    Schumer: DHS Must Bring Back Pan Am Flight 103-Inspired Safety Committee To Continue To Guard and Improve The Safety Of Our Skies

    After the U.S. Department of Homeland Security gutted the Aviation Security Advisory Committee, which was created following the deadly terror attack on Pan American Flight 103 that took the lives of 35 Syracuse University students and many others, U.S. Senator Chuck Schumer today called on DHS to immediately reinstate this vital safety panel so they can continue their vital work in airline safety.

    Schumer said, “This unwise, unjustified and dangerous move risks the safety of our skies by taking away a key tool to strengthen aviation security, and it possibly violated the law. Beyond that, it is deeply insulting to the memory of those lost that day, including the 35 precious students from Syracuse University.” The senator is now demanding the Trump administration reverse course and bring back the committee to continue its vital air travel safety work.

    “Dismantling the aviation security committee inspired by Pan Am Flight 103, and the awful loss of the 35 Syracuse University students and other Americans murdered that day, is callous and risks airline safety. For decades, nonpartisan members of the Committee, including family members of the victims of Pan Am Flight 103, have made life-saving recommendations to the federal government to enhance aviation security. Now all that work will cease. It makes absolutely no sense. The Department of Homeland Security needs to immediately right this wrong,” said Senator Schumer. “These members turned their grief into action, to ensure that what happened to their loved ones never happen again. Calling this Committee a ‘misuse of resources’ is insulting to the lives lost by an act of terror nearly 40 years ago and to the Committee’s decades of work. Effectively shutting down operations by removing all members clearly attempts to skirt the mandated congressional intent and possibly violates the law. The Trump administration must reverse course and bring back this committee now.”

    “This action by the Trump Administration will undermine aviation security in the United States and across the globe. We are grateful to Senator Schumer for pushing to reverse this action so that the vital work of ASAC can continue,”  said Kara Weipz, President of Victims of Pan Am Flight 103. Weipz’s brother, Rick Monetti, was a Syracuse University student.

    “Those of us whose loved ones were killed in the Pan Am 103 bombing  cannot imagine a greater tribute to their memories than protecting the threat to our national security posed by those who wish to attack the United States using our aviation system,” said Stephanie Bernstein, a member of the Committee until it was disbanded. Bernstein’s husband was killed in the bombing.

    In 1988, a mid-air explosion killed 259 passengers on Pan American Flight 103, including 35 Syracuse University students and others from across New York and America. The nonpartisan Aviation Security Advisory Committee comprised of 34 volunteer members, including family members of the victims, was created following this attack. Schumer explained that the Committee provided advice to federal government on measures to increase aviation safety since 1989 and Congress made the Committee permanent in 2014. 95 percent of the Committee’s recommendations have been adopted, and the Committee’s research on bomb-detection scanners and recommendations helped federal authorities tighten security following 9/11.

    Last month, however, the U.S. Department of Homeland Security delivered termination notices to the Aviation Security Advisory Committee, removing all of its members.

    In a letter to U.S. Department of Homeland Security Secretary Kristi Noem, Schumer said this change was not only wrong but risked the safety of our skies and potentially violated the law by clearly attempting to evade congressional intent. Schumer demanded the Committee and its members, especially family members of the victims of Pan Am Flight 103 who were callously removed, be re-instated immediately.

    Dear Secretary Noem:

    I write to you today regarding a critical issue that directly impacts aviation security throughout our country and across the globe, which is the elimination of all Department of Homeland Security (DHS) advisory committees, including the Aviation Security Advisory Committee (ASAC). The elimination of ASAC could have perilous effects to the safety of the flying public and the security of our skies, and I have serious concerns for the manner in which DHS has terminated the members of this committee.

    As you may know, ASAC was created following the deadly terrorist attack on Pan Am Flight 103 in December 1988, which killed 259 onboard, including 35 Syracuse University students. The Aviation Security Stakeholder Participation Act of 2014 made ASAC permanent. However, in a memo dated January 20, 2025, members of ASAC, including family members of victims of Pan Am Flight 103, were informed by DHS that all current memberships on its advisory committees were being immediately terminated, as the agency prioritizes national security and eliminates a ‘misuse of resources’.

