Cabinet Approves National Mission on Edible Oils – Oilseeds (NMEO-Oilseeds) for 2024-25 to 2030-31

Mission aims at making India self reliant in seven years in oilseeds’ production

Mission will introduce SATHI Portal enabling States to coordinate with stakeholders for timely availability of quality seeds

Posted On: 03 OCT 2024 8:13PM by PIB Delhi

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, has approved the National Mission on Edible Oils – Oilseeds (NMEO-Oilseeds), a landmark initiative aimed at boosting domestic oilseed production and achieving self-reliance (Atmanirbhar Bharat) in edible oils. The Mission will be implemented over a seven-year period, from 2024-25 to 2030-31, with a financial outlay of Rs 10,103 crore.

The newly approved NMEO-Oilseeds will focus on enhancing the production of key primary oilseed crops such as Rapeseed-Mustard, Groundnut, Soybean, Sunflower, and Sesamum, as well as increasing collection and extraction efficiency from secondary sources like Cottonseed, Rice Bran, and Tree Borne Oils. The mission aims to increase primary oilseed production from 39 million tonnes (2022-23) to 69.7 million tonnes by 2030-31. Together with NMEO-OP (Oil Palm), the Mission targets to increase domestic edible oil production to 25.45 million tonnes by 2030-31 meeting around 72% of our projected domestic requirement. This will be achieved by promoting adoption of high-yielding high oil content seed varieties, extending cultivation into rice fallow areas, and promoting intercropping. The Mission will harness ongoing development of high-quality seeds by using cutting-edge global technologies such as genome editing.

To ensure the timely availability of quality seeds, the Mission will introduce an Online 5-year rolling seed plan through the ‘Seed Authentication, Traceability & Holistic Inventory (SATHI)’ Portal, enabling states to establish advance tie-ups with seed-producing agencies, including cooperatives, Farmer Producer Organizations (FPOs), and government or private seed corporations. 65 new seed hubs and 50 seed storage units will be set up in public sector to improve the seed production infrastructure.

Additionally, over 600 Value Chain Clusters will be developed across 347 unique districts, covering more than 10 lakh hectares annually. These clusters will be managed by value chain partners such as FPOs, cooperatives, and public or private entities. Farmers in these clusters will have access to high-quality seeds, training on Good Agricultural Practices (GAP), and advisory services on weather and pest management.

The Mission also seeks to expand oilseed cultivation by an additional 40 lakh hectares by targeting rice and potato fallow lands, promoting intercropping, and promoting crop diversification.

Support will be extended to FPOs, cooperatives, and industry players to establish or upgrade post-harvest units, enhancing recovery from sources such as cottonseed, rice bran, corn oil, and Tree-Borne Oils (TBOs).

Furthermore, the Mission will promote awareness of recommended dietary guidelines for edible oils through an Information, Education, and Communication (IEC) campaign.

The Mission aims to significantly enhance domestic oilseed production, advancing the goal of Atmanirbharta (self-reliance) in edible oils, thereby reducing import dependency and conserving valuable foreign exchange while boosting farmers’ incomes. This mission will also accrue significant environmental benefits in the form of low water usage and improved soil health and making productive use of crop fallow areas.

    Background:

The country is heavily reliant on imports which account for 57% of its domestic demand for edible oils. To address this dependency and promote self-sufficiency, the Government of India has undertaken a series of measures to enhance domestic production of edible oils, including the launch of National Mission on Edible Oils – Oil Palm (NMEO-OP) with an outlay of Rs 11,040 crore to boost oil palm cultivation in the country in 2021.

In addition, the Minimum Support Price (MSP) for mandated edible oilseeds has been significantly increased to ensure remunerative prices to the oilseed farmers. The continuation of the Pradhan Mantri Annadata Aay Sanrakshan Abhiyan (PM-AASHA) ensures that oilseed farmers receive MSP through price support scheme and price deficiency payment scheme. Besides,  20% import duty on edible oils has been imposed to protect domestic producers from cheap imports and encourage local cultivation.

