  • MIL-OSI USA: King: “Looming Threat” of Arctic Aggression Must Be National Priority

    WASHINGTON, D.C. — U.S. Senator Angus King (I-ME), Co-Chair of the Senate Arctic Caucus, in a hearing of the Senate Armed Services Committee, questioned General Christopher Cavoli, Commander of the United States European Command and Supreme Allied Commander Europe, about the United States’ position as an Arctic nation — and the importance of bolstering our nation’s presence in an emerging strategic hotspot amid rising tensions with Arctic adversaries. Senator King made the point that Russia and China are currently positioning themselves more strategically than the U.S. in the High North, through investments in military installations and icebreakers — which directly threatens American security. During the exchange, Senator King and General Cavoli agreed the U.S. needs to be paying closer attention to the Arctic as a new domain for potential conflict.
    Senator King began,” Please discuss Russian and Chinese activities in the Arctic. Strikes me this is a looming threat area we should be addressing. The reason it is becoming so important is the melting of the arctic ice which has something to do with climate change. 70% of the Arctic ice has disappeared in the last 40 years. Talk to me about the strategic importance of the Arctic.”
    “Absolutely, Senator. From the U.S. perspective, the most important thing to understand is the shortest distance from Russian airfields to the U.S. is over the polar cap,” responded General Cavoli.
    “They are building up those airfields, are they not,” asked Senator King.
    “They are. They were before the war at a fast-paced. It has slowed down a little bit during the war, but they are still opening airfields and repairing existing ones. The other thing that comes out of the arctic is the northern fleet in Murmansk comes up, sails down through the Greenland-Iceland-United Kingdom (GIUK) gap, and tries to break into the Atlantic from which they could hold key U.S. targets at risk with sub-launched cruise missiles among other weapons,” said General Cavoli.
    “We should be paying particular attention to the arctic as a new domain of potential conflict,” questioned Senator King.
    General Cavoli replied, “And I think we are. U.S. Northern Command has the primary U.S. responsibility for it. Of course, Strategic Command has activities up there. European Command also has activities up there because so much of the activity is in my area of responsibility (AOR). And the North Atlantic Treaty Organization (NATO), of course. Almost all the nations in the Arctic Council are NATO. The only one that is not is Russia. We have been sponsoring tabletop exercises to make sure we understand the details of command and control and coordination of operations there.”
    As Co-Chair of the U.S. Senate Arctic Caucus, Senator King is an advocate for Maine and America’s interests in the North Atlantic and Arctic region — as Maine is the first port in the contiguous 48 states that will see increased traffic via activity in northern waters. Along with Caucus co-chair Senator Lisa Murkowski (R-AK), King introduced the Arctic Commitment Act  in 2022 to improve America’s posture and opportunities in the Arctic. He has been calling for the appointment of an Arctic Ambassador since 2015, and pushed for the confirmation of the first Arctic Ambassador last year. King also laid out the challenges and opportunities of a warming arctic in an article in the Wilson Quarterly, and in last year’s National Defense Authorization Act, he successfully secured the inclusion of provisions including funding authorizations for University of Maine to increase America’s activity and opportunities in the Far North.

    WASHINGTON, D.C. – Today, U.S. Senator Angus King, a member of the Senate Armed Services (SASC) and Intelligence Committees (SSCI) released the following statement after the Senate voted on two joint resolutions to block weapons sales to Israel:
    “While I have been sharply critical of Israel’s bombing campaign in Gaza, and, in fact, voted in favor Senator Sanders’ prior resolution which would have restricted the supply of offensive weapons, I could not do so today. 
    “My concern was that a positive vote from the Senate today would actually prolong the conflict and the suffering of the Palestinian people in Gaza by encouraging Hamas to resist the negotiations that are essential to bringing an end to this awful war and the release of the remaining hostages.
    “Today’s resolutions were especially troubling in their timing. At this moment, active negotiations are underway in the region and my judgement was that the resolutions, if passed, could and probably would derail those critical discussions.
    “My highest priority is an end to this conflict as soon as possible and a release of the hostages and I could not cast a vote that I believe was likely to undermine that goal.”

    Senator Ricketts: “Agriculture is the heart and soul of what we do in Nebraska. 
    “One in four jobs in Nebraska is related to agriculture. 
    “We’re the Beef State. Beef is essential to our state’s economy.  
    “Last year, Nebraska led the nation with over $2 billion in beef exports. 
    “We also led the nation in commercial cattle slaughter, with nearly 6.9 million head processed.  
    “You know, we have about three cows for every person in Nebraska. 
    “Nebraska ranchers help feed the world. 
    “Our beef industry is not just a part of our economy. It is a part of our way of life. 
    “Recently, we celebrated a major win for our state’s beef industry. 
    “I joined over 1,000 people in North Platte for the ribbon-cutting of the new Sustainable Beef processing plant.

    “When Canada eased up on some of its visa restrictions, the cartels saw their advantage and started moving operations to Canada to transport both people illegally across the border and fentanyl,” saidRicketts. “In fact, 60 Minutes just did a story where they talked to one of these cartel drug smugglers about what he was doing. And he said that this one smuggler was responsible for moving 30 kilograms of fentanyl across the border from Canada into the United States every month. That’s enough to kill 15 million Americans and he was doing it every month. And that was one smuggler. Now he also said that lately, it had been quiet. They hadn’t been moving as much fentanyl. And again, that gets back to President Trump taking a stand to get our neighboring countries to start enforcing their border, to put more resources there, and to start blocking this fentanyl before it gets into our country.”
    “These policies are having an impact . They are working. We need Canada and Mexico to continue to do more,” closed Ricketts. “We are here standing up for secure borders, standing up for American families, standing up for those families who have lost loved ones already to this terrible scourge. We cannot afford to return to an open borders policy. We have to have secure borders. President Trump is leading the fight to secure our border and stop the flow of this horrible drug into our country. And I am proud to support him in doing that.”

    “Senator Ricketts: “I rise today to join my colleagues in talking about the fentanyl crisis that Joe Biden created in our country.
    “Joe Biden had four years of open border policies. Millions of people crossed illegally into our country. But on top of that, we saw a surge of fentanyl coming into our country – fentanyl that is killing our young people.
    “My colleague from Florida just referenced 70,000 people dying from fentanyl. Fentanyl is the leading cause of death among our young people, age 18 to 45. That fentanyl starts in Communist China, where the precursors are made, and they get shipped to Mexico. The cartel is turned into that final product and bring it across the border.
    “And we saw the impact in Nebraska. In 2019 law enforcement Nebraska took 46 pills, just 46 pills, laced with fentanyl, off of our streets. But after Joe Biden got elected, in just the first six months of 2021, that number jumped to 151,000 pills. And it wasn’t just the numbers, it was the human cost.
    “Taryn Lee Griffin, a young mom, two children, she took a pill she thought was Percocet, but it was laced with fentanyl. She died that night. Now her children are going to have to learn about their mom from stories, from pictures, because they don’t have their mom anymore. Sadly, that story is being told all across this country because of the Fentanyl crisis that we have.
    “President Trump was elected to stop this crisis.
    “Think about it, if we’d had 70,000 Americans killed in a terrorist attack, we’d be up in arms. It’s more than are dying from car accidents or from heart disease, and that age bracket. And yet, Joe Biden did nothing, and President Trump got elected to stop it, to make a difference, to end this catastrophe.
    “One of the ways he’s doing that is by putting tariffs on the countries that are allowing this to shift their countries, across their borders.
    “I already mentioned how Communist China and Mexico are linked to this.
    “There was The Daily podcast [by] the New York Times that talked about how President Trump’s policies were having an impact in Mexico.
    “Some people have said, wait, ‘using tariffs that’s creating a trade war.’ That is absolutely not the case. The case is, this is a drug war, and the President is using the tool of tariffs to get a handle on to shut off the flow of fentanyl.
    “In just one month, under Joe Biden, law enforcement intercepted 1400 pounds of fentanyl coming into our country. One month. That’s enough to kill 300 million Americans. President Trump is using his powers to bring that to an end.
    “Now, some people said, ‘well, that’s fine, we get at Mexico, but what about Canada?’

