Washington, D.C.–U.S. Senators Mike Crapo (R-Idaho), Ron Wyden (D-Oregon), Jim Risch (R-Idaho) and Jeff Merkley (D-Oregon) celebrated the Senate’s unanimous passage of their legislation, S. 356, to reauthorize the U.S. Forest Service’s Secure Rural Schools and Self-Determination Program (SRS) through Fiscal Year 2026.
“In many rural counties in Idaho, the loss of resource revenue sharing from vast tracts of federally owned land inhibit counties’ ability to support local schools or even fund basic emergency services–including search and rescue,” said Crapo. “The Senate’s unanimous passage of legislation to reauthorize the Secure Rural Schools program is a critical first step in meeting the federal government’s responsibility to rural communities containing tax-exempt public lands. Without SRS, many counties in Idaho and across the country will fall short of the financial means to provide for these integral community functions for local residents and visitors alike. I urge the U.S. House of Representatives to move expeditiously on this legislation.”
“This is a significant, encouraging and urgently needed step for Oregonians living and working in counties that have depended for decades on these federal investments for local schools, roads, law enforcement and more,” said Wyden, who co-authored the initial bipartisan SRS legislation in 2000. “I’m glad the Senate has once again done the right thing by passing this bill in a timely fashion, and I strongly urge the House to act ASAP to reconnect this proven lifeline for rural communities in Oregon and nationwide.”

Crapo, Wyden, Risch and Merkley introduced the legislation in the 118th Congress, and the Senate unanimously passed it in November 2024. It did not receive a vote in the U.S. House of Representatives before the end of the Congress. The program needs to be reauthorized as soon as possible to avoid a gap in funding for rural counties that rely on the program for much-needed services.

WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) and U.S. Senator Tammy Duckworth (D-IL) today announced $30,000,000 in federal funding through the U.S. Department of Transportation’s Federal Aviation Authority for O’Hare International Airport. The federal funding will be used to pave Runway 9R/27L an additional 3,290 feet in length to reduce delays, accommodate more passengers, and allow for increased aircraft operations.
“O’Hare keeps millions of Americans connected with reliable air travel. By improving and modernizing its infrastructure, we are laying the foundation for increased connectivity and reliability,” said Durbin. “Today’s announced federal funding for O’Hare will enhance the travel experience for passengers. I will continue working with Senator Duckworth to ensure Illinois airports have the necessary federal resources to keep passengers safe and connected.”

In a spotlight forum on the One Big Beautiful Bill Act, Durbin slammed Republicans for proposing $800 billion in cuts to Medicaid, at least $200 billion in cuts to SNAP
WASHINGTON – U.S. Senate Democratic Whip Dick Durbin (D-IL) today participated in a spotlight forum entitled “The Big Beautiful Betrayal—Working Folks Pay While the Mega Rich Profit.” The forum, which was hosted by U.S. Senators Tim Kaine (D-VA) and Chris Murphy (D-CT), focused on how the Republican tax bill funds massive tax breaks for the ultrawealthy by making the largest cuts in history to health care and food assistance programs that Americans rely on. During the hearing, Durbin questioned witnesses about Republicans’ false argument that SNAP and food assistance programs, which offers nutrition assistance to 42 million Americans, are riddled with fraud or waste, especially given the critical, but modest, average SNAP benefit of $6 per day.
“I asked my staff, ‘how does a person apply for SNAP, food stamps, in my home state of Illinois?’ They handed me a 19-page application. Nineteen page application for $6 a day. And the twentieth page is all the possible ways they can challenge what you put in the nineteen pages,” Durbin said.
Laura Lester, who serves as the CEO of Feeding Alabama, replied, “There is no more thorough program in terms of the application process, the verification process. It is complicated and hard to apply forand receive SNAP.”
“In some states, you just can’t file one of these forms and then walk away from it. You have to renew the filing on a regular basis to prove you are continuing to meet the work requirements. Has that been your experience?” Durbin asked Ms. Lester.
Ms. Lester explained that able-bodied adults without dependents must regularly provide updates about their work status in order to continue receiving benefits.
“So we’re taking people who are struggling who have limited income… And we’re telling them, fill out this form and be prepared to renew it on a regular basis to avoid the possibility that somebody is trying to game the system and get $6 a day. Is that it?” Durbin asked, underscoring the existing rigorous application process for families who need a helping hand to put food on the table.
Ms. Lester affirmed Durbin’s point, noting that SNAP’s qualification and intake process is so thorough that it is used to screen applications for other programs.
Durbin then focused his questioning on Republicans’ claim that their reconciliation bill is simply a continuation of the tax cuts from President Trump’s first term.
“The Republicans are arguing we’re just continuing the tax cuts from Trump’s first term in office. Is that true?” Durbin asked Amy Hanauer, Executive Director of the Institute on Taxation and Economic Policy (ITEP).
Ms. Hanauer explained that the Republicans’ reconciliation bill not only includes extensions of tax cuts that primarily support wealthy Americans, but it also creates new tax breaks for billionaires. Ms. Hanauer pointed out that extending the 2017 Trump tax cuts is extremely costly and will increase the national deficit while depriving the federal government from its ability to fund critical social programs like SNAP and Medicaid.
Durbin emphasized that President Trump added more to the national debt than any president in history, and if this legislation is passed, he will surpass his own record by adding $2.8 trillion to the national deficit over the next 10 years. “And because of that, we could get into something called sequestration, which says your budget’s too far out of balance. And as a result of that, there could be cutbacks in Medicare. Is that a possibility?” Durbin asked Ms. Hanauer.
“It is certainly a possibility,” Ms. Hanauer replied.
“So the promise to never touch Medicare is broken in this bargain as well?” Durbin asked.
Ms. Hanauer agreed.

Both the Senate and House versions of the One Big Beautiful Bill Act include hundreds of billions in tax cuts for the ultrawealthy paid by cutting hundreds of billions to programs, including $200 billion in cuts to SNAP in the Senate version of the bill while the House version would slash $300 billion in SNAP funding, that will result in loss of health care coverage and nutrition assistance for millions of Americans. Under the Republican plan, people earning $40,000 a year will see an average tax decrease of $442 per year while people making more than $1 million will see their taxes go down by $79,000 per year. The Congressional Budget Office’s latest analysis found that the lowest-income households in the U.S. would lose $1,600 a year in federal resources while the highest-income households would see a $12,000 annual boost from tax cuts paid for by slashing Medicaid and SNAP benefits.

Hagerty on the stark contrast between Biden’s and Trump’s posture toward Iran: “What the Democrats did when they were in power is, actually, embolden Iran to do exactly what they’re doing. If you think about it, I worked in President [Donald] Trump’s first administration as U.S. Ambassador. We put the ‘Maximum Pressure Campaign’ on Iran. They were running out of money; they were broke. What does [former President Joe] Biden do? [He] comes back in and reimplements the Obama policies, flush with cash. Iran begins to pedal terror throughout the Middle East. That brought us the October 7th, 2023, massacre in Israel. The Houthis, basically, shut down the Red Sea. The Iranians have been fomenting terror all around the region. The time has come for this to stop. Israel has stepped up and put Iran in a very difficult situation. President Trump has some very important cards right now, and I don’t think the Senate should be interfering with him. I think this can be resolved in days.”
Hagerty on Iran’s weak negotiating position: “I think the Iranian hand gets weaker by the day. Every missile they shoot [is] one less that they have in their stockpiles. They can’t replenish every time they shoot. They’re identifying a launch site that the Israelis can take out. The story is getting worse and worse and worse for the Iranian regime. I think the Ayatollahs need to hear it loud and clear: President Trump has been consistent in what he’s said for both the 45 term and the 47 term. Iran will not have a nuclear weapon. The Ayatollahs now need to figure out what their best path is, but they need to come to the table very quickly. This needs to come to an end.”
Hagerty on the need to resolve the situation quickly: “President Trump is tired of the carnage. He’s told me so himself. He wants to see this come to an end. He wants to see it come to an end swiftly. But you know that President Trump will take decisive action when need be. He’s the one who decided to take out Soleimani. What did that do? It actually calmed the region. He’s letting the Ayatollahs know that this is serious. He wants this resolved. He’s given them every chance to do it, but they have very limited time window left.” Hagerty on the budget reconciliation package negotiations: “The biggest sticking point of all is the fact that if we don’t get this done, the American public’s going to feel a tax increase like we’ve never felt before, north of $4 trillion. The White House budget model suggests that if that were to happen, we would see the GDP of the United States decline by six percent in 2026. We can’t let that happen. This bill is designed to stimulate more investment, more capital investment in America, which will create more jobs and more economic activity. The sooner we can make that happen, the sooner our economy takes off. So, I think one of the critical elements here that we need to talk about is, frankly, the speed to get this to the President’s desk. So, I’m all for getting this done by the 4th of July. Let him sign it. There are improvements that are underway right now here in the Senate. The senators that have been very focused on this are trying to make the bill more conservative. I’m all for that. We’ve got a real spending problem here in America, but we also have a problem of uncertainty. That uncertainty is, basically, forcing U.S. employers to hold back on the investments that they would normally make. I want to make certain that we get this done quickly, that certainty is returned to the marketplace, and we see capital investment moving, yet again, so that the America that we all know and love, under President Trump’s first term, will come back growing at twice the rate of any other major economy in the world […] I know that Leader [John] Thune is in very close contact with the House of Representatives, and it’ll probably be close on both sides because we’re going to make it as conservative as we possibly can, yet still hold 50 votes here and hold the House. So, that’s the negotiation that’s taking play. It’s complicated, but I think everybody understands the timelines, and I think everyone understands how crucial it is to get this done.”