Cabinet approves the PM Rashtriya Krishi Vikas Yojana (PM-RKVY) to promote sustainable agriculture and Krishonnati Yojana (KY) to achieve food security for self sufficiency

States given flexibility to reallocate funds from one component to another based on their specific requirement

Posted On: 03 OCT 2024 8:14PM by PIB Delhi

The Union Cabinet chaired by Prime Minister, Shri Narendra Modi, today approved the proposal of the Department of Agriculture & Farmers Welfare (DA&FW) for rationalization of all Centrally Sponsored Schemes (CSS) operating under Ministry of Agriculture and Farmer’s into two-umbrella Schemes viz. Pradhan Mantri Rashtriya Krishi Vikas Yojana (PM-RKVY), a cafeteria scheme and Krishonnati Yojana (KY).  PM-RKVY will promote sustainable agriculture, while KY will address food security & agricultural self-sufficiency. All components shall leverage technology to ensure efficient and effective implementation of the various components.

The PM Rashtriya Krishi Vikas Yojana (PM-RKVY) and Krishonnati Yojana (KY) will be implemented with total proposed expenditure of Rs.1,01,321.61 crore. These Schemes are implemented through the State Governments.

This exercise ensures that all the existing schemes are being continued.   Wherever it was considered necessary to give fillip to any area for farmer’s welfare, the scheme has been taken up in Mission mode, for example National Mission for Edible Oil-Oil Palm [NMEO-OP], Clean Plant Program, Digital Agriculture & National Mission for Edible Oil-Oil Seeds [NMEO-OS].

The scheme Mission Organic Value Chain Development for North Eastern Region (MOVCDNER), a component under the KY, is being modified by adding an additional component namely MOVCDNER- Detailed Project Report (MOVCDNER-DPR), which will provide flexibility to the North Eastern  states  to address critical challenges.

By rationalization of the schemes, the States are given an opportunity to prepare a Comprehensive Strategic Document on Agriculture Sector of the State in a holistic manner. The Strategic Document focuses not only the production and productivity of the crops but also tackles the emerging issues of Climate Resilient Agriculture and development of Value Chain approach for agricultural commodities. These plans are envisaged to articulate the overall strategy and the schemes/programs, linked with the objectives flowing from the strategic framework.

The rationalisation of Various Schemes has been undertaken to:

    •      To avoid duplication, ensure convergence and provide flexibility to States.

    •      Focus on emergent challenges of Agriculture – Nutrition security, Sustainability, Climate resilience, value chain development & private sector participation.

    •      State governments will be able to draw a comprehensive strategic plan suiting their requirements for agriculture sector.

    •      Annual Action Plan (AAP) of States can be approved in one go rather approving individual scheme-wise AAPs.

One important change is to provide, in PM-RKVY, the state governments be given flexibility to re-allocate funds from one component to other based on their state specific requirements.

Out of the total proposed expenditure of Rs.1,01,321.61 crore the projected expenditure towards central share of DA&FW is Rs.69,088.98 crore and states share is Rs.32,232.63 crore. This includes Rs.57,074.72 crore for RKVY and Rs.44,246.89 crore for KY.

The PM-RKVY comprises of the following schemes:

                    i.        Soil Health Management

                  ii.        Rainfed Area Development

                 iii.        Agro Forestry

                 iv.        Paramparagat Krishi Vikas Yojana

                  v.        Agricultural Mechanization including Crop Residue Management

                 vi.        Per Drop More Crop

               vii.        Crop Diversification Programme

              viii.        RKVY DPR component

ix.        Accelerator Fund for Agri Startups

  • MIL-OSI Asia-Pac: Cabinet approves conferring status of Classical Language to Marathi, Pali, Prakrit, Assamese and Bengali languages

    Source: Government of India

Posted On: 03 OCT 2024 8:30PM by PIB Delhi

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved to confer the status of Classical Language to Marathi, Pali, Prakrit, Assamese and Bengali languages.  The Classical Languages serve as a custodian of Bharat’s profound and ancient cultural heritage, embodying the essence of each community’s historical and cultural milestone.

    Point Wise Detail & Background:

The Government of India decided to create a new category of languages as “Classical Languages” on 12th October 2004 declaring Tamil as Classical Language and setting following as criteria for the status of Classical Language:

    A.   High Antiquity of its early texts/ recorded history over a thousand years.

    B.   A body of ancient literature/ texts, which is considered a valuable heritage by generation of speakers.

    C.   The literary tradition must be original and not borrowed from another speech community.

A Linguistic Experts Committee (LEC) was constituted by the Ministry of Culture under Sahitya Akademi in Nov 2004 to examine the proposed languages for the status of Classical Language.