    The assertion that ASAC is a ‘misuse of resources’ by the Agency is insulting to the lives lost by an act of terror nearly 40 years ago, and to the work done by ASAC to create security and safety reforms across the board that have created a safer flying public since that tragic day. Since the creation of ASAC, approximately 95% of its recommendations to the Transportation Security Administration (TSA) and Federal Aviation Administration (FAA) have been adopted, including when the committee had studied and recommended the use of bomb-detection scanners amongst federal security agencies which was implemented quickly in the wake of the September 11, 2001 attacks.

    It is no question that since ASAC’s inception, which was directly in response to the Pan Am 103 crash, our skies have gotten safer and more secure. Effectively shutting down ASAC by removing all of its members clearly avoids congressional intent of mandating this permanent committee. The safety of our skies needs to be a top priority for DHS, especially in the wake of recent instances of security breaches in our airports and our ever-evolving threat environment. Therefore, I urge you to immediately reinstate ASAC and the members that were dismissed.

    Bipartisan bill would extend key Medicare rural hospital programs
    WASHINGTON, D.C. – Today, U.S. Senators Peter Welch (D-Vt.) and Chuck Grassley (R-Iowa), members of the Senate Finance Committee, introduced the bipartisan Rural Hospital Support Act, legislation to prevent rural hospital closures by extending and modernizing critical Medicare programs. The Senators’ legislation would permanently extend the Medicare-Dependent Hospital (MDH) program to ensure eligible rural hospitals are reimbursed for their costs. The bill would also permanently extend the Low-Volume Hospital (LVH) program to level the playing field for rural hospitals whose operating costs often outpace their revenue.  
    Rural hospitals provide critical care for patients, many of whom rely on Medicare and Medicaid. These hospitals also serve as economic anchors – accounting for around 14% of total employment in rural areas. 
    “Rural hospitals provide essential care to patients in rural communities, including to folks who rely on Medicare and Medicaid. In Vermont, rural hospitals are also job creators and economic drivers. But across the country, rural hospitals are struggling to stay open, and they need a lifeline,” said Senator Welch. “Our bipartisan legislation will help ensure rural hospitals are reimbursed for resources they need to continue delivering vital care in our rural communities.” 
    “As a lifelong resident of rural Iowa, I know the importance of having access to health care services close to home. In addition to providing life-saving care, rural hospitals are a source of economic security for many rural communities,” said Senator Grassley. “Our bipartisan bill will ensure the continuity of these vital programs and help keep rural hospitals’ doors open.”  
    The MDH and LVH programs have supported rural communities for decades. The programs were last extended as part of the Continuing Resolution on December 20, 2024, and would expire on March 31, 2025, without congressional action.  
    The Rural Hospital Support Act does not change other rural hospital Medicare programs including critical access hospitals (CAH), rural referral centers (RRC), Rural Community Hospital Demonstration, or the new voluntary rural emergency hospitals (REH). Each of these rural programs offer unique flexibilities to ensure health care services are accessible in rural America. Additionally, the bill would also update the rebasing year for Sole Community Hospitals (SCH) and MDHs to allow hospitals to tie reimbursement estimates to more recent trends in costs.    
    In addition to Sens. Welch and Grassley, the bill is cosponsored by Senators Shelley Moore Capito (R-W.Va.), Tim Kaine (D-Va.), Roger Wicker (R-Miss.), Jeanne Shaheen (D-N.H.), Jerry Moran (R-Kan.), Tina Smith (D-Minn.), Cindy Hyde-Smith (R-Miss.), John Fetterman (D-Pa.), John Boozman (R-Ark.), Mark Kelly (D-Ariz.), Roger Marshall (R-Kan.) and Gary Peters (D-Mich.).

    In 2022, longtime volunteer Betsy Roling purchased the store and kept the mission alive as a family-owned small business. World’s Window offers handcrafted goods from over 30 countries and 40 artisan groups. With the help of community employees and volunteers, Betsy introduced the Cob Mercantile, giving local Iowa artisans a Main Street location to sell their products without the costs associated with owning a storefront. Later this year, World’s Window will celebrate its 43rd year in Iowa.