“With us today are the Secretary of the Army, Dan Driscoll, and the Chief of Staff of the Army, General Randy George. Welcome to you both. And happy belated birthday to the U.S. Army.
“Secretary Driscoll, I’m glad you were able to visit Fort Knox yesterday. As I’m sure you found, far more important than the gold are the fine soldiers and civilians who serve there.
“We appreciate that both of you are willing to serve our nation at a consequential moment for the Army, the Department of Defense, and U.S. national security. And we’re deeply grateful to the soldiers you lead for their bravery and sacrifice at the tip of the spear.
“The recent losses of Army personnel in training incidents in Lithuania, Hungary, and Iraq are reminders of the risks U.S. servicemembers take every day to keep us safe. Matching the Army’s structure and capabilities to tomorrow’s challenges while preserving its ability to fight today is essential work. The Army’s history reminds us that we don’t always get to choose the types of war we fight, and must prepare for all contingencies.
“Congress has backed the Army through a litany of failed modernization programs like Future Combat Systems or Crusader. We’ve watched new requirements, cost overruns, and adversary advances undermine their rationale before they became operational. If the Administration made the case for sustained increases in defense spending, the Army would have a stronger hand when asking Congress to take risks on new initiatives. But net cuts to defense spending make it harder to balance the Army’s current and future requirements. In the face of growing threats, pursuing generational change on the cheap is risky business.
“As you work with the Congress on the Army Transformation Initiative, I hope you will look to the Marine Corps’ own controversial modernization program as a model of transparency and building trust.
“Congress has a constitutional obligation to provide for the common defense and steward taxpayer dollars responsibly. And we don’t serve either the taxpayer or the common defense with blank checks for vaguely-defined priorities.
“We want to see the analysis behind the specific bets the Army wants to place on ATI. We want to understand the second-order effects on industry, other services, and allies. Certainly, the Army needs to be better equipped to face Indo-Pacific contingencies, and we’ll want to understand how ATI intends to achieve this objective.
“Tomorrow’s Army will need to integrate existing systems and modernized capabilities…Sustain existing industrial relationships and welcome new entrants to the defense enterprise. This is not a zero-sum proposition. And if it’s time to walk away from certain legacy programs, the Army will need to show its work. For example, if it’s time to move on from the Joint Light Tactical Vehicle, why did the Army sign an $8 billion contract two years ago to procure more? Why did the Army not coordinate its termination decision for a joint program with the Marine Corps and the other services to gauge whether such a decision would put their budgets, operational capabilities, or readiness at risk? And what is the impact on the defense industrial base the Army relies on?
“Services have to think through the industrial implication of such decisions. This isn’t an argument to buy vehicles the Army doesn’t need, but a recommendation to consider how existing manufacturing capacity can be put to better use in light of changing requirements. The Army’s abrupt decision to terminate the Robotic Combat Vehicle program also reinforces a tendency to abandon promising capabilities midstream. This signals unreliability to industry partners willing to invest their own capital in future military technologies – in this case, precisely the kind of innovative tech company the Army claims it wants to foster.
“Of course, when we understand the Army’s challenges and objectives, we can help you achieve them. For example, we combed through unexecutable resources in the FY25 request and found resources to fully fund the Army’s number one unfunded priority for counter-UAS capabilities. Why such an important requirement was unfunded in the first place, however, raises more fundamental questions about the Army and Department’s own budget process. We also provided additional flexibility in funding to address UAS and counter-UAS challenges. And we invested in solid rocket motor production in excess of the previous Administration’s official requests to help advance much-needed replenishment of air-defense interceptors and long-range fires. If the Army shares our concern about a paucity of air defense and counter-UAS capabilities, I hope you can explain why there is so little funding for proven systems like CIWS.
“This spring, Secretary Hegseth identified modernizing and sustaining the organic industrial base as an urgent priority. When we hear that the Army is considering mothballing purpose-built munitions production facilities already at your disposal, it raises questions about your intent to meet this directive.
“Army Depots in states like Kentucky, Arkansas, and Alabama have already built trust with local communities and assembled skilled workforces. And they continue to attract interest in new public-private partnerships. That would be a win-win for modernization. So I fail to see how cutting this essential, existing capacity will help the Army reach the production levels needed to meet growing demands.
“I regret that the Army is being tasked with doing more with less. But it’s increasingly likely that looming challenges will test us in multiple theaters simultaneously. That we don’t have the magazine depth for today’s fights, much less the capabilities we need for tomorrow’s.
“Certainly, we can’t expect to keep pace with a pacing threat in the Indo-Pacific, or adversary alignment across the globe, if our base defense budget can’t even keep pace with inflation.
“This subcommittee hopes to be an active partner in the Army’s modernization efforts. But we can’t expect success on a shoestring budget. Mr. Secretary, General George – I’ll look forward to hearing your views on these topics. And we’ll turn to you momentarily for opening comments.”

WASHINGTON, D.C. — U.S. Senator Angus King (I-ME) is joining efforts to highlight the hypocrisy of White House policy slashing funding for the Internal Revenue Service (IRS), resulting in diminished enforcement for “wealthy tax cheats.” In a letter to IRS Commissioner Billy Long, King and his colleagues suggest that plans to slash IRS funding would balloon the federal deficit and result in $2.4 trillion in lost revenue over the next decade.
In June last year, Treasury Secretary Scott Bessent said he was “alarmed by the size of [the government’s] deficit,” and publicly championed a plan to cut the annual deficit from just over six percent of GDP to three percent. In an interview in April, Deputy Treasury Secretary Faulkender reiterated that the Administration’s intent is to “bring the deficit down.” When pressed by Senators in written questions, Secretary Bessent affirmed his commitment to lowering the deficit to three percent of GDP by the end of President Trump’s term.

“All of this is occurring at the same time that the Administration and Congressional Republicans are teeing up another huge deficit-busting reconciliation bill that includes massive tax cuts for the wealthy, which the House of Representatives recently approved. According to the nonpartisan Congressional Budget Office, an extension of the 2017 Republican tax bill, also known as the Tax Cuts and Jobs Act, would add $52 trillion to the national debt over the next 30 years, adding more debt to the nation’s balance sheet in three decades than in the previous 249- year history of our country’s existence. This extension is only one component of this larger bill. These actions are inconsistent with your public commitments to meaningfully reduce the federal deficit and will undo the improvements made to the IRS’s taxpayer services,” the Senators concluded.
Treasury Secretary Bessent last week took a victory lap touting increased IRS revenue in the most recent filing season. Yet, earlier this year, the Trump administration began workforce reductions at the IRS, including a plan to reduce IRS employee headcount by 40 percent. Tens of thousands of workers have left the agency since President Trump took office. More specifically, the auditing division of the IRS division has lost 38 percent of its employees. These cuts could drive up the deficit and lead to $2.4 trillion in lost revenue over the next decade.
In addition to King, the letter is signed by Senators Elizabeth Warren (D-MA), Tim Kaine (D-VA), and Sheldon Whitehouse (D-RI).

