    Based on the results of the qualifying stage competition The members of the competition committee selected 12 subjects of the Russian Federation that will continue the competition for the title of “Capital of Financial Culture”. They are Altai Krai, Bryansk Oblast, Kaliningrad Oblast, Kemerovo Oblast – Kuzbass, Krasnoyarsk Krai, Nizhny Novgorod Oblast, Primorsky Krai, the Republic of Bashkortostan, the Republic of Sakha (Yakutia), Stavropol Krai, Ulyanovsk Oblast, and the Chuvash Republic.

    The finalists will present projects to improve financial literacy and form a financial culture, which they plan to implement in the region. The results of the competition will be announced in March 2025 at the site of the National Center “Russia”.

    As M23 rebels continue to gain ground in South Kivu in the eastern Democratic Republic of the Congo (RDC), the country’s top UN humanitarian official has told UN News that increasing “complexity and needs” are fuelling a crisis which had already left more than a million people displaced before the latest surge in fighting.

    The frontline is getting closer to Kavumu Airport,” warned Bruno Lemarquis on Wednesday.

    Following the fall of regional capital Goma, in North Kivu, at the end of January, the Rwanda-backed M23 armed group is now making headway against Congelese Government forces towards Bukavu, the capital of South Kivu.

    Kalehe, a major city in the province, fell around midday on Wednesday local time, the Humanitarian Coordinator reported. The city is only 20 miles away from Kavumu, which is home to the province’s main airport.

    The commercial airfield – a 20 mile drive from Bukavu – is mainly being used for military operations by Kinshasa’s beleaguered regular forces.

    Until recently, it was our main lifeline for bringing personnel to South Kivu,” said Mr. Lemarquis.

    But as with the Goma airport, which remains non-operational, that window has now closed.

    A historically dire situation

    Before the M23’s latest offensive at the beginning of the year, Mr. Lemarquis recalled that the humanitarian situation in South Kivu was already dire.

    Roughly 1.65 million people, or just over 20 per cent of the province’s population, had been displaced for a wide range of reasons.

    There are other conflicts in the province, community tensions, tensions related to land,” he explained.

    South Kivu is also prone to natural disasters, including landslides on the shores of Lake Kivu, which are responsible for many displacements.

    “So, we had a major humanitarian operation running in South Kivu,” said Mr. Lemarquis.

    The recent advances of the M23 rebels, whose incursion in South Kivu is the first since the withdrawal of the UN Stabilization Mission in the DRC (MONUSCO) from the province in June 2024, are compounding historic problems.

    “This will only add complexity and needs,” the Human Coordinator said.

    At least 170,000 new displacements

    Mr. Lemarquis estimated that the recent clashes in the province had displaced at least 170,000, a figure that does not include estimates for the past two weeks.

    The Humanitarian Coordinator also noted an influx of people moving towards Bukavu, where nearly 1.3 million people already reside.

    “Depending on how the situation evolves, in the coming days, we can imagine that there will be an even larger influx of population towards the city of Bukavu, then out of the city, towards the South,” he explained.

    Such an outcome, he added, would hinder vulnerable people’ access to health and social services.

    Risks of epidemics

    Mr. Lemarquis also voiced concern over the spread of infectious diseases as fighting continues in South Kivu, a province rife with cholera.

    “When essential services are impaired, this can lead to epidemic outbreaks,” he warned.

    This is especially worrisome, he added, because the province is currently the global epicentre of a new mpox strain, known as clade 1b, which is particularly prevalent around Kalehe, the city now controlled by M23.

    No humanitarian access to the South

    On a positive note, the Humanitarian Coordinator said that the road from Goma to Minova, the first South Kivu town conquered by the M23 in mid-January, is no longer closed.

    “There were a few rather difficult days for our humanitarian colleagues because of the fighting,” he acknowledged. “But now access has been restored.”

    Further South in the province, however, humanitarian access has been cut off.

    For quite some time, the road between Goma and Bukavu has not been accessible,” he said.

    Alternative pathways, including via Lake Kivu, which borders the province and connects Goma in the north to Bukavu in the south, have also been cut off.

    There aren’t many alternative routes, the airport being the main access route,” he acknowledged.

  • MIL-OSI United Nations: Political solution to end war in Yemen is achievable, UN envoy says

    A lasting peace is still possible in Yemen but requires commitment, courage, and action from all sides, the UN Special Envoy for the country told the Security Council on Thursday. 

    Hans Grundberg briefed on latest political developments in the country, where Houthi rebels, also known as Ansar Allah, and Government forces, backed by a Saudi-led coalition, have been battling for power for more than a decade.

    He spoke alongside UN Emergency Relief Coordinator Tom Fletcher who updated on the “perilous” humanitarian situation there and the need for the Council’s support. 

    Respite in the region 

    Mr. Grundberg highlighted recent events that have occurred in the region.

    We have witnessed a significant, albeit fragile, development in the Middle East with the ceasefire in Gaza,” he said.

    We have also seen a cessation of attacks by Ansar Allah on vessels in the Red Sea and targets in Israel. This tentative reduction in hostilities, along with the release of the crew of the Motor Vessel Galaxy Leader, is a welcome relief.”

    He urged the international community to build on this opportunity for further de-escalation, while also acknowledging the magnitude of remaining challenges. 

    Detentions threaten aid delivery 

    He noted, however, that January saw a “fourth wave of arbitrary detentions” of UN staff by the Houthis, which was “a deeply troubling development.”  

    The Houthis are holding dozens of personnel from the UN, national and international non-governmental organizations, civil society and diplomatic missions – some for years.

    He said these detentions are not only a violation of fundamental human rights but also a direct threat to the UN’s ability to provide humanitarian assistance to millions. 

    Even more deplorable is the death, while detained by Ansar Allah, of a UN colleague working for the World Food Programme (WFP),” he said. 

    He joined the UN Secretary-General in calling for an investigation into the death, and for anyone found responsible to be brought to justice. 

    Military operations and hardships continue 

    The Special Envoy noted that regrettably, military activity has continued in Yemen, with reports of movement of reinforcements and equipment towards the frontlines, as well as shelling, drone attacks and infiltration attempts by the Houthis on multiple frontlines.  

    I call on the parties to refrain from military posturing and retaliatory measures that could lead to further tension and risk plunging Yemen back into conflict,” he said. 

    He also expressed deep concern over the rapidly deteriorating economic situation, affecting both Government- and Houthi-controlled areas. 

    For example, the city of Aden, which is under Government control, went without electricity for three consecutive days last week, prompting people to take to the streets.  Moreover, the continued depreciation of the Yemeni Riyal has also sent prices soaring. 

