    WASHINGTON – Today, U.S. Senators John Hickenlooper and Michael Bennet and U.S. Representative Joe Neguse reintroduced their bipartisan Edward J. Dwight, Jr. Congressional Gold Medal Act of 2025 to honor the life and legacy of author, sculptor, and astronaut Ed Dwight, Jr., who made history at 90-years-old as the oldest person on Earth to travel to space.
    “Ed Dwight is an inspiration to every American seeking to push the limits of what’s possible,” said Hickenlooper. “It’s high time we recognize his many contributions to our nation and to Colorado.”
    “Ed Dwight is one of our country’s greatest living legends,” said Bennet. “Despite racism and prejudice, Ed never stopped reaching higher and became a trailblazer in the worlds of art, science, aviation, and most recently, space travel. His successes are Colorado’s successes. It is a privilege to highlight Ed’s accomplishments and advocate for him to receive the highest honor bestowed by the United States Congress.”
    “Ed Dwight was a barrier breaker, overcoming obstacles to become the first African American candidate selected for the U.S. Air Force’s astronaut training program. Since then, he has continued to uplift and celebrate
    the contributions of Black Americans—both across the country and in Colorado—through his art,” said Neguse. “We are incredibly proud of his contributions to our nation, and I am honored to join Senator Bennet in the effort to award Ed with a Congressional Gold Medal.”
    Dwight became our country’s first African American astronaut candidate when President John F. Kennedy invited him to join the U.S. Air Force’s astronaut training program in 1961. However, he was never granted the opportunity to fly to space due to racism within the program.
    After completing his military service, Dwight moved to Denver, where he became an IBM engineer. He later opened a restaurant and worked as a real estate developer before pursuing his passion for sculpting full-time. Today, Dwight’s sculptures are collected by museums, institutions, and art enthusiasts around the world, including the Smithsonian.
    In 2020, U.S. Space Force Chief of Space Operations General Jay Raymond presented Dwight with the Commander’s Public Service Award and inducted him as an honorary member of the Space Force, for his contributions to the United States, space, and history.
    Then, in 2024, aboard Blue Origin’s New Shepard spacecraft, 90-year-old Dwight made history as the oldest person to travel to space.
    “The Congressional Gold Medal would bestow recognition to a man who has fulfilled his lifelong dream of going to space,” said Patricia Duncan, Colorado activist and author. “Senator Bennet’s bill honors Ed Dwight, the first Black astronaut candidate, a humble man receiving all the recognition he has earned and deserves.”
    “As of May 2024, Ed Dwight, using the moniker of ‘Justice’, was able to fulfill a 60 year dream of flying into space and earning the official title of Astronaut. I would like to sincerely thank Senator Bennet for recognizing and acknowledging my father, Ed Dwight’s contributions to Colorado, our culture, and the country as a whole,” said Tamara Rhone, Ed Dwight’s daughter. “It means so much to me and my family as I know he appreciates that he is not forgotten in this journey to reach and attain his dreams and be a positive example for others to follow.”
    The Congressional Gold Medal would recognize Dwight’s historic service, example of excellence despite adversity, and contributions to art and Black history.

  • MIL-OSI USA: Luján, Graham Introduce Legislation to Ban Horse Slaughter

    Washington, D.C. – Today, U.S. Senators Ben Ray Luján (D-N.M.) and Lindsey Graham (R-S.C.) announced the introduction of the Save America’s Forgotten Equines (SAFE) Act, legislation to permanently ban the slaughter of horses for human consumption. The bill would also prohibit the export of live horses to Mexican and Canadian slaughterhouses to be sold overseas. Congressman Vern Buchanan (R-FL) and Congresswoman Jan Schakowsky (D-Ill.) lead companion legislation in the House.
    “I’m proud to join my colleagues to introduce bipartisan legislation to permanently ban the slaughter of horses for human consumption. Unlike cattle, horses aren’t raised as food animals in the United States,” said Senator Luján. “I look forward to working with my colleagues to pass this bill to protect our nation’s horses while maintaining support for meat and poultry markets.”
    “The slaughter of horses for human consumption is barbaric and has no place in America,” said Representative Buchanan. “As Co-Chairman of the Animal Protection Caucus, I look forward to continuing to lead this effort with Congresswoman Schakowsky to protect these beautiful creatures.”
    “As a former horse owner, I have been a leader in efforts to ban horse slaughter in the United States for many years,” said Representative Schakowsky. “I am once again partnering with Congressman Vern Buchanan in introducing the SAFE Act to amend the Agriculture Improvement Act of 2018 to prohibit the slaughter of equines for human consumption, both domestically and abroad. It is beyond time to end this brutal and dangerous practice. Horses are not food. As a proud animal lover, we owe it to our horse companions to protect their welfare.”
    The SAFE Act would make it illegal to slaughter, transport, possess, purchase, sell or donate horses, donkeys and burros for human consumption. Although the practice of slaughtering horses for human consumption is currently illegal in the United States, the ban is temporary and subject to annual congressional review and no federal law exists to prohibit the transport of horses across America’s borders for slaughter in Canada or Mexico.
    The SAFE Act is cosponsored by over 100 bipartisan members of Congress. The SAFE Act has received the support of the Humane World Action Fund, the ASPCA, the Animal Welfare Institute, the U.S. Harness Racing Alumni Association, the Jockey Club and Return to Freedom Wild Horse Conservation.
    “The pipeline to slaughter is a death sentence for horses, subjecting them to unimaginable suffering. These majestic animals, who have helped build this nation, are deserving of compassion and kindness, not cruelty. It’s time to end their horrifying journey to slaughter, where many suffer brutal abuse long before they arrive. Horse slaughter for human consumption is an industry that shows a complete disregard for these loyal and noble animals. We call on lawmakers to support Senators Graham and Luján and Representatives Buchanan and Schakowsky in their efforts to pass the Save America’s Forgotten Equines (SAFE) Act and put an end to this inhumane practice once and for all,” said Sara Amundson, President, Humane World Action Fund.
    “Although the overall decline in American horses being exported for human consumption is a sign of progress, more than 19,000 horses are still being trucked across the border each year as part of the predatory horse slaughter pipeline.   • MIL-OSI USA: Wyden, Merkley Demand HHS Secretary Kennedy Reverse Drastic Cuts to Critical Health Care Assistance Program

    (Washington, DC) – U.S. Senators Ron Wyden and Jeff Merkley today demanded U.S. Department of Health and Human Services Secretary Robert F. Kennedy, Jr. reverse extreme and harmful funding cuts to the Affordable Care Act Navigator program. 
    In a letter to Secretary Kennedy, Wyden and Merkley joined Senate colleagues to point out how the drastic nearly 90 percent funding cut threatens to leave millions of Americans without vital access to the medical care they need. These cuts will disrupt Americans’ ability to access quality, affordable health insurance coverage, including for Medicaid and the Children’s Health Insurance Program.  
    The senators wrote that the Navigator program is “a critical resource for individuals and families, especially those living in rural and underserved areas, by helping them purchase health coverage that meets their needs.”
    The lawmakers continued, “In 2017 and 2018, the Department of Health and Human Services (HHS) slashed funding for the Navigator program by 84 percent. […] Unsurprisingly, ACA enrollment shrank by more than 2.5 million over the course of the Trump administration. Once Navigator funding was restored in 2021, enrollment rose and reached historic levels for the 2025 plan year,” 
    “We strongly urge the administration to reconsider this harmful decision and restore full funding to the Navigator program. Cutting these vital resources will only create more barriers for individuals and families seeking coverage, ultimately increasing the number of uninsured Americans,” the senators concluded.

