    DENTON, Texas – Preliminary flood risk information and updated Flood Insurance Rate Maps (FIRMs) are available for review in Panola County, Texas

    Residents and business owners are encouraged to review the latest information to learn about local flood risks and potential future flood insurance requirements

    The updated maps were produced in coordination with local, state and FEMA officials

    Significant community review of the maps has already taken place, but before the maps become final, community residents can identify any concerns or questions about the information provided and participate in the 90-day appeal and comment period

    The 90-day appeal and comment period will begin on or around March 23, 2025

     Appeals and comments may be submitted through June 21, 2025, for:The cities of Beckville, Carthage, Gary and Tatum; and the unincorporated areas of Panola CountyResidents may submit an appeal if they consider modeling or data used to create the map to be technically or scientifically incorrect

    An appeal must include technical information, such as hydraulic or hydrologic data, to support the claim

    Appeals cannot be based on the effects of proposed projects or projects started after the study is in progress

    If property owners see incorrect information that does not change the flood hazard information — such as a missing or misspelled road name in the Special Flood Hazard Area or an incorrect corporate boundary — they can submit a written comment

    The next step in the mapping process is to resolve all comments and appeals

    Once these are resolved, FEMA will notify communities of the effective date of the final maps

    To review the preliminary maps or submit appeals and comments, visit your local floodplain administrator (FPA)

    What you need to know: The Governor’s Wildfire and Forest Resilience Task Force released a list of 25 key deliverables to build on the state’s ongoing efforts to protect Californians from increasing threats posed by catastrophic wildfire and a changing climate.

    SACRAMENTO – Following the devastation of the Los Angeles firestorms and with escalating risks of catastrophic wildfires, the Governor’s Wildfire and Forest Resilience Task Force today released a list of 25 key deliverables that will protect communities and natural landscapes statewide. 

    The list builds on Governor Gavin Newsom’s emergency proclamation to expedite wildfire prevention projects across the state, and the extensive work of the Task Force to date. A full list of the 2025 Key Deliverables is available here.

    The deliverables outline the highest priority actions underway this year to achieve the commitments in California’s Wildfire and Forest Resilience Action Plan, launched in 2021, and to advance key new initiatives that will be highlighted in the forthcoming update of the Action Plan to be released later this year. Many of the deliverables are already underway.

    The Los Angeles firestorms put another exclamation point on the need to use every tool we have available to protect communities from wildfire. These deliverables pull from the state’s already nation-leading toolbox of solutions and push California to move even faster.

    This comes at a critical time, building on the unprecedented actions Governor Newsom has already taken in response to the Los Angeles fires and advancing the Governor’s emergency proclamation to cut red tape and fast-track wildfire prevention projects.

    “The Task Force has made strong progress to protect Californians from catastrophic wildfire,” said California Natural Resources Secretary Wade Crowfoot. “But much more work is needed. These deliverables chart out critical solutions we will put in place to protect people and their homes, restore the health of our landscapes, and continue to build out a long-term comprehensive approach to strengthening our resilience to wildfire.” 

    What are the top priorities of the 2025 Key Deliverables?

    The deliverables strategically prioritize community safety, forest health, and rural economies through actions that will:

    • Improve home and community wildfire resilience.
    • Streamline regulatory processes.
    • Expand landscape-scale resilience programs.
    • Scale-up beneficial fire.
    • Increase post-fire restoration programs.
    • Create forest sector jobs and a sustainable wood products market.
    • Build a science-based framework for measuring progress.

    Building on nation-leading progress

    The 2025 Key Deliverables are the next advancement made by California to increase wildfire response and forest management in the face of a hotter, drier climate. From day 1, Governor Newsom declared California’s firefighters and wildfire resilience as a top priority of his administration. Since taking office, the Governor has committed more resources and investments than ever before to significantly boost wildfire response capabilities while tackling root causes of the wildfire crisis head-on.     Historic investments — Overall, the state has more than doubled investments in wildfire prevention and landscape resilience efforts, providing more than $2.5 billion in wildfire resilience since 2020, with an additional $1.5 billion to be allocated from the 2024 Climate Bond.

    On-the-ground progress — More than 2,200 landscape health and fire prevention projects are complete or underway, and from 2021-2023, the state and its partners treated nearly 1.9 million acres, including nearly 730,000 acres in 2023. 

    Increasing transparency — The Governor’s Task Force launched an Interagency Treatment Dashboard to display completed federal, state, local, and private vegetation management projects across the state. The Dashboard, launched in 2023, provides transparency, tracks progress, facilitates planning, and informs firefighting efforts.

    Protecting communities — Since 2019, CAL FIRE has awarded more than $450 million for 450 wildfire prevention projects across the state and conducts Defensible Space Inspections on more than 250,000 homes each year.

    Leveraging cutting-edge technology — On top of expanding the world’s largest aerial firefighting fleet, CAL FIRE has doubled its use of drones and the state is utilizing AI-powered tools to spot fires quicker.

  • MIL-OSI Europe: Answer to a written question – Broadening EU taxonomy to strengthen investment opportunities and industrial resilience – E-000018/2025(ASW)

    The EU taxonomy aims to help identify investments into activities that make a substantial contribution to EU environmental objectives.

    The taxonomy already covers several technologies that are important for Europe’s strategic autonomy and resilience, such as manufacturing of renewable energy, generation of electricity and/or heat from renewable sources, hydrogen, storage and batteries, grids technologies, also recognised under the Net-Zero-Industry-Act[1], as well as transitional energy activities including gas and nuclear.

    Although defence activities are not covered as such in the taxonomy, undertakings in the defence sector can report investments into greening of their buildings or transport like any other sector[2].

    The EU taxonomy is a living document. More activities could be added to its scope over time. This could include more strategic activities.

    The Platform on Sustainable Finance[3], an independent advisory group, is currently developing recommendations for potential inclusion of mining and refining of critical raw materials in the taxonomy.

    In line with the EU Defence Industrial Strategy (EDIS)[4], improving access to finance for the defence industry is a priority for the EU, and the EU sustainable finance framework does not impose any limitations in this regard.

    EDIS stresses that, ‘with the exception of weapons subject to prohibitions by international conventions signed by Member States — which are therefore deemed by the EU to be incompatible with social sustainability — the defence industry enhances sustainability, given its contribution to resilience, security and peace’.

  • MIL-OSI USA: COLUMN: Walker: Week 10 Under the Gold Dome

    Ten weeks into the 2025 Legislative Session, we reached several major milestones, delivering real results for our farmers, job creators and hardworking Georgians.

    One of the most significant victories was the final passage of Senate Bill 68 through both chambers of the General Assembly, a major step forward in tort reform, which has been a top priority for Governor Brian Kemp. After extensive debate and deliberation in both chambers, this bill now heads to the Governor’s desk for final approval. SB 68 cracks down on lawsuit abuse, prevents bad actors from double-dipping on litigation expenses and shields small businesses from predatory legal tactics. With excessive verdicts and frivolous lawsuits running rampant in our state, this legislation will provide real relief for families and business owners alike.

    We also took action to cut taxes and put more money back into your pockets. The Senate passed House Bill 111, which lowers the state income tax rate from 5.39% to 5.19% beginning in 2025. The bill ensures additional tax cuts annually until the rate reaches 4.99%, delivering long-term relief for Georgia taxpayers. Additionally, House Bill 112 provides a one-time tax credit of $250 for individuals, $375 for heads of households, and $500 for married couples filing jointly. Both bills are now on their way to Governor Kemp’s desk, fulfilling yet another promise to ease the financial burden on Georgia families.

    Meanwhile, work continues on the state budget as Senate Appropriations Subcommittee hearings move us closer to finalizing the Fiscal Year 2026 budget. As the Appropriations Subcommittee on Agriculture and Natural Resources Chairman, I led discussions on aid allocations to rural communities impacted by Hurricane Helene. Our hearing helped ensure that our budget remains fiscally responsible while prioritizing the needs of our state.

    On the legislative front, I’m proud that my bill, Senate Bill 35, passed unanimously through the House this week. SB 35 is my nonrenewal policy legislation, increasing the days’ notice required to be given to a policyholder before their homeowners’ insurance policy is not renewed. By providing more time for consumers to find alternative coverage or successfully manage concerns with their provider, this bill ensures that more Georgians maintain uninterrupted insurance coverage. Having passed both the Senate and House, SB 35 now awaits the Governor’s approval before it becomes law.

    Additionally, my bill to enhance our skilled workforce, SB 125, passed through the House Committee on Regulated Industries. Historically, our future engineers have completed their academic pathway but had to wait until they had worked in the field to take the professional engineering exam and earn their accreditation. This bill decouples the sequential order of experience and examination requirements for professional engineers, allowing them to take their professional engineering exam directly after their studies. SB 125 will encourage more skilled workers to come to Georgia and improve pass rates for the professional engineering exam, ultimately improving the field on the whole in our state. I am confident that the House will show SB 125 the same bipartisan support it received in the Senate. 

    Finally, I am carrying House Bill 579, which will revise provisions for professional licensing in Georgia. This bill empowers the professional licensing boards division to review and grant applications for the issuance, renewal or reinstatement of licenses on behalf of the profession’s licensing board. Notably, HB 579 also allows the division director to license an individual before taking an examination, encouraging the growth of their profession, business, or trade. With this legislation, we are streamlining professional licensing standards to protect all Georgians’ safety and welfare. I will always support legislation that allows qualified, trained workers to properly function without excessive red tape.

    With just two weeks remaining in this legislative session, I encourage everyone to stay engaged and visit the Gold Dome to see the legislative process in action.     On 20 and 21 March, the parliamentary Committee on Tourism, Agriculture, Ecology and Spatial Planning, together with the OSCE Mission to Montenegro, organized a workshop on the ecological perspective in spatial planning and eco-urbanism.
    The workshop gathered staff from parliamentary committees on tourism, agriculture, ecology and spatial planning; economy, finance and budget; gender equality; anti-corruption, as well as from the parliamentary Research Centre and Commission for Monitoring and Control of the Privatisation Procedure. They discussed legislation regulating eco-urbanism, as well as environmental impacts of planned infrastructure and energy facilities. They considered challenges posed by climate change and examined sustainable urban solutions. Environmental protection, especially in light of the requirements under Chapter 27 – Environment and Climate Change and obligations of Parliament to fulfil these requirements were central to the discussion.
    Opening the workshop, Dejan Đurović, Chairperson of the Committee on Tourism, Agriculture, Ecology and Spatial Planning, emphasized that “the main objective of the workshop is to establish a dialogue to enable us as parliamentarians, to address all deficiencies, obstacles and challenges related to environment protection, while improving and adopting new knowledge in eco-urbanism.”
    The Mission’s Democratization Programme Manager, Bernd Burwitz, noted that while Montenegro is defined as an ecological state, many challenges remain. “In today’s world, climate change and environmental concerns are significant political and security challenges, which should be addressed through the development of the Spatial Plan, that covers the entire territory of Montenegro,” said Burwitz.
    The Mission remains committed to strong collaboration with parliamentary committees and support them in understanding documentation related to spatial planning and its ecological perspectives.

