  • MIL-OSI USA: Trump’s Dismantling of USAID is Anarchy Masquerading as Efficiency

    Nothing about Donald Trump’s hasty and illegal attempted dismantling of the United States Agency for International Development (USAID)—and with it, the decapitation of American power—is remotely efficient. Just this week, USAID’s now-former Inspector General found that there is currently half a billion dollars’ worth of American-grown food stranded at ports and warehouses across the country, on the verge of spoiling. That’s corn and rice and lentils and soybeans, grown in Iowa and Kansas and Texas and Oklahoma, that would have otherwise fed children in a school in Bangladesh or famished refugees at a camp in war-torn Sudan. (The Inspector General was subsequently fired for disclosing this information.)
    Similarly, there’s no efficiency being achieved by obstructing one of the most successful global health programs in history—the President’s Emergency Program for AIDS Relief—which has saved 26 million lives over the past two decades. PEPFAR currently provides HIV treatment to over 20 million people around the world, meaning every day aid isn’t flowing inches us closer to the very outbreaks we’ve worked so hard to prevent.
    Whether it’s delivering clean water to communities across Africa; or promoting economic development through education in Mali and small business support in El Salvador; or providing life-saving care in Thailand and Syria; or fighting human trafficking in Nepal and Liberia, thousands of USAID workers and contractors make miracles big and small happen every day.
    But USAID succeeds as more than just a moral matter. Each year, it pours billions of dollars back into the U.S. economy, supporting farmers and businesses that provide food and other supplies. It also helps fight terrorist groups and drug cartels that endanger Americans, while deepening American values and interests in every corner of the globe. But perhaps the most underappreciated aspect of USAID’s work is its singular ability to forge relationships with unlikely partners which help combat the harmful influence of adversaries like China and Russia.
    It’s no surprise, then, that Beijing and Moscow are now cheering on our sudden retreat. They’re not wasting any time filling the void, either. Within days of USAID’s closure, China sent aid and dispatched workers to take on projects we’ve abandoned in the Indo Pacific and Africa. Intended or not, that will be the enduring consequence of this episode of chaos: an emboldened China, all-too-eager to exploit American isolation to grow its own power and influence.
    Like any organization, USAID is not perfect. There are inefficiencies and redundancies, and evolving challenges and emerging technologies present opportunities for improvement. It’s also entirely legitimate to question whether U.S. funding is aligned with our current priorities and interests and seek to adjust it as needed within the four corners of the law. Doing that is one of Congress’ most fundamental responsibilities—and something I was eager to work on when I became the lead Democrat on the Senate Appropriations subcommittee overseeing foreign aid last month.
    But the abrupt and total shutdown of USAID—in defiance of multiple federal laws through which it was codified and funded—reveals a simple truth: The Department of Government Efficiency is not actually about achieving efficiency. Rather, it’s about Trump trying to wish away whichever parts of the government he doesn’t like. Were a purge of this nature to happen in a country halfway around the world, we would rightly call it an authoritarian takeover. The fact that it’s happening at our own doorstep doesn’t change that.
    Much of what DOGE claims to have newly unearthed are either outright lies or were already publicly available for all to see. Worse, there’s no telling what funding they deem unnecessary—except for vague, baseless descriptions like “woke” and “radical” and “criminal.”
    The way to make reforms is through the lawmaking process—not the lawbreaking process. If you believe that a program needs to be narrowed in scope, reformed a great deal, or even eliminated altogether, the way to do that is by proposing a law—not by rampaging the federal government and stripping it for parts. Our government with three separate but co-equal branches exists precisely to prevent this kind of anarchy operating under a thin veneer of fiscal responsibility and shrewd cost-cutting.
    Moving fast and breaking things may be an acceptable way to conduct business at a tech company. But a break now, fix later strategy doesn’t work when you’re the leader of the free world. What’s on the line is not advertising revenue and the user experience, but lives and livelihoods. Hundreds of millions of them, in fact. People will die, diseases will spread, and famine will grow. Trump is trying to hoodwink Americans into thinking the only way to achieve efficiency is by exacting maximum chaos and cruelty. It’s a false choice and we must reject it.

  • MIL-OSI USA: ICE Dallas arrests foreign fugitive wanted in his home country for rape

    DALLAS – U.S. Immigration and Customs Enforcement arrested Dieudonne Ishimwe, 38, a Rwandan foreign fugitive wanted for rape, in Fort Worth, March 3.

    Ishimwe was served with a notice to appear following an arrest warrant issued by the government of his home country for rape.

    “Foreign fugitives who attempt to evade responsibility for their criminal actions should take heed that we will find them,” said ICE Enforcement and Removals Operations Dallas acting Field Office Director Josh Johnson. “ICE will work relentlessly with our state, local and federal law enforcement partners by arresting and removing those who threaten the public safety of our communities.”

    Ishimwe was residing in Fort Worth without authorization prior to his arrest. The FBI assisted in the apprehension.

    Ishimwe entered the United States legally but violated the terms of his admission. The Prosecutor General of Rwanda issued a warrant for his arrest for rape Oct. 29, 2024.  

    He remains in ICE custody pending removal proceedings.

  • MIL-OSI Economics: IMF Staff Completes Visit to Mozambique

    • IMF staff and the Mozambican authorities have discussed performance and policies underpinning the Fifth and Sixth Reviews of the Extended Credit Facility (ECF) arrangement. Discussions were fruitful and will continue virtually in the coming weeks.

    Maputo: An International Monetary Fund (IMF) team, led by Mr. Pablo Lopez Murphy, conducted discussions from February 19 to March 4, 2025, with the Mozambican authorities on policies underpinning the Fifth and Sixth Reviews under the Extended Credit Facility (ECF)-supported arrangement.  

    At the end of the IMF team’s visit, Mr. Lopez Murphy issued the following statement:

    “The IMF team has held constructive discussions with the Mozambican authorities on the fiscal, financial, and structural policies needed to support the completion of the Fifth and Sixth Reviews of the ECF arrangement.

    “Economic activity contracted sharply in the last quarter of 2024, reflecting the impact of social unrest. Real GDP declined -4.9 percent (yoy) in 2024Q4 from growth of 3.7 percent (yoy) in 2024Q3. Overall growth in 2024 was 1.9 percent. For 2025, growth is projected to recover to 3.0 percent as social conditions normalize and economic activity picks up, especially in services.

    “Preliminary estimates suggest that there were significant fiscal slippages in 2024 that are in part explained by the slowdown in economic activity during the last quarter. Fiscal consolidation in 2025 is necessary to secure fiscal and debt sustainability and preserve macroeconomic stability. Wage bill spending overruns continue crowding out important spending priorities including social transfers and infrastructure. Rationalizing wage bill spending and reducing tax exemptions should underpin fiscal consolidation, social spending should be prioritized, and debt management could be further strengthened to avoid arrears.

    “Inflation pressures picked up but remain controlled. The Bank of Mozambique initiated a loosening cycle in January 2024, cutting the policy rate by 500bps so far (to 12.25 percent). The central bank also reduced reserve requirements on local currency deposits, from about 39 to 29 percent, in late January 2025. Despite supply-chain disruptions and higher food prices related to social unrest, inflation remained below the implicit target of 5 percent.

    “The IMF staff team met with President Daniel Chapo, Prime Minister Maria Levy, Minister of Finance Carla Loveira, Governor of the Bank of Mozambique Rogério Zandamela, and other senior officials. The mission also met with representatives of civil society, political parties, development partners, and the private sector.

    “The team wishes to thank the Mozambican authorities for their excellent cooperation and for the frank and constructive dialogue during the mission. Discussions related to the program reviews will continue in the coming weeks.”

  • MIL-OSI Global: Academic freedom and democracy under siege: how a Nobel peace prize could help defend them

    March 7 has been recognized as the “Day of the Stand Up for Science Movement”, launched in 2017 in response to the anti-science actions of the first Trump administration. Under the second, attacks on scientists and scientific inquiry have escalated into a systematic assault–tantamount to a coup d’Etat against science itself.

    While Donald Trump is often portrayed as erratic, his policies in this area have followed a consistent trajectory. His new administration has once again declared ‘war’ on evidence-based national policymaking and science diplomacy in foreign affairs as evidenced by several early actions. Immediately after taking office, Donald Trump issued executive orders freezing or canceling tens of billions in research funding. All National Science Foundation projects have been halted pending review, while the National Institutes of Health faces suspensions under Health and Human Services directives. The US has withdrawn from the Paris Agreement and the World Health Organization, alongside a sweeping review of 90% of USAID-funded projects, signaling a major retreat from climate and global health diplomacy. Federal agencies and universities are in turmoil, leaving thousands of research-professors in limbo amid a politically driven funding freeze. The 2025 March simply calls for the restoration of federal research funding and an end to government censorship and political interference in science.

    The US is the world’s undisputed scientific superpower–for now

    While the Trump administration is not the sole force undermining academia worldwide, its actions are particularly striking coming from the world’s leading scientific superpower. Moreover, the situation is especially concerning because developments in the United States often have a ripple effect, shaping policies in other regions in the years that follow.

    Neither of the world’s top two scientific superpowers–Washington and Beijing–is positioned to champion academic freedom. China, having failed a liberal constitutional tradition and academic independence since the 1920s, restricts academic freedom to the confines of one-party rule. Caught between these rival scientific giants–both partners and competitors–the “old” Europe and like-minded coutries remain the only actors capable of setting new standards for academic freedom.

    A Nobel prize for academic freedom

    A decisive step toward its legal protection would be formal recognition by the Nobel Committees for Peace and Science of academic freedom’s fundamental role–both in ensuring scientific excellence and as a pillar of free, democratic societies.

