    Washington, DC: An International Monetary Fund (IMF) team, led by Ms. Cemile Sancak, Mission Chief for Cameroon, visited Yaoundé from  October 3-16 and held subsequent meetings to discuss progress on reforms and the authorities’ policy priorities in the context of the seventh reviews of their four-year economic program supported by the Extended Credit Facility (ECF) and the Extended Fund Facility (EFF) arrangements, and the second review of the Resilience and Sustainability Facility (RSF). The ECF/EFF arrangements were approved by the IMF Executive Board for a total amount of SDR 483 million (US$ 689.5 million) in July 2021 (see press release 21/237). An extension of these arrangements of 12 months was approved in December 2023 to allow more time to implement the policies and reforms, and access was augmented by SDR 110.4 million (US$ 147.6 million) (see press release 23/469). The 18-month RSF was approved by the Executive Board in January 2024 in the amount of SDR 138 million (US$ 183.4 million) (see press release 24/30).

    At the conclusion of the discussions, Ms. Sancak issued the following statement:

    “The IMF and the Cameroonian authorities have reached staff-level agreement on the seventh reviews of the ECF/EFF arrangements, as well as the second review of the RSF arrangement. The agreement is subject to approval by the IMF Executive Board. Completion of the reviews would enable disbursement under the ECF-EFF arrangements of SDR 55.2 million (US$ 73.0 million) and disbursement under the RSF arrangement of SDR 34.5 million (US$ 45.6 million).

    “Cameroon’s recovery is continuing, but growth is subdued. In 2023, the economy grew 3.2 percent and is expected to pick up to 3.9 percent for 2024. Inflation has subsided further; twelve-month average inflation was 4.6 percent in November 2024, down from 7.5 percent last year.

    “The fiscal outlook for 2024 is positive. The target for the non-oil primary deficit remains
    2 percent of GDP, an improvement on 2.5 percent of GDP last year (and 3.9 percent of GDP in 2022). During the first half of 2024, non-oil revenues improved by 5 percent, helped by a solid performance of corporate and indirect taxes. Lower-than-expected expenditure was due to delays in investment projects, a recurrent challenge that weighs on growth prospects.   

    “Prospects are broadly positive provided continued reform implementation and benign external conditions. The growth forecast is unchanged at about 4 percent in 2024, gradually rising to about 4.5 percent over the medium term. Inflation is expected to decline to 4.4 percent by the end of 2024 and gradually reach the CEMAC convergence criterion of 3 percent by 2026.

    “The 2025 budget was adopted by Parliament in December and is consistent with the objectives set out under Cameroon’s IMF-supported program and anchoring fiscal policy over the Presidential elections later in 2025. A key goal remains generating space for productive and social investment and advancing anticorruption reforms.

    “There have been delays in the implementation of the structural reform agenda. To attain the ambitious objectives of the national development strategy (SND30), the authorities are encouraged to complete important measures set out in the program concerning governance in the extractive industry sector, the business climate, SOE reform, and public financial management. Specifically, the mission urged the authorities to advance long-pending work on the SONARA restructuring plan and revise the 2013 law to streamline investment incentives.  

    “Under the RSF, Cameroon has intensified efforts to improve the climate policy framework. Work is progressing on the reform measure to establish guidelines for evaluating investment projects with climate change considerations in mind, to improve disaster preparedness by revising the Civil Protection law and by updating the mandate of the National Risk Observatory. The IMF and other development partners are providing technical assistance for a national climate plan, a national strategy for disaster risk financing, and strengthening governance and sustainability of the forestry sector.

    “The IMF team met with the Prime Minister, Joseph Dion Ngute, the Minister of State, Secretary General of the Presidency, Ferdinand Ngoh Ngoh, the Minister of Finance, Louis Paul Motaze, the Minister of Economy, Planning, and Regional Development, Mr. Alamine Ousmane Mey, and other senior officials.   • MIL-Evening Report: 5 years after COVID began, outstanding fines mean marginalised Australians are still paying the highest price

    January 25 marked five years since the first COVID case was recorded in Australia.

    Many of us have tried to move on quickly from the pandemic, putting lockdowns and restrictions far behind us.

    But for some Australians, this hasn’t been possible. Among the pandemic’s lingering impacts is the burden of outstanding fines, issued for breaking COVID restrictions.

    These often hit disadvantaged groups the hardest, who were more likely to be fined and less able to pay. Five years down the track, marginalised communities are still feeling the impact of these penalties.

    Our new research involved surveys and in-depth interviews with people who used drugs during the pandemic. They reported feeling targeted by police and even harassed while trying to access drug treatments – and years later, many still have fines they’re unable to pay.

    Thousands of unpaid fines

    During the pandemic, police issued millions of dollars’ worth of fines to people who broke restrictions. More than 50,000 fines were issued in Victoria and around 62,000 in New South Wales .

    Fines ranged from A$200 for not wearing a face mask to nearly $5,000 for breaking rules about gatherings.

    Fines were a public health measure aimed at stopping the virus spreading.

    But for some people already struggling with financial and social problems, including those who use drugs, it compounded their difficulties.

    Studies have found some groups were fined much more often than others, including people from Sudanese and South Sudanese backgrounds, Aboriginal people and children experiencing disadvantage.

    While they were intended as public health measures, the fines reveal deeper patterns about targeted policing.

    Following calls by community legal services and human rights groups and updated legal advice, the NSW government withdrew all outstanding COVID fines at the end of 2024.

    This is not the case in Victoria. In June 2023, around 30,000 fines were outstanding in Victoria, and to our knowledge the situation hasn’t changed since then.

    Feeling targeted

    We know that people who use drugs already face increased police scrutiny in general, due to the criminalisation of drug use.

    We conduct two long-term studies with people who use drugs in Victoria, which involves participating in an annual survey.

    During the pandemic we asked additional questions about people’s interactions with police. Between March 2020 and May 2022, 1,130 participants responded to our survey.

    Our new research found one in ten reported being stopped by police.

    A third of these received at least one COVID-related fine – mostly for breaking curfews, failing to wear a face mask or breaching travel restrictions – a rate we calculated as nearly three times higher than the general population.

    However, this is a crude estimate, as accurate data on the numbers of fines in the general population is not publicly available.

    Of those who received fines, most were unemployed, more than a quarter were in unstable housing or homeless, and more than half had been to prison.

    We also did in-depth interviews with 76 participants. Many told us they felt the pandemic gave police an “excuse” to target them, leading to serious and lasting effects on their lives.

    Fined while accessing services

    Interactions with police were described as fraught with discrimination and harassment. Participants reported being stopped, searched and fined while trying to go about their daily lives. This may be partly because their circumstances meant they were more likely to be using public spaces – and therefore were more visible to police.

    Daniel, aged 41, was fined $1,652 for breaching COVID rules he told us he didn’t understand. He said:

    it was so obvious they were looking for drugs – it felt like they were doing everything they could to find a reason to fine us.

    For people who use drugs, accessing harm-reduction services and drug treatment programs (such as methadone to replace opioids) is vital to their health. Some participants told us they were fined while doing so, despite carrying medical exemptions.

    Natasha, aged 39, was homeless. She said she was fined while travelling to a needle and syringe program, despite being within the permitted travel zone.

    Police issued her a fine for leaving the home for non-essential purposes. Natasha found the situation absurd, asking “how can you be (fined for being) outside if you sleep outside?”

    Ryan, aged 45, was fined $1,800 while collecting methadone. He described the encounter as “humiliating” and unnecessary, saying police appeared more interested in finding drugs than enforcing public health measures.

    The financial and emotional toll

    In our study, the financial burden of COVID fines was devastating.

    Most could not afford to pay fines or lacked the confidence to navigate appeals processes to contest them, leading to further entanglement with the criminal legal system.

    For example, Sally, who received multiple fines while collecting her methadone during the pandemic, said:

    at the end of the day, they’re government authority and I’m a nobody – the chances of me winning would be slim to none.

    As a result, unpaid fines for some reportedly led to court orders, some were arrested, and a few even reported serving prison time.

    The emotional toll was equally severe, with feelings of being targeted and harassed by police further eroding their trust in public institutions.

    The Conversation contacted Victoria Police about our study, noting participants thought police were using the pandemic as an excuse to target them.

    In response, a police spokesperson said: “At the time officers were performing duties on behalf of the Chief Health Officer’s direction.”

    The burden can be lifted

    Public health responses should be designed to protect people, not punish them. As we move forward, it is crucial to address the lasting impacts of COVID fines.

    All Australian governments should follow the lead of NSW and waive all remaining fines to alleviate the financial and emotional burden on vulnerable populations.

  • MIL-Evening Report: One of the largest searches for alien life started 30 years ago. Its legacy lives on today

    In February 1995, a small research organisation known as the SETI Institute launched what was then the most comprehensive search for an answer to a centuries-old question: are we alone in the universe?

    This Sunday marks the 30th anniversary of the first astronomical observations conducted for the search, named Project Phoenix. These observations were done at the Parkes Observatory on Wiradjuri country in the central west of New South Wales, Australia – home to one of the world’s largest radio telescopes.

    But Project Phoenix was lucky to get off the ground.

    Three years earlier, NASA had commenced an ambitious decade-long, US$100 million Search for Extra-Terrestrial Intelligence (SETI). However, in 1993, the United States Congress cut all funding for the program because of the growing US budget deficit. Plus, SETI sceptics in Congress derided the program as a far-fetched search for “little green men”.

    Fortunately, the SETI Institute secured enough private donations to revive the project – and Project Phoenix rose from the ashes.

    Listening for radio signals

    If there is life elsewhere, it is natural to assume it evolved over many million years on a planet orbiting a long-lived star similar to our Sun. So SETI searches usually target the nearest Sun-like stars, listening for radio signals that are either being deliberately beamed our way, or are techno-signatures radiating from another planet.

    Techno-signatures are confined to a narrow range of frequencies and produced by the technologies an advanced civilisation like ours might use.

    Astronomers use radio waves as they can penetrate the clouds of gas and dust in our galaxy. They can also travel over large distances without excessive power requirements.

    Murriyang, CSIRO’s 64 metre radio telescope at the Parkes Observatory, has been in operation since 1961.
    It has made a wealth of astronomical discoveries and played a pivotal role in tracking space missions – especially the Apollo 11 moonwalk.

    As the largest single-dish radio telescope in the southern hemisphere, it is also the natural facility to use for SETI targets in the southern skies.

    While Project Phoenix planned to use several large telescopes around the world, these facilities were undergoing major upgrades. So it was at Parkes that the observing program started.

    On February 2 1995, Murriyang pointed towards a carefully chosen star 49 light-years from Earth in the constellation of, naturally, Phoenix. This was the first observation conducted as part of the project.

    A logistical and technological success

    Project Phoenix was led by Jill Tarter, a renowned SETI researcher who spent many long nights at Parkes overseeing observations during the 16 weeks dedicated to the search. (Jodie Foster’s character in the 1998 movie Contact was largely based on Jill.)

    The Project Phoenix team brought a trailer full of computers with state-of-the-art touch screen technology to process the data.

    Bogong moths caused some early interruptions to the processing. These large, nocturnal moths were attracted to light from computer screens, flying into them with enough force to change settings.

    Over 16 weeks, the Project Phoenix team observed 209 stars using Murriyang at frequencies between 1,200 and 3,000 mega-hertz. They searched for both continuous and pulsing signals to maximise the chance of finding genuine signals of alien life.

