  • MIL-OSI Global: The Holocaust: how ‘rescue archaeology’ is tackling the impending loss of surviving witnesses

    This year is the 80th anniversary of the Soviet army’s liberation of Auschwitz, the huge and complex concentration and death camp in which one million Jews were murdered.

    The theme of this year’s Holocaust Memorial Day is For a Better Future, a message of hope that is much needed in this extremely troubling world, where the far right is gaining power inside and outside of Europe.

    An issue which has troubled those, like myself, who are involved with Holocaust education and memorialisation for some time is what to do when the survivor generation passes on.

    This is no longer a theoretical concern. Every year, inevitably and at an accelerating rate, the numbers of Holocaust survivors diminishes. In the past few years in the UK alone, prominent survivors have been lost. Most recently Lily Ebert, aged 100, who late in life became famous through relating her harrowing story through the very modern media of TikTok.

    Speaking about her death, King Charles said: “Alongside other Holocaust survivors she became an integral part of the fabric of our nation; her extraordinary resilience and courage an example to us all, which will never be forgotten.”

    Indeed, many Holocaust survivors have been prominent in recent years, recounting their testimony to schools and the media. Holocaust Memorial Day, inaugurated at the start of the new millennium, has provided a special place for survivors at both a national and local level.

    This year at the University of Southampton, for example, we are privileged to have Janine Webber, a survivor of the Lvov ghetto in German-occupied Poland, speaking. She will relay to a diverse audience of all ages and backgrounds her life before, during and after the Holocaust.

    Through the Parkes Institute for the study of Jewish/non-Jewish relations, we have organised this city-wide event for over two decades. We know, however, that this may be one of the last times we will be privileged to have the survivors at the heart of our programme. In 2035 it will be the 90th anniversary of the liberation of Auschwitz and by then few survivors, if any, will still be alive.

    There is a certain irony in the understandable angst about the devastating prospect of a world without Holocaust survivors (as well as their liberators, and those who helped Jewish people during their darkest hour).

    For many years after 1945, Holocaust survivors were not given the space to talk about their experiences – a silence that often extended to their children and wider families. It was only talking in their own small circles that these survivors felt that their experiences would be understood.

    Now the situation is very different. Survivors are honoured for their work in educating new generations born well after the second world war. King Charles’s heartfelt tribute to Ebert reflects a wider tendency. Many have been given honours, including a knighthood to the late survivor leader, Ben Helfgott, who died in 2023. Helfgott was one of over 700 child survivors who were flown to the UK in 1945 to recuperate and ended up making a huge contribution to the country.

    In the 1950s and 60s, when the first histories of the Holocaust were produced, the focus was on the perpetrators and the victims were voiceless and seen as “uneducated men” who had no place in accounts of the recent past. All of this changed in the late 20th century when the Holocaust grew in public awareness and interest.

    Belatedly, the survivors were rescued from obscurity and the human element of the tragedy came to the fore. Local and then international testimony projects emerged, the largest being the ongoing Visual History Archive which has interviewed close to 60,000 survivors, including of more recent genocides such as that in Rwanda.

    ‘Rescue archaeology’

    I have estimated that there may be up to 100,000 testimonies of Holocaust survivors in video, oral history and written format – perhaps the most related to any event in history. Most recently these interviews have been developed as interactive holograms where students and others can ask questions of the survivors such as the University of Southern California’s Dimensions project.

    These projects are a form of “rescue archaeology”, saving the testimony of survivors before it is too late. They are, especially in the hologram form, a way of directly confronting the dilemma of how to educate and commemorate without the survivors actually being present.

    In 2000, the Imperial War Museum in London opened its first Holocaust galleries. Before then the Holocaust had rarely been confronted by this landmark museum. In 2019 a new permanent Holocaust exhibition was also opened. In both exhibitions, survivor testimony was a prominent and engaging feature. Video testimony especially can capture the attention of all age groups and backgrounds.

    But even with this remarkable resource of recorded Holocaust testimony, something huge and irreplaceable will be lost when we no longer have the survivors to tell their stories.

    Even when survivors are unfocused in their presentation, or they find it challenging to communicate what is ultimately indescribable, there has been a bond between them and their audience. In some ways their presence has made it too easy for those involved in education and commemoration to deal with the Holocaust.

    We must therefore find fresh ways of doing justice to their experiences, using their recorded experiences (including those who were killed but managed to write their testimony in the war itself through diaries) and finding creative ways of engaging a new generation to whom this is now distant history.

    It would be naive, however, to think that the post-survivor world will be an easy one to navigate. We have been lucky that the survivors have had the courage and energy to share their experiences and must regret that it took us so long to listen.

  • MIL-OSI Security: Corporation and Former Chief Executive Officer Plead Guilty to Health Care Fraud and Tax Conspiracy

    The Justice Department announced today that KBWB Operations LLC, which did business as Atrium Health and Senior Living (KBWB-Atrium), and former Chief Executive Officer and Managing Member Kevin Breslin of KBWB-Atrium, both pleaded guilty to one count of health care fraud and one count of tax conspiracy related to the operation of numerous skilled nursing facilities.

    “Americans rely on skilled nursing facilities to care for themselves, family members and other loved ones, and the operators of these institutions must live up to their obligations and the law,” said Acting Assistant Attorney General Brett A. Shumate of the Justice Department’s Civil Division. “The Department of Justice will continue to work closely with its law enforcement partners to help ensure the safety and dignity of our must vulnerable citizens.”

    Breslin, 58, of Hoboken, New Jersey, pleaded guilty in the U.S. District Court for the Western District of Wisconsin on Dec. 17, 2024. KBWB-Atrium pleaded guilty in the same court on Jan. 21. Breslin is one of six owners of KBWB-Atrium. KBWB-Atrium’s corporate headquarters was located in Little Falls, New Jersey, and its Midwest corporate office was located in Appleton, Wisconsin. KBWB-Atrium operated and owned nursing facilities in New Jersey, Wisconsin, and Michigan.

    On Feb. 1, 2023, a Wisconsin grand jury returned a 12-count indictment against defendants Breslin and KBWB-Atrium (collectively the defendants) charging health care fraud and tax conspiracy, among other charges. According to court documents, from approximately Jan. 1, 2015, to in or about September 2018, KBWB-Atrium operated and owned 23 skilled nursing facilities in Wisconsin, and Breslin was responsible for overseeing all of KBWB-Atrium’s operations. The primary source of income for the KBWB-Atrium Wisconsin skilled nursing facilities was federal Medicare and Medicaid funds from the Centers for Medicare and Medicaid Services (CMS).

    According to court documents, the defendants’ alleged health care fraud scheme involved unlawfully diverting CMS funds intended for the operation, management, maintenance, and care of the residents of the KBWB-Atrium Wisconsin skilled nursing facilities for other purposes and personal expenses. The defendants allegedly prioritized distributions and guaranteed payments to KBWB-Atrium’s owners regardless of KBWB-Atrium’s financial situation. The defendants’ alleged actions resulted in failing to meet the required federal regulations governing skilled nursing facilities, including not operating the KBWB-Atrium Wisconsin skilled nursing facilities in a manner that would enhance residents’ quality of life. According to court documents, the defendants also knew that vendors were not being paid for extended periods of time or some were not paid at all for their services. Additionally, defendants allegedly failed to pay third-party administrators monies deducted from KBWB-Atrium employees’ paychecks for insurance premiums and 401(k) plan contributions.

    As a part of the tax conspiracy alleged in court documents, Breslin, acting on behalf of KBWB-Atrium, directed that income taxes and employment taxes withheld from KBWB-Atrium Wisconsin employees’ paychecks not be paid over to the IRS. This caused employees to prepare tax returns listing those withholdings as having been paid to the IRS, which was false.

    The defendants are scheduled to be sentenced on May 7 before U.S. District Judge William M. Conleyfor the Western District of Wisconsin. Breslin faces a maximum penalty of up to 10 years in prison for the health care fraud count and five years in prison for the conspiracy to commit an offense against the United States count, along with a period of supervised release. Both defendants face restitution and other monetary penalties. A federal district court judge will determine the sentence of each defendant after considering the U.S. Sentencing Guidelines and other statutory factors.

  • MIL-OSI United Nations: Secretary-General Calls on 23 March Movement to Immediately Cease Offensive, Withdraw from All Occupied Areas in Democratic Republic of Congo

    The following statement was issued today by the Spokesman for UN Secretary-General António Guterres:

    The Secretary-General is alarmed by the resumption of hostilities in eastern Democratic Republic of the Congo.  He condemns, in the strongest terms, the renewed offensive launched by the 23 March Movement (M23) since the beginning of the year and its expansion into North Kivu and South Kivu, including the recent seizure of Sake, which increases the threat to the town of Goma. This offensive has a devastating toll on the civilian population and heightened the risk of a broader regional war.

    The Secretary-General calls on M23 to immediately cease its offensive, withdraw from all occupied areas and abide by the 31 July 2024 ceasefire agreement.  The Secretary-General is deeply troubled by the most recent report of the Group of Experts established pursuant to Security Council Resolution 1533 (2004), concerning the presence of Rwandan troops on Congolese soil and continued support to M23.  He calls on all actors to respect the sovereignty and territorial integrity of the Democratic Republic of the Congo and to put an end to all forms of support to armed groups, whether Congolese or foreign.

    The Secretary-General reaffirms his unwavering support for the peace efforts led by President João Lourenço of Angola to de-escalate tensions between the Democratic Republic of the Congo and Rwanda and commends him for the progress made so far.  He urges the parties to remain engaged in the Luanda process and maintain momentum on the neutralization of the FDLR [Democratic Liberation Forces of Rwanda] and withdrawal of Rwandan forces, as well as the swift operationalization of the Reinforced Ad-Hoc Verification Mechanism.

    The Secretary-General urges all parties to uphold human rights and international humanitarian law, including by ensuring immediate and unfettered access to populations in need of humanitarian assistance and respecting the civilian character of internally displaced persons’ sites.  He reaffirms the determination of MONUSCO [United Nations Organization Stabilization Mission in the Democratic Republic of the Congo] to implement its mandate to protect civilians.  He strongly condemns action by any party that endangers the safety and security of UN blue helmets and civilian personnel.

  • MIL-OSI Global: Trump inherits the Guantánamo prison, complete with 4 ‘forever prisoners’

    President Joe Biden’s record of handling the U.S. military prison at Guantánamo Bay, Cuba, is decidedly mixed. He succeeded in reducing the detainee population he inherited by more than half, but he compounded problems in the military commissions that the Bush administration had invented in the wake of the 9/11 attacks to try people captured in the “war on terror.” Now all the problems at Guantánamo are again President Donald Trump’s.

    When Biden took office in 2021, there were 40 prisoners. Today there are 15, the lowest number since the first 20 Muslim men and boys captured in Afghanistan were airlifted to the base on Jan. 11, 2002.

    Biden left Trump four people the U.S. will not release but also cannot put on trial – the so-called “forever prisoners.” He also left intact the troubled military commissions system, with three pending criminal cases against a total of six detainees.

    In December 2021, former chief military defense attorney Brig. Gen. John Baker testified before the Senate Judiciary Committee: “It is too late in the process for the current military commissions to do justice for anyone. The best that can be hoped for at this point … is to bring this sordid chapter of American history to an end.” Baker made clear that the only viable option is to resolve the cases with plea bargains for the defendants.

    A chance to make progress

    There are three cases that have not yet gone to trial – the 9/11 case with four defendants facing charges for their connections with the attacks, the USS Cole bombing in October 2000 with one defendant and the Bali bombing in October 2002 with one defendant.

    The 9/11 and USS Cole cases have been stuck in the pretrial phase since Biden was Barack Obama’s vice president. In the summer of 2024, a breakthrough in the 9/11 case appeared imminent: Prosecutors and defense lawyers for three of the four defendants reportedly reached plea-bargain agreements. Khalid Sheikh Mohammad – the alleged “mastermind” of the attacks – Walid bin Attash and Mustafa Hawsawi agreed to plead guilty and accept life sentences in exchange for the government taking the death penalty off the table. There was no deal for the fourth 9/11 defendant, Ammar al-Baluchi.

    The deals were approved on July 31 by the top military officer overseeing the Guantánamo commissions, retired Brig. Gen. Susan Escallier. But two days later, Biden’s defense secretary, Lloyd Austin, stepped into the process and overrode Escallier – whom he had appointed. Austin announced that the plea deals were revoked.

    The judge, Air Force Col. Matthew McCall, decided to schedule plea hearings for early January. But after some legal back-and-forth that forced a stay, he had to cancel them. Biden left the case against three 9/11 defendants in limbo.

    Witness to the transition

    In mid-January 2025, I made my sixteenth reporting trip to Guantánamo. I came for closing arguments on a motion in the 9/11 case that seeks to suppress statements that Ammar al-Baluchi made to the FBI in January 2007. That was four months after he and 13 others were transferred to Guantánamo from CIA black sites where they were held for years. The litigation to suppress those statements started in 2019.

    In Chapter 10 of my book, “The War in Court: Inside the Long Fight against Torture,” I detail how the litigation on this suppression motion made public previously unknown details and under-acknowledged horrors of the CIA’s rendition, detention and interrogation program.

    These closing arguments were the culmination of six years of litigation on the key question in the 9/11 case: Does torture matter in the pursuit of justice in the military commissions?

    Can Guantánamo be closed?

    Of the 780 people ever detained at Guantánamo, 540 were released during the presidency of George W. Bush, who established the detention facility. Obama, who signed an executive order on his second day in office pledging to close Guantánamo within a year, released 200.

    In his first term, Trump pledged to keep the facility open. The only man to leave Guantánamo during Trump’s first term was Ahmed al-Darbi, who was repatriated to Saudi Arabia in 2018 to serve out the remainder of his sentence from a 2014 plea bargain agreement.

    When Biden took office, he said that he supported shutting down the military prison at Guantánamo. In the early years of his presidency, there was a slow stream of transfers, mostly people who had been cleared for release long ago and were freed.

    In Biden’s last months, the pace of transfers quickened. In December 2024, a Kenyan detainee, two Malaysian members of al-Qaida who had pled guilty the previous January, and a Tunisian man who had been in Guantánamo since the day the facility was opened were all repatriated to their countries of origin and freed. In January 2024, 11 Yemenis were transported from the prison to Oman to be resettled.

