    xcellencies, Ladies and Gentlemen,

    Moments ago, I laid a wreath to honour Peacekeepers.

    Four thousand four hundred of our precious blue helmets have lost their lives since United Nations peacekeeping was established – seventy-seven years ago today. 

    In their memory I would like to ask all present in this room to observe a moment of silence.

    [PAUSE for silence]

    Thank you.

    We all pay tribute to those brave women and men who died – far from home and far from their loved ones – while serving humanity’s most noble cause: peace.

    Today, we honour with the Dag Hammarskjöld Medal, 57 peacekeepers who paid the ultimate price for the cause of peace last year, as well as another who lost his life in 1973.

    We hold them all in our hearts.

    And we grieve with their families and loved ones.

    Their service and sacrifice will never be forgotten. 

    Dear Friends,

    Peace is the foundations of the United Nations and with peacekeeping at it’s corner stone.

    This message was reinforced earlier this month at the Peacekeeping Ministerial meeting in Berlin.

    Over 130 countries and partners stood up for peacekeeping — and to make concrete commitments to strengthen it.

    It was a moving testimony to the fact that the worth and work of our peacekeepers are recognised in every corner of the world…

    And a tribute to peacekeeping and to peacekeepers – to all those we honour today.

    Over the decades, more than two million women and men have served in 71 missions on four continents. 

    I am deeply grateful to our Member States for these invaluable contributions.   

    In the communities and countries in which they serve, UN peacekeepers are an important symbol of the United Nations at its best 

    And together, they have helped improve millions of lives:

    Protecting people, preserving peace, and providing hope… 

    Rebuilding infrastructure, repairing institutions and ensuring lifesaving assistance.

    With their support, nations around the world have made the transition from war to peace.

    And many of those countries now contribute peacekeepers themselves – using their experiences to help others in need. 

    We must ensure this essential global resource can thrive over the long term.

    Including critical role of women in preventing, securing, and maintaining peace.

    This was recognized by the United Nations Security Council twenty-five years ago in Resolution 1325.

    A quarter of a century on, it is a miserable truth that women are still routinely excluded and marginalized in peace processes.

    United Nations has made determined efforts to change this:

    To build diverse and inclusive teams…

    And to support, protect and empower women in areas where we work.

    Today we recognize two leading women:

    Squadron leader Sharon Mwinsote Syme of Ghana, the UN Military Gender Advocate of the Year…

    And Superintendent Zainab Gbla of Sierra Leone, the UN Woman Police Officer of the Year. 

    The Military Gender Advocate of the Year award recognises dedication and effort in promoting the principles of Resolution 1325.

    And Squadron Leader Sharon Mwinsote Syme demonstrates these qualities in abundance.

    As the Military Gender Adviser in the Interim Security Force for Abyei, her outreach has built strong community links, and brought gender perspective in the field.

    Her work helped us to better understand the concerns of women and girls, and to craft possible solutions, together.

    That has played a vital role in enabling the force to respond to the needs of the local community.

    And she has also conducted an intensive health campaign for the local community on gender-based violence and ending child marriage. These have had a long-lasting impact.

    Thank you, Squadron Leader, for your service.

    The UN Woman Police Officer of the Year award celebrates role models in peace operations. 

    And UN Police Officer Superintendent Zainab Gbla is certainly that.

    She has served in the UN Interim Security Force for Abyei for the past two years, in the dual role of gender officer and police trainer.  

    When she arrived, the area in which she served had no place for children to learn.

    And so, she got to work:

    Initiating a school program…

    Providing educational materials and support, particularly for disadvantaged children…

    And establishing a mentorship program for girls.   

    She initiated projects to provide women with sustainable incomes, allowing them to provide for their families and send their children to school in a nearby town.  
      
    And, as a police trainer, she taught a diverse range of subjects vital to establishing the rule of law.  

    Thank you, Superintendent, for everything you have done.

    The efforts of these outstanding women have helped to strengthen the bonds between the Abyei mission and the local community – an invaluable gift for any peacekeeping operation.

    Let me offer my heartfelt congratulations to both of you for your achievements, and for receiving these awards today. 

    I am deeply proud of you both, just as I am proud of all our peacekeepers — past, present and future.

    In these strained and difficult times, that means adapting peacekeeping to new realities. 
     
    UN peacekeeping missions face complex situations in a complex world: terrorism; crime that knows no borders; and misinformation making them vulnerable to attacks.
     
    The Pact for the Future – adopted last year at the United Nations – includes a commitment to adapt our peace efforts to a changing world.
     
    The first step – a review of UN Peace Operations – is underway.
     
    And we will continue to work with Member States, and others, to deliver.
     
    We owe it to the brave women and men who have served – and died – under our blue flag.

  • MIL-OSI Africa: Sidi Ould Tah elected ninth president of the African Development Bank Group

    ABIDJAN, Ivory Coast, May 29, 2025/APO Group/ —

    Sidi Ould Tah of Mauritania was today elected President of the African Development Bank Group (www.AfDB.org) at the Bank’s Annual Meetings held in Abidjan, Côte d’Ivoire.  

    Tah was elected by the Bank’s Board of Governors, comprising Finance and Economy Ministers or Central Bank Governors of the Bank Group’s 81 regional and non-regional member countries. The board is the highest decision-making authority for the Bank Group. 

    The results were announced by Nialé Kaba, Minister of Planning and Development for Côte d’Ivoire, and Chairman of the Board of Governors of the Bank Group. 

    Addressing the Bank Group’s governors (https://apo-opa.co/4jtxMcx) and the media shortly after the announcement, Tah said, “Let’s go to work now, I’m ready!” 

    The winning candidate is required to obtain at least 50.01% of both the regional and non-regional votes (https://apo-opa.co/4kgzBLc). 

    Tah brings over 35 years of experience in African and international finance. He  served as president of the Arab Bank for Economic Development in Africa (BADEA) for 10 years from 2015, where he led a full transformation that quadrupled the Bank’s balance sheet, secured a AAA rating, and positioned it among the top-rated development banks focused on Africa.  

    A former Minister of Economic Affairs and Finance of Mauritania, Tah has held senior roles in multilateral institutions and has led crisis response, financial reform, and innovative resource mobilization for Africa. 

    The Board of Governors Steering Committee received and approved a total of five candidates by the closing date of 31 January 2025. The list of candidates was officially announced on 21 February 2025. 

    The other candidates in the election were: 

    • Amadou Hott (Senegal) 
    • Samuel Maimbo (Zambia) 
    • Mahamat Abbas Tolli (Chad)  
    • Bajabulile Swazi Tshabalala (South Africa) 

    Tah will assume office on 1 September 2025, for a five-year term, following the end of the second mandate of current President, Dr. Akinwumi Adesina. 

    The African Development Bank’s past heads since its inception in 1964 are: 

    • Mamoun Beheiry (Sudan), 1964-1970 
    • Abdelwahab Labidi (Tunisia), 1970-1976 
    • Kwame Donkor Fordwor (Ghana), 1976-1980 
    • Willa Mung’Omba (Zambia), 1980-1985 
    • Babacar N’diaye (Senegal), 1985-1995 
    • Omar Kabbaj (Morocco), 1995-2005 
    • Donald Kaberuka (Rwanda), 2005-2015 
    • Dr. Akinwumi Adesina (Nigeria), 2015-2025. 

    The election (https://apo-opa.co/43CwLJg) of a new president comes at a crucial time in the Bank Group’s six decades of existence. Africa has remained resilient despite climate shocks, economic disruption, and a shifting geopolitical landscape, but needs to move faster or risk falling behind on delivering on the African Union’s Agenda 2063 and the Sustainable Development Goals, summed up in the Bank Group’s High 5’s. 

    The 2025 Annual Meetings of the African Development Bank Group are taking place from May 26 to 30 in Abidjan, Côte d’Ivoire under the theme “Making Africa’s Capital Work Better for Africa’s Development.”

    JERUSALEM, May 29 (Xinhua) — Israeli Prime Minister Benjamin Netanyahu on Thursday said the Jewish state’s government has accepted the proposal of U.S. Special Envoy for the Middle East Steven Witkoff for a ceasefire in the Gaza Strip and the release of hostages, Israeli state broadcaster Kan reported.

    According to Kan, B. Netanyahu made the statement during a meeting with the families of the Israeli hostages who are presumed dead.

    The Israeli Prime Minister’s Office is not yet ready to comment.

    Earlier on Thursday, Hamas said in a statement that it had received Witkoff’s proposal and was currently studying it.

    As reported by Kan, citing a senior Israeli official, the proposal includes a 60-day ceasefire in the Gaza Strip in exchange for the release of 10 live hostages and the handover of 18 bodies of the dead in two stages. Israel, in turn, must free 1,236 Palestinian prisoners and hand over the bodies of 180 dead Palestinians.

    The proposal does not oblige Israel to end its 19-month offensive in Gaza, but it does require the Jewish state and Hamas to negotiate a long-term truce. The United States, Egypt and Qatar would act as guarantors of the ceasefire. –0–

    Superintendent Zainab Gbla of Sierra Leone has been awarded the 2024 UN Woman Police Officer of the Year for her innovative community engagement initiatives that helped strengthen relations between host communities and the United Nations Interim Security Force for Abyei (UNISFA). In an area that had no schools when she arrived, she initiated an educational program, providing materials and visual aids for teaching disadvantaged children. She also established a mentorship program for girls. Projects she also initiated to support crop cultivation and livestock sale at the local markets gave the women sustainable sources of income, allowing them to provide for their families and send their children to school in Abyei town.

    Currently serving as UNISFA’s Chief Police Training Officer, Chief Superintendent Gbla spent her teenage years displaced within her home country of Sierra Leone and later as a refugee in Guinea – experiences that motivated her to enter the police service and to empower women affected, like her, by conflict.

    XIAMEN, May 29 (Xinhua) — Chinese Foreign Minister Wang Yi on Thursday held a new round of separate meetings with foreign guests who arrived in China to attend the third China-Pacific Island Countries Foreign Ministers’ Meeting in Xiamen, east China’s Fujian Province.

    At a meeting with Foreign Minister of the Federated States of Micronesia (FSM) Lorin Robert Wang Yi, who is also a member of the Politburo of the CPC Central Committee, he said that the two heads of state reached an important consensus on strengthening mutual trust and friendship, as well as deepening mutually beneficial cooperation.

