    There is growing global consensus among the members of the United Nations that the UN security council, responsible for maintaining international peace and security, requires reform or restructuring to reflect the current balance of forces, and to improve its working methods and ability to do its work.

    There is also growing consensus among members of the African Union that Africa deserves a permanent presence at the council.

    The debate took a new turn on 13 September, when the US announced it would support the creation of two new permanent seats for African countries, and a non-permanent seat for small island developing nations. This came after a pledge in 2022 by the Biden administration to support the expansion of the security council.

    The new permanent seats would come without the power of a veto vote.

    There are several reasons why, in my view, this quest to expand the council is likely to fail. I have followed and published on the South African experience of the UN security council and believe there is need for a sober assessment of what is achievable.

    First, those with permanent seats and veto power (Russia and China, the US, the UK and France) are reluctant to share it, for fear of diluting their own interests and influence.

    Second, if there was agreement on expansion, who would be worthy to fill the extra seats, and how would they be chosen? There are many deserving candidates, from Latin America to Europe and Asia.

    Third, how would Africa go about selecting two of its own to represent the continent on the council?

    Fourth, what would prevent such newcomers from being co-opted by the powerful (in this case, the US) to support or help implement western peace and security agendas at the expense of African and global south agendas?

    To offset the attractiveness and prestige of joining the premier international security club, Africa should be mindful of the entry requirements (namely, diplomatic nous, experience with peacekeeping and the ability to finance such), lest it find itself relegated to serving the security council’s longstanding members.

    Africa would be wise to select and support candidates that have experience, resources and a credible peacebuilding track record on the continent.

    Hurdles and dangers

    It is far from obvious that the continent’s two economic giants, Nigeria and South Africa, should represent Africa. Size counts but doesn’t always translate into attractiveness or credibility at home – a key requirement for a successful role in regional and international affairs.

    The unfortunate reality is that Africa remains divided on the basis of region, language and culture. The continent struggles to speak with one voice on critical matters such as peace and security – the priority of the UN security agenda.

    Under these conditions, a drawn-out and perhaps even unsuccessful process of selecting two out of the 54 members of the African Union is likely.

    In addition, the offer by the west for Africa to take up seats should not be viewed as an act of benevolence. Bringing Africa into the western sphere of influence is a strategic calculation to counter the growing impact of Russia and China on global affairs.

    The emergence of a new world order produces stresses and strains. The west, led by the US, continues to exercise hard power but declining influence, while an assertive alliance of global south states, led by China, is bent on eventually determining international affairs.

    Prominent members of the global south are enticed or pressured to partner with one or the other power bloc.

    Africa in particular is being courted precisely because of its large voting number (54 countries can swing decisions at multilateral meetings) but more strategically, because it constitutes the reservoir of the world’s future economy. Apart from being blessed with a youthful demographic, Africa can come into central focus due to its unique endowment of green transition minerals like cobalt, lithium and nickel.

    Where to from here?

    If all obstacles are overcome, the chosen countries would have their work cut out for them. Serving – never mind shaping – the UN security council agenda is a demanding, full-time task. The chosen African countries would have to commit significant human and financial resources, peacebuilding capacity and diplomatic leadership skills.

    South Africa is arguably the best placed to meet these criteria and can play a constructive role pushing the African agenda. But it needs to be wary.

    We have been campaigning and the concept has been accepted and of course Africa continues to play through various countries on the continent, important roles, peacekeeping missions not only on our continent but around the world. So, we [have] got the capability, we know how and Africa needs to be given its rightful place in the UN system and its various structures.

    Some critical questions need to be answered by all African leaders first:

    • What are the benefits for an African country taking up a permanent seat on the UN security council?

    • How would it contribute, and what would it receive in return?

    • Would it be able to set agendas and norms, or would it be forced to carry out the tasks of those who allowed it a seat at the table?

    Africa is not unfamiliar with the workings of the United Nations system. It has benefited immensely from UN involvement as it strove for decolonialisation and overcoming the apartheid system. It works closely with the UN as it faces the challenges of underdevelopment, unequal trade, extreme weather and the ongoing exploitation of its human and natural resources.

    It is fitting and ethical for Africa to take up permanent seats at the apex institution and put the security council to work to address Africa’s peace and security challenges.

    To do so, its chosen members must chart an African course of action, supported by the other members of the council.

    Director Christopher Wray has named B. Chad Yarbrough as assistant director of the Criminal Investigative Division at FBI Headquarters in Washington, D.C. Mr. Yarbrough most recently served as special agent in charge of the Dallas Field Office.

    Mr. Yarbrough joined the FBI as a special agent in 2006 and was assigned to the Dothan Resident Agency of the Mobile Field Office in Alabama, where he investigated violent crime and crimes against children. In 2010, Mr. Yarbrough transferred to the Chicago Field Office. As a member of the Joint Terrorism Task Force, he investigated domestic terrorism matters.

    In 2012, Mr. Yarbrough was promoted to supervisory special agent and worked in the Inspection Division at FBI Headquarters in Washington, D.C. In 2014, Mr. Yarbrough was named supervisory special agent of the Mobile Field Office’s Violent Criminal Threats squad. In 2017, Mr. Yarbrough was promoted to assistant special agent in charge of the Pittsburgh Field Office, overseeing the criminal, crisis-management, and SWAT programs.

    In 2020, Mr. Yarborough was promoted to section chief of the National Threat Operations Section. In 2021, he was named deputy assistant director in the Criminal Investigative Division at FBI Headquarters, overseeing the Transnational Organized Crime, Violent Crime, and Operational Support sections. 

    In 2023, Mr. Yarbrough was named special agent in charge of the Dallas Field Office. 

    Mr. Yarbrough holds a bachelor’s degree in accounting from Sam Houston State University in Texas. Prior to joining the FBI, Mr. Yarbrough served as a special agent for the Internal Revenue Service (IRS).

  • MIL-OSI Africa: Statement attributable to the Spokesperson for the Secretary-General – on the situation in Lebanon and Israel

    he Secretary-General is gravely alarmed by the escalating situation along the Blue Line and the large number of civilian casualties, including children and women, being reported by the Lebanese authorities, as well as thousands of displaced persons, amidst the most intense Israeli bombing campaign since last October.  The Secretary-General is also gravely alarmed by the continued strikes by Hizbullah into Israel.  He expresses grave concern for the safety of civilians on both sides of the Blue Line, including UN personnel, and strongly condemns the loss of lives.

    The Secretary-General notes the ongoing efforts by UNSCOL and UNIFIL to reduce tensions and reiterates the urgent need for an immediate de-escalation and that all efforts be devoted to a diplomatic solution.

    The Secretary-General reiterates his call for all parties to protect civilians and civilian infrastructure and ensure they are not put in harm’s way.          

    He also reminds all actors of their responsibility to ensure the safety and security of all UN personnel and assets.  

    The Secretary-General urges the parties to recommit to the full implementation of Security Council resolution 1701 (2006) and immediately return to a cessation of hostilities to restore stability.

  • MIL-OSI Africa: Secretary-General’s remarks to High-Level Side Event: Ways to Include Women in the Future of Afghanistan [as delivered]

    he women and girls of Afghanistan face a deep crisis of gender-based discrimination and oppression.

    The new law enacted last month formalized the systematic erasure of women and girls from public life.

    Afghan women and girls are largely confined to their homes, with no freedom of movement and almost no access to education or work.

    They are even banned from singing or raising their voices in public.

    The law is the latest in a series of edicts and decrees that strip Afghan women and girls of their rights and freedoms across the board.

    At the same time, Afghan women suffer high rates of gender-based violence, so-called honour killings, and rising maternal mortality.

    They have told the United Nations that they feel unsafe, isolated and powerless as they lose the ability to provide for their families or contribute to their communities.  

    Many Afghan women speak of losing hope and living like shadows, moving around silently in the darkness, and always fearing punishment.

    Dear friends,

    Extreme gender-based discrimination is not only a systematic abuse of women and girls and a violation of human rights conventions and laws.

    It is self-harm on a national scale.

    It completely undermines the de facto authorities’ stated objective of economic self-reliance.

    Educating girls is one of the fastest ways to kick-start economic development and improve the health, wellbeing and prosperity of communities and entire societies.

    Women’s participation and leadership has proven benefits for peace and security, social protection, environmental stability and more. 

    Afghanistan faces serious challenges in all these areas.

    Without educated women, without women in employment, including in leadership roles, and without recognizing the rights and freedoms of one-half of its population, Afghanistan will never take its rightful place on the global stage.
     
    Countries and organizations around the world, including the Organization of Islamic Cooperation, have called strongly for respect for the fundamental rights of Afghan girls and women.

    I join them in demanding that the de facto authorities remove all discriminatory restrictions against women and girls immediately, and reopen schools and universities to girls beyond grade six.

    Dear friends,

    The United Nations continues to engage with Afghan women and women’s groups, to preserve the space for them to operate, and to serve as a conduit for dialogue with the de facto authorities.

    Afghan women show remarkable courage in demanding and pursuing their rights, running businesses in difficult conditions, delivering humanitarian aid, and in online campaigns.

    The international community stands in solidarity with them.

    We will continue to amplify the voices of Afghan women and call for them to play a full role in the country’s life, both inside its borders and on the global stage.

    We will never allow gender-based discrimination to become normalized anywhere in the world.

    What is happening in Afghanistan can be compared with some of the most egregious systems of oppression in recent history.

    I thank the Permanent Missions of Ireland, Qatar, Indonesia and Switzerland and the Women’s Forum on Afghanistan for convening these important discussions on how women and girls can play a full role in Afghanistan’s future.

    “I heard that when you die, you can still hear people’s voices as they bury you—their prayers and their footsteps as they walk away from your final resting place,” says Karam.

    “He had no human features”

    On February 14, 2024, an Israeli airstrike obliterated Karam’s home in Gaza, killing everyone in his family except for his 7-year-old sister, Ghina, and his father, Ziyad. Karam was badly injured, with burns across his whole face and body.

    “In the ambulance, I could feel the speed bumps but I couldn’t open my eyes,” Karam says. “I could still hear voices, so I was afraid that maybe I was already dead.”

    That day, Al-Aqsa Hospital was overwhelmed with casualties after the bombing of Nuseirat camp in central Gaza by Israeli forces. When Karam arrived at the hospital, the emergency room team worked to resuscitate him, but they eventually had to move on to treat other patients because they, too, thought he was dead.

    In the ambulance, I could feel the speed bumps but I couldn’t open my eyes. I could still hear voices, so I was afraid that maybe I was already dead.

    One hour later, Karam’s uncle, who worked as a nurse at Al-Aqsa Hospital, entered the emergency room and realized that his nephew was still breathing. He rushed Karam to the operating theater, where MSF staff performed CPR and emergency surgery, saving his life.

    His father, Ziyad, is a psychologist for UNRWA and was working at a refuge center when their family home in Nuseirat was hit.

    “When I found out about the strike, I rushed to Al-Aqsa, as my neighbor told me that Ghina and Karam had been taken there,” says Ziyad. “I got to the emergency room and there were bodies everywhere, all over the floor. I found Ghina with first-degree burns on her face, shoulders, and back.”

    The impact of the bomb dropped on Ziyad’s home was so strong that all that remains of the house is a crater. The blast killed 13 members of Ziyad’s family, including his wife, his youngest son Mohammed, and his eldest son Tareq, who was stuck in Gaza due to the war while visiting from Russia, where he was studying dentistry.

    “When Karam was brought into the emergency room, I didn’t notice it was my son,” says Ziyad. “He had no human features on him. There were no clothes left on him. His body was completely black. His eyes were closed.”

    After stabilizing Karam, MSF and Ministry of Health staff at Al-Aqsa Hospital performed six rounds of plastic surgery on Karam’s severely burned body. For seven days he was in a coma.

    Karam was later evacuated to the Emirati floating hospital in Al-Arish, Egypt and then was flown to MSF’s reconstructive surgery hospital in Amman, where he is currently receiving comprehensive rehabilitation, along with his sister and other patients who have been medically evacuated from Gaza.

    Thousands in Gaza need specialized care but are trapped

    The small number of patients from Gaza receiving vital rehabilitation at MSF’s hospital in Amman are barely a ripple on the surface of needs across the Gaza Strip.

    “We know from our experience at the reconstructive surgery hospital in Amman, where we have treated people with war wounds from the region for nearly 20 years, that typically up to 4 percent of people who suffer war injuries will need reconstructive surgery,” says Moeen Mahmood Shaief, MSF head of mission in Jordan.

    “In the case of Gaza, we are talking about nearly 100,000 people who have been injured since October 7, 2023. Therefore we are looking at up to 4,000 people in Gaza who need reconstructive surgery and comprehensive rehabilitation,” he says.

    Almost 60 percent of medical evacuation requests are denied

    According to OCHA, at least 41,000 people have been killednot counting at least 10,000 still missing under rubblein Gaza since the war started last year, and over 95,000 people have been injured, with at least 14,000 in need of medical evacuation. 

    However, the process that allows a wounded patient to be referred abroad for care is long and complicated. The Israeli authorities’ criteria for approving requests are unclear and patients often have to wait months for a response. Almost 60 percent of requests for medical evacuations from Gaza are turned down, according to the World Health Organization. This includes requests to evacuate wounded children and their caretakers, according to MSF.

    MSF calls for medical evacuations without prejudice to Palestinians’ right to return

    Thousands of Palestinians in Gaza require complex and sustained medical care that is unavailable in the Strip due to the collapse of its health system during the war. Israel must resume issuing medical referral permits for treatment in the West Bank and Jerusalem for severe cases that cannot be treated in Gaza. All medical referrals, patients, and their caregivers must be guaranteed safe, voluntary, and dignified return to Gaza.

    “Of the eight cases for which we applied for medical evacuation in August, only three were approved with their caretakers by the Israeli authorities,” says Dr. Hani Isleem, MSF project coordinator for medical evacuations from Gaza.

    “We will apply again for the next batch, but it is 100 percent clear that they will not approve all the patients. Perhaps they are suspicious of allowing adults to leave the Gaza Strip, but even that suspicion cannot explain the refusal to evacuate children.” 

    MSF calls on the Israeli authorities to ensure medical evacuations for Palestinians in need of specialized medical care, including their caregivers, and for other states to receive and facilitate treatment outside of Gaza, while ensuring that all patients and their caregivers are guaranteed safe, voluntary, and dignified return to Gaza.

    “It was pitch black under the rubble”

    Deema, 11, and her family were sheltering at their home in Gaza City when their neighbor’s house was hit by an airstrike on October 10, 2023. Deema was on the fourth floor, holding her baby nephew in her arms, when the building collapsed around them. She fell four stories to the ground floor.

    “It was pitch black under the rubble,” says Deema. “I couldn’t open my eyes and could barely breathe. I couldn’t hear anyone and I couldn’t speak. There was dust and stones covering my face. I was convinced that I was going to die.”

    “I managed to move my hand under the rubble and used a cable to signal to people that I was there,” she continues. “I remember hearing voices, and I felt air on my leg, and soon people were pulling me out and rushing me to the ambulance. To this day, they haven’t found my baby nephew.”

    Seventy-five people were killed in the strike, including Deema’s 14-year-old brother, Hamza. Her younger brother, Hazem, was playing football outside and was also severely injured when the building collapsed. After the dust settled and rescue teams arrived at the scene, Deema and Hazem were rushed to Al-Shifa Hospital, where they received emergency medical care.

    Due to the incessant bombardment of Gaza City, Deema, Hazem, and their mother, Eman, stayed at Al-Shifa Hospital for six months. They were eating, sleeping, and receiving care there, along with thousands of other Palestinians who were taking shelter inside the hospital.

    On March 18, 2024, Israeli forces surrounded the hospital, forcing the thousands of people inside to flee. In the chaos of the evacuation, Deema became separated from her mother and Hazem, who were forced to move south. Meanwhile, Deema managed to reunite with her father and took shelter with him at Asma’a School in Gaza City, where they remained for 45 days.

    “We stayed in a classroom with around 50 families,” explains Deema. “We had almost no food or water, and there was no electricity or gas, so we had to light fires. My shoulder was broken, and I couldn’t move it at all and I was barely able to walk at that time.”

    In early May, Deema was at last able to travel to the south of Gaza, where she was reunited with her mother and Hazem in Rafah. One week later they were medically evacuated, first to Egypt and then to MSF’s hospital in Amman, where Deema and Hazem continue to receive reconstructive surgery, physiotherapy, and mental health support. 

    As a result of the attack on her home, Deema suffered fractures to her right femur and shoulder as well as an open wound to her forehead. In Amman, the MSF physiotherapy team works with her daily to encourage her fractured bones to heal before the external fixator in her leg can be removed. With time, she hopes to be able to regain full function of her limbs.

    “I wasn’t able to move my ankle or my arm when I first arrived in Jordan, but with the help of surgery and physiotherapy I can move them both again,” says Deema. “But it’s hard for me to think of the future as long as there is war in Gaza.”

    MSF mental health teams at the Amman hospital have noted that before the start of the war, Palestinians from Gaza already suffered from depression and frustration, often related to unemployment, poverty, and high addiction rates, as well as to disabilities and amputations caused by previous wars. However, since the war started last October the mental health of Gazans has deteriorated dramatically.

    “A lot of patients coming from Gaza to the Amman hospital are experiencing not only post-traumatic stress disorder, but even acute stress syndrome,” says Dr. Ahmad Mahmoud Al Salem, MSF psychiatrist at the hospital in Amman. “This means that the patients usually have a lot of nightmares and a lot of flashbacks, as well as low mood, insomnia, and avoidance of the whole memory.”

    Many Palestinians in Gaza have witnessed the destruction of their homes and the killing of their families, and many have suffered life-changing injuries. On top of that, they are constantly learning of the loss of more family members and friends.

    “This is not a normal trauma,” says Dr. Al Salem. “This is a huge, tormenting catastrophe, and psychologically their minds are unable to bear all of this stress.”

    The mental health team at MSF’s hospital in Amman provide patients who have suffered acute trauma with comprehensive therapy. Children are offered one-on-one psychological support, as well as educational activities and occupational therapy to help them feel more empowered. The more severe cases are referred to Dr. Al Salem for psychiatric support and medication.

    Adolescents are particularly vulnerable to the acute stress and life-changing injuries they have suffered.