    Radio telescopes are able to detect the faint radio emissions from distant celestial objects. But they are also sensitive to radio waves produced in modern society (our own techno-signatures) by mobile phones, Bluetooth connections, aircraft radar and GPS satellites.

    These kinds of local interference can mimic the kinds of signal SETI searches are looking for. So distinguishing between the two is crucial.

    To do this, Project Phoenix decided to use a second radio telescope some distance away for an independent check of any signals detected. CSIRO provided access to its 22 metre Mopra radio telescope, about 200 kilometres north of Parkes, to follow up signal candidates in real time.

    Over the 16 weeks, the team detected a total of 148,949 signals at Parkes – roughly 80% of which could be easily dismissed as local signals. The team checked a little over 18,000 signals at both Parkes and Mopra. Only 39 passed all tests and looked like strong SETI candidates. But on closer inspection the team identified them as coming from satellites.

    AS Jill Tarter summarised in an article in 1997:

    Although no evidence for an [extraterrestrial intelligence] signal was found, no mysterious or unexplained signals were left behind and the Australian deployment was a logistical and technological success.

    The next generation of radio telescopes

    When Project Phoenix ended in 2004, project manager Peter Backus concluded “we live in a quiet neighbourhood”.

    But efforts are continuing to search for alien life with greater sensitivity, over a wider frequency range, and for more targets.

    Breakthough Listen, another privately funded project, commenced in 2015, again making use of the Parkes telescope among others.

    Breakthrough Listen aims to examine one million of the closest stars and 100 closest galaxies.

    One unexpected signal detected at Parkes in 2019 as part of this project was examined in painstaking detail before it was concluded that it too was a locally generated signal.

    The next generation of radio telescopes will provide a leap in sensitivity compared to facilities today – benefitting from greater collecting area, improved resolution and superior processing capabilities.

    Examples of these next generation radio telescopes include the SKA-Low telescope, under construction in Western Australia, and the SKA-Mid telescope, being built in South Africa. They will be used to answer a wide variety of astronomical questions – including whether there is life beyond Earth.

    As SETI pioneer Frank Drake once noted:

    the most fascinating, interesting thing you could find in the universe is not another kind of star or galaxy … but another kind of life.

    Washington, DC – Today U.S. Senator Lisa Murkowski (R-AK) announced the names of the young Alaskans she is nominating to the U.S. Military Service Academies for the class of 2029.

    “These young Alaskans have shown exemplary leadership and dedication to their communities, and it is an honor to nominate them to our nation’s military service academies,” said Senator Murkowski. “I extend my congratulations and best wishes to each of them.”

    U.S. Military Service Academy nominees are selected based on their academic record, extracurricular activities, and leadership capabilities. Senator Murkowski’s nominees will now compete against other candidates nationwide for a spot in the entering class. Though a congressional nomination to a service academy is an accomplishment within itself, it does not guarantee admission; service academies will make final decisions. The United States Coast Guard Academy does not require congressional nominations.

  • MIL-OSI United Nations: Stressing Peacebuilding Commission’s Critical Role amid Rise in Conflicts Worldwide, Secretary-General Urges Increased, Innovative Funding to Support Its Work

    Speakers Highlight Pact for Future’s Prioritization of Conflict Prevention, Mediation and Peacebuilding

    Amid escalating conflicts, widening geopolitical divisions and deepening climate crisis, the Peacebuilding Commission is “more critical than ever”, said the UN Chief, stressing that the Pact for the Future charts a course to reforming international cooperation by prioritizing prevention, mediation and peacebuilding.

    “Now we have the chance to consolidate and expand [the Commission’s] work,” said António Guterres, Secretary-General of the United Nations, recognizing its vital advisory role to the Security Council — including in the context of UN mission transitions.  He also commended its convening role within the UN and beyond, engaging civil society, the private sector, international and regional organizations and financial institutions.

    This year’s Review of the United Nations Peacebuilding Architecture offers an opportunity to strengthen the Commission’s role, he said, pointing to his recent report on Peacebuilding and Sustaining Peace, which suggests mobilizing political and financial support for nationally owned peacebuilding and prevention strategies.  

    On the issue of financing, he said the General Assembly’s approval of assessed contributions to the Peacebuilding Fund marks “an important step”. However, it is still a far cry from the “quantum leap” of $500 million per year that is needed.  Emphasizing that “voluntary contributions remain paramount”, he encouraged countries to provide additional support to the Fund.  Additionally, given the urgent and expanding needs for peacebuilding support, the Review of the Peacebuilding Architecture shall further examine how to ensure the Fund’s predictability, adequacy and sustainability by exploring innovative financing mechanisms, public-private partnerships and blended funding models.

    “We must never waver in our commitment to pursue, achieve and sustain peace,” he stated, noting that the UN’s peacebuilding architecture — in collaboration with UN country teams — is essential to help “translate aspirations into reality”.

    Following the Secretary-General’s opening remarks, the Commission adopted the body’s report on its eighteenth session, whose final version will be transmitted to the General Assembly and the Security Council for their respective annual consideration. 

    Election of Officers for Nineteenth Session

    The Commission also elected officers for its nineteenth session by acclamation, including Germany as Chair and Japan, Poland, Brazil and Morocco as Vice-Chairs.  Further, it re-elected the following countries to chair the Commission’s country-specific configurations:  Morocco, for the Central African Republic; Brazil, for Guinea-Bissau; and Sweden, for Liberia. 

    Outgoing Commission Chair Highlights 2024 Efforts to Address Peacebuilding Challenges

    As outgoing Chair of the Commission’s eighteenth session, the representative of Brazil noted the Commission’s “robust” mandate as a platform for countries seeking assistance for their peacebuilding and conflict-prevention priorities.  “Through the [Commission], political, technical and financial support can be mobilized, and real impact on the ground can be achieved,” he said.  In that context, he highlighted that the body’s work in 2024 focused on exploring “concrete peacebuilding challenges” and showcasing “what has worked, lessons learned, frustrations and challenges different countries face”. 

    He added that, during 2024, the Commission also engaged in preparation for the 2025 peacebuilding architecture review.  Expressing hope that Member States see such review “as an opportunity that should not be missed”, he urged better synergy between the Commission, the Peacebuilding Support Office and the Peacebuilding Fund. “We should also explore ways to provide adequate institutional support to the [Commission] at all levels,” he said, expressing hope that the Trusteeship Council room may one day be renamed the Peacebuilding Council room.

    Pointing out that the Security Council’s permanent members are also permanent Commission members, he expressed hope that those States will participate more in Commission meetings in the future.  “With great power comes great responsibility,” he observed.

    Incoming Commission Chair Cites Strong Focus in 2025 on National Ownership, Closer Relationship with Peacebuilding Fund and Improving Impact 

    The representative of Germany, Chair of the Commission’s nineteenth session, noted her intention to continue supporting a strong emphasis on national ownership, the body’s convening power and its “unique bridging role” across the pillars of the United Nations.  Also pointing to opportunities to improve the Commission’s coherence and efficacy, she said that she will ensure follow-up with countries after a Commission meeting, work on a closer relationship between the Commission and the Peacebuilding Fund, and make the Fund’s work more visible — “especially with a view to the first-time-ever use of assessed contributions”. 

    She also detailed her hope to strengthen evidence-based discussion and peer-to-peer learning and consider the question of peacebuilding impact — “to ensure that the work we do here in New York has an impact on people’s lives on the ground”.  Work will also be done to build on previous efforts to foster the Commission’s relationship with regional organizations, strengthen coherence within the UN and enhance cooperation with international financial institutions.  She added that a close, meaningful exchange with other UN bodies is “key”. 

    Assistant Secretary-General Says Commission Uniquely Positioned to Offer Platform for Member States 

    The Assistant Secretary-General of the Peacebuilding Commission said that, in the current context of the proliferation of conflict and violence worldwide, the Commission is “uniquely positioned” to offer a platform for Member States that wish to come to it.  She added that 2025 presents new opportunities to strengthen the Commission’s role, including by accompanying countries’ peacebuilding journey.

    Incoming Vice Commission Chairs and Chairs of Country-Specific Configurations Share Perspectives

    Incoming Vice Chairs for the nineteenth session echoed that sentiment, with the representative of Poland saying 2025 “presents itself as a truly unique and exceptional year”.  The Pact for the Future, adopted in 2024, must be made to work “in the best possible way”, he said, particularly in the context of strengthening peacebuilding and conflict prevention. 

    Morocco’s speaker stressed that the Commission should expand its geographic and thematic scope while upholding the principle of national ownership.  Underscoring the need to optimize the Commission’s collaboration with the Council and other UN organs, he called for a comprehensive approach towards sustaining peace by leveraging and utilizing each body’s unique characteristics in a mutually complementary manner.

    The representative of Morocco said he will work to promote reconciliation, post-conflict reconstruction, development and inclusive peace processes.  As Chair of the Commission’s country-specific configuration for the Central African Republic, he will continue to work to mobilize the necessary resources for organizing upcoming local elections in that country — a “crucial stage for strengthening local governance and legitimacy of the authorities”.

    Brazil’s delegate stated:  “Our region faces its own peacebuilding and conflict prevention challenges [while] developing solutions.”  Noting his country’s readiness to share lessons learned, he said “this exchange is most useful in our common task as peacebuilders”. 

    The representative of Sweden, Chair of the Commission’s country-specific configuration for Liberia, said that Liberia has made “remarkable gains over the years”.  Peaceful elections held in 2023 and the orderly transfer of power in 2024 “were true milestones”, he stressed, noting that the configuration’s focus for 2025 will be consolidating long-term peacebuilding gains in the country. Liberia, he added, “has important experiences and lessons learned” to share with the Commission, including sustaining peace, inclusive development and reconciliation.

    Commission Members Stress Need to Invest in Addressing Root Causes of Conflict and Violence

    In the ensuing discussion, Commission members underscored the need to invest in addressing the root causes of conflict and violence, adding that the Pact for the Future has gained recognition for conflict prevention as a universally shared responsibility.

    “2025 will be a crucial year for peacebuilding,” said the representative of the European Union, in its capacity as observer.  The Council has demonstrated overwhelming support for this agenda by holding two open debates on conflict prevention.  “We have collectively recognized that elaborating national prevention strategies, anchored in national ownership, should be an aspiration for all countries,” he stressed.  The peacebuilding architecture review is “an opportunity to consolidate these gains” and to further strengthen the Commission as “an institution that can act as a bridge at the UN”, he continued.  As the Commission’s biggest donors, the bloc and its member States have matched this political commitment with funding support.

    Spotlighting the Commission’s “significant achievements”, Australia’s delegate said it expanded its regional engagement, provided input into the review and facilitated the revised terms of reference for peacebuilding funding.  Underlining the need to strengthen the Commission’s engagement with his region, he said it should encourage Member States to present their peacebuilding priorities. 

    “Although, at times, we may have had divergent views on how peacebuilding should be conducted, we continue to agree on the foundational principles of peacebuilding,” said his counterpart from South Africa. Namely, that it should be nationally owned and led, context-specific and adaptable, and that more can be done to support peacebuilding in post-conflict contexts. 

    “It is high time to match the ambitions with the capacities,” said Egypt’s delegate, underscoring the need to expand resources and guarantee the Commission’s more structured cooperation with the Council.