The criteria were revised in Nov 2005 as following, and Sanskrit was declared as Classical Language:

                       I.          High antiquity of its early texts/recorded history over a period of 1500-2000 years.

II.          A body of ancient literature/texts, which is considered a valuable heritage by generations of speakers.

III.          The literary tradition be original and not borrowed from another speech community.

IV.          The classical language and literature being distinct from modern, there may also be a discontinuity between the classical language and its later forms or its offshoots.

    Odia

    01/03/2014

A proposal from the Maharashtra Government in 2013 was received in the Ministry requesting Classical Language status to Marathi, which was forwarded to the LEC. The LEC recommended Marathi for Classical Language. During the inter-ministerial consultations on the draft note for cabinet in 2017 for conferring classical status to the Marathi language, MHA advised to revise the criteria and make it stricter. PMO vide its comment stated that the Ministry may conduct an exercise to find out how many other languages are likely to become eligible.

In the meantime, proposal from Bihar, Assam, West Bengal was also received for conferring status of Classical Language to Pali, Prakrit, Assamese and Bengali.

Accordingly, Linguistics Experts Committee (under Sahitya Akademi) in a meeting on 25.07.2024, unanimously revised the criteria as below. Sahitya Akademi has been appointed as nodal agency for the LEC.

Posted On: 03 OCT 2024 10:19PM by PIB Delhi

Union Home Minister and Minister of Cooperation Shri Amit Shah inaugurated the newly constructed Police Commissioner’s Office in Ahmedabad, Gujarat today.  On the occasion, Chief Minister of Gujarat, Shri Bhupendra Patel along with other dignitaries attended the program.

In his address, Shri Amit Shah said that the new building of the Police Commissioner’s Office in Ahmedabad will not only enhance the facilities of the building but will also enable the Ahmedabad police to establish a new working system.

Union Home Minister stated that the sevenstorey Police Commissioner’s Office, built with modern technology at a cost of approximately ₹140 crores and covering an area of about 18,000 square meters, includes facilities for the fitness of personnel such as a gym, parking for citizens, CCTV cameras, fire safety equipment, and centralized Air conditioning. He mentioned that this modern building will not only ensure security but also houses a police museum that will showcase the measures taken for the security of Ahmedabad from the beginning to the present.

He said that a beautiful memorial has also been constructed here in the memory of the police personnel who were martyred to protect the citizens. Besides, a public convenience center and a control room have also been created which will cover every nook and corner of Ahmedabad and ensure the security of the entire city.

Shri Amit Shah stated that the new Police Commissioner’s Office building also saw the inauguration of the ‘Joint Interrogation Center’ and the ‘Tera Tujhko Arpan’ portal, along with the launch of the ‘Cyber Saathi’ book. The first two initiatives aim to raise awareness among people affected by cybercrime and help them recover their lost money. He mentioned that the establishment of the ‘Joint Interrogation Center’ was made so that central agencies and Ahmedabad police can conduct inquiries in a correct and scientific manner during riots, terrorist attacks, and other situations of unrest.

Union Home Minister explained that India’s internal security landscape has significantly changed over the past 10 years. A decade ago, there were three major hotspots in the country—Kashmir, the Northeast, and Naxal-affected areas—where bomb blasts were so common that they barely made the news. It was considered as normal. He said that under the leadership of Prime Minister Shri Narendra Modi, due to permanent and systematic measures over the past 10 years, and the dedicated work from a security and development perspective, violence in these three hotspots has reduced by 70 per cent. Shri Shah added that security agencies across the country, along with state police forces, have worked together to reduce mortality rate by 72 per cent in Kashmir, the Northeast, and Naxal-affected areas. He said that this success shows that in the coming days, ‘Naxal free India’ and ‘Terrorism free India’ are going to be a reality.

