Everything suggests that, instead of considering negotiations, the parties involved have turned to their own arms suppliers to stock up and prepare for new hostilities.Upon leaving Castel Gandolfo on July 22, Pope Leo addressed journalists and said: “We must encourage everyone to abandon their weapons, as well as the money hidden behind every war.”Analysts who until recently spoke globally of a new Cold War climate are now evoking a Third World War. Unlike the Second World War, this is no longer about territorial conquests based on ideology, but rather about interference in foreign territories with the aim of destabilizing existing regimes.We have moved from a bipolar world—West/Soviet Union—to a monopolized world, dominated by the hegemony of the so-called “free world” in the face of a malignant threat. Today, we are evolving toward a multipolar world, with emerging powers such as those of the BRICS. The world order is, therefore, undergoing a transformation.Israel and Iran accuse each other of being at risk of annihilation. One attacks Jewish Zionism, which oppresses Muslim Palestinians; the other attacks the mullahs’ regime, which threatens Israel’s very existence with its nuclear program. The main source of conflict lies in the ideology that demonizes the other and its supposed ambitions.It is the populations, criminalized by hostile propaganda, who pay the price. Not a day goes by without reports of the deaths of so-called collateral victims.To minimize the impact of this violence, some invoke statistics showing that, unlike in previous wars, the percentage of civilian casualties is lower than in the past, in order to affirm the supposed morality of their armies. Others emphasize the right to reciprocity. These discourses fuel questions about the right to defense and the proportionality of the response.Differentiated deterrence—the supposed monopoly of nuclear weapons on the one hand and the right to defense on the other—does not aim to bring the two sides closer together. Likewise, a premeditated preventive war, justified by a supposedly imminent threat, which could unilaterally impose peace through capitulation or the overthrow of the regime, is not a solution. State terrorism, with its infiltration, violence, or support for certain countries, parties, or ethnic groups, does not lead to peace.In reality, peoples desire to live in peace. But their leaders are mired in enmities that only know the language of weapons. Since 1979, Iran and Israel have no longer had diplomatic relations and remain in a state of tension. For 46 years, there have been no attempts at rapprochement, reconciliation, or peace processes.At the international level, a notable agreement was the Joint Comprehensive Plan of Action (JCPOA), which provided for concessions on Iran’s nuclear ambitions, limited exclusively to civilian use, in exchange for sanctions relief. Iranian officials have not ruled out resuming this agreement, but only if it is fair, in a win-win context.The Nuclear Non-Proliferation Treaty (NPT) not only prohibits new nations from acquiring nuclear weapons, but also dismantles those that already possess them. States that still possess nuclear arsenals, while maintaining and modernizing them, now avoid referring to them as arsenals, preferring the term “deterrents.”Dag Hammarskjöld’s quote, “The UN was not created to take us to heaven, but to save us from hell,” reminds us that when universal charters are codified, the goal is to prevent conflicts and catastrophes to avoid the worst for humanity.As Immanuel Kant wrote after the Napoleonic Wars in his essay “Toward Perpetual Peace” (Zum ewigen Frieden, 1795): “The state of peace between men living side by side is not a state of nature […]; therefore, the state of peace must be established.” To address the emergencies of the 21st century, Jeffrey Sachs asserts that “the path to peace lies in shared solutions to common problems—climate change, pandemics, poverty—and not in military domination” (Address at the Global Solutions Summit, Berlin, 2021).Just as conflicts affect the world order, peace must be a common interest, not subject to the veto of a few.In “The City of God,” Saint Augustine defines peace as the “tranquility of order” (tranquillitas ordinis). He distinguishes two levels: earthly peace (relative, which Saint Thomas Aquinas defines as “temporary”), as a necessary means for social life to avoid chaos – especially through treaties – and divine peace (absolute and, according to Aquinas, “spiritual”), which constitutes the ultimate goal of humanity and requires spiritual conversion.Jesus, shortly before his passion, reminds us that peace is a gift from God in John 14:27: “Peace I leave with you; my peace I give to you.” Even in suffering and persecution, this peace endures, because it is interior. It comes from union with God. Earthly peace is a reflection and fruit of Christ’s peace.As members of the Church, which, following in Christ’s footsteps, promotes human dignity, justice, and peace, we must be impartial, giving to Caesar what is Caesar’s and to God what is God’s.We must work for peace between the parties, not for the victory of one of them (cf. 2 Cor 5:18), loving the oppressor and the oppressed, without justifying injustice (Jn 3:16). Christians are called to “hate evil” (Rom 12:9) but to “bless its enemies” (Mt 5:44).As peoples of the world, we are all children of God, created in his image. Jews, Christians, Muslims, children of Abraham, have a moral duty to respect one another as brothers and sisters, children of the same Father. Why would we want to fight against the uniqueness of others? Since we turned our weapons against our fellow human beings, these brothers and sisters have lost their value, becoming annihilated enemies. And the consequences affect not only the enemy, but the entire world.The Holy See, in its diplomatic work for peace and reconciliation, explores every possibility to offer a framework for fair negotiations. The universal Church and the local Churches are, as far as possible, instruments of peace and charity, close to all, especially the most vulnerable, without discrimination, and always at their side in prayer. This is an expression of Christian charity and a response to the Gospel call to love one’s neighbor.Pray for the victims: This means asking God to inspire leaders to seek peaceful solutions and avoid war, which can no longer be considered a solution, as its ever-increasing risks outweigh its supposed benefits.The 2025 document Antiqua et Nova reiterates that peace cannot be achieved by force alone, but must be built through patient diplomacy, the active promotion of justice, solidarity, integral human development, and respect for human dignity.Pope Benedict XVI also emphasized in 2006, on the occasion of the 39th World Day of Peace, that peace is a divine gift that demands the responsibility to conform human history to divine order, and that failure to comply with the universal moral law and fundamental human rights prevents the realization of peace. The wounds of Christ are open in today’s world. The risen Jesus, emerging from the tomb, burst into the Upper Room and showed them to the frightened disciples who had locked themselves inside.     Vatican City (Agenzia Fides) – On July 25, 2025, the Holy Father appointed His Eminence Osório Cîtora Afonso, IMC, as Bishop of the Diocese of Quelimane (Mozambique), currently Auxiliary Bishop of the Metropolitan Archdiocese of Maputo, simultaneously releasing him from the titular see of Puzia in Numidia.His Exc. Msgr. Osório Citora Afonso, IMC, was born on May 6, 1972, in Ribaue (Nampula, Mozambique). He attended the Christ the King Preparatory Seminary in Matola (Maputo) and studied Philosophy at the Saint Augustine Major Seminary in Matola and Theology at the Saint-Eugène de Mazenod Institute in Kinshasa. He made his solemn profession in 2001 at the Consolata Missions Institute in Kinshasa (Democratic Republic of the Congo) and was ordained a priest on November 3, 2002.     While Republicans Work to Deliver Wins for the American People, Democrats Are Obstructing President Trump’s Agenda

    In November, President Trump and Republicans received a powerful mandate from the American people to secure our border, strengthen our economy, rein in wasteful spending, and Make America Great Again.

    By passing the One Big Beautiful Bill, we delivered on this mandate by securing…

    The largest tax cut in U.S. history—including reduced taxes on tips and overtime, a $6,000 bonus deduction for seniors, and the permanent extension of President Trump’s 2017 tax cuts;

    It also reduces the burden of the death tax for millions, providing critical relief for family-owned businesses and farmers;

    It bolsters our Armed Forces with a $150 billion increase in military spending;

    It provides the largest-ever investment in border security so that we can complete the border wall and hire thousands of new Border Patrol Agents;

    It strengthens Medicaid by rooting out waste, fraud, and abuse in the program;

    It restores fiscal sanity by eliminating hundreds of billions of dollars in far-left spending;

    And it accomplishes so much more.

    These are huge wins for the American people. But our work is far from finished.

    Democrats Are Hurting Americans by Obstructing President Trump’s Nominees

    At the top of the list: confirming President Trump’s nominees.

    The President deserves to have his team in place to enact his America First agenda.

    But instead of working with us to carry out the will of the American people, our colleagues across the aisle have chosen to obstruct at any cost.

    Right now, we have 135 pending nominations in the Senate.

    There is absolutely zero reason we should have this backlog—especially with such important nominations:

    U.S. ambassadorships to the Vatican, the Netherlands, Chile, Greece, and the European Union;

    Seven federal judgeships;

    U.S. Attorneys;

    Under Secretaries for the Departments of Veterans Affairs and the Navy;

    The Commissioner of the Securities and Exchange Commission;

    And much more.

    Democrats, however, are trying to slow down the voting process on these qualified nominees as much as possible.

    They’re losing at the ballot box, in the halls of Congress, and in the courts—so stalling is all they have left to spite the President.

    They might think that they are hurting Republicans. In reality, they are hurting the American people.

    Every single day that goes by with stalled nomination votes is another day that these qualified nominees are unable to get to work on behalf of our country.

    For months, far-left activist judges undermined our Constitution by blocking lawful orders from the Trump administration in a brazen effort to decide nationwide policy.

    Their abuse of power only came to an end when the Supreme Court reined in the use of nationwide injunctions.

    Democrats Have Obstructed ICE Agents from Enforcing Immigration Law

    And more recently, we’ve seen Democrats try their best to obstruct a core part of the America First agenda: Securing our border.

    Americans want our border to be secure. And they want criminal illegal aliens removed from their communities. 

    Across the country, ICE and Border Patrol agents have been hard at work carrying out this mandate and arresting criminals who have no right to be in our country.

    Yet Democrats are working to vilify and undermine our brave federal law enforcement.

    We’ve seen congressional Democrats try to storm ICE facilities—including a House member who faces federal charges for assaulting an ICE officer.

    They’ve smeared ICE agents who are risking their lives to protect our country, comparing them to “secret police” and the Nazis.

    They’ve pushed legislation that would prohibit officers from wearing masks, exposing them and their families to targeted harassment.

    This is all happening as ICE officers face an 830 percent surge in assaults.

  • Students protest in Bangladesh after air force jet crash kills 31, mostly children

    Police used tear gas to disperse angry students in Bangladesh on Tuesday who demanded answers from the interim government after an air force fighter jet crashed into a Dhaka school and killed 31 people, at least 25 of them children.

    The children, many aged under 12, were about to return home from class on Monday when the Chinese-manufactured F-7 BGI Bangladesh Air Force jet ploughed into their school and burst into flames, trapping pupils in the fire and debris.

    The military said it had suffered mechanical failure.

    Students from the school and others from nearby colleges protested as two government officials visited the crash site, demanding an accurate death toll and shouting, “Why did our brothers die? We demand answers!”

    Elsewhere in the capital, hundreds of protesting students, some of them waving sticks, broke through the main gate of the federal government secretariat, demanding the resignation of the education adviser, according to local TV footage.

    Police baton charged them, fired tear gas and used sound grenades to disperse the crowd, leaving dozens injured, witnesses said. Dhaka Metropolitan Police Deputy Commissioner Talebur Rahman said they had to use tear gas to disperse the protesters. He said he did not have information on the number of injured.

    Rescue workers continued to scour the charred buildings for debris on Tuesday as distressed residents of the area looked on. Some parents were inconsolable.

