    WASHINGTON – U.S. Senators Amy Klobuchar (D-MN) and Tina Smith (D-MN) announced they secured significant federal funding for Winsted Municipal Airport for new snow removal equipment. The grant provides $558,043 to acquire snow removal equipment to enhance the airport’s ability to clear the priority areas of the airfield during winter weather. 
    “Pilots and passengers who use Winsted Municipal Airport deserve a safe and efficient air travel experience,” said Klobuchar. “This federal grant will ensure the airport can continue running smoothly during the winter, even when it snows heavily.”
    “I’m glad to see the Biden-Harris administration once again delivering for travelers in Minnesota and around the country,” said Smith. “Small and regional airports like the Winsted Municipal Airport are vital parts of their communities and this funding will go directly towards keeping runways clear and safe in the winter.”
    This funding is from the Airport Improvement Program (AIP), which provides federal grants for airport infrastructure projects such as runways, taxiways, signage, lighting, and markings.

  • MIL-OSI USA: Signed Into Law: Brown’s Bipartisan Bill To Cut Red Tape For Chips Projects Like Intel

    WASHINGTON, D.C. – Today, U.S. Senator Sherrod Brown (D-OH) announced that the President signed into law his bipartisan Building Chips in America Act, a law to streamline federal reviews for microchip manufacturing facilities like the one being built by Intel in New Albany. The law prevents delays in domestic manufacturing investments made possible by the CHIPS Act while maintaining bedrock environmental protections for clean air and water.
    The legislation passed the U.S. Senate in December and the U.S. House of Representatives last week.
    “This law will help prevent delays to the semiconductor manufacturing projects the CHIPS Act made possible and will encourage future investments in American manufacturing. This is critical to Intel’s project in Licking County and to ensure that we can outcompete China,” said Brown.
    Brown has been a leader in bringing new manufacturing opportunities to Ohio and worked to pass into law the CHIPS and Science Act of 2022 which boosted Intel’s $20 billion investment to build a semiconductor plant in New Albany and is expected to create 10,000 jobs.
    Following its passage, companies throughout the semiconductor supply chain have announced plans to invest billions in new domestic manufacturing projects. The Building Chips in America Act would ensure federal environmental reviews are completed in a timely manner for these microchip projects supported by the CHIPS Act by streamlining approval for projects currently under construction and others that could be delayed, and by providing the Secretary of Commerce greater tools to more effectively and efficiently carry out reviews.
    This will give the administration additional authority to more effectively implement the CHIPS Act and maximize its potential to boost domestic microchip manufacturing, strengthen domestic supply chains, lower costs, and improve national security.
    In addition to Brown, U.S. Senators Mark Kelly (D-AZ), Ted Cruz (R-TX), Todd Young (R-IN), Bill Hagerty (R-TN), Martin Heinrich (D-NM), Kyrsten Sinema (I-AZ), and Ted Budd (R-NC) led the legislation in the Senate.

    WASHINGTON, D.C. – U.S. Sen. Ted Cruz (R-Texas) issued the following statement after the Texas Transportation Commission designated a segment of the state highway system in Lubbock County as Interstate 27, officially bringing another portion of the Ports-to-Plains Corridor into the Interstate System. Sen. Cruz led legislation to formally name the Ports-to-Plains Corridor between Laredo, Texas, and Raton, New Mexico, as the future Interstate 27, which passed Congress and was signed into law earlier this year.
    Following the announcement, Sen. Cruz said, “It has been a long and hard-fought effort to improve infrastructure for I-27, but this news is another tremendous step in boosting jobs, economic development, and better transportation for Texans in communities across the Lone Star State. The integration of this stretch of I-27 is a welcome sight for leaders and business owners along the I-27 corridor, who will greatly benefit from improved supply chains and safer highways. I was proud to author the bipartisan legislation designating I-27, which will produce thousands of high-paying jobs and billions in new investments in Texas. I will continue to advocate for more stretches of the famed “Ports-to-Plains” corridor to be swiftly incorporated into I-27 pursuant to the law I authored with my colleagues in Congress.”
    BACKGROUND
    In 2022, Sen. Cruz successfully included language in the fiscal year (FY) 2022 appropriations legislation to designate the portion of the Ports-to-Plains Corridor from Laredo, Texas, to Raton, New Mexico, as a future Interstate route. This was an important step toward adding the route to the U.S. Interstate System. Though the language passed into law in 2022 will add key parts of the Ports-to-Plains Corridor to the Interstate System, it did not give the route an official future Interstate route number. Sen. Cruz’s legislation, which was signed into law in March, names the Ports-to-Plains Corridor as the “future Interstate 27.”
    The I-27 Numbering Act of 2023, was co-sponsored by Sens. Ben Ray Luján (D-N.M.), John Cornyn (R-Texas), and Martin Heinrich (D-N.M.). Reps. Jodey Arrington (R-Texas), Henry Cuellar (D-Texas), August Pfluger (R-Texas), and Ronny Jackson (R-Texas) introduced identical legislation in the House.

