    “Early this week, we were made aware of video evidence that large bundles of undelivered mail were discarded in multiple trash bins at a local church in the Church Hill neighborhood of Richmond. Among the discarded items found were bills and important tax documents. We immediately contacted the U.S. Postal Service (USPS) Inspector General (IG) about this issue. Today, we learned from the USPS IG that this incident is under investigation, and the discarded mail will be processed for delivery immediately. We will continue to stay in contact with the USPS OIG to be updated on the investigation. As we continue to hear of issues regarding the USPS across Virginia, we will keep working to ensure all Virginians have efficient and secure mail delivery.”

Economists estimate that these tariffs will increase costs for the average American family by as much as $1,200 a year. Given Vermont’s long-established economic ties with our Canadian neighbor, the impact on our state will be even greater. We need a rational and well-thought-out trade policy, not arbitrary actions from the White House. Last week, he introduced the Protecting Americans from Tax Hikes on Imported Goods Act to shield American families and businesses from increased costs by limiting the president’s authority to impose unlimited tariffs under the International Emergency Economic Powers Act (IEEPA), a law never intended to be used for tariffs.

    “When it comes to the high-level goals of tackling the fentanyl epidemic and securing our border, President Trump and I agree. We have to do both. Tariffs are an important tool to crack down on other countries’ unfair practices, and one I have long supported using. But the tariffs the President announced today will force Wisconsin families to pay the price. Industries where people grow things and make things – like Wisconsin’s iconic farming and manufacturing sectors – are going to be crushed by this. Families across the country are going to be paying more out of their wallets from the gas pump and the grocery store – and it will only get worse when retaliation hits. If President Trump is going to impose these broad tariffs on our closest trading partners, he needs to do it with a real plan to address retaliation and make sure costs aren’t passed on to hardworking Wisconsinites – but right now, none of those are in place and it’s Wisconsinites and our economy that will suffer the consequences.”
    Senator Baldwin has long worked to crack down on other countries exploiting trade loopholes that undermine our manufacturers, farmers, and producers, and also bring illicit drugs like fentanyl into the United States. Last year, Senator Baldwin led her colleagues in calling on the Biden Administration to support a group of families’ petition under Section 301 of the Trade Act of 1974 to hold China accountable for its role in actively supporting the production and export of fentanyl into the United States.     “Putting far-reaching tariffs on our neighbors and close trading partners is going to spike costs for our families, businesses and workers. It’s a fact that hardworking American consumers and small businesses will be forced to foot the bill of the President’s price hikes, not foreign countries. 
    “Because of this misguided, politically motivated action, the cost of everything from cars and gas to housing and groceries will increase—and Americans struggling to make ends meet will be hit the hardest. While that might not matter to Donald Trump and his entourage of billionaires, it matters deeply to the people in my state.

    Yesterday, Shaheen led the New Hampshire Congressional delegation in urging the President not to place sweeping tariffs on imports, especially from our Canadian and Mexican neighbors, citing how it would dramatically increase costs for families and small businesses across the Granite State.  
    Earlier this year, Shaheen introduced new legislation with U.S. Senators Ron Wyden (D-OR) and Tim Kaine (D-VA) to shield American businesses and consumers from rising prices imposed by tariffs on imported goods into the United States. The Senators’ legislation would keep costs down for imported goods by limiting the authority of the International Emergency Economic Powers Act (IEEPA)—which allows a President to immediately place unlimited tariffs after declaring a national emergency—while preserving IEEPA’s use for sanctions and other tools.   
    After the November election, a multitude of business leaders warned that if the President placed sweeping tariffs as promised, they’d be forced to raise prices on consumers. The CEO of Best Buy said, “the vast majority of that tariff will probably be passed on to the consumer as a price increase.” The CFO of Walmart said, “there will probably be cases where prices will go up for consumers.” The CEO of Columbia Sportswear said, “we’re set to raise prices” and “it’s going to be very, very difficult to keep products affordable.” The CEO of AutoZone said, “if we get tariffs, we will pass those tariff costs back to the consumer.” The President of Texas-based Lipow Oil Associates said, “The prices at the pump are going to go up.”

    Washington, D.C. – U.S. Senator Elizabeth Warren (D-Mass.) sent a letter to Elon Musk, Administrator of the Department of Government Efficiency (DOGE), regarding his role in the resignation of the head of the Federal Aviation Administration (FAA), Michael Whitaker, in the wake of the tragic plane crash in Washington, D.C.

    “This resignation—which you called for after the FAA fined your company for safety issues —has left this critical agency without leadership while facing significant challenges, including the tragic midair crash of American Eagle Flight 5342 and an Army Black Hawk helicopter that killed 67 individuals—including at least six from Massachusetts —on the approach to Washington Reagan National Airport,” wrote Senator Warren

    Despite having a term set to run through 2028, Mr. Whitaker resigned from the agency on January 20, 2025, in the aftermath of a series of  public attacks by Musk including calls for, “[Mr. Whitaker] … to resign.”

    “You got what you wanted after President Trump was elected,” wrote Senator Warren.

    Immediately after inauguration day, the Trump Administration took aim at the FAA and at airline safety, announcing a federal hiring freeze that included air traffic controllers, and disbanding the Aviation Safety Advisory Committee.

