    The results of the International Competition of Graduation Qualification Works (Projects) of Bachelors, Specialists, and Masters in Urban Planning, Architecture, Reconstruction and Restoration of Architectural Heritage, Design, and Decorative and Applied Arts “Archgeneration 2024” have been announced. St. Petersburg State University of Architecture and Civil Engineering graduates are among the winners.

    The competition was held from August 26 to September 8, 2024. It was organized by the Siberian Federal University, Vitebsk State University named after P. M. Masherov (Republic of Belarus), the Union of Architects of Russia, the Union of Designers of Russia, the Union of Restorers of Russia and the Service for the State Protection of Cultural Heritage Sites of the Krasnoyarsk Territory.

    351 diploma projects participated in the competition. SPbGASU presented 16 projects in the nominations “Urban development of territories. Bachelor’s degree”, “Urban development of territories. Master’s degree”, “Landscape organization of public spaces. Master’s degree”. All of them were awarded first and second degree diplomas, two received the Grand Prix.

    In the nomination “Urban development of territories. Master’s degree” the Grand Prix was won by Anna Baranova with the topic “Urban development organization of the system of placement of sports infrastructure in St. Petersburg” (supervised by Mikhail Vilensky). In the nomination “Urban development of territories. Bachelor’s degree” the Grand Prix was won by Maxim Kolosov with the work “Refunctionalization of the territory of the Kirov plant in St. Petersburg” (supervised by Mikhail Vilensky, Ksenia Veretennikova, Elena Karpenko).

    The graduates’ supervisors and teachers of the Department of Urban Planning were also awarded laureate diplomas: Head of the Department Yulia Yankovskaya, Associate Professors Ksenia Veretennikova, Mikhail Vilensky, Oksana Peslyak, Assistant Elena Karpenko.

    “It was not easy to choose a direction for the research, but I settled on the topic of sports, since it is an integral part of people’s lives, regardless of whether we are talking about regular sports activities or recreational shooting at a shooting range on a weekend. Today, mass sports are not only leisure, but also a way of life for many city dwellers; it has a direct impact on the general condition of a person, as well as the urban environment in which sports facilities are located. Therefore, the issue of providing the population with the necessary quantity and quality of sports infrastructure for mass sports is very relevant, and its placement and regulation in the city is a problem that requires attention,” said Anna Baranova.

    According to the author of the project, the study of the evolution in the regulation of sports facilities and the assessment of modern urban planning standards for a number of major cities showed that the shortage of sports infrastructure facilities is largely due to the loss of the binding of the regulation system to territorial planning and urban zoning documents. As a possible solution, Anna proposed a territorial model of placement and a model of regulation of sports infrastructure based on the placement and regulation of sports areas.

    “Work on the study was constantly accompanied by curiosity, which was “ignited” by newly discovered facts or random observations of people playing sports in various places in St. Petersburg. My curiosity in this topic has not exhausted itself, so I intend to continue the study,” shared Anna Baranova.

  • MIL-OSI United Kingdom: New appointments to board of Infected Blood Compensation Authority

    Six non-executive directors with experience in healthcare, finance and local government have been appointed to the board of the Infected Blood Compensation Authority.

    The government has made a selection of important appointments to the board of the Infected Blood Compensation Authority (IBCA) today.

    Six non-executive directors (NEDs) have been appointed to the board of IBCA, an independent authority which will deliver compensation to victims of infected blood.

    Three NEDs have been appointed by the Minister for the Cabinet Office, Nick Thomas-Symonds, and three have been appointed by Interim Chair of IBCA, Sir Robert Francis KC.

    So far, the government has paid over £1 billion in compensation to victims of infected blood, and remains committed to start delivering final compensation payments by the end of the year.

    The government has already established a comprehensive compensation scheme in law, which was based on recommendations from the Infected Blood Inquiry and Sir Robert Francis KC.

    These appointments meet the requirements of the Victims and Prisoners Act 2024, which states that IBCA is to consist of non-executive members among other roles.

    The six NEDs are:

    • Russell Frith, Chair of IBCA Audit & Risk Committee, Former Assistant Auditor General of Audit Scotland
    • Deborah Harris-Ugbomah, Founder and President of Lean In London; with extensive experience in risk, assurance and corporate compliance in financial services and the public sector
    • Paula Sussex, Chief Executive Officer, OneID and former CEO, Student Loans Company
    • Gillian Fairfield, Chair of the Disclosure and Barring Service
    • Sir Rob Behrens, outgoing Parliamentary and Health Service Ombudsman in the UK
    • Helen Parker, former Deputy CEO of WHICH? and a committee member of HealthWatch England

    In their roles, they will provide constructive challenge to the IBCA board, which will support IBCA’s decision making as it delivers compensation to the community.

    Their appointments are another important step in establishing IBCA and preparing to deliver compensation which too many people have waited too long to receive.

    Dear Sir/ Madam,

    Implementation of Credit Information Reporting Mechanism subsequent to cancellation of licence or Certificate of Registration

    The Credit Information Companies (Regulation) Act, 2005 (CICRA) stipulates that only Credit Institutions (CIs) can furnish credit information to Credit Information Companies (CICs). Section 17(1) of CICRA mandates that CICs can collect credit information from its member CIs or member CICs only. Therefore, only the entities that are covered under the ambit of section 2(f) of CICRA, 2005 can submit credit information to CICs.

    2. In view of the provisions of CICRA, entities whose licence or Certificate of Registration (CoR) has been cancelled by the Reserve Bank of India, can no longer be deemed as CIs under CICRA and their credit information cannot be accepted by the CICs. In such cases, repayment history of borrowers of these entities is not updated even if these borrowers continue to repay/ clear their dues.

    3. In order to redress the hardship faced by such borrowers, in exercise of the powers conferred by sub-section (vii) of section 2(f) and sub-section (1) of section 11 of CICRA, the Reserve Bank of India directs CICs and CIs to implement a credit information reporting mechanism subsequent to the cancellation of the licence/CoR of banks/ Non-Banking Finance Companies (NBFCs) as given in the Annex.