    These hardships are symptoms of the failure to achieve a sustainable political resolution. Without the prospect of peace, there can be no prosperity,” he said.  

    US terrorist designation 

    Mr. Grundberg also addressed the recent move by the United States to re-designate the Houthis as a Foreign Terrorist Organization.  President Donald Trump signed an Executive Order on 22 January that is scheduled to take effect within 30 days.

    He stressed that while clarifications are being sought, “it is important that our efforts to advance the peace process are protected.” 

    Over the past month, the UN envoy has continued active engagement with all regional and international actors, most recently in Washington.  

    “My message to all remains that only a political settlement of the conflict will support the Yemenis in their aspirations for lasting peace. It is achievable, it is possible, and it is pragmatic,” he insisted. 

    Follow the roadmap 

    He said the elements of the roadmap for peace already provide a framework for the way forward, and the parties committed to a nationwide ceasefire as the first step. This would in turn pave the way to a structured political process through inclusive negotiations under the auspices of the UN. 

    Concluding his remarks, Mr. Grundberg was adamant that a sustainable resolution to the conflict is still possible, saying the parties must engage in good faith and take the necessary steps to turn commitments into reality. 

    “I am aware that some think that they could get a better outcome through the resumption of full-scale military operations. I want to be clear: this would be a mistake for Yemen, and a mistake for the stability in the wider region,” he warned. 

    Millions in need 

    Mr. Fletcher, the UN’s top aid official, also highlighted the death of the WFP staff member in Yemen and the need to protect humanitarian workers. He said the latest humanitarian appeal for the country shows that 19.5 million people require support. 

    “Millions are hungry and at acute risk of life-threatening illness. Children and women make up more than three-quarters of those in need,” he said. 

    Last month, WFP reported that 64 percent of the population was unable to meet their minimum food needs, up three percentage points from November. He feared this will again increase due to lean season scarcity and rising food prices. 

    Meanwhile, some 3.2 million children are not in school, while half of all under-fives are acutely malnourished. Seventy per cent of three and four-year-olds have not been fully vaccinated, and youngsters under five “are dying at a horrific rate, mainly from preventable or treatable conditions – in 2023, an average of five every hour. “ 

    Temporary aid freeze in Sa’ada 

    Mr. Fletcher said that despite significant risks, humanitarian operations are largely continuing, however the detention of more UN staff has led to some “tough decisions”.   

    The UN has been forced to temporarily pause operations in Sa’ada governorate due to safety and security risks but is taking steps towards resuming once security guarantees have been obtained. 

    “Globally, humanitarians are overstretched, underfunded and under attack,” he said. “We face this growing challenge in a spirit of cooperation and pragmatism, guided by the urgent needs of those we serve.” 

    Appeal for support 

    Mr. Fletcher said that “the situation in Yemen is perilous,” and asked Council members to help release UN and civil society staff, return UN operations to full capacity, and to avoid taking actions which affect access of civilians to essential services. 

    “Political and security decisions should not punish affected communities by limiting the flow of essential commodities into Yemen,” he said.  

    “This is a tough place for us to deliver humanitarian support. And I recognize that it is a tough place for you to get the political judgements right,” he added. “But we must be brave, principled, and unflinching in our effort to save lives.”

    Alberta’s government is investing $55 million from the industry-funded TIER program to help industries, big and small, test and implement the technologies they need to keep leading the world. Delivered through Emissions Reduction Alberta, this funding will help 15 projects develop cutting-edge technologies that could one day be used across Canada and around the world.

    “When it comes to innovation, Alberta’s track record is second to none. This funding will help empower our industry and businesses to develop the new technologies that are in demand around the world. This funding is a win-win: creating jobs, reducing emissions, and strengthening our economy for the benefit of all Albertans.”

    This funding will support projects across the economy, including the energy, newsprint, cement, water treatment, dairy and forestry sectors.     Funding ranges from $500,000 to $10 million for each project, including:

    • $10 million to help Alberta Newsprint Company make best-in-class energy efficiency upgrades that will reduce costs and improve the mill’s competitiveness.
    • $8.4 million to help Dairy Innovation West advance a new approach for developing concentrated milk products that can be transported with less energy and further processed into other dairy products, increasing the province’s milk-processing capacity.
    • $7.45 million to help the City of Calgary install a first-in-Alberta and second-in-Canada technology to use thermal energy at the Fish Creek wastewater treatment plant.
    • $4 million to help Lafarge Canada explore using calcined clay in cement products, lowering the overall emission intensity of cement while maintaining strength.
    • $3.7 million to help Flash Forest Inc. advance a proof-of-concept that uses drones, AI-based site selection software and ecological science to speed up and improve tree planting and reforestation. 
    • $2 million to help Merlin Plastics develop a commercial-scale operation that will divert hard-to-recycle plastics from landfills or incineration.
    • $700,000 to help TS-Nano Canada test a new product that will more effectively seal oil and gas wells, reducing potential methane leaks and reducing operational costs.

  • MIL-OSI Security: Stephenville — Man found inside home during residential break and enter tracked by RCMP Police Service Dog Thor

    Following a report of a residential break and enter in progress in Stephenville, 49-year-old Terrance Benoit, who had fled from the home on foot, was tracked and located by RCMP Police Service Dog Thor.

    Shortly after 6:00 a.m. on Wednesday, February 12, 2025, Bay St. George RCMP received the report of a residential break and enter in progress at a home located on Townview Road. Surveillance footage captured a man inside the residence. Police immediately attended the scene and searched the home for the suspect. Officers found fresh footprints in the snow at the back of the residence. RCMP Police Service Dog Thor and his handler, Cpl. Ralph, attended the area and conducted a track which led to a home on Woodland Drive in Stephenville.

    Shortly before 7:00 a.m., Benoit, who matched the individual captured on the surveillance footage, was arrested and was taken into police custody. A number of stolen items, that had been discarded in the snow near Townview Road, were recovered and returned to the owner.

    Later in the day yesterday, a search warrant obtained under the Criminal Code was executed at the residence where Benoit was arrested. Police recovered additional stolen property and other evidence in relation to the break and enter.

    Benoit attended court yesterday charged with break and enter, failure to comply with a condition of a release order and breach of probation. He was held in custody and will appear in court again today.

    On February 12, shortly before the report of this break and enter, police received a number of reports of a suspicious person breaking into vehicles in Stephenville on York Avenue, Fairview Avenue, Gallant Street and Viking Terrace. Those matters remain under investigation.

    Anyone having surveillance footage of a suspicious person in the areas mentioned above or in the area of Townview Road in Stephenville between the hours of 5:00 a.m. and 6:45 a.m. is asked to contact Bay St. George RCMP at 709-643-2118.

