    NASHVILLE, Tenn. – U.S. Senator Marsha Blackburn (R-Tenn.) released the following video recognizing October as Domestic Violence Awareness Month and calling on the Senate to pass her bipartisan legislation to better protect women nationwide from domestic violence before the end of the year.
    One in four women will face physical violence from an intimate partner in their lifetime. Some women, even at their most vulnerable and isolated, will continue going to the salon and building relationships with their cosmetologists. The bipartisan bill, the SALONS Stories Act, would empower beauty professionals to recognize and respond to domestic violence.

    “Every year, there’s about 5 million occurrences of domestic violence against women age 18 and older, and there are things that we can do. There is awareness that can be built.   • MIL-OSI USA: News 10/11/2024 Blackburn & Blumenthal Demand TikTok Documents

    NASHVILLE, Tenn. – U.S. Senators Marsha Blackburn (R-Tenn.) and Richard Blumenthal (D-Conn), authors of the bipartisan Kids Online Safety Act, wrote TikTok CEO Shou Chew requesting “documents, communications, and research held by TikTok regarding the safety of minors on its platform.” The request follows reports of a court filing from the Kentucky Attorney General’s Office revealing TikTok executives’ awareness of the platform’s harm to young people and subsequent disregard of the mental and physical dangers the platform poses to children and teens.

    The Senators wrote, “TikTok has knowingly designed their products in a manner that can cause substantial harm to kids—including fostering destructive addiction and amplifying child sexual exploitation. Rather than address these risks, TikTok instead seemingly misled the public about the safety of its platform.”

    The Senators continued, “These new disclosures highlight the pervasive and alarming failures of TikTok and other online platforms to protect kids and the pressing need for federal rules to require accountability, safeguards, and transparency, such as those required in the Senate-passed Kids Online Safety Act.”

     BACKGROUND:
    In the letters, the Senators requested that TikTok provide documents and information previously produced to the Kentucky Attorney General’s Office and other states’ Attorneys General.

  • MIL-OSI USA: Kaine, Colleagues Push for DOD to Provide Increased Transparency for Children’s Hospitals Serving Defense Communities

    WASHINGTON, D.C. – U.S. Senator Tim Kaine (D-VA), a member of the Senate Armed Services Committee, joined 19 of his Senate and House colleagues in sending a letter to Secretary of Defense Lloyd Austin urging the Defense Health Agency (DHA) to provide clarity on the implementation of a change in reimbursements for children’s hospitals that provide care to military families covered by TRICARE, the government health care program for active duty servicemembers and their families.
    “We write to express our deep concerns about a 2023 Defense Health Agency (DHA) rule that catalyzed a major shift in the TRICARE reimbursement methodology for children’s hospitals,” wrote the lawmakers. “Children’s hospitals situated in defense communities in our home states are now grappling with the impacts of this change as well as the ripple effects that the ensuing financial challenges may have on the provision of care for military families. For states with large military populations and no specialty children’s hospital, any reduction in access to care would further complicate military families’ choices by increasing burdens placed on families who already have to travel outside of their own state for medical services.”
    DHA previously exempted children’s hospitals from the Medicare outpatient reimbursement model because the reimbursement rate did not adequately reflect the specialized care provided at children’s hospitals. Over 2.4 million children obtain care from children’s hospitals through TRICARE each year, and the change has created some challenges for children’s hospitals in major defense communities like Virginia. Children’s hospitals that serve many servicemembers’ children, such as The Children’s Hospital of the King’s Daughters in Norfolk, are seeking increased transparency on how these changes will be implemented. This clarity is crucial to ensuring the continuity of services and care that military families need.
    The Children’s Hospital Association (CHA) sent letters to the Department of Defense in 2020 and 2023 expressing their concerns about the proposed rule. In their letter, the lawmakers specifically asked the following questions:
    What dialogue has DHA had with the affected children’s hospitals to understand how this new reimbursement methodology impacts operations and access to care?
    What data and sources informed the agency’s analysis of the impact on children’s hospitals that care for TRICARE patients?
    How did the agency account for the financial impacts of military families traveling for care in circumstances where local services are no longer available?
    How did the agency develop the contingency payment and why did the DHA set a lower contingency payment for pediatrics?
    Can the agency verify the number of children’s hospitals that are expected to qualify for the contingency payment that is outlined in the rule?

  • MIL-OSI USA: Hoeven Marks Completion of Crosswind Runway at Grand Forks International Airport

    Senator Secured More Than $50 Million for Project, Supports Reconstruction of Main Runway & Complements Construction of New Air Traffic Control Tower
    GRAND FORKS, N.D. – Senator John Hoeven today marked the completed reconstruction and extension of the crosswind runway at Grand Forks International Airport. As a member of the Senate Transportation, Housing and Urban Development Appropriations Committee, Hoeven worked to secure more than $50 million in federal funding for the 5-year, $70 million project, which will:
    Enable the airport to maintain large aircraft operations while the main runway is reconstructed.
    The main runway project is expected to start in 2026 and be completed in 2028.

    Support greater air traffic capacity and improved operational efficiency.
    Grand Forks International Airport is among the top 25 busiest airports in the nation for take-offs and landings.
    This dovetails with the construction of a new Air Traffic Control Tower, which is set to begin in 2025.
    Hoeven has been working with the Federal Aviation Administration (FAA) to advance the new tower, which will be fully funded by the federal government.

    “Between the dynamic and growing economy in the Grand Forks region and the world-leading aviation school at the University of North Dakota, Grand Forks has one of the top 25 busiest airports in the country. We clearly need airport infrastructure with the ability to meet air service demand now and into the future. That’s why we worked to secure more than $50 million in federal funding for this runway project, which provides additional operational capacity and sets the stage for the future reconstruction of the main runway,” said Hoeven. “These efforts in Grand Forks build upon our work across the state to expand our airports in line with the strong economic growth we’ve supported over the past two decades.”
    Today’s milestone complements Hoeven’s long-term efforts to support expansions at the state’s airports to accommodate population and economic growth, ensuring the safe and efficient transportation of people and goods. In recent years, the senator worked to advance similar efforts that were successfully completed, including at airports in Williston and Minot, and he continues supporting projects to expand airport terminals in Fargo and Dickinson.

    VALLEY CITY, N.D. – Senator John Hoeven today paid tribute to members of the North Dakota National Guard’s (NDNG) 142nd Engineer Battalion who are deploying for a year-long mission to help U.S. Customs and Border Protection (CBP) at the southern border. The unit’s deployment follows the deployments of the 957 Engineer Company, the 1-112 Aviation Regiment and the 817th Engineer Company to the southern border.
    “The National Guard represents the finest men and women in our country. Their work each day to protect our nation, both at home and abroad, does not go unnoticed,” said Hoeven. “I’ve seen firsthand the work of our Guard at the southern border and they have provided invaluable service during this immigration crisis. I’m confident the 142nd Engineer Battalion will continue to provide this valuable support. Their assistance to CBP will help better address the crisis at our southern border, including by helping to fight back against human and drug trafficking. We need to secure the border, because border security is national security.”
    The 142nd Engineer Battalion is the fourth NDNG unit to deploy to the southern border in the last several years. Hoeven previously met with NDNG members in El Paso, Texas as well as Del Rio and Eagle Pass, Texas to draw attention to the crisis at the southern border and highlight NDNG missions in support of CBP operations.