    4. These CIs shall continue to be governed by the provisions of CICRA, Rules and Regulations framed thereunder and directions issued by the Reserve Bank of India from time to time.

    5. These instructions shall be implemented within six (6) months of the date of the circular.

    Provisions of the credit information reporting mechanism subsequent to cancellation of licence or Certificate of Registration

    1. All CIs, whose licence or CoR has been cancelled by the Reserve Bank of India shall be categorised as “Credit Institutions” under Section 2(f)(vii) of CICRA.

    2. These CIs shall continue to report credit information of the borrowers on-boarded and reported to CICs prior to cancellation of their licence or CoR to all the four CICs till the loan lifecycle is completed or the credit institution is wound up, whichever is earlier.

    3. These CIs shall have access to Credit Information Reports pertaining to only those borrowers which were onboarded and reported to CICs before the cancellation of their licence/CoR.

    4. CICs shall not charge the annual and membership fees from these CIs.

    5. CICs shall tag these CIs as “Licence Cancelled Entities” in the CIR. CICs shall base this tagging on the information available on the website of the Reserve Bank of India or the cancellation of licence order received from RBI.

    6. Provisions of this circular shall also be applicable to those entities whose licence/CoR has been cancelled by the Reserve Bank of India prior to issuance of this circular.

    7. All other instructions regarding credit information reporting by CIs to CICs shall remain unchanged.

  • MIL-OSI Asia-Pac: Hung Shui Kiu site to be sold

    A site at Area 39A and 39B, Hung Shui Kiu and Ha Tsuen in Yuen Long will be sold by open tender from October 18, 2024, to March 21, 2025, the Government announced today.

    The site, Hung Shui Kiu Town Lot No. 10, is located within the Hung Shui Kiu/Ha Tsuen New Development Area, and occupies about 77,737 sq m. It is earmarked for the development of Multi-storey Buildings for Modern Industries (MSBs), for logistics purposes.

    Its maximum gross floor area is 388,685 sq m, of which no less than 20% must be handed over to the Government after completion. The Government or its appointed agency will manage the floor space and lease it to brownfield operators displaced by government development projects.

    The Government highlighted that the site’s Conditions of Sale have been adjusted based on market feedback, The adjustments include a lowering of the plot ratio from seven to five to avoid basement construction costs impacting on overall cost-effectiveness. The proportion of floor space which must be handed over to the Government has also been reduced, from around 30% to 20%.

    The Government added that it will continue to adopt the two-envelope approach, as in the sale of the site located on Yuen Long Fuk Wang Street and Wang Lee Street.

    Under this approach, tenderers must submit two envelopes containing non-premium proposals and premium proposals, respectively, so that the Government can consider non-premium factors, such as how MSBs might drive the development of industries and facilitate consolidation of displaced brownfield operations.

    Separately, the Government announced that the tender period for the aforementioned Yuen Long site will be extended to March 21, 2025, matching the tender closing date of the Hung Shui Kiu lot.

    Explaining the move, the Government said that as both the Hung Shui Kiu and Yuen Long lots are designated for modern logistics use, there were views in the market that it would be better if the industry and investors were able to consider the two sites concurrently.

    Land sale documents for the Hung Shui Kiu lot will be available on the Lands Department website starting from October 18.

    The sale plan can be purchased at the Lands Department’s Survey & Mapping Office, 6/F, North Point Government Offices, 333 Java Road, from October 18 until the close of the tender. Tender details will also be published in the Government Gazette on the same day.

         The “Witty Bear Academy” exhibition is being held by the Electrical and Mechanical Services Department (EMSD) from today (October 10) to October 15 at The Wai, Tai Wai. It aims to promote electrical and mechanical (E&M) safety and energy efficiency, and introduce the E&M industry.
          
         Speaking at the opening ceremony today, the Director of Electrical and Mechanical Services, Mr Poon Kwok-ying, said that the EMSD has been diligently promoting public education and youth development through various channels such as organising activities under the E&M Young Ambassador Programme and deploying a promotion truck, with a view to enabling the younger generation to have a better understanding of the EMSD and the E&M industry to cultivate their interest in joining the industry in the future to unleash their potential and realise their goals.
          
         Admission to the exhibition being held at the L2 Atrium, The Wai, Tai Wai, is free. It features game booths and a virtual reality game. Participants can receive souvenirs after completing the games. Members of the public can also take photos with the EMSD’s mascot, Witty Bear.   • MIL-OSI Asia-Pac: Hong Kong Customs raids suspected illicit cigarette and manufactured tobacco storage centre in Tsuen Wan (with photo)

         Hong Kong Customs yesterday (October 9) raided a suspected illicit cigarette and manufactured tobacco storage centre in Tsuen Wan and seized about 2.3 million suspected illicit cigarettes and about 280 kilograms of suspected duty-not-paid manufactured tobacco, with an estimated market value of about $12.3 million and a duty potential of about $8.8 million.

         During the anti-illicit cigarette operation conducted in Tsuen Wan last night, Customs intercepted a suspicious man moving suspected illicit cigarettes into a warehouse in an industrial building on Wang Lung Street, Tsuen Wan. Subsequently, Customs seized the batch of suspected illicit cigarettes and manufactured tobacco from the warehouse and a truck. The man, aged 35, who claimed to be a driver, was arrested.

         Customs will continue to trace the source of the illicit cigarettes, and the likelihood of further arrests is not ruled out.

         The arrested man has been charged with “dealing with goods to which the Dutiable Commodities Ordinance applies” and will appear at the West Kowloon Magistrates’ Courts on October 12.

         Customs stresses that it is an offence to buy or sell illicit cigarettes. Under the Dutiable Commodities Ordinance, anyone involved in dealing with, possession of, selling or buying illicit cigarettes commits an offence. The maximum penalty upon conviction is a fine of $1 million and imprisonment for two years.