  • MIL-OSI USA: King Introduces Bill to Make College Textbooks More Affordable

    WASHINGTON, D.C. — U.S. Senator Angus King (I-ME) has introduced bicameral legislation to make college textbooks more affordable. The Affordable College Textbook Act would authorize a competitive grant program to support the creation and expansion of open college textbooks — textbooks that are available under an open license — which would allow professors, students, researchers and others to freely access the materials.
    Textbook costs are one of the most overlooked costs of going to college, but they can be a substantial barrier to pursuing a college education.  According to the College Board, the average student at a four-year public institution of higher education spent $1,290 on college books and supplies during the 2024-2025 academic year. In a 2020 U.S. PIRG survey, 65-percent of students decided not to buy a textbook because of the cost, and 94 percent of those students were worried it would affect their grade negatively.
    “A college education is far more expensive than the simple cost of tuition, room, and board — and the textbook market causes serious sticker shock on campuses across the nation,” said Senator King. “Students are faced with numerous additional fees from the time they move in until the time they graduate.  The Affordable College Textbook Act is a commonsense step toward saving students — and teachers — from the hidden, overlooked fees associated with a college education.  Thanks to my colleagues for prioritizing the success of the next generation of students.”
    The Affordable College Textbook Act expands and updates provisions from the College Textbook Affordability Act which was included in the 2008 Higher Education Opportunity Act. The provisions aimed to make more information available to students looking to manage college textbook costs. The 2008 law required textbook publishers to disclose to faculty the cost of a textbook to their students, required schools to publish textbook price information in course catalogues when practicable, and required publishers to offer unbundled supplemental materials. The provisions took effect July 1, 2010.
    Specifically, the Affordable College Textbook Act would: 
    Authorize a grant program, similar to the U.S. Department of Education’s Open Textbook Pilot program for which Congress already has appropriated $54 million and saved students more than $250 million.  The grant would support projects at colleges to create and expand the use of open textbooks, with priority for programs that would achieve the highest savings for students;
    Ensure that any open textbooks or educational materials created using program funds would be free and easily accessible to the public;
    Require entities who receive funds to complete a report on the effectiveness of the program in achieving savings for students;
    Improve and update existing requirements for publishers and institutions that provide information on textbook costs, including new disclosure requirements to students on how companies providing digital materials may use student data; and
    Require the Government Accountability Office to report to Congress with an update on the price trends of college textbooks.
    The legislation is cosponsored by Senators Dick Durbin (D-Ill.), Tina Smith (D-Minn.) and Ron Wyden (D-Ore.), and Representative Joe Neguese (D-Colo.) in the U.S. House.
    Senator King has been a long time advocate of higher education; working to make college more affordable and accessible for Maine students. Last year, he cosponsored bipartisan legislation that would permanently extend a tax-free student loan repayment provision to help ease the burden of student loans. Senator King has also worked to make college campuses safer — introducing bipartisan legislation to prevent hazing on college campuses, as well as legislation that would require hazing incidents to be reported as part of a college’s annual crime report.

  • MIL-OSI USA: Cortez Masto, Daines Introduce Bipartisan Bill to Protect Americans’ Access to Telehealth Services

    Washington, D.C. – U.S. Senators Catherine Cortez Masto (D-Nev.) and Steve Daines (R-Mont.) introduced bipartisan legislation to make expanded access to telehealth services permanent.
    “Nevadans should have easy access to essential health care services regardless of where they live,” said Senator Cortez Masto. “This commonsense, bipartisan legislation will ensure families in rural communities don’t have to drive for hours to go to a routine doctor’s appointment that could be conducted virtually.”
    “Many Montanans depend on telehealth services to provide health care access across our state, especially in rural communities where patients and families would otherwise have to drive long distances and face unpredictable weather conditions to receive care,” said Senator Daines. “This bipartisan bill expands the telehealth resources folks have come to rely on, and I’ll keep working to make sure Montanans have access to the care and services they need.”

    The Telehealth Expansion Act will permanently allow full coverage of telehealth services under high-deductible health plans (HDHPs) paired with health savings accounts (HSA) without requiring a deductible. These services were first expanded during the pandemic, and this bill would make those expansions permanent – ensuring that Nevadans and all Americans can access telehealth services without the burden of first meeting a deductible. 
    Senator Cortez Masto is a champion for Nevada’s rural communities, working across the aisle to deliver for families. She has led legislation to support key tourism and outdoor industries in every corner of Nevada through economic development, and she has introduced a bipartisan bill to cut red tape for small businesses—including those in rural areas. She also ensured rural Nevada communities have better access to federal funds and services through the Rural Partners Network. In the Bipartisan Infrastructure Law, she secured funding for rural schools and over $460 million for broadband. She also made sure the law included her legislation to help rural counties with internet access at local schools and streamline federal broadband funding to improve internet access for rural areas.

  • MIL-OSI USA: Cortez Masto, Kelly Push for More Federal Resources to Combat Fentanyl Crisis

    Washington, D.C. – Senator Catherine Cortez Masto (D-Nev.) joined Senator Mark Kelly (D-Ariz.) to reintroduce bipartisan legislation to crack down on drug trafficking and combat the fentanyl crisis. The HIDTA Enhancement Act would reauthorize the High Intensity Drug Trafficking Areas (HIDTA) program—which brings together federal and local law enforcement to stop drug trafficking—and provide them with greater resources to cover more activities to enhance fentanyl prevention and seizures. 
    “The HIDTA program has been an incredible tool to help law enforcement agencies nationwide to combat drug trafficking and the fentanyl crisis,” said Senator Cortez Masto. “I will continue working with my colleagues across the aisle to expand funding and support for HIDTA. We must ensure our communities have the resources they need to keep drugs off our streets and protect Nevada families.”  
    “Law enforcement agencies in Arizona are doing their best every single day to keep families safe from lethal drugs like fentanyl.     The bipartisan HIDTA Enhancement Act specifically reauthorizes the program at $333,000,000 annually through 2030; increases authorization for competitive grants and expands use of funds to include enhanced fentanyl seizure and interdiction activities. Additional cosponsors of the bill include Senators Shelley Moore Capito (R-W. Va.), Marsha Blackburn (R-Tenn.), and Amy Klobuchar (D-Minn.).
    Senator Cortez Masto has been working to crack down on illicit drugs since she was first elected Attorney General, when she worked with Nevada’s Republican governor, law enforcement, and Mexican officials to combat the rise of methamphetamine manufacturing and cross-border drug trafficking. In the Senate, she has authored legislation to combat drug trafficking online that was signed into law, and passed critical legislation to eliminate illegal fentanyl supply chains. She also recently cosponsored the HALT Fentanyl Act which just passed the U.S. House of Representatives and will combat illegal fentanyl and keep our communities safe. She has also introduced legislation to crack down on the deadly fentanyl additive xylazine.

