    On the Federal Reserve not raising interest rates:
    “Well, I wasn’t surprised, because there’s a reason that President Trump calls him Jerome ‘Too Late’ Powell. Let’s go back to March of 2021, and Jerome Powell says inflation is going to be transitory. It’s 18 months later, and it’s just starting to peak, and it’s not a couple months after that before it starts coming down. So, he is indeed always too late.
    “And let me put an exclamation point behind what President Trump is saying. To that average Kansas farmer back home, they have an operation loan of a million dollars. We saw interest rates on those loans go from 2% to 9% and that’s what caused a record drop in net farm income. So, he’s right. Every point matters. And I’m not saying we should drop at two or three points, but dropping at a quarter point or a half point, come on. I think that the economy would dictate that. Now we don’t know what’s holding up Jay Powell, except he’s always too late.”
    On the real impact of the trade deals President Trump has secured:
    “Well, I’m going to trust Michelle Bowman, of course. She’s from Council Grove, Kansas, but let’s just think about this for a second. Of all the goods that Americans consume, only about 11% of them are imported. Only 11%. So, let’s just suppose there’s a 10% tariff on 11% of what we consume. Well, my little math says that’s going to be a 1.1% increase, assuming that’s all passed along to the consumer, and you know, it’s not going to. So, I think that these tariffs could cause a one-time hit of one or 2%, but I think the manufacturers are going to absorb a lot of that. The wholesalers are going to absorb a lot of that as well.
    “And meanwhile, we’re trying to balance this trillion-dollar trade deficit. So, I think President Trump is right on task. Look at what he’s doing; Cambodia and Thailand today, he’s surrounded China. He’s got Indonesia done, Japan, Australia, Vietnam, the Philippines, [and] South Korea. So, he’s going to push China. They’ve got till August. The 12th is their deadline, I believe. So, President Trump is doing a good job.”

    Senator Marshall Questions Healthcare Experts on Solutions to Rising Healthcare Costs
    Washington – On Thursday,U.S. Senator Roger Marshall, M.D. (R-Kansas), questioned healthcare experts, Ms. Chris Deacon, Principal and Founder at VerSan Consulting, Dr. Benedic Ippolito, Senior Fellow at the American Enterprise Institute, and Mr. Wendell Potter, President of the Center for Health and Democracy, during the Senate Health, Education, Labor, and Pensions Committee hearing focused on making American health care more affordable.

    Highlights from the hearing include:
    On Healthcare costs transparency:
    Senator Marshall: “I think that we have today before us a 90 to 10 issue. Maybe it’s 95 to 5. Americans are concerned about the cost of health care. Since I got here four years ago, eight years ago, four years ago in the Senate, I’ve talked about the pillar of transparency, more innovation and consumerism, letting patients be consumers again. So, it’s wonderful that we get an opportunity to address solutions. We’ve all described the product and the problem. Now let’s talk about solutions. I’m very proud of one of our signature legislation we’ve been working on for eight years, the Patients Deserve Price Tags Act. I appreciate Senator Hickenlooper’s support, Senator Hassan, Senator Grassley, she he and Ernst their support as well. Could you imagine walking into a grocery store, going to the meat department, and not seeing the prices on the different meats? Could you imagine going to a clothing store and not knowing what the prices are on the suits? Most of us walk up there, and we look at a suit, what’s the first thing I do? I look at the price of it. But in health care, they buried the prices. So, what our legislation attempts to do is to get price tags on health care. What a novel thought, and a couple of thoughts on what our bill does, and get your reaction. Ms. Deacon, I’ll start with you as a consumer. You have a choice of getting your hip replaced at one facility for $10,000, another one is $50,000, and that’s not unreasonable numbers to compare a hip replacement 10 versus 50. How would you, as a consumer, how would that impact the eventual cost of healthcare? If you’re in a self-insured plan and you’re running that plan, how would it impact your decisions to drive down the cost of healthcare?”
    Ms. Chris Deacon: “I mean, as a consumer, absolutely, if I had out of pocket, I would both evaluate for quality and cost to determine value, and I would likely find myself at the $10,000 clinic, but as an employer sponsor, if all of my members were to have such information, it would dramatically lower the cost of premiums every year, especially for our self-insured employers, because more consumers would be able to evaluate such terms.”
    On driving down the costs of health insurance:
    Senator Marshall: “And this is a wild guess, could it drive down the cost of health insurance for an employed, self-employed fund, 10, 20, 30, 40% perhaps. I mean, it’s a big number.”
    Ms. Chris Deacon: “Yes, we’ve absolutely seen employers that are able to do that, save 30 to 40% on premiums.”
    On group health care plans access to their own data:
    Senator Marshall: “Dr. Ippolito, another component of our bill ensures that group health care plans have access to their own claim data. Can you believe it? I have a self-insured plan, and I can’t look at my own claim data? Would that be helpful to us, specifically a self-insured plan?”
    Dr. Benedic Ippolito: “Well, sure. I mean, at a minimum, if you’re sitting there trying to think about what services are we going to use next year, what kind of plan looks good for us? If you don’t know what services you use, you can’t do that. And so, in terms of those basic tasks that your employer, who’s your agent in this world, for many of us, is tasked with providing, they need that information. So yeah, it seems like a baseline, a prerequisite.”
    On PBM price gouging:
    Senator Marshall: “So is there anyone in this panel that disagrees that price tags could not be helpful in driving down the cost of healthcare? Does anyone want to counter that argument? Okay, good. I want to turn to delinking just for a second. Of course, talking about pharmaceutical benefits. PBMs, right? Very horizontally, vertically integrated, four companies, three companies controlling 85% of the of the industry. And many of you talked about the oligo monopolies that they’re forming here, specifically Senator Kaine and I have a bill called delinking, and it delinks the money the pharmacy benefit managers make from the cost of the of the drug. So PBMs create formularies that really prevent you from using the generic drugs at less cost, they push you to the more expensive ones. So, I’ll start with Mr. Potter. Would reform such as delinking PBM compensation from the list price of medicines benefit patients in meaningful ways and drive down the cost of drugs?”
    Mr. Wendell Potter: “I absolutely agree. I think it’s very important legislation. I think there should be delinking. That game, I think, incentivizes drug companies to have a higher list price, and then the middleman that you’re showing, that they’re on that board, are sucking so much money from the pharmacy supply chain. When I was at Cigna, Cigna didn’t own a very big PBM. It bought Express grips recently, a few years ago, and now it is largely a PBM that also has insurance plans.”

  • India’s manufacturing PMI rises to 16-month high in July despite global uncertainties

    India’s manufacturing sector gained momentum in the month of July as Purchasing Managers’ Index (PMI) rose to a 16-month high of 59.1, up from 58.4 in June, despite global uncertainties and US tariffs, according to data released by S&P Global on Friday.

