    Washington, D.C. — U.S. Senator Patty Murray (D-WA) joined Senator Cory Booker (D-NJ) and 8 of their Senate colleagues, along with U.S. Representative André Carson (D, IN-07), in introducing a resolution recognizing January as Muslim-American Heritage Month and celebrating the achievements of Muslims living in the United States. The resolution highlights the incredible contributions Muslim Americans have made across multiple sectors of society—from medical professionals to entrepreneurs, to faith leaders, athletes, and public servants—to help build a better nation.
    The resolution further notes the religious discrimination experienced by Muslim Americans, saying: “nearly 50 percent of Muslim Americans have reported experiencing religious discrimination, with that number rising to 64 percent for Muslim Americans whose appearance identifies them as Muslim, such as women who wear the hijab or headscarf.”
    The resolution stresses the “need for public education, awareness, and policies that are culturally competent when describing, discussing, or addressing the impacts of being Muslim American in all aspects of the society of the United States.”
    “I’m proud to join my colleagues once again in celebrating Muslim-American Heritage Month this January,” said Senator Murray. “Their voices and contributions are integral to the American story. I will always stand with Muslim-Americans—in Washington and all across our country—and speak up against hate and intolerance.”

    WASHINGTON – Following reports that the Trump Administration has paused critical communications from federal health agencies, including warnings on disease outbreaks and food contamination, U.S. Senate Democratic Whip Dick Durbin (D-IL) joined U.S. Senator Brian Schatz (D-HI) to introduce a resolution calling for uninterrupted health warning services for the American people.
    “Doctors, researchers, and patients nationwide depend on federal health agencies to alert them to disease outbreaks or food contamination.  Pausing critical health alerts is dangerous and irresponsible,” said Durbin.

  • MIL-OSI USA: Durbin Requests Materials Related To FBI Nominee Kash Patel’s Involvement In Hostage Recovery Mission After Allegations Of Endangering American Citizens

    WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL), Ranking Member of the Senate Judiciary Committee, sent a letter to the Federal Bureau of Investigation (FBI), the Department of Defense (DOD), the State Department, and the Department of Treasury requesting they produce all relevant materials related to alleged misconduct by Kash Patel, President Trump’s nominee to be Director of the FBI, related to the rescue of two Americans held captive by Iranian-backed militants in Yemen. Allegedly, Mr. Patel publicly commented without authorization and prior to the confirmed safe retrieval of the two hostages. If true, Mr. Patel appears to have inappropriately involved himself in a sensitive operation with no regard to the safety of the hostages or the success of the mission.
    Durbin wrote, “I have recently received highly credible information revealing that while serving in the first Trump Administration’s National Security Council, Kash Patel broke protocol regarding hostage rescues by publicly commenting without authorization on the then in-progress retrieval of two Americans held captive by Iranian-backed militants in Yemen in October 2020.”
    On October 14, 2020, the Wall Street Journal first published comments from Mr. Patel regarding the hostage swap at 10:55 a.m., several hours before the hostages were confirmed to be in the custody of the United States. In the wake of multiple failed hostage recovery missions, the Hostage Recovery Fusion Cell was created in 2015 as a multi-agency group housed in the FBI tasked with coordinating the recovery of Americans held hostage abroad and improving communications with impacted families and the public. The Fusion Cell’s specific protocols are in place to help protect the privacy of impacted families and ensure the timing for public acknowledgement of a hostage rescue effort does not endanger these sensitive life-or-death missions.
    The letter continued, “The information my office received alleges that Mr. Patel inserted himself inappropriately in a hostage recovery mission and violated these protocols. Mr. Patel, prior to his interview with the Wall Street Journal and contrary to his public assertions, allegedly had no role in the planning, negotiations, or execution of this hostage recovery. The source also alleges the interagency communications were clear that there would be no public comment until after the recovery was complete, and the families were notified.”
    “Mr. Patel’s nomination to be Director of the Federal Bureau of Investigation (FBI) is currently pending before the Senate Judiciary Committee. Among the many qualities and qualifications the Senate must consider when reviewing presidential appointments is whether the nominee has the requisite character and fitness to be entrusted with the authority of their position. This is the second known instance of Mr. Patel breaking hostage recovery protocol to inappropriately insert himself in a sensitive or high-profile recovery mission. An official who puts missions and the lives of Americans in jeopardy for public notoriety and personal gain is unfit to lead the country’s primary federal law enforcement and investigation agency. This Committee has a constitutional obligation to perform oversight over the FBI and to provide advice and consent on the nominations of officers to lead the Bureau,” the letter wrote.
    In the letter, Durbin requests the Hostage Recovery Fusion Cell protocols for public acknowledgement of successful hostage rescue missions, communications between the Hostage Recovery Fusion Cell and Mr. Patel, and all of the cables regarding the rescue mission during the relevant four days in order to validate this new allegation. Durbin requests all relevant information no later than January 30, the date of Mr. Patel’s confirmation hearing.
    In October 2020, Mr. Patel was accused of breaking protocol and incorrectly providing foreign airspace approval during the rescue of Philip Walton in northern Nigeria.

    All interagency cables and memos from October 11, 2020 through October 15, 2020 concerning the rescue of Ms. Sandra Loli and Mr. Mikael Gidada; and
    All records reflecting or relating to authorization permitting Mr. Patel to disclose any details concerning the rescue of Ms. Sandra Loli and Mr. Mikael Gidada prior to receiving confirmation of their retrieval and/or notification to the families.
    Please provide these materials as soon as possible, and no later than January 30, 2025. I appreciate your prompt attention to this important request.