  • MIL-OSI USA: Cassidy, Colleagues Introduce Bill to Protect Louisiana Rice from India, China

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA), Cindy Hyde-Smith (R-MS), John Boozman (R-AR), Joni Ernst (R-IA), and Tommy Tuberville (R-AL) introduced the Prioritizing Offensive Agricultural Disputes and Enforcement Act to protect the Louisiana rice industry against dumping of cheap produce into U.S. markets from India and China. 
    “Louisianans want to eat rice grown in their backyard, not from the other side of the world,” said Dr. Cassidy. “The rice industry is critical to Louisiana’s economy. We must level the playing field for our rice farmers.”  
    “As a strong advocate for our agriculture industry and the ability of American producers to compete fairly on the global stage, I will remain steadfast in fighting those nations that undermine our farmers. When countries blatantly violate their WTO commitments, they must be held accountable. Giving the USDA a bigger role in trade disputes is a crucial step to safeguard a key sector of Mississippi’s and our nation’s economy. I am proud to once again support it,” said Senator Hyde-Smith. 
    “American rice and wheat farmers continue to be targeted by India’s egregious over-subsidization, and there are countless other examples. This legislation will give us the tools needed to address unfair practices and market manipulation by our trading partners to level the playing field and maintain a competitive advantage in the global marketplace,” said Senator Boozman. 
    “In Iowa, trade directly impacts the everyday lives of our hardworking farmers and is critical to the success of our entire state. Breaking down the bureaucratic barriers between the USDA and USTR will help ensure Iowa farmers are on a level playing field when engaging with global markets,” said Senator Ernst. 
    “America’s ag industry can out-compete anyone in the world—as long as the rules are fair. But right now, our farmers, ranchers, and fishermen are suffering because of foreign countries violating their trade obligations. We must level the playing field to bolster our domestic ag industry. I’m proud to join Senator Cassidy’s efforts to eliminate barriers to our agriculture exports and will keep working to remove red tape for those in our ag industry,” said Senator Tuberville.
    The Prioritizing Offensive Agricultural Disputes and Enforcement Act establishes a joint task force on agricultural trade enforcement led by the U.S. Trade Representative (USTR). The task force will more proactively monitor upcoming Indian and Chinese industrial subsidies, rather than waiting to react after subsidies are in place. The bill will also require the task force to report recommendations to Congress to deal with unfair subsidies they identify.
    Background
    Earlier this month, Cassidy asked U.S. Trade Representative Jamieson Greer if he would commit to putting tariffs on shrimp coming from other countries that use illegal antibiotics and forced labor during Greer’s confirmation hearing. Greer replied that USTR would consider tariffs if an investigation found that unfair trade practices were not remedied.
    Last year, Cassidy worked to secure $27,152,411.00 for Louisiana fisheries, shrimpers, and fishing communities affected by natural disasters between 2017 and 2022.
    In April 2024, Cassidy advocated for Louisiana shrimpers and rice producers at a U.S. Senate Finance Committee hearing with former U.S. Trade Representative Katherine Tai. He pressed her on progress USTR is making to prevent shrimp dumping from Asia. Cassidy also highlighted a whistleblower report on the safety of shrimp imported from India.
    In 2023, Cassidy also introduced the India Shrimp Tariff Act to raise U.S. tariffs to be equivalent to subsidies received by the Indian shrimp farming industry. India is the world’s top shrimp exporter, accounting for roughly 40 percent of U.S. shrimp imports, largely due to massive state subsidies.

This legislation strengthens Congressional oversight of the Hatch Act, particularly in instances when the Office of the Special Counsel decides to forgo enforcement. Congressman Robert Garcia (D-Calif.) leads companion legislation in the House of Representatives.

    The Hatch Act was enacted in 1939 to prohibit federal employees from participating in specific political activities. The law aims to maintain nonpartisanship in the federal government’s operations, shield federal employees from political influence, and uphold merit-based promotions over political affiliations. However, the U.S Office of Special Counsel, which investigates and prosecutes violations of the Hatch Act, has at times failed to properly enforce this critical statue. 

    This legislation is endorsed by Citizens for Responsibility and Ethics in Washington (CREW) and The Project on Government Oversight (POGO).

    WASHINGTON—Today, U.S. Senators Jeanne Shaheen, Ranking Member of the U.S. Senate Foreign Relations Committee, and Brian Schatz (D-HI), Ranking Member of the U.S. Senate Appropriations Subcommittee on State, Foreign Operations and Related Programs, sent a letter to Secretary of State Marco Rubio regarding decisions this week to fire or place on leave virtually all USAID staff, and to terminate more than 90 percent of USAID awards and more than 60 percent of State Department awards. The Senators also requested that Secretary Rubio appear for hearings on Congress on these actions and their implications for U.S. national security. 

    “We are writing with grave concern regarding your decisions this week to fire or place on leave virtually all USAID staff, and to terminate more than 90 percent of USAID awards and more than 60 percent of State Department awards, including hundreds of millions of dollars for programs you exempted as critical to our interest or lifesaving,” wrote the senators. “These actions are in contravention of the law, costly, inefficient, and will harm U.S. national security.” 

    “The lack of compliance with the law, and the lack of communication and transparency, is unprecedented and not representative of the collaboration you professed, and we expected, when we confirmed you as Secretary of State,” continued the senators.  

    “As a former member of both Committees, you are keenly aware that Congress’ Constitutional oversight and appropriations mandates require regular engagement with Executive Branch Departments and Agencies about activities and expenditures,” concluded the senators. “We ask that you provide responses to our time-sensitive correspondence and set expectations with State Department and USAID staff about timely and regular engagement with Congress in response to the inquiries from our committees. Lastly, we request that you appear for hearings before our Committees on these actions and their implications for U.S. national security.”

  • MIL-OSI USA: Rosen Encourages Nevadans to Submit Ornaments for 2025 Capitol Christmas Tree, First Ever from Nevada

    WASHINGTON, DC – Today, U.S. Senator Jacky Rosen (D-NV) is encouraging Nevadans to create and submit homemade ornaments to decorate the 2025 U.S. Capitol Christmas Tree, which will come from Nevada for the first time ever. The tree will be harvested from the Humboldt-Toiyabe National Forest, decorated by Nevadans, and transported to Washington, DC for the holiday season. The theme for the tree is “Starry Skies to Neon Lights—Spirit of the Silver State,” and the Forest Service is calling on Nevadans to craft handmade ornaments to decorate it.
    “As a Nevadan, I couldn’t be more excited that this year’s U.S. Capitol Christmas tree will come from our own beautiful Humboldt-Toiyabe National Forest,” said Senator Rosen. “This tree will represent Nevada in our nation’s capital, and I encourage Nevadans to submit ornaments that symbolize the true spirit of the Silver State.”