    The HSBC India Manufacturing Purchasing Managers’ Index (PMI) climbed to a 16-month high of 59.1, driven by strong gains in new orders and output, though business sentiment and hiring momentum showed signs of moderation.

    “India recorded a 59.1 manufacturing PMI in July, up from 58.4 during the prior month. This marked a 16-month high for the sector, which benefited from strong growth in new orders and output,” said Pranjul Bhandari, chief India economist at HSBC.

    “At the same time, however, business confidence fell to its lowest level in three years due to concerns over competition and inflation,” Bhandari added.

    India’s manufacturing sector remains on a strong footing entering the second half of FY25.

    The sustained manufacturing resilience comes on the back of robust domestic demand and continued output expansion.

    India’s private sector showed robust growth in July, fuelled by strong manufacturing and global demand. The headline HSBC Flash India Composite PMI Output Index, compiled by S&P Global, rose to 60.7 in July from 58.4 in June.

    International orders received by private sector firms in India rose sharply at the start of the second fiscal quarter (Q2 FY26). The Indian companies remained optimistic about output growth over the next 12 months.

    There is a firm pick-up in employment, especially in the service sector, suggesting healthy job creation accompanies the expansion of both India’s manufacturing and service sectors.

    Meanwhile, India is projected to see 6.4 per cent GDP growth in FY26 and FY27, with both numbers revised slightly upward, reflecting a more benign external environment than assumed in the April reference forecast, according to the International Monetary Fund’s (IMF) World Economic Outlook (WEO).

    The IMF revised upwards its outlook for India’s GDP growth for the current fiscal by 20 basis points (bps) to 6.4 per cent. The global agency also revised upwards its growth forecast for FY27 by 10 bps to 6.4 per cent.

  • MIL-Evening Report: Roch Wamytan: Paris political agreement for New Caledonia ‘not enough’ for Kanaks

    A former New Caledonia Congress president says there are “not enough” benefits for Kanaks in a new “draft” agreement he signed alongside pro and anti-independence stakeholders in France last month.

    Roch Wamytan said that, after 10 days of deadlock discussions in Paris, he failed to secure the pro-independence mandate.

    He told RNZ Pacific that he refused to sign a “final agreement”.

    Instead, he said, he opted for a “draft” agreement, which is what he signed. It has been hailed as “historic” by all parties involved.

    While France maintains its “neutrality”, Wamytan said that at the negotiating table it was two (France and New Caledonia’s pro-France bloc) against one (pro-Kanaky).

    A main point of tension was the electoral law changes, which sparked last year’s civil unrest.

    “We call on France to respect the provisions of international law, which remains our main protective shield until the process of decolonisation and emancipation is completed. Hence, our incessant interventions during negotiations on this subject [electoral law changes],” Wamytan told RNZ Pacific.

    He said it was difficult to understand whether France wanted to decolonise New Caledonia or not.

    Concrete measures
    “We have a lot of concrete measures in this proposed agreement, but the main question is a political question. Where are you [France] going with this? Independence or integration with France?”

    The document, signed in the city of Bougival, involves a series of measures and recognition by France of New Caledonia as a “State” as well as dual citizenship — French and New Caledonian — provided future New Caledonian citizens are French nationals in the first place.

    But this week, New Caledonia’s oldest pro-independence party, the Union Calédonienne (UC), officially rejected the political agreement signed in Paris.

    Wamytan maintains New Caledonia is not France. But the French ambassador to the Pacific has previously told RNZ Pacific New Caledonia is France.

    However, Sonia Backès, the leader of the Caledonian Republicans Party and the president of the Provincial Assembly of Southern Province, says the agreement signed in France is “final”.

    “Roch Wamytan and the pro-independence delegation signed an agreement in Bougival. Since their return to New Caledonia, their political supports have been fiercely critical of the agreement,” her office said via a statement.

    “As a result, radical pro-independence leaders like Roch Wamytan have chosen to renege on their commitment and withdraw their signature. This agreement is final; there is no other viable political balance outside of it.”

    So why did Wamytan sign?
    When asked why he signed the draft agreement when he did not agree with it, he said: “After the 10 days they obliged us to sign something.”

    “We told them that we [didn’t have] the mandate of our parties to sign an agreement, but only a ‘project’ or ‘draft’.

    “It was important for us to return with a paper and to show, to explain, to present, to debate, for the debate of our political party. This is the stage where we are at now, but for the moment, we do not agree with that.

    “We [tried] to explain to [France and pro-France bloc] that we have a problem [with electoral law change being included].

    “This is our problem. So we signed only for one reason . . . that we have to return back home and to explain where we are now, after 10 days of negotiation. [Did we] achieve the objectives, the mandate given by our political parties?”

    He said one thing he wanted to make clear was that what he had signed was not definitive and was now up for negotiation.

    An FLNKS (Kanak and Socialist National Liberation Front) Congress meeting is set down for this weekend with the Union Calédonienne Congress meeting held a weekend prior.

    Wamytan said that it was now up to the FLNKS members to have their say and decide where to next.

    “They will decide if we accept this draft agreement or we reject,” he said.

    “We have two options: we accept with certain conditions, for example, on the question of the right to vote on the electoral rule. Or for the question of the trajectory from here to independence, through a referendum or the framework proposed by President Macron.”

    “This is an important element to discuss with France, but after this round of discussions.”

    He expected further meetings with France after community consultations.

    Communication problem
    Wamytan admitted that the pro-independence negotiators did not communicate clearly about the agreement to their supporters.

    He said after signing the document, President Macron and the pro-France signatories were quick to communicate to the media and their supporters — and the messages filtered to his supporters resulting in anger and frustrations.

    He said the anger has mostly been around the signing itself, with people mistaking the draft proposal as final.

    “The political, pro-Kanaky party were very, very, very angry against us. We did not communicate and this I think is our problem.”

    Bribery allegations
    Wamytan has also dismissed unconfirmed reports that negotiators were bribed to sign a historic deal in Paris.

    He said he was aware of people “chucking accusations of bribery” around, but said they were false.

    “It has never been in the minds of Kanak independence leaders doing such practices,” he said.

    “After the signature of the Matignon Accord 37 years ago, with [FLNKS leader Jean-Marie Tjibaou] and with us after the signature of Nouméa accord in 1998, we heard about the same allegation and some rumours like this.”

  • India inaugurates 1 MW green hydrogen plant at Kandla, advancing 2030 clean energy goals

    Union Minister of Ports, Shipping and Waterways, Sarbananda Sonowal, on Thursday inaugurated a 1 megawatt (MW) Green Hydrogen Plant at Deendayal Port Authority (DPA), Kandla, Gujarat terming it a “major step” in realising Prime Minister Narendra Modi’s 2030 vision under the National Green Hydrogen Mission.

    Calling the development a significant milestone in India’s transition towards clean energy, Sonowal said, “This commissioning demonstrates our commitment to Net Zero and sets a new benchmark in India’s green hydrogen ecosystem.”