  • MIL-OSI USA: Gillibrand Stands At Buffalo Police Department, Discusses Anti-Gun Trafficking Bill Getting Illegal Weapons Off Our Streets

    Legislation Has Taken 3K Guns Off Our Streets And Been Used To Prosecute 6 Traffickers In Buffalo Alone 
    Today, U.S. Senator Kirsten Gillibrand stood at the Buffalo Police Department to discuss the anti-gun trafficking statute in the Bipartisan Safer Communities Act (BSCA), which was shaped by Gillibrand’s Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act. As of this month, the anti-gun trafficking statute has gotten more than 3,000 illegal guns off our streets, including 1,000 confirmed within the last 6 months alone. In Buffalo, the statute has been used to prosecute 6 traffickers and seize 30 illegal guns. 
    “Like so many communities across New York and around the country, Buffalo has been deeply affected by gun violence,” said Senator Gillibrand. “While we still have a lot of work to do, in the two years my anti-gun trafficking statute has been in effect, we have made tremendous progress prosecuting criminals and getting deadly weapons off our streets. I anticipate many more gun seizures, arrests, and convictions as a result of this statute in the years to come, and I will continue to work with my colleagues across the aisle to pass commonsense gun safety legislation.”
    Nationwide, the seized weapons included: 
    317 AR-15s and AR-style weapons;
    478 machine gun conversion devices, which can convert semi-automatic pistols and rifles into fully automatic weapons in under a minute;
    206 ghost guns, homemade firearms that are completely untraceable – and a favorite of criminals.
    The statute has also been used to charge 423 defendants in 33 states, plus D.C. and Puerto Rico, and to secure at least 119 convictions nationwide. 
    In Buffalo, Gillibrand’s statute has been used to bring four cases against six defendants:
    Authorities arrested and charged a 28 year old man for attempting to smuggle weapons into Canada via Buffalo. Authorities seized 19 firearms, including 1 AR-style weapon. 
    A judge sentenced a Pennsylvania man to 36 months in prison for illegally selling guns over Facebook Messenger in the Jamestown, NY, area. Authorities seized 3 weapons. 
    A father and son from Niagara Falls were arrested and charged with gun trafficking after they allegedly sold several firearms to a law enforcement source. The ATF Buffalo Field Office and the Niagara County Sheriff’s Office worked together to seize 5 guns from the defendants, including a ghost gun and two machine gun conversion devices.
    Two individuals were charged with illegally purchasing firearms and 3 guns were recovered. 
    Senator Gillibrand’s Hadiya Pendleton and Nyasia Pryear-Yard Gun Trafficking and Crime Prevention Act formed the centerpiece of BSCA’s anti-gun trafficking provision. Gillibrand first introduced the bill in 2009 after meeting with the family of Nyasia Pryear-Yard, who tragically lost her life at 17 years old when she was shot by a perpetrator using an illegally trafficked gun. Gillibrand worked with Nyasia’s mother, Jennifer Pryear, to pass the bill into law, and they attended the bill signing together in 2022.
    Today in Buffalo, Gillibrand was joined by Buffalo Common Council President Chris Scanlon, Police Commissioner Joseph Gramaglia, and WNY Coordinator of New Yorkers Against Gun Violence Paul McQuillen. 
    “The Bipartisan Safer Community Act provides law enforcement with enhanced tools necessary to prevent gun violence,” said Buffalo Police Commissioner Joseph Gramaglia. “The Buffalo Police Department is working very hard to remove guns that are illegally possessed from our streets. Enhanced background checks along with Extreme Risk Protection Orders are saving lives by giving law enforcement the tools to investigate threats of mass harm and racially motivated extremist hate crimes. While we are not looking to infringe on a person’s right to own a gun, we need to make sure we do all that is necessary to keep guns out of the hands of those that exhibit behaviors where they may cause harm.“
    “The Bipartisan Safer Communities Act, signed into law in the wake of the 5/14 shooting in Buffalo, is working,” said Congressman Kennedy. “It expands background checks, fights illegal firearm trafficking, and supports mental health and intervention programs that reduce gun violence. As a result, 3,000 illegal guns are off the street nationwide. Now, Congress must build on this progress to make our communities safer.”

We’re losing 200 to 300 Americans, young adults, every day to fentanyl poisoning, human trafficking exploding – she owns this. I think this will be the defining emotional issue when people go in there and cast their ballot.”
    On CBP’s hundreds of broken cameras at the border:
    “We know that at least two million known ‘gotaways’ have come into the country under Kamala Harris… that’s a low number. That’s two million people that they’ve registered on the cameras that were working.” 
    “It’s interesting to me that they have enough money to fly in a thousand people every day on Kamala Harris’s parole program, but they don’t have enough money to fix these cameras or get new cameras. They’re spending $110,000 on average for every one of these illegal migrants that come across as they resettle them, but we don’t have enough money to fix these cameras?”
    “Kamala Harris has always had her priorities backwards. I wake up every day thinking about the security of my family, of your family, of my parents, our children, and that should be what she should be thinking about. Instead, she has other priorities.” 
    On foreign gangs like Tren de Aragua terrorizing American citizens:
    “We need President Trump, don’t we? We need someone who’s committed to securing the border. We did some roundtables with police officers, sheriff officers, and they said we cannot arrest ourselves out of this. We have to stop the hemorrhaging, first at the border, and then we need a president who’s committed to go out and get rid of these criminals.”

    THE VICE PRESIDENT:  Well, about last night.  So, Donald Trump — I — I found it to be quite bizarre — actually called himself the “father of IVF.”  And if what he meant is taking responsibility, well, then, yeah, he should take responsibility for the fact that one is three women in America lives in a Trump abortion ban state. 
    What he should take responsibility for is that couples who are praying and hoping and working toward growing a family have — have been so disappointed and — and harmed by the fact that IVF treatments have now been put at risk.
    What he should take responsibility for is what we have been seeing across the country since he hand-selected three members of the United States Supreme Court, and they undid the protections of Roe v. Wade — Wade.
    What he should take responsibility for is that he has been trying to take away the protections against preexisting conditions for, for example, women who are survivors of breast cancer. 
    So, let’s not be distracted by his choice of words.  The reality is his actions have been very harmful to women and — and families in America on this issue.

  • MIL-OSI USA: Manchin Announces Medicare Open Enrollment Through December 7th

    Charleston, WV – Today, U.S. Senator Joe Manchin (I-WV) announced that the open enrollment period for Medicare has begun and it will remain open through December 7, 2024. For the second year, seniors are able to choose Medicare plans with cost-saving benefits that were included in Senator Manchin’s Inflation Reduction Act.

    “Thanks to the Inflation Reduction Act, seniors in West Virginia and across the United States are saving money on their healthcare costs,” said Senator Manchin.  “I encourage all those eligible for Medicare to take the time to compare coverage options and choose plans that best meet the health needs of themselves and their families. Medicare is a lifeline for thousands of West Virginians, and I pledge to continue working to bolster Medicare and lower healthcare costs.”

    Since January 2024, thanks to the Inflation Reduction Act, prescription drug costs have become more affordable:

    • Seniors and other Part D enrollee now have their out-of-pocket drug costs capped at about $3,500 and all enrollees will have their costs capped at $2,000 in 2025. 
    • Low-income seniors and disabled people are able to get extra help paying for their premiums and cost-sharing through the expanded Low Income Subsidy program.
    • Lastly, many Medicare beneficiaries will continue to save hundreds of dollars on their healthcare costs because the price of insulin is capped at $35 per month and recommended vaccines are free.

    ASHTABULA, OH – Today, U.S. Senator Sherrod Brown (D-OH) joined community members at the Ashtabula Fire Department to call on the Biden Administration to reopen the United States Coast Guard’s Ashtabula Harbor Station and restore Ashtabula and U.S. Coast Guard Fairport to full-time operation to better protect Ohioans on Lake Erie. Having a continued, fully-staffed Coast Guard presence at U.S. Coast Guard Ashtabula and Fairport Stations is critical to securing the water-based border and supporting the entire region’s coastal economy and tourism industry.

    “Together with the Ashtabula community, I’m demanding the Administration restore Ashtabula Harbor Station to its full capacity. Its closure is unacceptable,” said Brown. “Lake Erie is vital to our way of life in Northeast Ohio. Ohioans rely on our lake as a driver of economic growth that supports both commerce and recreation – but that hinges on a fully operational and well-staffed Coast Guard to keep Ohioans and visitors safe on the Lake.”

    Since 1893, the U.S. Coast Guard has had a presence in Ashtabula, serving a vital public safety role for the entire region by protecting our water-based border, combating the trafficking of illegal drugs like fentanyl, engaging in counterterrorism operations, supporting commerce, and protecting boaters. But last year, the Biden Administration significantly downsized the U.S. Coast Guard presence in Ashtabula and U.S. Coast Guard Fairport. As there are every year, there have been a number of emergencies and safety issues on Lake Erie this year – including one weekend where one boater died and 13 others were rescued.

    “We have an outstanding relationship with the men and women of our Coast Guard Station Ashtabula and their presence in our community is vital to the safety of our tourists, outdoor enthusiasts, boaters, and commercial vessels. It is a strain on our resources when they are not in port, and although we take the time to train for emergencies on the water, this is not our expertise. We cannot replace the skills and response of the Coast Guard when they are in our station. We are hopeful complete coverage will be restored,” said Jim Timonere, City Manager, City of Ashtabula.

    “The City of Conneaut is the Northeastern Gateway to our region with a seven-mile coastline for swimming, recreational boating and deepwater port commerce. It is crucial as a network of port communities like Ashtabula and Conneaut, steeped in diverse maritime history, to have these assets close to us in here in the City of Ashtabula,” said Nicholas A.     Brown is leading the fight to reopen the station full-time and has repeatedly  urged the administration to reopen all operations along Lake Erie. Following Brown’s push, the U.S. Coast Guard staffed Ashtabula Harbor on weekends until this past Labor Day but have stopped since. Brown is continuing to demand the restoration of full-time staffing at U.S. Coast Guard Ashtabula and U.S. Coast Guard Fairport.