  • MIL-OSI USA: Kennedy announces $2.7 million in Hurricane Ida aid for Delgado and Elaine Nunez Community Colleges, Southeastern Louisiana University

    WASHINGTON – Sen. John Kennedy (R-La.), a member of the Senate Appropriations Committee, today announced $2,718,333 in a Federal Emergency Management Agency (FEMA) grant for permanent repairs to Delgado and Elaine Nunez Community Colleges and Southeastern Louisiana University.
    “Hurricane Ida dealt a tough blow to south Louisiana. This $2.7 million will help Louisianians cover the costs for repairs to Delgado Community College, Elaine Nunez Community College and Southeastern Louisiana University,” said Kennedy.
    The FEMA aid will fund the following:
    $2,718,333 to the Office of Risk Management for permanent repairs to Delgado Community College, Elaine Nunez Community College and Southeastern Louisiana University as the direct result of Hurricane Ida.

    Washington, D.C. — Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, took to the Senate floor to speak out about the Trump administration’s decision on Wednesday to illegally terminate 90% of United States Agency for International Development (USAID) and 60% of State Department programs.
    Senator Murray has been sounding the alarms about the Trump administration flagrantly violating the law to block enacted funding across government, dismantle long-established agencies like USAID, and recklessly fire federal workers en masse. Earlier this week, she blasted the Trump for permanently eliminating 1,600 USAID employees positions in violation of the law.
    Senator Murray’s remarks, as delivered, are below:
    “M. President, I come to the floor today to make a simple point: the law cannot be in the eye of the beholder.
    “The law is the law—but yet again, we are seeing the Trump administration break the law. 
    “Many of us have been closely following the Trump administration’s illegal freeze of congressionally appropriated funding, including of foreign aid—not just from the State Department, but also from USAID, the African Development Foundation, Inter-American Foundation, and other independent agencies.
    “Each of these agencies’ existence as an independent entity has long been enshrined in statute, and reaffirmed by bipartisan majorities in both chambers year-after-year in annual appropriations.
    “Our appropriations law also explicitly requires the administration to notify and consult with Congress before undertaking any efforts to reorganize, realign, or downsize foreign affairs agencies—as the sweeping reductions in force issued last week and many other brazen actions we’ve seen clearly seek to do.
    “The Administration’s actions—including firing the USAID Inspector General and the State IG—will make waste and fraud more likely and will prevent even foreign assistance programs allegedly supported by the administration from being effectively implemented and will also effectively block hundreds of millions of dollars for other programs enacted into law by bipartisan majorities.
    “Needless to say, the Trump administration has not consulted or notified Congress about these changes—that is in violation of the law.
    “But this week they took a further step. The Trump administration has chosen to spit in the face of the law and Congress—expressing total disdain for a court order mandating that they release the foreign aid funding they had illegally withheld.
    “When finally told they must comply, Secretary Rubio personally approved the termination of 90% of USAID programs, and 60% of State Department programs—virtually overnight.
    “They terminated more than $58 billion in multi-year programs, and have told us they have no intention of utilizing those funds.
    “The termination of those awards is absolutely not what Congress intended. Congress appropriated the funding, on a bipartisan basis, with the express intent to see those dollars spent.
    “This is not trivial stuff. We are talking about resources that often mean the difference between life and death. Resources that are imperative, not just because they are lifesaving but because they are an investment in our own national security—and U.S. businesses.
    “Let’s take Ebola for example: USAID helps other countries around the world respond to and contain Ebola outbreaks. That’s pretty darn important because there is no known cure for Ebola.
    “Thanks to the good work of USAID—along with our international partners, often supported by USAID awards—we have never had an Ebola outbreak here at home.
    “Yesterday, at President Trump’s cabinet meeting, Elon Musk even admitted that, ‘yes we want to fight Ebola’—of course, then he said, they accidentally cut USAID’s Ebola prevention efforts, but that it had been ‘restored’ with no ‘interruption.’
    “Yet we know for a fact that is a lie. U.S.-based companies implementing these programs received termination notices yesterday.
    “Any basic accounting of USAID’s capacity to stop outbreaks abroad shows quite plainly that any disease prevention efforts supported by the U.S. at this point are merely symbolic.
    “You cannot break the foundation of public health systems overseas and expect that it won’t have a damaging impact here at home. This makes America less safe.
    “If Ebola, Marburg, or any other infectious disease makes it to our shores, it will be thanks to Elon and Trump—two billionaires without a clue who are positively smug about their own ignorance. 
    “But it’s not just our infectious disease response that has now been gutted. Everything from resources to help prevent kids from getting malaria to aid for refugees in war torn places like Syria where it is directly in our national security interest to foster stability.
    “And it’s not just resources for far-away places—this will hit home in blue and red states. U.S. universities in my home state, in Indiana, in Florida, in Texas, and other states have had their partnerships terminated.
    “American students from across our country that are now participating in exchange programs overseas are impacted by this.
    “To put it into perspective for my colleagues: 5,800 of 6,300 USAID grants and contracts are being terminated—that’s nine out of ten—and that’s not to mention 4,100 of 6,800 State Department grants and contracts.
    “And the only detail we have is from NGOs, faith-based organizations, and U.S. contractors sending these termination notices to our committee.
    “We do not have one shred of detail from the State Department. Not one shred. The scale is staggering—and it shows you that this administration’s scheme is to bulldoze right through restraining orders and court orders so that by the time the law catches up to them, the damage will have been done.
    “Compliance is easy at that point. What’s left to fix once you’ve burned everything to the ground?
    “This administration knows full well they are breaking the law. They are showing us all in plain view that their goal is to do irreparable damage—as much as possible, as fast as possible.
    “Well, I am sounding the alarm because this illegal power grab is in direct violation of congressional intent and appropriations law.
    “The Supreme Court should act with haste to bring this administration to account and ensure that money Congress appropriated gets to where it was intended.
    “Whether it’s President Trump, or Elon Musk, or the Secretary of State calling the shots, Congress has no visibility into DOGE’s actions, frustrating our ability to write funding bills when government funding runs out in weeks. 
    “By ignoring the law and congressional intent, the administration has created chaos, they have eroded trust in the United States, and made way for Russia and China to take advantage of this leadership vacuum.
    “No one should fall for this thin veneer about ‘efficiency’ while the Administration racks up legal fees, overdue payments to contractors, pays people not to work, and forces a global recall of staff.
    “We have a process to avoid this kind of chaos. The President submits his or her budget request to Congress. Congress holds hearings publicly, and writes and passes bills that become law. 
    “We have explicit notification and consultation requirements for foreign assistance funding for a reason.
    “M. President—do I need to march down to the National Archives? Do I need to make sure we still have a Constitution?
    “Do I need to check whether the laws we passed are still there? Or did they start running them through a shredder? Because as blatant and persistent as it has been, no one—no one—should expect this kind of lawlessness to fade away.
    “I cast my votes and speak on this floor as a voice for the people of the state I represent, Washington state. I was not elected to let the President or some unaccountable billionaire decide how their tax dollars get spent.
    “Every Senator here should speak loudly with one unified voice: Congress holds the power of the purse, and no President can unilaterally abolish an entire agency or ignore our appropriations laws.”