For too long, the IRS has been underfunded and operating with outdated technology and inadequate staffing – resulting in unacceptable levels of service to taxpayers and enabling wealthy tax cheats to evade taxes. The Inflation Reduction Act (IRA), passed in 2021, finally provided the IRS with the resources the agency needed to modernize and improve efficiency, but Congressional Republicans quietly slashed that funding in recent years. It is critical that we protect and build on the IRA’s investments. Otherwise, we risk failing honest, hardworking taxpayers while ballooning the federal deficit.
Trump administration officials have repeatedly claimed a desire to lower the deficit. In June last year, Treasury Secretary Bessent said he was “alarmed by the size of [the government’s] deficit,” and publicly touted a plan to cut the annual deficit from 6.4 percent of GDP to three percent. In an interview in April, Deputy Treasury Secretary Faulkender reiterated that the Administration’s intent is to “bring the deficit down.” When pressed by Senators in written questions, Secretary Bessent affirmed his commitment to lowering the deficit to three percent of GDP by the end of President Trump’s term. Despite these commitments, the Administration’s signature tax priorities—gutting the IRS and passing significant tax cuts for the ultra-wealthy—will massively drive up the deficit and place a greater burden on future generations.
American workers pay their taxes on time and in full, often through automatic withholdings on their paychecks. A small subset of high-income taxpayers, though, find complicated workarounds to shield income from the taxes that they owe. This has resulted in a massive gap between revenue owed and revenue collected – known as the “tax gap.” The latest IRS estimate was that this tax gap was nearly $700 billion in 2022 – or 17 percent of the total taxes owed. This shifts more of the tax burden on hardworking Americans who abide by the law.
Reducing the tax gap by ensuring that high-income individuals pay the taxes they owe should be an obvious bipartisan approach to making progress on the federal deficit. Further, it is a good investment – one study found that $1 spent on auditing the highest earners yields $12 in returns to revenues. And after recent investments in enforcement targeted at high earners, the IRS collected over $1 billion in back taxes from just 1,600 wealthy taxpayers.
Investments in the IRS also make it easier for law-abiding taxpayers to file their taxes. Decades of underfunding and lack of investment at the agency left customer service in a poor state prior to passage of the IRA. For years, taxpayers struggled to get through on customer service lines or find an in-person assistance center to receive help with their tax return. Recent investments in the IRS have finally allowed the agency to start investing in long-overdue improvements, allowing for significant new and enhanced services for taxpayers. As of June 2024, call wait-times had dropped from 28 minutes to 3 minutes, the agency had opened 54 new taxpayer assistance centers, and online services had started expanding.
But the Trump administration is planning to turn back the clock on this progress. When reductions in force began at the IRS this spring, personnel essential to the filing season operations were required to continue working until mid-May, which limited the impact of staffing losses on tax revenue for the 2025 season. But the continuing layoffs at the IRS will kneecap the agency’s ability to do its basic job. President Trump and the Department of Government Efficiency (DOGE) have executed massive cuts to the IRS workforce—including a plan to reduce IRS employee headcount by 40 percent. Tens of thousands of workers have left the agency since President Trump’s inauguration. The IRS division that audits billionaires and the ultrawealthy has already lost 38 percent of its employees and had its funding rescinded by President Trump and Congressional Republicans. Even before these massive layoffs, IRS audits were already at a 23-year low. Further cutting IRS staff means less staff to monitor wealthy tax cheats and collect the tax revenue that will help offset our budget deficit. If IRS staffing levels are nearly halved, as the Administration has promised, these cuts could lead to $2.4 trillion in lost revenue over the next decade. And layoffs of this magnitude will significantly damage the agency’s customer service capacity.
All of this is occurring at the same time that the Administration and Congressional Republicans are teeing up another huge deficit-busting reconciliation bill that includes massive tax cuts for the wealthy, which the House of Representatives recently approved. According to the nonpartisan Congressional Budget Office, an extension of the 2017 Republican tax bill, also known as the Tax Cuts and Jobs Act, would add $52 trillion to the national debt over the next 30 years, adding more debt to the nation’s balance sheet in three decades than in the previous 249- year history of our country’s existence. This extension is only one component of this larger bill. These actions are inconsistent with your public commitments to meaningfully reduce the federal deficit and will undo the improvements made to the IRS’s taxpayer services.
Accordingly, we ask that you provide responses to the following questions by June 30, 2025:
1. Given the proven return on investment from increasing staffing levels at the IRS, how did the Administration determine that a 40 percent across-the-board cut in the IRS workforce was prudent?
2. What analyses did the Administration conduct on the impact of IRS workforce cuts on deficit reduction goals, including nearly halving the division of the IRS that investigates tax evasion? Please share the revenue impact of these workforce cuts.
3. In anticipation of the 2026 tax filing season, what metrics are the IRS using to ensure that revenue collections are maintained at equal or greater levels and do not decrease?
4. The Administration has instituted a prolonged hiring freeze for the IRS. The National Taxpayer Advocate noted that IRS customer service positions have an attrition rate of 19 percent. With additional workforce reductions, how does the IRS intend to sustain adequate levels of customer service? Please share relevant documentation, including performance metrics for casework, phone service, and in-person assistance centers.

WASHINGTON–U.S. Senators Chris Murphy (D-Conn.) and Tim Kaine (D-Va.), both members of the Senate Health, Education, Labor and Pensions (HELP) Committee, on Tuesday hosted “The Big Beautiful Betrayal—Working Folks Pay While The Mega Rich Profit,” a spotlight forum to highlight how President Donald Trump and Republicans’ tax bill would make major spending cuts to Medicaid, SNAP, and other vital programs that families across the country rely on in order to pay for a massive tax cut for the ultra-wealthy. The forum featured individuals who could be affected by the tax bill’s massive cuts to government programs and subject-matter experts.
Murphy emphasized the Republican tax bill will disproportionately harm working class Americans, while directly benefiting the top 1%: “Why this bill feels like a betrayal is because, as written, it makes life infinitely harder for the very people that we are supposed to be fighting hardest for: the people who are working every day, playing by the rules, often dealing with traumas and difficult life circumstances… Upwards of 40% of all American households, if this bill is implemented, will be poorer – poorer – because of it, while the very rich and the very affluent will be much richer. The very richest families in this country will get an average $270,000 tax cut because of this bill.”
Murphy stressedthattens of thousands of Americans will die due totheRepublican tax bill’s cuts to Medicaid: “When you’re talking about almost $1 trillion in Medicaid cuts, when you’re talking about throwing upwards of 16 million people off of their health care, you are talking about life and death stakes. This isn’t just about impacting the quality of someone’s life. This is about ending people’s lives. One research estimate is that 42,000 lives could be lost each year because of the disenrollments in [Medicaid] and the marketplace coverage.”
Murphy additionally highlighted that rural communities will be among those hardest hit by the Republican tax bill: “Up to 340 rural hospitals could close. 33 hospitals in Louisiana could close, 35 hospitals in Kentucky could close, 40% of the rural hospital capacity in Alaska could disappear if this bill is passed. So even if you keep your coverage, even if you are lucky enough not to be one of the people that are thrown off their care, your life could be impacted because your ability to get your loved one to an emergency room when you need it could disappear.”
Murphy concluded: “This is bad policy, but it’s fundamentally immoral. It’s a moral abomination. And what we know is that we have power, that this bill has not passed, it has not been signed by the president. And until it has passed and until it is on the way to the White House, then we need to use every bit of leverage that we have to try to stop something that is this deeply unethical and immoral, contrary to the very best traditions of this country, from becoming law.”

WASHINGTON, D.C. – U.S. Senator Marsha Blackburn (R-Tenn.), Chair of the Senate Commerce Subcommittee on Consumer Protection, Technology, and Data Privacy led a hearing to hold the World Anti-Doping Agency (WADA) accountable following the organization’s refusal to investigate Chinese swimmers testing positive for performance-enhancing drugs before the Tokyo Olympics.
Senator Blackburn asked former Olympic swimmer Katie McLaughlin about the bombshell reporting that revealed top Chinese swimmers tested positive for a banned drug and then went on to win Olympic Gold medals ahead of American athletes. Senator Blackburn also spoke with Travis Tygart, Chief Executive Officer of the U.S. Anti-Doping Agency, on why it is completely implausible that Chinese Olympic swimmers were unwittingly contaminated.