    For the past decade, the Scholars at Risk association (SAR) has documented a broader global decline in academic freedom in its annual Free to Think Report. The 2024 edition highlights particularly alarming situations in 18 countries and territories (including the United States), which recorded 391 attacks on scholars, students, or institutions across 51 regions in a year. Data from the Academic Freedom Index in Berlin confirm that more than half of the world’s population lives in regions where academic freedom is either entirely or severely restricted. Some of the most concerning conditions are in emerging scientific ecosystems such as Turkey, Brazil, Egypt, South Africa, or Saudi Arabia. The overall trend is deteriorating: only 10 out of 179 countries have improved, while many democratic regimes are increasingly affected.

    Academic freedom in the European Union remains relatively high compared to the rest of the world. However, nine EU member states fall below the regional average, and in eight of them, it has declined over the past decade–signaling a gradual erosion of this fundamental value. Hungary ranks the lowest among EU countries, placing in the bottom 20–30% worldwide. Recent laws have further weakened university autonomy across the EU: financial autonomy in Austria, Italy, Luxembourg, the Netherlands, and Slovakia; organizational autonomy in Slovenia, Estonia, and Denmark; staffing autonomy in Croatia and Slovakia; and academic autonomy in Denmark and Estonia. Moreover, the European Parliament’s first report on academic freedom (2023) highlights emerging threats in France–political, educational, and societal–that impact the freedom of research, teaching, and study.

    Academic freedom, a professional right granted to a few for the benefit of all

    Freedom of expression, a fundamental pillar of academic freedom, has long been established as a human right, overcoming centuries of censorship and authoritarian control. In contrast, academic freedom is a more recent principle, granting scholars–recognized by their peers–the right and responsibility to research and teach freely in pursuit of knowledge. Like press freedom for journalists, it is a right granted to a few for the benefit of all.

    Rooted in medieval Europe, academic freedom has evolved from a privilege granted to students in the Quartier Latin to a recognized principle in international rights frameworks. It gained a collective and concrete dimension in the late 18th and early 19th centuries with the rise of the modern university. Wilhelm von Humboldt, founder of the modern public university in Berlin (1810), articulated the concept of ‘freedom of science’ (Wissenschaftsfreiheit), later enshrined in the Weimar Constitution of 1919, which declared that “art, science, and education are free.” The rise of American universities around the same time reshaped the concept, giving rise to “professional academic freedom.” This was formalized in the American Association of University Professors’ 1915 Declaration of Principles on Academic Freedom and Tenure, which affirmed the scholar’s primary duty to seek and establish truth. Though its roots lie in Germany, academic freedom ultimately became a cornerstone of American academic discourse.

    In the United States, academic freedom draws from multiple sources, with its protection varying by state laws, customs, institutional practices, and the status of higher education institutions. However, U.S. Supreme Court rulings have gradually reinforced its constitutional foundation, particularly after the McCarthy era, by invoking the First Amendment. Landmark cases such as Adler v. Board of Education (1952), Wieman v. Updegraff (1952), and Sweezy v. New Hampshire (1957) helped establish a constitutional doctrine on academic freedom. Finally, Keyishian v. Board of Regents (1967) extended First Amendment protections to academia, ruling that mandatory loyalty oaths violated both academic freedom and freedom of association.

    Interestingly, the American interpretation of academic freedom is currently more restrictive than the German model in certain respects. Article 5(3) of the 1989 Basic Law affirms the “right to adopt public organizational measures essential to protect a space of freedom, fostering independent scientific activity”. In contrast, the U.S. places greater emphasis on prohibitions and prioritizing individual rights over institutional autonomy.

    The ‘right to be wrong’

    Despite local variations, academic freedom is fundamentally tied to a shared vision of the university that upholds freedom of thought, with rationality and pluralism at its core. It includes the genuine “right to be wrong”–the understanding that a scientific opinion may be incorrect or even proven so does not diminish its protection. This stands in stark contrast to the anti-science, scientistic, or techno-nationalist approach, which views knowledge as a tool of power to serve a predetermined truth and objective of dominance. Authoritarian science, driven by power interests, seeks to diminish critical humanities and social sciences while elevating religion. It tends to reject interdisciplinary work, is exclusively mathematized, and is oriented toward a centralized yet deregulated autocratic tech-utopian state model.

    Since 1945, we have operated under the illusion that academic freedom is an indispensable condition for scientific excellence. However, we have recently learned that no systematic link exists between academic freedom and breakthrough scientific innovation in our era of new technologies. Given these circumstances, this proposal advocates for a nomination for the Nobel Peace Prize, for the first time in its history, in recognition of academic freedom.

    The Nobel Prize Committees for Science and Peace share the responsibility of using their prestigious platforms to uphold fundamental scientific and democratic values. They are uniquely positioned to champion humanist science, reinforcing its importance for scholars, students, and civil societies worldwide. Since the 1950s, around 90% of Nobel Prize laureates in scientific fields have either been US citizens or have studied and worked at Ivy League research institutions.

    While some US scientists are contesting actions of the Trump administration in court, academics worldwide should stand in solidarity with their American colleagues in resisting the erosion of science. To strengthen their efforts, they require the support of the Nobel Prize Committees.

  • MIL-OSI Security: Chinese Nationals with Ties to the PRC Government and “APT27” Charged in a Computer Hacking Campaign for Profit, Targeting Numerous U.S. Companies, Institutions, and Municipalities

    Department Seizes Virtual Private Server Account and Domains Tied to Malicious Activity to include the U.S. Department of Treasury Hack

                WASHINGTON – A federal judge in Washington, D.C., today, unsealed two separate indictments that allege Chinese nationals Yin Kecheng, 38, (尹 可成) a/k/a “YKC” (“YIN”) and Zhou Shuai, 45, (周帅) a/k/a “Coldface” (“ZHOU”) violated various federal statutes by participating in years-long, sophisticated computer hacking conspiracies that successfully targeted a wide variety of U.S.-based victims from 2011 to the present-day. According to the documents unsealed today, the defendants targeted a multitude of U.S. victim companies, municipalities, and organizations for profit, causing millions of dollars’ worth of damages. YIN and ZHOU, who have ties to the government of the People’s Republic of China (“PRC”), are alleged to have stolen and exfiltrated data from numerous U.S.-based technology companies, think tanks, defense contractors, government municipalities, and universities that they later brokered for sale. Arrest warrants have been issued for YIN and ZHOU, who both remain fugitives.

                The unsealing by the U.S. Attorney’s Office for the District of Columbia is part of the coordinated effort by Department of Justice (the “Department”), other U.S. Attorney’s Offices, the U.S. Department of Treasury (“Treasury”), and private sector partners that highlights the Chinese government’s unique role in intentionally promoting and protecting the wide-scale computer hacking activity by its citizens. According to court documents unsealed today, the PRC Ministry of Public Security (“MPS”) and Ministry of State Security (“MSS”) directed or financed Chinese hackers, such as the defendants, to conduct computer intrusions against high-value targets in the United States and elsewhere. Victims include U.S.-based critics and dissidents of the PRC, a large religious organization in the United States, the foreign ministries of multiple governments in Asia, and U.S. federal and state government agencies, including most recently in 2024.

                According to court documents, the MPS and MSS employed an extensive network of private companies and contractors in China to hack and steal information in a manner that obscured the PRC government’s direct involvement. By employing these hackers-for-hire, the PRC government further allowed these same hackers to profit by committing additional computer intrusions around the world with impunity, and then to sell stolen data through Chinese data brokers. The PRC government’s state-sponsorship and protection of these hackers resulted in the loss of sensitive, valuable and personal identification information that was a direct harm to U.S. entities and other foreign governments and victims.

                In conjunction with the unsealing, the Department announced the judicially authorized seizure of internet domains linked to YIN that he used in facilitating the conspiracy’s network intrusion activity. In addition, the Department announced the judicially authorized seizure of a Virtual Private Server (“VPS”) account linked to ZHOU that he used to facilitate network intrusion activity. In conjunction with these actions, the Treasury announced sanctions against ZHOU and his company Shanghai Heiying Information Technology company, Limited (“Shanghai Heiying”).  YIN was previously sanctioned for his role in the recent Treasury network compromise in January 2025.

    “These indictments and actions show this Office’s long-standing commitment to vigorously investigate and hold accountable Chinese hackers and data brokers who endanger U.S. national security and other victims across the globe,” said U.S. Attorney Edward R. Martin, Jr. “The defendants in these cases have been hacking for the Chinese government for years, and these indictments lay out the strong evidence showing their criminal wrongdoing. We, again, demand that the Chinese government put a stop to these brazen cyber criminals who are targeting victims across the globe and then monetizing the data they have stolen by selling it across China.”

                “The defendants allegedly waged a yearslong hacking campaign against U.S.-based organizations to steal their data and sell it to various customers, some of whom had connections to the Chinese government,” said FBI Acting Assistant Director in Charge Roman Rozhavsky of the FBI Washington Field Office. “Today’s indictment is the first step toward bringing these perpetrators to justice for endangering U.S. national security and causing significant financial losses for both U.S. and foreign companies. The FBI and our partners will continue to pursue these hostile cyber actors to the full extent of the law.”

                “The defendants’ years-long hacking conspiracy to steal data from Cleared Defense Contractors that support the U.S. military—among many other U.S.-based victims—and sell it to customers with ties to the Chinese government poses a significant threat to our national security,” said NCIS Cyber Operations Field Office Special Agent in Charge Josh Stanley. “NCIS remains committed to working with the FBI and our law enforcement partners around the world to expose malicious actors who seek to undermine the cybersecurity of the Department of the Navy.”

                “The Department of State appreciates the opportunity to collaborate with the Department of Treasury, FBI, and the U.S. Attorney’s Office for the District of Columbia in announcing today’s actions,” said Senior Bureau Official F. Cartwright Weiland of the Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). “With reward offers up to $2 million each for malicious cyber actors Zhou Shuai and Yin KeCheng under the Transnational Organized Crime Rewards Program, we ask the public to contact the FBI with tips to help bring these cybercriminals to justice.”