    WASHINGTON–U.S. Senators Chris Murphy (D-Conn.), a member of the U.S. Senate Health, Education, Labor, and Pensions Committee, and Richard Blumenthal (D-Conn.) joined U.S. Senator Chris Van Hollen (D-Md.) and 14 of their Senate colleagues in reintroducing the Keep Our Promise to America’s Children and Teachers (PACT) Act, legislation to put Congress on a fiscally responsible path to fully fund Title I and the Individuals with Disabilities Education Act (IDEA) on a mandatory basis. These programs, which support public education for children in low-income areas and education for individuals with learning disabilities, respectively, have been chronically underfunded since their inception, leaving our public schools, students, and teachers at a disadvantage.

    “For too long, poor students and kids with disabilities have gotten shortchanged because Congress has failed to fully fund the programs that help them succeed in our schools. The Keep Our PACT Act would finally fulfill the promises we made when we signed the Individuals with Disabilities Education Act into law. These investments are common sense and give every student in this country access to the education and resources they deserve,” said Murphy.

    “Our nation’s children deserve comprehensive, quality education and a stable environment to learn and grow. By bolstering Title I and IDEA and providing access for key resources, the Keep Our PACT Act ensures that America’s most vulnerable students are able to achieve their fullest potential. This critical legislation prioritizes students and helps create a meaningful classroom experience—setting students up on the path for success,” said Blumenthal.

    Title I, which gives assistance to America’s highest-need schools, is a critical tool to ensure that every child, no matter their zip code, has access to a quality education. However, it has been deeply underfunded, disadvantaging the most vulnerable students. According to the Congressional Research Service (CRS), the Title I funding gap for school year 2024-2025 was $35.9 billion. Similarly, IDEA calls on the federal government to fund 40 percent of the cost of special education, but Congress has never fully funded the law. According to the Congressional Research Service (CRS), IDEA state grants are funded at less than 12 percent. The Keep Our PACT Act would create a 10-year mandatory glide path to fully fund both Title I and IDEA, ensuring that education is a priority in the federal budget.

    “No pregnant woman should struggle to access quality, affordable health care they need because of their zip code,” said Senator Hassan. “This bipartisan legislation will provide targeted support so that health care facilities in rural New Hampshire and rural communities across the country can get the equipment, training, and resources that they need, and is an important step in ensuring that, no matter where they live, Granite State women can access high quality care during pregnancy, birth, and postpartum.”

    “The closure of labor and delivery units in rural Maine and throughout the nation is an urgent issue that threatens the health and safety of mothers and babies,” said Senator Collins. “By creating new opportunities to improve obstetric readiness in rural communities through skills training, workforce development, and telehealth partnerships, this bipartisan legislation would help reduce care gaps and better ensure that more rural Maine communities have access to the maternal care they need.”

    “Regardless of where new and expecting moms live, they should be able to access high-quality health care in their community. But right now, too many women in rural areas don’t have a nearby hospital with adequate labor and delivery services,” said Senator Smith. “I’ve heard from Minnesotans who have to drive hours, sometimes in dangerous conditions like Minnesota snowstorms, just to get to care. It is time to invest in preventing these closures that keep rural families from accessing the quality care they need.”

    The Rural Obstetrics Readiness Act would help rural hospitals and doctors prepare to handle the obstetric emergencies that come through their doors by:

    • Creating training programs to help non-specialists respond to emergencies like labor and delivery
    • Providing federal grants for rural facilities to buy better equipment to train for and handle these emergencies
    • And developing a pilot program for teleconsultation services, so that a doctor at a rural facility helping an expecting or postpartum mother facing an emergency can quickly consult with maternal health care experts

    Last year, Senator Hassan announced the introduction of this legislation during a roundtable at Speare Memorial Hospital in Plymouth, New Hampshire—which has a birthing unit and could be eligible for a grant through Senator Hassan’s bill. Eleven maternity wards have closed in New Hampshire in the last two decades, and in recent years the median driving time to a labor & delivery unit has doubled to about 40 minutes—which can jeopardize a woman’s health and the health of her baby in emergency situations.

    Senator Hassan has led efforts to ensure that new and expecting mothers have access to high-quality health care. Senator Hassan and the New Hampshire Congressional delegation also had previously announced nearly $1 million in federal funding for Dartmouth-Hitchcock Medical Center to strengthen maternal health care in the North Country. Thanks to Senator Hassan’s bipartisan legislation to improve mental health for new mothers, the Department of Health and Human Services launched the Task Force on Maternal Mental Health in 2023 and Senators Hassan and Chuck Grassley (R-IA) also previously introduced the Healthy Moms and Babies Act to strengthen health care for women before, after, and during childbirth.