On Chinese Doping Scandal’s Impact on Olympic Athletes:
Blackburn: “Miss McLaughlin, I want to come to you first. Talk to me a minute about how it made you feel when you read the New York Times expose, and you felt like it was confirmed to you that you had been beat because somebody was a cheater, and here you were putting your heart and soul into your training, and you get to that moment to get that medal, and it’s not there because somebody cheated you out of it.”
McLaughlin: “Yeah, thank you for your question. It was devastating, honestly. I remember getting the call from USADA letting me know that the New York Times article was going to break, and I was just so taken aback and heartbroken, and I think I spent a lot of my career trusting in the powers that be, and it was really sad to find out that that’s not someone who could be trusted, meaning WADA. I think a lot of my teammates and I were just pretty let down, and I think, you know, at the end of the day, all I can control was myself and my own race, and my teammates could only control their part of the race, so that’s something to kind of hold on to. But I think, just pretty devastating, heartbreaking all around, but thank you.”
On Why It Is Completely Implausible That Chinese Swimmers Were Unwittingly Contaminated
Blackburn: “Mr. Tygart, as we’ve mentioned before, as soon as the allegations came to light, I got a letter out to WADA demanding to know why they felt like they could ignore this doping, and their answer back to me was insufficient, and of course, they blame everyone but themselves, which is not a surprise to us. And they even said that there was no basis to challenge that contamination and that the source was TMZ. And so there you go. We find out, of course, that they have lied about this, and I know you’ve reviewed their response. I want you to just talk for a minute about why it is completely implausible that the Chinese swimmers were unwittingly contaminated.”
Tygart: “WADA did no investigation, just blindly accepted the factual scenario that was provided by the Chinese. And in fact, months before these positive tests showed up on their desk, they had interviewed a defector, a whistleblower from China, who had indicated to them that TMZ was being given in a systemic fashion to athletes, but yet, WADA leaders never brought in their independent investigative unit. They have a 16 person, very experienced investigative unit. They were not involved at all with investigating the facts of this case. TMZ is a prescription medication in some countries, it does not just show up in the kitchen. It’s unbelievable to think that, you know, Tinker Bell showed up and sprinkled it within the kitchen…”

Today, U.S. Senator Kirsten Gillibrand held a virtual press conference to reintroduce her Healthy Food Financing Initiative Reauthorization Act, legislation to help end food deserts. Food deserts are areas where a significant portion of residents don’t have easy access to a grocery store and affordable, nutritious food. Instead, they are forced to rely on corner and convenience stores, which often sell little to no fresh produce, meat or dairy and whose prices are higher than those of a typical supermarket.
Gillibrand’s legislation would provide $50 million annually in mandatory federal funding for the Healthy Food Financing Initiative (HFFI). HFFI is a USDA program that offers loans and grants to incentivize grocery stores to establish locations in areas where residents lack easy access to fresh food retailers.
“An easily accessible grocery store is a basic necessity, but hundreds of communities across our state don’t have consistent access to one,”said Senator Gillibrand. “That means residents have to travel miles outside their neighborhood just to buy staple groceries, a trip that can take hours on foot or by public transit for those without access to a car. It’s unacceptable. This legislation would provide $50 million each year to a federal program that incentivizes grocers to open new locations or expand existing ones to bring fresh food to areas that need it. It is a commonsense bill that would help communities across our country, and I look forward to working to get it passed.”

On the importance of making pro-growth tax policy permanent:
[T]he Council of Economic Advisors has indicated that—together with some regulatory reform that President Trump is doing and some of the DOGE activities—we ought to generate somewhere between 4 and 6 percent growth in GDP, and what that translates into with regard to our tax bill is trillions of dollars for growth in capital formations, jobs, wages, benefits and new revenue to the treasury to pay down our deficits.
This tax package will stop a $4.3 trillion tax increase, and it will make these taxes cuts permanent so that we don’t have to face another tax cliff like this in the future.
Bonus depreciation—permanent; R&D—permanent; and the EBITDA accounting rules—permanent. Those three business taxes that are now permanent are a big part of what is going to generate that capital formation in this country and help us grow back to the strength we did when we originally passed the [Tax Cuts and Jobs Act].
. . .
[The] 20 percent small business deduction is now permanent. Our passthrough entities can get treated fairly like corporations do, and be a part of that incredible capital formation and growth that our country is going to see.
On additional tax relief for American workers, seniors and businesses:
[I]n addition to stopping a $4.3 trillion tax increase, we’ve got full factory expensing, as President Trump has asked for as well, and a number of other tax cuts.
We’ve got no tax on tips, an increase in the deduction for seniors, and we also have no tax on overtime.
On Republican efforts to reduce spending:
We reduce actual spending in our entitlement programs by somewhere between one-and-a-half and $2 trillion, and that spending, as well as the growth element of these tax policies is going to generate a deficit reduction, not a deficit increase.
The $1.5 to $2 trillion in actual spending reduction is the biggest entitlement reform that has ever been done by Congress.

The Council of Economic Advisers (CEA) calculates how investment, GDP, and wages increase in response to lower effective tax rates (lower statutory rates, bigger deduction for pass-through businesses, and full expensing that businesses will enjoy on new equipment, R&D, and factories) using standard academic methods that were successful in accurately forecasting the effects of the 2017 Tax Cuts and Jobs Act (TCJA).
Take-home pay — defined as after-tax earnings — increases because wages rise and less money is taken out of workers’ paychecks.
The CEA also looks at the further boost to GDP from the stronger incentive to work (lower taxes boost labor supply) and the greater spending power that Americans will have.

WASHINGTON—U.S. Senator Chris Murphy (D-Conn.) on Monday wrote a Substack post sounding the alarm on the existential risks unregulated artificial intelligence pose to America’s economy and collective well-being. Murphy advocated for strong government policy and intervention to ensure that citizens, rather than corporate interests, are managing the transformational effects of this new technology and protected from the worst of its potential harms.
“A fraud is being perpetuated on the American people and our pliant, gullible political leaders.” Murphy wrote. “If America does not protect its economy and culture from the potential ravages of advanced AI, our nation will rot from the inside out, giving China a free lane to pass us politically and economically.”
Murphy stressed that unregulated AI will ship jobs overseas, permanently hollow out the American job market, and leave workers with no recourse: “The job displacement will be massive and devastating. That’s just common sense… Not enough jobs will be created to replace the jobs we lose, and even the new jobs likely won’t stay in the United States due to the industry’s insatiable desire to maximize profits… the industry doesn’t really care about creating U.S.-based infrastructure or jobs. They are hunting profits, and to boost return on investment, without any guardrails imposed on them by government, they will use the same labor arbitrage techniques that other industries utilize and ship as many AI jobs as they can to countries with lower labor costs.”
Speaking from discussions with industry leaders, Murphy slammed the tech companies’ reckless disregard for the human impact of their technology: “The only value that guides the AI industry right now is the pursuit of profit. In all my meetings, it was crystal clear that companies like Google and Apple and OpenAI and Anthropic are in a race to deploy consumer-facing, job-killing AGI as quickly as possible, in order to beat each other to the market. Any talk about ethical or moral AI is just whitewash… They are in such a hurry that they can’t even explain how the large language models they are marketing come to conclusions or synthesize data. Every single executive I met with admitted that they had built a machine that they could not understand or control.”
Murphy pushed back against the common argument that targeted regulations would undercut innovation and enable China to win the AI race: “This argument assumes, wrongly, that the Chinese will put no constraints on the development and dissemination of their own AI models. We know this isn’t true because as we speak, China is being relatively careful with how it develops and rolls out AI. From 2021 to 2023, China began to build out a governance framework with some of the world’s earliest AI regulations and technical standards, bringing service providers into compliance on issues from ethics, data protection, safety, and security…That China has been actively building towards a national AI law, while producing a cutting-edge model like DeepSeek’s, makes clear that AI regulation and innovation can, and do, co-exist.”
Murphy concluded: “I want to beat China in the race for advanced AI. I do. But not at any cost. If we do not use government policy and intervention to control for the job loss and to protect consumers, it won’t matter that we get to AGI before China. Unbounded, AGI could eliminate so many jobs and undermine so many of our values, that China will cheer our decision to rush to AGI in our blind, feverish desire to be first. Ultimately, China could end up winning the race, because we destroy ourselves along the race route.”

Washington, D.C. – Today, U.S. Senators Catherine Cortez Masto (D-Nev.) and Jacky Rosen (D-Nev.) sent a letter to Acting U.S. Postmaster General Doug Tulino and the Board of Governors demanding that the U.S. Postal Service (USPS) recommit to keeping local letter mail processing in Nevada. Despite announcing last year that local first-class letter mail would continue to be processed in Reno, the USPS has removed the press release containing the announcement from their website, and Nevadans have reported seeing local, first-class letter mail being processed out of state.
“On April 23, 2024, USPS officially announced its decision to proceed with its misguided plan to downsize and relocate outgoing mail processing operations from Reno, Nevada to Sacramento, California. After immense pushback from members of Congress, local officials, and the public, USPS agreed to keep local, first-class letter mail processing operations in Reno rather than moving forward with its plan to send local letter mail out of state to Sacramento and back again,” wrote the Senators. “In an August 2024 press release that has since been taken down from the USPS website, USPS officials announced that ‘[t]here will be no change to the location for canceling certain origination mail in Reno. In simpler terms, outgoing single piece mail will continue to be processed at its current location.’”
“We are therefore alarmed to hear concerns from Nevadans that local, first-class letter mail processing operations may indeed move out of state,” they continued. “As such, we would like for the Postal Service to reaffirm its commitment to the public to not proceed with its original misguided plan, and provide us with the official USPS policy at the Reno facility with respect to local, first-class letter mail processing.”