    15 men left behind

    The Biden administration had also planned to repatriate a severely disabled Iraqi detainee, Abd al-Hadi al-Iraqi, to serve out his plea-bargained sentence in a Baghdad prison. But a federal judge blocked that transfer, ruling that al-Iraqi would not get necessary medical treatment in Iraq and might be subject to abuse there.

    Al-Iraqi is one of the 15 that Biden left behind. Three of them – a Libyan, a Somali and a stateless Rohingya – have long been cleared for release. Their continuing detention without charges highlights a key element of the Guantánamo problem: No one can be released unless the U.S. government finds another country willing to accept them.

    One of the remaining detainees, Ali Bahlul, is serving a life sentence for conspiracy to commit war crimes. Six others, including the four 9/11 defendants, are awaiting their trials.

    There are also four detainees whom the government refuses to transfer but cannot put on trial for lack of evidence.

    These so-called “forever prisoners” include Abu Zubaydah, a Saudi-born man of Palestinian descent who was taken into CIA custody in 2002 and was used as the guinea pig for the CIA torture program. The government long ago conceded that Abu Zubaydah was not a top leader of al-Qaida – in fact he was not even a member. But he will not be released because he knows how he was treated by the CIA, and that treatment remains highly classified.

    The newest forever prisoner is one of the original 9/11 defendants, Ramzi bin al-Shibh; in September 2023, he was declared mentally incompetent to stand trial. Now he is uncharged, unreleased and untreated for his psychological maladies that were caused by the torture he endured in CIA black sites.

    The ‘War on Terror’ is not over

    When Biden pulled U.S. troops out of Afghanistan in August 2021, he claimed to have ended America’s longest war – and repeated this claim in a January 2025 speech. But the Guantánamo prison remains open, and as long as it is, the “war on terror,” which first put U.S. troops in Afghanistan in 2001, is not over.

    How Trump will deal with Guantánamo is an open question. If he focuses on the death penalty, he will press ahead with military commission trials like his predecessors, hoping for unanimous guilty verdicts and death sentences. If he prioritizes cutting wasteful government spending, he will release additional detainees and allow the three plea bargain agreements to go into effect.

    No one I spoke to during my last trip was willing to predict what a second Trump term might bode for Guantánamo – except that it won’t be closed.

    SINGAPORE – More than two years after a Ukrainian woman was stopped at Bangkok’s Suvarnabhumi Airport during an INTERPOL operation with 116 baby tortoises concealed in her luggage, the internationally protected species have been returned to Tanzania as evidence against their smuggler.

    The repatriation of the tortoises signals the final phase of a long-running enquiry into an international wildlife trafficking ring that has led to the arrest of 14 suspects from various countries and tracked down the Ukrainian smuggler after a global investigation.

    Police Major General Surapan Thaiprasert, Commander of the Foreign Affairs Division at the Royal Thai Police said:

    “Thailand worked closely with INTERPOL and our partners in Tanzania on this significant case. Through our strong detection capabilities, we were able to intercept the smuggler and rescue the tortoises. Their successful return to Tanzania is a testament to our collaborative efforts.”

    Criminal economy

    The trafficking of endangered tortoises is a significant criminal economy, with species removed from their natural habitats, often to be sold abroad as exotic pets.

    The 116 tortoises recovered in Bangkok included pancake tortoises, radiated tortoises and Aldabra giant tortoises, all of which are protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES).

    Many of the tortoises died after being found in the smuggler’s luggage, despite urgent care provided by Thai authorities. All 116 were nevertheless repatriated as evidence.

    Cyril Gout, Acting Executive Director of Police Services at INTERPOL said:

    “Wildlife trafficking is a serious global threat that disrupts ecosystems and harms communities while enriching organized crime groups. This case demonstrates the resolve of law enforcement internationally to protect vulnerable species, stop illegal wildlife trafficking and bring criminals to justice.  

    “INTERPOL plays a vital role in facilitating coordinated action against wildlife crime and will continue to support our member countries in breaking up wildlife trafficking syndicates.”

    Dismantling a wildlife crime network

    Following her arrest in Bangkok, the Ukrainian smuggler fled Thailand before she could be fully prosecuted. Through intense international police collaboration and an INTERPOL Red Notice, she was located in Bulgaria in March 2023 and extradited to Tanzania three months later.

    Once it was established that the smuggler belonged to a larger wildlife trafficking network, INTERPOL provided investigative and operational support. As a result of these efforts, 14 additional suspects, from countries including Egypt, Indonesia, Madagascar and Tanzania, have so far also been arrested.

    Ramadhan Hamisi Kingai, Director of Criminal Investigation at the Tanzania Police Force said:

    “From the capture of the suspect to the repatriation of the tortoises, these successes were made possible through strong international police cooperation and a collaborative, multi-agency approach facilitated through INTERPOL. Tanzania is firmly committed to addressing wildlife crime and continues to work with other countries to ensure that those responsible are arrested and prosecuted to the fullest extent of the law.”

    Local wildlife officials in Tanzania will quarantine and care for the surviving tortoises before assessing if they can be safely returned to their natural habitats.

    Ms. Kozack: Good afternoon, everyone. Thank you for joining us this afternoon. My name is Julie Kozack. I’m the Director of communications at the IMF. Welcome to this press briefing of the IMFC. And I am delighted to have with us here today the Chair of the IMFC, His Excellency Mohammed Aljadaan, Minister of Finance of Saudi Arabia, and also our Managing Director, Kristalina Georgieva. They will first share with you a few takeaways from the IMFC meeting that just concluded, and then we will have time for your questions.

    Your Excellency, the floor is yours.

    Mr. Aljadaan: Thank you. Thank you very much, and thank you to all of you for being here. And thank you, Julie. Good afternoon, everyone.

    I would like to thank all the IMFC members for their strong and focused collaboration. I would also like to congratulate Kristalina for her second term as Managing Director. We wish her every success. And I must say that personally, I would congratulate myself and the members for her accepting, actually, to spend the next five years with us.

    It’s important to note that the IMF was established 80 years ago at Bretton Woods. Since 1944, the world has changed dramatically, and the IMF and the World Bank have evolved along with that.

    The evolution continues, as we respond to many challenges facing the global financial system. Above all, our approach seeks common ground to achieve the common good for all. The IMFC members are pleased to report that the global economy has moved closer to a soft landing. Global growth is steady, and inflation continues to moderate. However, progress has been uneven across members. There is uncertainty, with risks tilted to the downside; medium‑term growth prospects remain muted; and global public debt has reached a record high.

    Going forward, we will work to further secure a soft landing, while stepping up our reform efforts to shift away from the low growth/high debt path.

    I want to report on a few developments very quickly.

    The IMFC members welcomed the completion of the review of the Poverty Reduction and Growth Trust, ensuring that the IMF is supporting low‑income countries to address balance of payments challenges. We encourage the IMF and the World Bank to further develop their proposal to support countries with sustainable debt but experiencing liquidity challenges. We supported the IMF’s efforts to strengthen its capacity development assistance and to secure appropriate financing. We welcomed the new 25th chair in the IMF’s Executive Board for sub‑Saharan Africa, which will strengthen the voice and the representation of the region. We also welcomed the new member, Liechtenstein, as our 191st member. That makes the IMF almost universal, short of possibly one or two members. And we reaffirmed our commitment to a strong, quota‑based, and adequately resourced IMF at the center of the Global Financial Safety Net.

    We have secured or are working to secure domestic approvals for our consent to the quota increase under the Sixteenth General Review of Quotas by mid‑November this year, as well as relevant adjustments under the New Arrangements to Borrow.

    Of particular importance is the commitment to improve the Common Framework for sovereign debt relief in low‑income countries so it is implemented in a more predictable, timely, and coordinated manner. Also, we appreciate the reforms of the Fund’s lending toolkit, particularly for the PRGT.

    Finally, I would note the review of the charges and the surcharges policy, which will alleviate the financial cost of the Fund’s lending for borrowing countries, while preserving their intended incentives and safeguarding the Fund’s financial soundness.

    The IMFC has achieved some important milestones in this meeting. This shows that the IMF is essential to that spirit of multilateralism born at the Bretton Woods, as we seek common ground to assure progress and prosperity for all IMF members.

    Now I will turn it to you, Your Excellency. Please, Kristalina.

    Ms. Georgieva: Thank you very much. Thank you very much, Minister Aljadaan. Congratulations for chairing another very engaged, substantive, and successful meeting and, again, one that starts right on time and finishes on the dot. You bring this discipline symbolically, as we have no time to waste. There are very important topics to bring the membership together on.

    You have presented the substance of the meeting and the achievements of the meeting. I would like to add to that three points.

    First, to recognize the good balance that was achieved between confidence and caution. Confidence that the world economy has proven resilient. Inflation is in retreat. And this is being done without a risk of recession. Caution, that the problems that we need to address are still in front of us. They are complex. We have to attend to the concerns of people that maybe inflation is going down, but price levels are high. We have to recognize that in front of us is a prospect for low growth and high debt, a burden that is particularly heavy on low‑income countries, and that we are operating in an environment that is more impacted by forces of fragmentation. They are driven by wars that are happening and still going on. They are driven by security concerns in countries. They are driven by concerns about competitiveness.

    And in this environment, the second observation I would like to make is the good balance between attention to the short‑term priorities and what needs to happen in the medium to long term. For the short term, the focus is on two things. One, how to‑‑for central banks to remain attentive, be evidence‑based, carefully monitor data to make sure that they don’t cut either too early or too late, and that the monetary policy continues to be well communicated so expectations are anchored on the basis of this communication. And also, two, in the short term, a focus on the fiscal side as an immediate priority. Fiscal buffers have been exhausted, yet fiscal pressures are high. And that attention to medium‑term fiscal consolidation that starts now‑‑is not delayed‑‑came through for many of our members.

    And in terms of the medium to long term, not surprisingly, a very substantive, deep discussion on what can be done to lift up growth prospects in countries; what can enhance productivity; what can be a factor for countries to achieve better outcomes for their people but also attention to the role a more vibrant global economy can play for this higher‑‑higher growth trajectory.

    And my third point is going to be about debt. This was an issue that a majority of members addressed. Recognizing that you cannot‑‑actually, one of the Ministers quoted me from a previous engagement, me saying “you cannot borrow your way out of debt.” The topic of debt was particularly important in terms of the work the Bank and the Fund are undertaking on our so‑called three‑pillar approach; and I want to update you on it, since it gained a lot of interest.

    The three‑pillar approach we are proposing‑‑it is in the context of the Global Sovereign Debt Roundtable and the broader work on debt‑‑is to support countries that are not yet in a position that requires debt restructuring but are faced with significant liquidity problems that, if not addressed‑‑if they’re not addressed, can turn into a risk for solvency in the future.

    Pillar I, reforms to boost growth and mobilize domestic revenues. Pillar II, adequate financing, including from international financial institutions and a call on us to work together. Pillar III, crowding-in private financing at a lower cost.

    I felt that that strong endorsement of this three‑pillar approach is going to give the Bank and the Fund the guidance and encouragement to do our best. You will see us identifying countries in which we apply that three‑pillar approach.

    You walked us through all the important achievements. To us, the staff of the Fund, what we particularly cherish is that over the last months, we agreed on three historic firsts‑‑never done before. First time in our history, reaching our precautionary balances target. First time ever reducing charges and surcharges that would save $1.2 billion to borrowing members, a 36 percent reduction. First time deploying net income to boost our lending capacity for low‑income countries.

    Mr. Aljadaan: Kristalina, I think this is just a very clear illustration that, despite all the discussion about fragmentation, three firsts are agreed by the members, very important firsts. So it just shows, really, that there is a lot of support to management and the Fund from the members.

    Ms. Georgieva: Oh, no. Thank you. And they have been agreed unanimously.

    So my heart goes to all the staff of the Fund and all the members of the Fund. My gratitude to them. And a very special thanks to Brazil, Poland, Saudi Arabia, the UAE, and the U.S. for contributions to the PRGT; and the UAE for a contribution to the Resilience and Sustainability Trust. And I want to thank the U.K. for committing in the meeting to directly transfer its share of the GRA income distribution to the PRGT, and they called for others to follow.

    So, all in all, what we can say is that the meeting demonstrates, when there are forces of fragmentation, bridges become even more important. And we, the IMF, we are a bridgebuilder. Thank you.

    Ms. Kozack: Thank you very much, Minister, Managing Director. We will now turn to your questions. Please do raise your hand if you have a question, and please do identify yourself. Let’s see. I’m going to start all the way over on this side of the room. There’s a gentleman in the fourth row. Yep. Let’s start there.

    QUESTION: Good afternoon. Actually, I have two questions for today. My first question is for the Managing Director. As you reflect on the Annual Meetings, how do you assess the global economy, the main challenges and opportunities? My second question will be for Your Excellency, Minister Mohammed Aljadaan. What are the pressing IMFC issues and objectives for the coming years? Thank you.

    Ms. Georgieva: Thank you for your question. The meetings have been very useful to see the unanimous understanding on the progress we have made and quite a close view across members on the challenges ahead.

    The achievements in terms of bringing inflation down to open up, again, space for a reduction of interest rates that can contribute to better growth prospects in countries was recognized by a vast majority of our members. And at the same time, there was no sense of complacency. Why? Because the conditions of the world economy are good‑‑growth at 3.2 percent, inflation down‑‑but risks are tilted to the downside. And they are both in terms of the importance of monetary policy to remain vigilant and avoid a risk of misjudgment in the direction of interest rate policies and also risks that stem from a more fragmented world economy.

    In terms of challenges, three stood out throughout the meetings.

    First, the fiscal challenge. How to bring fiscal balance after these multiple shocks and years in which fiscal resources had to be deployed more actively? How to do that without undercutting prospects for investing in growth.

    Second, how to identify and put in place structural reforms that can rapidly build prospects for higher productivity, higher growth in terms of labor market reforms, product market reforms, as well as reforms that can allow an acceleration of the green and digital transformation.

    And three, how to build more resilience to future shocks. What we learned over these last years is that we are in a more shock‑prone world, and that requires building resilience in our economies for the future.

    Ms. Kozack: Thank you. Minister.

    Mr. Aljadaan: I will make it very quickly, actually, because they are very much related; so I will not repeat what the Managing Director has said. But the IMFC is basically the Governors’ body of this institution. And the whole idea of the IMFC meeting is, A, to exchange views on, what can we then do together collectively, really, to help the world economy but also to give steer to the management of the institution. And that’s really the point that you mentioned, whether it is ensuring that we actually do the last mile of dealing with inflation properly. Second is trying to ensure that we find ways out of the high debt/low growth and to more productivity growth and a more coordinated approach. We also wanted to make sure that we also provide the right support to the institution through finalizing our legislative approvals for the quota increase, making sure that we also provide the support that the Fund needs. And whether it is the PRGT or the trust fund or otherwise, I think there is the pure IMFC technical work that happens, but then there is a lot of coordination between management, the IMFC, and then the regional funds, multilateral development institutions; that we need to make sure that they all also connect.

