    [NAPERVILLE, IL] – U.S. Senator Tammy Duckworth (D-IL) and U.S. Congressman Bill Foster (D-IL-11) today hosted a discussion with IVF providers, advocates and families on the challenges they face with IVF access at risk across the country after Donald Trump’s Supreme Court Justices overturned Roe v. Wade. Duckworth and Foster were joined by Dr. Amanda Schwartz of the Reproductive Medicine Institute, Dr. Megan Sax of Fertility Centers of Illinois and the Beck Family, a Crystal Lake-based family who used assisted reproductive technology to conceive their two children.     “After a decade of struggling with infertility, I was only able to have my two beautiful girls through the miracle of IVF,” Duckworth said. I’m grateful I had access to IVF to become a mom when I wanted to become a mom but now, thanks to Donald Trump, that right to reproductive care is at risk for millions of women across this country.  And while so many Republicans continue to claim to support families and IVF, their actions and their votes prove that the American people can’t take them at their word.”
    “I was proud to join Senator Duckworth in Naperville today to reinforce our commitment to protecting access to reproductive treatments like IVF,” said Foster. “Far-right politicians and judges have no business meddling in how Americans choose to start and grow their families. I will continue working with my colleagues in Congress to ensure that every woman – no matter what state she lives in – has access to IVF and all forms of reproductive health care.”
    Duckworth has been the leader in Congress on protecting access to IVF. Duckworth’s Right to IVF Act, comprehensive legislation she led with U.S. Senators Patty Murray (D-WA) and Cory Booker (D-NJ), would establish a right to IVF and other assisted reproductive technology (ART), expand access for hopeful parents, Veterans and federal employees and help lower the costs of IVF for middle class families across the country. Despite publicly claiming to support IVF for the millions of Americans who rely on it to build their families, nearly every Senate Republican voted against the bill in June and again last month.
    The Right to IVF Act builds upon Duckworth’s previous legislation, the Access to Family Building Act. Earlier this year, after the Alabama Supreme Court ruling that put access to IVF at risk for families across that state, Duckworth led a group of Senate Democrats in calling for the bill’s passage through unanimous consent, only for Republican U.S. Senator of Mississippi Cindy Hyde-Smith to object and block Duckworth’s effort. This was the second time Senate Republicans blocked Duckworth-led legislation that would protect access to IVF nationwide. The Access to Family Building Act builds on previous legislation she introduced in 2022.
    Duckworth was the first Senator to give birth while serving in office and had both of her children with the help of IVF. In 2018 she advocated for the Senate to change its rules so she could bring her infant onto the Senate floor.

    ALBUQUERQUE, N.M. – In advance of the 100th Anniversary of Historic Route 66 in 2026, U.S. Senator Martin Heinrich (D-N.M.), the co-founder and co-chair of the Electrification Caucus, led a letter alongside U.S. Senators Mark Kelly (D-Ariz.), Dick Durbin (D-Ill.), Ben Ray Luján (D-N.M.), and Tammy Duckworth (D-Ill.) to U.S. Secretary of Transportation Pete Buttigieg and U.S. Secretary of Energy Jennifer Granholm urging them to prioritize investments in electric vehicle (EV) chargers along historic Route 66 as they oversee the second round of the Charging and Fueling Infrastructure Discretionary Grant Program applications under the Infrastructure Law. 

    In their letter, the senators wrote: “The rich history and culture of Route 66 as a symbol of American freedom and adventure will draw millions of visitors to each of the eight states it runs through during the Centennial Anniversary of this iconic highway in 2026. In particular, we urge the Federal Highway Administration and the Joint Office of Energy and Transportation to make significant investments in electric vehicle (EV) chargers along Route 66 through the second round of the Charging and Fueling Infrastructure (CFI) Discretionary Grant Program. We believe federal investment in EV charging will play a critical role in fostering economic and infrastructure development in communities all along Route 66 during its Centennial Anniversary.” 

    They continued: “More than 2 million people visit Route 66 every year, and our states are busy planning numerous events in 2026 to celebrate the anniversary and honor the Mother Road and its connection to American culture. Accessible charging infrastructure can help draw visitors to historic sites and roadside attractions, as well as catalyze the revitalization of downtowns and main streets. Infrastructure funded by Round 2 of the CFI program should be able to be installed and fully functional in time for the Centennial.” 

    They concluded: “Therefore, we urge your Departments to include specific consideration of applications from locations along Route 66 in this round of competitive CFI grants. Together, we can honor the history of the Mother Road while revitalizing communities and building a better future for the millions of Americans who live on Route 66.” 

    Background:

    One of America’s first continuous stretches of paved highway, U.S. Route 66, sometimes referred to as “The Mother Road,” was commissioned on November 11, 1926, and stretched 2,448 miles (3,940 km) from Chicago to Los Angeles. Many organizations in the eight states along Historic Route 66 are planning special events and tours to highlight the road’s Centennial in 2026, including the New Mexico Tourism Department, which just launched a grant program to provide support for marketing campaigns, special events, and infrastructure related to Route 66. 

    Congress passed the bipartisan Route 66 Centennial Commission Act in 2020 to establish a commission consisting of representatives from each of the eight Route 66 states. In their First Interim Report, released on July 11, 2023, the Route 66 Centennial Commission recommended the creation of a Route 66 Alternative Fuels Corridor Initiative to enable visitors to confidently travel the length of the entire route with whatever vehicle they choose. 

    The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a competitive grant program established in the Infrastructure Law to build out accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work. The program, which just opened its second round, will provide up to $2.5 billion over five years to strategically deploy electric vehicle (EV) charging infrastructure and other alternative fueling infrastructure projects in urban and rural communities in publicly accessible locations, including downtown areas and local neighborhoods, particularly in underserved and disadvantaged communities.

    Dear Secretary Buttigieg and Secretary Granholm: 

    As you work to implement the Bipartisan Infrastructure Law, we write to encourage your Departments to take advantage of all opportunities to support economic development along Route 66. The rich history and culture of Route 66 as a symbol of American freedom and adventure will draw millions of visitors to each of the eight states it runs through during the Centennial Anniversary of this iconic highway in 2026. In particular, we urge the Federal Highway Administration and the Joint Office of Energy and Transportation to make significant investments in electric vehicle (EV) chargers along Route 66 through the second round of the Charging and Fueling Infrastructure (CFI) Discretionary Grant Program. We applaud the administration’s work in appointing 12 individuals to serve as members of the Route 66 Centennial Commission, which was established by the bipartisan Route 66 Centennial Commission Act in 2020 (Public Law No: 116-256). Under this law, the Route 66 Centennial Commission is working “to identify and recommend activities that may be carried out by the Federal Government that are fitting and proper to honor Route 66 on the occasion of its centennial anniversary.” Notably, the Commission’s first Interim Report, released on July 11, 2023, recommended the creation of a Route 66 Alternative Fuels Corridor Initiative. As elected officials representing states along Route 66, we are fully supportive of this recommendation. 

    The CFI program provides a unique opportunity to support the recommendations set out by the commission’s report and enable visitors to confidently travel the length of the “Main Street of America” in whatever vehicle they choose. Accessible charging infrastructure can help draw visitors to historic sites and roadside attractions, as well as catalyze the revitalization of downtowns and main streets. Infrastructure funded by Round 2 of the CFI program should be able to be installed and fully functional in time for the Centennial. Therefore, we urge your Departments to include specific consideration of applications from locations along Route 66 in this round of competitive CFI grants. Together, we can honor the history of the Mother Road while revitalizing communities and building a better future for the millions of Americans who live on Route 66.