    Washington, D.C. – U.S. Senator Bob Casey (D-PA) joined his colleagues Kyrsten Sinema (I-AZ), Jacky Rosen (D-NV), Tammy Baldwin (D-WI), Chuck Grassley (R-IA), Eric Schmitt (R-MO), and John Hoeven (R-ND) in a letter urging the Administration to speed up enforcement of sanctions on Iran’s petroleum trade. The letter pointed out that the Administration has missed several deadlines put in place by the Stop Harboring Iranian Petroleum Act, which cracks down on foreign persons who knowingly engage in the petroleum trade with Iran.

Therefore, we ask the administration to honor the reporting deadlines and enforcement requirements prescribed within the SHIP and Fight CRIME Acts,” wrote the Senators.

    On April 23, 2024, Senator Casey voted to pass an emergency supplemental spending law with legislative provisions to strengthen U.S. national security, including the Stop Harboring Iranian Petroleum (SHIP) Act and the Fight and Combat Rampant Iranian Missile Exports (Fight CRIME) Act

    The SHIP Act includes important provisions to sanction foreign persons that knowingly engage in the petroleum trade with the Islamic Republic of Iran, and the Fight CRIME Act restricts certain missile-related activities and transfers by Iran. The bills include a number of reporting deadlines and enforcement requirements for the Administration so that Congress can track efforts to deny Iran the resources and ability to engage in destabilizing activities, commit human rights violations, support international terrorism, and fund weapons development.

    Senator Casey has long pushed to protect American economic and national security by monitoring Iranian oil activity. Earlier this year, Casey cosponsored the bipartisan Iranian Sanctions Enforcement Actlegislation establishing a fund to cover expenses related to the seizure or forfeiture of property found in violation of sanctions imposed by the United States against Iran or a covered proxy of Iran, including Hamas, the Islamic Revolutionary Guard Corps’ Quds Force, the Palestinian Islamic Jihad, Hezbollah, the Houthis, and Iran-sponsored militias in Iraq and Syria. Additionally, after learning about potential Iranian oil transport on Panamanian vessels in violation of U.S. sanctions, Casey urged the Panamanian Maritime Authority (AMP) to investigate the hundreds of vessels of concern. Thanks to Casey’s advocacy, AMP launched investigations into all Panamanian ships suspected of transporting Iranian oil, de-flagged vessels that had no evidence of oil transport, and removed dozens of ships from its registry.

    On April 23, 2024, Congress passed H.R. 815, an emergency supplemental appropriation for Fiscal Year (FY) 2024, that was signed into law by President Biden on April 24. The supplemental package included additional funding for Ukraine, Israel, the Indo-Pacific, and humanitarian assistance. The national security package also included legislation to strengthen U.S. national security, including the Stop Harboring Iranian Petroleum (SHIP) Act and the Fight and Combat Rampant Iranian Missile Exports (Fight CRIME) Act. The SHIP Act includes important provisions to sanction foreign persons that knowingly engage in the petroleum trade with the Islamic Republic of Iran, and the Fight CRIME Act restricts certain missile-related activities and transfers by Iran. The legislation includes a number of regulation publishing and reporting requirements from the administration in order for Congress to track efforts to deny Iran the resources and ability to engage in destabilizing activities, commit human rights violations, support international terrorism, and fund weapons development.

    For decades, there has been evidence that Iran has funded direct attacks on America and our allies. Since Hamas’ attack on Israel on October 7, 2023, Iran has only become more emboldened to act against democratic interests across the globe. To cite just two recent events, the International Atomic Energy Agency confirmed in its August 2024 report that Iran continues to increase its stockpile of enriched uranium, and on September 10, 2024, the Pentagon confirmed reports that Iran has transferred shipments of Fath 360 close-range ballistic missiles to Russia to support their continued aggression against Ukraine. Iran is able to further these disrupting activities due to profits from their oil trade.  According to United Against Nuclear Iran, a non-partisan watchdog organization that tracks Iranian oil shipment, Iran exported 1,626,866 barrels per day in August 2024.  Due to the quantity of oil that Iran is able to trade and the subsequent profits, as well as their historical pattern of utilizing these funds to foster violence and chaos, it is vital that the United States take concrete action to disrupt their petroleum trade. Therefore, we ask the administration to honor the reporting deadlines and enforcement requirements prescribed within the SHIP and Fight CRIME Acts that were included in H.R. 815, the emergency supplemental appropriations.

    To date, the administration has not met the following deadlines:

    • By July 23, 2024 (90 after enactment, and every 180 days thereafter), the Secretary of State shall provide a report that identifies Iranian persons utilizing an unmanned combat aerial vehicle against a United States citizen. P.L. 118-50, Div. K Sec.6(a)
    • By August 12, 2024 (10 days before regulation enactment), the President shall notify the appropriate Congressional committees of the proposed regulations to combat proliferation of Iranian missiles. P.L. 118-50, Div. K Sec. 5(f)(2)
    • By August 22, 2024 (120 days after enactment), the President shall promulgate regulations as necessary for the implementation of sanctions to combat proliferation of Iranian missiles. P.L. 118-50, Div. K Sec. 5(f)(1)
    • By August 22, 2024 (120 days after enactment, and annually thereafter), the Administrator of the Energy Information Administration shall submit a report describing Iran’s growing exports of petroleum and petroleum products, including their exports to the People’s Republic of China and the ships and ports involved in the oil sales.     • By August 22, 2024 (120 days after enactment), the Secretary of State shall submit written strategy on the role of the People’s Republic of China’s role in evading U.S.-imposed sanctions on Iranian-origin petroleum products. P.L. 118-50, Div. J Sec. 5

    The following deadlines are upcoming within the next 30 days:

    • By October 11, 2024, (10 days before regulation enactment) the President shall notify and brief the appropriate Congressional Committees on the regulations to be established to implement the SHIP Act. P.L. 118-50, Div. J Sec. 3(e)(2)
    • By October 21, 2024 (180 days after enactment), the President shall prescribe necessary regulations to implement sanctions enforcement. P.L. 118-50, Div. J Sec. 3(e)(2)
    • On and after October 21, 2024 (180 days after enactment), the President shall impose sanctions on foreign persons determined to have knowingly engaged in the Iranian petroleum trade. P.L. 118-50, Div. J Sec. 3(a)

    Given the havoc Iran is wreaking in the Middle East and the wider region, this information is both timely and vital for Congress to carry out appropriate sanctions oversight and understand what greater legislative action is required to ensure Iran does not have the resources to harm the United States or our partners and allies. We look forward to these timely reports and enhanced understanding of the administration’s plan to counter Iranian oil trade and accessible revenue for their funding of terrorism. We ask that you honor the October deadlines and work to address the deadlines already missed in order to provide Congress with the relevant reports as quickly as possible.

    VERGENNES, VT – Today, Senator Peter Welch (D-Vt.) brought together housing developers, construction industry experts, and local and State leaders in Vergennes to discuss barriers to building housing quickly and more affordably in Vermont. They also discussed ways the State and federal governments can ease the housing shortage crisis, and what has been done to speed housing development for working families.  
    “With half of Vermonters spending more than a third of their income on housing, it’s clear why housing costs are an issue that is top of mind for folks in Vergennes and across the State. This is a great place to start a family, grow a business, and be part of an extraordinary community—but too many people, from young families to seniors, have been priced out of making that dream a reality,” said Sen. Welch. “This rural housing crisis cuts our state deep—it hurts our local economy, makes it harder to attract and retain workers, and it’s threatening the success of our hospitals. Vermont is modeling the changes necessary to solve this crisis, and we need to keep working together to break through the barriers to build faster and more affordably.” 
    Attendees discussed the programs and positive steps Vermont has taken to make it easier to build housing, and how to improve current programs or institute new programs to build more manufactured and modular housing. They also discussed ways to cut through red tape in the permitting process and lower the price of building and development.

    A recent report from Vermont’s Department of Housing and Community Development found the State is “likely to need an additional 24,000 to 36,000 additional homes by 2029.” The same report found that between 2019 and 2023, single family homes increased in price by 38% and  mobile homes with land increased in price by 37%.