    “It is not clear what direct or indirect role you played in any of these decisions, but at a moment of crisis, with 67 dead, the FAA is understaffed and was without a Senate-confirmed leader,” continued the senator. “[T]he fact that FAA has no Senate-confirmed Administrator in place to lead the response provides a concrete example of how your self-interest may not be consistent with the public interest.”

    Senator Warren pushed Elon Musk for answers regarding his role in decisions made during the Trump transition or after January 20 about the FAA and airline safety, his current role in the Administration, and the ethics rules governing his actions.

    “We are overjoyed for Keith Siegel and his loved ones that the long nightmare that began on October 7, 2023 is finally over. Keith is now reunited with his wife and family, fulfilling the prayers of millions across the United States and around the world. Thank you to President Trump for delivering the decisive pressure that brought us to this day. I would also like to thank the U.S. State Department and Intelligence community, as well as the governments of Israel, Egypt, and Qatar for their efforts.
    “I remain committed to securing the release of the remaining hostages in Gaza, especially the six Americans. They must not–and will not–be forgotten. I will continue to work to bring the terrorists who committed these acts to justice for their heinous crimes.”
    Senator Budd has been working for the release of American hostages since October 2023:
    On October 25, 2023, Senator Budd first spoke about the hostage situation in Gaza on the Senate floor, where he announced his intention “to hold all humanitarian aid to Gaza until each and every American hostage is home and is safe.”
    On November 6, 2023, Senator Budd met with Qatari Ambassador Meshal Al Thani in Senator Budd’s Washington, D.C. office. In that meeting, he strongly urged the Qatari government to use their leverage on Hamas leaders currently residing in Doha to immediately release all hostages, and hold those same Hamas leaders accountable once the hostage situation is fully resolved.
    On November 26, 2023, Senator Budd reacted to the release of Keith Siegel’s wife, Aviva, saying, “While we are encouraged by the government of Qatar’s efforts to mediate the release of some of the hostages, we renew our call to their government to exert pressure on Hamas leadership to release each and every hostage immediately and unconditionally.”
    On November 28, 2023, Senator Budd spoke on the Senate floor and called out Qatar for its continued hosting of Hamas terrorist leaders, saying, “We need to tell our friends in Doha loudly and clearly: Qatar is accepting a significant liability with its pro-Hamas policy.”
    On December 13, 2023, Senator Budd sent a holiday message of support to the hostages and their families in a speech on the Senate floor, saying, “I want every one of these family members to know that our country is behind them, we support them, and we are praying for them.”
    On January 10, 2024, Senator Budd returned from a congressional delegation (CODEL) to the Middle East, which included stops in Israel, Egypt, Qatar, and Bahrain. The focus of the delegation’s meetings across the region was on securing the release of hostages. 
    On the trip, Senator Budd and his colleagues toured one of the communities devastated by the October 7th massacre by Hamas terrorists. He personally spoke with former hostage Aviva Siegel, and met with top Israeli officials including Prime Minister Benjamin Netanyahu and Mossad Director David Barnea.
    Senator Budd then met with Egyptian President Abdel Fattah El-Sisi and the Prime Minister of Qatar, to whom Senator Budd sent a strong message that Qatar must do more to secure the immediate and safe release of all of the hostages.
    On January 15, 2024, Senators Budd and Joni Ernst (R-IA) published an op-ed marking the 100th day of captivity for the hostages, writing, “As long as Americans remain captive to these barbaric thugs, the latter is the victor. Allowing Americans to suffer under the yoke of terrorists is a win for evil around the world and a boon for Iran’s proxies.”
    On January 25, 2024, Senator Budd spoke on the Senate floor and delivered a sharp message to the government of Qatar: “Our patience has run out. Time is up. Either pressure Hamas leaders to release the hostages now, or expel them from your land. It’s that simple. The United States of America will be watching.”
    On March 7, 2024, Senators Budd and Tillis invited the family of Keith Siegel to be their guests at the president’s State of the Union Address. Keith’s sister Lucy and niece Hanna accepted the Senators’ invitation.
    On March 15, 2024, Senator Budd joined a joint statement from Senators Ben Cardin (D-MD) and Jim Risch (R-ID), Chairman and Ranking Member of the Senate Foreign Relations Committee, as well as five other Senators stating, “If Hamas refuses reasonable negotiations, there is no reason for Qatar to continue hosting Hamas’ political office or any of its members in Doha.”
    On March 26, 2024, Senator Budd and Senator Ernst issued a joint statement calling on the State of Qatar to immediately expel all members of Hamas’ political office currently residing in Doha.
    On April 9, 2024, Senator Budd introduced the ‘Reviewing Qatar’s Major Non- NATO Ally Status Act’, which would require the Secretary of State to formally certify that Qatar has expelled or agreed to extradite to the United States any individuals bearing responsibility for the terror attack on October 7, 2023. If the Secretary of State cannot make this certification in good faith, then the President is required to immediately terminate the designation of the State of Qatar as a major non-NATO ally.
    On April 10, 2024, Senator Budd attempted to invoke unanimous consent on the Senate floor to pass the ‘Reviewing Qatar’s Major Non- NATO Ally Status Act’, but was blocked. He said, “The time for talking is over, and the time for action is now. If we don’t see action, then Qatar must face consequences. At the end of the day, this bill represents another step towards securing the freedom of our fellow Americans.”
    On May 7, 2024, Senators Budd and Ernst returned from a congressional delegation (CODEL) to the Middle East, which included stops in Israel, Iraq, Syria, and the United Arab Emirates (UAE).
    On the trip, Senators Budd and Ernst received first-hand updates on the state of the hostage negotiations from top U.S. and Israeli officials including Israeli Prime Minister Benjamin Netanyahu. They also hosted the families of American hostages, including the family of North Carolina native, Keith Siegel. 
    On July 31, 2024, Senator Budd released a statement after Hamas’s political leader was killed, saying that it “sends a clear and resounding message to terrorists that those who kill and kidnap Americans will ultimately face justice.”
    On September 1, 2024, Senator Budd released a statement condemning the Hamas murder of American hostage Hersh Goldberg-Polin along with five other Israeli hostages, saying, “This is yet another act of cold-blooded barbarism from Hamas terrorists. It must not be excused or downplayed. The U.S. government must leave no stone unturned until all those responsible for Hersh’s kidnapping and murder are brought to justice, and until we bring every American hostage home.”
    On October 7, 2024, Senator Budd disclosed that the Biden administration had ignored a bipartisan request from Senator Budd and 11 other Senators to authorize a reward of up to $25 million for information that brings Hamas leaders to justice.
    On October 17, 2024, Senator Budd released a statement after Israeli Defense Forces killed Yahya Sinwar, the leader of Hamas and the mastermind behind the October 7, 2023 attacks, saying, “[Sinwar] was a terrorist leader who had American blood on his hands. To the remaining Hamas leaders: release the hostages, renounce terrorism, and recognize Israel’s right to exist. There is no future for Hamas or its ideology.”
    On November 8, 2024, Senator Budd joined a letter to the Department of Justice and Department of State requesting an immediate freeze on the assets of Hamas officials living in Qatar, the extradition of several senior Hamas officials currently residing in Qatar, and that Qatar end its hospitality of Hamas’ senior leadership.
    On November 8, 2024, Senator Budd released a statement after the State of Qatar decided to expel the remaining Hamas terrorist leadership from Doha, calling the move, “welcome, but long overdue.” 
    On November 22, 2024, Senator Budd, along with Senate Armed Services Committee Ranking Member Roger Wicker and Senator Joni Ernst, released a statement calling on Turkey to extradite the Hamas terrorist leaders who fled there after being expelled from Qatar.
    On December 2, 2024, Senator Budd released a statement after the Israeli Defense Forces confirmed that U.S.-Israeli citizen Omer Neutra was killed by Hamas terrorists during the October 7, 2023 attacks. His body remains in Gaza, saying in-part, “this news is further proof of the true evil of Hamas terrorists. The U.S. government must not relent until all those responsible for Omer’s murder are brought to justice, and until we bring every American hostage home.”