    China highly appreciates the resolution passed by the FSM Congress in support of the one-China principle and believes that the FSM will continue to firmly support China’s just position on Taiwan-related issues, Wang said.

    China is willing to further expand cooperation with the FSM in key areas such as infrastructure, climate change and marine exploration, promoting the continuous development of the China-Micronesia comprehensive strategic partnership, he said.

    L. Robert, for his part, congratulated on the successful holding of the 3rd China-Pacific Island States Foreign Ministers’ Meeting and reaffirmed the FSM’s continued commitment to the one-China principle. Micronesia is ready to further develop its comprehensive strategic partnership with China, he added.

    During a meeting with Vanuatu Minister of Foreign Affairs, International Cooperation and Trade Mark Athey, the Chinese Foreign Minister stressed that the China-Vanuatu comprehensive strategic partnership has been continuously developing under the leadership of the leaders of the two countries.

    According to Wang Yi, since the new Vanuatu government took office in February this year, the country has been pursuing a positive and friendly policy toward China, which is highly appreciated by the Chinese side. The two countries should take advantage of the current favorable situation to strengthen exchanges at all levels and expand practical cooperation, the Chinese diplomat noted.

    M. Ati, for his part, noted that China’s support not only helps Vanuatu improve the living conditions of its population, but also increases its confidence and sustainability in development.

    The Vanuatu government firmly adheres to the one-China principle and is willing to strengthen the alignment of development strategies with China, accelerate negotiations on a bilateral free trade agreement, and develop cooperation in areas such as education, infrastructure, health and law enforcement, moving towards a brighter future, Athi said.

    At a meeting with Papua New Guinea Foreign Minister Justin Tkachenko, Wang Yi said the two countries should implement the consensus reached by their leaders, begin negotiations on a free trade agreement as soon as possible and deepen cooperation in various fields.

    China values Papua New Guinea’s influence as a major country in the South Pacific and its role as a gateway to Asia, Wang continued, adding that China is willing to work with Papua New Guinea and other Pacific island countries to implement the outcomes of this foreign ministers’ meeting to make greater contributions to regional peace and development.

    J. Tkachenko, for his part, noted that relations with China are of utmost importance for Papua New Guinea. According to him, the government of Papua New Guinea strongly supports China’s efforts to protect national sovereignty and territorial integrity. Papua New Guinea, he added, is ready to strengthen communication and coordination with China to advance cooperation within the Belt and Road Initiative, as well as to expand practical cooperation in such areas as agriculture, education, telecommunications, energy and regional development.

  • MIL-OSI United Nations: Sarh hosts landmark workshop on urban risk-Informed development and resilience

    Sarh, a major city in southern Chad along the Chari River, faces frequent flooding due to its tropical climate, long rainy season, poor infrastructure, and rapid urban growth.  To address these challenges, the city of Sarh hosted, from 7 to 9 April 2025, a high-level workshop on urban development planning based on disaster risk reduction (DRR) and climate resilience, under the Making Cities Resilient 2030 (MCR2030) initiative. 

    Opening the event, His Excellency Abdramane Hamat Bargou, Government Delegate of the Province of Moyen-Chari, called attention to the impact of climate change on Sarh, a city increasingly vulnerable to floods. He praised the city’s commitment to aligning development planning with disaster risk reduction and adaptation efforts. 

    A collaborative effort for a safer Sarh 

    The workshop demonstrated strong political support and highlighted the importance of multilevel governance. City officials, provincial leadership, national institutions, regional organizations, including Economic Community of Central African States (ECCAS), came together to jointly assess disaster risks, identify priorities, and co-create solutions tailored to Sarh’s context.

    “The Ministry is fully committed to supporting cities like Sarh in developing and operationalizing their disaster risk reduction plans. Strengthening local governance structures and ensuring that DRR is mainstreamed into local development planning is a national priority. We will work to replicate the example of Sarh to other municipalities across Chad.” Mr Hassan Abdoulaye Mahamat, Director Risk Prevention, Ministry of Territorial Administration and Decentralization, Republic of Chad

    The participation of the city of Bukavu, Democratic Republic of Congo, which developed its Action Plan last year, further deepened the workshop’s impact. The representative shared their experience and lessons learned on challenges also faced by Sarh offering a powerful example of peer learning and South-South cooperation.  

    Sarh sets a model for urban resilience

    Reflecting on the exercise, Honourable Ramadan Boka, Mayor of Sarh, stated: 

    “The Disaster Resilience Scorecard exercise was a real eye-opener. The tool sparked real conversations between sectors that don’t always sit at the same table. It’s not just an assessment—it’s a starting point for collective action.”

    Sarh’s commitment to embedding DRR into governance and planning makes it the first city in Chad to both establish a multisectoral DRR committee and join the global MCR2030 network. “Sarh is leading by example. What we’ve seen here is not just planning—it is transformation in motion,” said Mr Semingar Ngaryamngaye, Director Disaster Risk Reduction at ECCAS. 

    The city now serves as a reference point for others across Central Africa on the journey to resilient, inclusive, and sustainable urban futures. 

    Honourable Djime Ngandéré Member of Parliament added: 

    “Our earlier engagement in an MCR2030 regional training laid the foundation for this initiative. That experience gave us the tools and vision to launch Sarh’s resilience journey.” 

    As a result, the Multisectoral Committee for Disaster Risk Reduction is now tasked with finalizing the Action Plan developed during the workshop and laying the groundwork for its implementation.

    The workshop was organized by UNDRR in collaboration with the City of Sarh, Ministry of Administration, Territorial and Decentralization, and ECCAS, and through the financial support of the Federal Ministry for Economic Cooperation and Development of Germany (BMZ), through the GIZ Resilience Initiative Africa Project implemented by UNDRR Regional Office for Africa.

    In the heart of South Africa’s Eastern Cape, the Alfred Nzo District Municipality, characterized by its rural landscapes and environmental vulnerability, is quietly undergoing a transformation. With rising threats from floods, wildfires, droughts, and even snowstorms, the district’s leadership has embarked on a journey to equip its local institutions with the tools, knowledge, and partnerships needed to prevent hazards from becoming disasters.

    From 6 to 8 May 2025, over 50 local government officials and stakeholders participated in the Urban Risk-Informed Development Planning and Making Cities Resilient workshop. Organized by the United Nations Office for Disaster Risk Reduction (UNDRR) in collaboration with Alfred Nzo District Municipality and funded through the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Resilience Initiative Africa, the workshop advanced the efforts towards achieving the Sendai Framework target E: substantially increasing the number of local DRR strategies by 2030.

    From Global Framework to Local Action

    Alfred Nzo has made notable strides. “We’ve developed a Climate Change Response Plan, Environmental Management Framework, and ecosystem-based projects focused on water conservation, invasive species control, and rangeland restoration,” said Zola Mbuyana, Assistant Manager for Environmental Management and Water Quality. 

    Learning by Doing: From Theory to Action 

    Local government officials explored how to align local planning with national policy and the Sendai Framework. The Making Cities Resilient 2030 initiative provides specific tools, such as the Disaster Resilience Scorecard for Cities and the Ten Essentials for Making Cities Resilient, designed specifically to support local governments in aligning strategies with global DRR commitments. The preliminary assessments revealed key strengths, such as the existence of a Disaster Management Centre and a climate change strategy. However, gaps remain, such as the lack of dedicated disaster risk management units in the four local municipalities, poor coordination among stakeholders, and limited budget allocations.

      Prioritizing What Matters

    “This workshop marks a step toward ensuring local governments like Alfred Nzo lead from the front in risk-informed development,” said Ms. Isabel Njihia, Programme Management Officer at UNDRR. “The Scorecard is not a performance audit but a practical guide for identifying priority actions and aligning local efforts with global resilience targets.” Understanding local risk in Alfred Nzo, including flood patterns, wildfire zones, and snowstorm vulnerabilities, was emphasized as critical to developing relevant solutions. Emphasis was placed on community engagement, indigenous knowledge, and local leadership as pillars of sustainable DRR strategies.

    “We cannot stop the floods or droughts from coming, but we can ensure our communities are prepared, our infrastructure is resilient, and our response systems are ready before disaster strikes,” Mduduzi Mkhalane, Deputy Director Health Programmes

    Building a Blueprint for Resilience

    By the final day, the officials moved from diagnosis to creating a draft DRR Action Plan rooted in local risks and realities. This plan promotes a phased, multi-sectoral approach, with clear indicators for progress and defined roles across departments. Some key priorities for action include establishing dedicated DRM units in all local municipalities, conducting multi-hazard infrastructure audits and mainstreaming DRM into urban design and development and developing a Post-Disaster Recovery Framework.

    Toward a Resilient Future

    What emerged from the Alfred Nzo workshop was more than a plan – it was a shared commitment. Local leaders recognized that resilience is a continuous process, requiring learning, investment, and inclusive governance. The plan calls for the engagement of NGOs, private sector actors, traditional leaders, and marginalized groups, affirming the principle of leaving no one behind, embedded in both the Sendai Framework and the African Union’s Agenda 2063. The Alfred Nzo District Municipality now has a draft roadmap, built on evidence, collaboration, and global best practice. With the guidance of UNDRR and the support of GIZ’s Resilience Initiative Africa, the next phase will be crucial: finalizing, endorsing, and implementing the DRR Action Plan with appropriate institutional backing and funding. Continued intersectoral cooperation, community awareness, and adequate funding will be vital. This journey is just beginning, but one thing is clear: in Alfred Nzo, the principles of the Sendai Framework are not just ideals – they are being translated into action.

    Attorney General’s 2025 RUSI Annual Security Lecture

    On 29 May 2025, the Attorney General Lord Hermer KC delivered the RUSI Annual Security Lecture, reinforcing the government’s commitment to international law.

    INTRODUCTION   

    INTRODUCTION   

    In December of last year, in his Mansion House speech, the Prime Minister recalled the internationalist mindset of the Atlee government of 1945 – that it was only by maintaining our strength abroad that we would be able to succeed at home.  The Prime Minister described Atlee’s approach as hard-headed and patriotic – and made plain that the same values would govern our approach to foreign policy.