    “Tens of millions of families and small businesses across the country use wireless routers as their primary access point to the internet,” said Senator Blackburn. “Many of these routers are susceptible to infiltration by foreign actors – including China – exposing our country to serious danger. This bill will better protect U.S. communications networks and our national security.”
    “The ROUTERS Act is a crucial step in ensuring that everyday internet devices like consumer routers and modems don’t pose a risk to our national security or consumer privacy,” said Senator Luján. “Securing our broadband infrastructure is a top priority, and we must create safeguards at every point across our systems.     ROUTERS ACT:

    The ROUTERS Act would require the Assistant Secretary for Communications and Information at the Department of Commerce to conduct a study of the national security risks posed by routers, modems, or other devices that are designed, developed, manufactured, or supplied by persons owned, controlled, or subject to the jurisdiction of U.S. adversaries. This includes the People’s Republic of China, Russia, Iran, North Korea, Cuba, or Venezuela.

  • MIL-OSI USA: Fayetteville Teen Serves as Senate Page

    WASHINGTON––Haas Hall Academy student Mia Al Ansari traded in the halls of her school’s Northwest Arkansas campus for the opportunity to navigate our nation’s capital and the corridors of Congress as a U.S. Senate Page for the last several months.
    Al Ansari, appointed by U.S. Senator John Boozman (R-AR), served as one of 28 Senate Pages from September 2024 through January 24, 2025. As a Page, she helped prepared the U.S. Senate chamber for daily business by distributing documents to senators’ desks, assisting in the cloakrooms, supporting chamber staff, and – when the body was in session – sitting near the dais waiting to aid members delivering remarks or casting votes.
    She also performed administrative duties and worked on projects in Boozman’s office during the month of October while Congress was in recess ahead of the fall elections. The Fayetteville teen and her fellow Pages went on to participate alongside Members of Congress in the Electoral College vote count and certification of the 2024 presidential election results in January.
    “It has been an incredible honor and privilege to be able to serve as a United States Senate Page. Having the opportunity to work on the Senate floor and interact with senators on a daily basis has been the greatest and most educational experience of my life. Being able to also work directly in Senator Boozman’s office during October with his amazing staff was a phenomenal experience that gave me new insight on the inner workings of United States Senate offices. Both working on the Senate floor and in the office gave me invaluable experiences I will never forget. I am so grateful for this experience and I will always look back on my time as a United States Senate Page fondly and with gratitude,” Al Ansari said.
    The high school junior earned her appointment to the position from Boozman, who has longed promoted the program for Arkansas youth interested in civics and public service.
    “Mia did an excellent job supporting the day-to-day activity of the Senate while observing legislative processes and procedures firsthand. I am confident that serving as a Page will inspire her to continue exploring her interests in civics and public service. Our entire state can be proud of how she represented us in this prestigious program,” Boozman said.
    Al Ansari was also selected as the yearbook editor for the fall 2024 Senate Page class. Back home, she was appointed Environmental and Sustainability Chair of The City of Fayetteville’s Youth Advisory Council. She is also a member of Haas Hall Academy’s mock trial team, where she was one of five participants to win an award at the state competition from the Arkansas Bar Association, and serves as Social Media Manager for her local Project Prevent Youth Coalition chapter promoting anti-drug and alcohol efforts among Natural State teens.
    Al Ansari is the daughter of Teresa Farah.
    The Senate Page program started in 1829 when Senator Daniel Webster appointed the first Senate Page. Today, the program is a unique, highly selective opportunity for high school juniors with a strong academic standing to learn firsthand about the institution often referred to as “the world’s greatest deliberative body.”

    Washington, D.C. – U.S. Senator Ron Wyden said today that he joined the reintroduction of legislation that would expand access to federal support for the families of firefighters and other first responders who died or became permanently disabled from service-related cancers. 
    The Honoring Our Fallen Heroes Act would also extend disability benefits in cases where these first responders become permanently and totally disabled due to cancer.
    “In the wake of record wildfires last year in Oregon and California’s current wildfires, we have seen firefighters and first responders work tirelessly around the clock to save lives,” Wyden said. “They put their health, safety, and lives on the line without receiving an ounce of support that comes with the long-term risks of fighting fires. Let’s give these everyday heroes and their families the help they deserve so they don’t have to shoulder these challenges alone.”
    Currently, firefighters are only eligible for support under the Public Safety Officer Benefits (PSOB) program for physical injuries sustained in the line-of-duty, or for deaths from duty-related heart attacks, strokes, mental health conditions such as post-traumatic stress disorder, and 9/11 related illnesses.
    The PSOB program provides benefits to the survivors of fire fighters; law enforcement officers; and other first responders killed as the result of injuries sustained in the line of duty. The program also provides disability benefits where first responders become permanently or totally disabled. The Public Safety Officers’ Educational Assistance (PSOEA) program, a component of the PSOB program, provides higher-education assistance to the children and spouses of public safety officers killed or permanently disabled in the line of duty. The Department of Justice’s Bureau of Justice Assistance administers the PSOB and PSOEA programs.

  • MIL-OSI USA: Hickenlooper, Capito Reintroduce Bipartisan Bill to Protect Small Businesses Against Cyberattacks

    Cyber insurance policies help protect small businesses from cyberattacks, but are frequently misunderstood
    WASHINGTON – Today, U.S. Senators John Hickenlooper and Shelley Moore Capito reintroduced their bipartisan Insure Cybersecurity Act to protect consumers and small businesses against cyberattacks by providing clearer information surrounding cyber insurance policies. Specifically, the bill directs the National Telecommunications and Information Administration (NTIA) to create a dedicated working group to develop information for issuers, agents, brokers, and customers to improve communication over cybersecurity insurance coverage levels. It also directs the NTIA to publish resources on cybersecurity insurance that prospective customers can easily understand.
    “Small businesses need cyber insurance to protect their businesses and guard their data. Unclear policies and ambiguous language can leave businesses stranded after a cyberattack,” said Hickenlooper. “Easy to understand cyber insurance resources will help make sure businesses are secure, covered, and resilient.”
    “Cyberattacks across the world continue to grow in scope and scale, and it’s critical that we do what we can to identify and prevent them from occurring,” Capito said. “I was glad to team up with Senator Hickenlooper once again to put forth a commonsense solution to this problem by reintroducing our Insure Cybersecurity Act. This legislation will assist businesses in better understanding the complex cyber insurance environment. It will also help lower the cost burden victims must bear when they are attacked by cyber-criminals so businesses can continue operations and pay their workers if they are targeted.”
    Cyberattacks can target anyone, from individuals to large organizations to small businesses. Cyber insurance is one tool that businesses can use to lower their risk from threats including ransomware, data theft, denial of service, and intellectual property theft. In the event of a successful attack, cyber insurance policies can help provide the necessary resources for a business to quickly recover and return to normal operations.
    However, the details of cyber insurance coverage are often hard to understand. A 2021 Government Accountability Office report found that ambiguity in policy language can result in misunderstandings and litigation between issuers and policyholders and that many customers, especially smaller businesses, may underestimate the coverage they need to protect against cyber risks. The Insure Cybersecurity Act would help clarify cybersecurity insurance for everyone involved.
    “This legislation remains absolutely consistent with the Cyberspace Solarium Commission recommendations, and I believe the Working Group proposed in this legislation can help tackle some of the insurance industries’ underlying problems in cyber policies like a lack of standard terminology and lack of clarity in coverage limits,” said Mark Montgomery, Executive Director of CSC 2.0 and Former Executive Director of the Cyberspace Solarium Commission (CSC).

