  • Another batch of yatris leaves for Valley as Amarnath Yatra begins today

    The annual Amarnath Yatra officially commenced on Thursday, with another batch of 5,246 pilgrims departing from Jammu for the Kashmir Valley, officials confirmed.

    According to officials, the second batch of pilgrims left Bhagwati Nagar Yatri Niwas on Canal Road in Jammu in two escorted convoys.

    “Out of the total, 1,993 pilgrims are heading to the Baltal base camp, while 3,253 are bound for the Pahalgam base camp,” they added.

    The 36-day-long Yatra began on Thursday morning, with the first batch of pilgrims setting off from the Baltal base camp towards the holy cave shrine. Simultaneously, others from the same batch departed from Pahalgam on foot.

    Upon their arrival in the Valley on Wednesday, the pilgrims were warmly welcomed by locals – including members of civil society, traders, and other community groups – who lined up at the Navyug Tunnel in Qazigund town with garlands and placards.

    J&K Lieutenant Governor Manoj Sinha flagged off the first batch of pilgrims from Jammu on Wednesday, marking the ceremonial start of this year’s Yatra.

    Unprecedented security arrangements have been made for the Yatra, particularly in light of the April 22 terror attack in Pahalgam. An additional 180 companies of Central Armed Police Forces (CAPFs) have been deployed to bolster the existing security setup, which includes the Army, security forces, and the Jammu and Kashmir Police.

    Pilgrims have been advised to travel from Jammu to the base camps only as part of official escorted convoys and not to attempt the journey individually for safety reasons.

    The Yatra will conclude on August 9, coinciding with Shravan Purnima and Raksha Bandhan.

    The holy cave shrine, located 3,888 meters above sea level, can be reached via two routes: the traditional 46-kilometre-long Pahalgam route or the shorter 14-kilometre Baltal route.

    Pilgrims taking the Pahalgam route pass through Chandanwadi, Sheshnag, and Panchtarni, typically taking four days to reach the shrine. In contrast, those using the Baltal route usually complete the round trip in a single day.

    Due to security concerns, helicopter services are not being offered to pilgrims this year.

    Local residents play a vital role in facilitating the pilgrimage by providing ponies, palkis, and even carrying elderly or infirm devotees on their backs along the difficult terrain leading to the shrine.

    JAKARTA, July 3 (Xinhua) — Indonesian authorities have launched a search and rescue operation in the area where a ferry sank in the Bali Strait off the coast of the island of the same name, state news agency Antara reported, citing a preliminary report.

    According to him, the KM Tunu Pratama Jaya was heading from the port of Ketapang in East Java to the port of Gilimanuk in Bali when it sank on Thursday at around 00:19 local time.

    The ferry was reported to be carrying 53 passengers and 12 crew members. The cause of the crash is under investigation.

    JAKARTA, July 3 (Xinhua) — Four people were confirmed dead, 38 were missing and 23 survived after a passenger ship sank off Indonesia’s Bali island early Thursday, a senior official with East Java’s search and rescue agency Toleb Watelehan said.

    The wooden vessel, KM Tunu Pratama Jaya, was en route from Ketapang seaport in Banyuwangi province, East Java, to Gilimanuk seaport in Jembrana province on Bali island, the official said.

    “Up to 23 people survived the incident, four died and 38 remain missing,” T. Vatelehan told Xinhua by telephone.

    Search and rescue operations are underway from both Bali and East Java as the incident occurred near the maritime border between the two. Bali Search and Rescue Agency chief I Nyoman Sidakarya confirmed the joint efforts. –0–

  • MIL-OSI New Zealand: Man charged in relation to February fatal crash, Southland

    Police have charged a 20-year-old man in relation to a fatal crash on Niagara-Tokanui Highway on 15 February 2025.

    At around 8.35pm, Police were alerted to a single-vehicle crash where a ute had rolled between McManus Road and Quarry Hills Fortification Road.

    Sadly, despite best efforts by emergency services, 20-year-old Jack Victor Hugh Stephens from Tahakopa died at the scene.

    Two other occupants received serious to critical injuries.

    At the time, the Serious Crash Unit conduced a scene examination and Police’s investigation was established.

    Today, Police charged a 20-year-old man in relation to the incident.

    He is due to appear in Gore District Court on Wednesday 30 July 2025, charged with manslaughter.

    As the matter is before the courts, Police are unable to provide further information in relation to the matter.