Senator Cortez Masto has consistently pushed to ensure first-class letter mail is processed in Nevada. She fought alongside bipartisan members of the Nevada delegation in an ultimately successful push to ensure former USPS Postmaster General Louis DeJoy abandon his ill-advised plan to relocate outgoing mail processing operations from Reno to Sacramento. She repeatedly called on DeJoy provide detailed information about the impact of his misguided plan, and she joined a group of over 20 Senators in a letter urging DeJoy to stop any changes or relocations to USPS processing facilities that could hurt mail delivery and kill jobs nationwide.

This iteration of the bill includes hard-fought changes negotiated by Democrats to strengthen national security and encourage domestic industry growth.
“We need to do more to regulate cryptocurrencies and support American businesses, consumers, and our national security,” said Senator Cortez Masto. “If Congress doesn’t act, we risk sidelining ourselves in favor of foreign countries who would gladly take our place in helping shape this growing sector. This bill is the first step to ensure stablecoins issued in the United States are not used to scam or defraud people or facilitate illicit finance, while also providing regulatory clarity our domestic industry needs to innovate here at home.”
The updated GENIUS Act includes Senator Cortez Masto’s language to ensure payment stablecoin issuers can only issue, redeem, and manage reserves to back up their stablecoins. This change bans issuers from engaging in speculative and high-risk ventures that could increase the likelihood of a failure.
The negotiated legislation also increases scrutiny for foreign stablecoin issuers, giving Treasury the power to ban shady offshore actors from trading in the U.S. on centralized exchanges. It cracks down on deceptive marketing, allows for the suspension of an issuer’s registration after reckless and willful noncompliance, and prohibits stablecoin issuers from automatically accessing Federal Reserve Master accounts.
Senator Cortez Masto has consistently supported measures to rein in big corporations and crack down on fraud and money laundering. She is also pushing for additional legislation to crack down on crypto corruption by banning the President, Vice President, Senior Executive Branch Officials, Members of Congress, and their immediate families from financially benefiting from issuing, endorsing, or sponsoring crypto assets, such as meme coins and stablecoins.

WASHINGTON, D.C. – Today, U.S. Senator Tim Kaine (D-VA), a member of the Senate Health, Education, Labor and Pensions (HELP) Committee, hosted a spotlight forum with Senator Chris Murphy (D-CT) to highlight how President Donald Trump and Republicans’ bill would make major cuts to vital programs that families rely on, including Medicaid and SNAP, in order to pay for massive tax breaks for the wealthy.
“We’re here because of the reconciliation bill … which we call the ‘Big Beautiful Betrayal.’ And my Republican colleagues are trying to pass it by a party-line vote without including us in any of the discussions about what’s in the bill. But it would be disastrous for this country,” said Kaine as he began the forum. “We’ll do everything we can to try and defeat it.”
Kaine continued, “President Trump and congressional Republicans are championing this BBB and it reflects choices – affirmative, calculated decisions about who to help and who to harm … But we don’t have to make a choice to harm middle-class and working people. We don’t have to do that. We can cut taxes for working- and middle-class families without cutting crucial programs that these families rely on. We can choose not to give additional tax breaks to those who have already been so benefitted in the past by tax breaks.
“The top 20 percent of households will receive nearly 70 percent of the tax cuts in the House bill. That is an upside-down priority,” Kaine continued. “According to the nonpartisan Congressional Budget Office … 16 million Americans nationwide will lose health care coverage under the House bill, and that includes more than 300,000 Virginians.
“According to our Joint Economic Committee, the House bill … would cut SNAP, the Supplemental Nutrition Assistance Program, by 20 percent, slashing away a crucial safety net for about 200,000 Virginians – 800,000 get SNAP benefits [in total in Virginia]. The benefits are modest – $4.70 per day – but 200,000 of those 800,000 will either have their $4.70 benefit reduced or completely eliminated,” said Kaine. “SNAP fights hunger fast. When it’s slashed, families will feel hunger a lot faster.”
Kaine continued, “If we take a second and just tally things up: the tax plan would boot millions off health care, take food from the mouths of hungry children and families, cut taxes for millionaires and billionaires, and drive up the deficit by 3 trillion, although I saw the Senate version actually knocks it up even further, maybe as high as $5 trillion. This is before you start factoring in historic and illegal tariffs that the administration is levying on the same everyday people who are suffering by these cuts,” Kaine said.
“The Yale Budget Lab found that when you factor in both the reconciliation bill and the President’s tariff actions, the bottom 80 percent of American households are going to be worse off. So I truly hope my Republican colleagues will have a change of heart and rework this product, and we’re sure going to give them an opportunity to do it with all the amendments that we’re going to offer—very targeted amendments that will pose some really important choices for them. They could take out all of the SNAP and Medicaid cuts by scaling back the tax cuts for the wealthy, and still have a bill that costs the same as it is. This legislation is going to harm Virginians and harm Americans,” Kaine concluded.

WASHINGTON, D.C.—Today, U.S. Senator Tim Kaine (D-VA), a member of the Senate Armed Services and Foreign Relations Committees, spoke on the Senate floor about a war powers resolution he filed this week to express concern about the escalating violence in the Middle East and its potential to pull the U.S. into conflict. The resolution requires that any U.S. participation in offensive hostilities against Iran be explicitly authorized by Congress through a declaration of war or specific authorization for use of military force. It does not prevent the U.S. from defending itself from an imminent attack. The resolution is privileged, meaning that the Senate will be required to promptly consider and vote upon the resolution.
“There’s no part of the Constitution that’s more important than the Article One provision making plain that the United States should not be at war without a vote of Congress,” said Kaine. “Yet the news of the day suggests that we are potentially on the verge of a war with Iran.”
“I was elected to the Senate in 2012, having served as a Governor from 2006 to 2010 during a tremendous upsurge in the two wars in Iraq and Afghanistan. I visited our troops multiple times in the green zones in Baghdad and in Afghanistan. I went to the deployments and the homecomings. I went to the wakes and the funerals,” Kaine continued. “And I told myself when I came to the Senate that if I ever had the chance to stop this nation from getting into an unnecessary war, I would do everything I could to stop us.”
“I happen to believe that the United States engaging in a war against Iran – a third war in the Middle East since 2001 – would be a catastrophic blunder for this country,” Kaine said. “I think there are some in this body who have a different point of view than me on that point, but I think we should all be able to agree in the fundamental constitutional principle that says we shouldn’t be in a war if Congress doesn’t have the guts to debate it and vote on it. We should all – having taken an oath to the Constitution – at least support the principle that war is something that should be for Congress to declare.”
“Our Constitution has, accordingly, with studied care, vested the question of war with the legislature,” said Kaine. “Other countries don’t do this, but the Framers of our Constitution in 1787 decided we’re going to be different. Before we send troops in harm’s way where they could be killed, where they could be injured, where they could see people that they love – their colleagues killed and injured – before we’re going to send troops in harm’s way in war, we want to see the people’s elected bodies – both houses – have a debate about what the stakes are and whether we should force our troops into harm’s way and potentially lose their lives. And that debate will be in full view of the American public, so the American public can understand what’s at stake and then they can call their representatives or write them a letter and tell them what they think about whether war is necessary and whether the sacrifice we ask of our troops should be the ultimate sacrifice that we are often asking of them in war.”
“The question for this body that we will grapple with over the course of the next couple of weeks is whether the United States should be in another war in the Middle East – in particular, whether we should allow war to start without us, whether we should hide in the tall grass, rather than exercise our constitutional responsibility under Article One. This is fundamentally a debate about Congress being true to its oath of office and actually also being true to the obligations we have to our public,” Kaine said. “The Framers put this in the Constitution so that we wouldn’t be at war without a debate in front of the public.”
“If we have that debate and we decide that war is in the national interest, then the troops go into war knowing that the civilian leadership of this country have had the hard debate in view of the American public and decided that the stakes are sufficient to ask people to make the ultimate sacrifice,” Kaine said. “How dare we ask people to make the ultimate sacrifice if we don’t have the guts to have a debate and decide whether a war is in the interest of this country?”
“We need to have this debate in front of the American public,” Kaine said. “Let them watch us debate the stakes of this – and it might be that colleagues in this body or in the House think a war with Iran is a good idea. Let them put a war authorization on the table. Let’s debate that. Let’s debate that in front of Virginians and Kansans and Californians and hear what our constituents have to say. Let’s debate that in the full view of people whose spouses are in the military or whose kids are in the military. Let’s have that debate in front of them and hear what they think before we cast a vote that would be one of the most serious votes that you ever cast on the floor of a body like this. But we should not allow a war of the magnitude of this to begin with Congress hiding.”
“I will be asking my colleagues to support my simple resolution as early as next week. No war without a vote of Congress. I’ll be asking my colleagues to support it and uphold the oath we’ve all taken to support the Constitution that established that most unusual principle, most unique principle, that is part of what makes this nation special,” Kaine concluded.
For years, Kaine has been a leading voice in Congress raising concerns over presidents’ efforts to expand the use of military force without congressional authorization. In 2017, Kaine wrote a piece in TIME warning of the consequences if President Donald Trump pulled out of the nuclear deal with Iran. In 2018, Kaine wrote a piece in The Atlantic warning that Trump was blundering toward war with Iran. In March 2020, Congress passed Kaine’s bipartisan war powers resolution to prevent further escalation of hostilities with Iran without congressional authorization. In 2023, the Senate passed bipartisan legislation led by Kaine to repeal the 1991 and 2002 Authorizations for Use of Military Force (AUMFs) and formally end the Gulf and Iraq wars.