    WASHINGTON – U.S. Senator Chris Murphy (D-Conn.), a member of the U.S. Senate Health, Education, Labor, and Pensions Committee, on Friday released a statement on the Trump administration terminating the Federal School Safety Clearinghouse Advisory Board, a 26-person committee created by the Bipartisan Safer Communities Act:
    “President Trump doesn’t care about keeping our kids safe from gun violence. First, he shuttered the White House Office of Gun Violence Prevention. Now, he has terminated all 26 members – from the parents of school shooting victims to directors of widely trusted school safety organizations– currently serving on a nonpartisan board created by the Bipartisan Safer Communities Act to make classrooms safer. This board is enshrined in law and to remove these members without any reason shows how little he cares about our kids and the challenge school leaders face in keeping them safe. President Trump should reinstate these members immediately and stop playing politics with our children’s safety.”

  • MIL-OSI USA: Murphy, Schumer, Murray, Kim Lead 47 Senators In Introducing Resolution Condemning Trump’s Pardons Of Jan. 6 Rioters

    WASHINGTON—U.S. Senators Chris Murphy (D-Conn.), Patty Murray (D-Wash.), Chuck Schumer (D-N.Y.), and Andy Kim (D-N.J.) on Monday led a group of 47 senators, including U.S. Senator Richard Blumenthal (D-Conn.), in introducing a new resolution condemning the pardons of individuals who were found guilty of assaulting Capitol Police Officers. The resolution follows the move by President Trump, on the first day of his second term, to grant full, complete, and unconditional pardons to over 1,500 people charged with committing crimes in the January 6, 2021 attack on the U.S. Capitol, and to commute the sentences of 14 others, including leaders of the Proud Boys and Oath Keepers— far-right militias. Among those pardoned by Trump were 169 people who pled guilty to assaulting police officers on January 6th.  During the siege of the Capitol that day, over 80 U.S. Capitol Police Officers were assaulted, as well as over 60 officers from the Washington, D.C. Metropolitan Police Department.
    The senators’ resolution, Condemning the pardons for individuals who were found guilty of assaulting Capitol Police Officers, simply states: “Resolved, That the Senate disapproves of any pardons for individuals who were found guilty of assaulting Capitol Police officers.” Murphy and Blumenthal will seek unanimous consent on the Senate floor to pass the resolution.
    “Trump’s pardons of January 6th rioters who viciously assaulted law enforcement officers send a dangerous message: if you’re willing to commit violence in his name, there are no consequences,” said Murphy. “This endorsement of political violence not only undermines our justice system, but it also makes our nation less safe and emboldens those who would attack our democracy.”
    “President Trump’s blanket pardons of armed insurrectionists, who were convicted by juries of everyday Americans, is the ultimate disrespect for police officers who were brutally assaulted on January 6,” said Blumenthal. “These sickening pardons are a clear endorsement of political violence and discredit justice and the rule of law. I urge my Republican colleagues who were protected that terrible day—and who now stay silent—to join in condemning the violence that occurred and standing with the officers who put their lives on the line for their safety.”

    According to the U.S. Attorney’s Office for the District of Columbia, approximately 1,572 defendants have been federally charged with crimes associated with the attack of the U.S. Capitol on January 6th. This includes approximately 598 charged with assaulting, resisting, or impeding law enforcement agents or officers or obstructing those officers during a civil disorder, including approximately 171 defendants charged with using a deadly or dangerous weapon or causing serious bodily injury to an officer. As proven in court, the weapons used and carried on Capitol grounds during the January 6th attack include firearms; OC spray; tasers; edged weapons, including a sword, axes, hatchets, and knives; and makeshift weapons, such as destroyed office furniture, fencing, bike racks, stolen riot shields, baseball bats, hockey sticks, flagpoles, PVC piping, and reinforced knuckle gloves.
    Among others, the individuals who assaulted law enforcement officers and were granted full, unconditional pardons by President Trump this week include:
    Taylor James Johnatakis, of Kingston, Washington, was convicted of three felonies in November 2023, including assaulting officers. Prosecutors said that he “coordinated a violent assault on a line of police officers defending” the Capitol and that video shows he “used a metal barricade to attack officers head on and grabbed one officer to prevent him from defending himself against other attacking rioters.”
    Julian Khater, who assaulted a U.S. police office—Brian Sicknick—and later pled guilty to assaulting a police officer with a dangerous weapon.
    Robert Palmer, who attacked police with a fire extinguisher, a wooden plank, and a pole.
    Tyler Bradley Dykes of Bluffton, South Carolina, who was sentenced to 57 months in federal prison for stealing a police riot shield and twice using it against officers. He pleaded guilty to two felony counts of assaulting, resisting or impeding officers.
    Devlyn Thompson, who hit a police officer with a metal baton.
    Andrew Taake, of Houston, Texas, who was sentenced to a little more than six years for assaulting law enforcement officers with bear spray and a metal whip.
    Christopher Quaglin, who federal prosecutors said “viciously assaulted numerous officers” and was one of the most violent rioters, was sentenced to 12 years in federal prison.
    David Dempsey, who, according to prosecutors, “was one of the most violent rioters,” and received 20 years in prison. Prosecutors also said Dempsey had a “very significant history of arrests and convictions” prior to the January 6th attack.
    Daniel Rodriguez, of Fontana, California, who plunged a stun gun into the neck of Washington Police Officer Michael Fanone multiple times.
    Ryan Nichols, of Longview, Texas, who assaulted officers with pepper spray, and later on Jan. 6, at his hotel room, he called for additional violence.
    Howard Richardson, of King of Prussia, Pennsylvania, who struck a police officer three times with a flagpole, hard enough to break the flagpole.
    Robert Sanford, from Chester, Pennsylvania, who hit two police officers in the head with a fire extinguisher and threw a traffic cone at another officer.
    Jonathan Munafo, of Albany, New York, who punched a police officer, stole the officer’s riot shield, and struck a Capitol office window with two poles.