    “Adolescents can suffer real misery, as they are just starting to form their personality and their identity,” adds Dr. Al Salem. “They are beginning to understand their place in the world and they are asking themselves: ‘Will I be productive one day, will I be attractive, will I be able to earn money?’”

    According to Dr. Al Salem, adolescent patients who have suffered horrific, life-changing wounds will need long-term psychotherapy and support, not only to deal with painful memories and mental trauma, but to rebuild their sense of self-worth and learn to live with a disability.

    “These kids need support to rebuild their self-worth and self-esteem,” says Dr. Al Salem. “But it takes time.”

    Living life by the moment

    For young Palestinian patients at MSF’s Amman hospital, the future remains dark and unclear. There is still no safe place in Gaza, and while they may be able to return to Gaza physically at some point, the prospects are bleak. All of them have lost family members, as well as their homes and their schools.

    Deema wants to go back to school and to see her family, but not until the war is over and Gaza has been rebuilt.

    “I would like to become an engineer,” says Deema. “I wish that Gaza could return to how it once was. We don’t want to be displaced or pushed out, we just want to go back to our lives before the war.”

    Five months after the catastrophic attack on his home, Karam is walking again, he is able to move his left arm, and his left eye is slowly reopeninga nearly miraculous recovery considering he was originally thought dead by medical staff at Al-Aqsa Hospital. 

    Today, Karam is smiling as he lets go of his crutches in the physiotherapy department and grabs hold of the parallel stabilizing bars to take a few steps forward. Before the war he had wanted to become a dentist, like his older brother Tareq, but since he was injured, he is not sure if it will be possible.  

    “I’m taking it one step at a time,” says Karam. “If the war ends, God willing, we will head back to Gaza. It’s my country, it’s where I spent my whole life. My friends are there. But for now, I’m here and I want to get better, one second at a time.”

    African venture capital (VC) fund managers First Circle Capital, SpeedInvest and Knife Capital have all received awards recognising their success in supporting promising entrepreneurs and start-ups across African countries. The awards were presented during the Africa Venture Finance Programme, a week-long, in-person course, organised for the third time at Oxford university’s Saïd Business School from 9 to 13 September 2024. The programme aims to support VC fund managers investing in early and growth-stage technology companies in Africa, with Boost Africa and AfricaGrow hosting 41 leading fund managers from 31 African VC funds.

    The ‘Most Promising Fund Manager’ award was given to the all-female team from First Circle Capital, who invest in and support early-stage fintech founders.

    The ‘Best Deal’ award went to SpeedInvest for their investment in Moove, a rapidly growing company providing vehicle financing and supply solutions.

    Lastly, the ‘Lifetime Achievement Award’ was presented to Keet van Zyl, founding partner of South Africa-based Knife Capital, in recognition of his contributions to the venture ecosystem and leadership.

    “We are proud of Boost Africa’s role in supporting a vibrant and resilient VC ecosystem in Africa and helping African entrepreneurs transform their ideas into successful businesses,” said EIB Vice-President Ambroise Fayolle. “The EIB is committed to financing new technology and ideas that will address the global challenges we all face.”

    The shortlisted candidates were peer-selected by fellow fund managers, and a panel of judges composed of limited partners determined the winners from the shortlisted candidates. Investors from funds including Partech, AfricInvest, TLcom, Norssken, Speedinvest came together to discuss innovative solutions for Africa’s unique challenges. The five-day event allowed participants to share expertise and facilitate discussions to drive rapid growth in Africa’s technology venture capital sector. Attendees from all over the continent took part, with more than half of them being women, reflecting increased gender inclusiveness within venture capital leadership.

    Several Oxford academics joined the group discussions covering a wide range of topics such as the growing need for innovative funding instruments and the influence of artificial intelligence (AI) on the continent’s future. Additionally, several prominent African investors attended the forum to share best practices and discuss the way forward. Participants engaged with representatives from different development finance institutions and international organisations. This included Andrea Clerici, Director for Corporate Finance & Global Activities at the European Investment Bank, and delegates from the European Commission and the Organisation of African, Caribbean and Pacific States.

  • MIL-OSI Economics: Dispute panel established to review certain tax credits under US Inflation Reduction Act

    DS623: United States — Certain Tax Credits Under the Inflation Reduction Act

    China submitted its second request to establish a panel to determine whether certain tax credits under the United States Inflation Reduction Act (IRA) are in line with WTO rules. The United States said it was not in a position to agree to China’s first request in July, justifying its actions as necessary to combat climate change. China stated that the IRA’s subsidies favour US goods over imports, violating WTO rules prohibiting such discrimination.

    The United States expressed disappointment over China’s decision to pursue a panel request and reiterated that the IRA is its most significant step toward clean energy, aimed at ensuring secure and sustainable supply chains for a global clean energy future.

    The DSB agreed to the establishment of the panel. Argentina, Australia, Brazil, Canada, Colombia, the European Union, Indonesia, Israel, Japan, Korea, Norway, the Russian Federation, Singapore, Switzerland, Thailand, Türkiye, the United Kingdom and Venezuela reserved their third party rights to participate in the panel proceedings.

    DS597: United States – Origin Marking Requirement (Hong Kong, China)

    For the 12th time, the United States raised the matter of the panel ruling in DS597 at a DSB meeting. The US said it was raising the matter again as a result of recent developments in Hong Kong, China regarding free speech and human rights. The US referred back to its previous statements regarding its position on essential security and its reasons for placing this item on the DSB agenda.

    Hong Kong, China criticized the US for once again raising this matter at the DSB. It referred to previous WTO panels that dismissed US claims that invoking national security in defense of a trade-restrictive measure is entirely self-judging.  Any objections should be heard by the WTO’s Appellate Body, which remains blocked due to the US refusal to allow appointment of new Appellate Body members, said Hong Kong, China.

    China reiterated its firm belief that a restored appeal mechanism is the proper place to address claims of panel error made by the US and rejected in the strongest terms what it said was US interference in the internal affairs of another WTO member.

    Appellate Body appointments

    Speaking on behalf of 130 members, Colombia introduced for the 79th time the group’s proposal to start the selection processes for filling vacancies on the Appellate Body. The extensive number of members submitting the proposal reflects a common interest in the functioning of the Appellate Body and, more generally, in the functioning of the WTO’s dispute settlement system, Colombia said.

    The United States repeated that it does not support the proposed decision to commence the appointment of Appellate Body members as its longstanding concerns with WTO dispute settlement remain unaddressed.

    Twenty members then took the floor to comment. Many of these members referred to their previous statements made on this matter at earlier DSB meetings and underlined the urgent need to meet the mandates set out at the 12th and 13th Ministerial Conferences in 2022 and early 2024 respectively to conduct discussions with the view to having a fully and well-functioning dispute settlement system accessible to all members by 2024.

    Several members welcomed the progress being made in the formal dispute settlement reform process now underway and the need to accelerate discussions to achieve the 2024 goal.

    Colombia, speaking on behalf of the 130 members, said it regretted that for the 79th occasion members have not been able to launch the selection processes. Ongoing conversations about reform of the dispute settlement system should not prevent the Appellate Body from continuing to operate fully, and members shall comply with their obligation under the DSU to fill the vacancies as they arise, Colombia said for the group.

    The DSB chair, Ambassador Saqer Abdullah Almoqbel (Saudi Arabia), concluded by expressing his full support for the facilitator in the dispute settlement reform discussions, Ambassador Usha Dwarka-Canabady of Mauritius, in her efforts towards achieving a positive outcome within the mandated time frame.

    The United States presented status reports with regard to DS184, “US — Anti-Dumping Measures on Certain Hot-Rolled Steel Products from Japan”,  DS160, “United States — Section 110(5) of US Copyright Act”, DS464, “United States — Anti-Dumping and Countervailing Measures on Large Residential Washers from Korea”, and DS471, “United States — Certain Methodologies and their Application to Anti-Dumping Proceedings Involving China.”

    The European Union presented a status report with regard to DS291, “EC — Measures Affecting the Approval and Marketing of Biotech Products.”

    Indonesia presented its status reports in DS477 and DS478, “Indonesia — Importation of Horticultural Products, Animals and Animal Products.”

    LEBANON
    The Secretary-General is indeed alarmed by the escalating situation along the Blue Line. He’s very concerned about the large number of civilian casualties being reported by the Lebanese authorities, as well as the thousands of displaced persons, amidst the most intense exchange of fire across the Blue Line since October of last year.
    He expresses grave concern for the safety of civilians both in southern Lebanon and in Northern Israel, as well as the UN staff in those areas.
    The Secretary-General notes the ongoing efforts by the UN Special Coordinator for Lebanon and the UN Peacekeeping Force in Lebanon to reduce tensions and reiterates the urgent need for de-escalation and that all efforts be devoted to a diplomatic solution. Our Special Coordinator for Lebanon, Jeannine Hennis-Plasschaert, is currently in Israel where she is meeting with Israeli officials as we speak to discuss the latest situation.
    Meanwhile the Head of Mission and Force Commander, Lt. Gen. Aroldo Lázaro, has been in contact with both Lebanese and Israeli parties, emphasizing the urgent need for de-escalation. Efforts are ongoing to reduce tensions and halt the shelling.
    Their message from both the Special Coordinator and the Head of the UN Peacekeeping Force is the same, which is there is no military solution that will make either side safer. With the wellbeing of civilians on both sides of the Blue Line and the stability of the region at stake, space must be given for diplomatic efforts to succeed.
    All involved parties in this conflict must honour their responsibilities to protect civilians and ensure the safety and security of all UN personnel and assets.
    The Secretary-General urges all parties to recommit to the full implementation of Security Council resolution 1701 and immediately return to a cessation of hostilities and to restore stability. We do expect a more official statement to be issued at some point.

    LEBANON/HUMANITARIAN
    On the humanitarian front, our Humanitarian Coordinator for Lebanon Imran Riza, met with Lebanese Government officials, including the Prime Minister, Najib Miqati, and the Minister of Environment, Nasser Yassin. Our humanitarian agencies and others also participated in those discussion.
    At these talks, the Lebanese Government announced the activation of an emergency operations centre and also that schools ought to be designated as shelters. The Ministry of Education in Lebanon had announced the closure of all public and private schools for tomorrow. Many people are being displaced from areas impacted by the airstrikes, with heavy traffic reported toward Beirut and Mount Lebanon regions.
    Also, on the Israeli side, during the weekend and following an uptick of hostilities, Israel’s Military Home Command announced that schools in northern Israel, which run from Sunday to Friday, have been closed until at least today until 6 p.m. local time.
    Humanitarian organizations urgently need $50 million to preposition basic needs – such as food and shelter supplies – for an immediate response for the next two to four weeks in southern Lebanon, Lebanon in general.
    Our colleagues at OCHA tell us that, according to the Lebanese Ministry of Public Health, more than 274 people have been killed and at least 700 injured, including women and children, following the continued airstrikes in southern Lebanon.

    It’s great to be with so many world leaders, your Excellencies from Malawi, the Dominican Republic, and Nepal.

    Director General of the World Health Organization and President Banga of the World Bank, I’m glad to see you both again. And I appreciate your support of this new coalition.

    I’m also grateful to Open Philanthropy, which has been at the forefront of the fight against lead poisoning in children for many years.

    To Cathy Russell and Administrator Power: thank you for inviting me to join you today.

    Cathy and I have known each other for decades. Beyond the causes we both care so deeply about—from expanding opportunities for women to protecting and lifting up children—I’m grateful for our friendship. You and the team at UNICEF take on some of the world’s toughest challenges and you make a difference in every life you touch. Thank you.

    And Samantha Power, Joe’s intrepid Administrator of USAID, I am inspired by all that you do. The only thing greater than your determination to tackle humanitarian challenges around the world is your optimism for creating a healthier, safer, brighter future for people everywhere.

    Several years ago, I traveled to Jordan.

    There, I met Ms. Maha, a principal of an all-girls’ school.

    More and more families were arriving to her community from Syria after fleeing violence. And Ms. Maha’s school was already at capacity.

    One day, a mother showed up, desperate to enroll her daughter.

    The mother had tried and been turned away at so many other schools.

    So, with tears in her eyes, she pleaded with Ms. Maha to find a place for her daughter.

    Ms. Maha loves her students. And she said, “I think love is giving as much as you can.”

    So she made a promise.

    Send your daughter to class with a chair, and she can enroll.

    In the days that followed, more and more young girls showed up—carrying any chair they could find—so they could go to school and learn.

    As educators, we don’t sit with problems.

    We solve them.

    I saw this in the classrooms I visited in rural Malawi.

    The teachers found inventive ways for their students to learn through songs, rhythm, and repetition.

    Even from my own experience, like four years ago, when the pandemic hit and schools in the United States went silent.

    Overnight, educators had to learn how to use Zoom and reimagine lesson plans so we could reach our students.

    Our world is full of complexities and conflicts.

    But for the problems we can solve we can’t hesitate.

    In Principal Maha’s words: We must give as much as we can.

    Every year, the United Nations General Assembly meets to recognize our shared challenges and to find ways to overcome them.

    Right now, around the world, parents give their children toys so they can learn and play.

    They prepare meals with everyday cookware to keep their family fed.

    All the while, dangerous amounts of lead seep into their lives.

    And the consequences are irreversible.

    These children will never reach the full potential they were born with because lead poisoning is so pervasive.

    But it’s a problem we can solve.

    I’m proud that this new partnership is committing more than $150 million, which will jumpstart efforts to end childhood lead exposure in developing countries.

    This funding is 10 times more than what’s been spent annually on this problem to date.

    And it has a coalition behind it: Partners—from governments to industry to advocates—who will phase out lead from everyday products, enforce safe standards, and create a lead-free future for every child.

    Through the Partnership for a Lead-Free Future, UNICEF and USAID believe we can end childhood lead poisoning by 2040.

    Education is my life’s work.

    And I often think of what leaders might learn from teachers, who know that the future isn’t some far off place.

    It’s right before them, in their students who are striving to learn and grow. 

    Teachers who don’t stop at problems, they push through.

    Teachers who love what they do. And love is giving as much as you can.

    Children will reach for the promise that resides within them—if we do our part, everything we can, to break down the barriers in their way.

    It’s going to take all of us, pulling up chairs and joining this coalition to end lead poisoning.

    That future is within our grasp.

    Let’s reach for it, together.

  • MIL-OSI USA News: U.S.-UAE Joint Leaders’ Statement Dynamic Strategic  Partners

    His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the United Arab Emirates, and President Joseph R. Biden Jr. met today at the White House during an official visit of His Highness President Sheikh Mohamed bin Zayed to the United States.  The visit is the first-ever by a President of the United Arab Emirates to Washington and marks the leaders’ fourth bilateral meeting in the Biden-Harris Administration.  The leaders affirmed the enduring U.S.-UAE strategic and defense partnership, bolstered areas of deepening cooperation in advanced technology and investments, and discussed global and regional matters.  The leaders pledged to pursue new opportunities to strengthen their economic and defense partnership; promote peace and stability across the Middle East and wider region; and deliver global leadership on issues of shared importance.  The five decades of U.S.-UAE ties and friendship are rooted in a strong foundation of close collaboration that has underpinned our countries’ prosperity and security. 

    The leaders welcomed the significant progress between the United Arab Emirates and the United States during their tenure through cooperation in building trusted technology ecosystems, the Partnership for Global Infrastructure and Investment (PGI), the U.S.-UAE Partnership for Accelerating Clean Energy (PACE) initiative, and the Economic Policy Dialogue (EPD), all of which serve to uplift economic and trade ties between the two countries. 

    On particular issues of discussion:

    Dynamic Strategic Partnership: Trade and Advanced Technology

    Our countries’ strong foundation of partnership is reflected in our close alignment on key economic objectives and in the excellence of our private sectors that generate more than $40 billion of bilateral trade annually and an access of $26 billion of U.S. exports to the UAE.  The Leaders charted an ambitious course for the United Arab Emirates and the United States to lead global efforts to develop and expand new fields central to the global economy, particularly in advanced technologies and the clean energy required to power Artificial Intelligence.

    They welcomed the partnership between Microsoft and UAE’s Group 42 (G42) through Microsoft’s $1.5 billion investment in April 2024.  This investment is accelerating joint AI development to bring advanced AI and digital infrastructure to countries in the Middle East, Central Asia, and Africa.

    The leaders further welcomed Microsoft and G42’s ongoing digital transformation in Kenya, which will leverage 1GW of geothermal energy to power data-centers to enable the deployment of cloud infrastructure and AI services for the public sector and regulated industries as well as enterprises.  Further, the partnership will support the development of local Large Language Models and the establishment of an East African Innovation Lab.  Additionally, the partnership hopes to encourage international and local connectivity investments, and collaboration with the government of Kenya to enable digital transformation programs across East Africa.

    These initiatives mark the beginning of our partnership and investments in the responsible deployment of advanced technologies, clean energy, and frontier technologies that will be the engine that powers our interconnected world.

    To meet the promise of this transformational moment and harness the potential of leading-edge technologies to improve human welfare globally, President Biden and His Highness President Sheikh Mohamed bin Zayed welcomed the Common Principles for Cooperation on AI, endorsed today by National Security Advisor Jake Sullivan and UAE National Security Advisor Tahnoon bin Zayed, and through which the United States and the United Arab Emirates aim to further strengthen cooperation, develop regulatory frameworks, promote the safe and trusted deployment of critical and emerging technologies, and enable enhanced support for joint private-public sector research and academic exchanges.  

    Building on our collaboration in the field of advanced technology, this partnership incorporates safeguards to protect the national security of both countries, enable trusted investments and entrepreneurship, and facilitate cross-border innovation, while creating jobs and facilitating the protection of advanced U.S. technologies and respect for international principles, best practices, and human rights.  Moving forward, the leaders decided to promote the expansion of relationships among scientific, academic, and research and development communities. 

    Strengthening Critical Infrastructure and Supply Chain Resiliencies

    The leaders reviewed progress on efforts to build a more interconnected, integrated world in committing to secure and resilient supply chains through the Partnership for Global Infrastructure and Investment (PGI). 

    His Highness President Sheikh Mohamed bin Zayed and President Biden discussed progress on the landmark India-Middle East-Europe Economic Corridor (IMEC) launched at the 2023 G20 Leaders’ Summit in New Delhi together with the leaders of India, Saudi Arabia, France, Germany, Italy, and the European Union.  The leaders reaffirmed that the corridor – connecting India to Europe by ship-to-rail connections through the United Arab Emirates, Saudi Arabia, Jordan, Israel, and Europe through Greece – will generate economic growth, incentivize new investments, increase efficiencies and reduce costs, enhance economic unity, generate jobs, lower greenhouse gas emissions, and enable the transformative integration of Asia, Europe, and the Middle East. 