    The newly inaugurated unit is part of a 10 MW Green Hydrogen project, whose foundation was laid by the Prime Minister during his visit to Bhuj on May 26 this year. The completion of the 1 MW module within just four months has been lauded as a symbol of India’s enhanced capabilities in implementing complex green energy projects with speed and scale.

    “The DPA has turned that vision into reality — a shining example of speed, scale, and skill under the Maritime India Vision 2030,” the Union Minister said.

    The green hydrogen plant is expected to produce approximately 140 metric tonnes of green hydrogen annually and will support maritime decarbonisation and sustainable port operations.

    Sonowal also praised DPA’s broader green initiatives, including the earlier deployment of the country’s first Make-in-India all-electric Green Tug. He noted that the hydrogen facility was fully developed by Indian engineers, making it a symbol of Aatma-Nirbhar Bharat and a model for ports across India to emulate.

    “This green hydrogen plant is a testament to the bold and transformative leadership of Prime Minister Narendra Modi. It reflects his commitment to a cleaner, greener, and self-reliant India,” Sonowal added.

    Congratulating the DPA leadership and engineering partner L&T, the Minister said the project was executed with “remarkable speed and precision.”

    Union Minister of State for Ports, Shipping and Waterways, Shantanu Thakur, who also attended the inauguration, called the project a proud moment for Gujarat and the nation. “This initiative reaffirms India’s growing leadership in clean energy and innovation. It’s a bold step towards a sustainable maritime future,” he said.

    Jointly organized by UN Tourism, the International Civil Aviation Organization (ICAO), and the Government of Angola, the high-level event drew more than 300 international delegates around the theme “Accelerating Synergies for Resilient and Sustainable Growth”. The three-day conference, focused on strengthening the alignment between two of Africa’s fastest-growing sectors: tourism and air transport. Both are critical enablers for job creation, innovation, and greater regional mobility.

    In his opening remarks, UN Tourism Secretary-General Zurab Pololikashvili said: “Tourism and air transport are not just engines of growth, they are pathways to empowerment, opportunity, and transformation, through strategic leadership and innovation, Africa’s potential can become its reality.” He urged decisive policy action to remove the barriers holding African tourism back.

    H.E Daniel Marcio, Angola’s Minister of Tourism said “Angola is proud to host such a landmark event, which positions Angola as a regional hub for dialogue and action. Tourism is a key pillar of our national strategy for inclusive development, job creation, and cultural promotion.”

    In his intervention, H.E Mr. Ricardo de Abreu, Angola’s Minister of Transport, emphasized the importance of infrastructure and regulatory reform: “We must build air transport systems that are not only modern and efficient but also accessible and responsive to the needs of our people. Connectivity within Africa is essential to realizing the continent’s economic potential.”
    ICAO Council President Salvatore Sciacchitano commended the initiative’s collaborative spirit: “Tourism and aviation must grow hand in hand. Through shared vision and policy coherence, we can drive sustainable development, enhance safety and security, and ensure no country is left behind.”

    Connectivity, Policy Reform, Investment

    The Luanda Conference placed a strong emphasis on advancing Africa’s tourism and air transport sectors through enhanced connectivity, regulatory reform, and cross-sector collaboration. Delegates agreed that aligning aviation and tourism policies is vital to unlocking the continent’s potential, particularly through open skies agreements, cohesive infrastructure planning, and public-private investment. A central focus was also placed on simplifying visa processes, promoting joint destination marketing, and removing travel barriers to stimulate intra-African tourism.

    The Conference began with an expert-led workshop featuring technical sessions on innovation, connectivity, investment, and regional integration. Participants explored how technologies like AI and digital platforms can improve service delivery, while also identifying new funding models to expand infrastructure. In-depth discussions addressed how frameworks such as the African Continental Free Trade Area (AfCFTA) and the Single African Air Transport Market (SAATM) can support harmonized policies and boost regional mobility.

    Ministerial Discussions and Commitments

    Over two days of ministerial sessions, high-level officials focused on aligning policy frameworks, driving innovation for inclusive growth, ensuring equitable access to travel, and building resilient transport and tourism systems. The Conference concluded with the formal adoption of the Luanda Ministerial Statement—an affirmation of Africa’s collective commitment to developing a seamless, sustainable, and integrated travel ecosystem.

    Ministers, leaders of delegations and delegates present pledged to:

    • Modernize tourism and aviation infrastructure with support from both public and private investment.
    • Deepen partnerships with key institutions including ICAO, UN Tourism, IATA, AFRAA, AFCAC, and others.
    • Advance mobility reforms through simplified and more affordable visa regimes, fast-track procedures, and longer-validity multi-entry visas.
    • Promote intra-African tourism, including joint destination marketing and greater collaboration with the private sector.
    • Empower youth and women through skills training, entrepreneurship support, and educational initiatives focused on the tourism and aviation sectors.

    This 2nd conference came at a time of record momentum for African tourism. The continent welcomed 74 million international arrivals in 2024, a 7% increase over 2019 and 12% more than in 2023, signalling strong recovery and renewed global interest in African destinations.

  • MIL-OSI China: AI talent mobility seen in high gear

    As the domestic artificial intelligence market draws increasing capital inflow and gains more support as a key innovation driver, talent in the sector has shown signs of heightened mobility this year, according to data released by Maimai, a domestic recruitment platform.

    As of July, 41.1 percent of employees at top AI companies in China had set their job status on the platform as “open to opportunities”, indicating a strong willingness to switch jobs, said Maimai.

    “February marked a pivotal turning point,” said Yang Ying, director of business operations at Maimai. “Since then, the number of AI professionals who switched their status to ‘open to opportunities’ has surged noticeably.”

    Yang added that about 10,000 AI professionals are newly marking themselves as open to job opportunities each month, while over 1,000 companies had posted AI-related openings on the platform by the end of July.

    The platform categorizes job status into three types: “open to opportunities”, “watching the market” and “not looking for jobs for the next six months”, designed to serve as indicators of talent mobility in different industries.

    In contrast, professionals in the broader internet industry show significantly less job-hopping intent, with only 14.7 percent marking themselves as actively seeking new roles, as of July.

    “The talent supply-demand ratio in the AI sector last year was roughly one-to-one — one candidate for each job opening. But in the first half of this year, the ratio has shifted to four candidates competing for three positions,” said Lin Fan, founder and CEO of Maimai. Lin also noted a 30 percent jump in the volume of AI job applications submitted in the first half of this year alone.

    Zhou Jian, a data analyst at the International Finance Forum, said the emerging rise of large language models such as ChatGPT was likely a watershed moment that accelerated AI development.

    “Landmark technological breakthroughs can draw heightened market attention, drive capital into AI-related sectors and serve as powerful catalysts for growth,” Zhou said.