    Overview

                Today’s announcement reflects nearly a decade-long effort by the Department and the FBI.   The action targets actors that various security researchers have historically referred to as “APT27,” “Threat Group 3390,” “Bronze Union,” “Emissary Panda,” “Lucky Mouse,” and “Iron Tiger,” and more recently referred to as “UTA0178,” “UNC 5221,” and “Silk Typhoon.” 

                The Department obtained a 19-count indictment against YIN on May 2, 2018 (the “2018 Indictment”) from a grand jury sitting in the United States District Court for the District of Columbia. The 2018 Indictment, which alleges conduct between August 2013 and December 2015, charges wire fraud, aggravated identity theft, and violations of the Computer Fraud and Abuse Act (“CFAA”).

                Another federal grand jury in the District of Columbia indicted both YIN and ZHOU on March 28, 2023 (the “2023 Indictment”), with similar offenses.  Specifically, the 2023 Indictment, which alleges conduct between June 2018 and November 2020, charges conspiracy, wire fraud, various violations of the CFAA, aggravated identity theft, and money laundering. 

                On March 4, 2025, a federal magistrate judge sitting in the District of Columbia authorized FBI to seize a VPS account and multiple internet domains involved in the criminal activity.  According to the unsealed affidavits in support of those warrants, ZHOU utilized the VPS account to create additional accounts used to facilitate computer intrusion activity and to discuss the sale of access to compromised computer networks. Separately, YIN utilized his own servers and stood up the seized domains to exploit victim computer networks to include networks at Treasury.

    Computer Hacking Scheme

                As alleged in the documents unsealed today, at various points between August 2013 and December 2024, YIN, ZHOU, and their unindicted co-conspirators used sophisticated hacking tools and techniques in their efforts to overcome network defenses and avoid detection of numerous hardened targets in the United States and around the world. The defendants and their co-conspirators would routinely scan victim networks for vulnerabilities, exploit those vulnerabilities with sophisticated hacking techniques, and conduct reconnaissance once inside a victim’s network. The defendants and their co-conspirators and would install malware that would allow them to maintain persistent access and enable them to communicate with malicious external servers and other hacking infrastructure. The defendants and their co-conspirators would identify and steal data from the compromised networks by exfiltrating the data to servers under their control. The stolen data was then brokered for sale and provided to various customers, some of whom had connections to the PRC government and military.

    Targeting of U.S. Victims

                According to the 2018 Indictment, YIN targeted U.S.-based defense contractors, technology firms, and think tanks, among other victims. The 2018 Indictment alleges YIN openly discussed his preference for targeting American victims. For example, on one occasion in September 2013, YIN told an associate he wanted to “mess with the American military” and “break into a big target” so that he could earn enough money to buy a car. YIN used mapping software to identify network vulnerabilities for the purpose of gaining unlawful access to victim computer and installing malware. YIN used stolen network credentials to maintain persistent access to victim networks and utilized intermediary servers or “hop points” and malicious domains to remotely access and exfiltrate victim computer data.

                According to the 2023 Indictment, YIN, ZHOU, and others targeted U.S.-based companies like technology and defense contractors, law firms, communication service providers, local governments, health care systems, and think tanks. The 2023 Indictment charges YIN and ZHOU with scanning victim networks for access points and also exploiting zero-day vulnerabilities. Once inside the networks, YIN other conspirators would then install malware such as web shells to maintain persistent access. YIN and other conspirators would then use hop point servers to exfiltrate stolen data to servers under YIN’s control. ZHOU then brokered access to such stolen data to interested third parties for a financial profit. The indictment further alleged that YIN, ZHOU, and other conspirators laundered cryptocurrency payments for their operational infrastructure from locations outside of the United States through the U.S. financial system.

                The affidavit in support of the seizure warrant for the VPS account alleges that ZHOU used servers created by the account in order to establish a virtual private network (“VPN”) that would encrypt network traffic such that the true location and IP address of the actor or actors would be obfuscated. ZHOU also used the VPS accounts to create other accounts through which he communicated with buyers who were interested in obtaining access to computer networks compromised by YIN. ZHOU also used the accounts for victim reconnaissance purposes.

                The affidavit in support of the seizure of the domains alleges that funds used to purchase computer network infrastructure used in numerous victim network breaches ultimately connected to an account registered in YIN’s name, from China, using an email address and phone number belonging to YIN. Of particular note, a virtual private server account controlled by YIN was associated with the compromise at Treasury.

                This case is being investigated by the FBI’s Washington Field Office and the Naval Criminal Investigative Service (NCIS) who continue to investigate malicious cyber activity associated with these defendants and threat actors and continue to notify affected victims immediately once any networks intrusions are discovered. The FBI’s Cyber Division and Department of Defense’s Cyber Crimes Center provided valuable assistance to the investigation.  Private partners from Microsoft, Volexity, Palo Alto Networks Unit 42, and Mandiant also provided valuable assistance with this investigation. The case is being prosecuted by Assistant U.S. Attorneys Jack F. Korba, and Tejpal S. Chawla, and National Security Division’s National Security Cyber Section Trial Attorney Tanner Kroeger. Paralegal Specialist Michael Watts and former Assistant U.S. Attorneys Demian Ahn and Opher Shweiki for the United States Attorney’s Office in the District of Columbia provided assistance on this case.

                An indictment is merely an allegation and a defendant is presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

    This change has sparked discussions on the likely impact on economic planning, policy decisions, and public perception of inflation. Taiwo Odugbemi, an economist, unpacks what it means for a country to rebase its inflation rate and its implications for citizens.

    What is inflation rate rebasing and how is it done?

    Inflation rate rebasing follows a structured approach led by the National Bureau of Statistics to improve the accuracy of inflation measurements. Essentially what it means is that the National Bureau of Statistics expanded its data collection efforts to include a broader range of states, local government areas, and rural communities.

    The recent inflation revision involved:

    Updating the consumer price index basket

    The bureau reviewed and changed the composition of goods and services in the consumer price index basket. The index tracks the rate at which prices change over time, monthly or annually.

    These changes align the measurement of price changes with shifts in consumer spending habits.

    The changes to the basket are based on the household expenditure surveys which collect information on what households consume and spend.

    Categories such as telecommunications and technology were given greater weight. Less relevant items such as food and non-alcoholic beverages received reduced weighting to ensure the consumer price index accurately represents present-day household spending.

    Rebasing the inflation index

    The changes to the composition of the consumer price index basket require a change in the reference (base) year. The bureau has changed the consumer price index base year from 2009 to 2024.

    This adjustment aligns inflation measurements with current economic realities, reducing distortions caused by outdated reference periods. To achieve this, the National Bureau of Statistics has implemented high-frequency data collection methods, such as the National Longitudinal Phone Survey, which allows for more timely assessments of economic indicators.

    Adjusting weights of consumer price index components

    Each part of the consumer price index was given a new weight based on updated national consumption data. Spending categories with increased significance, such as transport and digital services, were given higher weights, while categories with declining relevance such as gas and other fuels were adjusted downward.

    Expanding data collection coverage

    The National Bureau of Statistics improved price data collection by:

    • increasing the sample size and geographical coverage

    • increasing the frequency of data collection

    • incorporating price variations from informal markets.

    The informal sector significantly contributes to Nigeria’s economy, accounting for approximately 58% of the gross domestic product (GDP).

    What does this rate rebase mean? Is it unusual?

    The rebase is a revision in the way inflation is measured. It reflects an effort to represent price movements and economic conditions more accurately.

    Inflation readjustment is not uncommon among economies striving for better data accuracy. Countries such as Ghana and Kenya have undertaken similar revisions in recent years.

    Ghana’s consumer price index rebasing in 2019 led to a lower reported inflation rate as it was calculated on newer spending habits.

    Similarly, in 2014, Nigeria rebased its gross domestic product. This resulted in a significant revision of economic indicators.

    Inflation in Nigeria reached 29.90% in January 2024. Revising how it is measured could be an attempt to capture structural economic changes more precisely.

    Concerns over outdated consumer price index weights might have driven the move. The rebase could also have been done because of shifts in consumer spending, or improvements in statistical methodologies to enhance policy-making and economic planning.

    The National Bureau of Statistics said the rebasing was necessary in order to reflect changes in consumption patterns.

    Given Nigeria’s persistent inflationary pressures, made worse by currency depreciation and food supply disruptions, this adjustment could have significant implications for economic forecasting and policy responses.

    What are the implications for Nigerians?

    If inflation is perceived as declining, consumer confidence may improve, leading to increased spending and investment.

    However, many Nigerians may still feel that the cost of living remains high, particularly as food inflation remains a major concern.

    For workers and businesses, the adjustment could influence wage negotiations and pricing strategies. If inflation is officially lower, employers may resist wage increases, arguing that the real cost of living has not risen as sharply as previously thought.

    Similarly, businesses may reassess pricing decisions based on the revised inflation outlook.

    A lower reported inflation rate might reduce pressure on policymakers to expand social safety nets, even if citizens still struggle with economic hardship.

    What changes in policy can be expected?

    This adjustment can alter the way monetary, fiscal and exchange rate policies are formulated.

    Monetary policy adjustments

    With a lower inflation rate, the Central Bank of Nigeria (CBN) may reconsider its aggressive tightening stance, which is reflected in the level it sets interest rates at.

    Previously, high inflation prompted the central bank to raise the monetary policy rate to 22.75% in a bid to curb inflation. Raising the rate makes it more expensive to borrow money, so demand for goods is lower and this reduces price increases.

    The revised inflation figure could justify a more measured approach to interest rate adjustments, potentially easing borrowing costs for businesses and households. This could support economic growth but must be carefully managed.

    In the last Monetary Policy Committee meeting after the inflation rebasing, the committee decided for the first time in three years to pause interest rate hikes.

    Fiscal policy considerations

    The government may use the revised inflation data to reassess budgetary projections, wage policies, and what it spends on subsidy programmes.