    Each year, World Water Day highlights the pressing challenges surrounding global water resources and the actions needed to address them. Nowhere is this more critical than in Africa, where nearly 1.4 billion people live, a number expected to rise to 2.5 billion by 2050. On the continent, approximately 411 million people – almost one-third of the total population – lacked basic drinking water services as of 2020. In Sub-Saharan Africa alone, about 387 million people struggle daily without access to safe water.

    Africa is home to vital natural water towers, including mountains and glaciers that play a key role in water security and climate resilience. However, these resources are under serious threat. Glaciers in the Rwenzori Mountains, Mount Kenya, the Virunga Mountains, and Mount Kilimanjaro are shrinking at an alarming rate and are expected to vanish entirely by 2050, jeopardizing water supplies for millions of people. On this World Water Day, the urgency to protect what remains and to collaborate on securing water resources for future generations has never been greater.

    Water is fundamental to Africa’s socioeconomic development. The International High-Level Panel on Water Investments for Africa estimates that Sub-Saharan Africa loses 5% of its GDP annually – equivalent to $170 billion per year – due to poor water infrastructure. Yet, investing in water security offers enormous returns. According to the African Union, every dollar invested in water and sanitation generates at least seven dollars in benefits across health, education, food security, and environmental protection.

    Climate change amplifies water scarcity, disrupting hydrological cycles, altering rainfall patterns, and reducing water availability for crops, livestock, and pasture. This directly threatens food and nutritional security across the continent. Addressing these challenges requires both practical solutions and strong policy frameworks. Integrated water management plans focused on river basins and catchments are essential for optimizing water use, while investing in resilient infrastructure ensures reliable access, particularly in regions prone to floods and droughts. Water-saving practices, such as rainwater harvesting and wastewater reuse, can help maximize available resources. Restoring natural ecosystems, including riverbanks and wetlands, plays a crucial role in safeguarding water sources. Nature-based solutions, such as afforestation and ecosystem restoration, are equally important in strengthening water resilience and helping landscapes adapt to climate change.

    Policy measures must complement these practical interventions. Strengthening water management laws and regulations is crucial for long-term success. Establishing and training local water management committees enhances coordination and decision-making, while improved weather monitoring and early warning systems help communities prepare for and respond to climate shocks more effectively.

    The African Development Bank has placed water security and climate resilience at the center of its Ten-Year Strategy (2024–2033) (apo-opa.co/420gbm3), aligning with the Africa Water Vision 2025 and the 2030 Agenda for Sustainable Development. Recognizing that water security is a cornerstone of progress across all sectors, the Bank invests approximately $2.8 billion annually to build resilience.

    To further accelerate climate action, it has established the Climate Action Window (apo-opa.co/4iSKTEr) under the African Development Fund, aiming to mobilize between $4 billion and $8 billion for climate-focused initiatives. Seventy-five percent of these funds are allocated to climate adaptation, with significant investments dedicated to water infrastructure. During the first call for proposals in December 2023, nine water-focused projects, totaling approximately $72 million, were selected to enhance investment in water infrastructure and sanitation. An additional 12 projects, amounting to $98 million, address multiple sectors, including water access for agriculture, improving the resilience of water systems, and strengthening climate information and early warning systems.

    Currently, the Bank manages 121 active water operations, including six multinational and regional projects valued at approximately $6 billion – all are based on climate-informed designs. The African Water Facility (www.AfricanWaterFacility.org), hosted and managed by the African Development Bank, also plays a pivotal role in ensuring that water sector projects are designed with sustainability and climate resilience in mind. In Kenya, the Bank-funded Kenya Towns Sustainable Water Supply and Sanitation Program (apo-opa.co/4kYg0Ao) has significantly improved access to water supply across 19 towns, while wastewater management services have been expanded in 17 towns, benefitting more than three million people. The program incorporates solar energy to reduce water production and distribution costs. The Othaya Sewerage Wastewater Treatment Project, as part of this initiative, promotes waste reuse for energy and agriculture through the production of cooking briquettes and organic fertilizer.

    In Ethiopia and South Sudan, the Bank’s Climate Proof Water for Food Project is designed to enhance adaptation and resilience for approximately 211,000 people in Ethiopia’s Gambella region and South Sudan’s Unity State. This initiative includes the construction and rehabilitation of four solar-powered water supply systems and integrated flood management measures to support the transition to climate-smart agriculture.

    Tackling Africa’s water security and climate challenges requires strategic planning, investment in resilient infrastructure, and policies that integrate climate adaptation into water management frameworks. The African Development Bank’s ongoing initiatives demonstrate that placing water at the heart of climate action – by investing in resilient infrastructure, restoring ecosystems, and strengthening governance – is crucial in mitigating the impact of climate change and preserving the continent’s water resources for future generations.

    Prime Minister Mark Carney has called an April 28 federal election, setting the stage for a campaign where climate policy could be a central issue.

    The current iteration of Canada’s consumer carbon rebate is dead — which many view as a casualty of effective communication — yet climate policy remains a pressing topic for voters and a major battleground for political leaders.

    As Canada grapples with intensifying climate-related challenges, the next government will not only need to implement evidence-based policies to meet international climate commitments, but also effectively communicate its vision to voters.

    The public remains concerned about environmental issues, yet many are worried that bold climate policies have damaged the economy. This tension between environmental responsibility and economic growth will shape how each party formulates and communicates their climate policies in the upcoming campaign.

    The Liberals: Navigating the middle ground

    For Carney and the Liberal Party, the challenge is twofold. First, the Liberals must present a new climate plan after the collapse of the consumer carbon rebate, which has faced widespread public opposition in recent years.

    While the new Liberal leader has already terminated the the carbon rebate, it still remains unclear what exactly his comprehensive climate plan will look like. Carney’s website states that his strategy will: “Provide incentives for consumers. Put more of the burden on big polluters. And help us build the strongest economy in the G7.”

    This suggests his climate policy will hinge more on positive incentives for consumers to invest in sustainable approaches rather than putting a cost on polluting.

    While the carbon rebate initially enjoyed broad support as a key tool for reducing emissions, it has become a lightning rod for political controversy.

    Climate change is no longer just an environmental issue; it’s increasingly seen as a matter of economic survival, with green energy jobs and clean technologies representing an opportunity for Canada to position itself as a global leader in the sector.

    Carney will have to make a convincing case that his policy will create jobs, stimulate innovation and provide a clear path toward a greener, more sustainable economy.

    Failing to do so could lead to the loss of centrist and moderate voters, some of whom are wary of the perceived economic risks of aggressive climate action.

    The Conservatives: Axing the rebate isn’t enough

    On the opposite end of the political spectrum, federal Conservative Leader Pierre Poilievre has made axing the carbon rebate a central part of his platform.

    Framing the carbon rebate as an economic penalty, Poilievre has played into populist sentiments by promising to “axe the tax” and relieve financial pressures on Canadian families and businesses.

    However, even if the Conservatives are successful in eliminating the carbon rebate, they still face the challenge of needing a comprehensive climate policy that lowers emissions and meets Canada’s Paris Agreement targets. Poilievre has said he would not withdraw Canada from the accord, but he hasn’t addressed how he would meet Canada’s commitments.

    Poilievre’s populist rhetoric may resonate with voters who feel economically squeezed, but it’s unlikely to be enough to win over voters concerned about the climate crisis — especially as he has voted against environmental and climate action in Parliament over 400 times in his career, a point his opponents will be sure to raise repeatedly.

    For the Conservatives, the real challenge will be how to present a climate policy that appeals to both economic conservatives, who prioritize fiscal responsibility, and environmental conservatives, who are concerned about the future of the planet.

    Poilievre will need to clearly articulate how his policies will preserve Canada’s environmental future without stifling economic growth or inflating costs for the average Canadian.

    NDP and Green Party

    A key piece of the future of climate policy in Canada will be the NDP and Green Party, who are generally considered left-of-centre parties alongside the governing Liberals.

    The NDP, which can siphon progressive votes away from the Liberals — which sometimes benefits Conservatives — have been clear as mud when it comes to their climate policy for the next election.

    NDP leader Jagmeet Singh rescinded his party’s long-standing support for the Liberal carbon rebate in April 2024, but has not yet said what his party would put in its place.

    Meanwhile, the Green Party, which has historically played a less significant role in electoral outcomes in terms of vote splitting, has generally maintained its support for the carbon rebate. Its website suggests the party supports the polluter-pays principle. However, the Greens have yet to take a clear stance on the shifting climate grounds on which this election could partially be fought.

    Political communication the key to success

    In the coming years, the future of climate policy in Canada will be less about crafting the perfect policy and more about crafting a message that addresses how people are feeling.

    The Liberal Party has been open about the demise of the carbon rebate being a combination of a lack of their own effective communication strategy, mixed with harmful disinformation campaigns that led to the demise of their signature climate policy.

    For the Liberals, Conservatives, NDP and Greens alike, the road to effective climate policy will lie in this communication. Political leaders will need to balance ambition and pragmatism, ensuring their policies align with Canadians’ economic interests.

    With 71 per cent of Canadians suggesting they want the next government to do more to address climate change, leaders who can articulate a vision for a sustainable, prosperous future while addressing the immediate concerns of Canadians will be the ones who have the best chance of winning the public’s trust — and the next election.

  • MIL-OSI Global: Egg prices soar as outdated supply chains crack under pressure

    There may be no kitchen table issue in America more critical than the price of food.

    So when the price of eggs rose over 40% from 2024 to 2025, it became a headline news story in Colorado and across the nation.

    Public officials and the media blamed high egg prices on bird flu outbreaks and said containing the outbreak in supply chains would lower prices. In early March 2025, egg prices fell in the U.S., but these trends are likely to reverse due to higher seasonal demand during Easter and Passover.

    Rising prices and market volatility have led to food costs climbing to 11.4% of American’s disposable income, the largest percentage since 1991.

    Arresting these rising costs, as I argue in my 2023 book, means reinventing supply chains to address the growing supply, demand and price volatility that has created uncertainty for consumers since the COVID-19 pandemic of 2020.

    I have described global supply chains, and supply chains in the U.S. in particular, as “efficiently broken.” By this I mean that they aspire to offer low prices from economies of scale but lack sufficient resiliency to create stability.

    Without addressing the systemic weaknesses in supply chains, I believe major health and economic disruptions will continue to happen in Colorado, nationally and around the world.

    Cage-free eggs

    Colorado faces a double whammy where egg prices are concerned.

    It’s one of nine states with a cage-free egg mandate, which requires all eggs sold in the state to come from cage-free facilities. The regulation has been shown to increase the price of eggs by as much as 50%.