Earlier this week, DoD updated its Joint Travel Regulations to rescind this policy. 

    “This decision strips away service members’ ability to access the reproductive care they need, which is nothing short of abhorrent. It runs contrary to a core goal of the Department of Defense – to ensure the health and wellbeing of all our service members so that our force remains ready at all times to protect Americans and keep this nation safe. 

    “U.S. service members have no control over where they are stationed and what state laws may govern their bodies. The policy that the Department of Defense took away from our servicewomen and military families provided them the ability to travel to another state to seek out the care they need. Rescinding that does nothing to enhance military readiness. 

    “At a time when we are already facing military recruitment and retention challenges, we should do all we can to assure those who answer the call to serve America that we will do everything in our power to support them and their families. Instead, this extreme action does the opposite and sends a message to servicewomen—who make up more than 17 percent of our military’s active duty—that they are not as valuable as their male counterparts. 

    “We will do everything in our power to mitigate the impact that this extreme decision will have on members of our military and ensure their health and safety comes first.” 

    Last Congress, Murray, Shaheen, and others introduced the Protecting Service Members and Military Families’ Access to Health Care Act—legislation that would codify the DoD’s February 16, 2023 policy to ensure service members and their families can access non-covered reproductive health care, including abortion services, regardless of the state in which they are stationed.

  • MIL-OSI USA: Murray, Kaptur Demand Answers on Trump Administration Freezing Energy Department Investments to Lower Americans’ Energy Costs

    Washington, DC — Today, Senator Patty Murray (D-WA), Senate Appropriations Committee Vice Chair and Subcommittee on Energy and Water Development Ranking Member, and Congresswoman Marcy Kaptur (D-OH-09), Ranking Member of the House Appropriations Subcommittee on Energy and Water Development, wrote a letter to the Acting Secretary of the Department of Energy demanding answers about the Trump administration withholding critical investments to lower energy costs for American families and businesses, spur innovation, and strengthen our energy security.

    In the letter, Murray and Kaptur state: We write expressing deep concerns regarding the Department of Energy’s recent unlawful actions to halt programs that are imperative to the Department’s mission of ensuring America’s security and prosperity by addressing the nation’s energy, environmental, and nuclear challenges through transformative science and technology solutions.”

    The Department’s actions to halt these programs will immediately contribute to rising energy costs for families and businesses, and they are a dereliction of the Department’s responsibility to carry out duly enacted spending laws,” Murray and Kaptur continued.

    Murray and Kaptur note that President Trump’s executive order illegally freezing Inflation Reduction Act and Infrastructure Investment and Jobs Act funding is creating unacceptable chaos, confusion, and harm.