    Building on that theme the following month, in his Locarno Speech, the Foreign Secretary labelled this distinctive approach to foreign and security policy – as Progressive Realism, which he said required:

    “Taking the world as it is, not as we wish it to be. Advancing progressive ends by realist means.”

    And I would like to take this opportunity today to set out the legal underpinning for Progressive Realism, which I will argue combines both a pragmatic approach to the UK’s national interests with a principled commitment to a rules-based international order.      

    I am going to start by setting out some of the complexities and challenges of the world that we face, then to address – in order to dismiss – the critique of those I will describe as legal romantic idealists on the one hand, and proponents of what I will call pseudo-realism on the other, before arguing that  British leadership to strengthen and reform the international rules-based system is both the right thing to do and the only truly realistic choice.

    Before I turn to this, let me first thank Lord Parker for his introduction.  Andrew spent his career keeping Britain safe from all manner of threats during a challenging period, before moving on to the Royal Household. So his experience on these security issues has few parallels, and his ability to keep secrets will have been tested in very different ways. 

    Let me also thank our hosts. It is a real privilege to receive this invitation to deliver the prestigious RUSI Annual Security Lecture. RUSI has held a place of real importance in our public debate for over 200 years.  Sitting in government, it is an obvious place to look for expertise, for advice but also for challenge.                                            

    No one in this government is under any illusion of the scale of the threats to global security we presently face. The most devastating war in Europe  since 1945, the  war in Gaza getting ever more bloody and bleak by the day, trade through the Red Sea effectively halted by Houthi attacks, the killing fields of Sudan – we also face profound  threats within our own borders from an increasingly assertive axis of hostile states, engaging in espionage, targeting of critical infrastructure and threatening of UK based dissidents; as well as criminal gangs exploiting the most vulnerable by fuelling irregular migration. 

    As this audience will know better than most, the list of threats goes on. And although some of these threats we have witnessed before, their complexity and unpredictability are unparalleled because they are fuelled synergistically by factors such as how the transformation, of information and disinformation is shared across the globe through social media and increasingly AI – and because we face these threats at this moment in which many are seeking to undermine the multilateral frameworks that have kept us safe since 1945.        

    The challenges we face are truly enormous and as the Foreign Secretary observed in his Locarno speech the world order had irreversibly changed. The Foreign Secretary said:

    “… we have to accept that there is no going back.  We must stop the 1990s clouding our vision. The post-Cold War peace is well and truly over. This is a changed strategic environment. … Europe’s future security is on a knife edge.”

    Allow me to explain how our policy of Progressive Realism meets this moment. And the role the law, and the international rules-based order plays in our approach. Because our approach is a rejection of the siren song, that can sadly, now be heard in the Palace of Westminster, and in some spectrums of the media, that Britain abandons the constraints of international law in favour of raw power.          

    This is not a new song.

    The claim that international law is fine as far as it goes, but can be put aside when conditions change, is a claim that was made in the early 1930s by ‘realist’ jurists in Germany most notably Carl Schmitt, whose central thesis was in essence the claim that state power is all that counts, not law. Because of the experience of what followed in 1933, far-sighted individuals rebuilt and transformed the institutions of international law, as well as internal constitutional law.

    Now part of our pragmatic approach to foreign affairs is to learn from experience – to analyse without preconception or dogma what has been shown to protect British interests in the world and what has not.  Schmitt’s so-called realism has for eighty years been refuted by the fact that these institutions, post 45 institutions, have provided the basis until now for Western and other states, wildly varied in nature, to interact with each other under conditions of peace and stability, all the while pursuing their own strategic interests. Raw, wild power, on its own, in so many different calculi, has rarely been picked as a modus operandi because it was not, is not, a realistic way to advance national interests.               

    Now drawing on historical experience, it is important to stress the role of Britain in the rebuilding of the post war consensus, in the development of international law and multinational institutions – all a rejection of the discredited Schmitt-ian conception of power. Our role then, in Yalta, in San Francisco, in Bretton Woods and beyond helps explain why so many look to us for a leadership role now. There is a temptation among its critics to see international law as something inflicted upon us by others, as something undemocratic and somehow “foreign”. Such assertions frankly smear great the British historic success in providing the international leadership that has established and shaped so much of the rules-based international order. That order was built in the twentieth century on the ideas forged by great British international lawyers, notably Sir Hersch Lauterpacht, the Cambridge Professor of International Law and Britain’s judge on the International Court of Justice. We should not forget that it was a Conservative politician, David Maxwell Fyffe, who was one of the principal drafters of the European Convention on Human Rights.

    Let me return to today, where like many public debates in our age of social media, this important, nuanced and complicated discussion about the import of international law is becoming increasingly polarised between what I have described as romantic idealists and pseudo-realists. 

    Romantic idealists say that international law, conceived as the reign of moral principle, provides a complete answer to any question. To these idealistic champions, British foreign policy is simple. Follow moral principle wherever it takes us. We should always lambast our closest allies regardless of whether or not it is constructive to the politics that we pursue. We should always call out our partners, with different types of governments, regardless of whether the criticism works or whether quiet diplomacy might more effectively produce results. We should always talk to hostile regimes nicely because that will result in them being nicer to us. Such an approach is dangerously naïve – it takes the world as it wants it to be, not as it is. Positioning ourselves as the pious priest, confining ourselves to the comfort of self-righteous declaration, would confine us to irrelevance in global affairs because it focuses myopically on ‘means’ not ‘ends’ – in a manner that ultimately benefits no one. 

    At the other end of the spectrum, pseudo-realists demand that in these volatile times we must abandon our longstanding commitment to international law and to moral principle. 

    They say that we are witnessing the unravelling of the post-war international legal order and that the interests of each nation-state must again be superior to any international norms. They are essentially arguing a return to Bismarckian notions of realpolitik.  Bismarck said, in 1862:

    The great questions of the day will not be decided by speeches and the resolutions of majorities, but by ‘Blut und Eisen’ (blood and iron).

    These pseudo-realists advocate for the UK flexing its muscles to make sure it has a seat at the table in the rooms of the powerful where new rules and norms will be forged in the furnace of raw power, rules which may well apply not to all, but only to states in alliances in permanent conflict with other alliances which have chosen to be bound by different rules. There will no longer be a rules-based international order, but rather the war of one against all that Thomas Hobbes famously portrayed as the international state of nature.

    What I hope to do is to start to depolarise this debate by setting out the legal underpinning for the principled pragmatism that guides this Government’s foreign and security policy of Progressive Realism. My argument is that we should reject both the pseudo “realpolitik” and the romantic idealists’ view of international law. Their temptingly simple narratives not only misunderstand our history, not only misunderstand international law, it is also reckless and dangerous, and will make us less prosperous, less safe and less secure in a troubled world.

    Let me give you four reasons why: 

    First, we need to be clear that a selective, or ‘pick and mix’ approach to international law by the United Kingdom will lead to its disintegration.   The cherry picking advocated by the pseudo-realists is fundamentally at odds with the nature of international law as law. The international rules- order soon breaks down when States claim that they can breach international law because it is in their national interests. That is the present argument advanced by Russia.             

    The argument [Redacted political content] that the UK can breach its international obligations when it is in the national interest to do so, is a radical departure from the UK’s constitutional tradition, which has long been that ministers are under a duty to comply with international law.   

    This isn’t Conservatism, this is radicalism, which stands completely at odds with that proud constitutional history in this country. I agree with the views consistently expressed by my, mostly Conservative, predecessors in this role.  Dominic Grieve, for example, told the House of Lords Constitution Committee in 2022:

      “The duty to observe international law is enshrined in our unwritten constitution because it is Her Majesty’s intention that her servants should observe the binding agreements that her previous servants have entered into—unless, of course, you want to resile from an international treaty.”    

    And in this country, I believe that the vast majority of people believe that if you make a promise you should keep it – if you enter a contract you should comply with it. Our decency and reliability are our hallmarks as a nation. To similar effect, we also understand that if you sign a contract then you cannot unilaterally choose to comply with some terms but not others – the deal falls through, and no one would trust you enough to secure advantageous terms in the future.

    Second, in this dangerous world it is instructive to ask yourself this if the international law framework fails, if our multilateral institutions fall, then Cui Bono?  Who benefits?  The answer is obvious – it is our enemies who succeed. It is obvious that Russia and other malign state-actors see the undermining of the legal based framework as a core objective. Putin does not simply apply a Schmitt-ian approach to the rule of law within the boundaries of Russia and its proxies, he recognises the huge strategic advantage that would flow in undermining the post 1945 international law framework. It’s why he invokes exceptionalism to justify his crime of aggression, it is why he devotes so many of his resources to undermining democracies and to seeking to fuel divisions within them. 

    This is why the approach of both romantic idealists and pseudo-realists are not simply wholly naïve but dangerous. There is nothing ‘realistic’ at all about the latter’s views and that is why I label them ‘pseudo-realists’. Their analysis is the precise opposite of realistic – it is deeply unworldly, fit for a university debating chamber perhaps but not the world in which our enemies recognise the strategic benefits of the disintegration of the international rules-based framework and where the stakes for western democracies could not be higher. Let me be crystal clear – I do not for one moment question the good faith let alone patriotism of the pseudo-realists but their arguments if ever adopted would provide succour to Putin.

    Third, international law is a key vehicle by which states can both pursue their strategic interests and at the same time give effect to the norms and values that they hold dear. States can amplify and project their hard power, for example, by entering into legally binding treaties creating powerful military alliances with other states, such as NATO, or beneficial intelligence sharing alliances such as the Five Eyes. At the same time, states can also use international law to protect certain values they hold dear; security of our borders, human rights, equality and the rule of law. There is no inherent contradiction between international law and determined pursuit of national strategic objectives. The school of pseudo- realpolitik critique is wilfully blind to the extent to which international law is itself already a framework for principled, pragmatic, pursuit of national interests.       

    Let me put to bed the notion that international law is somehow an affront to state sovereignty. To the contrary, international law is founded on the idea of state sovereignty. And without international law, there would be no state sovereignty, only the emptiness of that word in a world where hunks could be ripped off borders and every dispute be settled by the force of the strong.                    

    When a state chooses to enter into an international treaty, and it is a choice, that does not involve any surrender of national sovereignty to malevolent international actors or make the state a vassal of international organisations – it is a conscious decision that a state makes in their own interest.        