         Police will implement crowd safety management measures and special traffic arrangements in Kowloon and New Territories this weekend (October 12 and 13) to facilitate the holding of the Hong Kong Cyclothon.     On the morning of October 13, the 50km and 32km rides will start at Salisbury Road near the Empire Centre and take route via West Kowloon and New Territories South before finishing at the Jordan Road flyover. Suspension of parking spaces     Six metered parking spaces on Chatham Road South (meter no. 4271A, 4271B, 4272A, 4272B, 4723A and 4723B), five metered parking spaces on Mody Road (meter no. 4263A, 4264A, 4264B, 4265A and 4265B) and six metered parking spaces on Cameron Road (meter no. 4414B, 4415A, 4415B, 4416A, 4416B and 4417A) will be suspended from 8pm on October 12 to 3.30pm on October 13.     All Green Minibus stands, taxi stands, taxi pick-up and drop-off points, loading and unloading bays and on-street parking spaces within the road closure areas in Tsim Sha Tsui will be suspended in phases from 1am on October 13 until the re-opening of roads.     Vehicles will not be permitted to access or leave car parks and hotels in the affected areas during the road closure period.     All vehicles parked illegally during the implementation of the above special traffic arrangements will be towed away without prior warning, and may be subject to multiple ticketing.       Members of the public should pay attention to the latest special traffic arrangements announced by the Transport Department. Actual implementation of traffic arrangements will be made depending on traffic and crowd conditions in the areas. Members of the public are advised to exercise tolerance and patience and take heed of instructions of the Police on site.

          The Government announced today (October 10) that the open tender for disposal of a site for Multi-storey Buildings for Modern Industries (MSBs) at Area 39A and 39B, Hung Shui Kiu and Ha Tsuen, Yuen Long, New Territories (i.e. Hung Shui Kiu Town Lot No. 10) (the Hung Shui Kiu Lot) under the two-envelope approach will be launched on October 18, 2024. The tender invitation will close on March 21, 2025.        In parallel, the Government also announced that the tender period of the MSB site located on Yuen Long Fuk Wang Street and Wang Lee Street (i.e. Yuen Long Town Lot No. 545) (the Yuen Long Lot) will be extended accordingly to March 21, 2025. In other words, tenders of the Hung Shui Kiu Lot and the Yuen Long Lot will close on the same date.Hung Shui Kiu Lot          The Hung Shui Kiu Lot is the second site Government rolled out for development of MSBs, pursuant to the Yuen Long Lot, to implement two policy objectives. These two objectives are: promoting the development of industries, and consolidating some brownfield operations displaced by government projects in a land efficient manner and providing operators with an opportunity to upgrade their operations.     The Hung Shui Kiu Lot is located within the Hung Shui Kiu/Ha Tsuen New Development Area. It has a site area of about 77 737 square metres and is designated for developing MSB(s) for logistics purposes (excluding the portion to be handed over to the Government). The maximum gross floor area (GFA) of the site is 388 685 sq m, among which no less than 20 per cent GFA (i.e. no less than 77 737 sq m) must be handed over to the Government after completion. The Government or its appointed agency will manage the floor space and lease it to brownfield operators displaced by government development projects.     A spokesperson for the Development Bureau said, “As indicated by the Secretary for Development at the press conference on land sale programme held last Friday (October 4), the Government adjusted the Conditions of Sale of the Hung Shui Kiu Lot based on the market feedback gathered, which included lowering the plot ratio from 7 to 5 to avoid having the construction costs required for basement construction from affecting the cost-effectiveness of the project, and adjusting downward the proportion of floor space to be handed over to the Government from around 30 per cent to 20 per cent of the maximum GFA to enhance the financial viability of the project.”          The Government will continue to adopt the two-envelope approach as in the Yuen Long Lot. It effectively means that tenderers must submit respective envelopes containing the non-premium proposals and premium proposals, so that the Government can consider non-premium factors, such as how the MSB(s) concerned may drive development of industries and facilitate consolidation of displaced brownfield operations, in addition to premium offers, and award the site to the most suitable bidder.     The tendering arrangements have been drawn up with due regard to the Stores and Procurement Regulations (SPR). Key features of the tender assessment criteria include: 

    a weighting of 70 per cent is given to the assessment of the non-premium aspect, and 30 per cent to the premium one, so that the Government can consider the proposals holistically. Only submissions that comply with the requirements of both non-premium and premium aspects as specified in the tender documents may be considered for award; and

    the assessment criteria of the non-premium proposal comprise two major areas: in relation to (1) the development of industries, including how the MSB(s) could promote development of industries through pro-innovation proposals such as the application of technology, cutting-edge designs, and Modular Integrated Construction method, or whether a shorter timeframe can be committed to completing the entire development; and (2) the GFA for accommodating displaced brownfield operations; for example, a tenderer will be awarded higher marks if more than 20 per cent GFA is offered, or better designs are proposed for increasing flexibility in accommodating a wider variety of brownfield operations.  Meanwhile, tenderers are required to submit premium proposals with regard to the value of the lot in accordance with the requirements in the tender documents. Detailed assessment criteria and relevant considerations will be set out in the tender documents.