    Abul Hossain broke down as he spoke about his nine-year-old daughter, Nusrat Jahan Anika, killed in the crash. “I took her to school yesterday morning like every day. I had no idea it would be the last time I would be seeing her,” he said.

    She was buried on Monday night.

    Rubina Akter said her son Raiyan Toufiq had a miraculous escape after his shirt caught fire when he was on a staircase.

    “He sprinted to the ground floor and jumped on the grass to douse it,” she said. “He tore his shirt and vest inside, which saved him from severe burns.”

    The jet had taken off from a nearby air base on a routine training mission, the military said. After experiencing mechanical failure the pilot tried to divert the aircraft away from populated areas, but it crashed into the campus. The pilot was among those killed.

    On Tuesday, the military said in a statement that 31 people had died and 165 had been admitted to hospitals in the city. The health ministry said 68 remained in hospital and the condition of 10 of them was critical.

    STUDENT DEMANDS

    The government announced a day of mourning, with flags at half-mast and special prayers at all places of worship.

    Pope Leo said he was deeply saddened to learn of the loss of life in the crash and prayed that families and friends may be consoled in their grief, and for the healing and comfort of the injured, according to a Vatican statement.

    The protesting students called for those killed and injured to be named, the decommissioning of what they said were old and risky jets, and a change in air force training procedures.

    A statement from the press office of Muhammad Yunus, the country’s interim administrator, said that the government, the military, school and hospital authorities were working together to publish a list of victims.

    It also said the air force will be told not to operate training aircraft in populated areas.

    The F-7  BGI is the final and most advanced variant in China’s Chengdu J-7/F-7 aircraft family, according to Jane’s Information Group. Bangladesh signed a contract for 16 aircraft in 2011 and deliveries were completed by 2013.

    The Chengdu F-7 is the licence-built version of the Soviet era MiG-21.

    The incident comes as neighbour India is still grappling with the world’s worst aviation disaster in a decade after an Air India plane crashed into a medical college hostel in Ahmedabad last month, killing 241 of the 242 people on board and 19 on the ground.

    Bangladesh has faced months of political uncertainty after then Prime Minister Sheikh Hasina was forced to flee the country last August following weeks of deadly student protests.

    The interim government of Nobel laureate Yunus has promised to hold elections next year amid mounting demands from political parties to advance them.

    by Pascale RizkSeoul (Fides Agency) – “If we follow the example of the martyrs and believe in the word of the Lord, then we will understand the sublime freedom and joy with which they went to their death.” These were the words of Pope Francis to the Korean people during the Mass for the beatification of Paul Yun Ji-Chung and his 123 fellow martyrs, celebrated on Saturday, August 16, 2014, at Gwanghwamun Gate in Seoul, during his apostolic journey to South Korea.In a Korea that hardly resembles that of three centuries ago, the joy and freedom of the martyrs of the past continue to attract many Koreans and lead them to encounter Christ.It is the places, the descendants, and even the soil that today hold “like a treasure” the memory of those who, with simple courage and the gift of self, left everything behind so as not to be “separated from the love of Christ” (Rom 8:35).This July, the Catholic Church in Korea pauses to commemorate the centenary of the beatification of its first 79 martyrs, canonized in 1984.Pilgrimages in the footsteps of martyrsIn recent years, the emotion felt by many Koreans who visit the sites of their martyrdom seems to be growing and becoming increasingly intense.In 2011, bishops and priests responsible for places of martyrdom in various dioceses created an ideal itinerary entitled “Shrines of Catholicism in Korea,” an initiative that has become a valuable guide for pilgrims. It collects and lists 167 references to shrines dear to the memories of the Church, 69 of which are places of martyrdom. The guidebook includes a prayer to begin the pilgrimage and another to conclude it. In its revised edition published in 2019, the guide distinguishes between shrines, places of martyrdom, and places of pilgrimage.The most well-known and popular places are the itineraries proposed by the Archdiocese of Seoul as pilgrimage routes, which were also approved by the Holy See on September 14, 2018. Three itineraries, presented as the ‘ Good News Road’, ‘the Eternal Life Road’ and ‘the Unity Road’, offer visitors the chance to walk through the streets of the capital, visiting the most important monuments in the history of the Catholic Church on the peninsula, such as Gwanghuimun Gate, where the bodies of martyred Catholics were carried, hence its nickname ‘Gate of the Dead’. Other significant sites include the Jeoldusan Shrine, a rocky promontory where thousands of baptized Christians were martyred, and the Gahoe-dong Church, where the first Mass was celebrated in 1795. At other points identified along the route, such as the site of the house of John the Baptist Yi Byeok, who welcomed the first Korean Christians, only commemorative plaques remain, after centuries of destruction and reconstruction have radically altered the urban landscape.The descendants honor their ancestorsIn September, the Catholic Church in Korea commemorates its 103 saints and 124 blessed. The former were canonized by Pope John Paul II in 1984, while the latter were proclaimed blessed by Pope Francis in 2014. The relics presented to public worship a few days ago, on July 2, in Seoul, belong to four Korean saints. The relics belong to three French missionaries of the Societé des Missions Etrangères de Paris (Bishop Laurent Imbert, Priests Pierre Maubant and Jacques Chastan), together with the first Korean priest, Andrea Kim Tae-gon. The Korean Bishops’ Conference received these relics on February 19, previously kept by the Sisters of St. Benedict of Olivetano in Korea. In particular, they are a fragment of Andrew Kim’s foot bone and hair from the others. Kim was martyred at the age of 25 on September 16, 1846, while the French missionaries were beheaded on September 21, 1839, in Saenamteo, on the north bank of the Han River, in the Yongsan-gu district of Seoul. The ceremony was part of a series of commemorative events for the centenary of the holy month of the beatification of the 79 martyrs.New faces of martyrdomCurrently, the Catholic Church in Korea is pursuing the beatification process for two other groups of baptized Christians who were killed during the persecutions. The first is that of the Servant of God John Baptist Yi Byeok and his 132 lay companions killed during the Joseon dynasty between 1785 and 1879. Yi Byeok played a key role in the first Korean Christian community and his companions included Francis Xavier Kwon Il-shin and Ambrose Kwon Cheol-shin.The second group is that of Bishop Francis Borgia Hong Yeong-ho and his 80 companions who lived in modern times, some of whom died in the 1901 massacre in Jeju and others killed after the division of Korea, including 20 priests and 3 foreign missionary nuns. Among them are Sister Marie Mechtilde of the Blessed Sacrament and Sister Teresa of the Child Jesus of the Carmelite monastery in Seoul who, together with three other foreign sisters, founded the small convent in Hyehwa-dong, desired by Bishop Won Larriveau in 1940. All of them had the opportunity to flee abroad, but decided to remain with the Korean nuns: two of them were kidnapped and tortured. Eventually, during the infamous “death march” from Pyongyang to Chunggangjin on the Amnok River, they were martyred and buried in North Korea. The other three were repatriated to their country of origin, France, thanks to a prisoner exchange.The Maryknoll missionary Patrick Byrne, the first bishop of Pyongyang, who was originally from the United States, also chose to remain in Korea during the war. Refusing to denounce the United States, the United Nations, and the Vatican, he was sentenced to death by the North Koreans but managed to survive, albeit after suffering brutal treatment. He later joined other prisoners on a forced march led by a ruthless commander known as “the Tiger.” Despite his suffering and exhaustion, Byrne assisted dying soldiers, praying and giving blessings along the way. On the third day of the march, while giving general absolution to the soldiers kneeling with him in the snow-covered mountains, he fell seriously ill and died in a freezing North Korean hospital with no medicine, known to the prisoners as “the morgue.”The investigation for the beatification process was completed in June 2022 in Korea, and the relevant material was sent to the Congregation for the Causes of Saints.The hidden shrine of HantiDuring the Joseon dynasty, Catholics fled to the south of the country and sought refuge in the mountains. They tried to stay close to or at least in secret contact with their families who had been imprisoned and arrested in various places. Thus, the first Christian families arrived at the mountain called Hanti, located 600 meters above sea level, northwest of Palgongsan and north of the city of Daegu, in the province of Gyeongsang. After the persecutions of Eulhae (1815), Jeonghae (1827), and Gihae (1839), and during a period of easing tensions in the middle of the century, the presence of Catholics in the country had become significant. This is also attested to by the letter sent in 1862 to François-Antoine Albrand, Superior General of the Paris Foreign Missions Society, by Siméon-François Berneux, Vicar Apostolic of Korea (1854-1866), which reads: “I went to a very isolated village on the side of a large mountain, and about 40 Christians received Holy Communion.”With the Byeongin persecution (1866), which followed the Gyeongsin persecution (1860), the tribulations of Korean Catholics reached their peak of violence, becoming extermination: nearly 8,000 out of 10,000 were killed. Then came the Mujin persecution (1868), which struck the inhabitants of Hanti, martyred on the spot for apostasy.The first pilgrimages to the site began a hundred years later, and in 1988 six martyrs’ graves were exhumed and transferred. Present at the site, Joo-gang Thomas Aquinas, professor of anatomy at the National University of Kyeongpook’s medical school, recounts in an article in a Catholic newspaper: “The body in front of me was decapitated. The neck was bent at the waist and the lower part of the body was lying on the ground. I carefully examined the cervical vertebrae. There were no fractures and the number matched; it seemed that only the flesh had been cut with a sharp knife. Tears streamed from my eyes.“ Today, 37 tombs of the “countless unknown martyrs” rest on Hanti Hill in the metropolitan archdiocese of Daegu.The soil soaked with the blood of martyrsThere were just as many nameless martyrs in the diocese of Daejeon, 157 kilometers from Daegu. “In 2014, Father Peter Kim Dongyum oversaw the transfer of the graves of the nameless Korean martyrs, who belonged to the lowest social class and were killed in the 19th century in Deoksan, Haemi, and Hongju, cities located in the diocese. This intervention was necessary because rising water levels threatened the integrity of the graves,“ says Father Agostino Han, head of the office at the Dicastery for Evangelization. ”The graves were transferred to a plot of land adjacent to the Silli Shrine. In Silli, Saint Marie-Nicolas-Antoine Daveluy, M.E.P., fifth bishop of the Korean peninsula, secretly carried out his pastoral ministry for 21 years. During the transfer, Peter Kim felt compelled to preserve some of the soil around the graves, believing that it might contain relics of the Martyrs, who had been buried without proper funeral rites due to the harsh persecutions of the time.     Europe is home to more than 200 languages and a rich cultural legacy that spans thousands of years, preserved in millions of cultural assets that tell the story of its people. But these languages are more than carriers of heritage and history—they support both culture and commerce by making it possible for people to connect, create, and do business.

    Yet, as the world digitizes, much of Europe’s linguistic and cultural diversity risks being left behind. The majority of online web content—the primary source of training data for today’s Large Language Models (LLMs)—is in English. Much of it reflects an American perspective. The European Commission has warned that the continent’s ambition to digitize its vast cultural corpus remains “significantly out of reach.” As Europe’s leaders have recognized, without urgent action, this imbalance is not just a cultural concern—it’s a commercial one. AI that doesn’t understand Europe’s languages, histories, and values can’t fully serve its people, its businesses, or its future.