    Colombia’s representative, noting that the Commission regularly invites her delegation to share his country’s “experience of peace”, said that doing so helps States “better elucidate a horizon of peace in other places”. The legitimacy of the UN and the future of multilateralism “depend on our capacity to tackle complex crises, contribute to peace and security and ensure a better life for our peoples”, she asserted. 

    The speaker for Bangladesh, noting that the Commission has “always” based its work on national ownership, said that the body should continue supporting local needs and national priorities “by bringing all stakeholders into the discussion”.  Further, the Commission should strengthen its advisory role to facilitate the smooth transition of peacekeeping operations, leading to long-lasting peace. 

    For his part, the Russian Federation’s representative said that the upcoming peacebuilding-architecture review “should not reinvent the wheel but, rather, use existing mechanisms”.  He also stressed that the Commission must not focus solely on conflict prevention, losing sight of countries affected by conflict and post-conflict countries.  “It is them that need the political and financial support so that crises don’t return,” he said.  Also emphasizing the need to avoid duplication of work, he observed:  “The strong suit of the UN system is the principle of division of labour between its main organs.”

  • MIL-OSI Security: Estill County Man Sentenced for Distributing Oxycodone Pills

    LONDON, Ky. – An Irvine, Ky., man, Chad Newman, 40, was sentenced to 87 months in prison, by U.S. District Judge Robert E. Wier, for conspiracy to distribute oxycodone. 

    According to his plea agreement, from January 1, 2019, until April 11, 2023, Newman conspired with others to distribute oxycodone pills in Madison, Estill, Laurel, Clay, and Knox Counties.  During this time frame, Newman obtained oxycodone 30 mg pills from a source of supply in Louisville, which he would then sell to mid-and lower-level drug traffickers and drug users throughout Southeast Kentucky. 

    Under federal law, Newman must serve 85 percent of his prison sentence.  Upon his release from prison, he will be under the supervision of the U.S. Probation Office for three years. 

    Carlton S. Shier, IV, United States Attorney for the Eastern District of Kentucky; Jim Scott, Special Agent in Charge of the DEA Louisville Field Division; Col. Phillip Burnett, Commissioner, Kentucky State Police; and Sheriff Chris Flynn, Estill Count Sheriff’s Office, jointly announced the sentence.

    The investigation was conducted by DEA, KSP, Madison County Drug Task Force, and Estill County Sheriff’s Office.  Assistant U.S. Attorney Sam Dotson prosecuted the case on behalf of the United States.

  • MIL-OSI USA: Welch Speaks on the Senate Floor About the Ceasefire in Gaza

    WASHINGTON, D.C. – U.S. Senator Peter Welch (D-Vt.) last night took to the Senate floor to express his relief by the announcement of a ceasefire in Gaza and stress the importance of creating a viable, secure, independent, and demilitarized Palestinian state.  
    Senator Welch emphasized that there is no solution that offers lasting peace, and continued U.S. support, other than two independent states.

    “Like all of us I was enormously relieved by the announcement of a ceasefire in Gaza, the gradual release of hostages, and a surge in humanitarian aid for the two million desperate Palestinians who are trapped inside Gaza.   
    “Despite the daunting challenges ahead and the many factors that could derail negotiations to implement Stage Two of the agreement, I’m cautiously hopeful that this could be the beginning of the end of a war that has traumatized millions of Palestinians and Israelis for more than 16 months.   
    “There will come a time for the accounting of the conduct of the war, which has caused such appalling loss of Palestinian and Israeli lives, including tens of thousands of children, of health workers, aid workers, and journalists, and massive destruction of property, including practically every hospital, every school, and university in Gaza. These things must not be forgotten, and that means investigating and holding people accountable under the laws of war.     
    “But today, I want to speak briefly on an issue that is key to the lasting peace between Palestinians and Israelis that we seek. And that is the creation of a viable, secure, independent, and demilitarized Palestinian state. 
    “The war in Gaza was triggered, of course, by the merciless slaughter on October 7, 2023, of 1,200 innocent Israelis, Americans and others, and the abduction of some 250 hostages, many of whom have died.  But as we all know, the Middle East conflict began many decades earlier. And some would say centuries ago. Ethnic hatred and religious intolerance passed down from one generation to the next have fueled seemingly endless violence perpetrated by extremists on both sides. And it’s created a chronic state of insecurity for Israelis, and insecurity and humiliation, poverty, and hopelessness for Palestinians.  
    “In the West Bank, Israel’s ever-expanding settlement construction—in violation of UN resolutions and contrary to U.S. policy—has created a patchwork of separate and unequal enclaves and illegal outposts, provoking frequent acts of deadly violence by Israeli settlers and also by Palestinian extremists.  
    “Gaza, with the overt support of the Netanyahu government, became an open-air prison for two million impoverished Palestinians dependent on international aid and under the ruthless control of Hamas.   
    “And throughout this period, the wealthy Arab states have called for a Palestinian state. But they have expended minimal political capital or resources in furtherance of that goal. A lot of talk, very little action. 
    “Successive Palestinian leaders have squandered opportunities to make necessary political and economic reforms, while Mr. Netanyahu has worked to create conditions on the ground that would actually make a Palestinian state impossible. 
    “Despite this grim reality—and it is a grim reality—the attention focused on the remarkable life of President Jimmy Carter after his death on December 29th, reminded us that even in the most difficult circumstances peace is possible between long-standing enemies. It happened. But that possibility depends on the quality of leadership. 
    “If there ever were a time when the leaders of Israel, the Palestinian Authority, their Arab neighbors, and the United States should put the interests of regional peace and economic cooperation and development, including an independent Palestinian state, over personal and political ambition—it is now. It is now. 
    “Gaza is in ruins. Hamas and Hezbollah—still a threat—pose less of a threat than at any time in recent history. The horrific Assad regime is gone. Iran is also weaker. Most Israelis, Palestinians, Lebanese, Syrians want peace. But given the absence of visionary and courageous leaders in Israel and the Palestinian Authority, the possibility that a path to a Palestinian state will emerge really does depend on the Trump Administration using its diplomatic influence far more forcefully and effectively than previous U.S. administrations—including the first Trump Administration—were willing to do.   
    “We’ve got to act. And it will require the same of Congress, which in the past has restricted itself to enacting tighter and tighter sanctions on the Palestinians causing increasing desperation and resentment for innocent Palestinians, while at the same time, opposing any incentives on Israel to stop settlement construction and settler violence. 
    “There are those who believe that because of Israel’s construction of settlements, walls, fences, separate highways, factories, and farms in the West Bank, that the West Bank and Gaza can never be reconfigured into a viable Palestinian state. Having seen a current map of the West Bank, I can certainly understand that. 
    “But others reject the very idea of a Palestinian state as incompatible with Israel’s security, without proposing any alternative that would preserve Israel as a democracy in which all its citizens, regardless of ethnicity; religion, have equal rights. Given Hamas’ horrific attack on October 7th, I can also easily understand that. 
    “Then, on January 25th, President Trump called for “cleaning out” of Gaza, suggesting that a million and half Palestinians should be resettled in Jordan and Egypt. And you know, seriously, there’s just so many things wrong and unrealistic with that reprehensible and unworkable idea that it barely deserves a response, beyond the predictable and immediate repudiation by all those who would be impacted. It’s not serious. 
    “But to me, as elusive as it may seem, there really is no solution that offers lasting peace, and continued U.S. support, other than two independent states—Israel and Palestine, side-by-side. A Palestinian state will only be possible if both sides are pressured to make the difficult compromises both sides they so far refused to make. And only the United States and our heretofore reluctant Arab allies can exert the kind of pressure that’s necessary to bring people to an agreement. 
    “Mr. President, there have been far too many missed opportunities and disappointments since the Oslo and Camp David Accords, and far too much needless death and destruction resulting from the unchecked ambitions of leaders motivated by their worst instincts. History will judge us whether we seize this moment to finally chart a different course. A course that does enable Israelis and Palestinians to finally accept that there is no turning back the clock, that both are there to stay, and that as many Palestinian and Israeli neighbors have shown throughout years of conflict and loss, they have far more in common than their differences.

  • MIL-OSI Submissions: OPEC Fund and Mauritania strengthen cooperation with US$120 million-partnership agreement

    January 30, 2025: The OPEC Fund for International Development (OPEC Fund) and the Islamic Republic of Mauritania have signed a landmark Country Partnership Framework Agreement to cooperate on key development initiatives during the period 2025-2027, earmarking US$120 million in new development financing focusing on the country’s development priorities.

    The funding will finance critical projects that contribute to projects promoting renewable energy, clean water, food security, improved transport and clean cooking. In addition the OPEC Fund is pledging to provide up to US$500,000 in grants for capacity-building, project preparation and technical assistance.

    OPEC Fund President Abdulhamid Alkhalifa said during a visit to the capital Nouakchott: “We are proud to help improve the lives of people and communities for a more resilient future.

    Our commitment to Mauritania is focused on bolstering key sectors of the economy. Technical assistance and strong project preparation are vital to mobilize additional development funding, enable public-private partnerships (PPPs) and attract private sector investment.”

    An OPEC Fund delegation led by President Alkhalifa is visiting Mauritania from January 30-31, 2025. The delegation expects to meet Mauritanian President Mohamed Ould Ghazouani, Prime Minister El Moctar Ould Djay, Minister of Economy and Finance Sid’Ahmed Ould Bouh and other government officials to discuss implementation of the Country Partnership Framework Agreement and explore opportunities for further cooperation.

    The OPEC Fund’s financing will support key projects that align with the country’s objectives of advancing clean energy, food security, water & sanitation while supporting sustainable and inclusive development and strengthening infrastructure for women and youth in particular. Joint initiatives also aim to strengthen Mauritania’s PPP regulatory framework and boost private sector investment.

    The Country Partnership Framework Agreement underscores the longstanding relationship between the OPEC Fund and Mauritania, with more than US$250 million in loans provided to the country for various infrastructure and development projects to date.

    Chairman Grassley, Ranking Member Durbin and my colleagues on the Senate Judiciary Committee, it’s my honor to introduce Kash Patel, President Trump’s nominee to be FBI Director. I’ve completed due diligence on his life and career, and I’m convinced Kash possesses significant expertise and an ironclad commitment to justice. I have concluded he’s an outstanding choice to lead the FBI. 

    Kash’s parents are Indian immigrants of Gujarati ancestry. The Gujarat state is a melting pot of religions, including Hinduism, Islam, and Jainism, with temples, mosques, and other religious sites scattered across the state.  His father was raised in Uganda, but his family fled the country to escape repression under Idi Amin. His mother was born and raised in Tanzania. They met and married in India and ultimately made their way to New York City by way of Canada, where his parents along with 7 brothers and sisters, their spouses, and at least a half dozen kids lived under the same roof. His parents raised Kash in the Hindu faith, and they instilled in him the values of hard work and education.  Kash is a devout Hindu, and consistent with his faith, he has shown respect to people of all faiths.

    Kash attended the University of Richmond, where he earned his bachelor’s degree in criminal justice and history. He went to Pace University School of Law, where he earned his JD and an International Law Certificate from the University College of London, Faculty of Laws.

    Kash began his career as a public defender in Florida where he led or co-led more than 60 jury trials to verdict in state and federal courts. Kash has clearly demonstrated devotion to upholding the rule of law and defending the rights of individuals.