    The investigation is continuing.

  • MIL-OSI Security: Detroit Man Sentenced to Prison for Federal Gun Crime

    CHARLESTON, W.Va. – Tristian Gerrell-Robert Murphy, 36, of Detroit, Michigan, was sentenced today to two years and 11 months in prison, to be followed by three years of supervised release, for being a felon in possession of a firearm.

    According to court documents and statements made in court, on June 10, 2024, law enforcement officers conducted a traffic stop of a vehicle driven by Murphy in St. Albans. Murphy admitted to possessing a loaded Smith & Wesson M&P Bodyguard .380-caliber pistol, found by officers under the driver’s seat of the vehicle, and a loaded Taurus 9mm pistol found by officers in the trunk. Murphy admitted that he had recently purchased the two pistols. Officers also found a Smith & Wesson M&P Shield 9mm pistol in the vehicle’s glove box.

    Federal law prohibits a person with a prior felony conviction from possessing a firearm or ammunition. Murphy knew he was prohibited from possessing a firearm because of his prior felony conviction for conspiracy to commit a Hobbs Act robbery in United States District Court for the Eastern District of Michigan on October 21, 2021. In that case, Murphy participated in a sophisticated nationwide crime conspiracy responsible for dozens of “smash and grab” robberies targeting jewelry stores throughout the United States. Murphy was convicted for his role in the robbery of a jewelry store in Jacksonville, Florida, as part of this conspiracy. Murphy and his co-conspirators entered the store while armed with hammers, smashed glass counters and stole diamonds and other jewelry. During the robbery, an employee was pushed to the floor and then dragged to another part of the store.

    At the time of his current offense, Murphy was serving a term of supervised release as a result of his October 21, 2021 conviction.

    United States Attorney Will Thompson made the announcement and commended the investigative work of the St. Albans Police Department and the assistance provided by the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

    United States District Judge Irene C. Berger imposed the sentence. Assistant United States Attorney JC MacCallum prosecuted the case.

    This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

  • MIL-OSI Security: Former University Employee Charged with Selling Stolen Apple Products to Folsom Contact

    SACRAMENTO, Calif. — An indictment was unsealed today charging Tung Pham, 59, of San Jose, with conspiracy to transport stolen property interstate, Acting U.S. Attorney Michele Beckwith announced.

    According to court documents, Pham worked as a facilities and purchasing coordinator for the library of a public university in San Jose. In that position, Pham was entrusted with a university procurement card to purchase necessary items for the library. Pham, however, used the procurement card to purchase, among other things, Apple MacBooks and Apple iPads that he stole and sold to others for personal gain, including a co-conspirator who lived in Folsom. The individual in Folsom resold and shipped the stolen Apple products to buyers outside the State of California.

    This case is the product of an investigation by the IRS Criminal Investigation and the Federal Bureau of Investigation. Assistant U.S. Attorney Matthew Thuesen is prosecuting the case.

    If convicted, Pham faces a maximum statutory penalty of five years in prison and a $250,000 fine. Any sentence, however, would be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. The charge is only an allegation; the defendant is presumed innocent until and unless proven guilty beyond a reasonable doubt.

    Washington, D.C. – U.S. Senator Ben Ray Luján (D-N.M.) joined U.S. Senator Jacky Rosen (D-NV) and 13 of their Senate colleagues in a letter urging the Trump administration to exempt seasonal firefighters from the federal hiring freeze. Reports emerged last week indicating that the federal funding freeze is preventing the hiring and onboarding of seasonal firefighters, a workforce that already struggles with recruitment and retention. This comes as the West continues to be ravaged by deadly wildfires.

    “We write today following reports that hiring and onboarding for federal seasonal firefighters has stopped due to the Trump Administration’s federal hiring freeze,” wrote the Senators. “We are extremely concerned to hear that this is happening across the U.S. Forest Service, Bureau of Land Management, and National Park Service ahead of what’s expected to be another devastating wildfire year.”

    “Although there is an urgent need to hire more federal firefighters, the Trump Administration’s hiring freeze does the opposite and is pausing hiring at a critical time for this already understaffed workforce,” they continued. “We urge you to put the safety of families and communities across the country first and allow the federal seasonal firefighter hiring process to continue without delay.”

    WaPo Report: Farmers on the hook for millions after Trump freezes USDA funds

    Washington, D.C. – U.S. Senator Ben Ray Luján (D-N.M.), a member of the Senate Committee on Agriculture, Nutrition, and Forestry, issued the following statement after voting against the nomination of Brooke Rollins to serve as Secretary of the Department of Agriculture:

It is unacceptable that our farmers, ranchers, and acequia parciantes are now caught in the crosshairs of Elon Musk’s political agenda – left on the hook for millions of dollars that the federal government promised them. This isn’t about politics – it’s about real people who are being abandoned by the administration despite their critical role in providing for all Americans.

Senator Tuberville specifically mentioned Kash Patel’s nomination for Director of the Federal Bureau of Investigation (FBI) and Linda McMahon’s nomination for Secretary of Education (ED)—who both have hearings today.

    ON LINDA MCMAHON FOR EDUCATION SECRETARY

    HEMMER: “Sir, we could have thrown a dart and picked any one of a number of topics on this. We’ll start with education. You’re close to this. What happens?”

    TUBERVILLE: “Well, I was with President Trump going to the Super Bowl the other day, and he’s adamant that we get our education back because that’s the future for our country. Our young people are our number one commodity, Bill. […] But at the end of the day, we have got to get back to reading, writing, math, civics—teaching our history to our kids, not indoctrinating our kids. And we’re having a hearing today. I was named the Chairman of the Education and the American Family [sub]committee in the HELP [Committee] this past week. I’m looking forward to having hearings and getting our parents back involved in education. My God, we have turned it over to the teachers and the teachers’ unions. It is out of control. We’ve gotta start teaching again.”

    PERINO: “One of your colleagues, Senator Bernie Sanders—there was a rally against Linda McMahon, the nominee to run the Department. He had this to say. [clip from Sen. Sanders at rally] 

    Why don’t they ever have a rally about the dismal test scores that we see across our nation?”

    TUBERVILLE: “Exactly, Dana. And to go back on this, Bernie Sanders has been the chairman of the HELP, the Health, Education, Labor and Pension Committee, for the past [two] years. I think we’ve had one education hearing. They care nothing about education. They wanna indoctrinate. So, again, we’ve got to get back to doing commonsense things where we all understand that our kids are so important, more important than anything else that we do.”

    ON DOGE SHRINKING THE FEDERAL GOVERNMENT

    HEMMER: “Sir, this is moving all very quickly. And there might be, you know what Democrats are saying about the cuts, etcetera, and how it’s gonna hurt people in the end. Can you understand how there could be a measure of uncertainty for people watching this? And if you do, how would you reassure them that the government will still be there for them when needed and necessary?”