  • MIL-OSI USA: Sens. Moran, Cantwell Reintroduce Bill to Help U.S. Host Cities Bolster Local Infrastructure Ahead of 2026 World Cup, 2028 & 2034 Olympics

    WASHINGTON – U.S. Senators Jerry Moran (R-Kan.) and Maria Cantwell (D-Wash.) – members of the Senate Committee on Commerce, Science and Transportation – reintroduced the Transportation Assistance for Olympic and World Cup Cities Act to provide federal funding for local communities to prepare for transportation demands and ensure the successful movement of fans, workers and goods during the 2026 FIFA Men’s World Cup, the 2028 Summer Olympics and the 2034 Winter Olympics that will all be held in the United States.
    “It was a tremendous feat to secure a spot as a host city during the 2026 World Cup, and I have no doubt that Kansas City will be a welcoming community for hundreds of thousands of soccer fans from around the world,” said Sen. Moran. “Preparations are already underway for the games, and this legislation will support local community and agency efforts to improve infrastructure to connect fans with businesses, hotels, the airport and other host cities during the World Cup.”
    “With less than 500 days until Seattle hosts its first 2026 World Cup game, we need the Department of Transportation to get in the game and support host cities as they work to showcase the best of American innovation and hospitality,” said Sen. Cantwell. “This bill will help ensure the hundreds of thousands of fans visiting Seattle can get to and from games safely and efficiently by improving coordinated transportation planning across the Pacific Northwest.”
    The United States, Canada and Mexico were selected to host the 2026 FIFA Men’s World Cup, and 11 U.S. cities are preparing to host World Cup matches, including Kansas City, Seattle, Atlanta, Boston, Dallas, Houston, Los Angeles, Miami, New York/New Jersey, Philadelphia, and the San Francisco Bay Area. Transportation demands will increase greatly as host cities and surrounding communities are expecting hundreds of thousands of additional visitors from across the globe during the games. Los Angeles will host the 2028 Olympics and Salt Lake City was selected to host the 2034 Winter Olympics.
    This legislation would create a grant program administered by the U.S. Department of Transportation (DOT) to provide host cities with funding for projects that improve transportation in the region during World Cup or Olympic games. Grants would support permanent transportation projects – building new roads, expanding light rail, purchasing new buses, creating bike lanes, improving existing roads or highways, or making airport terminal improvements. 
    The Transportation Assistance for Olympic and World Cup Cities Act would:
    Provide resources to host cities through grant funding for projects that improve transportation in the region during World Cup or Olympic games, which could include acquiring buses, improving airports, or building roads.
    Allow DOT to provide technical and planning assistance to host cities, states, and tribes within 100 miles of a World Cup or Olympic event to help improve coordination and prepare regional transportation systems for the influx of fans.
    Allow DOT to facilitate sharing public transportation equipment, such as buses, between host cities and other cities, helping reduce costs while meeting transportation demand.
    Direct the Department of Commerce to study the economic impact hosting the World Cup and the Olympics has on travel and tourism in the United States.

  • MIL-OSI USA: Rosen Helps Introduce Bipartisan Bill to Eliminate Taxes on Military Retirement Pay

    WASHINGTON, DC – U.S. Senator Jacky Rosen (D-NV) helped introduce a bipartisan bill to provide financial relief for veterans and their families. The bipartisan Tax Cuts for Veterans Act would eliminate federal taxes on military retirement pay.
    “Veterans in Nevada and across our nation have made huge sacrifices to keep our nation safe, and the least we can do is ensure they can keep all of their retirement pay,” said Senator Rosen. “I’m proud to have helped introduce this bipartisan bill to make military retirement tax-free, giving the courageous men and women who served in uniform greater financial relief and stability.”
    Senator Rosen has been fighting for Nevada’s veterans. She has sent letters demanding that the VA reverse harmful plans to reduce their workforce, calling on the VA to permanently reverse layoffs, and pushing for answers regarding mass employee terminations. Last month, she helped introduce legislation to reinstate veterans wrongfully fired by President Trump and Elon Musk. She also took to the Senate floor to oppose the actions of the Trump Administration and Musk to mass fire employees working at the VA. Senator Rosen also demanded the VA provide answers regarding mass employee terminations.

    $378 million due to go out to help Americans avoid sweltering heat this summer now at risk
    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, responded to President Trump and Health and Human Services (HHS) Secretary Robert F. Kennedy Jr. firing the entirety of the staff who run the Low Income Home Energy Assistance Program (LIHEAP), which helps 6 million American households with the tightest budgets afford to heat and cool their homes.
    6 MILLION HOUSEHOLDS SERVED BY LIHEAP ANNUALLY
    In a statement, Senator Murray said:
    “As he raises costs for American families by $3,800 and works to give billionaires like himself new tax breaks, Trump has now also fired all the staff in charge of helping over 6 million American households heat and cool their homes.
    “If the idea here is to prevent federal funding from reaching working class families who are counting on help to cool their homes this summer, Trump and RFK Jr. are on to something—because who exactly is supposed to ensure this funding gets out now? In a matter of weeks, HHS is due to send states hundreds of millions of dollars in new resources ahead of the summer heat—who is going to ensure that happens? When HHS has to quickly turn around new appropriations in October to release funding to states ahead of the winter cold, who is going to ensure that is done quickly and correctly?
    “Even a brief delay could ruin the finances of working families who are hanging on by a thread if this money doesn’t get out—and leave seniors stranded in deadly heat waves this summer. If there are serious errors with calculations that end up shortchanging communities, we have Trump and RFK Jr. to thank for firing the very people who keep this program running.
    “Donald Trump and Elon Musk would like us to believe that our country cannot afford to pay the salaries of the people who help working people across America heat and cool their homes—but that we can afford over $5 trillion in new tax breaks for billionaires like themselves. It is as absurd as it is offensive—and it is working people across the country who will suffer the consequences of their recklessness.”
    LIHEAP helps 6 million households in every state and territory afford to heat and cool their homes with $4.1 billion in assistance for fiscal year 2025. The program is particularly important in ensuring working class Americans and vulnerable populations like seniors are not left in deadly heat waves or winter freezes. Each year, extreme heat causes more deaths than any other weather events.
    Approximately $378 million in fiscal year 2025 funding to help Americans cool their homes this summer has yet to go out. Without it, Americans will lose out on a lifeline that saves them money each month and allows them to stay cool.

    “We learn a lot about a person by seeing where they choose to spend their time. For Medical Corpsman Travis Parker, he has chosen to give the last fifty years giving back to Alabama’s veterans.

    After being drafted into the Army, Travis chose to become a medic. He was passionate about combining his medical training with helping soldiers harmed overseas. After completing his training at Fort Sam Houston, Travis was assigned to finish his tour at Fort Rucker. It was there that Travis saw the scars of war firsthand, as he treated soldiers returning home from the Vietnam War.

    This experience left a lasting impact on Travis that led him to devote his time serving other veterans and raising awareness to the challenges they face. He decided to make Enterprise his permanent home and has contributed to the Wiregrass in so many ways that it’s hard to name them all.”

    GEN. LANGLEY: “Senator, thanks for that question. My number one operational priority is protection of the force. So, as I stipulated in my opening statement, I focused on matching capabilities to the threat. We match capabilities to the threat—first calls for Integrated Air and Missile Defense (IAMD), and it calls for ISR.
    And a number of our platforms would add to the capacity and capability of protecting the force. In close session, I would be able to elaborate with more specificity, but all commanders always ask for those aforementioned-type platforms.”

    Senators:“ In light of recent reports of self-harm associated with this emerging application category… policymakers, parents, and their kids deserve to know what your companies are doing to protect users.” 
    WASHINGTON, D.C. — Senator Peter Welch (D-Vt.) and Senator Alex Padilla (D-Calif.) are raising concerns regarding the mental health and safety risks posed to children using character- and persona-based AI chatbot and companion apps that have surged in popularity in recent years. In letters to the CEOs of three leading AI chatbot companies, Character.AI (C.AI), Chai, and Replika, the Senators are pushing the companies to ensure their products do not contribute to self-harm or suicide of young users.  
    The letters come after recent reports have tied self-harm to use of these AI chatbot applications, including the tragic suicide of a 14-year-old boy in Florida who had extensive interactions with C.AI’s chatbot in the lead up to his death, resulting in multiple lawsuits. Since 2023, at least two individuals have died by suicide following extensive conversations with AI chatbots. Chai and Replika have also recently been named in consumer protection complaints, highlighting the safety risks of these products. C.AI recently announced new safety features, and Chai added crisis-intervention features, but the reliability of these systems is unclear. 
    “The synthetic attention users receive from these chatbots (e.g., streams of expressive messages, sycophantic and agreeable responses, AI-generated selfies, and convincing voice calls) can, and has already, led to dangerous levels of attachment and unearned trust stemming from perceived social intimacy,” wrote Senators Welch and Padilla. 
    “This unearned trust can, and has already, led users to disclose sensitive information about their mood, interpersonal relationships, or mental health, which may involve self-harm and suicidal ideation—complex themes that the AI chatbots on your products are wholly unqualified to discuss,” continued the Senators. “Therefore, it is critical to understand how these models are trained to respond to conversations about mental health.” 
    The Senators concluded by asking for information on the implementation, adoption, and efficacy of safety measures, including the data used to train their models and the treatment of strategic personnel involved in these efforts.  
    “Given that young people are accessing your products—where the average user spends approximately 60-90 minutes per day interacting with these AI chatbots—policymakers, parents, and their kids deserve to know what your companies are doing to protect users from these known risks,” concluded the Senators.