The resolution follows the move by President Trump, on the first day of his second term, to grant full, complete, and unconditional pardons to over 1,500 people charged with committing crimes in the January 6, 2021 attack on the U.S. Capitol, and to commute the sentences of 14 others, including leaders of the Proud Boys and Oath Keepers, far-right militias. Among those pardoned by Trump were 169 people who pled guilty to assaulting police officers on January 6th.  During the siege of the Capitol that day, over 80 U.S. Capitol Police Officers were assaulted, as well as over 60 officers from the Washington, D.C. Metropolitan Police Department.
    The senators’ resolution, Condemning the pardons for individuals who were found guilty of assaulting Capitol Police Officers, simply states: “Resolved, That the Senate disapproves of any pardons for individuals who were found guilty of assaulting Capitol Police officers.” This week, Senator Murray will seek unanimous consent on the Senate floor to pass the resolution.

She also asked Mr. Wright to acknowledge Yucca Mountain is dead and to commit to no new federal funding or support for it.

    Hagerty on the politically-motivated delay of Trump’s cabinet confirmations: “What we’ve seen is the minority is using every procedural trick in the book. They tried to slow us down dramatically. We would’ve been much further along, even in Trump’s first term, clearly in [former President Barack] Obama’s first term. In Obama’s first term, we had twelve cabinet members seated in the first fifteen days. What we saw happen back in Trump’s first term was the resistance movement unfold against us. The Democrats plied all these procedural measures, slowed us down dramatically. We returned the favor in [former President] Joe Biden’s Administration. [Senate Majority Leader] John Thune offered to move back to a more normal sequence, as we [did with] Obama. The Democrats have no interest in it—we’ve gone through massive political gyrations—but we’re going to push these nominees through. That’s why we were here, willing to go through the night and early Sunday morning. The Democrats finally came to an 11th hour agreement to let us move Scott Bessent later today. But we’re going to keep pushing these through, grinding these through. There is no reason to be slowing all of this down, particularly when you think about the national security crises that we face as a nation. The American public wants us to get to work. They expect President Trump to be on the case. The Democrats are, yet again, doing everything they can to slow things down and throw sand into the gears.”
    Hagerty on his strong support for Pam Bondi: “Pam Bondi is a top priority nominee for us. She will get confirmed; there’s no question about that. Getting Pam and getting Kash Patel into position to deal with the national security crises and threats that we face here domestically is absolutely critical. She’s high priority. She’s in this first wave that will go—she will go—and I have every reason to expect she’ll go on a bipartisan basis. We’ve just got to get the Democrats to realize this and start to work with us more closely. The American public expect it.”
    Hagerty on the reconciliation process: “What we need to do is get as many things accomplished as quickly as we possibly can. Look, the situation in Florida is urgent. It makes sense to put it on a piece of legislation that’s moving through quickly. That’s certainly going to help us bring along various Florida members. I think that should be part and parcel of this. And if you just step back for a minute and think about where America saw this country in November of this last year, seventy-five percent of Americans said we were on the wrong track as a nation. Maria, the American people voted. President Trump won every single battleground state a landslide in the electoral college. He won the popular vote. Democrats should wake up and realize the public needs us to make significant change. These are the vehicles that will allow those changes to occur, I hope we’ll get their support.”
    Hagerty on Trump’s agenda to bring back American sovereignty: “Senator Thune certainly is focused on the process that we’re going to be moving through right now, to make certain that our military is adequately funded. But I’ve had great conversations with Elon Musk about what we can do, from an operational efficiency standpoint, deploying new technologies, making certain that the most relevant technologies that are available in the private sector are being deployed in our military. The focus is going to be back on lethality and effectiveness, not on pronouns at the Pentagon. Now [Secretary] Pete [Hegseth], he has got that message loud and clear. I’m excited about what may come, in terms of deploying new technologies, new ways to make America’s warfighters the most lethal in the world. So, I think the combination of the ongoing effort that we’ve got from a legislative standpoint, plus the operational efforts that are taking place with the Department of Government Efficiency, need to come to bear, in full force, and our procurement exercises in the Department of Defense, making certain that we have our men and women in the military in as great a position as we possibly can to deliver for the American people.”
    Hagerty on the national security concerns in doing business with the CCP: “I think there’s so much that can be done regarding China accessing our capital markets. Maria, one of my pet peeves is allowing Chinese companies that have golden share arrangements to list on our capital markets. You know what golden share is? That’s a minority stake that the Chinese government, the CCP has control of, that can actually be a veto for any corporate action that one might take. They have this control over Bytedance. They have this sort of control over Tencent. It’s amazing that these companies are allowed to list here. The American public does not understand the extent of control that the Chinese Communist Party has over their champion industries, yet they’re allowed to come here, take capital from our markets, the most efficient capital markets in the world, in a situation that is entirely unfair. When you think about it from a corporate governance standpoint, there are many ways, I think, that Scott Bessent can look at these critical issues and I hope address them very quickly.”
    Hagerty on the debt ceiling: “President Trump wants the debt ceiling dealt with as quickly as possible. In the past, it’s always been used by the Democrats as a cudgel to force actually more spending. We could deal with this in a number of fashions, perhaps dealing with it alongside disaster relief for California or others. But we need to deal with it right up front, quickly and effectively, and not let this become an issue or a hurdle to get larger things accomplished.”