EDT THE FIRST LADY:  Thank you.  (Applause.) Thank you, Alexa.  And I’m excited to see your generation forging new connections to our past and shining such a bright light into our future. And I’m also grateful to the National Italian American Foundation.  (Applause.)  John, Robert, you’ve all — you’ve helped so many people experience our heritage in Italy and preserve it here in the United States.  So, thank you. Buonasera, everyone.  (Laughter.)  AUDIENCE:  Buonasera! THE FIRST LADY:  And welcome to the White House. When I was a little girl, I learned what it means to be Italian American in my grandparents’ tiny, well-worn kitchen — and not only because there were ribbons of pasta — homemade pasta and sauce bubbling over on the stove. No, the most important lesson that I learned in their kitchen was that, when you’re Italian American, there’s always room for one more chair at the table — (applause) — enough bread toast to feed one more guest, enough space in our hearts for another friend to become like family.  And even when times are hard, there’s — THE PRESIDENT:  Looking at me.  (Laughter.) THE FIRST LADY:  There’s always enough time to — (the president makes the sign of the cross) — (laughter) — enjoy the pleasures of life together. My grandparents also taught me to never waste an opportunity to invite more people to the table and make a difference together.  So, I knew I had to bring those values of love, abundance, and service to the White House as the first Italian American first lady.  (Applause.) That’s why I’ve used this platform to give more women a seat at the table in discussions about their own health — (applause) — to hear from military families about how we can support them, to uplift community college students.  And I’ve had the opportunity to bring so many more people inside the historic walls of the White House by creating new educational experiences that allow more Americans to immerse themselves in this house, the People’s House; by using these rooms to celebrate the young people who are changing our world; by honoring the immigrants who helped build this country; and tonight — (applause) — thank you — and tonight, gathering with this community — my community — to celebrate our culture.  (Laughter.) So, it’s been the honor of my life to serve as first lady.  And during my time here, I’ve often thought of my great-grandparents leaving everything they knew behind to chase the promise of America.  And then, when they arrived on Ellis Island to take their first strides into a new life, I don’t think that they could ever have imagined that a group of hundreds of Italian Americans — coming together in the White House. When our roots run deep, there’s no limit to how high we can reach.  So, tonight, I hope that you feel the power of our ancestors’ values beating inside of us as we carry their legacy forward; that you feel home — you feel at home, eat good food, and end up with a little something sweet together, as a family.  (Laughter.) Now, it’s my pleasure to introduce a man who’s always felt at home — (laughs) — with Italian Americans.  (Applause.)  In fact, Joe first met my family at a big cookout at my grandparents’ house in Hammonton, New Jersey.  So, I was pretty nervous, you know, about Joe coming to meet my family.  But as soon as Joe pulled up into the driveway — and you kn- — you can picture this — my tiny grandmom bolted out of the house, bounded down the porch steps, in her housecoat and her apron, and she gave Joe this huge hug, as if she’d known him his entire life.  And before he could even get a plate, Joe was greeted not as a stranger but as family. Over the years, I’ve seen the Italian American community extend the same joyful love and support to Joe.  You mean so much to him.  (Laughs.) So, please welcome — I don’t know why I’m getting so emotional — your president, my husband, Joe.  (Applause.) THE PRESIDENT:  Welcome to the White House.  (Applause.)   My name is Joe Biden, and I’m Jill Biden’s husband.  (Laughter and applause.) Now, I may be Irish, but I’m not stupid.  (Laughter.)  I married Dominic Giacoppa’s granddaughter.  And five years ago, I want you to know, I received the Sons of Italy Man of the Year award.  To the best of my knowledge, I’m the only non-Italian ever to receive that award.  (Laughter and applause.)  There was a large crowd when I received that award.  It was down by the train station.  You know, I said I — I moved from an Irish Catholic neighborhood in Scranton to an Italian Catholic neighborhood in Claymont, Delaware.  And I went from a — where — a place where you ended like Finnegan and Murphy and all that, down if your name didn’t lend — end in “O,” you’re in real trouble.  (Laughter.)  I was one of the few guys whose name didn’t end in “O.”  I’d look out there and look at all my friends.  You know, I accepted the award and named some of the guys I grew up with next door: Sonny Daramo, whose mom would say, “Joey, it’s not sauce; it’s gravy, Joey.  It’s gravy, Joey.”  (Laughter and applause.)  Oh, you think I’m kidding.  I’m not.  (Laughter.) No, Anzilotti, De- — Sabatino, Buchini, Bifferato, Ceni, Congialdi, Deluterio, Monaco — no, you think I’m kidding —  Tancr- — By the way, after I talked about it, I looked down at that crowd and said, “You know…” — thinking about it, I said, “I deserve this damn award.”  (Laughter.)  “With that many Italian friends, man, I deserve that award.”  (Laughter.) Thank you, Alexa, for being here and sharing your pride in your family and your heritage.  Look, and it’s great to see so many friends from the National Italian American Foundation, you know, the Sons and Daughters of Italy, and so many other Italian American leaders and organization from all across the country. You know, I can honestly say I wouldn’t be president without you.  I wouldn’t be president without the Italian American community.  Now, what she didn’t say is we do have something in common.  I’m Catherine Eugenia Finnegan — Irish Catholics background.  You guys, a lot of you are Catholics, you know.  (Laughter.)  I know you don’t admit it as much, but there — (laughter). This month is about celebrating the extraordinary contributions and proud, proud herita- — heritage of Italian Americans to our nation.  And it’s kind of endless.  For some of our families, your story is America’s story.  It stretches back generations.  For others, it just started.  No matter when these st- — stories of immigrants who left everything behind to travel across the ocean in pursuit of the American dream just for a shot — just a simple shot.  You and your ancestors worked hard to help build this country and build the middle class.  People like my college friend, the late Congressman Bill Pascrell — he’s been — Bill, Jr. is here.  Where — where are you, Bill?  (Applause.)  There you are.  I used to kid his dad all the time.  I said, “You know, Delaware may be the second-smallest state in the Union, but we own the Delaware River up to the highwater mark in New Jersey.”   (Laughter.)  There was actually a Supreme Court case about that.  Anyway.  (Laughter.) But he represented New Jersey, and his son represents the House of Representatives.  And Bill did it for 27 years, when he passed away this summer.  He was the grandson of Italian immigrants, a giant in the community, and a devoted patriot to the nation.  You got good blood, kid, as my dad would say.  (Applause.)  He was a part of a proud, proud heritage of Italian Americans who enrich every part of American life: entrepreneurs, educators, scientists, chefs, diplomats, doctors, servicemembers, veterans, athletes, actors, artists, and so much more.  There’s nothing the Italian community is not engaged in — I mean, virtually nothing.  There’s noth- — no community you don’t excel in. But I also know it wasn’t always easy.  Many of your ancestors faced horrific discrimination, like my ancestors faced horrific discrimination, when they first came to our shores.  Yet, even in the face of — Italian Americans proved that they had the resilient spirit and a devotion to family and community, an unshakeable faith in the promise of a better tomorrow.  You know, my dad used to have an expression.  He’d say, “Joey, family is the beginning, the middle, and the end — the beginning, the middle, and the end.”  It’s a faith that has carried through to today, both at home and abroad.  Italian Americans are central to our nation’s deep friendship and strategic partnership with Italy.  I’ve — I’ve worked out a really good relationship with the Italians.  I’m — well, Ital- — I better have done that but at home.  (Laughter.)  But all kidding aside, with th- — with Italy.  What a magnificent country. You know, and — anyway, I won’t get started.  But — (laughter) — you know, the bond between our countries is founded on a shared principle and shared commitments, including the shared support for the brave people of Ukraine as they defend themselves against Russia’s illegal (inaudible).  (Applause.) I might add, they have a female leader.  (Applause.)  I wish Sonny Daramo were here to hear that.  (Laughter.) In addition, Italy’s remarkable stewardship with the presidency of the G7 this year, as well as Italy’s long-standing contributions to transatlantic security through NATO — look, and their strong leadership in the European Union — it underscores how important Italy’s role is on the global stage, not just, you know, for America but for the world.    You know, let me close with this.  You know, Michelangelo famously said he “saw an angel in the marble, and I carved until I set it free.”  “I saw an angel in the marble, and I carved until I set it free.”  To me, that’s the essence of what Italian Americans have done to our country for our entire history.  You’ve carved until you set us free.  I’m — I’m being dead- — deadly earnest.   We’re all reminded that when Jill and I had the honor to host one of the greatest singers of all time, in my view, Andrea Bocelli, here at the White House for Christmas in our first year in office, he performed with his son and his daughter as if they were a choir of herald angels.  They were incredible.  You know, with their God-given talent, the Bocelli family moved our hearts, pierced our souls — and I mean this sincerely — I have all of the music on my — and they embodied the spirit and beauty of all that connects us as people.  A powerful reminder that America’s story depends on — not on any one of us but on — not on some of us but all of us.  It’s a story I see in all of you, working tirelessly — tirelessly to help realize the promise of America — and I mean it — for all Americans.  Not a joke.  Because some of you have been on the short end of the stick like my family growing up had been.  This is what the Italian American Heritage Month is all about.  It’s about celebrating and connecting, feeling the pride in heritage and community, remembering who the hell we are.  We’re the United States of America, and there’s nothing beyond our capacity when we do it together — nothing, nothing, nothing.  (Applause.)  No, I really mean it. So, thank you.  Thank you, thank you, thank you.  And I want to tell you, you know what made me mo- — the — probably one of the most famous guys in my family — the whole family?  Not being president.  I took her to a beautiful little island off of Sicily.  (Laughter.)  And she keeps saying, “I’m going back.”  (Laughter.) THE FIRST LADY:  Soon! THE PRESIDENT:     Joe, thank you.
    Thank you, thank you, thank you.  (Applause.) 
    I’m sure you’re clapping because I’m the last speaker. 
    Well, that was worth that partial comment — or concert.  You know what he said on the way out?  Can I tell them, pal?  He said, “If I get a Grammy, I’m going to give it to you,” the only guy in this whole darn church who can’t sing a note.  (Laughter.)
    My dad used to have a band and sang.  He said, “Joey, I don’t know where the hell you came from.  You can’t carry a tune.  You can’t sing.  You can’t dance.  I don’t know where you came from, but I love you anyway.”  (Laughter.)
    Father MacMillan, thank you for everything.  Thank you for — for being so good to us. 
    President Clinton, President Obama, distinguished guests; the Kennedy family, children, grandchildren, great-grandchildren, and extended family, it’s been an emotional journey listening to all of you.  When I knew I was going to be the last speaker, I thought, “How did that happen?”  Because, you know, it brings back so many memories. 
    Ethel was always there for so many people, and she played an essential role in my life as well — maybe a little different than with others.  She was there as soon as I entered political office in 1972 as a 29-year-old kid before I got sworn in. 
    I was in her brother-in-law’s office — Teddy’s office — hiring staff — I was only 29; you had to be 30 years old to be sworn in, and I wasn’t 30 yet — when I got a phone call from the fire department in my — by my house saying there had been an accident.  A tractor-trailer had broadsided my wife’s automobile, Christmas shopping with a Christmas tree on top, on December 18th, and killed my wife and killed my daughter, and my boys weren’t expected to live. 
    When I lost my family — and she was there.  Joe, your mom was there then — then.  
    As soon as I got elected president, I received a letter from your mom.  The letterhead was titled Mrs. Robert Kennedy, and in her very neat handwriting, she had written that she took great comfort in knowing the country was in good hands. 
    She had no idea, for a 29-year-old kid in that circumstance, how much it meant.  Because as some of you know — Bill knows — I didn’t plan on sticking around after that accident. 
    She said she was honored and proud there was a bust of her husband, Bobby Kennedy, in my office, the Oval Office. 
    I have only two political heroes in my life: Dr. King and Bobby Kennedy.  Not a joke.  So, I didn’t realize — my two colleagues from the — who were president know — you get to pick what you want in your office, and I wanted to be able to see both of them from my — from the Resolute Desk by the fireplace: Dr. King and Bobby Kennedy.
    And days later, I received another letter from her that I’ll always remember, and I know all of you look forward to each year: a valentine card — a valentine card.  Which, in our house, Valentine’s Day is known as “Jill’s holiday.”  (Laughter.)
    Like Ethel, Jill is a practical joker.  This was no surprise — it was no surprise that Jill loved Ethel’s card that year, which said — I’m not sure the hundred others who receive it felt the same way because, apparently, she sent that card — she sent it to everyone that year.  (Laughter.)  It was a picture of me and Ethel surrounded by hearts.  (Laughter.)  Oh, you think I’m kidding.  I — it meant a lot to me, I’m telling you.
    Printed — the language on the card, it said — in the printed language of the card, it said, “I’m not Biden my time waiting for you, Valentine.”  (Laughter.)  And then in her handwriting, she says, “‘Cause he’s no ordinary Joe.”  (Laughter.) 
    I don’t know how many of you got that damn valentine, but I tell you what, it meant a lot to me.  (Laughter.)  I’ve received a lot honors in my life, but that might be the best one I’ve ever received.  (Laughter and applause.)
    You know, yes, Ethel was Mrs. Robert Kennedy.  She was one of my politi- — he was my — as I said, one of my political heroes.  But I always knew her as Ethel Kennedy, a hero in her own right.  I loved Bobby Kennedy.  I’ve only met him once when I was in Syracuse law school and he was campaigning.  But I — I just — I admired him so damn much. 
    I’ve told John Kerry this, my buddy.  I — I could picture Bobby at my kitchen table with my dad and my mom.  I could picture him there.
    But, you know, Ethel was a hero in her own right, full of character, full of integrity and empathy — and genuine empathy. 
    She was full of laughter and joy and light.  She was a great athlete in her own right, for real.  She was a mother.  Literally, there was nothing, from my perspective and, I suspect, most of you, that she couldn’t do — nothing.
    Four years later, after I had gotten — after Bobby — she lost her beloved Bobby, she invited me and my boys to her home after the accident left my family broken, having lost my wife and daughter, my boys barely making it.  Along with Teddy, she got me through a time I didn’t want to stick around.  I wanted no part of being in the Congress or the Senate.  I mean it.
    I’d spoken to my governor, because we had elected a Democratic governor, to find a replacement for me.  But Teddy and Ethel Kennedy would hear nothi- — none of it. 
    You know, the fact is, like she did for the country, Ethel helped my family find a way forward with principle and purpose. 
    We saw how she picked up Bobby’s cause and stamped her own mark on the country.  Marching for civil rights, as you heard about today, and working to end poverty at home, attempting to secure peace abroad, and so much more.  She once said, “For anyone to achieve something, you have to show a little courage.  You’re only on this Earth once.  You must give it all you’ve got.”
    Reminded me of my mom.  My mom used to say, “Joey, courage lives in every heart, and one day you’ll be called upon.  Be ready to stand up.”  And that’s not — that’s from Catherine Eugenia Finnegan Biden, and she meant it.  She meant it.
    For over 50 years, with Ethel’s own iron will and moral courage, she gave it everything she had, and we’re a better nation and a better world because of Ethel Kennedy. 
    Let me close with this.  On a Sunday in May this year, I delivered a commencement speech at Morehouse College in Atlanta.  I noted that had we been in church that day, there’d be a reflection about the resurrection and redemption.  We remember Jesus was buried on Friday, and on Sunday, he rose again.  But we don’t talk nearly enough about that Saturday when his disciples felt all hope was lost — all hope was lost. 
    In our lives and in the life of the nation, we have those Saturdays — and thank God your mom, your grandmom, your great-grandmom was — was there for me — to bear witness to the day before glory, to see people’s pain and not look away.  But work is to be done on Saturday, is to move pain to purpose.  How can faith get a person, get a nation through what is coming? 
    Well, my message to all of us here today and to the entire the country is look to Ethel Kennedy’s faith. 
    To the Kennedy family — presumptuous of me to say this and maybe sound inappropriate, but to the Kennedy family, the Biden family is here for you, as you’ve always been for us.  You changed the life of my boys.  You really did.
    When I lost my son Beau, he was attorney general of the state of Delaware.  And he volunteered to join the National Guard as attorney general.  You either have to be state property or federal property.  And he temporarily gave up his office to go with his unit for a year in Iraq.  And unfortunately, I was in — in out — in and out of Iraq, as Barack knows, because — and Afghanistan 30-some times.  And I got to see him several times.
    But the bad news was he was about a quarter to a half mile away from a burn pit — 100 yards long, 10 feet deep, burning everything from waste to — everything, poisoning the air.  And he came home with Stage 4 glioblastoma and he died.  Your mom was there then too. 
    I apologize.
    So, from the Biden family to the Kennedy family, the hymn that’s very close to our heart based on the 91st psalm, it goes like this: “May he raise you up on eagle’s wings and bear you on the breath of dawn, and make you to shine like the sun, and hold you in the palm of his hand.” 
    May God bless Ethel Kennedy, and may we — she re- — may be — she be reunited with the blessed pieces of her soul in Heaven.