    WASHINGTON, D.C.—U.S. Senator Peter Welch (D-Vt.) today voted to block certain offensive weapons sales to Israel. The Joint Resolutions of Disapproval (JRD), offered by Senator Bernie Sanders (I-Vt.), would block the Trump Administration’s sale of more than $8 billion in offensive weaponry—including 2,000-pound bombs and weapons that have killed civilians—to the Government of Israel. The U.S. Department of State bypassed Congressional approval to supply military assistance, invoking an emergency declaration, giving Congress insufficient time to review the sale. 
    Senator Welch posted a video before voting for the Joint Resolutions of Disapproval, saying: 
    “The war in Gaza that started on October 7th is now in its 18th horrifying month. Israeli hostages are still in Gaza. The death toll of Palestinians innocent Palestinians has exceeded 50,000 people—women and children, including journalists, aid workers. There’s no end in sight,” said Senator Welch. “We had a ceasefire that is now over, and the violence is continuing. The Trump Administration wants to send arms, including 2,000-pound bombs, to the Netanyahu government. I opposed these offensive weapons sales to Israel during the Biden Administration. I will oppose these offensive weapons sales to the Israeli government. During the Trump Administration, I will join Senator Sanders in voting to block the sale of these offensive weapons to Israel. Sending more offensive weapons, particularly these 2,000-pound bombs, will not make Israelis or Palestinians safer or get us closer to a peaceful resolution.”

    Washington, D.C. — This week, U.S. Senators Ben Ray Luján (D-N.M.), Alex Padilla (D-Calif.), and Peter Welch (D-Vt.) led 25 Senators in condemning the Trump Administration’s mass firings of federal employees at the Office of Head Start (OHS) and the Office of Child Care (OCC), and demanding Secretary of Health and Human Services (HHS) Robert F. Kennedy, Jr. immediately reinstate these employees. The sweeping firings of staff from these critical HHS offices will severely restrict access to child care for working-class families and limit OHS and OCC’s ability to administer and conduct oversight of nearly $25 billion in federal investments in early childhood programs.

    The cuts included the closure of and termination of all staff at five of the 10 regional offices in San Francisco, Boston, New York, Chicago, and Seattle. The Senators emphasized that these indiscriminate firings did not factor in employee performance and failed to plan for inevitable disruptions to children, families, child care providers, and Head Start programs.

    “This attack on employees at a time when children, families, child care providers, and early educators are relying on critical early childhood programs undermines the Department’s role in administering and conducting oversight of early childhood programs, including Head Start programs and child care assistance for working-class families across the country,” wrote the Senators. “We are deeply concerned by reports of a high number of employees at OHS and OCC who have been fired across the country who provide critical support to Head Start programs and help make child care safer and more affordable. The termination of staff is alarming and will compound the challenges already facing these programs and services, including the lack of timely and transparent information, with no clear planning nor considerations for how early childhood services will be impacted.”

    The Head Start program currently serves nearly 800,000 children, providing comprehensive services to help children receive health care and insurance, while offering parents job training, education, housing support, and nutrition services. OCC administers the Child Care Development Fund, which includes the Child Care Development Block Grant that provides an average of over 1.3 million children from nearly 800,000 low-income families with child care subsidies each month.                      

    The Senators stressed that these cuts are especially alarming as child care programs have become increasingly unaffordable and harder to access. According to a recent survey of more than 10,000 early childhood educators, 55 percent of programs were underenrolled compared to their preferred capacity, citing affordability and staffing challenges as the primary concerns as opposed to a lack of demand.

    “The Administration’s decision to reduce staff comes at a time when it is increasingly expensive to run child care and early learning programs, the cost of child care continues to be out of reach for many working-class families, and the demand for quality child care continues to far outpace the supply,” continued the Senators. “We are deeply concerned about the exacerbation of these issues for child care providers and children and families as a result of the Administration’s termination of a large portion of OHS and OCC staff, including the sudden closure of five of the ten Regional Offices and RIFs.”

    Earlier this year, Senators Luján, Padilla, and Warnock joined Senator Kaine in expressing concerns about the threats to Head Start programs across the country as a result of the Office of Management and Budget’s (OMB) memo that imposed a government-wide funding freeze.

    Dear Secretary Kennedy,

    We write to express our serious concern regarding the recent decision to fire federal employees at the Office of Head Start (OHS) and Office of Child Care (OCC) in the Department of Health and Human Services (HHS), and we ask that you immediately reinstate these employees to full work status. Between the firing of probationary employees and the recent RIFs, these offices have been gutted and the ability for the federal government to support children and families and carefully oversee nearly $25 billion in federal investments in early childhood programs will be extremely hampered. It appears these firings occurred without regard to employee performance, input from career civil servants, or planning against disruptions to understand the impact on children, families, child care providers, and Head Start programs.

    This attack on employees at a time when children, families, child care providers, and early educators are relying on critical early childhood programs undermines the Department’s role in administering and conducting oversight of early childhood programs, including Head Start programs and child care assistance for working-class families across the country. We are deeply concerned by reports of a high number of employees at OHS and OCC who have been fired across the country who provide critical support to Head Start programs and help make child care safer and more affordable. The termination of staff is alarming and will compound the challenges already facing these programs and services, including the lack of timely and transparent information, with no clear planning nor considerations for how early childhood services will be impacted.

    The federal Head Start program currently serves nearly 800,000 children across the nation with comprehensive services to ensure children receive age-appropriate health care, dental care, and health insurance, and they provide referrals to other critical services for parents, such as job training, adult education, nutrition services, and housing support. For the last several years, there has been broad, bipartisan support in Congress to recognize the longstanding program’s important work by providing increased appropriations. Head Start and Early Head Start grant recipients deliver services in every state and territory, farm worker camps, and over 155 Tribal communities. OHS provides Head Start programs with federal policy guidance, training, and technical assistance and administers grants in accordance to the Head Start Act. These federal employees play an important role to ensure that programs use their grant funds efficiently and effectively. Terminating OHS and Regional Office employees reduces the capacity to support and allow Head Start programs to use permissible flexibilities to effectively use their federal grant to best serve children in their communities.

    Further, OCC administers the Child Care Development Fund (CCDF), which includes the Child Care Development Block Grant (CCDBG) that provides an average of over 1.3 million children from nearly 800,000 families with low-income with child care subsidies monthly. The federal child care program is also central to states’ efforts to ensure the health, safety, and quality of nearly every child care program in the country. OCC staff across the country support states in ensuring federal funds are used effectively to improve affordability, quality, and supply of child care options for families. These drastic terminations will weaken the ability to support states and oversee federal law, transparent information for families, professional development, and the timeliness and consistency of payment for child care providers.

    The Administration’s decision to reduce staff comes at a time when it is increasingly expensive to run child care and early learning programs, the cost of child care continues to be out of reach for many working-class families, and the demand for quality child care continues to far outpace the supply. According to a recent survey of more than 10,000 early childhood educators by the National Association for the Education of Young Children, more than half of programs indicated they were unable to serve their preferred number of children relative to their preferred capacity, with affordability and staffing challenges cited as the top reasons, rather than a lack of demand. We are deeply concerned about the exacerbation of these issues for child care providers and children and families as a result of the Administration’s termination of a large portion of OHS and OCC staff, including the sudden closure of five of the ten Regional Offices and RIFs.

    We ask that you immediately reinstate these employees to full work status, and we request your responses to the following questions by April 11, 2025:

    • To date, how many staff have been terminated within OHS and OCC, both in the Central office and in each Regional office? Please share the reasoning behind the closure of offices in regions 1, 2, 5, 9, and 10 (Boston, New York, Chicago, San Francisco, and Seattle), and what information and planning were used to decide which and how many of these offices would be closed?
    • Who decided which probationary and non-probationary employees within OHS and OCC were to be terminated and under what cause?
    • What assessment was done about the impact of the RIFs on children and families served by the programs? What are the steps being taken to minimize disruptions and continue the administration of Head Start programs and CCDF?
    • Was a review conducted to determine the impact of terminating OHS and OCC staff on early childhood programs, the impact on health and safety in care settings, the stewardship of nearly $25 billion in taxpayer dollars, the ability to meet the purposes of the federal statutes, and the impact on children, families, and communities?
    • Are there plans for additional staff terminations in the months ahead, and if so, how many and what offices? Regional office staff are the first point of contact for Head Start programs and State and Tribal child care agencies. Who are the new points of contact for programs? If this work has been reassigned to remaining regional offices, how will doubling their workloads create a system that is responsive to pressing program needs?
    • What percent of the Office of Grants Management team responsible for Head Start and Child Care programs have been fired since January? Can you guarantee that once a grant is awarded that grant recipients can draw down their awards?
    • Can the Secretary guarantee that funds will be awarded on time for Head Start grant recipients that are due to receive a new or continuing award on May 1st, and subsequent awards? If there are lapses in awarding grants, how long will they last and what communication will be done to support programs in the interim?