Shri Amit Shah said that Prime Minister Shri Narendra Modi has made efforts to bring about several changes in the police culture. Prime Minister Shri Narendra Modi has put before the country the concept of pro-active, predictive and scientific approach for pro-active policing. Shri Shah also mentioned that India has made a radical overhaul of the colonial-era criminal laws by creating three new criminal laws, and their implementation has already begun across the country. In these laws, provisions have been made for the use of technology to solve crimes, prevent crimes, complete prosecution quickly and punish as many criminals as possible.Keeping the next 100 years in mind, the laws have been designedto account for future technologies, so that there will be no need to change these laws over the next century. To prevent delays in investigations, prosecutions, and other judicial processes, it has been decided to impose time limits on police, lawyers, and judges on 83 instances of the judicial process.

Union Home Minister stated that after the implementation of the three new laws, the process of developing the necessary infrastructure has begun. Once this is in place, within the next three years, India’s criminal justice system will become the most modern in the world. He added that with the new laws in effect, the entire process of justice, from filing of an FIR up to justice from the Supreme Court, will be completed within three years, ensuring timely justice for the people.

Shri Amit Shah stated that Prime Minister Shri Narendra Modi has elevated India’s economy from the 11th to the 5th position globally, and by 2027, we are surely on track to become the world’s third-largest economy. At such a critical time, police officers need robust legal support to ensure the security of our nation, including cybersecurity, and to prevent economic crimes. The three new criminal laws will provide strong backing to police officers in their efforts.

Union Home Minister said that the Gujarat Police has made several technological innovations throughout its glorious history. Initiatives like ‘E-GujCop’, ‘body-worn cameras’, and the ‘Vishwas Project’ have helped Gujarat Police establish itself as one of the most modern police forces in the country, which is a matter of pride. He added that the way the Gujarat Police has launched a determined campaign against narcotics is commendable, and they are now cited as an example across the country for its investigation.

Shri Amit Shah also mentioned that Prime Minister Shri Narendra Modi has envisioned a ‘Viksit Bharat’ by 2047. Gujarat has always been a progressive state. This is the same Gujarat that used to experience frequent curfews in the 1980s and 1990s, but now the situation has changed, and a safe environment has been established in the state.

    January 23, 2025
  • MIL-OSI United Kingdom: Government reignites industrial heartlands 10 days out from the International Investment Summit

Source: United Kingdom – Executive Government & Departments 2

Government confirms funding to launch the UK’s first carbon capture sites, set to bring thousands of new skilled jobs, billions in private investment and support acceleration to net zero.

    • New era for the clean energy industry with carbon capture clusters launched – in the week that Britain became the first industrialised nation to end its 150-year usage of coal
    • UK will be among the first to deploy this game-changing technology at scale in Teesside and Merseyside – capturing CO2 emissions before they reach the atmosphere and storing them away safely
    • projects will create thousands of jobs, attract £8 billion of private investment, and accelerate the UK towards net zero in 2050

The UK today enters a new era for clean energy investment and jobs, as the government announces it has reached commercial agreement with industry, and funding to launch carbon capture in the UK.

Major funding for 2 carbon capture sites will inject growth into the industrial heartlands of the North West and North East of England – directly creating 4,000 jobs and supporting 50,000 jobs in the long-term while powering up the rest of the country.

This comes 10 days before the government’s set-piece International Investment Summit which is poised to put the UK back at the global table – kickstarting a decade of economic renewal and giving business confidence and opportunity to invest in the United Kingdom.

CCUS technology removes CO2 emissions before it reaches the atmosphere and stores it safely beneath the seabed – using tried and tested technology that has been deployed across the globe for over 20 years.

In a boost for economic growth and protecting the environment, the new carbon capture and CCUS enabled hydrogen projects will create 4,000 new jobs, sustain important British industry, and help remove over 8.5 million tonnes of carbon emissions each year – the equivalent of taking around 4 million cars off the road.

Prime Minister Keir Starmer, the Chancellor Rachel Reeves, and Energy Secretary Ed Miliband are visiting the North West today to confirm the funding for 2 sites in Teesside and Merseyside, which are expected to bring in £8 billion of private investment into these communities.

These projects will set the UK on course to become a global leader in CCUS and hydrogen – delivering good jobs and turbocharged growth for decades to come.

    Prime Minister Keir Starmer said:

We’re reigniting our industrial heartlands by investing in the industry of the future.

For the past 14 years, business has been second-guessing a dysfunctional government – which has set us back and caused an economic slump.