    Ms. Kozack: Very good. Thank you. All right. Let’s go to the middle. I am going to go to the second row, gentleman, gray jacket, white shirt. Yep, you.

    QUESTION: I thought I had grabbed the wrong jacket. Managing Director, it’s been a long set of meetings. There are a lot of issues to get through, but one of the things that’s been kind of hanging over this set of meetings has been the U.S. election. And I am just wondering if you could describe sort of how this has been discussed in these meetings, what you’re thinking about it. And you know, there could be a major turn inward by the United States as a result of this. How do you avoid‑‑how do you deal with that? What do you tell people to do about it? Thank you.

    Ms. Georgieva: The discussions ‑‑ we had a total of four meetings in different formats and themes. And the discussions in the meetings were about the problems we collectively face and how to go about them. In other words, the sentiment of the membership is, elections are for the American people. What is for us is to identify, what are the challenges and how the IMF can constructively address these challenges.

    Mr. Aljadaan: I agree.

    Ms. Georgieva: So, yeah‑‑

    Mr. Aljadaan: Go ahead.

    Ms. Georgieva: I was just going to say, it was what‑‑what are the problems of the world in advanced economies, in emerging markets, in low‑income countries? What can the IMF do to help different parts of the membership to address these problems?

    Mr. Aljadaan: I think, basically, the institution ‑‑ I think there is a clear recognition the institution has, you know, existed for the last 80 years. It worked with multiple administrations from both sides and has managed to have a very good relationship with our host. So, we just need to make sure that we continue that dialogue.

    Ms. Kozack: Very good. I will go to this side. Second row, gentleman in the gray shirt, at the end.

    QUESTION: Good afternoon. My question is meant for the IMF MD. I would like to know what the IMF doing to increase Africa’s voice on your Board. And like the Minister said earlier, they have added one more seat for Africa. I don’t think that is enough. What are you doing that to raise that to maybe two or three? Thank you.

    Ms. Georgieva: Thank you very much for this question.

    The most significant step we have taken to increase the voice and representation of Africa is to add a third chair for sub‑Saharan Africa around the Board table at the Fund. So up to November 1, we have 24 Executive Directors, representing 190, soon to be 19‑‑well, no. There are already 191 members. And as of November 1, we will have 25 Executive Directors. That means that the sub‑Saharan African countries will have a better representation of their issues. And these are, as you know, that’s a diverse group of countries. When we only have two Directors, that means constituencies that have 23, 22 countries, it is very difficult for this Executive Director to voice the concerns of each and every one of the members. Now they will have three Directors, and that brings them at par with other parts of the world. We have Executive Directors representing‑‑one represents 16 countries, another one representing 13. So now sub‑Saharan Africa is not going to be an outlier. And that would allow the‑‑and that, of course, means an Executive Director but also offices with advisors and Alternative Executive Directors from the constituency.

    Beyond that, this is really important‑‑ So imagine you sit around this Board table, and now you have more voice.

    Beyond that, there are two other things we do at the Fund. One is to work very hard to have diversity of our staff. So we actually are very proud. We set a target for sub‑Saharan Africa. We have exceeded it. So we have more people coming from this part of the world.

    And the second one is how we engage with these countries. We have, over time, built offices in a number of countries, including training centers. And that brings us closer, makes it easier to hear the concerns of citizens and authorities.

    Actually, next to us‑‑when we had the meetings, next to us was a proud son of Kenya.

    Where is Ceda? Is he here, or no?

    The Secretary of our Board is from Kenya. So Africa was very visible. We can say we had the Arab world. We had emerging markets, Europe; and we had Africa.

    Mr. Aljadaan: I think, to be honest, Africa is very important. And it is not only about how many chairs in the Board that represent Africa. Actually, a lot of voices within the Board and there are a lot of voices within the IMFC, in the Governors‑‑even if they are not from Africa, they actually do a lot of work for Africa. And I can say, I am one of them. I have absolutely the full dedication to making sure low‑income countries, and particularly in Africa, are supported and provided ‑‑ not only financial support but also technical support to‑‑you know, for them to graduate from low‑income country status.

    Ms. Georgieva: Yep. Half of the countries in sub‑Saharan Africa have programs with the Fund. And these programs are not just about the financing; they are about bringing capacity development, bringing excitement about growth for the future in these countries.

    Anthony Albanese, Prime Minister: I’ve just come from the opening session of the Commonwealth Heads of Government meeting here in Samoa. And apart from what was a rather extraordinary cultural display, including all the countries of the Pacific, including Australia, the speech of His Majesty King Charles was, of course, a highlight. King Charles spoke about the existential threat of climate change to our region. He also spoke about the need to not divide, but to come together in our common interest as a Commonwealth. And it was very well received by the heads of government and by the delegates to this important conference that comes at an important time, and the first time, of course, that CHOGM has been held here in the Pacific. We also heard from the Prime Minister Fiamē, and I was able to have a bilateral meeting with the Samoan Prime Minister this morning, after which, I had a bilateral meeting with the Prime Minister of the UK, Keir Starmer, as well as I had a range of informal meetings while we were waiting for CHOGM to occur, with other Commonwealth leaders. The Pacific is, of course, a global leader in climate action, and Australia respects and supports that leadership. The meeting that we had today with the Prime Minister of Samoa, and other Pacific partners who we discussed with, was about galvanising action in our region, and it will be front and centre of the next two days deliberation. Australia and the United Kingdom, of course, are old friends, but we’re also close friends. And more than friends, we’re partners, and I’ve enjoyed a positive relationship with Prime Minister Starmer for some time. It’s the first time we’ve been able to meet face to face as Prime Ministers of our respective nations. We today discussed, importantly, our new climate and energy partnership that we will be delivering on. We have a common view about the challenge, but also the opportunity, that climate change action represents. We both are on the path to net zero through the transition, and we see that as an opportunity for new industries, new jobs and a new industrialisation of our respective countries. From Australia’s perspective, of course, a future made in Australia, from the UK’s perspective, a future made in the UK. And there’s a real opportunity for us to develop technologies together to make a difference, as well as look at cooperation in areas such as climate finance. The new partnership will allow us to explore cooperation right across the board in all of these areas. Today, also, we’re announcing grants on our Australia-UK Renewable Hydrogen Innovation Partnership Program. This is six companies in Australia, six companies and entities in the United Kingdom, cooperating and collaborating to make a difference with the emerging green hydrogen industry that has such promise to play a critical role in the transition to net zero, in the production of green metals, in a range of areas that will make a difference of lowering our emissions whilst producing new industries and new jobs and new opportunities for Australia, but also for the United Kingdom. Of course, we also discussed AUKUS and the progress that we are making together. And in December, the Foreign Minister and Defence Ministers of both countries will meet, and that will be the next step in making sure that we continue on that pathway, the optimum pathway, for the delivering of AUKUS, and both of us expressed our support for the progress that has been made. I will hand to the Foreign Minister, and then we’re happy to take some questions.

    Penny Wong, Minister for Foreign Affairs: Thanks very much, Prime Minister. Look, it’s fantastic to be here with the Prime Minister for the Commonwealth Heads of Government Meeting. Obviously I had the Foreign Minister’s track yesterday and today is the important Head of Government Meeting, and it’s been a fantastic opportunity to engage with all members of the Commonwealth. Can I just say in relation to the partnership the Prime Minister has announced with Sir Keir Starmer, the Prime Minister of the United Kingdom. This is the Prime Minister’s first formal bilateral with the incoming government, and what a cracking start. Straight away, we’re set to work, working together on transforming our economies, on dealing with not just the existential threat, which is climate change, but all that we need to do economically for our own economies and for the world. So it’s a very exciting announcement that the Prime Minister is making today.

    Prime Minister: Happy to take some questions.

    Journalist: Prime Minister, the Prime Minister of Tuvalu has said that Australia is not doing enough to curb fossil fuel emissions. What do you say to that?

    Prime Minister: Well, I had positive discussions with Prime Minister Teo and other Pacific leaders here. They recognise that the challenge of climate change doesn’t mean that you can just flick a switch and act immediately. We need to make sure that energy security is prioritised in order to make sure that we have that support going forward. But we’ve worked very closely with our Falepili agreement with Tuvalu. The Prime Minister of Tuvalu was in Perth recently as well to pick up the vessel which will provide support there in Tuvalu. And I must say that the feedback I’ve had from Pacific leaders has been very welcoming of Australia’s leadership here in the Pacific when it comes to climate action.

    Journalist: Can I ask you further about climate change? Because the King’s speech was very interesting on the existential threat. He made some very dire warnings about what climate change could lead to without, well, global action, and I guess that means an agreement here. Now the King is usually meant to be above politics, isn’t he, but climate change is a very political issue. And in fact, politicians like Nigel Farage, for instance, once likened him to an eco-loony for taking a position on climate change. Admittedly, before he ascended the throne. Has he gone too far and beyond his official duties by being so political about climate change, or is he absolutely right to warn of division and conflict?

    Prime Minister: His Majesty is very passionate about the world in which he lives and about the responsibility that we have to future generations. It’s an issue which has characterised his public comments over a long period of time. He also made very strong comments in the Great Hall in Canberra. And in most parts of the world, with very few exceptions, climate change is above politics. It is about existential threat that exists to countries like Tuvalu and Kiribati. It’s about the world in which we live. It’s about our native fauna and flora. It’s about the natural disasters that we were warned would increase in intensity and in frequency. And that is precisely what we are seeing in Australia, but in other parts of the world as well, increased impact of climate change, whether it be rising sea levels, increased cyclones, increased bushfires, increased droughts, we are seeing the impact of climate change, that’s recognised by scientists around the world, and indeed one of the first world leaders to recognise the challenge of climate change and the need to act was Margaret Thatcher.

    Journalist: The King also talked about misinformation and the dangers of social media. It’s an area your government has worked on reform for. Have you discussed this topic with the leaders here today, and do you consider this an endorsement from the King?

    Prime Minister: Well, His Majesty, of course, speaks for himself, and he made comments about the world in which he resides. And social media is having an impact. It’s having an impact around the world, and much of that impact, of course, is positive. The capacity to communicate with each other is an important one. The use of new technologies to get information out there can be very important, but we also know that there can be a very negative impact as well. With misinformation, we’ve seen the use of artificial intelligence, including, fake information, and indeed, fake videos and a range of materials. And we know that social media when it comes to young people is having an enormous impact, and that’s what my government is doing. It’s something that we see discussed, I think, at the site of every tennis court on the weekend, netball court, football oval, swimming pool, we see parents after school, they’re very concerned about this impact. And I think that the fact that His Majesty, King Charles, is very conscious about the modern world and prepared to engage in debate about that discourse is, I think, of course, up to him, but it’s something that I think brings him credit.

    Journalist: If I could just ask, Keir Starmer and others have talked about conflicts, including that in the Middle East. Jim Chalmers has talked about the need for a ceasefire in the Middle East to prevent persistent global inflation. Do you agree that a ceasefire would go some way to doing it?

    Prime Minister: Well, we have been very clear about our view, and it’s a view we signed with Sir Keir Starmer and other leaders in the 13 countries that signed up to the statement some time ago. Quite clearly, we do need a resolution. We have said very clearly that we also want to see the hostages released. We want to see both Israelis, but also Palestinians and Lebanese to be able to live in peace and security. I note that Secretary Blinken is there in the region, and the Secretary of State has played a critical role in trying to bring about a reduction in conflict in the region, and we certainly wish him well,

    Journalist: Just, obviously, the legacy of colonialism is being discussed, and there are calls from African and Caribbean nations for Britain to pay reparations or engage in a process of reparatory justice for the evils of slavery. It’s something the UK Prime Minister has ruled out, but given Australia’s own history of black birding, is it something you’d support other Commonwealth nations in calling for, or at least for truth telling processes?

    Prime Minister: Well, the Australian Government has recognised black birding for a number of decades now. Paul Keating in 1994 said that black birding represented a sorry chapter in Australia’s history, and it does. What my government is focused on very much is a forward agenda of, how do we close the gap? How do we make a difference when the gap is there between Indigenous and non-Indigenous Australians in so many areas? We need to do better.

    Journalist: Prime Minister, just briefly back on climate change, if that’s all right. The King also spoke about the way that climate change could fuel social division and inequalities between nations. Is this something the Government’s examined in our own region, as temperatures rise and as natural calamities increase, the way that, for example, water shortages or other problems could fuel conflicts between countries, and given the ONA has done some assessment on this, ONI rather, sorry. Why should that assessment not be made public to the Australian people?

    Prime Minister: Because ONI that’s the job that it does so, I think with respect Stephen, you know the answer to why intelligent briefings are just that. But we know as well, it is no secret, and the Australian Government has made information available. That is one of the contexts of the discussions that take place at places like the Pacific Island Forum and indeed, CHOGM here, as well as bilateral visits. We’ve had visits, if you speak about the region, from the leaders of Papua New Guinea, Samoa, Tuvalu, Tonga, a range of countries in our region, Fiji too, since I’ve been Prime Minister, it’s always front and centre. And there is an equity aspect to climate change because of its impact is not even across the board, and so it is part of the context of the debate is making sure that Australia and those countries that, of course, are largely responsible for the emissions which are there, have a greater responsibility to act. That’s something that’s been recognised in, that’s part of the UN Framework Convention on Climate Change. We need to act together as the world. And I think that was a theme of, Commonwealth essentially means common good, and it is something that was a theme of His Majesty’s speech. And I think it was a very fine speech, which will be well received by Commonwealth nations.

    Journalist: Could I ask Minister Wong about the work with women that you’ve been doing over the last couple of days. The Queen has obviously, you know, spoken extensively about ending violence in the Pacific against women. When we talk about Australia engaging with the Pacific nations, we often talk about rugby league. What’s our in with women to help the Pacific, a platform for us, for Australia to help the Pacific?