    WASHINGTON, D.C. – U.S. Senator Jacky Rosen (D-NV) announced that she has secured additional provisions for Nevada veterans and servicemembers in the final text of the Senate’s bipartisan national defense bill. This is in addition to the Rosen-backed bills, amendments, and provisions already included in the text of the bill passed by the Senate Armed Services Committee. The final Senate text of the legislation includes Senator Rosen’s bipartisan bill to maintain a permanent helpline to assist veterans with all services from the Department of Veterans Affairs (VA), and a Rosen-backed bipartisan bill to better inform students about military careers.
    “As a member of the Senate Armed Services Committee, I helped draft the Senate’s annual defense package to enhance our national security and deliver for our servicemembers, veterans, military families, and Nevada’s military and nuclear security installations,” said Senator Rosen. “I’m proud that two additional bipartisan bills I led are included in the final Senate bill to support our veterans and help inform young people about military careers. I’ll keep working across the aisle to ensure we have the resources to confront international threats and advance our state’s priorities.”
    Additional Rosen-led bipartisan bills in the final Senate version of the FY25 NDAA include:
    Bipartisan Veterans Assistance Helpline Act: Requires the Secretary of Veterans Affairs to maintain a permanent helpline for veterans to use in order to quickly obtain information and assistance with all services from the VA.
    Bipartisan Military and Educational Data Integration Act: Requires the Department of Defense to create a data-sharing program to enable state education systems to access military enlistment data, allowing high schools to track the outcomes of students who enter military service after graduation.
    The Senate’s bipartisan national defense bill already includes many Rosen-led victories for Nevada, including preventing any funding from being authorized for storing defense nuclear waste at Yucca Mountain. Other provisions will directly benefit Nevada’s servicemembers and national security installations, such as funding for Nevada’s first certified small arms training range for the Nevada National Guard at Hawthorne Army Depot, which she secured; requiring a plan for providing the VA with the documentation needed to help veterans who served near nuclear testing to submit claims for the radiation exposure benefits they deserve; increasing land in Nevada for Tribal housing; expanding health care coverage for veterans’ families; and creating programs to strengthen collaboration with Israel, Taiwan, and other allies in the areas of space, artificial intelligence, and the defense industrial base.

    WASHINGTON, D.C. – Today, U.S. Senator Sherrod Brown called on the Biden administration to maintain funding for the Stryker Family of Vehicles, manufactured in part at the Joint Systems Manufacturing Center (JSMC) in Lima.
    In a letter to Secretary of Defense Lloyd Austin, Director of the Office of Management and Budget Shalanda Young, and Secretary of the Army Christine Wormuth, Brown details how critically important this combat system is to the U.S. Military and our defense industrial base. Brown lays out how the reduction in funding could threaten military readiness and hurt the JSMC’s skilled workforce, including members of the United Auto Workers (UAW) Local 2075, who support the manufacturing of the M1 Abrams tanks.
    “It’s my understanding that the Army’s Future Years Defense Program (FYDP) fiscal year (FY) 2025 through FY 2029 proposes to drastically reduce Stryker procurement funding by more than $1.6 billion, or 496 vehicles. These shortsighted cuts would impose significant costs on the U.S. Army and Stryker’s domestic industrial base, and I urge you to reconsider this proposal and replace it with one that recognizes the value of the Stryker FoV and maintains an investment in this essential technology and the manufacturing community supporting it.,” wrote Brown to the administration officials.
    Brown continued, “Cutting Stryker funding threatens both military readiness and the industrial base – both workforce and manufacturers – that ensure our continued military superiority.  Of particular concern is the impact such disinvestment could have on the JSMC’s skilled workforce – which also supports the M1 Abrams tank. Reduced funding would impose a deep workforce reduction that could only be revived with much effort and at great cost. In addition, cuts to the Stryker F0V would impact hundreds of manufacturers – and their employees – throughout the nation.  In fact, 80 suppliers in Ohio alone support the Stryker program – many of them small businesses that would likely need to shut down or shift work elsewhere if the Army maintains its plan of deep reductions.”
    Recently, Brown was able to secure $402 million for the Stryker vehicle production and $773 million for the M1 Abrams tank production in the Senate version of the bipartisan FY2025 National Defense Authorization Act (NDAA), the country’s annual national defense bill. The bill text has been negotiated by both parties in the Senate and represents an important step forward in process of making the national defense bill law. It is expected be voted on by the Senate in the coming months.