         ???The spokesperson added, “The market relays that the development of MSBs on the Hung Shui Kiu Lot involves a significant investment outlay, and interested bidder(s) may need more time to consider investment partner(s) and negotiate with financial institutions on financing arrangements, and formulate technical proposals under the two-envelope approach. To allow sufficient time for bidders and their teams in preparing for the bids, the tender will close on March 21, 2025, which means a relatively longer tender period.  Yuen Long Lot          The tender closing date of the Yuen Long Lot under tender is originally scheduled for December 27, 2024. As mentioned in the press release issued by the Government on June 26, 2024, given that both the Hung Shui Kiu and Yuen Long Lots are designated for modern logistics use, there were views in the market that the Government should better arrange the disposal timeline of the two sites, so that the industry and investors could concurrently consider the strategic development of the two sites. Given that the tender for the Hung Shui Kiu Lot will close on March 21, 2025, the tender closing date for the Yuen Long Lot will therefore be extended to March 21, 2025, accordingly. If a tenderer submits bids for both sites, the tenderer should indicate whether it would ultimately accept the award of only one site and state its priority for these two sites in its submissions.     Assessment and tender arrangements          In accordance with the SPR requirements, assessment will be carried out by a Tender Assessment Panel (TAP) comprising government officials to safeguard the integrity of the tender exercise. The TAP will be chaired by the Permanent Secretary for Development (Planning and Lands), with directorate officers from different professions serving as members.     Land sale documents for the Lot including the Explanatory Statement, the Information Statement, the Form of Tender, the Tender Notice, the Conditions of Sale and the sale plans will be made available for downloading from the Lands Department website (www.landsd.gov.hk) from October 18 onwards. Hard copies of the sale plan may also be purchased at the Survey and Mapping Office of the Lands Department at 6/F, North Point Government Offices, 333 Java Road, North Point, Hong Kong, from October 18 until the close of the tender. The details of the tender will be gazetted on October 18.

    The Prime Minister Shri Narendra Modi today condoled the passing of Shri Ratan Tata. Shri Modi said that Shri Tata was a visionary business leader, a compassionate soul and an extraordinary human being who endeared himself to several people with his humility, kindness and an unwavering commitment to making our society better.

    In a thread post on X, Shri Modi wrote:

    “Shri Ratan Tata Ji was a visionary business leader, a compassionate soul and an extraordinary human being. He provided stable leadership to one of India’s oldest and most prestigious business houses. At the same time, his contribution went far beyond the boardroom. He endeared himself to several people thanks to his humility, kindness and an unwavering commitment to making our society better.”

    Today, I am embarking on a two day visit to Vientiane, Lao PDR at the invitation of Prime Minister Mr. Sonexay Siphandone to participate in the 21st ASEAN-India and the 19th East Asia Summit.

    This year we are marking a decade of our Act East Policy. I will join the ASEAN leaders to review progress in our Comprehensive Strategic Partnership and chart the future direction of our cooperation. 

    The East Asia Summit will provide an opportunity to deliberate on the challenges to peace, stability and prosperity in the Indo-Pacific region. 

    We share close cultural and civilisational ties with the region, including with Lao PDR, which are enriched by shared heritage of Buddhism and Ramayana. I look forward to my meetings with the Lao PDR leadership to further strengthen our bilateral ties. 

    I am confident that this visit will further deepen our engagement with ASEAN countries.

  • MIL-OSI Asia-Pac: Press Release – Workshop validates Samoa’s first National Science, Technology and Innovation Policy, paving way to launch at CHOGM

    Representatives of line ministries with a stake in science, technology and innovation for development and representatives of the National University of Samoa have validated the draft National Science, Technology and Innovation Policy at a workshop at Nafanua convened on 2nd October by the Honorable Minister of Agriculture and Fisheries. The involvement of multiple ministries reflects the fact that, as the minister put it, ‘science is everywhere’. The workshop was hosted by the Scientific Research Organisation of Samoa.

    This will be Samoa’s first National Science, Technology and Innovation Policy, the aim of which is to enhance the interaction of science, technology and innovation with our society in the years to come. The policy will enable science, technology and innovation in addressing complex issues affecting Samoa such as climate change, food security, biodiversity loss, resource depletion, poverty reduction, health, education, gender equality and clean energy.

    In recent years, we have witnessed groundbreaking discoveries and innovative technologies in fields ranging from agriculture to healthcare, climate science and artificial intelligence. Yet, these advancements come with complex challenges that require thoughtful frameworks, which the National Science, Technology and Innovation Policy strives to address.

    The validation process has been a crucial step in elaborating the policy, not merely as an exercise in approval but, rather, as an opportunity for critical reflection and constructive dialogue.

    The validation workshop was well attended by a wide range of stakeholders who included policymakers and technical experts in communication, technology, education, health, environment, agriculture and other areas where science plays an important role. Each brought unique insights and experiences to the table that were vital to finalizing a policy that truly serves different sectors’ collective interests and, most importantly, Samoa’s people. For instance, the participants stressed the importance of collaboration and of taking an intersectoral approach for the policy to be impactful.

    At the workshop, the Honourable La’aulialemalietoa Leuatea Polataivao Schmidt acknowledged UNESCO for its continual funding and support, which has been instrumental in the development of this Science, Technology and Innovation policy.

    (PRESS RELEASE)- The Ministry of Customs and Revenue (MCR) is in receipt of new wireless radio units & systems, as well as new uniforms for Customs staff from the New Zealand Customs Services. The official handover of this donation was held at the Customs Office in Matautu on Thursday 3rd October 2024.

    This ceremony is indeed another milestone in the continuous partnership between the two services and affirms the long-standing and collaborative relationship between the Governments of Samoa and New Zealand.

    Officiated by Reverend Elder Molī Molī of the EFKS Matautu-tai parish, the sermon was on the theme of cheerful giving, emphasizing the significance of the act of giving, born out of love and generosity. An act that was shown by NZCS for MCR, a true testament of the partnership between the two governments in planting the seed of prosperity, that benefit not only ourselves but also others.

    The High Commissioner of New Zealand to Samoa, H.E Sialei Van Toor, stressed the importance of the donated equipment and uniform in ensuring MCR can deliver a safe and successful CHOGM.

    She further emphasized that the benefits of the equipment will extend beyond CHOGM as it will bolster communication and border security, enabling MCR to manage risks at the border and assures national security. The donation of the below listed items and delivery of capacity programs in many forms, reaffirms New Zealand’s commitment to deepening our cooperation and mutual efforts

    • 30 Motorola two-way radio portables

    • 2 Motorola base set radios

    • Installation of 2 VHF radio antennae for Faleolo International Airport and MCR Port Office, Apia

    • New Customs official uniform

    The Chief Executive Officer of the MCR, Fonoti Talaitupu Li’a Taefu, accepted the kind donation and expressed sincere gratitude to the government of New Zealand for their continued support and key contribution to enhancing resources and staff capacity, through the NZ Customs Service. Fonoti also acknowledged the vital roles of the Pacific Senior Advisor- Border, Ms. Nicky Mark, as well as the contribution of the Pacific Liaison Officer, Hayden Godinet and senior officials of the NZCS, for their tireless efforts in making this initiative a success.