    Minister Wong: Well, thanks for the question. I appreciate it. And you know, one of the points that I made yesterday and Her Majesty also made, is that if you’re serious about progress and development and peace, then you have to ensure you deal with women’s experience of violence, women’s access to education, women’s access to economic empowerment. In other words, a country cannot be all that it could be unless women and girls are enabled to fulfil their potential. We’ve really sought to integrate this work into our development assistance programs. And so you will see in Australian development programs, there’s a much greater emphasis than under previous governments, on making sure that there is a perspective around gender. In other words, if you’re funding an economic initiative, what is needed to enable women to participate as well as men? Education, similarly, what is the infrastructure needed for women and girls to participate so there is no peace and stability and prosperity without women taking their full place in a society. And we’ll continue to talk with the region about that.

    Prime Minister: Thanks very much. One more.

    Journalist: Two more?

    Minister Wong: You’ve had one.

    Journalist: The King also said you can’t change the past, which is clear, but do you think the Lidia Thorpe’s outburst or protest in Parliament indicates the Commonwealth collectively has not progressed?

    Prime Minister: Well, Lidia Thorpe’s outburst was, of course, about Lidia Thorpe, and she achieved her objective because I’m getting a question about it now. I thought it was rude, outrageous and entirely inappropriate.

    Journalist: If the ocean declaration is signed tomorrow what would Australia’s commitment be?

    Prime Minister: Well, I’m not going to pre-empt the processes. I’m hoping to end this press conference so that I can go to, the sessions haven’t begun yet, they begin this afternoon. We’ll be working this afternoon in a couple of sessions, but then again, tomorrow. I can indicate about tomorrow, just to get this in your diaries as well, the Pacific Policing Initiative, a number of, particularly Samoa, but other countries as well, have recognised that this is the first time it’s operated. We announced it just months ago. There are 11 countries, 46 police officers, including three from Australia, participating, providing security here. There’s also the people who are looking after me here from the local police, were trained by Australians in the past, and tomorrow, we’ll be first thing meeting with the nations of the Pacific who are participating, because this will be something to really celebrate. This is a great example of how Australia can provide practical support with, of course, the three prongs. One is the joint operations such as this one. The second will be the centre there at Pinkenba in Brisbane, that will provide the training. And then the four Centres of Excellence, one of which will be in Papua New Guinea, another which will be in Fiji. This is an example of Australia really making a difference in the region. And I conclude with that, but to thank all the journalists as well who made the effort to come here. This is an important gathering, and I appreciate, and I think Australia appreciates, the fact that you’re here as well. Thanks very much.

    Ms. Kozack: Good afternoon, everyone. Thank you for joining us this afternoon. My name is Julie Kozack. I’m the Director of communications at the IMF. Welcome to this press briefing of the IMFC. And I am delighted to have with us here today the Chair of the IMFC, His Excellency Mohammed Aljadaan, Minister of Finance of Saudi Arabia, and also our Managing Director, Kristalina Georgieva. They will first share with you a few takeaways from the IMFC meeting that just concluded, and then we will have time for your questions.

    Your Excellency, the floor is yours.

    Mr. Aljadaan: Thank you. Thank you very much, and thank you to all of you for being here. And thank you, Julie. Good afternoon, everyone.

    I would like to thank all the IMFC members for their strong and focused collaboration. I would also like to congratulate Kristalina for her second term as Managing Director. We wish her every success. And I must say that personally, I would congratulate myself and the members for her accepting, actually, to spend the next five years with us.

    It’s important to note that the IMF was established 80 years ago at Bretton Woods. Since 1944, the world has changed dramatically, and the IMF and the World Bank have evolved along with that.

    The evolution continues, as we respond to many challenges facing the global financial system. Above all, our approach seeks common ground to achieve the common good for all. The IMFC members are pleased to report that the global economy has moved closer to a soft landing. Global growth is steady, and inflation continues to moderate. However, progress has been uneven across members. There is uncertainty, with risks tilted to the downside; medium‑term growth prospects remain muted; and global public debt has reached a record high.

    Going forward, we will work to further secure a soft landing, while stepping up our reform efforts to shift away from the low growth/high debt path.

    I want to report on a few developments very quickly.

    The IMFC members welcomed the completion of the review of the Poverty Reduction and Growth Trust, ensuring that the IMF is supporting low‑income countries to address balance of payments challenges. We encourage the IMF and the World Bank to further develop their proposal to support countries with sustainable debt but experiencing liquidity challenges. We supported the IMF’s efforts to strengthen its capacity development assistance and to secure appropriate financing. We welcomed the new 25th chair in the IMF’s Executive Board for sub‑Saharan Africa, which will strengthen the voice and the representation of the region. We also welcomed the new member, Liechtenstein, as our 191st member. That makes the IMF almost universal, short of possibly one or two members. And we reaffirmed our commitment to a strong, quota‑based, and adequately resourced IMF at the center of the Global Financial Safety Net.

    We have secured or are working to secure domestic approvals for our consent to the quota increase under the Sixteenth General Review of Quotas by mid‑November this year, as well as relevant adjustments under the New Arrangements to Borrow.

    Of particular importance is the commitment to improve the Common Framework for sovereign debt relief in low‑income countries so it is implemented in a more predictable, timely, and coordinated manner. Also, we appreciate the reforms of the Fund’s lending toolkit, particularly for the PRGT.

    Finally, I would note the review of the charges and the surcharges policy, which will alleviate the financial cost of the Fund’s lending for borrowing countries, while preserving their intended incentives and safeguarding the Fund’s financial soundness.

    The IMFC has achieved some important milestones in this meeting. This shows that the IMF is essential to that spirit of multilateralism born at the Bretton Woods, as we seek common ground to assure progress and prosperity for all IMF members.

    Now I will turn it to you, Your Excellency. Please, Kristalina.

    Ms. Georgieva: Thank you very much. Thank you very much, Minister Aljadaan. Congratulations for chairing another very engaged, substantive, and successful meeting and, again, one that starts right on time and finishes on the dot. You bring this discipline symbolically, as we have no time to waste. There are very important topics to bring the membership together on.

    You have presented the substance of the meeting and the achievements of the meeting. I would like to add to that three points.

    First, to recognize the good balance that was achieved between confidence and caution. Confidence that the world economy has proven resilient. Inflation is in retreat. And this is being done without a risk of recession. Caution, that the problems that we need to address are still in front of us. They are complex. We have to attend to the concerns of people that maybe inflation is going down, but price levels are high. We have to recognize that in front of us is a prospect for low growth and high debt, a burden that is particularly heavy on low‑income countries, and that we are operating in an environment that is more impacted by forces of fragmentation. They are driven by wars that are happening and still going on. They are driven by security concerns in countries. They are driven by concerns about competitiveness.

    And in this environment, the second observation I would like to make is the good balance between attention to the short‑term priorities and what needs to happen in the medium to long term. For the short term, the focus is on two things. One, how to‑‑for central banks to remain attentive, be evidence‑based, carefully monitor data to make sure that they don’t cut either too early or too late, and that the monetary policy continues to be well communicated so expectations are anchored on the basis of this communication. And also, two, in the short term, a focus on the fiscal side as an immediate priority. Fiscal buffers have been exhausted, yet fiscal pressures are high. And that attention to medium‑term fiscal consolidation that starts now‑‑is not delayed‑‑came through for many of our members.

    And in terms of the medium to long term, not surprisingly, a very substantive, deep discussion on what can be done to lift up growth prospects in countries; what can enhance productivity; what can be a factor for countries to achieve better outcomes for their people but also attention to the role a more vibrant global economy can play for this higher‑‑higher growth trajectory.

    And my third point is going to be about debt. This was an issue that a majority of members addressed. Recognizing that you cannot‑‑actually, one of the Ministers quoted me from a previous engagement, me saying “you cannot borrow your way out of debt.” The topic of debt was particularly important in terms of the work the Bank and the Fund are undertaking on our so‑called three‑pillar approach; and I want to update you on it, since it gained a lot of interest.

    The three‑pillar approach we are proposing‑‑it is in the context of the Global Sovereign Debt Roundtable and the broader work on debt‑‑is to support countries that are not yet in a position that requires debt restructuring but are faced with significant liquidity problems that, if not addressed‑‑if they’re not addressed, can turn into a risk for solvency in the future.

    Pillar I, reforms to boost growth and mobilize domestic revenues. Pillar II, adequate financing, including from international financial institutions and a call on us to work together. Pillar III, crowding-in private financing at a lower cost.

    I felt that that strong endorsement of this three‑pillar approach is going to give the Bank and the Fund the guidance and encouragement to do our best. You will see us identifying countries in which we apply that three‑pillar approach.

    You walked us through all the important achievements. To us, the staff of the Fund, what we particularly cherish is that over the last months, we agreed on three historic firsts‑‑never done before. First time in our history, reaching our precautionary balances target. First time ever reducing charges and surcharges that would save $1.2 billion to borrowing members, a 36 percent reduction. First time deploying net income to boost our lending capacity for low‑income countries.

    Mr. Aljadaan: Kristalina, I think this is just a very clear illustration that, despite all the discussion about fragmentation, three firsts are agreed by the members, very important firsts. So it just shows, really, that there is a lot of support to management and the Fund from the members.

    Ms. Georgieva: Oh, no. Thank you. And they have been agreed unanimously.

    So my heart goes to all the staff of the Fund and all the members of the Fund. My gratitude to them. And a very special thanks to Brazil, Poland, Saudi Arabia, the UAE, and the U.S. for contributions to the PRGT; and the UAE for a contribution to the Resilience and Sustainability Trust. And I want to thank the U.K. for committing in the meeting to directly transfer its share of the GRA income distribution to the PRGT, and they called for others to follow.

    So, all in all, what we can say is that the meeting demonstrates, when there are forces of fragmentation, bridges become even more important. And we, the IMF, we are a bridgebuilder. Thank you.

    Ms. Kozack: Thank you very much, Minister, Managing Director. We will now turn to your questions. Please do raise your hand if you have a question, and please do identify yourself. Let’s see. I’m going to start all the way over on this side of the room. There’s a gentleman in the fourth row. Yep. Let’s start there.

    QUESTION: Good afternoon. Actually, I have two questions for today. My first question is for the Managing Director. As you reflect on the Annual Meetings, how do you assess the global economy, the main challenges and opportunities? My second question will be for Your Excellency, Minister Mohammed Aljadaan. What are the pressing IMFC issues and objectives for the coming years? Thank you.

    Ms. Georgieva: Thank you for your question. The meetings have been very useful to see the unanimous understanding on the progress we have made and quite a close view across members on the challenges ahead.

    The achievements in terms of bringing inflation down to open up, again, space for a reduction of interest rates that can contribute to better growth prospects in countries was recognized by a vast majority of our members. And at the same time, there was no sense of complacency. Why? Because the conditions of the world economy are good‑‑growth at 3.2 percent, inflation down‑‑but risks are tilted to the downside. And they are both in terms of the importance of monetary policy to remain vigilant and avoid a risk of misjudgment in the direction of interest rate policies and also risks that stem from a more fragmented world economy.

    In terms of challenges, three stood out throughout the meetings.

    First, the fiscal challenge. How to bring fiscal balance after these multiple shocks and years in which fiscal resources had to be deployed more actively? How to do that without undercutting prospects for investing in growth.

    Second, how to identify and put in place structural reforms that can rapidly build prospects for higher productivity, higher growth in terms of labor market reforms, product market reforms, as well as reforms that can allow an acceleration of the green and digital transformation.

    And three, how to build more resilience to future shocks. What we learned over these last years is that we are in a more shock‑prone world, and that requires building resilience in our economies for the future.

    Ms. Kozack: Thank you. Minister.

    Mr. Aljadaan: I will make it very quickly, actually, because they are very much related; so I will not repeat what the Managing Director has said. But the IMFC is basically the Governors’ body of this institution. And the whole idea of the IMFC meeting is, A, to exchange views on, what can we then do together collectively, really, to help the world economy but also to give steer to the management of the institution. And that’s really the point that you mentioned, whether it is ensuring that we actually do the last mile of dealing with inflation properly. Second is trying to ensure that we find ways out of the high debt/low growth and to more productivity growth and a more coordinated approach. We also wanted to make sure that we also provide the right support to the institution through finalizing our legislative approvals for the quota increase, making sure that we also provide the support that the Fund needs. And whether it is the PRGT or the trust fund or otherwise, I think there is the pure IMFC technical work that happens, but then there is a lot of coordination between management, the IMFC, and then the regional funds, multilateral development institutions; that we need to make sure that they all also connect.

    Ms. Kozack: Very good. Thank you. All right. Let’s go to the middle. I am going to go to the second row, gentleman, gray jacket, white shirt. Yep, you.

    QUESTION: I thought I had grabbed the wrong jacket. Managing Director, it’s been a long set of meetings. There are a lot of issues to get through, but one of the things that’s been kind of hanging over this set of meetings has been the U.S. election. And I am just wondering if you could describe sort of how this has been discussed in these meetings, what you’re thinking about it. And you know, there could be a major turn inward by the United States as a result of this. How do you avoid‑‑how do you deal with that? What do you tell people to do about it? Thank you.

    Ms. Georgieva: The discussions ‑‑ we had a total of four meetings in different formats and themes. And the discussions in the meetings were about the problems we collectively face and how to go about them. In other words, the sentiment of the membership is, elections are for the American people. What is for us is to identify, what are the challenges and how the IMF can constructively address these challenges.

    Mr. Aljadaan: I agree.

    Ms. Georgieva: So, yeah‑‑

    Mr. Aljadaan: Go ahead.

    Ms. Georgieva: I was just going to say, it was what‑‑what are the problems of the world in advanced economies, in emerging markets, in low‑income countries? What can the IMF do to help different parts of the membership to address these problems?

    Mr. Aljadaan: I think, basically, the institution ‑‑ I think there is a clear recognition the institution has, you know, existed for the last 80 years. It worked with multiple administrations from both sides and has managed to have a very good relationship with our host. So, we just need to make sure that we continue that dialogue.

    Ms. Kozack: Very good. I will go to this side. Second row, gentleman in the gray shirt, at the end.

    QUESTION: Good afternoon. My question is meant for the IMF MD. I would like to know what the IMF doing to increase Africa’s voice on your Board. And like the Minister said earlier, they have added one more seat for Africa. I don’t think that is enough. What are you doing that to raise that to maybe two or three? Thank you.

    Ms. Georgieva: Thank you very much for this question.