    The Stryker FoV are the Army’s workhorse – a proven combat vehicle fleet that provides highly-mobile, versatile, and essential support for U.S. servicemembers and our allies. To date, the Stryker FoV has logged over 30 million combat miles in more than 23 deployments and is currently a key deterrent force in Europe and the Indo-Pacific. Despite the Stryker FoV’s proven capabilities, the Army’s FYDP for FY 2025-29 proposes a Stryker vehicle reduction of 58 percent from previous FYDPs and sends a dangerous signal that the Army intends to phase out Stryker production with no replacement in place. 
    Cutting Stryker funding threatens both military readiness and the industrial base – both workforce and manufacturers – that ensure our continued military superiority.  Of particular concern is the impact such disinvestment could have on the JSMC’s skilled workforce – which also supports the M1 Abrams tank. Reduced funding would impose a deep workforce reduction that could only be revived with much effort and at great cost. In addition, cuts to the Stryker F0V would impact hundreds of manufacturers – and their employees – throughout the nation.  In fact, 80 suppliers in Ohio alone support the Stryker program – many of them small businesses that would likely need to shut down or shift work elsewhere if the Army maintains its plan of deep reductions.
    Even without a reduction to the Stryker FoV, I am concerned the Army currently has no plan to modernize the Stryker platform beyond its current configuration. Future planning is necessary to ensure the Stryker FoV’s operational effectiveness for the envisioned, complex battlefield of the future. 
    I urge you to invest in our national security by keeping the funding at $1.6 billion over the next 4 years and reconsider plans to shift investment away from this essential line of equipment and the talented, domestic manufacturing base behind it. Additionally, I respectfully request a briefing on the Army’s plan for the Stryker platform and the plan to address the risks inherent in its current funding position.

    The grants will be distributed through the DOJ’s Office on Violence Against Women (OVW) and the Office of Justice Programs (OJP).

    Today, President Joseph R. Biden, Jr. made additional disaster assistance available to the State of North Carolina by authorizing an increase in the level of federal funding for emergency work undertaken in the State of North Carolina as a result of Tropical Storm Helene beginning on September 25, 2024, and continuing.
    Under the President’s order today, the Federal funds for debris removal and emergency protective measures, including direct Federal assistance has been increased to 100 percent of the total eligible costs for 180 days from the start of the incident period.

  • MIL-OSI USA: Grassley, Ernst Introduce Bill to Deport Illegal Migrants Convicted of Sex Crimes

    WASHINGTON – Sen. Chuck Grassley (R-Iowa), a senior member and former chairman of the Senate Judiciary Committee, joined Sen. Joni Ernst (R-Iowa) in reintroducing bipartisan legislation to deport illegal immigrants convicted of sexual offenses. The legislation follows recent Immigration and Customs Enforcement (ICE) data revealing more than 15,000 illegal immigrants convicted of sexual assault currently reside in the U.S. outside of ICE custody. 
    “Sexual violence has no place in America,” Grassley said. “The Biden-Harris administration’s open border policies have allowed criminals to enter our country and threaten the safety of our communities. I’m fighting to uphold the law and protect American citizens.” 
    “These violent criminals never would have entered America in the first place if we had real border security, but now that they’re in our communities, they need to BE GONE,” Ernst said. “Since Border Czar Kamala Harris won’t protect this country, then I will. My legislation will combat sexual violence by ensuring predators are identified, stopped and deported.”

    Background: 
    The Better Enforcement of Grievous Offenses by Unnaturalized Emigrants (BE GONE) Act would classify sexual assault and aggravated sexual violence as “aggravated felonies” under the Immigration and Nationality Act. Migrants convicted of “aggravated felonies” are subject to immediate deportation and barred from reentering the U.S.  
    Grassley continues to push back against the Biden-Harris administration’s open border policies. He is cosponsoring legislation requiring ICE to arrest, detain and deport criminal migrants, and has also worked to root out abuse of the immigration parole program and reform the Biden-Harris program endangering migrant children. Further, he’s sounded the alarm on the Department of Homeland Security’s unlawful failures to collect DNA from illegal immigrants at the border.