If you choose to use consumer fireworks, follow these precautions – including:

    • Always check local regulations before lighting fireworks in your area.
    • Never give fireworks to small children and keep a bucket of water or a hose nearby in case of emergencies.
    • Light fireworks one at a time and never attempt to relight a dud.
    • Maintain a safe distance from fireworks and never point them at people, animals, or structures.

    Campfire and Outdoor Fire Safety—Don’t be the Spark.

    California, leading a multistate coalition, filed a lawsuit Tuesday against the administration of U.S. President Donald Trump over leaking citizens’ personal information.

    Charging the Trump administration with illegally sharing Medicaid recipients’ health data with immigration enforcement agencies, the 59-page lawsuit document was filed to the U.S. District Court for the Northern District of California, with Health and Human Services Secretary Robert F. Kennedy Jr., Homeland Security Secretary Kristi Noem and their departments listed as defendants.

    California Attorney General Rob Bonta led the state attorneys general of Arizona, Colorado, Connecticut, Delaware, Hawaii, Illinois, Massachusetts, Maine, Maryland, Michigan, Minnesota, Nevada, New Jersey, New Mexico, New York, Oregon, Rhode Island, Vermont and Washington in filing the lawsuit.

    The plaintiffs challenged the U.S. Department of Health and Human Services (HHS) granting “unfettered access” to individuals’ health records to the Department of Homeland Security (DHS), which houses the Immigration and Customs Enforcement (ICE), saying the decision violated privacy laws and longstanding practices separating Medicaid information from law enforcement.

    They highlighted that the Trump administration’s illegal actions created fear and confusion among communities that will lead noncitizens and their family members to disenroll or refuse to enroll in emergency Medicaid. Under these circumstances, some patients may not get the emergency health services they need and will suffer fatal health consequences as a result.

    “The Trump Administration has upended longstanding privacy protections with its decision to illegally share sensitive, personal health data with ICE. In doing so, it has created a culture of fear that will lead to fewer people seeking vital emergency medical care,” Bonta said in a press release published by his office, noting that the lawsuit was aimed at ensuring Medicaid data would not be used for immigration enforcement purposes.

    “I’m sickened by this latest salvo in the President’s anti-immigrant campaign. We’re headed to court to prevent any further sharing of Medicaid data,” he said.

    According to California’s Department of Justice, Medicaid is an essential source of health insurance for lower-income individuals and particularly underserved population groups. As of January 2025, 78.4 million people were enrolled in Medicaid and the Children’s Health Insurance Program across the United States.

    The Medicaid program allows each participating state to develop and administer its unique health plans. In California, the most populous state in the country, the Medi-Cal program, the state’s version of Medicaid, provides healthcare coverage for one out of three residents, including more than 2 million noncitizens.

    Medicaid Act, enacted by the Congress in 1965, and other U.S. federal laws defined the personal healthcare data collected by the program is confidential and could be only shared in certain narrow circumstances that benefit public health and the integrity of the Medicaid program itself, the lawsuit document said, noting that the mass transfer of data between the HHS and the DHS is illegal.

    Moreover, it said reports indicated that the U.S. federal government plans to create a sweeping database after collecting data from the HHS to use for “mass deportations” and other large-scale immigration enforcement purposes.

  • Hamas studies Gaza ceasefire proposal labelled ‘final’ by Trump

    Hamas said on Wednesday it was studying what U.S. President Donald Trump called a “final” ceasefire proposal for Gaza but that Israel must pull out of the enclave, and Israeli leader Benjamin Netanyahu said Hamas would be eliminated.

    Trump said on Tuesday Israel had agreed to the conditions needed to finalise a 60-day ceasefire with Hamas after a meeting between his representatives and Israeli officials.

    In a statement, the Palestinian militant group said it was studying new ceasefire offers received from mediators Egypt and Qatar but that it aimed to reach an agreement that would ensure an end to the war and an Israeli pullout from Gaza.

    Israeli Prime Minister Benjamin Netanyahu called for the elimination of Hamas in his first public remarks since Trump’s announcement.

    “There will not be a Hamas. There will not be a ‘Hamastan’. We’re not going back to that. It’s over,” Netanyahu told a meeting hosted by the Trans-Israel pipeline.

    The two sides’ statements reiterated long-held positions, giving no clues as to whether or how a compromise agreement could be reached.

    “I hope it would work this time, even if for two months, it would save thousands of innocent lives,” Kamal, a resident of Gaza City, said by phone.