    International treaties always recognise that States might disagree about their interpretation. This is why we have dispute mechanisms. This is why states can leave the treaties they have signed and agreed on. But the integrity and force of the system requires that once a party, to an agreement, they abide by its rules — they don’t pick and mix.        

    Fourth argument is this, our international obligations are not onerous but manifestly in this country’s national interests. This is at the heart of progressive realism. In addition to safeguarding our national interests, as the tectonic plates of the international order shift dramatically, we as a government are seizing the opportunity to provide global leadership, combining hard-headed British pragmatism with our equally strong and hard-earned global reputation for a commitment to international law. We know from experience that we can best achieve our own goals only within a framework of international law that makes the same possible for others.

    We have real life experience as a nation in experimenting with pseudo-realism.

    By contrast with the inconsistent, flamboyant and on occasion inflammatory rhetoric, this Government is clear that the national interest is served by the restoration of our reputation not simply as a nation that respects its international law obligation but as a leader in the rules-based international order. Our return as a good faith actor has been greeted with warmth across the globe – I have seen it myself in meetings in Kyiv, in discussions with European partners and the halls of the United Nations. What we can feel is a palpable relief that we are stepping up.  

    Last week, at the press conference marking the historic agreement between the UK and the EU, the Prime Minister said this:

    “Britain is back on the world stage … facing out to the world once again in the great tradition of this nation.  Building the relationships we choose, with the partners we choose, and closing deals in the national interest.”

    The agreement with the EU includes a significant new trade deal with our closest trading partner – it will make a real difference to our economy and the standards of living of our citizens. It is only the recent such trade deal.

    There is also the US Economic Prosperity Deal, with the world’s biggest economy and most powerful democracy, and our closest ally. 

    There is the Free Trade Agreement with India, the world’s largest democracy and our Commonwealth partner which will inject billions of pounds into the economy.

    The first ever Economic 2+2 with Japan, a new economic partnership with the world’s fourth largest economy a strong ally of this country in the Pacific.

    In is not ‘despite’ of our commitment to international law that trade deals are being signed within months where the previous government failed over years – rather it is ‘because’ we are now once again a trusted partner. Our word is once again our bond – not a phrase that could be uttered in good faith by the pseudo-realists. These successes, secured in international agreements, will be felt in the most concrete of ways of the people of this country – in tens of thousands of new jobs, in the raising of living standards and more money in people’s pockets. This economic benefit is a direct consequence of our return as a trusted partner in the rules-based order. 

    Beyond trade, we have led efforts to ensure Europe steps up to meet the security challenges flowing from Russia’s illegal invasion of Ukraine. This means supporting Ukrainian efforts to defend itself, readying Europe to step up for any ceasefire or peace and continue to strengthen efforts to deliver a measure of accountability for those responsible for the atrocities involved in Russia’s actions. 

    More broadly across the European continent, we have concluded a significant new Defence and Security Partnership which substantially strengthens this country’s security. It will upgrade our cooperation on areas ranging from defence industry, mobility of military material and personnel, maritime security and space security. It sets the framework for closer defence industrial collaboration, including potential participation in the EU’s proposed €150bn Security Action for Europe instrument. This on top of the Global Combat Air Programme treaty ratified in December 2024, delivering a next generation combat aircraft for 2035, to keep us ahead of new and evolving threats for decades to come and creating thousands of new jobs, right across this land.

    Our good faith adherence to international law brings together other vital interests. We have strengthened partnerships on border security with our nearest neighbours and built their confidence that we can be trusted to be fair and honest in our dealings and bringing to a decisive end what the Prime Minister has described as “gimmicks” which were proving a barrier to effective collaboration. It is no accident that the previous Government who played so fast and loose with our reputation as a leader in international law, were unable to reach any agreements that effectively addressed unregulated migration – yet within months of office the Home Secretary has reached ground breaking deals with France in respect of patrols of their own waterways to stop boats crossing the channel; Germany has agreed to amend its own domestic laws to stop the transport of boats and parts – agreements which are essential components of attempts to clamp down on the criminal enterprise of boat crossings –which would have been inconceivable, inconceivable, whilst the UK was posturing over support for the ECHR and international law more generally. 

    So, allow me if you will, to channel Reg, the leader of the People’s Front of Judea in Life of Brian and ask rhetorically what has international law ever done for us?  Well, the answer is that it has helped give us peace, security and prosperity. 
    And it will continue to do so – this is just the start – together with other initiatives which the Foreign Secretary and others in the Government are working on right now, they will bring tangible benefits to the people of our country. They are the early fruits of the UK’s clear signal to the international community that it can once again be treated as a trusted international partner. A country which will keep its word when it enters into international agreements. A country that stands up for principle and takes a broad perspective on compliance with the law, recognising of course occasional frustrations in the moment but huge benefits in the longer-term.  

    We are not Progressive Realists because we qualify our realism. We are Progressive Realists because we combine both a commitment to progressive ends with a realistic understanding of how those ends can be achieved in the world as it is. Because a commitment to international law is both the right thing to do and the realistic, rational, cool-headed thing to do. We are Progressive Realists because painstakingly upholding and strengthening the rules that enshrine respect for human dignity, accountability for breaches of international humanitarian law, fair rules permitting free trade, protections of our environment and defence pacts that protect our nation— is not restraining ourselves but pursuing our national interest. And the only truly realistic choice we can make.  And it is truly a patriotic one.              

    We are Progressive Realists because we do not shy away from a belief in the importance of value-based multilateralism as a fundamental force for good in the world – and we recognise the power those ideals both hold and bring us. 

    The late Kofi Annan once said:

    Our enemy now is indifference, the belief that there are many worlds, and that the only one we need to care about is our own.

    We will not be indifferent. The promotion of, and compliance with, these progressive values underpinning international law and the multilateral institutions that have grown up to support them over the past 80 years is a source of immense national pride – it is a great British value to say that we want to make the world a better, safer and more prosperous place. There is no contradiction between approaching the world with a hard head but also a warm heart. This is Progressive Realism. 

    Now, before I conclude, allow me to say something about how international law adapts to the changing challenges we face and the role of nations in shaping it. 

    As progressive realists we recognise that international law cannot stand still and rest on its laurels. It must be critiqued and where necessary reformed and improved. Nothing I have said here is intended to shield international rules or treaties from evidence-based criticism or proposals to reform.  Nor do I argue for one moment that the international law system covers every problem.

    As we look to deal with fresh challenges and changes, we must not stagnate in our approach to international rules and customary norms. We must look to apply and adapt existing obligations to address new situations or technological advances. And we must be ready to reform where necessary.

    We need to recognise that international law is incomplete. It was not intended, as I said to cover every situation or development. Some areas were deliberately left unregulated or only covered at a high degree of general principle. The legal space has not eliminated the political space. They continue to co-exist, and law, including international law, regulate how they interact.

    States agreeing to treaties some time ago did not give an open-ended licence for international rules to be ever more expansively interpreted or for institutions to adopt a position of blindness or indifference to public sentiment in their member states. International rules and institutions should not, without state consent, bend existing rules and obligations to make decisions or trade-offs that are far more effectively and legitimately dealt with through political and diplomatic means. Equally though, states and governments must not use international laws and institutions as a convenient scapegoat to evade taking hard decisions or advocating for reform.

    Again, the tincture for any such ills that the system suffers in this way is I suggest a strong dose of balanced British pragmatism and principle. As we have shown time and again as a nation, one from a position of respect and compliance, we have proven that reform is possible and institutions can be reformed. The UK has provided the international leadership for the renewed focus on subsidiarity in the European Convention on Human Rights – reminding both states and the international institutions that the primary responsibility for upholding human rights rests on national authorities, and that the role of the Court is a supervisory one which only need be invoked when the national system for protecting those rights has failed. That focus on subsidiarity, properly understood as a duty on states to implement, revives the importance of political discussion and debate about human rights which is so vital to preserving their democratic legitimacy. International law cannot and must not replace politics. 

    That’s why Progressive Realism, internationally, is above all the assembling of the necessary coalitions to tackle our current challenges; challenges that appear from AI, climate change and trade, to conflict resolution in places like Ukraine. Because none of these problems can be addressed from the sidelines, where the romantic idealists might relegate us. And all can only be addressed by agreeing and complying with negotiated deals which are then made binding in legal texts – the very power of which the pseudo-realists seek to undermine.        

    Negotiations, driven by politics and diplomacy, and then knitted together in law, are the answer. You cannot have one without the other, at least not in a way that provides sufficient certainty or sustainability.

    Allow me if you will, to end with a personal recollection. In September of last year, I travelled to Ukraine.  As part of my visit, I travelled to the outskirts of Kyiv, first to Babyn Yar to pause at the memorial to the thousands of Jews who were murdered there over two bloody days by the Einsatzegruppe in 1941 and then onwards to the town of Bucha, which in the early days of the current conflict marked the furthest point of Russian advance. Many of you will have been there. Some 40 mins or so from central Kyiv, Bucha is a picturesque town with dachas dotted in the forests. I was taken to the gleaming white St Andrew’s Orthodox Church where I was met by the local priest Father Andiry Halavin. He took me first to a plot of grass behind the church where he and others buried over two hundred residents in a mass grave and then next to it a memorial wall with the names of over 500 civilians, murdered in cold blood by the Russian forces – the names on the wall of entire families murdered, of children, of the elderly. I sat afterwards in the church, quietly with Father Andiry and asked him how as a man of faith he made sense of the intense inhumanity that he had witnessed. In some ways it was an unfair question to ask but his response blew me away – it only makes sense, he said, if you believe in justice, that these crimes have shown the world the inhumanity and illogicality of war, and that those who committed the crimes will be held to account. Father Andiry was not referring to divine justice but to justice under law, including under international law and the return to the stability and sanity that it provides – having witnessed the bloody anarchy of its absence.

    That experience is a small reflection of why this Government’s approach to the grave challenges of our time is not to shrink away from our international responsibilities but through progressive realism to work to uphold the international rules-based order in our vital national interests and to contribute thereby to making this world a safer and more prosperous place now and for future generations. The true realist sees no other choice.

    Minister in the Presidency, Khumbudzo Ntshavheni, announced that South Africa is commemorating one year since the National and Provincial Elections in 2024, which resulted in no political party winning an outright majority.

