championship in program history. Following the Bison’s win, U.S. Senator Kevin Cramer (R-ND) announced President Donald Trump would host the team at the White House. 

    Cramer and fellow North Dakota U.S. Senator John Hoeven welcomed the team to the U.S. Capitol for lunch and a tour before visiting the White House. North Dakota Congresswoman Julie Fedorchak kicked off the lunch by congratulating the team, and Alabama Senator and former Auburn football coach Tommy Tuberville stopped by to address those gathered at the lunch.

    Watching the Bison football championship game was like nothing I’ve ever seen, except those nine other times,” said Cramer in a post on X. “It never gets old! Great to celebrate them at the Capitol today!”

    “Winning a national championship gets the NDSU football team invited to DC,” Cramer continued. “Being outstanding student athletes and men gets them invited to the White House. Thank you to NDSU for raising American leaders & the honor of hosting them today with President Trump.”

    At the White House, the team met with President Trump in the East Room. NDSU Head Coach Tim Polasek presented President Trump with a custom “Trump 47” jersey. North Dakota Governor Kelly Armstrong, Former North Dakota Governor and Secretary of the Interior Doug Burgum, Former North Dakota First Lady Kathryn Burgum, and Secretary of Homeland Security Kristi Noem were also in attendance. President Trump also welcomed players into the Oval Office, where he gifted a coin and pen to each member of the team.

    To celebrate the Bison’s victory and historic accomplishment, Cramer and Hoeven delivered remarks on the Senate floor and introduced a resolution to congratulate the team.

  • MIL-OSI USA: Senator Gillibrand And Congressmembers Lawler And Gillen Demand Answers From Secretary Kennedy On Head Start Field Office Closures

    Today, U.S. Senator Kirsten Gillibrand, along with Congressmembers Mike Lawler (R-NY) and Laura Gillen (D-NY), sent a letter to United States Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. demanding answers on closures of Office of Head Start (OHS) regional offices across the nation, including in New York. Head Start and Early Head Start are the only federally supported early care and education programs specifically dedicated to serving low-income households. The members reinforced the critical role that these regional offices have in serving Head Start and Early Head Start grantees to ensure that these programs continue to help to reduce poverty by providing the unique combination of early childhood education and support services that foster social and economic advancement for families.
    Head Start and Early Head Start programs serve over 50,000 children in New York State, and as the members note, there are long-term benefits that show these programs work. Research consistently finds that “children enrolled in Head Start and Early Head Start programs are more likely to graduate from high school, attend college, and demonstrate improved social, emotional, and behavioral development.”
    The letter requests answers about the following:
    1.           The timeline for developing and implementing a comprehensive plan to replace or supplement the services that are provided by staff in these regional offices.
    2.           The interim or temporary services OHS has in place to ensure the continuity of services to local Head Start and Early Head Start grantees.
    a.           What plans are in place to ensure that grant contracts and renewals, some as soon as May 1, will not be delayed or otherwise disrupted by these personnel decisions.
    3.           Documentation of OHS’s communication with regional staff and local grantees on the status of closures. 
    Senator Gillibrand has been a leader on supporting Head Start and Early Head Start programs. In 2023 alone, she announced over $100 million in federal funding for Head Start programs in New York State.

