  • India goes green: landmark tender to fuel fertilizers with clean ammonia

    The Solar Energy Corporation of India (SECI), a Navratna Central Public Sector Undertaking under the Ministry of New and Renewable Energy, has floated a landmark tender for the offtake of green ammonia. The move marks a significant step towards decarbonizing the fertilizer sector, which is currently dependent on fossil fuel-based hydrogen for ammonia production.

    The tender, issued on June 7, 2024, invites bids for the supply of 7.24 lakh tonnes of green ammonia annually. It covers 13 fertilizer plants across the country and falls under Tranche I of Mode 2A of the Strategic Interventions for Green Hydrogen Transition (SIGHT) Scheme. The last date for bid submissions is June 26, 2025.

    Ammonia is a key input in the production of urea and other nitrogen-based fertilizers. At present, it is largely produced using hydrogen derived from imported natural gas, leading to considerable carbon emissions. SECI’s new tender seeks to change this by using renewable energy to produce green hydrogen and, consequently, green ammonia. The aim is to enable low-emission, domestically sourced fertilizer production.

    To make the transition financially viable, the government is offering production-linked incentives under the National Green Hydrogen Mission. These include subsidies of ₹8.82 per kilogram in the first year, ₹7.06 in the second, and ₹5.30 in the third—amounting to a total support of ₹1,533.4 crore. A robust Payment Security Mechanism has also been put in place to safeguard suppliers from delays in payments by fertilizer companies.

    The tender process will follow SECI’s e-reverse auction model to ensure transparency and competitive price discovery. The contracts will run for a 10-year period, providing market certainty and encouraging long-term investment.

    India consumes approximately 17-19 million tonnes of ammonia annually, with more than 50% of its hydrogen requirement used in fertilizer production. However, most of this is derived from imported natural gas. SECI’s initiative is expected to drastically cut this dependence, reduce exposure to global gas price fluctuations, and lower the trade deficit. Producing green hydrogen emits less than 2 kg of CO₂ per kilogram, compared to up to 12 kg CO₂ from conventional grey hydrogen.

    The tender is seen as a solution to the “chicken-and-egg” problem that has stalled progress in the hydrogen sector. By aggregating demand and securing long-term offtake agreements, SECI is aiming to provide the necessary momentum to build a strong domestic green hydrogen and ammonia ecosystem. It is also expected to support investment in electrolyser manufacturing and other clean energy segments.

  • MIL-OSI Africa: Canon makes its EOS VR SYSTEM compatible with “Apple Projected Media Profile” and “spatial photo” in an aim to expand the 3D VR market and strengthens collaboration with Apple

    Canon Inc. (www.Canon-CNA.com) announced that two of its RF lenses for 3D VR video — the RF5.2mm F2.8 L DUAL FISHEYE (released in December 2021) and the RF-S3.9mm F3.5 STM DUAL FISHEYE (released in June 2024) — will offer compatibility with “Apple Projected Media Profile” (hereafter “APMP”), a QuickTime movie profile that will be supported by the Apple Vision Pro spatial computer developed by Apple Inc. (hereafter “Apple”) [1]. Canon has also announced that it will make its RF-S7.8mm F4 STM DUAL lens (released in November 2024) compatible with “spatial photo,” and that it will help to further expand the 3D VR market through collaboration with Apple going forward.

    Canon launched the EOS VR System for capturing VR video in 2021, and since then has met the needs for VR video production in diverse fields including entertainment, tourism, and education. In June 2024, the company announced the RF-S7.8mm F4 STM DUAL, a lens capable of recording “spatial video,” which is a type of 3D footage with a sense of depth, for the Apple Vision Pro. Through these developments, Canon has been helping to expand the range of expression available in 3D VR.

    At the Worldwide Developers Conference (WWDC), hosted by Apple on June 9, 2025, Apple announced visionOS 26, the newest OS for the Apple Vision Pro. In conjunction with this announcement, two of Canon’s RF lenses for 3D VR video, RF5.2mm F2.8 L DUAL FISHEYE and RF-S3.9mm F3.5 STM DUAL FISHEYE, will offer native playback of “APMP,” which will be supported by visionOS 26, scheduled to be released in the latter half of 2025. Specifically, footage shot with these lenses and compatible cameras [2] can be converted to “APMP” using the EOS VR Utility [3] app, making it even easier for users to enjoy a high-quality, immersive experience with the Apple Vision Pro.