    Dear Attorney General Garland:
    We are deeply concerned by reports of non-citizens registering to vote and voting in federal elections. As of today, there has been no response from you or your Department regarding the inquiry on July 12, 2024, seeking information on efforts undertaken by yourDepartment to enforce laws prohibiting non-citizen voting.  Given that the 2024 Presidential Election is in less than 34 days, your Department’s inaction and refusal to provide any information regarding its efforts to promote public trust and confidence in our elections is especially alarming.
    Since the initial letter, several more concerning reports have been released by state officials indicating that a large number of non-citizens appear on their voter rolls. For example, the Virginia Attorney General recently announced that 6,303 non-citizens were identified on and removed from Virginia’s voter rolls in 2022 and 2023. In another troubling report released in August, over 6,500 non-citizens registered to vote in Texas were identified and removed from voter rolls. Of the 6,500 non-citizens identified, 1,930 had a voter history.
    Clearly, there is a non-negligible amount of voter participation by non-citizens in federal elections, which is not only a serious threat to the integrity of our elections and the democratic process they represent, but also has the potential to reduce Americans’ trust and confidence in election results.
    Accordingly, we respectfully reiterate the July 12 request for information on your Department’s enforcement efforts.  The initial deadline for providing this information was July 26, 2024, so the response is now 9 weeks overdue.
    Please provide responses to the following no later than October 16, 2024:
    Please provide the number of aliens who have been charged, tried, or convicted under 18 U.S.C. § 611 since January 20, 2021, including the status of each case.
    Please provide the number of aliens who been charged, tried, or convicted under 52 U.S.C. § 20511 since January 20, 2021, including the status of each case.
    3. Please provide the number of aliens who have been prosecuted under 18 U.S.C. § 911 since 2021, including the status of each case.