    TUBERVILLE: “Well, all you gotta do is look at what President Trump said during his campaign. Everything’s gonna be about the American people, about America First, about everything within our borders, not outside our borders. And it all, again, goes back to education, crime, all the things that are going on in our country that we gotta get better. So yes, there’s gonna be some cuts. But one thing about it, Bill and Dana, if we don’t cut federal spending, we will not have the country that you and I had a chance to grow up in because we will go bankrupt, which we almost already are. It will get worse and we will become a socialist country that will depend on handouts that we don’t have money for.”

    ON KASH PATEL FOR FBI DIRECTOR

    PERINO: “Kash Patel is the President’s nominee to lead the FBI. There’s another hearing that’s happening as we speak—that’s just getting started. He should be confirmed by the end of this week for sure. […] This is what he said about the FBI back on January 30th. [clip of Patel] 

    What time this week do you believe he will get confirmed after this hearing today?”

    TUBERVILLE: “Well, it’ll probably be next week—we’ll have his first vote to get him out of out of cloture and go into the debate. […] He’s the Democrats’ worst nightmare because he knows what we all know up here—that it’s been all corrupt. You know, we have to take back our country in terms of the weaponized criminal justice system. We made a good start with Pam Bondi, Tulsi Gabbard, all these people that have been put in place. But at the end of the day, it’s got to be Kash Patel who’s over the country’s head police office. And again, Kash has been involved in all of it. He knows where the bodies are buried. The Democrats are scared to death because when he gets in, which he will, he’s gonna start shaking it all up. We’ve got some good people, but he’s got to take politics out of the FBI, and he’s got to put trust back in the FBI for the American people because right now, it is a total disaster up here on the hill and especially in my state of Alabama.”

    HEMMER: “Senator, we’ll let you get back to work. And apparently, there’s a lot of work to be done. So, thank you for your time, Senator Tommy Tuberville. Thank you.”

  • MIL-OSI USA: Boozman, Kennedy, Moran Champion Bill to Protect Veterans’ Second Amendment Rights

    WASHINGTON––U.S. Senators John Boozman (R-AR), John Kennedy (R-LA) and Senate Committee on Veterans’ Affairs Chairman Jerry Moran (R-KS) introduced the Veterans 2nd Amendment Protection Act to ensure veterans do not lose their Second Amendment right to purchase or own firearms when they receive help managing their Department of Veterans Affairs (VA) benefits.

    Because of the VA’s interpretation of current law, the VA sends a beneficiary’s name to the Federal Bureau of Investigation’s National Instant Criminal Background Check System (NICS) whenever a fiduciary is appointed to help a beneficiary manage his or her VA benefit payments. The Veterans 2nd Amendment Protection Act would prohibit the Secretary of Veterans Affairs from transmitting a veteran’s personal information to NICS unless a relevant judicial authority rules that the beneficiary is a danger to himself or others.

    “Veterans must not be required to forfeit the Second Amendment without a careful, constitutional process. Attempting to deprive former servicemembers of firearms for protection or recreation simply because they require assistance managing the benefits they have earned is bureaucracy at its worst. Our legislation would correct this injustice and preserve these law-abiding patriots’ rights,” said Boozman.

    “Our veterans should not receive less due process rights than other Americans just because they served our country and asked the federal government for a helping hand. Under the VA’s interpretation of the law, however, unelected bureaucrats punish Louisiana and America’s veterans by forcing them to choose between their Second Amendment rights and getting the help they need as they manage their financial affairs. I’m proud to introduce the Veterans 2nd Amendment Protection Act to stand up for veterans’ constitutional rights by ending this unfair practice,” said Kennedy.

    “Veterans should never be forced to choose between receiving assistance from VA to manage their benefits and their fundamental Second Amendment rights. Our nation should be encouraging veterans to utilize VA services, not discouraging them by denying them due process. The Veterans 2nd Amendment Protection Act makes certain that the rights of those who have served are protected, and that veterans are not penalized for receiving support that they have earned and deserve,” said Moran.

    “In my view, the beginning of the Trump Administration is showing a contempt for the Constitution and a lawlessness that is dangerous for the republic [add]…” said Senator Peter Welch. “We, each of us, must be custodians of that constitutional order and our role as the legislature, in it. Tough judgments have to be made. My judgment is that the President is showing absolute contempt for the United States Congress. And the next stop is contempt for the United States Judiciary.     During Patel’s confirmation hearing, Senator Welch grilled the nominee about his refusal to acknowledge that President Biden won the 2020 Presidential Election and stressed the importance of combatting any attempt to weaponize the Justice Department and the FBI under the Trump Administration. Earlier this week, Senator Welch reacted to reports that Patel has been personally involved in the Trump Administration’s ongoing efforts to target and fire career FBI agents and officials. Under oath, Mr. Patel told Senator Welch he had no recollection of the purge at the FBI. Senator Welch reacted: 
    “If these reports are true, this is perjury. Under oath, Kash Patel said he had no recollection of any discussions or details about plans to purge career FBI agents—but whistleblowers have revealed that he was not only aware but orchestrating it. Kash Patel’s goal is to wreck the FBI, and my colleagues across the aisle must vote no.”

    Following is UN Secretary-General António Guterres’ message, delivered by Li Junhua, Under-Secretary-General for Economic and Social Affairs, to the high-level dialogue on “Tax Justice and Solidarity:  Towards an Inclusive and Sustainable Common Home”, in Vatican City today:

    The promise to deliver the Sustainable Development Goals (SDGs) is slipping away — in large part due to lack of finance.

    Taxation is vital to closing not only the finance gap, but also the justice and solidarity gap.

    Yet, countries struggle to mobilize resources.  The situation requires a global response. And we are seeing progress — from G20 commitments to negotiations on a United Nations Framework Convention on International Tax Cooperation.

    These efforts are a vital chance to create a framework anchored in inclusivity — essential for legitimacy and efficacy — that supports sustainable development.

    The Pact for the Future also includes a commitment to continue constructive engagement in the process and to explore options for international cooperation on the taxation of the super-rich.

    I urge all countries to keep driving this work forward.  Together, let’s build tax systems with justice, solidarity and inclusivity at their heart.

    The British Columbia Institute of Technology (BCIT) is beginning a major revitalization project on the south side of its Burnaby Campus, which will ultimately enrich the applied educational experience for students and further cultivate a thriving work environment for employees. The BCIT South Campus Infrastructure Renewal project (SCIR) provides a unique opportunity to enhance public spaces, improve accessibility, and create a more vibrant and inclusive campus environment. It will also upgrade aging infrastructure to ensure climate resilience and support sustainability efforts.