    They underscored that this transformative partnership has the potential to usher in a new era of international connectivity to facilitate global trade, expand reliable access to electricity, facilitate clean energy distribution, and strengthen telecommunication. The two leaders emphasized the importance of joint initiatives to promote a circular economy, reduce waste, facilitate recycling, and advance sustainable practices, underscoring their commitment to innovation for resource efficiency and environmentally responsible growth.

    The leaders also reaffirmed their commitment to continue their efforts with international partners and the private sector to connect the continents to commercial hubs and facilitate the development and export of clean energy; support existing trade and manufacturing synergies; strengthen food security and supply chains; and link energy grids and tele-communication lines through undersea cables to expand access to electricity, enable innovation of advanced clean energy technology, and connect communities to secure and stable internet.

    The leaders additionally discussed the importance of ongoing efforts to cooperate on strategic investments in hard infrastructure and critical minerals-supply chains in Africa and emerging markets globally.  These investments aim to diversify sourcing of critical minerals that are essential components to clean energy and advanced technologies, including batteries, wind turbines, semiconductors, and electric vehicles.  President Biden recognized the United Arab Emirates’ leadership in strategic investments globally to ensure reliable access to critical infrastructure including, ports, mines, and logistics hubs through the Abu Dhabi Investment Authority, the Abu Dhabi Developmental Holding Company, Abu Dhabi Ports, and DP World. 

    Both leaders committed to remain in close touch on future investment opportunities and maintain cooperation on strategic investments.  

    The leaders additionally highlighted that the U.S.–UAE 123 Agreement, which provides a comprehensive framework for peaceful nuclear cooperation based on a mutual commitment to nuclear nonproliferation, is the “gold standard” for securing and propelling the next generation of technologies.

    Partnering to Protect our Planet Through the Clean Energy Transition

    The leaders underscored the importance of U.S.-UAE leadership at COP28, which galvanized world leaders to take action and address the climate crisis.  President Biden thanked His Highness President Sheikh Mohamed bin Zayed for his extraordinary commitment that was central to the groundbreaking outcomes at COP28 in Dubai resulting in the UAE Consensus

    The two leaders recognized that this moment represents a unique opportunity to create sustainable and clean energy jobs, revitalize communities, improve quality of life, and power digital infrastructure with renewable energy across both countries and around the globe.  In this context, the two leaders affirmed their shared commitment to protecting our precious planet and securing a sustainable future for humanity through united leadership across various platforms, including the upcoming COP29 and beyond, which will serve to advance climate action and strengthen global partnerships.

    The two leaders expressed their determination to leverage visionary initiatives, including the Partnership for Accelerating Clean Energy (PACE), the Agricultural Innovation Mission for Climate (AIM4C), the First Movers Coalition, the Net Zero Producers Forum, the Global Methane Pledge, Carbon Management Challenge, the Oil and Gas Decarbonization Charter (OGDC), the Industrial Transition Accelerator (ITA), the Global Biofuels Alliance, and Global Flaring and Methane Reduction (GFMR) Trust Fund; and encourage commercial partnerships to decarbonize our energy systems, reduce emissions in pursuit of a net zero economy, and deliver prosperity to future generations. 

    President Biden and His Highness President Sheikh Mohamed bin Zayed reaffirmed their strong commitment to collaborate on sustainability and climate resilience, emphasizing their commitment to addressing global challenges through innovative solutions. The two leaders underscored their joint efforts in advancing agri-tech and vertical farming innovations, key drivers in enhancing food security for future generations. They highlighted ongoing cooperation in humanitarian initiatives aimed at addressing food insecurity in vulnerable regions, particularly through agricultural development and capacity building in climate affected areas. Recognizing the impact of climate change on public health, the leaders emphasized the need to integrate health resilience into comprehensive climate action strategies.

    President Biden also congratulated the United Arab Emirates on its many successes in its two Years of Sustainability (2023-2024), including the recent announcement on co-hosting the next UN Water Conference in 2026 with Senegal, noting the critical importance of accessible and affordable clean water to all; and its significance within various sectors in the clean energy transition, addressing climate change, and the sustainable development agenda.

    Partnership to Accelerate Clean Energy (PACE)

    Under the U.S.-UAE Partnership to Accelerate Clean Energy (PACE) initiative, the United States and the UAE are announcing several initiatives that will continue our efforts to ensure a swift and smooth transition towards clean energy. The United States and United Arab Emirates remain committed to investing together in Africa and working to end energy poverty across sub-Saharan Africa.  Today, the UAE-based Averi Finance and AMEA Power are both private sector partners under the U.S.-led Power Africa Initiative, joining an existing partnership with UAE-based company Phanes. As private sector partners, these firms will be offered tailored assistance from transaction advisors and technical experts and can benefit from services offered by participating U.S. government departments and agencies.

    To support the Power Africa initiative, Averi Finance intends to facilitate $5 billion in investments, build 3GW of power generation projects, construct over 3,000 kilometers of transmission or distribution lines, establish over 500,000 new home and business connections, and aim for a CO2 equivalent reduction or avoidance of 90 million tons.  AMEA Power and Power Africa have recently entered into a partnership to accelerate power projects.  AMEA Power is targeting 5GW of renewable energy capacity in Africa by 2030, and to realize this target, intends to mobilize $5 billion in capital. 

    Additionally, under PACE, ADNOC has announced a 35 percent stake in ExxonMobil’s proposed low-carbon hydrogen and ammonia production facility in Baytown, Texas.  This facility aims to produce up to approximately 900,000 tons of low-carbon ammonia per year, enabling the transition to cleaner fuels in hard-to-abate sectors.  Plynth Energy – a recently established Abu Dhabi government-owned early-stage fund focused on fusion technologies and supply chains – invested in the U.S. company Zap Energy, which plans to build scalable and commercially-viable fusion energy.  This investment will help fund the further development of Zap Energy’s small-format commercial fusion technology. Zap Energy is a participant in the U.S. Department of Energy’s (DOE) Milestone-Based Fusion Development Program, and will receive DOE funding based on reaching development milestones to support the design of a fusion pilot plant.

    Lastly, as two of over 155 participants in the Global Methane Pledge, the U.S. and the UAE will accelerate their respective domestic methane reductions, work together to support countries undertaking methane abatement, and call on others to do the same by advancing methane reduction projects, strengthening methane standards and regulations, addressing methane super emitter events, and identifying appropriate financing for methane reduction.

    Partners in Space Exploration

    As founding nation members of the Artemis Accords, His Highness President Sheikh Mohamed bin Zayed and President Biden reinforced the U.S. and UAE’s groundbreaking cooperation in space, the future of human exploration, and our shared interest in deepening our understanding of the universe. 

    The leaders recalled the role of this partnership in the historic launch of the first Arab probe to Mars, the Hope Probe in 2021, and the resulting and ongoing global scientific collaboration and contribution to the study of Mars’ atmosphere.  This strategic partnership in deep space missions is further exemplified by the UAE Space Agency’s announcement of the Emirates Mission to the Asteroid Belt, the first multi-asteroid tour and landing mission to the main belt, with the partner, Laboratory for Atmospheric and Space Physics at the University of Colorado Boulder.

    The leaders highlighted the January 2024 Mohammed bin Rashid Space Center agreement with NASA for the Center to provide an airlock for Gateway, humanity’s first space station to orbit the Moon supported by NASA’s missions for long-term Moon exploration under the Artemis Program.  The airlock will allow crew and equipment transfers to-and-from the habitable environment of Gateway’s pressurized modules to the vacuum of space.  This agreement will also enable the first Emirati astronaut to fly to the Gateway for joint exploration of the Moon. 

    This cooperation builds on NASA and the UAE’s previous human spaceflight collaboration.  In 2019, Hazaa Al Mansouri became the first Emirati astronaut to fly to space during a visit to the International Space Station (ISS), where he worked with NASA to perform experiments and educational outreach.  A second Emirati astronaut, Sultan Al Neyadi, launched to the ISS in 2023, where he participated in the floating laboratory’s scientific research to advance human knowledge and improve life on Earth.  The leaders welcomed continued training of astronauts, including two Emirati astronaut candidates in training at the Johnson Space Center, as well as ongoing work on Mars research and scientific studies to support mutual exploration goals.

    Sharing the common spirit and ambition of humanity’s journey in space, the leaders reaffirmed the principles of the Artemis Accords to explore and use outer space for peaceful purposes and usher in a new era of exploration, as well as obligations under the Outer Space Treaty, including the requirement that countries not place in orbit around the Earth any objects carrying nuclear weapons or any other kind of weapons of mass destruction.

    Partners in Security and Defense

    His Highness President Sheikh Mohamed and President Biden praised the strong security and defense partnership with the UAE.  President Biden strongly affirmed the United States’ commitment to the United Arab Emirates’ security and territorial defense, and to facilitating its ability to obtain necessary capabilities to defend its people and territory against external threats.  The leaders reaffirmed their commitment to a strong bilateral security and defense relationship and to expanding defense and security cooperation to bolster joint defense capabilities against external threats, including through the Department of Defense’s State Partnership Program.

    The leaders affirmed a shared vision of an interconnected, peaceful, tolerant, and prosperous region as outlined by President Biden during the GCC+3 Summit Meeting in Jeddah, Saudi Arabia, on July 16, 2022.  They reviewed the proud legacy of standing shoulder-to-shoulder, in peace and in conflict, including the UAE’s support for American-led counterterrorism missions since the attacks in New York, Pennsylvania, and Washington on September 11, 2001, to deter threats, de-escalate conflicts, and reduce tensions globally.  Specifically, the leaders recalled the United States and the United Arab Emirates standing alongside each other in the global coalition against Da’esh, and prior conflicts: Somalia, the Balkans, Iraq, Afghanistan, and Libya.

    The leaders reviewed ongoing initiatives and investments in advanced systems that have made the United Arab Emirates one of the most capable U.S. military partners in the region, in addition to a robust schedule of bilateral and multilateral exercises.  They underscored the importance of strengthening efforts to combat regional threats, advance counterterrorism initiatives, reinforce maritime security and counter-piracy efforts, increase security cooperation, and intercept illicit shipments of weaponry and technology. 

    The leaders discussed deepening investment in U.S. defense systems and acknowledged that military-to-military cooperation with the United Arab Emirates’ armed services helps ensure interoperability with the United States through the provision of advanced defense articles and services.  They further decided to explore potential investment in our most advanced defense systems and to maintain regular exchanges to deepen partnership in research and development. 

    The leaders reaffirmed the 2017 Defense Cooperation Agreement, an important step for both countries that underscored their vital and longstanding collaboration in defeating terrorist groups, such as Da’esh and al-Qaida, securing regional stability, and combatting threats against their common interests including terrorist financing.  They underscored the importance of the annual Joint Military Dialogue as the foremost bilateral defense forum for advancing the U.S.-UAE defense partnership, including reviewing shared security interests, as well as discussing strategic objectives for the relationship and challenges in the region, such as maritime security, counter-piracy, counterterrorism cooperation, and domain awareness in the Middle East, the Indian Ocean, and East Africa.  They further noted the recognition by the Security Council in Resolution 2686 that hate speech, racism, racial discrimination, xenophobia, related forms of intolerance, gender discrimination and acts of extremism can contribute to driving the outbreak, escalation and recurrence of conflict.   

    Designation as a Major Defense Partner of the United States

    Acknowledging the U.S. and UAE’s deepening security partnership and cooperation in advanced technology and acquisition, shared interest in preventing conflict and de-escalation, President Biden today recognized the United Arab Emirates as a Major Defense Partner of the United States, joined by only India, to further enhance defense cooperation and security in the Middle East, East Africa, and the Indian Ocean regions.  This unique designation as a Major Defense Partner will allow for unprecedented cooperation through joint training, exercises, and military-to-military collaboration, between the military forces of the United States, the UAE, and India, as well as other common military partners, in furtherance of regional stability.

    Both leaders committed to close and sustained cooperation among our militaries. 

    Partners in a Stable, Integrated, and Prosperous Middle East and Wider Region

    The leaders stressed the importance of reaching a peaceful solution to the dispute over the three islands, Greater Tunb, Lesser Tunb, and Abu Musa, through bilateral negotiations or the International Court of Justice, in accordance with the rules of international law including the UN Charter.

    The leaders discussed persisting and emerging threats to peace and stability in the Middle East and the wider region.  They renewed their commitment to upholding international law, particularly international humanitarian law, work with parties to resolve conflicts and protect civilians, and to provide urgently needed aid to alleviate human suffering.  They reiterated the importance of sustainable and enduring solutions to the security threats in the region, including those posed by non-state terrorist actors.  They discussed the enduring importance of the Abraham Accords and continuing on the path of peace, integration, and prosperity in the region.

    The leaders discussed the war in Gaza. They underscored their commitment to continue working together towards ending the conflict, calling for a lasting and sustainable ceasefire and the release of hostages and detainees in accordance with the United Nations Security Council Resolution (UNSCR) 2735, and affirmed that all sides to the conflict must adhere to their obligations under international humanitarian law. President Biden commended the UAE’s extraordinary humanitarian efforts in Gaza, which have been critical in addressing the humanitarian crisis, including through the launch of a maritime corridor for movement of aid, opening a field hospital in Gaza, and supporting evacuations of wounded civilians and cancer patients.

    The two leaders emphasized the ongoing need for the urgent, unhindered, and sustained delivery of life-saving humanitarian assistance, at a scale commensurate with the growing needs among the civilian population throughout Gaza.  They called on all parties to ensure the safety, security, and sustained access of aid workers to all those in need, and to create the conditions needed to facilitate an effective humanitarian response in Gaza.

    His Highness President Sheikh Mohamed commended the mediation efforts by the United States, along with Egypt and Qatar, to reach a lasting and sustainable ceasefire and hostage release deal to help end the war in Gaza.  His Highness also echoed the principles laid out by President Biden on May 31, 2024, and stressed the importance of building on this proposal in order to create a serious political horizon for negotiation.  To that end, the leaders discussed a path to stabilization and recovery that responds to the humanitarian crisis, establishes law and order, and lays the groundwork for responsible governance.  The leaders expressed their commitment to the two-State solution, wherein a sovereign and contiguous Palestinian state lives side-by-side in peace and security with Israel, as the only way to resolve the Israeli-Palestinian conflict in accordance with the internationally-recognized parameters and the Arab Peace Initiative.  They stressed the need to refrain from all unilateral measures that undermine the two-State solution, and to preserve the historic status quo of Jerusalem’s holy sites, recognizing the special role of the Hashemite Kingdom of Jordan in this regard.

    On the conflict in Sudan, the leaders expressed their deep concern over the tragic impact the violence has had on the Sudanese people and on neighboring countries.  Both leaders expressed alarm at the millions of individuals who have been displaced by the war, the hundreds of thousands experiencing famine, and the atrocities committed by the belligerents against the civilian population.  They stressed that there can be no military solution to the conflict in Sudan and underscored their firm and unwavering position on the imperative for concrete and immediate action to achieve a lasting cessation of hostilities, the return to the political process, and transition to civilian-led governance.

    Both leaders reaffirmed their shared commitment to de-escalate the conflict, alleviate the suffering of the people of Sudan, ensure humanitarian assistance reaches the Sudanese people, and prevent Sudan from attracting transnational terrorist networks once again. Noting their shared concern about the risk of imminent atrocities, particularly as fighting continues in Darfur, they underscored that all parties to the conflict must comply with their obligations under international humanitarian law, and all individuals and groups that commit war crimes must be held accountable.  The leaders emphasized that the priority right now must be the protection of civilians, particularly women, children and the elderly, securing humanitarian pauses in order to scale up and facilitate the movement of humanitarian assistance into the country and across conflict lines, and ensuring the delivery of aid to those in need, especially to the most vulnerable.

    Partners in Cyberspace

    The leaders emphasized that safety and stability in cyberspace is critical for digital economic growth and development, and reaffirmed their commitment to an open, interoperable, secure, and reliable internet, underpinned by the multistakeholder model of internet governance. 

    They committed to deepen cooperation on cybersecurity and to enhance cyber collaboration to protect critical infrastructure, counter malicious cyber activity by state and non-state actors, and noted that the UAE’s significant contributions to the International Counter Ransomware Initiative reflects the strength of our cooperation.  The leaders committed to promote stability in cyberspace based on the applicability of international law including the United Nations Charter, the promotion of voluntary norms of responsible state behavior during peacetime, and the development and implementation of confidence building measures between states. 

    Looking Forward

    The United States and the United Arab Emirates are both entrepreneurial nations, joined together by a relentless focus on the future.  Our aspirations are rooted in a common resolve to pursue innovative partnerships in new fields, including AI, food security, infrastructure investment, and supply chain resilience, even as we continue to strengthen the foundational element of our partnership: our longstanding people-to-people ties.  These connections between our countries drive progress and expand horizons, from clean energy technologies, to AI, defense cooperation, space exploration, and ongoing coordination across priority areas of science, education, and culture.  This first-ever official visit by a President of the United Arab Emirates to the United States sets a new foundation for our countries’ cooperation for decades to come

  • MIL-OSI USA: Deputy Administrator Isobel Coleman at the United Nations Development Program Event “Mobilizing Africa’s Sixth Region: Helping Educate and Skill Africa for the 21st Century”

    DEPUTY ADMINISTRATOR ISOBEL COLEMAN: Good afternoon. Thank you to our colleagues at UNDP for bringing us together today, and to our partners joining the discussion. 

    It’s a pleasure to be with you as we explore the promise of African-led innovation in education, technology, and entrepreneurship to drive global progress.

    All of us here today know that the African continent is a powerhouse of promise. This year, the continent is poised to be the world’s second fastest-growing region – Africa is home to 12 of the 20 fastest growing economies on the planet. 

    The African continent also boasts an exceptionally young and growing population, with 60 percent of its inhabitants under the age of 25, and by 2040, Africa will have the largest workforce in the world – larger than China and India combined.

    If we are going to achieve the SDGs and build the peaceful and prosperous world we all seek to advance, we must invest in harnessing that enormous potential. 