    Over the past two decades, cage-free egg laws have been passed in states as consumers have grown more concerned with the welfare of farm animals. What that means varies from state to state because the term cage-free isn’t regulated by a federal agency. In Colorado, egg-laying hens must be housed in a cage-free system and must have a minimum of 1 square foot of usable floor space per hen.

    Colorado is the 28th largest egg producer in the U.S., far behind Midwestern states such as Iowa, Indiana and Ohio, but it has a few large producers such as Morning Fresh Farms, as well as smaller ones such as the Colorado Egg Producers Association, a collection of seven family-owned farms.

    Colorado’s cage-free egg law went into effect in January 2025 – around the same time that consumers noticed bare egg shelves at their supermarkets. Many consumers and some elected Republicans in Colorado blamed the cage-free law.

    Nevada is pulling back on its cage-free egg mandate to deal with the challenge of unaffordable egg prices.

    But cage-free laws are not the main driver of increasing egg prices, as I’ve noted in my research. Like many others, the egg supply chain needs to be reinvented to balance price, scale, resiliency and stability.

    Supply chain issues

    What is driving up the prices of eggs and other consumer goods is the concentration of producers. The COVID-19 pandemic revealed just how vulnerable prices and supply chains are.

    Five years ago this month, when the pandemic started, many products became unavailable and more expensive.

    In 2022, a major product recall of Similac led to a baby formula shortage in the U.S. The baby formula market is highly concentrated, with four companies responsible for approximately 90% of the domestic market. A large-scale facility that produced the baby formula was found to have unsanitary conditions and contaminated products. Pulling this one facility offline at the same time the nation was coping with pandemic-related supply chain issues led to the shortage.

    Then at the beginning of 2024, supplies of insulin ran short due to production issues at Eli Lilly, one of the three companies responsible for over 90% of the U.S. insulin market.

    And in the second half of 2024, hospitals couldn’t get enough IV fluid due to damage caused by Hurricane Helene to a Baxter factory in North Carolina that manufactures approximately 60% of IV fluids in the U.S. This factory had been relocated to North Carolina from Puerto Rico due to the supply impact from Hurricane Maria that damaged the island in 2017.

    In all of these cases, the supply chain was easily interrupted due to a reliance on a few large producers. In 2025, bird flu and eggs are just another example of America’s “efficiently broken” supply chain.

    Bird flu and cost of eggs

    In the U.S., the top five egg producers are responsible for 40% of hens, with Mississippi-based Cal-Maine Foods alone responsible for 13% of total U.S. production.

    An average-sized production facility in the U.S. can house 75,000 to 500,000 hens. Large facilities can house over 4 million. The mass production of eggs from these facilities means eggs are, in stable times, cost effective for the American consumer. Prior to the COVID-19 pandemic, eggs in the U.S. never surpassed $3 a dozen, and it was an affordable food solution compared with processed foods.

    But this scale and efficiency comes at the price of resiliency during something like a bird flu outbreak. Larger farms create a higher risk of viral outbreak, which leads to the need for culling millions of birds and a heightened risk of viral replication and mutation.

    The solution may increase prices

    Policymakers want to reduce the spread of disease at American egg factories to mitigate the spread of bird flu. But these measures are expensive.

    Factory farms increase the potential for viruses to spread rapidly and even mutate. Therefore, bird flu is a more serious precursor of supply chain disruption than a hurricane or product recall because it has the potential to create a public health crisis.

    One solution to limit the spread of bird flu is to regulate the number of hens allowed in a single facility. This would lead to smaller and more farms across the U.S., but also higher consumer prices.

    This solution would mirror other countries such as Canada, where the average facility size is much smaller than in the U.S. and eggs and poultry cost significantly more. That’s why – under the terms of the United States-Mexico-Canada Agreement – Canada has quota and tariff protection from American companies flooding its market with eggs and poultry that would cost consumers two to three times less.

    Yet in March 2025, the price of eggs in Canada is 50% cheaper than eggs in the U.S. because the country has not suffered the same damages from bird flu.

    Following Canada’s lead wouldn’t result in egg prices as low as giant factory farms, but it would protect American consumers from the periodic price shocks caused by disease or localized weather events that disrupt supplies.

    Despite the threat of a public health crisis, American consumers don’t want to pay more for eggs – and their leaders have promised they won’t have to.

    The current iteration of Canada’s consumer carbon rebate is dead — which many view as a casualty of effective communication — yet climate policy remains a pressing topic for voters and a major battleground for political leaders.

    As Canada grapples with intensifying climate-related challenges, the next government will not only need to implement evidence-based policies to meet international climate commitments, but also effectively communicate its vision to voters.

    The public remains concerned about environmental issues, yet many are worried that bold climate policies have damaged the economy. This tension between environmental responsibility and economic growth will shape how each party formulates and communicates their climate policies in the upcoming campaign.

    The Liberals: Navigating the middle ground

    For Carney and the Liberal Party, the challenge is twofold. First, the Liberals must present a new climate plan after the collapse of the consumer carbon rebate, which has faced widespread public opposition in recent years.

    While the new Liberal leader has already terminated the the carbon rebate, it still remains unclear what exactly his comprehensive climate plan will look like. Carney’s website states that his strategy will: “Provide incentives for consumers. Put more of the burden on big polluters. And help us build the strongest economy in the G7.”

  • MIL-OSI United Kingdom: Derby’s young climate change champions

    More than 150 pupils from schools across Derby took part in an event to discuss their climate change concerns and learn about potential careers that could help tackle some of these challenges.

    The children were joined by local businesses and industry experts for The Festival of Ideas – an exciting day of interactive workshops at Pride Park stadium, as part of the Derby Promise.

    A Derby City Council initiative, the Derby Promise focuses on raising employment aspirations and providing meaningful opportunities for the city’s young people, from primary school through to adult education. 

    Taking place during Science Week, the Festival of Ideas saw pupils share knowledge around climate concerns while learning about a range of STEM (Science, Technology, Engineering and Maths) career paths. They also had the opportunity to speak directly with councillors and local leaders about changes they’d like to see, and to ask important questions around their own power to make a difference.

    Workshops were provided by industry experts from Rolls Royce, Wates Construction, Aecom and Climate Education, each exploring different aspects of sustainability and climate action. Activities ranged from quizzes on plastic pollution and global warming, to building a scale suspension bridge which the children could then walk across, seeing the principles of civil engineering in action and understanding the environmental impacts of such projects. 

    There were games around ways to improve our carbon footprint at home, and craft projects demonstrating how wind turbines can make use of our natural resources. 

    Councillor Paul Hezelgrave, Derby City Council Cabinet Member for Children, Young People and Skills, said:

    The Festival of Ideas has been a fantastic opportunity for our young people on several levels. It was great to see them really getting stuck into tasks that sparked conversations around climate, but also ideas to do with possible career paths and how STEM can look outside of a classroom and be applied in the working world. 

    Meeting new people and gaining first-hand experience of what a job can entail is such an important step in inspiring and motivating children, helping them to see what’s possible, what they can work towards. The element of fun in each activity really helped too – these are jobs and projects they can enjoy and feel inspired to pursue.

    A key element of the festival was the opportunity for students to present their climate concerns and ideas to local councillors and leaders. Through creative speeches, artwork, and presentations, they highlighted areas for change and engaged in Q&A sessions.

    • Oakwood Junior School stressed the importance of trees, green spaces, and nature.  
    • Becket Primary School recognised the difference we can all make to ensure communities and the natural world are protected
    • Cherry Tree Hill Primary School are busy composting and were keen for Derby to make composting easier at home, at work, and in public places
    • Beaufort Primary School stressed the need for increased renewable energy use, reduced car usage, increased tree planting, recycling, and waste reduction 
    • Redwood Primary School suggested sustainable transport competitions, refill shops, rewilding, and climate-focused public art 
    • Cavendish Close Junior School discussed careful recycling, water conservation, re-wilding and informed buying choices.

    Students also discussed practical actions they and their schools could take, such as litter-picking groups, bug hotels, wormeries, and recycling champions. They emphasised the importance of using their voices to drive change, encouraging teachers and parents to address environmental issues.

    Councillor Carmel Swan, Cabinet Member for Climate Change, Transport and Sustainability, was particularly impressed by the children’s passion, practical ideas, and optimism. She said:

    The event underlined how important it is that children’s voices are included in conversations around climate change. Our young people are very aware that they’re inheriting a planet with increasing environmental challenges, but one thing that stood out was their positivity in tackling these issues. They truly believe change is possible, and they want to lead the charge in improving climate change.

    The Derby Promise’s Festival of Ideas is an ongoing initiative. Throughout the coming year, schools will be developing their own climate action plans, and the team behind Derby Promise will be providing ongoing teacher support sessions and guidance to schools.

    The Minister of Forestry, Fisheries, and the Environment, Dr Dion George, will this week represent South Africa at the 15th Petersberg Climate Dialogue (PCD), where the country will reinforce its commitment to climate action.

    “The dialogue will provide a strategic opportunity for South Africa to reinforce its commitment to climate action, advocate for equitable solutions that address the unique challenges faced by developing nations, and foster stronger international cooperation,” the Department of Forestry, Fisheries, and the Environment said on Monday.

    Taking place on Tuesday and Wednesday, the annual high-level conference, co-hosted by Germany and Brazil in Berlin, Germany, serves as a crucial bridge between successive United Nations Climate Change Conferences (COPs), providing a platform for international dialogue on climate action and cooperation.

    “Established in 2010 by former German Chancellor Dr Angela Merkel, the dialogue convenes selected nations to pave the way for successful negotiations under the United Nations Framework Convention on Climate Change (UNFCCC). 

    “The ministerial meeting provides an informal yet strategic space for countries to deliberate on key issues under the UNFCCC and the Paris Agreement, including the Global Goal on Adaptation, mitigation ambition, loss and damage from climate impacts, and the provision of international climate finance,” the department said.

    The Minister will use this platform as an opportunity to provide an overview of South Africa’s Presidency of the G20 Environment and Climate Sustainability Working Group. 

    “I look forward to sharing highlights about our five interrelated key priorities, including climate change and air quality, biodiversity and conservation, and land degradation, desertification and drought,” said George. – SAnews.gov.za

    Minister of Forestry, Fisheries and the Environment, Dr Dion George, will this week lead the Group of Twenty (G20) Environment and Climate Sustainability Working Group (ECSWG) as part of South Africa’s Presidency of the G20. 

    “It is expected that the outcome of this first virtual G20 ECSWG meeting will provide strategic direction and a common understanding amongst G20 Member States on the key environmental and climate change priorities and deliverables,” the Minister said on Sunday.

    Taking place under the theme: “Solidarity, Equality, and Sustainability,” the Minister is expected to open the meeting on Tuesday, by setting the scene for South Africa’s Presidency of the G20 ECSWG, provide an opportunity to discuss the five priorities and deliverables, and also present the proposed work plan for the G20 ECSWG for 2025.