    The Navigator Program Has Helped Support Historic Health Care Enrollment in Recent Years

    Washington, D.C. – U.S. Senator Ben Ray Luján (D-NM) joined U.S. Senator Jeanne Shaheen (D-NH) and a group of their Senate colleagues in a letter calling on U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr., to reverse drastic funding cuts to the Affordable Care Act Navigator program, which helps Americans access quality, affordable health insurance coverage, including for Medicaid and the Children’s Health Insurance Program. The nearly 90 percent funding cut threatens to leave millions of Americans without critical assistance to help save money and access the insurance they need. These cuts will lead to a reduction in health care enrollment. 

    The Senators wrote, in part: “Since its inception, Navigators have become a critical resource for individuals and families, especially those living in rural and underserved areas, by helping them purchase health coverage that meets their needs.”

    They continued: “In 2017 and 2018, the Department of Health and Human Services (HHS) slashed funding for the Navigator program by 84 percent. […] Unsurprisingly, ACA enrollment shrank by more than 2.5 million over the course of the Trump administration. Once Navigator funding was restored in 2021, enrollment rose and reached historic levels for the 2025 plan year.”

    The lawmakers concluded: “We strongly urge the administration to reconsider this harmful decision and restore full funding to the Navigator program. Cutting these vital resources will only create more barriers for individuals and families seeking coverage, ultimately increasing the number of uninsured Americans.”

    The Guarding Readiness Resources Act addresses a longstanding challenge for the National Guard. While federal law allows the use of federal assets for state-directed missions, reimbursements for those expenses have been diverted to the U.S. Treasury instead of the appropriate Guard units, creating significant funding gaps. The legislation is endorsed by the Enlisted Association of the National Guard of the United States (EANGUS) and the National Guard Association of the United States (NGAUS).

    Bill Specifics:
    By adding a Miscellaneous Receipts exemption to section 710 of title 32, Congress will ensure that: 
    The U.S. Property and Fiscal Officer (USPFO) can direct reimbursement money back to National Guard units.
    National Guard units will have available funding for maintenance, repair, and replacement costs of federal equipment when needed.
    National Guard equipment, property, and training funds will remain ready for National Guard federal missions.

    Growing up in Los Angeles, California, Líma has dedicated his life to family, firefighting, and organized labor. He worked three jobs in his life — all union jobs — as a truck driver, a building trades carpenter apprentice, and a firefighter for the Los Angeles City Fire Department (LAFD), which he joined in 1992.
    Líma began his career as a proud Los Angeles City Local 112 union fire fighter at the age of 19, working at one of the busiest stations in the nation. He rose through the ranks of the LAFD as a firefighter, apparatus operator, engine captain, and for the past 20 plus years, a truck company captain. He worked in specialized companies, including hazardous materials and Urban Search and Rescue (USAR). He was deployed to New York City on September 11 to work as a rescue worker at ground zero after the terrorist attacks, along with another deployment to Hurricane Katrina in August 2005. Now, in his third decade of service, Líma continues to be active in the field, picking up shifts at fire stations throughout Los Angeles. Líma’s work on the frontlines during floods and wildland disasters has provided much-needed disaster relief assistance to IAFF families.
    Líma was elected to the United Firefighters of Los Angeles City (UFLAC) Local 112 Executive Board as a director, vice president, lead negotiator, and eventually president in 2012. He also served as a vice president for the California Professional Firefighters (CPF). He has served for over 12 years as an elected Executive Board vice president of the Los Angeles County Federation of Labor AFL-CIO, and continues to be active on the California State Board of Fire Services, a Board that he was appointed to by both Governor Brown and Governor Newsom. He still serves as a principal member of the NFPA 1710 Technical Committee for career fire fighters. He was also elected to serve as the secretary of the California Electoral College by his peers.
    As Californians and Angelenos begin their recovery and rebuilding from the devastating fires, Líma will continue advocating for the communities he fought to protect and the firefighters who put everything on the line to save businesses, homes, and lives.     WASHINGTON, D.C. – As President Trump reversed course and announced his proposed tariffs on Canada and Mexico will begin March 4th, U.S. Senator Peter Welch (D-Vt.), a member of the Senate Finance Committee, joined Senator Jeanne Shaheen’s (D-N.H.) Protecting Americans from Tax Hikes on Imported Goods Act, which would shield American businesses and consumers from rising prices imposed by tariffs on imported goods into the United States. The bill would keep costs down for imported goods by limiting the authority of the International Emergency Economic Powers Act (IEEPA)—which allows a President to immediately place unlimited tariffs after declaring a national emergency—while preserving IEEPA’s use for sanctions and other tools.  
    This week, Senator Welch also voted against Jamieson Greer, Trump’s pick to serve as U.S. Trade Representative (USTR), about whom he expressed reservations during the nominee’s confirmation hearing before the Senate Finance Committee. Senator Welch released the following statement:

    Padilla Urges Elon Musk and OPM to Stop Sending Mass Emails to Legislative Branch Employees

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), Ranking Member of the Senate Committee on Rules and Administration, urged Elon Musk and Acting Director of the Office of Personnel Management (OPM) Charles Ezell to cease mass email communications from the Department of Government Efficiency (DOGE) and OPM to employees of legislative branch offices and agencies. Despite not being subject to personnel actions by the executive branch, several legislative branch offices and agencies have received mass emails from hr@opm.gov, risking the sharing of sensitive, unauthorized information.

    Over the weekend, thousands of employees across the federal government received mass emails, asking them to summarize what they did in the past week, with Musk saying failure to respond would be taken as their resignation. Padilla stressed that sending these emails to legislative branch offices and agencies is particularly troubling as executive branch agencies warn their own employees not to respond to OPM’s mass email because “doing so would risk sensitive information falling into the hands of malign foreign actors.”

    “Neither the White House nor DOGE nor OPM have any authority or legitimate purpose to mass email legislative branch offices and agencies demanding information from employees or to threaten adverse personnel actions,” wrote Senator Padilla. “Unfortunately, Rules Committee staff have verified that mass emails from hr@opm.gov were sent to multiple legislative branch offices and agencies, wasting time and resources and potentially misleading employees into responding and sharing legislative branch information in an unauthorized manner.”

    “The fact that these mass emails are also going beyond the scope of the executive branch is yet another sign of how DOGE is operating in an uninformed, poorly executed, and chaotic manner,” continued Padilla.

    Specifically, Padilla asked Musk and Ezell to take steps by Monday, March 3, to stop any further mass email communications directed at employees in legislative branch offices and agencies.