    Others questioned whether Trump’s statements would deliver long-term peace.

    “We hope he is serious like he was serious during the Israeli-Iranian war when he said the war should stop, and it stopped,” said Adnan Al-Assar, a resident of Khan Younis in Gaza’s south.

    There is growing public pressure on Netanyahu to reach a permanent ceasefire and end the nearly two-year-long war, a move opposed by hardline members of his right-wing ruling coalition.

    At the same time, U.S. and Israeli strikes on nuclear sites in Iran and ceasefire agreed on in last month’s 12-day Israel-Iran air war have put pressure on Hamas, which is backed by Tehran.

    Israeli leaders believe that, with Iran weakened, other countries in the region have an opportunity to forge ties with Israel.

    ‘SOME POSITIVE SIGNS’

    Foreign Minister Gideon Saar said Israel was “serious in our will” to reach a hostage deal and ceasefire.

    “There are some positive signs. I don’t want to say more than that right now. But our goal is to begin proximity talks as soon as possible,” he said while visiting Estonia.

    Of 50 hostages held by Hamas, about 20 are believed to be still alive.

    Israeli opposition leader Yair Lapid posted that his party could provide a safety net if any cabinet members opposed a deal, effectively pledging not to back a no-confidence motion in parliament that could topple the government.

    At the end of May, Hamas had said it was seeking amendments to a U.S.-backed ceasefire proposal. Trump’s envoy, Steve Witkoff, said this was “totally unacceptable.”

    That proposal involved a 60-day ceasefire and the release of half the hostages held by Hamas in exchange for Palestinian prisoners and the remains of other Palestinians; Hamas would release the remaining hostages as part of a deal that guarantees the end of the war.

    “Israel has agreed to the necessary conditions to finalize the 60 Day CEASEFIRE, during which time we will work with all parties to end the War,” Trump posted on Tuesday, without specifying the conditions.

    A source close to Hamas said its leaders were expected to debate the proposal and seek clarifications from mediators before giving an official response.

    Gaza health authorities said Israeli gunfire and military strikes had killed at least 139 Palestinians in northern and southern areas in the past 24 hours, and the Israeli military ordered more evacuations late on Tuesday.

    Among those killed was Marwan Al-Sultan, director of the Indonesian Hospital in northern Gaza, in an airstrike that has also killed his wife and five children, medics said.

    The Israeli military said it had targeted a “key terrorist” from Hamas in the Gaza City area. It said it was reviewing reports of civilian casualties and that the military regretted any harm to “uninvolved individuals” and takes steps to minimise such harm.

    Hamas fighters stormed into Israel on October 7, 2023, and killed 1,200 people, most of them civilians, and took 251 hostages back to Gaza, according to Israeli tallies.

    Israel’s subsequent military assault has killed more than 57,000 Palestinians, most of them civilians, according to the Gaza health ministry, displaced almost all the 2.3 million population and caused a humanitarian crisis.

    The Department of Telecommunications (DoT) welcomes the Reserve Bank of India’s (RBI) advisory issued on June 30, directing all Scheduled Commercial Banks, Small Finance Banks, Payments Banks and Co-operative Banks to integrate the Financial Fraud Risk Indicator (FRI) developed by DoT into their systems.

    This major step is expected to strengthen efforts to curb cyber-enabled financial frauds and boost collaboration between key agencies to protect citizens in the expanding digital economy. The integration will automate data exchange between banks and DoT’s Digital Intelligence Platform (DIP) through secure API-based systems, allowing for real-time fraud risk checks and continuous updates.

    What is the Financial Fraud Risk Indicator and How Will It Help?

    Launched in May 2025 by DoT’s Digital Intelligence Unit (DIU), the Financial Fraud Risk Indicator is a risk-based tool that classifies mobile numbers as Medium, High or Very High risk based on data from the National Cybercrime Reporting Portal, DoT’s Chakshu platform and intelligence inputs from banks and financial institutions.

    Using the FRI, banks can take immediate preventive steps such as declining suspicious transactions, alerting customers, or delaying high-risk transactions. DoT’s DIU also shares a Mobile Number Revocation List with stakeholders, which includes numbers disconnected due to links with cybercrime or misuse.

    The system is already being used by major institutions including PhonePe, Punjab National Bank, HDFC Bank, ICICI Bank, Paytm and India Post Payments Bank. With UPI being widely used across India, the wider adoption of FRI is expected to protect millions of users from online fraud.