    With a $48 million investment from the Province of British Columbia, this phase of the SCIR project encompasses the first three of five separate zones of the project with construction set to begin in early 2026 and to run until 2029.

    “Our government is committed to investing in B.C. to strengthen and diversify it, and the best way to do that, is by investing in the future workers of the province,” said Anne Kang, Minister of Post Secondary Education and Future Skills. “The infrastructure upgrades at BCIT today will create a cutting-edge environment to be the foundation for training and education and foster growth, opportunity, and bigger paychecks for all.”

    “It’s great to see schools like BCIT growing and adapting to meet the diverse needs of their students,” said Bowinn Ma, Minister of Infrastructure. “The updates to the South Campus will enhance the student experience while also providing more staff and visitors with an enriched environment, reflecting our government’s commitment to creating sustainable, inclusive, and resilient communities that foster growth and opportunity for all.”

    An initiative that puts people and sustainability at the forefront

    The project involves significant upgrades to critical underground infrastructure in the South Campus area, including electrical, gas, water, sanitary services, and stormwater systems south of Goard Way. These upgrades will enhance climate resilience and prepare the campus for future developments.

    “The South Campus Infrastructure Renewal Project is vital to BCIT’s future – creating a sustainable, interconnected community that enhances education, supports staff and faculty, and fosters industry collaboration,” said Dr. Jeff Zabudsky, BCIT President. “We thank the Province of British Columbia for investing in this transformative initiative that enables BCIT to continue to deliver on its vision of empowering people, shaping BC, and inspiring global progress.”

    Above ground, the campus will see more open spaces, a restored urban greenway, a campus walkway connecting the new Tall Timber Student Housing building to the core of campus, and upgraded wayfinding, bicycle networks, and accessibility throughout public areas. Additionally, the project will support the continued daylighting of Guichon Creek – creating a natural ecological habitat suitable for salmon.

    Notably – this project also marks the retirement of the Energy OASIS site. This highly successful project built by BCIT’s Smart Microgrid Applied Research Team (SMART) includes a large solar panel canopy, control systems, and EV charging. Over its lifespan, OASIS successfully demonstrated how large-scale microgrids can complement and connect to utility networks as well provide resilience when the grid power is not available. The SMART team continues to leverage the learnings of OASIS and looks forward to sharing updates on future projects soon.

    Throughout the revitalization period, the SCIR will function as a Living Lab for students, faculty, researchers, and industry partners. Students, particularly those in Civil Engineering, Ecological Restoration, and Construction Management, will gain hands-on experience through collaboration with industry professionals involved with the project.

  • MIL-OSI USA: Plan to Audit Utility Company Salaries is Approved

    Governor Kathy Hochul today announced that the New York State Public Service Commission (PSC) has initiated a comprehensive review of utility management compensation following her direction on Tuesday for the Department of Public Service (DPS) to move forward with the audit. This audit follows years of work by DPS to examine utility management structures and seeks to align utility priorities with State objectives, including affordability, reliability, safety, and a cleaner environment. This is part of a comprehensive effort by the Governor to combat rising utility costs and protect consumers, and it builds upon her direction for DPS to reject Con Edison’s rate proposal and her demand that the New York Power Authority suspend its proposed rate increase.

    “New Yorkers deserve fair and transparent utility rates,” Governor Hochul said. “This audit will ensure that utility compensation structures are working for New Yorkers, not rewarding expected behavior. We will hold utilities accountable and ensure their focus is where it should be: delivering reliable, affordable, and high-quality service. At a time when families are facing rising costs, we are taking decisive action to ensure every dollar that customers pay is justified and that utility companies are prioritizing the needs of the people they serve.”

    The audit will focus on compensation for non-union utility management employees statewide and the results will inform future rate cases to protect New Yorkers from unfair rate hikes. Numerous recent management and operations audits of large, investor-owned electric and gas utilities have highlighted meaningful concerns with how utilities administer their programs.

    In a recent audit of Central Hudson, the auditor concluded their bonus structure rewarded financial performance, but only set reliability and service quality metrics at the bare minimum. In the case of NYSEG and RG&E, auditors had to recommend that the companies set performance standards that encourage service improvements. And in other recent audits, including of Con Edison, O&R, and National Grid, auditors found that companies should update their compensation structures to focus on ratepayer-centric goals.

    Commission Chair Rory M. Christian said, “This audit is about accountability. Management compensation is a reflection of a company’s values, and we expect utility values to mirror our own and be focused on providing quality, affordable service to ratepayers.”

    The audit will examine compensation practices at 13 major utilities, including Con Edison, National Grid, Central Hudson, NYSEG, RG&E, and Veolia Water New York. Investor-owned electric and gas utilities have a total of 12.4 million customers in New York State. Findings from the audit will influence future rate cases, providing the PSC with insights into best practices and potential cost-saving measures.

    Over the last four years, Governor Hochul has prioritized energy affordability by:

    • Affordability policy enhancements to expand eligibility in the Energy Affordability Program and creating the Energy Affordability Guarantee, the first-in-the nation pilot program that ensures low-income New Yorkers participating in the EmPower Plus program never pay more than 6 percent of their incomes on electricity and incentivizes them to fully electrify their homes.
    • Budget appropriations to reduce ratepayer costs of EAP that provides critical utility bill relief to low-income New Yorkers.
    • Providing arrears forgiveness of more than $1 billion.
    • State procurements of renewable generation to offset ratepayer costs of developing new clean generation resources
    • $300 million to create power-ready sites for attracting new businesses through the Promote Opportunity with Electric Readiness for Underdeveloped Properties (POWER UP) Fund.

    Assemblymember Didi Barrett said, “As utility rates continue to soar it is imperative that we take a close look at utility company salaries to ensure our constituents across the state are not shouldering the burden of inflated salaries. I thank Governor Hochul for her focus on energy affordability and the Public Service Commission for their support of this audit.”

    Governor Kathy Hochul today announced an exciting addition to the transformative Interstate 81 Viaduct Project’s community engagement toolbox: The launch of the I-81 Connect mobile app. The app builds on the unprecedented community outreach efforts implemented during the project’s planning and environmental phases — which are currently still effective — during construction. The I-81 Connect mobile app incorporates the convenience of 21st century technology into the largest infrastructure project in the New York State Department of Transportation’s history. The app will deliver real-time project updates and travel alerts and allow the Central New York Community to connect with the I-81 Project team directly. A daily tap of the app will enhance everyday life and reduce stress caused by congested commutes, improve traffic flow and increase overall safety.