    Washington, D.C. – U.S. Senator Ron Wyden today invited Dr. Mehmet Oz to honor his recent commitment to join him for a Malheur County town hall so the Trump appointee could hear directly about Medicaid’s importance in the county with the state’s highest share of residents enrolled in the federal-state program that helps seniors, children, families and more cover medical and nursing home costs — known in Oregon as the Oregon Health Plan.
    Citing Dr. Oz’s March 14 confirmation hearing last month with the Senate Finance Committee in today’s written invitation, Wyden’s letter followed today’s Senate floor vote to confirm Dr. Oz as Administrator of the Centers for Medicare & Medicaid Services.  
    “I know you will honor your commitment to Oregonians to visit Malheur County so you can hear directly from citizens and dedicated health care workers how devastating proposed Medicaid cuts by the Trump Administration and Congressional Republicans would be to one of Oregon’s poorest counties,” wrote Wyden, Ranking Member of the Senate Finance Committee. “The importance of Medicaid in Malheur County cannot be overstated. With more than half of its residents enrolled in the Oregon Health Plan, it has the highest share among Oregon’s 36 counties”.
    Wyden, who has held 1,110 open-to-all  town halls throughout Oregon in keeping with his commitment to hold at least one such town hall each year in each of Oregon’s 36 counties, reminded Dr. Oz just how vital the Oregon Health Plan is for residents of this rural county.
    “The Oregon Health Plan is a lifeline for seniors, children, people with disabilities, and farmworkers in Malheur County. It is what allows families to place their aging loved one in a local nursing home,” wrote Wyden, who voted against the nomination of Dr. Oz in the Finance Committee as well as today on the Senate floor. “The Oregon Health Plan helps kids have access to counseling at school, support they would not receive otherwise. It allows kids and adults with disabilities to go to school, go to work, and thrive at home, in their communities, because they have access to home-based care. And it is what guarantees life-saving treatment for the sickest Oregonians, in their darkest hours.”
    “Not only that, the Oregon Health Plan is the economic lifeblood of Malheur County,” Wyden wrote. “Malheur County boasts one hospital, one nursing home, and a community-based mobile crisis team, operating 24 hours per day, 7 days a week, 365 days a year for people who experience a behavioral health crisis. These pillars of the community offer stable employment for doctors, nurses, aides, counselors, janitors, and administrators, among others.”
    Wyden told Dr. Oz he could schedule a town hall with him on April 23 in Malheur County during the Senate’s upcoming state work period, or between June 19-21 during the June state work period.

  • MIL-OSI USA: Grassley Pushes Social Security Administration for Answers and Accountability on $718 Million in Alleged Improper Payments

    WASHINGTON – Sen. Chuck Grassley (R-Iowa) is pressing the Social Security Administration (SSA) for answers and corrective action to address the agency’s failure to confront verification issues that have resulted in millions, and perhaps billions, in improper Supplemental Security Income (SSI) payments. Grassley has pushed the SSA about improper payments for over two decades. He is a senior member and former chairman of the Senate Finance Committee and currently chairs the Senate Finance Subcommittee on Social Security, Pensions, and Family Policy.  
    “Every dollar lost to improper payments is one less dollar for recipients entitled to benefits. It’s imperative the Social Security Administration use available tools to weed out improper payments, sooner rather than later,” Grassley said of his most recent oversight push.
    The Access to Financial Institutions (AFI) application is a secure verification tool that allows SSA to automatically request and receive certain financial information from banking institutions to verify bank account balances for recipients and applicants. Social Security Office of Inspector General (IG) reports have shown that failures to fully utilize the AFI process can prevent accurate SSI determinations. Based on sample results, its September 2024 report estimated that 198,960 recipients received $718 million in improper payments due to undisclosed financial account funds.
    “Based on its findings, the IG recommended SSA expand use of this verification tool to catch these occurrences. Previous IG reports have also recommended more frequent use of this tool during the lifecycle of an SSI case to combat improper payments. In both cases, SSA has resisted making changes until completion of a long-delayed study. In the interest of government efficiency and substantial taxpayer savings, SSA must give a full accounting of its progress and plans to pursue an expanded use of this tool,” Grassley wrote.
    Grassley noted that verifications only occur at the initial SSI claim and at “redeterminations,” reviews for non-medical eligibility factors, including financial resources. The time between these can be substantial, allowing undiscovered improper payments to pile up. For most recipients, a redetermination occurs every one to six years, according to SSA.
    “A 2018 IG report found that SSA had not completed eligibility determinations for approximately 1.1 million SSI recipients in over 10 years. The IG estimated that, in fiscal year 2021, SSA could have prevented approximately $1.4 billion in overpayments due to financial accounts had it performed AFI searches between the initial application and redetermination,” Grassley continued.
    Grassley also outlined the cost of SSA’s self-imposed limitation on AFI’s usage for applicants or recipients who report having less than $400 in liquid assets. 
    “This policy effectively exempts a significant number of cases from AFI verification and increases SSA’s reliance on self-reported information … [An IG report] evaluated AFI data in 140 cases where no verification had taken place … It found that, of the 140 cases sampled, SSA made inaccurate SSI resource determinations for 27 recipients, paying them $130,430 in payments they were not eligible for … The IG report also highlighted earlier studies, from SSA itself, demonstrating the need for change on the issue,” Grassley wrote.

    Background: 
    The Treasury Department and Justice Department have long warned that digital assets like cryptocurrencies are being used for money laundering, drug trafficking, ransomware attacks, theft and fraud schemes, terrorist financing and other crimes. While the Secret Service investigates a variety of cybercrimes, crimes perpetrated through unlicensed money transmitting businesses are currently outside of the agency’s jurisdiction.

Chuck Grassley (R-Iowa) joined a bipartisan group of 60 senators in reintroducing the Creating Opportunities Now for Necessary and Effective Care Technologies (CONNECT) for Health Act. The legislation will expand coverage of telehealth services through Medicare, make telehealth flexibilities permanent and make it easier for patients to connect with their doctors. Current flexibilities are set to expire on September 30 unless Congress extends them. 
    “Again and again, Iowans have shared stories with me about their difficulties accessing medical care. Temporary telehealth policies have helped Americans across the country, especially in our rural communities. The CONNECT for Health Act will update out-of-date laws to make recent telehealth innovations permanent, empowering patients and providers,” Grassley said.
    The CONNECT for Health Act would:
    Permanently remove all geographic restrictions on telehealth services and expand originating sites to the location of the patient, including homes;
    Permanently allow health centers and rural health clinics to provide telehealth services;
    Allow more eligible health care professionals to utilize telehealth services;
    Remove unnecessary in-person visit requirement for telemental health services;
    Allow for the waiver of telehealth restrictions during public health emergencies; and
    Require more published data to learn how telehealth is being used, telehealth’s impact on quality of care, and how it can be improved to support patients and health care providers.

    In 2020, as then-chairman of the Senate Finance Committee, Grassley helped make mental telehealth services a permanent benefit under Medicare.

    Bipartisan bill would allow law enforcement officers to use new non-lethal technologies to de-escalate interactions

    WASHINGTON—United States Senators Bill Hagerty (R-TN) and Ruben Gallego (D-AZ) today reintroduced the bipartisan Innovate to De-Escalate Modernization Act, legislation that would give law enforcement the resources they need to responsibly crack down on crime.

    Current law discourages law enforcement from utilizing important new less-than-lethal technologies, such as long-range tasers, by failing to clearly distinguish these devices from traditional firearms. The Innovate to De-Escalate Modernization Act is a technical fix, adding a “less-than-lethal projectile device” category to federal law and creating a statutory test to classify these devices. The new legislation supports law enforcement and community safety by permitting only true less-than-lethal devices, while screening out devices not intended to be less-than-lethal.

    “It is crucial that police officers and sheriff’s deputies are equipped with the best available technology to keep Americans safe,” said Senator Hagerty. “Our brave law enforcement officers put their lives in danger every shift, and I’m pleased to introduce this legislation that will ensure they have access to the most effective tools to de-escalate dangerous situations.”

    Transfers the Bureau of Reclamation (BoR) Swanson Reservoir land to Hitchcock County and the BoR Red Willow Reservoir land to Frontier County.

    National Advisory Committee on Indian Education Improvement (NACIE) Improvement Act:
    Gives Tribal Colleges and Universities (TCUs) greater input over federal funding discussions that impact them by requiring at least one of NACIE’s members be the president of a Tribal College or University.

  • MIL-OSI USA: Senator Collins, Bipartisan Group Urge Administration to Reverse Course on LIHEAP Staffing Cuts

    Washington, D.C. – Today, U.S. Senators Susan Collins, Jack Reed (D-RI), and Lisa Murkowski (R-AK), led ten of their Senate colleagues, including Senator Angus King, in sending a letter to Department of Health and Human Services (HHS) Secretary Robert F. Kennedy Jr., urging the Trump Administration to reverse course on the recently reported elimination of the Low-Income Home Energy Assistance Program (LIHEAP) workforce. As a result of the Administration’s reduction of about 10,000 employees from HHS, the entire staff running the $4.1 billion LIHEAP, which helps millions of American households afford their heating and cooling bills, has reportedly been cut.

