On 26 June 2024, Regulation (EU) 2024/1610 on strengthening the CO² emission performance standards for new heavy-duty vehicles entered into force. Since CO² reduction targets reaching 90 % in 2040 are measured only at the tailpipe, the regulation contradicts the important principle of technological neutrality. Indeed, it severely limits the possible use of CO² neutral fuels, such as synthetic fuels and biofuels, to decarbonise heavy-duty transport in the EU.

In recital 17 of Regulation (EU) 2024/1610, the Commission is tasked with assessing the role of a methodology for registering heavy-duty vehicles running exclusively on CO² neutral fuels within one year of the date of entry into force of the regulation.

• 1.When is the Commission planning to publish its assessment of the role of a methodology for registering heavy-duty vehicles running exclusively on CO² neutral fuels?
• 2.Is the Commission considering a targeted amendment of Regulation (EU) 2024/1610 in order to complement the legislation, with the possibility of registering heavy-duty vehicles running exclusively on CO² neutral fuels?