    The priority focus areas for South Africa’s Presidency of the G20 ECSWG include:

    • Biodiversity and Conservation – Implementation of the Global Biodiversity Framework and the Biodiversity Economy;
    • Land Degradation, Desertification and Drought – Land Degradation Neutrality targets;
    • Chemicals and Waste Management – Sustainable Chemicals Management; Circular Economy; Waste Management; Waste to Energy; Extended Producer Responsibility (EPR) implementation;
    • Climate Change and Air Quality – Just Transition; Loss and Damage; Adaptation, including Climate Resilient Development (CRD); Climate Finance and Air Quality; and
    • Oceans and Coastal Management – Marine Spatial Planning – ocean governance; combatting marine plastic pollution.

    The G20 ECSWG aims to enhance cooperation amongst all G20 members and invitees to address environmental and climate change priorities. 

    The G20 comprises 19 countries: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, Russia, Saudi Arabia, South Africa, Türkiye, United Kingdom and United States, as well as two regional bodies, namely the European Union and the African Union.

    The G20 members represent about two-thirds of the world population, approximately 85% of the global GDP and over 75% of the global trade. 

    This platform is considered as the leading forum for international economic cooperation and plays an important role in shaping and strengthening global architecture and governance on all major international economic issues.

    South Africa’s Presidency of the G20 commenced on 01 December 2024 and will continue until 30 November 2025. 

    The Presidency will build upon on the achievements of India (2023 Presidency) and Brazil (2024 Presidency), to ensure continuity in advancing the developmental agenda within the G20. 

    “South Africa’s G20 Presidency provides a unique opportunity for the country to champion the aspirations of emerging market economies and lead the developmental agenda of the African Continent within the framework of the G20.”

    A total of three G20 ECSWG meetings and one ECSWG Ministerial meeting will be held in South Africa, with the first virtual meeting scheduled to take place from 25 – 28 March 2025; followed by the second meeting from 14-18 July 2025 at Kruger National Park, and the final meeting in October 2025 at Cape Town.

    The Ministerial meeting will be held back-to-back with the third ECSWG meeting in October 2025.

    The department will also roll out outreach and awareness activities in the buildup to the three G20 ECSWG meetings throughout the country to amplify the messaging on the focus areas for the G20 ECSWG.

    “The department will leverage South Africa’s Presidency of the G20 to market and showcase the Kruger-Kirstenbosch-iSimangaliso Icon Status Strategy (KISS). Some of the meetings and activities will take place at these iconic world-class sites to showcase them on the global stage,” the Minister said. – SAnews.gov.za

    The Jal Jeevan Mission (JJM) – Har Ghar Jal, is being implemented since August, 2019, in partnership with States, to make provision of potable tap water supply in adequate quantity, of prescribed quality and on regular & long-term basis to rural households. The Government of India supports the States including Tamil Nadu by providing technical and financial assistance. Under the Jal Jeevan Mission, as per existing guidelines, Bureau of Indian Standards’ BIS:10500 standards are adopted as benchmark for quality of water being supplied through the piped water supply schemes. Drinking Water being a State subject, the responsibility of Planning, Approval, Implementation, Operation & Maintenance of drinking water supply schemes, including those under the Jal Jeevan Mission, is vested with State/UT Governments.

    As per the Operational Guidelines, States/ UTs including Tamil Nadu can utilize up to 2% of their annual allocation of funds under JJM for Water Quality Monitoring & Surveillance (WQM&S) activities, inter-alia, which includes setting up and strengthening of water quality testing laboratories, procurement of equipment, instruments, chemicals, glassware, consumables, hiring of skilled manpower, surveillance by community using field test kits (FTKs), awareness generation, educational programmes on water quality, accreditation/recognition of laboratories, etc. To enable States/ UTs to test water samples for water quality, and for sample collection, reporting, monitoring and surveillance of drinking water sources, an online JJM – Water Quality Management Information System (WQMIS) portal has been developed. The State–wise details of water quality test reported through WQMIS are available in public domain on JJM Dashboard and can also be accessed at: https://ejalshakti.gov.in/WQMIS/Main/report

    In order to empower the communities to monitor the water quality States/ UTs have also been advised to identify and train 5 persons, preferably women, in every village to conduct water quality testing using Field Testing Kits (FTKs) at village level and report the same on the WQMIS portal. So far, as reported by States/UTs on WQMIS, as on date, more than 24.81 lakh women (including 62,898 in Tamil Nadu) have been trained for testing water using FTKs.

    As reported by States/UTs, as on date, there are 2,182 drinking water quality testing laboratories (including 113 in Tamil Nadu) at different levels viz. State, district, sub-division and/ or block level in the country. To encourage water quality testing to ensure potable drinking water supply, States/ UTs have opened water quality testing laboratories to general public for testing of their water samples at a nominal rate.

    As reported by States on JJM-IMIS, since the inception of JJM, 13,706 Arsenic affected, and 7,745 fluoride affected habitations have been reported to be covered with piped water supply schemes as on date. Further, there are 314 Arsenic and 251 Fluoride affected rural habitations in the country where the piped water supply schemes compliant to JJM standards are yet to be commissioned. However, all these habitations (314 for Arsenic and 251 for Fluoride) have been provided with safe drinking water through CWPPs/ IHPs purely as an interim measure. Thus, all habitation in rural area of the country are provided safe drinking water free from Arsenic and Fluoride contamination.

    The World Health Organization (WHO) has done study on the potential benefits of the JJM, estimating that achieving its goals could save over 5.5 crore hours daily in rural areas, which are inter alia spent on collecting water, predominantly by women without the intervention of JJM. This time savings translates into economic benefits and an improved quality of life for rural families. Furthermore, the WHO has projected that providing safely managed drinking water to all households could prevent nearly 4,00,000 deaths from diarrheal diseases and 14 million Disability Adjusted Life Years (DALYs) averted during the mission period. Adding to this, Nobel laureate Prof. Michael Kremer’s research paper suggests that universal access to safe water could lead to a nearly 30% reduction in mortality among children under five years old, potentially saving 1,36,000 young lives each year.

    The allocation of JJM Funds has given a weightage of 30% for the stated under Desert Development Programme (DDP), Drought Prone Area Programme (DPAP), Hill Area Development Plan (HADP) and special category hill states in terms of rural areas.  The year-wise details of Central fund allocated, drawn and utilization reported by the State/ UTs under JJM since 2019-20 to 2024-25 (as on 17.03.2025) for making provision of safe drinking water through household tap water connection to rural households including in water stressed and drought-prone areas is at below.

  • MIL-OSI Africa: The Gift of Water: How the Lesotho Rural Water Supply and Sanitation Project is Transforming Lives

    “Water is life; when there is no water, it is as if there are no people living.”

    These profound words from ‘Masechefo Sechefo, a Community Councilor at Ha Sekete village, capture the essence of existence in rural Lesotho before the African Development Bank’s transformative intervention.

    In a country where water ironically constitutes 30% of the nation’s GDP, many rural Basotho paradoxically lived without access to clean water. This stark contradiction defined daily life until the Lesotho Rural Water Supply and Sanitation Project began changing the narrative in the communities.

    The Long Walk For Water

    Before the project, women and girls in villages across Maseru and Berea districts would wake before dawn to begin their daily ‘pilgrimage’ to distant springs and unprotected wells. The journey often stretched more than a kilometer each way, with women carrying heavy containers while navigating challenging mountain terrain.

    “Where we used to fetch water, it was so far that there could have been challenges, perhaps the risk of being attacked or harmed by criminals,” recalls ‘Masechefo.

    At Sekete Primary School, the situation was equally dire. Headteacher Sello Matlali remembers: “We had to send children to fetch water from the unprotected wells around our communities. It was about one and a half kilometers walk from the school.”

    This daily expedition meant losing children’s classroom time and productive hours for women. Worse still, the unprotected water sources harbored pathogens causing diarrheal diseases that disproportionately affected the community’s most vulnerable members.

    A Project That Flows Like Life Itself

    When the African Development Bank’s initiative reached these communities, it didn’t merely install infrastructure – it unleashed potential.

    The project, set to conclude in March 2025 after more than a decade of implementation, has delivered remarkable results: 190 kilometers of pipeline to distribution networks, water storage reservoirs with a total capacity of 3.48 million liters, and 166 public water points serving approximately 28,266 people across eight zones in Maseru and Berea districts.

    The numbers tell only part of the story. Moses Tembo, the project’s task manager at the African Development Bank, highlights the impact: “From the data collected through the project, you could see that many people’s lives have been changed. Most people were drawing water from springs and unprotected wells, and the incidence of diarrheal diseases was quite high.”

    Beyond water supply, the project expanded sanitation infrastructure, – constructing 266 sanitation facilities for vulnerable households and 284 toilets at schools and healthcare facilities.

    “It Was Like Our Birthday”

    At Sekete Primary School, the transformation has been profound. “When water was supplied, it was like our birthday,” Sello Maltali exclaims, his eyes bright with emotion. “The African Development Bank came to our rescue when we were in serious problem.”

    The school now boasts eight water taps and proper sanitation facilities – eight toilets for boys, seven for girls, and a dedicated facility for children with disabilities. This thoughtful design has created an inclusive learning environment where all 500 students can focus on education rather than basic survival needs.

    “We live the life we never lived before,” Matlali reflects. “We forget the past. We talk of it as history.”

    The impact extends beyond convenience. The school has witnessed increased enrollment and reduced disease transmission. Students can now pursue agricultural education, which teaches them self-reliance and food production skills.

    Women Liberated, Communities Transformed

    For women like ‘Masechefo, the project has delivered more than water – it has brought dignity and safety. “This project has brought a big change in our lives and our families. There is cleanliness in our homes and on our bodies.”

    The transformation has touched every aspect of community life. Residents found employment during construction— collecting stones, laying bricks, mixing cement, and completing roofing work. This approach ensured that the community benefited from the completed infrastructure and the process itself.

    Mamosili Kikine, the project’s technical adviser, explains: “The beneficiaries are using water for different purposes, like cooking and washing. The schools and clinics in these zones are also benefiting.”

    Climate Resilience: Protecting the Future

    As the base project nears completion, an additional component introduced in 2019 focuses on climate resilience. This component educates communities about preserving watersheds and forests to ensure sustainable water resources.

    “Lesotho is very much dependent on water for its economy and the wellbeing of people,” task manager Tembo explains. “The water reserves 10 years ago, 20 years ago, are not the same at the moment.”

    By protecting water sources through this education, the project aims to secure these life-giving resources for future generations.

    Water: A Celebration of Life

    As the African Development Bank joined in celebrating World Water Day on March 22, the communities served by this project understand its significance profoundly. They have experienced life with and without clean water –and know which they prefer.

    “Without water, there is no life,” declares headteacher Sello Matlali. “Water shortage is death. We cannot have food. We cannot bathe. We cannot wash our hands. We are vulnerable to disease.”

    The project’s legacy extends beyond pipes and reservoirs. It has fundamentally altered the relationship between communities and water – creating not just consumers but stewards of this precious resource.