    That’s why today in Paris, we’re deepening our commitment to Europe’s digital future with two new initiatives focused on making what’s uniquely European more open and accessible—its languages and culture. This builds on our European Digital Commitments, announced earlier this year, to expand AI and cloud infrastructure, strengthen digital resilience and data privacy protections, enhance cybersecurity, and support Europe’s digital sovereignty and broader economy.

    First, to support the development of more multilingual LLMs in Europe and for Europe, we’re basing employees from two of our innovation centers in Strasbourg, France—long a crossroads of cultures and now home to key European institutions. These centers will help expand the availability of multilingual data for AI development—leveraging Microsoft Azure, our technical expertise, and partnerships across Europe to promote more inclusive language representation in AI models. As part of this effort, we’re also issuing a call for proposals to help expand the supply of digital content for 10 European languages.

    Second, to help ensure Europe’s cultural richness is represented and accessible in the digital realm, we’re expanding Microsoft’s Culture AI initiative, which helps to safeguard languages, landmarks, and artifacts through digital replicas and data collaboration. Since 2019, Microsoft has digitally preserved heritage including Ancient Olympia in Greece, Mount St. Michel in France, St. Peter’s Basilica in Rome, and the 80th Anniversary of the Allied Beach Landings in Normandy, to name a few. Today we’re announcing that this fall, Microsoft will begin work with the French Ministry of Culture and the French firm Iconem to create a digital replica of Notre Dame—Paris’ newly restored, 862-year-old Gothic masterpiece.

    This type of support for Europe and its diversity is not new to Microsoft. These latest steps to support languages and culture are informed by our more than 40 years of experience serving countries and cultures across Europe and around the world. Early on, we learned that empowering every person on the planet requires that the technologies we offer must be available in the languages the world speaks. That is why today Windows supports over 90 languages, including all official European Union languages as well as languages including Basque, Catalan, Galician, Luxembourgish, Valencian, and more. Microsoft 365 also has a broad reach, with support through Office applications in more than 30 European languages, including all official languages of the European Union.

    The urgency of bridging the language gap

    The European Union has 24 official languages, with dozens more acknowledged at the national or regional level. Yet many of these languages—even those that are part of the official 24, like Danish, Finnish, Swedish, and Greek—represent less than 0.6% of web content. Others, such as Maltese, Irish, Estonian, Latvian, and Slovenian, are barely visible online. While only 5% of the world’s population speaks English as a first language, English text makes up half of web content, dominating the data used to train AI models.

    This digital underrepresentation has real consequences, as LLMs rely heavily on web content for training. When a language lacks sufficient online presence, it risks being excluded from future AI services. While larger, general-purpose models can handle multiple languages, they can still miss the linguistic nuance, cultural context, and regional depth needed for truly inclusive applications. LLMs trained on limited data are less accurate, have higher hallucinations and errors, struggle with vocabulary, and reflect more bias.[1]

    As an example, Llama 3.1, a popular open source model, shows a performance gap of more than 15 percentage points between answering in English and Greek and a gap of more than 25 points when comparing English to Latvian. This mean that if this model was a high school student, she would be at the top of her class in English but at the middle of her class in Greek and at the bottom in Latvian. And this disparity between languages is seen in all major performance LLM tests.[2]

    In many cases, languages with deep cultural heritage, such as Breton, Occitan, and Romansh, which UNESCO classifies as endangered, are largely unsupported in today’s mainstream AI systems.

    The economic power of language

    This lopsided development of language models has real economic consequences. When AI systems can’t understand or respond in a region’s language, they limit access to services and opportunities, undermining both local businesses and broader economic growth.

    Broad AI diffusion—adoption and use across economies—will be one of the most important drivers of innovation and productivity growth over the next decade. Like electricity and other general-purpose technologies in the past, AI represents the next stage of industrialization.

    For communities whose languages are underrepresented online, the benefits of AI risk remaining out of reach. Imagine a small business owner in Malta who speaks only Maltese. Currently, the advanced AI tools for tasks like market analysis or content generation likely don’t operate in Maltese, limiting how this entrepreneur can leverage AI. Or consider a Polish-speaking student in a town outside Warsaw who can’t find AI educational resources in his language, potentially impacting learning opportunities. And even when an AI platform nominally supports a language, the experience may be sub-par.

    European governments and institutions have recognized the importance of addressing this situation. To drive economic competitiveness in the AI era, Europe will need to break down the language barriers and spur AI diffusion across the continent. According to the European Commission, only 13.5% of EU businesses use AI. The EU AI Continent Action Plan notes that breaking down language barriers in the single market could boost intra-EU trade by up to EUR 360 billion.

    New steps to address language gaps

    To help bridge this language gap, Microsoft will collaborate with European partners to increase the availability of multilingual data. In partnership with the ICube Laboratory at the University of Strasbourg—an institution dedicated to engineering, computer science, and imaging—we will support AI training efforts by placing personnel from the Microsoft Open Innovation Center (MOIC) and our AI for Good Lab in Strasbourg, France. This team will be backed by a global internal network of more than 70 Microsoft engineers, data scientists, and policy professionals. This collaboration between the MOIC, Microsoft AI for Good Lab, and the University of Strasbourg will also fund two post-doctoral researchers and provide up to US $1 million in Azure credits.

    This team will start by tapping into Microsoft’s own store of multilingual data, making it accessible and transparent to the European public, including open source developers. This includes, for example, multilingual text data from GitHub and voice data sets. MOIC and GitHub will partner with Hugging Face, a popular collaboration platform for AI model development, to host and make the data broadly accessible. This builds on our existing relationship with Hugging Face to make a broad range of open models in the Hugging Face model collection available for 1-click deployment in the Azure Model Catalogue. This includes last week’s release of the latest contributions toward multilingual AI—the SmoILM3 model, a highly efficient 3B model parameter multi-lingual model with support for 6 languages: English, French, Spanish, German, Italian, and Portuguese.

    MOIC will also partner with Common Crawl, one of the largest free and open repositories of web crawled data. MOIC will fund work at Common Crawl, leveraging native speakers to annotate and seed European language data in the publicly available Common Crawl data set.

    In addition, the MOIC and the AI for Good Lab will issue a call for proposals to help expand the supply of digital content for 10 European languages by making their text collections available responsibly and ethically on their own terms for multilingual AI development and experiences. Applications for grants will be available on the AI for Good Lab website, beginning on 1 September 2025. In selecting recipients, the MOIC and the AI for Good Lab will focus on opportunities to unlock data in languages with relatively low representation in online content, such as Estonian, Alsatian, Slovak, Greek, and Maltese. Grants will provide recipients with Azure credits and engineering and technical support.

    While more multilingual data is essential, better technology tools and know-how can also help. For example, many languages use scripts (writing systems) that currently pose challenges for models originally designed for the Latin alphabet. Cyrillic characters, the Greek alphabet, and Arabic’s cursive script each have different properties. Off-the-shelf “tokenizers” often break these scripts in suboptimal ways. This can hurt a model’s ability to learn long-range context or accurate spelling in those languages. New advances in techniques that enable a model to handle any script uniformly can help. Better mechanisms to create synthetic data and to better process and curate that data can also help, especially when they manage privacy and sensitive data concerns effectively.

    The MOIC and the AI for Good Lab will work to facilitate the development and sharing of knowledge, tools, and capabilities to address these issues and empower European developers. The AI for Good Lab will publish a blueprint to detail how to create high-quality language datasets and train local LLMs to get more power out of the data that exists. These two groups will also support relevant research, organize convenings, co-invest in data commons projects, and ensure that knowledge, tools, and capabilities are available where they’re needed most. These teams also will continue to support efforts such as those of the Barcelona Supercomputing Center, Basque Center for Language Technology, and the University of Santiago de Compostela to release AI models trained in Spanish, Catalan, Basque, and Galician on Azure AI Foundry. This initiative empowers developers to build AI systems that operate in Spain’s official languages, fostering innovation and inclusivity.

    Finally, to advance responsible AI research and help close the language gap, Microsoft is launching two new academic collaborations in Europe at the University of Strasbourg and IE University School of Science & Technology in Spain. Microsoft’s AI for Good Lab and MOIC will partner with the University of Strasbourg to provide Azure grants to support joint AI research. At IE University School of Science & Technology, the Microsoft AI for Good Lab will provide Azure grants to support joint research targeting low resource languages, including support for related capstone projects to accelerate new solutions focused on language and AI.

    New steps to help digitally safeguard Europe’s cultural legacy

    Since 2019, Microsoft’s Culture AI initiative has focused on using artificial intelligence around the world to help preserve the languages, places, stories, and artifacts that define human history.  Powered by the AI for Good Lab and through partnerships with nonprofits, universities, governments, and cultural institutions, the initiative supports projects that digitize and protect cultural heritage—from endangered languages to iconic landmarks, including in France, Rome, and Greece. Whether it’s creating digital replicas of historic sites or making museum collections more accessible, the goal is to ensure that cultural identity and diversity are not only preserved but made more inclusive and discoverable in the digital age.

    Today we are announcing our next project, building a digital replica in partnership with the French Ministry of Culture and the French firm Iconem. The project will create a digital twin of Notre Dame in Paris, an architectural and cultural landmark shaped over centuries. Construction of Notre Dame began in 1163 and continued for nearly 200 years, resulting in a 128-meter-long Gothic masterpiece with twin towers rising 69 meters above the Seine. After a devastating fire in 2019, Notre Dame re-opened to the public at the end of 2024. The project will use the technology and methods we developed with Iconem to create a digital twin of St. Peter’s Basilica last year, which was based on more than 400,000 photos and advanced AI algorithms, in partnership with the Vatican.

    Just as last year’s project documented for the Vatican every detail of St. Peter’s, this new project will create a digital replica that will preserve permanently in digital form every detail of Notre Dame, ensuring that its structure, story, and symbolism are protected and accessible for generations to come. By combining advanced imaging with AI, we will create and donate to the French State a digital twin that can be used by preservationists and be displayed in the future Musée Notre Dame de Paris.

    In addition to the project at Notre Dame, we are also announcing today a partnership with the Bibliothèque Nationale de France and in collaboration with Iconem to digitize nearly 1,500 cinematic model sets from shows at the Opera National de Paris between 1800 and 1914. The digitized model sets will be made available through interactive, educational experiences and exhibitions and as a dataset made available on the Bibliothèque Nationale de France’s Gallica platform for cultural AI and research projects.

    Finally, we are embarking on new work with the Musée des Arts Décoratifs to make publicly accessible the detailed digital descriptions of approximately 1.5 million artifacts from the Middle Ages to the present day. This step will enable researchers in history, art history, and conservation to access this new information for study and use in their own AI-driven research.

    Looking ahead: Taking a principled approach

    We take these new steps today with humility and respect, recognizing that the preservation of Europe’s linguistic and cultural diversity is a task for Europeans to be led by Europeans. The European Union has already launched a multi-state effort to pool EU language data and digitize all types of cultural heritage. Our role is to contribute to and support these and similar efforts. None of what we are announcing today will create any proprietary data or technology for Microsoft itself.

    Ultimately, the best way to empower more people across Europe to address these needs is to equip them with the AI skills that will enable them to be successful in these fields. As the European Commission recently concluded, a deficit of digital skills in the cultural sector is inhibiting efforts to digitalize cultural heritage works across Europe. To help bridge this skills gap, the MOIC and the AI for Good Lab will share what we know and learn about how to do this critical work.