Warner and Tim Kaine (both D-VA) joined Senators Mark Kelly (D-AZ), Kyrsten Sinema (I-AZ), and Bob Casey (D-PA) in sending a letter to Secretary of Health and Human Services (HHS) Xavier Becerra urging continued action to address the critical intravenous (IV) fluid shortage affecting hospitals across the nation. This shortage, caused by the temporary closure of Baxter International’s manufacturing plant in North Carolina due to flooding from Hurricane Helene, has created significant challenges for health care providers in Virginia and across the country. 

    The senators’ letter comes in response to the production halt at Baxter International, the largest manufacturer of intravenous (IV) solutions in the United States, which produces nearly two-thirds of the IV fluids used in U.S. hospitals. While federal agencies—including the HHS, the Food and Drug Administration (FDA), and the Administration for Strategic Preparedness and Response (ASPR)—work to increase supply from other manufacturers, allow temporary importation of products manufactured abroad, and provide guidance on compounded alternatives, hospitals across the country, including in Virginia, continue to face shortages and need clear communication to effectively plan for the months ahead. The letter emphasized that the federal response must especially prioritize providers whose patient communities will be most at risk in the face of continued shortages. 

    “The uncertainty created by reduced product deliveries has led to conservation policies in health facilities across our states. After orders were recently cancelled, some providers have reported having only single-digit days’ worth of product on hand, while others are utilizing over the-counter oral hydration solutions like Gatorade—and fear reduced allocations of those alternatives as well. While providers are seeing promising results from HHS’s actions so far, we must ensure this progress continues,” wrote the senators.  

    “As you take the necessary steps to increase production of IV products at alternative domestic sites, facilitate the expedited arrival of additional product from overseas, and review product shelf life to consider extensions, we ask you provide clear and continuous communication to health providers on their options and the path forward as communities recover from this storm and any impact that may stem from Hurricane Milton,” the senators concluded.

    We appreciate the Biden Administration’s efforts to swiftly respond to the catastrophic damage caused across the southeast by Hurricane Helene. As you continue this recovery work, on behalf of our constituents and the health care providers who serve them, we write to urge you to continue to work with hospital and health system partners to address disruptions in the intravenous (IV) solution supply chain resulting from the hurricane-induced closure of the Baxter International plant in North Cove, North Carolina.

    As you know, Baxter is the largest manufacturer of IV solutions in the United States. Their facility in Western North Carolina produces nearly two-thirds of the IV solution used to provide health care nationwide. As you also know, to protect from stockpiling, Baxter has instituted limits on the amount of saline solution and dextrose product hospitals and health systems are currently able to order.     Washington, D.C. – Today, U.S. Senator Elizabeth Warren (D-Mass.) and Representative Jamaal Bowman (D-N.Y.) led a letter with over 30  lawmakers to President Joe Biden praising him for his actions to confront the housing crisis and proposing additional executive actions to lower the cost of housing.
    “Under your leadership, the Biden-Harris Administration has taken important steps to protect renters from predatory corporate landlords and to make home purchases and refinancing more affordable,” wrote the lawmakers. “But there is even more that can be done using executive agencies’ existing statutory authority.”
    The lawmakers recommend the Administration and federal agencies take the following actions:
    Price Gouging Protections: In order to safeguard tenants from rising rents at the hands of corporate landlord who have been caught price gouging their tenants, FHFA can condition all Fannie Mae and Freddie Mac multifamily loans on a set of price gouging protections, source of income protections, anti-eviction regulations, and habitability and accessibility improvements.
    Tackling Junk Fees: To address the hidden junk fees that can create thousands of dollars in additional costs for renters and homeowners, the Federal Trade Commission (FTC) should finalize its proposed rule to ban junk fees and continue to investigate unfair and deceptive practices by corporate landlords. Additionally, the Consumer Financial Protection Bureau (CFPB) should address anticompetitive closing costs and junk fees, lowering closing costs for home mortgages and making homeownership more accessible.
    Lowering Credit Report Costs: As the Fair Isaac Corporation (FICO) enjoys a near monopoly in the credit scoring market, the Department of Justice (DOJ) should investigate whether the company is violating antitrust law, and the CFPB should explore potential remedies to exploding credit reporting costs, including a cap on fees that credit reporting agencies can charge and interoperability requirements that would allow consumers to move their credit scores without new fees.
    Promoting Housing Development on Federal Property: Federal agencies can work to reform Title V of the McKinney-Vento Homeless Assistance program, so that federal property can more easily be leased by affordable housing providers who are serving people experiencing homelessness.
    Right now, the United States is facing a severe affordable housing crisis, with an estimated gap of 7.3 million housing units affordable and available to the lowest-income households.
    Already, the Biden-Harris Administration has taken bold steps to protect tenants from predatory corporate landlords, including the Blueprint for a Renters Bill of Rights, rent-hike protections in Low-Income Housing Tax Credit properties, and support for anti-price-gouging measures in properties owned by corporate landlords. The Administration has also worked to increase housing supply, including through grants to incentivize the production of affordable housing and more.
    “We strongly encourage you to cement your legacy by addressing one of the most pressing economic issues of our time and take swift action to create more housing and lower housing costs for Americans everywhere,” concluded the lawmakers.