    This past March, I visited Atlanta to take part in the Phambili Trade and Innovation Event. While in Atlanta, I started discussing with Helene Gayle, the President of Spellman college, the potential for connecting American Historically Black Colleges and Universities, or HBCUs, with universities and colleges in Africa – harnessing cultural ties, and connecting young people pursuing careers in STEM on both sides of the world, empowering the next generation of students that could develop relationships and trade between the continent and the United States. 

    Since then, USAID has been in conversation with Spellman and other HBCUs about making this idea a reality, starting with one class that could count toward the HBCU students’ college degrees. 

    The idea blossomed, and in May of this year, USAID officially announced the launch of this program during the official visit of Kenyan President Ruto to the United States.

    EdTech Africa will pilot in Kenya featuring a select cohort of students from two to three HBCUs in the United States – Howard University and the Atlanta University Consortium – and three Kenyan Universities – University of Nairobi, University of Embu, and the Open University of Kenya – focusing on data science.

    In addition to academic coursework, the partnership will provide workforce development training in association which will require a collaborative project as a capstone to the class. 

    They will also participate in an entrepreneurship bootcamp in Atlanta sponsored by Mastercard and project based work sponsored by Microsoft at their Microsoft Africa Research Institute in Nairobi. 

    This hands-on approach will equip students with the skills and knowledge needed to succeed in today’s competitive job market. 

    This is just the first partnership under EdTech Africa that will develop enduring connections with industry and between African and U.S. institutions focused on technology research and development and private-sector job growth. 

    The EdTech Africa initiative is poised to make a significant impact at a time when Africa is experiencing rapid digital transformation characterized by technological advancements, increased connectivity, and emerging job opportunities. 

    To thrive in this new digital landscape, a safe and secure ecosystem is essential, and the EdTech Africa initiative will contribute to building such an environment. 

    The United States is eager to partner with Africa to uplift the next generation of innovative, African-led solutions – helping generate broadly shared opportunity and prosperity that benefits families and communities across the continent, and sustainable growth that benefits economies across the world. 

    These are just a few of the ways USAID is investing in Africa’s future. 

    But we know our work is not done. 

    The African continent is teeming with potential to drive the next generation of global progress, and now, it’s up to all of us – governments, partner countries, UN organizations, and the private sector – to invest in that potential.

  • MIL-OSI USA: Dingell Statement on Commerce Proposed Rulemaking on Connected Vehicles

    Congresswoman Debbie Dingell (MI-06) released the following statement on the Department of Commerce’s Notice of Proposed Rulemaking (NPRM) that would prohibit the sale or import of connected vehicles integrating specific pieces of hardware and software, or those components sold separately, with a sufficient nexus to the People’s Republic of China or Russia.

    “As our vehicles become smarter, safer, and increasingly connected, it’s important we’re taking action to mitigate security risks, especially when this technology is coming from countries of concern, like China and Russia. An investigation by the Department of Commerce concluded that technology from these adversarial countries poses a real risk both to consumers and to American infrastructure. For example, we know that Chinese automakers are deploying autonomous vehicles in the U.S. for surveillance and data collection, meanwhile banning American vehicles from their own streets. Today’s NPRM is an important step to combat the real threat this poses. We must maintain our leadership at the forefront of the global auto industry in a way that protects Americans’ privacy and safety and strengthens our national security.”

    The proposed rule focuses on hardware and software integrated into the Vehicle Connectivity System (VCS) and software integrated into the Automated Driving System (ADS). These are the critical systems that, through specific hardware and software, allow for external connectivity and autonomous driving capabilities in connected vehicles. Malicious access to these systems could allow adversaries to access and collect our most sensitive data and remotely manipulate cars on American roads. The proposed rule would apply to all wheeled on-road vehicles such as cars, trucks, and buses, but would exclude vehicles not used on public roads like agricultural or mining vehicles.

    The rule would also prohibit manufacturers with a nexus to the PRC or Russia from selling connected vehicles that incorporate VCS hardware or software or ADS software in the United States, even if the vehicle was made in the United States.

    The prohibitions on software would take effect for Model Year 2027 and the prohibitions on hardware would take effect for Model Year 2030, or January 1, 2029 for units without a model year.

    Today, the members of the Partnership for Atlantic Cooperation, – or the Atlantic Partnership – came together and reaffirmed their commitment to a peaceful, stable, and prosperous Atlantic region and a healthy, sustainable, and resilient Atlantic Ocean that is a resource for future generations. Since its launch, the Atlantic Partnership has grown to forty-two members, representing more than 75 percent of the Atlantic coastline. Countries from Africa, Europe, North America, South America, and the Caribbean come together to address shared challenges, promote common solutions, and advance collective principles. In addition to the 32 original founding members, Belgium, Belize, Benin, Cameroon, Guinea-Bissau, Panama, Sao Tome and Principe, Sierra Leone, Suriname, and Trinidad and Tobago have joined the Atlantic Partnership over the past year.
    Members have endorsed a Declaration on Atlantic Cooperation promising engagement on the basis of international law, existing national and international legal frameworks, mutual collaboration, and respect for differences in capacity and political perspective, and acknowledging the special role and primary interest of Atlantic states in the Atlantic.  At today’s ministerial, the Partnership’s members reaffirmed their commitment to work together to uphold the guiding principles for Atlantic cooperation as outlined in the Declaration. These include:
    A commitment to uphold international law, including the UN Charter, to promote an open Atlantic in which Atlantic states are free from interference, coercion, or aggressive action;
    A commitment to uphold the principles of sovereign equality, territorial integrity, and political independence of states;
    Recognition of the special interest and primary role that Atlantic states have in the Atlantic.
    The Atlantic Partnership has focused on three lines of effort: 1)Sustainable Blue Economy, 2) Science Capacity Building and Exchange, and 3) Ocean-based Food Security.
    Sustainable Blue Economy
    The blue economy is the sustainable use of Atlantic Ocean resources for economic growth. The increase in the use of the ocean space, resources, and services, and their impact on marine biodiversity and ocean ecosystems, can put the ocean’s benefits at risk. The Declaration and its accompanying Plan of Action established the objective of advancing sustainable blue economic development as an overarching Atlantic Partnership goal. The United States is contributing to the Sustainable Blue Economy line of effort with the following programs and initiatives:   
    Marine Spatial Planning Technical Assistance – The Atlantic Partnership has established a working group on Marine Spatial Planning (MSP), which is co-chaired by Spain, Morocco, and Angola. MSP is a process that helps coordinate multiple ocean-related industries to use marine resources sustainably. MSP can provide an integrated, ecosystem-based framework to allow for sustainable use of the marine and coastal environment, maintain biodiversity, and ensure alignment of government policies, community needs, and economic drivers. The United States is sponsoring MSP capacity building via directed technical assistance, local case studies, and global best practices.         
    Blue Economy/Blue Tech Solutions Public Diplomacy:  The United States is sponsoring a series of Atlantic Partnership Blue Economy/Blue Tech Solutions events.  The events will bring the private sector, non-governmental organizations (NGOs), and technical government offices together with U.S. counterparts to develop and deploy solutions to environment- and ocean-related challenges with the United States as a model.      
    Partnering Across the Atlantic on the Blue Economy – The United States is sponsoring technical assistance and capacity building to strengthen Atlantic Partnership members’ efforts to grow the blue economy. The Atlantic Partnership is strengthening the blue economy via support for work on aquaculture, sustainable fisheries, coastal planning, coastal resilience, science-based decision making, technology and data management, and early career development for scientists.     
    Support for Ghost Gear Reduction in the Atlantic – Ghost gear is abandoned, lost, or discarded fishing gear that can wreak havoc on marine ecosystems. The United States is working with the Global Ghost Gear Initiative and technical experts and local partners in West Africa and Central America to identify factors contributing to ghost gear in the Atlantic Ocean and potential solutions. In April 2024, The United States and Canada convened Atlantic Partnership members to focus on the problem of abandoned, lost or discarded fishing gear (ALDFG) or “ghost gear,” a form of marine plastic debris.  Canada, Costa Rica, and Ghana shared response experiences, best practices, and challenges, creating a new network of pan-Atlantic practitioners addressing the issue.    
    Partnership for Atlantic Cooperation Marine and Blue Economy “4TheAtlantic” Incubator – To bolster cooperation among Atlantic Cooperation countries in the Gulf of Guinea to address emerging oceanic environmental issues, the United States is funding a three-day capacity building program designed to help entrepreneurs across Atlantic Partnership members to tackle emerging oceanic environmental issues such as food security, rising sea levels, deteriorating marine life, increased oceanic and surface temperatures, unregulated fishing, and marine pollution. 
    Ocean-related or “Blue” Technology – In August 2024, the Atlantic Partnership convened technology leaders to introduce new and innovative technology solutions to improve the blue economy, enhance environmental stewardship, and address challenges posed by climate change. These included technologies for ocean mapping, hydrography, GIS, ocean observation, robotics and telepresence, and vessel monitoring.
    Innovative Financing: In April 2024, the United States convened members and external partners to focus on innovative financing solutions for marine conservation. Co-hosted by Pew and the Nature Conservancy, the event highlighted opportunities and processes associated with debt-for-nature programming and the Belize and Gabon’s experiences of with innovative finance to protect their marine areas.    
    Science Capacity Building and Exchange    The Atlantic Ocean is at the heart of the Atlantic Partnership.  Under the leadership of Brazil, Portugal, and the United States, the Partnership has created a platform to advance Atlantic Ocean observation and understanding. The Platform creates a mechanism to bring in world-class science, connect with ongoing scientific endeavors, strengthen member participation, and deliver benefits to members. The United States is contributing to the Science Capacity Building and Exchange line of effort with the following programs and initiatives:   
    Building Ocean Observation and Modeling Capacity – The United States is sponsoring a targeted effort to support diverse, equitable, and inclusive all-Atlantic research collaborations with facilitated trainings and workshops that respond to Atlantic Partnership members’ needs, including building the technical capacity and increasing global access to Atlantic Ocean research data through increased access to and training on ocean observing equipment for under-resourced countries and communities, and will collaborate with All-Atlantic Ocean Research and Innovation Alliance (AAORIA) Partners. 
    Atlantic Partnership/AAORIA Ocean Observation and Modeling Workshop – The United States hosted a joint Atlantic Partnership/AAORIA workshop on ocean observation and modeling capacities in Washington, DC. Collaboration with AAORIA brings access to the broader Atlantic Ocean science community, strengthens the potential for internal interagency coordination in member governments, and further demonstrates the power of the Atlantic community.     
    Ocean-Based Food Security  
    Food security and food system resilience affect all countries, and some of the coastal Atlantic states face acute pressures. Over half the world’s population depends on ocean-derived foods as a vital food source, underscoring the immense importance of ocean-based food security. In addition to conflict and political challenges, Atlantic States face increasing pressures from changing precipitation patterns, shifting fisheries stocks, and warming oceans, all of which affect food and nutrition security in real terms. 
    The United States is contributing to the Food Security of effort with the following initiative:   
    Ocean-based Food Security Solutions Exchange: The Atlantic Partnership “solutions exchange” will focus on sustainable aquaculture as a food security solution, highlighting global food security as its signature issue for its December 2024 UN Security Council Presidency General Debate. Working with the Environmental Defense Fund, the United States will bring together government officials, private sector leaders, NGO and academic experts, philanthropies, and multilateral groups to focus on the nexus between food security and the Atlantic Ocean. This exchange will highlight the critical importance of the issue of food security, particularly the potential for the Atlantic Ocean to support sustainable responses.   
    Public Private PartnershipsThe United States is partnering with the Schmidt Ocean Institute and with additional philanthropies, academics, private sector, and NGOs to bring their significant resources and expertise to augment government efforts, with a particular focus on ocean research and observations and harness opportunities for early career scientists. 
    Partnership with Schmidt Ocean Institute:  The United States is partnering with Schmidt Ocean Institute to leverage its planned work in Atlantic Ocean scientific observation, research, and capacity building, through the 2025-2029 R/V Falkor (too) Atlantic Expeditions.
    Cabo Verde Partnership Opportunity Delegation:  The United States will bring a delegation of interested U.S.-based research, private sector, and conservation organizations to explore opportunities to collaborate with Cabo Verde at the nexus of science exchange and sustainable economic development.    
    Ongoing U.S. Atlantic ProgramsConsistent with our leadership of the Atlantic Partnership, the United States has implemented and continues to advance programs across the Atlantic on a range of shared challenges:
    The End Plastic Pollution International Collaborative (EPPIC) – The United States initiated EPPIC, a new international public-private partnership to incentivize investment and solutions to end plastic pollution, starting upstream. EPPIC engages partners beyond national level governments to take on ambitious commitments that reduce demand for plastic and maximize circularity.
    Save Our Seas Initiative – The United States addresses ocean plastic pollution in the northern coast of Dominican Republic through its global and bilateral programs. The global Clean Cities, Blue Ocean program focuses on supporting an improved solid waste management system and remediating opened dump sites in Samana Province and preventing waste, including plastic waste entering the Samana Bay. The Dominican Republic Solid Waste Reduction Program works to reduce waste in municipalities on Puerto Plata, Monte Cristi, and Dojabon provinces leading to cleaner oceans, enabling communities and economies to thrive and build resilience to climate and economic shocks.  
    Coastal Resilience, Carbon, and Conservation Finance – The United States Climate Finance for Development Accelerator launched the Coastal Resilience, Carbon, and Conservation Finance (C3F) program to encourage the flow of private capital into coastal resilience and blue carbon projects. These projects generate biodiversity conservation, climate mitigation, and adaptation outcomes while safeguarding local communities’ benefits.  The United States is partnering with the Ocean Risk and Resilience Alliance to identify and engage stakeholders in Senegal, Guatemala, Dominican Republic, Guyana, Suriname, and other countries to build capacity to develop bankable, climate-positive projects and address information asymmetries between communities and investors – leading to investments that safeguard local resources and livelihoods.
    Blue Carbon Inventory Project – Through the Blue Carbon Inventory Project, the United States will continue to provide partner countries with technical assistance on the integration of coastal wetlands in National Greenhouse Gas Inventories and maximizing the value of these ecosystems in terms of coastal resilience and blue economies. Through an integrated series of workshops, engagements and directed bilateral collaboration, the Blue Carbon Inventory Project has already collaborated to varying degrees with Costa Rica, Ghana, and Senegal and hopes to engage with other members of the Partnership for Atlantic Cooperation in the years to come.
    Atlantic Ocean Marine Microbiome Working Group – Marine microbes play pivotal roles in the environment and climate, the food value chain, biodiscovery, and a host of cross-cutting challenges, including the need to demonstrate the socio-economic value of marine microbiomes and environmental DNA (eDNA). The United States co-chairs and provides in-kind contributions to the Atlantic Ocean Marine Microbiome Working Group, which focuses on building a network of marine microbiome researchers and disseminating knowledge about the important role microbiomes play in the functioning of the ocean.
    Marine Biodiversity Observation Network (MBON) Pole to Pole of the Americas – The United States continues to provide support for MBON Pole to Pole, a knowledge sharing network dedicated to the collection, use, and sharing of marine biodiversity data in a coordinated, standardized manner, leveraging existing infrastructure and standards.
    U.S.-Caribbean Partnership to Address the Climate Crisis 2030 (PACC 2030) – The United States has provided over $100 million in new resources to increase access to climate finance, accelerate the transition to renewable energy, and build resilience to climate change and natural disasters under PACC 2030. PACC 2030 has established a network of Caribbean-based scientific experts to develop new climate mitigation and adaptation measures, identified new opportunities for clean energy infrastructure, and enhanced resilient food production systems to feed the region. 
    Caribbean Sustainable Ecosystems Activity – The United States Caribbean Sustainable Ecosystems Activity aims to reduce threats to coastal-marine biodiversity in the Caribbean while building coastal communities’ resilience to climate change. The Sustainable Ecosystems Activity harmonizes regional conservation approaches and engages the tourism sector to advocate and conserve marine protected areas
    Caribbean Biodiversity Program – Marine Protected Areas (MPAs) can help support biodiversity and climate resilience in the face of climate change. The Caribbean Biodiversity Program facilitates international and regional peer-to-peer exchange between MPAs in areas of enforcement, protected area financing, communication, outreach, public education, coral reef monitoring, and socio-economic monitoring.
    Sargassum Inundation Embassy Science Fellow – Sargassum inundation events occur when rafts of this algae are carried to shore by winds and currents. These events are a type of harmful algal bloom that can adversely impact coastal ecosystems, tourism, and public health. The United States embedded an environmental engineer at the University of the West Indies to focus on collaborative research to better detect and address Sargassum influxes in the Caribbean and to support developing a plan for identification and response strategies for Sargassum inundation events in the Eastern Caribbean. 
    National Marine Litter Action Plans – The United States assisted several Atlantic Partnership members (Costa Rica, Dominican Republic, and Guatemala) in the development of their National Marine Litter Action Plans which establish a roadmap for relevant authorities in each country to better manage marine litter issues.
    Ocean Conservation Skill Sharing – The United States is working to build relationships among regional institutions to share approaches and learning to improve conservation of mangroves, shellfish, seagrass, and coral reefs.
    Support for fisheries management efforts of the International Commission for the Conservation of Atlantic Tunas (ICCAT) – The United States provides extensive support for ICCAT, which oversees the conservation and management of Atlantic tunas, swordfish, marlin and sharks, and adopts measures to minimize bycatch of sea turtles, seabirds, and other protected species associated with these fisheries. This responsibility is shared among ICCAT’s 53 members, including a number of members of the Atlantic Partnership. 
    Support for the Atlantic Centre Course on “Illegal, Unreported, and Unregulated Fishing in the Atlantic” – The United States partners with the Atlantic Centre, a “Multilateral Centre of Excellence,” to promote defense capacity-building for the Atlantic, including the recent course on “Illegal, Unreported, and Unregulated Fishing in the Atlantic,” held in the Azores. 
    Joint Presentation of the Five-Day Illegal, Unreported, and Unregulated Fishing Seminar – The United States has deployed an exportable, internationally-focused seminar to assist partner nations (including Cote d’Ivoire, Nigeria, and Sierra Leone) to develop and strengthen their fisheries enforcement regimes to help prevent illegal, unreported, and unregulated fishing products from entering the global seafood market. 
    Maritime Advisor to Côte d’Ivoire – The United States supports a Maritime Advisor to Côte d’Ivoire, who assists in countering illegal, unreported, and unregulated fishing; and improving maritime governance, port security, and port state control in West Africa. A mobile training team completed a two-week Boarding Officer Course for 18 Ivorians from their Navy, Gendarmerie, Customs and Fisheries organizations.  
    Ghana Fisheries Recovery Activity – The United States funds the Feed the Future Ghana Fisheries Recovery Activity (GFRA) – a five-year, $17.8 million project that is mitigating the near collapse of Ghana’s small pelagic fisheries and establishing a foundation for their ecological recovery. The GFRA reduces overfishing and improves small pelagic fisheries management, which encourages ecological sustainability and marine biodiversity conservation and improves the socioeconomic well-being, food security, and resilience of fishers and coastal communities in Ghana. 
    Women Shellfishers and Food Security Activity – The United States works in field sites in The Gambia and Ghana to demonstrate effective shellfishing and natural resource management approaches to women-led, community-based shellfishing operations.
    Protecting Natural Ecosystems in Sierra Leone – The United States provided $10 million in political risk insurance to support West Africa Blue’s equity investment in a mangrove blue carbon project in the Bonthe and Moyamba regions of Sierra Leone. The project builds on a longstanding relationship with local communities and aims to develop long-term conservation, restoration, and income diversification activities funded sustainably through the issuance of high-quality, certified carbon credits.