    Recently, Senator Welch joined Senators Heinrich and Wyden in introducing the New Homes Tax Credit Act, which would provide tax credits to incentivize new investments and additional resources for home construction and renovations for working families. He also recently helped introduce the bicameral Homes Act, legislation that would help build and preserve as many as 1.3 million homes in small towns, big cities, and rural communities. This summer, he introduced a bill to help more working families in rural communities purchase a home through the USDA’s home loan program.

    WASHINGTON, DC – Today, U.S. Representative Val Hoyle and U.S. Senator Ron Wyden and U.S. Senator Jeff Merkley, announced $25,018,750 in federal funding for the Pacific Coast Intermodal Port (PCIP) Terminal Planning Project. The investment comes from the U.S. Department of Transportation’s Nationally Significant Multimodal Freight and Highways Projects (INFRA) grant program.  

    “I am thrilled today that the U.S. Department of Transportation has awarded over $25 million for the Port of Coos Bay Intermodal Project,” said U.S. Representative Val Hoyle. “This project has the potential to bring over 8000 jobs to Southwest Oregon’s coastal communities and to strengthen our nation’s supply chain. Today’s announcement brings us one step closer to rebuilding the South Coast as an economic engine for the state and introduces more pathways to the middle class.” She added, “I would like to thank Secretary Buttigieg, the U.S. Department of Transportation, the White House, and my partners in Congress for their support and persistence to help bring this project closer to fruition.”

    In addition to creating thousands of jobs in a rural area that has been too often overlooked, the PCIP project will benefit the nation’s supply chain by easing congestion at West Coast Ports. It will also be the nation’s first ship-to-rail port on the West Coast, meaning the facility will not need to rely on trucks to move cargo. The project is also anticipated to use renewable energy sources to provide green electricity, which will allow for the use of electric-powered cargo handling equipment, vehicle charging, and onshore power. The Port will be fitted with electric power plug-ins to power ships at berth (known as “cold ironing”) during the process of unloading.

    The award is from the CHIPS and Science Act, which was negotiated by Arizona Senators Kyrsten Sinema and Mark Kelly to bring microchip manufacturing back to America, create jobs, and strengthen national security. 


    WASHINGTON
     – The U.S. Department of Commerce announced that Maricopa County Community College District (MCCCD) will receive $1.7 million to expand training programs for microchip manufacturing jobs in Arizona. The funding is a part of the CHIPS and Science law, led by Arizona Senators Kyrsten Sinema and Mark Kelly. 

    The funding was awarded through the National Semiconductor Technology Center (NSTC) Workforce Partner Alliance (WFPA) program – established by Sinema and Kelly’s CHIPS and Science law – and will enable MCCCD to continue leading transformative workforce development programs in Arizona aimed at closing crucial workforce and skills gaps across the U.S. semiconductor industry.

    “This investment from our bipartisan CHIPS and Science law will ensure Maricopa Community Colleges can continue providing talented Arizonans with the tools and training to thrive, protect our national security, and strengthen Arizona’s leadership in semiconductor manufacturing,” said Sinema.

    “As Arizona’s microchip industry continues to grow, there will be even more demand for a trained workforce ready to work the jobs of the future,” said Kelly. “This funding will allow Maricopa County Community College District to expand their Quick Start semiconductor technician training program—preparing more Arizonans with the skills they need to start great-paying careers without a four-year degree. By investing in our workforce, we’re strengthening Arizona’s position as a leader in microchip manufacturing and ensuring our nation’s competitiveness and security.”

    Currently offered at three of the system’s 10 colleges – Chandler-Gilbert Community College, Estrella Mountain Community College, and Mesa Community College – this funding will allow MCCCD to expand its Semiconductor Technician Quick Start training to Glendale Community College, ensuring geographic coverage for individuals seeking training throughout the Valley. Additionally, MCCCD will develop and implement the Maricopa Accelerated Semiconductor Training (MAST) program, building on the Quick Start program to provide course training for in-demand positions. 

    As the largest workforce training provider in the state, MCCCD’s expanded programming will prepare an additional 300 individuals for careers as semiconductor technicians in Arizona’s booming microchip industry, addressing the region’s growing demand for highly skilled workers and reinforcing Arizona’s position as a global microchip leader.

    Sinema and Kelly worked for nearly two years to negotiate and champion the CHIPS and Science Act, a $52 billion plan to boost domestic microchip manufacturing. Thanks to their leadership, Arizona is well positioned to become a global hub for microelectronics research, development, testing, manufacturing, and packaging. With new semiconductor facilities being constructed in Maricopa County, Arizona workers are already feeling the impact of this historic law.

    In June 2020, Sinema first introduced the CHIPS for America Act with Senators John Cornyn (R-Texas) and Mark Warner (D-Va.) to bring semiconductor manufacturing back to the United States. The CHIPS and Science Act included the funding to make Sinema’s CHIPS in America Act operational. Sinema was instrumental in passing the bipartisan CHIPS and Science Act into law, partnering with Republican Senator Todd Young (Ind.) to prevent the legislation from partisan collapse on the Senate floor.

    Since the passage of the CHIPS and Science Act, more than $60 billion in private investment for 38 semiconductor industry projects have been announced in Arizona.

    CHICAGO Today, U.S. Senate Majority Whip Dick Durbin (D-IL) joined officials from CountyCare, Cook County Health, and the Cook County Department of Public Health to unveil new proactive measures taken by all five Medicaid managed care insurance companies (MCOs) in Illinois in response to a request by Durbin and U.S. Senator Tammy Duckworth (D-IL) to address lead poisoning risks to children in Chicagoland.

    In March, Durbin and Duckworth had urged MCOs to step up to address lead poisoning risks to children in Chicago by preemptively sending drinking water test kits, water filters, home visitors, and educational materials to all enrolled children in the city. As a result of these letters, CountyCare, the largest MCO in Cook County, agreed to the Senators’ request and sent educational materials as well as a coupon redeemable at local Jewel-Osco grocery stores for a free water filter to nearly 90,000 families in Cook County. The other four MCOs made similar commitments, including providing grants to primary care providers for lead tests and to local community organizations to distribute free water filters to low-income families.

    “Children continue to face the unacceptable risk of lead poisoning in the very place they call home,” said Durbin. I sent letters with Senator Duckworth to the five Medicaid insurance companies in Illinois, calling upon them to take new, proactive measures to address this dire health risk. I applaud CountyCare for being the first to step up and implement innovative strategies to prevent the threat of lead exposure for low-income children. Today’s announced initiatives from all five insurance companies will support children’s health and provide some peace of mind for parents as we continue to work towards replacing lead pipes in our community.”

    “We appreciate the leadership of Senator Durbin and Senator Duckworth in addressing the number one environmental hazard that is 100 percent preventable. Collaboration is key in tackling public health issues, and efforts like this are crucial in preventing such problems whenever possible.     “There is no safe level of lead exposure for children. Lead can cause serious and permanent health problems, including irreversible brain damage,” said Dr. Erik Mikaitis, Interim CEO of Cook County Health, which includes CountyCare, the largest Medicaid Managed Care Plan serving residents of Cook County. “I am grateful to Senator Durbin and Senator Duckworth for their leadership on this issue. By creating these new outreach strategies, we are strengthening our collaborative, multi-faceted approach to prevent, mitigate and treat lead exposure and keep children safe.”

    Today’s announcement comes during Children’s Health Month and ahead of National Lead Poisoning Prevention Week.  The Senators’ letters to CountyCare, Aetna, BlueCross, Meridian, and Molina followed the finding earlier this year that 129,000 Chicago children—68 percent of those younger than age six—were potentially exposed to lead in their home drinking water, due to the presence of lead pipes—given that Chicago has the highest number of lead pipes of any city in the country.  

    Medicaid, the federal-state health insurance program for low-income individuals, has a comprehensive benefit for kids—requiring all covered children to receive lead screenings at ages one and two. The Centers for Medicare and Medicaid Services (CMS) states that there is a specific and presumptive risk of lead exposure for children on Medicaid. Further, if a child tests for an elevated blood lead level, states are required to provide diagnostic and treatment services.

    Last week, the U.S. Environmental Protection Agency (EPA) announced its final Lead and Copper Rule Improvements (LCRI) to address lead in drinking water, which requires 100 percent lead pipe replacement in 10 years among other requirements to protect public health. In Illinois, the state reported more than one million lead service lines (LSLs), the most per capita in the nation, and replacing LSLs statewide is estimated to cost $11.6 billion. Illinois has received more than $578 million from the Bipartisan Infrastructure Law earmarked for LSLs from EPA. The Natural Resources Defense Council found that Illinois will benefit the most from lead pipe remediation, with up to $89 billion in avoided health costs.