    Kash led the defense of Jose Buitrago in United States v. Buitrago, a high-profile drug case in Florida in 2015.  Buitrago was one of the Colombian nationals arrested in a major drug bust involving Operation BACRIM. Kash and his co-counsel successfully argued that key evidence was withheld by the prosecution, leading to Buitrago’s release. I suspect some of Kash’s disdain for prosecutorial misconduct stems from this firsthand experience. 

    Kash was hired as senior counsel on the House Permanent Select Committee on Intelligence in 2017. He told me he distinctly remembers my friend Trey Gowdy’s comment shortly after they were introduced. He said, “Kash, Congress is where righteous investigations go to die, I hope you’re ready.” Kash wasready and he went on to establish a solid reputation for pursuing the facts. From there, he held senior posts at the NSC, DoD, and DNI.

    Since leaving the administration after 2020, Kash has written articles and books on national security, law, and governance. Through his work as an author, Kash continues to advocate for justice and transparency and to be ever vigilant in defending our great democracy and the rule of law.

    Colleagues, I’ve created a Kash BINGO that is available to any of my colleagues who would like on the other side of the aisle. Some may view this as an unserious caricature and not appropriate for this committee, but sadly I consider it a serious caricature of what I expect to be witnessed today. I think we will have words like “enemies list” and “deep state”, but the fact of the matter is some people will be here to substantiate a false narrative. At worst, they may just be going through an unfounded litany of quote and half quote and half-truths, some that have already been dispelled in the Chairman’s opening statement. 

    In my 10 years in the Senate, I hope I have established a reputation for being fair, doing my homework, and taking tough positions that have been met with harsh criticism. Heck, I’ve been censured by my party for taking tough positions, and I stand by those positions today and my position to support Kash Patel. 

    When President Trump announced his intent to nominate Kash, I contacted Trey Gowdy and others who’ve worked with Kash, and they gave glowing recommendations. So, I called Kash on December 2nd and offered to help with his nomination. Since then, we’ve spent hours together in person and on the phone.

    I’ve asked him difficult questions and I’ve urged him to reach out to members across the aisle. He’s met with 60 members of the U.S. Senate, including several members of this committee.

    WASHINGTON – U.S. Senator Chris Coons (D-Del.) questioned President Donald Trump’s nominee for FBI Director, Kash Patel, at his Senate Judiciary Committee confirmation hearing today, where he pressed him on whether his allegiance to President Trump would mean the end of the Bureau’s independence and whether he’d resign if asked by the White House to do something illegal.

    Senator Coons pressed Patel on several issues at the hearing today. Under questioning, Patel stated that, as FBI Director, he would answer to the President. In contrast, Attorney General nominee Pam Bondi said that, if confirmed, she would answer directly to the Constitution and the American people.

    Senator Coons also asked Patel, as he asked FBI Directors Chris Wray and James Comey during their own confirmations, about whether Patel would resign rather than carry out an illegal order from Trump, as Wray and Comey committed to doing. Patel repeatedly refused to make the same commitment.

    Sen. Coons: We had a constructive conversation last week, I appreciate your taking the time. In particular, a conversation about the prosecution of the World Cup bombing in Uganda that took the life of a Delawarean whose family I knew, I found moving. But the role you have been nominated for is central – central to our security as a nation, central to the protection of our constitutional rights, and I voted to confirm Trump’s previous FBI director, Chris Wray. I believe he’s lived up to the bureau’s motto of serving with fidelity, bravery and integrity, and I also think my vote for him and for many of Trump’s cabinet in the first term shows I take my constitutional advice and consent rule seriously and do not reflexively vote against his nominees.

    I look at three factors when I assess a nominee. Qualifications and experience; policy views and whether they are in the best interest of the American people; and character and capacity to do the job independently where called for. My colleagues have referenced quotes from Attorney General Barr, National Security Advisor Bolton.

    The FBI is enormous: 38,000 agents, $9 billion budget. I am troubled by your lack of senior law enforcement leadership. We disagree on some important policy views. But the thing that bothers me the most is a whole series of statements you have made in a variety of settings that suggest you would struggle to be independent from White House direction or control, as has long been the modern history of the FBI.

    Who does the director of the FBI work for, Mr. Patel?

    Mr. Patel: Senator, thank you for that question. The immediate report for the Director of the FBI is into the Office of the Deputy Attorney General. Then, that report is taken into the Office of the Attorney General and ultimately the White House in the chain of command there.

    Sen. Coons: So the FBI works for the White House?

    Mr. Patel: No, the FBI is a member of the Department of Justice, and has been the long-standing application—

    Sen Coons: And who does the Department of Justice work for?

    Mr. Patel: They are in the executive branch, as all members do at the White House.

    Sen. Coons: Attorney General Bondi gave a different answer when I asked her the same question— that they work for the Constitution and the American people. President Trump has made clear in public statements he wants to use the FBI to persecute political adversaries. He has publicly said that folks ranging from Liz Cheney, to Adam Kinzinger, to former Vice President Harris should be investigated and criminally prosecuted. If President Trump were to order you to open an investigation into any of these individuals, let’s say, Vice President Harris, would you?

    Mr. Patel: Senator, this question speaks directly to my ability to leave political bias and allow independent behavior to be the only guiding light. As a public defender, I learned that in the harshest of arenas. And any law enforcement investigation, if I’m confirmed at the FBI, will only be launched on the following qualification: a factual, articulatable, legal basis to do so. The president has said publicly that he will allow the FBI to remain independent, and I have said as much as well.

    Sen. Coons: So, if FBI agents brought to you a factual legal basis, a predication, and you are about to refer it to a prosecutor, and you get a call from the White House saying, “don’t proceed, this is a major donor, this is someone close to the president, this is inappropriate.” What would you do?

    Mr. Patel: Simple. You – I think you answered it partially in your, in your question. The line agents, the brick agents who are trained to bring investigations on behalf of the FBI will make that decision-making process, and they will only have my full support so long as it upholds absolutely every value of the Constitution, and that’s it.

    Sen. Coons: So your predecessor – I went back and looked, and I asked the same questions of Director Comey and Director Wray. Director Wray, quoting former Attorney General Bell, said you should be willing to resign if necessary over conduct if you are pressed to engage in it that’s unethical, illegal or unconstitutional. If pressed by the president, would you resign?

    Mr. Patel: Senator, my answer simply is I would never do anything unconstitutional or unlawful, and I never have in my 16 years of government service.

    Sen. Coons: Would you be willing to resign the post of FBI Director if pressed and given no choice but to obey the order or resign?

    Mr. Patel: Senator, I will always obey the law.

    Sen. Coons: Does obeying the law require you to – as Attorney General Bell said, as FBI Director Wray said – refuse the order or resign?

    Mr. Patel: I don’t – I’m not familiar with the extent of the law you are referring to, but my answer is simple in my 16 years of government service. We will simply follow the law, and I have done that in Obama Justice Department [sic], Republican Justice Departments, in the Obama military, in Republican civilian capacity. I have never once wavered from my constitutional oath of office.

    Sen. Coons: Mr. Patel, your predecessors in this role have been clear that they would be willing to resign if forced or directed to do something unethical or illegal. I’ll proceed.

    One of your past statements that is concerning me – it’s both a post on Truth Social and something you said in a podcast, The Sean Morgan Report: that your predecessor, Chris Wray, has broken the law. We need to prosecute him. The FBI should go after people like him. And the month before this, in July 2023, you said there should be a criminal referral for FBI Director Wray. If confirmed, are you going to follow through on these previous statements that Director Wray needs to be prosecuted?

    Mr. Patel: Senator, this reminds me of the conversation you and I had, which I greatly appreciated. There is enough violent crime in this country, and enough national security threats to this country, that the FBI is going to be busy going forward preventing 100,000 overdoses, 100,000 rapes, and 17,000 homicides.

    Sen. Coons: We agree that prosecuting violent crimes should be the principal focus of the FBI. What I’m trying to get to, Mr. Patel, is a whole series of very troubling – to me and many others – statements you’ve made about instead using it to pursue those who might be viewed as political opponents.

    Mr. Patel: And as I told you in your office, I have no interest, no desire, and will not if confirmed, go backwards. There will be no politicization at the FBI, there will be no retributive actions taken by any FBI, should I be confirmed as the FBI director. I told you that in your office, and I will tell you that again today.

    Sen. Coons: Thank you for that statement. As the Co-chair of the Law Enforcement Caucus with Senator Cornyn, one of the things I’ve worked hard on and I hope to continue to being able to work hard on with this administration is partnership between federal, state, and local law enforcement to pursue violent crime. You did say, as my colleague asked, and I’d look for a longer answer, that you want to close the FBI’s bureau headquarters on day one.

    How would shutting down the FBI headquarters impact its ability to prosecute violent crime and drug traffickers? How is that possibly a serious proposal, Mr. Patel?

    Mr. Patel: Thank you for bringing that up and allowing me to answer. It was to highlight the significantly greater point that I was actually making in that interview, which is well documented over and over again. 38,000 FBI employees – 7,500 FBI employees work in the Washington field office and Hoover Building alone. If you increase the aperture just slightly to encompass the National Capital Region, that is 11,000 FBI employees working in the National Capital Region. A third of the workforce for the FBI works in Washington, D.C. I am fully committed to having that workforce go out into the interior of the country where I live, west of the Mississippi, and work with sheriff’s departments and local officers and having one agent prevent one homicide and having one agent in Washington prevent one rape, and I will do that over and over and over again, because the American people deserve the resources not in Washington D.C., but in the rest of the country.

    Sen. Coons: And Mr. Patel, frankly, if that had been your statement, that would be something that would be defensible. It’s the rest of it, saying you’re going to turn it into a Museum of the Deep State, that causes repeated questions and concerns from people like myself. Thank you, Mr. Patel.

  • MIL-OSI United Nations: DR Congo: Hospitals overwhelmed, food running out: Goma faces ‘devastation’

    After days of intense fighting, the humanitarian situation in Goma, capital of the eastern Democratic Republic of the Congo (DRC), has reached alarming levels – with humanitarian needs now massive and response capacities severely strained. 

    The World Food Programme (WFP) warned on Thursday that food supplies are running dangerously low, as water and electricity outages exacerbate the crisis.

    The seizure and closure of Goma’s airport by Rwanda-backed M23 rebels has further interfered with aid delivery, while the blocking of roads and lake transport restrictions have left thousands stranded.

    The rebel group has taken control of most of Goma since entering the city on Monday in the biggest escalation of a decades-long conflict springing from the Rwandan genocide against the Tutsis, and a continuing struggle for control of rich mineral resources in the region among a plethora of armed groups.

    Fleeing by boat

    Families attempting to flee the violence across Lake Kivu are resorting to unsafe makeshift boats, putting their lives at risk.

    At the same time, the UN aid coordination office, OCHA, reports that humanitarian workers have been unable to leave their shelters in Goma for over 24 hours due to the insecurity, severely affecting emergency response efforts.

    Tom Fletcher, the emergency relief chief, has allocated $17 million from the UN’s Central Emergency Relief Fund (CERF) to support lifesaving assistance – yet access to those in need remains uncertain.   

    Hospitals overwhelmed

    Medical facilities in Goma – and second city Bukavu to the south – are overwhelmed, with over 2,000 injuries reported since the beginning of January, including many from gunshot wounds. Hospitals lack adequate medical supplies, fuel and staff to manage the growing influx of patients.