    In particular, they note that the order and a variety of other actions the administration has taken will hurt American families and businesses: Stopping these programs is taking money from the pockets of Americans. For example, the Home Energy Rebates programs, funded by the IRA, has been putting money directly back in the hands of American households. The rebates help consumers save money on select home improvement projects that can lower energy bills by providing up to $14,000 per household in rebates. It is estimated that these programs will save households up to $1 billion per year on energy bills and support over 50,000 U.S. jobs. The President’s attempt to freeze the Home Energy Rebates Program means these costs will fall back on American consumers.”

    Murray and Kaptur press the Department for answers about what funding it is currently freezing and other actions it is taking to halt critical programs, and concluded: We hope you will work with us—not against us—to lower energy costs and help create good-paying jobs, but we demand that you follow the law as intended.”

    Administration ordered two dams in Tulare County open without adequate notification to local officials, threatening Central Valley communities

    WASHINGTON, D.C. — Today, U.S. Senator Alex Padilla (D-Calif.), a member of the Senate Environment and Public Works Committee, questioned Defense Secretary Pete Hegseth after the United States Army Corps of Engineers (the Corps) directed unscheduled water releases from Lake Kaweah and Success Lake in Tulare County, purportedly to assist in fighting Los Angeles County fires that are already almost fully contained.

    Local officials warned the Corps that releasing water at the levels the Corps planned to would have flooded both the Kaweah and Tule rivers, posing a flood risk to communities and farms down river and wasting water that could have been used for irrigation over the summer. The decision followed President Trump’s Executive Order directing federal agencies to maximize water deliveries in the state, falsely claiming that statewide water policy was to blame for the devastating Los Angeles County fires.

    “Unscheduled water releases require close coordination with local officials and safety personnel, as well as downstream agricultural water users, in order to reduce flood risks to communities and farms. Based on the urgent concerns I have heard from my constituents, as well as recent reporting, it appears that gravely insufficient notification was given, recklessly endangering residents downstream,” wrote Senator Padilla.

    I write regarding the troubling unscheduled release of water from two dams in California’s Central Valley by the U.S. Army Corps of Engineers following President Trump’s Executive Order falsely linking statewide water policies to the wildfires in Los Angeles. As I’m sure the Administration is aware, the rivers into which this water was released do not actually flow into Los Angeles.

Schumer today announced he is delivering $1,797,780 in new federal funding to help the City of Sherrill modernize the substation and electrical infrastructure servicing the Silver City Industrial Park, bringing the total federal investment to $2,103,780. The senator explained these critical infrastructure upgrades will help Oneida County and Mohawk Valley EDGE attract new businesses and jobs while continuing to support the growth and prosperity of legacy manufacturers like Sherrill Manufacturing and Briggs & Stratton.
    “Bringing new companies to Oneida County starts with ensuring that Silver City Industrial Park is shovel-ready. I’m proud to deliver nearly $1.8 million in new federal funding to upgrade critical electrical infrastructure in the City of Sherrill so we can fuel new commercial investments and catalyze new growth at legacy manufacturing companies in the Mohawk Valley,” said Senator Schumer. “Across Upstate New York, we are seeing a resurgence in manufacturing with Micron’s historic $100+ billion investment in Clay and Wolfspeed’s investment in Marcy thanks to my bipartisan CHIPS & Science Law.     Schumer previously helped secure $306,000 for the City of Sherrill’s Project Powerslam in 2020. Unfortunately, the estimated cost of the project more than quadrupled due to the increased cost of construction and labor in recent years, forcing the City to press pause on the project and seek additional funding. The senator pushed the U.S. Economic Development Administration (EDA) for additional federal investment to make up the shortfall and get the project back on track. Schumer said this multi-million dollar strategic investment from the EDA will finally allow the City to upgrade its 50+-year-old “South” substation to provide more reliable, resilient power to Sherill’s business and residential community for decades to come and help pave the way for planned expansion at Silver City Industrial Park. As part of the agreement, the City of Sherrill will contribute approximately $500,000 in matching funds.
    The upgraded electrical infrastructure will help provide the reliable power needed for continued growth at legacy manufacturing companies, specifically Sherrill Manufacturing, which is the only American manufacturer of flatware, and Briggs and Stratton, which is a lawn and garden equipment manufacturer. These companies have already brought millions in investments and hundreds of jobs to Oneida County, and the City of Sherrill hopes continued investment in its critical infrastructure will set the stage for these companies to keep growing and for new companies to locate alongside them.

    Schumer has a long history of fighting for economic development in Oneida County and the Mohawk Valley. Last year, Schumer secured $500,000 for Brownfield’s Community-wide Assessment for MV EDGE to safely clean up and sustainably reuse contaminated properties across Oneida County and to position underused properties like the former St. Luke’s Campus for redevelopment. Last September, Schumer delivered nearly $13 million from his Bipartisan Infrastructure Law for the Oneida Indian Nation to install 50+ new electric fast charging stations in the Mohawk Valley. Last October, Schumer announced a $750 million federal investment in Wolfspeed from his bipartisan Chips & Science Law that will accelerate the company’s ongoing Mohawk Valley expansion and hiring of hundreds of good-paying jobs. In 2023, Schumer delivered $2 million to Mohawk Valley Community College to help create a new semiconductor and advanced manufacturing training center to give the Mohawk Valley workforce the skills and training they need to be prepared for future investment in economic development.
    In December of last year, Schumer also announced that he successfully included in the reauthorization of the Economic Development Administration the bipartisan ONSHORE Act to surge more EDA resources into shovel-ready site development. Schumer was able to steer this reauthorization into law at the end of last year. Schumer’s provision creates a new grant program to support site development or expansion projects for manufacturing industries critical to national or economic security, all of which are modeled on the ONSHORE Act. Through this program, EDA will assist with site and utility readiness, workforce development, distribution, and logistics, to prepare strategic mega sites and regionally impactful sites across places like Upstate NY for new industrial investment. The EDA funding will place an emphasis on building up the workforce through training and other support as a key priority for attracting and scaling new employers at these industrial sites, providing new federal resources for the pressing priority of workforce development.