    “Community engagement does not stop once construction begins,” Governor Hochul said. “The New York State Department of Transportation is building on the robust public outreach that has accompanied every stage of this project, as we step into the future of community engagement with the new I-81 Connect mobile app. Our commitment to ensuring the residents of this community are involved in every aspect of this undertaking will remain strong until the viaduct comes down and the neighborhoods surrounding it are reconnected for good.”

    The I-81 Connect mobile app is a one-stop shop resource that provides users 24/7 access to all aspects of the I-81 Viaduct Project and streamlines communication between the user and NYSDOT. When users navigate to the section titled “Connect with Us” on the app’s home screen, they will be redirected to clickable links that call the I-81 Viaduct Project toll-free hotline or draft an email to the project team. The notification feature on the app provides NYSDOT the ability to send messages about important project information directly to the user’s mobile device. This modernized approach to community engagement cuts out the middleman and allows the public to receive information directly from the source.

    New York State Department of Transportation Commissioner Marie Therese Dominguez said, “The I-81 Connect mobile app is a game changer and reinforces Governor Hochul’s commitment to providing a safe and reliable transportation network, accessible to all. I-81 Connect brings the community and NYSDOT together through the app, on the phone, or online, decreasing anxiety and sharing information. Today, we raised the bar on community engagement!”

    As the first-ever mobile app to be paired with a NYSDOT infrastructure project, I-81 Connect is linked to the project’s website and provides full access to project renderings, contract updates, information and data associated with the first of its kind Local Hire Initiative, an inquiry form for jobseekers, materials and resources for prospective Disadvantage Business Owners and contractors, archived documents, technical details and more. Downloading the app automatically enables users to receive important project updates and traffic alerts on their mobile devices. Additionally, users can opt-in to receive email notifications.

    The I-81 Connect home screen includes a list of categories to help users find what information they are looking for, quickly and efficiently.

    I-81 Connect is an inclusive communications tool that gives the most vulnerable Central New York communities a seat at the table. Members of the community — whether they live in downtown Syracuse or in surrounding suburban and rural areas — will be able to get real time updates and not rely on word-of-mouth or wait to attend a community event, and instead, will be able to engage with a member of the I-81 Viaduct Project team right from the palm of their hand. The I-81 Viaduct Project’s outreach Centers will continue to be open and available to all New Yorkers interested in the project.

    The I-81 Viaduct Project is part of Governor Hochul’s unprecedented commitment to modernize New York State’s infrastructure and invest in projects that promote connectivity and multi-modal transportation opportunities for communities across the State. The project will take down a 1.4-mile stretch of elevated highway that has divided the City of Syracuse for generations and implement a Community Grid that will reconnect neighborhoods, modernize infrastructure, give motorists multiple options to safely access downtown Syracuse and improve mobility for pedestrians and bicyclists.

    Work on the I-81 Viaduct Project has been in progress for two years, with four of the project’s eight contracts in construction and a fifth contract anticipated to start later this spring. Additionally, final design on phase two of the project has begun. The project’s first two contracts focusing on reconstructing the existing I-81/I-481 northern and southern interchanges into Business Loop 81 and I-81, are anticipated to be substantially complete by the end of this year.

  • MIL-OSI Security: Two Kentucky Men Sentenced for Fentanyl Trafficking and Firearm Offenses

    Louisville, KY –Yesterday, two Kentucky men were sentenced for trafficking in fentanyl and possession of a firearm by a convicted felon.   

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Acting Special Agent in A.J. Gibes of the ATF Louisville Field Division, Commissioner Phillip Burnett, Jr. of the Kentucky State Police, and Ron Eckart of the Greater Hardin County Narcotics Task Force made the announcement.

    According to court documents, Dominik Woods, 23, of Bonnieville, Kentucky, was sentenced to 5 years in prison, followed by 4 years of supervised release, for one count of conspiracy to distribute more than 40 grams of fentanyl and one count of possession of a firearm by a convicted felon.   Woods was prohibited from possessing a firearm because he had previously been convicted of the following felony offense.

    On April 9, 2020, in Hardin Circuit Court, Woods was convicted of enhanced trafficking in marijuana, less than 8 ounces, and tampering with physical evidence.

    Joshua Sanders, 36, of Cave City, Kentucky was sentenced to 2 years and 9 months in prison, followed by 3 years of supervised release, for one count of conspiracy to distribute fentanyl and one count of possession of a firearm by a convicted felon. Sanders was prohibited from possessing a firearm because he had previously been convicted of the following felony offenses.

    On June 18, 2009, in Hart Circuit Court, Sanders was convicted of receiving stolen property, firearm.

    On March 29, 2010, in Barren Circuit Court, Sanders was convicted of burglary, second degree, and theft by unlawful taking.

    On December 22, 2010, in Hart Circuit Court, Sanders was convicted of burglary, second degree, and receiving stolen property over $300.

    On January 10, 2018, in Larue Circuit Court, Sanders was convicted of receiving stolen property under $10,000 and possession of controlled substances.

    On January 15, 2019, in Warren Circuit Court, Sanders was convicted of fleeing or evading police, first degree.

    On May 16, 2019, in Barren Circuit Court, Sanders was convicted of fleeing or evading police, first degree.

    There is no parole in the federal system.   

    This case was investigated by the ATF, the KSP, and the Greater Hardin County Narcotics Task Force.

    Assistant U.S. Attorney Joe Ansari prosecuted the case.

  • MIL-OSI Security: U.S. Attorney’s Office Charges Mexican National for Attempted Bribery of U.S. Border Patrol Agent

    ALBUQUERQUE – A Mexican national faces federal charges for allegedly attempting to bribe a U.S. Border Patrol Agent after being apprehended for illegal re-entry into the United States.

    According to court records, on February 8, 2025, Samuel Mendoza-Torres, 29, was taken into custody along with another individual near the Santa Teresa Border Patrol Station. While being transported to the station, Mendoza-Torres allegedly asked the agent, “Can we fix this?” and offered $400 for his release.

    During a post-arrest interview, Mendoza-Torres admitted to escorting illegal immigrants into the United States from Mexico. He also acknowledged knowing that offering money to the Border Patrol Agent was illegal.

    Mendoza-Torres will remain in custody pending trial, which has not been set. If convicted of the current charges, Mendoza-Torres faces 20 years in prison.

    U.S. Attorney Alexander M.M. Uballez, Raul Bujanda, Special Agent in Charge of the FBI Albuquerque Field Office, and Chief Patrol Agent Walter “Neil” Slosar of the U.S. Border Patrol El Paso Sector made the announcement today.

    The Las Cruces Resident Agency of the Federal Bureau Investigation and the U.S. Border Patrol are investigating this case. Assistant United States Attorney Ry Ellison is prosecuting the case.