    This week, the IFF released its report on the AI sector, which identifies talent shortages as one of the major roadblocks facing the AI industry. Still, the report remains optimistic about long-term talent growth, projecting a global increase of 2.85 million AI professionals over the next five years, bringing the total to approximately 5.85 million.

    It also showed that currently, there are about 3 million AI professionals worldwide, with 32.6 percent based in the United States and 24.4 percent in China.

    The report revealed that nearly 50 percent of AI professionals are engaged in core areas like research and development (32.6 percent) and data analytics (16.2 percent), with a dominance of R&D-related hiring across major AI companies.

    “This situation suggests that the industry is still in an early development phase,” Zhou noted.

    Campus recruitment data from Maimai showed that a significant portion of entry-level AI salaries still fall in the lower end. Positions offering monthly salaries under 20,000 yuan ($2,781) account for 32.5 percent, while those exceeding 50,000 yuan make up only 18.2 percent. More than 55 percent of roles offer salaries below 30,000 yuan.

    However, Yang from Maimai added that the recruitment platform has observed rising demand for AI talent beyond core technical roles as the country’s new economy sectors accelerate AI adoption.

    “Opportunities are increasingly emerging in non-tech functions such as product management, HR business partnering, branding and operations,” Yang said, adding that candidates with AI project experience often see a notable uptick in profile views after updating their resumes.

  • MIL-OSI United Kingdom: Football Fans Reminded of Restricted Parking Zone

    With the Premiership season kicking off this weekend, football fans are being reminded that a restricted parking zone will be in operation around Dens and Tannadice parks on matchdays. 

    Dundee FC will play Hibernian on Sunday (Aug 3), and the council is advising supporters that parking attendants will issue penalty charge notices to vehicles parked illegally in the zone which do not have an exemption. 

    The match day scheme covers an area bounded by Dens Road, Caird Avenue, Clepington Road, Court Street North and Arklay Street and includes around 1400 properties.   

    An order banning parking by non-residents is in effect on match days, but residents and blue badge holders will still be able to use the streets.  

    Under the scheme parking attendants have “an allow-list” to identify vehicles that are permitted to be within the area when matches are being played.

    City council depute convener of Fair Work, Economic Growth and Infrastructure Cllr Siobhan Tolland said: “This scheme was brought in two years ago and followed consultation with local residents. 

    “The city’s football grounds are uniquely situated closely together in a residential area and we are aware of the problems that were caused by football parking for those living near the grounds. 

    “I would ask football fans to pay attention to the road signage which informs them they are entering a restricted parking zone and the times when it is in effect.”

  • MIL-OSI Security: Man charged with over 40 theft offences

    A man has been charged with over 40 offences as part of an ongoing investigation into reports of shoplifting in Waltham Forest.

    Mark Stavrou, 32 (15.10.1992) of Sherwood Close, Walthamstow has been charged with 41 counts of theft, two counts of burglary and one count of criminal damage.

    The charges follow his arrest on Thursday, 21 July, in connection with multiple shoplifting offences at supermarkets and petrol stations across Chingford. The offences date between Saturday, 10 May, and Thursday, 31 July.

    He will appear at Thames Magistrates’ Court on Friday, 1 August.

    Stavrou has previously been charged with 67 burglary offences. He will enter a plea for these on Thursday, 7 August, at the same court.

  • MIL-OSI Australia: Police complete search of Parnkalla trail

    Detectives from the Major Crime Investigation Branch and Port Lincoln Police, supported by SES personnel and a cadaver dog, have finished a detailed search of the Parnkalla Trail area in connection with the murder of Julian Story.

    A number of items were located during the search. All recovered evidence will be forwarded to Forensic Science SA for detailed scientific examination over the coming days.

    Police extend their gratitude to the many members of the Port Lincoln community who have come forward with information to aid this investigation.

    At this stage, there are no further searches planned, and investigators will now await the results of the forensic analysis.

    Delhi Chief Minister Rekha Gupta on Friday launched a month-long door-to-door cleanliness campaign from Inter-State Bus Terminus (ISBT) Kashmiri Gate, aiming to improve sanitation and workplace conditions across the national Capital.

    The campaign will be conducted across all districts of Delhi and involve active participation from government officials, civic agencies, and local communities.

    Leading by example, the Chief Minister personally took part in the cleanliness drive by sweeping the premises at the ISBT, where she also inspected the condition of the offices and public facilities.

    Expressing concern over the deteriorating infrastructure and unhygienic conditions at government offices, CM Gupta said, “If our officers are working in such conditions, how will they benefit anyone? Water is dripping from here, and this is where an officer’s chair is placed. This is the kind of furniture provided, where people are expected to sit and work.”

    While inspecting the ISBT office area, the Chief Minister was visibly dissatisfied with the poor maintenance and lack of basic facilities, calling for immediate structural reforms and better upkeep of public infrastructure.

    In a significant announcement during the campaign launch, CM Gupta said the capital urgently requires a new secretariat building.

    “Delhi needs a new Secretariat. From today itself, we will begin identifying suitable locations so that all departments can operate from a single place,” she stated.

    The month-long campaign will focus not only on residential and commercial areas but also on government buildings, transport hubs, and public service offices, aiming to set a new standard for urban cleanliness in the national Capital.

    The Chief Minister urged citizens and officials alike to treat cleanliness as a shared responsibility. The initiative is being coordinated with municipal bodies and is expected to involve schoolchildren, non-government organisations, resident welfare associations, and volunteers in the coming weeks.

    On July 31, 2025, representatives from the Democratic Republic of the Congo (DRC) and the Republic of Rwanda (Rwanda), along with observers from the United States, the State of Qatar, the Republic of Togo (as the African Union facilitator), and the African Union Commission held the first meeting of the Joint Oversight Committee for the Peace Agreement Between the Democratic Republic of the Congo and Republic of Rwanda that was signed in Washington, D.C. on June 27, 2025.

    The Joint Oversight Committee is charged with serving as a forum for implementation and dispute resolution of the peace agreement.  The Committee is responsible for receiving complaints about violations of the agreement, taking appropriate measures to address violations, and amicably settling disputes.  During the first meeting, the parties selected their Chairpersons for the Committee, adopted terms of reference to govern future meetings of the Committee, discussed progress on implementing the Agreement, and prepared for the first meeting of the Joint Security Coordination Mechanism.

    The African Union, State of Qatar, and the United States participated in these discussions to ensure complementarity and alignment between implementation efforts and on-going initiatives aimed at dialogue and durable peace in the region.  Both the DRC and Rwanda expressed their appreciation for the invaluable contributions and joint efforts of the African Union, United States, and Qatar as partners in advancing a peaceful resolution.

    Moscow, August 1 /Xinhua/ — Six people died in a traffic accident on a federal highway in the Penza region of the Russian Federation, the regional State Traffic Inspectorate reported on its Telegram channel on Friday.