    For the people of Lesotho’s rural communities, water is no longer just a substance—it’s the embodiment of possibility, dignity, and future prosperity. In a country blessed with abundant water resources that benefit neighboring nations, the African Development Bank has ensured that Lesotho’s citizens can finally share in this natural wealth.

    And for that, as Sello Matlali puts it, “It is very joyous.”

    A Nurse’s Story

    Mots’elisi Makhele, the only community health nurse serving approximately 2,000 people in her rural community, has witnessed a remarkable transformation thanks to the African Development Bank’s water supply and sanitation project.

    “We used to have a small community tap where 2,000 people would queue, and because of the drought, we wouldn’t have enough water some days,” Makhele recalls, adding that this single tap served everyone—elderly women, small children, and her clinic.

    The health consequences were severe. “I couldn’t do normal birth deliveries because there was no water,” said Makhele. “There was an increased rate of waterborne infections, and I had many babies with malnutrition because the water was not clean.”

    The African Development Bank project transformed the community by providing individual household taps and proper sanitation facilities. The clinic received two proper toilets and a washing station where patients can wash their hands.

    The impact has been profound. “After initiating this project, the incidence rate of diarrheal diseases and malnutrition has decreased,” Makhele said excitedly.

    The Albanese Government continues to prioritise safety and resilience measures for natural disaster-prone communities with an additional $14 million to extend critical community Wi-Fi services at evacuation centres across Australia.
     
    The Strengthening Telecommunications Against Natural Disasters (STAND) program has already installed NBN Co. Sky Muster satellite connections to 1068 locations Australia-wide. Interactive map available here.
     
    This includes emergency sites across areas in northern New South Wales and south east Queensland which were impacted during ex-Tropical Cyclone Alfred.
     
    The additional $14 million will add community Wi-Fi capability to a further 500 emergency sites, and extend services at existing sites for an additional four years, beyond 2025.
     
    The Albanese Government will work closely with states and territories to prioritise disaster-prone areas that do not have emergency connectivity solutions to ensure this investment delivers where it is most needed.
     
    Since coming to office, the Albanese Government has committed more than $340 million to improve mobile coverage and the resilience of communications networks against natural disasters.
     
    This includes through the Mobile Network Hardening Program, the Telecommunications Disaster Resilience Innovation Program, and the Broadcasting Resilience Program, with more than 900 resilience projects delivered this term, and many more to come.

    Tryg will conduct pre-close analyst calls and meetings during the week commencing on March 24, ahead of the Q1 2025 results, which will be released on April 11. This newsletter aims to inform capital market participants of the key factors influencing the company’s recent financial performance.

    Insurance revenue growth

    Tryg maintains a balanced distribution of insurance revenue across the Scandinavian countries, with approximately 50% of revenue generated in Denmark, 30% in Sweden, and 20% in Norway. In Q1 2024, Tryg reported insurance revenue of DKK 9,531m.

    From 2025 Q1 and onwards the commercial and corporate segments will be reported together in the segment named ‘Commercial’. The commercial segment will experience a smaller spillover effect into 2025 of the derisking of the corporate portfolio carried out in 2024. In general, the group revenue development remains in line with recent development.

    When converting earnings from local currencies to DKK, Tryg’s reporting currency, the expected average value of SEK 100 is DKK 65.6 (66.6 Q1 2024), and NOK 100 is DKK 63.4 (65.6 Q1 2024).

    Claims environment

    Underlying claims development
    Tryg operates a stable business and recent trends in underlying performance should thus be considered reliable indicators for short-term trends. The Group’s underlying claims ratio was 72.3% in Q1 2024. At the capital markets day (CMD) on 4 December 2024, Tryg mentioned that it expects a broadly stable to slightly improving underlying performance in the new strategy period towards 2027.

    Weather claims
    For Q1, normalised weather claims amount to 40% of the annual DKK 800m guidance, equating to DKK 320m. As a reminder, the annual expectation for weather claims is split as follows (in percentages terms): 40% in Q1, 10% in Q2, 20% in Q3 and 30% in Q4.

    In general, a milder than average winter with warmer temperatures has been recorded in Scandinavia. A couple of smaller storms have hit the region (Floriane and  Éowyn). It is important to remember that freezing temperatures always cause bursting pipe claims and more car accidents are reported during the winter due to more difficult weather conditions.

    Large claims
    On an annual basis, Tryg provides guidance for large claims amounting to DKK 800m, evenly distributed across quarters. Occasionally, information about large claims may be available in mass media or local press.

    Interest rates development
    For Q1, we expect an approximate discount rate of 2.3% at the time of writing. The discounting percentage was reported at 2.1% in Q4 2024.

    Run-off expectations towards 2027
    At the 2024 CMD, Tryg stated a long-term run-off expectation of ~2% towards 2027.

    Investment activities

    Tryg has divided its investment activities into a match portfolio (approx. DKK 44bn at Q4 2024) and a free portfolio (approx. DKK 17bn as per Q4 2024). As announced at the 2024 CMD, the free portfolio was derisked during Q4 2024 and is now mainly made up by Scandinavian covered bonds and government bonds (approx. DKK 13bn) and the real estate portfolio (approx. DKK 3bn). As a rule of thumb, the return on bonds can be modelled as 50% NYKRCMB2 and 50% NYKRCMG2 (Bloomberg tickers). For the real estate portfolio, a normalised annual return of 6.5% is assumed. The current buyback program of DKK 2bn started in December will impact the size of the free portfolio accordingly.

    The return of the match portfolio mainly consists of the return on premium provisions, which is expected at DKK 75m per quarter with the current level of interest rates.

    Additionally, the line ‘Other financial income and expenses’ is guided at DKK -90m per quarter and mainly consists of costs related to currency hedges, general balance sheet items and costs related to running the investment operation. As described in the newsletter on inflation hedging dated 17 March 2025, this line now also includes the net result of the inflation hedge. In the medium term, this is expected to average zero, but mismatches may occur in the short term.

    Other income and cost

    Other income and cost are expected between DKK -350m and DKK -370m on a quarterly basis. This is primarily driven by amortisation of intangibles related to the RSA Scandinavia acquisition.

    Number of shares

    At year-end 2024, Tryg reported 613,165k outstanding shares. Tryg announced a DKK 2bn share buyback at the CMD in December 2024, and as at 14 March 2025, 6,010,787 shares have been acquired in the quarter to date. The status of the buyback is announced each Monday at noon CET.

    Outlook statement from annual report 2024

    Tryg reported an insurance service result, adjusted for the more favorable-than-normal large and weather claims outcome, of around DKK 7.2bn in 2024 and it is now targeting its highest ever insurance service result of between DKK 8.0-8.4bn in 2027. The insurance service result is expected to increase gradually throughout the strategy period.

    • ADB and Canada have been working together for nearly six decades to tackle some of the most pressing development challenges in Asia and the Pacific.

    For nearly six decades, the Asian Development Bank (ADB) and Canada have collaborated to tackle some of the most pressing development challenges in Asia and the Pacific. From advancing gender equality to addressing the climate crisis, environmental degradation, and poverty and inequality, the partnership has played an important role in the region’s sustainable development.

    A founding member of ADB, Canada has contributed $245 million to sovereign projects, matched by $868 million of ADB’s resources, and $530 million to ADB-managed trust funds. Canada-based private entities have also committed $383 million to nonsovereign operations.

    In 2023, Canada’s cofinancing commitments amounted to $6.9 million. In the same year, ADB’s Trade and Supply Chain Finance Program supported five Canadian exports and/or imports valued at $2.1 million.

    Advancing shared priorities

    Canada’s Indo-Pacific Strategy, launched in November 2022, identifies Asia and the Pacific as a region of immense opportunity. With an investment of about Can$2.3 billion over the next five years, the strategy signals Canada’s commitment to the region. It focuses on sustainable infrastructure, gender equality, climate change, and inclusive development. It also aligns efforts with global initiatives such as the G7 Partnership for Global Infrastructure Investment.

    Collaborating with FinDev Canada

    ADB and FinDev, Canada’s development finance institution, signed a memorandum of understanding in May 2023 to cooperate on sustainable and inclusive private sector investments that promote development in Asia and the Pacific. They will jointly support private sector growth and investments in emerging and developing markets that advance women’s economic empowerment, climate action, and local market development.

    Driving results through trust funds

    ADB’s trust funds are essential to mobilize private financing and accelerate private sector participation in development. Canada has supported 6 ADB-managed trust funds, including:

    Asia Pacific Project Preparation Facility. Enhancing infrastructure development with $63.3 million in collective contributions alongside Australia, Japan, and the Republic of Korea. It supports the preparation and structuring of infrastructure projects, with private sector participation, and bringing them to the global market.

    Canadian Climate and Nature Fund for the Private Sector in Asia. Supporting private sector projects in the region focused on climate and nature-based solutions, with $255 million in commitments.

    Canadian Climate Fund for the Private Sector in Asia. Catalyzing private investment in climate change mitigation and adaptation in Asia and the Pacific. It is ADB’s first concessional debt cofinancing facility focused on private sector climate actions, with $77.3 million in commitments.

    Canadian Climate Fund for the Private Sector in Asia II. Supporting private sector participation in climate change mitigation and adaptation in low- and lower-middle-income countries and upper-middle-income small island developing states, with $149.5 million in commitments.

    Stories of ADB-Canada partnerships

    Bangladesh: Keeping the Kids in Primary School. Bangladesh’s Primary Education Development Program, cofinanced by ADB and Canada, and other partners, introduced innovative approaches that changed the face of basic education in the country, such as the adoption of multimedia, teacher training, and reward schemes to encourage kids to stay in school.

    Lao People’s Democratic Republic: Southeast Asia’s Biggest Wind Power Plant. The Monsoon Wind Power Company is building a wind power plant in the Lao PDR. ADB and Canada, along with other partners, are cofinancing what is poised to become the largest wind power facility in Southeast Asia.

    Maldives: Boosting Small Businesses and the Blue Economy. ADB and Canada, along with other partners, are providing the Bank of Maldives with a financing package to boost small businesses and investments in sustainable blue economy projects.

  • MIL-Evening Report: Mystery solved: our tests reveal the tiny algae killing fish and harming surfers on SA beaches

    Confronting images of dead seadragons, fish and octopuses washed up on South Australian beaches – and disturbing reports of “more than 100” surfers and beachgoers suffering flu-like symptoms after swimming or merely breathing in sea spray – attracted international concern last week.

    Speculation about the likely cause ranged from pollution and algae to unusual bacterial infections or viruses. Today we can reveal the culprit was a tiny – but harmful – type of planktonic algae called Karenia mikimotoi.

    The SA government sent us water samples from Waitpinga Beach, Petrel Cove Beach, Encounter Bay Boat Ramp and Parsons Headland on Tuesday. We studied the water under the microscope and extracted DNA for genetic analysis.