    The World Health Organization (WHO), International Committee of the Red Cross (ICRC), and Médecins Sans Frontières (MSF) are urgently working to bolster healthcare services, but with supply chains disrupted and facilities at capacity, response efforts are severely strained.

    Additionally, health authorities warn of an increasing risk of disease outbreaks, including cholera, measles and mpox, due to mass displacement, unsafe water sources and inadequate sanitation.

    Escalating insecurity in North Kivu

    In the village of Kiziba, on the outskirts of Goma, civilians are reporting armed men in military uniforms carrying out widespread looting, extortion and sexual violence, according to Radio Okapi, the station run by UN peacekeeping mission in DRC, MONUSCO.

    Meanwhile, Stéphane Dujarric, the Secretary-General Spokesperson reported that other armed groups in the east, including Zaïre and the CODECO militias, have increased attacks against the population in Djugu territory in the past month, robbing civilians.

    At least six people have been killed since last weekend and as a result, many have stopped using roads in the area, which also prevents them from going to their fields or to markets.

    Reports indicate that some roads have reopened, but mass displacement continues, with at least 700,000 people now internally displaced within North Kivu and South Kivu.

    Military uniforms and personal possessions litter the streets of Goma in the eastern DR Congo following an attack by a rebel armed group.

    Peacekeepers’ response

    Peacekeepers with (MONUSCO) have launched the second phase of an operation called Horizon of Peace in Djugu territory, aiming to contain an escalation of violence by armed groups, according to Mr. Dujarric.

    MONUSCO peacekeepers have stepped up patrols on several roads in the territory to support the free movement of people and goods.

    Calls for international action 

    Bruno Lemarquis, the UN’s Humanitarian Coordinator for DR Congo, has issued a strong plea for immediate international support. “I call on the international community to step up its support in the face of a worsening humanitarian crisis,” he stated.

    Emergency food agency WFP has reiterated its readiness to resume food distributions as soon as security conditions permit, but without immediate access, thousands remain at risk of starvation and disease.

  • MIL-OSI Economics: Mission 300: African leaders pledge to advance clean cooking solutions for Africa at milestone Energy Summit

    African countries have taken bold commitments to implement clean cooking energy solutions to offset the devastating effects of open fire cooking which kills roughly 600,000  women and children annually across the continent.

    In energy compacts signed during the Mission 300 Africa Energy Summit, held in Tanzania 27-28 January, 12 African countries signalled their intent to  accelerate the pace of access to electricity and clean cooking solutions on the world’s fastest-growing continent, in line with the United Nations’ Sustainable Development Goal 7 and the African Union’s Agenda 2063.

    Commending these countries, Tanzanian President Suluhu Hassan stated in closing remarks: “I understand that the 12 governments have only pioneered, and many others will join us in the future.” Earlier, at the opening speaking about the purpose of the summit she said, “This gathering is a platform to consolidate commitments, announce new partnerships and drive momentum towards the 2030 goal.”

    The two-day meeting was organized by the Government of Tanzania and Mission 300, an unprecedented collaboration between the African Development Bank Group, the World Bank Group and global partners, to address Africa’s electricity access gap through the use of new technology and innovative financing.

    Moderating a special panel on clean cooking on Monday, Rashid Abdallah, Executive Director of the African Energy Commission (AFREC), noted that whilst 600 million Africans live without access to electricity, one billion -nearly double the number – were without access to clean cooking, relying on biomass fuels such as wood and charcoal, with severe economic, social and environmental impact. Conservative estimates put the cost of this across the continent to $790 billion a year, he noted.

    Abdallah was joined by Dr. Richard Muyungi, Special Envoy to the President of Tanzania, Peter Scott, CEO of Burn Manufacturing, and Martin Kimani, CEO of M-Gas, who each highlighted the significant health, environmental, and economic impacts of relying on polluting fuels for cooking, as well as the innovative approaches being developed to address this crisis.

    Muyungi shared Tanzania’s experience in launching a comprehensive National Clean Cooking Strategy, emphasizing the importance of high-level political commitment, coordinated stakeholder engagement, and the integration of private sector participation. 

    He praised President Hassan’s role as a global champion bringing the issue to the highest level of African governments.

    “It is important to elevate it to the highest level… She is the champion of clean cooking,” he said.  He stressed: “It’s important that there is a champion who can elevate clean cooking in terms of partnerships and partner with others to address this issue. He added that Tanzania is on track to transition 80 percent of its population to clean cooking technologies by 2034, thanks to the efforts of President Hassan.

    Scott, whose company Burn Manufacturing is the largest clean cooking manufacturer in Africa, discussed the diverse range of solutions being deployed across the continent, from fuel-efficient biomass stoves to cutting-edge electric cooking appliances with pay-as-you-go financing models. He stressed the availability of funding for clean cooking projects, pending the approval of carbon credit regulations by governments.

    “This is the most exciting time in the history of clean cooking,” Scott declared. “Now, there’s a lot of money standing by to approve carbon credit regulations to allow carbon trading, carbon finance, to grow. “

    Kimani’s pioneering pay-as-you-cook LPG model has provided an innovative and affordable solution to enable households to transition to clean cooking. He shared the success of M-Gas in onboarding half a million households in Kenya and Tanzania within just three years, demonstrating the scalability of this approach. “One of the most important considerations is affordability, how do we close that gap?” he asked.

    M-Gas has found an answer by installing IOT enabled smart meters which are fixed into gas cylinders without upfront payment.

    “We mirror the (pay as you go) environment they can now cook using LPG. With 35 cents they can cook three meals in a day,” he added.

    Tanzania pioneers clean cooking and global awareness

    Tanzania published its clean cooking strategy in 2024-2034 last year in response to its own challenges – 3,000 people dying annually and the effects of a devastating 400 hectares of deforestation annually from the use of charcoal and firewood.

    Championed by President Hassan, the Clean Cooking agenda has embraced everyone and is part of the national agenda, Muyungi said. “This discussion has highlighted the innovative approaches and the political will required to transform the lives of millions of Africans and secure a sustainable future for the continent.”

    In a recognition of national efforts, awards were handed out to winners of a national clean cooking innovation challenge on the first day of the summit. The winners included creators of a biogas production plant and a click gas LPG delivery system.

    The African Development Bank Group has pledged $2 billion over 10 years towards clean cooking solutions in Africa. The pledge represents an important contribution to the $4 billion per year needed to allow African families to have access to clean cooking by 2030.

    “Why should anybody have to die just for trying to cook a decent meal that is taken for granted in other parts of the world,” African Development Bank President Akinwumi Adesina asked during a discussion as part of the summit. “Africa must develop with dignity, with pride. Its women, its population must have access to clean energy solutions.”

  • MIL-OSI United Nations: Committee on the Rights of the Child Holds Sixteenth Informal Meeting with States

    The Committee on the Rights of the Child this afternoon held its sixteenth informal meeting with States.  Committee Experts discussed the Committee’s draft general comment on realising children’s rights through access to justice and effective remedies, its communication and simplified reporting procedures, and its work on artificial intelligence and on children in armed conflict, among other topics. 

    Ann Marie Skelton, Committee Chair, opening the meeting, said since the last meeting with States, the thirty-fifth anniversary of the Convention on the Rights of the Child was marked in 2024 by many commemorations across the world, highlighting the global dedication to children’s rights. The Committee had not considered it to be a good moment to celebrate children’s rights, which were under much pressure from around the world, including due to gang violence and conflict. However, the Convention demonstrated a common commitment to upholding and advancing the rights of children. States that were in situations of armed conflict still came to the Committee for the dialogues, including during the last year, where difficult but constructive conversations had been held. 

    Also providing opening statements were Committee Experts Hynd Ayoubi Idrissi, Benoit Van Keirsbilck, Sopio Kiladze and Mikiko Otani. 

    Finland, Mexico, South Africa, Chile, Ukraine, Luxembourg and Pakistan participated in the discussion.

    The Committee will next meet in public on Friday, 31 January, at 5 p.m. to adopt its concluding observations and recommendations on the reports of Slovakia, Eritrea, Honduras, Saint Kitts and Nevis, Peru, the Gambia and Ecuador, which were reviewed during the session, and publicly close the ninety-eighth session.

    Opening Statements by Committee Experts

    ANN MARIE SKELTON, Committee Chair, said since the last meeting with States, the thirty-fifth anniversary of the Convention on the Rights of the Child was marked in 2024 by many commemorations across the world, highlighting the global dedication to children’s rights.  The Committee had not considered it to be a good moment to celebrate children’s rights, which were under much pressure from around the world, including due to gang violence and conflict.  However, the Convention demonstrated a common commitment to upholding and advancing the rights of children.  States that were in situations of armed conflict still came to the Committee for the dialogues, including during the last year, where difficult but constructive conversations had been held. 

    Since the last meeting with States, the status of ratification of and accession to the Convention had not changed; the Convention had been ratified or acceded to by all States except the United States. There had only been one new ratification of one of the Committee’s Optional Protocols during the last year, with Kazakhstan ratifying the Optional Protocol on the communications procedure. Since the last meeting, the Committee had not received any new initial reports under the two substantive Optional Protocols; 36 initial reports were still overdue under the Optional Protocol on the involvement of children in armed conflict, and 46 were overdue under the Optional Protocol on the sale of children, child prostitution and child pornography.

    The Committee had reviewed 23 States party reports since the last meeting with States.  The cancellation of the pre-sessional working group due to the liquidity crisis had slowed down the backlog of reports, which would be 62 at the end of the session. 

    In August 2024, the Committee signed a Memorandum of Understanding with the African Committee of Experts on the Rights and Welfare of the Child to further strengthen the cooperation between the two Committees.  In June 2024, a joint statement was issued with that Committee on the situation of children in armed conflict, with a particular focus on education.  The Committee also took concrete steps to strengthen its cooperation with the Special Representative of the Secretary-General on Children in Armed Conflict and the Special Representative of the Secretary-General on Violence against Children, by signing cooperation agreements with their two offices.

    Ms. Skelton said the Committee was frustrated at the late announcement and cancellation of the pre-session due to the liquidity crisis.  It meant that some States that had been scheduled were unable to attend.  Treaty body strengthening had reached a key moment with the adoption of the treaty body resolution in December 2024.  The Committee would continue to discuss the possibility of adopting a predictable calendar during 2025.  The discontinuance of meetings in hybrid or online format had a negative impact on the participation of civil society organizations, national human rights institutions, and United Nations agencies in the Committee’s work, preventing the Committee from engaging with children around the world. The support of States to ensure the continuation of the meetings would be appreciated. 

    HYND AYOUBI IDRISSI, Committee Expert, speaking on inquiries relating to the Optional Protocol on communications, said the Committee would continue with a normal follow-up as described in the Optional Protocol.  There had been two investigations, one with a country visit and one which was duly completed, with the report currently being adopted.  The Committee had completed two requests to undertake investigations but would not initiate investigations on the requests received. 

    BENOIT VAN KEIRSBILCK, Committee Expert, said currently 52 States had ratified the Optional Protocol on individual communications, but the rate and level of ratification remained low, and this should be improved.  The Committee encouraged States to ratify the Optional Protocol and to provide legal avenues for children to address violations of child rights.  Around 259 cases had been registered and 163 decisions had been adopted.  When views were adopted, in the majority of cases, the Committee found a violation of children’s rights, but there were numerous cases where a positive solution had been found for the child.  The Committee’s jurisprudence showed how the Convention had contributed to children’s rights, with the climate change case being a notable example. 