    Washington, D.C. – Today, U.S. Senators Catherine Cortez Masto (D-Nev.) and Jacky Rosen (D-Nev.) sent a letter to Acting Social Security Administration Commissioner Leland Dudek requesting answers on the planned relocation of a Social Security office in Las Vegas. The Senators also expressed concern that the lack of transparency surrounding changes to offices in Las Vegas may impact residents’ ability to access Social Security services. Across Nevada, approximately 592,000 residents received Social Security benefits in 2024.
    “We write to understand the Department of Government Efficiency’s (DOGE) plans to relocate Social Security Administration (SSA) offices in Las Vegas, Nevada, as well as to request information on the impact of these actions on accessibility to SSA services for beneficiaries,” wrote the Senators.
    “Having multiple SSA offices across the region ensures that our constituents have robust access to in-person assistance for the nation’s primary income support programs, and this is especially important for groups like the elderly and individuals with disabilities,” continued the Senators. “If not handled correctly, the closure and relocation of a Las Vegas office could result in longer travel times, worsening backlogs, and additional delays in beneficiaries receiving assistance and benefits. It could also have an impact on staffing shortages that have plagued the SSA.”
    Specifically, the Senators asked for the following information about the planned closure and relocation:
    Which office will be moved and where will the new facility be located?
    Which federal building in Southern Nevada has the capacity to hold the relocated facility?
    Will the office be downsized to account for any differences in building capacity?
    When will this relocation occur and will there be a continuation of current services throughout the relocation?
    The DOGE website claims that $16,406 will be saved by this relocation. What is the source of that number? Does it include the costs involved in facilitating a relocation? Does the number include any cost savings from reduction in services?
    Will there be any change to appointment capacity during or after the relocation?
    What are the terms of the current lease and what is the status of the new lease agreement?
    What plans does SSA have to notify our constituents about the relocation?

  • MIL-OSI USA: February 27th, 2025 Heinrich, Vasquez Urge New Mexico Attorney General to Investigate Health Care Centers in Denying Medical Care to New Mexicans

    WASHINGTON — U.S. Senator Martin Heinrich (D-N.M.) and U.S. Representative Gabe Vasquez (D-N.M.) sent a letter urging New Mexico Attorney General Raúl Torrez to open an investigation into Ben Archer Health Centers refusing to provide medical care to individuals without “proof of citizenship.”

    Heinrich’s office was alerted by constituents to Ben Archer Health Centers’ new practice of requiring “proof of citizenship” yesterday. His office then verified that Ben Archer was employing this practice at school-based health clinics, for scheduled appointments at standalone clinics, and for same-day appointment requests. In defense of their actions, Ben Archer leadership pointed to President Donald Trump’s Executive Order, “Ending Taxpayer Subsidization of Open Borders,” which was issued on February 19, 2025, but has no bearing on the provision of health care to non-citizens. In fact, New Mexico and federal law both require Ben Archer Health Centers and other similarly funded health centers in the United States to provide health care to all residents of the area the center serves.

    In a post published to his social media yesterday morning, Heinrich condemned Ben Archer Health Centers for turning away patients without birth certificates on-hand at their clinics. Heinrich later welcomed news that the policy had been reversed, but has since received reports that the reversal is not being implemented consistently.

    “We write to request that you investigate whether Ben Archer Health Centers’ (BAHC) denial of medical care to individuals unable to provide “proof of citizenship,” potentially denying care to U.S. citizens, violated federal or state law and to take appropriate legal action pursuant to those findings. BAHC operates 11 clinics throughout southern New Mexico and is funded by the U.S. Department of Health and Human Services, alongside the State of New Mexico and Doña Ana County. This federal and state support creates not only an ethical, but legal obligation to provide quality primary health care to all New Mexicans, addressing the urgent needs of medically underserved residents in our state. We are concerned that similar actions could undermine medical care across New Mexico if BAHC is not held accountable for their neglect of this principal duty,” the lawmakers wrote in their letter to New Mexico Attorney General Raúl Torrez.

    On February 26, the lawmakers received multiple, verified reports of Ben Archer Health Centers denying medical care to New Mexicans who were unable to provide proof of U.S. citizenship. One report was from an insulin-dependent patient with diabetes who was unable to refill their insulin prescription, and another report was from a patient who states they were unable to refill their psychotropic medication at Ben Archer Health Centers’ onsite pharmacy. Another individual sent a photo of a public posting at a school-based clinic in Las Cruces stating, “any ineligible alien who entered the United States illegally or is otherwise unlawfully present in the United States does not qualify for federally funded services at Ben Archer Health Centers.”

    Ben Archer Health Centers operate clinics at three of Las Cruces Public Schools’ (LCPS) high schools. After receiving calls from the New Mexico Department of Health and the Primary Care Association of New Mexico, Ben Archer took down the posted notices. However, in visits to Ben Archer Health Centers since the reversal, constituents have experienced inconsistent requirements to access health services.

    “A west Texas measles outbreak killed a school-age child just yesterday, and New Mexico’s Department of Health has confirmed nine cases of measles in Lea County. At a moment when access to vaccinations and treatment are paramount, the last thing a family needs when attending an appointment at their local school-based clinic — funded by federal, state, and county dollars — is to be turned away unless they prove citizenship,” the lawmakers stated.

    The lawmakers also emphasized that Ben Archer Health Centers appears to be violating both state and federal law.  

    “BAHC’s unilateral decision to require documentation of citizenship as a prerequisite to providing health care at their clinics is not only unreasonably burdensome for New Mexican families, we believe it also violates the law… Despite their citing of President Donald Trump’s Executive Order, “Ending Taxpayer Subsidization of Open Borders,” as justification for their actions, that executive order has no bearing on health centers’ provision of heath care to non-citizens and does not supersede applicable law,” the lawmakers declared.

    “We are aware of constituents who have been directly impacted by BAHC’s actions and can provide additional information upon request. While we believe that the vast majority of these vital health care providers are committed to serving vulnerable New Mexicans, we urge you to investigate these allegations against BAHC, determine the extent to which the practice is continuing, and hold them accountable on behalf of patients across our state,” the lawmakers concluded.

    BAHC’s unilateral decision to require documentation of citizenship as a prerequisite to providing health care at their clinics is not only unreasonably burdensome for New Mexican families, we believe it also violates the law. BAHC advertises their status as a Health Center Program grantee under 42 U.S.C. § 254b on the front page. of their website. Pursuant to subsection (a)(1)-(2) of that statute, health centers like BAHC are required to provide services for all residents within the area served by the center. Despite their citing of President Donald Trump’s Executive Order, “Ending Taxpayer Subsidization of Open Borders,” as justification for their actions, that executive order has no bearing on health centers’ provision of heath care to non-citizens and does not supersede applicable law.

    Additionally, BAHC’s actions are likely in violation of NM Stat § 24A-1-20 (2024). Section 24A-1(A)-(B) of that statute provides that state or local health benefits, therein defined as “any health benefit for which payments, assistance or health care services are provided to an individual, household or family eligibility unit by…appropriated funds of the state, a county, a local government…,” must be provided to all non-citizens, regardless of immigration status, if they meet the eligibility requirements for those benefits. Again, BAHC’s website clearly states that, in addition to federal funding, they receive funding from New Mexico state agencies, including the Department of Health, the Children, Youth, & Families Department, and the Human Services Department, as well as Doña Ana County.

    BAHC’s demands that patients produce proof of U.S. citizenship in order to receive basic health care appear to violate both state and federal law.  Their actions also unquestionably run counter to BAHC’s mission statement emphasizing access to health services for underserved populations.  Health Centers in New Mexico are currently serving over 331,000 patients, including 17,262 homeless, 18,934 school-based, and 6,596 Veteran patients. Altogether, over 15% of New Mexico’s residents are served by Health Centers with 51% of those residents being under the poverty line. We are aware of constituents who have been directly impacted by BAHC’s actions and can provide additional information upon request. While we believe that the vast majority of these vital health care providers are committed to serving vulnerable New Mexicans, we urge you to investigate these allegations against BAHC, determine the extent to which the practice is continuing, and hold them accountable on behalf of patients across our state.