    As reported, at 5 a.m. Moscow time, at 571 km of the federal highway M5 “Ural” within the boundaries of the Mokshansky district of the Penza region, a collision occurred between two cars – a Datsun on-do and a Chevrolet Epica. Six people died, another was hospitalized with injuries of varying severity.

    UNITED NATIONS, Aug. 1 (Xinhua) — China’s Deputy Permanent Representative to the United Nations Geng Shuang on Thursday rejected U.S. accusations against China over its role in the Russia-Ukraine conflict.

    At a Security Council meeting on Ukraine, a US envoy accused China of being the “most important supplier” to Russia’s military efforts.

    In response, the Chinese diplomat rejected the false and slanderous statements against China by the United States as absolutely unacceptable.

    China did not create the Ukrainian crisis and is not a party to it. China has never supplied lethal weapons to either side in the conflict and strictly controls the export of dual-use goods, including drones, Geng Shuang said.

    “The parties to the conflict are not under sanctions by the Security Council. China maintains normal trade relations with Russia and Ukraine. In doing so, it does not violate international law or its international obligations. China’s legitimate rights and interests should not be infringed upon,” the deputy permanent representative said. “In fact, the United States has still maintained trade with Russia. If the United States itself does this, why does it not allow others to do the same?” he added.

    The Ukrainian crisis is at a critical stage, and there is hope for a political solution. The United States cannot, on the one hand, expect China to play its role in ending the conflict as soon as possible, and on the other hand, continue to denigrate China and put pressure on it, Geng Shuang said.

    China once again calls on the United States to stop playing meaningless blame games, stop shifting responsibility to others, and play a constructive role in ending the fighting and advancing peace talks, the diplomat said.

    Resolving the Ukrainian crisis requires unity and cooperation, not division and confrontation, the deputy permanent representative added.

    Speaking about arms supplies to Ukraine, Geng Shuang expressed concern about the expanding variety and range of weapons entering the battlefield, as well as their growing lethality and destructive power.

    Reckless transfers of weapons to the battlefield will only escalate the confrontation, prolong the conflict, create risks of its spread and lead to further casualties and suffering for the populations of both sides and the entire region, he warned.

    The first priority for Russia and Ukraine is to work together to de-escalate the situation on the battlefield as quickly as possible. They must maintain the momentum of the talks, continue to seek consensus, and ultimately reach a comprehensive, lasting and binding peace agreement, the diplomat said.

    Since the first day of the conflict, China has advocated peaceful resolution of disputes and called on the parties to the conflict to stop hostilities, start negotiations and restore peace as soon as possible, Geng Shuang said, adding that China will continue to cooperate with the international community to play a constructive role in an early political settlement of the crisis. –0–

    In the Kangbash District of Ordos City in the Inner Mongolia Autonomous Region, driverless cars are cruising the streets, creating a unique landscape. These scenes that look like science fiction have now become the daily reality of this city. As the only city in northwest China participating in two pilot projects, Ordos is building an intelligent transportation system that deeply integrates cars, roads, and cloud technologies, covering areas such as public transportation, logistics, street cleaning, etc.

    Chancellor backs jobs boost in Scottish defence and energy sectors

    Chancellor Rachel Reeves will outline how the Spending Review will give Scotland a jobs boost, as she visits RAF Lossiemouth and St Fergus Gas Plant today (1 August).

    • 18,000 North Sea jobs can be safeguarded through a £200 million investment in the Aberdeen Acorn energy project whilst creating 15,000 new ones in Scotland’s clean energy transformation.
    • Increase in defence spending will see more jobs added to the 26,100 skilled Scottish jobs already supported by UK Government defence investment, and three new E-7 Wedgetail aircraft will see even more jobs created by Boeing at RAF Lossiemouth.
    • Defence and clean energy commitments, part of the UK Government’s Plan for Change, will provide jobs and build thriving communities from Aberdeen to the Clyde.

    The UK Government is investing in defence and clean energy to protect existing jobs and create thousands more, while keep the UK secure. Increasing defence spending to 2.6%, could lead to around 0.3% higher GDP in the long run, equivalent to around £11 billion of GDP in today’s money, according to government estimates.

    RAF Lossiemouth shows how investment in defence delivers for ordinary families. The Moray base has undergone a huge transformation in recent years and military personnel and civilian workers now work together keep our fighter jets and sub-hunting aircraft in the air.  The addition of three new E-7 Wedgetail aircraft to the RAF’s fleet will see even more jobs created by Boeing at the base, where the Chancellor will meet with some of the over 200 Boeing teammates who work alongside RAF personnel.

    DGCA attends Asia-Pacific aviation heads conference in Japan  
    The theme for this year’s Conference was “The sustainable skies of the Asia-Pacific region: towards increased economic prosperity and social well-being by air transportation of people and goods in the region”. The five-day Conference, with over 350 participants from 47 member states, administrations and international organisations, concluded on a high note today (August 1). Discussion and information papers covering a wide range of subjects, including aviation safety, air navigation, aviation security, aviation and the environment, aviation technologies, as well as regional co-operation were submitted by aviation authorities and industry organisations to the Conference.
     
    Among the three papers submitted to the Conference by the CAD, one of them was themed “Development of Low-Altitude Economy” to share Hong Kong’s efforts of leveraging advanced air mobility technologies to develop the low-altitude economy in Hong Kong while safeguarding aviation and public safety. The other two papers presented the CAD’s experiences in upholding aviation safety and aviation security requirements for sustainable air cargo operations, and discussed the collaborative achievements in the commissioning of the Three-Runway System at Hong Kong International Airport to ensure the safe and efficient operation of the aerodrome remained unaffected throughout the project. The papers received recognition and support from delegates.
     
    During their stay in Sendai, the CAD delegation attended side meetings with representatives from different aviation authorities and industry organisations such as the Civil Aviation Safety Authority of Australia, the European Union Aviation Safety Agency, the Federal Aviation Administration, the Airports Council International and the International Air Transport Association. Views on matters of mutual interest were shared, and ways to strengthen co-operation were explored with the aim of facilitating aviation developments.
     
    The CAD will continue to maintain close co-operation with its aviation partners and continue to support the ICAO’s global aviation development initiatives.

  • Govt launches ‘Apna Ghar’ resting facilities for truck drivers across highways

    In a move to enhance the safety and well-being of truck drivers during long-haul journeys, the Ministry of Petroleum and Natural Gas has launched an ambitious initiative called ‘Apna Ghar’. The programme aims to provide comfortable and hygienic resting spaces for truckers across major highways in the country.

    As of July 1, 2025, a total of 368 ‘Apna Ghar’ units with 4,611 beds have been set up by Public Sector Oil Marketing Companies (OMCs) at retail fuel outlets along national and state highways. These facilities offer a range of services including dormitory accommodations, restaurants or dhabas, clean toilets, dedicated bathing areas, self-cooking spaces, and access to purified drinking water — all designed to improve the quality of life for truck drivers on the road.