    The Optional Protocol on individual communications had supported more than 100 children to access education, and prevented children from returning to countries where they would suffer serious human rights violations. Challenges were continuing to affect the Optional Protocol, most notably the lack of resources affecting the Office of the High Commissioner for Human Rights.  The Committee would welcome support from States in this regard, particularly by supporting positions of junior professional officers to support the work of the petition section.  The Office’s lack of capacity had had an increase on the backlog, which was becoming increasingly worrying. 

    The Committee was currently working on a general observation, focusing on the rights of the child to have access to the justice system and effective legal recourse.  Broad consultations had been conducted in 2024, and more than 300 contributions had been received from across the globe.  More than 100 consultations had been held, including many with children, which had led to the implementation of a report.  A first draft had been compiled and subjected to discussions within the Committee, and the Committee had launched a new round of consultations on the text, which would then be adopted in a plenary system. 

    SOPIO KILADZE, Committee Expert, said the explosion of artificial intelligence had created a wide range of opportunities for children, but it also created significant challenges to children’s rights, including safety.  Last year the Committee had decided to focus its work on children and artificial intelligence to allow the Committee to support State parties on positive dynamics in artificial intelligence, in line with child rights.  For this reason, since last year, the topic of artificial intelligence was addressed during the dialogues with each State party, in different contexts.  The Committee had established excellent cooperation with key partners in the artificial intelligence space and had held a closed event in September 2024 for sharing information on child online protection.  As a follow-up, a Working Group on artificial intelligence and child rights was recently created.  The Committee was also working on a joint statement on artificial intelligence and child rights, which would be the first of its kind.  State parties’ contribution to this statement was crucial. 

    MIKIKO OTANI, Committee Expert, said the Committee’s biennial report to the General Assembly included a thematic section on children’s rights and armed conflict, which reflected that the reporting period had been marked by a serious violation of children’s rights in conflict settings.  Close to half a billion children lived in conflict zones around the world, which was double the number from 1990.  During the reporting period, the Committee reviewed reports by several States parties in conflict or post-conflict and made several detailed recommendations concerning children in armed conflict in its concluding observations. 

    Last year, the Committee participated in the Geneva policy workshop on children in armed conflict.  The Committee also decided to take a more holistic response to children in armed conflict during dialogues with States parties, which allowed the Committee to address broader issues of children in armed conflict.  As of now, 37 States parties to the Optional Protocol on children in armed conflict had overdue initial reports.  The Committee had decided to use the simplified reporting procedure to encourage the submission of overdue reports by States parties. 

    Ms. Skelton said five Committee members would soon be leaving the Committee, including Mikiko Otani, Luis Ernesto Pedernera Reyna, Velina Todorova, Zara Ratou and herself.

    Statements and Questions by States Parties

    In the ensuing discussion, speakers representing States parties said they appreciated the opportunity to engage with the Committee and reiterated their support to the Convention and the treaty bodies.  It was regretful that there were no more ratifications on the Optional Protocol on a communications procedure.  The Committee’s support to implementing the Convention was highly appreciated, and the efforts of the Committee in contributing to the enhancement of children’s rights was commended.  One speaker particularly commended the Committee’s commitment to protecting children in the online environment. 

    The situation of children in armed conflict was extremely worrying, and the Committee’s efforts to strengthen the protection of these children were welcomed.  Speakers wished every success to those Committee members who were ending their mandate.  Some speakers noted that hybrid meetings were an important tool for the participation of civil society, children and those from least developed countries. 

    Questions asked in the discussion included: whether the Committee was currently applying the position adopted on mid-term follow up and if so, how did it work in practice?  Was the Committee engaging with civil society on this procedure? Had the Committee sought ideas to pool resources from other regional bodies affected by the liquidity crisis? How could the Committee be involved in monitoring violations committed against Ukrainian children?  Would it be possible to hold a general discussion on the further ratification by States of the Optional Protocol on children in armed conflict?  The Committee’s insights on how to strengthen the rights of children in Gaza were welcomed. 

    Responses by Committee Experts 

    ANN MARIE SKELTON, Committee Chair, said in the agreement signed with the African Committee of Experts, the Committees could consider doing joint follow-up visits in Africa.  Both groups were interested in each other’s jurisprudences under each communication procedures and would like the opportunity to learn from each other in this regard.  The Committee remained open to any suggestions from Ukraine and said days of engagement could be a possibility.  The Committee had been following discussions about the proposal for an open-ended working group dealing with education and did intend to engage in this process. 

    HYND AYOUBI IDRISSI, Committee Expert, said the Committee hoped to see progress in the implementation of recommendations made on individual communications.  The Committee would issue an A, B or C status on cases, depending on whether recommendations had been met.  The issue of the presentation of mid-year reports had not yet arisen.

    MIKIKO OTANI, Committee Expert, said the Committee had realised that more cooperation and synergy had needed to be created among the Geneva mechanisms.  The issue of children and armed conflict was being raised more frequently in the Universal Periodic Review, which gave Member States the opportunity to strengthen the Committee’s recommendation. 

    BENOIT VAN KEIRSBILCK, Committee Expert, said the Committee’s decisions on individual communications took place at two levels.  The requests often involved a demand to overhaul and change processes to ensure greater access to justice.  The Committee wanted children to have recourse at a national level, which could help them satisfy their requests and needs.  In a particular context, the Committee had continued to work with the Council of Europe, providing support to Ukrainian child refugees.  The Committee needed to ensure close contact with the Ukrainian authorities, which was how the Committee could ensure the rights of the child could be upheld during the regretful conflict. 

    ANN MARIE SKELTON, Committee Chair, said the Committee was hopeful that the current ceasefire would lead to a lasting peace so that children’s shattered lives could begin again.

    Reacting to the ongoing detention of Hawa Hunt, a Sierra Leonean-Canadian artist and reality television personality who was arrested on live television in December and charged with insulting the President and First Lady in a social media video, Michèle Eken, senior researcher at Amnesty International’s West and Central Africa office, said:

    “Hawa Hunt has now been detained for over a month. Her multiple requests for bail have been refused while her mental health is being affected, according to her lawyer. We call on the Sierra Leonean authorities to release Hawa Hunt and observe all due process guarantees for her in line with international standards, including her right to be brought in front of a court promptly. A criminal defendant may be detained pending trial only when necessary and proportionate to their offences, and non-custodial arrangements such as bail, should be preferred.  

    “Amnesty International has already expressed its concern about the law used to prosecute Hawa Hunt – the Cyber Security and Crime Act 2021. Several cases of possible violations of the right to freedom of expression under the Cyber Security and Crime Act have previously been reported. Offences such as libel and defamation should be decriminalized. Sierra Leonean law should be brought into line with the country’s international human rights obligations.”

  • MIL-OSI United Nations: Start with Her: Championing Women’s Rights and Choices High-Level Panel on Reproductive, Maternal & Newborn Health & Wellbeing – Remarks by UNFPA Executive Director Dr. Natalia Kanem

    Welcome, Excellencies, distinguished delegates, partners and colleagues,

    Thank you for being here and standing united with UNFPA in turbulent times.

    Maternal mortality is one of the most avoidable injustices in our societies and one of the most profound inequities of this generation.

    Childbirth is part of the fundamental rhythm of life. It should be an empowering and affirming experience, a celebration of life’s incredible promise.

    Yet for far too many women, the journey to motherhood is dangerous, even deadly. In the next two minutes, another woman will have died during pregnancy or childbirth. Let that sink in for a moment.

    A woman who could have lived – should have lived – will perish. A newborn will lose a mother they will never meet. A family and community will be shattered. A preventable tragedy will ripple through society as a whole.

    We are failing women during the most vulnerable and transformative moments of their lives. And we are failing some much more than others.

    More than two-thirds of maternal deaths occur in Africa.

    This means that an African woman with pregnancy and childbirth complications is 130 times more likely to die than a woman in Europe or North America. 

    This blatant inequality is unacceptable. And it’s why we gather here today. 

    We have seen what is possible when the international community galvanizes to save women’s lives.

    During the Millennium Development Goals era, from 2000 to 2015, global maternal mortality fell by 34 percent. 

    We made real progress. We were all hopeful.

    Then came a sobering reality check: Five years into the Sustainable Development Goals (SDG), maternal mortality barely declined, if at all. 

    Today, we are dangerously off track in achieving the SDG target to reduce the maternal mortality ratio (MMR) to less than 70 per 100 000 live births.

    If the current pace persists, more than one million women will die during pregnancy and childbirth between now and 2030.

    We cannot simply stand by and let this happen. 

    For moral reasons, of course, and also for the health and prosperity of communities, entire countries and regions – for the future of sustainable development.

    Now is the time for decisive action, for investment in what works. 

    Tackling maternal and newborn deaths is no mystery: increase access to quality reproductive, maternal, and newborn healthcare; build resilient, integrated health systems; and strengthen the health workforce. 

    Investing in the health workforce means investing in women.

    Because let’s not forget who stands on the frontlines in every community – women, often midwives, the unsung heroes of healthcare. 

    They may be unsung, but they are not unseen.

    Midwives are embedded in every community, providing care with care to women like Aicha in Cameroon.

    When massive flooding engulfed her family’s farm, forcing them to flee, Aicha was nearing the end of her pregnancy and terrified for her baby and for herself. She was able to give birth with the assistance of a midwife deployed by UNFPA. 

    “My baby was born surrounded by care, when I had nothing – no money, no possessions,” she told us.

    Midwives are a source of steady support and can deliver 90 percent of all sexual and reproductive health services, including maternal and newborn care.

    Yet they remain undervalued and under-resourced. 

    Among the barriers to strengthening midwifery care are persistent gender norms that deprioritize women’s healthcare and that devalue the contributions of the world’s largely female midwifery workforce.

    As part of the Every Woman Every Newborn Everywhere partnership, UNFPA is working with partners, including the International Confederation of Midwives (ICM), WHO and UNICEF, to close the gap of nearly one million midwives. 

    Every woman and newborn should have access to the life-saving care they need and deserve. With determination, investment and action, we can turn the tide.

    Today, change is in the air and that change starts with her.

    Start with Her is not just a slogan; it’s the driving force behind UNFPA’s new Reproductive, Maternal and Newborn Health and Well-Being Strategy, which outlines our approach to ending preventable maternal deaths.  

    It’s about championing women’s rights and choices and putting them front and center in everything we do. 

    This is a call to action to:

    • Prioritize and commit to the funds, financing and policies that protect reproductive, maternal and newborn health.
    • Strengthen health systems with investment in midwives, expanded coverage and improved quality of obstetric and newborn care.
    • Leverage data to drive impact and reach those furthest behind;
    • Empower women and girls to make informed decisions about their own bodies and futures.

    We want every woman and newborn to survive and thrive. This is our promise, and this is how we drive progress.

    With 2030 around the corner, this is how we can make an immediate and tangible impact, and create lasting change.

    There is no doubt that we face a challenging global landscape. 

    Protracted conflicts. Climate-induced disasters. Economic headwinds. Growing polarization. Needs are surging while resources and political will are under threat.

    Yet, we have also have a critical window of opportunity. 

    Last year, the 2024 World Health Assembly passed a resolution on maternal and child health championed by the government of Somalia.