WASHINGTON, D.C. — U.S. Senators Alex Padilla, Ranking Member of the Senate Judiciary Immigration Subcommittee, and Adam Schiff (both D-Calif.) joined U.S. Senate Democratic Whip Dick Durbin (D-Ill.), Ranking Member of the Senate Judiciary Committee and lead author of the Dream Act, and Senate Democrats in urging U.S. Citizenship and Immigration Services to resume processing initial applications for the Deferred Action for Childhood Arrivals (DACA) program, following a ruling in the Fifth Circuit Court of Appeals that narrowed an earlier injunction to just Texas and allowed USCIS to start processing initial DACA applications from all other states.
The Senators began by highlighting thepopularsupportfor providing Dreamers a pathway to citizenship, writing: “Noncitizens brought to the United States as children, often known as Dreamers, are American in every way but their immigration status. Many only know this country as their home, and they contribute every day to this great nation by paying taxes and serving in critical roles, such as police officers, teachers, and nurses. Americans overwhelmingly support providing Dreamers a path to citizenship, and in December 2024, President Trump stated that he supported protections for Dreamers to remain in the United States.”
“Consistent with this statement, we implore you to use your authority at United States Citizenship and Immigration Services (USCIS) to resume processing initial applications for Deferred Action for Childhood Arrivals (DACA) and provide such protections for Dreamers immediately,” continuedthe Senators.
Sunday, June 15, marked the thirteenth anniversary of the DACA program via policy memorandum in 2012. Since then, more than 825,000 people have received deferred action pursuant to DACA, empowering recipients to bolster their careers and contribute an estimated $140 billion to the U.S. economy in spending power and $40 billion in combined federal, payroll, state, and local taxes.
In 2021, U.S. District Court Judge Andrew Hanen halted the DACA program and enjoined USCIS from approving any new DACA applications nationwide. While the program was enjoined, USCIS has continued to accept and hold initial applications, and in 2022, the Department of Homeland Security published the DACA Final Rule, codifying the 2012 memorandum establishing DACA into regulation. More than 100,000 initial DACA applications are pending with USCIS.
On January 17, 2025, the Fifth Circuit Court of Appeals issued a decision limiting Judge Hanen’s injunction to just Texas.
“Pursuant to the order, in Texas, DACA must resume as a limited program providing protection from deportation for current DACA recipients, but without access to work authorization or driver’s licenses as part of those renewals. This order went into effect on March 11, giving USCIS the authority to start processing initial DACA applications from states other than Texas. However, nearly three months later, USCIS has not made any public announcement on whether new DACA applications will be processed; nor has the agency begun processing initial applications that have been pending with the agency for years,” added the Senators.
“We urge you to begin processing these DACA applications immediately, consistent with the Fifth Circuit decision and existing regulations, and to ensure Dreamers eligible to file initial DACA applications can do so as soon as possible,” concluded the Senators.

Last week, Trump deployed approximately 4,000 National Guard troops and 700 active-duty Marines to Los Angeles amid unrest caused by his indiscriminate immigration raids across the region. Padilla flew to Los Angeles to conduct oversight over the Trump Administration’s unprecedented military deployment to California — without Governor Newsom’s consent — and was in the high-security Los Angeles Federal Building for a scheduled oversight meeting with the commanding general in charge of the military presence in the region before law enforcement escorted him into Secretary Noem’s briefing room.
“The Trump Administration has done everything in their power but to provide transparency to the American people about their mission in Los Angeles. And so last week, I chose to go home to try to get answers from the Administration as they are literally militarizing our city.”
“I want to share what I learned. I want to share what I heard because it should shock the conscience of our country.”
In the hopes of learning new information after having his requests ignored for months, Padilla tried to ask a question in response to Noem’s demonizing rhetoric toward immigrants and Los Angeles’ democratically elected leadership.
“At one point, the United States Secretary of Homeland Security said that the purpose of federal law enforcement and the purpose of the United States military was to ‘liberate’ Los Angeles from our governor and our mayor. To somehow liberate us from the very people that we democratically elected to lead our city and our state.”
“Colleagues, let that fundamentally un-American mission statement sink in. That is not a mission focused on public safety. And that simply is not, and cannot be, the mission of federal law enforcement and the United States military.”
“To my colleagues on both sides of the aisle, are we truly prepared to live in a country where the President can deploy the Armed Forces to decide which duly elected governors and mayors should be allowed to lead their constituents? Is that really the precedent that we’re okay with setting?”
“Throughout the country’s history, we’ve had conflict, we’ve had tumult, but we’ve never had a tyrant as a commander-in-chief.”
Padilla detailed his own background as the proud son of immigrants from Mexico who left behind his MIT engineering degree to protest against the vile anti-immigrant rhetoric in the 1990s that a Republican governor up for reelection spread across California. He said he felt he had to speak out against the Trump Administration’s “un-American” scapegoating of immigrants and California, and detailed the violent reaction to his question.
“So last week, when I heard something so blatantly un-American from the Secretary of Homeland Security, a cabinet official — of course I was compelled, both as a Senator and as an American, to speak up.”
“But before I could even get out my question, I was physically and aggressively forced out of the room — even as I repeatedly announced I was a United States Senator, and I had a question for the Secretary. And even as the National Guardsman and the FBI agent who served as my escorts and brought me into that press briefing room stood by, silently, knowing full well who I was.”
“You’ve seen the video. I was pushed and pulled, struggled to maintain my balance. I was forced to the ground — first on my knees and then flat on my chest. And as I was handcuffed and marched down a hallway, repeatedly asking why am I being detained, not once did they tell me why.”
Padilla expressed his gratitude for the immense support for him and his family that poured in since his forcible removal. However, he emphasized that this fight was not about him but about the fundamental democratic rights of all Americans across the country.
“If you watched what unfolded last week and thought what happened is just about one politician and one press conference, you’re missing the point.”
“If that is what the Administration is willing to do to a United States Senator for having the [audacity] to simply ask a question, imagine what they’ll do to any American who dares to speak up. If what you saw happen can happen when the cameras are on, imagine not only what can happen — but what is happening — in so many places where there are no cameras.”
“Colleagues, this isn’t about me. In fact, it’s not just about immigrant communities or even just the State of California. It’s about every single American who values their Constitutional rights. It’s about anyone who’s ever exercised their First Amendment rights, or anyone who’s ever disagreed with a president, or anyone who simply values our democracy and wants to keep it.”
Padilla set the record straight on Republican misinformation on undocumented immigrants as Trump has used the same playbook when the headlines turn against him: scapegoat immigrants and manufacture a crisis. Public reporting shows that the majority of immigrants currently in ICE custody have no prior criminal conviction, and under 10 percent of immigrants taken into ICE custody since October have serious criminal convictions. Yet, President Trump has blamed immigrants to distract from his failed policies, including Republicans’ billionaire-first budget reconciliation bill that would cut critical services like health care and nutrition for millions of working families across the country.
As President Trump takes unprecedented action to militarize Los Angeles without justification or the Governor’s request, Padilla warned of the stakes for cities across the United States and American democracy.
“Donald Trump is continuing to test the boundaries of his power. And he’s surrounded himself with yes-men and underqualified attack dogs — from the DHS Secretary to the FBI Director to the Secretary of Defense — who will rubberstamp every anti-democratic step he takes.”
“This Administration’s officials and maybe not all, but many Republicans in Congress may choose not to do their job, but they cannot stop me from doing mine.”
“Again, if you really think this is just about immigrants and immigration, it’s time to wake up. What’s happening is not just a threat to California; it’s a threat to everyone in every state. If Donald Trump can bypass the Governor and activate the National Guard to put down protests on immigrant rights, he can do it to suppress your rights, too. If he can deploy the Marines to Los Angeles without justification, he can deploy them to your state, too. And if he can ignore due process, strip away First Amendment rights, and disappear people to foreign prisons without their day in court, he can do it to you too.”
“California is just the test case for the rest of the country. Last week for many was a warning shot. But I pray that it also serves as a wakeup call.”
Padilla concluded his speech with a call to action for Angelenos and millions of Americans to stand up and keep peacefully protesting against the Trump Administration’s attack on fundamental rights.
“It doesn’t matter if you’re a Republican, or a Democrat, or an Independent — we all have a responsibility to speak up and to push back, before it’s too late. So I do encourage people to keep peacefully protesting. There’s nothing more patriotic than to peacefully protest for your rights.”
“Because no one will liberate Los Angeles but Angelenos. No one will redeem America but Americans. No one is coming to save us but us.”
“And we know that the cameras are not on in every corner of the country. But if this Administration is this afraid of just one Senator with a question, colleagues, imagine what the voices of tens of millions of Americans peacefully protesting can do.”