    In September 2024, Senators Warren (D-Mass.) and other lawmakers demanded answers from corporate landlords in Massachusetts allegedly using rent-hiking algorithms.
    In August 2024, Senators Warren (D-Mass.) and Catherine Cortez Masto (D-Nev.), sent letters to each of the 11 Federal Home Loan Banks (FHLBanks) urging them to contribute at least 20% of their net income to affordable housing and other critical community grant programs.
    In July 2024, Senators Warren and Raphael Warnock (D-Ga.), and Representative Emanuel Cleaver (D-Mo.) reintroduced the American Housing and Economic Mobility Act, the landmark legislation to tackle the housing crisis, bring down costs for renters and buyers, and help working families everywhere find a decent place to live at a decent price.

    In June 2024, Senator Warren sent a letter to the Federal Housing Finance Agency (FHFA) urging the agency to address our country’s affordable housing crisis by reforming the broken Federal Home Loan Bank (FHLB) System.
    In May 2024, Senator Warren reintroduced the Public Housing Emergency Response Act to address the estimated $70 billion backlog of maintenance and repairs in our nation’s public housing, which would allow tenants to live in safe conditions and ensure that, as we fight to end the housing crisis by expanding the supply of affordable housing, we are not losing existing units to disrepair.
    In April 2024, at a hearing of the Senate Banking, Housing, and Urban Affairs Committee, U.S. Senator Warren called out the Federal Home Loan Banks (FHLBs) for failing to deliver on their mission to provide affordable housing as the country faces a housing crisis.
    In January 2024, Senator Warren, John Hickenlooper, Jacky Rosen, and Sheldon Whitehouse sent a letter to Federal Reserve (Fed) Chair Jerome Powell, calling on the Fed to reverse its troubling interest rate hikes that have driven mortgage rates to 20-year highs and have put affordable housing out of reach for too many Americans.

    In November 2022,  Senators Warren, Tina Smith (D-Minn.), Bernie Sanders (I-Vt.) and Edward J. Markey (D-Mass.) sent a letter to RealPage CEO Dana Jones, expressing concern about RealPage’s algorithmic pricing software, YieldStar, and its role in driving rising rents and exacerbating inflation.
    In August 2022, at a Senate Banking, Housing, and Urban Affairs (BHUA) Committee  hearing, Senator Warren called out corporate landlords’ growing role in the rental market and emphasized the need for a Tenant Protection Bureau to hold corporate landlords accountable and protect renters from extreme rent hikes, illegal eviction, and other predatory practices.

    In July 2021, Senator Warren called on large corporate landlords to avoid needless evictions as the CDC eviction moratorium neared expiration. 
    In May 2021, at a hearing, Senator Warren made the case for her American Housing and Economic Mobility Act, which would create a new housing innovation grant program to reduce exclusionary local zoning laws.

    WASHINGTON, D.C. – U.S. Senate Republican Leader Mitch McConnell (R-KY) announced today the U.S. Department of Transportation (DOT) will provide $33,780,304 in federal funding to Paducah and Louisville (P&L) Transportation to support several infrastructure projects along its 280-mile main line between Louisville and Paducah, Kentucky; including upgrades to signals and track infrastructure, installation of a wheel truing machine, and rehabilitation of five rail bridges in Hardin and Muhlenberg Counties.
    DOT awarded this grant as part of the Infrastructure for Rebuilding America (INFRA) program, which awards competitive grants for freight and highway projects. Senator McConnell helped secure $3.2 billion for the INFRA program in the bipartisan Infrastructure Investment and Jobs Act, which passed Congress with the Senator’s support and was signed into law by the President. Senator McConnell also wrote to the Secretary of Transportation in support of P&L Transportation’s grant application.
    The P&L main rail line connects with four major railroads in North America, transporting equipment for Kentucky’s military installations, materials used for manufacturing, and other freight vital to interstate commerce.

Today, 60 countries and more than 200 telecom companies have joined the Clean Network, an alliance to stop Huawei’s monopolization efforts in their tracks…. And yet, Huawei continues to grow. The Wall Street Journal reports that it “has expanded into new businesses, boosted its profitability and…held on to its leading position in the global telecom-equipment market.” 
    This growth is not a reflection of Huawei’s ingenuity or good business sense; it is a reflection of heavy subsidization by the Chinese state. Keith Krach and Jonathan Pelson point out that “the telecom equipment behemoth abruptly lost about $30 billion annually…following the efforts by the U.S. and its allies to block high-risk equipment”…. Reading between the lines, the hidden hand of Beijing is keeping Huawei from certain contraction or even bankruptcy with tens of billions of dollars….
    “If the Chinese government decides to preserve Huawei at all costs,” write Krach and Pelson, “that is consistent with the view that Huawei is a lot more than an industrial ‘national champion’ for China.” Instead, the authors conclude: “[I]t is a tool of foreign policy and geopolitical influence. The money spent on propping up Huawei can be best compared to Defense and Intelligence budgets.” In other words, the company’s current trajectory confirms concerns about the national security threat it poses…. 
    It is key for the U.S. to encourage strong and reliable companies to help regional partners develop alternatives to Huawei and protect them from the company’s predatory policies…. Meanwhile, I urge Latin American leaders not to heed Huawei’s siren song. No 5G deal is worth allowing a totalitarian dictatorship to spy on and interfere in a free nation’s affairs.