    The federally funded LIHEAP is a crucial lifeline that helps 6.2 million low-income households and seniors on fixed incomes afford their energy bills, including those who use natural gas, propane, electricity, and home heating oil. Without this assistance, many Americans may not be able to afford their utility bills and could end up falling victim to extreme weather.

    “We are concerned that the reported staff terminations will undermine the HHS’s ability to deliver this critical funding to low-income seniors and families,the Senators wrote. “We are also concerned that the local community action agencies that help enroll qualified beneficiaries could be weakened by other actions and funding cuts being undertaken by HHS and the Department of Government Efficiency.”

    The Senators also highlighted that the termination of the entire staff that oversees LIHEAP could hold up hundreds of millions of dollars in funding that Congress already appropriated to assist low-income Americans.

    “As you know, our states are expecting HHS to release nearly $400 million in FY25 funding later this month.  Any delay in providing this funding will set back efforts to provide summer cooling grants, weatherize low-income homes, and plan for the next winter heating season,” the Senators continued.

    HHS has already released 90 percent of those federal funds to state partners. The remaining 10 percent, almost $400 million, used by states to pay for summer cooling, and emergency funding for households that need additional assistance and weatherization, cannot be released until HHS determines the state-by-state allocation. Now, it’s unclear how the remaining funds could be disbursed to the states.

    “Access to affordable home energy is a matter of health and safety for many low-income households, children, and seniors. To that end, we urge you to reverse course on any staffing or funding cuts that would jeopardize the distribution of these funds to our constituents,” the Senators concluded.

    Senators Collins, Reed, and Murkowski led the successful effort to provide a total of $4.1 billion for LIHEAP this fiscal year, with $4 billion through appropriations and $100 million in Bipartisan Infrastructure Law funds.

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) wrote to Secretary of the Treasury Scott Bessent demanding that he recuse himself from any Internal Revenue Service (IRS) decisions relating to the agency’s hiring freeze and further IRS employee firings given his troubling history of tax avoidance.

    During Secretary Bessent’s Senate confirmation, reports revealed that he had engaged in extraordinary—and potentially illegal—efforts to abuse loopholes and avoid paying millions of dollars in taxes. Now, as head of the agency overseeing the IRS, he is responsible for implementing President Trump’s hiring freeze and layoffs at the IRS, which includes overseeing actions that recover unpaid taxes from tax cheats. 

    “Given your own history of skirting tax rules, I ask that you take steps to pay back the taxes that you owe to the American public and recuse yourself from any decisions regarding the hiring freeze and layoffs at the IRS,” wrote Senator Warren.

    This follows a letter that Senator Warren and her colleagues sent in January requesting that Secretary Bessent take additional steps to address his reported use of tax avoidance techniques. In response, Bessent said that he “faithfully endeavored” to follow the law but did not substantively answer any of Senator Warren’s questions about the allegations against him.

    The actions of the Treasury Secretary with respect to the IRS are even more important now, given President Trump and Congressional Republicans’ efforts to attack the IRS, including imposing a hiring freeze, firing thousands of employees, and rolling back progress that the IRS has made in auditing wealthy tax cheats. 

    “Slashing the agency in half would decimate collection efforts, including by emboldening tax evaders, the vast majority of which are ultra-wealthy individuals like yourself,” wrote the senator.

    Already, the wealthiest five percent of Americans evade an estimated $591 billion in taxes annually. It is estimated that cutting the IRS in half would lead to an additional $2.4 trillion in lost revenue over the next decade.

    “I am concerned that your own history of using abusive and potentially illegal tax avoidance techniques may impact your ability to objectively determine whether to fire additional IRS employees and when to lift President Trump’s hiring freeze,” concluded the senator.

    Senator Warren is requesting Secretary Bessent (1) recuse himself from any further Treasury Department discussion(s) or decision(s) related to further IRS firings and the lifting of the hiring freeze and (2) end the questions about his own adherence to tax law by paying back to the IRS the full amount of taxes that the Senate Finance Committee staff found that he did not pay because of questionable tax avoidance tactics.

    WASHINGTON, April 3 – After filing Joint Resolutions of Disapproval (JRDs) to block the sale of two of the most egregious Trump Administration offensive arms sales to Israel, Sen. Bernie Sanders (I-Vt.) today rose to bring the JRDs up for a vote by the full Senate.

    The sales would provide almost $8.8 billion more in heavy bombs and other munitions to Netanyahu, including more than 35,000 massive 2,000-pound bombs.

    • The first resolution, S.J.Res 33, would block a sale of $2.04 billion for 35,329 MK 84 2,000 lb. bombs and 4,000 I-2000 Penetrator warheads.
    • The second resolution, S.J.Res.26, would block $6.75 billion for 2,800 500-pound bombs, 2,166 Small Diameter Bombs, and tens of thousands of JDAM guidance kits.

    All of these systems have been linked to dozens of illegal airstrikes, including on designated humanitarian sites, resulting in thousands of civilian casualties. None of these systems are necessary to protect Israel from incoming drone or rocket attacks.

    The JRD is the only formal mechanism available to Congress to prevent an arms sale noticed by the administration from advancing.

    M. President, let me begin by telling the American people something they already know, and that is, as a result of the disastrous Citizens United Supreme Court decision, we now have a corrupt campaign finance system that allows billionaires to buy elections and to influence major pieces of legislation. That, I think, is not a secret to the American people.

    If you’re a Republican and you vote against the Trump administration in one way or another, you have to look over your shoulder and worry that you’re going to get a call from Elon Musk, the wealthiest man in the world. And he will tell you that if you vote against what he wants, he will spend unlimited amounts of money to defeat you in the next election. That’s not a great secret. That’s what Musk has been saying publicly. 

    If you’re a Democrat, you have to worry about the billionaires who fund AIPAC, the American Israel Public Affairs Committee. If you vote against Israeli Prime Minister Benjamin Netanyahu and his horrific war in Gaza, AIPAC will punish you with millions of dollars in advertisements to see that you’re defeated. AIPAC’s PAC and Super PAC spent nearly $127 million combined during the 2023-2024 election cycle, according to the Federal Election Commission.

    And I must confess that AIPAC has been successful. Last year, they defeated two members of the U.S. House who opposed providing military aide to Netanyahu’s extremist government.

    Given all of that, I would hope that Democrats and Republicans who understand that they were elected to protect the interests of their constituents, not billionaire campaign contributors, would support the ending of Citizens United and the movement toward public funding of elections so billionaires could not continue to control the political and legislative process.

    Further, I would hope that both parties would move to end super PAC funding in their primaries. I would hope that would be the case so that we can once again become a government of the people, by the people, for the people – and not a government run by the billionaire class. 

    M. President, I trust that every American – and certainly every member of the Senate – understands that Hamas, a terrorist organization, began this terrible war with its barbaric October 7, 2023, attack on Israel, which killed 1,200 innocent people and took 250 hostages. The International Criminal Court was correct in indicting the leaders of Hamas as war criminals for those atrocities. Clearly, Israel had the right to defend itself against Hamas.

    But most Americans also understand that, while Israel had a right to wage war against Hamas, it did not and does have the right to wage war against the entire Palestinian population. Tragically, that is exactly what we have seen over the last year and a half.

    Let us be clear: Prime Minister Netanyahu’s racist and extremist government has waged an all-out barbaric war against the Palestinian people and made life unlivable in Gaza. Within Gaza’s population of just 2.2 million people, more than 50,000 people have been killed and more than 113,000 have been injured – 60 percent of whom are women, children, and elderly people. That is 7.4 percent of the population of Gaza killed or wounded. If those same percentages were applied to the United States, it would mean that over 25 million Americans would have been killed or wounded.

    In total, since the war began, 15,000 children in Gaza have been killed, and today there are more than 17,000 orphans. But it’s not just the dead and the wounded. Israel’s indiscriminate bombardment has damaged or destroyed two-thirds of all structures in Gaza, including 92 percent of the housing units.

    Almost no part of Gaza has been left unscathed. Most of the population now is living in tents or other makeshift structures.

    M. President, most of the territory’s hospitals and primary healthcare facilities have been bombed, leaving virtually all Gazans without basic medical care. Think about what that means. I have met repeatedly with American doctors and others who have served in Gaza. And they are treating hundreds of patients a day without electricity, without anesthesia, without clean water, including dozens of children arriving with gunshot wounds to the head. I have seen the photographs and the videos.

    Gaza’s civilian infrastructure has been totally devastated, including almost 90 percent of water and sanitation facilities. Most of the roads in Gaza have been destroyed and made impassable.

    Gaza’s educational system has been obliterated. Children are not going to school. According to the World Bank, more than 2,000 educational facilities, ranging from kindergartens to universities, have been destroyed. Hundreds of schools have been bombed, as has every single one of Gaza’s 12 universities.