  • MIL-OSI USA: Cassidy, Lee, Lummis Reintroduce the Knife Owners Protection Act

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA), Mike Lee (R-UT), and Cynthia Lummis (R-WY) reintroduced the Knife Owners Protection Act (KOPA), legislation that would protect knife owners traveling across state lines from changing state and local laws. If possession of the knife is legal in the state where the journey starts and ends, and provided the knife is secured in accordance with the requirements set in KOPA, knife owners would no longer be threatened with arrest simply for traveling from one state to another.
    Originally introduced in 2013, KOPA serves as the first proactive pro-knife federal legislation in the nation’s history. In 1986, Congress enacted the Firearm Owner Protection Act (FOPA) to protect law-abiding gun owners from an inconsistent patchwork of local laws, but no such protections currently exist for knife owners.
    “Let’s make sure conflicting state laws are not the basis for arresting an honest American,” said Dr. Cassidy. “This bill eliminates that uncertainty.”
    “Patchwork and unclear knife laws across America endanger the rights of law-abiding knife owners, especially when traveling,” said Senator Lee. “This legislation will provide consistency and clarity for Americans who safely transport knives between jurisdictions and prevent capricious prosecutions against them.”
    “Those who travel across the country with knives for work, recreation and self-defense are presently subject to arrest and prosecution under a confusing patchwork of inconsistent state and local laws,” said Knife Rights Chairman Doug Ritter. “What is perfectly legal in one place may be a serious crime in another, resulting in forfeiture of the knife and carrying significant penalties including jail time. Enforcement is not uniform even within jurisdictions and is too often subject to the vagaries of political expediency.”

  • MIL-OSI USA: Kennedy champions bill to stop government from awarding contracts to biased banks

    WASHINGTON – Sen. John Kennedy (R-La.), a member of the Senate Banking Committee, today introduced the No Red and Blue Banks Act to stop the federal government from awarding contracts to financial institutions that discriminate against companies based on the customers’ social policy.  

    “The government shouldn’t reward banks for discriminating against businesses because of their industry or politics. The No Red and Blue Banks Act would fight political bias among banks by refusing to reward bad actors with government contracts,”said Kennedy.

    Sen. Kevin Cramer (R-N.D.) cosponsored the bill.

    The No Red and Blue Banks Act would prohibit the General Services Administration from giving government contracts to insured depository institutions that refuse business to lawful companies because of the companies’ social policy.

  • MIL-OSI USA: Kennedy introduces resolution to undo Biden admin bureaucracy that leads to consumer uncertainty

    WASHINGTON – Sen. John Kennedy (R-La.), a member of the Senate Banking Committee, today introduced a joint resolution of disapproval under Congressional Review Act (CRA) procedures for the Office of Comptroller of the Currency’s (OCC) rule that delays the bank merger approval process by adding more red tape that could lead to consumer uncertainty.

    The Biden administration’s rule, which went into effect on Jan. 1, 2025, amended the Bank Merger Act of 1960 to make it harder for the OCC to approve healthy bank mergers quickly. Kennedy’s resolution would reverse the Biden administration’s misguided rule so that banks can stay in business and serve hard working Americans.

    “Big government shouldn’t stand in the way of healthy bank mergers that occur in the free market and serve consumers and job creators. In order to stabilize the banking industry and protect the Americans who depend on strong banks, Congress should quickly reverse the Biden administration’s bureaucratic rule,” said Kennedy.

    • Historically, federal bank regulators assumed that a potential merger passed muster. The burden of showing that a merger would harm business and consumers fell on the OCC and bank regulators.

    WASHINGTON – Sen. John Kennedy (R-La.) today joined Sen. John Hoeven (R-N.D.) and 23 other senators in introducing a joint resolution under the Congressional Review Act to overturn the Biden administration’s proposed Environmental Protection Agency (EPA) rule to implement a fee on methane emissions. 

    “Americans want our country to ‘drill, baby, drill’ to lower their energy costs. To restore American energy dominance, we need to beat back the anti-energy policies and taxes the Biden administration shackled us with,” said Kennedy. 