    …When the Berlin Wall fell and the Soviet Union collapsed, a generation of elites embraced the international flow of goods, assets, and labor as an unalloyed benefit to the nation. They established one-sided “free trade” with Communist China, rewarded offshoring, and spread an open-borders philosophy that captured both major parties, as well as much of Big Labor. Millions of American blue-collar jobs disappeared, and the foreign-born share of the population ballooned out of proportion…. 
    A White House news release in July claimed that the administration has revitalized domestic production and boosted the male labor-force participation rate. But the reality is that manufacturing employment is decreasing, manufacturing job quality is down, and U.S.-born men were less likely to participate in the labor force at the end of 2023 than they were before the pandemic…. The Biden-Harris administration is factoring in the employment of illegal immigrants to skew the topline economic numbers in its favor.
    A more accurate picture of our national trajectory can be seen in Charleroi, PA…. [U]nder the Biden-Harris administration, Charleroi is fraught by an influx of thousands of illegally admitted migrants, whose expansion of the labor supply is almost certainly affecting the local blue-collar job market. Over the last 12 months alone, more than 800,000 native-born Americans have lost employment, but more than 1 million foreign-born workers have gained employment. What are the chances this trend isn’t reflected in Charleroi?
    To be clear, this isn’t the migrants’ fault…. [T]his is the fault of the Biden-Harris administration’s unauthorized expansion of humanitarian parole, under which existing parolees—not American citizens—can “sponsor” more migrants for illegal admission into the country. The government then partners with nonprofits to settle these migrants across America, and the nonprofits partner with “staffing agencies” that connect migrants with local employers hungry for cheap labor.
    At no point in this process is there a checkpoint that requires nonprofits, government officials, or employers to consider the welfare of American workers…. [A] basic understanding of supply and demand predicts the upshot of this dynamic: fewer and lower-quality blue-collar jobs for U.S.-born men. And yet elites loyal to the post-Cold War consensus, including labor organizations like the AFL-CIO, refuse to consider constraining mass migration in response. Some are even dusting off the old line that migrants are necessary to fill “jobs Americans won’t do”….
    Charleroi native Andy Armbruster exposed the flaw in that logic in an interview: “…There’s people who would work if you paid them the going wage for the work. But they want to pay less, and so, they ended up getting involved with these agencies that bring in these workers.” It’s a case study in how free markets don’t always align with the national interest. When companies gain access to an endless supply of cheap foreign labor, they lose the incentive to invest in technology and processes that make American blue-collar jobs more efficient and valuable….
    The relentless exportation of blue-collar jobs and importation of cheap labor have left countless U.S.-born men without dignified work, sapping their opportunity and their strength—and no society can long thrive without strong men. Time is running out to chart a new course. We must abandon the post-Cold War consensus, break multinational corporations’ tariff taboo, reinvest in domestic production, and—crucially—regain control of our borders….

    Denver — Colorado U.S. Senators Michael Bennet and John Hickenlooper and U.S. Representatives Doug Lamborn and Jason Crow, along with 16 of their Senate and House colleagues, sent a letter to U.S. Department of Defense (DoD) Secretary of Defense Lloyd Austin. The letter urges the Defense Health Agency (DHA) to address the financial burden caused by a change in the way children’s hospitals are reimbursed for the care provided to military families covered by TRICARE, the government health care program for active duty service members and their families. 

    “We write to express our deep concerns about a 2023 Defense Health Agency (DHA) rule that catalyzed a major shift in the TRICARE reimbursement methodology for children’s hospitals,” wrote Bennet and the lawmakers. “Children’s hospitals situated in defense communities in our home states are now grappling with the impacts of this change.” 

    Each year over 2.4 million children obtain care from children’s hospitals through TRICARE, and the change has placed an outsized burden on children’s hospitals in major defense communities, like Colorado Springs. Specifically, Children’s Hospital Colorado said one in five patients in their Colorado Springs facility pay with TRICARE. The DHA previously exempted children’s hospitals from the adult Medicare reimbursement process because the program’s policies weren’t applicable to the care children typically need. The rule change is expected to cost the hospital over $25 million annually. 

    The Children’s Hospital Association (CHA) sent letters to DoD in 2020 and 2023 expressing their concerns about the proposed rule. However, they did not receive a response before the DHA implemented the change in October 2023.

    The lawmakers specifically asked the following questions:

    • What dialogue has DHA had with the affected children’s hospitals to understand how this new reimbursement methodology impacts operations and access to care? 
    • What data and sources informed the agency’s analysis of the impact on children’s hospitals that care for TRICARE patients? 
    • How did the agency account for the financial impacts of military families traveling for care in circumstances where local services are no longer available? 
    • How did the agency develop the contingency payment and why did the DHA set a lower contingency payment for pediatrics?
    • Can the agency verify the number of children’s hospitals that are expected to qualify for the contingency payment that is outlined in the rule?  

    In addition to Bennet, Hickenlooper, Lamborn and Crow, U.S. Senators … and X members of the U.S. House of Representatives also signed the letter.

    Dear Secretary Austin: 

    As members of Congress representing military-connected children, we write to express our deep concerns about a 2023 Defense Health Agency (DHA) rule that catalyzed a major shift in the TRICARE reimbursement methodology for children’s hospitals. Specifically, we urge the Department of Defense (DOD) and DHA to expeditiously meet with the affected hospitals to discuss administrative policy options to preserve access to pediatric care for military dependents. 

    Collectively, we represent a significant number of the 2.4 million children who obtain care in children’s hospitals through TRICARE each year. These hospitals provide specialized treatment for a spectrum of concerns, including minor health issues and complex, long-term health conditions. They play an essential role in the wellbeing of our nation’s military families. 

    Until recently, since 2008, TRICARE exempted children’s hospitals from the adult Medicare Outpatient Prospective Payment System (OPPS). This exemption made logical sense, as very few children who seek care in children’s hospitals are covered by Medicare and the program policies do not adequately reflect children’s health needs.  

    In 2019, however, DHA proposed a rule to eliminate this exemption. In response, children’s hospitals with larger TRICARE volumes collectively submitted comments through the Children’s Hospital Association (CHA), outlining a number of concerns and asking DHA to extend the comment and implementation timelines pending the provision of more information. Instead, DHA’s final rule, TRICARE; Reimbursement of Ambulatory Surgery Centers and Outpatient Services Provided in Cancer and Children’s Hospitals, was finalized without any response and took effect on October 1, 2023. 

    Children’s hospitals situated in defense communities in our home states are now grappling with the impacts of this change, as well as the ripple effects that the ensuing financial challenges may have on the provision of care for military families. For states with large military populations and no specialty children’s hospital, any reduction in access to care would further complicate military family’s choices by increasing burdens placed on families who already have to travel outside of their own state for medical services. Given the significant concerns expressed by children’s hospitals about how the rule may impact military families’ access to timely health care, we request that you provide us with responses to the following questions: 

    1. Dialogue: What dialogue has DHA had with the affected children’s hospitals to understand how this new reimbursement methodology impacts operations and access to care? 
    2. Financial Data: What data and sources informed the agency’s analysis of the rule’s impact on children’s hospitals that care for TRICARE patients? How did the agency account for the financial impacts of military families traveling for care in circumstances where local services are no longer available? 
    3. Contingency Payment: How did the agency develop the contingency payment and why did the DHA set a lower contingency payment for pediatrics? Can the agency verify the number of children’s hospitals that are expected to qualify for the contingency payment that is outlined in the rule? 

    Additionally, we request DoD and DHA officials schedule a meeting as soon as possible with the children’s hospitals that support military families. We believe a dialogue between the department and the hospitals will help identify impactful policy adjustments that can protect access to care. As you know, a robust TRICARE network for pediatric care is critical to the sustainment of our armed forces—working together, we can achieve this.

    Unity of Fields, a self-proclaimed pro-Hamas, anti-American “direct action network,” promotes acts of militant violence and propaganda against supporters of Israel. The pro-terrorist beliefs and actions of this group, including encouraging attacks on buildings and individuals, prompt a thorough investigation.    
    U.S. Senator Marco Rubio (R-FL) sent a letter to U.S. Department of Justice Attorney General Merrick Garland urging a full investigation into Unity of Fields for acts of domestic terrorism before additional harm or actions jeopardize the United States or its citizens.
    “Unity of Fields runs counter to any of the beliefs and rights which underpin our country’s constitutional system and endangers citizens. As such, I look forward to your prompt investigation into Unity of Fields as you hold them accountable to the fullest extent under the law.”