So why was that particular helicopter above 200 feet? Why didn’t air traffic control pick that up? Why are we allowing these type of helicopters into the busiest airport runway in the nation? It just makes no sense to any type of Americans. It’s a common sense issue. I’m calling on them, on the military to stop. I don’t want your helicopters where my people are landing. I think it’s that simple. And then we need to talk about transponders. Why are we letting military aircraft into this airspace without transponders that communicate with commercial jets if they don’t want to use transponders and stay out of this busy airspace?     “I think that all of us want people with the highest training and abilities to do these really tough jobs. I want my pilot to be the best pilot. I want their position based upon their merit, based upon their mental capacity. I’ve sat there in some of these air traffic control places, and I think it was a tougher job. I’m a physician. I think their job was harder than [mine]. Moment after moment, hour after hour, it takes a very special person to do these jobs.     Zeldin rubber stamps Trump’s crippling funding freeze and violates federal law, threatening jobs and jeopardizing infrastructure projects

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.) joined Senator Sheldon Whitehouse (D-R.I.) and all Democratic members of the Senate Environment and Public Works (EPW) Committee in demanding answers from newly confirmed Environmental Protection Agency (EPA) Administrator Lee Zeldin about the agency’s freezing of congressionally appropriated funds, including those that have already been obligated.

    According to public reporting, EPA sent letters to grant recipients explaining it was pausing “all funding actions related to” the Inflation Reduction Act and the Bipartisan Infrastructure Law. Not only are these funding cuts already having devastating effects on communities — with reports of jobs in jeopardy and essential infrastructure projects on the chopping block — but failing to allow grant recipients to access funds that have already been obligated violates federal law.

    “We write concerning troubling reports that the Environmental Protection Agency is attempting to claw back funds that have already been obligated to grant recipients. We believe that this is contrary to federal law,” wrote the Senators. “… Many of us have also been contacted by grantees in our states reporting that they no longer have access to the grant money that has been obligated to them.”

    “Federal law and regulations require that obligated funds be provided to grantees absent proof of misuse of funds,” continued the Senators. “We further note that the Solar for All program furthers several goals, all of which are part of EPA’s core mission, which you support. It is designed to help reduce carbon pollution, air pollutants, and household energy costs by financing community and rooftop solar in low-income communities. It will further help drive American manufacturing, boosting the economy and creating jobs.” 

    The Senators further pressed Administrator Zeldin on his failure to abide by the commitments he made to members of the EPW committee during his confirmation hearing. When asked if he believed the President or executive branch could ignore congressional appropriations decisions and instructions, then-nominee Zeldin responded, “If confirmed, I pledge to respect all of Congress’ duly enacted statutes.” When asked if he pledged to respect congressional appropriations decisions and instructions and resist any efforts within the executive branch to circumvent them, he reaffirmed his commitment to executing EPA’s mission and recognized Congress’ power of the purse, stating “Particularly as a former Member of Congress, I appreciate and respect the congressional funding process. I commit to fully following the law.”

    But it appears that in his first days as EPA Administrator, Zeldin is already allowing President Trump to pull the strings at EPA by failing to address these funding freezes that undermine EPA’s core mission and run contrary to federal law. 

    Accordingly, the Senators demanded that Administrator Zeldin provide a valid legal justification for the funding freezes and explain when he plans restore the availability of the funds to grant recipients.

    In addition to Senators Padilla, Schiff, and Whitehouse, the letter is also signed by Senators Angela Alsobrooks (D-Md.), Lisa Blunt Rochester (D-Del.), Mark Kelly (D-Ariz.), Edward J. Markey (D-Mass.), Jeff Merkley (D-Ore.), and Bernie Sanders (I-Vt.).

    Dear Administrator Zeldin:

    We write concerning troubling reports that the Environmental Protection Agency (EPA) is attempting to claw back funds that have already been obligated to grant recipients. We believe that this is contrary to federal law.

    On January 30, 2025, Politico’s E&E News reported that the EPA had sent letters two days prior to recipients of funding through the Solar for All program informing them that their grants had been paused until further notice. EPA’s letter went on to explain that it was pausing “all funding actions related to” climate and infrastructure laws enacted during the Biden Administration, citing President Donald J. Trump’s “Unleashing American Energy” Executive Order. Many of us have also be contacted by grantees in our states reporting that they no longer have access to the grant money that has been obligated to them.

    During your confirmation before the Senate Environment and Public Works Committee, you were asked:

    “Several statutes give effect to Congress’s constitutional power of the purse, reflecting its responsibility to provide appropriations to federal agencies, and its prerogative to place limitations on the availability of those appropriations, specifically, their availability as to purpose, amount, and time. Among these, the Antideficiency Act prohibits agencies from spending in advance, or in excess, of an appropriation. There is also a statutory framework for the execution – that is, the obligation and expenditure – of appropriations, as well as procedures for use when the President or executive branch disagrees with the policy embodied in an appropriation and therefore does not wish to obligate available funds. Do you believe that the president or executive branch can ignore congressional appropriation decisions and instructions?”

