    President Donald Trump’s suggestion that the U.S. should “take over” Gaza, displace its current population and turn the enclave into “the Riviera of the Middle East” is unsettling – in both a literal and, to Palestinians, a very personal sense.

    The remarks, which followed earlier comments in which the president expressed a desire to “clean out” Gaza, have been taken by some Middle East experts as a call to “ethnically cleanse” the strip of its 2.2 million Palestinian inhabitants. They worry that such talk will bolster the hopes of Israel’s far-right settlers and their supporters in government, who want to remove Palestinians from Gaza and build Jewish-only settlements on the enclave’s beachfront property.

    Following Trump’s remarks, Riyad Mansour, Palestinian envoy to the United Nations, stated: “Our homeland is our homeland.” He added, “I think that leaders and people should respect the wishes of the Palestinian people.”

    As a scholar of modern Palestinian history, I know that calls to remove the Palestinians from Gaza are not new – but neither is Palestinians’ determination to remain in their homeland. For almost 80 years, Palestinians in Gaza have resisted various proposals to displace them from the enclave. In fact, those plans have often spurred resistance to occupation and removal.

    A people already uprooted

    Most people in Gaza are the product of displacement in the first place.

    In 1948, over 700,000 Palestinians fled or were expelled from their homes when the state of Israel was established and a war between the new country and its Arab neighbors erupted.

    These Palestinians became nationless refugees, placed under the care of the U.N. Relief and Works Agency. In the Gaza Strip, the agency set up eight refugee camps to care for over 200,000 Palestinians who had been forced out of over 190 towns and villages.

    In December 1948, the U.N. General Assembly adopted Resolution 194 stipulating that “the refugees wishing to return to their homes and live at peace with their neighbors should be permitted to do so at the earliest practicable date.”

    While Israeli leaders initially expressed a willingness to allow some refugees back, they rejected the refugees’ wholesale return. They argued that doing so would undermine Israel’s security and dilute its character as a “Jewish state.”

    As such, Israel’s first prime minister, David Ben-Gurion, looked for ways to “motivate the refugees to move eastward” toward Jordan. He hoped that by moving refugees further away from Israel, they would be less likely to return.

    At first, the United States called upon Israel to repatriate a substantial number of refugees. But with Israel consistently refusing to do so, leaders in Washington started turning to the idea of resettlement. They hoped that the promise of economic prosperity could induce large numbers of refugees to move to other Arab countries – and give up on the idea of returning home. For example, in 1953, Secretary of State John Foster Dulles drew up plans to resettle Palestinian refugees in Syria as part of a large water management project there.

    Likewise in 1961, the recently formed U.S. Agency for International Development began funding an irrigation project in Jordan, bringing in Palestinian refugees to work as farmers. U.S. officials hoped that the refugees would start to identify as Jordanians, rather than as Palestinians, and agree to permanently resettle in Jordan.

    But it did not work. A survey taken five years later found that the refugees still identified as Palestinians and wished to return to their homeland.

    Rejecting resettlement

    A further war between Israel and neighboring countries in 1967 resulted in Israel’s occupation of the West Bank and East Jerusalem, which had been under Jordanian rule, as well as the Gaza Strip, which had been previously administered by Egypt.

    It also sparked a renewed sense of Palestinian national identity, especially among younger generations who increasingly took up guerrilla-style tactics in a bid to force Israel, and the international community, to recognize their right to return.

    In response, Israel looked to resettlement as a way to reduce the Palestinian population in territories it now occupied. In 1969, the Israeli government drew up secret plans to permanently transfer up to 60,000 Palestinians from Gaza to Paraguay. The scheme came to an abrupt halt when two Palestinians confronted the Israeli ambassador in Asunción about being brought to Paraguay under false pretenses.

    Meanwhile, between 1967 and 1979, far-right Israeli Jewish settlers established seven settlements in Gaza. They hoped to see Palestinians removed from the strip so the land could be incorporated into their vision of a “greater Israel.”

    Throughout the 1970s and 1980s, Israeli officials proposed various plans to remove refugees from the camps and resettle them elsewhere. This included a 1983 plan to dismantle refugee camps in the occupied Palestinian territories and resettle their inhabitants in better housing in towns and cities.

    But Palestinian refugees firmly rejected the offer because it would have required them to give up their refugee status and relinquish their right of return.

    The Oslo negotiations of the 1990s rejected the notion of removing Palestinians from Gaza. In fact, keeping the refugees in Gaza was central to the premise of a two-state solution. At the same time, questions over the right of refugees to return to their original homelands in what is now Israel were shelved.

    No money can ‘replace your homeland’

    But with hopes of a two-state solution long since faded, resettlement plans have reemerged.

    Shortly after the Oct. 7, 2023, attack by Hamas gunmen in Israel that sparked the widespread bombing and siege of Gaza, the Biden administration asked Congress to fund “the potential needs of Gazans fleeing to neighboring countries.” The news outraged many Palestinians, who saw it as giving Israel a green light to carry out what many viewed as an attempt to ethnically cleanse Gaza.

    In October 2024, far-right Jewish settlers gathered on the border of Gaza and called for the reestablishment of Jewish settlements in Gaza that had been dismantled in 2005. National Security Minister Itamar Ben-Gvir called upon Israel to “encourage emigration” of Palestinians from Gaza. He proposed telling the Palestinians there: “We’re giving you the option, leave to other countries, the Land of Israel is ours.”

    Palestinians have responded with their feet. As soon the ceasefire went into effect on Jan. 19, 2025, hundreds of thousands of Palestinians who had been displaced to southern Gaza walked for hours to reach their homes in northern Gaza. Hundreds posted videos of cleaning out their damaged homes so they can live there once again.

    The road to recovery in Gaza will be long. The U.N. estimates that rebuilding Gaza will cost US$50 billion and take at least 10 years.

    I believe Palestinians want help rebuilding, not resettlement. Many of them have already vehemently rejected Trump’s call to move out. As one Palestinian told The Guardian newspaper: “We would rather die here than leave this land.” He insisted, “No amount of money in the world can replace your homeland.”

    Resettlement schemes have a long history, yet Palestinians have thwarted them at every turn. There is no reason to think that this time will be any different.

  • MIL-OSI United Nations: ‘The new generation is different’: In Djibouti, activists lobby to end female genital mutilation

    “I still see the knife, and the lady who held me down,” said Hawa’a Mohamed Kamil, a peer educator in Djibouti, who was subjected to female genital mutilation (FGM) at just six years old, an experience that left both physical and psychological scars. 

    I’m afraid of men, of everyone, of everything,” she told the United Nations sexual and reproductive health agency (UNFPA).

    FGM, a practice that involves altering or injuring the female genitalia for non-medical reasons, is internationally recognised as a violation of fundamental human rights. 

    It is a global issue, reported in 92 countries across all continents, with over 230 million girls and women having survived it in the world.

    Data from about a third of the countries where the practice is still common have indicated a decline over the last three decades, with one out of three girls undergoing the practice compared to one out of two girls previously.

    While steps in the right direction have been taken, in 2025 alone, nearly 4.4 million girls are projected to be at risk. Positive results would need to be stepped up drastically to meet the target of ending the practice by 2030.

    Breaking the cycle

    Hawa’a works together with Elle&Elles, a UNFPA network which supports and trains female leaders advocating for women’s health and rights.

    She travels from Djibouti City to remote villages to raise awareness, including among boys, who can play a crucial role in shifting societal attitudes.

    She also persuaded her own family members to adopt her message: abandon female genital mutilation – simple yet revolutionary for such a traditional area.

    Meanwhile, in the northern-central Tadjourah region, 39-year-old Khadija crosses miles of unforgiving terrain to encourage families to spare their daughters from the procedure.

    After the UNFPA-UNICEF Joint Programme on the Elimination of Female Genital Mutilation – the largest global programme to accelerate the elimination of FGM – visited her village of Otoy with an awareness-raising session, she decided to join the cause.

    “Twenty-five years ago, I let my daughter go through female genital mutilation,” she told UNFPA. “But I have vowed to protect my granddaughter.”

    A survivor herself, Khadija has seen the pain that follows female genital mutilation, as well as the infections, complications during childbirth and even tragic deaths. 

    “We lost many women who bled to death before they could reach a health facility,” she said.

    She began weaving her message of change into conversations first with women, then men, and even religious leaders.

    But their journey was far from smooth, as both women described being ostracised by their communities and chastised for spreading false information.  “People suspected my motives,” recalled Khadija. “They couldn’t believe I was doing this for free, from my heart.” 

    Yet their commitment remains unshaken. “I am proud of the change we see today,” said Hawa’a.

    For Khadija, the transformation has been remarkable: Her village recently made a public declaration to abandon the practice for good. “Change takes time, but it comes eventually,” she said.

    A lesson in resistance 

    At a nearby school, the classroom buzzes with young voices reciting French phrases in unison. Beyond the lessons in grammar and vocabulary, however, 31-year-old Ibrahim is teaching something more profound – the value of girls’ rights and well-being.

    “I made a vow that if I got married and had baby girls, I wouldn’t subject them to this and make them suffer,” he told UNFPA.