    The EPA’s proposed methane fee would effectively create a new tax on key parts of the American oil and gas business, including both onshore and offshore natural gas production and liquefied natural gas import, export and storage.

    The Congressional Review Act allows Congress to overturn certain federal agency regulations and actions through a joint resolution of disapproval. If both houses of Congress approve such a joint resolution and the president signs it, or if Congress successfully overrides a presidential veto, the regulation at issue becomes invalid.

    Yesterday, Durbin and U.S. Representative Joaquin Castro (D-TX-20) led the bicameral introduction of the Stop Arming Cartels Act. The bill would seek to stem this “iron river” of firearms trafficking from the United States to Mexico, enabled by weak American gun laws and dangerous gun industry practices. The deadly stream of firearms trafficking exacerbates violence, enables cartels who smuggle migrants to our southern border, and facilitates the illicit trade of narcotics, including fentanyl, across the border back into the United States.  According to a 2021 study from the Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF), 70 percent of crime guns recovered in Mexico from 2014-2018 and submitted for tracing were U.S.-sourced.

    Senator Elizabeth Warren: Thank you, Mr. Chairman. Since we had our hearing last week, Mr. Kennedy has amended his ethics agreement. Recall that his ethics agreement said that while he was Secretary of HHS, he intended to retain a financial interest in ongoing vaccine litigation—that he was already collecting money from—and that he wanted to continue to collect that money even though he could affect the outcome of that litigation. He has since changed his position on that. Once it was exposed, people talked about it, and expressed some serious reservations about him doing that, he said he will instead give his financial interests to his son. That is a fig leaf that is so small, it would take a magnifying glass to see it. 

    No one is fooled about what is happening here. Mr. Kennedy refuses to say that he will not participate in these lawsuits financially the day after he leaves office. And yet, Mr. Kennedy has acknowledged the American people have a right to know that the decisions he is making are decisions that are in their interest, not in his future financial interest. He has said he thinks that is the right standard, and yet, he has figured out how to make money off of his anti-vax positions. He has already raked in 2.5 million dollars. He is in a position where he can affect the outcomes by things that he does as Secretary of HHS. Yet, he refuses to say that he will delay, by even a day, taking on anti-vax lawsuits the minute he leaves. 

    That is an appalling conflict of interest, and it is one in which the American people can reasonably ask: is Mr. Kennedy’s plan to help the American people, or is he planning to use this job to further enrich himself, as he has pointed out with his son, and enrich his family? 

    The importance of this litigation cannot be overstated. This is not only about a private company that gets sued and has to pay out. Vaccine manufacturers often operate on very slim profit margins. If they get sued repeatedly and successfully, they simply move out of the vaccine space. We have already seen this happen with vaccines in the past. 20 years ago, we watched vaccines just move away if they did not have protection from these kinds of lawsuits. The consequence of Mr. Kennedy’s ability to make those lawsuits easier is also the ability to shut down access and manufacturing for vaccines for every one of us. And I think that is a terrible mistake.

    “There’s three issues before any nominee that we have to consider: one is character, another is competence, and the third is priorities.  
    “We did not have Caroline Kennedy here, but she gave a statement. And she said that Bobby was able to attract people through the strength of his personality, his willingness to take risks, and break the rules. Those might be desirable qualities if it was accompanied by sober judgment and behavior, because the person who leads a major organization has to have the confidence of the people that work for him. And, frankly, some of the things that he did that [he] never explained—a chainsaw taking off the head of a whale, dumping a bear in Central Park for his own amusement—these are just weird things. We never really got into the character issue of what is required for a person who runs such a major department.  
    “The competence question, this is all on a wing and a prayer and a hope. There’s no record of Mr. Kennedy having experience in managing a large organization, in medicine. No experience with science. And none of the prior experiences required not only to run a major organization—Health and Human Services, but also the CDC, the NIH—and all the other organizations that are under the umbrella of health care.  
    “By the way, on the competence issue, let’s be candid. This was a deal where Mr. Kennedy was running for president as a Democrat. He lost. And he approached President Trump to make a deal, and for political reasons, the deal was made. And the appointment was going to be that he’s at Health and Human Services. The president has a right to make that deal and Mr. Kennedy can seek it, but it doesn’t translate into competence.  
    “The third is priorities. The priority for Mr. Kennedy is about the vaccines and his theory of that. We need reliable vaccines and not a conspiracy theorist on that. But, you know, the health care system is not working for the American people. It is too costly. Our employers who care deeply about providing employer-sponsored health care can’t afford these premiums. The folks who are getting their insurance on their own can’t afford it. Even Obamacare is getting so expensive because prices are escalating constantly with pharma expenses, with private equity getting into health care.  
    “Mr. Kennedy’s priority was about his view of vaccines. It was not about making health care more affordable and accessible. And in response to, really, a very direct and easy, open-ended question from Senator Cassidy, Mr. Kennedy showed a woeful ignorance even between the difference between Medicare and Medicaid.  
    “We have a health care system that is not serving—as it should—the interests of American citizens, of American businesses, and American taxpayers. And I, after this hearing, did not have confidence that Mr. Kennedy would be the one to lead us to a better future.”