    Earlier this year, Durbin reintroduced his Lead-Safe Housing for Kids Act, a bill to require the Department of Housing and Urban Development (HUD) to update its lead poisoning prevention measures to reflect modern science and ensure that families and children living in federally assisted housing are protected from the devastating consequences of lead poisoning.

    In July, Republican senator Chuck Grassley hosted a roundtable on the trafficking crisis at the border. Tara Rodas, 55, a federal employee who in 2021 worked at an emergency intake shelter in California, testified that while she was there, a 13-year-old girl from El Salvador was released to a sponsor in Ohio who was affiliated with the MS-13 gang.

    Washington’s lack of interest in the sex-trafficking crisis is stunning. Sometimes it seems as though the only person in a position of power who cares about the issue is 91-year-old Senator Grassley…

    “I’ve been trying to protect unaccompanied children that are put in dangerous environments,” he told me in an interview. “These are the most vulnerable people, and somebody’s got to look out for them, and that’s me.”

    The next year, he wrote a letter to the Department of Homeland Security, saying that up to 3,400 unaccompanied children’s sponsors had criminal histories. Two years later, he urged the ORR to take responsibility for unaccompanied children who had ties to the gang. “Your agencies repeatedly pass the buck to each other. As a result, children are allowed to disappear. When these children disappear without any supervision, they are vulnerable to join dangerous gangs like MS-13,” he said.
    Grassley reached across the aisle in 2019 and 2021, working with Democratic senators Dianne Feinstein and Ron Wyden, respectively, regarding allegations of sexual abuse and employee misconduct at ORR-funded shelters. Grassley and Wyden’s investigation found that between 2016 and 2020, ORR received nearly 7,500 reports of sexual misconduct involving an unaccompanied child staying at a shelter…
    With the election of Joe Biden—and the border crisis that ensued—other Republicans have jumped on the trafficking bandwagon, but Grassley has continued to lead the charge, using his staff to conduct significant investigations. In January, for instance, he sent a detailed letter to Department of Homeland Security Secretary Alejandro Mayorkas and FBI Director Christopher Wray, detailing evidence his staff had uncovered of unaccompanied children who were suspected of being in the hands of traffickers.

    Democrats have been shamefully silent on the trafficking issue. At the roundtable Grassley held in July, not a single Democrat attended. Neither did Mayorkas. “Democrats didn’t come because they’re just too embarrassed to talk about the shortcomings of this administration on immigration,” Grassley told me. “Especially when you have HHS sending kids to MS-13 gang-related sponsors in Ohio. It’s hard to explain that.”

    As for the Office of Refugee Resettlement… It has yet to do anything to reduce the sex trafficking that is taking place under its nose. On the contrary, it has lately been pushing through rules that will minimize the vetting of sponsors…This, of course, will allow the NGOs to push migrant children through the system even faster. But it will also make it easier for gangs and criminals to “sponsor” migrant girls after they’ve crossed the border. Grassley is trying to stop that from happening

    Good morning. It’s good to be here with all of you.

    Thank you, Randy, for your work with the University of Northern Iowa (UNI), a school near and dear to my heart. And thank you for the invitation to speak about another subject near and dear to my heart: building prosperity for Iowans across our state.

    Now, typically, I wouldn’t be able to join you in person on a weekday in the middle of October. But since we’re in the thick of a presidential election year, Congress is out of session until after November 5th.

    As you know, we’re also in the thick of harvest season. This week, my son and grandson are on our family farm in New Hartford running the combine and hauling grain from the fields. 

    I’m the second generation of our fourth-generation family farm, so I understand what weighs on the minds of Iowans looking to pass on the reins of a farm or small business. Although, a farmer never really retires.

    Like most family farms in Iowa, a lion’s share of our small- and medium-sized businesses are owned by baby boomers. These operations are expected to change ownership in the next five to 10 years. Finding the future stewards of these farms and businesses is top of mind for communities across Iowa. 

    It will have tremendous impact on the tax base, population, school enrollment, jobs, economic vitality and social capital of the local and regional community.

    This year, I completed my 44th year holding question-and-answer sessions with Iowans in all 99 counties in our state. Two issues that regularly come up at my meetings with small businesses and manufacturers are workforce shortages and employee retention. 

    The workforce and succession planning are top of mind for so many small businesses in Iowa, including those of you here in this room. As the baby boom generation prepares to pass the torch, a sizeable segment of our state’s economy will hinge on the strategic transition of farms and businesses. 

    Changing ownership of a business the same family has owned and operated for decades is complicated. Potential buyers and sellers need to navigate a maze of issues, including complex family dynamics, taxes, financing and more. 

    A decade or so ago, the impending demographic shift was often referred to as the Silver Tsunami. Since 2011, roughly 10,000 Americans turn 65 every day. I would suggest the so-called tsunami has delivered rolling waves of changes, instead of catastrophic disruptions to health care, housing, transportation and community services. I attribute that to forward-thinkers, like those of you attending today’s conference. 

    We’ve seen across many sectors of the economy that not all of the demographic disruptions hit the fan at once. 

    That’s partially because people are staying in the workforce longer, by choice or financial necessity. 

    Like I said earlier, a farmer never really retires. The same often goes for a family-run business, perhaps due to the fact owners don’t always have a viable succession plan or buyer. Having a succession plan can give families, landowners and small businesses much-needed peace of mind. After putting years of sweat and investments into their farm or business, many Iowans are what we call cash-poor and asset-rich.  

    As we look ahead to this era of transition in business ownership, it’s important for leaders in government, business and academia to collaborate. Together, we can anticipate the challenges and embrace the economic opportunities this demographic shift will present. 

    From that standpoint, I applaud the efforts of your organization, in partnership with my alma mater, UNI.  

    I want to commend you for taking a proactive approach. You’re grabbing the bull by the horns to identify the obstacles and possibilities that lie ahead. By engaging stakeholders and raising public awareness, your efforts can help expand local economic vitality and prosperity for generations to come. 

    You understand that a majority of the businesses owned by baby boomers will close for good if a viable buyer isn’t found. Usually, a viable buyer is restricted by the sale price, or there simply isn’t a buyer available at all. 

    Let’s not underestimate the benefits your efforts will bring workers and the community. Day in and day out, workers help build and grow a company. When workers are able to capture financial equity in their employing business, it fosters an ownership culture that strengthens morale and reinforces roots in the community. 

    These dynamics sow the seeds for broader advantages for nearby schools, civic clubs, volunteer fire departments, places of worship, and more.

    If you think about it, your mission kills two birds with one stone. On the one hand, you provide an off-ramp for business owners to pull wealth from their business, monetizing the retirement nest egg they’ve feathered for decades. 

    On the other hand, you’re expanding ownership opportunity and offering a piece of the financial pie to the workforce, empowering employees to share in the fruits of their own labor. 

    As a former chairman of the Senate Finance Committee, fostering economic growth is central to my philosophy on tax policy. That includes my support for federal tax advantages for Employee Stock Ownership Plans. 

    Everything these days goes by an acronym, but “ESOPs” have been around for decades.  

    A century ago, big corporations like Proctor & Gamble, J.C. Penney and Sears Roebuck provided stock ownership through a tax vehicle Congress added to the federal tax code in 1921. 

    The iteration we have today sprang up in the 1950s, for the purpose of transitioning ownership of a company to its employees. 

    ESOPs were formally recognized in law in 1974 thanks to the efforts of Senator Russell Long – one of my predecessors at the helm of the Senate Finance Committee.  

    An ESOP allows companies to use IRS tax-qualified plans as a tool for business succession, and as a workplace empowerment tool to foster an ownership culture. They provide the seller better options to manage tax liabilities from the sale of the business rather than what many consider tax confiscation at the point of sale. 

    Senator Long once declared ESOPs would be the perfect elixir to the economy. In fact, he used the term “Geritol,” if anyone here remembers that once-popular vitamin supplement. 

    The good news is ESOPs have outlasted Geritol. For decades, this tax-advantaged tool has helped boost productivity, create wealth among the workforce, expand prosperity and grow civic roots in communities across the country. 

    When Congress passed the Tax Reform Act of 1984 that included tax-free, roll-over treatment, Washington cleared the path for privately held businesses to transfer ownership, unlocking a burst of economic activity and new ownership to the next generation of employees. 

    To this day, ESOPs are a preferred tool for business succession in America.  

    From my platform on the Senate Finance Committee, once again, I will have a front row seat at the tax policymaking table in the new Congress. With 2025 will come a major tipping point for the U.S. economy, as lawmakers and a newly elected president confront a tax cliff. The Tax Cuts and Jobs Act that I helped shepherd into law in 2017 is set to expire at the end of next year.  