    Ibrahim brings awareness of female genital mutilation’s harms into his lessons, gently guiding his young students towards a future where girls are empowered and their health safeguarded.

    But when his first daughter was born, Ibrahim had to choose between upholding his promise and confronting opposition from his family, including his wife and grandmother. He chose to keep his promise.

    “The most important thing is health,” he said. “I urge all families to take care of their girls’ health and to not cut them.”

    His stance against female genital mutilation has rippled through his community, where over 100 people now oppose the practice.

    A religious woman leads the charge

    Hawi Mohammed, 46, is a mother of five, fervent community activist, respected local religious leader, and a survivor of one of the most severe forms of female genital mutilation.

    She is also a prominent member of the Shamikhat Djibouti network – a regional religious leaders’ group against female genital mutilation.

    As a child she was subjected to what is often referred to as infibulation, in which part or all of a girl’s external genitalia are removed and the opening sealed over. An agonising and dangerous procedure, it can lead to severe bleeding, infections and all too often death.

    Hawi said she only understood the full extent of the violation when she hit puberty: the pain, especially during menstruation, was excruciating. “I couldn’t go to school. I needed painkiller injections just to function,” she emphasised.

    Her fury fuelled her advocacy, and she now hosts a popular radio and television programme in the Afari language, delivers lectures in mosques that challenge traditional interpretations and emphasise the true spirit of Islam.

    “People used to run away when we talked about female genital mutilation,” she explained. “But the new generation is different. Mothers are educated, informed. They are doctors, activists, and teachers.”

    Hawi’s own daughters and nieces are living proof of her commitment: Despite facing pressure from family and community members, she refused to subject them to female genital mutilation.

    “I’ve gone through enough pain – I won’t let any girl suffer like I did,” she said.

    Multilateral action 

    As the International Day of Zero Tolerance for Female Genital Mutilation approaches on 6 February, UNFPA is highlighting the importance for the international community to invest in resources, foster open discussions and challenge social norms, alongside local activists’ work.

    This year’s theme, “Stepping up the pace: Strengthening alliances and building movements to end FGM,” underscores the critical need for collaboration. It urges all actors from youth to governments to take action. 

    “As agents of change, everyone has a role to play in ensuring girls grow up free from this harmful practice. The urgency to unite efforts in abolishing FGM has never been greater,” wrote the agency.

  • MIL-OSI China: China opposes forced displacement of people in Gaza: Spokesperson

    China has all along believed that “the Palestinians governing Palestine” is the fundamental principle of post-conflict governance of Gaza, foreign ministry spokesperson Lin Jian said on Wednesday.

    The spokesperson made the remarks at a daily press briefing when asked to comment on U.S. President Donald Trump’s speech in which he said the U.S. will “take over” and “own” the Gaza Strip after resettling Palestinians living there to neighboring countries, like Jordan and Egypt.

    Lin noted that China has all along believed that “the Palestinians governing Palestine” is the fundamental principle of post-conflict governance of Gaza.

    “We oppose the forced displacement of the people in Gaza, and hope that relevant parties will take the opportunity of the ceasefire and post-conflict governance in Gaza to bring the Palestinian question back to the right track of a political settlement based on the two-State solution, so as to realize lasting peace in the Middle East,” Lin said.

  • MIL-OSI China: Cairo’s biggest book fair concludes with growing popularity of translated Chinese books

    The annual Cairo International Book Fair (CIBF) wrapped up on Wednesday, witnessing a notable surge in interest in translated Chinese books as readers from across the Arab world sought deeper insights into China’s culture, history, and modernization.

    One of the main attractions of the fair was the Bayt Al-Hekma Cultural Group, a publishing house primarily dedicated to translating Chinese books into Arabic and providing Chinese language learning resources. Over the years, it has built a strong reputation among Arab readers, becoming a key destination for those eager to explore China’s development and cultural heritage.

    Saudi visitor Hussein Ismail was among the visitors who purchased several books from the booth. He explained that his deep interest in China’s modernization and economic success motivated him to explore Chinese literature.

    “Saudi Arabia is experiencing greater openness to China economically and politically, which has sparked increased cultural exchanges and translation efforts,” Ismail told Xinhua.

    He also emphasized a shift in reading preferences among Arab readers, who have traditionally been more exposed to Western literature and history.

    “Now, there is a greater need to explore other civilizations, with China being at the forefront,” he said.

    Egyptian translator Essam Ahmed, who began studying Chinese in 2016, shared a similar perspective.

    “When I first started learning the language, there weren’t many available resources,” he told Xinhua, adding that Bayt Al-Hekma was his primary source for books on Chinese history, culture, and language.

    Ahmed highlighted the increasing diversity of Chinese books at this year’s fair, covering topics such as literature, economics, politics, and history.

    “Bayt Al-Hekma plays a crucial role in introducing Arab readers to China’s rich civilization, as it remains the only specialized exhibitor of translated Chinese books at the fair,” he said.

    According to Amr Moghith, director of Bayt Al-Hekma, this year’s booth featured an extensive selection of translated Chinese books in political, economic, and cultural fields, as well as books written about China by Arab scholars and researchers.

    The newly translated works cover topics such as China’s energy resources, its role in the global economy, cultural identity, and China’s engagement with Africa through travel literature, he noted.

    “Apart from translations, we also focus on original books written in Arabic about China, offering deeper insights for researchers and academics,” Moghith told Xinhua.

    The publisher has also expanded into children’s literature, with more than 120 books translated from Chinese into Arabic for young readers aged 9 to 16. This year, several new titles have been introduced, offering engaging stories that blend adventure and problem-solving, appealing to young audiences.

    Beyond books, Bayt Al-Hekma’s booth featured cultural products from China, including traditional Chinese New Year items.

    “These cultural industries have become an essential part of Arab-Chinese cultural exchange, drawing significant interest from visitors,” Moghith pointed out.

    This year’s edition of CIBF, held under the theme “Read… In the Beginning Was the Word,” ran from Jan. 23 to Feb. 5. The event hosted 1,345 publishers and 6,150 exhibitors from 80 countries, including 10 countries participating for the first time.

    CAIRO, Egypt, February 5, 2025/ — The Islamic Corporation for the Development of the Private Sector (ICD) (www.ICD-ps.org), the private sector arm of the Islamic Development Bank Group (IsDB), has signed it’s the Country Work Program 2025 for Egypt, marking a significant milestone in its strategic partnership with the country.

    The signing ceremony took place in Cairo, in the presence of key government officials, including HE Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, and Governor of Egypt at the Islamic Development Bank; HE Lieutenant General Engineer Kamel Al-Wazir, Deputy Prime Minister for Industrial Development, Minister of Industry and Transport; and HE Dr. Sherif Farouk, Minister of Supply and Internal Trade.

    The agreement was officially signed by Engineer Hani Salem Sonbol, Acting CEO of ICD, who highlighted the corporation’s ongoing commitment to Egypt’s economic development.

    The 2025 country work program focuses on strengthening the private sector and driving economic growth in Egypt. Key initiatives include direct financing, investments, and financing tools aimed at boosting key sectors such as industry, infrastructure, energy, and agriculture.

    Additionally, the program seeks to enhance financial inclusion by providing lines of finance to Egyptian banks, particularly to support small and medium-sized enterprises (SMEs). ICD also plans to raise market awareness about the importance of Islamic finance as a tool for development and to facilitate access to capital markets by forming strategic alliances with international investors.

    One of the key components of the program is ICD’s intention to provide up to $100 million in new financing to support private sector projects in Egypt.

  • MIL-OSI Australia: Interest rate cuts, lower inflation, trade shifts – will Australia’s economy find its stride in 2025?

    Australian households and businesses should benefit from lower interest rates and improved market conditions, in what a University of South Australia economist predicts will be a year of recovery for the country.

    UniSA’s Credit Union SA Chair of Economics Dr Susan Stone says global economic growth is expected to improve in 2025, with G20 economies averaging growth rates of 3.35%. India and Indonesia are stand out markets and will benefit Australia as they are both major export markets.

    Dr Stone says inflation is also expected to further recede, with central banks having reached their monetary policy targets in nearly half of the world’s advanced economies (US, UK, Canada, Japan etc) and close to 60% for emerging market economies (India, Brazil, South Africa etc).

    “Inflation is coming down in Australia and rate cuts are expected in the first half of the year, with many economists predicting one at the February meeting. However, there are still lingering concerns about Commonwealth payments affecting the CPI (consumer price index) numbers, with rents still growing strongly, services inflation running over 4%, a continued tight housing market and low unemployment,” she says,

    “All of this implies that spare capacity is limited in the economy and that any increase in demand accompanied by lowering interest rates could rekindle inflation.”

    Dr Stone, a former OECD and United Nations economist, says the labour market picture is more nuanced, with growth in full-time employment post-COVID-19 slightly ahead of part-time work, but this varies significantly by sector. The strongest employment increases have been in electricity, gas and water (EGW) and construction nationally.