    Technology should reflect the richness of humanity—not strip it away. By taking intentional steps now, we can help ensure that AI doesn’t erase linguistic and cultural diversity but strengthens it.

    This is one of the defining equity challenges of the AI era. And if we work together—with purpose and urgency—we can close the gap and build a digital future that honors every language, every culture, and every community across Europe.

  • MIL-OSI Submissions: Paolo Borsellino: the murder of an anti-mafia prosecutor and the enduring mystery of his missing red notebook

    It has been 33 years since anti-mafia prosecutor Paolo Borsellino was blown up by Cosa Nostra in front of his mother’s home in Palermo, Sicily. His death on July 19 1992 came 57 days after the murder of his colleague, Giovanni Falcone. This was the peak of Cosa Nostra’s attack on state representatives.

    A vital document was lost that day – a red notebook believed to have been in Borsellino’s work bag. This loss has hampered attempts to understand how deep into the Italian state Cosa Nostra’s activities run.

    The early 1990s were a turbulent time in Italy. The fall of the Berlin wall in 1989 broke the Italian party system and wiped out the traditional political parties, which had been based around the opposing forces of the Christian Democrats (supported by the US and the Vatican) and the Communist party.

    The Christian Democrats, in power during the post-war period, had often protected Cosa Nostra. But losing power meant an inability to honour its “pact” with mafiosi. This led to the mafia attacking anyone who got in its way.

    Falcone and Borsellino, as anti-mafia prosecutors, had got under the skin of Cosa Nostra. Their work zoned in on its mentality and activities. They were the driving force behind the 1986 “maxi trial” that saw hundreds of mafiosi prosecuted. This was the first time important mafia bosses were imprisoned. Falcone and Borsellino had brought a new understanding to the internal workings of the mafia, including its links with politics and money laundering operations.

    The mafia was deploying terrorist tactics against state representatives and institutions in the early 1990s in what appears to have been an attempt to get the state to negotiate with it. Borsellino, it is believed, was investigating this when he was murdered.

    The red notebook

    Crucially, on the day Borsellino was murdered, his work bag, which contained his red notebook (“l’agenda rossa”) disappeared from the wreckage of his car.

    He carried his red notebook around with him everywhere, making copious notes of his investigations and ideas. Had it been recovered, l’agenda rossa could have revealed the possible links between state representatives (including with the police and judiciary), businessmen and Cosa Nostra.

    It could, in effect, have mapped out how and to what extent Cosa Nostra had infiltrated the Italian state and the nature of its relationships with the new political class, the business elite, freemasons and other covert actors.

    A photograph of a police officer walking off with what looks very much like the bag that presumably contained the notebook has circulated ever since. But this is where the trail ends. The bag – minus the notebook – was later found in the office of the head of the flying squad, with no explanation as to how and why it got there.

    The disappearance of the red notebook remains a persistent enigma – and one which continues to haunt contemporary Italy because of what it might suggest about the nation’s underworld and political class.

    This photo could even suggest that the goal of killing Borsellino was not just to eliminate a zealous public prosecutor but to remove a pantheon of knowledge about organised crime and its infiltration into the public realm as part of a more orchestrated plan.

    Then, in 1993, Cosa Nostra suddenly and inexplicably ceased its terrorist tactics against the state. It was as though a truce had been reached. Could this be the case?

    Many have speculated that there was a secret dialogue and a trattativa – a state-mafia negotiation entered and a deal struck between state representatives and Cosa Nostra leaders to stop the violence. In exchange for an end to the violence, it was suggested that state representatives promised softer anti-mafia laws. It’s possible that the disappearance of Borsellino’s red notebook could have been part of the deal.

    Interpreting history

    The history of these dynamics between state and the mafia has since been written and re-written, dividing Italians and mafia scholars.

    At the heart of all these disagreements lie two questions: was the notebook taken intentionally and why did Cosa Nostra stop its attacks on the state at the specific moment that it did?. The answer to these would essentially establish whether or not there was a negotiated peace between the mafia and the state.

    In 2014, high-profile politicians, police officers and mafiosi were put on trial, accused of playing a role and enabling these negotiations. This was, in effect, the Italian state putting itself on trial.

    Some legal experts and historians have argued that the theory of coordinated action by state representatives and mafiosi was always an absurd hypothesis. While there might have been some random informal contacts, they contest that there was never a formal pact. The end of Cosa Nostra‘s violence, they argue, was due to a combination of other factors, including greater enforcement of the law.

    Others argue that there is evidence of a pact. These include first-hand accounts from former criminals. But of course it is hard to make these stories stick because all evidence of a relationship of this kind would, by definition, be covert and off the books. As with many trials and in particular, mafia trials, there are no facts, just interpretations of facts.

    In 2018, some state representatives and mafiosi were found guilty. But in 2023, the Italian supreme court overturned the 2018 ruling and concluded that there was no pact and no state-mafia negotiation.

    All involved were cleared for different reasons as the court attempted to draw a line under the intrigue by articulating a clear position. But with the mafia, answers are rarely that simple. And history is not only written in the courtroom.

    Borsellino’s legacy is celebrated in Italy to this day – but the unresolved matter of his missing notebook haunts the country more profoundly. His bag – minus the notebook – has recently been put on show at the Italian senate to celebrate his life. The display is also a reminder of how much remains unresolved from that period.

    This morning, in the Courtyard of the Apostolic Palace of the Pontifical Villas of Castel Gandolfi, the Holy Father Leo XIV received in audience the participants in the General Chapters of: the Pontifical Institute for Foreign Missions (PIME), the Pontifical Institute of the Religious Teachers Filippini, the Religious Teachers Venerini, the Daughters of the Church, the Salesian Oblates of the Sacred Heart, the Angeline Franciscan Sisters, the Institute of Oblates of Jesus and Mary, and the Daughters of Mary, Sisters of the Pious Schools (Scolopians).
    The following is the address delivered by the Holy Father during the audience:

    Address of the Holy Father
    In the name of the Father, of the Son, and of the Holy Spirit.
    Peace be with you.
    Welcome to you all! Let us sit down and reflect together a little.
    Dear brothers and sisters,
    I welcome you with joy on the occasion of your Chapters and Assemblies. I greet the Superiors General, the members of the Councils, and all of you.
    You have gathered to pray, to discuss and to reflect together on what the Lord asks of you for the future. Your Founders and Foundresses, docile to the action of the Holy Spirit, have left you the legacy of various charisms for the edification of the Body of Christ (cf. Eph 4:11-12), and it is precisely so that this may grow according to God’s plans that the Church asks of you the service that you are carrying out (cf. Second Vatican Ecumenical Council, Decree Perfectae caritatis, 4).
    Your respective Institutes embody complementary aspects of the life and action of all the People of God: the offering of self in union with the Sacrifice of Christ, the mission ad gentes, love for the Church preserved and transmitted, the education and formation of the young. These are different ways in which the one and eternal reality that animates them all is expressed in charismatic form: God’s love for humanity.
    As is customary, then, each of your Congregations identified particular angles, in the light of which to reinterpret the legacy received, in order to update and modernize its contents. These pathways of work, which you chose during the time of preparation, in prayer and mutual listening, are also a precious gift insofar as they are the fruit of the Spirit. It is He who, through the contribution of many, under the guidance of the Pastors, “helps the Christian community to advance in charity towards the fullness of truth (cf. Jn 16:13)” (Benedict XVI, Homily at the Holy Mass for the Inauguration of the Fifth General Conference of the Bishops of Latin America and the Caribbean, 13 May 2007). You have thus formulated guidelines that contain fundamental calls: to renew an authentic missionary spirit, to make one’s own the attitude “that is also yours in Christ Jesus” (cf. Phil 2:5), to promote peace, to cultivate pastoral co-responsibility in local churches, and so on. To stay by their side and to remember them together, at this time, helps us to grasp the richness of our being in a community, especially as men and women religious, engaged in the same wonderful adventure of “[following] Christ more nearly” (Catechism of the Catholic Church, 916).
    May this renew and confirm in all of us the awareness and the joy of being Church, and in particular spur you, in your discernment in the Chapters, to think on a large scale, as unique pieces of a plan that exceeds you and involves you beyond your own expectations: the plan of salvation with which God wants to bring all of humanity back to himself, as one big family (cf. Francis, General Audience, 29 May 2013). This is the spirit in which your Institutes were born, and this is the perspective in which to place every effort, so that it may contribute, through small lights, to spreading over the whole earth the light of Christ, which never dims (cf. Roman Missal, Easter Precony).
    Dear friends, let us ask the Lord together to be docile to the voice of his Spirit, who “teaches everything” (cf. Jn 14:26), and without whose help, in our weakness, we do not even know how to ask as we ought (cf. Rom 8:26).
    Thank you for your work and for your faithful presence in so many parts of the world. I bless you from my heart, and I pray for you. Thank you!

    In an increasingly dangerous and divided world, co-operation with reliable partners is more important than ever. Canada is building a new era of collaboration – one rooted in mutual support and resilient partnerships.

    The Honourable François-Philippe Champagne, Minister of Finance and National Revenue, today concluded a productive visit to Rome, Italy, where he took part in the fourth Ukraine Recovery Conference and bilateral Canada-Italy discussions.

    The Conference unites world leaders behind the Ukrainian cause, and the shared imperative of guaranteeing a lasting support and reconstruction of Ukraine. To that end, Minister Champagne participated in the Ukraine Donor Platform ministerial meeting and met with several international partners to discuss Ukraine’s financing and recovery needs. The Minister chaired a major, high-level panel of global experts on ways to privately finance Ukraine’s reconstruction, in which he seized the occasion to announce the disbursement of a $200 million contribution to support Ukraine through the World Bank’s Facilitation of Resources to Invest in Strengthening (F.O.R.T.I.S.) Ukraine Financial Intermediary Fund. This disbursement fulfills Canada’s $5 billion total contribution under the G7 Extraordinary Revenue Allocation (ERA) loans mechanism.

    The forum was also an opportunity to advance shared priorities with international partners, particularly in energy production and security partnerships. Minister Champagne met with leading partners, namely the Deputy Prime Minister of the United Kingdom, the Italian and Ukrainian ministers of Finance, the President of the European Bank for Reconstruction and Development, the Governor of the Bank of Italy, and Chief Executive Officers of major Italian and Canadian financial and energy firms.

    The Minister and his Italian counterpart, Giancarlo Giorgetti, together visited Italy’s preeminent financial crime unit to learn best practices, in support of the G7 Financial Crime Call to Action agreed at the G7 Finance Ministers and Central Bank Governors Meeting in Banff, Alberta.

    Finally, the Minister will be meeting with the Vatican’s Secretary for Relations with States, His Excellency Archbishop Paul Gallagher, on Saturday.