    WASHINGTON – Arizona Senators Kyrsten Sinema and Mark Kelly announced a $5 million grant to the City of Page, Arizona for infrastructure improvements to support business growth and job creation in the region.  
    “We’re proud to announce this $5 million grant to make infrastructure improvements for the City of Page – supporting local businesses, creating jobs, and expanding opportunities for Arizonans so they may continue building better lives for their families,” said Sinema.
    “As Arizona’s economy continues to grow, we need to make sure our rural communities aren’t left behind,” said Kelly. “These investments will help the City of Page build the infrastructure it needs to attract new businesses and good-paying jobs—ensuring long-term economic growth for the community.” 
    Allocated through the U.S. Economic Development Administration (EDA), this grant will support redevelopment of the Downtown Business District, to increase its commercial viability and promote tourism. This EDA investment will be matched with $5.9 million in local funds and is expected to create 36 jobs, retain 89 jobs, and generate $1.6 million in private investment, according to grantee estimates.

    On destruction caused by Hurricane Helene and what comes next:

    “The number one thing you want is to have power back up and the roads open, and the state is doing a great job of getting the roads cleared and open. Power obviously is more difficult. We were at a million people without power, and that number has dramatically dropped. 
    “There are some parts of our state, I think about Cedar Key, for example. Beautiful place. People love going there. It’s tough to get there right now, but from all reports, it’s unfortunately been pretty much wiped out. So there are some coastal areas, some of which are now facing their third storm in the last 12 months. 
    “As far as the resources look, it’s primarily a state obligation. The state steps forward if the state needs anything to give to local communities. That’s where FEMA comes in. And then we’re hoping to get a major declaration here today from the White House that will open up individual assistance to more counties, for people who have been displaced and have nowhere to live will qualify at the individual level for assistance in the short term while they get their lives back together.
    “Our thoughts are also with people in Georgia and across the southeast who have also been impacted by the storm as it made its way through those states as well.”

    On the Israeli airstrike that killed Hezbollah leader, Hassan Nasrallah:

    “I think if Nasrallah was still alive, the threat of a broader conflict is even higher. This is a guy who cheerfully said, ‘Death to America, death to Israel.’ Now, when you’re a country and someone runs an organization that exists for the specific and defined purpose of destroying you, you have no choice but to treat that person as an enemy and to confront them. This is the guy that spent years cheering on suicide bombings that killed innocents, the kidnapping of Israelis.
    “There are 60,000 Israelis right now who, for almost a year, have had to leave their homes in northern Israel and are living in hotels in Tel Aviv. Their kids are going to school online in conference rooms because the group that Nasrallah headed, which is Hezbollah, was using anti-tank weapons, not guided long-range missiles, anti-tank weapons, to target them and civilian infrastructure. So people had to leave. What country can have 60,000 people permanently displaced? That’s what this issue with Hezbollah is all about. 
    “Israel wants a six to 10-mile buffer between itself and Hezbollah so they can’t be using these shoulder-fired rockets to target cities and civilian communities, so people can move back to their homes. Hezbollah refuses to pull back and continues with those attacks. So Israel has no choice but to defend itself. Wiping out not just Nasrallah, but the senior leadership of this evil organization, I think, is a service to humanity.” 

    On whether Iran will retaliate against Israel:

    “Iran is constantly looking to hurt Israel, and they seem to be willing to fight to the last Shia militia member. Ultimately, that will be Iran’s decision to make. Their goal is to dominate that region. They seek to drive America out of the region and then destroy Israel. Any time the Iranian regime is on defense, it’s good for the world, good for America, and good for Israel. It’ll be up to the Iranians to decide what they’re going to do. But I believe that they will find themselves in a very precarious situation if, in fact, they do escalate this on their part.”

    On whether peaceful relations with Iran are possible:

    “If the Iranian regime tomorrow said, ‘We’re going to stop trying to become the regional power, we’re going to stop our nuclear weapons, we’re going to stop sponsoring terrorism, we’re going to stop trying to kill you [which is what they’re trying to do with Donald Trump], we’re going to stop all of these things,’ theoretically, yes. Of course, you could work something like that out. That’s just unlikely because that’s the very driving mission and purpose of the regime…. 
    “The Iranian people are nothing like the regime. I know of few countries in the world whose leaders and people are more different. The Iranian people are not seeking to be a regional hegemonic power. They’re not seeking to sponsor terrorism. In fact, there’s a lot of pressure inside of Iran among people arguing, with all the problems they have at home, why are they spending all this money on Shia militias and terrorists and Hezbollah and helping Hamas and building terrorist networks in the West Bank? 
    “Ideally, that’s the world we’d love to live in. If that opportunity presents itself, who wouldn’t take it? What we can’t have is a world in which Iran has unlimited resources to continue to sponsor terrorism, build towards nuclear capability, and build these long-range rockets and missiles that they have developed in the last few years, which threaten not just Israel and the entire region, but ultimately the United States.”