    “EGW has more than doubled its employment growth since COVID (compared to the 10-year average) but it has come mainly through part-time work – 11% growth versus 3% growth in full-time jobs,” Dr Stone says. “The construction and health sectors were the next highest at 1.6% and 1.5% growth respectively. Both experienced stronger growth in full time workers than part-time.

    “Professional, scientific and technical services employment has actually grown at a slower rate in Australia since COVID with the average annual rate of 0.8% versus the average rate of 0.9% since 2014. However, manufacturing, while small, shows much stronger employment gains since COVID then in the 10-year period overall. In this sector, part-time employment has actually fallen while full-time has increased.

    “We see the construction sector really bouncing back from pre-COVID averages, with full-time job growth (at 1.7%) more than twice the rate as prior to COVID (0.7%) while part-time job growth remained the same (1%). Thus, tight conditions in the construction industry job market are likely to continue into 2025.”

    As inflation comes down and real wages rise, some recovery in household finances can be expected which should increase household spending. A key to growth in Australia’s economy for 2025 and beyond is business investment, Dr Stone says.

    “We saw volume measures of retail spending finish the year up, especially for household goods, which means people aren’t just spending more because of price increases. As the price index (CPI) continues to fall faster than the wage index (WPI), along with the expected cut in interest rates, household budgets should recover in 2025,” she says.

    Following Donald Trump’s official inauguration as the United States’ 47th president, like many countries, Australia is adapting to his return and promise of new tariffs on Canada, Mexico and China.

    Dr Stone says Australians may be affected by the additional trade barriers as even though the US accounts for only 5% of Australian exports, it still ranks as Australia’s fifth-largest export market.

    “We export a relatively small number of commodities to the US but it’s still an important customer for our advanced manufacturing sector. The US imports many of our high technology products such as hi-tech engines, aircraft and space parts and machine tools,” she says.

    “The US is also our second largest services export market, making up more than 10% of our total services trade. Service inputs are things like software, engineering or transport services that help produce international goods such as toys, laptops and refrigerators.”

    Dr Stone says overall, 2025 should be a year of recovery with Australian households and business benefitting from lower interest rates and improved market conditions.

    “Overseas markets are likely to remain rocky, but a weak dollar will help exports. Structural challenges in the housing market, innovation and business investment will need to be addressed to ensure sustained growth,” she adds.

  • MIL-OSI United Nations: DR Congo: UN mission offers protection to ‘vulnerable populations’, despite huge challenges

    Peace and Security

    Rwanda-backed M23 rebels continued to consolidate their hold over North Kivu in the Democratic Republic of the Congo (DRC) on Wednesday, despite declaring a ceasefire two days earlier and pledging not to continue south, according to the UN’s Deputy Special Representative for Protection and Operations in the country.

    Vivian van de Perre, briefed from the ground in Goma, the regional capital, telling journalists that “the situation is still highly volatile, with persistent risks of escalation”, emphasising that military action alone will not resolve the conflict.

    The hostilities are occurring in a mineral-rich region that has been unstable for decades amid a proliferation of armed groups, which has forced hundreds of thousands to flee their homes over the years and seek safety in displacement camps.

    Fighting escalated sharply in late January, as the largely-Tutsi M23 fighters seized control of parts of North Kivu, including areas near Goma, and advanced towards South Kivu and the eastern DRC’s second city of Bukavu.

    She warned that the peacekeeping mission (MONUSCO) – where she serves as deputy head – was operating in an increasingly challenging environment.

    The mission’s key infrastructures in Goma are overwhelmed, with both UN personnel and Congolese seeking shelter within our premises,” said Ms. Van de Perre. Pressure on space is growing – some 2,000 people are on site – and on “critical resources” like water, food and sanitation.

    Humanitarian crisis deepens  

    MONUSCO has confirmed that Goma airport continues to be under M23 control after their takeover last week and has suffered significant damage, including to the control tower.

    UN personnel have been denied access to the site, which is a crucial entry point for humanitarian aid, limiting their ability to assess the full extent of the destruction.

    She said the mission was “gravely concerned” over Kavumu airport and the potential it could be taken by rebel forces. Losing both airports “in the midst of an ongoing humanitarian and IDP crisis will be untenable” for the population of the region.

    Although some water and electricity services have been partially restored in the city of Goma, much more is needed to ensure that people have access to adequate services.

    The World Health Organization (WHO) now warns of potential disease outbreaks as bodies continue to be recovered across the city. Over 2,000 bodies have already been buried, while 900 remain in morgues fuelling fears of a potential epidemic.

    Political and regional dimensions

    While the UN continues to advocate for dialogue, peace efforts remain stalled.

    The Luanda and Nairobi processes – the two main diplomatic initiatives aimed at resolving the conflict – have yet to yield tangible results.

    Meanwhile, the African Union summit scheduled for later this month is seen as a crucial opportunity to reinvigorate regional engagement.

    Ms. van de Perre also confirmed the presence of Rwandan forces in eastern DR Congo, despite denials from Kigali.

    The UN has restricted movement, limiting verification capabilities, she said, but multiple reports have cited Rwandan military involvement alongside M23.

    Uncertain future for MONUSCO

    Amid mounting insecurity, MONUSCO has ceased joint operations with Congolese armed forces (FARDC) and withdrawn from South Kivu, following Security Council mandates.

    The mission now awaits further instructions, with discussions on the next steps expected in the coming days.

    Ms. van de Perre explained that the mission needs “clear guidance” from the Security Council, as the fluid situation is “changing literally every hour”.

    Aid operations threatened

    In addition to escalating violence, the US government’s decision to halt USAID funding for certain humanitarian programs is expected to cripple UN relief efforts.

    The International Organization for Migration (IOM) and other key UN agencies are already affected by stop-work orders, compounding the crisis.

    Meanwhile, reports indicate that M23 has instructed NGOs to halt operations in areas under its control, further limiting humanitarian access.

    A plea for peace

    “We reiterate our call for the urgent reopening of Goma airport, as we need to evacuate wounded people and bring in humanitarian supplies and staff in,” said Mr. Dujarric.

    As MONUSCO continues its efforts to protect civilians, de-escalate hostilities, and facilitate humanitarian access, Ms. van de Perre underscored the urgent need for a political solution.

    The people of the DRC deserve peace, security and stability,” she said, calling on all parties to “put an end to hostilities, prioritise dialogue and work towards a peaceful resolution.”

  • MIL-OSI United Nations: Guterres calls for full Gaza ceasefire, rejecting ‘ethnic cleansing’

    UN Secretary-General António Guterres urged the international community to continue pushing for a full ceasefire and the release of all hostages in Gaza, and “to avoid any form of ethnic cleansing” in the enclave, in a speech in New York on Wednesday. 

    He was addressing the opening of the latest session of the UN Committee on the Exercise of the Inalienable Rights of the Palestinian People, which met to elect a new bureau and adopt a programme of work for the year.

    The UN chief spoke in the wake of comments made by United States President Donald Trump on Tuesday night in the Oval Office, who suggested the US could “take over” the Gaza Strip, calling on Palestinians living there to leave.

    Prior to the Committee meeting, journalists asked UN Spokesperson Stéphane Dujarric at the noon briefing in New York if the Secretary-General believed the President’s plan amounted to ethnic cleansing: “Any forced displacement of people is tantamount to ethnic cleansing,” he responded.

    Rights at risk

    Addressing Committee members, the Secretary-General stated that “at its essence, the exercise of the inalienable rights of the Palestinian people is about the right of Palestinians to simply live as human beings in their own land.”

    He noted, however, that “we have seen the realization of those rights steadily slip farther out of reach” as well as “a chilling, systematic dehumanization and demonization of an entire people.”

    Death, destruction and displacement

    He stressed that “of course, nothing justifies the horrific Hamas attacks of October 7” or “what we have seen unfold in Gaza over these last many months.” 

    He pointed to “the catalogue of destruction and unspeakable horrors”, with nearly 50,000 people reportedly killed, mainly women and children, and most of the civilian infrastructure in Gaza destroyed.

    Furthermore, the overwhelming majority of the population has faced repeated displacement, hunger and disease, while children have been out of school for over a year – “a generation, left homeless and traumatized.”

    Permanent ceasefire now

    The Secretary-General welcomed the ceasefire and hostage release deal between Israel and Hamas, announced last month.  He thanked mediators Egypt, Qatar and the United States for their continued efforts to ensure implementation. 

    Now it is time to be crystal clear about objectives going forward,” he said.  

    First, we must keep pushing for a permanent ceasefire and the release of all hostages without delay. We cannot go back to more death and destruction.”

    The UN is working around the clock to reach Palestinians in need and scale up support, he said, which requires humanitarian access that is rapid, safe, unimpeded, expanded, and sustained. 

    He appealed to Member States, donors, and the international community to fully fund humanitarian operations and meet urgent needs, and again urged countries to support the essential work of UNRWA, the UN agency that assists Palestine refugees.

    Avoid ‘ethnic cleansing’

    In the search for solutions, we must not make the problem worse,” he continued. 

    It is vital to stay true to the bedrock of international law.  It is essential to avoid any form of ethnic cleansing.” 