    Our results revealed high numbers of the tiny harmful algal species – each just 20 microns in diameter (where one micron is one thousandth of a millimetre). While relatively common in Australian coastal waters, blooms of K. mikimotoi occur only sporadically. But similar harmful algal blooms and fish kills due to K. mikimotoi have happened in the past, such as the 2014 bloom in Coffin Bay, SA. And this latest one won’t be the last.

    Harmful algal blooms

    Single-celled, microbial algae occur naturally in seawater all over the world.

    They are also called phytoplankton, because they float in the water column and photosynthesise like plants. “Phyto” comes from the Greek word for plant and “plankton” comes from the Greek word for wanderer, which relates to their floating movement with ocean currents and tides.

    Like plants on land, the microalgae or phytoplankton in the ocean capture sunlight and produce up to half the oxygen in our atmosphere. There are more than 100,000 different species of microalgae. Every litre of seawater will normally contain a mixed group of these different microalgae species.

    But under certain conditions, just a single species of microalgae can accumulate in one area and dominate over the others. If we are unlucky, the dominant species may be one that produces a toxin or has a harmful effect.

    This so-called “harmful algal bloom” can cause problems for people and for marine life such as fish, invertebrates such as crabs, and even marine mammals such as whales and seals.

    There are hundreds of different species of harmful algae. Each produces its own type of toxin with a particular toxic effect.

    Most of these toxic chemical compounds produced by harmful algae are quite well known, including neurotoxins that affect the brain. But others are more complicated, and the mechanisms of toxicity are poorly understood. This can make it more difficult to understand the factors leading to the deaths of fish and other marine life. Unfortunately, the toxins from K. mikimotoi fall into this latter category.

    The species responsible for recent events in SA beaches, K. mikimotoi, causes harmful algal blooms in Asia, Europe, South Africa and South America, as well as Australia and New Zealand. These blooms all caused fish deaths, and some also caused breathing difficulties among local beachgoers.

    The most drastic of these K. mikimotoi blooms have occurred in China over the past two decades. In 2012, more than 300 square kilometres of abalone farms were affected, causing about A$525 million in lost production.

    Explaining the toxic effects

    Microalgae can damage the gills of fish and shellfish, preventing them from breathing. This is the main cause of death. But some studies have also found damage to the gastrointestinal tracts and livers of fish.

    Tests using fish gill cells clearly show the dramatic toxic effect of K. mikimotoi. When the fish gill cells were exposed to intact K. mikimotoi cells, after 3.5 hours more than 80% of the fish cells had died.

    Fortunately, the toxin does not persist in the environment after the K. mikimotoi cells are dead. So once the bloom is over, the marine environment can recover relatively quickly.

    Its toxicity is partly due to the algae’s production of “reactive oxygen species”, reactive forms of oxygen molecules which can cause the deaths of cells in high doses. K. mikimotoi cells may also produce lipid (fat) molecules that cause some toxic effects.

    Finally, a very dense bloom of microalgae can sometimes reduce the amount of dissolved oxygen in the water column, which means there is less oxygen for other marine life.

    The human health effects are not very well known but probably relate to the reactive oxygen species being an irritant.

    K. mikimitoi cells can also produce “mucilage”, a type of thick, gluey substance made of complex sugars, which can accumulate bacteria inside it. This can cause “sea foam”, which was evident on beaches last week.

    Unanswered questions remain

    A question for many people is whether increasing water temperatures make blooms of K. mikimotoi more likely.

    Another concern is whether nutrient runoff from farms, cities and aquaculture could cause more harmful algal blooms.

    Unfortunately, for Australia at least, the answer to these questions is we don’t know yet. While we know some harmful algal blooms do increase when nutrient runoff is higher, others actually prefer fewer nutrients or colder temperatures.

    We do know warmer water species seem to be moving further south along the Australian coastline, changing phytoplankton species abundance and distribution.

    While some microalgal blooms can cause bioluminescence that is beautiful to watch, others such as K. mikimotoi can cause skin and respiratory irritations.

    If you notice discoloured water, fish deaths or excessive sea foam along the coast or in an estuary, avoid fishing or swimming in the area and notify local primary industry or environmental authorities in your state.

  • MIL-Evening Report: Giving rivers room to move: how rethinking flood management can benefit people and nature

    When we think about flood management, higher stop banks, stronger levees and concrete barriers usually come to mind. But what if the best solution – for people and nature – isn’t to confine rivers, but to give them more space?

    This alternative is increasingly being considered as an approach to mitigating flood risk. But allowing rivers room to move also delivers ecological benefits far beyond flood risk reduction. It supports biodiversity, improves water quality and stores carbon.

    As climate change increases the frequency and intensity of extreme floods, rethinking our approach to managing floodplain rivers has never been more urgent.

    Climate change, floods and river confinement

    Climate change is amplifying flood risks worldwide, and Aotearoa New Zealand is no exception. Large floods are expected to become much more frequent and severe, threatening communities, infrastructure and ecosystems.

    Many of these risks are made worse by past management decisions that have artificially confined rivers within narrow channels, cutting them off from their natural floodplains.

    Floodplain river systems have historically been dynamic, shifting across landscapes over time. But extensive stop banks, modification of river channels and land development have restricted this natural variability.

    Strangling rivers in this way transfers and heightens flood risks downstream by forcing water through confined channels at greater speeds. It also degrades ecosystems that rely on the natural ebb and flow of river processes.

    Giving rivers space to roam

    The idea of allowing rivers to reclaim space on their floodplains is not new.

    In the Netherlands, the Room for the River programme was a response to flooding in 1995 that led to large-scale evacuations of people and cattle. In England, predictions that economic risks associated with flooding will increase 20-fold within this century ignited the Making Space for Water strategy.

    However, these initiatives typically remain focused on flood protection, overlooking opportunities to maximise ecological benefits. Our new research shows that well-designed approaches can deliver ecological gains alongside flood protection.

    This is crucial because floodplain river systems are among the most valuable ecosystems. They provide about a quarter of all land-based ecosystem services such as water retention and pollutant filtration, as well as educational, recreational and cultural benefits.

    Managing rivers for variability

    A fundamental shift in river management involves acknowledging and accommodating natural variability. Floodplain rivers are not static: they change across landscapes and through time, responding to seasonal flows, sediment movement and ecological processes.

    Our research synthesises the ecological processes that are enabled when floodplain rivers have room to move.

    Rivers that are not unnaturally confined are typically more physically complex. For instance, along with the main river channel, they might have smaller side channels, or areas where the water pools and slows, springs popping up from below ground to re-join the surface waters, or ponds on the floodplain.

    A diverse range of habitats supports a rich variety of plant and animal life. Even exposed gravel, made available in rivers that flow freely, provides critical nesting sites for endangered birds.

    Biodiversity is not one-dimensional. Instead, it exists and operates at multiple scales, from a small floodplain pond to a whole river catchment or wider. In a dynamic, ever-changing riverscape, we might find the genetic composition of a species varying in different parts of the river, or the same species of fish varying in their body size, depending on the habitat conditions.

    These examples of natural biological variability enable species and ecosystems to be resilient in the face of uncertain future conditions.

    At a larger scale, the type and number of species that live in different floodplain river habitats also varies. This diversity of biological communities produces variation in the functions ecosystems perform across the river, such as the uptake of nutrients or processing of organic matter. This can even help to diversify food webs.

    These variations mean not all species or groups of species in the river will be vulnerable to the same disturbances – such as droughts or floods – at the same time. This is because plants and animals in rivers have evolved to take advantage of long-term rhythms of floods and droughts in different ways.

    For instance, the cottonwood poplars of the southwest United States time their seed release with the highly predictable rhythms of snowmelt-driven spring floods in that part of the world. In Aotearoa New Zealand, whitebait fish species typically deposit their eggs during high autumn flows, which then get transported to sea as larvae during high winter flows.

    Some animals need multiple habitats within the river for different stages of life. Other creatures travel from afar to use river floodplains for only a short time. The latter includes the banded dotterel (Charadrius bicinctus), endemic to Aotearoa New Zealand. This bird travels as far as 1,700km to nest on braided-river gravels each spring. Banded dotterels are in decline, and they rely on habitats provided by rivers that have space to roam.

    A call for more sustainable river management

    As climate change accelerates, we must rethink how we manage our waterways. Reinforcing levees and deepening channels may seem like logical responses to increased flood risk, but these approaches often exacerbate long-term vulnerabilities and transfer risk elsewhere.

    We call for practitioners to broaden the scope of values included in river management policy and programmes to include ecological variability.

    Nature-based solutions are approaches that seek to benefit both people and nature. By working with nature rather than against it, we can create landscapes that are more resilient, adaptive, and supportive of both people and biodiversity.

    It’s time to embrace a new paradigm for river management – one that sees rivers not as threats to be controlled, but as lifelines to be protected and restored.

  • MIL-OSI Economics: The Gift of Water: How the Lesotho Rural Water Supply and Sanitation Project is Transforming Lives

    “Water is life; when there is no water, it is as if there are no people living.”

    These profound words from ‘Masechefo Sechefo, a Community Councilor at Ha Sekete village, capture the essence of existence in rural Lesotho before the African Development Bank’s transformative intervention.

    In a country where water ironically constitutes 30% of the nation’s GDP, many rural Basotho paradoxically lived without access to clean water. This stark contradiction defined daily life until the Lesotho Rural Water Supply and Sanitation Project began changing the narrative in the communities.

    The Lesotho Rural Water Supply and Sanitation Project is connected to the Metolong Dam Water Supply Programme, a collaborative initiative between the government and partners.

    The Long Walk For Water

    Before the project, women and girls in villages across Maseru and Berea districts would wake before dawn to begin their daily ‘pilgrimage’ to distant springs and unprotected wells. The journey often stretched more than a kilometer each way, with women carrying heavy containers while navigating challenging mountain terrain.

    “Where we used to fetch water, it was so far that there could have been challenges, perhaps the risk of being attacked or harmed by criminals,” recalls ‘Masechefo.

    At Sekete Primary School, the situation was equally dire. Headteacher Sello Matlali remembers: “We had to send children to fetch water from the unprotected wells around our communities. It was about one and a half kilometers walk from the school.”

    This daily expedition meant losing children’s classroom time and productive hours for women. Worse still, the unprotected water sources harbored pathogens causing diarrheal diseases that disproportionately affected the community’s most vulnerable members.

    A Project That Flows Like Life Itself

    When the African Development Bank’s initiative reached these communities, it didn’t merely install infrastructure – it unleashed potential.

    The project, set to conclude in March 2025 after more than a decade of implementation, has delivered remarkable results: 190 kilometers of pipeline to distribution networks, water storage reservoirs with a total capacity of 3.48 million liters, and 166 public water points serving approximately 28,266 people across eight zones in Maseru and Berea districts.

    The numbers tell only part of the story. Moses Tembo, the project’s task manager at the African Development Bank, highlights the impact: “From the data collected through the project, you could see that many people’s lives have been changed. Most people were drawing water from springs and unprotected wells, and the incidence of diarrheal diseases was quite high.”