    On the inevitability of a negotiated settlement in Ukraine: 

    “I’m not on Russia’s side, but, unfortunately, the reality of it is that the way the war in Ukraine is going to end is with a negotiated settlement. I want, we want, and I believe Donald Trump wants, for Ukraine to have more leverage in that negotiation. But in order to be in a position to be a broker who can bring about that agreement, I think he’s going to preserve what he says. He approaches these things not as someone in politics or diplomacy, but as someone with a background in business. It’s not going to be easy to do, but at least there’s a defined goal. 
    “The Biden Administration has not defined what victory means in Ukraine. They have not defined, ‘This is what victory looks like,’ and if you press them, they will tell you what I have just said to you, which is the way this conflict ultimately ends, with a negotiation. I don’t know why we can’t just say that. We hope that when that time comes, there is more leverage on the Ukrainian side than on the Russian side. That really is the goal here in my mind. I think that’s what Donald Trump is trying to say, but he’s going to say it like a businessman. But Biden won’t even tell us what victory is.
    “I think what the deal looks like will be up to the parties when they negotiate it. Obviously, Zelensky is not going to come out there and say it. From a negotiating standpoint, he’s not going to go out there and predetermine what it looks like. I understand why he wouldn’t want to go out there and define what it looks like at the front end. But the reality of it is that we, as Americans, are investing billions of dollars into this effort. It’s important that as we invest this money into this effort, we tell the American taxpayer, ‘This is what the money is going towards.’ Ultimately, it’s not an endless war. 
    “I would be comfortable with a deal that ends these hostilities, and that I think is favorable to Ukraine, meaning that they have their own sovereignty, that they don’t become a satellite state or a puppet state that is constantly held hostage by the Russians. I’m not going to prejudge any agreement. 
    “The Ukrainians don’t want to live in a country where the Russians dominate their territory. What’s the future of Crimea? The Russians claim it. Obviously, they stole it back in 2014, in the first invasion. You have to ask the Obama Administration why that happened under their watch. But at the end of the day, the most important thing here is that these hostilities end, Ukraine can go back to rebuilding its economy, and its people can move back. They’ve lost millions of people as refugees. It’s been devastating to them. But that negotiation is going to be up to them. I just want them to have more leverage than Putin.”

    WASHINGTON – U.S. Senator Amy Klobuchar (D-MN), a senior member of the Senate Commerce Committee, announced that the National Telecommunications and Information Administration (NTIA) at the U.S. Department of Commerce approved Minnesota’s plan for broadband infrastructure deployment. This development advances Minnesota to the next step in their planned affordable broadband rollout across the state.
    Klobuchar’s Accessible, Affordable Internet for All Act was incorporated into the Bipartisan Infrastructure Law and was the basis for the significant federal funding to Minnesota for expanding high-speed internet access.
    “Internet access is necessary for everything from education to healthcare, not to mention for keeping in touch with friends and family. However, many households in Minnesota currently don’t have a reliable broadband connection,” said Klobuchar. “That is why I fought to secure this game changing investment that will deliver affordable and reliable high-speed internet to everyone in Minnesota. With the approval of Minnesota’s rollout plan, we are one step closer to connecting every corner of our state.” 
    Klobuchar has long led efforts to expand broadband access, support rural broadband, and bridge the digital divide.
    In June 2023, Klobuchar announced that the U.S. Department of Commerce had awarded major federal funding through the Bipartisan Infrastructure Law to bring reliable, affordable, high-speed internet access to every household in Minnesota. The Accessible, Affordable Internet for All Act, Klobuchar’s legislation with Former House Majority Whip Jim Clyburn (D-SC) to expand high-speed internet nationwide, served as the basis for the program created by the Bipartisan Infrastructure Law. 
    In March 2023, Klobuchar and Senators John Thune (R-SD), John Hickenlooper (D-CO), and Jerry Moran (R-KS) reintroduced bipartisan legislation to expand broadband access to rural communities. The Reforming Broadband Connectivity Act would strengthen funding mechanisms for the Federal Communications Commission’s (FCC) Universal Service Fund (USF), which promotes universal access to broadband and other telecommunications services. Currently, the USF is primarily funded through landline fees, disproportionately impacting seniors, who are more likely to use landlines than other Americans. 
    In February 2023, Klobuchar introduced bipartisan legislation with Senator Shelley Moore Capito (R-WV) to strengthen broadband access for rural communities. The Rural Broadband Protection Act would ensure that providers applying for federal funding can reliably deliver broadband to underserved, rural communities. 
    In July 2021, Klobuchar introduced bipartisan legislation with Senator Chuck Grassley (R-IA) to expand rural broadband access by streamlining the funding process and removing barriers for broadband connectivity in hard-to-serve rural areas.