    Port Moresby (Agenzia Fides) – “We celebrated Blessed Peter To Rot on his feast day on July 7 in Port Moresby, with a Mass that brought before the faithful the figure of our first saint, who will be canonized next October 19. And we will continue the celebrations in the various dioceses throughout July. To Rot is for us an example of a catechist and husband: a Christian who was convinced that the personal journey of holiness is a response to the call of every baptized person. Each of us, we recall, receives this call,” Paul Sundu, Bishop of Kundiawa, who participated in the celebration in Port Moresby, which was also attended by the Apostolic Nuncio to Papua New Guinea, Msgr. Maurizio Bravi, told Fides.Bishop Sundu said that the Blessed “is an example of the faith in our country today: There are many catechists like him who continue the work of witnessing and transmitting the faith in remote places, without whom the Church’s mission would not continue.” To Rot, the bishop stated, “in a way anticipated the Second Vatican Council by living the mission of evangelization as a lay person. He became a catechist because, given the shortage of missionaries, he recognized that ‘the harvest is plentiful, but the workers are few.’ Today, he is an example of the laity’s participation in the Church.” Regarding the situation of the Catholic community in Papua New Guinea, the bishop said: “We are 16 million Catholics, divided into four macro-regions, in a nation that can still be called ‘Christian’: Faith is of great importance to the people.” Papua New Guinea is largely covered by tropical jungle and is inhabited by very diverse indigenous peoples. Over the past two centuries, the country has been the subject of colonial conflicts between the British, Dutch, and Germans. Foreign powers welcomed Christian missionaries, both Protestant and Catholic, who proclaimed the Gospel to the native population.”Our country is home to very diverse societies and cultures, with hundreds of ethnic groups, traditions, and religions.The challenge for the Church lies in its relationship with the many local cultures whose heritage includes practices that are contrary to Christian values, such as divorce, shamanism, and ancestor worship,” Bishop Sundu continued. “The Church’s witness and mission, on the one hand, thrive on its relationship with traditional and ancestral religions; on the other, it is confronted with secularization and modernization, which are making themselves felt in the general mentality and are particularly noticeable in the cities and among young people.” The Catholic Church in Papua New Guinea, he adds, “remains a credible and valued institution today, supporting the population in its development and sometimes doing more than the government, especially in areas such as education and health, thus continuing to make a significant and valuable contribution to the country’s public life.” Referring specifically to the situation in his diocese of Kundiawa, a mountain town in the heart of Simbu Province in the Central Highlands, the bishop reports how “the communities of believers are experiencing the Holy Year: especially the young people in various communities and parishes have organized the pilgrimage of the World Youth Day Cross, bringing a message of hope: the hope of living according to God’s heart, living the Gospel each in their own context and territory, in their own life situation, in their own community.” (PA) (Agenzia Fides, 10/7/2025)

    That’s why today we’re announcing Microsoft Elevate and the AI Economy Institute—to ensure that as AI transforms our world, we’re putting people first by equipping them with the skills, knowledge, and tools to thrive with AI.

    Microsoft Elevate brings into one organization our technology support, donations, and sales for schools, community colleges, and nonprofit organizations. It is the successor to and expands upon the longstanding work of Microsoft Philanthropies and the Tech for Social Impact team that supports nonprofits.

    More broadly, this represents our next chapter for corporate philanthropy and our non-commercial business model. As we have with Tech for Social Impact, we will run this new business with commitments to reinvest a share of our profits into nonprofit programs. We are announcing today that over the next five years, we will donate on a global scale more than $4 billion in cash and AI and cloud technology to K-12 schools, community and technical colleges, and nonprofits to help advance their missions.

    Microsoft Elevate will also pursue the next phase of our global skilling programs and initiatives. Through the Microsoft Elevate Academy, it will help bring AI education and skills to people around the world. In the next two years, the Microsoft Elevate Academy will help 20 million people earn an in-demand AI skilling credential ranging from foundational fluency to advanced technical training. Working in close coordination with other groups across Microsoft, including LinkedIn and GitHub, Microsoft Elevate will deliver AI education and skilling at scale. And it will work as an advocate for public policies around the world to advance AI education and training for others.

    Microsoft will partner with governments on a national, state, and local basis, as we have with the largest state in Germany, North Rhine-Westphalia. It will focus on advancing AI education and training with schools, community colleges, and nonprofits. It will launch new and innovative initiatives, including the support we’re announcing today for a new “Hour of AI” with Code.org. It will build on our existing partnerships with leading labor organizations, as we announced yesterday with the American Federation of Teachers. And we will pursue many more partnerships to come. Put together, these efforts represent a bold step to create the skilling infrastructure the world will need to put AI to work.

    A moment to reflect

    Today’s tech sector is in an AI race—with some aiming to be the first to reach artificial general intelligence or even superintelligence. But what do we really hope to create at the supposed finish line?

    The best time to ask hard questions about AI’s future is now—before it becomes even more powerful and pervasive. History shows that technology can empower creativity, expand knowledge, and connect people. But it can also deepen divides. Nearly 150 years after Thomas Edison lit his first light bulb, hundreds of millions still lack electricity. And in just 15 years, social media has gone from what people saw as a promising tool to spread democracy to a weapon of disinformation.

    As we look ahead, we must ask ourselves: Are we building machines to replace people, or to help people thrive? Are we trying to create AI that will outsmart humanity—or elevate it?

    At Microsoft, we’re putting a clear stake in the ground: we believe in advancing AI by putting people first.

    Elevating the humanity of work

    This initiative is part of a broader commitment to help people shape the future of work, not just react to it.

    Work has always been more than a paycheck. It’s how people contribute, grow, and find meaning in their lives. It’s a source of identity, purpose, and dignity. This isn’t a new idea. Two thousand years ago, Aristotle called it eudaimonia—the ability to flourish through purposeful activity. That idea still resonates today, especially as AI begins to reshape the nature of work itself.

    AI is a powerful tool that can help us learn and be more productive. But as with any tool, it needs to be used in the right ways and with a broad perspective. This is one of the lessons from the use of social media. We’ve probably all experienced someone connecting on their phone with a friend far away while ignoring a family member sitting in the same room. We need to use AI to think more, not less. And this is a function not only of technology but culture and habits. It will require thoughtful conversations in homes, schools, and in the workplace about how we make the best use of AI.

    Ultimately, the conversation about AI and jobs must begin with people—not just productivity. Machines can process data, but only humans can exercise judgment. Machines can mimic language, but only humans can offer empathy. Machines can optimize, but only humans can care. The goal isn’t to build machines that replace us—it’s to build machines that help us do more and do it better.

    One key to success will be partnerships, so a broad array of stakeholders can have input into where AI is going. That means working with governments, educators, labor unions, employers, and community leaders to ensure AI reflects human values and serves human needs.

    This is why we have been deepening our partnerships with labor organizations like the AFL-CIO and, as announced yesterday, with the American Federation of Teachers, or AFT, to deliver AI training to union members, apprenticeship instructors, and educators—including a new National Academy for AI Instruction and a summer skilling series across the building trades. We’re also working with policymakers to encourage public policies that support lifelong learning, workforce readiness, and equitable access to AI education.

    A new corporate think tank: Microsoft’s AI Economy Institute

    It’s important to acknowledge that we don’t have all the answers to the new questions that AI will pose for societies around the world. No one does.

    To support our work with deeper research and policy insight, Microsoft Elevate will work in close coordination with the Microsoft AI Economy Institute. We started work this past January on what is a new kind of corporate think tank—one designed to bridge the gap between technological innovation and societal impact.

    Housed within the AI for Good Lab and building on the best traditions of Microsoft Research, the Institute sponsors and convenes researchers to explore how AI is reshaping work, education, and productivity. It’s focused on turning those insights into real-world solutions that inform Microsoft’s strategy and public policy engagement.

    The Institute supports academic research that explores the transformative potential of AI around the world. Current projects, representing academics from universities across the globe, began earlier this year and span from investigating how generative AI can drive transdisciplinary academic innovation to addressing policy gaps in African higher education to evaluating the real-world labor market value of AI skills and micro-credentials. This work underscores the Institute’s commitment to inclusive, evidence-based insights that shape responsible and globally relevant AI futures. With fast publication cycles and a commitment to open collaboration, the Institute ensures that its research reaches not only internal teams but also the public and policymakers around the world.

    The Institute’s work will directly inform Microsoft Elevate’s skilling programs and initiatives, helping to create the training programs, partnerships, and policy frameworks needed to prepare people for the AI economy.

    Through workshops, convenings, and applied research, the AI Economy Institute is poised to become a leading voice in the global conversation on AI and economic transformation—ensuring that the benefits of AI are broadly shared and that the infrastructure for inclusive growth is built alongside the technology itself.

    This is part of an even broader ongoing effort to advance AI as a tool for good around the world. This will include the evolution of our AI for Good Lab, which advances applied research projects to use AI to meet societal needs. It also includes our support for responsible AI with a wide variety of partners, including universities, nonprofits, and the AFL-CIO and its members. It also includes faith-based organizations, including the Vatican and its Rome Call for AI Ethics. And important intergovernmental organizations, including key United Nations agencies.

    Building on a 50-year legacy

    More than any other tech company, Microsoft’s 50-year history gives us a unique appreciation for what it takes for people and technology to flourish together. Because the PC and our operating systems have always functioned as open platforms, we understand how to support a broad global ecosystem of software developers and innovators. And because Microsoft strived early on to put “a computer on every desk and in every home” when that seemed like an implausible dream, we appreciate what technology success truly requires. It’s based not only on great innovations but also critical work to make these innovations accessible and to equip people with the skills needed to use them in their daily lives.

    This is the work ahead—not just building the next generation of AI but building the next generation of opportunity.     Thirty years ago, the film “Dead Man Walking” had its debut in movie theaters around the United States. It was a box office hit, and critics lavished it with praise. Lead actress Susan Sarandon won an Academy Award for her portrayal of Sister Helen Prejean, the spiritual adviser to a death row inmate played by Sean Penn.

    But the film’s impact went far beyond the artistic realm. It exposed a mass audience to a perspective on the death penalty informed by the Catholic faith of a devout, if somewhat unconventional, nun.

    The actual Sister Helen had published her memoir, “Dead Man Walking,” two years before, raising her profile as an activist against the death penalty. Recalling her experience outside the execution chamber of Elmo Patrick Sonnier, one of the people she counseled, Prejean later wrote, “I touched him in the only way I could. I told him: ‘Look at my face. I will be the face of Christ, the face of love for you.’”

    She made it her mission to show that “everybody’s worth more than the worst thing they’ve ever done in their life.” As she once told an interviewer, “Jesus said, ‘Love your enemy.’ Jesus didn’t say, ‘Execute the hell out of the enemy.’”

    That belief was featured prominently in the film and offered a counterpoint to the popular tough-on-crime rhetoric of the 1990s. Back then, 80% of the American public supported capital punishment.

    Today, that is no longer true. Support for the death penalty has declined to around 50%.

    As a death penalty scholar, I have studied those changes. The church’s anti-death penalty teaching has helped provide both a moral foundation and political respectability for those working to end the death penalty.

    The 1995 film was inspired by Prejean’s memoir.

    Church teachings

    But that teaching is relatively new in the church, dating back to the past half-century. For most of its history, the Catholic Church did not oppose the death penalty.

    During the Middle Ages, the church endorsed the execution of heretics and held firm that secular authorities could and should put people to death for serious crimes. And in the early 20th century, Vatican City’s penal code permitted the death penalty for anyone who attempted to kill a pope. Pope Paul VI changed that in 1969.

    When John Paul II became pope a decade later, he pushed the church further away from its historic embrace of the death penalty, calling it “cruel and unnecessary.” And in 2018, under Pope Francis, the Vatican revised the section on capital punishment in the Catechism, the summary of Catholic doctrine.