    His third and final point called for reaffirming the two-State solution between Israelis and Palestinians. “Any durable peace will require tangible, irreversible and permanent progress toward the two-State solution, an end to the occupation, and the establishment of an independent Palestinian State, with Gaza as an integral part,” he said. 

    He insisted that “a viable, sovereign Palestinian State living side-by-side in peace and security with Israel is the only sustainable solution for Middle East stability.” 

    End West Bank violence

    The Secretary-General turned to the situation in the occupied West Bank, including East Jerusalem, voicing grave concern over rising violence by Israeli settlers and other violations.

    “The violence must stop,” he said.  “As affirmed by the International Court of Justice, Israel’s occupation of the Palestinian Territory must end.” 

    He said the international community must work toward preserving the unity, contiguity, and integrity of the Occupied Palestinian Territory and the recovery and reconstruction of Gaza. 

    He said a strong and unified Palestinian governance is crucial and urged countries to support the Palestinian Authority in this regard.

    Halt ‘enemies of peace’: Committee chair

    The Committee on the Exercise of the Inalienable Rights of the Palestinian People was established some 50 years ago by the UN General Assembly. It comprises 25 Member States, with 24 others serving as observers. 

    Ambassador Coly Seck of Senegal, the newly elected chair of the 2025 session, said the ceasefire was a decisive step forward in terms of providing aid and safety, including for people in Gaza to return home, but the past days have seen “worrisome statements” seeking to undermine this.

    “We need to reinvent strategies to block the way for those enemies of peace on Palestinian ground that is so dear to us,” he said, noting that “these postures indeed exacerbate the already difficult situation on the ground.”

    He added that civilians continue to be affected following attacks by the Israeli army, while the provision of aid is suffering due to the recent entry into force of two Israeli laws banning UNRWA operations in the West Bank and East Jerusalem.

    Whilst firmly condemning these unilateral legal measures against the Palestinian people, I would call upon the international community to rise up against these measures, to defend this people long oppressed, which has the right, as do all peoples of the world to live in peace on the land of their ancestors,” he said.

    Revenues for the fourth quarter of 2024 were $1,341 million, a decrease of 5% sequentially and 2% year-over-year. Operating income was $198 million in the fourth quarter of 2024, compared to $243 million in the third quarter of 2024 and $216 million in the fourth quarter of 2023.     Fourth quarter 2024 PRI revenue of $364 million decreased by $7 million, or 2% sequentially, primarily due to lower activity in Latin America and lower Intervention Services and Drilling Tools (ISDT) activity in Europe/Sub-Sahara Africa/Russia and North America. Year-over-year PRI revenue decreased by $22 million, or 6%, as lower activity in Middle East/North Africa/Asia and Latin America was partly offset by higher Artificial Lift activity in North America.

    Fourth quarter 2024 PRI segment adjusted EBITDA of $78 million, decreased by $5 million, or 6% sequentially, primarily from lower activity in Latin America and lower ISDT activity in Europe/Sub-Sahara Africa/Russia and North America, partly offset by higher Artificial Lift activity in Middle East/North Africa/Asia. Year-over-year PRI segment adjusted EBITDA decreased by $10 million, or 11% year-over-year, primarily due to lower activity in Latin America and Europe/Sub-Sahara Africa/Russia, partly offset by better ISDT and Artificial Lift fall through in North America.

    Full year 2024 PRI revenues of $1,452 million decreased by $20 million, or 1% compared to 2023, primarily due to lower international Pressure Pumping and Digital Solutions activity, partly offset by higher ISDT activity in Europe/Sub-Sahara Africa/Russia and Middle East/North Africa/Asia.

    Full year 2024 PRI segment adjusted EBITDA of $319 million decreased by $4 million, or 1% compared to 2023, as lower activity in international Pressure Pumping and Digital Solutions was partly offset by improved performance in Artificial Lift.

    North America

    Fourth quarter 2024 North America revenue of $261 million decreased by $5 million, or 2% sequentially, primarily due to activity decreases in the North and South regions, partly offset by activity increase offshore in the Gulf of Mexico. Year-over-year, North America increased by $13 million, or 5%, primarily from higher Artificial Lift and Wireline activity, partly offset by a decrease in activity across the WCC segment.

    Full year 2024 North America revenue of $1,046 million decreased by $22 million, or 2%, compared to 2023, primarily due to lower activity in the WCC and PRI segments, partly offset by higher Wireline activity.

    International

    Fourth quarter 2024 international revenue of $1,080 million decreased 6% sequentially and decreased 3% year-over-year, and full year 2024 international revenue of $4,467 million increased 10%, compared to 2023.

    Fourth quarter 2024 Latin America revenue of $312 million decreased by $46 million, or 13% sequentially, primarily due to lower Drilling-related Services, partly offset by higher Liner Hangers activity. Year-over-year, Latin America revenue decreased by $30 million, primarily due to lower activity in the DRE and PRI segments, partly offset by higher activity in Liner Hangers and Well Services.

    Full year 2024 Latin America revenue of $1,393 million was largely flat, compared to 2023.

    Fourth quarter 2024 revenue of $542 million in Middle East/North Africa/Asia was flat sequentially, as higher activity from Completions and Artificial Lift were largely offset by lower MPD and Integrated Services & Projects. Year-over-year, the Middle East/North Africa/Asia revenue decreased by $5 million, or 1%, primarily due to lower activity in the PRI segment, partly offset by higher Drilling-related services and Completions activity.

    Full year 2024 revenue of $2,123 million in Middle East/North Africa/Asia increased by $308 million, or 17%, compared to 2023, mainly due to increased activity in the DRE and WCC segments, partly offset by lower activity in Digital Solutions, Artificial Lift and Pressure Pumping.

    Fourth quarter 2024 Europe/Sub-Sahara Africa/Russia revenue of $226 million decreased by $17 million, or 7%, sequentially, mainly driven by lower Completions and ISDT activity, partly offset by higher Wireline activity. Year-over-year Europe/Sub-Sahara Africa/Russia revenue was largely flat due to increased activity in the DRE segment, largely offset by lower activity in the WCC and PRI segments.

    Full year 2024 Europe/Sub-Sahara Africa/Russia revenue of $951 million increased by $86 million, or 10% compared to 2023, due to increased activity in the DRE and WCC segments, partly offset by lower Pressure Pumping and Artificial Lift activity.

    Adjusted EBITDA* – Adjusted EBITDA* is a non-GAAP measure and represents consolidated income before interest expense, net, income taxes, depreciation and amortization expense, and excludes, among other items, restructuring charges, share-based compensation expense, as well as other charges and credits. Management believes adjusted EBITDA* is useful to assess and understand normalized operating performance and trends.     Following are UN Secretary-General António Guterres’ remarks to the opening of the 2025 session of the Committee on the Exercise of the Inalienable Rights of the Palestinian People, in New York today:

    Ambassador Coly Seck, Bureau members, let me begin by congratulating you on your election.

    I want to salute this Committee for its work.  At its essence, the exercise of the inalienable rights of the Palestinian people is about the right of Palestinians to simply live as human beings in their own land.

    We have seen the realization of those rights steadily slip farther out of reach.  We have seen a chilling, systematic dehumanization and demonization of an entire people.  Of course, nothing justifies the horrific Hamas attacks of 7 October 2023. And nothing justifies what we have seen unfold in Gaza over the last many months.

    We all know too well the catalogue of destruction and unspeakable horrors.  The nearly 50,000 people — 70 per cent of them women and children — who have been reported killed.

    The majority of Gaza’s civilian infrastructure — hospitals, schools and water facilities — that has been destroyed.  The overwhelming majority of the entire population who have faced displacement after displacement, hunger and disease.  Children, out of school for over a year.  A generation, left homeless and traumatized.

    I welcome the ceasefire and hostage release deal.  I thank the mediators — Egypt, Qatar and the United States — for the continued efforts to ensure implementation.  Now, it is time to be crystal clear about objectives going forward.

    First, we must keep pushing for a permanent ceasefire and the release of all hostages without delay.  We cannot go back to more death and destruction.  For our part, the UN is working around the clock to reach Palestinians in need and scale up support.  That requires humanitarian access that is rapid, safe, unimpeded, expanded and sustained.

    I call on Member States, donors, and the international community to fully fund humanitarian operations and meet urgent needs.  And I once again urge Member States to support the essential work of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA).

    Second, in the search for solutions, we must not make the problem worse.  It is vital to stay true to the bedrock of international law.  It is essential to avoid any form of ethnic cleansing.

    Third, we must reaffirm the two-State solution.  Any durable peace will require tangible, irreversible and permanent progress towards the two-State solution, an end to the occupation and the establishment of an independent Palestinian State, with Gaza as an integral part.  A viable, sovereign Palestinian State living side by side in peace and security with Israel is the only sustainable solution for Middle East stability.

    Beyond Gaza, the situation continues to unravel in the occupied West Bank, including East Jerusalem.  I am gravely concerned by rising violence by Israeli settlers and other violations.  The violence must stop.

    As affirmed by the International Court of Justice, Israel’s occupation of the Palestinian territory must end.  International law must be respected and accountability ensured.