    DoT has reiterated its commitment to support banks and financial institutions with technology-driven, coordinated solutions like the FRI. The move aligns with the Government’s Digital India vision and aims to strengthen digital trust, improve fraud detection and enhance resilience across the financial ecosystem.

And there is much to look at: just sitting next to a legend of Soviet theater and cinema is already a great honor, but the office, like a museum, is full of interesting exhibits. There is a globe, and numerous books, statues, a clock, and on the walls are memorable photographs and playbills.

    The enchanted gaze stops at a large black-and-white poster of the festival in memory of Anatoly Efros in St. Petersburg, which took place in April 1993. Then a question arises about the teachers and mentors of Alexander Kalyagin, among whom Anatoly Vasilyevich occupies a special place. “This is a long conversation. Because every time I talk about Efros, some kind of wave sincerely rises in me. From smiles to tears, from some visions of his performances to funerals,” the master shares. Alexander Alexandrovich dreamed of playing in the productions of the famous director and was able to realize this cherished desire in two of his performances in the early 1980s on the stage of the Moscow Art Theater: “And what a company we had in “Tartuffe”! Every actor is an entire era. And Stanislav Lyubshin, and Anastasia Vertinskaya, and Nina Gulyaeva, and Yuri Bogatyrev. Everything, everything that is needed.” In those years, another equally famous and honored master served there, whose figure also had a strong influence on the future founder of the Et Cetera theater – Oleg Efremov, an outstanding teacher and an extraordinary personality. “He was so charming, believe me, he had a magical effect on everyone,” Alexander Kalyagin recalls about him.

    We talked about contemporary theatre, directorial discoveries, and the different thinking of today’s directors. And then we went to the foyer to see an exhibition dedicated to Anatoly Efros, who would have turned 100 on July 3.

    After the museum exhibition, Timofey Dunayev, an actor of the theater, gave a short excursion into history: “Et Cetera was founded in 1992 by graduates of the Moscow Art Theater School, course of Alexander Alexandrovich Kalyagin. On February 2, 1993, the first performance of Anton Pavlovich Chekhov’s play “Uncle Vanya” was performed with Vasily Lanovoy and Vladimir Simonov in the leading roles on the stage of the Pushkin Theater. According to Timofey Dunayev, the repertoire also includes completely different performances both in form and meaning – from classical works like Boris Godunov directed by Peter Stein to more modern interpretations – Duck Hunt and Mandate by Vladimir Pankov, the current artistic director of the Moscow State Theater “Lenkom Mark Zakharov”.

    Classicism, baroque, rococo can be seen everywhere: in the decoration, stucco, design, including the entrance to the large hall. It amazes not only with its capacity (528 seats!), but also, first of all, with its inevitably eye-catching chairs. “They are absolutely unique,” comments Timofey Dunayev, “made at a Milan furniture factory specifically for the Et Cetera theater. There are 11 types of chairs, for which sketches were developed, reviewed, and personally approved by Alexander Alexandrovich. They imitate the types of chairs that stood in different auditoriums of famous theaters at different times: in the “Comédie Française,” “Palais Royal,” in London, Spain. Such is the mystery. That is, people enter the hall — and immediately there is a certain theatricality, a mystery.”

    The mysteries don’t end there, however. If you look closely, you’ll notice that the right and left sides of the mezzanine are decorated in different styles, and the central box is offset to the right relative to the center (if you look at it from the stage). The same goes for the aisles – they’re quite unusual.

    The hall itself seems to reproduce a quote from William Shakespeare’s play: “All the world’s a stage, and the women and the men all players; each with his own entrance and exit, and each playing more than one part.” In this way, Et Cetera invites the audience to play a little, to feel part of the magic that the actors, directors and technical team create for them. The effect is enhanced by the boxes, each of which is named after a certain dramatic character. “There is Tartuffe’s box from Moliere’s play of the same name. There is Mitrofanushka’s box – for us, this is “The Minor”. That is, when you buy a ticket, you do not have the right side, the third box, but, let’s say, Ariel’s box from Shakespeare’s “The Tempest”, ” explains Timofey Dunayev. And the central box is named after the hero of Samuel Beckett’s most famous play, whom all the other characters endlessly discuss, but he never appears. Tickets are not sold for it – it stands empty, waiting for Godot.