    Washington, D.C. – U.S. Senators Roger Marshall, M.D., and Bill Cassidy (R-LA) introduced the Halt All Lethal Trafficking (HALT) of Fentanyl Act. This legislation makes permanent the temporary classification of fentanyl-related substances as Schedule I of the Controlled Substances Act (CSA). Drug overdoses, largely driven by fentanyl, are the leading cause of death among young adults 18 to 45 years old. Synthetic opioids like fentanyl account for 66 percent of the total U.S. overdose deaths. The drug’s Schedule I classification is set to expire on March 31, 2025. 
    “Just last year, an estimated 359 Kansans were murdered through fentanyl poisoning – that’s a Kansan lost every single day,” Senator Marshall said. “We cannot allow fentanyl’s drug Schedule I classification to expire, and we must ensure law enforcement has the tools necessary to combat the overdose epidemic in our country. Lives depend on it.”
    “The Biden administration’s open border was an invitation to drug cartels smuggling Chinese fentanyl into the U.S., fueling the U.S. overdose epidemic,” Dr. Cassidy said. “Law enforcement must have the tools necessary to combat this trend. We cannot let this Schedule I classification lapse.”
    “Today, roughly 150 Americans will die from fentanyl poisoning. Cartels fuel this crisis by marketing their poison as legitimate prescription pills. They also avoid regulation by chemically altering the drugs to create powerful fentanyl knock-offs,” Senator Grassley said. “Congress closed that loophole by temporarily classifying fentanyl related substances under Schedule 1. The HALT Fentanyl Act would make permanent fentanyl related substances’ Schedule 1 classification and ensure law enforcement has the tools they need to combat these deadly drugs.”
    “We’re losing more than 100,000 Americans each year to illicit fentanyl overdoses.     The legislation also removes barriers that impede the ability of researchers to conduct studies on fentanyl-related substances and allows for exemptions if such research provides evidence that it would be beneficial for specific substances to be classified differently than Schedule I, such as for medical purposes.  
    From August 2021 to August 2022, a record-breaking 107,735 Americans lost their lives to drug overdoses. The surge was primarily fueled by synthetic opioids, including illegal fentanyl, which are largely manufactured in Mexico from raw materials supplied by China. In 2022, there were over 50.6 million fentanyl-laced fake prescription pills seized by the U.S. Drug Enforcement Administration (DEA), more than doubling the amount seized in 2021.

    According to the U.S. Centers for Disease Control and Prevention (CDC), there were an estimated 107,543 drug overdose deaths in the U.S. in 2023. This was primarily fueled by synthetic opioids, including illegal fentanyl, which are largely manufactured in Mexico from raw materials supplied by China. In 2022, there were over 50.6 million fentanyl-laced fake prescription pills seized by the U.S. Drug Enforcement Administration (DEA), more than doubling the amount seized in 2021. 
    The U.S. House of Representatives passed the HALT Fentanyl Act in March 2023.

    The Educational Choice for Children Act:

    Provides $10 billion in annual tax credits to be made available to taxpayers. Allotment of these credits to individuals would be administered by the Treasury Department.
    Sets a base amount for each state and then distributes the credits on a first-come, first-serve basis.
    Uses a limited government approach with respect to federalism, thus avoiding mandates on states, localities, and school districts.
    Includes provisions that govern Scholarship Granting Organizations (SGOs), as SGOs are given the ability to determine the individual amount of scholarship awards.