    MR. FERNÁNDEZ HERNÁNDEZ:  Hi.  Good morning, everyone, and thank you for joining today’s press call to preview President Biden’s speech at the Bloomberg Global Business Forum tomorrow and on the pre- — and on the Biden-Harris administration’s historic efforts to combat climate change.
    As a reminder, this call will be on the record and embargoed until today at 1:00 p.m. Eastern.
    The call will begin with on-the-record remarks from Senior Adviser to the President and White House Director of Communications Ben LaBolt, White House National Climate Adviser Ali Zaidi, and Senior Adviser to the President for International Climate Policy John Podesta.
    Afterwards, we will have an — a question-and-answer period.
    With that, I will turn it over to Ben.
    MR. LABOLT:  Thanks, Angelo, and good morning, everybody.
    President Biden is fresh off his Quad Summit, where he showcased his continued leadership on the world stage by bringing our allies together to cooperate on — on major cross-border issues.  He just delivered a major speech last Thursday on the economic progress we’ve seen under — under this administration.  And later today, he’s heading to New York to the U.N. General Assembly.
    He’s got a busy schedule in New York, and you’ll see him lay out his vision for continued U.S. leadership on the world stage, including renewed cooperation to address shared global challenges such as confronting the climate crisis.
    And as the president continues to sprint to the finish line, tomorrow, as part of Climate Week, he’ll deliver remarks highlighting his and Vice President Harris’ leadership to tackle the climate crisis.
    His speech tomorrow at the Bloomberg Global Business Forum will showcase just how transformational this administration has been in helping to meet all of our climate, conservation, and clean energy goals — from reducing emissions and moving in the long term to a net-zero economy, to mobilizing private-sector investments in domestic manufacturing, to protecting our lands and waters, and so much more.
    And of course, through each of those important goals, also making significant in pro- — progress along the way to lower families’ energy costs; create good-paying union job; and ultimately leave for our children and grandchildren a stronger, healthier planet.
    Ali and John will share a bit more about the president’s domestic and international climate legacy in just a moment, but I want to take a moment to highlight how important the stakes are and why the president’s efforts have been essential in making sure we stay on track for our climate goals.
    If, as the science demands, we are going to meet the president’s goal of achieving net-zero greenhouse gas emissions by no later than 2050 and of limiting global warming to 1.5 degrees Celsius, then we’ve got to keep the pedal to the metal on our climate efforts.  We cannot afford to delay or to go back. 
    We’re seeing the impacts the climate crisis is having on our communities every day.  Yet as cities are flooding or on fire or under extreme heat watches or trapped in a cloud of smog, many congressional Republicans continue to deny the very existence of climate change.
    And it’s not just talk.  Congressional Republicans are taking action right now that would roll back investments in climate, clean energy, and public health.
    In this session alone, congressional Republicans’ efforts to gut climate protections are being pushed through a variety of avenues, including appropriations bills, Congressional Review Act resolutions, and other legislative actions, which would have a devastating impact on families, the economy, and the environment. 
    From undermining clean vehicle tax credits to attacking cost-saving efficiency standards, they continue to side with special interests to keep consumer energy prices high.
    During this session, congressional Republicans have advanced legislation to repeal new programs from President Biden’s Investing in America agenda that are helping families save hundreds of dollars each year on energy costs, including attacking new rebate programs for energy-efficient home upgrades and programs that support residential solar projects in low-income communities.
    After the president’s historic work to enhance public health protections and strengthen pollution standards, congressional Republicans are working to weaken those protections, which would harm their constituents’ lives and livelihoods.
    They’ve introduced resolutions that would roll back the administration’s rules that protect communities from coal plants’ water pollution, air pollution, and waste disposal.  They’re working to overturn lifesaving rules under the Clean Air Act that reduce pollution from power plants, cars, trucks, and indus- — and industrial sources.  And they’re failing to protect the health of mine workers, including by trying to block new rules that protect coal and other miners from toxic exposures.
    With more than 42 million acres already conserved, President Biden is on track to conserve more lands and waters than any modern president has in four years.  But congressional Republicans are attempting to roll back protections for our nation’s outdoor treasures and open up our lands and waters to increased irresponsible development.
    They’re trying to eliminate presidential authority to establish national monuments altogether.  They’re also trying to dismantle President Biden’s America the Beautiful initiative, which is supporting locally led conservation efforts across the country, and to overturn the administration’s Public Lands Rule that will help conserve wildlife habitat, restore places impacted by wildfire and drought, expand outdoor recreation, and guide thoughtful and balanced development.
    They’re supporting legislation and other appropriations vehicles that would undo protections for 13 million acres of special areas in the Western Arctic and dismantle efforts to protect the U.S. Arctic Ocean and Arctic National Wildlife Refuge from new oil and gas leasing.
    The Biden-Harris administration successfully finalized the first updates in decades to hold oil and gas companies accountable and ensure they provide fair returns to taxpayers, but congressional Republicans are seeking to overturn these overdue reforms.
    And just to put a finer point on it: Since President Biden signed the Inflation Reduction Act, congressional Republicans have voted more than 50 times to repeal all or parts of the largest and most impactful climate legislation in history.
    Yet even though most Republicans are in lock- — lockstep in this approach, some are starting to change their tune.  Last month, 18 House Republicans sent a letter to Speaker Johnson asking him not to repeal the Inflation Reduction Act.
    Perhaps it’s because President’s Biden’s policies are leading to more than 330,000 new clean energy jobs already created, more than half of which are in Republican-held districts.
    It also might be because they’re starting to realize that jacking up families’ energy prices, weakening pollution protections, and slowing our clean energy transition are unpopular back home.
    Whatever the reason, it’s obvious that the contrast between President Biden and Kamala Harris’ policies with those of congressional Republicans couldn’t be clearer.
    This coming Climate Week and for every week thereafter, this president and his team will continue to work on behalf of the American people to protect our planet, lower energy costs, create good-paying jobs, and do what’s needed to ensure that our grandchildren can experience a planet with clean air and drinkable water.
    And with that, I’ll turn it over to the president’s national climate adviser, Ali Zaidi.
    MR. ZAIDI:  Thanks so much to everybody for joining.
    We are five years into what the UNFCCC declared as the “decisive decade for climate action.”  Tomorrow, President Biden will deliver the decisive decade halftime report.  And what he will show is how the United States has changed the playbook fundamentally — not focused on the doom and gloom, focused instead on the massive economic opportunity, a chance to build U.S. manufacturing and infrastructure, and a chance to build the American middle class.
    The president will talk about what we’re seeing on the scoreboard.  Since the start of the administration, 100 gigawatts of clean energy built in the United States — 25 million homes’ worth of power.  You see off our coast an offshore industry, where before there was none. 
    In rural America, the largest investment in clean energy electrification since FDR — one in five rural Americans seeing the benefits of that clean energy. 
    A nuclear industry revitalized — plants that were slated to be shut down put back into use; plants retired coming back to meet surging demand.
    In transportation, electric vehicles now quadrupled in sales, chargers doubled on our roads and highways, the postal service going fully electric, and all of that being made in America — batteries being made in America; anodes, cathodes, the very critical minerals necessary for tackling climate change being sourced here in the United States of America.
    And, of course, we’re seeing this translate into benefits for consumers.  The standards the president has finalized or more efficient appliances saving a trillion dollars for consumers over the next several decades.
    And just last year, millions of Americans taking advantage of the Biden-Harris clean energy tax credits to retrofit their homes, put in upgrades that will save them money, lower utility bills and costs. 
    He’s done all of this while protecting the environment.  As Ben noted, 42 million acres conserved by tackling the scrooge [scourge] of environmental injustice, meeting pollution where it is in fence-line communities, and delivering solutions that take effect right away.
    He’s made sure that we are leaning into the manufacturing opportunity in all of this.  He’s going to talk about how we invented a lot of these technologies, but over the last several years, we’ve now started to actually make these technologies — $900 billion in manufacturing.
    So, you see because of these historic efforts under President Biden, Vice President Harris, capital coming off the sidelines, jobs coming back, and America leading on climate.  And, you know, core to that — core to that is the president delivering on his fundamental conviction.
    When he was running for office, the president often said, “When I see climate, I see jobs.”  Since the beginning of his administration, he’s made that a focal point in climate.  It’s what’s helped us put all these points on the board.  Even today, governors will come together to announce a goal to train another million folks into registered apprenticeships that deliver on the climate workforce that we need to build this clean energy future.
    Tomorrow is an opportunity to deliver that decisive decade halftime report to show the progress we’ve made, the points we put on the board, and the path ahead.  And President Biden will do that eloquently and in a way, I think, that will hopefully activate and animate accelerated action not just here but around the world.
    And for that, let me hand it over to my partner in all of this, the president’s international climate adviser, John Podesta.

    Over the past four years, President Biden and Vice President Harris have pursued the most ambitious and successful climate agenda in history, both domestically and internationally.
    We know that the climate crisis is a global problem and that no one country alone can solve it but that U.S. leadership on this issue is critical for bringing the world together.
    That’s why President Biden rejoined the Paris Agreement on day — day one.  It’s why he set a bold goal to cut U.S. emissions by 50 to 52 percent below 2005 levels by 2030 and backed that goal up with action through the Inflation Reduction Act, the largest investment in climate and clean energy in the world, as Ali just went through.  And it’s why he convened three leaders summits on climate, ratified the Kigali Amendment to the Mo- — Montreal Protocol to phase down super-polluting hydrofluorocarbons.
    Over the past four years, this resurgence of U.S. leadership on global climate action has yielded real results.
    We’ve raised ambition from countries and companies around the world through the Global Methane Pledge to reduce global methane emissions 30 percent by 2030, with now 158 countries and the EU signing on.
    At COP28 in Dubai in December 2023, the United States successfully galvanized the world to commit, for the first time, to transition away from unabated fossil fuels; to stop building new unabated coal capacity globally; to triple renewable energy globally by 2030, to double the level of efficiency by 2030, and to triple nuclear energy by 2050.
    We’ve remained focused on climate finance, which is the biggest topic of discussion at this year’s COP29 in Azerbaijan.
    President Biden pledged to work with Congress to quadruple U.S. international public climate finance to over $11 billion per year by 2024.  And we’re on track to deliver on that commitment.  That includes over $3 billion per year for adaptation under the president’s Emergency Plan for Adaptation and Resilience, or the so-called PREPARE program, which will help a half a billion people worldwide adapt to and manage climate impacts, including sea level rise, storms, droughts, and food insecurity. 
    The next few months are crucial for our international climate agenda — from COP16 on biodiversity in Cali to the G20 in Rio to COP29 in Baku, and, of course, this week in New York.
    This week and throughout this fall, we’ll continue to work with our allies and partners around the world to raise ambitions; unlock additional climate finance from the private sector, multilateral development banks, and public sources; accelerate the deployment of clean energy by driving innovation and lowering costs; reversing and finally ending deforestation; and help more vulnerable countries and communities adapt to a changing climate.
    Here’s the bottom line: Thanks to President Biden and Vice President Harris, we’re on the right path here in the U.S. and around the world.  We have to accelerate our progress toward our collective climate goals, and I think the president will be calling on other leaders of the world, as he did over the weekend in the new announcements on clean cooling and the clean energy industrial fellowship we entered into with India, to get that job done.

    Q    Hi, everyone.  Thank you so much for doing this this morning.
    John, you mentioned that the president will be calling on — on other leaders.  You know, this is a very international audience this week.  Already, countries have seen the United States leave and join and leave and join global efforts to fight climate change.  What will the president’s message be to world leaders who are worried about what a Trump administration would bring on climate and maybe don’t know whether the U.S. can be trusted to be a long-term partner?
    I guess, related, do you expect President Biden to — to speak directly about former President Trump?
    MR. PODESTA:  Lisa, you know, in my current role, I can’t talk about politics.  (Laughs.)  But I think it’s clear that the track record from the previous administration vers- — which pulled out of Paris, abandoned the — the partnership that we had around the globe, reversed a number of actions that President Obama had taken on climate change versus the record that we just laid out is clearly of concern and interest to people around the world.
    All I can tell you is the president has demonstrated that you can produce strong economic growth, create good-paying jobs, reach all areas of the country in this — in this task of decarbonizing our economy. 
    And that’s the message I think he’s sending to global re- — leaders: This is doable.  We can invest in the — these new technologies.  We can put people to work doing the work that needs to be done, and it’s going to be good for your publics.
    So, I think that in — in his speech to — to UNGA, he will, I think, reflect on that record, and I’m sure the — the alternatives will be implicit.
    MR. ZAIDI:  Look, what I’d add to that — this is Ali — is you’ve seen the politics of climate inaction deteriorate in Congress.  House Republicans have put up nearly 50 votes to roll back President Biden and Vice President Harris’ historic climate efforts.  They failed.  They failed even within their own caucus: Now a dozen and a half members calling on their own leadership to wrap up these efforts, to go in a U-turn direction, because they see the economic case for climate action.
    Part of the reason the president has been successful — and as he speaks to this tomorrow, he will point out — is this new formula on climate action, which is focused on driving investment in U.S. manufacturing and U.S. infrastructure, and that has resulted in unprecedented and successful job creation all across the country in blue districts and in red.
    So, the politics of inaction are deteriorating.  The case for a U-turn is weak and fragile and falling apart.  But the haste to go bold and accelerate climate action, we’re seeing the results from that; that’s strengthening.
    And, you know, Lisa, you mentioned, there are a lot of leaders from around the world here in New York.  There are also a lot of leaders from industry and big investors here in New York, and they’re paying attention to one thing and one thing only, and that is: In the United States, the case for investing in clean energy has never been stronger.  The economics for climate action are irresistible here in the United States.  And that’s going to cascade around the world as we accelerate progress in this decisive decade.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes.
    Q    Okay.  Thank you.  Sorry.  En route to New York. 
    I wanted to ask if you can talk about the multilateral (inaudible) boosting climate financing for developing countries as well as how the U.S., the administration will work with China, the number one polluters in the world.  As — and your initiative also working with African nations. 
    Thank you.
    MR. PODESTA:  Well, thanks — thanks for the question.  I — at the bilateral level, I laid out a — at the front end of my remarks, the president’s commitment to increasing climate finance across the board and reach communities across the globe. 
    We’ve succeeded in — in meeting the targets that the president did at — in his UNGA speech in 2021.  I want to underscore that.  That’s where he said we will quadruple our climate finance from the historically high level that President Obama produced.  It was actually substantially more than that if you compare it to the last years under President Trump.  And we’re on track to do that.
    Where I’m engaged in events here to try to track additional private-sector investment into the adaptation space, noting — I noted the PREPARE program that the president has put forward, which is going to provide a — help and service to half a billion people across the globe. 
    We’re engaged, I think, with the — the i- — the discussion right now to increase the national cumulative qualified goal that’s, as I noted, part of what’s most important on the agenda in Baku.  Those conversations are continuing, but we’ve seen a substantial increase in climate finance coming through the multilateral development banks and other sources. 
    It’s going to take the effort of all of us to go from the billions of dollars of — hundreds of billions of dollars of public support that we’ve seen to, really, the trillion dollars of need that are necessary to build sustainable energy systems across the globe. 
    And so, I think, again, in his conversations with — with global leaders, he hosted President Ruto of Kenya earlier this year, created a commitment to a bilateral partnership with the government of Kenya to build out supply chains there.  We’re working with India and Tanzania to do the same thing across new supply chains in Africa. 
    So, I think the president is r- — is quite focused on this and will get a chance to speak to it both in the meetings that he’s holding on the side as well as in his main UNGA speech.
    Q    Okay.  If I can just quickly follow up on that.  A lot of these developing countries are looking into carbon market.  What is your response?  What is your view regarding that? 
    MR. PODESTA:  You know, earlier this summer, we issued a joint statement from the U.S. government on our views on the fact that those high-integrity carbon markets are a potentially strong source of finance for countries both to decarbonize the power sector.  Secretary Kerry did a tremendous work on creating a new instrument, if you will, in that space as well as in — in agriculture and forestry. 
    But as we noted in that statement, there’s — there needs to be high integrity both on behalf of the sellers of carbon credits as well as on behalf of buyers in order to make these — these markets work and — and see those — that ability for carbon finance to flow through that channel.  Without that, I think the market and — and I think we saw this in the last couple of years — it begins to lose faith that those — that the emissions reductions are real.  In which case, I think people back off from making the commitments. 
    So, I think it’s really critical to make sure that these markets are — have strong integrity, and we laid out the principles to make that happen. 
    MR. ZAIDI:  I just want to add a little bit on how domestic action is, I think, enabling more ambition around the world.
    First, there has been analysis, including from the Boston Consulting Group, on the impacts of the Inflation Reduction Act in terms of technology cost reduction that actually improve the odds of scale-up around the world — everything from battery technology to clean hydrogen production through electrolyzers. 
    That technology is being de-risked as a result of the generational investment that President Biden has marshaled to take on the climate crisis here in the United States. 
    That’s going to have very significant implications around the world.  One modeling projection done by the Rhodium Group shows that for every ton reduced here, we will see two or three reduced around the world, again, as the result of that technology de-risking. 
    The second is the platform de-risking.  John talked about the voluntary carbon markets and the principles we laid out earlier this summer to help high-integrity scale-up of that platform. 
    The investment the United States is making, for example, through the Department of Agriculture in measurement, monitoring, and verification regimes, or through the EPA and the Department of Energy in the utilization of satellite data to track methane leaks from industrial sources — those investments in satellite, in harnessing machine learning and artificial intelligence to take on climate change — those platform investments will de-risk those platforms for the rest of the world and I think help bring additional resources to the Global South. 
    And then there’s the role of the capital markets more broadly.  In the United States, we are building muscle memory around new asset classes, and that’s going to accrue benefits to capital formation and project development all around the world. 
    So, look, there is the — there is the effort, I think, underway by G20 countries.  The*28:59 — when the president was out at the last G20, he said, “I passed an Inflation Reduction Act.  You should copycat that.”  So, there are a lot of countries that are downloading the U.S. playlist on how to jam out on climate. 
    But there’s a second piece of it, which is the actions we’re taking here in the United States are de-risking technologies, they’re de-risking platforms, and they’re building the muscle memory to accelerate capital formation project development around the world. 
    Obviously, that all complements the very important development finance and multilateral work — work John talked about, but I do think this work domestically is going to echo around the world.
    MR. FERNÁNDEZ HERNÁNDEZ:  Thanks, Ali.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes. 
    Q    Thanks so much for taking my call.  I wondered if you could tell us — I know the president told his Cabinet to “sprint to the finish.”  I wonder if you can tell us what that’s going to mean on climate, if there’s anything else we can expect — big announcements on climate before the end of the term, and also how he’s thinking about climate when he’s approaching his legacy?
    MR. ZAIDI:  Robin, I think the president is thinking about climate the same way he has been from day one.  When he thinks climate, he thinks jobs.  And I know that sounds simple, but I think that’s been the driver of the political economy and the investment case around the country, and that continues to be the case. 
    You know, you’ll — you’ll see from the administration what you’ve seen from day one: a concerted focus on a sector-by-sector basis, each part of the economy.
    In terms of developing new standards and rules that provide certainty to business and improve the investment climate around clean energy technologies, you will continue to see robust implementation from our agencies on the infrastructure law and the Inflation Reduction Act.  On the broader investment agenda, making sure that those investments are turning in to impacts on the ground.
    And you’ll see us do the important work of blocking and tackling to make sure our projects are getting built.  Permitting, citing execution has been a focal point for the Biden-Harris administration from day one. 
    You know, this Cabinet meeting, the president talked about sprinting through the finish line, making sure that we’re building an irreversible momentum behind climate action.  But I remember the last Cabinet meeting when he reminded the Cabinet that these laws, these standards, these investments were only as good as the impact they were making on the ground.  So, he continues to be relentlessly focused on implementation, on execution, on getting things built. 
    And that goes to the point I made at the top.  This is no longer a theoretical playbook.  You could see it as points on the scoreboard today: A hundred gigawatts of clean energy built in the United States under the Biden-Harris administration.  That’s going to be our focus.  That’s where we continue to spend our time.
    MR. FERNÁNDEZ HERNÁNDEZ:  Thanks, Ali.