    Dear Attorney General Garland:
    I write with concern about the increasing violence promoted by groups such as Unity of Fields, formerly Palestine Action U.S., which explicitly support Palestinian terrorism and other anti-Israel, anti-American, and antisemitic terrorist organizations. I request that you immediately open a domestic terrorism investigation into Unity of Fields and utilize all resources available to hold this group accountable under the law.
    As you may know, Unity of Fields is an “anti-Zionist ‘direct action network’” focused on promoting acts of violence and protest against individuals or organizations that the group considers supportive of Israel, Zionism, or American imperialism. Prior to August 2024, the organization was called Palestine Action U.S. and served as a chapter for the United Kingdom-based Palestine Action. In an article originally published in May 2024, Unity of Fields highlighted several beliefs that underpin their movement. Specifically, the group calls for increased escalation in its activities, including no longer disavowing any action in pursuit of its Marxist, anti-Zionist, anti-American agenda, building up militancy infrastructure, and adherence to the belief that the “revolution will come within our lifetimes” as they “will make sure of it.”
    Further, the group encourages the study of revolutionary material in preparation for continued action against the United States and Israel. Specifically, Unity of Fields promotes the writings of Palestinian revolutionary and suspected terrorist Bassel Al-Araj, Mao Zedong’s On Guerilla Warfare, the United States Army Counterinsurgency Manuel as well as numerous other works focused around promoting and conducting insurgencies. The ultimate purpose of the group and its readings is “to open a new front against the US Empire [and] to build the international popular cradle of resistance.”
    Unsurprisingly, Unity of Fields’ efforts have contributed to a recent trend in increasing violence and vandalism against private property and individuals. On their X account, Unity of Fields promoted and encouraged violence in the name of Palestine and anti-Zionism, including a recent attack on the CCNY Advanced Science Research Center and individuals adhering to the belief that “Zionists don’t deserve to live,” even while claiming their organization “doesn’t do actions.”
    Under 18 U.S. Code § 2331, “domestic terrorism” is defined as any activity which “involves acts dangerous to human life that are in violation of the criminal laws” and includes the intent “to intimidate or coerce a civilian population” or “to influence the policy of a government by intimidation or coercion.” Further, the Federal Bureau of Investigation (FBI) developed various terms and methodologies for investigating domestic terrorism threats and plots. Specifically, the FBI views a domestic terrorism plot “as a combination of criminal activity and planning that collectively reflect steps toward criminal action in furtherance of a domestic ideological goal.” A historical view of the Palestinian Resistance Movement demonstrates that violence has become a crucial element of the movement, especially between 1970 and 1973. This is seen among various terrorist spokes of the movement: Hamas, the PLFP, and the Islamic Jihad. Unity of Fields have been outspoken in transitioning into a militant propaganda organization and have cited Houthi Ansar Allah saying, “[t]he meaning of the unity of the fields is that we are all one hand, one leadership, one direction, one goal, and one approach, and any attack on any of the components of the Axis [including Hamas, Islamic Jihad, Houthis, and various Shi’ite groups in Iraq and Syria] is considered a direct attack on us.”
    When comparing Unity of Fields’ own statements and actions to existing government standards for investigating these threats, I believe Unity of Fields should be investigated for any violations of the law before additional harm or actions jeopardizes the United States or its citizens. By rejecting nonviolent means and fully embracing revolutionary and insurgent related tactics as a means of pursuing its hateful beliefs, Unity of Fields runs counter to any of the beliefs and rights which underpin our country’s constitutional system, and endangers citizens. Warner and Tim Kaine (both D-VA) joined Senators Mark Kelly (D-AZ), Kyrsten Sinema (I-AZ) and Bob Casey (D-PA) in sending a letter to Secretary of Health and Human Services (HHS) Xavier Becerra urging continued action to address the critical intravenous (IV) fluid shortage affecting hospitals across the nation. This shortage, caused by the temporary closure of Baxter International’s manufacturing plant in North Carolina due to flooding from Hurricane Helene, has created significant challenges for health care providers in Virginia and across the country. 
    The senators’ letter comes in response to the production halt at Baxter International, the largest manufacturer of intravenous (IV) solutions in the United States, which produces nearly two-thirds of the IV fluids used in U.S. hospitals. While federal agencies—including the HHS, the Food and Drug Administration (FDA), and the Administration for Strategic Preparedness and Response (ASPR)—work to increase supply from other manufacturers, allow temporary importation of products manufactured abroad, and provide guidance on compounded alternatives, hospitals across the country, including in Virginia, continue to face shortages and need clear communication to effectively plan for the months ahead. The letter emphasized that the federal response must especially prioritize providers whose patient communities will be most at risk in the face of continued shortages. 
    “The uncertainty created by reduced product deliveries has led to conservation policies in health facilities across our states. After orders were recently cancelled, some providers have reported having only single-digit days’ worth of product on hand, while others are utilizing over the-counter oral hydration solutions like Gatorade—and fear reduced allocations of those alternatives as well. While providers are seeing promising results from HHS’s actions so far, we must ensure this progress continues,” wrote the senators.  
    “As you take the necessary steps to increase production of IV products at alternative domestic sites, facilitate the expedited arrival of additional product from overseas, and review product shelf life to consider extensions, we ask you provide clear and continuous communication to health providers on their options and the path forward as communities recover from this storm and any impact that may stem from Hurricane Milton,” the senators concluded.

    Dear Secretary Becerra:
    We appreciate the Biden Administration’s efforts to swiftly respond to the catastrophic damage caused across the southeast by Hurricane Helene. As you continue this recovery work, on behalf of our constituents and the health care providers who serve them, we write to urge you to continue to work with hospital and health system partners to address disruptions in the intravenous (IV) solution supply chain resulting from the hurricane-induced closure of the Baxter International plant in North Cove, North Carolina.
    As you know, Baxter is the largest manufacturer of IV solutions in the United States. Their facility in Western North Carolina produces nearly two-thirds of the IV solution used to provide health care nationwide. As you also know, to protect from stockpiling, Baxter has instituted limits on the amount of saline solution and dextrose product hospitals and health systems are currently able to order. We are encouraged by steps taken by your agency and other federal government agencies to move product more quickly, including rebuilding physical infrastructure, working with manufacturing partners to increase supply from other sites, and providing guidance on appropriate compounding.

Warner and Tim Kaine (both D-VA) sent a letter to the U.S. International Trade Commission (ITC) in support of workers at Goodyear’s manufacturing plant in Danville. Last year, the United Steelworkers, which represents more than 1,800 Virginians employed at Goodyear, filed an antidumping and countervailing duties (AD/CVD) petition with the ITC alleging illegal dumping of truck and bus tire imports from Thailand.
    Dumping—when a country exports a product at a price substantially below the cost of producing the product or below the sale price in the exporter’s home market—is considered a form of predatory pricing and an unfair trade practice. In some cases, dumping is used as a tactic to drive domestic businesses out of the market and eventually raise prices for consumers.
    “On behalf of more than 2,000 Virginian workers, we ask that you ensure that U.S. trade laws are fairly enforced and that American workers are protected from unfair trade practices. The Goodyear plant in Danville, Virginia, employs more than 2,000 workers, including more than 1,800 who are members of United Steelworkers (USW) Local 831,” wrote the senators. “We each have a long history with this plant stemming from our terms as Governor of Virginia.”
    “The Goodyear plant in Danville is a well-equipped facility with talented and dedicated workers. It can compete with tires from anywhere in the world as long as the playing field is level,” the senators continued. “There are reports that the same Chinese manufacturers responsible for previous dumping are investing in facilities in Thailand and similarly selling into U.S. markets at below-market prices. If foreign producers are able to circumvent U.S. trade remedies, it undermines the effectiveness of and faith in our rules-based trading system.”
    Warner and Kaine have taken a number of steps to support steelworkers’ complaints that they are competing against unfairly dumped tires from China and other countries. In 2017, Warner and Kaine testified to the ITC in support of workers at Goodyear in Danville. Warner and Kaine have also supported AD/CVD cases on passenger vehicle and light truck (PVLT) tires from China and Southeast Asia, which affected the Yokohama plant in Salem.