    You responded: “If confirmed, I pledge to respect all of Congress’s duly enacted statutes.” You were further asked:

    Do you pledge to respect congressional appropriation decisions and instructions and resist any efforts within the executive branch to circumvent them?

    You responded: “Particularly as a former Member of Congress, I appreciate and respect the Congressional funding process. I commit to fully following the law.”

    Federal law and regulations require that obligated funds be provided to grantees absent proof of misuse of funds. We further note that the Solar for All program furthers several goals, all of which are part of EPA’s core mission, which you support. It is designed to help reduce carbon pollution, air pollutants, and household energy costs by financing community and rooftop solar in low-income communities. It will further help drive American manufacturing, boosting the economy and creating jobs. Even President Trump’s Department of Energy continues to acknowledge that “[i]nvesting in energy innovations creates well-paying jobs, drives economic growth, and makes our industries more competitive,” and that the “growing global market for renewable energy technologies and innovations is projected to be worth at least $23 trillion by 2030.”

    Accordingly, in order to assist in our understanding of EPA’s actions, please respond to the following questions:

    • On what legal grounds did EPA pause already-obligated grants to grantees under the Solar for All program? Please cite to specific statutory or regulatory authority. We note that any executive orders do not qualify as such statutory or regulatory authority, as they are neither statutes nor regulations, and all potentially relevant executive orders clearly state in any case that they “shall be implemented consistent with applicable law,” thereby clearly acknowledging that they cannot supersede or contravene statutory authority.
    • When do you intend to lift the pause on the already-obligated funding under this program?
    • As many of our offices have also received reports of other EPA grant programs that seem to have been “paused” or where obligated funds may have been cut off, please provide us a list of all EPA grant and other programs that are currently paused. Please further note whether this pause applies only to future grant-making, to post- award but pre-obligation grants, and/or to already obligated grants.
    • For each of these programs, when do you intend to lift the pause(s)?

    We are cognizant that EPA’s initial decision to pause funding appears to have been taken before you had been confirmed as EPA Administrator. Perhaps you intend to reverse this pause immediately in accordance with applicable law. If not, however, please provide your detailed responses as soon as possible.

    WASHINGTON, D.C. — Ahead of the 67th Annual Grammy Awards ceremony this weekend in Los Angeles, U.S. Senators Alex Padilla (D-Calif.), Marsha Blackburn (R-Tenn.), Cory Booker (D-N.J.), and Thom Tillis (R-N.C.) introduced the bipartisan American Music Fairness Act to ensure artists and music creators are paid for the use of their songs on AM/FM radio. This legislation would bring corporate radio broadcasters in line with all other music streaming platforms, which already pay artists for their music.

    “California’s artists enrich our country’s music scene, but our laws unfairly deny them the pay they deserve for their work on AM/FM radio broadcasts,” said Senator Padilla. “As we celebrate the accomplishments of our musical artists at the Grammy Awards in Los Angeles this weekend, we must also commit to treating them with the dignity and respect they deserve for the music they produce and we enjoy every day.”

    “Artists and music creators deserve to be fairly compensated for their work,” said Senator Tillis. “For too long, FM and AM radio stations have enjoyed the benefits of playing music without compensating the artists. This commonsense legislation makes an important step towards ensuring that our nation’s artists are recognized and paid for the value that they bring to our airwaves.”

    The United States is the only democratic country in the world in which artists are not compensated for the use of their music on AM/FM radio. By requiring broadcast radio corporations to pay performance royalties to creators for AM/FM radio plays, the American Music Fairness Act would close an antiquated loophole that has allowed corporate broadcasters to forgo compensating artists for the use of their music for decades.

    Specifically, the American Music Fairness Act would:

    • Require terrestrial radio broadcasters to pay royalties to American music creators when they play their songs;
    • Protect small and local stations who qualify for exemptions — specifically those that fall under $1.5 million in annual revenue and whose parent companies fall under less than $10 million in annual revenue overall — by allowing them to play unlimited music for less than $500 annually; and
    • Create a fair global market that ensures foreign countries pay U.S. artists for the use of their songs overseas.

    In recognition of the important role of locally owned radio stations in communities across the United States, the American Music Fairness Act also includes strong protections and exemptions for small, college, and non-commercial stations.

    The American Music Fairness Act is endorsed by the Recording Academy, SAG-AFTRA, the American Association of Independent Music, the MusicFirst Coalition, the Recording Industry Association of America, SoundExchange, and the American Federation of Musicians.

    Cantwell: Trump’s New Tariffs Will Drive Up Grocery & Gas Prices, Costs for American Manufacturers

    WA consumers will pay the price as Trump chooses to tax goods from Canada and Mexico up to 25%, plus a 10% tax on goods from China

    WASHINGTON, D.C. – Today, the Trump administration announced plans to impose a 25% tax on many goods imported into the U.S. from Canada and Mexico, and a 10% tax on goods imported from China, a move that will likely increase prices for consumers across the country, particularly in Washington state.