    The ceremony concluded with the exchange of gift certificates and the handover of the donated items for the use of the Ministry.

    In celebration of the completion of the latest General Issue of The Journal of Samoan Studies (JSS), the NUS – Centre for Samoan Studies hosted an Author Appreciation and Issue Launch on Wednesday 2nd October 2024.

    Volume 14 of the JSS boasts 31 authors, ranging in rank and experience from Emeritus Professors to NUS Support Staff, collectively representing 7 international tertiary institutions. Twenty-one of the authors bring homegrown expertise to the collection as employees of NUS. Volume 14 features 10 Peer Reviewed Articles, 2 Research Reports and 1 Shorter Communication. Topics covered in this Issue include governance, indigenous leadership, archaeology, gender, education, business, aging, pedagogy and labor mobility. Volume 14, No 1 has now been launched in print (in a limited run) and online at https://journalofsamoanstudies.ws/2024/09/30/volume-14-2024/.

    Newly appointed JSS Chief Editor Dr. Dionne Fonoti said that the event was necessary for several reasons. “JSS experienced a long lapse after COVID-19 and the retirement of former editor Professor Penelope Schoeffel Meleisea and this issue was in limbo for about a year. It is to the enormous credit of our wonderful authors and reviewers who patiently waited while we reorganized and rebuilt that this issue has come to fruition, so this was just a small token of thanks to show our appreciation and celebrate together,”

    According to Fonoti, JSS is planning to publish two more issues this year, a two-part Special Issue titled “Samoa’s New Labour Trade”, guest edited by Professor Penelope Schoeffel Meleisea, Professor Kalissa Alexeyeff and Emeritus Professor Meleisea Malama Meleisea with Associate Editor Ellie Meleisea. Other Special Issues are also in the works, one entirely in the Samoan language guest edited by CSS Director Ta’iao Dr. Matavai Tautunu and another one deconstructing academic collaborations guest edited by Professor Jessica Hardin from the US.

    09 October 2024/Press Release/Apia, Samoa – The Marine Pollution Advisory Committee (MPAC) continues to assess the situation relating to the run aground HMNZS Manawanui at Tafitoala. On Wednesday, October 9, 2024, the Chairman, Afioga Fui Tupai Mau Simanu, Chief Executive Officer of Ministry of Works, Transport and Infrastructure conducted a meeting with the Ministry of Natural Resources and Environment (MNRE) DMO Division, Samoa Fire Emergency Services Authority, NZ Defense Force, Maritime New Zealand as well as New Zealand’s High Commissioner to Samoa, Her Excellency, Sialei Van Toor.

    The meeting discussed initial findings as well as continued efforts from all parties involved since the occurrence in the early hours of Sunday October 6, 2024. Divers from the NZ Defense Force and Samoa Response team have been deployed since Monday, October 7 to carry out an assessment of the wreck and possible risks to the marine environment.

    It was during this meeting the NZ Defense Force confirmed that there are no explosives onboard.

    As of 8AM on Wednesday, coastal assessment carried out from Safata to Matafa’a by the Committee confirms that there continues to be no oil contamination on the Coast, although diesel sheens have been observed near the wreck, it has drifted out to the high seas.  Initial assessments suspected fuel leakage and further information of this will be provided today as the weather continues to improve, aiding in the diving teams’ operation this evening. For now, water samples have been collected for chemical analysis to confirm contaminations in the water.

    It is confirmed that there is damage to the reef from the NZ Navy shipwreck and anchor chain. Assessments show that physical destruction to the reef Is approximately 5000 square meters.

    The MPAC Chairman thanks the village of Tafitoala and members of the public for the support and cooperation while the operation is in place.

    10 October 2024/Press Release/Apia, Samoa – The Marine Pollution Advisory Committee (MPAC) findings has confirmed that the HMNZS Manawanui is leaking oil from three separate locations.

    Observations by the Committee via the New Zealand Defense Force in collaboration with the Ministry of Natural Resources and Environment (MNRE) shows that whilst the leak continues, it is reducing each day. The residual oil leakage is from the service tanks of the vessel where the engine room is and where the fire had broken out. It is believed that the majority of the fuel was burnt out, and it is the residual oil that is emanating from the sunken vessel.

    The oil sheens observed on the surface of the ocean has been observed to naturally evaporate and dissipate quickly due to the strong winds in the area. It is important to note that there continues to be no trace of oil contamination that has washed up onshore, as of 8AM today, October 10. It is imperative to contain the persisting leakages; whilst it is reducing, the goal is to stop it as soon as possible.

    There will be a community engagement programme at Tafitoala today, led by the MNRE, to ensure our local communities are given the right information about this matter.

    The removal of the ships anchor and three washed up shipping containers from the HMNZS Manawanui caught on the reef off the coast of Tafitoala was also discussed in today’s meeting with focus on how to do so without causing more damage to the reef.

    Leading the New Zealand delegation at the MPAC briefing today was New Zealand Deputy Chief of Navy, Commodore Andrew Brown. He conveyed sincere appreciation to the Samoan people for the emergency response provided to the crew of  Manawanui and the hospitality that was extended to them up until they were farewelled.

    The MPAC Chairman continues to thank the village of Tafitoala and members of the public for the support and cooperation.

  • MIL-OSI Asia-Pac: PRESS RELEASE – Palauli 1 District Development Council (DDC) partners with Methodist Church and Satuiatua Village Council to co-finance Satuiatua Multipurpose Hall.