    BACKGROUND
    The 20-percent small business deduction, section 199A, was created as a part of President Trump’s 2017 tax cuts to level the playing field between small businesses and corporations. Without Congressional action, it will expire at the end of 2025, causing 9 out of 10 small businesses to incur a significant tax hike. This legislation is endorsed by the National Association of Manufacturers, National Federation of Independent Business, and over 230 trade associations.

    WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA) joined his colleagues in introducing a resolution to express support for the Paris Climate Accords, an international agreement on climate change. President Donald Trump signed an executive order to withdraw the United States from the agreement – meaning that the U.S. joins Iran, Yemen, and Libya as the only countries in the world not party to the Paris Accords.

    On November 4, 2020, the first Trump Administration withdrew the U.S. from the Paris Agreement. The Biden Administration re-entered the U.S. into the agreement in January 2021. In December 2024, the Biden Administration released an updated Nationally Determined Contribution under the Paris Agreement, establishing an emission-reduction target of 61 to 66 percent below 2005 levels by 2035.

  • MIL-OSI USA: King Seeking to Expand GI Benefits to Purple Heart Recipient Dependents

    strong>WASHINGTON, D.C. — U.S. Senator Angus King (I-ME) is cosponsoring bipartisan legislation to allow veterans who received their Purple Heart after their service to transfer their GI Bill education benefits to their dependents. This bill would level the playing field for these veterans, since servicemembers who receive the Purple Heart while in active status are allowed to pass their well-earned benefits to their loved ones. The Purple Heart Veterans Education Act would close this loophole, allowing these benefits to be transferred to dependents.

    “For decades, the GI Bill education benefits have helped create a more affordable and accessible path to higher education for veterans and their family members,” said Senator Angus King. “However, a current loophole prevents veterans who received a Purple Heart post-service from passing these benefits along to their dependents. I’m honored to join a bipartisan group of my colleagues in supporting the Purple Heart Veterans Education Act — proving once again that looking out for those who served is not a partisan issue. This simple fix continues to build on the promise we’ve made to our servicemembers, veterans and their families to return the same service that they so selflessly gave to our country.”

    In 2017, Congress passed the Forever GI Bill, which incentivized servicemembers to continue their service in the military by allowing them to transfer their GI bill benefits to their dependents after they completed six years of service and agreed to serve an additional four. In 2018, the Department of Defense (DoD) expanded GI Bill transferability benefits to Purple Heart recipients, allowing them to transfer them to their dependents while on active duty. While this policy honors most wounded warriors, it leaves behind a small group of those who received their Purple Hearts after being discharged from the military.

    Specifically the legislation would:

    1. Permit an individual awarded the Purple Heart for service in the Armed Forces on or after September 11, 2001, to transfer their educational benefits to one or more of their dependents;
    2. Allow flexibility by permitting the veteran to allocate different amounts, totaling 36 months of benefits to each of their dependents. For example, one dependent may be designated 20 months and the other 16 months;
    3. Protect the veteran’s right to their benefits by prohibiting the use of their educational benefits to be treated as marital property or the asset of a marital estate;
    4. And honor the veteran’s legacy by allowing their dependents to continue using the unused benefits after their death.

    The bill is supported by Disabled Veterans of America (DAV), Veterans of Foreign Wars (VFW) and Iraq and Afghanistan Veterans of America (IAVA).

    Representing one of the states with the highest rates of veterans per capita, Senator King is a staunch advocate for America’s service members, veterans and military families.  Previously, he led the bipartisan Military Spouse Employment Act — pieces of which passed into law in the FY2024 NDAA — which allows military spouses to have a remote work career with any federal agency and helps them to maintain consistent employment should they move with their spouse. Last summer, he cosponsored bipartisan legislation that supports job flexibility for military families.

The Child Care Workforce and Facilities Act would provide competitive grants for states to train child care workers and build or renovate child care facilities. Families across the country are struggling to access available child care, with rural communities increasingly becoming “child care deserts” due to the noticeable decline in the number of child care providers. Companion legislation in the House of Representatives is led by Representatives Josh Harder (D-Calif.) and Brian Fitzpatrick (R-Pa).
    “For far too many families, the struggle to find high-quality, affordable child care serves as a barrier to children’s early development and to parents entering the workforce,” said Klobuchar. “Our bipartisan legislation will train more child care workers and build and expand facilities in child care deserts, so families in all parts of the country can afford and access the child care they need.”

    Enhance retention and compensation of quality child care professionals.

    WASHINGTON – Sen. John Kennedy (R-La.) urged the Federal Communications Commission (FCC) to review its decision to allow a company backed in part by foreign money and billionaire Democratic donor George Soros to obtain licenses for more than 200 American radio stations. The requested review by the FCC would include making certain that all required steps were followed according to FCC procedures and taking a closer look at the national security ramifications of the sale.

    “Mr. George Soros is buying WWL AM radio in New Orleans. WWL AM radio is practically an institution in my state.”
    . . .
    “Any time a broadcast license—as is the case with Audacy—is transferred, the FCC has to approve it. So, Mr. Soros’s purchase of WWL Radio and the 219 other radio stations had to go before the FCC, and it did. And it went—the approval for Mr. Soros—went through the FCC like green grass through a goose. It was a party-line vote. It was last September. All three Democrats—there are five people on the FCC—all three Democrats said let it go, and [it has been alleged that] they short-circuited the normal process. . . . What happened was what some members of the media have called the ‘Soros shortcut.’ They just got together and rammed it through.”