    “The period created much uncertainty for South Africa and her people. Today, as the Government of National Unity (GNU), we are proud that we were able to form a government within 14 days, an outstanding achievement given the period taken by some first world countries to form a government in similar situations,” the Minister said on Thursday. 

    Briefing the media following the Cabinet meeting on Wednesday, Ntshavheni outlined the outcomes of the gathering and stated that this milestone represents a renewed commitment to stability, collaboration, and inclusive governance. 

    Ntshavheni emphasised that this historic partnership, which includes 10 political parties, showcases the importance of prioritising the needs of South Africa and its people, by placing the nation first.

    “Through constructive dialogue and compromise, the parties have worked together to address pressing issues, fostering a sense of unity and shared purpose, despite our different ideological outlook.” 

    Announcing his new Cabinet last year, President Cyril Ramaphosa said the establishment of the GNU in its current form was unprecedented in the history of the country’s democracy.

    The President said: “We have had to consider how to form the new government in a manner that advances the national interest, that gives due consideration to the outcome of the election and that makes use of the respective capabilities within each of the parties.”

    The President added that all the political parties who were members of the GNU had committed to respecting the Constitution, promoting accountable and transparent governance, evidence-based policy and decision-making, as well as the professionalisation of the public service, integrity and good governance. – SAnews.gov.za

    Cabinet has welcomed the launch of Operation New Broom, the latest technology-driven initiative by the Department of Home Affairs to combat illegal immigration.

    Home Affairs Minister, Dr Leon Schreiber, launched the initiative last week.

    Addressing the media in Cape Town on Thursday, Minister in the Presidency Khumbudzo Ntshavheni said this demonstrated government’s commitment to fighting crime and maintaining the rule of law. 

    Ntshavheni explained that the initiative uses technology to arrest, convict and deport illegal immigrants from the country.

    “The operation, has in its first phase, led to the arrest of 25 suspects who occupied land illegally in District 6, Cape Town,” Ntshavheni said.

    Ntshavheni said the initiative uses biometric technology to verify the immigration status of suspects, eliminating the risk of fraudulent documents and making it easier for the courts to conclude cases.

    The first operation which is part of an ongoing nationwide campaign occurred in District 6 in Cape Town on 21 May 2025.

    The Minister believes that the department’s commitment to digital transformation is being felt across all areas of Home Affairs’ mandate, including through the strides made by the Border Management Authority (BMA) at the borders and inland.

    “As with everything else we do, Operation New Broom is guided by our commitment to the rule of law. It is this commitment that both motivates us to do more to combat illegality and to uphold due process and legal compliance in the process,” Schreiber said at the time. – SAnews.gov.za

  • MIL-OSI Africa: Cabinet welcomes reset of SA-US Relations

    Cabinet has welcomed the reset of strategic relationships between South Africa (SA) and the United States (US) during President Cyril Ramaphosa’s working visit to the United States of America.

    Speaking during a post-Cabinet briefing in Cape Town on Thursday, Minister in The Presidency Khumbudzo Ntshavheni said the SA and US teams will finalise the details of the trade deal between the two countries. 

    “It is safe to emphasise that the objectives that SA had set for the trip have been met. Cabinet looks forward to the continued participation of the US administration in the G20, including the possible attendance of President Trump to the G20 Leaders’ Summit,” the Minister said.

    President Cyril Ramaphosa concluded a working visit to Washington DC in the United States last week Wednesday. The meeting at the Oval House was attended by senior US and South African officials.

    The South African delegation consisted of several Cabinet Ministers, notable business figures, and prominent South Africans.

    President Ramaphosa was flanked by the Minister of International Relations and Cooperation Ronald Lamola, Minister Ntshavheni, Minister of Trade, Industry and Competition Parks Tau, and Minister of Agriculture John Steenhuisen. 

    In addition, the President was accompanied by Johann Rupert, the Founder of Richemont and Chairman of Remgro. Vice President of Business Unity South Africa (BUSA) Adrian Gore and President of the Congress of South African Trade Unions (COSATU) Zingiswa Losi also formed part of the delegation.

    South African pro golfers Ernie Els and Retief Goosen were also in attendance. 

    President Trump was flanked by several key officials including Vice President JD Vance, Defence Secretary Pete Hegseth, Commerce Secretary Howard Lutnick, Deputy Secretary of State Christopher Landau, Chief of Staff Susie Wiles, Special Government Employee Elon Musk, and Dr Massad Boulos, who serves as a Senior Advisor for Africa as well as on Arab and Middle Eastern Affairs.

    Cabinet has also welcomed the working visit by Deputy President Paul Mashatile aimed at strengthening relations between South Africa and France.

  • MIL-OSI Africa: Cabinet welcomes progress at sustainable infrastructure development symposium

    Cabinet has welcomed the successful conclusion of the Sustainable Infrastructure Development Symposium South Africa (SIDSSA) 2025, held in Cape Town, from 26 to 27 May 2025. 

    The two-day symposium brought together government leaders, infrastructure funding representatives, construction sector representatives and technical experts to discuss and share strategies and best practices for infrastructure development in the country. 

    The Symposium saw the unveiling of the country’s second edition of the construction book: “A Repository Of Funded Infrastructure Projects” for procurement in 2025/2026. 

    During the symposium, the new top seven (7) infrastructure project priorities, stemming from Bid Window 1 for project preparation, were announced, uplifting the nation’s drive to use infrastructure to grow the economy, create jobs and build sustainable communities.

    “The total value of projects currently in construction in the country is over R313.5 billion, while our energy sector infrastructure project pipeline includes R180 billion of embedded generation investment,” Minister in The Presidency, Khumbudzo Ntshavheni, said during a post-Cabinet media briefing on Thursday. 

    The new top seven infrastructure priorities for 2025/26 as announced by Infrastructure South Africa (ISA) are:

    • Boegoebaai Port and Rail Development in the Northern Cape;
    • Project Alpha 300MW Gas to Power Project;
    • City of Ekurhuleni Wastewater Conveyance and Treatment System Regionalisation;
    • Coega SEZ 100MW Solar Farm – ground mount;
    • South Africa Water Reuse Programme (WRP);
    • ⁠Regional Energy Infrastructure, Storage and Distribution Programme by Limpopo Energy User Association; and
    • ⁠Gauteng Urban Upgrade Programme, Johannesburg CBD.

    On Tuesday, SAnews spoke to the Minister of Public Works and Infrastructure, Dean Macpherson who said that South Africa is on a path of accelerated progress with infrastructure development fuelling economic growth and job creation. 

    Macpherson cited the second edition of the Construction Book which showcases 250 fully funded infrastructure projects – worth at least R238 billion – as one example of government’s commitment to turning South Africa into a construction site.

    “We are actively putting our money into those projects to ensure that they are prepared on time and on budget and that they have the best chance of success. We heard from the President and his commitment to driving infrastructure growth in the country, the R1 trillion that’s been committed by Minister [Enoch] Godongwana in the budget, record levels of investment in public infrastructure.

    Cabinet has affirmed its support for the 2025 National Budget tabled by the Minister of Finance on Wednesday, 21 May 2025, which details key spending priorities over the next three years within the country’s fiscal envelope.

    Speaking during a post-cabinet briefing on Thursday, Minister in The Presidency Khumbudzo Ntshavheni said the National Budget has demonstrated government’s commitment to fiscal discipline. 

    “We have shown that we are steering the economy in a way that looks after the most vulnerable in our society, while investing in economic activity through investment of R1 trillion towards infrastructure over the coming three years.

    “This pro-poor budget, means on every Rand, 61 cents of consolidated, non-interest expenditure funds will be spent on free basic services like electricity, water, education, healthcare, affordable housing, as well as social grants for those in need,” the Minister said in Cape Town.

    Finance Minister, Enoch Godongwana, returned to Parliament last week to re-table the 2025 Budget Review. 

    This decision follows the Minister’s recent announcement and subsequent request to the Speaker of the National Assembly to maintain the Value-Added Tax rate at its current level of 15 percent, reversing the previously proposed 0.5 percentage point increase presented in the 12 March budget.

    The National Treasury previously said that the revised budget will adhere to all established technical processes and consultations as set out in the Money Bills and Related Matters Act.

    This includes formal consultations with the Financial and Fiscal Commission, thorough consultations with all political parties within the Government of National Unity as well as Cabinet approval before presentation to Parliament.  – SAnews.gov.za

  • MIL-OSI Africa: Deputy President calls for national dialogue to address SA’s challenges

    South Africa is encountering significant challenges that demand an immediate national dialogue. 

    This is according to the Deputy President Paul Mashatile, who responded to oral questions from Members of Parliament in the National Council of Provinces (NCOP) in Cape Town, on Thursday afternoon. 

    The Deputy President addressed questions regarding issues related to South Africa’s Social Cohesion Index (SASCI) research report, and the planned national dialogue.

    During a question-and-answer session about the 2024 SACSI, the Deputy President highlighted the country’s achievements over 30 years of democracy, while acknowledging significant ongoing challenges.

    The study indicated that the most notable decline was in the cohesion dimension, which pertains to respect for social rules.

    Trust in institutions and perceptions of fairness have weakened, while levels of solidarity and helpfulness have remained stable. 

    However, civic participation and general trust in others have shown slight improvements.

    “SASCI research report offered us a sense of where we stand as a country in our collective journey towards coercion and nation building equally, the index offers valuable insights into the nation’s strength and challenges, highlighting areas of progress and those requiring urgent attention,” he told MPs. 

    Guided by the index, he said, government is now developing targeted strategies and policies that promote inclusivity, equity and tolerance amongst all citizens, thereby enhancing society’s overall wellbeing.

    He also welcomed the report’s observation that South Africa has made significant strides towards building a united, non-racial and non-sexist society and improving the lives of all its people.

    “In this regard, we have worked together to establish a progressive constitutional order, expand access to social infrastructure and services to millions of people and set our economy on a path of reform.” 

    Despite the considerable progress, South Africa has achieved in creating a society that is both non-racial and non-sexist. 

    The Deputy President believes the country is currently at a critical juncture.

    He said the persistent economic challenges, social discontent, and historical inequalities, continue to pose significant obstacles.

    “The political environment is conflictual. The economy is not growing fast enough. Poverty is widespread, and there is a growing sense of social discontent and alienation. It is time to reset and reimagine our country for posterity. This must be done by South African citizens themselves through a process of purpose-directed, [and] courageous conversations.”