    WATCH: Padilla warns of devastating impacts of Trump’s plan to abolish the Education DepartmentWASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.) delivered remarks on the Senate floor to oppose President Trump’s nomination of Linda McMahon to lead the Department of Education, underscoring the enormous threat the Trump Administration poses to education for millions of students in California and across the country. President Trump has repeatedly stated he wants to eliminate the Department of Education — which would irreparably harm the education of the 80 percent of students who attend public schools.
    Padilla called out McMahon for her startling lack of qualifications to lead the Department of Education.
    “We can talk about Linda McMahon’s qualifications — or frankly, lack thereof. But I’m not shocked, because President Trump isn’t looking for someone with the background or the commitment to strengthen education in America. He’s looking for someone to destroy it. President Trump has said publicly that he wishes that Ms. McMahon would ‘put herself out of a job.’ And it’s clear that she’s ready to do it.”
    Padilla also emphasized the crucial role the Department of Education plays in promoting equal access to education, issuing protections and support for students with special needs, defending the civil rights of tens of millions of students, and managing the student loans and Pell grants that students need to afford an education.
    “Linda McMahon and Republicans in Congress will try to sell us on the idea that education should be left to states and to local communities. … Now while it’s true that state and local communities play the primary role in education, it’s actually the federal government that helps close the gaps.
    “That’s part of what makes our country strong: the idea that no matter where you live, no matter who your parents are, or what tax bracket your family is in, you have the right to a good education. Because after all, it’s the surest path to achieving your American Dream.”
    A “proud product of public education,” Senator Padilla highlighted his own background graduating from San Fernando High School and using Pell grants to help pay for college. He emphasized the opportunities the public school system afforded him, and urged his Republican colleagues to vote against McMahon to protect the right to education for millions of students.
    “I find it outrageous that Ms. McMahon and Republicans can so callously plan to take a chainsaw to the American Dreams of so many current and future students. But today, we’re here to say that tens of millions of public school students are not line items on your chopping block.

  • MIL-OSI USA: Reed: Trump Admin’s Latest Moves to Dismantle Social Security Administration Puts Retirees’ Earned Benefits At Risk

    WASHINGTON, DC – The American Prospect reported that the acting leader of the Social Security Administration (SSA) – who was handpicked by Trump outside the usual process for elevating an acting commissioner — instructed managers to draw up plans to cut the SSA workforce by half.  This comes on the heels of the Trump Administration terminating SSA’s Office of Transformation which was moving to modernize technology, customer experience, and more across the SSA in a coordinated and transparent manner with trackable progress.

    Today, U.S. Senator Jack Reed (D-RI) condemned the Trump Administration’s moves to drastically downsize the SSA by shuttering field offices and firing critical staff and warned that doing so would be an alarming step toward disrupting payments and slashing future benefits.

    “Social Security is an earned benefit that Americans pay into.  President Trump is recklessly moving to disrupt this vital lifeline and deny people the assistance they need when they need it most,” said Senator Reed.  “If the Trump Administration fires half of the SSA workforce it will degrade customer service for taxpayers and set the stage for even bigger cuts to the underlying program — leading to more elderly and disabled people struggling without a safety net.”

    For nearly 90 years, Social Security has provided income protection to millions of retirees, people with disabilities, dependents, and families that lose a wage earner.

    This year, the Social Security Administration will administer benefits and payments to more than 70 million beneficiaries – including 230,000 Rhode Islanders — while also issuing millions of Social Security numbers; maintaining the  wage records of workers; and more.

    Rhode Island is currently home to five SSA field offices and one location for the Office of Hearings Operations (Newport, Pawtucket, Providence, Warwick, Woonsocket).  Senator Reed says it’s imperative that older Americans and individuals with severe physical and intellectual disabilities have access to in-person services and that the SSA do more to enhance and simplify communications with Social Security recipients.

    “Over 100,000 visitors travel to SSA’s brick-and-mortar facilities every weekday seeking help.  They shouldn’t be placed on indefinite hold or forced to chat with a bot — they need a dedicated SSA staffer who can connect with them and help them through all the legalese to get the personalized assistance they deserve.  But the Trump-Musk cuts would make it harder for people in need to get timely assistance accessing their benefits,” said Reed, who noted that 30,000 people died while waiting for Social Security disability determinations during fiscal 2023.

    Senator Reed also sounded the alarm about recent turmoil at the agency as a result of Elon Musk and his so-called Department of Government Efficiency (DOGE) prying into people’s personal data.  DOGE coders gained access to personally identifiable information on hundreds of millions of Americans stored by SSA, which, if it is not properly protected, could lead to a tsunami of scams targeting older Americans. 

    Musk has blatantly tried to mislead the public about Social Security, including spreading misinformation that large numbers of 150-year-old “vampires” were receiving Social Security payments.

    WASHINGTON, DC – Today, the Trump Administration issued a U.S. Department of Defense directive that amounts to a complete ban on transgender military service, forcing out current servicemembers and banning transgender people from enlisting.  This Trump transgender policy goes further than the trans military ban implemented during Trump’s first term, which allowed some transgender troops to continue serving.

    U.S. Senator Jack Reed (D-RI), the Ranking Member of the Senate Armed Services Committee, issued the following statement:

    “This is a divisive, discriminatory move that does nothing to keep the American people safe or strengthen our military.  Removing qualified transgender service members means getting rid of highly-trained, experienced personnel who aren’t easily replaced.  It’s a betrayal of these patriotic individuals and undermines the notion of merit-based military standards.  We need high-caliber people who will serve and defend the Constitution.”

    WASHINGTON – U.S. Senator Joni Ernst (R-Iowa), a member of the Senate Agriculture Committee, is working to remove regulatory roadblocks and increase meat processing capacity by allowing livestock auction market owners to invest in small and regional packing facilities.
    Ernst recently introduced the Expanding Local Meat Processing Act, bipartisan, bicameral legislation that would amend the Packers and Stockyards Act to allow livestock auction market owners to hold ownership in, finance, or participate in the management or operation of a meat packing entity. This cap would exclude investment in the top 10 meat packers.
    “Removing outdated regulations that hinder the livestock industry should be a no-brainer,” said Ernst. “Allowing livestock auction markets to invest in small meat processing facilities will reduce market consolidation, decrease reliance on federal funding, and provide small producers with much-needed processing options. I’m proud to strengthen local food systems, increase competition, and ultimately lower meat costs for consumers through this effort.”

    Background:
    Currently, livestock auction markets are not able to own, invest in, manage, or operate a packing plant or meat marketing business due to outdated regulations in the Packers and Stockyards Act.
    Ernst has been pushing to remove this unnecessary barrier in the livestock industry since 2022.