    The Satuiatua Multipurpose Hall was officially opened by the Palauli No.1 Member of Parliament (MP) and Minister of Women, Community & Social Development (MWCSD), Hon. Mulipola Anarosa Ale-Molio’o, on Friday 27 September 2024. Total cost of the project was SAT321, 991.71. The land upon which the hall is located was donated by the Methodist Church. The ceremony, led by Rev. Esekielu Alaiva’a of the Satuiatua Methodist Church, was witnessed by close to a 100 village members and guests.

    The Hon. Minister congratulated all parties involved, thanking in particular r the village council of Satuiatua for their perseverance in seeing the project through. She stressed the Government’s support in building resilience within villages by the villages themselves, and saw this as a perfect example of this push for self-reliance and sustainability. According to Mulipola, “…the project came with many challenges, but [was] very proud to witness the collaborative effort by all parties involved to ensure it came to a successful end”

    According to Leilua Tutogi Mailei, a matai of the Satuiatua Village Council, the hall is available to be used for church and village functions as well as government consultations and seminars. She noted there were not many venues large enough to host these types of events in Satuiatua, so the village council decided to pursue the construction of such a hall, to cater for these needs. She further stated that the “hall will be hired out to anyone interested as a way of sustaining and maintaining its upkeep, and as an income-generating activity for the village and its partners”.

    The multi-partner project saw the 1Million Tala Project for Palauli No.1 co-financing the hall to the value of SAT100, 000 while the rest of the total project cost was borne by the village council ($41,900), Women’s Village Committee ($20,000), Methodist Church ($20,000) with the rest of the funding donated by individuals and families of Satuiatua.

    The Satuiatua Multipurpose Hall, which includes a wheelchair access, 2 bathrooms and a kitchenette, was designed to be inclusive and accessible by all people(s).

    The cycle of underinvestment and instability that has plagued the UK’s infrastructure systems for over a decade is to come to an end, with the Chief Secretary to the Treasury, Darren Jones, outlining new plans to break this cycle and deliver a decade of national renewal to power growth across the country.

    In a speech at Skanska’s national HQ – one of the world’s largest construction companies – the Chief Secretary to the Treasury Darren Jones today (Thursday 10 October) set out his vision for the future of the country’s infrastructure.

    The Chief Secretary announced a new National Infrastructure and Service Transformation Authority (NISTA), which will look to fix the foundations of our infrastructure system by bringing infrastructure strategy and delivery together addressing the systemic delivery challenges that have stunted growth for decades.

    The Chief Secretary warned that investor confidence has been shaken by a cycle of underinvestment and instability that has plagued the UK’s infrastructure’s systems, with statistics showing that the UK has historically ranked lowest among the G7 for investment, alongside the lowest public capital stock in the G7, 15% below its average.

    The Chief Secretary also said infrastructure is the very lifeblood of the country’s economy, and that through it, working people are better connected with the opportunities they need, businesses can find the top talent they need, and Britain is better linked to the rest of the world.

    Darren Jones, Chief Secretary to the Treasury said:

    This new body will get a grip on the delays to infrastructure delivery that have plagued our global reputation with investors. It will restore the confidence of businesses to invest and help break the cycle of low growth.

    NISTA will bring a much-needed oversight of strategy and delivery under one roof, supporting the development and implementation of the ten-year infrastructure strategy in conjunction with industry, while driving more effective delivery of infrastructure across the country.

    He also stressed the urgent need to speed up the delivery of major infrastructure with a powerful national strategy, noting that this will help provide the stability required to help ensure private sector confidence and achieve better sustained economic growth.

    The Chief Secretary confirmed the Government’s objectives, priorities, and vision of the nation’s infrastructure over the next decade through a ten-year infrastructure strategy, for the first time since coming into power. The speech comes just days ahead of the International Investment Summit on 14 October which will bring the world’s biggest businesses and investors to the UK to hear about the country’s economic strengths and investment potential. 

    The National Infrastructure Commission will also today publish an independent report into the systemic issues in the UK that have historically increased the cost of delivering major infrastructures. The report will point to a debilitating lack of strategic clarity as a root cause, that has increased the delay of decisions for national infrastructure by up to 65% since 2012.

    Also confirmed today is the extension of Sir John Armitt’s role as Chair of the National Infrastructure Commission to continue to provide the stability and expertise needed to support the Government in developing the ten-year infrastructure strategy.

    Nineteen-year-old Nidhi Gautam from Karnataka became the British High Commissioner to India for one full day, getting a unique behind-the-scenes look at the life of a diplomat and seeing the UK-India partnership in action. 

    The British High Commission in New Delhi has organised the ‘High Commissioner for a Day’ competition every year since 2017, to celebrate the International Day of the Girl Child (11 October).

    The UK is committed to engaging with girls and shifting our power to them as change makers and future leaders. Protecting and promoting freedoms for women and girls in the UK and around the world is the right and smart thing to do; it is integral to creating resilient economies and strong, free societies.

    This year’s winning entry was chosen from a pool of more than 140 applications from talented young women around the country. Nidhi is pursuing a bachelor’s degree in History and Geography from Miranda House in Delhi. She is passionate about sketching, Wordle, cultural diplomacy and foreign policy.

    Being the British High Commissioner for a day was a transformative experience that left an indelible mark on me.     The Reserve Bank of India (RBI) has, by an order dated September 26, 2024, imposed a monetary penalty of ₹50,000/- (Rupees Fifty Thousand only) on Jaihind Urban Co-operative Bank Limited, Pune (the bank) for non-compliance with the directions issued by RBI on ‘Maintenance of Deposit Accounts – Primary (Urban) Co-operative Banks’. This penalty has been imposed in exercise of powers vested in RBI, conferred under section 47A(1)(c) read with sections 46(4)(i) and 56 of the Banking Regulation Act, 1949.