    The most significant step we have taken to increase the voice and representation of Africa is to add a third chair for sub‑Saharan Africa around the Board table at the Fund. So up to November 1, we have 24 Executive Directors, representing 190, soon to be 19‑‑well, no. There are already 191 members. And as of November 1, we will have 25 Executive Directors. That means that the sub‑Saharan African countries will have a better representation of their issues. And these are, as you know, that’s a diverse group of countries. When we only have two Directors, that means constituencies that have 23, 22 countries, it is very difficult for this Executive Director to voice the concerns of each and every one of the members. Now they will have three Directors, and that brings them at par with other parts of the world. We have Executive Directors representing‑‑one represents 16 countries, another one representing 13. So now sub‑Saharan Africa is not going to be an outlier. And that would allow the‑‑and that, of course, means an Executive Director but also offices with advisors and Alternative Executive Directors from the constituency.

    Beyond that, this is really important‑‑ So imagine you sit around this Board table, and now you have more voice.

    Beyond that, there are two other things we do at the Fund. One is to work very hard to have diversity of our staff. So we actually are very proud. We set a target for sub‑Saharan Africa. We have exceeded it. So we have more people coming from this part of the world.

    And the second one is how we engage with these countries. We have, over time, built offices in a number of countries, including training centers. And that brings us closer, makes it easier to hear the concerns of citizens and authorities.

    Actually, next to us‑‑when we had the meetings, next to us was a proud son of Kenya.

    Where is Ceda? Is he here, or no?

    The Secretary of our Board is from Kenya. So Africa was very visible. We can say we had the Arab world. We had emerging markets, Europe; and we had Africa.

    Mr. Aljadaan: I think, to be honest, Africa is very important. And it is not only about how many chairs in the Board that represent Africa. Actually, a lot of voices within the Board and there are a lot of voices within the IMFC, in the Governors‑‑even if they are not from Africa, they actually do a lot of work for Africa. And I can say, I am one of them. I have absolutely the full dedication to making sure low‑income countries, and particularly in Africa, are supported and provided ‑‑ not only financial support but also technical support to‑‑you know, for them to graduate from low‑income country status.

    Ms. Georgieva: Yep. Half of the countries in sub‑Saharan Africa have programs with the Fund. And these programs are not just about the financing; they are about bringing capacity development, bringing excitement about growth for the future in these countries.

    Papua New Guinea police say 10 people have been tragically killed after a series of violent “revenge killings” along the Laiagam-Sirunki Highway in the Highlands province of Enga.

    The attacks, which occured last Friday and Monday, are believed to be connected to an unresolved death that took place in March earlier this year.

    Police said that gunmen from the Mulapin tribe ambushed a vehicle packed with passengers from the Sakare clan near Tambitanis Health Centre in Sirunki on October 11 at 8am.

    The vehicle, carrying a body, was fired upon in a surprise attack. A woman lost her life, several others sustained serious injuries, and the gunmen escaped.

    An hour later on the same day, the Sakare clan retaliated by shooting the driver and his passenger from close range. They reached a nearby hospital but succumbed to their injuries on arrival.

    The leadership of the Kunalin and Lyain tribes is urging restraint and for the clans not to resort to violence, police said.

    They have also called for the immediate surrender of suspects from both the Mulapin and Sakare tribes to law enforcement.

    Investigation into ‘root causes’
    Assistant Police Commissioner Joseph Tondop, who is responsible for the state of emergency in Enga, is calling for an investigation into the root causes of the recent conflict.

    “This sort of revenge killing is unheard of in the history of tribal conflicts in Enga Province where innocent people unrelated to the conflicts where killed,” he said.

    “All tribal clans taking part in the conflicts (Sakars, Mulapian, Kunalins, Myom and people form Kulapi 4 in Porgera) are all under the scope and ordered to refrain from further escalating the situation.”

    The investigative teams will start their work immediately, and individuals or groups found to be involved will be apprehended, he said.

    “This task force is given strict orders to carry out a thorough investigation, leaving no stone unturned.”

    RNZ Pacific’s correspondent in PNG, Scott Waide, said the public was frustrated that police were yet to make arrests.

    He said police found it difficult to deal with the clans and arrest people who were armed.

    Waide said people were reluctant to give up weapons because it gave them a sense of security in tribal conflicts.

    “It is a difficult situation that both lawmakers, citizens and police are in. The longer this drags on and guns are in the hands of ordinary people, killing will continue.”

  • MIL-Evening Report: UN experts ‘alarmed’ by Kanaky New Caledonia deaths as Pacific fact-finding mission readies

    France has been criticised for the “alarming” death toll in New Caledonia during recent protests and its “cold shower” approach to decolonisation by experts of the UN Human Rights Committee.

    The UN committee met this week in Geneva for France’s five-yearly human rights review with a focus on its Pacific territory, after peaceful protests over electoral changes turned violent leaving 13 people dead since May.

    French delegates at the hearing defended the country’s actions and rejected the jurisdiction of the UN decolonisation process, saying the country “no longer has any international obligations”.

    A delayed fact-finding mission of Pacific Islands Forum leaders is due to arrive in New Caledonia this weekend to assess the situation on behalf of the region’s peak regional inter-governmental body.

    Almost 7000 security personnel with armoured vehicles have been deployed from France to New Caledonia to quell further unrest.

    “The means used and the intensity of their response and the gravity of the violence reported, as well as the amount of dead and wounded, are particularly alarming,” said committee member Jose Santo Pais, assistant Prosecutor-General of the Portuguese Constitutional Court.

    “There have been numerous allegations regarding an excessive use of force and that would have led to numerous deaths among the Kanak people and law enforcement,” the committee’s vice-chair said on Wednesday.

    Months of protests
    Violence erupted after months of protests over a unilateral attempt by President Emmanuel Macron to “unfreeze” the territory’s electoral roll. Indigenous Kanaks feared the move would dilute their voting power and any chance of success at another independence referendum.

    Eleven Kanaks and two French police have died. The committee heard 169 people were wounded and 2658 arrested in the past five months.

    New Caledonia’s economy is in ruins with hundreds of businesses destroyed, tens-of-thousands left jobless and the local government seeking 4 billion euros (US$4.33 billion) in recovery funds from France.

    France’s reputation has been left battered as an out-of-touch colonial power since the deadly violence erupted.

    Santos Pais questioned France’s commitment to the UN Declaration on Indigenous People and the “sufficient dialogue” required under the Nouméa Accord, a peace agreement signed in 1998 to politically empower Kanak people, that enabled the decolonisation process.

    “It would seem that current violence in the territory is linked to the lack of progress in decolonisation,” said Santos Pais.

    Last week, the new French Prime Minister announced controversial electoral changes that sparked the protests had been abandoned. Local elections, due to be held this year, will now take place at the end of 2025.

    Pacific mission
    Tomorrow, Tonga’s prime minister Hu’akavameiliku Siaosi Sovaleni will lead a Pacific “observational” mission to New Caledonia of fellow leaders from Cook Islands, Fiji and Solomon Islands Minister for Foreign Affairs, together known as the “Troika-Plus”.

    The PIF leaders’ three-day visit to the capital Nouméa will see them meet with local political parties, youth and community groups, private sector and public service providers.

    “Our thoughts have always been with the people of New Caledonia since the unrest earlier this year, and we continue to offer our support,” Sovaleni said in a statement on Friday.

    The UN committee is a treaty body composed of 18 experts that regularly reviews compliance by 173 member states with their human rights obligations and is separate from the Human Rights Council, a political body composed of states.

    Serbian committee member Tijana Surlan asked France for an update on investigations into injuries and fatalities “related to alleged excessive use of force” in New Caledonia. She asked if police firearms use would be reviewed “to strike a better balance with the principles of absolute necessity and strict proportionality.”

    France’s delegation responded saying it was “committed to renewing dialogue” in New Caledonia and to striking a balance between the right to demonstrate and protecting people and property with the “principle of proportionality.”

    Alleged intimidation by French authorities of at least five journalists covering the unrest in New Caledonia was highlighted by committee member Kobauyah Tchamdja Kapatcha from Togo. France responded saying it guarantees freedom of the press.

    France rejects ‘obligations’
    The French delegation led by Ambassador for Human Rights Isabelle Rome added it “no longer administers a non-self-governing territory.”

    France “no longer has any international obligations in this regard linked to its membership in the United Nations”, she told the committee on Thursday.

    New Caledonia voted by modest majorities to remain part of France in referendums held in 2018 and 2020 under a UN-mandated decolonisation process. Three referendums were part of the Nouméa Accord to increase Kanaks’ political power following deadly violence in the 1980s.

    A contentious final referendum in 2021 was overwhelmingly in favor of continuing with the status quo. Supporters of independence rejected its legitimacy due to a very low turnout — it was boycotted by Kanak political parties — and because it was held during a serious phase of the covid-19 pandemic, which restricted campaigning.

    “France, through the referendum of September [2021], has therefore completed the process of decolonisation of its former colonies,” ambassador Rome said. She added that New Caledonia was one of the most advanced examples of the French government recognising indigenous rights, with a shared governance framework.

    Another of its Pacific territories — French Polynesia — was re-inscribed on the UN decolonisation list in 2013 but France refuses to recognise its jurisdiction.

    No change in policy
    After a decade, France began attending General Assembly Decolonisation Committee meetings in 2023 to “promote dialogue” and that it was not a “change in [policy] direction”, Rome said.

    “There is no process between the French state and the Polynesian territory that reserves a role for the United Nations,” she added.

    Santos Pais responded saying, “what a cold shower”.

    “The General Assembly will certainly have a completely different view from the one that was presented to us,” he said.

    Earlier this month pro-independence French Polynesian President Moetai Brotherson told the UN Decolonisation Committee’s annual meeting in New York that “after a decade of silence” France must be “guided” to participate in “dialogue.”

    The Human Rights Committee is due to meet again next month to adopt its findings on France.

    The Deputy Prime Minister emphasized the importance of the championship and noted that in 10 years, Abilympics has come a long way, increasing the number of participants from 250 to 120 thousand.

    “We have more than 1.2 million children with various types of disabilities who need to be given the opportunity to compete and be active citizens of society. And, as President Vladimir Putin instructed, to realize their potential and talents. And we saw a lot of talent at the championship. Today, representatives of all regions of the country are here, including new subjects. What is noteworthy is that eight friendly countries are also participating in these competitions. I believe that the most important result of “Abilympics” is that 93% of participants find work after the championship,” said Dmitry Chernyshenko.

    The Deputy Prime Minister also expressed gratitude to the Moscow government, where the Abilympics finals are traditionally held. He emphasized that he is grateful to businesses that responsibly approach the creation of jobs for people with disabilities.

    The Deputy Prime Minister visited the venues where the championship was held.     In addition, the Deputy Prime Minister spoke with participants and experts in various competencies, including Pottery, Industrial Robotics, Graphic Design, and Character Design/Animation.

    At Gostiny Dvor, the Deputy Prime Minister was accompanied by Deputy Minister of Education Olga Koludarova, Minister of the Moscow Government, Head of the Moscow Department of Labor and Social Protection of the Population Evgeny Struzhak, and Head of the National Center “Abilympics” of the Institute for the Development of Professional Education Dina Makeeva.

    “Over the past 10 years, the movement has become an important part of the system of professional education and employment of people with disabilities. Thanks to Abilympics, thousands of talented schoolchildren, students and working citizens have the opportunity to demonstrate their skills and abilities, as well as find a job they like.     The championship competitions in 2024 will be held in 50 approved core competencies in 11 areas of the economy: education, IT technologies, arts and crafts, creative industries, industry, catering, services, economics and management, construction, and medical professions. The judging will be carried out by 277 experts from 52 subjects of the Russian Federation.

    It is also planned to hold competitions in 12 competencies and 1 presentation competence of the championship with the participation of representatives of friendly states in person: the Republic of Azerbaijan, the Republic of Abkhazia, the Republic of Belarus, the Republic of Zimbabwe and the State of Qatar. Representatives of the Republic of Armenia, the Republic of Nicaragua and the People’s Republic of China will participate remotely.

    Over 10 years, the number of subjects of the Russian Federation where regional Abilympics championships are held has increased from 29 to 89, and the number of competitive competencies has grown from 29 to 206.

    The Company intends to use the net proceeds of the Offering to advance appraisal and development activities in the Western Desert, Egypt, at both the Badr Oil Field and strategic new 512,000-acre concession and for working capital and general corporate purposes. Activities to be advanced with the proceeds include executing re-entry work on multiple existing wells to recomplete and/or drill a sidetrack into existing conventional oil reservoirs, the drilling of new vertical delineation wells in the unconventional Abu Roash “F” (ARF) resource play targeting high intensity natural fractured areas, and the planning of the next horizontal well with multi-stage frac.

    In addition, the Company plans to also complete a third-party resource report on the new strategic 512,000-acre concession that is in the process of being acquired and conduct a potential strategic joint venture partnership process.

    The Company has granted the Underwriters an option, exercisable in whole or in part, at the sole discretion of the Underwriters, at any time, from time to time, for a period of 30 days from and including the closing of the Offering, to purchase from the Company up to an additional 15% of the Units sold under the Offering, and/or the components thereof, on the same terms and conditions of the Offering to cover over-allotments, if any, and for market stabilization purposes.

    The Offering is expected to be priced in context of the market, with the final price of the Units and final exercise price of the Warrants to be determined at the time of pricing.

  • MIL-OSI United Nations: UN Peacekeeping marks 25 years of protecting civilians as record levels of conflict highlight growing need

    Written by the UN Peacekeeping’s Protection of Civilians (POC) team in the Division of Policy, Evaluation and Training (DPET) at UN headquarters in New York. The team provides resources, expertise and support to UN peacekeeping missions, UN member states and bodies such as the Security Council, and other stakeholders working to protect civilians in conflict.

     

    Twenty-five years ago, the United Nations Security Council decided that the protection of civilians (POC) in armed conflict was an issue of international peace and security, and it tasked the UN Mission in Sierra Leone (UNAMSIL) with the first explicit mandate to protect civilians from threats of physical violence. Prior to this, peacekeeping missions helped protect populations through key activities like monitoring ceasefires, disarming combatants, and supporting peace negotiations, but were not authorized by the Security Council to intervene with force to protect populations.

    This was a groundbreaking step, establishing the protection of civilians as a core responsibility for UN peacekeeping missions operating in conflict zones. Today, this role remains critical, as conflicts have surged globally, with catastrophic effects on civilian populations, including an alarming 72 percent rise in civilian deaths in 2023 alone.