    We must work towards preserving the unity, contiguity and integrity of the Occupied Palestinian Territory and the recovery and reconstruction of Gaza.  A strong and unified Palestinian governance is crucial.  The international community must support the Palestinian Authority to this end.

    The UN is fully committed to peace, stability and the inalienable rights of the Palestinian people.  I commend this Committee for its steadfast dedication to these goals and call on the international community to fully support these efforts.

    France reiterates its opposition to any forced displacement of Gaza’s Palestinian population, which would constitute a serious violation of international law, an attack on the legitimate aspirations of Palestinians and also a major obstacle to the two-state solution and a factor of major destabilization for our close partners, Egypt and Jordan, and the whole region.

    France will continue actively promoting the implementation of the two-state solution, which alone can guarantee long-term peace and security to Israelis and Palestinians. Gaza’s future must lie not in the prospect of control by a third State but in the framework of a future Palestinian State, under the aegis of the Palestinian Authority. Hamas must be disarmed and have no part in the territory’s governance. France will continue to express its opposition to settlement activity – which is contrary to international law – and to any hint of the unilateral annexation of the West Bank./.

  • MIL-OSI Russia: IMF Executive Board Completes the First Review Under the Extended Credit Facility (ECF) Arrangement for Liberia

    • The IMF Executive Board completed the first review of the 40-month arrangement under the Extended Credit Facility (ECF), enabling a disbursement of SDR 34.3 million (about US$46 million).
    • The ECF arrangement will support the economic reform agenda recently adopted by the authorities. To achieve this reform objective, the authorities have committed to creating fiscal space through domestic revenue mobilization and expenditure rationalization, addressing financial sector weaknesses, and tackling governance shortcomings.
    • Program performance has been broadly satisfactory, meeting most of the quantitative targets and implementing all structural reforms, although some with delays.

    Washington, DC: The Executive Board of the International Monetary Fund (IMF) completed the first review of the arrangement under the Extended Credit Facility (ECF)[1] for Liberia, allowing Liberia to draw SDR 34.3 million (equivalent to about 13.3 percent of quota or US$46 million), which will be used to strengthen Liberia’s international reserve position.

    Liberia’s economic growth has remained strong, with the real GDP growth expected to accelerate to 5.6 percent in 2025 from 4.8 percent in 2024. Inflation and exchange rate has remained stable, and the current account deficit has continued to narrow. The authorities have successfully restored fiscal discipline, which is key for maintaining macro-financial stability. The public debt-to-GDP ratio has started to fall, reflecting a sizable consolidation of the fiscal primary balance.

    Recent progress in mobilizing tax revenues, reining in recurrent spending, and anchoring financial stability is promising. The authorities’ commitment to modernize the taxation regime, including the adoption of the VAT, will play a crucial role in creating fiscal space for higher investments, while preserving debt sustainability.

    The authorities’ renewed commitments to urgently tackle issues in weak banks and improve governance in public institutions are encouraging. Addressing the large and persistent non-performing loans (NPLs) stock remains a priority to enhance financial stability.

    The Executive Board approved the authorities’ request for a waiver of nonobservance of the continuous performance criterion on the non-accumulation of external arrears based on its minor nature and adopted corrective actions.

    Following the Executive Board discussion, Mr. Bo Li, Deputy Managing Director, and Acting Chair, made the following statement:

    “The Liberian authorities are making good progress in implementing sound macroeconomic policies and structural reforms. The program is broadly on track, and the authorities’ efforts to enhance fiscal sustainability, rebuild international reserves, and address governance weaknesses within public institutions are gradually taking effect.

    “Efforts to strengthen fiscal sustainability and mitigate debt vulnerabilities should continue over the medium term. In line with these efforts, the approved budget for 2025 aims to improve revenue mobilization, while continuing to rationalize unproductive spending and safeguard priority spending. Medium-term fiscal reforms designed to enhance domestic revenue mobilization and improve public finance management will help create fiscal space to bolster public investment.

    “The authorities should press ahead with addressing weaknesses in the Central Bank of Liberia’s (CBL) governance. Swift implementation of the recommendations of the compliance and forensic audit reports, an update IMF safeguards assessment, and an independent legal review of its unconventional financial support to two small banks is critical. This will help restore the CBL’s credibility and strengthen its governance and independence.

    “Broader governance reforms are key to the success of the program and the country’s long-term development prospects. Strengthening the capacity of integrity institutions, enacting necessary amendments to anti-corruption legislation, and rigorously enforcing public laws and regulations are critical. The upcoming governance diagnostic study will be crucial in guiding broader governance reforms.

    “Strengthening banking sector supervision and the regulatory framework is important to address banking sector vulnerabilities. To this end, the adoption of the new Bank-Financial Institutions and Bank Financial Holding Companies Act should be expedited. Restructuring of a state-owned bank, along with measures to address weaknesses in two small, troubled banks, should be accelerated. 

    “The authorities are firmly committed to revitalizing the reform agenda to address the country’s development challenges and support sustainable and inclusive economic development. The successful implementation of the recently adopted National Development Strategy is critical in achieving these goals.”

    Lee Womble is Vice President and Global Accounts Director for SLB with global responsibility for drilling contractor accounts over all SLB divisions and basins.

    He joined Cameron Iron Works in 1988 as a Product Design Engineer after receiving his Bachelor of Science degree in Mechanical Engineering from the University of Texas at Austin. Lee received his registered Professional Engineer license from the State of Texas in 1993 and obtained his first patent in 1994. He has since managed engineering, repair operations, manufacturing, field service and sales.

    Mr. Womble has since held numerous positions throughout his 36-year career such as Design Engineer, Repair and Sales Mgr., Regional Manager, Director and now Vice President since 2007. He has lived in locations such as the US, Saudi Arabia, Egypt, Indonesia, and Malaysia. Lee has served on committees for API, AADE, IADC and The Joint Industry Task Force. He is currently focused on help SLB lead in technology, performance, and customer centricity.

    Gene Stahl was appointed as President, North American Drilling in 2023 and previously held the position of Chief Marketing Officer since 2019. Jon holds a degree in Business Management from Texas Tech University and participates in various roles as a member of the IADC. In his free time, Jon enjoys spending time outdoors with his family and volunteering with youth sports.

    Jim Nowotny is the Vice President International and Offshore Business Development at Helmerich & Payne.  He has extensive domestic and international leadership experience in multiple areas of the offshore and land drilling industry, including marketing and business development, commercial and technical contracts, operations, manufacturing, and engineering.  He has worked in the energy industry since 1995.

    Prior to joining Helmerich & Payne, he worked for an international oil field equipment manufacturer.  There he was responsible for four manufacturing business units within Canada and the USA.  He oversaw all aspects of business operations, including the manufacturing, engineering, and business development groups. Jim also worked for over 16 years in various roles for Atwood Oceanics, an international offshore drilling contractor.  He worked in increasing roles of responsibility in the areas of engineering, operations, marketing, and business development.

    Jim has a Bachelor of Science degree in mechanical engineering from Texas A&M University and has completed several executive education courses at Columbia Business School, Harvard Law School and Kellogg School of Management at Northwestern University.

  • MIL-OSI USA: Senator Coons, Representative Chu reintroduce bill to prevent Muslim bans

    WASHINGTON – U.S. Senator Chris Coons (D-Del.) and Representative Judy Chu (D-Calif.) reintroduced the National Origin-Based Antidiscrimination for Nonimmigrants (NO BAN) Act, which would prevent future bans by the Trump administration on Muslims or any other religious group by strengthening the Immigration and Nationality Act to prohibit discrimination based on religion. The bill would also require that any suspension of entry into the United States be narrowly tailored, backed by credible evidence, and subject to appropriate consultation with Congress.

    “President Trump’s Muslim ban during his first term was un-American, unjust, and weakened our standing in the world,” said Senator Coons. “Now, as the country enters President Trump’s second term, fear and prejudice are once again guiding immigration policy, and his flurry of executive orders have laid the groundwork for another attempt at a Muslim ban. The NO BAN Act is needed now more than ever to ensure that the Trump administration cannot implement discriminatory measures and to reaffirm our nation’s commitment to religious freedom and equality under the law.”

    “A hateful stain on our nation’s history, the Muslim Ban that President Trump instituted in his first term was fueled by bigotry and Islamophobia and did lasting damage to the families it separated,” said Representative Chu. “Distressingly, President Trump has already started the process to fulfill his campaign promise to reinstate a ban, signing an Executive Order on his first day back in office that lays the groundwork for a future, and potentially expanded, Muslim Ban. That’s why I am joining Senator Coons and my Democratic colleagues to once again introduce the NO BAN Act to make certain that no president can ever ban people from entering the country solely because of their religion.”

    Additionally, Senator Alex Padilla (D-Calif.) and Representative Pramila Jayapal (D-Wash.) reintroduced the Access to Counsel Act, which Senator Coons cosponsored. This bill ensures that U.S. citizens, green card holders, and other individuals with legal status are able to consult with an attorney, relative, or other interested parties to seek assistance if they are detained by Customs and Border Protection (CBP) for more than an hour at ports of entry, including airports. As a result of President Trump’s Muslim Ban in 2017, individuals were held for long periods of time, often without access to legal counsel.