    By updating EOS VR Utility, the RF-S7.8 mm F4 STM DUAL will also be able to handle not only “spatial video” but also “spatial photo,” which is a 3D image that allows users to enjoy a sense of depth as a still image, when combined with Canon’s mirrorless camera models EOS R7 (released in June 2022) and EOS R50 V (released in May 2025). Additionally, in mid-July 2025, the EOS R50 (released in March 2023) will also be made compatible with the EOS VR SYSTEM through a firmware update, thereby enabling both “spatial video” and “spatial photo.”

    Going forward, Canon will further strengthen the EOS VR SYSTEM in collaboration with Apple to meet the creative needs of pro users who strive to produce stunning immersive video as they explore new ways of storytelling.

    “The concerns of retaliation and this war escalating are huge, especially closing of the Strait of Hormuz by Iran is something that would be extremely dangerous and not good for anybody,” Kaja Kallas told reporters ahead of a meeting with EU foreign ministers.

    Iran’s Press TV reported on Sunday that Iran’s Supreme National Security Council needed to make a final decision on whether to close the strait, after parliament was reported to back the measure. About 20% of global oil and gas demand flows through the channel.

    Manchester City and Juventus reached the last 16 of the FIFA Club World Cup on Sunday while Real Madrid moved closer with a gritty win over Pachuca despite playing nearly the entire match with 10 men.

    Pachuca, Al Ain and Wydad Casablanca joined previously eliminated Auckland City, Ulsan, Urawa Red Diamonds and Los Angeles FC in exiting the tournament in the United States.

    In Philadelphia, 20-year-old Turkiye international forward Kenan Yildiz scored twice as Juventus routed Morocco’s Wydad Casablanca 4-1 to clinch a knockout phase spot with a game to spare.

    Abdelmounaim Boutouil gifted the Italian club the lead with a sixth-minute own goal and Yildiz doubled the advantage by thumping a 20-yard effort into the top-right corner.

    Thembinkosi Lorch narrowed the deficit, lifting a shot over goalkeeper Michele Di Gregorio after Nordin Amrabat’s defense-splitting pass.

    In January 2025, we uncovered the SparkCat spyware campaign, which was aimed at gaining access to victims’ crypto wallets. The threat actor distributed apps containing a malicious SDK/framework. This component would wait for a user to open a specific screen (typically a support chat), then request access to the device’s gallery. It would then use an OCR model to select and exfiltrate images of interest. Although SparkCat was capable of searching for any text within images, that campaign specifically targeted photos containing seed phrases for crypto wallets. The malware was distributed through unofficial sources as well as Google Play and App Store. Now, we’ve once again come across a new type of spyware that has managed to infiltrate the official app stores. We believe it is connected to SparkCat and also targets the cryptocurrency assets of its victims.

    Here are the key facts about this new threat:

    • The malware targets both iOS and Android devices, and it is spreading in the wild as well as through the App Store and Google Play.
    • On iOS, the malicious payload is delivered as frameworks (primarily mimicking AFNetworking.framework or Alamofire.framework) or obfuscated libraries disguised as libswiftDarwin.dylib, or it can be embedded directly into the app itself.
    • The Android-specific Trojan comes in both Java and Kotlin flavors; the Kotlin version is a malicious Xposed module.
    • While most versions of this malware indiscriminately steal all images, we discovered a related malicious activity cluster that uses OCR to pick specific pictures.
    • The campaign has been active since at least February 2024.

    It all began with a suspicious online store…

    During routine monitoring of suspicious links, we stumbled upon several similar-looking pages that were distributing TikTok mods for Android. In these modified versions, the app’s main activities would trigger additional code. The code would then request a Base64-encoded configuration file from hxxps://moabc[.]vip/?dev=az. A sample decoded configuration file is shown below.

    The links from the configuration file were displayed as buttons within the app. Tapping these opened WebView, revealing an online store named TikToki Mall that accepted cryptocurrency as payment for consumer goods. Unfortunately, we couldn’t verify if it was a legitimate store, as users had to register with an invitation code to make a purchase.

    Although we didn’t find any other suspicious functionality within the apps, a gut feeling told us to dig deeper. We decided to examine the code of the web pages distributing the apps, only to find a number of interesting details suggesting they might also be pushing iOS apps.

    From 16 to 20 June, the European Anti-Fraud Office (OLAF) and the European Union Agency for Law Enforcement Training (CEPOL) jointly delivered the Anti-Fraud Intelligence Analysis training (AFIA2025) in Budapest, Hungary. The course brought together 26 operational intelligence analysts from 12 EU Member States, as well as representatives from Europol and Ukraine.

    The training focused on enhancing participants´ skills and preparedness in preventing, detecting, analysing, and investigating fraud, with the goal of safeguarding the financial interests of the European Union and its Member States. The attendees, drawn from Financial Intelligence Units (FIUs), customs authorities and law enforcement, had the opportunity to examine various fraud patterns, deepen their understanding of the EU’s anti-fraud architecture, and exchange expertise on investigative and analytical methods. 