    This package enacted across-the-board tax cuts for every American taxpayer. As a result, businesses and families kept more of their hard-earned money in their pockets. 

    That means Iowans got to save, spend and invest more of their own money. If the 2017 Trump tax cuts expire, we will say good-bye to trillions of dollars in tax breaks. 

    The 2017 tax law also unlocked opportunities for small business across our state – the engines of the nation’s economy. Whether a business was structured as a “C” corporation or subchapter “S,” the law lowered tax rates on their income. This tax cut applies to ESOPs with partial employee-ownership. 

    The law lowered the maximum corporate tax rate from 35 percent to a single marginal rate of 21 percent, empowering businesses to expand, hire more people or raise wages. 

    Just as importantly, for pass-through businesses the law lowered tax rates across the board and created a new 20 percent business income deduction. 

    Together, those reforms shrunk the top federal income tax rate from 39.6 percent to 29.6 percent. Farmers and small businesses operate on tight margins. These tax breaks make a tremendous difference on the bottom line.  

    I’m always on the lookout for ways to continue to build on the success of ESOPs. A provision I’ve long cosponsored to make ESOPs a more attractive option for S corporations was incorporated into the SECURE 2.0 Act, which Congress passed at the end of 2022. 

    I’ve written tax policy in the U.S. Senate for more than four decades and counting. I’ll let you in on a secret: When you tax something – anything – you get less of it. 

    Tax laws influence purchase decisions on items ranging from cars and clothes to farm machinery and investments. Just consider back-to-school tax-free shopping weekends. Or how states with no state income tax attract people from high-tax states. 

    On the flip side, high taxes on cigarettes, gambling and alcohol aim to limit those behaviors. Tax incentives operate the same way, informing research and development, college savings and homeownership. 

    I’m sure many of you want to know what’s going to happen on those expiring tax cuts in 2025. That crystal ball will get some clarity after November 5th. 

    In closing, I want you to know I agree ESOPs are a key instrument for communities to foster economic prosperity across our state. 

    Ownership is a core principle in America’s promise of prosperity — and freedom itself — that our nation’s Founders enshrined in our Constitution. 

    In my 99 county meetings, I’ve seen good things happening and economic vitality thriving in communities with ESOP-structured businesses. 

    ESOPs can provide that pathway to prosperity.  

    Business owners preparing to retire can get tax-advantaged cash in their pockets, after many years of building their business. 

    Employees can build equity in the company and find greater satisfaction on the job. 

    With your advocacy, communities can realize more opportunities to keep valued businesses thriving and tap into the ownership culture that attracts a dynamic workforce.

    In his keynote address, Cassidy highlighted the geopolitical challenges confronting U.S. manufacturers operating internationally. Adversaries exploit lax environmental and labor standards to gain an unfair trade advantage over American companies. 
    “We are working to preserve the jobs we have in Louisiana and create more in the future,” said Dr. Cassidy. “We can do this by requiring that trade with countries like China be fair, and not allow them to pollute the atmosphere while we’re working to clean it.”
    “The Foreign Pollution Fee Act is a trade policy that rewards U.S. businesses and workers while penalizing foreign polluters. It creates a level playing field for American companies on the global stage. It’s a win for American workers, the U.S. economy, our national security, and the environment,” added Dr. Cassidy.
    The summit featured ten panels which explored protecting U.S. interests from unfair trade practices, Louisiana’s low emissions manufacturing advantage, and the role of natural gas in strengthening U.S. geopolitical influence. Panelists included presidents and CEOs from Entergy, First Solar, Buzzi UnicemUSA, Orsted, and Aluminum Technologies, former Trump administration officials, and leaders from Louisiana trade associations and major energy and Fortune 500 companies. 

    “We have the talent, we have the resources, we have the God-given location here in Louisiana with the Mississippi River, the Gulf, so much pipeline running underneath us, some of the greatest ports in the country, we’ve got all those tools. We just need to make sure we marry those with good policy,” said Louisiana Association of Business and Industry President Will Green. “If we do, we will be unstoppable here in Louisiana.”
    “This is an energy economy here in Louisiana. We send it out, and we bring it in. It’s a manufacturing powerhouse. This state embodies what we can achieve again, if we open our alliances and we shut down our adversaries,” said Former Chairman of the White House Council on Environmental Quality James Connaughton.
    “There is a market disadvantage for U.S. producers and manufacturers,” said Former Energy Deputy Secretary Mark Menezes. “This is basic fairness. As a consumer you have choices to make on products. You can choose a U.S.-made product or something that is imported. The choice is easy. And as a consequence of making that choice you address the fundamental fairness of this, you recognize the importance of the U.S. role, and you incentivize U.S. manufacturers to come back from China.”
    “Everyone in this room knows China has not relaxed. They have increased production and are flooding the market,” said Huntsman Corporation Vice President of Global Communications and Government Affairs Kevin Gundersen. “We have gotten away from [our] competitive advantage, and we have leaned into our disadvantage as a country. I think there needs to be a course correction.”  
    “We already import more than 26 million tons [of cement] per year. All of the countries where we import cement—they don’t have all the environmental regulations we do. They don’t have all the laws. They don’t have all the regulation, so we already have a disadvantage,” said Buzzi UnicemUSA President and CEO Massimo Toso. “So we do appreciate the effort by Senator Bill Cassidy and his colleague to put in place a carbon border adjustment mechanism.”
    “Non-market actors overseas, subsidies, and unfair trade practices make it cheaper to produce goods than companies like ourselves,” said CF Industries Vice President for Public Affairs Linda Dempsey. “We’ve got the best workers and the best standards, but the second piece really is flipping the switch on the trade rules.”
    “The cheap solar panels that are brought in from China don’t have the same standards of which we hold ourselves accountable to creating an unfair blade,” said First Solar CEO Mark Widmar. “Between American ingenuity, passion, creativity, and know-how, we can outcompete, but we need fairness.”
    Background
    Cassidy and U.S. Senator Lindsey Graham (R-SC) introduced their Foreign Pollution Fee Act to level the playing field with Chinese manufacturing and expand American production.
    Earlier this month, he released the 3rd episode of Bill on the Hill, where he highlights his Foreign Pollution Fee Act and discusses China’s growing economy and military coming at the expense of the American worker. After hearing fellow Americans share their concerns, Cassidy presented his plan to address the nexus between economic development, national security, and the environment. His Foreign Pollution Fee Act would even the playing field while holding China accountable.
    He penned editorials in Foreign Affairs, The Washington Times, and jointly in the USA Today Network discussing the geopolitical threat that China poses to U.S. global standing. Cassidy also joined Greta Van Susteren on Newsmax to discuss his foreign pollution fee, noting the competitive advantage China receives from intentionally ignoring environmental standards. 
    Last Spring, the Louisiana Senate and House of Representatives unanimously adopted a resolution urging Congress to pursue an industrial manufacturing and trade policy to counter competition from China. Learn more here. 
    Last Congress, Cassidy released a landmark energy policy outline in response to the Biden administration’s assault on domestic energy. The outline details how we can successfully reset U.S. energy policy, including Cassidy’s plan for an Energy Operation Warp Speed to cut permitting red tape and unleash domestic energy and manufacturing. In support of this complete vision and in addition to the Foreign Pollution Fee Act, Cassidy led Republican colleagues in opposition to a domestic carbon tax and introduced the first comprehensive judicial reform for permitting bill. He also pushed back on disastrous proposals from the Biden administration to limit development in the Outer Continental Shelf with the introduction of the WHALE Act and the Offshore Energy Security Act of 2023.

    SALEM – U.S. Senator Maggie Hassan toured GPD Optoelectronics in New Hampshire on Wednesday, a local business that manufactures specialized semiconductors with applications in aerospace, defense, telecommunications, and other industries. The visit underscored the impact of the bipartisan CHIPS and Science Act, which Senator Hassan helped develop and pass into law, on boosting semiconductor production in the United States and increasing demand for American-made components, like those made by GPD Optoelectronics.

    “Having reliable roads to connect our ports to the rest of the state is essential for doing business,” said Dr. Cassidy. “The Caddo-Bossier I-69 connector will be yet another reason companies choose to invest in North Louisiana and allow us to build an economy for 2050.”
    Cassidy’s Infrastructure Investment and Jobs Act increased the money available for the INFRA grant program, helping make this project possible.

    SANTA FE, N.M. — U.S. Senator Martin Heinrich (D-N.M.), a member of the Senate Appropriations Committee, met with leaders from Santa Fe Habitat for Humanity and Homewise to announce his New Homes Tax Credit Act, legislation to build more housing and renovate homes for working families, and see how the $1,100,000 he secured through the Appropriations process is helping Santa Fe Habitat for Humanity develop land and build housing for working families.