    Et Cetera, Et Cetera, Et Cetera…

    Having stopped by the Efrosovsky Hall on the way and admired the spiral staircase, we set off together with Dmitry Mozgov, deputy artistic director of the Moscow Et Cetera Theatre for creative issues, to another performance space. Chamber performances and poetry evenings are held in the small hall, a laboratory is held where young directors, playwrights, actors try to find a new language, to feel out a new aesthetic. “And sometimes we have very interesting discoveries on the small stages of our theatre,” Dmitry Mozgov shares.

    The Et Cetera Theatre actively participates in the cultural life of Moscow and various city events: recently one of the performances was shown in Zaryadye Park, and the May “Night at the Museum” was also celebrated brightly.     On the first floor, where the museum is located, you can read the words of Alexander Alexandrovich, ornately written on a rectangular plaque: “Et Cetera in Latin – and so on, and so forth, and so forth… It seems to me a wonderful name for a theater. The essence of its aspirations is to unite different schools and different artists, in a word, et cetera…” This season is coming to an end, but there will certainly be a continuation in the next one – see you at the theater!

    Tenants of city land plots have received permission to place charging stations for electric vehicles in the east, southeast and south of Moscow. This was reported by Ekaterina Solovieva, Minister of the Moscow Government, Head of the Department of City Property.

    “Tenants of city land plots can place various non-capital objects on them, including charging stations for electric vehicles. A special interdepartmental commission reviews the corresponding applications. Since the beginning of the year, it has approved the installation of 22 such objects on the territory of a gas station in the Perovo district, as well as near administrative buildings in Maryino and Biryulyovo Zapadny. This decision is aimed at developing infrastructure and supporting environmentally friendly transport,” said Ekaterina Solovyova.

    Ten charging stations for electric vehicles will be installed near the gas station on 1st Entuziastov Street, and the installation of two more has been approved near the Maryino small business center on Lyublinskaya Street. The city has also approved the installation of ten stations on Vostryakovsky Proezd, not far from the 32nd kilometer of the Moscow Ring Road on the territory of the resource supply organization complex. They became the first charging hub for electric vehicles “Yuzhny”.

    “During the first month of the festival, city residents and guests visited 850 events, 350 of which were performances. And 500 master classes and creative laboratories gave viewers the opportunity to try themselves in the roles of actors and directors.     According to the head of the Moscow Department of Culture, a new chamber stage of the festival opened on Patriarch’s Ponds on July 1, where about 100 theatrical performances will take place until the end of the summer.     It sets out our administrative approach to the Commissioner’s discretion for granting an exemption from the Public country-by-country (CBC) reporting obligations. It applies to all entities subject to Public CBC reporting that may consider applying for a full or partial exemption from publishing information, or from publishing information of a particular kind.

    We’re taking public comments until 5 September 2025. You can find instructions on how to submit your comments in PS LA 2025/D1.

  • MIL-OSI New Zealand: Strengthening trespass laws for businesses

    The Government is strengthening trespass laws to make them more effective and practical for businesses, Justice Minister Paul Goldsmith and Associate Justice Minister Nicole McKee say.

    “We know our trespass laws are no longer fit for purpose. They’re difficult to enforce and often criminals take no notice. They return with impunity and just continue to rob businesses of their livelihoods,” Mr Goldsmith says.

    “Our plan to restore law and order is working, but there’s still more work to be done. Trespass laws are an area we know will make a world of difference to the community. 

    “Businesses need extra tools to better protect their properties, keep offenders away, and stop them from coming back.”

    The proposed changes to the Trespass Act are:

    • Increasing the maximum trespass period from two years to three years.
    • Allow businesses, such as franchises, to trespass individuals from multiple locations.
    • Increase the maximum fine for anyone refusing to leave when asked, or returning when trespassed from $1,000 to $2,000.
    • Increase the maximum fine for anyone refusing to give their name and address when requested, or giving false information, from $500 to $1,000.

    “For too long, offenders have treated trespass notices like a joke. These changes send a clear message: enough is enough. If you threaten retail workers or steal from businesses, don’t expect to walk back in like nothing happened,” Mrs McKee says.
    “Every New Zealander deserves to feel safe at work, especially our frontline retailers. These reforms aren’t just about fines and paperwork; they are about making retail spaces safer and giving businesses the respect they deserve.”

    “I want to thank Sunny Kaushal and the Retail MAG for engaging with retailers across the country and for their recommendations on how to modernise the Trespass Act, so it better upholds retailers’ business and property rights, while keeping customers and staff safe,” Mr Goldsmith says.