    Bipartisan legislation would award a Congressional Gold Medal honoring U.S. and foreign diplomats who risked their lives and careers to save Jews during the Holocaust
    WASHINGTON—United States Senators Bill Hagerty (R-TN) and Tim Kaine (D-VA) today applauded Senate passage of their Forgotten Heroes of the Holocaust Congressional Gold Medal Act (S. 91), a bill to honor 60 World War II-era diplomats from the United States and around the world who risked their careers and, in many instances, their lives to save others during the Holocaust. The Hagerty-Kaine legislation would posthumously award a Congressional Gold Medal collectively to these diplomats who took heroic actions to save Jews fleeing Nazi Germany, including issuing passports and travel visas and setting up safehouses and getaways to hide Jews from Nazi authorities. A version of this legislation led by Representatives Maria Elvira Salazar (R-FL-27) and Ritchie Torres (D-NY-15) passed the House of Representatives on June 11, 2024.
    “As U.S. Senator and former U.S. Ambassador to Japan, I applaud Senate passage of this bipartisan legislation to posthumously honor U.S. and foreign diplomats who risked their lives and careers to assist Jews who were fleeing Nazi tyranny during the Holocaust,” said Senator Hagerty. “During a time of unimaginable darkness in the world, these diplomats went above their official obligations and beyond the call of duty to save the lives of so many.   • MIL-OSI USA: Lankford’s Effort to Prevent Fraud Advances in Senate

    WASHINGTON, DC — Senator James Lankford’s (R-OK) Taxpayer Resources Used in Emergencies (TRUE) Accountability Act, which would require agencies to develop plans to prevent fraud in the event of an emergency or crisis, passed out of the Homeland Security and Governmental Affairs Committee. Lankford is joined on the bill by Senator Gary Peters (D-MI), Chairman of the Committee.
    “Federal agencies’ unpreparedness resulted in billions of dollars in fraud during the COVID pandemic. Rather than waiting on Congress to write safeguards into specific emergency funding bills in the future, this legislation requires agencies to be ready to proactively to put controls in place. Fraud within federal programs is theft from American taxpayers, and these safeguards are essential to better stewarding their hard-earned dollars,” said Lankford.
    The Government Accountability Office (GAO) reported earlier this year that between 2018 and 2022, the federal government lost between $233-521 billion annually to fraud. This legislation would require safeguards to prevent against fraud in case of national crises.
    Lankford has long been an advocate of spending oversight and fraud prevention. He joined the Stop Secret Spending Act and Safeguarding the Transparency and Efficiency of Payments (STEP) Act which also passed out of committee this week. His Taxpayers Right-to-Know Act became law in 2021, and he has continued to follow up on inadequacies in the way agencies track, manage, and report spending programs.