    Dear Secretary Kennedy,
    We write to express our deep concern regarding the reported closures of at least five Office of Head Start (OHS) regional offices across the nation, including the Region II office, which serves the families, children, and grant recipients in New York, New Jersey, the Virgin Islands, and Puerto Rico. We strongly urge you to reverse this decision and commit to ensuring that any agency restructuring decisions do not result in service disruption or delays for children and families. 
    As you know, Head Start and Early Head Start are the only federally supported early care and education programs specifically dedicated to serving low-income households. These programs help to reduce poverty by providing the unique combination of early childhood education and support services that foster social and economic advancement for families. Research consistently shows that children enrolled in Head Start and Early Head Start programs are more likely to graduate from high school, attend college, and demonstrate improved social, emotional, and behavioral development. In New York alone, over 50,000 children and their families rely on Head Start and Early Head Start programs.
    Head Start programs are administered by OHS within the Administration for Children and Families (ACF) in the Department of Health and Human Services (HHS). OHS provides federal policy direction through regional offices located across the country and play a critical role in ensuring that Head Start and Early Head Start grantees are equipped to deliver high-quality early childhood education, child care, health services, nutrition, and family support. Staff in these offices – including policy, compliance, and fiscal specialists – assist local grantees with program requirements and safety standards and provide training and technical assistance. Head Start grantees rely on these regional offices for the efficient and reliable administration of grant funding, distribution, and oversight. 
    Employees in at least five regional offices (New York, Boston, Chicago, San Francisco, and Seattle) appear to have received reduction-in-force (RIF) notices. Closing these offices would deprive local Head Start and Early Head Start grantees of these critical services. While this decision may be driven by the goal of improving government efficiency, it could lead to significant delays in program support, undermine service quality, and jeopardize the overall effectiveness of the Office of Head Start.
    We strongly urge the Administration to reconsider these closures until a comprehensive plan to replace or supplement these services is developed and shared with the relevant stakeholders. At a minimum, we ask that you ensure that local Head Start and Early Head Start grantees in Region II have timely and adequate access to the services and support they would typically receive. Additionally, please provide a written response to questions related to continuity and interim services by Wednesday, April 23, 2025. 
    Please confirm and provide the timeline for developing and implementing a comprehensive plan to replace or supplement the services that are provided by staff in these regional offices. 
    Please confirm and provide a description of the interim or temporary services OHS has in place to ensure the continuity of services to local Head Start and Early Head Start grantees?
    How will you ensure grant contracts and renewals, some as soon as May 1, will not be delayed or otherwise disrupted by these personnel decisions?
    Please provide documentation of OHS’s communication with regional staff and local grantees on the status of closures.