  • MIL-OSI USA News: FACT SHEET: Partnership for Atlantic Cooperation  Ministerial

    Today, the members of the Partnership for Atlantic Cooperation, – or the Atlantic Partnership – came together and reaffirmed their commitment to a peaceful, stable, and prosperous Atlantic region and a healthy, sustainable, and resilient Atlantic Ocean that is a resource for future generations.
     
    Since its launch, the Atlantic Partnership has grown to forty-two members, representing more than 75 percent of the Atlantic coastline. Countries from Africa, Europe, North America, South America, and the Caribbean come together to address shared challenges, promote common solutions, and advance collective principles. In addition to the 32 original founding members, Belgium, Belize, Benin, Cameroon, Guinea-Bissau, Panama, Sao Tome and Principe, Sierra Leone, Suriname, and Trinidad and Tobago have joined the Atlantic Partnership over the past year.

    Members have endorsed a Declaration on Atlantic Cooperation promising engagement on the basis of international law, existing national and international legal frameworks, mutual collaboration, and respect for differences in capacity and political perspective, and acknowledging the special role and primary interest of Atlantic states in the Atlantic. 
     
    At today’s ministerial, the Partnership’s members reaffirmed their commitment to work together to uphold the guiding principles for Atlantic cooperation as outlined in the Declaration. These include:

    • A commitment to uphold international law, including the UN Charter, to promote an open Atlantic in which Atlantic states are free from interference, coercion, or aggressive action;
    • A commitment to uphold the principles of sovereign equality, territorial integrity, and political independence of states;
    • Recognition of the special interest and primary role that Atlantic states have in the Atlantic.

    The Atlantic Partnership has focused on three lines of effort: 1)Sustainable Blue Economy, 2) Science Capacity Building and Exchange, and 3) Ocean-based Food Security.

    Sustainable Blue Economy

    The blue economy is the sustainable use of Atlantic Ocean resources for economic growth. The increase in the use of the ocean space, resources, and services, and their impact on marine biodiversity and ocean ecosystems, can put the ocean’s benefits at risk. The Declaration and its accompanying Plan of Action established the objective of advancing sustainable blue economic development as an overarching Atlantic Partnership goal. The United States is contributing to the Sustainable Blue Economy line of effort with the following programs and initiatives:   

    • Marine Spatial Planning Technical Assistance – The Atlantic Partnership has established a working group on Marine Spatial Planning (MSP), which is co-chaired by Spain, Morocco, and Angola. MSP is a process that helps coordinate multiple ocean-related industries to use marine resources sustainably. MSP can provide an integrated, ecosystem-based framework to allow for sustainable use of the marine and coastal environment, maintain biodiversity, and ensure alignment of government policies, community needs, and economic drivers. The United States is sponsoring MSP capacity building via directed technical assistance, local case studies, and global best practices.         
    • Blue Economy/Blue Tech Solutions Public Diplomacy:  The United States is sponsoring a series of Atlantic Partnership Blue Economy/Blue Tech Solutions events.  The events will bring the private sector, non-governmental organizations (NGOs), and technical government offices together with U.S. counterparts to develop and deploy solutions to environment- and ocean-related challenges with the United States as a model.      
    • Partnering Across the Atlantic on the Blue Economy – The United States is sponsoring technical assistance and capacity building to strengthen Atlantic Partnership members’ efforts to grow the blue economy. The Atlantic Partnership is strengthening the blue economy via support for work on aquaculture, sustainable fisheries, coastal planning, coastal resilience, science-based decision making, technology and data management, and early career development for scientists.     
    • Support for Ghost Gear Reduction in the Atlantic – Ghost gear is abandoned, lost, or discarded fishing gear that can wreak havoc on marine ecosystems. The United States is working with the Global Ghost Gear Initiative and technical experts and local partners in West Africa and Central America to identify factors contributing to ghost gear in the Atlantic Ocean and potential solutions. In April 2024, The United States and Canada convened Atlantic Partnership members to focus on the problem of abandoned, lost or discarded fishing gear (ALDFG) or “ghost gear,” a form of marine plastic debris.  Canada, Costa Rica, and Ghana shared response experiences, best practices, and challenges, creating a new network of pan-Atlantic practitioners addressing the issue.    
    • Partnership for Atlantic Cooperation Marine and Blue Economy “4TheAtlantic” Incubator – To bolster cooperation among Atlantic Cooperation countries in the Gulf of Guinea to address emerging oceanic environmental issues, the United States is funding a three-day capacity building program designed to help entrepreneurs across Atlantic Partnership members to tackle emerging oceanic environmental issues such as food security, rising sea levels, deteriorating marine life, increased oceanic and surface temperatures, unregulated fishing, and marine pollution. 
    • Ocean-related or “Blue” Technology – In August 2024, the Atlantic Partnership convened technology leaders to introduce new and innovative technology solutions to improve the blue economy, enhance environmental stewardship, and address challenges posed by climate change. These included technologies for ocean mapping, hydrography, GIS, ocean observation, robotics and telepresence, and vessel monitoring.
    • Innovative Financing: In April 2024, the United States convened members and external partners to focus on innovative financing solutions for marine conservation. Co-hosted by Pew and the Nature Conservancy, the event highlighted opportunities and processes associated with debt-for-nature programming and the Belize and Gabon’s experiences of with innovative finance to protect their marine areas.    

    Science Capacity Building and Exchange  
      
    The Atlantic Ocean is at the heart of the Atlantic Partnership.  Under the leadership of Brazil, Portugal, and the United States, the Partnership has created a platform to advance Atlantic Ocean observation and understanding. The Platform creates a mechanism to bring in world-class science, connect with ongoing scientific endeavors, strengthen member participation, and deliver benefits to members. The United States is contributing to the Science Capacity Building and Exchange line of effort with the following programs and initiatives:   

    • Building Ocean Observation and Modeling Capacity – The United States is sponsoring a targeted effort to support diverse, equitable, and inclusive all-Atlantic research collaborations with facilitated trainings and workshops that respond to Atlantic Partnership members’ needs, including building the technical capacity and increasing global access to Atlantic Ocean research data through increased access to and training on ocean observing equipment for under-resourced countries and communities, and will collaborate with All-Atlantic Ocean Research and Innovation Alliance (AAORIA) Partners. 
    • Atlantic Partnership/AAORIA Ocean Observation and Modeling Workshop – The United States hosted a joint Atlantic Partnership/AAORIA workshop on ocean observation and modeling capacities in Washington, DC. Collaboration with AAORIA brings access to the broader Atlantic Ocean science community, strengthens the potential for internal interagency coordination in member governments, and further demonstrates the power of the Atlantic community.     

    Ocean-Based Food Security  

    Food security and food system resilience affect all countries, and some of the coastal Atlantic states face acute pressures. Over half the world’s population depends on ocean-derived foods as a vital food source, underscoring the immense importance of ocean-based food security. In addition to conflict and political challenges, Atlantic States face increasing pressures from changing precipitation patterns, shifting fisheries stocks, and warming oceans, all of which affect food and nutrition security in real terms. 

    The United States is contributing to the Food Security of effort with the following initiative:   

    • Ocean-based Food Security Solutions Exchange: The Atlantic Partnership “solutions exchange” will focus on sustainable aquaculture as a food security solution, highlighting global food security as its signature issue for its December 2024 UN Security Council Presidency General Debate. Working with the Environmental Defense Fund, the United States will bring together government officials, private sector leaders, NGO and academic experts, philanthropies, and multilateral groups to focus on the nexus between food security and the Atlantic Ocean. This exchange will highlight the critical importance of the issue of food security, particularly the potential for the Atlantic Ocean to support sustainable responses.   

    Public Private Partnerships
    The United States is partnering with the Schmidt Ocean Institute and with additional philanthropies, academics, private sector, and NGOs to bring their significant resources and expertise to augment government efforts, with a particular focus on ocean research and observations and harness opportunities for early career scientists. 

    • Partnership with Schmidt Ocean Institute:  The United States is partnering with Schmidt Ocean Institute to leverage its planned work in Atlantic Ocean scientific observation, research, and capacity building, through the 2025-2029 R/V Falkor (too) Atlantic Expeditions.
    • Cabo Verde Partnership Opportunity Delegation:  The United States will bring a delegation of interested U.S.-based research, private sector, and conservation organizations to explore opportunities to collaborate with Cabo Verde at the nexus of science exchange and sustainable economic development.    

    Ongoing U.S. Atlantic Programs
    Consistent with our leadership of the Atlantic Partnership, the United States has implemented and continues to advance programs across the Atlantic on a range of shared challenges:

    • The End Plastic Pollution International Collaborative (EPPIC) – The United States initiated EPPIC, a new international public-private partnership to incentivize investment and solutions to end plastic pollution, starting upstream. EPPIC engages partners beyond national level governments to take on ambitious commitments that reduce demand for plastic and maximize circularity.
    • Save Our Seas Initiative – The United States addresses ocean plastic pollution in the northern coast of Dominican Republic through its global and bilateral programs. The global Clean Cities, Blue Ocean program focuses on supporting an improved solid waste management system and remediating opened dump sites in Samana Province and preventing waste, including plastic waste entering the Samana Bay. The Dominican Republic Solid Waste Reduction Program works to reduce waste in municipalities on Puerto Plata, Monte Cristi, and Dojabon provinces leading to cleaner oceans, enabling communities and economies to thrive and build resilience to climate and economic shocks.  
    • Coastal Resilience, Carbon, and Conservation Finance – The United States Climate Finance for Development Accelerator launched the Coastal Resilience, Carbon, and Conservation Finance (C3F) program to encourage the flow of private capital into coastal resilience and blue carbon projects. These projects generate biodiversity conservation, climate mitigation, and adaptation outcomes while safeguarding local communities’ benefits.  The United States is partnering with the Ocean Risk and Resilience Alliance to identify and engage stakeholders in Senegal, Guatemala, Dominican Republic, Guyana, Suriname, and other countries to build capacity to develop bankable, climate-positive projects and address information asymmetries between communities and investors – leading to investments that safeguard local resources and livelihoods.
    • Blue Carbon Inventory Project – Through the Blue Carbon Inventory Project, the United States will continue to provide partner countries with technical assistance on the integration of coastal wetlands in National Greenhouse Gas Inventories and maximizing the value of these ecosystems in terms of coastal resilience and blue economies. Through an integrated series of workshops, engagements and directed bilateral collaboration, the Blue Carbon Inventory Project has already collaborated to varying degrees with Costa Rica, Ghana, and Senegal and hopes to engage with other members of the Partnership for Atlantic Cooperation in the years to come.
    • Atlantic Ocean Marine Microbiome Working Group – Marine microbes play pivotal roles in the environment and climate, the food value chain, biodiscovery, and a host of cross-cutting challenges, including the need to demonstrate the socio-economic value of marine microbiomes and environmental DNA (eDNA). The United States co-chairs and provides in-kind contributions to the Atlantic Ocean Marine Microbiome Working Group, which focuses on building a network of marine microbiome researchers and disseminating knowledge about the important role microbiomes play in the functioning of the ocean.
    • Marine Biodiversity Observation Network (MBON) Pole to Pole of the Americas – The United States continues to provide support for MBON Pole to Pole, a knowledge sharing network dedicated to the collection, use, and sharing of marine biodiversity data in a coordinated, standardized manner, leveraging existing infrastructure and standards.
    • U.S.-Caribbean Partnership to Address the Climate Crisis 2030 (PACC 2030) – The United States has provided over $100 million in new resources to increase access to climate finance, accelerate the transition to renewable energy, and build resilience to climate change and natural disasters under PACC 2030. PACC 2030 has established a network of Caribbean-based scientific experts to develop new climate mitigation and adaptation measures, identified new opportunities for clean energy infrastructure, and enhanced resilient food production systems to feed the region. 
    • Caribbean Sustainable Ecosystems Activity – The United States Caribbean Sustainable Ecosystems Activity aims to reduce threats to coastal-marine biodiversity in the Caribbean while building coastal communities’ resilience to climate change. The Sustainable Ecosystems Activity harmonizes regional conservation approaches and engages the tourism sector to advocate and conserve marine protected areas
    • Caribbean Biodiversity Program – Marine Protected Areas (MPAs) can help support biodiversity and climate resilience in the face of climate change. The Caribbean Biodiversity Program facilitates international and regional peer-to-peer exchange between MPAs in areas of enforcement, protected area financing, communication, outreach, public education, coral reef monitoring, and socio-economic monitoring.
    • Sargassum Inundation Embassy Science FellowSargassum inundation events occur when rafts of this algae are carried to shore by winds and currents. These events are a type of harmful algal bloom that can adversely impact coastal ecosystems, tourism, and public health. The United States embedded an environmental engineer at the University of the West Indies to focus on collaborative research to better detect and address Sargassum influxes in the Caribbean and to support developing a plan for identification and response strategies for Sargassum inundation events in the Eastern Caribbean. 
    • National Marine Litter Action Plans – The United States assisted several Atlantic Partnership members (Costa Rica, Dominican Republic, and Guatemala) in the development of their National Marine Litter Action Plans which establish a roadmap for relevant authorities in each country to better manage marine litter issues.
    • Ocean Conservation Skill Sharing – The United States is working to build relationships among regional institutions to share approaches and learning to improve conservation of mangroves, shellfish, seagrass, and coral reefs.
    • Support for fisheries management efforts of the International Commission for the Conservation of Atlantic Tunas (ICCAT) – The United States provides extensive support for ICCAT, which oversees the conservation and management of Atlantic tunas, swordfish, marlin and sharks, and adopts measures to minimize bycatch of sea turtles, seabirds, and other protected species associated with these fisheries. This responsibility is shared among ICCAT’s 53 members, including a number of members of the Atlantic Partnership. 
    • Support for the Atlantic Centre Course on “Illegal, Unreported, and Unregulated Fishing in the Atlantic” – The United States partners with the Atlantic Centre, a “Multilateral Centre of Excellence,” to promote defense capacity-building for the Atlantic, including the recent course on “Illegal, Unreported, and Unregulated Fishing in the Atlantic,” held in the Azores. 
    • Joint Presentation of the Five-Day Illegal, Unreported, and Unregulated Fishing Seminar – The United States has deployed an exportable, internationally-focused seminar to assist partner nations (including Cote d’Ivoire, Nigeria, and Sierra Leone) to develop and strengthen their fisheries enforcement regimes to help prevent illegal, unreported, and unregulated fishing products from entering the global seafood market. 
    • Maritime Advisor to Côte d’Ivoire – The United States supports a Maritime Advisor to Côte d’Ivoire, who assists in countering illegal, unreported, and unregulated fishing; and improving maritime governance, port security, and port state control in West Africa. A mobile training team completed a two-week Boarding Officer Course for 18 Ivorians from their Navy, Gendarmerie, Customs and Fisheries organizations.  
    • Ghana Fisheries Recovery Activity – The United States funds the Feed the Future Ghana Fisheries Recovery Activity (GFRA) – a five-year, $17.8 million project that is mitigating the near collapse of Ghana’s small pelagic fisheries and establishing a foundation for their ecological recovery. The GFRA reduces overfishing and improves small pelagic fisheries management, which encourages ecological sustainability and marine biodiversity conservation and improves the socioeconomic well-being, food security, and resilience of fishers and coastal communities in Ghana. 
    • Women Shellfishers and Food Security Activity – The United States works in field sites in The Gambia and Ghana to demonstrate effective shellfishing and natural resource management approaches to women-led, community-based shellfishing operations.
    • Protecting Natural Ecosystems in Sierra Leone – The United States provided $10 million in political risk insurance to support West Africa Blue’s equity investment in a mangrove blue carbon project in the Bonthe and Moyamba regions of Sierra Leone. The project builds on a longstanding relationship with local communities and aims to develop long-term conservation, restoration, and income diversification activities funded sustainably through the issuance of high-quality, certified carbon credits.