Today’s announcement will give industry the certainty it needs – committing to 25 years of funding in this groundbreaking technology – to help deliver jobs, kickstart growth, and repair this country once and for all.

Today’s announcement confirms up to £21.7 billion of funding available, over 25 years, to make the UK an early leader in 2 growing global sectors, CCUS and hydrogen, to be allocated between these 2 clusters. The UK’s commitment was first made in 2009, and the confirmation of funding today represents a major success story for British industry.

In the week in which Britain became the first industrialised nation to end its 150-year usage of coal to produce power, the nation now begins a new era of clean energy technology. The UK has enough capacity to store 200 years’ worth of emissions – making CCUS a revolutionary method in tackling the climate crisis and helping industry to decarbonise.

    Energy Secretary Ed Miliband said:

On Monday, 150 years of coal in this country came to an end. Today, a new era begins.

By securing this funding, we pave the way for securing the clean energy revolution that will rebuild Britain’s industrial heartlands.

I was proud to kickstart the industry in 2009, and I am even prouder today to turn it into reality. This funding is a testament to the power of an active government working in partnership with businesses to deliver good jobs for our communities.

Chancellor of the Exchequer Rachel Reeves, said:

This game-changing technology will bring 4,000 good jobs and billions of private investment into communities across Merseyside and Teesside, igniting growth in these industrial heartlands and powering up the rest of the country.

Working in partnership with business is at the heart of our plan to deliver strong growth and investment, so we can rebuild Britain and make everyone better off.

This announcement will also help turbocharge the low carbon hydrogen sector by paving the way for the UK’s first large-scale hydrogen production plant, decarbonising vital industrial sectors.

It also marks a game-changing development in the mission to tackle climate change – protecting the environment from harmful emissions at a time when the UK has seen a year of record-breaking temperatures. It follows advice from the independent Climate Change Committee, who described CCUS as critical for decarbonising the UK’s heavy industry and a “necessity” for the UK to reach its legally binding target for net zero emissions by 2050.

Similarly, the International Energy Agency and the Intergovernmental Panel on Climate Change have endorsed CCUS as a critical tool in decarbonisation, particularly in heavy industry such as cement and steel.

The carbon capture, usage and storage industry is expected to support 50,000 good, skilled jobs as the sector matures in the 2030s, helping to support the oil and gas sector’s transition away from high emission fossil fuels by using the transferable expertise of their workforce. This supports the UK’s mission for growth, while putting the country at the cutting edge for developing the skills of the future.

An up and running carbon capture industry is expected to add around £5 billion per year to the UK economy by 2050 and the backing of these 2 sites sends a clear signal to investors that the UK is open for business.

As part of the partnership with GB Energy and The Crown Estate, the progress on Track-1 comes as The Crown Estate awarded an Agreement for Lease to Eni to repurpose existing infrastructure to transport and store CO2, reducing cost and environmental impact.

Louise Kingham, SVP Europe and head of country, UK for bp, said:

This announcement represents another step forward for the Northern Endurance Partnership and East Coast Cluster.

Major projects like these have the potential to help stimulate economic growth – supporting thousands of jobs, helping UK companies prosper through the vast supply chains involved and creating the infrastructure to help major industrial companies with their decarbonisation plans.

Collaboration is key in helping to progress and deliver the energy transition in the UK, and we look forward to continuing to work alongside the government and our partners to move these innovative projects forward.

Alex Grant, SVP and head of country, UK for Equinor, said:

We welcome this major milestone in progressing these 2 key projects and applaud the hard work and collaboration that has led us here.

Equinor has been an energy partner with the UK for over 45 years and today’s announcement is a step for both Equinor and the UK to progress our energy partnership further.

This will help decarbonise the country’s industrial heartlands and achieve its net zero ambitions whilst providing jobs and value creation.

The UK will continue to be a key market for Equinor, building on our history of significant energy provision along its East Coast, which is transitioning from traditional oil and gas demand to renewables and low carbon options like CCS and hydrogen.

    Eni CEO, Claudio Descalzi, said:

Today’s news is an important step towards the creation of a new business chain linked to the energy transition.

HyNet will become one of the first low-carbon clusters in the world and the project will decarbonise one of the key energy-intensive industrial districts as well as unlock significant economic growth in this region of the UK.