    U.S. Senator Maria Cantwell (D-WA) – who serves as ranking member of the Senate Committee on Commerce, Science, and Transportation, as well as senior member of the Finance and Energy and Natural Resources Committees– issued the following statement:

    “President Trump should not start trade wars that hurt American manufacturers, consumers, and farmers, especially when food prices and interest rates are so high. After two weeks in office and lots of executive orders, where are the administration’s ideas to lower costs for American families?  Let’s not put 25% tariffs that will increase consumer costs,” Sen. Cantwell said. “Canada and Mexico are already willing to partner with us to fight fentanyl and strengthen border security.  I hope the President will work with Congress on opening new markets, growing U.S. exports, and using the EXIM Bank to compete with China, instead of driving up prices at the grocery store and gas pump. I want an export strategy — one that maximizes opportunities to sell American products overseas.

    Two out of every five jobs in the State of Washington are tied to trade and related industries. In 2023, Washington state imported $19.9 billion of goods from Canada – primarily oil, gas, lumber, and electrical power — making our northern neighbors Washington state’s largest trade partner.

    Also in 2023, Washington state imported $1.7 billion in goods from Mexico, including motor vehicles, vehicle parts, and household appliances. All of these raw materials and goods will now be subject to a 25% tariff.

    A 25% tariff on Canada and Mexico would add an estimated $144 billion a year to the cost of manufacturing in the United States.

    Sen. Cantwell has been a champion for Washington state growers and exports. Agriculture and food manufacturing generate more than $21 billion per year and employ more than 171,000 people in the State of Washington. Small and family farms are key contributors, making up 89% and 94%, respectively, of Washington’s farms. 

    Sen. Cantwell was the leading voice in negotiations to end India’s 20% retaliatory tariff on American apples, which devastated Washington state’s apple exports. In September 2023, India ended its retaliatory tariffs on apples and pulse crops following several years of Sen. Cantwell’s advocacy.

    In May 2023, Sen. Cantwell sent a letter urging the Biden Administration to help U.S. potato growers finally get approval to sell fresh potatoes in Japan. In June 2023, Sen. Cantwell hosted U.S. Sen. Debbie Stabenow (D-MI), then-chair of the Committee on Agriculture, Nutrition, and Forestry, in Washington state for a forum with 30 local agricultural leaders in Wenatchee to discuss the Farm Bill.

    In 2022, Sen. Cantwell spearheaded passage of the Ocean Shipping Reform Act, a law to crack down on skyrocketing international ocean shipping costs and ease supply chain backlogs that raise prices for consumers and make it harder for U.S. farmers and exporters to get their goods to the global market.

    In August 2020, during the height of the COVID-19 pandemic, Sen. Cantwell sent a letter to then-Secretary of Agriculture Sonny Perdue requesting aid funds be distributed to wheat growers. In December 2018, Sen. Cantwell celebrated the passage of the Farm Bill, which included $500 million of assistance for farmers, including those who grow wheat.

    In 2019, Sen. Cantwell helped secure a provision in the $16 billion USDA relief package, ensuring sweet cherry growers could access emergency funding to offset the impacts of tariffs and other market disruptions.

    WISCONSIN – U.S. Senator Tammy Baldwin (D-WI) and a bipartisan group of colleagues introduced the AM Radio for Every Vehicle Act. The legislation would require automakers to keep AM radio accessible in all of their new passenger vehicles, including electric vehicles at no additional charge. The legislation comes as many major automakers are removing AM radio from their new vehicles. 
    “Wisconsin families across the state, especially those in our rural and farming communities, depend on AM radio to receive critical emergency alerts and high-quality local news,” said Senator Baldwin. “I am proud to work with my Democratic and Republican colleagues to stand up for the Americans who want and rely on AM radio to do their jobs, stay safe, and keep in touch with their local communities.”
    If enacted, the bill would require the Department of Transportation (DOT) to issue a rule requiring new vehicles to maintain access to broadcast AM radio at no additional cost to the consumer and provide small vehicle manufacturers at least four years after the date DOT issues the rule to comply. The AM Radio for Every Vehicle Act also requires automakers to inform consumers, during the period before the rule takes effect, that the vehicles do not maintain access to broadcast AM radio.

    WASHINGTON – Sen. Chuck Grassley (R-Iowa), a senior member and former chairman of the Senate Finance Committee, and Sen. Dick Durbin (D-Ill.) are urging the Pharmaceutical Research and Manufacturers of America (PhRMA) to support their Drug-price Transparency for Consumers (DTC) Act. The bipartisan bill would require price disclosures on prescription drug advertisements to empower consumer choice and reduce patients’ bloated spending on medications. 

    “The United States is one of only two developed countries in the world that permits such pharmaceutical commercials. President Trump’s nominee for Health and Human Services Secretary has expressed interest in outright banning this practice. It would be wise for drug companies to adopt commonsense solutions to address the concerns that have been raised about DTC prescription drug advertising,” the senators wrote

    Dear Mr. Ubl: 

    Drug manufacturers in the United States spend approximately $6 billion annually in direct-to-consumer (DTC) prescription drug advertisements, with approximately one-third of all commercial time across evening news programs being consumed with these pharmaceutical promotions.  It is a similar story when consumers stream their favorite show or scroll through social media.  Yet consumers learn nothing from these advertisements about the cost of the prescription drug.  This must change.   

    A recent study in the Journal of the American Medical Association found that more than two-thirds of drugs advertised on television were considered “low therapeutic value”.  This creates concern for taxpayers, as a review we requested from the Government Accountability Office (GAO) found prescription drugs advertised on television accounted for 58 percent of Medicare’s overall spending on prescription drugs between 2016-2018.  In 2022, the two most-advertised drugs on television alone accounted for $1.7 billion in Medicare spending. 