    National state authorities are responsible for protecting the population in their territory, and peacekeepers support them to do so. However, in some peacekeeping contexts where host states are unwilling or unable to fully meet this responsibility, the Security Council empowers peacekeepers to step in. In these cases, peacekeeping missions are authorized to prevent and stop threats of physical violence against civilians, including through the use of force when needed.

    In missions with a POC mandate, all peacekeepers – civilian, police and military – are responsible for protecting civilians. They coordinate with each other as well as with local authorities and UN staff outside the mission. And while peacekeepers are not resourced to protect all populations at all times, peacekeeping missions use all their available tools to prevent conflict before it starts and protect those most at risk from violence.

    Over the past 25 years, the POC mandate has become a cornerstone of UN peacekeeping operations, shaping how missions prevent and respond to violence against civilians. Sixteen peacekeeping missions have been mandated to protect civilians, including five missions deployed today in the Central African Republic (MINUSCA), the Democratic Republic of the Congo (MONUSCO), Lebanon (UNIFIL), Abyei (UNISFA), and South Sudan (UNMISS).

    To commemorate this 25-year journey, UN peacekeeping is launching the Profiles in POC campaign that will, over the next few months, share a collection of personal stories and reflections showcasing POC efforts on the front lines. The series traces the evolution of the mandate from its inception in 1999 to the present day. From field operations in conflict-affected areas to strategic decision-making at the UN Security Council, the stories capture the breadth of contributions from those advancing the POC mandate. Each profile reveals a unique narrative, shedding light on the challenges, successes, and lessons learned in ongoing efforts to protect civilians from the violence of war.

  • MIL-OSI United Nations: UN Secretary-General’s remarks at the inauguration of the renovated Africa Hall

    Dear Prime Minister Abiy, dear Chairperson Moussa Faki, dear friends and colleagues,

    It is an enormous pleasure to join all of you for this moment of history – in this house of history. 

    I thank all our partners – particularly the Government of Ethiopia, along with our own United Nations Economic Commission for Africa for the tremendous work.

    This hall is where Africa came together to give life to the Organization of African Unity, now the African Union. 

    Times were very different. 

    In 1961, when this Hall was inaugurated by Emperor Haile Selassie, only 26 African nations had achieved independence – many of them just months before.

    Today, Africa is a transformed continent.

    And to my mind, this renewed building symbolizes renewed hope and unity for Africa.

    This Hall is a bridge between Africa’s past and future – honouring shared struggles and achievements, while embracing common aspirations.  It is ubuntu.

    A state of the art 21st century facility that preserves the grandeur and history of this great continent.

    I also see it as an invitation for everyone to cooperate in pursuit of a better future, for Africa and for the world.

    Dear friends,

    As we celebrate this new beginning, we must also acknowledge the challenges ahead of us.

    Africa is a continent of hope. 

    But it faces challenges that are deeply rooted in history and are exacerbated by climate change, conflict and persistent poverty.

    And African women often bear the brunt of these hardships.

    Addressing these issues requires resolute action and renewed solidarity.

    Our global institutions were built at a time when most of Africa was under colonial rule.  

    But unlike this Hall with its 21st century innovations, many of these global institutions are stuck in those times, unable to respond to the aspirations and rights of the African people.

    Africa still has no permanent seat at the Security Council. And let’s hope it will be corrected soon.

    And international financial institutions often cannot provide African countries with the response they need – whether it is protection from strangling debt or from climate catastrophe they did not cause.

    We can only move forward if we also renew and update global institutions – by making them more effective, fair and inclusive.

    Last month, world leaders adopted the Pact for the Future, the Global Digital Compact and the Declaration on Future Generations.

    The Pact recognizes the need to reform the Security Council to make it representative, transparent, efficient, democratic and accountable.

    It also calls for groundbreaking reforms of the international financial architecture – including to massively scale-up affordable development and climate finance.

    And the Global Digital Compact includes the first truly universal agreement on the governance of Artificial Intelligence – giving every country a seat at the table, while supporting partnerships to bridge the digital divide and build AI capacity in developing countries and namely in Africa.

    We must now move forward together in implementing these historic agreements without delay.

    And we must include young people at every step of the way.

    Dear friends,

    For more than sixty years, the Africa Hall has been a symbol of the continent’s collective aspirations, a testament to its resilience, and a beacon of hope for entire generations.

    Today, as we step into this renewed space, let us also renew our pledge to work for the people of Africa and the world we need.

    May the debates and discussions here continue to lead towards greater peace, unity and prosperity for all on the African continent.

  • MIL-Evening Report: From Ancient Rome to Persia, eunuchs often led armies and were powerbrokers of the ancient world

    When people think of eunuchs, someone like Lord Varys from Game of Thrones often springs to mind. Chubby, obsequious and a flatterer, he is involved in court intrigues and manipulates people and events behind the scenes.

    These traits oppose military prowess and valour endorsed by traditional models of masculinity across various times and cultures. According to those tropes, a eunuch’s weapon is the whisper, not the sword.

    In reality, not every eunuch in the ancient world was a servile, cloistered being. In fact, eunuchs sometimes led armies on campaign, and were entrusted with high-level administrative tasks.

    What was a eunuch?

    A eunuch was someone whose testicles had been deliberately crushed or excised.

    In Greek myth, Cronus (the father of Zeus) castrated his own father Uranus to overthrow his tyranny and become king of the Titans.

    Greek historians reported castration as war punishment, and persistently linked the castration of young boys to sexual slavery.

    The ancient Greek historian Herodotus stressed the demand for castrated boys at the court of the Persian kings. But the market for eunuchs was evidently larger than just the Persian court.

    The Romans replicated the Greeks’ negative view of eunuchs. They are often portrayed in Roman texts as being in the company of “bad” emperors such as the supposedly cruel and narcissistic Domitian – even though he forbade the practice of making eunuchs.

    The notion of the unmanly eunuch in antiquity was reinforced by Orientalist literature, which imagined ancient eunuchs in charge of something akin to a Turkish sultan’s harem. Unable to procreate, the eunuch is paradoxically surrounded by beautiful women, his in-between-ness granting him access to the psychological makeup of both genders.

    Orientalism drew inspiration from historical accounts written after the Greco-Persian wars, which the Greeks won in 449 BCE. These accounts were written in the shadow of Alexander the Great’s conquest of the Near East (including areas such as modern-day Iraq, Iran and Syria), which was followed by the Roman hegemony.

    Instead of critically evaluating the sources, colonial writers and their readers indulged in a world of fantasy where eunuchs offered a sensualised peek into the “secrets of the harem”.

    In fact, a deeper look at the historical record reveals that eunuchs often occupied positions of great military power and civil authority.

    Eunuchs as bodyguards, enforcers and governors

    Cyrus, the first Persian king (590–529 BCE), praised eunuchs for their reliability. He insisted that gelded men, like gelded horses, are easier to control. He believed they made up for their lack of physical strength with their loyalty.

    Cyrus may have owed his life to eunuchs, who played a role in saving him as a baby from a murderous plot by his grandfather.

    The Greek historian Herodotus also reports that eunuch-bodyguards tried to protect, albeit unsuccessfully, the man on the Persian throne just before Darius the Great took power in 522 BCE (Darius contended that this man was not a real king but an imposter).

    The historical record also mentions a Persian eunuch being in charge of a garrison at Gaza around 332 BCE.

    The Egyptian pharaoh Amasis, who reigned in the sixth century BCE, also relied on eunuchs to recover fugitive slaves.

    Eunuchs appeared in the courts of the Hittites and Assyrians (civilisations in modern-day Turkey and Iraq respectively) from the 13th century BCE.

    Assyrian kings often appointed eunuchs as provincial governors. The Assyrian king Shamshi-Adad V (who ruled Assyria 824–811 BCE) praised his chief eunuch Mutarris-Ashur as “clever and experienced in battle”. Mutarris-Ashur led the Assyrian army on a military campaign to the Nairi lands in the Armenian Highlands.

    King Ashurbanipal, who ruled the Neo-Assyrian Empire from 669 BCE to 631 BCE, sent his chief eunuch on missions against neighbouring Mannea (a kingdom in modern-day Iran) and the rebellious Gambulu tribe in ancient Babylonia.

    Bagoas the eunuch

    In the fourth century BCE, there was Bagoas, a Persian court eunuch who is sometimes conflated with a eunuch lover of Alexander the Great who had the same name. Bagoas became the second most important person in the Persian court, after the Persian king.

    Bagoas had served in Persian king Artaxerxes III’s campaign against Egypt, and rose to the rank of Chiliarch (the leader of the royal infantry guard).

    Bagoas developed a reputation as a kingmaker – he was instrumental in replacing Artaxerxes III with his son, Artaxerxes IV. He later poisoned Artaxerxes IV and installed as king Darius III, who was eventually defeated by Alexander the Great.

    Bagoas had plotted to replace Darius too, but Darius outsmarted him; he forced Bagoas to drink the poison the latter had prepared for Darius to drink.

    Eunuchs in Rome

    Despite the bias of the Greco-Roman sources, including their suspicion of eastern cults that involved eunuch priests, eunuchs were important in Roman imperial service.

    The emperor Claudius rewarded his eunuch Posides for his service during Rome’s invasion of Britain in 43 CE.

    In 399 CE, the eunuch Eutropius became a powerful consul in Rome’s eastern empire under the emperor Arcadius. Some Romans, however, attacked the appointment of a semivir (half man) as consul as an abomination.

    In early Christianity, the concept of becoming a eunuch for the kingdom of God acquired currency. According to some interpretations of the Bible, being a eunuch was connected to the virtues of chastity and celibacy.

    By the sixth century CE, Byzantine eunuchs found themselves in charge of large armies. (What we now call the Byzantine Empire, or the Eastern Roman Empire, was known by its people as the Roman Empire until 1453 CE).

    Narses was a eunuch and one of the Byzantine emperor Justinian’s great generals. He managed to recapture Italy, including Rome, from the Goths (a Germanic people who had invaded Italy).

    Narses, possibly an Armenian by birth, was no armchair general. At the battle of Mons Lactarius (552 or 553 CE), Narses fought on foot with his fellow soldiers against the Goths. He encouraged his men to hang on against a brave enemy.

    Despite the stereotypes, eunuchs clearly often played important roles in the ostensibly masculine world of strategic planning and combat.

    This plurality of masculinities in the ancient Mediterranean world remains relevant to modern society as it challenges notions of a simple gender binary.

  • MIL-Evening Report: From Camilla to the ‘ugly’ Elizabeth of Austria: a problematic history of obsessing over royal women’s looks

    Throughout history, queens have often been judged on their looks. Beauty standards shaped early-modern queenship. Even today, royal women such as the UK royal family’s Camilla, Catherine and Meghan are scrutinised for their looks, while their male counterparts aren’t held to the same standard.

    One woman who faced particular scrutiny for her looks was Elizabeth of Austria (1436/37–1505). Known as the “mother of kings”, Elizabeth married Casimir IV of Poland and had 13 children, securing the Jagiellon dynasty’s future. Yet she is still remembered for her supposed lack of beauty.

    This obsession with her appearance overlooks what really mattered for queens in her time: fertility, motherhood, political alliances and dynastic stability.

    Beauty versus duty

    Elizabeth was a powerful queen consort of Poland who played a significant role in European politics. Yet for centuries, she has been chiefly labelled as unattractive. This narrative likely began as early as 50 years after her death, with commentators focusing on her supposed ugliness.

    But the foundation for these claims is shaky, at best. Medieval chroniclers, such as Jan Długosz, who documented the lives of Polish rulers and their families, made no mention of Elizabeth’s appearance.

    This omission is significant as Długosz often commented on the beauty, or lack thereof, of other royal women. The absence of such remarks in Elizabeth’s case suggests her physical appearance was not a matter of public concern during her lifetime.

    Later chroniclers such as Maciej of Miechów (1457–1523) and Marcin Bielski (1495–1575), who drew heavily from Długosz, also failed to comment on Elizabeth’s looks, further underscoring the lack of focus on her beauty.

    In 1548, Polish nobleman Andrzej Górka alleged in a rhetorical speech that King Casimir IV was disappointed by Elizabeth’s appearance and considered breaking off their engagement. Górka claimed the king expressed doubts about the impending marriage because of Elizabeth’s lack of beauty – and the only thing that persuaded him to wed was a sense of duty.

    However, Górka’s speech took place almost a century after the actual events. It was delivered in a political context where the goal was to influence Casimir’s grandson not to marry for love.

    This saga mirrors a well-known English story involving Henry VIII and Anne of Cleves. In 1540, Henry, eager to meet his new bride, rode in disguise to surprise her. The meeting didn’t go as planned. Henry’s disappointment in Anne’s appearance became notorious and the marriage was speedily annulled.

    Both of these stories reflect the pressure queens faced to meet idealistic beauty standards, often with serious consequences. Henry’s judgement of Anne based on her looks altered the course of their marriage and, by extension, future political alliances. His behaviour reinforced the idea that a queen’s worth was tied to her physical appearance, overshadowing her political or dynastic significance.

    Elizabeth as the ‘ugly queen’

    The primary role of a queen in early-modern Europe was to provide heirs and secure political alliances through marriage. Beauty was arguably not the most important factor.

    Elizabeth of Austria’s marriage to Casimir IV of Poland was about strengthening ties between the Habsburg and Jagiellon dynasties, not about physical attraction. Of Elizabeth’s 13 children, several went on to become kings and queens across Europe. Her ancestry and status as a mother were the basis of her political influence – far more valuable than her looks.

    Around 1502, in anticipation of the birth of her grandchild, Elizabeth commissioned a treatise to provide practical advice on raising a future ruler. She believed a royal child should embody values, attitudes and behaviours befitting a future monarch.

    However, as history shows, the perception of a queen’s beauty could still end up influencing her legacy. While Elizabeth’s contemporaries didn’t seem to care about her appearance, later generations did.

    The myth of Elizabeth’s unattractiveness gained traction primarily after a 1973 investigation into the royal tombs at the Wawel Cathedral in Kraków. Skeletal remains identified as belonging to Elizabeth showed facial deformities, reinforcing the myth. However, there’s no solid proof these bones were even hers, and the findings have since been questioned.

    Nonetheless, the idea that a queen had to be beautiful to be politically capable took hold over time. Even though Elizabeth helped secure the future of one of Europe’s most powerful dynasties, her legacy is clouded by a narrative focused on her appearance.

    Royal beauty standards today

    Royal women in the 21st century continue to be haunted by the same narratives that plagued Anne of Cleves and Elizabeth of Austria. Queen Camilla, for instance, has been criticised for her looks throughout her public life, especially in comparison to the late Princess Diana.