    Beyond water supply, the project expanded sanitation infrastructure, – constructing 266 sanitation facilities for vulnerable households and 284 toilets at schools and healthcare facilities.

    “It Was Like Our Birthday”

    At Sekete Primary School, the transformation has been profound. “When water was supplied, it was like our birthday,” Sello Maltali exclaims, his eyes bright with emotion. “The African Development Bank came to our rescue when we were in serious problem.”

    The school now boasts eight water taps and proper sanitation facilities – eight toilets for boys, seven for girls, and a dedicated facility for children with disabilities. This thoughtful design has created an inclusive learning environment where all 500 students can focus on education rather than basic survival needs.

    “We live the life we never lived before,” Matlali reflects. “We forget the past. We talk of it as history.”

    The impact extends beyond convenience. The school has witnessed increased enrollment and reduced disease transmission. Students can now pursue agricultural education, which teaches them self-reliance and food production skills.

    Women Liberated, Communities Transformed

    For women like ‘Masechefo, the project has delivered more than water – it has brought dignity and safety. “This project has brought a big change in our lives and our families. There is cleanliness in our homes and on our bodies.”

    The transformation has touched every aspect of community life. Residents found employment during construction— collecting stones, laying bricks, mixing cement, and completing roofing work. This approach ensured that the community benefited from the completed infrastructure and the process itself.

    Mamosili Kikine, the project’s technical adviser, explains: “The beneficiaries are using water for different purposes, like cooking and washing. The schools and clinics in these zones are also benefiting.”

    Climate Resilience: Protecting the Future

    As the base project nears completion, an additional component introduced in 2019 focuses on climate resilience. This component educates communities about preserving watersheds and forests to ensure sustainable water resources.

    “Lesotho is very much dependent on water for its economy and the wellbeing of people,” task manager Tembo explains. “The water reserves 10 years ago, 20 years ago, are not the same at the moment.”

    By protecting water sources through this education, the project aims to secure these life-giving resources for future generations.

    Water: A Celebration of Life

    As the African Development Bank joined in celebrating World Water Day on March 22, the communities served by this project understand its significance profoundly. They have experienced life with and without clean water –and know which they prefer.

    “Without water, there is no life,” declares headteacher Sello Matlali. “Water shortage is death. We cannot have food. We cannot bathe. We cannot wash our hands. We are vulnerable to disease.”

    The project’s legacy extends beyond pipes and reservoirs. It has fundamentally altered the relationship between communities and water – creating not just consumers but stewards of this precious resource.

    For the people of Lesotho’s rural communities, water is no longer just a substance—it’s the embodiment of possibility, dignity, and future prosperity. In a country blessed with abundant water resources that benefit neighboring nations, the African Development Bank has ensured that Lesotho’s citizens can finally share in this natural wealth.

    And for that, as Sello Matlali puts it, “It is very joyous.”

    A Nurse’s Story

    Mots’elisi Makhele, the only community health nurse serving approximately 2,000 people in her rural community, has witnessed a remarkable transformation thanks to the African Development Bank’s water supply and sanitation project.

    “We used to have a small community tap where 2,000 people would queue, and because of the drought, we wouldn’t have enough water some days,” Makhele recalls, adding that this single tap served everyone—elderly women, small children, and her clinic.

    Community nurse Mots’elisi Makhele stands by the tap that previously served around 2,000 people and indicates the houses now connected to modern facilities constructed through the Lesotho Rural Water Supply and Sanitation Project.

    The health consequences were severe. “I couldn’t do normal birth deliveries because there was no water,” said Makhele. “There was an increased rate of waterborne infections, and I had many babies with malnutrition because the water was not clean.”

    The African Development Bank project transformed the community by providing individual household taps and proper sanitation facilities. The clinic received two proper toilets and a washing station where patients can wash their hands.

    The impact has been profound. “After initiating this project, the incidence rate of diarrheal diseases and malnutrition has decreased,” Makhele said excitedly.

  • MIL-OSI China: Phase II of space project completed

    China achieved a significant milestone in space science on Friday with the completion and national approval of the Chinese Meridian Project Phase II.
    The project is the world’s first comprehensive ground-based monitoring network spanning the entire sun-Earth space environment, extending from the solar atmosphere to near-Earth space, said Li Hui, deputy director of the National Space Science Center of the Chinese Academy of Sciences.
    The breakthrough delivers 72-hour early warnings in space weather forecasting as solar activity approaches its 11-year peak this year, which poses interference risks to space missions and navigation systems, said Luo Bingxian, deputy director of the State Key Laboratory of Solar Activity and Space Weather at the NSSC.
    With construction starting in 2019, the CMP Phase II established a “two vertical, two horizontal “double-cross monitoring network along the 100 degrees and 120 degrees east longitudes, and the 30 degrees and 40 degrees north latitudes.
    By integrating 16 new observation stations with the original 15 CMP Phase I stations, the project enables unprecedented three-dimensional monitoring of space weather phenomena, from solar eruptions to the Earth’s atmospheric responses.
    The CMP Phase II features several key technological advancements, Li said, with the Daocheng Solar Radio Telescope ranking first. The ring-shaped array captures 3D coronal tomography with a 10-solar-radius field of view, enabling exceptional tracking of solar activity.
    The project includes the world’s first tristatic incoherent scatter radar system, which employs phased array technology to perform ionospheric computed tomography scanning and 3D imaging over distances of thousands of kilometers.
    The Super Dual Auroral Radar Network, a mid-latitude high-frequency radar array, achieves large-scale continuous detection of ionospheric dynamics in the middle and high latitudes of the Asian sector, covering over 4,000 km meridionally and 10,000 km zonally.
    During its trial phase, the CMP Phase II demonstrated high reliability, Li said. It captured the May 2024 super geomagnetic storm, providing real-time, high-precision data crucial to understanding the sun-Earth space environment’s responses to the solar activities.
    Wang Chi, general commander of the CMP Phase II, said that the project exemplifies China’s institutional strengths in “mega-science”.
    “By unifying global-scale monitoring, we are building a critical shield against space weather threats and offering innovative solutions to global scientific challenges,” he said.
    Building on this achievement, China is launching the International Meridian Circle Program, enabling all-latitude, all-weather and round-the-clock observation of space weather. This initiative will address transnational challenges such as solar storms and geomagnetic disruptions, reflecting a commitment to a collaborative future in space exploration.
    “The Daocheng Solar Radio Telescope is the world’s largest synthetic aperture radio telescope. The preliminary design and validation phases alone consumed half the project timeline, uncovering numerous technical bottlenecks. With perseverance and patience, we addressed these challenges step by step,” said Yan Jingye, chief designer of the telescope.
    All monitoring data from the CMP will be made accessible to domestic and international universities and research institutions for collaborative research, Li said.
    “Space environment and weather are integral to the community with a shared future for mankind. However, disturbances in space weather pose a significant challenge worldwide, requiring coordinated efforts from the international community,” he said.

    Today is World Meteorological Day and an opportunity to recognise the contributions of national weather and water agencies across the world.

    The World Meteorological Organization (WMO), the specialised agency of the United Nations for meteorology, operational hydrology and related geophysical sciences, commemorates World Meteorological Day on 23 March each year. This year also marks the 75th anniversary of the establishment of the WMO.

    The Bureau of Meteorology continues to play a leading role in supporting Pacific Islands nations to prepare for and respond to the impacts of severe weather and a changing climate. The Bureau engages in several initiatives in the Pacific region aligned to this year’s theme of “Closing the early warning gap”.

    In partnership with the Pacific Meteorological Council, the Bureau supports the Weather Ready Pacific (WRP) program, to enhance early warning systems and increase climate resilience in the Pacific.

    As part of the initiative, the Bureau provides technical guidance and advice to help the Pacific improve its infrastructure, systems and training.

    General Manager of International Development, Dr Andrew Jones said the program supports the Pacific region in benefiting from advances in forecast and warning systems for weather, hydrological and oceanic events, enabling increased accuracy specificity and lead times of forecasts.

    “Severe weather events devastate Pacific Island communities through loss of life and damage to homes and infrastructure, agricultural lands, livelihoods, and economies,” Dr Jones said.

    “Climate change escalates the Pacific’s vulnerability to extreme events by increasing their intensity and/or frequency.

    “The Bureau supports Pacific meteorological leaders in providing technical guidance and advice to ensure that every Pacific Island person will be safer from severe weather and the impacts of climate change.”

    The Bureau also works with stakeholders in Pacific Island countries to adapt to and mitigate the impacts of climate variability through the Climate and Oceans Support Program in the Pacific (COSPPac) and, in collaboration with the World Meteorological Organization and the Papua New Guinea Weather Service, the Climate Risk and Early Warning Systems Papua New Guinea (CREWS-PNG).

    Dr Jones said Papua New Guinea’s diverse topography and highly variable rainfall means a limited rain gauge network is insufficient to accurately assess rainfall distribution.

    “The Bureau’s technical advice of extensive and uniform coverage of satellite-based precipitation observations provide a more precise picture of rainfall,” Dr Jones said.

    “CREWS-PNG closes the early warning gap, benefiting over 200 users in agriculture, water, energy, and emergency services with improved decision-making and climate resilience.

    “Meteorology operates outside of political and geographical boundaries. The Bureau works with partners in other countries, sharing information and resources to benefit people in Australia and around the world.”

    Ministry of Jal Shakti  Launches ‘Jal Shakti Abhiyan: Catch the Rain – 2025’ on World Water Day to Promote Water Conservation

    Jal Shakti Abhiyan: Catch the Rain – 2025’ to Drive Community-Led Water Conservation and Sustainability Across 148 Districts

    Marking World Water Day, the Ministry of Jal Shakti, in collaboration with the Ministry of Environment, Forest & Climate Change and the Government of Haryana, launched the much-anticipated sixth edition of Jal Shakti Abhiyan: Catch the Rain – 2025 in Panchkula, Haryana. The event aimed to emphasise water conservation and management through community participation and innovative strategies and witnessed the enthusiastic participation of over 10,000 citizens, stakeholders, and water sector professionals from across the country. Organised by the National Water Mission, Ministry of Jal Shakti, this is the first time the campaign  gets its launch outside Delhi — symbolising a broader outreach to the grassroots.

    The campaign, themed “जल संचय जन भागीदारी: जन जागरूकता की ओर”, (Peoples’ Action for Water Conservation – Towards Intensified Community Connect ) underscores the importance of water security, rainwater harvesting, and groundwater recharge in the face of climate change and growing water challenges. A major highlight was the nationwide virtual launch of Jal Shakti Abhiyan 2025 across the country, with special emphasis on 148 focus districts. This was followed by the launch of the “Jal-Jangal-Jan: Ek Prakritik Bandhan Abhiyan” [Water-Forest-People: The Intrinsic Bond campaign], in collaboration with the Ministry of Environment, Forest and Climate Change, aimed at restoring ecological connections between forests, rivers, and springs.AV films were also launched on these initiatives, under Jal Shakti Abhiyan, MoEFCC and Government of Haryana.
     