    According to the Deputy President, government plans to initiate a comprehensive national dialogue focusing on key areas. 

    “Hence, they envisage a national dialogue that will focus on the following critical areas.”

    The key focus will be economic transformation, inclusion and empowerment, poverty, inequality, and hunger. 

    In addition, the dialogue will zoom in on governance and a capable, ethical developmental state, addressing crime and lawlessness, promoting nation-building and social cohesion, and advancing constitutional rights and principles. 

    The platform will also involve encouraging progressive values, such as moral regeneration, participatory democracy, and active citizenry.

    In addition, addressing land reform and food security is a top priority on the agenda.

    “Honourable Chairperson, in addition to these critical matters, we are also addressing social ills such as gender-based violence and femicide (GBVF), racism, crime, and corruption in support of promoting and strengthening social cohesion.”

    Meanwhile, he said government remains committed to implementing transformative legislation, including Black Economic Empowerment policies and land reform initiatives. 

    The Deputy President stressed that any changes to existing laws, must go through proper parliamentary processes.

    The address signals the government’s intention to address social cohesion through targeted strategies, community dialogues, and a renewed focus on constitutional principles and inclusive development. – SAnews.gov.za

  • MIL-OSI Africa: Employment Services Amendment Bill approved for submission to Parliament

    Cabinet has approved the Employment Services Amendment Bill for submission to Parliament, at its meeting held in Cape Town on Wednesday.

    The Bill provides a policy framework and the legal basis to regulate the employment of foreign nationals in businesses while promoting national security and national interests.

    Addressing the media in Cape Town this morning, Minister in the Presidency Khumbudzo Ntshavheni said the purpose of the Bill is to propose the regulation of labour brokers to prevent worker exploitation, such as the provision of cheap labour through undocumented foreign nationals. 

    “It further creates consistency between the provisions of the Immigration Act, (Act 13 of 2002) and the Refugees Act (Act 130 of 1998),” Ntshavheni said.

    She said the Bill proposes a framework that will enable the Minister of Employment and Labour to set quotas for the employment of foreign nationals. 

    “A quota may apply in respect of a sector of the economy, an occupational category or a geographical area. The Minister will establish a quota in a sector after consulting the Employment Services Board and considering public comments.

    “Cabinet directed the Minister of Employment and Labour to speedily finalise the mapping (through consultations) of what constitutes scarce and critical skills in order to develop a domestic skills base to improve absorption of more unemployed South Africans,” Ntshavheni said.

    The Minister said Cabinet has reiterated the need to fast-track the finalisation of the White Paper on Immigration for the effective administration and management of labour migration. – SAnews.gov.za

  • MIL-OSI Africa: Reserve Bank cuts repo rate by 25 basis points

    The South African Reserve Bank’s (SARB) Monetary Policy Committee (MPC) has decided to reduce the repo rate by 25 basis points, with effect from 30 May.

    This reduces the prime lending rate from banks to 10.75 %. 

    Five members favoured this action, while one preferred a cut of 50 basis points.

    “Looking forward, we have revised down our inflation forecasts. This reflects the lower starting point, as well as a stronger exchange rate assumption and lower world oil prices. 

    “These factors offset pressure on fuel costs from the higher fuel levy announced in the Budget. In addition, our previous forecast included VAT increases, which have since been cancelled,” SARB Governor Lesetja Kganyago said on Thursday, while delivering the Monetary Policy Committee statement.

    The inflation was below 3% again in April. The undershoot of the target mainly reflects falling fuel costs, but underlying inflation is also well contained. Core inflation came in at 3%, at the bottom of SARB target range.

    “Now that inflation has slowed, we have a chance to lock in lower inflation at low cost. This scenario illustrates that opportunity,” Kganyago said.

    While the inflation outlook appears benign, the MPC considered an adverse scenario, which illustrates the upside risks. 

    “This was based on a global slowdown, triggered by escalating trade tensions, where the rand depreciates sharply. The scenario showed how a country with some fundamental vulnerabilities, like South Africa, risks stagflation, with growth moving lower while inflation rises due to currency weakness. In these conditions, monetary policy tightens to stabilise the macroeconomy.

    “The threat of rand depreciation that we warned of at our last meeting, given both global and domestic factors, manifested last month, with the currency briefly touching a multi-year low against the US dollar. However, the exchange rate has since recovered, and conditions seem more settled than they did in March, even if the global environment remains uncertain,” he said.

    The Gross Domestic Product (GDP) projections were trimmed and the growth was currently expected at 1.2% this year, rising to 1.8% by 2027.

    “The global environment remains difficult, which makes domestic reform critical for achieving healthy growth. The SARB’s main contribution is to deliver price stability, and we see scope to lock in low inflation and clear the way for sustainably lower interest rates. 

    “Additional measures that would improve economic conditions include reaching a prudent public debt level, further repairing and strengthening network industries, lowering administered price inflation, and keeping real wage growth in line with productivity gains,” Kganyago said. – SAnews.gov.za

    Cabinet has approved the National Labour Migration Policy (NLMP) White Paper 2025 for implementation, marking a significant step in regulating the movement and employment of foreign nationals in South Africa.

    Speaking during a post-Cabinet media briefing on Thursday, Minister in The Presidency Khumbudzo Ntshavheni explained that the policy seeks to provide a framework to enforce proper and orderly movement and employment of foreign nationals in the country. 

    “It aims to achieve a balance across several areas, including addressing South Africans’ expectations for job prospects, in light of rising unemployment and the perception that foreign nationals restrict labour market access,” the Minister said. 

    The NLMP introduces quotas on the total number of documented foreign nationals with work visas that can be employed in major economic sectors such as agriculture, hospitality and tourism, as well as construction, among others. 

    “The policy complements other interventions such as enforcement of a list of sectors where foreign nationals cannot be allocated business visas and amendments to the National Small Enterprise Act, 1996 (Act 102 of 1996), as amended, to limit foreign nationals establishing small, medium and micro enterprises, and trading in some sectors of the economy,” Cabinet explained.

    What is the policy all about?

    The NLMP is the first comprehensive National Labour Migration Policy aimed at managing labour migration both into and out of the country. 

    The policy is designed to promote a “brain gain” by attracting skilled workers to South Africa, while also addressing the “brain drain” caused by the emigration of skilled professionals.

    The Employment Services Amendment Bill goes hand-in-hand with the NLMP and has been created to make it legal for the government to regulate the employment of immigrants in South African businesses.

    One of the bill’s more contentious features is the potential introduction of employment quotas, which would limit the number of immigrants that businesses can hire and require employers to prioritise the hiring of South African citizens. – SAnews.gov.za

  • MIL-OSI Africa: President establishes commission of inquiry into delay in TRC cases

    President Cyril Ramaphosa has signed a proclamation for the establishment of a judicial commission of inquiry to determine whether attempts were made to prevent the investigation and prosecution of apartheid-era crimes.

    In a statement on Thursday, The Presidency said the commission will be chaired by retired Constitutional Court Judge Sisi Khampepe, who will be assisted by retired Northern Cape Judge President Frans Diale Kgomo and Adv Andrea Gabriel SC.

    The establishment of the commission of inquiry is part of an agreement reached in settlement discussions in a court application brought by families of victims of apartheid-era crimes. 

     “For many years, there have been allegations of interference in these cases. This alleged interference is seen as the cause of an unacceptable delay in the investigation and prosecution of brutal crimes committed under apartheid. This has caused the families of victims great anguish and frustration. 

     “All affected families – and indeed all South Africans – deserve closure and justice. A commission of inquiry with broad and comprehensive terms of reference is an opportunity to establish the truth and provide guidance on any further action that needs to be taken,” President Ramaphosa said. 

     The commission must inquire into, make findings, report on and make recommendations on:

    • Whether, why, to what extent and by whom attempts were made to influence members of the South African Police Service or National Prosecuting Authority not to investigate or prosecute cases identified by the Truth and Reconciliation Commission;
    • Whether any members of the SAPS or the NPA improperly colluded with such attempts to influence or pressure them;
    • Whether any action should be taken by an Organ of State, including possible further investigations or prosecutions, of persons who may have acted unlawfully;
    • Whether the payment of any amount in constitutional damages to any person is appropriate. 

    The Presidency said the commission will cover the period from 2003 to the present.

    Interested parties include victims or families of victims in TRC cases who have a substantial interest in these matters, including parties in the current application proceedings against the President and government.

    The commission will be expected to complete its work within six months from the date of this proclamation and submit its report within 60 days after the completion of its work.

    While the families of victims and government have agreed to the establishment of the Commission of Inquiry, the Presidency said they were not able to reach a settlement on other matters in the application.  

    Government believes that these matters will be addressed through the commission of inquiry while the families want the matters to be determined by a court.

    The Presidency added that the President respects the decision of the families to seek a court order on the violation of their rights and constitutional damages through the courts. 

    However, government is seeking a stay of application on these outstanding matters pending the conclusion and outcomes of the commission of inquiry.

     “As the commission undertakes this important task, we welcome the firm commitment by the NPA and the South African Police Service to investigate and, where appropriate, to prosecute the outstanding TRC cases. In recent years, the NPA has reopened and pursued priority cases. It has assigned dedicated resources to ensure these cases are dealt with effectively.

     “As this government, we are determined that those individuals responsible for apartheid crimes and who were not granted amnesty by the TRC be held to account,” President Ramaphosa said.

    The President added that this commission of inquiry is an opportunity to draw a line under a painful period in the country’s history. 

    “It is an opportunity to establish the truth and take steps, to the extent possible, to put right what may have gone wrong. I thank the Commission chairperson and two assistants for agreeing to take on this responsibility and wish them well in their work,” President Ramaphosa said. – SAnews.gov.za

  • MIL-OSI Global: Waiting for Godot has been translated into Afrikaans: what took so long

    At last, the most infamous latecomer in all of literature has arrived – not in the flesh, but in South Africa’s Afrikaans language. Irish playwright Samuel Beckett’s best-known drama, Waiting for Godot, now also lives as Ons Wag vir Godot.

    Published and staged in 2024, the translation was inspired by the official centenary of Afrikaans in 2025.

    As a Beckett scholar, I think it’s worth asking why Afrikaans is so late on the scene – and why it matters.