    A lower inflation rate could reduce the urgency for drastic public sector wage increases, though real income concerns remain.

    Additionally, it might influence subsidy policies, particularly in energy and agriculture. Lower inflation could be used to justify gradual subsidy phaseouts without significant backlash.

    Exchange rate management

    A lower inflation rate could improve investor confidence and reduce pressure on the naira. The central bank may use this as a basis to re-calibrate foreign exchange interventions, aiming for greater currency stability.

    If inflation is perceived as more controlled, capital inflows may increase, supporting the exchange rate and easing forex liquidity challenges.

  • MIL-OSI Africa: Madagascar’s lemurs live with the threat of cyclones – has this shaped their behaviour?

    Madagascar is an island that’s no stranger to natural disasters, in particular cyclones. This is because it’s located in the south-west Indian Ocean cyclone basin, a region of the Indian Ocean where tropical cyclones typically form and develop.

    Madagascar has experienced 69 cyclones between 1912 and 2022, although cyclones have been a pressure on the island for much longer – estimates range from hundreds to more than thousands of years. This regular exposure has resulted in a uniquely harsh and unpredictable environment.

    Madagascar is also the only place in the entire world where lemurs, a group of primates, are naturally found. It’s home to over 100 species of lemurs.

    Due to ongoing threats of disaster impacts, hunting and deforestation, lemurs are the most endangered group of mammals in the world. According to the International Union for Conservation of Nature (IUCN), 98% of lemur species are threatened with extinction, 31% of which are critically endangered.

    It is therefore important to understand future threats to lemurs so as to protect them.

    Lemurs are unusual among primates. They show a higher degree of traits associated with resilience to living in a disaster-prone environment. For example, very few species rely on a diet of fruit, which is one of the first food items to disappear after a cyclone. Over half of lemur species rely on leaves as their main food item.

    They also exhibit a high degree of energy conserving behaviours, including hibernation and torpor – a shorter period of inactivity characterised by a lower body temperature and metabolic rate.

    It has long been believed that these behaviours are a result of Madagascar’s frequent cyclones. Living in an unpredictable environment over multiple generations could lead to different features being beneficial for survival. Some evolutionary adaptations may happen within a few decades, others could form over thousands of years.

    However, there is variation among species in these traits and, to date, no one has tested whether the unique behavioural features of lemurs actually occur more frequently in species that have experienced more cyclones, or if there may be a different explanation. Our research wanted to clear this up.

    In our study, my colleagues and I found no association between cyclone impact and how resilient lemurs are. We did however find a positive association between cyclone impact and body size. This suggests that the more a lemur species is affected by cyclones, the smaller they are.

    Given the increase globally in disasters, this type of work allows us to better understand the most and least resilient species to prepare for conservation efforts into the future.

    How resilient are lemurs?

    My research focuses on how animals, particularly primates, respond to the threat of climate change and disaster exposure. Previous work my colleagues and I did with howler monkeys showed that historical hurricane exposure was significantly linked to the evolution of behavioural adaptations, like small group size and energy conserving behaviours.

    We set out to design a specific study for lemurs. We wanted to determine whether the variation in behavioural traits in lemurs could be accounted for by the variation in cyclone exposure across the island.

    To carry out this research, we first made a map showing how cyclones affect different parts of Madagascar. We used weather patterns, past cyclone paths, how strong the cyclones were, and how much rain they brought. Data used for this came from the past 58 years, which is the data that was available, although Madagascar has been hit by cyclones over a much longer time period.

    We then placed a map of where lemurs live on top of our cyclone map to see how much cyclones affect each lemur species’ home. Our study covered the 26 species for which enough data was published to be able to determine their overall behavioural traits.

    For each of these species, we created a “resilience score”. To create this score, each species got one point for each behavioural trait they exhibited that is associated with living in a cyclone-prone area. For example, a species that shows hibernation got one point and a species that does not got 0 points. The resilience traits we used included: energy conserving behaviours; habitat use; group size; fruit in the diet; home range size; geographic range; and body size.

    We then added up the score across all resilience traits and compared the resilience score of each species with their habitat range cyclone score. This helped us see if species in high-impact areas had higher resilience. If so, it would strongly suggest that resilience traits evolved as an adaptation to frequent cyclones.

    Our results found no relationship between cyclone impact and overall resilience score. This may be because the historical cyclone data we had access to covered only the past 58 years. This may not be an accurate proxy for longer term cyclone activity associated with evolutionary adaptations.

    It could also be that the traits linked to cyclone resilience may have already existed in the last common ancestor of lemurs due to rapid environmental change on the African continent. Recent research suggests this ancestor rafted to Madagascar from Africa on floating vegetation. These traits could have helped it survive the journey. They’re also seen in other wildlife believed to have rafted to their island habitats and that may have been crucial for island colonisation.

    While overall resilience scores were not associated with cyclone impact, we did find that lemur species with smaller bodies experienced greater cyclone impacts. The north-east of the island was found to experience higher cyclone activity compared to the south-west. This aligns with previous research suggesting that larger primates, which require more food and space and reproduce more slowly, are less resilient and more likely to die after habitat disturbance.

    Importance for conservation

    Ours was the first study to try to find a quantitative link between cyclone exposure and the evolution of behavioural adaptations in lemurs and only the second to do so in primates.

    While results did not show a link to overall resilience, they did provide a template for future studies to explore the concept on other primates at a global scale. The study also provides a cyclone impact grid that could be used to assess impacts on other wildlife in Madagascar.

    In addition, our work has highlighted the importance of body size as a factor associated with less resilience to disaster.

    This research helps us to understand more about how species responded to cyclones in the past, which improves our understanding of the sorts of behavioural flexibility needed to survive severe environmental change. This then improves our ability to predict the effects of future events and mitigate impacts through more effective and targeted conservation. This is particularly true in island ecosystems, such as Madagascar, where endemic species are confined.

    Joint Statement on behalf of the Foreign Ministers of France, Germany and the UK (E3)

    We, the Foreign Ministers of France, Germany and the United Kingdom recall our continued support for the ceasefire between Israel and Hamas.

    It is vital that the ceasefire is sustained, all the hostages are released, and continued flows of humanitarian aid to Gaza are ensured. We urge all parties to engage constructively in negotiating the subsequent phases of the deal to help ensure its full implementation and a permanent end to hostilities. We welcome Egyptian, Qatari and US efforts in mediating and seeking to agree an extension to the ceasefire.

    The humanitarian situation in Gaza is catastrophic. We express our deep concern at the Government of Israel’s announcement on 2 March to halt all entry of goods and supplies into Gaza. We call on the Government of Israel to abide by its international obligations to ensure full, rapid, safe and unhindered provision of humanitarian assistance to the population in Gaza.  This includes supply of items such as medical equipment, shelter items, and water and sanitation equipment, essential to meet humanitarian and early recovery needs in Gaza, but which face restrictions under Israel’s “dual use” list. A halt on goods and supplies entering Gaza, such as that announced by the Government of Israel would risk violating International Humanitarian Law. Humanitarian aid should never be contingent on a ceasefire or used as a political tool. We reiterate that the civilians of Gaza who have suffered so much must be allowed to return to their homes and rebuild their lives.

    All hostages must be unconditionally released and Hamas must end their degrading and humiliating treatment. We reiterate our unwavering solidarity with their families and with the Israeli people in the face of the terrorist attacks committed by Hamas on 7 October 2023.

    We need all parties to uphold the ceasefire and ensure it leads to a sustainable peace, the reconstruction of Gaza, and to allow for a credible pathway towards a two-state solution in which Israelis and Palestinians can live side by side in peace.

    HOUSTON — U.S. Immigration and Customs Enforcement arrested nine criminal aliens in the Houston area between Feb. 24 – 28 charged with, or have been convicted of, a sex offense and are amenable to removal from the U.S.

    The arrests were part of a multi-agency enforcement effort conducted by ICE, the U.S. Marshals Service, the Texas Department of Public Safety – Criminal Investigation Division, and the Texas Office of Attorney General.

    “Our local communities are safer as a direct result of this targeted enforcement effort,” said ICE Homeland Security Investigations Houston Special Agent in Charge Chad Plantz. “In just five days, working alongside our federal and state partners, and leveraging HSI’s unique investigative authorities and extensive expertise investigating child exploitation crimes, we were able to quickly locate and remove these criminal aliens from the community before they could reoffend.”

    The arrests made during the targeted enforcement effort included:

    • A 39-year-old three-time deported criminal alien from El Salvador arrested Feb. 24 who is charged with for continuous sexual assault of a minor.
    • A 61-year-old three-time deported criminal alien from Mexico arrested Feb. 26 who was previously convicted of aggravated sexual assault of a minor, driving while intoxicated, and illegal entry.
    • A 55-year-old criminal alien from Cuba arrested Feb. 25 who was previously convicted of aggravated sexual assault.
    • A 61-year-old criminal alien from Cuba arrested Feb. 26 who was previously convicted of sexual battery with a weapon, sexual assault, kidnapping, and failure to register as a sex offender.
    • A 57-year-old criminal alien from Vietnam arrested Feb. 24 who was previously convicted of abduction with intent to extort money for an immoral purpose, illegal possession of a weapon, and burglary.
    • A 57-year-old criminal alien from Vietnam arrested Feb. 25 who was previously convicted of gross sexual imposition with a minor under the age of 13, failure to register as a sex offender, aggravated assault, carrying a prohibited weapon, and prostitution.
    • A 41-year-old criminal alien from Mexico arrested Feb. 26 who was previously convicted of indecency with a minor by contact, DWI, and marijuana possession.
    • A 72-year-old criminal alien from the Philippines arrested Feb. 25 who was previously convicted of aggravated sexual assault of a minor and cocaine possession.
    • A 71-year-old criminal alien from Cuba arrested Feb. 27 who was previously convicted of sexual battery of a minor.