    The initiative has seen a positive response from the trucking community, with a growing number of bookings, app downloads, and user registrations on the dedicated ‘Apna Ghar’ mobile application. Feedback collected from users reflects widespread appreciation for the comfort and convenience these resting spaces provide.

    The information was shared by Minister of State for Petroleum and Natural Gas Suresh Gopi in a written reply to the Lok Sabha. He said that the initiative is part of the government’s broader commitment to support the country’s trucking workforce and to ensure better infrastructure and working conditions for those who keep India’s supply chains running.

    Patent for invention RU 2842893 C1 was registered by the Federal Service for Intellectual Property on July 3, 2025.

    A critical production problem is to ensure reliable ignition of burner devices of complex process equipment, for example, an autothermal reforming reactor, during its start-up. Unsuccessful ignition can lead to the formation of explosive concentrations of a flammable mixture in subsequent elements of the process chain. This, in turn, can provoke uncontrolled exothermic reactions and, as a consequence, emergency situations with potential damage to equipment and personnel. The developed product provides a radical solution to the problem, guaranteeing stable and reliable ignition, – said the responsible executor of the development, an expert of the Scientific and Educational Center “Digital Engineering of the Main Equipment of Chemical-Engineering Systems” of the St. Petersburg Polytechnical School Yuri Aristovich.

    The ignition device is a structurally and functionally unified device – a complex technical system in which all components are interconnected and jointly implement the function of igniting the combustible mixture. The device contains a housing, an oxidizer supply pipe and a combustible gas supply pipe, a spark plug, valves of the oxidizer supply pipe and the combustible gas supply pipe, an outlet pipe. The housing contains a cylindrical mixing chamber, the inputs of the oxidizer supply pipe and the combustible gas supply pipe are located in the part of the mixing chamber that is most distant from the outlet pipe.

    The oxidizer feed pipe is connected to the housing so as to feed the oxidizer in the tangential direction, and the combustible gas feed pipe is connected so as to feed the combustible gas in the radial direction. The inlet openings of the pipes in the housing are made so as to ensure critical gas outflow. The dimensions of the inlet openings are reasonably selected so that when the back pressure changes, the flow rates of the combustible gas and oxidizer change proportionally, the diameter of the outlet pipe is from 10 to 50% of the diameter of the mixing chamber. The technical result is an increase in the reliability of the device.

    The ignition device is designed to operate in a short-pulse mode. This ensures reliable ignition at low thermal loads in a wide range of pressures (from 1 to several tens of atmospheres). The device forms and directs small volumes of flame – fire ellipses of a certain size and at a given speed. Ignition charges ensure reliable ignition of the main burner, minimizing the thermal load on the outflow zone and the ignition device body, which significantly simplifies the reactor design and its startup procedure.

    The task of developing an igniter within the established deadlines seemed extremely difficult. Initially, it was assumed that the system would be implemented with a developed cooling infrastructure and multi-component thermal protection, which is due to the extremely high operating temperatures that significantly exceed the parameters of standard devices. The specifics of the reactor excluded the possibility of using serial solutions. Alternative options were considered, including the use of pyrotechnic cartridges, but this approach was recognized as suboptimal in terms of manufacturability and operational safety. As a result, an original, reliable and safe igniter was created that meets all the requirements. The developed device demonstrates high potential for use not only within the framework of this project, but also in other industries that require reliable systems for initiating processes in high temperatures and aggressive environments, added Nikolay Vasiliev, Chief Designer for Remotely Controlled and Transport and Technological Equipment at JSC TsKBM.

    Chief designer for the key scientific and technological development area of SPbPU “Systemic Digital Engineering”, director of the Advanced Engineering School of SPbPU “Digital Engineering” Alexey Borovkov spoke about the key success factor: “At the beginning of the work, none of the authors of the development could foresee the final result of creating a science-intensive and high-tech product. By combining the knowledge, experience and competencies of scientists, engineers and designers from various fields of knowledge and industries, we managed to form a unique multidisciplinary team and obtain impressive results. Of course, this is a logical result of the application of systemic digital engineering technologies, including the technology of developing digital twins, mathematical and computer modeling of non-stationary nonlinear physical-mechanical and physical-chemical processes of the behavior of a high-tech product.

    The development of a complex technical system is based on the effective application of the created multidisciplinary digital model [ 1, 2, 3 ], which is a system of interconnected mathematical and computer models describing combustion kinetics, chemical thermodynamics of free-radical reactions, dynamics of vortex flows at supercritical parameters of substances and non-stationary nonlinear thermomechanics. Numerous digital (virtual) tests and the necessary full-scale tests made it possible to carry out verification [ 1, 2 ] and validation [1, 2] developed models, to raise the level adequacy of models and descriptions of complex processes confirmed the efficiency and reliability of the developed high-tech product.

    With the help of approaches, technologies and methods of system digital engineering, the formed innovative scientific and technical groundwork and on the basis of the digital platform for the development and application of digital twins CML-Bench® [ 1, 2 ] our team implemented all stages of creating a finished industrial product in record time: development and design took only 2 months, manufacturing and testing – 3 months. It is fundamentally important to note that traditional approaches are not capable of ensuring such a high speed of implementation of science-intensive and high-tech projects for the development of complex technical systems.”

    In conclusion, we note that the results of the development of the ignition device have made a significant contribution to the formation of a scientific and technological reserve for the creation digital (virtual) testing ground for burner devices. The development of a digital test site is one of the most important final goals of a large-scale project to develop new generation burner devices for pyrolysis furnaces, implemented within the framework of the key scientific and technological direction (KNTD-1) of the development of SPbPU “Systemic Digital Engineering” within the framework of the “Priority-2030” program.

    The project within the framework of KNTN-1 provides for the definition of approaches to mathematical and computer modeling of new burner devices, development matrices requirements, target indicators and resource constraints, creation of a series of computer models of the prototype (primary, refined, detailed, optimized), conducting full-scale tests of a pilot industrial model of a burner device for validations computer model, development of design documentation and implementation into production.

    Let us recall that in June 2025, specialists from the Scientific and Educational Center “Digital Engineering of the Main Equipment of Chemical-Engineering Systems” of the SPbPU PISh presented This project and the Center’s expertise in developing burner devices at the Gazprom Neft site, one of the leaders in the oil and gas industry and petrochemical industry in Russia.

    Methodological support and the process of registering the right to the intellectual property object of the igniter were provided by Center for Transfer and Import Substitution of Advanced Digital and Manufacturing Technologies SPbPU.

  • MIL-OSI United Kingdom: Completed Armley Gyratory footbridges improving vital routes for walking and cycling

    Armley Gyratory’s three brand new replacement footbridges are now fully opened, as part of a multi-million-pound scheme to offer improved routes for pedestrians and cyclists, negotiating one of Leeds busiest junctions.