    The NO BAN Act was initially introduced in the 116th Congress in response to President Trump’s attempts in 2017 to introduce a Muslim ban. Courts initially struck down the bans, but a conservative Supreme Court upheld a version of the ban in a 5-4 decision. As a result, families were separated, couples were forced to live apart, and communities were unable to reunite for milestones of joy and grief. While former President Biden rescinded the bans, President Trump has signaled intent to issue a new travel ban in the coming months.

    The NO BAN Act passed the U.S. House of Representatives in both 2020 and 2021. In 2021, the Biden administration issued a statement in support of the legislation, noting that the prior “bans were a stain on our national conscience and are inconsistent with our long history of welcoming people of all faiths.”   

    An executive order issued by President Trump on his first day of his second term requires government departments to identify over the course of 60 days nations whose migration and screening processes are “so deficient as to warrant a partial or full suspension on the admission of nationals from those countries.” The order lays the groundwork for another ban on migration from predominantly Muslim countries.

    The NO BAN Act would push back on Trump’s Muslim ban or any other travel ban by:

    • Providing that the Immigration and Nationality Act nondiscrimination provisions apply to religion, as well as to the issuance of non-immigrant visas and benefits;
    • Requiring that any travel restriction imposed under Immigration and Nationality Act be based on specific and credible facts, and in a way narrowly tailored to address a compelling government interest; and
    • Establishing procedural requirements, including notice to Congress within 48 hours, and periodic reporting.

We’re grateful for the leadership of Representative Chu and Senator Coons in reintroducing the NO BAN Act and urge Congress to pass the bill swiftly.”

    Let me begin by congratulating you on your election.

    I want to salute this Committee for its work.

    At its essence, the exercise of the inalienable rights of the Palestinian people is about the right of Palestinians to simply live as human beings in their own land.

    We have seen the realization of those rights steadily slip farther out of reach.

    We have seen a chilling, systematic dehumanization and demonization of an entire people.

    Of course, nothing justifies the horrific Hamas attacks of October 7.

    And nothing justifies what we have seen unfold in Gaza over the last many months. 

    We all know too well the catalogue of destruction and unspeakable horrors.

    The nearly 50,000 people — 70% of them women and children — who have been reported killed.

    The majority of Gaza’s civilian infrastructure — hospitals, schools, and water facilities – that has been destroyed.

    The overwhelming majority of the entire population who have faced displacement after displacement, hunger, and disease.

    Children, out of school for over a year.

    A generation, left homeless and traumatized.

    I welcome the ceasefire and hostage release deal. 

    I thank the mediators —Egypt, Qatar, and the United States— for the continued efforts to ensure implementation.

    Now it is time to be crystal clear about objectives going forward. 

    First, we must keep pushing for a permanent ceasefire and the release of all hostages without delay.

    We cannot go back to more death and destruction.

    For our part, the UN is working around the clock to reach Palestinians in need and scale up support. 

    That requires humanitarian access that is rapid, safe, unimpeded, expanded, and sustained.

    I call on Member States, donors, and the international community to fully fund humanitarian operations and meet urgent needs.

    And I once again urge Member States to support the essential work of UNRWA.

    Second, in the search for solutions, we must not make the problem worse. 

    It is vital to stay true to the bedrock of international law.  It is essential to avoid any form of ethnic cleansing. 

    Third, we must reaffirm the two-State solution. 

    Any durable peace will require tangible, irreversible and permanent progress toward the two-State solution, an end to the occupation, and the establishment of an independent Palestinian State, with Gaza as an integral part.

    A viable, sovereign Palestinian State living side-by-side in peace and security with Israel is the only sustainable solution for Middle East stability.

    Excellencies,

    Beyond Gaza, the situation continues to unravel in the occupied West Bank, including East Jerusalem.

    I am gravely concerned by rising violence by Israeli settlers and other violations.

    The violence must stop.

    As affirmed by the International Court of Justice, Israel’s occupation of the Palestinian Territory must end.

    International law must be respected, and accountability ensured.

    We must work toward preserving the unity, contiguity, and integrity of the Occupied Palestinian Territory and the recovery and reconstruction of Gaza.

    A strong and unified Palestinian governance is crucial.

    The international community must support the Palestinian Authority to this end.

    Excellencies,

    The UN is fully committed to peace, stability, and the inalienable rights of the Palestinian people.

    I commend this Committee for its steadfast dedication to these goals and call on the international community to fully support these efforts.

  • MIL-OSI United Nations: Human Rights Council to Hold Special Session onthe Democratic Republic of the Congo on 7February

    The United Nations Human Rights Council will hold a special session on the human rights situation in the east of the Democratic Republic of the Congo on Friday, 7 February 2025.

    The session will start at 10 a.m. in room XX of the Palais des Nations in Geneva. The meeting will be webcast live in the six official languages of the United Nations.

    The special session is being convened per an official request submitted on Monday evening, 3 February, by the Democratic Republic of the Congo, which has been supported by 27 States thus far.

    For a special session to be convened, the support of one-third of the 47 members of the Council – 16 or more – is required. This request is thus far supported by the following States members of the Council (27): Algeria, Belgium, Bulgaria, Burundi, Chile, Colombia, Costa Rica, Cyprus, Czechia, the Democratic Republic of the Congo, the Dominican Republic, France, Germany, Ghana, Iceland, Japan, Kyrgyzstan, Malawi, Marshall Islands, Morocco, the Netherlands, North Macedonia, the Republic of Korea, Romania, South Africa, Spain and Switzerland.

    The request is also supported by the following 21 observer States: Australia, Austria, Croatia, Denmark, Estonia, Finland, Greece, Hungary, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Poland, Portugal, Slovakia, Slovenia, Sweden and the United Kingdom.

    The list of signatories remains open up to the holding of the special session. Therefore, the above list of States is to be considered provisional.

    In connection with this special session, the Council will convene an organizational meeting on Thursday, 6 February at 10 a.m. when specific details on the special session and its scenario will be announced. This organizational meeting will also be webcast live.

    This will be the thirty-seventh special session of the Human Rights Council. On 28 November 2008, the Council held a special session on the situation of human rights in the east of the Democratic Republic of the Congo.   • MIL-OSI Europe: Answer to a written question – Allocation of fishing quotas in EU-Morocco agreement – E-001901/2024(ASW)

    For all Sustainable Fisheries Partnership Agreements (SFPAs), the Commission is required to conduct an ex post evaluation when a protocol expires, as well as an ex ante evaluation setting out recommendations for a new SFPA implementing protocol.

    As part of this process, the Commission consults all stakeholders, including industry, in particular through the Long Distance Advisory Council. All evaluations are sent to the European Parliament and published on the website of the Publications Office of the European Union.

    The negotiating guidelines proposed by the Commission for adoption by the Council are based on these recommendations. They take the requirements of the European fleet fully into account, while ensuring compliance with the provisions of the United Nations Convention on the Law of the Sea, particularly when it comes to defining surplus.

    Negotiations with the partner country determine the outcome of any fisheries agreement that is ultimately signed. The fishing opportunities that are negotiated are then allocated to the Member States by means of a Council Regulation.

    With regard to the fisheries agreement with Morocco, the last implementing protocol expired in July 2023 and the corresponding evaluation has been published[1].

    The Commission has taken note of the judgments handed down by the Court of Justice of the European Union[2] on the appeals brought against the judgment of the General Court of 29 September 2021, and is currently analysing them in detail.

  • MIL-OSI Europe: Answer to a written question – Arrest of Boualem Sansal and the need to protect fundamental values in the EU-Algeria partnership – E-002821/2024(ASW)

    Respect for human rights and fundamental freedoms, including freedom of expression, constitutes a key element of EU-Algeria relations, as enshrined in the Association Agreement[1] and reinforced in the Partnership Priorities[2].

    On this basis, the EU continues to follow developments and raise concerns on human rights issues with its Algerian counterparts, in line with commitments from both sides.

    In particular, the EU addresses human rights in the framework of the EU-Algeria Association Agreement, notably in the Political, Security and Human Rights Dialogue Sub-Committee, and through regular contacts with government officials at all levels, as well as with civil society representatives in Algiers and Brussels.

    These discussions include the case of the author Boualem Sansal that the EU continues to follow closely in full coordination with the French authorities as stated by the Commission on 27 November 2024 at the European Parliament[3].

    The European Peace Facility (EPF) is a EUR 17 billion instrument to assist partners worldwide in military and defence matters. Although it is the successor instrument of the African Peace Facility, the EPF’s geographic scope was never limited to the African continent.

    Excluding aid to Ukraine, 80% of the value of all EPF assistance measures benefit African partners. Mozambique is one of the largest EPF beneficiaries, with EUR 89 million allocated to non-lethal equipment and training of its armed forces through the EU Training Mission in Mozambique.

    On 1 September 2024, the mission was renamed EU Military Assistance Mission Mozambique and got an additional allocation of EUR 14.1 million.

    In addition, the EPF is supporting the deployment of the Rwanda Defence Force to Mozambique with EUR 40 million and has supported the Southern African Development Community Mission in Mozambique with another EUR 15 million.