     Senator’s legislation streamlines semiconductor manufacturing projects funding from Sinema’s CHIPS and Science law
    WASHINGTON – The U.S House of Representatives passed the Building Chips in America Act — bipartisan legislation Arizona senior Senator Kyrsten Sinema introduced with U.S. Senators Mark Kelly (D-Ariz.), Ted Cruz (R-Texas), Todd Young (R-Ind.), Sherrod Brown (D-Ohio), Bill Hagerty (R-Tenn.), and Martin Heinrich (D-N.M.). The legislation streamlines lengthy National Environmental Policy Act (NEPA) review requirements that would severely delay the completion of semiconductor manufacturing projects funded through Sinema’s CHIPS and Science law. 
    “In order to remain globally competitive in semiconductor manufacturing, we must cut red tape to fuel the completion of critical facilities and projects. I’m thrilled our bipartisan bill passed the U.S. House — and I look forward to it being signed into law,” said Sinema. 
    Last year, Sinema and a group of nearly 120 bipartisan, bicameral lawmakers called for the inclusion of the Building Chips in America Act in the annual bipartisan defense legislation. The Building Chips in America Act cleared the Senate as part of the annual bipartisan defense legislation with broad, bipartisan support. In their letter, Sinema and her colleagues urged the Armed Services Committees leaders to maintain the commonsense bill in the final version of the annual defense legislation. After not passing as part of the House’s annual defense legislation it was passed unanimously by the Senate in December. 
    Sinema worked for nearly two years to negotiate and champion the CHIPS and Science Act, a $52 billion plan to boost domestic microchip manufacturing. Thanks to her leadership, Arizona is well positioned to become a global hub for microelectronics research, development, testing, manufacturing, and packaging. With new semiconductor facilities being constructed in Maricopa County, Arizona workers are already feeling the impact of this historic law.
    In June 2020, Sinema first introduced the CHIPS for America Act with Senators John Cornyn (R-Texas) and Mark Warner (D-Va.) to bring semiconductor manufacturing back to the United States. The CHIPS and Science Act included the funding to make Sinema’s CHIPS in America Act operational.     MADISONVILLE, La. – Sen. John Kennedy (R-La.), a member of the Senate Appropriations Committee, helped secure an extension of the National Flood Insurance Program (NFIP) as part of the recent government funding package. Kennedy also helped secure language in the bill to help provide urgent disaster aid to Louisiana in the wake of Hurricane Francine.
    “Our state is still picking up the pieces that Hurricane Francine left behind, and our communities need all the help they can get. I’m thankful we’ve delivered Louisianians additional disaster aid and protected their flood insurance so that the program doesn’t expire in the middle of hurricane season,” said Kennedy.
    Kennedy helped prevent the NFIP from expiring on Sept. 30 by securing an extension of the program until Dec. 20, 2024. 
    Kennedy also helped secure disaster relief in the continuing resolution that will help Louisianians recover from Hurricane Francine by allowing the Federal Emergency Management Agency to provide aid for future storms. 
    These disaster funds can provide Louisiana with emergency shelter, food and medical assistance, as well as long-term recovery efforts such as rebuilding public infrastructure, housing assistance and supporting small businesses. The funds may also cover mitigation measures to reduce the risk of future disasters and help communities become more resilient.

    This bill would ensure that contractors working with children are subject to a nationwide background check
    WASHINGTON – U.S. Senate Majority Whip Dick Durbin (D-IL), Chair of the Senate Judiciary Committee, and U.S. Senator Josh Hawley (R-MO), a member of the Senate Judiciary Committee, introduced a bipartisan bill to amend the National Child Protection Act of 1993 (NCPA) to ensure that individuals with unsupervised access to children, such as those under contract with a school, are, once again, authorized to have a national background check.
    Since 1993, the National Child Protection Act/Volunteers for Children Act (NCPA/VCA) has made nationwide background checks available for individuals who have access to children through qualified entities.  However, the Child Protection Improvements Act of 2018 (CPIA) amended the NCPA/VCA, inadvertently narrowing NCPA/VCA’s scope and no longer authorizing contractors working with vulnerable populations to receive a nationwide background check.
    “When parents drop their kids off at school, they shouldn’t have to worry if their children are safe in the care of the school’s faculty.  While the Child Protection Improvements Act was passed with the intent of keeping children safe, it created an inadvertent complication in securing nationwide background checks for all personnel with unsupervised access to children, namely contractors hired by schools,” said Durbin.  “Schools and other state agencies often rely on contractors for a number of services geared toward children, including safe transportation.  I’m introducing bipartisan legislation with Senator Hawley to correct the current patchwork approach to securing nationwide background checks for contractors who work with children.”
    “Background checks for childcare workers are common sense.  My legislation with Senator Durbin fixes an oversight in the law and will help keep American kids safe.  Parents should be assured that everyone who works with their kids, even contractors, has been thoroughly vetted,” said Hawley.
    Prior to the amendments made to the NCPA/VCA by the CPIA of 2018, individuals with unsupervised access to children, such as those under contract with a school, were authorized to have a national background check conducted under the previous definition of “provider.”  The CPIA changed the language of “provider” to “covered individual,” and the corresponding changes to the definition of “covered individual” removed the provision that covered contractors.  As a result, there is now a patchwork approach to background checks for contractors dependent on each state’s NCPA-enabling statutes that were all drafted before the CPIA made this change.  This approach puts children and other vulnerable individuals at risk of abuse, and the inconsistent availability of nationwide background checks may force contractors that operate nationwide to suspend hiring in states with NCPA-enabling statutes that did not foresee this issue.
    Durbin and Hawley’s bill amends the NCPA/VCA to ensure that businesses and organizations under contract with qualified entities to work with vulnerable populations are included in the definition of “covered individuals.”  This change will allow those businesses and organizations to once again request nationwide background checks for their personnel working with these vulnerable populations, as well as for individuals that the businesses or organizations license or certify to provide care for these populations.