    The replacement footbridges over Wellington Road (A58), Spence Lane and Gelderd Road; are part of wider works, worth more than £41.96 million project around the Armley Gyratory, which is funded by the West Yorkshire Combined Authority via the West Yorkshire Plus Transport fund.

    The improved infrastructure provides vital links to connect communities like Wortley and Holbeck to the city centre, with more accessible footways and bridges.

    Councillor Jonathan Pryor, Leeds City Council’s deputy leader and executive member for economy, transport and sustainable development, and ward councillors Paul Wray and Annie Maloney were joined by representatives from the Combined Authority, construction partners Balfour Beatty and the project team to officially open the routes. 

    Work started in January 2024 to demolish the existing footbridges, which were of a poor standard and approaching life expiry and replace them with more accessible structures. They follow highways works to the main gyratory which were completed in winter 2023. During construction, the project team have worked through challenging conditions and managed to keep travel disruption to a minimum.

    Overall, the improvements to the Armley Gyratory provide pedestrians and cyclists with more appealing and accessible routes, increased safety for all road users, improved traffic flow and less congestion. More than 660 trees have been planted around the gyratory and in the local community, alongside new landscaping, which has further enhanced the biodiversity of the area.

    The changes to the gyratory have increased vehicle capacity and helped to alleviate congestion at the junction. They are part of transformative highways works to remove through traffic across the city centre, mitigate environmental issues, better connect neighbourhoods, and encourage people to travel on foot or by bike.

    These are all part of the Connecting Leeds transport strategy to transform travel throughout Leeds, setting out the council’s vision for a city where you don’t need to use a car, where everyone has an affordable zero carbon choice in how they travel.

    Councillor Jonathan Pryor, Leeds City Council’s deputy leader and executive member for economy, transport and sustainable development, said:

    “We’re delighted to see Armley Gyratory footbridges fully opened to residents again, across this important scheme to transform travel on a key piece of the city’s infrastructure. I’m pleased to see this scheme has completed during some challenging conditions, all while maintaining an essential route and keeping traffic flowing around the city.

    “Throughout the project, there’s also been significant contributions to the local economy. For example, contractors have mainly employed local people, supported 218 weeks of apprenticeships and the site team have volunteered 130 hours in the local community. There has been over 100 hours of schools’ engagement and over 60 hours of help to support the under 24s into work. This has been a fantastic effort and investment in our local communities. And it’s great to also see almost 100% of waste diverted from landfill, with 620 tonnes of CO2 saved on the project. 

    “We would like to thank everyone involved in working on this scheme, along with people’s ongoing patience, while this essential project was carried out. Although it’s great to see this project complete, we’re conscious that there’s still a lot of other work taking place around the city and we are working hard to deliver these as swiftly as possible while minimising disruption wherever we can.”

    Tracy Brabin, Mayor of West Yorkshire, said:

    “These improvements will increase accessibility and make it easier and safer to walk and cycle on one of the city’s busiest routes.

  • MIL-OSI United Kingdom: World Breastfeeding Week: Breastfeeding Welcome Here scheme signs up 70th Derby venue

    Seventy city public places have now signed up to a scheme to support breastfeeding families in Derby. The Breastfeeding Welcome Here initiative was launched last year, to make mums feel more confident to breastfeed in public.

    Shops, cafés and other public premises in the city are encouraged to sign up to the free scheme to show they are accredited as ‘breastfeeding friendly’.

    As World Breastfeeding Week 2025 begins on 1 August, The University Hospitals of Derby and Burton (UHDB) has become the latest organisation to sign up to the Breastfeeding Welcome Here scheme.

    Other public places in the city that have recently signed up to the scheme include The University of Derby, Derby Market Hall, My Messy Play, Tubby Bears Play Zone and Bezerk Active Play. 

    The Breastfeeding Welcome Here scheme aims to positively change perceptions around breastfeeding in public and promote an environment where mums feel confident to breastfeed for as long as they choose.

    By signing up, businesses and organisations pledge to actively welcome families who are breastfeeding and support them to feel confident and comfortable feeding their baby on the premises. In turn, this will give the venue a boost, as families are more likely to return to places where they feel comfortable.

    If a venue is displaying a Breastfeeding Welcome Here Award, families can be confident that:

    • They are welcome to breastfeed their baby there
    • They will never be asked to move or leave because they are breastfeeding
    • The venue will do their best to offer a private area to feed in, if preferred, if space allows
    • Staff are trained to know that the venue supports breastfeeding and encourages breastfeeding on the premises.

  • MIL-OSI Russia: Rosneft Contributes to Study of Russia’s Wild Reindeer

    On August 2, Russia celebrates Reindeer Day, a holiday dedicated to reindeer and reindeer herding. Rosneft makes a significant contribution to the study and conservation of the population of these animals in the Russian Federation.

    Wild reindeer are a vital link in Arctic ecosystems. Since 2014, the company has been studying the reindeer population in the Krasnoyarsk Territory, in the territories of Evenkia and the Taimyr Peninsula. Large-scale ground and aerial surveys of the animals are conducted annually. Using satellite tags installed on the reindeer, scientists have tracked the annual migration cycle for the first time, and also identified seasonal behavior patterns.

    In 2025, as part of the Tamura corporate environmental program, a new research expedition to study wild reindeer was launched in Western Taimyr. Field work is being conducted by scientists from the Siberian Federal University (SFU). The first group of specialists will travel along the Khatanga River and the upper section of the Kheta River. The total length of the boat routes will be more than 700 km. The second part of the scientific expedition started from Norilsk. Scientists plan to travel by boat along the Pyasina, Dudypta, Tareya, and Pura rivers. Based on the results of the work, the number of reindeer in Western Taimyr and their migration routes will be determined.

    In 2024, as part of the Tamura program, scientists from SFU and Taimyr reserves also conducted a comprehensive census of the number and migration of animals to update data on the state of the Taimyr-Evenki population.

    For many years, the East Siberian Oil and Gas Company (ESOG, part of Rosneft) together with SFU have been implementing the Evenki Deer project. Scientists track the movements, numbers, and habitat characteristics of wild deer in the region. For people living in the taiga and tundra, deer are an important part of their everyday life and culture.

    VSNK also supports research into musk deer, a small deer-like animal rare for Evenkia that lives in Siberia and the Far East. Their secretive lifestyle and size (up to 70 cm at the withers) make them almost invisible. These even-toed ungulates are listed in the Red Book of several regions of Russia and the Red List of the International Union for Conservation of Nature as a vulnerable species. Scientists have conducted work to find musk deer habitats in Evenkia. During the research, their presence was confirmed in an area that was previously considered unsuitable for this rare deer species, and the population size was estimated – it currently stands at 300 individuals.