    Kate Middleton and Meghan Markle also face intense media scrutiny over their appearance, with headlines dissecting everything from their fashion choices to their weight. Queen Mary of Denmark, Princess Charlene of Monaco and Queen Letizia of Spain face similar scrutiny.

    Sure, queens were and are aware of this. Many even weaponised beauty, ritual and fashion for their own gain. Cleopatra did this to hold onto power in ancient Egypt, and Marie Antoinette to protect herself from the hostile French court.

    Elizabeth I’s reign in England gave rise to a concept of “Elizabethan beauty”, characterised by pale skin and rosy lips and cheeks. And the late Elizabeth II understood the need to dress the part.

    By reducing royal women to their looks – or framing them as fashion icons – we fail to reckon with their individual characters and influence in the world. Meanwhile, men such as King Charles, King Frederick of Denmark and King Felipe of Spain are more likely to be judged by their virility, actions and policies.

    Should beauty really matter when it comes to royal women? Shouldn’t we be more interested in their contributions to history, politics and society?

    It’s time to shift the conversation away from appearance and focus on what matters: the impact these women have on the world. Like their male counterparts, they are crucial figures in shaping history and politics, so we ought to think carefully about how we judge them.

    The Union Minister of Ports, Shipping & Waterways, Sarbananda Sonowal dedicated key maritime projects to the nation during the 2nd Indian Lighthouse Festival here today. At the valedictory session here, the Union Minister Sarbananda Sonowal also announced that the Ministry of Ports, Shipping & Waterways (MoPSW), Govt of India, would take necessary steps to enable coastal communities around the Lighthouses in order to empower them to preserve & promote the lighthouses – the rich heritage of India’s marine sector. The Union Minister also announced two new lighthouses on Odisha’s coastline – one at Chaumuck at Narayanpur in Balasore district and another at Dhamra in Bhadrak district of the state. The Chief Minister of Odisha, Mohan Charan Majhi joined Sonowal as the second edition of Indian Lighthouse Festival draws a closure here today.

    The Union Minister Sarbananda Sonowal announced that the coastal communities of the country would be developed as societies in order to enable and empower the communities within the vicinity of lighthouses. The effort is aimed at community engagement to take pride in the lighthouses for their preservation, protection, and promotion. A central association of all these societies would be created to give a national momentum to celebrate the lighthouse as national icons as cultural heritage & legacy of India’s rich maritime sector.

    The new Kalwan reef Lighthouse at Jamnagar in Gujarat as well as two projects in Padadip Port, Odisha; i.e., Stacker-cum-Reclaimant & a Flyover bridge, were inaugurated. The Union Minister Sarbananda Sonowal also inaugurated Sand Art Competition, Boat Art Competition, Beach run, Beach Yoga and many other activities at the second day of the 2nd edition of multifaceted Indian Lighthouse Festival. Sonowal also led a Swachata Abhiyan at the Niladri beach where the collective effort led to removal of garbage.

    Speaking on the occasion, the Union Minister, Sarbananda Sonowal, said, “The Indian Lighthouse Festival or Bharatiya Prakash Sthamb Utsav has been receiving laurels from all quarters of the country as we continue our effort to further bolster facilities for the tourists – both domestic and foreign – for a memorable experience at these wonderful monuments. Under the visionary leadership of Prime Minister Shri Narendra Modi ji, the government is taking all steps to realise the full potential of India’s rich cultural heritage as well as its historical legacy in propelling the economic growth of the country. Modiji’s call for an Atmanirbhar Bharat has resonated well with people and we, the Ministry, remain committed to usher in a new chapter of growth in India’s blue economy. Lighthouse Tourism is part of this vision of Modi ji. It gives me immense pleasure to inform you that a rise of more than 400% footfall of tourists in the lighthouses since 2014. From 4 lakhs in 2014, it reached 16 lakhs tourists in the last fiscal. We have already crossed 9 lakhs in the first half of the current fiscal, and it is evident, that the growing trend of lighthouses as tourists hotspots to continue. For years, the guardians of our shores have remained unnoticed, even while they guided vessels and seafarers through the most challenging nights. The ‘Lighthouse Festival’ is our effort to shift this perception. Our goal is to raise awareness, foster involvement, and enlighten people about the significant contribution these iconic structures have made to our country’s maritime legacy.”

    Highlighting the importance of coastal communities in preservation of the Lighthouses, the Union Minister Sarbananda Sonowal announced, “In order to rope in the coastal community, the government is keen to enable and empower them to preserve, conserve, and promote these iconic structures. A national framework is being mooted to ensure that a well thought out system is in place for the coastal communities to preserve, protect & promote the lighthouses as the torchbearers of India’s rich maritime history and legacy.”

    During the festival, the Chief Minister of Odisha, Mohan Charan Majhi and the Union Minister Sarbananda Sonowal felicitated eminent personalities from the fields of education, sports and culture. Among them, Odishi dancer, Mamta Ojha; artist Dr Ramesh Prasad Panigrahi; sand sculptor, Om Prakash Sahu; Mariner Nividita Acharya; Oriya Literary figure & poet, Dr Haldar Nath; footballer Sasmita Malik and social worker Sujit Mahapatra, were felicitated. Eight employees of the Directorate General of Lighthouse & Lightships (DGLL) were also felicitated for their good performance.

    Earlier, the 2nd edition of Indian Lighthouse Festival was inaugurated by the Union Minister Sarbananda Sonowal. The festival, in its second avatar here, aimed at rejuvenating the rich maritime history of India iconic lighthouses in a culturally vibrant atmosphere. The festival showcased rich flavours of coastal cuisine, amusement park, folk dance & music, coastal hut among many other interesting performances.

    On the historic relationship between Assam and Odisha, Sarbananda Sonowal added, “Assam & Odisha have always shared a close spiritual, historical, cultural, commercial ties through the lives of great saint Srimanta Sankardeva, literary genius Lakshminath Bezbarua & visionary trader Bholanath Barooah which has only strengthened over the years. It is heartening to witness cultural show by the artists of both Assam and Odisha here today celebrating the vibrancy of this festival.”

The event was also attended by Shantanu Thakur, Union Minister of State, MoPSW; Pravati Parida, the Deputy Chief Minister, Odisha; Suresh Gopi, the Union Minister of State of Tourism & Petroleum and Natural Gas; Sambit Patra, MP as well as TK Ramachandran, IAS, Secretary, MoPSW among others.

    During the first day, the festival witnessed sessions on ‘Lighthouse Tourism & Heritage,’ ‘Preservation and conservation of Lighthouse.’

    The festivities began with the invocation dance, Ganesh Vandana, followed by a captivating medley of traditional Assamese performances, showcasing the rich cultural heritage of Assam. The concluding performance began with the invocation dance, Shiva Stuti, followed folk dance. The festival was enthralled by some electrifying performances by noted singer Papon on the first night of the festival while Sona Mahapatra was slated to perform on the concluding night.

    With an investment of ₹60 crore, 75 iconic lighthouses across 9 coastal states and 1 union territory have been developed under the visionary leadership of the Hon’ble Prime Minister. Each lighthouse has become a beacon of both heritage and recreation, with modern amenities such as museums, amphitheaters, children’s parks, and more. In Odisha, five lighthouses—Gopalpur, Puri, Chandrabhaga, Paradip, and False Point—have been developed as part of this initiative to promote lighthouse tourism.

     

    In the fiscal year 2023-24 alone, the 75 dedicated lighthouses attracted an impressive 16 lakh visitors. As of September 2024, the current fiscal year 2024-25 has already welcomed more than 10 lakh visitors. These developments have also resulted in job creation, with 150 direct and 500 indirect employment opportunities emerging in nearby hotels, restaurants, tour operators, transportation services, and local shops and artisans.

    In 2023, the maiden edition of Indian Lighthouse Festival took place in Goa with a spotlight on 75 historical sites to be developed into tourists destinations. The ‘Bharatiya Prakash Sthamb Utsav’ was conceived with an intent to transform these historical sites into tourist destinations with the help of Public Private Partnerships. The key highlights of India’s First Lighthouse Festival were cultural exhibitions, session highlighting maritime history and culture, classical performances, light and sound shows, melodious evenings with celebrity singers, flavours of the coast and community engagements.

    In Odisha, the Sagarmala Programme encompasses 36 projects with a total value of ₹20,200 Cr. Among these, 15 projects, valued at approximately ₹4,330 Cr., have been successfully completed, while 21 projects, totalling around ₹15,850 Cr., are currently in various stages of implementation. One standout achievement of the Sagarmala Programme is the living example of Paradip Port’s growth Story. This Port today is the number one major port in cargo handling. Paradip Port will transform into a mega port with a formidable cargo handling capacity of over 300 MTPA very soon and will exceed 500 MTPA capacity by Amrit Kaal 2047. The mammoth traffic volume growth at the port in the recent years has been due to the successful implementation of Capacity augmentation projects under the Sagarmala projects. The Sagarmala program also envisions uplifting the fishermen community with the Modernization of Paradip Fishing Harbour project, with a project cost of  ₹108 Crores. The modern fishing harbour will be a strong step towards the coastal community development initiative in Odisha. For upliftment of fishermen community, a fishing harbour at Chandipur in Odisha has also been sanctioned under Sagarmala at a cost of ₹50 Cr. Paradip port is also being developed as a green hydrogen hub in the country.

    Odisha, a principal maritime state situated on the eastern coast of India, has a coastline of about 480 km. Paradip Port (290 MTPA Capacity, Cargo handled in 2023-24 – 145.38 MTPA) is the only Major Port in the State under the control of the Government of India. The Government of Odisha has already identified 14 potential sites for the development of Non – Major Ports, out of which, Dhamra (Adani – 100 MTPA Capacity) and Gopalpur (Shapoorji Pallonji & Odisha Stevedore Ltd. – 25 MTPA capacity) are already functioning.

  • MIL-OSI USA: Deputy Administrator Isobel Coleman Travels to Italy

    Deputy Administrator Isobel Coleman will travel to Italy on October 21-24 to engage development partners on key priorities, as well as lead the U.S. delegation to the G7 Development Ministerial Meeting.

    The Deputy Administrator will have engagements in Rome on October 21, which will include convening donors and implementing partners to discuss the dire humanitarian conditions in Sudan, and speaking at a panel discussion on combating the ongoing crisis of child wasting. Deputy Administrator Coleman will emphasize U.S. government support for programs to prevent and treat malnutrition and continued evidence generation and learning. 

    Alongside other G7 development leaders in Pescara, Deputy Administrator Coleman will discuss approaches to mitigating the global food security crisis, the Partnership for Global Infrastructure and Investment (PGI), global health, and humanitarian needs around the world. She will also emphasize the U.S. government’s ongoing commitment to partnerships and collaboration with our allies and partners, showcase USAID’s efforts to support increased investment in sustainable infrastructure that delivers mutual economic benefits, and call for greater cooperation to increase access to quality health care for vulnerable populations around the world.

  • MIL-OSI Submissions: Health – WHO welcomes health ministers to Manila to consider a new vision and actions to improve health in the Region

    The World Health Organization (WHO) Regional Office for the Western Pacific today welcomed ministers, other senior health officials and key partners from across the Western Pacific to the seventy-fifth session of its Regional Committee. WHO’s governing body for the Region convenes every year to formulate policies, adopt resolutions and make decisions to improve the health of more than 1.9 billion people living in the Western Pacific.

    WHO’s Regional Director for the Western Pacific, Dr Saia Ma’u Piukala – the first Pacific islander to be elected to the position – welcomed health leaders to the first Regional Committee under his tenure.

    “As the first Regional Director from the Pacific, the challenges we’re discussing – such as rising sea levels and increasingly frequent disasters – are realities that my loved ones and fellow Pacific islanders live with every day,” said Dr Piukala. “I’m keenly aware of the enormity of the work ahead of us, but with mutual trust and support we can meet these challenges.”

    Dr Piukala’s address covered key updates on WHO’s work with countries and partners across the Region from July 2023 to June 2024. He also introduced a draft vision for improving health in the Region, to guide WHO’s work with Member States over the coming five-year period.

    “This vision, jointly developed by WHO and Member States, is a testament to the beauty, strength and diversity of this Region,” said Dr Piukala. “Guided by this vision, we will work together and with our partners to build a sustainable, resilient and healthy future for all people in the Western Pacific.”

    Cook Islands Minister of Health, the Honourable Vainetutai Rose Toki Brown, was elected Chairperson of this year’s session of the Regional Committee. Viet Nam Vice Minister of Health, Associate Professor Nguyen Thi Lien Huong, was elected Vice-Chairperson.

    Hon. Toki Brown thanked the delegates for their trust and confidence in electing her as Chairperson, and she added: “This is a special year. It is the first Regional Committee meeting with the new Regional Director, Dr Saia Ma’u Piukala, at the helm, and we have a lot of important ground to cover.”

    She went on to say, “I know that you are all committed to the health of this Region, and I know you agree on the value of us convening here as members of the World Health Organization. The success of our new regional vision relies upon the mutual accountability of Member States and WHO. Thank you again for your confidence in electing me as Chair of this important meeting. I am very much looking forward to our discussions.”

    A new vision for health in the Region

    The new vision, Weaving Health for Families, Communities and Societies in the Western Pacific Region (2025−2029): Working together to improve health, well-being and save lives, is being presented to Member States for their endorsement. The vision centres on the analogy of the weaving of a mat − a traditional activity across Asia and the Pacific – symbolizing the collaborative efforts required by WHO, governments and partners to improve the health and well-being of the people of the Region. The vision comprises five vertical strands of action led by governments, interwoven with three horizontal strands of action by WHO over the coming five years.

    The five vertical strands of action led by governments, working with WHO and other stakeholders, include:

    1. Transformative primary health care for universal health coverage

    2. Climate-resilient health systems

    3. Resilient communities, societies and systems for health security

    4. Healthier people throughout the life course

    5. Technology and innovation for future health equity.

    The three horizontal strands of action by WHO are:

    1. Country offices equipped with skills for scaling up and innovation

    2. Nimble support teams in the Regional Office

    3. Effective communication for public health.

    Action frameworks and panel discussions on priority issues

    The Regional Committee will also consider new regional action frameworks on digital health and on health financing to achieve universal health coverage and sustainable development. There will be panel discussions on climate resilient health-care facilities, transformative primary health care and oral health. In addition, there will be side events on topics including One Health, tobacco control and the Investment Round to resource WHO’s work over the next four years.