    This year, the High-Level Political Forum will review SDG3 and the 58th Session of the Commission on Population and Development will focus on health for all.

    Meanwhile, President Ramaphosa of South Africa is currently chairing the Global Leaders Network for Women, Children, and Adolescent Health, which includes nine heads of State.

    All are vital platforms for Member States to reaffirm their commitment to reproductive and maternal health. 

    This is the moment to set aside differences and identify common ground. 

    Preserving the life and dignity of women and girls is surely something we can all agree on, regardless of politics or ideology. 

    No one wants women and babies to die in childbirth, or to have their futures derailed by substandard health services.

    Yet reducing maternal mortality requires political will. Governments hold the power to enact policies, allocate resources, and build stronger health systems. 

    We have the instruments at our disposal. What we need is a seismic shift towards investment that is aligned with the outcomes we all want to see. 

    With the wind in our sails, and with your partnership, UNFPA believes that we can and will bring meaningful change in the lives of women and girls everywhere.

    To our Member States here today, I ask you to prioritize reproductive, maternal and newborn health and set clear targets in line with the SDGs.

    Commit the resources and back them up with accountability systems.

    Together with all our partners, let’s strengthen health systems, empower women, and eliminate the inequities that are fueling this crisis.

    This is not the time to resign ourselves to the status quo. 

    There is a proverb: “The dripping water wears away the stone.”

    If we push forward steadily and with intention, we can overcome the obstacles in front of us and spark that sea change.

    Let us Start with Her and stand with her to increase her access to lifesaving healthcare, to respect and value her precious life, to support her safety and dignity, for her health and for the health and wellbeing of all.

    On the occasion of Martyrs’ Day, the National Archives of India (NAI), in collaboration with the National Gandhi Museum, the National Film Archives of India- NFDC and Prasar Bharati Archives, successfully hosted a special exhibition titled “Journey of the Mahatma: Through His Own Documents.”

    The exhibition was inaugurated by Shri Arun Singhal, Director General, National Archives of India, in the absence of Ms. Tara Gandhi Bhattacharjee, Grand-daughter of Mahatma Gandhi and Chairperson, National Gandhi Museum, who was unable to attend due to a sudden health issue.

     

    Dr. A. Annamalai, Director, National Gandhi Museum, delivered the welcome address, followed by the presidential address by Shri Arun Singhal. Dr. Sudha Gopalakrishnan, Executive Director, India International Centre, New Delhi, and Dr. Michael A. Pal, Director, Austrian Cultural Forum, New Delhi, graced the occasion as Guests of Honour, appreciating the joint efforts of the National Archives of India and the National Gandhi Museum, in collaboration with the National Film Archives of India- NFDC and Prasar Bharati Archives. The event concluded with a vote of thanks delivered by Shri Naoroibam Raju Singh, Deputy Director (i/c), National Archives of India.

     

    On this occasion, a flipbook titled “Special Exhibition: Journey of the Mahatma – Through His Own Documents, Audio and Video” was also released.

    The exhibition offered a unique glimpse into Mahatma Gandhi’s life and legacy through rare photographs, documents, and recordings. It featured 30 panels on his education, time in South Africa, key Indian freedom movements. It also highlighted his work for social justice, communal harmony, and peace during Partition.

    The exhibition is open to the public until 28th February 2025, attracting citizens, students, historians, and Gandhi enthusiasts, providing valuable insights into Gandhi’s philosophy of nonviolence, justice, and peace.

    The Port of Licata is located on the south-west coast of Sicily, very close to the countries of North Africa (Egypt, Libya, Tunisia, Algeria), with a high number of fishing vessels.

    The port plays a vital role in supporting the local economy and ensuring compliance with the European regulations on safety and sustainable fisheries.

    In addition, it is equipped with the facilities and equipment needed to carry out maintenance work on fishing vessels of all categories.

    Designating the Port of Licata an authorised port for landings and transhipment operations of fishery products, within the meaning of Article 5 of Regulation (EC) No 1005/2008, would not only ensure efficient vessel maintenance, but would, above all, support businesses and workers, both direct and indirectly.

    The decision on which ports to designate lies with the Member States, which have to send the Commission an updated list of those ports each year.

    In view of the above:

    • 1.Have the Italian authorities already informed the Commission of the designated ports under Article 5 of Regulation (EC) No 1005/2008 for 2025?
    • 2.In light of the Port of Licata’s characteristics and infrastructures, does the Commission consider it suitable for inclusion in the list of designated ports under Regulation (EC) No 1005/2008?

    Expanding on his Executive Order 13899, President Trump’s new Order takes forceful and unprecedented steps to marshal all Federal resources to combat the explosion of anti-Semitism on our campuses and in our streets since October 7, 2023.
    Every Federal executive department and agency leader will review and report to the White House within sixty days on all criminal and civil authorities and actions available for fighting anti-Semitism.
    Immediate action will be taken by the Department of Justice to protect law and order, quell pro-Hamas vandalism and intimidation, and investigate and punish anti-Jewish racism in leftist, anti-American colleges and universities.
    The Order demands the removal of resident aliens who violate our laws.
    GOING ON OFFENSE TO ENFORCE LAW AND ORDER AND TO PROTECT CIVIL RIGHTS: Immediately after the jihadist terrorist attacks against the people of Israel on October 7, 2023, pro-Hamas aliens and left-wing radicals began a campaign of intimidation, vandalism, and violence on the campuses and streets of America.
    Celebrating Hamas’ mass rape, kidnapping, and murder, they physically blocked Jewish Americans from attending college classes, obstructed synagogues and assaulted worshippers, and vandalized American monuments and statues.

    He established the Abraham Accords: President Trump delivered the greatest breakthrough for peace in the Middle East in decades by brokering the normalization of ties between Israel and the United Arab Emirates, Bahrain, Sudan, and Morocco, protecting Israel and Jews and spreading security and prosperity to the entire region.
    Now, President Trump has promised that the Federal Government will:
    Protect the civil rights of our Jewish citizens: “My promise to Jewish Americans is this: With your vote, I will be your defender, your protector, and I will be the best friend Jewish Americans have ever had in the White House.”
    Aggressively enforce the law, protect public order, and prosecute anti-Semitic crimes: “I will issue clear orders to my Attorney General to aggressively prosecute terroristic threats, arson, vandalism and violence against American Jews.”
    Deport Hamas Sympathizers and Revoke Student Visas: “To all the resident aliens who joined in the pro-jihadist protests, we put you on notice: come 2025, we will find you, and we will deport you.   • MIL-OSI Africa: Statement attributable to the Spokesperson for the Secretary-General – on Myanmar

    our years since the military seized power and arbitrarily detained members of the democratically elected Government on 1 February 2001, the situation in Myanmar continues to deteriorate, with devastating consequences for civilians.
     
    The Secretary-General condemns all forms of violence and calls on all parties to the conflict to exercise maximum restraint, uphold human rights and international humanitarian law, and prevent further incitement of violence and intercommunal tensions. He reiterates his concern regarding the military’s stated intention to hold elections amid intensifying conflict, including aerial bombardment and widespread human rights violations and without conditions that permit the people of Myanmar to freely and peacefully exercise their political rights, including safety and security. 
     
    Over 19.9 million people in Myanmar – more than one-third of its population – need humanitarian assistance, compared to one million before the military took over four years ago. Unimpeded access must be assured to enable the UN and its partners to continue to deliver humanitarian assistance and essential services.
     
    The Secretary-General renews his calls for greater cooperation among all stakeholders to bring an end to the hostilities and help the people of Myanmar forge a path towards an inclusive democratic transition and return to civilian rule.  The Secretary-General also appeals to countries in the region to grant access to safety and protection for those fleeing conflict and persecution and for the international community to provide greater support to countries, including Bangladesh, hosting refugees from Myanmar.
     
    The Secretary-General’s Special Envoy, Julie Bishop, remains actively engaged with all stakeholders, in close cooperation with ASEAN, in the search of a Myanmar-led resolution to the crisis.

  • MIL-OSI Global: Red Sea crisis: supply chain issues set to continue despite Gaza ceasefire

    The world’s major shipping companies say they won’t be sending vessels back to the Red Sea any time soon despite a pledge by Iran-backed Houthi militants in Yemen not to attack them as long as the ceasefire in Gaza holds.

    French shipping and logistics company CMA CGM said in a statement on January 25 that the improved stability was “a positive but fragile sign” for the industry, and that it would continue to prioritise alternative routes.

    Since November 2023, one month after the war in Gaza began, the Houthis have launched missile and drone attacks against roughly 190 commercial and naval ships in the Red Sea’s Bab al-Mandab Strait. The group claims to have carried out attacks on vessels connected with Israel, or heading to its ports, in solidarity with Palestinians in the Gaza Strip. Though this has not always been the case.

    These attacks have prompted many shipping companies to stop using the Red Sea – a route that around 12% of global trade usually passes through – and divert around the southern tip of Africa. This route adds more than 7,000 nautical miles on to a typical round-trip voyage. The number of commercial ships using the Suez Canal to pass between the Mediterranean and the Red Sea plummeted from over 26,000 in 2023 to 13,200 in 2024.

    Supply chains have had to deal with higher shipping costs, product delivery delays, and increased carbon emissions as a result of this diversion. The Gaza ceasefire gave some hope that the disruption would finally end. But shipping lines will not hurry back to the region until long-term security is guaranteed.

    During the early stages of the crisis, moving a container from Shanghai in China to Europe cost approximately 250% more than before the war in Gaza began. This was largely due to increased fuel costs and higher insurance premiums. Freight rates (the price companies pay to transport goods) remained high throughout 2024, despite some fluctuations.

    The cost of moving a 40-foot container from Shanghai to Rotterdam in the Netherlands, for example, surged from around US$4,400 on average in January to above US$8,000 by August. This had dropped to US$4,900 at the end of the year.

    It is too early to say whether these costs will be passed on to consumers in the form of higher prices – full transmission through the supply chain to consumer prices can take upwards of 12 months. But some estimates suggest global consumer prices could rise by 0.6% on average in 2025 as these increased shipping costs filter through the supply chain.

    Diverting around southern Africa also resulted in delays in the delivery of many goods and components. The proportion of container ships that arrived on schedule dropped from 60% on average worldwide in 2023 to about 50% throughout 2024. This created congestion at ports because ships often arrived at their destination later than planned, resulting in further delivery delays.

    Unreliable transit times are a significant issue for supply chains because they make it difficult for businesses to plan inventory and coordinate production schedules. Indeed, several vehicle manufacturers, including Tesla and Volvo, temporarily suspended manufacturing in early 2024 due to a lack of components. And food supply chains, including those for avocados, tea and coffee, were also affected by delays.

    Since then, many companies have adapted by increasing their safety stock levels and transporting cargo using alternative modes of transport like air and rail. Some European firms have also adopted a strategy called “nearshoring”, where they source products from regions closer to home such as Turkey and Morocco instead of relying on suppliers in Asia.

    Increased emissions

    The longer route around southern Africa requires that ships travelling between Europe and Asia use around 33% more fuel on average than they would use by travelling through the Red Sea at the same speed.

    Over the past decade, most shipping companies have employed a “slow steaming” policy to economise on fuel use and minimise their carbon emissions. But diverted ships have been travelling around 5% faster than usual in an attempt to minimise delays. The increased vessel speeds will have caused the associated emissions toll to rise – large container vessels require 2.2% more fuel for every 1% increase in speed.