    Previously, high inflation prompted the central bank to raise the monetary policy rate to 22.75% in a bid to curb inflation. Raising the rate makes it more expensive to borrow money, so demand for goods is lower and this reduces price increases.

    The revised inflation figure could justify a more measured approach to interest rate adjustments, potentially easing borrowing costs for businesses and households. This could support economic growth but must be carefully managed.

    In the last Monetary Policy Committee meeting after the inflation rebasing, the committee decided for the first time in three years to pause interest rate hikes.

    Fiscal policy considerations

    The government may use the revised inflation data to reassess budgetary projections, wage policies, and what it spends on subsidy programmes.

    A lower inflation rate could reduce the urgency for drastic public sector wage increases, though real income concerns remain.

    Additionally, it might influence subsidy policies, particularly in energy and agriculture. Lower inflation could be used to justify gradual subsidy phaseouts without significant backlash.

    Exchange rate management

    A lower inflation rate could improve investor confidence and reduce pressure on the naira. The central bank may use this as a basis to re-calibrate foreign exchange interventions, aiming for greater currency stability.

    If inflation is perceived as more controlled, capital inflows may increase, supporting the exchange rate and easing forex liquidity challenges.

  • MIL-OSI Global: Madagascar’s lemurs live with the threat of cyclones – has this shaped their behaviour?

    Madagascar is an island that’s no stranger to natural disasters, in particular cyclones. This is because it’s located in the south-west Indian Ocean cyclone basin, a region of the Indian Ocean where tropical cyclones typically form and develop.

    Madagascar has experienced 69 cyclones between 1912 and 2022, although cyclones have been a pressure on the island for much longer – estimates range from hundreds to more than thousands of years. This regular exposure has resulted in a uniquely harsh and unpredictable environment.

    Madagascar is also the only place in the entire world where lemurs, a group of primates, are naturally found. It’s home to over 100 species of lemurs.

    Due to ongoing threats of disaster impacts, hunting and deforestation, lemurs are the most endangered group of mammals in the world. According to the International Union for Conservation of Nature (IUCN), 98% of lemur species are threatened with extinction, 31% of which are critically endangered.

    It is therefore important to understand future threats to lemurs so as to protect them.

    Lemurs are unusual among primates. They show a higher degree of traits associated with resilience to living in a disaster-prone environment. For example, very few species rely on a diet of fruit, which is one of the first food items to disappear after a cyclone. Over half of lemur species rely on leaves as their main food item.

    They also exhibit a high degree of energy conserving behaviours, including hibernation and torpor – a shorter period of inactivity characterised by a lower body temperature and metabolic rate.

    It has long been believed that these behaviours are a result of Madagascar’s frequent cyclones. Living in an unpredictable environment over multiple generations could lead to different features being beneficial for survival. Some evolutionary adaptations may happen within a few decades, others could form over thousands of years.

    However, there is variation among species in these traits and, to date, no one has tested whether the unique behavioural features of lemurs actually occur more frequently in species that have experienced more cyclones, or if there may be a different explanation. Our research wanted to clear this up.

    In our study, my colleagues and I found no association between cyclone impact and how resilient lemurs are. We did however find a positive association between cyclone impact and body size. This suggests that the more a lemur species is affected by cyclones, the smaller they are.

    Given the increase globally in disasters, this type of work allows us to better understand the most and least resilient species to prepare for conservation efforts into the future.

    How resilient are lemurs?

    My research focuses on how animals, particularly primates, respond to the threat of climate change and disaster exposure. Previous work my colleagues and I did with howler monkeys showed that historical hurricane exposure was significantly linked to the evolution of behavioural adaptations, like small group size and energy conserving behaviours.

    We set out to design a specific study for lemurs. We wanted to determine whether the variation in behavioural traits in lemurs could be accounted for by the variation in cyclone exposure across the island.

    To carry out this research, we first made a map showing how cyclones affect different parts of Madagascar. We used weather patterns, past cyclone paths, how strong the cyclones were, and how much rain they brought. Data used for this came from the past 58 years, which is the data that was available, although Madagascar has been hit by cyclones over a much longer time period.

    We then placed a map of where lemurs live on top of our cyclone map to see how much cyclones affect each lemur species’ home. Our study covered the 26 species for which enough data was published to be able to determine their overall behavioural traits.

    For each of these species, we created a “resilience score”. To create this score, each species got one point for each behavioural trait they exhibited that is associated with living in a cyclone-prone area. For example, a species that shows hibernation got one point and a species that does not got 0 points. The resilience traits we used included: energy conserving behaviours; habitat use; group size; fruit in the diet; home range size; geographic range; and body size.

    We then added up the score across all resilience traits and compared the resilience score of each species with their habitat range cyclone score. This helped us see if species in high-impact areas had higher resilience. If so, it would strongly suggest that resilience traits evolved as an adaptation to frequent cyclones.

    Our results found no relationship between cyclone impact and overall resilience score. This may be because the historical cyclone data we had access to covered only the past 58 years. This may not be an accurate proxy for longer term cyclone activity associated with evolutionary adaptations.

    It could also be that the traits linked to cyclone resilience may have already existed in the last common ancestor of lemurs due to rapid environmental change on the African continent. Recent research suggests this ancestor rafted to Madagascar from Africa on floating vegetation. These traits could have helped it survive the journey. They’re also seen in other wildlife believed to have rafted to their island habitats and that may have been crucial for island colonisation.

    While overall resilience scores were not associated with cyclone impact, we did find that lemur species with smaller bodies experienced greater cyclone impacts. The north-east of the island was found to experience higher cyclone activity compared to the south-west. This aligns with previous research suggesting that larger primates, which require more food and space and reproduce more slowly, are less resilient and more likely to die after habitat disturbance.

    Importance for conservation

    Ours was the first study to try to find a quantitative link between cyclone exposure and the evolution of behavioural adaptations in lemurs and only the second to do so in primates.

    While results did not show a link to overall resilience, they did provide a template for future studies to explore the concept on other primates at a global scale. The study also provides a cyclone impact grid that could be used to assess impacts on other wildlife in Madagascar.

    In addition, our work has highlighted the importance of body size as a factor associated with less resilience to disaster.

    This research helps us to understand more about how species responded to cyclones in the past, which improves our understanding of the sorts of behavioural flexibility needed to survive severe environmental change. This then improves our ability to predict the effects of future events and mitigate impacts through more effective and targeted conservation. This is particularly true in island ecosystems, such as Madagascar, where endemic species are confined.

    Mr President, Deputy High Commissioner,

    The UK thanks the Special Adviser for her presentation.

    As we approach the twentieth anniversary of the adoption of the Responsibility to Protect, protecting people from atrocities remains vital and necessary.

    To highlight one worrying conflict, we continue to see disturbing reports of ethnically motivated attacks and killings in Darfur. The international community must hold perpetrators to account.

    As well as protection from and accountability for atrocities, we need earlier action to prevent atrocities from occurring in the first place. 

    We are concerned by escalating tensions across South Sudan including between parties to the 2018 peace agreement and call on all parties to act urgently to prevent further violence, including against civilians.

    The UK supports efforts to improve early warning systems, including leveraging global advances in data analytics and Open-Source Intelligence, allowing the international community to identify and understand the emerging risk of atrocities.

    Better for the Environment

  • MIL-OSI Global: USAID’s history shows decades of good work on behalf of America’s global interests, although not all its projects succeeded

    The Trump administration’s sudden dismantling of nearly all foreign aid, including the work carried out by the U.S. Agency for International Development, has upended the government agency’s longtime strategic role in implementing American foreign policy.

    The Trump administration said at the end of February 2025 that it is freezing 90% of USAID’s foreign aid contracts, leaving few projects intact. It has also recalled nearly 10,000 USAID staff from countries around the world.

    USAID is a government agency that, for more than 63 years, has led the United States’ foreign aid work on disaster recovery, poverty reduction and democratic reforms in many developing and middle-income countries.

    Reuters reported that a senior USAID official wrote in a March 2 internal memo that a yearlong pause in USAID’s work on health, food and agriculture in the world’s poorest countries would raise malaria deaths by 40%, to between 71,000 and 166,000 annually. It would also result in an increase of between 28% and 32% in tuberculosis cases, among other negative effects.

    As a historian of USAID, I know well that the agency has long faced a surprisingly high degree of scrutiny for its relatively tiny portion of the national budget.

    USAID’s budget has always been small – recently, in 2023, making up a roughly US$50 billion drop in the $6 trillion ocean of the federal budget. But USAID’s projects have had an outsized effect on the world.

    From a foreign policy standpoint, USAID’s greatest contribution to American influence abroad has always been its intangible soft-power effects. It helps to create an image of the U.S. as a positive, helpful world power worth partnering with.

    Responding to a Soviet threat in the 1960s

    USAID dates back to 1961, born from Cold War confrontations between the U.S. and the Soviet Union.

    In 1961, President John F. Kennedy merged several separate foreign aid agencies and offices – including the Mutual Security Agency, the Point Four Program and the Foreign Operations Administration – into one new agency.

    Kennedy, like other American presidents in the early years of the Cold War, fretted over the spread of communism.

    A well-known development economist, Walt Rostow, who served in Kennedy’s administration, was among the experts who argued that the Soviet Union could easily influence poor countries in Latin America, Africa and Asia. It was possible, Rostow argued, to help these countries grow their economies and become more modern.

    This possibility pushed Kennedy in 1961 to sign the Foreign Assistance Act, creating USAID that November.

    USAID immediately began to oversee U.S. foreign aid programs to develop farming, irrigation and dam construction projects throughout Southeast Asia, Africa and Latin America, taking over the existing projects of the various other aid departments that were now defunct.