    The event  witnessed the presence of esteemed dignitaries, including Shri Nayab Singh Saini, Hon’ble Chief Minister of Haryana; Shri C.R. Patil, Hon’ble Minister of Jal Shakti; Smt. Shruti Choudhary, Hon’ble Minister for Irrigation & Water Resources, Haryana.

    Shri C. R. Patil, Hon’ble Minister of Jal Shakti, highlighted that the transformative progress in India’s water sector is a result of the visionary leadership of Prime Minister Shri Narendra Modi.HMoJS remarked that earlier, issues of water availability and quality were not part of mainstream national discourse. Today, due to PM’s leadership, clean drinking water in adequate quantity is reaching citizens’ doorsteps across India. Shri Patil underscored the need for recharging water sources, adding: “We often speak of धन संचय (saving wealth), but more important is जल संचय (saving water).” He reiterated that community participati on is key, and true water security can only be achieved when every citizen contributes.

    HMoJS advocated for the principle of “Catch the Rain where it falls”, stating that water from each village must be recharged within the same village. If implemented effectively, this approach can resolve water scarcity at both local and national levels.

    Addressing the gathering, Shri Nayab Singh Saini, Hon’ble Chief Minister of Haryana, reaffirmed the state’s commitment to sustainable water governance. The CM highlighted Haryana’s efforts in water-efficient agriculture, micro-irrigation, and rejuvenation of traditional water bodies.The CM praised the Jal Shakti Abhiyan as a powerful platform for turning awareness into action, and committed that Haryana would lead by example in implementing rainwater harvesting, recharge structures, and participatory water management.

    In her address, Smt. Shruti Choudhary, Hon’ble Minister for Irrigation & Water Resources, Haryana, stressed that water conservation must become a true Jan Andolan (people’s movement).She outlined Haryana’s recent reforms in the water sector and emphasized the vital role of local governance, women, and youth in protecting and sustainably managing water resources. The minister also called for integrating traditional knowledge with modern science to address today’s water challenges.

    Several impactful projects were inaugurated under the umbrella of Jal Shakti Abhiyan: Catch the Rain (JSA:CTR) and Swachh Bharat Mission–Grameen (SBM-G). These includes:
    – Rainwater harvesting systems
    – Borewell recharge projects
    – Micro-irrigation initiatives
    – Release of a Compendium of Best Practices under Jal Shakti Abhiyan

    Key infrastructure inaugurated under SBM-G includes:
    – Community Sanitary Complexes
    – Liquid Waste Management Systems
    – Gobardhan Project
    – Solid Waste Management Shed

    In Haryana,  significant water governance initiatives were launched:
    – Mukhyamantri Jal Sanchay Yojana, reinforcing the theme “Jal Sanchay, Janbhagidari”
    – Water Resources Atlas, providing scientific mapping of water availability for improved planning
    – An Online Canal Water Management System, enhancing irrigation efficiency and transparency

    – e-booklet on Integrated water resources management

    An award ceremony was held to felicitate progressive farmers, 
     women champions, Water User Associations (WUAs), NGOs, and Self Help Groups for their outstanding contributions to water conservation and management.

    The Jal Shakti Abhiyan: Catch the Rain – 2025 has laid the foundation for an inclusive, strategic, and people-driven approach to water conservation. On World Water Day, the Government reaffirmed its commitment to the principle of “हर बूंद अनमोल” (Every Drop Counts) and moved decisively toward a secure and sustainable water future under the leadership of Prime Minister Narendra Modi.

    The ‘India 2047: Building a Climate-Resilient Future’ symposium concluded today at Bharat Mandapam, New Delhi, with a resounding call for sustained action, collaboration, and policy-driven climate adaptation and resilience.

    In his remarks during the valedictory session, Union Minister of State for Environment, Forest and Climate Change, Shri Kirti Vardhan Singh, highlighted India’s remarkable journey in confronting climate challenges. He emphasized the multidimensional nature of climate action, touching upon critical issues such as the impact of heatwaves and water scarcity on agriculture, the urgency of building resilient health systems, adaptation financing, and innovative solutions in the built environment. He called for comprehensive climate adaptation and resilience measures.

    The Minister outlined Critical Action Points that emerged from the symposium:

    • Stronger Institutional Frameworks: Climate adaptation must be embedded across all levels of governance, including at the local level.
    • Community-Driven Solutions: Policies should be tailored to ground realities, local needs and circumstances.
    • Immediate and Long-Term Action: While emergency interventions like heat relief programmes are vital, systemic changes in infrastructure, policy and financing are pertinent for long-term resilience. Addressing adaptation finance, is a critical pillar for mainstreaming adaptation in the short-term and long-term climate adaptation actions.
    • Collaborative Implementation: Policymakers, researchers, businesses, and communities must work together to scale up just and equitable climate adaptation strategies.

    Shri Singh mentioned that the collaboration between Ministry of Environment, Forest & Climate Change, Government of India and Harvard University represented by Lakshmi Mittal and Family South Asia Institute and The Salata Institute for Climate and Sustainability has been a unique opportunity to bring together experts and stakeholders facilitating exchange of ideas. He suggested that the lessons and recommendations from this Symposium be taken, as appropriate, to support India’s continued lead in addressing the Climate challenges of the 21st century.

    Over the past four days, the symposium served as a dynamic knowledge sharing platform for experts from diverse fields—including climate science, public health, labour, and urban planning—to deliberate on the urgent challenges posed by climate change and the pathways to a resilient future. The deliberations focused on four key themes: Climate Science of Heat and Water with its implications on Agriculture, Health, Work and the Built Environment.

    The climate adaptation in Agriculture requires evidence-based policies and decision-making. Emphasis was placed on localized governance and climate-resilient agricultural practices to improve food security and nutrition. Discussions suggested integrating scientific research with policy, long-term climate changes, water use trends, establishing local climate forums, stakeholder-centric metrics, and integrating AI in forecasting. Experts highlighted the need for communication among stakeholders, technological advancements, and balancing short-term and long-term adaptation strategies.

    The resilience in Health sector discussion focused on quantification of heat exposure and its impact on human health, emphasizing the need to improve data collection, correlation and consideration of local context, using the advancements in AI and machine learning. The deliberation also stressed the importance of strengthening climate-responsive public health systems, addressing the fragmented health data landscape, and promoting cross-sectoral collaboration. Emphasis was placed on multi-sectoral governance, suitable metrics, and training healthcare workers on climate-linked health risks, with a focus on leveraging existing programmes and engaging in multi-stakeholder collaboration for policymaking.

    Adaptation at Work is essential to address the heat-related stress and its impact on workers. The challenges faced by workers especially women were recognized and best practices in technical and behavioral adaptation, emphasizing health standards, occupational safety, safe civic spaces, etc. were highlighted.  The importance of government intervention, innovative financial solutions, and multi-stakeholder collaboration was underscored to enhance resilience in diverse geo-climatic conditions. The need for comprehensive strategies, considering local work culture and conditions, leveraging existing policies was emphasized to protect workers from climate-induced heat stress.

    The Built environment we live in, directly impacts our adaptation capacities. The experts in the sector emphasized a balanced approach to urban resilience, combining legal mandates with market-based incentives. The importance of addressing vulnerable populations, particularly in slum areas was highlighted, through local interventions and long-term planning. The success of urban planning policies depends not just on their design but also on operational feasibility, efficiency and cultural acceptance. The need for responsive urban planning frameworks, interdisciplinary collaboration, and action-oriented research was emphasized. There is a need to shift focus to thermal comfort for all.

    Professor Caroline Buckee from Harvard University emphasized the need for more granular data to identify those most at risk from climate impacts. She highlighted the challenges posed by India’s large health system and the importance of integrating health data across different sectors. Professor Buckee also stressed the value of timely censuses for accurate epidemiological estimates and the need for interdisciplinary approaches to address the complex interactions between climate change, health, and other sectors.

    Shri Tanmay Kumar, Secretary (MoEFCC), emphasized the importance of building local capacities to address climate impacts effectively. He highlighted the need for integrated approaches that consider the unique challenges faced by different regions and communities. He noted that adaptation strategies must be inclusive and community-driven, drawing on traditional knowledge and practices. He emphasized that climate resilience and sustainable development require continuous collaboration and commitment. He also reaffirmed that the Ministry remains committed to ensuring that climate resilience strategies are inclusive, sustainable and grounded in scientific evidence and also take into account the development aspirations.

    Prof. Tarun Khanna, Director (The Lakshmi Mittal and Family South Asia Institute, Harvard University), appreciated the collaboration and expressed his gratitude towards the Ministry and Harvard University represented by Lakshmi Mittal and Family South Asia Institute & The Salata Institute for Climate and Sustainability for bringing together leaders from across the field to collaboratively work on the leading challenge of our times. He highlighted the collaborative spirit and the diverse energies that came together to make this symposium a success.

    Shri Naresh Pal Gangwar, Additional Secretary (MoEFCC), expressed heartfelt gratitude to all distinguished speakers, experts, and panelists for sharing their knowledge and insights. He urged everyone to continue working with renewed focus and dedication, emphasizing the importance of collaboration and determination in addressing climate challenges.

    The symposium concluded with a strong message for continued dialogue, knowledge sharing and collaborative efforts. As India moves toward its centenary of independence, the outcomes of this symposium could contribute while shaping appropriate policies and measures for building a climate-resilient future for the nation.

    Time is running out to have your say on a proposal that would see the ownership structure of Marsden Maritime Holdings (MMH) and Northport simplified, to set the region’s port up for the future.
    Together with investment partners Port of Tauranga and Tupu Tonu (Ngāpuhi Investment Fund Ltd), the Northland Regional Council is proposing to create a new joint-venture company combining MMH and Northport.
    Shareholding in the new company would be NRC (43%), Tupu Tonu (7%) and Port of Tauranga (50%), and would increase Northland’s stake in the port – a regionally-significant asset.

    BALLANCE FARM ENVIRONMENT AWARDS
    Northland celebrated the Regional Ballance Farm Environment Awards at Semenoff Stadium on Wednesday 19 March. The awards recognise farmers and growers who have demonstrated excellence in sustainability and environmental management, productivity and profitability, and family and community involvement.
    Kokopu beef farmers Rob and Mandy Pye of Mangere Falls Farm were the Regional Supreme Award Winner for 2025, also carrying away the Northland Regional Council Water Quality Enhancement Award, Norwood Farming Efficiency Award, and the Beef & Lamb New Zealand Livestock Farm Award.
    Awards were also presented to:
    • Maria Puig and Maurico Castellano, Maulen Partnership & Northland College Farm – Ballance Agri-Nutrients Soil Management Award; Bayleys People in Primary Sector Award; DairyNZ Sustainability and Stewardship Award; Hill Laboratories Agri-Science Award.