    The EPF is a needs-based and beneficiary-driven instrument. Priorities are proposed by the High Representative on an annual basis and agreed by Member States.

    The equipment to be provided to a given beneficiary corresponds to operational needs and is defined in close cooperation with the end-user units. EPF support to Ukraine is now financed through a dedicated EUR 5 billion Ukraine Assistance Fund and through extraordinary revenues stemming from immobilised Russian assets (windfall profits).

    As noted above, the EPF is a global instrument and support to Ukraine does not come at the expense of African, or other partners. The standards laid out in the EPF Council Decision[1] apply equally to all EPF beneficiaries.

    On 15 January 2025, the Commission gave the green light for Thierry Breton’s new role lobbying for the Global Advisory Board of Bank of America[1].

    However, according to Articles 245 and 339 of the Treaty on the Functioning of the European Union, as a former European Commissioner, he is bound by ‘the duty to behave with integrity and discretion’ and to ‘not disclose information’ covered by the obligation of professional secrecy, including post term of office.

    The Commission’s Ethical Committee rightly pointed out in its opinion that there is nevertheless ‘a link between former Commissioner Breton’s portfolio responsibilities and the scope of the notified activity’, given the size of his portfolio.

    • 1.How does the Commission justify the obvious contradiction between, on the one hand, its decision to authorise Breton taking up this role for a foreign entity and, on the other hand, him being prohibited from using any information acquired during his term of office, when that mandate is precisely why he was asked to join the advisory board?
    • 2.Will it at long last review the composition of the Ethical Committee, whose members are ‘appointed by the Commission, on a proposal from the President’ (Article 12(4) of the Code of Conduct), with a view to making it properly independent?

    The European Union and its Member States, particularly France, send a significant amount of aid to Algeria. Between 2017 and 2022, France gave Algeria approximately EUR 842 million in development aid[1]. Similarly, the EU provided Algeria with a total of EUR 273.3 million of financial assistance between 2011 and 2015[2], plus it adopted projects totalling EUR 40 million in 2023[3].

    Despite these contributions, the Algerian economy is still fragile and, to a great extent, dependent on hydrocarbons, which comprise over 86% of its exports. This economic situation is fuelling significant immigration to Europe. In addition, Algeria does not cooperate in any way in either the readmission of irregular migrants from Algeria or the fight against illegal immigration.

    • 1.Does the Commission intend to make EU financial aid conditional on concrete commitments by Algeria on the management of migration flows, particularly regarding the readmission of its nationals?

  • MIL-OSI NGOs: Egypt: Immediately release Badr Mohamed who has served his unjust protest-related sentence

    Ahead of an appeal hearing at the Court of Cassation against Badr Mohamed’s unjust conviction and five-year prison sentence in connection to the Ramsis Square protests on 16 August 2013, when he was 17 years old, Amnesty International’s Egypt Campaigner, Souleimene Benghazi, said:

    “Amnesty International has long called on the Egyptian authorities to immediately release Badr Mohamed and quash his unjust conviction and five-year prison sentence, which was handed down following a grossly unfair mass trial in which he was denied the right to an adequate defence. By 11 February, Badr Mohamed would have already spent a total of five years behind bars. It is high time for the Egyptian authorities to end this injustice and allow him to reunite with his family, including his wife Elena, an Austrian national, and his four-year-old daughter, Amina, whose birth he missed.

    “Conditions in Badr 1 prison where Badr Mohamed is being held are notoriously inhumane. Not only is he held with other prisoners in a small, cramped cell but he also has no bed, heating or access to clean water or adequate healthcare.

    “His ordeal is emblematic of the Egyptian authorities’ unrelenting reprisals against actual or perceived government critics, and their vicious crackdown on any form of dissent” – Amnesty International’s Egypt Campaigner, Souleimene Benghazi

    “Badr Mohamed was a 17-year-old child when he was swept up in mass arrests of protesters and bystanders over a decade ago. His ordeal is emblematic of the Egyptian authorities’ unrelenting reprisals against actual or perceived government critics, and their vicious crackdown on any form of dissent. As well as releasing Badr Mohamed, Egyptian authorities must also release thousands of other individuals including peaceful protesters, opposition politicians, journalists and human rights defenders who have been arbitrarily detained solely for exercising their human rights or following grossly unfair trials.”

    Background

    Badr Mohamed was released on bail three months after his initial arrest on 16 August 2013 in connection to the Ramsis Square protests. Amnesty International documented the unlawful force used by security forces against protesters and bystanders during the protests, resulting in the death of 97 protesters. Badr Mohamed was later convicted and sentenced to five years’ imprisonment in absentia in a grossly unfair mass trial in August 2017 on charges of participation in an illegal gathering and engaging in violence.

    He was re-arrested in May 2020, and retried on the same charges as per Egyptian law for those tried in their absence. On 12 January 2023, Badr Mohamed was convicted and sentenced to five years in prison following a grossly unfair retrial in front of a terrorism circuit of the Cairo Criminal Court.

    On 28 January 2025, the United Nation’s Human Rights Council carried out its Universal Periodic Review of Egypt’s human rights record. Several states such as Germany, Finland, Luxembourg, New Zealand and the United Kingdom have called on the Egyptian authorities to release all those arbitrarily detained for exercising their human rights or for politically motivated reasons.

  • MIL-OSI United Nations: ‘No Appetite for Another Extension’ of South Sudan Peace Agreement, Mission Head Tells Security Council, Urging Leaders Focus on Benchmarks without Delay

    The Revitalized Peace Agreement in South Sudan is facing challenges due to low political will, trust deficit among the parties to the accord and lack of predictable funding, the Security Council heard today from senior officials assisting peacebuilding in that country.

    Charles Tai Gituai, Interim Chairperson of the Reconstituted Joint Monitoring and Evaluation Commission — the official oversight body responsible for monitoring and evaluating the status of implementation of the 2018 Revitalized Peace Agreement — said that the parties in September 2024 agreed to extend the transitional period from 22 February 2025 to 22 February 2027, with elections rescheduled to December 2026.  While the National Election Commission has completed its plans and has opened offices in the 10 states, financial constraints remain a hindrance in election preparations.

    Further, election laws stipulate that parties with armed forces cannot be registered until they relinquish their forces — this includes the Sudan People’s Liberation Movement/Army in Opposition and others within the South Sudan Opposition Alliance, he said.  This underscores the need to hasten the unification of forces so that these parties can participate in the elections.  Also expressing concern about persistent levels of intercommunal violence in some parts of the country, he noted that the Sudan conflict exacerbates the humanitarian situation and has caused a huge influx of returnees and refugees in South Sudan.  Further, oil production — the country’s main source of foreign earnings — was disrupted in the second quarter of 2024 because of that conflict.

    Welcoming the work of the National Constitutional Amendment Committee and the Judicial Reform Committee, he said “the success of these institutions demonstrates that with funding availability, the Peace Agreement institutions and mechanisms can fully discharge their mandates”.  The permanent ceasefire continues to hold, though recent skirmishes in Western Equatoria State are concerning.  Commending the mediation talks ongoing in Nairobi, he said:  “The people of South Sudan are looking forward to a positive outcome for these talks and hoping that it will bring practical and enhanced transformative approaches in addressing the root causes of conflict.”  The Council must consider a visit to South Sudan to mobilize resources and political support to help South Sudan achieve its first democratic elections in December 2026, he added.

    Also addressing the Council was Nicholas Haysom, Special Representative of the Secretary-General and Head of the United Nations Mission in South Sudan (UNMISS), who noted that this month marks the beginning of the fourth extension of the Revitalized Peace Agreement.  “There is no appetite for another extension,” he stressed.  Rather, “there is strong desire for the leaders to focus on the benchmarks set out in the Peace Agreement without further delay”.  Urging parties to engage constructively, he acknowledged progress in some areas and welcomed the declarations of Governors to expand the civic and political space in their states.  Also noting expanded access to justice, including through mobile courts, he pointed to the adoption of a national community violence reduction strategy.  The National Elections Commission has launched its website and is rolling out a voter education strategy.

    However, none of these achievements “are sufficient to significantly move the needle” on the critical conditions required for holding elections and adopting a new constitution, he added.  Stressing the importance of “low-hanging fruit” measures such as voter registration, he reiterated that “the clock is already ticking on the extended transitional period”.  Noting that constitution and census timelines do not fit into the framework for a December 2026 election, he added:  “we have not yet seen the previously promised harmonized work plan with an operational timetable for elections.”  The lack of Government funding is slowing down these processes, he said, underscoring that “neither UNMISS nor the international community or the electoral management bodies can provide the full measure of support if these critical decisions are not taken.”

    “My country is struggling to transition from instability to stability through implementation of the R-ARCSS [Revitalised Agreement on the Resolution of the Conflict in South Sudan],” observed Edmund Yakani, Executive Director of the Community Empowerment for Progress Organization. Noting that the Tumani Initiative under Kenya’s co-mediation provides an opportunity for transitioning the country from violence to peace, he added:  “We are impressed by the process of embracing inclusive Government”.  The only option for a peaceful transition is through elections, he said, pointing to the citizens’ disappointment over the last elections postponement.  Noting that deadly intercommunal violence poses a challenge for the country’s transition, he said that elections will be credible if the Government creates conditions for holding them.