  • MIL-OSI Security: Georgia Man Sentenced for Distributing Meth and Heroin

    A man who distributed approximately 40 kilograms of methamphetamine and a kilogram of heroin was sentenced February 11, 2025, to more than 19 years in federal prison.

    Manuel Tomas Gaspar, age 25, from Atlanta, Georgia, received the prison term after an August 30, 2024, guilty plea to one count of conspiracy to distribute a controlled substance.

    Information at the sentencing hearing showed that, between December 1, 2023, and February 14, 2024, Gaspar traveled between Georgia and Iowa transporting significant quantities of methamphetamine and heroin.  In January 2024, Gaspar delivered 20 kilograms of methamphetamine and one kilogram of heroin to an individual in Cedar Rapids.  On February 14, 2024, Gaspar was arrested after delivering an additional 20 kilograms of methamphetamine to the same individual in Cedar Rapids.  During that time‑period, Gaspar carried a gun to protect large amounts of drug proceeds and he conducted international wire transfers to the Mexico‑based source of supply. 

    Gaspar was sentenced in Cedar Rapids by United States District Court Chief Judge C.J. Williams.  Gaspar was sentenced to 236 months’ imprisonment.  He must also serve a five-year term of supervised release after the prison term.  There is no parole in the federal system.

    Gaspar is being held in the United States Marshal’s custody until he can be transported to a federal prison.         

    The case was prosecuted by Special Assistant United States Attorney Michael Hudson and Assistant United States Attorney Dillan Edwards and investigated by the Cedar Rapids Police Department, the Drug Enforcement Administration, and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

  • MIL-OSI Security: Sioux City Man Sentenced to Federal Prison for Refusing a Court Order

    A man was sentenced on January 31, 2025, to 24 months imprisonment for contempt of court.

    Joel Perea-Duenas, age 24, from Sioux City, Iowa, received the prison term after a July 30, 2024, guilty plea to contempt of court.

    In the evening hours of June 23, 2020, Perea-Duenas was asked to serve as the getaway driver for a drive-by shooting.  He agreed, put on dark clothing, and joined three armed men in a waiting car.  The attackers drove to the home of their intended victim, but seeing law enforcement in the area, aborted their attack.  Perea-Duenas suggested a secondary target, drove to that new target and identified it to his conspirators.  It was a home, occupied by seven people including children.  One of the gunmen repeatedly fired upon the home hitting the house at least eight times.  Perea-Duenas was later caught by police and admitted he knew about the intended shooting before agreeing to drive, admitted knowing there were people, including children, in the targeted home, and he wanted the shooting to occur to in retaliation against a resident of the home and his family. On November 19, 2021, Perea-Duenas pled guilty to two counts of being a drug user in possession of a firearm and was sentenced to 4 years in federal prison.  

    On October 27, 2022, defendant was called as a witness at the federal sentencing of an accomplice.  He was sworn by the district court judge.  When he was questioned under oath, however, he refused to testify because he did not want to testify.  The district court advised him that he did not have a lawful right to refuse to answer the questions.  Nonetheless, Perera-Duenas persisted in his refusal to testify.  The district court continued the sentencing, in part, to give Perea-Duenas time to reconsider his refusal of the district court’s lawful order.  The sentencing resumed on December 8, 2022.  Perera-Duenas again, communicated his refusal to testify.  He was sent back to federal prison to complete his federal sentence for the firearms charge.

    On October 19, 2023, while he was still in federal prison, he was charged with contempt of court.  On November 20, 2023, he was released from federal prison on the gun charges, he was re-arrested and haled back into federal court to answer for his criminal contempt.  On July 30, 2024, he plead guilty.  He was sentenced on January 31, 2025, in Sioux City by United States District Court Judge Leonard T. Strand to 24 months’ imprisonment.  He must also serve a 3-year term of supervised release after the prison term.  There is no parole in the federal system.

    Judge Strand indicated in sentencing Perea-Duenas that this was the only time in his career as a jurist that he had encountered a refusal to testify of this nature and that the crime had to be sanctioned stiffly to ensure others do not follow suit.  

    United States Attorney Timothy T. Duax said: “refusals to testify, like refusals of court orders generally, strike at the very heart of the American justice system and the rule of law.  As a result, those who disobey lawfully issued court orders risk prosecution and incarceration.”      

    Perea-Duenas is being held in the United States Marshal’s custody until he can be transported to a federal prison.

    The case was investigated by the Sioux City Police Department and prosecuted by Assistant United States Attorney Forde Fairchild.

  • MIL-OSI Security: Former Louisville Attorney Sentenced to Over Three Years In Federal Prison for Defrauding Estates and Beneficiaries

    Louisville, KY – A former local attorney was sentenced yesterday to 3 years and 5 months in federal prison for illegally defrauding several estates and their beneficiaries.  

    U.S. Attorney Michael A. Bennett of the Western District of Kentucky, Special Agent in Charge Michael E. Stansbury of the FBI Louisville Field Office, and Special Agent in Charge Vince Zehme of the FDIC Office of Inspector General made the announcement.

    According to court documents, James Carol Worthington, 59, was sentenced to 3 years and 5 months in prison, followed by 3 years of supervised release, for one count of wire fraud.  Worthington used his role as a trustee to defraud several estates and their beneficiaries of over $585,000. 

    Worthington was also ordered to pay restitution to numerous victims in the total amount of $585,028.91.

    There is no parole in the federal system.

    This case was investigated by the FBI and the FDIC-OIG.

    Assistant U.S. Attorney David Weiser prosecuted the case.

  • MIL-OSI Security: Founder of Purported Artificial Intelligence-Driven Hedge Fund Pleads Guilty to Investment Adviser Fraud

    Defendant Targeted Egyptian-American Coptic Christians and Spent Victims’ Funds on Luxury Goods and Expensive Meals

    Earlier today, Mina Tadrus pled guilty at the federal courthouse in Brooklyn, New York to committing investment adviser fraud in connection with a scheme to defraud investors in Tadrus Capital LLC, a hedge fund Tadrus founded and operated, of more than $5 million.  Today’s proceeding took place before United States District Judge Hector Gonzalez.  When sentenced, Tadrus faces up to five years in prison.    Tadrus was charged in September 2023.

    John J. Durham, United States Attorney for the Eastern District of New York, James E. Dennehy, Assistant Director in Charge, Federal Bureau of Investigation, New York Field Office (FBI) and Harry T. Chavis, Jr., Special Agent-in-Charge, Internal Revenue Service Criminal Investigation, New York Field Office (IRS-CI), announced the guilty plea.