    “Mr. Soros—both George and [his son] Alex—believe that America would be better off if we had open borders. They believe that America would be better off, in my opinion—this is how I read their writings—if we ended jails and if we ran our government like the Communist Party of China. I don’t agree with that, but Mr. Soros—both of them—are entitled to their opinion. But my people in Louisiana are entitled to know whose opinion they are hearing on the radio.”

    “I hope the new FCC revisits this issue. These licenses and these airwaves do not belong to me or to the FCC or to Audacy or to WWL. They belong to you and you and you—the American people. We are supposed to make sure through our FCC—that is why God created the FCC—that these licenses are not just given to anybody.”
    Background: 
    Audacy is the second-largest owner of radio stations in the U.S. In total, Audacy owns roughly 220 stations in more than 45 media markets throughout the country.
    In Jan. 2024, Audacy filed for Chapter 11 bankruptcy and offered to trade shares of the company to lenders who would take on debt. George Soros took on $400 million in Audacy’s debt for 50 cents on the dollar and became the largest shareholder in the restructured company. Several foreign entities also took on some of Audacy’s debt, leaving the company with more than 20% foreign ownership.
    The FCC restricts the ability of companies with significant foreign ownership to obtain radio licenses. The agency is supposed to investigate foreign-backed companies to make sure they would operate in the American people’s interests before approving the transfer of any radio licenses.
    According to FCC Commissioner Brendan Carr, the Democrat-led FCC rushed the approval process to allow the transfer of licenses to the Soros-backed Audacy without conducting the standard investigations. Carr said the FCC had never previously used the “Soros-shortcut” procedure to approve licenses to a firm with significant foreign ownership.
    Carr—who is now chairman of the FCC—has said he would take “a very hard look” at a petition to reconsider the license transfer to the Soros-backed company.
    Soros has donated billions of dollars to leftist causes in recent years. Soros has called the U.S. “the main obstacle to a stable and just world,” and claimed that China has a “better functioning government than the United States.”
    Shortly before leaving office, President Biden gave Soros the Presidential Medal of Freedom, the nation’s highest civilian honor.

    “Just a few weeks ago, the Prime Minister was poised to sign away the fate of a joint U.K.-U.S. military base on the Indian Ocean island of Diego Garcia.
    “According to reports, Starmer and members of the outgoing Biden administration wanted to finali[z]e the agreement to cede sovereignty of the Chagos Islands—including Diego Garcia—to Mauritius before President Trump could take his oath.
    “Fortunately, cooler—and perhaps wiser—heads prevailed. Prime Minister Starmer agreed to welcome President Trump to the negotiating table. This is great news. Friends don’t strike deals behind each other’s backs, especially when our shared security is on the line.”

    “The idea that the U.K. must hand over the islands to atone for whatever perceived wrongs Britain’s forefathers may have committed is nonsense. The [United Nations] does not care about what is best for the Chagossian, British or American people. They only care about furthering a misguided anti-Western agenda. 
    “The U.K. is our ally, and Mauritius is our friend, but this is a matter of national security for the U.S. Anyone who expects the Trump administration to elevate the sensitivities of U.N. militants above the best interests of America and our allies is writing a [check] that can’t be cashed.
    “The Chagossian, American and British people would all be safer if this deal with Mauritius found its way into the shredder for good.”
    Background
    On Jan. 15, Prime Minister Keir Starmer announced that he wanted President Trump and his administration to weigh in on any deal struck between the U.K. and Mauritius regarding the transfer of the Chagos Islands, including the transfer of the U.S.-U.K. shared military base on the island of Diego Garcia. 
    The U.K. had previously announced on Oct. 3, 2024, that it had reached a deal with Mauritius to cede the sovereignty of the Chagos Islands. The decision to consider ceding sovereignty of the islands to Mauritius followed a years-long pressure campaign from the United Nations.
    On Oct. 23, 2024, Kennedy wrote to then-Secretary of State Antony Blinken seeking answers about the Biden administration’s involvement in the deal between the U.K. and Mauritius.
    Kennedy also penned this op-ed in Oct. arguing that the Biden administration owes the American people an explanation for its decision to allow this deal between the U.K. and Mauritius to move forward.
    Former Rep. Mike Waltz (R-Fla.), President Trump’s nominee for National Security Advisor, has criticized the deal, saying, “Should the U.K. cede control of the Chagos to Mauritius, I have no doubt that China will take advantage of the resulting vacuum.”
    Secretary of State Marco Rubio has similarly condemned the deal and said it “poses a serious threat to our national security interests in the Indian Ocean and threatens critical U.S. military posture in the region.”

    Washington, D.C. – Today, U.S. Senators Catherine Cortez Masto (D-Nev.), Jacky Rosen (D-Nev.), and 44 of their colleagues introduced a new resolution condemning the pardons of individuals who were found guilty of assaulting Capitol Police Officers. The resolution follows the move by President Trump, on the first day of his second term, to grant full, complete, and unconditional pardons to over 1,500 people charged with committing crimes in the January 6, 2021 attack on the U.S. Capitol, and to commute the sentences of 14 others, including leaders of the Proud Boys and Oath Keepers, far-right militias. Among those pardoned by Trump were 169 people who pled guilty to assaulting police officers on January 6th.  During the siege of the Capitol that day, over 80 U.S. Capitol Police Officers were assaulted, as well as over 60 officers from the Washington, D.C. Metropolitan Police Department.
    The senators’ resolution, Condemning the pardons for individuals who were found guilty of assaulting Capitol Police Officers, simply states: “Resolved, That the Senate disapproves of any pardons for individuals who were found guilty of assaulting Capitol Police officers.” This week, Senator Patty Murray (D-Wash.) will seek unanimous consent on the Senate floor to pass the resolution.
    “President Trump is pardoning violent criminals who assaulted police officers and attempted to overturn a fair and free election,” said Senator Cortez Masto.“This is an insult to law enforcement across the country and an endorsement of political violence. The very least my Republican colleagues can do to back law enforcement is to support this resolution.”
    “It’s unconscionable that one of President Trump’s first actions in office was to pardon criminals who violently attacked the U.S. Capitol on January 6th, 2021,” said Senator Rosen. “A number of these convicted felons attacked police officers and injured them. It should not be a partisan issue to fully condemn these actions and President Trump’s pardons.”
    According to the U.S. Attorney’s Office for the District of Columbia, approximately 1,572 defendants have been federally charged with crimes associated with the attack of the U.S. Capitol on January 6th. This includes approximately 598 charged with assaulting, resisting, or impeding law enforcement agents or officers or obstructing those officers during a civil disorder, including approximately 171 defendants charged with using a deadly or dangerous weapon or causing serious bodily injury to an officer. As proven in Court, the weapons used and carried on Capitol grounds during the January 6th attack include firearms; OC spray; tasers; edged weapons, including a sword, axes, hatchets, and knives; and makeshift weapons, such as destroyed office furniture, fencing, bike racks, stolen riot shields, baseball bats, hockey sticks, flagpoles, PVC piping, and reinforced knuckle gloves.