    USAID was also responsible for public works projects in Cold War conflict zones, particularly Vietnam. There, USAID struggled in its efforts to build dams, improve rural agriculture techniques and construct South Vietnamese infrastructure. There were various environmental challenges working in the dense jungles, the physical threats caused by the ongoing Vietnam War and the realities of rural poverty.

    For example, USAID introduced new farming technologies to Vietnam, including modern fertilizers and tractors. This helped some farmers produce more crops, faster. But it also created disparities between wealthy and poor farmers, as modern fertilizer and other improvements were expensive. A growing number of poor farmers simply gave up and moved to nearby cities.

    Throughout the 1960s, USAID also funded the construction of hydropower water dams in Asia and Africa. This led to higher energy production in those regions, but also resulted in environmental degradation, as recklessly dammed rivers flooded forests and arable fields.

    Rostow and other development experts had unrealistically high goals for helping poor countries grow their economies. By the end of the decade, across the board, USAID beneficiary countries in Asia and Africa fell short of the economic growth expectations the U.S. set at the beginning of the 1960s.

    Still, USAID made substantial progress in developing food production and some economic growth, and improving the health of people in rural parts of countries such as India and Ghana.

    But that progress had limits and did not magically turn these economies into modern, Western-style capitalist democracies.

    Mixed results and focus

    As a result of USAID’s uneven progress in modernizing poor countries, the agency’s approach shifted in the 1970s and ‘80s.

    In the early 1970s, Congress and development experts pushed USAID away from grand, gross domestic product-focused modernization projects like dams, which they ostracized for their high costs and lack of tangible results.

    Instead, with the support of the Carter administration, USAID began to work more on meeting poor people’s basic human needs, including food, shelter and education, so they could lift themselves out of poverty.

    The agency shifted priorities once again in 1981, after President Ronald Reagan took office. His administration created programs meant to advertise American businesses and draw developing countries into the global marketplace.

    Rather than USAID giving money to a local government to build a well in a rural village, for example, the agency increasingly started contracting local or American businesses to do so. The U.S., in other words, began outsourcing its foreign aid.

    USAID’s next phase

    At the end of the Cold War in 1991, the United States’ interest in spending money on helping poorer countries develop and modernize declined around the world.

    USAID shifted priorities once again.

    Without the threat of the Soviet Union, USAID’s mission throughout the 1990s became increasingly focused on new issues. These included democracy promotion in former Soviet countries in Eastern Europe. Sustainable development – a broad term that means promoting economic growth while respecting environmental concerns and long-term natural resource usage – was another focus in different regions.

    After the U.S. invaded Iraq and Afghanistan in the early 2000s, USAID struggled to fulfill its existing international projects while also rebuilding critical infrastructure to resurrect the Iraqi and Afghani economies during wartime.

    USAID’s funding remained stagnant in the 2010s after the recession. At the time, its annual budget was roughly $25 billion.

    At the same time, China expanded its own international development program to entice governments toward its side and to tether them to the Chinese economy.

    China’s aid work in South America has expanded rapidly over the past several years, and it is now the region’s top trading partner and also a major contributor to investment, energy and infrastructure projects. China’s aid and investment work in Africa has also grown considerably over the past few decades.

    Now, with USAID’s dissolution, Chinese influence throughout poor and middle-income countries is expected to grow.

    A lasting mark

    Despite its limitations and frustrations, in my view, USAID has had an undeniable, and often massive, positive impact on the world.

    USAID’s efforts to promote American businesses and exports abroad have resulted in the creation of thousands of jobs, both domestically and abroad, in a wide variety of industries, ranging from farming to medical sciences.

    The tens of thousands of water wells and other forms of critical rural infrastructure the agency has funded, or created itself, have provided clean, safe drinking water for millions in Africa. The agency’s Office of Foreign Disaster Assistance has provided decades of critical disaster assistance during famines, earthquakes and hurricanes around the world.

    These humanitarian efforts cost money, however. Some Republicans, including politicians and voters, say they have found the idea of American tax dollars being sent abroad, whether during the Cold War or today, wasteful, and others have worried over how aid funds may have been [abused].

    USAID has always straddled a difficult line, as development is a messy field. But ending U.S. foreign aid will be much messier, and it could also cost millions of people who are reliant on USAID their health or lives.

  • MIL-OSI Global: COVID-19 is the latest epidemic to show biomedical breakthroughs aren’t enough to eliminate a disease

    The COVID-19 pandemic transformed over the past five years from a catastrophic threat that has killed over 7 million people to what most people regard today as a tolerable annoyance that doesn’t require precaution. Nonetheless, COVID-19 continues to kill over 2,000 people per month globally and cause severe illness in the infirm or elderly.

    The evolution of the COVID-19 pandemic – from devastation, to optimism for eradication, to persistent, uneven spread of disease – may seem unprecedented. As an infectious disease doctor and medical historian, however, I see similarities to other epidemics, including syphilis, AIDS and tuberculosis.

    Vaccines, medications and other biomedical breakthroughs are necessary to eliminate epidemic diseases. But as I explore in my book, “Persisting Pandemics,” social, economic and political factors are equally important. On its own, medical science is not enough.

    Syphilis, AIDS and TB have stuck around

    Syphilis is a sexually transmitted disease first identified in 1495. It causes skin rashes and may progress to causing paralysis, blindness or both. For centuries, syphilis weakened nations by disabling parents, workers and soldiers in the prime of their lives. Innovative drugs – first Salvarsan (1909), then penicillin (1943) – offered a path toward eradication when used together with widespread testing.

    Public health programs conducted from the 1930s through the 2000s, however, failed – not because of the efficacy of the treatments but because of socioeconomic conditions.

    One challenge has been persistent stigma around getting tested for the disease and tracing sexual partners. Poverty is another; it can force women into commercial sex activities and prevent people from learning how to protect themselves from sexually transmitted infections. Population migration due to commerce or war can cause high-risk behaviors such as sexual promiscuity. Women in some cultures lack authority to negotiate for condom use. And governments have not consistently prioritized the sustained funding needed to support efforts to eliminate the disease.

    Despite societal indifference toward syphilis, in the 2020s over 8 million new cases occur globally each year, particularly among racial minorities and low-income populations.

    The history of HIV/AIDS is shorter than that of syphilis, but the trajectory has similarities. Doctors first described HIV/AIDS in 1981, when it was a nearly uniformly fatal sexually transmitted disease. Novel antiretroviral drugs introduced in 1996 offered medical scientists the hope of disease elimination through public health campaigns, centered on widespread testing and treatment, implemented in 2013.

    But these programs, for reasons like with syphilis, are not meeting their treatment targets across all countries, especially among low-income populations and racial minorities. Sustaining funding for health care infrastructure and the multidrug regimens for 39 million people living with HIV poses an added challenge. Today, despite a cavalier public attitude toward the disease, AIDS causes over 630,000 deaths globally. That number will likely increase substantially given the Trump administration’s decision to cut funding for United States Agency for International Development programs.

    Tuberculosis is a third disease that also depleted workforces and weakened nations, particularly in postindustrial revolution 19th-century cities. The disease spread widely because poverty placed people in poorly ventilated working conditions and crowded tenement dwellings. The development of new combination antimicrobial drug regimens offered an avenue for disease eradication in the 1960s.

    Nonetheless, the inability to sustain funding to complete complex treatment courses, problems isolating people who could not afford suitable homes, and poor adherence due to homelessness, incarceration or migration during war or trade have compromised public health campaigns. Despite societal nonchalance, tuberculosis today kills up to 1.6 million globally yearly.

    The COVID-19 case study

    The trajectories of these epidemics show how campaigns based solely on biomedical approaches that target pathogens are not enough to eliminate disease.

    COVID-19 provides the latest example. In the U.S., the pandemic and its lockdowns disproportionately affected low-income people and racial minorities, especially those employed in front-line jobs that did not allow remote work from home. These groups were more likely to reside in crowded residences with poor ventilation or no space for isolation.

    Despite the rapid development of a breakthrough mRNA vaccine that offered hope for what President Joe Biden euphorically termed “independence from the virus,” the promise never fully materialized.

    Too few people received shots, in large part due to socioeconomic factors.

    Wealthy countries purchased vaccines that lower-income countries could not afford. Allocation difficulties kept vaccines from remote regions of the world.

    Vaccine hesitancy due to mistrust in science, along with sentiment that vaccine mandates violated individual freedoms, also prevented people from getting the shot. Similar attitudes reduced rates of mask-wearing and isolation.

    Consequently, surges that could have been avoided took more lives.

    Drugs and vaccines can’t do it alone

    Modern medical science is unmatched in treating pathogens and disease symptoms. But to stop disease, it’s also critical to address the social, economic and political conditions that enable its spread.

    Public health officials have started to implement a variety of structural solutions:

    Members of the 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) took part in a group interview with the press in Beijing on March 4 ahead of the opening of its third session, sharing insights on China’s new milestones and prospects.

    Lin Songtian, deputy director of the CPPCC National Committee’s Foreign Affairs Committee, called the Belt and Road Initiative (BRI) a landmark project linking five continents, promoting global prosperity and benefiting current and future generations.
    “The initiative has benefited people in over 150 countries, paving a new path for cooperation, mutual benefit and shared development worldwide,” Lin told reporters at the Great Hall of the People. He noted that the BRI has driven development in partner countries, improved investment environments and established numerous economic zones and industrial parks, creating vast employment opportunities, enhancing livelihoods and enabling Chinese enterprises to expand globally with robust infrastructure, legal and policy support.