    WASHINGTON—U.S Senator Chris Murphy (D-Conn.), Ranking Member of the U.S. Senate Appropriations Subcommittee on Homeland Security, and U.S. Representative Lauren Underwood (D-Ill.), Acting Ranking Member of the U.S. House Appropriations Subcommittee on Homeland Security, on Thursday sent a letter to U.S. Secretary of Homeland Security Kristi Noem raising concerns about the implementation and funding of recent Executive Actions affecting the Department of Homeland Security (DHS). Murphy and Underwood emphasize the consequences of prioritizing civil immigration enforcement over national security threats and call for transparency on DHS’s compliance with existing laws, funding decisions, and policy changes.

    Dear Secretary Noem,  

    The recent Executive Actions direct significant changes across the Department of Homeland Security (DHS) with potentially grave implications for the DHS mission, its employees, American communities, and for the resources provided by Congress in prior fiscal years (FY). Given the consequences of prioritizing civil immigration enforcement over the prevention of future attacks against the United States, we have several questions relating to the execution and implementation of the identified subject areas below. We request the information and responses by March 5, unless otherwise indicated.

    Specifically, we ask for:

    1. Written updates on the status of DHS’s review of grants for non-governmental organizations pursuant to the Presidential Memorandum for the Heads of Executive Departments and Agencies entitled “Advancing United States Interests When Funding Nongovernmental Organizations” (February 6, 2025).
    2. Written updates on the status of DHS’s compliance with current law relating to requests for assistance to the Department of Defense (DOD), specifically whether DHS complied with the requirement to conduct an ‘alternatives analysis’ and a cost-benefit analysis as specified.2
    3. Written updates on the status of DHS’s compliance with the Ms. L, et al. vs. ICE, et al. court settlement regarding family separation. Additionally, please provide responses relating to the questions below on any funding agreements DHS has signed since January 20, 2025.
    4. Please provide written copies of all DHS or component specific memorandums and field guidance that cover the implementation of the Executive Actions and other policy changes that impact DHS signed since January 20, 2025.
      1. To the extent detailed funding implications are not covered in the memos or guidance (as described below), please provide responses to the following:
        1. If using current or prior year funds to execute the Executive Actions, please identify by Executive Action(s), the directed action within such Executive Action(s), the funding source(s) (by account/Program Project Activity), and total amount(s); and
        2. If additional resources are needed, please identify the type of resources (e.g., personnel, assets, etc.), the Executive Action(s) supported through these resources, anticipated amount(s) and source(s) for those funds, including whether Congress should anticipate a budget amendment to FY 2025.

    Please specify whether DHS, or any component, plan to make any changes from direction provided in the FY 2024 enacted appropriations bill (P.L. 118-47, Division C) and the accompanying Joint Explanatory Statement regarding the purpose(s) for funding provided, including any level(s) specified, such as hiring levels, detention beds, etc. during the period of the continuing resolution.

    1. If so, when will DHS provide notice to the Committees on these changes?
    2. What quantifiable measures does DHS, or any component, plan to use to assess the results of the Executive Actions issued after January 20, 2025?
    3. Do any funds Congress provided for the Shelter and Services Program (SSP), Citizenship and Integration Grant Program, and the Case Management Pilot Program remain frozen or paused?
      1. If funds for these programs remain frozen or paused, please explain the statutory authority permitting DHS to freeze or pause Congressionally appropriated funding and the process and timeline for DHS to make those funds available to recipients.
      2. Please provide a timeline of any actions taken related to the funding freeze or pause, as well as how the review of these programs has been handled.
      3. Please provide a copy of any additional departmental guidance from DHS leadership related to these funds.
    4. Please provide written copies of all external funding agreements DHS has entered since January 20, 2025, including interagency agreements, federal partnership agreements, and agreements with non-federal entities, to include agreements with state, local, and tribal governments.

    In conclusion, as we move forward in the 119th Congress we trust that the transparency, communication, and commitment to work with our Committees will continue as it has in prior Administrations. We look forward to your response and your response to our joint letter to you from February 14th that is past our requested deadline.

    Senator’s CRA Resolution to Block Biden Natural Gas Tax Set for Final Passage in U.S. Senate Tomorrow

    WASHINGTON – During remarks delivered on the floor of the U.S. Senate today, Senator John Hoeven outlined efforts to reverse the Biden administration’s regulatory onslaught on U.S. domestic energy production:

    • In particular, Hoeven highlighted his Congressional Review Act (CRA) resolution to block implementation of Biden’s Natural Gas Tax, which passed as part of Democrats’ reckless tax-and-spend bill that passed in 2022.
      • The Senate began voting on Hoeven’s resolution today, with final passage expected to occur tomorrow.
    • Following his remarks, Hoeven voted to uphold the national energy emergency, which was declared by President Trump to unlock additional authorities empowering the development of U.S. energy resources and the infrastructure needed to get energy to market.
      • The national emergency was upheld by a vote of 52 to 47.

    “We’re working with President Trump to unleash America’s full energy potential and truly make our nation energy dominant. Energy security is national security and it is vitally important for our country,” said Hoeven. “We’ve worked diligently in the Senate to swiftly confirm President Trump’s cabinet officials, and we continue to do that. We made it a priority to ensure the president’s department heads are in place as we work to empower the U.S. to produce more energy from all of its abundant and affordable coal, oil, and gas reserves.

    “We also continue legislative efforts to get our country back to energy dominance. Soon, the Senate will vote on my resolution to nullify the Democrats’ natural gas tax rule, using the Congressional Review Act… Essentially, this puts a 5 percent or more added tax on natural gas. Now, think about that. Everybody uses natural gas to heat their homes, cook their meals and for many other purposes as well. It’s a tax on every consumer, and it’s regressive, hitting low-income individuals the hardest. This of course also has a disproportionate impact on small oil and gas producers in states like North Dakota, Montana and others.

              “Instead of new taxes that will curtail production, we need to support innovation and empower the kind of technology development that has enabled us to reduce emissions while producing more natural gas. That’s the answer, and it’s exactly what President Trump and Republicans have done and will continue to do.

              “We’re also working with the Trump administration to replace the Biden administration’s rules that closed off access to vast areas of taxpayer-owned energy resources… This is about taking the handcuffs off our energy producers and empowering them to increase supply and help bring down prices for American families and businesses. There is an energy component in every product and service we consume. When we make energy more plentiful and bring down that price, that helps reduce inflation, grow our economy, create more jobs and opportunities and, in fact, not only provide for our national security but help our allies as well.”

    CRA Resolution Goes to President Trump for Signature

    WASHINGTON – Senator John Hoeven (R-N.D.) today secured Senate passage of his Congressional Review Act (CRA) resolution of disapproval to block implementation of President Biden’s Natural Gas Tax, which passed as part of the Democrats’ reckless tax-and-spend bill in 2022. The Senate approved the resolution by a vote of 52 to 47, and with Congressman August Pfluger’s (R-Texas) companion legislation having passed the House yesterday, the resolution now goes to President Trump to be signed into law.

    “We depend on natural gas for a wide array of needs, from manufacturing to home heating and cooking, all of which were going to be more expensive as a result of President Biden’s Natural Gas Tax,” said Senator Hoeven. “We’ve now moved our legislation through both chambers, and we look forward to it being signed by President Trump.