    Building climate-resilient health-care facilities

    Countries in the WHO Western Pacific Region are at risk from climate change and climate-related disasters. The health impacts of these vary depending on the resilience of communities and the health facilities that serve them.

    During a panel discussion at the Regional Committee today, delegates from Fiji, the Lao People’s Democratic Republic, the Commonwealth of the Northern Mariana Islands and Viet Nam emphasized the need to protect health by ensuring hospitals and clinics are climate resilient. The benefits of joining the Alliance for Transformative Action on Climate and Health (ATACH) were highlighted as it provides a platform for countries to accelerate transformative action in building climate-resilient and low-carbon health systems by leveraging the collective expertise and resources of WHO Member States and other stakeholders.

    WHO is working with countries and areas across the Western Pacific to track progress in protecting health from climate change, helping with vulnerability assessments, developing and updating adaptation plans, and implementing climate-resilient and environmentally sustainable health facility initiatives.

    Exhibitions to highlight health issues and WHO’s work

    Outside of the main agenda, a series of seven exhibitions was unveiled today on themes relevant to health and WHO’s work in the Region.

    An exhibit on health equity profiles allows delegates to view information on a particular country’s health indicators and explore their intricate association with social and geospatial factors. This should give users a better understanding of how to prioritize and implement strategies to achieve health for all.

    A special exhibit features collaborative art pieces made by staff at the WHO Western Pacific Regional Office to mark World Sight Day 2024 and World Mental Health Day 2024. The paintings, representing an eye and a heart, symbolize what people most love to see in their lives and the importance of promoting mental health at work. WHO’s ongoing efforts to improve both eye health and mental health for all rely on an integrated approach, a theme central to the draft regional vision.

    The future of health museum exhibit showcases 15 “future artefacts” such as the “morning mat”, where communities would be encouraged to gather each morning to talk about their health and well-being, and the climate-controlled tuk-tuk, a futuristic three-seater electric vehicle that emits clean air rather than toxic exhaust. These were co-created through foresight activities involving WHO staff and partners. There are also 15 historical artefacts that celebrate public health milestones from the past 75 years.

    A series of models of climate-resilient and environmentally sustainable health-care facilities will inform a panel discussion enabling delegates to explore innovative solutions to make health facilities more climate resilient and environmentally sustainable.

    An exhibit about strengthening health emergency response capacities shows WHO’s support for health emergency responses in the Region. It depicts operations support and logistics, emergency medical teams that can be deployed with field hospitals, the Global Outbreak Alert and Response Network of experts, and public health emergency operations centres.

    The reaching the unreached map explorer in the Western Pacific Region features an interactive web-based map app that helps users find geographically underserved populations across the Region, shedding light on the health inequities they face. This exhibit emphasizes the critical role of data-driven health interventions to reach unreached populations.

    Finally, an exhibit about the dangers of new and emerging tobacco and nicotine products showcases examples of these products, describing the tactics used by the tobacco and related industries to entice children and young people to take up smoking and undermine tobacco control efforts. The exhibition also offers information on how countries and partners can prevent uptake of these products.

    In a significant health milestone, Viet Nam has successfully eliminated trachoma. This remarkable achievement was validated by the World Health Organization (WHO) and a plaque was presented to the Vice Minister of Health of Viet Nam, Associate Professor Nguyen Thi Lien Huong, during the seventy-fifth session of the WHO Regional Committee for the Western Pacific, which opened today in Manila.

    Trachoma is the leading infectious cause of blindness globally. It is a preventable disease of the eye caused by Chlamydia trachomatis bacteria. Trachoma is spread by flies and people can also become infected through direct contact with discharge from the eyes or nose of an infected person. With repeated infections, the eyelashes may be drawn in so that they rub on the surface of the eye, causing pain and damaging the cornea. Some affected individuals must undergo surgery to prevent blindness from the disease.

    Decades of concerted efforts

    Over the past 70 years, Viet Nam has worked tirelessly to combat trachoma, treating hundreds of thousands of people and implementing rigorous control measures. These efforts were significantly strengthened with the implementation of WHO’s SAFE strategy, which stands for surgery, antibiotics, facial cleanliness and environmental improvement.

    Past surveys indicated that trachoma was a public health problem in four provinces in Viet Nam. Thirty years ago, 1.7% of people living in these high-risk provinces required surgery to prevent blindness from trachoma. However, by 2023 the proportion of adults with the blinding form of the disease had fallen below 0.2%, which is the threshold required for WHO validation of elimination of trachoma as a public health problem. Continuous monitoring and the focused implementation of the SAFE strategy in the country, starting in 1999, have been instrumental in this decline.

    Trachoma elimination in Viet Nam was made possible through collaboration among several government agencies including the Ministry of Health, the Ministry of Education and Training and the Ministry of Agriculture and Rural Development, with the support of WHO and international health partners including the Australian Department of Foreign Affairs and Trade (DFAT),   the Fred Hollows Foundation, the International Trachoma Initiative (ITI), RTI International, UNICEF and the United States Agency for International Development (USAID). Viet Nam was one of the first group of countries to receive Pfizer-donated azithromycin   for trachoma elimination purposes through ITI, a donation that has been critical to global progress against trachoma.

    “Elimination of trachoma as a public health problem in Viet Nam is a monumental achievement for the country and for the global fight against the disease,” said Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “This milestone is a testament to the unwavering dedication of Viet Nam’s health workers, including many working at community level. It underscores the power of collective action, innovative thinking and a shared commitment to a healthier future for all. I commend Viet Nam for its dedication and success in safeguarding the vision of millions.”

    “The elimination of trachoma in Viet Nam demonstrates the commitment of the Government, health workers and communities across the country,” said Dr Saia Ma’u Piukala, WHO Regional Director for the Western Pacific, praising the achievement. “It is a shining example of how targeted interventions, strong partnerships and sustained effort can bring about real change in the health of populations.”

    A trachoma-free future

    WHO Representative to Viet Nam, Dr Angela Pratt, described trachoma as a disease of poverty. “Communities in remote areas without good access to safe water and sanitation were the worst affected. But Viet Nam has demonstrated that it is possible to reach the hardest-to-reach populations, make the right investments to protect people’s health and ensure a trachoma-free future.”

    Reflecting on this historic achievement, Associate Professor Nguyen Thi Lien Huong said that the elimination of trachoma was a proud moment for Viet Nam. “The combined efforts of many agencies and communities, with the support of WHO and partner organizations, have saved thousands of people from lifelong blindness and economic disadvantage. Our children can now grow up safe from this painful and potentially blinding disease. This is a wonderful achievement for our people, which will pay dividends for decades to come. In this happy moment, on behalf of the Vietnamese people, I want to express our sincere thanks to all international partners who contributed great support to trachoma elimination in Viet Nam.”

    In 2018, Viet Nam eliminated lymphatic filariasis. The country has also made tremendous progress on combating malaria, which is now only found in pockets of areas and is close to being eliminated.

    Viet Nam’s success is part of broader progress in disease prevention in the WHO Western Pacific Region. Since the launch of WHO’s first road map for the prevention and control of neglected tropical diseases (NTDs) in 2012, the Region has made significant strides in eliminating trachoma. Between 2016 and 2022, four out of the Region’s 11 trachoma-endemic countries were validated for trachoma elimination. Viet Nam becomes the fifth, joining Cambodia, China, the Lao People’s Democratic Republic and Vanuatu in recording this achievement, highlighting the importance of sustained efforts in tackling NTDs.

    WHO continues to support countries in the Region to eliminate trachoma and other NTDs as part of the global effort to improve health and well-being for all.

    Zanzibar, Tanzania: 21 October 2024 – Shelter Afrique Development Bank (ShafDB), a leading Pan-African multilateral development bank, dedicated to financing and promoting housing, urban & related infrastructure development across the African continent, has been honored with the prestigious “Pan-African Development Bank Leadership Award – A Pioneer in Housing Finance” for its outstanding contributions to the development of the continent.

    The award, presented during the 40th Anniversary Gala of the African Union for Housing Finance (AUHF) and the International Secondary Mortgage Market Association (ISSMA), recognized Shelter Afrique Development Bank for its pioneering leadership and 42 years unwavering commitment to advancing sustainable development in Africa’s housing sector.     Last month, ShafDB was designated as the anchor resource mobilization partner at the African Union’s Inaugural Africa Urban Forum in its Addis Ababa Declaration, further solidifying the Bank’s central role in shaping Africa’s urban development and housing landscape.

  • MIL-OSI Russia: IMF Reaches Staff-Level Agreement on an Extended Credit Facility Arrangement with São Tomé and Príncipe

    • IMF staff and the São Toméan authorities have reached staff-level agreement on economic policies and reforms to be supported by a new 40-month arrangement under the Extended Credit Facility (ECF), updating the agreement reached last year. This renewed staff-level agreement is subject to IMF Management approval and IMF Executive Board consideration, contingent on the implementation of the agreed prior actions and the timely confirmation of the necessary financing assurances from the country’s development partners.
    • The authorities’ ambitious reform program aims at restoring macroeconomic stability while laying the foundations for faster and more inclusive growth. This includes a sizable and front-loaded fiscal adjustment while protecting the vulnerable. The program includes decisive near-term reforms in the electricity sector and medium-term structural reforms to facilitate the green energy transition and unleash the country’s growth potential.

    Washington, DC: An International Monetary Fund (IMF) team led by Mr. Slavi Slavov, Mission Chief for São Tomé and Príncipe, visited São Tomé during May 23 – June 5, 2024, and held virtual discussions in the recent months, to discuss with the São Toméan authorities IMF support for their policies and reform plans.

    At the end of the mission, Mr. Slavov issued the following statement:

    “The São Toméan authorities and the IMF team have reached a renewed staff-level agreement to support the authorities’ economic adjustment and reform policies with a new 40-month program supported by an arrangement under the Extended Credit Facility (ECF). The agreement is subject to approval by IMF’s Management and Executive Board in the period ahead, and is contingent on the implementation of prior actions by the authorities and the timely confirmation of the necessary financing assurances from the country’s development partners to cover the external financing gap.

    “São Tomé and Príncipe faced a very challenging 2023 and continues to struggle with high fuel import needs and depleted international reserves. Over the past few years, the country has been hit by multiple shocks, whose impact on the economy continues to reverberate. This includes the massive external shock in early 2023 when a major fuel exporter stopped supplying fuel on credit, opening a large external financing gap.

    “These factors, along with energy shortages, contributed to a slowdown of real GDP growth to 0.2 percent in 2022 and 0.4 percent in 2023. Inflation accelerated to 19.2 percent in April 2024 before declining to 12 percent in August, year-on-year. International reserves fell sharply.

    “The authorities’ program aims to restore macroeconomic stability, improve the living conditions of the population, foster the economic recovery, and promote sustainable and inclusive growth. The necessarily ambitious and front-loaded fiscal adjustment is crucial to lowering the high public debt and rebalancing the economy under a pegged exchange rate, but is designed with care to protect the vulnerable.

    “The authorities have already implemented significant reforms. They launched the Value-Added Tax in June 2023 and implemented a large fiscal adjustment in 2023. Fuel prices were adjusted, and explicit fuel subsidies have been eliminated in the aggregate. The central bank (Banco Central de São Tomé e Príncipe or BCSTP) ended monetary financing of the budget and implemented tightening measures.  

    “The authorities will make further efforts to strengthen tax and customs administration and to rationalize budgetary expenditures. These efforts will create the fiscal space for implementing growth-enhancing development programs that will help put public debt on a downward trajectory. In addition, the authorities will strengthen social safety nets and reinforce the existing targeted cash-transfer program for vulnerable households. Given the country’s high public debt, ensuring that new financing takes the form of highly concessional loans or ideally grants will be vital to ensure sustainability and also meet vital spending needs.

    “Moreover, the program will urgently implement near-term reforms to address the crisis in the electricity sector. This would alleviate pressures on public debt and foreign exchange reserves. To prevent implicit fuel subsidies and contain fiscal risks, the authorities will apply the fuel price adjustment mechanism in a truly automatic way on a monthly basis. The government will strengthen transparency and address governance weaknesses to reduce vulnerabilities to corruption. Finally, the authorities will strengthen the BCSTP, ensuring its autonomy and appropriate governance arrangements.

    “Over the medium term, structural reforms will unleash the country’s growth potential. These include the reform strategy for the energy sector with a focus on shifting towards renewable sources, encouraging domestic food production, fostering the tourism sector, adapting to climate change, and empowering women.

    “During the visit and subsequent virtual discussions, the mission met with President Carlos Vila Nova; Prime Minister Patrice Émery Trovoada; Minister of Planning and Finance Ginésio Valentim Afonso da Mata; Minister of Economy Disney Leite Ramos; Governor of the Central Bank Américo D’Oliveira dos Ramos; President of the Court of Auditors Ricardino Costa Alegre; other government officials; representatives of the private sector including banks; and development partners. The mission expresses its deep appreciation to the authorities for their cooperation and constructive policy dialogue.”

  • MIL-OSI Africa: Afreximbank Acts as Joint Lead Manager on Ecobank Transnational Incorporated’s USD 400mn Senior Unsecured Note Issuance

    African Export-Import Bank (“Afreximbank”) (www.Afreximbank.com) is pleased to announce that it has successfully acted as Joint Lead Manager and Bookrunner on a USD 400 million 10.125% Rule 144a/RegS senior unsecured note issuance by Ecobank Transnational Incorporated (“ETI”) due in October 2029.

    The proceeds of the note will fund general corporate purposes of the issuer, including refinancing of a USD350 million senior bridge-to-bond loan facility that was jointly coordinated by Afreximbank in March 2024.

    The note issuance achieved peak orderbook oversubscription of 2.1x, backed by more than 70 high-quality and diverse investors comprising development finance institutions, asset managers, commercial banks and insurance companies from Africa, the UK, USA, Europe and the Middle East.

    Professor Benedict Oramah, President and Chairman of the Board of Directors of Afreximbank, commenting on the transaction, said: “We are pleased to have supported Ecobank Transnational Incorporated (“ETI”) in placing the first public Eurobond issuance by any Sub-Saharan African financial institution since 2021, following our bridge financing support earlier in the year. This transaction underscores Afreximbank’s capacity and readiness to structure innovative market access solutions for our pan-African banking partners.”

    Afreximbank’s Advisory and Capital Markets (ACMA) department acted as Joint Lead Manager and Bookrunner on the issuance, working alongside international and African partners.