    Jin Li, vice-president of the Southern University of Science and Technology and CPPCC member, addressed challenges posed by China’s aging population, highlighting efforts to develop the silver economy and improve the well-being of elderly people.
    China’s silver economy, driven by its aging population, is set for significant growth, potentially creating 100 million jobs by 2050 and tapping into a market worth $4 trillion by 2035, boosting economic vitality. Currently, there are more than 300 million people aged 60 and above in China, with this figure expected to exceed 400 million by 2035.
    “The growing population aged 60 to 70 brings a wealth of energy and experience.     Zhao Hong, chief physician at the Chinese Academy of Medical Sciences’ Cancer Hospital and CPPCC member, highlighted China’s remarkable progress in biopharmaceutical innovation in recent years, aimed at better safeguarding public health. Last year, the nation approved 48 novel drugs and 65 innovative medical devices, with the number of novel medicines in the pipeline ranking second globally.
    “China has shifted from imitation to innovation in the biopharmaceutical field, significantly enhancing its capabilities and demonstrating a promising future,” Zhao said.
    CPPCC member Zhou Lan also noted China’s increased efforts to renovate old residential areas, creating modern and convenient living environments. Over 66,000 urban renewal projects have been carried out, updating and renovating 250,000 old neighborhoods, benefiting more than 100 million residents.

    The Tanzanian Ministry of Health, with technical and financial support from the World Health Organization (WHO), Africa Centres for Disease Control and Prevention (Africa CDC), and UNICEF, equipped over 600 community health workers (CHW) with hands-on skills to enhance local capacities in addressing the ongoing Marburg response efforts.

    The training focused on key areas like community engagement, contact tracing, alert management, infection prevention and control (IPC), water, sanitation, hygiene (WASH), self-care, and psychological first aid. These skills are essential for improving the early detection of Marburg cases and preventing further spread within communities.

    Mariam Matabalo, a community health worker from Ruziba health facility, expressed her appreciation for the training, especially in areas related to effective communication with the public. ‘Since the Marburg outbreak was declared in my village, many people have had questions about how the virus spreads. But with the skills I’ve gained from this training, I feel more confident in addressing these concerns and providing accurate information to my community,’” she said. 

    Dr. Ona Machangu, the Assistant Director of Health Promotion, praised the collaborative efforts of WHO, UNICEF, and Africa CDC in creating a unified training package and ensuring that CHWs were actively involved in the response efforts. ‘Harmonizing the training and actively engaging community health workers is one of the best practices that strengthens the overall response. We are very grateful for the support from our partners to make this happen,’ he said.

    WHO has played a pivotal role in coordinating these efforts, working alongside local health authorities and partners to ensure that the training is not only well-executed but also effective in bolstering local health systems. 

    Dr. Faraja Msemwa, the Emergency Preparedness and Response (EPR) lead, reaffirmed WHO’s commitment to supporting Tanzania’s health system, ensuring that the country is better equipped for potential health emergencies in the future. ‘WHO is refocusing its resources to enhance health systems for a more effective response to potential health emergencies.

    Tanzania is strengthening its position in the global lithium market, driven by a combination of government initiatives and active participation from international exploration and production companies.

    The country has witnessed a surge in investment since implementing a 2023 ban on the export of raw lithium, enacted to encourage downstream investments, with a strong pipeline of projects underway.

    Strategic Programs Entice Investment

    The Tanzanian government has launched several strategic programs to attract new investments across both the lithium and broader critical minerals sector. In late 2024, the country introduced the Tanzania Critical and Strategic Mineral Strategy (https://apo-opa.co/3F6lt7P). Currently in the stakeholder consultation phase, the initiative aims to optimize the management of key resources such as lithium by facilitating exploration, mining and local beneficiation and strengthening supply chain management.

    Additionally, in October 2024, the Geological Survey of Tanzania announced a 73 billion TZS High-Resolution Airborne Geophysical Survey (https://apo-opa.co/4knbVFx) – a nationwide initiative designed to map the country’s mineral resources, including lithium. With less than 20% of the country surveyed to date, the program aims to map up to 50% of Tanzania’s market by 2030, supporting investments and exploration projects.

    In September 2024, Tanzania partnered with the Minerals Security Partnership (https://apo-opa.co/4knbWcz), a coalition of 14 Western countries and the European Commission, to increase access to financing, share technical expertise and strengthen supply chains for critical minerals such as lithium and graphite. These strategic programs are expected to support new investments across the lithium value chain.

    Private Sector-Driven Growth

    Private sector participation is also gaining momentum, with several international mining companies investing in Tanzanian lithium exploration and production projects. In July 2024, Australian firm AustChina (https://apo-opa.co/41pa7D9) completed exploration on four high-priority lithium targets at its Chenene Project, confirming high-grade lithium deposits. In April 2024, Dubai-based Titanium Lithium identified lithium-bearing minerals – including lepidolite, spodumene and hectorite – at its Titan 1 and Titan 2 projects. U.S.-based CGrowth Capital (https://apo-opa.co/3DuqqXn) also discovered lithium deposits during a field mapping exercise in Tanzania’s Dodoma Region.

    Cities can be deeply unwelcoming places for wildlife. They are noisy, difficult to get around, full of people and heavily reliant on artificial lighting. Yet some species do better in urban areas than in rural ones.

    Research is showing that animals of the same species that live in cities and the countryside are behaving differently. These disparities will probably grow since
    over half of people worldwide now live in urban areas, and cities and towns are getting bigger.

    A recent study from Tel Aviv University found that Egyptian fruit bats living in urban parts of Israel gave birth two and a half weeks earlier than rural populations. This gives them an advantage as they are more likely to reproduce twice per year.

    In the urban areas in the study there was a higher abundance and diversity of fruit trees. In Tel Aviv, for instance, the trees are watered. This means there is fruit for a longer period across the year, meaning more reliable food supplies for the bats.

    They may also be benefiting from the urban heat island effect, with warmer temperatures reducing the harshness of the winters felt by their rural neighbours.

    Most species perceive humans as predators, so our presence disturbs and distracts them from feeding and breeding. To survive in human-dominated cities, animals must therefore be bold.

    This is something researchers have studied for a while in wildlife like foxes. Urban foxes are often more confident in their response to new food when it is presented in a novel object like a puzzle box.

    Urban birds, from robins to feral pigeons, are also bolder. In a 2008 study scientists found that urban birds are more tolerant of human disturbance than rural ones), allowing humans to approach them closely.

    The birds that reacted less to approaching humans were descended from a large number of generations since urbanisation, showing a long history of adaptation. This behavioural change helps these animals to adjust their stress responses when they are exposed to new situations. If they did not do this, they would suffer with chronic stress.

    To test whether this boldness in birds is due to evolutionary adaptations, one 2006 experimental study in Germany hand-raised blackbird chicks taken from both an urban centre and a nearby forest.

    They kept all the birds in the same environment until they were adults and then tested their acute stress responses when the birds were caught and handled. The birds from the city had a lower stress response, suggesting that this difference was genetically determined.

    However, urban birds tend to be less successful in raising chicks than those in more natural areas. Although birds can take advantage of food provided by people in many cities and towns across the world – whether directly in bird feeders, or by scavenging on our discarded food – urban areas do not provide enough of the invertebrate prey that many nestlings need.

    One study published in 2020 found that the biggest challenge for urban great tits was the low abundance of nearby insects.

    Scientists call this biotic homogenisation. It happens when places start to become increasingly similar over time with the species that you can find there.

    This process begins with the exodus of species that cannot tolerate living alongside humans. Large mammals, often predators, are the first to go as an area becomes increasingly urbanised.

    Then the non-native species begin to move in. Feral pigeons, rats, starlings and many other species are introduced by people over time, whether accidentally or deliberately, until a point is reached when the biodiversity found in one city, say in the US, starts to resemble another in Europe.

    These species often have broader dietary and habitat niches, which makes them good at exploiting urban areas.

    The growth of cities and other urban areas is set to continue, with future urban expansion predicted to swallow 11-33 million hectares of natural habitat by 2100, an area the size of Norway. Indeed, humans are becoming the largest driving force in the evolution of wildlife.

    Union Minister of State for Science & Technology, Personnel, Public Grievances and Pensions, Dr. Jitendra Singh, affirmed that the ‘Open University Culture’ will receive a significant boost from the National Education Policy (NEP) 2020 at the 38th Convocation of the IGNOU Regional Centre Jammu today.

    Addressing the convocation in online mode, Union Minister of State (Independent Charge) for Science and Technology, Minister of State (Independent Charge) for Earth Sciences, MoS PMO, Department of Atomic Energy and Department of Space, MoS Personnel, Public Grievances and Pensions Dr. Jitendra Singh highlighted the role of IGNOU (Indira Gandhi National Open University) in transforming the education landscape, particularly for those unable to access formal educational setups due to socio-economic constraints. He emphasized that NEP 2020’s progressive features, such as flexible entry and exit, choice-based credit systems, and diverse learning opportunities, align with the objectives of Open Universities like IGNOU.

    Dr. Jitendra Singh elaborated on the importance of NEP 2020 in enabling students to diversify their learning paths by changing subjects or combining them based on personal choice and changing employment needs—an approach already practiced by IGNOU.

    Highlighting key features of IGNOU’s programs, such as flexible entry and exit, modular program design, and multimedia-based learning, Dr. Singh noted that these innovations cater to students’ diverse needs, enabling them to learn at their own pace and convenience.

    “Many of these features, including flexible degrees, choice-based credits, and the ability to change or combine subjects, are incorporated into NEP 2020, making IGNOU a true pioneer in the educational landscape,” said Dr. Singh.

    The Science and technology Minister praised IGNOU for its global outreach, citing its 25 overseas study centers in 15 countries, with a robust international presence. Additionally, IGNOU’s collaboration with the Indian Council for Cultural Relations (ICCR) and the Central Hindi Directorate (CHD) to offer a three-month online Basic Hindi Awareness program to foreign nationals in nine countries was also acknowledged.

    Furthermore, he noted that through the e-VidyaBharati and e-Aarogya Bharati (e-VBAB) Network Project, 45 online programs are being offered in 19 African countries.

    Dr. Singh also credited Prime Minister Modi’s leadership for securing a strategic alliance between IGNOU and the Open University of Kenya (OUK), enhancing the global education ecosystem.