    WASHINGTON – U.S. Senator Maggie Hassan pressed the CEO of a major drug manufacturer, Novo Nordisk, on increasing access to lower-cost insulin and obesity medication for Americans at a Health, Education, Labor and Pensions Committee Hearing.

    Senator Hassan began by highlighting the impact of Novo Nordisk’s abrupt discontinuation of the insulin drug, Levemir, on Americans with diabetes. Hassan has previously urged Big Pharma companies, including Novo Nordisk, to improve patient access to lower-cost insulin. She asked Mr. Jørgensen, the CEO of Novo Nordisk, to commit to allowing biosimilar access in the U.S. market.
    “Levemir is a critical insulin product… By discontinuing Levemir in January of 2024, Novo Nordisk interrupted the diabetes care plans of millions of Americans with only a few weeks’ notice. Will Novo Nordisk agree to provide any interested company with the necessary information and drug formulation to make Levemir?”
    After Senator Hassan pushed him further, Mr. Jørgensen stated that if a drug company was interested, Novo Nordisk would collaborate with potential manufacturers, but refused to name the specific steps the company would take to identify and help another manufacturer for Levemir.
    Senator Hassan then pressed Mr. Jørgensen on his arguments that Novo Nordisk must keep prices high for its widely used diabetes and weight loss medications Ozempic and Wegovy, because otherwise pharmacy benefit managers (PBMs) would stop covering the medications. Senator Hassan read Mr. Jørgensen statements from the three largest PBMs confirming that they would not limit access to Ozempic and Wegovy and that, in fact, some suggested that lowering the list price would expand access for consumers. “With that in mind, would you please commit to lowering the list price of these drugs?” said Senator Hassan. Mr. Jørgensen refused to commit to lowering the list price and insisted that “less patients have access to our medicines when we have lowered the price.”
    Senator Hassan concluded by noting the importance of allowing other low-cost drug options to go to market. “Lastly, I just want to note that one way of reducing drug prices is encouraging the entry of generic and biosimilar medications, which can provide lower-cost options for patients. So, I will follow up with you to – I hope – get a commitment that Novo Nordisk will not stand in the way of other companies coming up with lower-cost version of these drugs if the companies currently have them in development.”
    Senator Hassan is working to lower prescription drug costs for Americans. Last year’s government funding bill, which is now law, included three bipartisan measures backed by Senator Hassan to increase access to generic and biosimilar medications. In addition, she successfully pushed to cap insulin costs for those on Medicare as part of the Inflation Reduction Act that became law in 2022. Senator Hassan has also introduced bipartisan legislation to close oversight gaps that drug manufacturers take advantage of to keep prescription drug prices high, which will be considered in the HELP Committee tomorrow.

  • MIL-OSI USA: Defying Trump’s Call for a Wasteful Government Shutdown, Congress Passes 3-Month Stopgap CR

    WASHINGTON, DC – Ahead of a September 30 deadline, Congress today approved a stopgap spending measure known as a continuing resolution (CR) that will keep the government funded through December 20. 
    After weeks of foot dragging by House Republican leaders, members of the House and Senate agreed to and passed a clean, three-month CR.
    U.S. Senator Jack Reed, a member of the Appropriations Committee, stated: “The American people deserve a functioning government that works for them and is responsive to their needs.  The bipartisan agreement is a rebuke of hardliners and Donald Trump, who urged a government shutdown because they thought the resulting chaos and dysfunction would help his campaign.  The simple fact is a shutdown would have needlessly harmed U.S. interests, tax payers, and working Americans nationwide and made America less safe.  So averting a manufactured crisis with a clean CR is a better outcome.  Still, we need to get back to regular order and passing bipartisan bills.”
    The 49-page CR largely extends current spending levels and policy until December 20, giving the House and Senate additional time to come together after the upcoming November elections to hammer out the final details of the dozen full-year appropriations bills.
    President Biden signaled his support for the stopgap CR, releasing a Statement of Administration Policy calling “for swift passage of this bill in both chambers of the Congress to avoid a costly, unnecessary Government shutdown and to ensure there is adequate time to pass full-year FY 2025 appropriations bills later this year.”
    The bill was first passed by the U.S. House of Representatives and then the full U.S. Senate voted 78-18 to approve it.  The measure now goes to President Biden’s desk to be signed into law.