    MR. FERNÁNDEZ HERNÁNDEZ:  Hi.  Good morning, everyone, and thank you for joining today’s press call to preview President Biden’s speech at the Bloomberg Global Business Forum tomorrow and on the pre- — and on the Biden-Harris administration’s historic efforts to combat climate change.

    As a reminder, this call will be on the record and embargoed until today at 1:00 p.m. Eastern.

    The call will begin with on-the-record remarks from Senior Adviser to the President and White House Director of Communications Ben LaBolt, White House National Climate Adviser Ali Zaidi, and Senior Adviser to the President for International Climate Policy John Podesta.

    Afterwards, we will have an — a question-and-answer period.

    With that, I will turn it over to Ben.

    MR. LABOLT:  Thanks, Angelo, and good morning, everybody.

    President Biden is fresh off his Quad Summit, where he showcased his continued leadership on the world stage by bringing our allies together to cooperate on — on major cross-border issues.  He just delivered a major speech last Thursday on the economic progress we’ve seen under — under this administration.  And later today, he’s heading to New York to the U.N. General Assembly.

    He’s got a busy schedule in New York, and you’ll see him lay out his vision for continued U.S. leadership on the world stage, including renewed cooperation to address shared global challenges such as confronting the climate crisis.

    And as the president continues to sprint to the finish line, tomorrow, as part of Climate Week, he’ll deliver remarks highlighting his and Vice President Harris’ leadership to tackle the climate crisis.

    His speech tomorrow at the Bloomberg Global Business Forum will showcase just how transformational this administration has been in helping to meet all of our climate, conservation, and clean energy goals — from reducing emissions and moving in the long term to a net-zero economy, to mobilizing private-sector investments in domestic manufacturing, to protecting our lands and waters, and so much more.

    And of course, through each of those important goals, also making significant in pro- — progress along the way to lower families’ energy costs; create good-paying union job; and ultimately leave for our children and grandchildren a stronger, healthier planet.

    Ali and John will share a bit more about the president’s domestic and international climate legacy in just a moment, but I want to take a moment to highlight how important the stakes are and why the president’s efforts have been essential in making sure we stay on track for our climate goals.

    If, as the science demands, we are going to meet the president’s goal of achieving net-zero greenhouse gas emissions by no later than 2050 and of limiting global warming to 1.5 degrees Celsius, then we’ve got to keep the pedal to the metal on our climate efforts.  We cannot afford to delay or to go back. 

    We’re seeing the impacts the climate crisis is having on our communities every day.  Yet as cities are flooding or on fire or under extreme heat watches or trapped in a cloud of smog, many congressional Republicans continue to deny the very existence of climate change.

    And it’s not just talk.  Congressional Republicans are taking action right now that would roll back investments in climate, clean energy, and public health.

    In this session alone, congressional Republicans’ efforts to gut climate protections are being pushed through a variety of avenues, including appropriations bills, Congressional Review Act resolutions, and other legislative actions, which would have a devastating impact on families, the economy, and the environment. 

    From undermining clean vehicle tax credits to attacking cost-saving efficiency standards, they continue to side with special interests to keep consumer energy prices high.

    During this session, congressional Republicans have advanced legislation to repeal new programs from President Biden’s Investing in America agenda that are helping families save hundreds of dollars each year on energy costs, including attacking new rebate programs for energy-efficient home upgrades and programs that support residential solar projects in low-income communities.

    After the president’s historic work to enhance public health protections and strengthen pollution standards, congressional Republicans are working to weaken those protections, which would harm their constituents’ lives and livelihoods.

    They’ve introduced resolutions that would roll back the administration’s rules that protect communities from coal plants’ water pollution, air pollution, and waste disposal.  They’re working to overturn lifesaving rules under the Clean Air Act that reduce pollution from power plants, cars, trucks, and indus- — and industrial sources.  And they’re failing to protect the health of mine workers, including by trying to block new rules that protect coal and other miners from toxic exposures.

    With more than 42 million acres already conserved, President Biden is on track to conserve more lands and waters than any modern president has in four years.  But congressional Republicans are attempting to roll back protections for our nation’s outdoor treasures and open up our lands and waters to increased irresponsible development.

    They’re trying to eliminate presidential authority to establish national monuments altogether.  They’re also trying to dismantle President Biden’s America the Beautiful initiative, which is supporting locally led conservation efforts across the country, and to overturn the administration’s Public Lands Rule that will help conserve wildlife habitat, restore places impacted by wildfire and drought, expand outdoor recreation, and guide thoughtful and balanced development.

    They’re supporting legislation and other appropriations vehicles that would undo protections for 13 million acres of special areas in the Western Arctic and dismantle efforts to protect the U.S. Arctic Ocean and Arctic National Wildlife Refuge from new oil and gas leasing.

    The Biden-Harris administration successfully finalized the first updates in decades to hold oil and gas companies accountable and ensure they provide fair returns to taxpayers, but congressional Republicans are seeking to overturn these overdue reforms.

    And just to put a finer point on it: Since President Biden signed the Inflation Reduction Act, congressional Republicans have voted more than 50 times to repeal all or parts of the largest and most impactful climate legislation in history.

    Yet even though most Republicans are in lock- — lockstep in this approach, some are starting to change their tune.  Last month, 18 House Republicans sent a letter to Speaker Johnson asking him not to repeal the Inflation Reduction Act.

    Perhaps it’s because President’s Biden’s policies are leading to more than 330,000 new clean energy jobs already created, more than half of which are in Republican-held districts.

    It also might be because they’re starting to realize that jacking up families’ energy prices, weakening pollution protections, and slowing our clean energy transition are unpopular back home.

    Whatever the reason, it’s obvious that the contrast between President Biden and Kamala Harris’ policies with those of congressional Republicans couldn’t be clearer.

    This coming Climate Week and for every week thereafter, this president and his team will continue to work on behalf of the American people to protect our planet, lower energy costs, create good-paying jobs, and do what’s needed to ensure that our grandchildren can experience a planet with clean air and drinkable water.

    And with that, I’ll turn it over to the president’s national climate adviser, Ali Zaidi.

    MR. ZAIDI:  Thanks so much to everybody for joining.

    We are five years into what the UNFCCC declared as the “decisive decade for climate action.”  Tomorrow, President Biden will deliver the decisive decade halftime report.  And what he will show is how the United States has changed the playbook fundamentally — not focused on the doom and gloom, focused instead on the massive economic opportunity, a chance to build U.S. manufacturing and infrastructure, and a chance to build the American middle class.

    The president will talk about what we’re seeing on the scoreboard.  Since the start of the administration, 100 gigawatts of clean energy built in the United States — 25 million homes’ worth of power.  You see off our coast an offshore industry, where before there was none. 

    In rural America, the largest investment in clean energy electrification since FDR — one in five rural Americans seeing the benefits of that clean energy. 

    A nuclear industry revitalized — plants that were slated to be shut down put back into use; plants retired coming back to meet surging demand.

    In transportation, electric vehicles now quadrupled in sales, chargers doubled on our roads and highways, the postal service going fully electric, and all of that being made in America — batteries being made in America; anodes, cathodes, the very critical minerals necessary for tackling climate change being sourced here in the United States of America.

    And, of course, we’re seeing this translate into benefits for consumers.  The standards the president has finalized or more efficient appliances saving a trillion dollars for consumers over the next several decades.

    And just last year, millions of Americans taking advantage of the Biden-Harris clean energy tax credits to retrofit their homes, put in upgrades that will save them money, lower utility bills and costs. 

    He’s done all of this while protecting the environment.  As Ben noted, 42 million acres conserved by tackling the scrooge [scourge] of environmental injustice, meeting pollution where it is in fence-line communities, and delivering solutions that take effect right away.

    He’s made sure that we are leaning into the manufacturing opportunity in all of this.  He’s going to talk about how we invented a lot of these technologies, but over the last several years, we’ve now started to actually make these technologies — $900 billion in manufacturing.

    So, you see because of these historic efforts under President Biden, Vice President Harris, capital coming off the sidelines, jobs coming back, and America leading on climate.  And, you know, core to that — core to that is the president delivering on his fundamental conviction.

    When he was running for office, the president often said, “When I see climate, I see jobs.”  Since the beginning of his administration, he’s made that a focal point in climate.  It’s what’s helped us put all these points on the board.  Even today, governors will come together to announce a goal to train another million folks into registered apprenticeships that deliver on the climate workforce that we need to build this clean energy future.

    Tomorrow is an opportunity to deliver that decisive decade halftime report to show the progress we’ve made, the points we put on the board, and the path ahead.  And President Biden will do that eloquently and in a way, I think, that will hopefully activate and animate accelerated action not just here but around the world.

    And for that, let me hand it over to my partner in all of this, the president’s international climate adviser, John Podesta.

    MR. PODESTA:  Thanks, Ali.  And — and thanks to everyone for joining at the beginning of this action-packed Climate Week.  And if you’re actually in New York, the traffic-packed Climate Week.

    Over the past four years, President Biden and Vice President Harris have pursued the most ambitious and successful climate agenda in history, both domestically and internationally.

    We know that the climate crisis is a global problem and that no one country alone can solve it but that U.S. leadership on this issue is critical for bringing the world together.

    That’s why President Biden rejoined the Paris Agreement on day — day one.  It’s why he set a bold goal to cut U.S. emissions by 50 to 52 percent below 2005 levels by 2030 and backed that goal up with action through the Inflation Reduction Act, the largest investment in climate and clean energy in the world, as Ali just went through.  And it’s why he convened three leaders summits on climate, ratified the Kigali Amendment to the Mo- — Montreal Protocol to phase down super-polluting hydrofluorocarbons.

    Over the past four years, this resurgence of U.S. leadership on global climate action has yielded real results.

    We’ve raised ambition from countries and companies around the world through the Global Methane Pledge to reduce global methane emissions 30 percent by 2030, with now 158 countries and the EU signing on.

    At COP28 in Dubai in December 2023, the United States successfully galvanized the world to commit, for the first time, to transition away from unabated fossil fuels; to stop building new unabated coal capacity globally; to triple renewable energy globally by 2030, to double the level of efficiency by 2030, and to triple nuclear energy by 2050.

    We’ve remained focused on climate finance, which is the biggest topic of discussion at this year’s COP29 in Azerbaijan.

    President Biden pledged to work with Congress to quadruple U.S. international public climate finance to over $11 billion per year by 2024.  And we’re on track to deliver on that commitment.  That includes over $3 billion per year for adaptation under the president’s Emergency Plan for Adaptation and Resilience, or the so-called PREPARE program, which will help a half a billion people worldwide adapt to and manage climate impacts, including sea level rise, storms, droughts, and food insecurity. 

    The next few months are crucial for our international climate agenda — from COP16 on biodiversity in Cali to the G20 in Rio to COP29 in Baku, and, of course, this week in New York.

    This week and throughout this fall, we’ll continue to work with our allies and partners around the world to raise ambitions; unlock additional climate finance from the private sector, multilateral development banks, and public sources; accelerate the deployment of clean energy by driving innovation and lowering costs; reversing and finally ending deforestation; and help more vulnerable countries and communities adapt to a changing climate.

    Here’s the bottom line: Thanks to President Biden and Vice President Harris, we’re on the right path here in the U.S. and around the world.  We have to accelerate our progress toward our collective climate goals, and I think the president will be calling on other leaders of the world, as he did over the weekend in the new announcements on clean cooling and the clean energy industrial fellowship we entered into with India, to get that job done.

    Q    Hi, everyone.  Thank you so much for doing this this morning.

    John, you mentioned that the president will be calling on — on other leaders.  You know, this is a very international audience this week.  Already, countries have seen the United States leave and join and leave and join global efforts to fight climate change.  What will the president’s message be to world leaders who are worried about what a Trump administration would bring on climate and maybe don’t know whether the U.S. can be trusted to be a long-term partner?

    I guess, related, do you expect President Biden to — to speak directly about former President Trump?

    MR. PODESTA:  Lisa, you know, in my current role, I can’t talk about politics.  (Laughs.)  But I think it’s clear that the track record from the previous administration vers- — which pulled out of Paris, abandoned the — the partnership that we had around the globe, reversed a number of actions that President Obama had taken on climate change versus the record that we just laid out is clearly of concern and interest to people around the world.

    All I can tell you is the president has demonstrated that you can produce strong economic growth, create good-paying jobs, reach all areas of the country in this — in this task of decarbonizing our economy. 

    And that’s the message I think he’s sending to global re- — leaders: This is doable.  We can invest in the — these new technologies.  We can put people to work doing the work that needs to be done, and it’s going to be good for your publics.

    So, I think that in — in his speech to — to UNGA, he will, I think, reflect on that record, and I’m sure the — the alternatives will be implicit.

    MR. ZAIDI:  Look, what I’d add to that — this is Ali — is you’ve seen the politics of climate inaction deteriorate in Congress.  House Republicans have put up nearly 50 votes to roll back President Biden and Vice President Harris’ historic climate efforts.  They failed.  They failed even within their own caucus: Now a dozen and a half members calling on their own leadership to wrap up these efforts, to go in a U-turn direction, because they see the economic case for climate action.

    Part of the reason the president has been successful — and as he speaks to this tomorrow, he will point out — is this new formula on climate action, which is focused on driving investment in U.S. manufacturing and U.S. infrastructure, and that has resulted in unprecedented and successful job creation all across the country in blue districts and in red.

    So, the politics of inaction are deteriorating.  The case for a U-turn is weak and fragile and falling apart.  But the haste to go bold and accelerate climate action, we’re seeing the results from that; that’s strengthening.

    And, you know, Lisa, you mentioned, there are a lot of leaders from around the world here in New York.  There are also a lot of leaders from industry and big investors here in New York, and they’re paying attention to one thing and one thing only, and that is: In the United States, the case for investing in clean energy has never been stronger.  The economics for climate action are irresistible here in the United States.  And that’s going to cascade around the world as we accelerate progress in this decisive decade.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes.

    Q    Okay.  Thank you.  Sorry.  En route to New York. 

    I wanted to ask if you can talk about the multilateral (inaudible) boosting climate financing for developing countries as well as how the U.S., the administration will work with China, the number one polluters in the world.  As — and your initiative also working with African nations. 

    Thank you.

    MR. PODESTA:  Well, thanks — thanks for the question.  I — at the bilateral level, I laid out a — at the front end of my remarks, the president’s commitment to increasing climate finance across the board and reach communities across the globe. 

    We’ve succeeded in — in meeting the targets that the president did at — in his UNGA speech in 2021.  I want to underscore that.  That’s where he said we will quadruple our climate finance from the historically high level that President Obama produced.  It was actually substantially more than that if you compare it to the last years under President Trump.  And we’re on track to do that.

    Where I’m engaged in events here to try to track additional private-sector investment into the adaptation space, noting — I noted the PREPARE program that the president has put forward, which is going to provide a — help and service to half a billion people across the globe. 

    We’re engaged, I think, with the — the i- — the discussion right now to increase the national cumulative qualified goal that’s, as I noted, part of what’s most important on the agenda in Baku.  Those conversations are continuing, but we’ve seen a substantial increase in climate finance coming through the multilateral development banks and other sources. 

    It’s going to take the effort of all of us to go from the billions of dollars of — hundreds of billions of dollars of public support that we’ve seen to, really, the trillion dollars of need that are necessary to build sustainable energy systems across the globe. 

    And so, I think, again, in his conversations with — with global leaders, he hosted President Ruto of Kenya earlier this year, created a commitment to a bilateral partnership with the government of Kenya to build out supply chains there.  We’re working with India and Tanzania to do the same thing across new supply chains in Africa. 

    So, I think the president is r- — is quite focused on this and will get a chance to speak to it both in the meetings that he’s holding on the side as well as in his main UNGA speech.

    Q    Okay.  If I can just quickly follow up on that.  A lot of these developing countries are looking into carbon market.  What is your response?  What is your view regarding that? 

    MR. PODESTA:  You know, earlier this summer, we issued a joint statement from the U.S. government on our views on the fact that those high-integrity carbon markets are a potentially strong source of finance for countries both to decarbonize the power sector.  Secretary Kerry did a tremendous work on creating a new instrument, if you will, in that space as well as in — in agriculture and forestry. 

    But as we noted in that statement, there’s — there needs to be high integrity both on behalf of the sellers of carbon credits as well as on behalf of buyers in order to make these — these markets work and — and see those — that ability for carbon finance to flow through that channel.  Without that, I think the market and — and I think we saw this in the last couple of years — it begins to lose faith that those — that the emissions reductions are real.  In which case, I think people back off from making the commitments. 

    So, I think it’s really critical to make sure that these markets are — have strong integrity, and we laid out the principles to make that happen. 

    MR. ZAIDI:  I just want to add a little bit on how domestic action is, I think, enabling more ambition around the world.

    First, there has been analysis, including from the Boston Consulting Group, on the impacts of the Inflation Reduction Act in terms of technology cost reduction that actually improve the odds of scale-up around the world — everything from battery technology to clean hydrogen production through electrolyzers. 

    That technology is being de-risked as a result of the generational investment that President Biden has marshaled to take on the climate crisis here in the United States. 

    That’s going to have very significant implications around the world.  One modeling projection done by the Rhodium Group shows that for every ton reduced here, we will see two or three reduced around the world, again, as the result of that technology de-risking. 

    The second is the platform de-risking.  John talked about the voluntary carbon markets and the principles we laid out earlier this summer to help high-integrity scale-up of that platform. 

    The investment the United States is making, for example, through the Department of Agriculture in measurement, monitoring, and verification regimes, or through the EPA and the Department of Energy in the utilization of satellite data to track methane leaks from industrial sources — those investments in satellite, in harnessing machine learning and artificial intelligence to take on climate change — those platform investments will de-risk those platforms for the rest of the world and I think help bring additional resources to the Global South. 