    AFIA2025 marks the third edition of this specialised training course, jointly delivered by OLAF and CEPOL with CEPOL’s financial and administrative support. The curriculum is revised annually based on participant feedback and evolving operational needs, ensuring it remains aligned with the latest challenges in the anti-fraud landscape.

    The training featured both practical and technical elements, with a strong emphasis on the use of analytical tools for fraud detection and investigation. Notably, this year’s edition showcased only open-source and freely available tools and OSINT (Open-Source Intelligence) resources. The OLAF trainers, themselves highly experienced in complex fraud analysis, demonstrated how effective investigations can be conducted while optimising resources and minimising costs.

    Dundee has been recognised as one of 112 cities worldwide for its environmental leadership and transparency.

    The list, co-ordinated by charity CDP, gives cities rankings based on their climate action with Dundee City Council being awarded an A rating for 2024 and included for the third consecutive year.

    Dundee City Council is listed alongside only three other Scottish local authority recipients, which include Glasgow City Council, City of Edinburgh Council and Perth & Kinross Council.

    CDP is a not-for-profit organisation that runs the global disclosure system for companies, cities, states and regions to manage their environmental impacts.

    Climate, Environment & Biodiversity Depute Convener Cllr Nadia El-Nakla said: “Dundee is rightfully being recognised as a leader on environmental action receiving the highest possible rating from CDP for best practice in adaptation, mitigation, setting ambitious goals and progress towards those objectives.

    “The work being carried out is very positive, however the scale of the challenge we still face is considerable with no one organisation or single solution able to address the issues.

    June 23, 2025 – Sainte-Anne-des-Plaines, Quebec – Correctional Service Canada

    On June 22, 2025, during the 11 p.m. count in the minimum-security unit at Archambault Institution, a multi-level security federal institution, staff members discovered that Richard Plourde was not accounted for.

    The Correctional Service of Canada (CSC) immediately contacted the Sûreté du Québec and a warrant for his arrest has been issued.

    Richard Plourde is 62 years old, measures 178 cm (5′10″) in height and weighs 105 kg (231 lb). The offender has a fair complexion, brown eyes and grey hair. He has a tattoo of a skull bone and hand on his right shoulder, a rose on his abdomen and the letters R.P. on his right arm.

    The offender is currently serving a life sentence for second-degree murder.

    Anyone who has information on the whereabouts of Richard Plourde is asked to contact the police.

    CSC will investigate the circumstances of this incident and is working with the police to locate the offender as quickly as possible.

    CSC has given the police all of the information available to help arrest the offender.

The examination will be held on October 25 in Shenzhen and Zhuhai, Guangdong. Eligible applicants can apply to sit for the examination through the website of the MoJ from June 25 to July 4.     The GBA Examination has been held four times. Currently, over 560 Hong Kong and Macao legal practitioners have passed the examination and obtained the Lawyer’s License (Guangdong-Hongkong-Macao Greater Bay Area) to provide legal services in the nine Mainland municipalities in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) on specified civil and commercial matters to which the Mainland laws apply. The period of the pilot scheme for Hong Kong and Macao legal practitioners to practise in the nine Mainland municipalities in the GBA has been extended until October 4, 2026. The practice experience threshold for enrolment in the GBA Examination has also been lowered from five years to three years.
     
    The Secretary for Justice, Mr Paul Lam, SC, said, “As the GBA Examination continues to be held and the team of GBA lawyers continues to grow, the pilot scheme fully harnesses the GBA’s unique advantage of ‘one country, two systems and three jurisdictions’, contributing to the construction of rule of law in the GBA. The pilot scheme will expire next year. We will actively strive for the scheme of GBA lawyers to be regularised.”
     
    The DoJ will continue to work closely with authorities including the MoJ and the Department of Justice of Guangdong Province in their work to implement the fifth GBA Examination and provide training for GBA lawyers.

    We were called at 14:21hrs on Sunday, 22 June to reports of a stabbing in Hanworth Road, near the junction with School Road.

    Officers responded with paramedics from the London Ambulance Service. A 22-year-old man was treated for stab wounds before being taken to hospital where he sadly later died. His next of kin has been informed.

    Detectives from the Met’s Specialist Crime Command are leading the investigation and enquiries are ongoing. A crime scene remains in place.

    Detective Chief Inspector Wayne Jolley said: “My thoughts are with the family and friends of the victim at this incredibly difficult time.