    As part of the forest reindeer research with the support of RN-Uvatneftegaz (part of the Company’s oil production complex), scientists from the Tobolsk Scientific Station of the Ural Branch of the Russian Academy of Sciences carried out large-scale work in the Kunyaksky Reserve. Based on the results of aerial monitoring, which covered almost 60 thousand hectares, over 100 thousand images were obtained to clarify the reindeer population. The environmental program of RN-Uvatneftegaz is of great practical importance for the Tyumen Region – forest reindeer research has not been conducted in the region for more than 20 years.

    Thanks to the grant support of RN-Vankor (part of the oil production complex of NK Rosneft), SFU scientists have created a teaching aid, Wild Reindeer of Taimyr. The project is aimed at developing scientifically based strategies for the rational use and conservation of a key species-bioindicator of Arctic ecosystems. The aid systematizes extensive data obtained as a result of field and office studies.

    Rosneft pays special attention to environmental issues and biodiversity conservation, implementing the largest comprehensive Arctic region study program since Soviet times. The new Tamura research program, which started in 2024, is designed to update information on the state of key animal species living in the north of Krasnoyarsk Krai. The Tamura program includes studying the Kara subpopulation of polar bears, wild reindeer populations, valuable bird and fish species in the Yenisei estuary. Three expeditions to study the Kara subpopulation of polar bears have already taken place in 2025. In total, ten expeditions will be held in four years.

  • MIL-OSI China: China clarifies tax incentives for foreign investors reinvesting dividends

    BEIJING, Aug. 1 — China’s State Taxation Administration (STA) has released detailed implementation rules for foreign investors claiming tax credits on reinvested dividends, providing operational guidelines for preferential tax treatment under a recently released policy.

    In June, China’s finance, taxation and commerce authorities unveiled a tax incentive granting foreign investors a 10 percent corporate income tax credit on direct domestic investments funded by dividends from Chinese resident companies.

    The measure, effective as of Jan. 1, 2025 and running through Dec. 31, 2028 — allows unused credits to be carried forward and applies lower rates under existing tax treaties.

    According to a notice released by the STA on Thursday, profits used to pay up subscribed registered capital or increase paid-in capital or capital reserves, qualify as eligible reinvestment.

    The STA notice also clarified executable frameworks for this tax incentive, including definition of the holding period for reinvestment by foreign investors, the calculation method for the determination of the tax credit amount, and procedures for foreign investors to claim tax credits.

    China, notably, has been offering tax incentives to boost overseas investment. Foreign reinvestment in China benefiting from a tax deferral policy saw rapid growth in 2024, earlier data from the STA showed.

    Provisional statistics of restaurant receipts and purchases for second quarter of 2025 
         The value of total receipts of the restaurants sector in the second quarter of 2025, provisionally estimated at $27.1 billion, increased by 0.8% over a year earlier. Over the same period, the provisional estimate of the value of total purchases by restaurants increased by 2.7% to $8.8 billion.
     
         After netting out the effect of price changes over the same period, the provisional estimate of the volume of total restaurant receipts decreased by 0.4% in the second quarter of 2025 compared with a year earlier.
     
         Analysed by type of restaurant and comparing the second quarter of 2025 with the second quarter of 2024, total receipts of Chinese restaurants decreased by 3.8% in value and 5.2% in volume. Total receipts of non-Chinese restaurants increased by 5.7% in value and 5.1% in volume. Total receipts of fast food shops increased by 2.1% in value and 0.7% in volume. Total receipts of bars decreased by 2.5% in value and 4.1% in volume. As for miscellaneous eating and drinking places, total receipts decreased by 0.7% in value and 2.6% in volume.
     
         Based on the seasonally adjusted series, the provisional estimate of total restaurant receipts increased by 0.2% in value and 0.6% in volume in the second quarter of 2025 compared with the preceding quarter.
     
         Comparing the first half of 2025 with the same period in 2024, total restaurant receipts increased by 0.1% in value but decreased by 1.1% in volume.
     
         To facilitate further understanding of the short-term business performance of the restaurants sector, statistics in respect of the restaurant receipts and purchases in individual months of the reference quarter are also compiled.
     
         Analysed by month, it was provisionally estimated that the value of total receipts of the restaurants sector increased by 0.9%, increased by 1.8% and decreased by 0.5% respectively in April, May and June 2025, compared with the corresponding months in 2024.
     
         After discounting the effect of price changes, it was provisionally estimated that the volume of total restaurant receipts decreased by 0.2%, increased by 0.7% and decreased by 1.6% respectively in April, May and June 2025, compared with the corresponding months in 2024.
     
    Commentary
     
         A Government spokesman said that restaurant receipts resumed a mild increase in the second quarter of 2025. The value of total restaurant receipts increased by 0.8% over a year earlier, or by 0.2% over the preceding quarter on a seasonally adjusted comparison.
     
         Looking ahead, domestic consumption sentiment will continue to be supported by the continued growth of the economy, increase in employment earnings, and the buoyant local stock market. The Government’s proactive efforts in promoting tourism and mega events should also benefit the business.

The CETT builds on the strategic positioning and advantages of the “eight centres” to cultivate and attract talent and make holistic plans to strategise talent chains, innovation chains, industrial chains and capital chains to drive technological innovation, industrial innovation and the co-ordinated development of human resource supply and demand, with a view to contributing to the high-quality development of Hong Kong and the country while accelerating the advancement of Chinese modernisation. On attracting high-quality I&T talent, the CETT will lead the I&T sector in revamping its positioning and planning. It will enhance the Technology Talent Admission Scheme, as well as introduce a groundbreaking arrangement under the Quality Migrant Admission Scheme to proactively invite top-notch and leading talent to come to Hong Kong for development, with a view to building an international hub for high-calibre talent to promote the I&T development of Hong Kong.
     
    The meeting also introduced the Government’s establishment of a new I&T system with three major I&T parks and five key research and development institutes as its framework, along with various initiatives to enhance the I&T ecosystem and enlarge the local I&T talent pool. Mr Chan said, “The Government will continue to take forward the development under the principle of ‘promoting technology with talent, leading industries with technology, and attracting talent with industries’. The Government will also grasp the opportunities arising as the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone enters its operational phase soon and continue to expedite the development of I&T industries, to provide development opportunities for local I&T talent as well as those coming to Hong Kong. In addition, the Government will also make full use of and enhance the various existing talent admission schemes to promote Hong Kong as the focal point of international high-calibre talent, contributing to the development of I&T of the country and Hong Kong.”
     
    Professor Sun and Mr Ho also briefed the stakeholders on the Government’s efforts to attract I&T talent and the latest progress in various talent attraction measures.
     
    Mr Chan stated that the CETT will continue to strengthen collaboration and maintain close communication with the I&T sector to jointly explore new pathways for the integrated development of education, technology, and talent. Stakeholders in the I&T sector have also expressed support for the CETT’s work and will work together with the Government by leveraging the strengths of industry resources in attracting global top talent, thereby injecting momentum into the development of the country and Hong Kong and contributing to the country’s development into a nation with strong science and technology.