    And M. President, there has been no electricity in Gaza for 17 months.

    Put simply, Netanyahu and his extremist government have killed or wounded over 7 percent of Gaza’s population and have turned Gaza into a wasteland unfit for human life.

    That is what has been going on over the last year and a half.

    M. President, in terms of where we are today: the Netanyahu government broke the ceasefire two weeks ago, endangering the well-being of the remaining hostages held by Hamas.

    Further, in the last two weeks, they have intensified their assault against the Palestinian people. According to UNICEF, since Netanyahu broke the ceasefire, more than 1,000 people have been killed, including over 300 children, and more than 600 children have been wounded. UNICEF says that most of these children were killed while sheltering in makeshift tents or damaged homes. Just in the last 24 hours, 97 more people have been killed in Gaza.

    Since Netanyahu broke the ceasefire, even more aid workers have been killed, putting the total over 400 since the war began. Earlier this week, the United Nations announced that they had recovered the bodies of 15 emergency aid workers, who were killed by Israeli forces while wearing their emergency responder uniforms and then dumped in a mass grave in southern Gaza. They were buried alongside their destroyed emergency vehicles – clearly marked ambulances, a fire truck, and a UN car.

    M. President, with the resumption of bombing, hundreds of thousands of Gazans are once again being forcibly displaced by bombing and evacuation orders. This week, Israeli authorities issued displacement orders for most of Rafah, where about 150,000 people were estimated to be sheltering.

    Think about what all of this means in human terms.

    Throughout this war, millions of desperately poor people in Gaza have been repeatedly driven from their homes. They have been forced to pick their way through a demolished landscape, again and again, with nothing more than the clothes on their backs. Families have been herded into so-called “safe zones,” only to face continued bombardment.

    The children of Gaza have suffered a level of physical and emotional torture that is almost beyond comprehension and that will clearly stay with each and every one of them for the rest of their lives.

    These children are hungry. They are thirsty. It is hard to get clean water. They have been denied healthcare, and have witnessed the death of their parents, their family members, their homes, and virtually everything around them. And they have been picked up and moved from one place to another, all the while drones are above them shooting or photographing what they are doing.

    M. President, throughout this war, Israel’s restrictions on humanitarian aid have left hundreds of thousands of people, including tens of thousands of children, facing malnutrition and starvation. Children have literally starved to death while aid sat just miles away, blocked by Israeli forces. The UN, the United States, and every aid organization working in Gaza has been clear throughout this war: Israel’s unreasonable and unnecessary restrictions on humanitarian aid have contributed to massive death and profound suffering.

    But as bad as the last year and a half has been, at least Israel let some aid through – not enough, but some.

    But what is happening now is truly unthinkable.

    Today, it is 31 days and counting with absolutely NO humanitarian aid getting into Gaza. Nothing. No food, no water, no medicine, no fuel for over a month. That is as clear a violation of the Geneva Convention, the Foreign Assistance Act, and basic human decency. It is a war crime.

    You don’t starve children. And it is pushing things toward an even deeper catastrophe.

    Earlier this week, 25 bakeries supported by the World Food Programme were forced to close because they ran out of flour and cooking gas. The UN is still trying to distribute its remaining stocks of food already in Gaza, but says that “the situation remains extremely critical since the cargo closure of the crossings almost a month ago.”

    M. President, all of this is unconscionable. What we are talking about is a mass atrocity.

    And what makes it even worse, why I am here today, and why I have introduced these resolutions that we will soon be voting on, is that we, as Americans, are deeply complicit in what is happening in Gaza.

    This is not some terrible event. This is not an earthquake in Myanmar. It’s not something that we had nothing to do with.  We are deeply complicit in all of this death and suffering.

    Last year alone, the United States provided $18 billion in military aid to Israel and delivered more than 50,000 tons of military equipment. It is American bombs and American military equipment being used to destroy Gaza, kill 50,000 people, and injure over 110,000 people.

    We cannot hide from that reality.

    M. President, if we condone the barbarism that is taking place in Gaza today, we will have no standing in the world to condemn the horrors and war crimes that other countries may commit. You’re not going to be able to look at China or Russia or Saudi Arabia or any other country. We will have no credibility.

    M. President, today is the day to stand up to barbarism in Gaza and to do our best to prevent future barbaric acts all over the world. 

    It is no secret to anyone how these U.S. weapons have been used.

    Israel has bombed indiscriminately, killing civilians, journalists, paramedics, children, and humanitarian workers in record numbers. They have used massive 2,000-pound bombs in densely-populated Gaza, despite the fact studies show that 90 percent of victims of explosive weapons used in a populated area are civilians. These bombs have a blast radius of more than 350 meters, yet Israel has dropped them into crowded apartment buildings, killing hundreds of civilians to take out a handful of Hamas fighters.

    All of that is illegal and immoral and against American law.

    The Foreign Assistance Act and the Arms Export Control Act, what we’re talking about today, are very clear: the United States cannot provide weaponry to countries that violate internationally recognized human rights or block U.S. humanitarian aid.

    According to the UN, much of the international community, and every humanitarian organization on the ground in Gaza, Israel is clearly in violation of these laws. Under these circumstances, it is illegal for the United States government to provide Israel with more offensive weaponry. It is simply against our laws.

    Despite all of that, in the last month the Trump administration has announced its intention to transfer some $12.5 billion more in offensive weapons to Netanyahu’s government, in clear violation of U.S. law.

    M. President, that is why we are here today. Joint Resolutions of Disapproval are Congress’ tool to enforce American law.

    Today, we will vote on two resolutions to block two of the most egregious of these Trump administration offensive arms sales, which would provide almost $8.8 billion more in heavy bombs and other munitions to Netanyahu, including more than 35,000 massive 2,000-pound bombs that have killed so many civilians.

    The first resolution, S.J.Res 33, would block a sale of over $2 billion for 35,000 MK 84 2,000 lb. bombs and 4,000 I-2000 Penetrator warheads.

    The second resolution, S.J.Res.26, would block almost $7 billion for 2,800 500-pound bombs, 2,100 Small Diameter Bombs, and tens of thousands of JDAM guidance kits.

    All of these systems have been linked to dozens of illegal airstrikes, including on designated humanitarian sites, resulting in thousands of civilian casualties. These strikes have been painstakingly documented by human rights monitors. There is no debate. And none of these systems are defensive, none of them are necessary to protect Israel from incoming drone or rocket attacks.

    M. President, for those of my colleagues who are ambivalent about these resolutions, let me say a word about how the Trump administration is ignoring the law in advancing these arms sales, in terms of the process. Unlike Biden, whose policies on Gaza I strongly opposed, President Trump is trying to circumvent Congress with these transfers, ignoring the Foreign Assistance Act by issuing a bogus “emergency declaration” to bypass Congressional review.

    There is no emergency to justify cutting Congress out of the process. In fact, some of the systems the Trump administration claims are part of this “emergency” sale have not yet been produced.

    This is also part of a broader Trump administration effort to cut Congress out of the arms sale process.

    M. President, it is no great secret that Congress is way out of touch with where the American people are on issue after issue. Everybody knows, Congress is way out of touch.

    The billions of dollars that we are providing to the Netanyahu extremist government is just one more example of how out of touch we are with the American people. 

    According to a recent Economist/YouGov poll in March, just 15 percent of the American people support increasing military aid to Israel, while 35 percent support decreasing military aid to Israel or stopping it entirely.

    To my Democratic colleagues, I would mention that just eight percent of Democrats support increasing military aid to Israel. 47 percent support decreasing military aid to Israel or stopping it entirely. Among Republicans, nine percent are for decreasing military aid and 15 percent are for stopping all. 

    M. President, I would ask that this poll be entered into the Congressional record. 

    And according to a J Street poll of Jewish voters in November, 62 percent of American Jews support withholding “shipments of offensive weapons like 2,000-pound bombs until Prime Minister Netanyahu agrees to an American proposal for an immediate ceasefire in Gaza in exchange for a release of Israeli hostages.” And 71 percent of Jewish voters support increasing humanitarian aid to the Palestinians.

    Finally, M. President, as unbelievably horrific as the situation in Gaza is and has been for the last year and a half, there is another development that could make it even worse.

    In recent months, President Trump and Israeli officials have openly talked about forcibly expelling the 2.2 million people who live in Gaza to make way for what Trump calls a “Riviera” – some billionaires’ playground.

    A few years ago, Trump’s son-in-law Jared Kushner said that he felt “Gaza’s waterfront property could be very valuable,” floating the idea of redeveloping it. I think that many people at the time thought that was a weird and terrible joke. But it turns out that his father-in-law Donald Trump took it seriously.

    Here’s what Trump has said, repeatedly, in recent months:

    “The U.S. will take over the Gaza Strip and we will do a job with it.”

    “We’re going to take over that piece, we’re going to develop it.”

    “I do see a long-term ownership position… Everybody I’ve spoken to loves the idea of the United States owning that piece of land.”