    An estimated two million students in any elementary or secondary education setting, including homeschool, are eligible to receive a scholarship. Eligible use of scholarship awards includes tuition, fees, book supplies, and equipment for enrollment or attendance at an elementary or secondary school.

    WASHINGTON, D.C. – U.S. Senators Angus King (I-ME), the Ranking Member of the Senate National Parks subcommittee, and John Barrasso (R-WY), introduced legislation to update 911 emergency call centers inside the National Park System (NPS). The Making National Parks Safer Act directs the U.S. Department of the Interior to upgrade NPS 911 call centers with Next Generation 911 (NG911) technology. This technology will enable call centers to receive text messages, images, and video submissions in addition to traditional phone calls and will improve the speed and accuracy of emergency responders in locating and assisting callers in need of emergency aid.

    Additionally, in the event of any natural disaster or technical issue, the updated call centers would be equipped to forward 911 calls and messages to any working call center until they become operational again.

    “People travel from every corner of the world to connect with America’s incredible natural beauty and to make memories that last a lifetime,” said Senator King. “However, when natural disaster strikes or an unexpected emergency occurs, we need to make sure that our visitors to the parks are safe. The bipartisan Making National Parks Safer Act would improve emergency reporting and responding by upgrading the technology at National Park Service-operated emergency call centers. This legislation is an important step forward in improving the visitor experience at our public lands and serves as a proud reminder that stewardship of these lands is not a partisan issue.”

    “Our country’s national parks receive hundreds of millions of visitors every year. Our public safety technology needs improvements and resources to ensure that visitors can continue to enjoy our national parks without worry,” said Senator Barrasso. “This bipartisan bill updates and modernizes 911 call centers and ensures visitors who may need assistance can be reached in an accurate and timely manner. These much-needed updates will improve our national parks and protect the safety of visitors.”

    The Making National Parks Safer Act will direct the Department of Interior to:

    • Complete an assessment of current call centers at national parks and the estimated cost of implementing NG911 technology across the National Park System.
    • Develop a plan based on the assessment to install NG911 systems at identified points in the National Park System. This plan must include consultation with state and local emergency operations and stakeholders, as well as relevant federal agencies to ensure its successful implementation.

    In addition to King and Barrasso, the bill is cosponsored by U.S. Senators John Hickenlooper (D-CO) and Cindy Hyde-Smith (R-MS).

    The legislation is supported by the Public Safety Next Generation 911 Coalition, National Emergency Number Association (NENA), and the Association of Public-Safety Communications Officials (APCO).

    As a lifelong advocate for conservation and Chairman of the Energy and Natural Resources Subcommittee on National Parks, Senator King is among the Senate’s most prominent voices advocating for conservation. Senator King helped lead the passage the Great American Outdoors Act (GAOA) into law; the legislation that included the Legacy Restoration Fund (LRF). Because of his work, in 2020, Senator King was awarded the inaugural National Park Foundation (NPF) “Hero” Award.     WASHINGTON, Feb. 4 – Sen. Bernie Sanders (I-Vt.) today released the following statement after voting no during a Senate Finance Committee mark-up on the nomination of Robert F. Kennedy Jr. to serve as Secretary of Health and Human Services:

    There are a few issues that Mr. Kennedy and I agree on.

    We agree on the need to stop the ultra-processed food industry from getting our kids addicted to unhealthy and dangerous products that cause obesity, diabetes and other life-threatening diseases.  

    We agree on the need to lower the outrageous prices we pay for prescription drugs in this country.

    We agree that we should stop Big Pharma from being allowed to flood the airwaves with advertising.

    But, despite those agreements, I cannot in good conscience vote for someone who denies and will dilute our public health protections, sow distrust in science and oversee massive cuts to health care programs for low-income people, nursing home care for seniors and long-term care for people with disabilities.

    Despite what Mr. Kennedy believes, the overwhelming consensus within the scientific community is clear: Vaccines are safe and effective. Over the past 50 years, vaccines have saved the lives of over 150 million people throughout the world and reduced the infant mortality rate by 40%. Vaccines have not, as Mr. Kennedy has claimed, “poisoned an entire generation of American children.”

    Vaccines do not, as Mr. Kennedy has claimed, cause autism. More than a dozen rigorous scientific studies from around the world involving hundreds of thousands of children have proven that.