    “This incident happened in a busy part of Hounslow during the middle of the afternoon. It’s vital we hear from anyone who was in the area and witnessed the attack, the moments leading up to it, or the aftermath.

    “If you think you might have caught any dash cam or mobile phone footage, please contact the police as soon as possible.”

  • MIL-OSI Africa: Constitutional Court a beacon of democracy

    President Cyril Ramaphosa has used his weekly newsletter to call on all South Africans to “honour the proud history” of the Constitutional Court.

    “This year marks 30 years since the court convened for the first time, marking a new, bold chapter of our democratic journey. 

    “The imperative for the establishment of a specialised constitutional court was a key facet of the multiparty negotiations that preceded the democratic transition,” the President said.

    The court was established during a precarious time in South Africa where the country was in transition from apartheid towards a democratic order.

    “Whilst some believed that existing structures such as the Supreme Court could perform this task, the African National Congress advocated for a new court that was untainted by the past. 

    “Just as drafters of the constitution itself drew heavily on the experiences of other countries – when considering the model of the court we looked to other jurisdictions for inspiration.  One of these was Germany’s Federal Constitutional Court that was established in 1951.

    “In this respect, this proud institution of our democracy is the product of constitutional solidarity. It draws on the wisdom and support of international partners, yet remains uniquely South African in its outlook, its orientation and values,” the President said.

    Over the past 30 years, the court has made some far-reaching and landmark judgments including those related to prisoner voting rights and HIV/AIDS treatment.

    “Yet its less well-known judgments that have had equally dramatic impact on matters such as upholding the rights of pensioners to not having their old age grants disrupted, the rights of smallholder farmers to not have their livestock impounded under colonial-era ordinances, the rights of women in customary marriages, and upholding the rights of rail commuters to safety,” he highlighted.

    President Ramaphosa noted that the diverse composition of the bench of judges has “played an important role in shaping the court’s jurisprudence”.

    “In 2007 former Chief Justice Pius Langa highlighted the centrality of judicial diversity, saying this was not confined solely to an appropriate racial or gender mix, but that a wide range of views and life experiences are represented.

    “Judicial diversity, Justice Langa said, is likely to increase judicial dissent, and hence improve the quality of decisions,” he said.

    The President highlighted that throughout its life, the court has delivered on its work “without fear or favour, not hesitating to hold even the most powerful in society to account” – ensuring public trust in the institution.

    “An Ipsos poll released earlier this year found that most South Africans view democracy, human rights and the rule of law as universal values that all nations deserve and must aspire towards. 

    “The majority of respondents also believed that South Africa is a good example of a democracy, and has a responsibility to be a moral leader in the world. This confidence is a result of the abiding trust the public has in our Constitutional Court.

    The Meteorological Centre in Jaipur has issued an orange alert for heavy to very heavy rainfall in parts of eastern Rajasthan, forecasting intense weather conditions over the next 24 hours.

    According to Radheshyam Sharma, Director of the Meteorological Centre, a cyclonic circulation over western Uttar Pradesh is currently influencing the region’s weather. “This system is causing moderate to heavy rainfall in several parts of eastern Rajasthan, including Baran, where 190 mm of rain has already been recorded,” he said.

    He added that the impact is likely to persist for the next two to three days, with thunder and heavy downpours expected to continue. The Kota division—comprising Baran, Kota, Bundi, and Jhalawar districts—has been placed under an orange alert, indicating the possibility of more than 200 mm of rainfall within a 24-hour period.

    Elsewhere, districts in the Jaipur, Udaipur, and Bharatpur divisions are also likely to experience moderate to heavy showers during this period. Residents have been advised to remain cautious and take necessary safety measures.

    The India Meteorological Department (IMD) has further reported that the southwest monsoon is expected to advance into parts of Delhi, Chandigarh, Haryana, western Uttar Pradesh, Punjab, and Jammu & Kashmir over the next two days, with conditions favourable for its continued progress.

    In the Delhi-NCR region, the IMD has issued a ‘yellow alert’, warning of light to moderate rain, thunderstorms, and gusty winds reaching 30–40 km/h. Neighbouring cities like Gurugram and Faridabad are also under similar alerts.

    Meanwhile, heavy rainfall is expected to continue in Northeast India for the next three days, adding to the widespread monsoon activity across the country.

    Authorities have urged citizens in the affected areas to stay updated with official forecasts and follow advisories issued by local administrations.

  • MIL-OSI United Nations: 21 June 2025 Departmental update WHO publishes 54 pathogen background documents to support safe water and sanitation systems

    In a move to strengthen global efforts against waterborne disease, WHO has released 54 WASH-related pathogens new technical background documents — announced yesterday at a global water microbiology conference in the Netherlands — that capture the latest science on pathogens linked to drinking-water and sanitation systems.