    The statutory inspection of the bank was conducted by RBI with reference to its financial position as on March 31, 2023. Based on supervisory findings of non-compliance with RBI directions and related correspondence in that regard, a notice was issued to the bank advising it to show cause as to why penalty should not be imposed on it for its failure to comply with the said directions. After considering the bank’s reply to the notice and oral submissions made by it during the personal hearing, RBI found, inter alia, that the charge of not conducting annual review of accounts in which there were no operations for more than one year was sustained, warranting imposition of monetary penalty.

    This action is based on deficiency in regulatory compliance and is not intended to pronounce upon the validity of any transaction or agreement entered into by the bank with its customers. Further, imposition of monetary penalty is without prejudice to any other action that may be initiated by RBI against the bank.

    Sailors, Marines and civilians serving aboard Marine Corps Air Station Cherry Point celebrated the 249th Birthday of the United States Navy with a cake cutting ceremony at the base dining facility Wednesday, October 9.

    “This year’s theme, “Warfighting Strength and Readiness” should echo in our minds as we serve aboard “America’s Air station,” said Navy Captain Sean Barbabella, Commander of Naval Health Clinic Cherry Point and the ceremony’s kenote speaker. “MCAS Cherry Point is a critical component of the strength and readiness of the Navy and has been since it’s authorization by Congress in 1941.”

    The cake cutting ceremony was part of a larger celebration that included a special meal served at the DFAC.

  • MIL-OSI Security: Man jailed for manslaughter of Yusuf Mohamoud

    A man has been jailed for the manslaughter of 18-year-old Yusuf Mohamoud in Finchley after Met detectives used CCTV and mobile phone data to identify him as the killer.

    Tyrese Jennings, 21 (06.03.03), of Lichfield Grove, N3 was found guilty of manslaughter at the Old Bailey on Thursday, 11 July. He was sentenced at the same court on Wednesday, 9 October, to 13 years’ imprisonment.

    Detective Chief Inspector Tom Williams, Specialist Crime, said: “Our thoughts today are with Yusuf’s family. He was a young man with his life ahead of him and they continue to grieve his untimely loss.

    “I hope seeing the conviction and today the sentencing of Jennings brings them some small comfort.”

    An investigation was launched after police were called to reports of a stabbing in Regent’s Park Road, N3, at 21:40hrs on Monday, 7 August 2023.

    Officers attended along with the London Ambulance Service. Yusuf, from Enfield, was found seriously injured. Sadly he died at the scene from a stab wound to the neck.

    Detectives found that Yusuf had left his home earlier that evening and arrived in the area at around 21:00hrs in a car with a number of friends. They got out and went into a nearby restaurant.

    Jennings was one of a group of three males who confronted Yusuf when he left the restaurant. During the ensuing altercation, Yousuf was stabbed in the neck and the three males made off.

    Detectives from Specialist Crime began an investigation and using CCTV and mobile phone analysis quickly identified the three males as Jennings and two boys, aged 15 and 16 years.

    Jennings was arrested on 14 August and charged with murder. He was found guilty of manslaughter on Thursday, 11 July, following an Old Bailey trial. He was found not guilty of murder.

    The two boys, who cannot be named for legal reasons, were also charged with murder. They were found not guilty of all offences at the same court.

    Congratulations LSSR Andrea Ordinola Valdez, on becoming a United States citizen, Oct. 8, 2024, during the Naturalization Oath of Allegiance to the United States of America ceremony.

    Throughout our history, the United States has welcomed immigrants from all over the world who have helped shape and define our country. Granting citizenship to eligible lawful permanent residents is vital to our nation’s security, economic prosperity, and a future built on the principles of the U.S. Constitution.

    “The Navy is the most powerful and greatest institution worldwide, so I was excited when my recruiter told me I had the requirements to join, such as having a green card, a Social Security number, and my certificates and academic degrees,” said Ordinola Valdez. “I was interested in the rate or career related to business, logistics and administration.”

    Ordinola Valdez attended one of Peru’s most prestigious universities, Universidad Nacional de San Agustin, studying economics and logistics and earning an undergraduate degree. Additionally, she has a master’s in business management and a PhD in administration.

    She was a professor in universities in Tacna, Jorge Basadre Grohmann University, and Private University of Tacna. She studied at San Agustin University and held the number one ranked position during the development of her career. She also won the Criscos Scholarship to study in Argentina, and ultimately returned to the city where she was born to share her knowledge with local youth in Tacna.

    “My parents always taught me ethics, honesty and the importance of work, since work dignifies human beings,” said Ordinola Valdez. “I’m a person with solid ethical values and a professional at work. These are the values that my parents instilled in me.”

    Today, Ordinola Valdez serves as a logistics specialist responsible for operating financial accounting systems and managing inventories of repair parts and general supplies that support ships, squadrons and shore-based activities.

    “I like all the activities in the office and in the storerooms, the training to learn more about the Navy and the different programs, and to learn more about logistics,” said Ordinola Valdez. “It is the perfect job that combines physical and mental activity.”

    Specialists from the city’s municipal services complex will wash engineering structures during preparation for winter. This was reported by the Deputy Mayor of Moscow for Housing and Public Utilities and Improvement Petr Biryukov.

    “Before the onset of stable negative air temperatures, we will carry out large-scale work to flush engineering structures. In total, we will put in order about two thousand objects – bridges, tunnels, underground and overground pedestrian crossings, embankments, piers, fountains and monuments,” noted Pyotr Biryukov.

    Specialists will clean and wash structural elements, concrete, metal and glass surfaces, railings and stairways.

    Each structure is washed using a special technology with neutral solutions that do not damage the surface. Particular attention is paid to small parts of monuments and fountains, which are cleaned manually. Alkaline solutions are used to wash tunnels and bridges.

    The head of the city services complex emphasized that about two thousand workers and over 250 units of equipment (including aerial platforms, watering and tunnel washing machines) will be involved in the work.

    In Troitsk, the construction of an access road to a comprehensive school and kindergarten, which were built in microdistrict B using city budget funds, is nearing completion. This was reported by the Deputy Mayor of Moscow for Urban Development Policy and Construction Vladimir Efimov.