[Mr./Madam] President,
Over the last two weeks in Los Angeles – my hometown – we’ve seen masked federal agents in tactical gear ordered into our communities . . .
We’ve seen a disturbing pattern of extreme and cruel immigration enforcement operations, targeting non-violent people at places of worship, schools, and courthouses.
All to meet an arbitrary quota.
Now, we’re seeing President Trump federalize and deploy the National Guard without the Governor’s consent . . .
Active-duty Marines have been deployed, escalating tensions in our city . . .
All without coordination with the state and local law enforcement.
Despite repeated requests for justification for these extreme actions…and after months of little to no response from the Administration on their aggressive and theatrical immigration raids…
The Trump administration has done everything in their power BUT provide transparency to the American people about their mission in Los Angeles.
So last week, I went home to try to get answers from the administration as they militarize our city.
What I heard should shock the conscience of our country.
One of the first items on my schedule last Thursday was a meeting with General Guillot, the four-star general in charge of U.S. Northern Command at the Federal Building in west Los Angeles, where they are overseeing these military operations.
When the United States military is deployed domestically…
When our own troops are deployed against the wishes of the Governor for the first time since 1965, against the wishes of the mayor, against even the wishes of local law enforcement — then we’re in uncharted territory.
So in an effort to do my duty to conduct congressional oversight — and to try to get answers from the Department of Defense that state and local officials were not receiving— I went to the federal building in West LA.
I was met at the entrance by a National Guardsman and an FBI agent, who escorted me through the security screening and up to a conference room for my scheduled briefing.
While waiting for my scheduled briefing with General Guillot, I learned that Homeland Security Secretary Kristi Noem was holding a press conference just down the hall and that the press conference was causing my briefing to be delayed.
The thought occurred to me that maybe I could attend and listen in, in the hopes of hearing Secretary Noem provide some new information that could help us make sense of what was happening.
I asked and was escorted by my National Guard and FBI escorts into the press conference. They opened the door for me. They accompanied me into the press briefing room.
It was there that I listened as the United States Secretary of Homeland Security said that the purpose of federal law enforcement and the United States military was to “liberate” Los Angeles from our governor and our mayor . . .
. . . To somehow liberate us from the very people we democratically elected to lead our city and our state.
Colleagues, let that fundamentally un-American mission statement sink in.
That’s not a mission focused on public safety.
That simply is not, and cannot be, the mission of federal law enforcement and the United States military.
To my colleagues on the other side of the aisle, are you truly prepared to live in a country where the President can deploy the armed forces to decide which duly elected governors and mayors should be allowed to lead their constituents?
Is that really the precedent you’re okay with setting?
As Secretary Noem herself said last year when serving as Governor of South Dakota, “If Joe Biden federalizes the National Guard, that would be a direct attack on states’ rights.”
Throughout the country’s history, we’ve had conflict, and we’ve had tumult. But we have never had a tyrant as a commander-in-chief.
That’s not by coincidence!
It’s because the American people have always been willing to speak up and exercise their First Amendment right to protest – especially when our fundamental rights have been threatened.
As the proud son of immigrants from Mexico, it’s that same right I came to revere when marching through the streets of Los Angeles in 1994 alongside friends and family protesting against the vile anti-immigrant rhetoric that was growing in California.
It was that year that a Republican Governor up for reelection and down in the polls, turned to scapegoating immigrants to try to improve his political standing.
That fight is what got me to leave an engineering career behind and dedicate myself to influencing government and politics. So, I’ve seen this before. Californians have seen this before.
So last week, when I heard something so blatantly un-American from the Secretary of Homeland Security — I was compelled, both as a Senator AND as an American, to speak up.
But before I could even get out my question, I was physically and aggressively forced out of the room — even as I announced I was a United States Senator, and I had a question for the Secretary.

Where are they taking me?
Am I being arrested?
What will a city already on edge from being militarized think when they see their Senator has been handcuffed just for trying to ask a question? Or . . .
What will my wife and our three boys think?
I also remember asking myself: if this aggressive escalation is the result of speaking up against the abuses and overreach of the Trump administration, was it really worth it?
But colleagues, how many Americans in our nation’s history have marched, have protested, have shed blood and lost their lives to protect our rights?
How many Americans have served in wars overseas to protect our freedoms here at home?
And how many Americans in the year 2025 see a vindictive president on a tour of retribution, unrestrained by the majority of this separate but co-equal branch of government in this building, and wonder if it’s worth it to stand up or to speak out?
If a United States Senator is too afraid to speak up, how can we expect any other American to do the same?
Colleagues, you know me.
I’m not aware of anyone who would describe me as a flamethrower. I try to be respectful and considerate to every member of this body— regardless of your politics.
So I want to thank all of my colleagues on both sides of the aisle who reached out to share messages of support — whether it was public or in private.
In means a great deal to me and my family.
But if you watched what unfolded last week and thought this was about one politician or one press conference, you’re missing the point.
If that’s what this Administration will do to a United States Senator for having the audacity to simply ask a question, imagine what they’ll do to any American who dares to speak up.
If that’s what can happen when the cameras are on, imagine not only what can happen — but what is happening — when the cameras are off.
This isn’t about me. In fact, it’s not even just about immigrant communities or about Californians.
It’s about every single American who values their constitutional rights. It’s about anyone who’s ever exercised their First Amendment rights, or ever disagreed with a president, or who simply values living in a democracy and wants to keep it.
The President will tell you this is about undocumented immigrants, and about law and order and about targeting dangerous, violent criminals.
But we know differently.
Public data released by the administration shows that the majority of immigrants currently in ICE custody do not have a prior criminal conviction.
And new reporting shows that less than 10 percent of immigrants taken into ICE custody since October have serious criminal convictions.
Less than 10 percent!
Two weeks ago, Donald Trump was at the lowest point in his presidency so far.
He was drowning in a week of terrible headlines.
The American people were finally waking up to the realities of the budget reconciliation bill that will cut health care, nutrition assistance, and good paying clean energy jobs in order to cut taxes for billionaires.
He was losing his tariff wars as the costs of everyday goods were continuing to rise.
His promises to end Russia’s invasion of Ukraine were falling flat.
He’d been handed loss after loss in federal court.
And maybe the most embarrassing part was his public breakup with Elon Musk.
But we know what happens when the headlines turn on Donald Trump. Donald Trump turns to the same tired playbook he always has: when in doubt, scapegoat immigrants. And manufacture a crisis to distract the media from your failures.
That’s the reason he ramped up ICE raids in California.
And when Californians took to the streets to peacefully protest, that’s the reason he bypassed the Governor and federalized the National Guard. And as things began to settle in Los Angeles, he escalated even further by sending in the Marines.
He wants the spectacle — not just to distract, but to justify his undemocratic crackdowns and his authoritarian power grabs.
That’s the reason why even while the vast majority of protests have remained peaceful, the President, the Vice President, and their allies have called protestors insurrectionists!
Yes, this is the same man who provoked an actual insurrection on our Capitol on January 6th.
The same man who incited a violent mob, carrying confederate flags, against Congress.
The same man who then pardoned the convicted felons who assaulted our brave Capitol Police officers.
Trump is testing the boundaries of his power. And he’s surrounded himself with yes-men and underqualified attack dogs — from the DHS Secretary to the FBI Director to the Secretary of Defense — who will rubberstamp every anti-democratic step he takes.
This Administration’s officials and Congressional Republicans may choose not to do their job, but they cannot stop me from doing mine.
And I refuse to let immigrants be pawns on the path to fascism.
Again, if you really think this is just about immigrants, it’s time to wake up.
What’s happening isn’t just a threat to California, it’s a threat to everyone in every state.