This commitment is clear evidence of how governments and industry can work together to implement pragmatic and effective industrial policies, in order to accelerate decarbonisation. On our side, it reaffirms Eni’s role as a key partner with the UK in enabling its journey towards Net Zero.

James Richardson, Acting Chief Executive of the Climate Change Committee, said:

It’s fantastic to see funding coming through for these big projects. We can’t hit the country’s targets without CCUS so this commitment to it is very reassuring. It will no doubt provide comfort to investors and business about the direction of travel for the country.

We know these projects will provide good, reliable jobs in communities that need them. It is important that prosperity for these parts of the country is built into a clean energy future.

Emma Pinchbeck, Energy UK’s Chief Executive, said:

CCUS is a tool in our armoury of technologies which we need to decarbonise parts of energy that we currently can’t do with clean electricity, such as major industrial processes.

The energy transition is gathering pace, and the development of CCUS here for industrial processes unlocks inward investment, creates jobs and helps areas with a proud history of engineering and industry pioneer the technologies of the future in the UK.

Olivia Powis, CEO of the Carbon Capture and Storage Association (CCSA), said:

The government’s confirmed support for carbon capture and storage and hydrogen demonstrates their commitment to the UK’s journey to net zero.

Today’s announcement shows that decarbonisation does not mean de-industrialisation, and highlights the UK’s leadership in these important technologies.

The industry has made significant strides towards deploying carbon capture projects and by establishing the first 2 CCUS clusters in the North West and North East of England, it means that we can deliver thousands of new highly skilled jobs whilst reducing our CO2 emissions and retaining existing jobs in our industrial areas in critical industries like cement and manufacturing across the UK.

Celia Greaves, CEO of the Hydrogen Energy Association, said:

This is a vital step forward, catapulting hydrogen towards long-term certainty we need in the UK. Supporting hydrogen at scale in 2 of the biggest UK industrial clusters is the government giving hydrogen another green light as a key component of its green energy ambitions. We particularly welcome the news that this will provide thousands of new jobs given the HEA’s solid focus on hydrogen’s role in delivering clean growth.

Our own project map has built up a blueprint of hydrogen endeavours across all parts of the UK and this significant investment in carbon capture clusters is going to bring forward the first large scale projects we have seen in the country. What’s more, it will inject further enthusiasm for wider investment to power-up business confidence which will have a knock-on effect of continuing to position the UK as a global player in hydrogen technology and innovation.

Clare Jackson, CEO of Hydrogen UK, said:

We are thrilled to see the UK government’s commitment to advancing Track-1 clusters in partnership with the private sector. This initiative is a crucial step forward for regional development, driving economic growth, and creating high-quality jobs across the country.

The integration of CCUS technology with hydrogen production is pivotal for achieving our net zero targets. CCUS-enabled hydrogen not only provides a low carbon, and scalable energy solution but also ensures the UK remains at the forefront of the global hydrogen economy.

By moving forward with Track-1, we are laying the foundation for a cleaner, more resilient energy future for all.

  • MIL-OSI USA: USAID Launches New Window of $50 Million for EDGE Fund to Boost Innovation through Private Sector Partnerships

    Source: USAID

USAID announced a new $50 million round of funding for the USAID’s EDGE Fund. The EDGE Fund enables USAID Missions worldwide to leverage private sector expertise, networks and supply chains to drive sustainable and scalable solutions to global challenges.

Recognizing that the needs faced by communities around the globe are simply too large for governments and donors to tackle alone, USAID engages a wide range of partners in its work, most notably the private sector. The EDGE Fund supports the most catalytic types of private sector partnerships in which there is significant alignment between the commercial interests of our private sector partners, the development objectives of the Agency, and development needs of local populations, ensuring continued private sector investment into targeted communities well into the future.

Through prior rounds of EDGE funding, USAID is investing $100 million and is leveraging over $280 million from the private sector to implement solutions that could unlock upwards of $2 billion in mobilized investments for sustainable development. Through collaborations with over 80 private sector partners, the EDGE Fund is advancing market-led solutions that address conflict, displacement, and food insecurity; accelerate inclusive economic growth; tackle the climate crisis; and combat political repression and corruption.

This new $50 million third round of funding, brings total USAID investment through the EDGE Fund to $150 million.

Prospective partners can submit Expressions of Interest on the EDGE Fund page.