    The death penalty “is inadmissible because it is an attack on the inviolability and dignity of the person,” and deprives “the guilty of the possibility of redemption,” the new version says. This teaching committed the church to work for its abolition.

    In his 2020 encyclical Fratelli Tutti, Francis stated that the death penalty is “inadequate from a moral standpoint and no longer necessary from that of penal justice.” In 2024, he again called for “the abolition of the death penalty, a provision at odds with Christian faith and one that eliminates all hope of forgiveness and rehabilitation.”

    Impact in the US

    The changed situation of capital punishment in this country is largely attributable to a change in the strategy and tactics of the abolitionist movement. Instead of talking about the death penalty in abstract terms, activists began to focus on the day-to-day realities of its administration.

    Today, advocates in what I have called the “new abolitionism” focus on the prospect of executing the innocent, racial discrimination in capital sentencing, and the financial costs associated with the death penalty. Among Catholics working to end the death penalty, however, the moral questions about state killing have long been a central focus.

    The U.S. Conference of Catholic Bishops focused on morality in its own campaign to end capital punishment, which was launched in 2005. And from time to time, popes have made special appeals to government officials in the U.S., asking them to spare the life of someone awaiting execution.

    Legal historian Sara Mayeux argues that Catholic anti-death penalty activism in the U.S. has been less intense than anti-abortion work. Nevertheless, the impact of the church is reflected in the fact that in the past 50 years, Catholic support for capital punishment fell more than it did among evangelicals, mainline Protestants, Black Protestants and other religious groups.

    In December 2024, as the term of President Joe Biden, a devout Catholic, was coming to a close, the Catholics Mobilizing Network, which advocates against capital punishment, called on the president to commute the sentences of the 40 people then on federal death row. Francis, too, publicly prayed for their sentences to be commuted.

    Biden did so for 37 federal death row inmates, changing their sentences to life in prison without parole.

    Anti-death penalty superstar

    As the church’s official position against capital punishment has evolved, Prejean has been a consistent voice asking Americans to recognize and respond to the humanity of all those touched by murder. She is, in words I am sure she would resist, a superstar in the movement, thanks to her countless public appearances, interviews, protests and actions to lobby legislators.

    In 2021, she wrote, “I’m on fire to abolish government killing because I’ve seen it far too close-up, and I have a pretty good idea by now how it works – or doesn’t.”

    Thirty years ago, “Dead Man Walking” gave its viewers a chance to see capital punishment “close-up.” It didn’t preach or hit anyone over the head with an overtly abolitionist message. Instead, it asked viewers to see the death penalty from many sides and make up their own minds about whether anyone should be put to death, even for the most horrible crimes.

    Between then and now, America has undertaken precisely the kind of conversation about capital punishment that the film exemplified and inspired.

He completed his postulancy and novitiate with the Brothers of Charity and continued his priestly formation at the Good Shepherd Seminary in Fatima, Banz, and at the Catholic Theological Institute in Bomana. He earned a licentiate in moral theology from the Pontifical Urbaniana University in Rome.     Vatican City (Agenzia Fides) – The Church and the world “do not need people who fulfill their religious duties as if the faith were merely an external label”. Instead, we need “laborers who are eager to work in the mission field, loving disciples who bear witness to the Kingdom of God in all places”. And to arouse their enthusiasm, we do not need “too many theoretical ideas about pastoral plans”. Instead, we need to “pray to the Lord of the harvest”, and ask Him for everything.Pope Leo XIV recalled this today, in the brief catechesis that preceded the recitation of the Marian prayer of the Angelus. Looking out of the window of his study at the Apostolic Palace, in front of the multitude gathered in St. Peter’s Square despite the great heat, Pope Leo took inspiration from the passage of the Gospel of Luke read in the liturgy of the day to recall some of the specific and incomparable features of the apostolic dynamism that animates the Church.Today’s Gospel – Pope Prevost began – “reminds us of the importance of the mission to which we are all called, each according to our own vocation and in the particular situations in which the Lord has placed us”. In the Gospel passage read today during the Masses, Jesus sends seventy-two disciples two by two to places and cities where he himself intends to go. A symbolic number, referring to the nations that were then believed to be present on earth. A number – Pope Leo explained – “that indicates that the hope of the Gospel is meant for all peoples, for such is the breadth of God’s heart and the abundance of his harvest. Indeed, God continues to work in the world so that all his children may experience his love and be saved”.In the dynamism of apostolic work – the Pontiff noted – it is God himself who sows and makes the harvest grow from reaping. It is the Lord who, “like a sower, has generously gone out into the world, throughout history, and sowed in people’s hearts a desire for the infinite, for a fulfilled life and for salvation that sets us free”. Thus “the Kingdom of God grows like a seed in the ground, and the women and men of today, even when seemingly overwhelmed by so many other things, still yearn for a greater truth; they search for a fuller meaning for their lives, desire justice, and carry within themselves a longing for eternal life”.Faced with the blossoming of expectations of salvation and eternal life – the Pontiff continued, recalling the words of Jesus – “there are few laborers to go out into the field sown by the Lord; few who are able to distinguish, with the eyes of Jesus, the good grain that is ripe for harvesting”. There are few “who perceive this, pause to receive the gift and then proclaim and share it with others”.Pope Leo, continuing his reflection, recognized that “perhaps there is no shortage of “intermittent Christians” who occasionally act upon some religious feeling or participate in sporadic events; but there are few who are ready, on a daily basis, to labor in God’s harvest, cultivating the seed of the Gospel in their own hearts in order then to share it in their families, places of work or study, their social contexts and with those in need”. And to see other “laborers in God’s field” arrive, “we do not need too many theoretical ideas about pastoral plans; instead, we need to pray to the Lord of the harvest”. In this way, “he will make us his laborers and send us into the field of the world to bear witness to his Kingdom”.After the recitation of the Angelus, together with the words of greeting to the multitude and to various particular groups present in Saint Peter’s Square, the Pontiff expressed sincere condolences to the families who lost their loved ones, in particular their daughters, who were at the summer camp, in the disaster caused by flooding of the Guadalupe river in Texas, in the United States. “We pray for them”, said Pope Leo, who then, referring to the war scenarios that are tearing the world apart, asked “the Lord to touch the hearts and inspire the minds of those who govern, that the violence of weapons be replaced by the pursuit of dialogue.”.     At midday today, fourteenth Sunday of Ordinary Time, the Holy Father Leo XIV appeared at the window of his study in the Vatican Apostolic Palace to pray the Angelus with the faithful and pilgrims gathered in Saint Peter’s Square.
    The following are the Pope’s words of introduction to the Marian prayer:

    Dear brothers and sisters, happy Sunday!
    Today’s Gospel (Lk 10:1-12, 17-20) reminds us of the importance of the mission to which we are all called, each according to our own vocation and in the particular situations in which the Lord has placed us.
    Jesus sends out seventy-two disciples (v. 1). This symbolic number indicates that the hope of the Gospel is meant for all peoples, for such is the breadth of God’s heart and the abundance of his harvest. Indeed, God continues to work in the world so that all his children may experience his love and be saved.
    At the same time, Jesus says, “The harvest is plentiful, but the laborers are few; therefore ask the Lord of the harvest to send out laborers into his harvest” (v. 2).
    On the one hand, God, like a sower, has generously gone out into the world, throughout history, and sowed in people’s hearts a desire for the infinite, for a fulfilled life and for salvation that sets us free. The harvest, then, is plentiful. The Kingdom of God grows like a seed in the ground, and the women and men of today, even when seemingly overwhelmed by so many other things, still yearn for a greater truth; they search for a fuller meaning for their lives, desire justice, and carry within themselves a longing for eternal life.
    On the other hand, however, there are few laborers to go out into the field sown by the Lord; few who are able to distinguish, with the eyes of Jesus, the good grain that is ripe for harvesting (cf. Jn 4:35-38). The Lord wishes to do something great in our lives and in the history of humanity, yet there are few who perceive this, pause to receive the gift and then proclaim and share it with others.
    Dear brothers and sisters, the Church and the world do not need people who fulfill their religious duties as if the faith were merely an external label. We need laborers who are eager to work in the mission field, loving disciples who bear witness to the Kingdom of God in all places. Perhaps there is no shortage of “intermittent Christians” who occasionally act upon some religious feeling or participate in sporadic events. But there are few who are ready, on a daily basis, to labor in God’s harvest, cultivating the seed of the Gospel in their own hearts in order then to share it in their families, places of work or study, their social contexts and with those in need.
    To do this, we do not need too many theoretical ideas about pastoral plans. Instead, we need to pray to the Lord of the harvest. Priority must be given, then, to our relationship with the Lord and to cultivating our dialogue with him. In this way, he will make us his laborers and send us into the field of the world to bear witness to his Kingdom.
    Let us ask the Blessed Virgin Mary, who generously gave her “yes” to participating in the work of salvation, to intercede for us and accompany us on the path of following the Lord, so that we too may become joyful laborers in God’s Kingdom.

    With affection I greet all of you, faithful of Rome and pilgrims from Italy and from various countries. In the great heat of this time of year, your journey to pass through the Holy Doors is even more courageous and admirable!
    In particular, I greet the Franciscan Missionary Sisters of the Sacred Heart; the pupils and parents of Strzyzow School and the faithful from Legnica in Poland; and the Greek Catholic group from Ukraine.
    I also greet the pilgrims from Romano di Lombardia, Melia (Reggio Calabria), Sassari, and the Latin American community from the Archdiocese of Florence.
    Greetings to the English speaking pilgrims. I would like to express sincere condolences to all the families who have lost loved ones, in particular their daughters, who were at the summer camp, in the disaster caused by flooding of the Guadalupe river in Texas in the United States. We pray for them.
    Dearest friends, peace is a desire of all peoples, and it is the sorrowful cry of those torn apart by war. Let us ask the Lord to touch the hearts and inspire the minds of those who govern, that the violence of weapons be replaced by the pursuit of dialogue.
    This afternoon, I will travel to Castel Gandolfo, where I intend to have a short period of rest. I hope that everyone will be able to enjoy some vacation time in order to restore both body and spirit.