    For her part, the representative of South Sudan acknowledged the concerns about delays in the transition process and assured the Council that “every effort is being made to accelerate key milestones, particularly the preparations for free, fair and credible elections”.  Her Government is committed to providing the necessary funding and institutional support to advance the electoral process and has taken significant steps to draft a permanent constitution “that will reflect the aspirations of the South Sudanese people”, she pledged.  The deployment of the Necessary Unified Forces remains a priority, and South Sudan is working to overcome logistical and financial challenges to complete Phase II of training and deployment, she added.

    Urging all parties, including opposition groups, to negotiate in good faith within the framework of the Revitalized Agreement rather than seeking a parallel process that could complicate the peace road map, she expressed concern about the deteriorating situation in Sudan.  Recalling her country’s appeals to Sudan to cease harbouring rebels who actively destabilize its security efforts, she said this plea has gone unanswered.  “The people of South Sudan have been deeply affected by videos depicting heartless killings” of their nationals, she said, adding that these are believed to be incited by General Yassir Al-Atta, Assistant to the Commander in Chief, who claimed that 65 per cent of the Rapid Support Forces are South Sudanese.  Despite the anger provoked by this, her Government continues to call for restraint from its people, she said.

    As Council members weighed in, they stressed the need to advance progress towards elections.  The representative of Sierra Leone, also speaking for Algeria, Guyana and Somalia, highlighted the need for a credible and inclusive electoral process.  For that, security sector reform and disarmament, demobilization and reintegration of armed groups remains crucial.  He also called for urgent action to finalize transitional security arrangements and establish a middle command structure for the Necessary Unified Forces.  While the electoral road map’s implementation is critical for elections, consideration should be given to the participation of internally displaced people and returnees, he pointed out.

    Pakistan’s delegate, noting that elections have been rescheduled to take place in 2026, encouraged South Sudan to use the two-year extension to move towards a credible path to elections.  “This extension must not become a missed opportunity”, Greece’s delegate said, while Slovenia’s delegate urged the Government to secure the necessary funding for timely implementation of the Revitalized Peace Agreement.  “Promises must be turned into reality,” said Denmark’s representative, also calling for a clear elections plan and resources for election-related bodies.

    The representative of the United States said the transitional Government failed to conclude the transitional period and use public revenue transparently for public needs.  Despite significant international support, South Sudan’s President and other political leaders “have not demonstrated political will to seriously move towards elections”, he observed, adding:  “In fact, they have made efforts worse.”  While the 2005 Comprehensive Peace Agreement was a “pivotal moment in South Sudan’s history that brought hope to a people long ravaged by war and oppression”, two decades later, that country’s leaders failed to meet their people’s expectations.  He called on the transitional Government to start using public revenues for appropriate public purposes rather than to benefit the “small corrupt elite”.

    Panama’s delegate was one among several Council members who expressed concern over persisting sexual and gender-based violence, noting that women and girls, as young as 11, have fallen victims to this crime.  Hence, the Mission’ work is crucial, he stressed, highlighting the need for the equitable participation of women, young people and communities in peacebuilding.  The representatives of the Republic of Korea and France also expressed support for UNMISS, highlighting its many crucial roles, which range from enabling humanitarian assistance to assisting with election preparations.

    China’s delegate, Council President for February, speaking in his national capacity, said that, prior to the meeting, his country, using virtual technologies, conducted an underground inspection of the Mission’s work.  A new “batch” of Chinese peacekeepers have recently completed their rotation and handover, he reported.  He welcomed South Sudan’s steps towards elections and called on the international community to respect its sovereignty and ownership.  Further, “sanctions, such as arms embargo, are constraining security capacity building in South Sudan and should be adjusted or lifted”, he stressed.

    Along similar lines, the Russian Federation’s delegate said that sanctions make it difficult to strengthen South Sudan’s security and called for a review of the parameters of the arms embargo.  Voting issues are South Sudan’s internal affairs, he observed, adding that the country’s leadership has managed to establish relative stability and attain progress in State-building and resolving security issues.

    PALESTINIANS
    This afternoon, the Secretary-General has a scheduled appearance at the Committee on the Exercise of the Inalienable Rights of the Palestinian People. In his remarks, he will tell the committee, following the agreement that has been in effect, that we must keep pushing for a permanent ceasefire and the release of all hostages without delay. We cannot go back to more death and destruction.
    In speaking to the broader situation, the Secretary-General will say that in the search for solutions we must not make the problems worse. It is vital to stay true to the bedrock of international law. It is essential to avoid any form of ethnic cleansing and, of course, he will reaffirm the two-state solution.     OCCUPIED PALESTINIAN TERRITORY
    Our Under-Secretary-General for Humanitarian Affairs, Tom Fletcher, is continuing his visit to Israel and the Occupied Palestinian Territory. On the political level, Mr. Fletcher held discussions over the past two days with Israeli authorities, including President Isaac Herzog, as well as officials from the Coordinator of Government Activities in the Territories (COGAT) and the Ministry of Foreign Affairs.
    Mr. Fletcher described these engagements as practical, emphasizing the need to build on the progress since the ceasefire and sustain the large-scale delivery of UN aid into Gaza. On the ground, Mr. Fletcher visited today different areas of the West Bank.
    In East Jerusalem, he visited Silwan neighbourhood where he met with residents facing home demolitions and the threat of forcible eviction by Israeli authorities.
    Mr. Fletcher also toured what is known as Area C of the Ramallah governorate, where he heard and saw the humanitarian impact of access restrictions on the livelihoods of Palestinian and their daily lives. These restrictions include Israeli checkpoints and of course the 712-kilometre-long barrier.
    And just a short while ago in Ramallah, Mr. Fletcher held discussions with national Palestinian NGOs, who are at the heart of humanitarian response efforts across the Occupied Palestinian Territory.

    GAZA
    In Gaza, our humanitarian colleagues report that our aid operations – together with our partners – continue to scale up across the Gaza Strip. We are also carrying out assessments to determine the needs of impacted and displaced families, particularly the most vulnerable.
    Across Gaza, 22 bakeries supported by the World Food Programme are now operational. And our health partners continue to provide health services as well. We and our partners estimate that more than half a million displaced Palestinians have now returned to the governorates of both Gaza and North Gaza, where there is an urgent need for tents and shelter materials. Our partners say they’ve transported 22 truckloads of tents from southern to northern Gaza yesterday to address these needs but we need to get more tents in.
    For its part, UNICEF continues to distribute nutrition support for infants. Across Gaza, the World Food Programme has provided lipid-based nutrient supplements to more than 80,000 children and pregnant or breastfeeding women since the ceasefire took effect. Humanitarian partners have screened more than 30,000 children under the age of five for malnutrition since the ceasefire took effect. Of those children under five screened, over 1,000 cases of acute malnutrition have been identified, including 230 cases of severe acute malnutrition.
    And to sustain learning activities across the Gaza Strip, education partners established three new temporary learning spaces yesterday in Gaza, Rafah, and Khan Younis governorates, benefiting some 200 children.

  • MIL-OSI Security: U.S. Army Major Sentenced to 70 Months for Smuggling Firearms to Ghana

    RALEIGH, N.C. – Kojo Owuso Dartey, age 42, of Fort Liberty, was sentenced to 70 months  in prison and three years of supervised release for false statements made to an agency of the United States, false declarations before the court, conspiracy, dealing in firearms without a license, delivering firearms without notice to the carrier, smuggling goods from the United States, and illegally exporting firearms without a license.  On April 23, 2024, Dartey was found guilty by a jury after trial.

    According to court records and evidence presented at trial, Kojo Owusu Dartey, 42, provided a tip that resulted in a 16-defendant marriage fraud scheme between soldiers on Fort Liberty and foreign nationals from Ghana.  In preparation for and at the trial of U.S. v. Agyapong held between June 28 and July 2, 2021, Dartey lied to federal law enforcement about his sexual relationship with a defense witness and lied on the stand and under oath about the relationship.  During that trial, Dartey purchased seven firearms in the Fort Liberty area and tasked a U.S. Army Staff Sergeant at Fort Campbell, Kentucky, to purchase three firearms there and send them to Dartey in North Carolina.  Dartey then hid all the firearms inside blue barrels underneath rice and household goods and with assistance from an Army Chief Warrant Officer smuggled the barrels out of the Port of Baltimore, Maryland, on a container ship to the Port of Tema in Ghana.  The Ghana Revenue Authority recovered the firearms and reported the seizure to the DEA attaché in Ghana and the ATF Baltimore Field Division.

    Daniel Bubar, Acting U.S. Attorney for the Eastern District of North Carolina, made the announcement after sentencing by Chief U.S. District Judge Richard E. Myers II. The Bureau of Tobacco, Alcohol and Firearms (ATF), Army Criminal Investigation Division (CID), and the U.S. Department of Commerce’s Office of Export Enforcement investigated the case. Assistant U.S. Attorney Gabriel J. Diaz prosecuted the case.