    “New Mexico is facing a housing shortage. The driving factor behind it is clear: we need to build more homes to meet demand. I authored the New Homes Tax Credit Act and secured federal funding to build more housing, so we can give more working families in our state a shot at owning a home. I will continue fighting to increase housing supply and put homeownership within reach for more New Mexicans,” said Heinrich.

    Heinrich recently introduced the New Homes Tax Credit Act, legislation that will provide tax credits to incentivize new investments and additional resources for single-family home construction and renovations for working families.  

    As Chairman of the U.S. Joint Economic Committee (JEC), Heinrich released a report on housing supply in America, which found that underbuilding, restrictive zoning policies, and home financing hurdles have caused the supply of starter homes to shrink and prices to rise. High interest rates and mangled supply chains have also contributed to increased home prices. Heinrich’s legislation will address the lack of housing inventory for individuals and families whose incomes are up to 120 percent of the area median income (AMI), particularly including in areas where middle-income families have historically been priced out. In Albuquerque, Santa Fe, and Las Cruces, New Mexico, for example, this added housing inventory would benefit families with annual incomes of up to $103,680, $109,800, and $78,960, respectively. 

    Additionally, Heinrich secured $1,100,000 through the Fiscal Year 2024 Appropriations process for Santa Fe Habitat for Humanity to develop land into a mixed-income development focused on building 25 to 30 housing units for working families. In total, Heinrich has secured $14,500,000 in Congressionally Directed Spending (CDS) for northern New Mexico to address the housing shortage.

  • MIL-OSI USA: Baldwin Announces $12.5M to Improve Public Safety and Upgrade Infrastructure Along I-43 in Manitowoc County

    WISCONSIN – Today, U.S. Senator Tammy Baldwin (D-WI) announced $12.5 million in Bipartisan Infrastructure Law funding to boost roadway safety, reconstruct rest areas, and expand truck parking between Manitowoc and Green Bay. According to the Wisconsin Department of Transportation (WisDOT), over 22,000 travelers use this corridor of I-43 daily. Senator Baldwin advocated to U.S. Department of Transportation (DOT) Secretary Buttigieg to fund the project, increase roadway safety, and help drive regional growth.   

    “I-43 is vital for our businesses to get their products on shelves and connects communities across Eastern Wisconsin,” said Senator Baldwin. “After decades of heavy use, the outdated and deteriorating infrastructure isn’t up to par. That’s why I fought to secure this investment, reconstructing an important resource for truckers, helping ensure that goods get to market on time, and keeping Wisconsin drivers safe on our roads.”

    The investment, from the DOT Infrastructure for Rebuilding America or INFRA program, comes from the Baldwin-backed Bipartisan Infrastructure Law. The Baldwin-supported Bipartisan Infrastructure Law made up to 8 billion available through this grant program from FY22-26 to help carry out major infrastructure projects across the country.

    The funding will replace the Rest Area 51 Maribel and Rest Area 52 Denmark facilities along I-43 in Manitowoc County. According to WisDOT, insufficient parking, deteriorating pavements, and outdated and undersized facilities require the reconstruction of this 44-year-old safety rest area. For both sites, the funding will be used to construct a new comfort building, maintenance garage, and parking lots for both automobiles and trucks, increasing the capacity of truck parking by 72 stalls. Additionally, lighting will be replaced throughout both facilities, roadways will be reconstructed to accommodate the additional truck parking stalls, the pavement will be improved, and a substandard beam guard will be removed.

  • MIL-OSI USA: Readout of Principal Deputy National Security Advisor Jon Finer’s Trip to  Haiti

    Principal Deputy National Security Advisor Jon Finer traveled to Port-au-Prince, Haiti on October 16 to meet with senior Haitian officials, and leadership of the Multinational Security Support (MSS) mission and the Haitian National Police (HNP) to drive progress on security and governance efforts. Mr. Finer was joined by a senior U.S. delegation from the Department of State, the Department of Defense, the U.S. Agency for International Development, and the National Security Council.  During separate meetings with members of the Transitional Presidential Council (TPC) and Prime Minister Garry Conille, Mr. Finer expressed condolences for the tragic loss of innocent life in the recent gang-led massacre in Pont-Sondé and reiterated the U.S. commitment to support Haitian-led efforts to restore security and pave the way toward free and fair elections.  Mr. Finer also commended the TPC for the transition of the presidency to President Leslie Voltaire on October 7, while noting that all Haitian officials must continue to put country over party and deliver on their promise to work for all Haitians.
    In his meeting with MSS and HNP leadership, Mr. Finer underscored our continued commitment to rally international support and provide the tools necessary to restore security and rule of law in Haiti.  To ensure that the MSS has the resources that it requires, the United States is by far the largest contributor to support the MSS mission to date.  Following the Haitian government’s request to the UN Security Council to authorize a UN peacekeeping mission to take over from the MSS at an appropriate time, Mr. Finer reassured Haitian officials of U.S. support for such a transition.
    The United States remains the largest contributor of humanitarian aid to the Haitian people through our UN and NGO partners, while also supporting the renewal of the HOPE/HELP trade preferences program as soon as possible to spur greater economic prosperity in Haiti.

  • MIL-OSI USA: Senator Peters Helps Introduce Bipartisan Bill to Strengthen Cybersecurity at U.S. Ports

    WASHINGTON, DC – U.S. Senator Gary Peters (MI) helped introduce bipartisan legislation to strengthen cybersecurity at U.S. ports. Port security is critical to the success of our nation’s economy, supply chains, industrial base, and national security. However, cybersecurity vulnerabilities continue to threaten their security. For instance, many U.S. ports, including strategic ports used by the military, utilize Chinese-made cranes that could expose the port to malicious cyber activity and disrupt port operations. The Protecting Investments in Our Ports Act would strengthen the security of U.S. ports by requiring all applicants for competitive grant funding from the Port Infrastructure Development Program (PIDP) to have necessary digital infrastructure or software in place to address cybersecurity threats.

    “This commonsense, bipartisan bill would help strengthen our nation’s defenses against cyberattacks by making sure ports have the necessary digital infrastructure and safeguards in place to protect both U.S. national security and supply chains as goods move throughout our waterways,” said Senator Peters.

    “Senator Peters’ steadfast approach to legislating in a technology driven age will continue to provide critical protections for U.S. Ports and the infrastructure investments being made by the American taxpayer. The Senator clearly understands that as Port investment evolves with technology, that proactive cybersecurity planning must accompany federal spending,” said Captain Paul C. LaMarre III, President of the American Great Lakes Ports Association.

    The PIDP, which falls under the U.S. Department of Transportation’s (DOT) Maritime Administration, helps ports on our Great Lakes, coasts, and rivers improve the movement of goods and services. The Protecting Investments in Our Ports Act would ensure applicants of the program have certified that they have an approved National Maritime Transportation Security Plan to reduce cybersecurity risks. Peters introduced the legislation with U.S. Senator John Cornyn (R-TX).

    In 2021, Peters helped Congress pass the Infrastructure Investment and Jobs Act, also known as the Bipartisan Infrastructure Law, which provided robust funding for transportation and port infrastructure projects across the country. The historic law invested more than $17 billion in U.S. port infrastructure to make needed repairs and upgrades, reduce congestion to strengthen our supply chains and expedite commerce, and lower harmful emissions near ports to reduce environmental impacts on local communities.

    As Chairman of the Homeland Security and Governmental Affairs Committee, Peters has led also numerous efforts to ensure our nation is better prepared to defend against cyberattacks. His historic, bipartisan provision to require critical infrastructure owners and operators to report to CISA if they experience a substantial cyberattack or if they make a ransomware payment was signed into law. Peters’ bipartisan bill to enhance cybersecurity assistance to K-12 educational institutions across the country was also signed into law. Peters’ bipartisan bills to bolster cybersecurity for state and local governments, strengthen the federal cybersecurity workforce, and help secure federal information technology supply chains have been signed into law.

    Background:
    In May, Sen. Cornyn voted in favor of the Federal Aviation Administration (FAA) Reauthorization Act, now law, which includes a range of reforms to improve public safety, efficiency, and consumer confidence and allows for a direct route from San Antonio.
    In July, Sen. Cornyn joined Senator Ted Cruz (R-TX), Representative Chip Roy (TX-21), Representative Joaquin Castro (TX-20), and others in sending a letter urging Secretary of Transportation Pete Buttigieg to allocate San Antonio International Airport (SAT) one of the new long-haul, round-trip flights to Ronald Reagan Washington National Airport (DCA) allowed for in the FAA reauthorization legislation.