    This morning, in the Clementine Hall of the Vatican Apostolic Palace, the Holy Father Leo XIV received in audience teachers of Catholic schools in Ireland, England, Wales and Scotland, and with young people from the diocese of Copenhagen.
    The following is the Pope’s greeting to those present during the course of the meeting:

    In the name of the Father, and of the Son and of the Holy Spirit.
    Peace be with you!
    Good morning and welcome to the Vatican.
    Your Excellencies,Dear priests and young friends,
    I am pleased to greet all of you on the occasion of your pilgrimage to Rome during this Jubilee Year, which as you know is focused on the theological virtue of hope.  In particular, I welcome the young people from the Diocese of Copenhagen, which is this group, together with the teachers from Ireland, England, Wales and Scotland.
    You are following in the footsteps of countless pilgrims from your various countries, who for centuries have been making this same pilgrimage to Rome, to the “Eternal City”.  Indeed, Rome has always been a special home for Christians, since it is the place where the Apostles Peter and Paul gave the supreme witness to their love for Jesus by offering their lives as martyrs.  As the Successor of Peter, I wish to express my gratitude for your presence here, and I pray that by visiting the various holy sites you may draw inspiration and hope from the profound example of how the saints and martyrs imitated Christ.
    A pilgrimage has a vital part to play in our life of faith, for it removes us from our homes and our daily routines, and gives us time and space to encounter God more deeply.  Such moments always help us to grow, for through them the Holy Spirit gently fashions us to be ever more closely conformed to the mind and the heart of Jesus Christ.
    In a particular way, dear brothers and sisters, young people gathered with us this morning, remember that God has created each one of you with a purpose and a mission in this life.  Use this opportunity for listening, for prayer, so that you may hear more clearly God’s voice calling you deep within your hearts. I would add that today, so often, we lose the ability to listen, to really listen. We listen to music, we have our ears flooded constantly with all kinds of digital input, but sometimes we forget to listen to our own hearts and it’s in our hearts that God speaks to us, that God calls us and invites us to know him better and to live in his love. And through that listening you might be open to allowing God’s grace to strengthen your faith in Jesus (cf. Col 2:7), so that you might more readily share that gift with others.
    And addressing you, dear teachers: what I have just said to the young people applies equally to you, especially given your important role in the formation of today’s youth: children, teenagers, young adults. For they will look up to you as models: models in life, models of faith. They’ll look to you particularly as to how you teach and how you live.  I hope that, each day, you will nurture your relationship with Christ, who gives us the pattern of all authentic teaching (cf Mt 7:28), so that, in turn, you may guide and encourage those entrusted to your care to follow Christ in their own lives.
    And finally, when all of you return home, please remember that a pilgrimage does not end, it shifts its focus to the daily “pilgrimage of discipleship”. We are all pilgrims and we are always pilgrims, walking as we seek to follow the Lord, and as we seek the path that is truly ours in life. That’s certainly not easy, but with the help of the Lord, the intercession of the saints, and by encouraging one another, you can be certain that, as long as you remain faithful, trusting always in God’s mercy, the experience of this pilgrimage will continue to bear fruit throughout your lives (cf. Jn 15:16).
    Dear friends, with these few words, and entrusting you to the intercession of Mary, Mother of the Church, I gladly impart to each of you my heartfelt blessing.

  • MIL-OSI United Nations: Guterres welcomes election of Pope Leo ‘at a time of great global challenges’

    His Holiness Pope Leo XIV – born Robert Francis Prevost – is the first person from the United States to lead the Catholic Church, although he also holds Peruvian citizenship after working in the Latin American country for many years.

    He was selected by cardinals voting at the Vatican and later greeted thousands gathered in St. Peter’s Square with a message of peace.

    Strong voices needed

    Mr. Guterres extended heartfelt congratulations to the new pontiff and Roman Catholics everywhere. 

     “The election of a new Pope is a moment of profound spiritual significance for millions of faithful around the world, and it comes at a time of great global challenges,” he said.

     “Our world is in need of the strongest voices for peace, social justice, human dignity and compassion.”

    Building on the legacy

     The Secretary-General said he looks forward to building on the long legacy of cooperation between the UN and the Holy See – nurtured most recently by the late Pope Francis – to advance solidarity, foster reconciliation, and build a just and sustainable world for all.

     “It is rooted in the first words of Pope Leo,” he noted.  “Despite the rich diversity of backgrounds and beliefs, people everywhere share a common goal: May peace be with all the world.”

    Pope Leo, 69, was born and grew up in the midwestern city of Chicago and spent years working as a missionary in Peru, before becoming a bishop and then rising to head the international Order of St. Augustine.

    He became a cardinal in 2023 and went on to run the Vatican office that selects and manages Catholic bishops worldwide. 

    He succeeds Pope Francis – the first Pope from Latin America – who died in April after serving for 12 years.

    Following his death, the UN Secretary-General recalled that “Pope Francis was a transcendent voice for peace, human dignity and social justice” who “leaves behind a legacy of faith, service and compassion for all — especially those left on the margins of life or trapped by the horrors of conflict.”

  • MIL-OSI Analysis: Catholic school board’s regressive flag policy sets back reconciliation in a post-Papal visit Canada

    Following the release of the Truth and Reconciliation Commission’s 94 Calls to Action in 2015, some Catholic school boards have made commitments to reconciliation in education. These boards include the Dufferin-Peel Catholic District School Board (DPCDSB).

    However, the DPCDSB — located in the Greater Toronto area — has also introduced a flag policy that raises serious questions about a commitment to the wider progress being made in welcoming all students and promoting reconciliation.

    On Jan. 28, 2025 — following advocacy in different parts of Ontario and the country against the presence of the Pride flag — the board’s trustees voted in nine to one to add more restrictions to its flag policies. These restrictions stipulated that only flags representing Canada, the provinces, territories and the school board can be be displayed inside schools or other DPCDSB facilities.

    Acts of erasure

    The developments in Peel Region follow earlier policy changes to restrict the presence of the Pride flag and other flags at schools.

    Advocates from the board defending flag restrictions have said that in Catholic schools, the icon of the cross is the only symbol that should be promoted and that this represents inclusion and acceptance of all.

    However, members of the 2SLGBTQI+ community and opponents of restrictive flag policies argue that the Pride flag is needed to signal a welcoming environment. They say its removal is an act of erasure and that it calls into question how the board affirms the rights, dignity and visibility of 2SLGBTQI+ people and how it fosters their safety. The board says, and believes, its practices and policies comply with the Ontario human rights code, adding that supports are available for students who identify as 2SLGBTQI.

    The erasure of the Pride flag has the simultaneous effect of banning other important flags, such as Every Child Matters flags, Indigenous Nation flags and MMIWG2S flags (drawing attention to ending violence, disappearance and murder of First Nations women, girls and two-spirit people).

    In our analysis, this restrictive flag policy expresses colonial violence. We rely on the work of Sandra Styres, researcher of Iethi’nihsténha Ohwentsia’kékha (Land), Resurgence, Reconciliation and the Politics of Education, who examines how colonial violence is expressed in academic settings through “micro-aggressions, purposeful ignorance, structural racism, lateral violence, isolation” and also in “representations and spaces.”

    Crucial time for righting relationships

    Our concern is informed by our combined research and personal engagement focused around reconciliatory education in elementary Catholic schools (Erenna) and Anishinaabe Catholic expressions of self-determination in the Church (Noah). Erenna is a settler and Noah is a member of Michipicoten First Nation.

    We are married writing partners who travelled to Québec City in July 2022 to witness the long-awaited penitential pilgrimage of the late Pope Francis. We left with an awareness that this is a critical time for the righting of relationships that have been severely fractured by a Church complicit in genocide.

    The DPCDSB flag policy speaks to an unwillingness of many to sever emotional attachments to the white imperialism that preserves a western way of thinking, doing and being, in the name of faith.

    When a major Catholic entity like the DPCDSB introduces policies that may cause harm, concerned people, regardless of creed, must pay attention to such injustices.

    Revised flag policy

    Delegate Melanie Cormier, representing the DPCSB’s Indigenous Education Network, shared a statement relaying that the board’s restrictive flag policy fails to acknowledge the Mississaugas of the Credit First Nation whose traditional and treaty territory where the board resides. She states: “Your flag policy is in violation of our jurisdiction. To say that any of our flags can not be flown in our own territories is unacceptable.”

    Brea Corbet, the only trustee with voting power who did not vote to restrict the Pride flag, told an earlier bylaw policies meeting: “When we remove rainbow flags and heritage flags, we are not protecting our Catholic identity; we are revealing institutional fragility. The Pride flag does not threaten Catholic education, policies of exclusion do.”

    Three student trustees also opposed the restrictive policy, but their votes unfortunately aren’t counted. We argue this too speaks to the suppression of student voice within the board.

    This fragility disproportionately threatens the safety of Indigenous, 2SLGBTQI+ and marginalized students and staff as they are overlooked and dismissed by the flag policy.

    Nurturing all students

    Kanienʼkehá:ka (Mohawk) education professor Frank Deer speaks of educational programming “that is congruent with the identity of the local community.” This programming, he writes, must go beyond curricula to address the school environment as well. Student safety, inclusion and identity affirmation must be prioritized in all aspects of school life.

    Jennifer Brant, a Kanienʼkehà:ka interdisciplinary scholar, speaks in depth about how silence during times like these equates to complicity in accepting injustices that are taking place within “the communities in which we live, the broader society and global communities.”

    Inaction in response to this policy is negligent.

    Detrimental ramifications may also extend to reconciliation efforts in religious spaces more generally. This regressive policy poses lingering questions about the longevity of Catholic schools if they fail to protect and nurture all students.

    Impacts on reconciliation

    The primary target of the DPCDSB’s sweeping flag policy is the 2SLGBTQI+ community. In addition, the flag ban attacks Indigenous sovereignty and Anishinaabek nationhood, perpetuating attitudes tied to the Doctrine of Discovery still present in the Catholic ethos.

    Flying the flags of First Nations (at their request) is not only a matter of inclusion, it is a matter of respect — respect for the land, the people and the treaties that connect us.

    In denying this step towards relationality, this governing body of a Catholic school board sets back the Church’s reconciliation efforts riding on the momentum of the papal visit.

    The board’s ignorance of how this policy risks damaging relationships with students, families and staff at the board, as well as the broader public, partly reflects an indifference that Pope Francis warned Catholics about during his visit:

    “I trust and pray that Christians and civil society in this land may grow in the ability to accept and respect the identity and the experience of the Indigenous Peoples. It is my hope that concrete ways can be found to make those peoples better known and esteemed, so that all may learn to walk together.”

    Walking together in solidarity

    As we write this piece, we can see through the window a local Toronto Catholic Distric School Board elementary school, where an Every Child Matters flag is flown alongside a Pride and Canadian flag.

    Catholic education, despite its sordid history and contested perspectives about interpreting and practising Church doctrine, can be a tool to drive reconciliation.

    Catholics cannot let a narrow vision overshadow Pope Francis’s pilgrimage and the global Church movement he, the Church’s bishops and Catholic lay people have participated in — via a global synod — to respond to the call to walk together in solidarity with Indigenous, 2SLGBTQI+ and other marginalized people.

    Counter-narratives of hope and possibility

    We wish to continue to hear counter-narratives of hope and possibility for Catholic education. We wish to see active changes that move the DPCDSB, as scholar Sheila Cote-Meek of the Teme-Augama Anishinabai, writes, “to a drastically different way of being, doing and working.”

    As other Catholic boards in Ontario initiate flag debates of their own, we are left with the lingering question. What is the future of Catholic education if it’s not intended to support the physical, emotional, mental and spiritual well-being of all those entrusted to its care?