    Godot in many tongues

    First written in French, En attendant Godot was published in 1952 and debuted on stage the next year.

    The action involves two tramps, Vladimir and Estragon, who have a series of absurd conversations and encounters as they wait for a man called Godot who never arrives. Beckett would self-translate the drama into English in 1954, calling it “a tragicomedy in two acts”.

    Since then, translations of the play have exploded. By 1969 – the year of Beckett’s Nobel Prize for Literature – Waiting for Godot could already be read in dozens of languages, including Albanian, Marathi, and even Icelandic.

    Samuel Beckett and South Africa

    Beckett’s connections with South Africa are surprisingly varied. As a young man, he unsuccessfully applied for a lectureship at the University of Cape Town. His 1951 novel, Molloy, was translated from French into English with the help of a South African student, Patrick Bowles. And in 1968, Beckett made a donation to the then-banned resistance party, the African National Congress, in the form of a manuscript for auction.

    This gesture was unprecedented for the Irish writer, who was wary of political causes. Yet not only did Beckett feel strongly enough about apartheid’s injustices to make this donation, he also refused to let anyone perform his plays before South Africa’s racially segregated audiences.

    Already in 1963 Beckett had signed the petition Playwrights Against Apartheid. He would continue to refuse performance rights in South Africa until 1980, when the Baxter Theatre was allowed to stage Waiting for Godot with a racially integrated cast.

    Nevertheless, unauthorised Godots materialised before this. Athol Fugard, the South African playwright whose own dramas were influenced by Beckett, directed one of the earliest South African productions in 1962. Featuring an all-black cast, it testified to the play’s political charge, which Fugard emphasised:

    Vladimir and Estragon … were at Sharpeville or the first in at Auschwitz.

    It’s reasonable to think that Beckett would have supported this protest performance. But he would probably have denounced the first and unofficial Afrikaans version, Afspraak met Godot, translated by Suseth Brits and performed in 1970 at the Potchefstroom University College (now North-West University) behind closed doors.

    For different reasons, Beckett would also have frowned on the substantial “borrowings” in Afrikaans novelist Willem Anker’s 2014 novel, Buys.

    Domesticating a European classic

    Fully sanctioned by Beckett’s estate and beautifully translated (from the French and English) by now-retired professor of French at the University of the Free State Naòmi Morgan, Ons Wag vir Godot arrives at a different moment altogether.

    The translation retains the gallows humour of the original while adding local flavour. For instance, where Vladimir originally names the Eiffel Tower as a picturesque site to commit suicide, his Afrikaans counterpart nominates Van Stadensbrug, a bridge over a ravine in the Eastern Cape. The slave-like Lucky once entertained his master with European dances: “the farandole, the fling, the brawl, the jig, the fandango”. These now become a South African mix: “volkspele, die riel, die pantsula, selfs die horrelpyp” (folk games, riel dance, pantsula dance, a hiding).

    In translation-speak, Ons Wag vir Godot is therefore fully “domesticated”: the play’s universality comes through even though – and perhaps even more so because – it’s anchored in a particular place and time.

    This struck me when I attended the play’s limited-run production, expertly directed by Dion van Niekerk, at the 2024 Vrystaat Kunstefees (Free State arts festival). Its set managed to thread together subtle South African roadside details: a toppled rubbish bin, pylons on the horizon, a (broken) picnic bench.

    In the text itself, we encounter familiar place names, sayings and cultural clues. Consider how Beckett’s abstract phrase “the essential doesn’t change” is grounded in African mythology: “Jakkals verander van hare, maar nie van streke nie” (The leopard doesn’t change its spots). Then there’s the charming touch of the dog in Vladimir’s song snatching “’n stukkie wors” (a piece of sausage particular to South Africa) rather than a measly “bone”.

    Godot and the Afrikaans canon

    Ons Wag vir Godot achieves its most profound tribute to Beckett and Afrikaans through its intertextual richness. Both the French and English originals are highly allusive texts: they invoke other works of literature to increase their range of meaning and subtlety. Morgan is attuned to this subtlety and to the parallels to be found in Afrikaans literature. There are references to works by canonical Afrikaans writers like Eugène Marais, Totius and C.J. Langenhoven, each adding its own resonance.

    Yet the dilemma any translator faces is not so much in bringing in the new, but in striking a balance with the old. Consider the judicious swapping of a line from Percy Bysshe Shelley for a line from C. Louis Leipoldt.

    In the English version, Estragon looks up forlornly at the moon and half-quotes the English Romantic poet: “Pale for weariness … Of climbing heaven and staring on the likes of us.” In the Afrikaans, he gives us a fragment from the wistful poem, Die Moormansgat: “ek kyk na die lig van die volle silwermaan” (I behold the light of the full silver moon). At face value, this lacks the detached, woeful quality of Shelley’s line. But read in the context of Leipoldt’s poem, it is every bit as poignant.

    The virtue of waiting

    “Vladimir would agree,” Morgan concludes in the preface to her translation, “that a century is a decent amount of time to hone a language for the translation of one of the best-known dramas in world literature”.

    And indeed, the riches of the Afrikaans language are on display in this sensitive, witty and allusive rendering of Beckett’s European classic. But it’s also true that a certain amount of political baggage had to be shaken off before such a feat could be realised – not just in the right words, but in the right spirit. Of course, if Beckett’s play teaches us anything, it’s the virtue of waiting.

  • MIL-OSI Global: Choosing to be an orphan: for some Kenyan families it’s a strategy for survival

    In the world of international child development and orphan care, it’s not uncommon for children with families to declare themselves orphans. In fact, this practice can be traced back to precolonial times in Kenya.

    Andreana Prichard has done research on the practice in Kenya. We asked her to share her insights into it.

    Why do some people in Kenya assume the identity of ‘orphan’?

    We often think of “orphans” as children who have lost both parents and who lack kin networks. One might ask why someone would “opt in” to orphan status when they do not fall within the classical definition of the term.

    In my paper I look at the issue of orphanhood over the last 160 years. Case studies from Kenya I examine illustrate that the practice I define as “opting in” to orphanhood has precolonial roots. I define “opting in” as choosing to take on the label of being an orphan. This can be done by parents, relatives or even, in some instances, the child. This is because the label “orphan” has come to confer unique opportunities.

    The practice became increasingly popular in the mid-1990s, when parents in eastern and southern Africa who had contracted HIV began to die in large numbers. Activists feared many children would be left without caregivers.

    In response, the number of orphanages proliferated as humanitarian actors, churches and states inundated east Africa with orphan-focused NGOs.

    In 2020, officials in Kenya estimated that there were at least 910 residential institutions for children in the country (of which 581 were registered), housing between 26,198 and 85,733 Kenyan children.

    The predicted “orphan crisis” never materialised, partly because families and communities stepped in to care for newly parentless children. But the idea of an “orphan crisis” remained, and so did the funding and infrastructure.

    This phenomenon occurred across the continent, not just in Kenya. However, its effects were felt particularly acutely in eastern and southern Africa where HIV/Aids prevalence rates were higher and where there was more western tourism.

    Today, many African families see orphan-focused NGOs as a path to access education and improve their lives. My research shows that children themselves sometimes affiliate with an institution that provides shelter, food and schooling. Children facing abuse from caregivers may also prefer the relative anonymity and safety of an institution.

    In some cases, receiving orphan services actually raises the status of the “orphan” child above that of other children. They have access to more material resources than they might have had in their villages or at home. They might have more leisure time and less work. They may have access to better bedding, shoes and clothing. They are also likely able to attend school more consistently and have a real opportunity to attend university.

    Does ‘opting in’ have a long history?

    Yes, it does.

    In the precolonial period, most parentless or vulnerable children were cared for through lasting community support systems. Orphanhood, as it exists today as a child lacking support, protection, or care from kin, was largely avoided.

    However, the late 19th to mid-20th centuries brought new actors to the east African region. The practice of “opting in” became a strategic, temporary option used by families to access services from western humanitarians.

    The earliest example of this shift I found in my research is from the 1890s. Fearing their children would be caught in the Indian Ocean slave trade, African parents sometimes chose to send their children to British missions until the region was safe. They knew the missionaries opposed the slave trade and knew they offered food and medical care.

    African parents thought they were making temporary arrangements to keep their children safe. Missionaries, however, understood parents to have abandoned their children. When parents returned to repay the debt – with agricultural produce or trade goods – and to reclaim their children, missionaries refused them.

    In another example from Kenya in the 1950s, the British colonial government opened “reform schools” for young men. The Wamumu Approved School was renowned for the relative quality of education it provided. But the state admitted only the “most vulnerable” for a free education. Feeling they had no way to access Wamumu, students claimed to be orphans.

    What have been the negative effects of Kenya’s orphan system?

    There are several problems with creating a situation in which people present themselves as vulnerable just to gain safety or improve their social and economic standing.

    First, research has shown that building orphanages in poor communities incentivises parents to abandon their children if they’re not also given the help to remain together.

    Second, research shows that children are often put at risk in these institutions. Institutionalisation exposes children to risks such as sexual abuse, gender-based violence and neglect.

    Third, orphanages have become so lucrative that African orphanage owners will go to great lengths to fit African children into the categories westerners wish to fund. The phenomenon of “paper orphans” is a prime example. “Paper orphans” are children who are recruited from their homes by proprietors (or middlemen/brokers) of orphanages and residential-care facilities. Fraudulent documentation is created for them – often including false death certificates of parents and new identity registration documents – rendering them orphans on paper, and vulnerable in practice.

    What should be done?

    Governments in Europe, Central Asia, Latin America and the Caribbean are trying to phase out orphanages, as are some African countries.

    Based on my research I believe that working with families to support vulnerable children in their homes of origin or with extended families is a better option. This can be done through assistance programmes for vulnerable families as well as child welfare programmes. These allow families to remain intact when experiencing hardship.

    Kenya is taking steps to do this by replacing orphanages and other forms of residential children’s homes with family-based, foster and community-based care and other forms of assistance. Family strengthening approaches include positive parenting instruction, life skills training, and income-generating activities, as well as supportive supervision.

    In addition to this, missionary and voluntourism trips to orphanages and residential care facilities should be banned or limited.