    Hood Canal Bridge is a vital link between Olympic and Kitsap peninsulas & helps more than 30,000 daily commuters avoid a 100-mile detour around Puget Sound; As the longest floating saltwater bridge in the world, the structure is deteriorating in the harsh marine environment
    WASHINGTON, D.C. – Today, U.S. Senators Maria Cantwell (D-WA) and Patty Murray (D-WA) and U.S. Representative Derek Kilmer (D, WA-06) announced that the Washington State Department of Transportation will receive $51,125,917 in federal funds to repair the Hood Canal Bridge.
    The funding comes from the Infrastructure for Rebuilding America (INFRA) Grant Program, which provides grants to nationally and regionally significant transportation projects to improve the country’s freight network.
    “Thanks to the Bipartisan Infrastructure Law, the Hood Canal Bridge will receive the repairs it needs to continue providing a vital connection between Kitsap, Jefferson, and Clallam Counties, with more than 30,000 crossings per day. Without this bridge, drivers would need to take a 100-mile detour around Puget Sound. And if the bridge’s retractable span were to fail, submarines and other vessels would be cut off from Naval Base Kitsap – Bangor,” Sen. Cantwell said. “This bridge is critical to the quality of life for residents and our national security.”
    “The Hood Canal Bridge is an absolutely critical connection for people and businesses on the Olympic and Kitsap peninsulas,” said Sen. Murray. “This is a piece of infrastructure that must remain safe and reliable so people can get to where they need to go—whether that’s work, a doctor’s appointment, or anything else. With thousands of travelers relying on this bridge just about every day, I’m proud to have worked together with Senator Cantwell and Representative Kilmer to ensure we bring these federal dollars home to replace outdated portions of this bridge.”
    “The Hood Canal Bridge is often a lifeline for folks on the Olympic Peninsula, enabling them to get where they need to go,” said Rep. Kilmer. “This federal funding is a major step toward improving the safety and reliability of the bridge, helping ensure that it will remain open, accessible and resilient for years to come. And with federal support it means this project can move forward without the costs falling solely on the backs of taxpayers in our state. That’s a win-win.”
    This project will replace over 3,400 linear feet of the western half of the bridge including the replacement of 55 reinforced concrete crossbeams and 216 prestressed concrete girder lines and the placement of nearly 4,800 cubic yards of concrete. Preliminary design work is scheduled to begin in November 2025, with project completion scheduled for June 2027. The project’s total budget is $85.2 million.
    The Hood Canal Bridge links the Olympic and Kitsap peninsulas, allowing over 30,000 motorists to get to and from work each day. As the longest floating bridge in the world over saltwater, this unique structure sits in a harsh marine environment that’s deteriorated its condition over the past 40 years. Currently, vehicles that can cross the bridge are weight-restricted at 17,000 lbs per axle or less, and overweight vehicles are forced to drive nearly 100 miles around Puget Sound.  If the bridge’s condition goes unaddressed, further deterioration and restrictions would have severe impacts on commerce and the livelihood of those who depend on the bridge every day.
    The Hood Canal Bridge also crosses a channel used by U.S. Navy submarines to reach the Pacific Ocean from Naval Base Kitsap -Bangor. Should the bridge’s retractable span become unusable, those vessels would be cut off from the base.
    Sen. Cantwell authored the INFRA Grant Program in the FAST Act of 2015, to provide grants to nationally and regionally significant freight and highway projects. This grant program was the first discretionary grant program to focus on improving the multimodal freight network and addressing freight bottlenecks. In 2022, as chair of the Senate Committee on Commerce, Science, and Transportation, Sen. Cantwell helped secure $8 billion over five years for the INFRA Grant Program as part of the Bipartisan Infrastructure Law, a 78 percent increase in funding. Additionally, in August 2024, Sen. Cantwell wrote a letter to Department of Transportation Secretary Pete Buttigieg in support of the Hood Canal Bridge project’s INFRA grant application. The State of Washington has received 11 INFRA Grants, for a total of $532,300,108 since the start of the program.
    Sen. Murray, as a senior appropriator and then Assistant Majority Leader, helped secure $3.2 billion for the INFRA grant program in advance appropriations in addition to the $4.8 billion funded through the Highway Trust Fund when she helped pass the Bipartisan Infrastructure Law, for a total of $8 billion over five years.

    WASHINGTON—U.S. Senator Dan Sullivan (R-Alaska) introduced the Alaska’s Right to Ivory Sales and Tradition (ARTIST) Actand the Archie Cavanaugh Migratory Bird Treaty Amendment Act to protect the legal rights of Alaska Native artists using natural materials, such as walrus ivory or migratory bird feathers, in traditional handicrafts, art, ceremonial regalia, and clothing. These bills would clarify that existing laws do not prohibit the use or sale of these materials in Alaska Native handicrafts by Alaska Native artists who are partaking in centuries-old cultural practices.
    “Alaska Native artists, who have sustainably used natural materials in traditional art and cultural practices for thousands of years, are negatively impacted by overly broad bans on materials like walrus ivory and bird feathers,” Senator Sullivan said. “The products made with these materials provide not just valuable artistic and cultural expressions, but also vital income for many rural Alaskans. Many of these restrictions have been enacted without consultation from indigenous communities and local lawmakers—and can have devastating consequences. Archie Cavanaugh, a renowned Alaska Native artist, faced jail time and legal challenges for using these materials in his traditional art. This is completely unacceptable. Not only do we need to cut through the confusion and affirm the legal rights of Alaska Native people to use these materials, we need justice for those who have been unfairly targeted for taking part in centuries-old, sustainable cultural practices. My legislation listens to stakeholders and carries out the true intent of our existing laws to allow Alaskan Native artisans to use these resources without the threat of misguided legal repercussions.”

    Rosita Worl, President of Sealaska Heritage Institute: “The Archie Cavanaugh Migratory Bird Treaty Amendment Act is a bill that is much about justice as it is about the preservation of Native cultures.  The legislation carries the name of the gifted musician and an award-winning Tlingit artist, Archie Cavanaugh. Archie was Tlingit Raven from the G_aanax_teidí clan of the Xíxch’I Hít (Frog House) in Klukwan.  On his father’s side, he was a Was’ineidí yádi (child of the Was’ineidí clan).  He had three Tlingit names: Shaas Táak, given to him by his late great uncle, Harold Donnelly of Sitka, and Shkein and Ldaagoohaa, adopted names given to him by the K_aach.ádi clan in Kake.  He was born in Wrangell and raised in Kake.
    “It was through his art that Archie suffered a grueling ordeal that we hope will result, through this legislation, in new federal protections for Native artists.  In 2012, federal agents fined Archie for including raven and flicker feathers on a hat and headdress he crafted for sale.  The agents confiscated the feathers and a rifle previously owned by his father that Archie used to hunt for and feed his family.  Archie also faced jail time for using the feathers, which is an ancient art practice.   
    “When Congress enacts this bill into law, Congress will take the critical step towards restoring our rights to practice traditional arts that require the use of bird feathers, while retaining existing protections for the animals.  In our vision, Archie would have someday gained the right to replace the flicker feathers back on his headdress and the raven feathers back on his hat.  Sadly, Archie has passed without having that opportunity.  But our collective commitment to do right by our Native artists who carry forward our traditions today—and those who will carry forward those traditions tomorrow—remains with us, and that commitment in turn is carried forward by this legislation.”

    Background:
    In September 2020, Sen. Sullivan led a Senate Commerce, Science and Transportation Committee hearing on the Empowering Rural Economies Through Alaska Native Sustainable Arts and Handicrafts Act, Sen. Sullivan’s bill to preempt states from banning walrus ivory, whale bone, and other marine mammal products that have been legally carved by Alaska Native people under the Marine Mammal Protection Act (MMPA).
    Sen. Sullivan advocated for Etsy and Facebook to amend their guidelines on handicraft sales to include products or artwork made by Alaska Native artists using sealskin, otter, walrus ivory, and other protected materials.
    In September 2017, Sen. Sullivan wrote the National Governors Association and National Conference of State Legislatures with the Alaska congressional delegation to highlight the “potentially devastating and unintended consequences of broadly crafted state ivory bans that are currently in place or under consideration in nearly half of the United States.”
    In September 2017, Sen. Sullivan introduced the Allowing Alaska IVORY Act, legislation to preempt states from banning walrus ivory or whale bone products that have been legally carved by Alaska Native people under the Marine Mammal Protection Act.