    Vatican City (Agenzia Fides) – In the context of the Jubilee Year and the Jubilee of the Missionary World, scheduled for October 4 and 5, 2025, the Pontifical Missionary Union, in collaboration with the National Directions of the Pontifical Mission Societies of Spain and Costa Rica, is promoting and organizing a 100% online missiological refresher course in Spanish.The course will run from October 2025 to June 2026, with a total of 25 sessions divided into three blocks. Each session will last approximately 1 hour and 45 minutes and will be held on Tuesdays at 8:00 p.m. in Spain (1:00 p.m. in Costa Rica).The first block, scheduled from October 28 to December 16, 2025, will address the foundations of missiology, as well as the biblical and theological aspects of the Lord’s missionary mandate.     Chunchon (Agenzia Fides) – For more than 50 years, the Sisters of Our Lady of the Good Shepherd in Chuncheon, Seoul, and Jeju, South Korea, have prayed and worked for women and girls in difficulty: single mothers, immigrants, pregnant women, and girls abused within the family. In recent months, they inaugurated a new facility for women in need at their provincial house of the International Congregation of Religious in Chuncheon.Founded in 1995 with the help of donations, the sisters’ house in Chuncheon continues to grow today with the support of old and new benefactors who value the sisters’ work on behalf of women and girls from all over the country.At the inauguration ceremony last April, Bishop Simon Kim Ju-young of Chuncheon addressed the benefactors, saying: “You must be the happiest of all. You should know that while we priests sometimes neglect prayer, the nuns, on the contrary, always pray diligently.” It was he himself who, a year earlier, had invited the parishes of the diocese to support the fundraising campaign launched by the sisters. “Since 1993,” reports Sister Marie Jean Bae, who served as Provincial Superior from 2014 to 2019, “the sisters of Chuncheon had used the land on which the new building stands free of charge. Then, in 2022, the owner put the land up for sale. If it had been sold and another building had been built on the site, the nuns would have had to abandon their project.” “We and the sisters of the contemplative branch prayed together out of desperation. The merciful God heard our prayers, and just two days after we intensified our prayers, the owner of the land changed his mind and decided to donate it to the convent, apologizing for not having done so sooner,” the nun continued. “What is even more surprising is that he also thanked us for accepting the donation,” summarizes Sister Marie Jean, who has since become the South Korean coordinator of “Talita khum,” the international network of consecrated women against human trafficking.This year, the Congregation celebrates the bicentenary of its contemplative branch, whose history dates back to the works and spiritual insights of Saint John Eudes (1601-1680) in the 17th century, when prostitution was a social scourge punishable by imprisonment. Faced with the misery and injustice that prevailed during a time of spiritual and moral decline, Eudes was urged by the young Madeleine Lamy in Caen, Normandy, to found the first house of refuge, a true “hospital for these souls.” From papal approval until the revolution of 1789, 150 years passed, during which the religious were dispersed and their houses closed. It was not until 1825 that the houses were reopened thanks to the courage of a young superior, Maria Eufrasia, the foundress of the Sisters of St. Magdalene, now the Sisters of Our Lady of Charity of the Good Shepherd.Religious Sisters at the Side of Women in needBetween the 1960s and 1970s—immediately after the Second Vatican Council—changes in the lives of the sisters in Korea also began to emerge. In 1966, at the invitation of Bishop Peter Han Kong-ryel of the Diocese of Gwangju, four American nuns came to Korea to establish the spirituality of the Sisters of the Good Shepherd. Han was shocked by the sexual exploitation of young girls and women by the US military in his diocese and, in the charism of their foundress, Saint Mary Eufrasia, asked the sisters to help these victims of oppression. Thus, in 1968, the sisters established a dormitory and vocational school near the US Air Force base in Gunsan. This facility remained in operation until 1976. Inspired by the motto “One life is more precious than the whole world,” their commitment to supporting single pregnant women clearly demonstrated how important it was for the Catholic Church to create appropriate facilities for these women. Thus, at the invitation of Bishop Park Thomas Stewart, the sisters began with a small house in Seoul and opened “Mary’s Home” for single mothers in Chuncheon Province in 1979, before moving to the current provincial house complex and the counseling and support centers for women in 1985. With the entry into force in South Korea of the law against prostitution in 2004 and the significant increase in international marriages – mainly due to the establishment of diplomatic relations with China in 1992 – forms of support for women in distress have been strengthened to meet the urgent need for counselling for women who are victims of domestic violence and to improve communication between spouses of different nationalities, which is often hampered by language and cultural barriers.Healing wounds of body and soulIncreased awareness of justice and the denunciation of abuse against women led to the adoption of the “Basic Law for the Development of Women” (여성발전기본법) in South Korea in 1995. In centers for pregnant women such as “Mary’s Home,” women are prepared for a safe birth and can then decide whether to keep their child or place it in foster care. The work of the sisters is crucial in this area, as they advocate for anti-abortion policies in favor of the dignity of life. By welcoming women into these homes, they also aim to protect them from social prejudice. Mothers who have been victims of various forms of violence can also come from outside to seek refuge in the facilities run by the sisters, for example, at the “House of Friends” in Seoul or at another women’s shelter in Jeju. Support can be short-term (six months) – renewable – or long-term (two years). To facilitate their return to normalcy, programs are developed to help them heal their emotional and physical wounds. The women are guided through their personal and professional development and receive support in the form of free room and lodging, medical care, vocational training to achieve economic independence, and preparation for the GED, an exam equivalent to a high school diploma. The center in Chuncheon, which is operated in cooperation with Caritas, offers special legal support and advice, for example, in filing lawsuits against the perpetrator or drafting a statement in civil proceedings. The sisters also run homes for girls who have been victims of domestic violence and family problems. In these facilities, such as the “House of the Good Shepherd”, they receive support from their families. At organizations such as the “Good Shepherd House” in Seoul, efforts are being made to give young girls back the warmth of family, the feeling of love and acceptance in a safe and comfortable place, where they are given a sense of normality. “There is no greater pain than being abused at home by one’s parents. It is a long road to achieve healthy independence and psycho-emotional recovery, but they do it,” says Mariana Inea Young, a ‘Sand Play’ therapist and social worker. “So many come back to share their stories of recovery,” adds Sister Damiana Ham.A hotline for women in needEvery Thursday, Sister Rufina Hwa Jung Shim—66 years old and now retired after seven years as head of the “hotline” in Jeju—went to the neighborhoods to help women on the streets.     Chunchon (Agenzia Fides) – For more than 50 years, the Sisters of Our Lady of the Good Shepherd in Chuncheon, Seoul, and Jeju, South Korea, have prayed and worked for women and girls in difficulty: single mothers, immigrants, pregnant women, and girls abused within the family. In recent months, they inaugurated a new facility for women in need at their provincial house of the International Congregation of Religious in Chuncheon.Founded in 1995 with the help of donations, the sisters’ house in Chuncheon continues to grow today with the support of old and new benefactors who value the sisters’ work on behalf of women and girls from all over the country.At the inauguration ceremony last April, Bishop Simon Kim Ju-young of Chuncheon addressed the benefactors, saying: “You must be the happiest of all. You should know that while we priests sometimes neglect prayer, the nuns, on the contrary, always pray diligently.” It was he himself who, a year earlier, had invited the parishes of the diocese to support the fundraising campaign launched by the sisters. “Since 1993,” reports Sister Marie Jean Bae, who served as Provincial Superior from 2014 to 2019, “the sisters of Chuncheon had used the land on which the new building stands free of charge. Then, in 2022, the owner put the land up for sale. If it had been sold and another building had been built on the site, the nuns would have had to abandon their project.” “We and the sisters of the contemplative branch prayed together out of desperation. The merciful God heard our prayers, and just two days after we intensified our prayers, the owner of the land changed his mind and decided to donate it to the convent, apologizing for not having done so sooner,” the nun continued. “What is even more surprising is that he also thanked us for accepting the donation,” summarizes Sister Marie Jean, who has since become the South Korean coordinator of “Talita khum,” the international network of consecrated women against human trafficking.This year, the Congregation celebrates the bicentenary of its contemplative branch, whose history dates back to the works and spiritual insights of Saint John Eudes (1601-1680) in the 17th century, when prostitution was a social scourge punishable by imprisonment. Faced with the misery and injustice that prevailed during a time of spiritual and moral decline, Eudes was urged by the young Madeleine Lamy in Caen, Normandy, to found the first house of refuge, a true “hospital for these souls.” From papal approval until the revolution of 1789, 150 years passed, during which the religious were dispersed and their houses closed. It was not until 1825 that the houses were reopened thanks to the courage of a young superior, Maria Eufrasia, the foundress of the Sisters of St. Magdalene, now the Sisters of Our Lady of Charity of the Good Shepherd.Religious Sisters at the Side of Women in needBetween the 1960s and 1970s—immediately after the Second Vatican Council—changes in the lives of the sisters in Korea also began to emerge. In 1966, at the invitation of Bishop Peter Han Kong-ryel of the Diocese of Gwangju, four American nuns came to Korea to establish the spirituality of the Sisters of the Good Shepherd. Han was shocked by the sexual exploitation of young girls and women by the US military in his diocese and, in the charism of their foundress, Saint Mary Eufrasia, asked the sisters to help these victims of oppression. Thus, in 1968, the sisters established a dormitory and vocational school near the US Air Force base in Gunsan. This facility remained in operation until 1976. Inspired by the motto “One life is more precious than the whole world,” their commitment to supporting single pregnant women clearly demonstrated how important it was for the Catholic Church to create appropriate facilities for these women. Thus, at the invitation of Bishop Park Thomas Stewart, the sisters began with a small house in Seoul and opened “Mary’s Home” for single mothers in Chuncheon Province in 1979, before moving to the current provincial house complex and the counseling and support centers for women in 1985. With the entry into force in South Korea of the law against prostitution in 2004 and the significant increase in international marriages – mainly due to the establishment of diplomatic relations with China in 1992 – forms of support for women in distress have been strengthened to meet the urgent need for counselling for women who are victims of domestic violence and to improve communication between spouses of different nationalities, which is often hampered by language and cultural barriers.Healing wounds of body and soulIncreased awareness of justice and the denunciation of abuse against women led to the adoption of the “Basic Law for the Development of Women” (여성발전기본법) in South Korea in 1995. In centers for pregnant women such as “Mary’s Home,” women are prepared for a safe birth and can then decide whether to keep their child or place it in foster care. The work of the sisters is crucial in this area, as they advocate for anti-abortion policies in favor of the dignity of life. By welcoming women into these homes, they also aim to protect them from social prejudice. Mothers who have been victims of various forms of violence can also come from outside to seek refuge in the facilities run by the sisters, for example, at the “House of Friends” in Seoul or at another women’s shelter in Jeju. Support can be short-term (six months) – renewable – or long-term (two years). To facilitate their return to normalcy, programs are developed to help them heal their emotional and physical wounds. The women are guided through their personal and professional development and receive support in the form of free room and lodging, medical care, vocational training to achieve economic independence, and preparation for the GED, an exam equivalent to a high school diploma. The center in Chuncheon, which is operated in cooperation with Caritas, offers special legal support and advice, for example, in filing lawsuits against the perpetrator or drafting a statement in civil proceedings. The sisters also run homes for girls who have been victims of domestic violence and family problems. In these facilities, such as the “House of the Good Shepherd”, they receive support from their families. At organizations such as the “Good Shepherd House” in Seoul, efforts are being made to give young girls back the warmth of family, the feeling of love and acceptance in a safe and comfortable place, where they are given a sense of normality. “There is no greater pain than being abused at home by one’s parents. It is a long road to achieve healthy independence and psycho-emotional recovery, but they do it,” says Mariana Inea Young, a ‘Sand Play’ therapist and social worker. “So many come back to share their stories of recovery,” adds Sister Damiana Ham.A hotline for women in needEvery Thursday, Sister Rufina Hwa Jung Shim—66 years old and now retired after seven years as head of the “hotline” in Jeju—went to the neighborhoods to help women on the streets.