    “First of all, remind everybody President Reagan did basically the same thing. Look, these inspector generals have lost their way, and this is part of President Trump’s promises made, promises kept. He said he was going to drain the swamp over the past several years, record amounts of improper payments from the federal government – $250 billion of improper payments. The inspector generals have turned from a watchdog into somebody who’s protecting the agency. So he’s cleaning house, he’s starting over, and I think it’s a great move.” 
    “There are some really good people there, right? But I think when you sit there trying to sort out the good guys from the bad guys, sometimes you have to let them all go, and then, like President Reagan, maybe you rehire some of them as well, but we’ll get the reports eventually. But we need people working for the American people, not for the agency.”
    On RFK Jr. Path Forward for Confirmation: 
    “Farmers and ranchers, just like Bobby Kennedy and myself, want America to be healthy again, and they’re all in. I think that Bobby would share with you is that the farmers and ranchers are indeed the heroes. I think that Bobby recognizes that 90% of rural America supported President Trump. Every time I see President Trump, the first thing he asks me is, Roger, how are your farmers and ranchers doing.”
    “We’re already doing so many of the things that Bobby is talking about. Precision agriculture is not a dream anymore, that we are growing more with less. We’re growing more food with less fertilizers, with less pesticides.     “So I’m very grateful for those people that volunteered to wear the uniform, realizing that the southern border is a national security issue, if anybody understands and appreciates their families.   • MIL-OSI USA: Luján, Hawley Reintroduce RECA to Give Nuclear Radiation Victims Compensation

    Washington, D.C. – Today, U.S. Senators Ben Ray Luján (D-N.M.) and Josh Hawley (R-Mo.), along with Martin Heinrich (D-N.M.), Eric Schmitt (R-Mo.), and Mark Kelly (D-Ariz.) reintroduced the Radiation Exposure Compensation Reauthorization Act to compensate Americans exposed to radiation by government nuclear programs. 
    Despite the Senate passing this bill, the House of Representatives failed to pass the Radiation Exposure Compensation Act (RECA) reauthorization before its expiration deadline in the 118th Congress.  
    “In New Mexico and across the country, thousands sacrificed to contribute to our national security. Today, individuals affected by nuclear weapons testing, downwind radiation exposure, and uranium mining are still waiting to receive the justice they are owed,” said Senator Luján. “It is unacceptable that so many who have gotten sick from radiation exposure have been denied compensation by Congress. Despite having passed RECA legislation twice through the Senate with broad bipartisan support, and securing the support of the previous administration, I was disheartened that Speaker Johnson refused a vote on RECA to help victims. This Congress, I am proud to partner with Senator Hawley again to extend and expand RECA. RECA is a bipartisan priority and I am hopeful that we will once again get it through the Senate and hope the Speaker commits to getting victims the compensation they are owed.”
    “The time to reauthorize RECA is now. The Senate has done this twice before and must do it again. For far too long, Missourians and others across America have suffered without compensation from their government. It is vital that we unite to pass this legislation now, and that the President sign it into law,” said Senator Hawley.  
    Since being elected to Congress, Senator Luján has played a leading role in advancing legislation to strengthen the RECA program. He has introduced RECA legislation in every Congress since being elected in 2008.
    In 2023, Senator Luján led a bipartisan coalition of Senators to pass RECA as part of the National Defense Authorization Act (NDAA) – the most significant Congressional action in decades to strengthen the program. Republican leadership ultimately blocked its inclusion in the final NDAA bill despite bipartisan support. 
    In March 2024, the Senate passed Senator Luján’s legislation to extend and expand the RECA program with strong bipartisan support. This included support from Majority Leader Chuck Schumer and Republican Leader Mitch McConnell.
    After RECA legislation passed the Senate with strong bipartisan support, Senator Lujánled a bipartisan, bicameral letter urging House Speaker Mike Johnson to immediately act to pass RECA. 
    After months of inaction by Speaker Johnson, Senator Luján held a bipartisan, bicameral press conference in September 2024 with RECA advocates, urging Speaker Johnson to allow a vote on the Senate-passed RECA legislation.

    In the Guest Essay, Senator Welch outlined why President Trump’s actions to undermine and potentially dissolve FEMA are misguided—but also commits to working with the President to improve the agency’s broken long-term recovery process, which needs serious reform. Following Vermont’s catastrophic floods of July 2023 and July 2024, flood-impacted families and communities have struggled with red tape and frustrating bureaucracy. Bipartisan reform is necessary.

    My state of Vermont is still recovering from two catastrophic floods in the past two years. That’s why I agree with President Trump that the Federal Emergency Management Agency is broken and needs serious reform if it is to meet local communities’ long-term recovery needs. 
    But to do away with it completely would be a disaster for red and blue states alike. 
    On Friday, while visiting victims of September’s Hurricane Helene in North Carolina, Mr. Trump said he was considering “getting rid of FEMA.” He now reportedly plans to sign an executive order as a step toward reshaping FEMA, which could eliminate the agency.