    “Our goal before the Bill is introduced is to explore how best to support retailers when distributing notices to those who refuse to engage.”

  • MIL-OSI New Zealand: Construction to start on new average speed safety cameras in Bay of Plenty

    NZ Transport Agency Waka Kotahi (NZTA) will soon begin construction of two sets of average speed safety cameras to improve safety in Bay of Plenty.

    Average speed safety cameras are being used by NZTA to reduce serious crashes along high-risk corridors and roads. The technology is internationally proven to be highly effective at reducing deaths and serious injuries on longer sections of road. The cameras work by calculating a vehicle’s average speed over a length of road between two cameras.  

    One pair will be installed on State Highway 2 (SH2) Pacific Coast Highway between Ōtamarākau and Matatā and the other on State Highway 5 (SH5) Explorer Highway, Tumunui south of Rotorua in the Bay of Plenty. Work will begin at both sites on Monday 14 July, and take three to four weeks to complete.

    NZTA Head of Regulatory Strategic Programmes Tara Macmillan says speeding has a very real and devastating impact on communities. 

    “The types of crashes that happen, and are likely to happen, the volume of traffic, and driver behaviour all tell us that there is a serious risk of people being killed or seriously injured in crashes on these roads. We also know that risk can be significantly reduced if more people drive to the speed limit. By installing safety cameras, we can reduce the chance of people being killed or seriously injured in crashes on these roads.”

    SH2 Matatā 

    In June 2024, NZTA undertook a speed survey on this stretch of road that showed around 45 percent of drivers were speeding.  

    A new camera will be installed on SH2 near Herepuru Road (by Murphy’s Holiday Camp). The existing safety camera near Ōtamarākau on SH2 will be converted to an average speed camera.  

    SH5 Tumunui 

    In June 2024, NZTA undertook a speed survey on this stretch of road which showed around 47 percent of drivers were speeding. 

    One camera will be installed at approximately 126 Thermal Explorer Highway (SH5 – Rotorua end) and the other near 2028 Thermal Explorer Highway near Waimangu. 

    When installed, each pair of cameras will work together, measuring the average speed drivers travel between them. Drivers will only be ticketed if their average travel speed over the entire distance between a pair of cameras is over the limit – they aren’t ‘pinged’ by a single camera or at a single point where they are over the speed limit. 

    Initial construction works include installing underground power supplies, completing foundation works and installing metal barriers that will protect maintenance workers and any vehicle that leaves the road in a crash.   

    The poles and cameras will not be installed until later this year. Before the cameras begin operating ‘Average speed camera area’ signs will be installed, giving drivers a reminder to check their speed and slow down if needed. 

    NZTA is expecting to begin operating its first average speed safety cameras on SH1 at Matakana Road, Warkworth, later this year, and will progressively bring other average speed safety cameras online, including in the Bay of Plenty, in the following months.

    A 17-year-old learner motorcycle rider will appear in court and has had his bike seized after he was intercepted travelling 80km/h above the speed limit at Turners Beach yesterday.
    Around 3.40pm police detected a Honda motorcycle travelling at 160km/h on the Bass Highway.
    Taskforce Scelus intercepted the rider, who was a 17-year-old holder of a learner licence.
    The rider was not displaying an L Plate, had an unroadworthy tyre on his bike, and was exceeding the maximum speed limit on his licence which was 80km/h.
    “The behaviour of this rider was incredibly dangerous, and could have had devastating consequences,” said Detective Inspector Michelle Elmer.
    “The rider has had his motorcycle seized for 28 days, and he will appear in court at a later date in relation to excessive speed, failing to display L plate, and the unroadworthy tyre.”
    “Excessive speed, combined with inexperience, could have resulted in death or serious injury for the rider, and other road users.”
    “Police urge all motorcycle riders to take responsibility for their actions every time they travel on the roads, and do the right thing to keep themselves and other road users safe.”

    Climate change has made extreme weather events such as bushfires and floods more frequent and more likely in recent years, and the trend is expected to continue. These events have led to human and animal deaths, harmed physical and mental health, and damaged properties and infrastructure.

    Will firsthand experience of these events change how people think and act about climate change, making it seem immediate and local rather than a distant or future problem?

    Research so far has offered a mixed picture. Some studies suggest going through extreme weather can make people more likely to believe in climate change, worry about it, support climate policies, and vote for Green parties. But other studies have found no such effects on people’s beliefs, concern, or behaviour.