    During his address, Dr. Jitendra Singh hailed government initiatives such as the Mudra Yojana and PM Vishwakarma Yojana, which empower youth by providing self-employment and livelihood opportunities. He explained that the Mudra Yojana offers skilled youth collateral-free loans of up to Rs. 20 lakhs to start their ventures, while the PM Vishwakarma Yojana supports traditional artisans by providing advanced toolkits and stipends during training, easing the financial burden on their families. Dr. Singh also emphasized the importance of skill development and recognized the special skill-based bachelor’s degree programs designed to enhance the skills required for serving in the defense forces.

    Acknowledging the importance of Information and Communication Technology (ICT) in modern education, Dr. Singh lauded IGNOU’s efforts in integrating technology into learning. He specifically mentioned the six SWAYAM PRABHA channels operated by IGNOU, which provide students with access to quality educational content and resources online.

    Union Minister Dr. Jitendra Singh expressed his delight and satisfaction with the new state-of-the-art IGNOU campus in Jammu, inaugurated on February 7, 2024calling it a significant milestone for the region. Recalling that the establishment of the campus was a long-awaited dream since the center’s inception in 1998, he described the new campus as a gift from Prime Minister Modi to the youth and aspiring learners of Jammu. He further highlighted the cumulative enrollment of nearly 6 lakh students at the Jammu Regional Centre, with over 2 lakh learners enrolled since 2020.

    In his closing remarks, Dr. Singh urged the youth to contribute actively to the vision of a “Viksit Bharat” (Developed India) as envisioned by Prime Minister Modi for the year 2047, marking the centenary of India’s independence. “Today’s graduates are the fortunate ones who are witnessing India’s transformative growth, and I urge them to be a part of this monumental journey toward a brighter future for the nation,” Dr. Singh concluded.

    After three days they found Him in the temple, sitting in the midst of the teachers, listening to them and asking them questions. … When His parents saw Him, they were astonished, and His mother said to Him, “Son, why have you done this to us? Your father and I have been looking for you with great anxiety”. And He said to them, “Why were you looking for me? Did you not know that I must be in my Father’s house?”. But they did not understand what He said to them.
     
    Dear brothers and sisters, good morning!
    In this last catechesis dedicated to the childhood of Jesus, we will start from the episode in which, at twelve years of age, He stays in the Temple without telling His parents, who are anxiously looking for Him and find Him after three days. This account presents us with a very interesting dialogue between Mary and Jesus, which helps us to reflect on the path of the mother of Jesus, a journey that was certainly not easy. Indeed, Mary set out on a spiritual itinerary during which she advanced in her understanding of the mystery of her Son.
    Let us look back at the various stages of this journey. At the beginning of her pregnancy, Mary visits Elizabeth and stays with her for three months, until the birth of the little John. Then, when she is now in her ninth month, due to the census she goes with Joseph to Bethlehem, where she gives birth to Jesus. After forty days they go to Jerusalem for the presentation of the child; and they return on a pilgrimage to the Temple every year thereafter. But with Jesus still a baby they had taken refuge in Egypt for a long time to protect Him from Herod, and only after the king’s death did they settle again in Nazareth. When Jesus, having become an adult, begins His ministry, Mary is present and a protagonist at the wedding at Cana; then she follows Him “at a distance”, up to His last journey to Jerusalem, and until His passion and death. After the Resurrection, Mary remains in Jerusalem, as Mother of the disciples, sustaining their faith while awaiting the outpouring of the Holy Spirit.
    Throughout this journey, the Virgin is a pilgrim of hope, in the strong sense that she becomes the “daughter of her Son”, the first of His disciples. Mary brought into the world Jesus, Hope of humanity; she nourished Him, made Him grow, followed Him, letting herself be the first to be shaped by the Word of God. As Benedict XVI said, “We see how completely at home Mary is with the Word of God … we see how her thoughts are attuned to the thoughts of God, how her will is one with the will of God. Since Mary is completely imbued with the Word of God, she is able to become the Mother of the Word Incarnate” (Encyclical Deus caritas est, 41). This unique communion with the Word of God does not however save her the effort of a demanding “apprenticeship”.
    The experience of twelve-year-old Jesus going missing during the annual pilgrimage to Jerusalem frightens Mary to the point that she also speaks for Joseph as they take their son back: “Son, why have you done this to us? Your father and I have been looking for you with great anxiety” (Lk 2:48). Mary and Joseph felt the pain of parents with a missing child: they both thought that Jesus was in the caravan with their relatives, but after not seeing Him for an entire day, they began the search that would lead them to retrace their steps. Upon returning to the Temple, they discover that He who, in their eyes, until a short time before, was still a child to protect, suddenly seems grown up, capable now of getting involved in discussions on the Scriptures, of holding His own with the teachers of the Law.
    Faced with His mother’s rebuke, Jesus answers with disarming simplicity: “Why were you looking for me? Did you not know that I must be in my Father’s house?” (Lk 2:49). Mary and Joseph do not understand: the mystery of God made child exceeds their intelligence. The parents want to protect that precious son under the wings of their love; instead, Jesus wants to live His vocation as the Son of the Father who is at His service and lives immersed in His Word.
    Luke’s infancy narratives thus close with Mary’s final words, which recall Joseph’s paternity towards Jesus, and with Jesus’ first words, which recognize that this paternity traces His origins from that of His heavenly Father, whose undisputed primacy He acknowledges.
    Dear brothers and sisters, like Mary and Joseph, full of hope, let us also set out in the footsteps of the Lord, who does not allow Himself to be contained by our precepts, and allows Himself to be found not so much in a place, but in the response of love to the tender divine paternity, a response of love that is filial life.

    Also I want to flag the Secretary-General’s video message to the Tokyo Conference, whose theme is “International cooperation and restoration of peace on the 80th anniversary of the founding of the United Nations.”
    In his remarks he said that as we prepare to mark the 80th anniversary of the devastation of Hiroshima and Nagasaki, we will continue to be guided by the inspiring example and vision of the hibakusha for a world free of nuclear weapons.
    Mr. Guterres also encouraged participants to advance the objectives of the Pact for the Future and drive multilateralism into the future.

    SUDAN
    The UN Children’s Fund today warned that millions of children in Sudan are at risk of rape and other forms of sexual violence, which is being used as a tactic of war.
    According to UNICEF, armed men are raping and sexually assaulting children, including infants as young as one, amid the nationwide conflict which is rippling across Sudan. No area of Sudan is immune from these horrendous crimes.
    UNICEF said that data compiled by gender-based violence service providers in Sudan shows that 221 rape cases against children were recorded since the beginning of 2024. UNICEF pointed out that these figures represent only a small fraction of total cases.
    We of course join Catherine Russell, the Executive Director of UNICEF, in stressing that this is an abhorrent violation of international law and could constitute a war crime, and it must stop.
    UNICEF is working in partnerships to establish safe spaces that provide gender-based violence services for survivors, as well as integrating these into health services at health centers and mobile clinics and providing relevant medical supplies to victims.

    Kinshasa (Agenzia Fides) – Killings, kidnappings and forced labor are taking place in Kamanyola, the village in the Ruzizi Plain (in the province of South Kivu in the east of the Democratic Republic of Congo) that is on the front line between the pro-Rwandan M23 rebel movement that controls the area and the pro-government “Wazalendo” militiamen (or Bazalendo, see Fides, 4/3/2025). According to a new report sent to Fides by the local civil society association ACMEJ (Association against Evil and for the Supervision of Youth and Human Rights), on March 1, a young man suspected of belonging to the “Wazalendo” militia was killed by M23 soldiers with a targeted shot in the Busama district of Kamanyola. The body of another young man, kidnapped on March 1 in the Rubimba district, was found in a canal on March 3. Also on March 3, the M23 forced young people from Kamanyola to do forced labor to clean the national road no. 5. Those who refused were flogged. There are also reports of severe intimidation of politicians and civil society in the village of Katogota, where patrols of M23 militiamen are stationed near their homes. “This disturbing phenomenon shows that the militiamen have a list of people they want to terrorize or kill because of their opinions,” the report says.On the other side of the front, on March 3, the “Wazalendo” militia carried out attacks against M23 soldiers stationed in the city of Bukavu, the capital of the Congolese province of South Kivu, which was captured by the M23 on February 16 (see Fides, 17/2/2025).Finally, the human rights organization points out that “the Congolese refugees from some villages in the Ruzizi plain, in particular the villages of Katogota, Kamanyola and Luvungi, who have found refuge in the province of Cibitoke in Burundi, are in a difficult situation”. “Although they were well received by the Burundian authorities and the population, they fled empty-handed due to the surprise attack by the M23 on their villages,” the statement says.According to the ACMEJ, the pretext for the Rwandan intervention in the Congolese provinces of North and South Kivu, where it is supposedly intended to protect the Banyamulenge community (Congolese of Rwandan origin), is false. “In reality, the Banyamulenge are part of a community recognized as Congolese and accepted by the other Congolese communities; “among the Congolese Banyamulenge sons and daughters, there are Banyamulenge political leaders, including MPs, ministers, senior military commanders of the armed forces and senior executives of Congolese public companies,” it is emphasized.     The UK reiterates its commitment to protecting and promoting FoRB for all – including through my role as the UK’s Special Envoy for Freedom of Religion or Belief.

    The Special Rapporteur’s recent report on the intersection of FoRB and torture highlighted deeply concerning cases of violations and torture in detention centres. The report notes that in Myanmar, detainees were denied the right to observe their  faith through psychological torture and attempts by the State to change their religious identity. And in Sudan, non-Muslims were reportedly coerced to change their beliefs through denial of work, food aid and education.

    The UK unreservedly condemns the use of torture. Preventing torture and tackling impunity for those who torture is vital to safeguarding our security and rule of law. 

    We must collectively do more to address and prevent torture and ensure the fundamental right to freedom of religion or belief is protected.