    Dear Chair Karpel and Commissioners of the U.S. International Trade Commission,
    We write today in regards to the United States International Trade Commission’s (ITC) investigation of imports of truck and bus tires from Thailand. On behalf of more than 2,000 Virginian workers, we ask that you ensure that U.S. trade laws are fairly enforced and that American workers are protected from unfair trade practices.
    The Goodyear plant in Danville, Virginia, employs more than 2,000 workers, including more than 1,800 who are members of United Steelworkers (USW) Local 831. The plant rolled its first tire off the line in 1966, the same year USW Local 831 was formed, and has since produced more than 100 million truck and aviation tires. Tires manufactured at the plant serve both commercial and military needs, and the plant is the largest manufacturer of medium radial truck and aero tires in the world.
    Danville is a city of 42,000 people with a long history of manufacturing, and the Goodyear plant is the largest employer in the city. Well-paying manufacturing jobs are vital to cities such as Danville, and support the local economy in both direct and indirect ways. Conversely, the loss of such jobs tends to be felt for years or decades.
    We each have a long history with this plant stemming from our terms as Governor of Virginia. Most notably, in 2008 the Kaine Administration helped secure performance-based grants and community funding to support a $200 million investment in modernizing the facility. In the United States Senate, we have worked to open up procurement opportunities for aviation tires for the U.S. Navy; Goodyear later won a competitive bid process for a multi-year to supply the U.S. Navy with a significant portion of their aviation tire needs.
    The Goodyear plant in Danville is a well-equipped facility with talented and dedicated workers. It can compete with tires from anywhere in the world as long as the playing field is level. In 2017, we each offered testimony to the Commission in regards to imports of truck and bus tires from China and asked that the Commission combat unfair trade practices to ensure that level playing field. In that case, the Commission acted to combat dumping from the Chinese firms in question.
    Since then, truck and bus tire imports from Thailand have increased substantially. There are reports that the same Chinese manufacturers responsible for previous dumping are investing in facilities in Thailand and similarly selling into U.S. markets at below-market prices. If foreign producers are able to circumvent U.S. trade remedies, it undermines the effectiveness of and faith in our rules-based trading system.
    We ask that the commission carefully consider the evidence of injury and act to safeguard our domestic industry.

    Hamas leader Yahya Sinwar, a war criminal who masterminded the brutal October 7th terrorist attack that killed 1,200 innocent people and took 250 hostages, is now dead.
    There is now no justification for Prime Minister Netanyahu and his extremist government to continue their all-out war against the Palestinian people, which has killed 42,000 Palestinians and injured 100,000 – two-thirds of whom are women, children, and the elderly.
    There is no justification for continuing to deny humanitarian aid to the many thousands of children in Gaza who are starving.
    There is no justification for continuing to destroy the housing, health care, and infrastructure of Gaza.
    There is now no justification for further delaying a hostage deal and a ceasefire.
    And there is absolutely no justification for continued U.S. support for Netanyahu’s horrific policies, which are in clear violation of U.S. and international law.
    When Congress returns, the Senate will be voting on my Joint Resolutions of Disapproval to block offensive arms sales to Israel. We must end our complicity in this cruel and illegal war.

    Legislation Would Extend Federal Disaster Relief to Businesses Suffering Losses Due to Milder Winters, Low Snowfall Levels

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) helped introduce legislation to protect small businesses that have been harmed by milder winters and low snowfall levels in recent years. The Winter Recreation Small Business Recovery Act would ensure small businesses that rely on strong winters are eligible for disaster relief through the Small Business Administration’s (SBA) Economic Injury Disaster Loan (EIDL) program during winters with below average snowfall or snow cover.
    “With visitors traveling from around the world to experience the benefits of Michigan winters, snowfall is a critical component of our state’s economy, particularly for communities Up North,” said Senator Peters. “I’m proud to help lead this commonsense bill that would not only protect Michigan small businesses and workers, but also the unique character of the communities they support.”
    The EIDL program provides small businesses with the resources they need to remain operational while recovering from a disaster. Under current law, disasters that qualify for assistance include droughts, ice storms, and blizzards, but do not account for winters without enough snow. However, last winter, the U.S. Department of Agriculture (USDA) declared 42 Michigan counties as drought disaster areas due to lack of snow. As a result, small businesses across Michigan suffered severe losses and were forced to cut staff or close their doors completely due to lack of visitors or demand for their services. The State of Michigan has lost millions of dollars in revenue and Michigan’s ski hills lost an estimated $41 million last season. Additionally, according to the Michigan Snowsports Industries Association, over 3,400 employees that operate Michigan’s ski hills were laid off due to the unseasonably warm winter.
    Michigan’s winter recreation industry is driven by snowmobiling, cross-country skiing, snowshoeing, ice fishing, and sleigh rides, as well as snowboard manufacturers and snow removal services. By extending a crucial safety net to these small businesses, the Winter Recreation Small Business Recovery Act would help protect the livelihoods of Michiganders, particularly in Northern Michigan and the Upper Peninsula, by ensuring they are eligible for federal relief during unseasonably warm winters.
    Peters introduced the bill with U.S. Senators Tammy Baldwin (D-WI), Tina Smith (D-MN), and Amy Klobuchar (D-MN).

    MISSISSIPPI – U.S. Senator Roger Wicker, R-Miss., announced $127,296,812 to improve freight corridors in Jackson and on the Gulf Coast. The funding stems from the infrastructure bill that Senator Wicker helped negotiate as the then highest-ranking Republican on the Senate Commerce, Science, and Transportation Committee.

    The funding will upgrade SR 67 to a Superstreet Corridor on the Gulf Coast. It will also resurface approximately 32 linear miles and update bridge structures along the Interstate 20/ Interstate 55 Freight Corridor in Jackson.

    “Infrastructure investments make Mississippi an even better place to live, work, and visit. These improvements will help attract more people and economic development to the Gulf Coast and Jackson area,” Senator Wicker said. “Supporting infrastructure will continue to be one of my top priorities in Congress.”

    Senator Wicker sent letters of support to the U.S. Department of Transportation Secretary Pete Buttigieg for these projects.

    Today U.S. Senator Josh Hawley (R-Mo.) issued the following statements calling for U.S. Secret Service Acting Director Ronald Rowe to resign. The Senator’s call for Rowe to resign comes after an independent review panel commissioned by the Department of Homeland Security (DHS) released a report of major Secret Service failures at the Butler Rally in July where former President Trump was shot. 

    “The findings of the DHS review panel re: the Butler attempted assassination of Donald Trump are incredibly disturbing – and confirm what whistleblowers have repeatedly told me. It is clear now the current leadership of the USSS must go, and that begins with Acting Director Rowe,” wrote Senator Hawley. “The DHS review panel found error upon error, mistake upon mistake in Butler, almost all ultimately attributable to USSS leadership. Sadly, that failure of leadership has continued. I have lost any confidence in Director Rowe. He must resign & be replaced by someone outside USSS.” 

    In September, as part of his ongoing investigation into the July 13 Butler, Pa., rally, Senator Hawley unveiled a comprehensive whistleblower report, chronicling the Secret Service’s failures to protect former President Trump.