    “The access road to educational facilities in the V microdistrict of Troitsk runs from Polkovnika Militsii Kurochkina Street to Oktyabrsky Prospekt. Its length is 1.3 kilometers. Three underground pedestrian crossings will also be installed as part of the project. They will connect educational institutions with residential areas and public transport stops, ensuring safety and comfort. The facility is planned to be completed by the end of the year,” said Vladimir Efimov.

    Two pedestrian crossings are being built by tunneling into the road embankment. Their lengths are 27 and 28 meters. The third crossing is 40 meters long. Elevators and ramps for people with limited mobility will be installed there.

    All crossings are equipped with lighting with automatic control systems. The 40-meter crossing is equipped with ventilation, heating, electric automatic snow removal systems, and fire alarms. Staircases and tunnels are lined with frost-resistant heat-treated granite tiles. A protective anti-vandal coating is applied to the walls.

    “Finishing works and installation of communications are currently underway. Installation of equipment has begun, as well as commissioning work,” said the head of the Department for the Development of New Territories of the City of Moscow

    Vladimir Zhidkin.

    The giant school, built in microdistrict B in Troitsk, is designed for 2.1 thousand students, the kindergarten – for 350 pupils. Nearby there is a surface parking lot for 66 cars.

    On the instructions of Sergei Sobyanin, close attention is being paid to the quality of work on road infrastructure facilities in the capital.

    As part of the national project “Safe High-Quality Roads”, road sections and artificial structures are being built in Russian regions. This year, work is planned to be completed on 221 road construction and reconstruction sites.     “For the sixth year in a row, the national project “Safe High-Quality Roads” helps not only to bring existing roads into compliance – repair them, but also to build new ones, as well as to modernize major highways, city bypasses, interchanges, bridges and overpasses. Thanks to this, the transport and logistics infrastructure of our country is developing: convenient routes are being laid, the road network is becoming more modern, which has a positive effect on the sustainable development of the regional economy. This year, it is planned to complete construction and reconstruction work on 221 objects on the regional and local road network. Many are in the final stage of readiness, and some have already opened for traffic. Since the beginning of the year, 33 objects have been put into operation,” said Marat Khusnullin.

    Transport Minister Roman Starovoit noted that the main goal of the national project “Safe High-Quality Roads” is to improve the quality of life of Russians. The construction of new and reconstruction of existing road facilities contributes to achieving this goal. “New road sections help relieve high-traffic highways. Thanks to new bypasses of populated areas, transit transport is removed from them, the noise level in the populated area itself is reduced, the environment is improved, road safety is increased, and the carrier does not lose time on the road. In general, by the end of this year, it is planned to put into operation almost 380 km – these are construction and reconstruction sections on the regional and local network,” said Roman Starovoit.

    The implementation of large-scale projects for the development of the road network of Russian regions is carried out thanks to federal support.

    “The changes that have taken place in the road sector over the past few years are hard to miss. Thanks to the support of the President of the country Vladimir Vladimirovich Putin and the Government of the Russian Federation, we are gradually managing to solve problems that have not been solved for decades. And the professionalism of our road workers and bridge builders, competent work on organizing the production process and uninterrupted financing allow us to complete large-scale projects ahead of schedule. In 2024, 47.8 billion rubles have been allocated for the implementation of major road projects, of which 13.2 billion rubles are federal budget funds. We all understand how people in the regions are waiting for new and renovated roads, and we strive to ensure that the work is completed not only on time, but also with high quality,” emphasized Deputy Head of Rosavtodor Igor Kostyuchenko.

    Thus, in the capital of the Altai Territory, the construction of the 280th Anniversary of Barnaul Street has been completed on the section from 65 Let Pobedy Street to Popova Street. The length of the facility is 0.5 km. The new section of the street and road network is located in a densely populated area of Barnaul. Construction and installation work began in the spring and was completed ahead of schedule. Now car traffic from 65 Let Pobedy Street to Popova Street is open.

    In the Yemelyanovsky district of the Krasnoyarsk region, the second stage of the reconstruction of the Krasnoyarsk-Elita highway has been completed. The work took place on the section from 0.5 to 3.5 km in the area of the intersection with the Minino-Bugachevo direction.

    In the Sovietsky District of Volgograd, traffic has opened on a new overpass located at the intersection of the Novy Rogachik – Volgograd highway and the Gornopolyansky – Kanalnaya railway section. Work on the site was completed two months ahead of schedule. The length of the overpass junction is more than 1.2 km.

    In Leningrad Oblast, traffic has been launched on the reconstructed section of Koltushi Highway within the boundaries of Yanino. Koltushi Highway connects a significant part of the Vsevolozhsk District with St. Petersburg. The road is used by residents of Vsevolozhsk, Koltushi and Yanino. Because of this, the traffic intensity here exceeds 20 thousand cars per day. The expansion to four lanes will remove the “bottleneck” on the border with St. Petersburg.

    Councils across the country are battling rising prices and increasing demands on their services and Coventry is no different.

    Coventry Council notes with considerable regret the death of the Indian industrialist and philanthropist Ratan Tata – and honorary freeman of the city – on October 9. 

    Mr Tata, who led the group bearing his family name for 21 years, and during that time the company acquired Jaguar Land Rover in 2008, helped to secure the future of such an important regional brand and created thousands of jobs during his chairmanship.

    The city made Mr Tata a freeman of the city in 2015 in recognition of the investment of Tata Steel into Jaguar Land Rover (JLR) which enhanced and protected the status of car manufacturing in the region, the JLR brand and particularly the employment of its employees and many subsidy suppliers, supported by the Warwick Manufacturing Group.

    Council leader Cllr George Duggins expressed his personal and the city’s sadness: “Ratan Tata was a great friend of the region and of the city in particular. 

    “Through his support to regenerate Jaguar Land Rover, his role in establishing the National Automotive Innovation Centre at the University of Warwick, his contribution to Coventry’s confident regeneration can not be underestimated.