    MONTPELIER, VT – Today, the Vermont Congressional Delegation, Senators Bernie Sanders (I-Vt.), Peter Welch (D-Vt.), and Representative Becca Balint (VT-At Large), along with Vermont Governor Phil Scott and the Northern Border Regional Commission (NBRC) announced the recipients of the NBRC’s Fall 2024 Catalyst Program and Forest Economy Program Awards. Seven projects in Vermont will receive a cumulative $3.88 million in funding, which will support projects including early childhood education, a new surplus crop processing center and food hub, and rural health care clinic upgrades. 
    Established in 2008, the NBRC is a Federal-State partnership in northern Maine, New Hampshire, Vermont, and New York designed to stimulate economic growth and inspire collaboration to improve rural economic vitality across the four-state NBRC region. NBRC encourages projects that take a creative approach to accomplishing those goals. 
    “The Northern Border Regional Commission plays a major role in fostering long-term economic development in communities across Vermont. These new investments from the NBRC will support seven projects that benefit folks in every corner of the Green Mountain State–from building new child care centers to making energy-efficient upgrades to purchasing new classroom supplies,” said the Vermont Congressional Delegation. “We’ll continue to work alongside state and local partners to support the growth and success of rural communities in Vermont.”

    Replace two aging, inefficient structures with a new energy-efficient facility that will increase patient privacy and enhance accessibility.  
    Orange County Parent Child Center (Orange County) – $379,124.82:  
    Funding for furniture, playground equipment and classroom supplies, as well as start-up operations costs towards launching the early childhood education program.  
    Northeast Kingdom Community Action (Essex County) – $62,888:  
    Convert a facility previously utilized as a health clinic into a childcare center providing 8 to 10 new Early Childhood Education spots.  
    Salvation Farms (Lamoille County) – $469,621.30:  
    Establish a 6,100 square foot Surplus Crop Processing Center & Food Hub.  
    Town of Essex (Chittenden County) – $500,000:  
    Planning and design to support the expansion of water and sewer infrastructure throughout the Essex Town Center area where proposed municipal facilities, fire station, library, and community space are planned.  
    Vermont Council on Rural Development (Addison, Bennington, Caledonia, Orleans, Rutland, Washington, Windham, and Windsor Counties) – $472,192.28:  
    Provide 9 rural communities with targeted, holistic capacity building services and support for long term economic development success. This project will scale up services to meet the overwhelming demand for facilitated community-led prioritization, technical assistance, leadership coaching, and resource guiding.

    We live in a society where we can personalize anything based on our individual needs and preferences, whether it’s the channels we watch, the food we order or the cars we drive. Ironically, there remains so much resistance to parents being able to choose the education that is best-suited to help their children succeed.
    No two children are the same. Each child has different interests, talents and needs. So what should we expect from a one-size-fits-all school system where every child learns the same material, on the same schedule, in the same way? Mediocrity, at best — and that’s exactly what we’re getting.
    Only 26% of eighth graders are proficient in math, and just 31% are proficient in reading. South Carolina’s eighth graders ranked 39th in math proficiency and 38th in reading proficiency nationwide. Our students deserve better. Disastrous school closures galvanized the most powerful interest group in education: parents. Now, more than ever, parents are exercising their right to oversee their children’s education. They want a say in where, how, what and by whom their children are taught. As a result, school choice — in its many forms — is rapidly expanding across the country, including here in South Carolina.
    In South Carolina, we are fortunate to have 95 charter schools serving 49,000 students. Another 49 schools are in the planning stage to help serve the 15,000 students on waiting lists. Charter schools work, and parents know it. From 2009 to 2023, Stanford University’s Center for Research on Education Outcomes studied more than 2 million students across 29 states, and while it had significant concerns about S.C. charters, it concluded that nationally, charter schools “produce superior student gains despite enrolling a more challenging student population.”
    Education savings accounts can provide parents with yet another option. With these scholarships, parents can choose which education best meets their child’s needs from numerous state-approved, public or private providers. These accounts are efficient — the funds go directly to the student’s education, not the school system’s operation.
    South Carolina’s program provides opportunities for lower- and middle-income families to attend private K-12 schools, a privilege that affluent families have always enjoyed. Under the program, qualifying students could receive scholarships of up to $6,000 to attend state-approved private schools. But the scholarships are not limited to private school tuition. Public-school students can benefit as well. Parents are permitted to use these dollars to pay transfer fees between school districts, or to pay for individual classes or services. Parents can also use the dollars to pay for textbooks, tutoring, computers, online courses, transportation and other instructional expenses. This year, nearly 2,000 South Carolina students used these scholarships. And the number of scholarships was set to increase to 10,000 next year and 15,000 the year after.
    However, much of that came to a halt when South Carolina’s Supreme Court ruled that using money from the program for private school tuition violates our state constitution because it provides taxpayer dollars directly to private schools. We disagree. The scholarships do not fund schools; they fund students. And the parents of the students can direct the money to an educational provider of their choice.
    Using food stamps, a single mom can choose the grocery store from which she will buy her family’s food. Using Medicare, a senior can choose the hospital from which he will receive care. Using  federal and state grants, a low-income student can choose the college she will attend. The Education Scholarship Trust Fund program was no different. The South Carolina Legislature thought it wise to give parents the ability to choose the best education for their child.
    Relatedly, the court’s decision also begs the question: If the scholarships for K-12 education are unconstitutional, what other programs are? Is the LIFE scholarship unconstitutional because a student can use it to attend Presbyterian College? Is the SC HOPE scholarship unconstitutional because a student can use it to attend Bob Jones University? Is the Palmetto Fellows program unconstitutional because a student can use it to attend Newberry College? Is South Carolina’s tuition grants program unconstitutional because it can be used at private institutions?
    In the back-and-forth between the court and the Legislature, families are caught in the crosshairs. For many, South Carolina’s program was a chance to escape a one-size-fits-all system and find a school that meets the unique needs of their child. This is especially true for low-income families whose students are often trapped in perennially failing schools.
    School choice is a lifeline to opportunity. Whether in the form of charters, education scholarships or other programs, we must continue the work of making educational freedom a reality for all students. Students and their parents are counting on us.