    “The defendant preyed on the Egyptian-American Coptic Christian community by falsely promising that his purported artificial intelligence-driven hedge fund would earn guaranteed annual returns of 30% or more, and taking advantage of their trust for his own personal gain,” stated United States Attorney Durham.  “This Office has prioritized protecting and seeking justice for individual investors in our District and beyond.”

    Mr. Durham expressed his appreciation to the U.S. Securities and Exchange Commission’s New York Regional Office for its assistance in this matter.

    “The only thing more artificial than Tadrus’ AI-driven hedge fund was his sincerity.  He sold a dream to trusting investors and instead of turning their money into profit, he swindled it for his own luxuries.  Today’s plea and forfeiture agreements are just a small step forward for his victims to receive genuine justice,” said Harry T. Chavis, Jr., Special Agent in Charge of IRS-CI New York.

    According to court filings and facts presented during the plea proceeding, Tadrus marketed interests in Tadrus Capital LLC to investors based on false promises that he would employ artificial intelligence-driven trading strategies that would earn them guaranteed annual returns of 30% or more.

    In reality, however, Tadrus did not use investor funds to engage in artificial intelligence-based trading as promised, nor did he engage in any trading activity. Instead, he used investor funds to pay employees, to purchase luxury gifts and expensive meals for himself, and to make Ponzi scheme-like payments to new victim investors.

  • MIL-OSI Security: U.S. Attorney’s Office Charges Isleta Pueblo Man with Unlawfully Possessing a Firearm

    ALBUQUERQUE – A Bosque Farms man has been charged with unlawful possession of a firearm and ammunition by a prohibited person as part of an ongoing effort to combat violent crime and protect families in tribal communities through community-focused initiatives.

    According to court documents, on or about July 14, 2024, Warren Chewiwi, 51, an enrolled member of the Isleta Pueblo, possessed a 12-gauge shotgun. Chewiwi is prohibited by law from possessing any firearm because he has two prior felony convictions and four prior convictions for misdemeanor crimes of domestic violence. Chewiwi’s prior convictions span three different New Mexico sovereigns—the federal government, the State of New Mexico, and the Isleta Pueblo.

    Chewiwi will remain in custody pending trial. At sentencing, Chewiwi faces up to 15 years in prison, followed by three years of supervised release.

    U.S. Attorney Alexander M.M. Uballez made the announcement today.

    The Isleta Pueblo Police Department investigated this case. Assistant U.S. Attorney Zachary C. Jones is prosecuting the case.

  • MIL-OSI Security: Real Estate Executive Charged In Thirty-Million-Dollar Bank Fraud Scheme

    Danielle Sassoon, the United States Attorney for the Southern District of New York, and James E. Dennehy, the Assistant Director in Charge of the New York Field Office of the Federal Bureau of Investigation (“FBI”), announced today the arrest of KEVIN FENG GAO. The Indictment unsealed today charges GAO with committing bank fraud as part of a scheme to steal $30 million intended as an investment in Manhattan real estate. GAO will be presented today before U.S. Magistrate Judge Stewart D. Aaron. 

    U.S. Attorney Danielle Sassoon said: “As alleged, Kevin Gao orchestrated a complex scheme to create a fraudulent, unauthorized bank account and use the account to steal $30 million from a real estate investor. Bank fraud schemes undermine the integrity of our financial system by corrupting it for criminal purposes, and I commend the FBI and our dedicated team of prosecutors for their outstanding work in uncovering this massive fraud.”   

    FBI Assistant Director in Charge James E. Dennehy said: “Kevin Gao allegedly opened an unauthorized corporate bank account to intercept and steal a $30 million investment. This alleged establishment of an illicit bank account wrongfully diverted a significant sum from its intended use. The FBI remains dedicated to apprehending all individuals who implement deceitful measures to steal what is not owed to them.”

    According to allegations in the Indictment:[1] 

    GAO carried out a fraudulent scheme to open and use an unauthorized bank account in the name of a company (the “Management Company”) that managed a real estate development project in Manhattan (the “Real Estate Project”). GAO was an executive at another company that participated in a joint venture to develop the Real Estate Project, but GAO had no authorization from the Management Company to open the account in its name (the “Fraudulent Account”). 

    When GAO applied to open the Fraudulent Account, GAO made false representations to employees of an FDIC-insured bank (the “Bank”), including falsely representing that GAO was opening the Fraudulent Account with the Management Company’s permission. Additionally, when a representative of the Bank asked GAO to provide a copy of the Management Company’s operating agreement, GAO provided a fraudulent document rather than the actual operating agreement. 

    After GAO created the Fraudulent Account, an investment company agreed to invest $30 million in the Real Estate Development managed by the Management Company. But the investment company transferred its $30 million into the Fraudulent Account created by GAO rather than a legitimate account actually held and controlled by the Management Company. GAO then dispersed the $30 million to several accounts under the control of GAO and his co-conspirators.

    GAO, 37, of Queens, New York is charged with one count of bank fraud, which carries a maximum sentence of 30 years in prison. 

    The maximum potential sentence in this case is prescribed by Congress and provided here for informational purposes only, as any sentencing of the defendant will be determined by a judge.      

    Ms. Sassoon praised the outstanding work of the FBI. 

    The case is being handled by the Office’s Illicit Finance and Money Laundering Unit.  Assistant U.S. Attorneys Christopher Brumwell and Maggie Lynaugh are in charge of the prosecution.

    The charges contained in the Indictment are merely accusations, and the defendant is presumed innocent unless and until proven guilty.

  • MIL-OSI Security: Katy Man Sentenced to Prison for Striking Border Patrol Agent With Vehicle and Fleeing During Smuggling Attempt

    DEL RIO, Texas – A Katy man was sentenced in a federal court in Del Rio to 18 months in prison for one count of assaulting, resisting or impeding certain officers or employees.

    According to court documents, Kevin Dominguez, 26, drove a sedan to the U.S. Border Patrol immigration checkpoint, located on U.S. Highway 57 on Aug. 1, 2023. A USBP canine alerted the agents to the trunk, revealing an individual inside. Upon the USBP agent noticing the individual, Dominguez backed up and struck the agent with the vehicle before fleeing the checkpoint. A high-speed chase ensued and a USBP helicopter observed two occupants exit the vehicle into an open field. One of the individuals was located and confirmed to be an undocumented noncitizen from Honduras.

    Dominguez was indicted in a two-count indictment on Sept. 13, 2023, and was arrested Sept. 14. He pleaded guilty on Jan. 24, 2024.

    U.S. Attorney Jaime Esparza for the Western District of Texas made the announcement.

    The FBI investigated the case.

    Assistant U.S. Attorney Matt Kass prosecuted the case.