    The United States is one of only two developed countries in the world that permits such pharmaceutical commercials.  President Trump’s nominee for Health and Human Services Secretary has expressed interest in outright banning this practice.  It would be wise for drug companies to adopt commonsense solutions to address the concerns that have been raised about DTC prescription drug advertising.   

    As you are aware, the United States Senate previously voted unanimously to pass our measure to require that pharmaceutical companies disclose their list prices in DTC ads, and it is our hope that this policy will become law this Congress.  This bipartisan legislation would ensure that when patients are bombarded with information about the newest wonder drug, the price is not kept secret.  President Trump previously has issued regulations to advance this policy. 

    There is a lot of value in knowing a prescription drug’s list price, the most accessible and standardized price of a drug, which is set by the manufacturer itself.  This is especially important for consumers with high-deductible health insurance plans, those who are underinsured, or have no health insurance coverage at all—particularly as efforts are underway to reform the rebate structure used by pharmacy benefit managers. 

    Some of your member companies previously disclosed drug list prices in advertisements, and PhRMA previously has wanted to be more transparent with the American public about price information for advertised medications.  We appreciate that 35 drug manufacturers voluntarily have certified to follow PhRMA’s “Guiding Principles on Direct-to-Consumer Advertisements,” which includes directing patients to find information about the cost of medicine, including the list price, on the company’s website.  We are glad that drug companies agree that consumers should know the price of a prescription drug before purchasing it.  But in instances where manufacturers currently do opt to provide pricing information (e.g., “pay as little as $0 per dose”), they can understate or obscure a patient’s out-of-pocket liability.  

    Studies show that patients are better able to approximate their out-of-pocket expenses when provided with the list price.  When voluntarily choosing to promote medications over the airwaves, manufacturers already are required to disclose safety, side effects, and contraindication information.  Yet, for many patients, price plays a primary role in clinical adherence.   

    Recently, we reintroduced our bipartisan legislation (S.229) to bring price transparency to DTC prescription drug ads.  In addition to President Trump’s previous support, our bill in the 118th Congress was cosponsored by Vice President Vance.  Given PhRMA’s stated support for pharmacy benefit manager transparency, it is only reasonable to have transparency across the pharmaceutical supply chain.  

    We urge you to take the reasonable, minimal step of embracing our bipartisan legislation to empower patients and providers and commit to voluntarily disclosing list prices in DTC advertisements.  Thank you for your attention to this important matter.

  • MIL-OSI USA: Army Corps of Engineers Awards $10 Million Contract For FM Diversion

    BISMARCK, N.D. – The U.S. Army Corps of Engineers (USACE) awarded a contract of $10,097,097 to BCSS, LLC to fund the excavation, replacement and repaving of the existing Highway 75 intersection in support of the Fargo-Moorhead Metropolitan Area Flood Risk Management Project.
    These funds were provided by the fully-paid-for Bipartisan Infrastructure Law (BIL), which U.S. Senator Kevin Cramer (R-ND) helped craft and shepherd through Congress. The USACE received $437 million in funding under the BIL to complete all remaining federal work for the diversion project.

  • MIL-OSI USA: Senator Peters Announces $1 Million Investment to Help Address Gun Violence in Communities Across Michigan

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) announced a $1 million investment from the Department of Justice (DOJ) to help address gun violence in communities across Michigan. The funding is being awarded to the Michigan Public Health Institute (MPHI) and will be used to assess the impact of community intervention programs that aim to reduce cyclical and retaliatory gun violence in targeted urban cities.    

    “Michiganders continue to feel the impacts of gun violence in their own communities, and we must do more to promote safety in our neighborhoods,” said Senator Peters. “This innovative program will help inform best strategies to address gun violence while helping to curb the cycle of gun-related offenses.”     

    As part of the project, MPHI will engage at least 100 individuals in three urban areas across Michigan who have active firearm offenses. Once identified, MPHI will provide them with evidence-based programming aimed at reducing gun violence – including street outreach, mentoring, life skills training and opportunities for employment. During the 18-month program, participants will be compared against a control group from the same three urban areas to determine the effectiveness of programming aimed at reducing gun violence.  

    The funding for this project comes from the DOJ’s Bureau of Justice Assistance program, which supports new and innovative strategies for preventing and reducing crime, improving community safety, and strengthening criminal justice system outcomes. You can read more about the program here.

  • MIL-OSI USA: Senator Peters Announces $2 Million Federal Investment to Expand the City of Grand Rapids’ “Cure Violence” Program

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) announced a $2 million federal investment from the Department of Justice (DOJ) to help the City of Grand Rapids to build on the success of its “Cure Violence” program, which has helped to significantly reduce gun violence in initial focus areas in the city. 

    “As gun violence continues to impact Michiganders, it’s essential that we support innovative programs that have proven successful at making a difference in our communities,” said Senator Peters. “The ‘Cure Violence’ program has made important progress to reduce gun violence, and I’m thrilled that this funding will help bring it to every corner of Grand Rapids.”     

    Through street-level outreach and community engagement, the “Cure Violence” program has been successful in addressing gun violence in the City’s Third Ward. This grant award will allow the City of Grand Rapids to expand the “Cure Violence” model city-wide, helping to support other locations where gun violence has continued to rise. Funding will also assist the City of Grand Rapids to build a comprehensive and unified approach to reducing gun violence across the city.