Padilla, Schiff Condemn Trump Administration Decision to Terminate $3.7 Billion in Clean Energy Grants, Urge DOE to Reinstate Them

WASHINGTON, D.C — Today, U.S. Senators Alex Padilla and Adam Schiff (both D-Calif.) condemned the Trump Administration’s decision to terminate $3.7 billion in federal funding for clean energy projects across the country, including $845 million in California, and called on the Administration to reinstate them. In the letter to U.S. Department of Energy (DOE) Chris Wright, the Senators note that these grants were previously awarded through legally binding contract agreements between recipients and the federal government and cannot be canceled on a political whim.
The projects targeted include the National Cement Company of California which lost $500 million for their Lebec Net-Zero Project to focus on carbon capture and the development of carbon-neutral cement, a manufacturing process that is notoriously emissions-intensive, $270 million for implementing carbon capture at a natural gas power plant in Yuba City, and $75 million for a project focused on testing new technology at Gallo Glass Company furnaces in Modesto.
“These grants were provided through legally binding contract agreements between recipients and the federal government and, therefore, cannot be canceled on a political whim. DOE claims that the agency evaluated the investments “on a case-by-case basis to identify waste of taxpayer dollars,” and yet your agency has not provided any information to Congress detailing waste of any kind,” wrote the Senators.
“DOE’s attacks on cutting-edge clean energy projects run counter to our shared interest in boosting energy production, innovation, and economic vitality. The United States cannot afford to halt our progress and hinder American companies’ efforts to move beyond outdated technologies if we hope to remain competitive and truly energy dominant around the globe. These irrational cancellations will increase energy prices, hamper innovation, and set us backwards as we strive toward a clean energy future. We ask that you reinstate the $3.7 billion in canceled OCED funding so that we may bolster American energy production and maintain our competitive edge,” concluded the Senators.

Dear Secretary Wright:
We write with deep concern regarding the U.S. Department of Energy’s (DOE) terminations of energy projects in California that were supported by the Office of Clean Energy Demonstrations (OCED). These unlawful terminations represent a significant setback for American energy independence, and they undermine California and America’s leadership in the globally competitive clean energy industry. We urge you to work with recipients to reinstate their grant awards.
On May 30, DOE canceled $3.7 billion in funding for 24 clean energy projects around the country, including in Alabama, Arizona, California, Illinois, Kentucky, Louisiana, Massachusetts, Michigan, Nevada, New York, Ohio, Texas, Washington, and Wyoming. In California alone, DOE terminated $845 million in project funding. These terminations are unnecessarily harmful to California’s industries, who often push the cutting edge of innovation forward.
One of the largest cancellations targeted the National Cement Company of California Inc., which lost $500 million for their Lebec Net-Zero Project to focus on carbon capture and the development of carbon-neutral cement, a manufacturing process that is notoriously emissions-intensive. Not only would this project have accelerated decarbonization efforts, but it would have also created hundreds of local jobs in construction and plant operations. Another canceled project in California was $270 million for implementing carbon capture at a natural gas power plant in Yuba City. This project, which supported the same traditional sources of energy that the Trump DOE claims to support, would have helped reduce 95 percent of CO2 emissions from the plant and provided Northern California with more low-carbon electricity. DOE canceled another $75 million for a project focused on testing new technology at Gallo Glass Company furnaces in Modesto. This project would have reduced natural gas use by 70 percent and would have used union labor to produce glass for California’s wine industry.
These grants were provided through legally binding contract agreements between recipients and the federal government and, therefore, cannot be canceled on a political whim. DOE claims that the agency evaluated the investments “on a case-by-case basis to identify waste of taxpayer dollars,” and yet your agency has not provided any information to Congress detailing waste of any kind. These terminations follow your agency’s May 15 announcement that DOE would review 179 awards totaling over $15 billion for projects dedicated to updating power grids and supporting the domestic manufacture of batteries, which has created significant chaos and uncertainty in America’s energy and manufacturing sectors.
Additionally, it has been reported that DOE may be planning to close OCED, which has contributed to more than 70 percent of staff in that office departing the agency. In 2021, Congress directed the establishment of OCED in the bipartisan Infrastructure Investment and Jobs Act. OCED’s mission is to advance large-scale demonstration projects to accelerate the deployment and market adoption of energy technologies like clean hydrogen, carbon management, advanced nuclear reactors, and long-duration energy storage. Until recently, these were bipartisan initiatives.

Senator Gillibrand, alongside Senators Hagerty (R-TN), Scott (R-SC), Lummis (R-WY), and Alsobrooks (D-MD), introduced the GENIUS Act earlier this year. The bill passed out of the Senate Banking Committee with bipartisan support in March 2025.
Senator Gillibrand has been working on cryptocurrency legislation since 2022, when she and Senator Lummis introduced the Lummis-Gillibrand Responsible Financial Innovation Act, a comprehensive bipartisan framework for cryptocurrency regulation. The framework was re-introduced in 2023. In 2024, Gillibrand and Lummis also introduced a stablecoin bill that included many of the provisions that passed in the GENIUS Act.

Unfortunately, due to a series of Supreme Court decisions, patent eligibility law in the United States has become confused, constricted, and unclear in recent years. This has resulted in a wide range of well-documented negative impacts – inconsistent case decisions, uncertainty in innovation and investment communities, and unpredictable business outcomes.
As of 2021, all 12 then-sitting judges of the United States Court of Appeals for the Federal Circuit lamented the state of the law. Witnesses and stakeholders from a wide array of industries, fields, interest groups, and academia have testified and submitted comments confirming the uncertainty and detailing the detrimental effects of patent eligibility confusion in the United States. There is now widespread bipartisan agreement in Congress and across all recent Administrations that reforms are necessary to restore the United States to a position of global strength and leadership in key areas of technology and innovation, such as medical diagnostics, biotechnology, personalized medicine, artificial intelligence, 5G, and blockchain.
The Patent Eligibility Restoration Act achieves this critical goal by restoring patent eligibility to important inventions across many fields, while also resolving legitimate concerns over patenting of mere ideas, the mere discovery of what already exists in nature, and social and cultural content that everyone agrees is beyond the scope of the patent system, which is a system aimed at promoting technology-based innovation. As a general approach, the Patent Eligibility Restoration Act maintains the existing statutory categories of eligible subject matter, which have worked well for over two centuries, but eliminates the overly malleable set of current judicial exceptions – replacing them with five specific, defined statutory exclusions. By eliminating and replacing the current judicial exceptions, the Patent Eligibility Restoration Act provides predictable patent eligibility for important computer-implemented technological developments and medical advances, creating a solid bedrock for America’s innovation future.

WASHINGTON, D.C. – The U.S. Department of Transportation (DOT) Federal Aviation Administration (FAA) announced an award of $1,906,102 through the Airport Infrastructure Grant (AIG) program for projects at several airports across North Dakota. The funding will be distributed as follows:
$1,000,000 to the City of Minot to reconstruct 1,500 feet of the existing airport firefighting, rescue building, and hangar access road.
$322,254 to the Washburn Municipal Airport Authority for a new 200-foot Taxilane midfield to provide airfield access to a nonexclusive hangar development area to bring the airport into conformity with current standards.
$250,000 to the Barnes County Municipal Airport Authority to fund the final reconstruction of an existing lighting vault building and equipment.
$225,000 to the Oakes Municipal Airport Authority to replace one existing airport rotating beacon.
$108,848 to the Cando Municipal Airport Authority to reseal 4,433 square yards of existing North Apron pavement and pavement joints, reseal 450 feet of existing Taxiway A pavement and pavement joints, and reseal 466 feet of existing Taxilane East pavement and pavement joints to extend its useful life.
The AIG Program was established by the fully-paid-for Bipartisan Infrastructure Law to provide airports with funding for modernization and safety projects. Since its creation, airports in North Dakota have received over $49 million in program funding.