    More data is required to determine the precise amount of additional emissions caused by diverting shipping away from the Red Sea. But estimates suggest that approximately 13.6 million tonnes of CO₂ were emitted by ships rerouted from the Red Sea between December 2023 and April 2024 – equivalent to the carbon emissions of nine million cars over the same period. If ships continue to avoid the region, the increased emissions could amount to 41 million extra tonnes of CO₂ per year.

    Some cargo has also shifted from sea transport to air freight, which has a far greater environmental footprint. Shipping a kilogram of product by long-haul air freight generates at least 50 times more CO₂ emissions on average than container shipping.

    Before returning to the Suez Canal, container lines will want to see a prolonged period of stability around the Red Sea. This is due, in part, to safety and security concerns related to the crew, cargo and the ship.

    But shipping companies also have operational challenges to keep in mind associated with the scheduling of port calls and voyages. Shipping lines will find it difficult to switch back to the longer route around Africa immediately if attacks in the Red Sea resume.

    And, at least for now, the situation in the Bab al-Mandab Strait remains unpredictable. In a televised speech on January 20, Houthi leader Abdul-Malik al-Houthi warned: “We have our finger on the trigger.”

    With other disruptions continuing to affect global shipping, such as port strikes, low water levels in the Panama Canal and extreme weather events, supply chain issues are likely to continue throughout 2025.

    The UK has issued a statement following the occupation of Goma in Eastern DRC by M23 and Rwandan Defence Forces (RDF).

    An FCDO spokesperson said:

    “The UK condemns the occupation of Goma and other territories in eastern DRC by M23 and Rwandan Defence Forces (RDF) as an unacceptable breach of DRC’s sovereignty and the UN Charter which poses a fundamental risk to regional stability.

    “The UK calls for the immediate withdrawal of all RDF from Congolese territory. On 26 January, the Foreign Secretary told President Kagame that an attack on Goma would provoke a strong response from the international community. On 29 January, Lord Collins made clear to the Rwandan High Commissioner that Rwanda’s actions in eastern DRC were unacceptable and expressed deep concern at reports of M23 and RDF advancing through South Kivu towards Bukavu.

    “The humanitarian situation, already dire before M23 and RDF’s latest offensive, is now critical. More than 800,000 people in the area who were prioritised for support may no longer receive vital food and nutritional assistance. The UK calls on all parties to immediately cease hostilities, facilitate humanitarian access, and return to inclusive diplomatic talks. Their engagement in good faith in African-led processes will be key. There can be no military solution.

    “The UK is actively considering next steps, alongside international partners, including the possibility of a review of all UK support to Rwanda.”

  • MIL-OSI United Kingdom: New mobility hub underway in Chaddesden

    Work to create the city’s second sustainable transport hub is underway, giving residents greater choice when deciding how to travel around their local community.

    Following the success of the Six Streets mobility hub which was launched in March 2023, work has started at Nottingham Road in Chaddesden, next to the busy shopping precinct.

    Mobility hubs make it easier for people to choose alternative ways to get to local amenities. These include sustainable travel, such as electric vehicles (EV) and car share clubs, or active travel like walking and cycling. The hubs are continually monitored which helps the Council learn more about the area’s transport needs and demand for the different elements of the hub

    The Chaddesden mobility hub will be home to:

    • Additional Enterprise Car Club vehicles
    • Electric Vehicle (EV) charging and dedicated EV parking
    • An interactive information totem with live travel updates
    • A new bench and planter to enhance biodiversity
    • A covered cycle shelter with space to store ten bicycles and a permanent bicycle pump.

    Work to create the mobility hub will also enhance the look and feel of the area through the planting of additional trees and the relining of the car park. The western end of the precinct will also be resurfaced with new flexible porous surfacing to replace damage caused by existing trees. The new surfacing will have resistance to movement caused by root growth.

    Councillor Carmel Swan, Cabinet Member for Climate Change, Transport and Sustainability said:

    We’ve been working hard to give our communities greater choice when deciding how to travel around the city.

    These mobility hubs have been in development for some time so it’s exciting to see work get underway in Chaddesden. We’ve taken the time to learn from previous schemes and listen to local residents and businesses and are confident that this hub will become a welcome addition to the Chaddesden community, further enhancing our ever-growing network of active and sustainable travel choices.

    The Chaddesden mobility hub is due to be completed in April 2025. A third mobility hub is also in the works to benefit residents of Normanton and Arboretum on Grove Street. Work on this hub will begin in the Spring.

    The mobility hubs are funded by the Department for Transport (DFT)’s Future Transport Zones Fund, which was awarded to Derby City Council to trial new and exciting developments in transport.

    t is a pleasure to be here with you today.

    I wish to start by congratulating the Member States that have recently been elected to the Peacebuilding Commission.

    I also congratulate Brazil for leading the PBC during its 18th session and welcome Germany’s candidacy for the chair of the 19th session.

    Excellencies,

    Our world is in trouble. 

    We see spreading conflicts and widening geopolitical divisions.

    We face a deepening climate crisis and widening inequalities.

    We are confronting the proliferation of weapons and the spread of disinformation.

    All of this and more makes the work of the Peacebuilding Commission more critical than ever.

    I want to salute the Commission for its vital advisory role to the Security Council, including in the context of UN mission transitions.

    I also recognize your important convening role within the UN and beyond – engaging civil society, the private sector, international and regional organizations, and financial institutions.

    Now we have the chance to consolidate and expand that work. 

    The Pact for the Future charts a course to reforming international cooperation – including by prioritizing prevention, mediation and peacebuilding.

    It seeks to break siloes by advancing coordination with regional organizations, developing innovative approaches and fostering the full participation of women, youth and marginalized groups in peace processes.

    And, fundamentally, the Pact calls for strengthening the Peacebuilding Commission.
    This year’s Review of the Peacebuilding Architecture offers an opportunity to further advance these efforts and strengthen the role of the PBC – namely its relationship with the Security Council.

    My recent report on Peacebuilding and Sustaining Peace lays out concrete suggestions around inflection points where the Commission can help catalyze national efforts.

    This includes working to fully empower the Commission to mobilize political and financial support for nationally-owned peacebuilding and prevention strategies.

    As the review unfolds, I encourage the Commission to draw on its rich experience to guide deliberations at the General Assembly and Security Council – with actionable recommendations towards strengthening the peacebuilding architecture and transforming people’s lives.

    Excellencies,

    This brings me to a vital issue: financing.

    The General Assembly’s approval of assessed contributions to the Peacebuilding Fund marks an important step.

    But it is still a far cry from the “quantum leap” of $500 million per year that is needed.

    As many Member States have highlighted, voluntary contributions remain paramount – and I encourage countries to provide additional support to the Fund.

    Given the urgent and expanding needs for peacebuilding support, I trust that the Review of the Peacebuilding Architecture will further examine how to ensure the predictability, adequacy and sustainability of the Fund – including by exploring innovative financing mechanisms, public-private partnerships and blended funding models.

    We must never waver in our commitment to pursue, achieve and sustain peace.

    The Peacebuilding architecture – consisting of the Peacebuilding Commission, the Peacebuilding Support Office and the Peacebuilding Fund – working together with UN Country Teams, are essential tools to help translate aspirations into reality.

    I look forward to continuing to work with you all to strengthen our peacebuilding architecture and help build a world of peace and prosperity for all largely thanks to your precious intervention.

  • MIL-OSI Security: IAEA Sees Operational Safety Commitment at Novovoronezh Nuclear Power Plant in Russia

    An International Atomic Energy Agency (IAEA) team of experts said that the operator of the Novovoronezh Nuclear Power Plant (NPP) in the Russian Federation has shown a commitment to enhancing operational safety.

    Requested by the Government of the Russian Federation, the Operational Safety Review Team (OSART) mission ran from 13 to 30 January. The Team reviewed operational safety in Units 4 and 6 of the Novovoronezh NPP. An OSART mission was previously completed for Unit 5 in 2015.

    OSART missions independently assess safety performance against the IAEA’s safety standards. The aim is to advance operational safety by proposing recommendations and, where appropriate, suggestions for improvement.

    The Novovoronezh NPP is located in the Voronezh region, about 600 kilometres south of Moscow. The plant is owned by State Atomic Energy Corporation Rosatom (ROSATOM) and operated by Novovoronezh NPP, a subsidiary of the Rosenergoatom Joint Stock Company. The plant consists of seven units. Units 1, 2 and 3 are permanently shutdown and under decommissioning. Units 4, 5, 6 and 7 are operating. All units are pressurized water reactors (VVERs); Units 4 and 5 are VVER-V179 (417 MWe) and VVER-187 (1000 MWe), respectively. Units 6 and 7 are both VVER-392M (1180 MWe). Russia has 36 nuclear power reactors in operation, providing almost 20 per cent of the country’s total electricity production.

    The team reviewed operating practices in Units 4 and 6 in the areas of leadership and management for safety, training and qualification, operations, maintenance, technical support, radiation protection, chemistry and accident management. The team was composed of seven experts from Belarus, Brazil, China, the Islamic Republic of Iran and South Africa, as well as four IAEA staff members and an observer from Russia.

    To make its assessment, the team reviewed documents from the Novovoronezh plant on its main technical features, staff organization and responsibilities, and its operational programmes, procedures and performance prior to the mission. During the mission, the team observed the plant in operation, examined indicators of its performance and held in-depth discussions with plant personnel.

    The OSART team observed that the staff at the plant are knowledgeable and professional and are committed to improving the operational safety and reliability of the plant.

    The team identified one good practice to be shared with the nuclear industry globally:

    • The main control room operators at Novovoronezh NPP have access to an electronic display for real-time indication of hydrogen ignition risk inside the containment building in the case of a severe accident.

    The mission also provided some suggestions to further improve safety, including that the plant should consider enhancing:

    • The consistent use of tools to minimize human error.
    • The quality of maintenance activities.
    • The arrangements for the monitoring and reporting of equipment condition and material deficiencies to ensure that any degradation is identified and reported.

    “We are grateful to the international experts of the IAEA for conducting a comprehensive inspection at two power units of the Novovoronezh NPP – Unit 4 and Unit 6. This is a reputable team with over 282-years combined operational experience in the nuclear power industry. According to the mission results, the plant received suggestions to enhance further the operational safety performance of Units 4 and 6,” said Vladimir Povarov, Director of Novovoronezh NPP. “The mission confirmed that there was good alignment between the plant practices and the requirements in the IAEA standards.”

    “Three of the four Novovoronezh NPP power units in operation have already successfully undertaken an IAEA international peer review. And we plan for power Unit 7 to be subjected to this procedure in the future,” Povarov added.

    The team provided a draft report of the mission to the plant management. They will have the opportunity to make factual comments on the draft. These comments will be reviewed by the IAEA, and the final report will be submitted to the Government within three months.

    General information about OSART missions can be found on the IAEA website. An OSART mission is designed as a review of programmes and activities essential to operational safety. It is not a regulatory inspection, nor is it a design review or a substitute for an exhaustive assessment of the plant’s overall safety status.

    Follow-up missions are standard components of the OSART programme and are typically conducted within two years of the initial mission.

    The IAEA Safety Standards provide a robust framework of fundamental principles, requirements and guidance to ensure safety. They reflect an international consensus and serve as a global reference for protecting people and the environment from the harmful effects of ionizing radiation.