    New research led by Viktoria Cologna at ETH Zurich in Switzerland may help to explain what’s going on. Using data from around the world, the study suggests simple exposure to extreme weather events does not affect people’s view of climate action – but linking those events to climate change can make a big difference.

    Global opinion, global weather

    The new study, published in Nature Climate Change, looked at the question of extreme weather and climate opinion using two global datasets.

    The first is the Trust in Science and Science-related Populism (TISP) survey, which includes responses from more than 70,000 people in 68 countries. It measures public support for climate policies and the extent that people think climate change is behind increases in extreme weather.

    The second dataset estimates how much of each country’s population has been affected each year by events such as droughts, floods, heatwaves and storms. These estimates are based on detailed models and historical climate records.

    Public support for climate policies

    The survey measured public support for climate policy by asking people how much they supported five specific actions to cut carbon emissions. These included raising carbon taxes, improving public transport, using more renewable energy, protecting forests and land, and taxing carbon-heavy foods.

    Responses ranged from 1 (not at all) to 3 (very much). On average, support was fairly strong, with an average rating of 2.37 across the five policies. Support was especially high in parts of South Asia, Africa, the Americas and Oceania, but lower in countries such as Russia, Czechia and Ethiopia.

    Exposure to extreme weather events

    The study found most people around the world have experienced heatwaves and heavy rainfall in recent decades. Wildfires affected fewer people in many European and North American countries, but were more common in parts of Asia, Africa and Latin America.

    Cyclones mostly impacted North America and Asia, while droughts affected large populations in Asia, Latin America and Africa. River flooding was widespread across most regions, except Oceania.

    Do people in countries with higher exposure to extreme weather events show greater support for climate policies? This study found they don’t.

    In most cases, living in a country where more people are exposed to disasters was not reflected in stronger support for climate action.

    Wildfires were the only exception. Countries with more wildfire exposure showed slightly higher support, but this link disappeared once factors such as land size and overall climate belief were considered.

    In short, just experiencing more disasters does not seem to translate into increased support for mitigation efforts.

    Seeing the link between weather and climate change

    In the global survey, people were asked how much they think climate change has increased the impact of extreme weather over recent decades. On average, responses were moderately high (3.8 out of 5) suggesting that many people do link recent weather events to climate change.

    Such an attribution was especially strong in Latin America, but lower in parts of Africa (such as Congo and Ethiopia) and Northern Europe (such as Finland and Norway).

    Crucially, people who more strongly believed climate change had worsened these events were also more likely to support climate policies. In fact, this belief mattered more for policy support than whether they had actually experienced the events firsthand.

    What does this study tell us?

    While public support for climate policies is relatively high around the world, even more support is needed to introduce stronger, more ambitious measures. It might seem reasonable to expect that feeling the effects of climate change would push people to act, but this study suggests that doesn’t always happen.

    Prior research shows less dramatic and chronic events like rainfall or temperature anomalies have less influence on public views than more acute hazards like floods or bushfires. Even then, the influence on beliefs and behaviour tends to be slow and limited.

    This study shows climate impacts alone may not change minds. However, it also highlights what may affect public thinking: helping people recognise the link between climate change and extreme weather events.

    In countries such as Australia, climate change makes up only about 1% of media coverage. What’s more, most of the coverage focuses on social or political aspects rather than scientific, ecological, or economic impacts.

    Many stories about disasters linked to climate change also fail to mention the link, or indeed mention climate change at all. Making these connections clearer may encourage stronger public support for climate action.

    Overly rigid insulation rules are being removed to ease costs for designers, builders and homeowners, Building and Construction Minister Chris Penk has announced. 
     
    “I’ve heard clearly from the industry that the current one-size-fits-all approach to insulation requirements is needlessly driving-up costs. 
     
    “The most prescriptive compliance pathway currently available for insulation – known as the Schedule Method – doesn’t allow for design trade-offs that can affect a home’s energy efficiency, like adjusting window size. 
     
    “This has led to designers and homeowners having to over-insulate in certain areas to achieve Building Code compliance, offering little extra energy efficiency benefit at a significant cost. 
     
    “To address this, the Ministry of Business, Innovation and Employment (MBIE) will remove the current Schedule Method in favour of more flexible alternatives.  

    “Smarter online tools now let us take a balanced, whole-of-home approach to energy efficiency – enabling builders and designers to measure a home’s total heat loss instead of being locked into prescriptive requirements. 
     