  • MIL-OSI Global: Mbare Art Space: a colonial beer hall in Zimbabwe has become a vibrant arts centre

    In southern Africa townships were built as segregated urban zones for black people. They were created under colonial and white minority rule policies that controlled movement, confined opportunity, and kept people apart.

    I grew up in a different historic black township in Zimbabwe, but Mbare was the first of its kind. It holds a unique place in the nation’s imagination.

    Mbare was originally named Harare. But in 1982 that name was reassigned to the capital city that houses it. In its storied past, it was once the heartbeat of black urban life. At its centre is Rufaro Stadium, where Bob Marley and the Wailers famously performed at Zimbabwe’s independence celebrations.

    The township was a hub of cultural energy, sports, and political activism, and the community beer hall served as a vital gathering point. Today, many of these beer halls stand derelict.

    These once-thriving communal spaces reflect a broader neglect of civic infrastructure in post-independence Zimbabwe. Yet out of these ruins, new life is taking shape.

    One of the most influential figures in Zimbabwe’s artist-run spaces movement, Moffat Takadiwa, has transformed one of these former beer halls into the Mbare Art Space. The dynamic arts hub reclaims the building’s original spirit of gathering, creativity and public engagement.

    Operating under a long lease from the Harare City Council, this nonprofit initiative is part of a wider urban renewal and adaptive reuse project aimed at reimagining the city’s cultural infrastructure.

    My ongoing work in archival research includes mapping and visiting historical and cultural spaces like this. Here Takadiwa saw the potential for not just studios and an exhibition venue, but also for dialogue and community regeneration.

    Transforming spaces

    Beer halls were established by British colonial authorities in Zimbabwe (then Rhodesia) as part of a strategy of social control over the African urban population. They were designed to regulate leisure, restrict political organising and generate revenue through the sale of alcohol. By centralising drinking in state-run facilities, colonial administrators aimed to monitor and contain African social life while profiting from it.

    Situated in a repurposed colonial-era beer garden, Mbare Art Space turns a former site of segregation into a vibrant centre of artistic and communal revival. It redefines a legacy of constraint and control as one of creative freedom and empowerment. The place is now an artists’ haven with studios, office space, an exhibition hall and a digital hub.

    Takadiwa’s vision is informed by global precedents, notably inspired by US artist Theaster Gates, whose work includes the transformation of a derelict bank on Chicago’s South Side. It became the Stony Island Arts Bank – a hybrid space for art, archives and community engagement.

    Takadiwa opened Mbare Art Space in 2019 with a vision to support emerging artists through mentorship and access to resources. True to his artistic philosophy – resurrecting abandoned, often overlooked materials suffering the effects of urban decay – he revitalised a neglected site. Most of the artists working from this space follow his lead, upcycling and recycling found materials into compelling visual forms that speak to both history and possibility.

    When I arrive, Takadiwa is on his way out, but offers me a quick tour of his studio, where works in progress for his upcoming participation in the São Paulo Biennale are taking shape.

    Known for his lush, densely layered sculptures and tapestry-like works made from found objects – computer keyboards, bottle tops, toothbrushes, and toothpaste tubes – Takadiwa has garnered international acclaim. His works are collected by US rapper Jay-Z and major institutions like the Centre National d’Art Plastique in Paris, the European Parliament’s art collection in Brussels, and the National Gallery of Zimbabwe in Harare.

    Collaboration

    What Takadiwa is building is not just an arts centre – it’s a new model space rooted in history and responsive to the present. The site itself becomes an ongoing installation, activated by the artists, curators and community members who inhabit it.

    Tafadzwa Chimbumu, the operations manager, takes over the tour, guiding me through the rest of the precinct. The site retains the bones of its beer hall architecture, but it bursts with new life. Colourful murals adorn the walls. Tents draped over smaller buildings animate the exposed brickwork.

    Plans are underway to establish a library here, a resource where researchers and artists can engage with Zimbabwe’s under-documented art history. Much of this history is scattered across archives and unpublished dissertations, rather than in widely available books. The aim is to bring these materials together and make them more accessible to the public.

    Mbare Art Space is also becoming an exciting hub for collaboration and education. Community workshops, for example, are led by resident artists. Local schools take part in art education initiatives. Through community outreach and educational programming, the centre is extending its impact beyond its immediate geography.

    As it looks to the future, Mbare Art Space is focused on expanding its artist-in-residence programme, inviting both local and international artists to immerse themselves in the context of Mbare and Zimbabwe.

    Ultimately, what the space offers is something intangible – a feeling, a memory, a vision of what is possible when history and imagination meet in a shared place.

  • MIL-OSI Africa: Waiting for Godot has been translated into Afrikaans: what took so long

    At last, the most infamous latecomer in all of literature has arrived – not in the flesh, but in South Africa’s Afrikaans language. Irish playwright Samuel Beckett’s best-known drama, Waiting for Godot, now also lives as Ons Wag vir Godot.

    Published and staged in 2024, the translation was inspired by the official centenary of Afrikaans in 2025.

    As a Beckett scholar, I think it’s worth asking why Afrikaans is so late on the scene – and why it matters.

    Godot in many tongues

    First written in French, En attendant Godot was published in 1952 and debuted on stage the next year.

    Naledi Books

    The action involves two tramps, Vladimir and Estragon, who have a series of absurd conversations and encounters as they wait for a man called Godot who never arrives. Beckett would self-translate the drama into English in 1954, calling it “a tragicomedy in two acts”.

    Since then, translations of the play have exploded. By 1969 – the year of Beckett’s Nobel Prize for Literature – Waiting for Godot could already be read in dozens of languages, including Albanian, Marathi, and even Icelandic.

    Samuel Beckett and South Africa

    Beckett’s connections with South Africa are surprisingly varied. As a young man, he unsuccessfully applied for a lectureship at the University of Cape Town. His 1951 novel, Molloy, was translated from French into English with the help of a South African student, Patrick Bowles. And in 1968, Beckett made a donation to the then-banned resistance party, the African National Congress, in the form of a manuscript for auction.

    This gesture was unprecedented for the Irish writer, who was wary of political causes. Yet not only did Beckett feel strongly enough about apartheid’s injustices to make this donation, he also refused to let anyone perform his plays before South Africa’s racially segregated audiences.

    Already in 1963 Beckett had signed the petition Playwrights Against Apartheid. He would continue to refuse performance rights in South Africa until 1980, when the Baxter Theatre was allowed to stage Waiting for Godot with a racially integrated cast.

    Nevertheless, unauthorised Godots materialised before this. Athol Fugard, the South African playwright whose own dramas were influenced by Beckett, directed one of the earliest South African productions in 1962. Featuring an all-black cast, it testified to the play’s political charge, which Fugard emphasised:

    Vladimir and Estragon … were at Sharpeville or the first in at Auschwitz.

    It’s reasonable to think that Beckett would have supported this protest performance. But he would probably have denounced the first and unofficial Afrikaans version, Afspraak met Godot, translated by Suseth Brits and performed in 1970 at the Potchefstroom University College (now North-West University) behind closed doors.

    For different reasons, Beckett would also have frowned on the substantial “borrowings” in Afrikaans novelist Willem Anker’s 2014 novel, Buys.

    Domesticating a European classic

    Fully sanctioned by Beckett’s estate and beautifully translated (from the French and English) by now-retired professor of French at the University of the Free State Naòmi Morgan, Ons Wag vir Godot arrives at a different moment altogether.

    The translation retains the gallows humour of the original while adding local flavour. For instance, where Vladimir originally names the Eiffel Tower as a picturesque site to commit suicide, his Afrikaans counterpart nominates Van Stadensbrug, a bridge over a ravine in the Eastern Cape. The slave-like Lucky once entertained his master with European dances: “the farandole, the fling, the brawl, the jig, the fandango”. These now become a South African mix: “volkspele, die riel, die pantsula, selfs die horrelpyp” (folk games, riel dance, pantsula dance, a hiding).

    In translation-speak, Ons Wag vir Godot is therefore fully “domesticated”: the play’s universality comes through even though – and perhaps even more so because – it’s anchored in a particular place and time.

    This struck me when I attended the play’s limited-run production, expertly directed by Dion van Niekerk, at the 2024 Vrystaat Kunstefees (Free State arts festival). Its set managed to thread together subtle South African roadside details: a toppled rubbish bin, pylons on the horizon, a (broken) picnic bench.

    In the text itself, we encounter familiar place names, sayings and cultural clues. Consider how Beckett’s abstract phrase “the essential doesn’t change” is grounded in African mythology: “Jakkals verander van hare, maar nie van streke nie” (The leopard doesn’t change its spots). Then there’s the charming touch of the dog in Vladimir’s song snatching “’n stukkie wors” (a piece of sausage particular to South Africa) rather than a measly “bone”.

    Godot and the Afrikaans canon

    Ons Wag vir Godot achieves its most profound tribute to Beckett and Afrikaans through its intertextual richness. Both the French and English originals are highly allusive texts: they invoke other works of literature to increase their range of meaning and subtlety. Morgan is attuned to this subtlety and to the parallels to be found in Afrikaans literature. There are references to works by canonical Afrikaans writers like Eugène Marais, Totius and C.J. Langenhoven, each adding its own resonance.

    Yet the dilemma any translator faces is not so much in bringing in the new, but in striking a balance with the old. Consider the judicious swapping of a line from Percy Bysshe Shelley for a line from C. Louis Leipoldt.

    In the English version, Estragon looks up forlornly at the moon and half-quotes the English Romantic poet: “Pale for weariness … Of climbing heaven and staring on the likes of us.” In the Afrikaans, he gives us a fragment from the wistful poem, Die Moormansgat: “ek kyk na die lig van die volle silwermaan” (I behold the light of the full silver moon). At face value, this lacks the detached, woeful quality of Shelley’s line. But read in the context of Leipoldt’s poem, it is every bit as poignant.

    The virtue of waiting

    “Vladimir would agree,” Morgan concludes in the preface to her translation, “that a century is a decent amount of time to hone a language for the translation of one of the best-known dramas in world literature”.

    And indeed, the riches of the Afrikaans language are on display in this sensitive, witty and allusive rendering of Beckett’s European classic. But it’s also true that a certain amount of political baggage had to be shaken off before such a feat could be realised – not just in the right words, but in the right spirit. Of course, if Beckett’s play teaches us anything, it’s the virtue of waiting.