    I guess he didn’t speak to too many Palestinians who live on that land.

    On Truth Social, Trump wrote, “The Gaza Strip would be turned over to the United States by Israel at the conclusion of fighting.”

    And what about the Palestinians who have lived in Gaza for their entire lives?

    Trump said, “I don’t think people should be going back to Gaza.” “They live like they’re living in hell. Gaza is not a place for people to be living.”

    Gaza could become “the Riviera of the Middle East … This could be something that could be so valuable, this could be so magnificent.”

    Throw 2.2 million people who have suffered incalculably out of the land in which they live in order to create a billionaire’s playground. 

    M. President, there is a name and a term for forcibly expelling people from where they live. It is called ethnic cleansing. It is illegal. It is a war crime.

    M. President, the United States must not continue to be complicit in the destruction of the Palestinian people in Gaza. History will not forgive us for this.

    The time is long overdue for us to tell the Netanyahu government that we will not provide more weapons of destruction to them. Instead, we must demand an immediate ceasefire, a surge in humanitarian aid, the release of the hostages, and the rebuilding of Gaza for the Palestinian people.

    For all of these reasons, I urge my colleagues to vote YES on these two resolutions which would prevent illegal and immoral arms sales to Netanyahu, would uphold Congressional power and the rule of law, and would protect innocent life.

    For decades, the United States led the world in developing new technologies, which allowed our country to set the rules of the road when it came to global standards for those technologies. However, in recent years, Chinese companies backed by the Chinese Communist Party have overtaken the U.S., which has allowed our adversary to influence standards in ways that further their own interests.

    “The Chinese Communist Party has made it their mission to undermine the U.S. and our interests around the globe by exploiting our deficiencies,” said Senator Blackburn. “As our adversary ramps up efforts to dominate global standards for emerging technologies, the U.S. must be a global leader in innovation, and that includes setting standards that reflect our interests and values.”

    “In recent years, the Communist Party of China has asserted their dominance in the global technology space, and as their status has risen, our authority and influence has fallen,” said Senator Warner. “This legislation clearly outlines steps we must take to reestablish our leadership and ensure that we are doing all we can to set the global standards for critical and emerging technologies.”
    BACKGROUND
    Standards-setting bodies make critical decisions not only relating to technical specifications, but also relating to values, such as openness, safety, and accessibility, embedded in emerging technologies.
    Specifically, the Promoting United States Leadership in Standards Act would:
    Require the National Institute of Standards and Technology (NIST) to submit a report to Congress that identifies current U.S. participation in standards development activities for AI and other Critical and Emerging Technologies (CETs);
    Create an easy-to-access web portal to help stakeholders navigate and actively engage in international standardization efforts. The portal would include a list of relevant standards and information about how to participate in standardization activities related to AI and other CETs;
    Establish a pilot program to award $10 million in grants over 4 years to support the hosting of standards meetings for AI and other CETs in the U.S.;
    Create a report to Congress, after the third year of the program, that identifies grant recipients, provides a summary of expenses, assesses the effectiveness of the program to grow the number of standards meetings in the U.S., and shows the geographic distribution of event attendees.

    Experts State President Trump’s New Tariffs Can Bring Higher Drug Prices and Supply Chain Disruptions

    Washington, D.C. – Today, U.S. Senators Ben Ray Luján (D-N.M.) and Reverend Raphael Warnock (D-Ga.), both members of the Senate Committee on Finance, wrote to President Trump highlighting the devasting impacts the administration’s sweeping new tariffs will have on the cost of prescription drugs for Americans and on domestic pharmaceutical manufacturers.

    “We are concerned that the tariffs you have proposed on our trade partners will impact prescription drugs, driving up prices for Americans, exacerbating supply chain issues, and hurting domestic pharmaceutical manufacturers. Steep tariffs on our closest trade partners only further increase the cost of prescription drugs for both consumers and manufacturers and will lead to drug shortages,” said the Senators.

    The Senators highlighted the impacts of rising prescription drug costs, “rising costs have real consequences: nearly one-third of Americans are leaving prescriptions unfilled at the pharmacy every month due to cost. This has forced some patients to ration their prescriptions to stretch their budgets, which has deadly consequences. To cut down on cost, most Americans depend on access to generic drugs which account for 90 percent of all U.S. prescriptions. Many of these drugs and their components are imported from overseas.”

    “In addition to raising prices for everyday Americans, blanket tariffs also threaten domestic prescription drug manufacturers. Many pharmaceutical companies outsource production of active pharmaceutical ingredients (APIs), which are then imported and used to formulate prescription drugs here in the United States,” the Senators continued

    Dear President Trump,

Rising costs have real consequences: nearly one-third of Americans are leaving prescriptions unfilled at the pharmacy every month due to cost. This has forced some patients to ration their prescriptions to stretch their budgets, which has deadly consequences. To cut down on cost, most Americans depend on access to generic drugs which account for 90 percent of all U.S. prescriptions. Many of these drugs and their components are imported from overseas.

    Many Americans also depend on brand-name drugs. Most brand-name prescription drugs available in the U.S. are manufactured overseas and imported by their marketers. In fact, several of these drugs were recently found to have price increases greatly outpacing the rate of inflation. Just three of these drugs used to treat type 2 diabetes, a disease developing more in children, teens, and young adults than ever before, were responsible for more than $8.5 billion in total Medicare Part D spending in 2022. Of these drugs, one has had a lifetime price increase of 293 percent. Thus, broad and sweeping tariffs will only exacerbate the issue of access to affordable medicine continually perpetuated by greedy actors.

    In addition to raising prices for everyday Americans, blanket tariffs also threaten domestic prescription drug manufacturers. Many pharmaceutical companies outsource production of active pharmaceutical ingredients (APIs), which are then imported and used to formulate prescription drugs here in the United States. One such example is the anticoagulant drug Eliquis, whose API is manufactured in Switzerland. This drug has accounted for more Medicare Part D spending than any other drug for several years in a row. These trade barriers will drive up the cost of this already costly drug, further increasing Medicare spending and burdening patients’ pocketbooks. While brand-name pharmaceutical companies may have the resources to continue operations with rising costs, those that manufacture generic drugs will not. Generic manufacturers do not have this financial flexibility, which makes their ability to absorb new costs difficult. If generic manufacturers cannot keep up with rising costs, they may be forced to exit the market, leading to shortages of generic drugs that Americans rely on. As such, tariffs on imported APIs and other materials used to manufacture prescription drugs may hurt domestic pharmaceutical manufacturers, the supply chain, and thereby the American consumer.

    We strongly urge you to consider the impacts of broad and sweeping tariffs on Americans and domestic manufacturing. Americans cannot afford to continue emptying their pockets just to refill their prescriptions at the pharmacy.

    WASHINGTON—U.S. Senator John Boozman (R-AR) joined Senator Tom Cotton (R-AR) and Congressmen Rick Crawford (R-AR-01), French Hill (R-AR-02), Bruce Westerman (R-AR-03) and Steve Womack (R-AR-04) to introduce the Stephen Hacala Poppy Seed Safety Act. The legislation, which has bipartisan support, would prohibit the sale of poppy seeds that contain a harmful level of opiates and require the Food and Drug Administration (FDA) to issue regulations that establish a maximum level of contamination.

    The bill is named in honor of Arkansan Stephen Hacala Jr., who tragically lost his life September 3, 2016, after purchasing and unknowingly consuming morphine-laced poppy seeds from an online retailer. As many as 20 other Americans have died from similar overdoses induced by morphine-laced poppy seeds sold directly to consumers. While most poppy seeds are harmless, some manufacturers sell seeds laced with morphine containing over 20 times the therapeutic dosage.

    “The sale of unwashed poppy seeds represents a discreet threat to health and safety. This legislation, driven by the Hacalas’ advocacy, honors Stephen Jr.’s memory by protecting other consumers from falling victim to dangerous, toxin-laced poppy seeds so other families avoid experiencing the loss of a loved one from similar circumstances,” said Boozman.

    “Stephen Hacala, Jr. died from an opioid overdose because of a dangerous gap in our nation’s drug laws. Despite government warnings, unwashed poppy seeds, which can contain lethal doses of morphine, are still entering our food supply. It’s time for the FDA to act so that no other families experience the pain the Hacala family has endured,” said Cotton.

    “I am proud to join my Arkansas colleagues in supporting this legislation and I hope it makes the changes necessary to protect individuals in the future from harm,” said Crawford.

    “The Hacala family of Rogers tragically lost their son, Stephen, because lethal substances find their way into our food supply through contaminated poppy seeds. In Stephen’s memory, my colleagues and I have created a solution to close an FDA loophole and ensure that only safe products are available for consumption. This bill can save lives and prevent another family from experiencing an unimaginable loss like the Hacalas,” said Womack, the original sponsor of the companion legislation in the House of Representatives.