    The polio vaccine has not killed, as Mr. Kennedy has claimed, more people than polio ever did.  The scientific community has found that the polio vaccine has saved 1.5 million lives and has prevented more than 20 million people from becoming paralyzed since 1988.

    The COVID vaccine was not, as Mr. Kennedy has claimed, “the deadliest vaccine ever made.” The scientific community has found that the COVID vaccine saved over three million lives and prevented over 18 million hospitalizations in the United States alone.

    In my view, we should listen to nearly 20,000 doctors who have told us that Mr. Kennedy has “a well-documented history of spreading dangerous disinformation on vaccines and public health interventions, leaving vulnerable communities unprotected and placing millions of lives at risk. His appointment is a direct threat to the safety of our patients and the public at large.”

    We should listen to over 900 public health officials in 41 states who have urged us to prioritize science and reject Mr. Kennedy’s “dangerous” nomination.

    We should listen to 77 Nobel Laureates who have told us that putting Mr. Kennedy in charge of HHS would “put the public’s health in jeopardy and undermine America’s global leadership in the health sciences, in both the public and commercial sectors.”

    We must reject Mr. Kennedy’s nomination.

Fink, M.D. and Acting Director of the Office of Head Start Captain Tala Hooban expressing concern about the acute financial impacts and lingering uncertainty faced by Head Start programs across the country as a result of the Office of Management and Budget’s (OMB) memo that imposed a government-wide hiring freeze. Senator Luján is a Head Start alumnus and has long advocated to fund and protect Head Start programs.
    While the White House later clarified that Head Start would not be targeted by the funding freeze and the OMB later rescinded memo, Head Start programs were temporarily unable to access the Payment Management System (PMS) to use their allocated federal funds. As a result, Head Start programs nationwide have not had funding disbursed in a timely manner – imperiling their ability to pay staff and keep educational and child care programs up and running.
    “Head Start programs cannot pay their teachers and staff and continue normal operations without the assurances of payment processing and notices of grant renewals and awards,” wrote the Senators. “This will impact children, families, and communities across the country, particularly the rural communities where these programs represent a large share of the child care options.”
    “Even if this issue extends beyond the Office of Head Start, we urge you to do everything in your power to ensure these programs receive transparent and frequent communication on the progress of their funds being released. Head Start programs operate on razor-thin margins and cannot survive without timely intervention. Children, families, employees, and educators all depend on these critical federal funds,” the Senators continued.

    Dear Acting Secretary Dr. Fink and Acting Director Captain Hooban:
    We are writing today to raise ongoing, urgent concerns experienced by Head Start programs in our states and across the country. These concerns include (1) a lack of clarity on the status of renewals and notice of awards in the February 1st grant cycle, (2) delays in processing reimbursements through the Payment Management System (PMS), and (3) a lack of clear communication with grantees throughout this confusing time.
    We request your immediate action and assurance on the following:
    All requests for disbursements of funds submitted through PMS to be promptly processed to allow all Head Start programs to draw down federal funds;
    Programs on the February 1st grant cycle will be notified of their renewal or notice of award before the deadline to ensure no lapse in funding or program operations; and
    Transparent and consistent communication with Head Start programs to address the ongoing challenges.
    Since its inception in 1965, Head Start has provided critical early childhood education and comprehensive services to nearly 40 million low-income young children and their families in communities across the nation. Today, Head Start programs are supported by 250,000 staff to serve nearly 800,000 children across the nation. Head Start’s comprehensive services ensure children receive age-appropriate health care, dental care, immunizations, and health insurance, and they provide referrals to other critical services for parents, such as job training, adult education, nutrition services, and housing support. For the last several years, Congress has worked in a bipartisan manner to recognize this longstanding federal program’s important work by providing increased appropriations.
    Since the morning of Tuesday, January 28th, the Head Start community has faced immense uncertainty and disruptions by the Office of Management and Budget’s (OMB) memo (M-25-13), directing federal agencies to “temporarily pause all activities related to obligation or disbursement of all federal financial assistance.” While the Trump Administration later clarified that Head Start would not be the target of the funding freeze, many Head Start programs across the country were unable to access the PMS to draw down federal funds. PMS was reinstated, but programs across the country have not had funding disbursed in a timely manner.
    Head Start programs cannot pay their teachers and staff and continue normal operations without the assurances of payment processing and notices of grant renewals and awards.