    “Using adaptable Calculation and Modelling Methods is shown to cut the cost of an average new build by up to $15,000. 
     
    “The government will now work closely with the sector to ensure a smooth transition before the change takes effect. 
     
    “The Schedule Method will be removed from the Building Code’s Acceptable Solutions and Verification Methods for Energy Efficiency by the end of the year, followed by a 12-month transition period to give the sector time to adjust. 
     
    “I’ve also directed officials to explore designating the Far North as a separate climate zone under the Building Code, responding to calls from local leaders to ease insulation rules in the region. 
     
    “The Far North District Council made a strong case in its energy-efficiency review submission, highlighting that the region’s warmer climate and need for affordable housing allow for a more tailored approach. 
     
    “I’ve heard from the district council that building costs in the Far North are approaching $5,000 per square metre. They’re pushing for change to deliver more homes for locals at a reasonable price – an ambition I fully support. 
     
    “In my view, recognising Northland’s unique climate with a separate zone is a sensible step that could lower costs and unlock much-needed housing supply. 
     
    “MBIE will consult on any proposed changes to the region’s climate zone designation before final decisions are made, and I look forward to hearing feedback from the public. 

    “This Government is committed to making commonsense changes and cutting construction red tape to make building easier and more affordable – putting more roofs over Kiwi heads, while ensuring those homes stay safe and dry for our families.”

    • In the context of thermal performance in buildings, insulation refers to materials that reduce heat transfer by acting as a barrier between two areas. This includes products like fibreglass, wool, and glazing.
    • Updated documents with the Schedule Method removed are expected to be published in November 2025. A 12-month transition period will run thereafter, so designers can continue using the old documents with the Schedule Method.
    • MBIE will support the sector with guidance on how to use the more flexible Calculation Method to demonstrate compliance with the Building Code.

    Work is back underway on Dunedin’s new inpatient building, marking a major step forward in the Government’s commitment to delivering this critical health project, Health Minister Simeon Brown says. 

    “It’s great to be back in Dunedin to see physical works now underway again on the former Cadbury site. This visible progress clearly demonstrates our commitment to delivering this vital project.” 

    The early construction phase will see 134 pile caps installed, made from steel-reinforced concrete. Around 4,300 cubic metres of concrete will be poured across the site, with approximately 490 tonnes of reinforcing steel used in total. 

    “This work will take about six months and includes detailed inspections of every pile to ensure the facility is built to the highest design and safety standards.” 

    The next major construction phase is the substructure, which is expected to begin in early 2026, with contract awards due soon following strong market interest. 

    “This phase will prepare the site for base isolators and IL4 foundations – ensuring the hospital can keep functioning after a major earthquake or natural disaster. That’s essential for the people of Dunedin and the wider region.” 

    The inpatient building will be the largest single health facility in New Zealand, covering approximately 70,000 square metres. 

    “We’re delivering a hospital that’s not only future-proofed for changing models of care and technology but also built to grow with the population. The design allows for flexibility, scalability, and high-quality care delivery for decades to come. 

    “Significant progress has also been made on the outpatient building, which will begin delivering care to patients in a modern, purpose-built facility from next year. 

    “Our Government is committed to delivering both buildings and ensuring the people of Dunedin and surrounding Otago and Southland region have a fully operational, modern hospital. 

    “By 2031, Dunedin will have a resilient, fit-for-purpose health facility that will serve the city and wider region for generations to come. We are getting on with the job – and today’s progress is further proof that this Government is delivering,” Mr Brown says.

    Three men charged with Criminal Code Assault

    Police have today charged three men with Criminal Code Assault and destroying property following an incident outside Mood Food, Burnie, in the early hours of Wednesday 2 July.
    Police allege the 18 year old, 19 year old and 41 year old men – all of Somerset – assaulted an 18 year old man and damaged his vehicle while in possession of a bat.
    The victim was transported to hospital by ambulance, where he was treated for his injuries and discharged.
    The three men were subsequently arrested later that day by members of the Western Criminal Investigation Branch, and have since been charged.
    They will appear in the Burnie Magistrates Court at a later date.

    A driver remains in hospital after a serious vehicle rollover at Myalla in North West Tasmania overnight.
    Police and emergency services were called to Scotts Road just before 11pm Wednesday 2 July after reports a car had rolled down an embankment.
    The driver and sole occupant of the vehicle was transported to the North West Regional Hospital with serious head injuries.
    Investigations into the cause of the crash are ongoing.