    “Because of negligent practices among poppy seed distributors, the Hacala family now grieves the loss of a loved one.     WASHINGTON—U.S. Senator John Boozman (R-AR), Chairman of the Senate Appropriations Subcommittee on Military Construction, Veterans Affairs, and Related Agencies, and his colleagues with direct oversight of the Department of Veterans Affairs have requested the Department of Veterans Affairs (VA) submit an updated schedule and cost estimate to Congress for the Electronic Health Record Modernization (EHRM) program.

    Boozman joined Senate Veterans’ Affairs Committee Chairman Jerry Moran (R-KS) and Ranking Member Richard Blumenthal (D-CT), House Veterans’ Affairs Committee Chairman Mike Bost (R-IL-12) and Ranking Member Mark Takano (D-CA-39), Senate Appropriations Subcommittee on Military Construction, Veterans Affairs, and Related Agencies Ranking Member Jon Ossoff (D-GA), and House Appropriations Subcommittee on Military Construction, Veterans Affairs, and Related Agencies Chairman John Carter (R-TX-31) and Debbie Wasserman Schultz (D-FL-25) in asking VA Secretary Doug Collins to provide necessary details to help Congress fully assess the EHRM program.

    VA recently announced an accelerated EHRM deployment that includes nine additional VA medical centers in 2026 as part of its effort to restart the stalled modernization program. The members’ request follows a Government Accountability Office (GAO) recommendation to produce an updated cost estimate for EHRM before moving forward with the accelerated deployment schedule.

    “The need for a cost estimate is further underscored by practical necessity,” wrote the members. “Without a reliable cost estimate, VA risks budget overruns, schedule delays, and diminished congressional trust. Compliance with these laws, directives, and GAO recommendations is a critical step to ensuring EHRM’s success and accountability.”

    In 2019, the program was initially estimated to cost $16.1 billion over a decade. An independent cost estimate conducted by the Institute for Defense Analysis in October 2021 estimated the project to cost up to $50 billion. After lifting a pause that was put in place on the program in April 2023, VA has not yet provided Congress with an updated cost estimate for EHRM as anticipated by a framework of federal laws and Office of Management and Budget directives governing major acquisition programs.

    WASHINGTON – As the summer driving season quickly approaches, U.S. Senator Joni Ernst (R-Iowa), a member of the Senate Agriculture Committee, joined her colleagues to request the Trump administration issue year-round, nationwide E15 waivers to provide certainty for Iowa producers, reduce dependence on foreign oil, and give consumers choices at the pump. 
    Earlier this week, Ernst highlighted Iowa biofuels as a key solution to achieving energy independence when she joined Secretary Rollins in Iowa for an announcement on the Higher Blends Infrastructure Incentive Program (HBIIP). 
    “To meet our nation’s energy needs and decrease the cost of fuel, we must deploy an all-of-the-above energy strategy, which includes leveraging domestic biofuels.  As affirmed by the actions you took to first allow year-round E15 in 2019, and those approved for the summers afterward, the sale of higher blends of biofuels like E15 through the summer months supports the domestic fuel supply, reduces consumer costs, and promotes American biofuels and agriculture feedstocks,” wrote the senators. 
    “Utilizing American ethanol year-round is a direct solution to reinforcing our energy supply and reducing consumer costs, and the issuance of a nationwide waiver for the 2025 summer driving season is a clear path toward these shared goals,” the senators concluded.

    Background:
    Throughout her time in Congress, Ernst has been a strong advocate for homegrown, Iowa biofuels. Since 2015, she has supported legislation to permanently allow the nationwide sale of year-round E15. She looks forward to partnering with the Trump administration to make it a reality.
    In March 2024, Ernst and the entire Iowa delegation urged President Biden to immediately issue an emergency waiver, which would make E15 available across the country and utilize the strength of American agriculture to provide energy independence. In April 2024, Ernst and a bipartisan group of senators once again called on President Biden to permit the summertime sale of E15 fuel and finally secured year-round, nationwide E15 sales for the entire 2024 driving season.

    WASHINGTON – Yesterday, U.S. Senate Permanent Subcommittee on Investigations (PSI) Chairman Ron Johnson (R-Wis.), Ranking Member Richard Blumenthal (D-Conn.), and U.S. Sen. Josh Hawley (R-Mo.) announced an investigation into Meta Platforms, Inc. (Meta) for its alleged work to censor and provide artificial intelligence (AI) tools, including surveillance software, for the Chinese Communist Party (CCP). In a letter sent yesterday to Meta Chief Executive Officer Mark Zuckerberg, the senators demanded all records and communications pertaining to Meta’s operations within China, including the potential use of AI models developed by or in collaboration with the CCP. 
    Citing internal documents received by the subcommittee, “Facebook’s plan reportedly included more engagement with the CCP, and later included plans to partner with a Chinese company to build censorship tools and provide the CCP with user data. Further, Facebook’s censorship efforts on behalf of the CCP allegedly extended to dissidents outside of China, including in the United States,” the senators wrote.

    WASHINGTON, D.C. — U.S. Senator Angus King (I-ME), in a special hearing of the Senate Veterans Affairs Committee (SVAC) hosted by Ranking Member Senator Richard Blumenthal (D-CT), spoke with Shernice Mundell, a veteran and former Office of Personnel Management (OPM) employee, who was terminated during the mass federal layoffs implemented by the Trump Administration.
    During the exchange, Senator King asked Mundell about her probationary status and job performance at OPM; this probationary classification can apply to any employee who is a new hire or has been awarded a promotion in the last year and isn’t necessarily an indicator of job performance. Department of Veterans Affairs (VA) Secretary Doug Collins and Acting OPM Director Charles Ezell were invited to join the spotlight hearing but chose to not attend. The hearing comes on the heels of mass firings and contract cancellations executed by the Department of Veterans Affairs (VA) at the request of Elon Musk’s Department of Government Efficiency (DOGE).
    “Shernice. We’ve got you here. You were at OPM. Did you get a poor performance letter,” asked Senator King.
    “Yes, I did. Yeah,” replied Mundell.
    “Was that consistent with your prior evaluations,” again asked Senator King.
    “No, like I said, I was promoted a month after I had started, and as far as I know, my performance was fine, my supervisor referred me to another position, and I interviewed for it and was hired. It was all within the same department, and it was a promotion,” said Mundell.
    “So, there was no notice to you of any performance issues before you got this letter,” questioned Senator King.
    “Correct,” responded Mundell.
    “I feel like a psychiatrist. How did it make you feel when you got a letter that said poor performance,” asked Senator King.
    “I was shocked. I was kind of expecting something to happen because I had read Project 2025, so I knew what they wanted to do with the federal employees. I didn’t think it was going to happen as quickly as it happened, but about two weeks before, I had started getting emails saying that I was in my probationary period and my job was being reevaluated to see if it was still necessary,” said Mundell.
    “So, you were on probation when you got the firing. Is that true of people, other people you know, that were fired? Basically, that it was everybody was on probation,” Senator King questioned again.
    “Yes, right. It was about 75 people on the call when I got fired,” said Mundell.
    “And none of them that you know of had performance issues. It was just the fact that they were on probation,” asked Senator King.
    “Correct. None of them had, as far as I know, in the one department that I came from, we had never had performance reviews, because they were only there since August,” responded Mundell.
    “Now, the problem with firing people on probation is it’s not rational, in the sense that there’s no analysis behind it,” commented Senator King.
    Representing one of the states with the highest rates of military families and veterans per capita, Senator King is a staunch advocate for America’s servicemembers and veterans. A member of the Senate Veterans’ Affairs Committee (SVAC), he works to ensure American veterans receive their earned benefits and that the VA is properly implementing various programs such as the PACT Act, the State Veterans Homes Domiciliary Care Flexibility Act, and the John Scott Hannon Act. Recently, in a letter to VA Secretary Doug Collins, Senator King joined his colleagues in urging for immediate action to secure veterans’ personal information provided by VA or other agencies to Elon Musk and his “Department of Government Efficiency” (DOGE), a measure that would protect millions of veterans’ medical records stored in VA’s computer systems. In addition, he helped pass the Veterans COLA Act, which increased benefits for 30,000 Maine veterans and their families.
    Recently, Senator King introduced bipartisan legislation alongside SVAC Chairman Senator Jerry Moran (R-KS) to improve care coordination for veterans who rely on both VA health care and Medicare. In February, Senator King was honored by the Disabled American Veterans as its 2025 Legislator of the Year. Last year, he was recognized by the Wounded Warrior Project as the 2024 Legislator of the Year for his “outstanding legislative effort and achievement to improve the lives of the wounded, ill, and injured veterans.” Senator King recently joined SVAC Ranking Member Senator Blumenthal in writing a letter to Secretary Collins raising concerns over proposed $1 spending limits on VA purchase cards which are used to pay for gas to transport disabled veterans to apportionments, buy medical supplies and more. Senator King also joined his colleagues in raising concerns over proposed plans to terminate 83,000 VA employees.