    Unsafe water, inadequate sanitation and poor hygiene (WASH) continue to expose billions of people to harmful pathogens every day. These systemic failures are responsible for more than 1.4 million preventable deaths each year, disproportionately affecting young children.

    The newly published documents offer a detailed overview of pathogens that pose a risk through water, sanitation, or both. WHO has included documents for several pathogens not traditionally considered waterborne, but for which questions have been raised about possible transmission through drinking-water.

    Each background document provides a concise summary of the current science. This includes information on human health impacts, disease patterns, modes of transmission, and sources of faecal contamination. The profiles also detail how these pathogens occur in the environment – including in various parts of the water cycle – and how they are detected, prevented, and managed within drinking-water and sanitation systems.

    The technical package also features a list of the top 10 water- and sanitation-related pathogens, developed to spotlight priority threats, raise awareness and support clear communication of the evidence and actions outlined in the background documents. Well-managed sanitation and drinking-water systems will effectively control WASH-related pathogens, including these top 10.

    This summary, along with the background documents, is being launched at WaterMicro25, the 22nd Health Related Water Microbiology Conference today, in the Netherlands.  Based on burden of disease data, evidence of WASH transmission and concerns such as antimicrobial resistance, the Top 10 pathogens include diarrhoea genic and enterohaemorrhagic Escherichia coliVibrio choleraeSalmonella spp., ShigellaCampylobacterCryptosporidium, rotavirus, norovirus, adenovirus and hepatitis A.

    “We know what’s making people sick and we know how to stop it,” said Bruce Gordon, Head of WHO’s Water, Sanitation, Hygiene and Health Unit. “Safe drinking-water, sanitation systems and strong regulations are the foundation for public health – yet millions still lack access to them. A key is for all countries to work within their means and make gradual improvements within their systems to stop these pathogens.”

    A global problem, a preventable burden
    Many of these pathogens are transmitted not just through drinking-water, but also through contaminated food, hands and the environment. Poorly managed sanitation systems, unreliable water supply and exposure to animal waste all contribute to transmission.

    Although vaccines exist for some of these diseases – including cholera, rotavirus, typhoid and hepatitis A – most remain preventable only through long-term WASH investments, such as:

    “Effective WASH, which can stop all pathogens, is an essential complement to vaccination,” said Dr Sophie Boisson, Lead Epidemiologist in WHO’s Water, Sanitation and Hygiene Unit. “Effective WASH provides the multiple barriers that stop transmission of over 50 waterborne pathogens – viruses, bacteria and protozoan parasites.”

    WHO’s call to action
    The background documents are supporting information for WHO’s Guidelines on sanitation and health and/or the Guidelines for drinking-water quality. They are intended to help public health practitioners assess and manage risks in water and sanitation systems more effectively.  WHO supports countries to develop WASH standards, build workforce capacity and monitor progress through global efforts such as the WHO/UNICEF Joint Monitoring Programme for Water Supply, Sanitation and Hygiene (JMP) and the UN-Water Global Analysis and Assessment of Sanitation and Drinking-Water (GLAAS).

    By identifying the pathogens that matter most – and the systems that can stop them – WHO aims to strengthen disease prevention from the ground up.

    “It’s time to align public health strategies with water and sanitation realities,” added Boisson. “Without addressing the root causes of pathogen transmission, we will keep responding to outbreaks rather than preventing them.”

    Clifton George, 44 (13.03.81), of Dumont Road, Hackney, was charged on Sunday, 22 June with the murder of 46-year-old Annabel. He was also charged with arson with intent to endanger life.

    He has been remanded in custody to appear at Thames Magistrates’ Court on Monday, 23 June.

    Annabel died on Tuesday, 17 June, having been found with stab wounds at an address on Dumont Road.

    A man was arrested for murder at the scene shortly after officers arrived and taken to hospital with slash injuries. He was later discharged and released into police custody before being charged.

    Acting Detective Chief Superintendent Brittany Clarke, who is in charge of policing for the Central East Basic Command Unit, said:

    “Our thoughts continue to remain with the family and friends of Annabel as they navigate this devastating loss.

    “We ask that the public refrain from speculation and respect their privacy at this time, and we thank the Hackney community for their ongoing support.”

    Police were called at 04:57hrs to reports of a gas explosion with a person trapped inside and attended alongside the London Ambulance Service and the London Fire Brigade.

    Despite their efforts, Annabel was sadly declared dead at the scene.

    Her family continue to be supported by specialist officers.