    WASHINGTON, DC — This week, Senator James Lankford (R-OK) and Congresswoman Stephanie Bice (R-OK) hosted a ceremony to dedicate a Commemorative Survivor Tree on the grounds of the U.S. Capitol. This Survivor Tree, a descendant of the original tree, was planted on the northwest corner of the Capitol, facing the National Mall. It honors the 168 lives lost and pays tribute to the survivors, rescuers, and all those affected by the Oklahoma City bombing on its 30th anniversary, April 19, 1995. Members of the Oklahoma congressionaldelegation, representatives from the Oklahoma City National Memorial and Museum, and individuals who were directly impacted by the bombing attended the event.
    “We still feel the pain and loss of April 19, 1995. Each year, we remember the 168 lives lost, those who survived, those who were changed forever, and the heroes who ran toward the devastation,” said Senator Lankford. “The Survivor Tree endured the blast and became our symbol of hope. Thirty years later, a ‘child’ of the Survivor Tree now stands each day at our nation’s Capitol. The living memorial honors the legacy of those we lost and reminds the country of the strength, resilience, and compassion that define the Oklahoma Standard.”
    The Alfred P. Murrah Building Bombing changed Oklahoma and our nation forever. In the aftermath of this tragic event the state and city came together creating the Oklahoma Standard,” said Congresswoman Bice. “Planting a sapling of the Survivor Tree, which is a symbol of hope and resilience for our community, on the Capitol Grounds is an immense honor. The location of this tree will serve as a place for every American to reflect and remember the impact of April 19th, 1995.     WASHINGTON – U.S. Senators Chris Coons (D-Del.) and Jerry Moran (R-Kan.) and Representatives Chellie Pingree (D-Maine) and Mike Lawler (R-N.Y.) reintroduced today the bipartisan, bicameral New Opportunities for Technological Innovation, Mitigation, and Education To Overcome Waste, or NO TIME TO Waste Act. The bill would reduce food loss and waste in the United States in an effort to increase food security, foster productivity, promote resource and energy conservation, and address climate change. This reintroduction comes during National Food Waste Prevention Week (April 7-13) to raise awareness around the issue of food waste and highlight bipartisan opportunities to find solutions.
    “Food waste exacerbates hunger, pollutes the environment, and undercuts our economy,” said Senator Coons. “As we celebrate National Food Waste Prevention Week, I’m proud to reintroduce this bipartisan, bicameral bill that takes commonsense steps to tackle food waste. Together, we can reduce greenhouse gas emissions, improve health outcomes, and ensure food reaches the communities across Delaware and the nation who need it most.”
    “Kansas is the breadbasket of the country, helping feed the nation and the world,” said Senator Moran. “However, nearly 40 percent of food produced in the U.S. goes to waste while many Americans face hunger and food shortages.     Each year, 30 to 40% of the U.S. food supply is lost or wasted—133 billion pounds. Meanwhile, 47 million Americans go hungry, including 7 million children, often in rural communities. In the United States, food is the single largest category of material placed in municipal landfills, generating methane gas as it decomposes, a greenhouse gas approximately 28% more potent than carbon dioxide. In response, the United States committed in the 2018 Farm Bill to cut food loss and waste (FLW) in half by the year 2030 through the U.S. 2030 Food Loss and Waste Reduction Goal, the first-ever domestic goal to reduce FLW.
    Specifically, the NO TIME TO Waste Act would: 
    Improve federal coordination by formally authorizing the existence of collaboration between the USDA, EPA, and FDA to reduce FLW by 50% by 2030
    Establish an Office of Food Loss and Waste at USDA to support the role of the Food Loss and Waste Liaison, strengthen research on FLW and new technologies, and quantify the impact of current FLW policies on greenhouse gas emissions
    Strengthen current USDA research programs to include FLW as part of their priorities and support states’ efforts to assist local food recovery infrastructure and coordination
    Launch a national public awareness and education campaign to educate households on practical ways to reduce waste at home, the impacts of FLW, methods for preserving and storing foods, tips for identifying whether food is still safe and edible, and developing educational materials
    The NO TIME TO Waste Act is endorsed by the Zero Food Waste Coalition (Natural Resources Defense Council, Harvard Food Law and Policy Clinic, World Wildlife Fund, ReFED), Upcycled Food Association, Plastic Free Delaware/Zero Waste First State, and Health Care Without Harm.
    “Food waste is a systemwide problem that requires systemwide action to solve, said Renee Albrecht, Co-Chair Federal Working Group, Zero Food Waste Coalition. “The bipartisan NO TIME TO Waste Act provides commonsense solutions to tackle waste throughout the food system and deliver environmental, social, and economic benefits.”

In doing so we can scale efforts to stop food waste and realize greater social, economic and environmental benefits across the US and beyond.”

    On the president’s use of tariffs to halt unfair trade practices:
    “Which goes to the fact that President Trump has the backbone at this point to say, hey, it’s time to right the ship. There has been no president that’s been willing to address this, and we’ve known this has been an issue, Sean, for decades, and it’s only got worse.What President Trump did is he’s finally stepped up and said something that he started talking about back in 1988 on Oprah’s show, saying that they’re taking advantage of us. We have to stop the bleeding. If we didn’t do it, then what generation was going to happen?”
    On the Democrats’ lies about social security and taxes in the reconciliation process:
    “The American people are starting to believe it [Democrats’ lies], because they say it so much. You cannot cut Social Security in reconciliation. At the same time, they’re saying we’re going to cut taxes for billionaires and millionaires and President Trump’s friends, when all we’re doing is extending the current tax code, the current tax policy that we have right now, we’re simply extending it. And so the Democrats, they can’t run on any of their policies, but they’re running on lies.”
    On the need for House Republicans to vote for the Trump-endorsed Senate budget resolution:
    “With the House right now, I think there’s a misunderstanding what the budget actually does. The budget does nothing to instruct them. It’s just the vehicle for us to move to reconciliation. If we don’t get the budget passed, we can’t get to reconciliation, and reconciliation is where all the cuts come in. That’s where we take DOGE into consideration. That’s when we start trying to balance the budget. That’s where we can start making the tax cuts permanent.”