    And then there’s the role of the capital markets more broadly.  In the United States, we are building muscle memory around new asset classes, and that’s going to accrue benefits to capital formation and project development all around the world. 

    So, look, there is the — there is the effort, I think, underway by G20 countries.  The*28:59 — when the president was out at the last G20, he said, “I passed an Inflation Reduction Act.  You should copycat that.”  So, there are a lot of countries that are downloading the U.S. playlist on how to jam out on climate. 

    But there’s a second piece of it, which is the actions we’re taking here in the United States are de-risking technologies, they’re de-risking platforms, and they’re building the muscle memory to accelerate capital formation project development around the world. 

    Obviously, that all complements the very important development finance and multilateral work — work John talked about, but I do think this work domestically is going to echo around the world.

    MR. FERNÁNDEZ HERNÁNDEZ:  Thanks, Ali.

    MR. FERNÁNDEZ HERNÁNDEZ:  Yes. 

    Q    Thanks so much for taking my call.  I wondered if you could tell us — I know the president told his Cabinet to “sprint to the finish.”  I wonder if you can tell us what that’s going to mean on climate, if there’s anything else we can expect — big announcements on climate before the end of the term, and also how he’s thinking about climate when he’s approaching his legacy?

    MR. ZAIDI:  Robin, I think the president is thinking about climate the same way he has been from day one.  When he thinks climate, he thinks jobs.  And I know that sounds simple, but I think that’s been the driver of the political economy and the investment case around the country, and that continues to be the case. 

    You know, you’ll — you’ll see from the administration what you’ve seen from day one: a concerted focus on a sector-by-sector basis, each part of the economy.

    In terms of developing new standards and rules that provide certainty to business and improve the investment climate around clean energy technologies, you will continue to see robust implementation from our agencies on the infrastructure law and the Inflation Reduction Act.  On the broader investment agenda, making sure that those investments are turning in to impacts on the ground.

    And you’ll see us do the important work of blocking and tackling to make sure our projects are getting built.  Permitting, citing execution has been a focal point for the Biden-Harris administration from day one. 

    You know, this Cabinet meeting, the president talked about sprinting through the finish line, making sure that we’re building an irreversible momentum behind climate action.  But I remember the last Cabinet meeting when he reminded the Cabinet that these laws, these standards, these investments were only as good as the impact they were making on the ground.  So, he continues to be relentlessly focused on implementation, on execution, on getting things built. 

    And that goes to the point I made at the top.  This is no longer a theoretical playbook.  You could see it as points on the scoreboard today: A hundred gigawatts of clean energy built in the United States under the Biden-Harris administration.  That’s going to be our focus.  That’s where we continue to spend our time.

    MR. FERNÁNDEZ HERNÁNDEZ:  Thanks, Ali.

Since its deployment in 2011, the United Nations Mission in South Sudan (UNMISS) has played a critical role in stabilizing the region, with around 18,000 peacekeepers. Despite challenges like flooding, conflict, and climate change, UNMISS remains a lifeline, working with local communities and leaders to foster security, provide humanitarian aid, and uphold human rights across the country.

  • MIL-OSI United Nations: Committee on Enforced Disappearances Opens Twenty-Seventh Session

    The Committee on Enforced Disappearances this morning opened its twenty-seventh session, during which it will examine the reports of Morocco, Norway and Ukraine on their implementation of the provisions of the International Convention on the Protection of All Persons from Enforced Disappearance.

    Opening the session, Mahamane Cisse-Gouro, Director, Human Rights Council and Treaty Mechanisms Division, Office of the United Nations High Commissioner for Human Rights, and Representative of the Secretary-General, said the Committee’s agenda deserved the world’s full attention at a time when enforced disappearances were on the increase as a result of national and international conflicts, and growing polarisation within and between countries.  In times like these, the vital role of human rights mechanisms to protect and promote human rights became even more obvious.

    Mr. Cisse-Gouro welcomed that, since the last session, Thailand, South Africa, Côte d’Ivoire and Bangladesh became parties to the Convention, which now had 76 States parties.  He expressed hope that the World Congress on Enforced Disappearances, which would be held in Geneva, Switzerland on 15 and 16 January 2025, would contribute to efforts to achieve universal ratification.

    He also said he was pleased that, since the beginning of the Committee’s urgent action procedure, 512 urgent actions had been closed following the location of the disappeared person, including 15 since the last session.  Out of the 512 located persons, it was particularly heartening that 408 were located alive.

    Olivier de Frouville, Committee Chairperson, in his opening statement, said the session was opening in a context that was worrying for the future.  Conflicts of all kinds were multiplying and claiming thousands of victims on all continents.  In this context, the practice of enforced disappearances, far from receding, was spreading throughout the world.

    Mr. de Frouville said there could be no human rights without an effective rights protection system, but the treaty bodies system was dramatically under-resourced.  The Committee was therefore pleased by the adoption yesterday of the Pact for the Future by the General Assembly.  The Pact instructed the Secretary-General “to assess the need to provide the human rights protection mechanisms of the United Nations system, including the Office of the High Commissioner, with adequate, predictable, increased and sustainable funding to enable them to carry out their mandates efficiently and effectively.”

    Mr. de Frouville concluded by expressing solidarity with the victims of enforced disappearances, including the disappeared, their families and loved ones, who, day after day, suffered the torture of not knowing what had become of the victims.

    During the meeting, Shui-Meng Ng, the wife of Sombath Somphone, a victim of enforced disappearance in Lao People’s Democratic Republic, recounted her husband’s disappearance and her subsequent efforts seeking truth, justice and reparation. 

    Committee Expert Barbara Lochbihler provided the Committee’s response to Ms. Ng’s statement, thanking her for sharing her story and presenting actions undertaken and planned by the Committee concerning Mr. Somphone’s case and the broader fight against enforced disappearances.

    Before closing the meeting, the Committee adopted its agenda for the session.

    Statements

    MAHAMANE CISSE-GOURO, Director, Human Rights Council and Treaty Mechanisms Division, Office of the United Nations High Commissioner for Human Rights, and Representative of the Secretary-General, said the Committee’s agenda was as busy as ever and deserved the world’s full attention at a time when, sadly, enforced disappearances were on the increase as a result of national and international conflicts, and growing polarisation within and between countries. 

    There were multiple crises affecting the globe today.  In times like these, the vital role of human rights mechanisms to protect and promote human rights became even more obvious.  They communicated to States their human rights records and recommended ways to rectify what had gone wrong, bring justice to victims, and adopt measures to protect human rights and prevent their violation.  Mr. Cisse-Gouro said human rights were regulators and correctors of power dynamics gone awry. International cooperation, grounded in human rights, was the channel all had to effect change and to address the massive challenges of the time. 

    The work of the treaty bodies, including this Committee, was key to make this a reality.  The guidance and recommendations they provided, and the ongoing interaction they had with States, victims, civil society organizations, and national human rights institutions through the different mandated procedures, helped to identify ways to prevent and address human rights violations.

    In times like these, the human rights mechanisms benefitted from increased synergy and mutual reinforcement. Mr. Cisse-Gouro noted with pleasure that reference was made to the Committee’s general comment on enforced disappearances in the context of migration in the report of the Human Rights Council’s intersessional panel discussion on the human rights of migrants. This was an excellent example of mutual reinforcement.

    The Committee had continued to promote mutual reinforcement in all its activities.  Since the last session in February, it had responded positively to more than 15 requests for training and consultations submitted by States and civil society actors around the world to promote the ratification and implementation of the Convention. 

    On 30 August, the International Day of the Victims of Enforced Disappearances, the Committee issued a joint statement with the Working Group on Enforced or Involuntary Disappearances, the Inter-American Commission on Human Rights, the African Commission on Human and Peoples’ Rights, the Council of Europe Commissioner for Human Rights, and the representatives of Indonesia and Thailand to the Intergovernmental Commission on Human Rights of the Association of Southeast Asian Nations. In this statement, the Committee urged all actors to immediately join forces to support victims of enforced disappearances and ensure that their rights and obligations, as codified in regional and international treaties, became a reality for all.  The Committee called on actors to take part in the World Congress on Enforced Disappearances, which would be held in Geneva, Switzerland on 15 and 16 January 2025. 

    On the same occasion, the High Commissioner for Human Rights said that there was no justification for enforced disappearances.  Yet, every day, this heinous crime continued to silence and destroy lives.  The World Congress in January 2025 was an opportunity to establish a strategy and network so that the world could finally end this tool of terror.  Bringing together experts, victims, States and other key actors in the context of this first World Congress on Enforced Disappearances to share their experiences and good practices, and to establish a common strategy to promote the ratification of the Convention and its implementation, was indeed a unique opportunity that needed to be fully seized.

    In times like these, it was particularly welcome that, since the last session, Thailand, South Africa, Côte d’Ivoire and Bangladesh became parties to the Convention, which now had 76 States parties.  The Office celebrated these ratifications, while continuing its efforts to achieve universal ratification.  It hoped that the World Congress would contribute to reaching this objective. 

    The Office of the High Commissioner continued to actively support efforts to strengthen the treaty body system, which was the key topic at the thirty-sixth annual meeting of the treaty body Chairpersons in New York in June 2024.  The Chairpersons met with the Secretary-General and other senior United Nations officials, civil society and Member States.  The Chairs made marked progress in terms of aligning working methods, and they advocated together for enlarged support for the implementation of the treaty body strengthening process.  At a well-attended meeting with Member States, the Chairs called for resources to implement the predictable review schedule and other key strengthening proposals.

    A heavy programme for the next two weeks was before the Committee.  It would examine three States parties under the Convention: Ukraine, Morocco and Norway. It would also adopt lists of issues and lists of themes for Belgium, Lesotho, Seychelles and Serbia and consider requesting ad hoc additional information. 

    Also before the Committee was the report on urgent actions.  As of today, the Committee had registered a total of 1,893 urgent actions.  Out of these, 1,101 were “living cases” on which the Committee needed to carry out comprehensive follow-up, either individually or in groups.  Mr. Cisse-Gouro said he was particularly pleased that since the beginning of the procedure, 512 urgent actions had been closed following the location of the disappeared person, including 15 since the last session.  Out of the 512 located persons since the beginning of the implementation of the procedure, it was particularly heartening that 408 of them were located alive.  The Committee would also examine one individual complaint, and further discuss projects related to short-term enforced disappearances and to women and enforced disappearances. 

    Mr. Cisse-Gouro recalled the United Nations’ zero tolerance policy on intimidation and reprisals.  The Secretary-General had asked all entities to be vigilant and committed in this area. Civil society and victims provided crucial information and testimony to the treaty bodies and provided contextual information essential to their work.  States needed to ensure adequate protection against any act of intimidation or reprisal against those who cooperated or had cooperated with the United Nations and its mechanisms. 

    Mr. Cisse-Gouro concluded by expressing his support to the Committee and wished it a fruitful and productive session.

    OLIVIER DE FROUVILLE, Chairperson of the Committee on Enforced Disappearances, said the session opened in a context that was worrying for the future. Conflicts of all kinds were multiplying and claiming thousands of victims on all continents.  Power politics seemed to be back in international relations more than ever and, within States, merchants of hatred were stirring up mistrust between communities and preparing for tomorrow’s conflicts.  The disastrous consequences of global warming were increasingly being felt, causing natural disasters that were additional factors of instability.

    In this context, the practice of enforced disappearances, far from receding, was spreading throughout the world. Even when enforced disappearance took different forms, the objective always remained the same: to deny the disappeared person any humanity both as a legal person and as a natural person, and to spread terror among those close to them, who suffered the torture of uncertainty, a terror that quickly spread throughout society.  But victims were resilient, as were societies. 

    Experience showed that every time criminals wanted to impose silence and obedience through enforced disappearance, victims’ families assembled in public squares and brandished their photos, asking the simple and fundamental question: “where are they?” Above all, it was women, mothers, sisters, wives who had the courage to call out armed men, because no amount of oppression or extreme violence could make them accept that their loved ones had evaporated into thin air.  Their determination eventually gave rise to a new norm of international law: the complete prohibition of enforced disappearance.  Their struggle had also led to the adoption of the Convention, in which States pledged to take all measures to make this prohibition effective and to eliminate the practice of enforced disappearance.

    It was with a view to fulfilling this promise that several actors joined forces to organise the first World Congress on Enforced Disappearances, which would be held in Geneva on 15 and 16 January 2025.  Mr. de Frouville thanked the High Commissioner Völker Turk for agreeing to be present at the opening session of the Congress, as well as his Office and States that were co-sponsoring the event.  The Congress’ programme and plan of action were the result of a consultation process carried out since March 2024 with States and all other stakeholders, including victims’ associations, civil society organizations. and national human rights institutions.  Mr. de Frouville invited all States, including parties and non-parties to the Convention, and all stakeholders who were willing to commit themselves to acting, even modestly, against enforced disappearance to come to the meetings of the Congress.

    The fight for respect for human rights needed to be based on robust institutions and procedures.  There could be no human rights without an effective rights protection system.  However, the treaty bodies system was dramatically under-resourced; its budget was ridiculous in view of the magnitude of its task.  In 2023, its budget was 459 million United States dollars, of which only 178 million was financed from the United Nations regular budget, forcing the Office of the High Commissioner to find 280 million in extra-budgetary resources.  This sum did not cover all the estimated needs, which would have required an additional 171 million.  This amount seemed ludicrous in view of the major role that the United Nations system played today in defending human rights and helping States and civil society to defend them in a world where they were threatened more than ever.

    The Committee was therefore pleased by the adoption yesterday in New York of the Pact for the Future by the General Assembly.  Among other interesting provisions, Measure 46 of the Pact instructed the Secretary-General “to assess the need to provide the human rights protection mechanisms of the United Nations system, including the Office of the High Commissioner, with adequate, predictable, increased and sustainable funding to enable them to carry out their mandates efficiently and effectively.” 

    This was in line with the call made by the Chairpersons of the treaty bodies at their thirty-sixth meeting held last July in New York.  The Chairs told the Secretary-General and Member States that the treaty bodies needed, before the end of the year, a decisive resolution that would enable them to quickly implement the predictable timetable for the consideration of States’ reports.  The immediate costs associated with this change would in fact represent a saving in the medium and long term, since the change would be accompanied by a longer reporting period of eight years, and economies of scale resulting from better coordination and complementarity between the 10 Committees and the rest of the system.  The Committee Chairs expressed their hope that States would seize this opportunity to strengthen the treaty system decisively.

    A year ago, a conference was held on a joint declaration on illegal intercountry adoptions drafted by the Committee on Enforced Disappearances, the Committee on the Rights of the Child, and several Special Procedures.  The conference was an opportunity to hear from victims from all parts of the world, including adoptees and biological parents searching for their missing children. A documentary about the victims’ story and their quest for the truth would be premiered in Geneva, in parallel with this session, on 1 October 2024 in Auditorium A2 of the Maison de la Paix. The screening would be followed by a debate featuring the victims, who would testify about their experiences.  A short excerpt from the documentary would also be shown at the closing of this session on 4 October.

    Mr. de Frouville concluded by expressing solidarity with the victims of enforced disappearances, including the disappeared, their families and loved ones, who, day after day, suffered the torture of not knowing what had become of the victims.

    SHUI-MENG NG, wife of Sombath Somphone, victim of enforced disappearance in Lao People’s Democratic Republic, said her husband was disappeared in December 2012 in front of a police post, where he was pushed into a white vehicle and taken away.  Everything that happened at the time of the disappearance was recorded by police traffic cameras.  He was a community worker who helped poor farmers to improve their livelihoods.  He also worked with young people to find solutions for themselves and become more resilient, and with local communities to help them prepare and respond to climate change.  Ms. Ng said she did not know why he had been disappeared, but said his work may have annoyed powerful people, who felt he was threatening their interests.

    Ms. Ng did not know if her husband was still alive.  This was the pain that victims of enforced disappearance suffered.  The pain remained with her every day, despite the passing of time.  The fear that he would not come back loomed larger and larger with each day, and the hope that he would return was fading.

    Enforced disappearance was the most criminal violation of human rights.  Ms. Ng called on the Committee and all States to appeal to the Government of Lao People’s Democratic Republic to reveal the truth regarding this enforced disappearance.  Ms. Ng had appealed to the authorities and received no information, with authorities simply stating that the investigation was ongoing.  The hope that she would receive truth and justice was becoming more remote, but she said that she would not give up.  She would continue to raise the case of her husband at every opportunity, seeking news about what happened to him, as well as truth, justice and reparation until her last breath.

    Ms. Ng urged the Committee to not forget the victims and their families.  There were more than 14,000 cases of enforced disappearance before the United Nations.  This was unacceptable in a world where governments claimed to protect their citizens from enforced disappearance.  The Lao People’s Democratic Republic was a signatory to the Convention but had not ratified it.  It nevertheless needed to uphold the spirit of the Convention.  In closing, Ms. Ng appealed for the safe return of her husband.

    BARBARA LOCHBIHLER, Committee Expert, thanked Ms. Ng for sharing the day that changed her life, the struggle that had defined her life ever since, and the pain that remained with her every day.  This case was particular in several respects.  Sombath Somphone was a well-known, dedicated and passionate community worker.  He was honoured with awards beyond his country.  His disappearance did not happen mysteriously in an unknown place but was recorded by police traffic cameras. 

    International non-governmental organizations like Amnesty International and Human Rights Watch had campaigned on his behalf, and international media had reported on the case.  The European Parliament had called for his release, as had parliamentarians from the region.  United Nations bodies, including the Human Rights Committee, had questioned the Lao Government on the issue.  Ms. Ng’s tireless efforts were based on her professional expertise, her profound knowledge of international structures, and her experience in international solidarity networking.  Despite these efforts, Sombath Somphone remained disappeared, his fate and whereabouts still unknown to his family and friends.

    Pain and suffering remained with the victims of enforced disappearance every day despite the passing of time, because with time hope faded.  Ms. Ng and Mr. Somphone’s supporters had been confronted with ignorance, disregard, inaction, negligence and outright lies from authorities.  This was what so many victims of enforced disappearance had to deal with, often exacerbated by reprisals and existential distress.  Mr. Somphone’s case clearly showed that an enforced disappearance had not only serious consequences for victims’ family and friends but also had a chilling effect on the civil society of the given community or country.  After Mr. Somphone’s disappearance, civil society organizations in Lao People’s Democratic Republic were in fear, becoming more careful in their work or even inactive.  This surely pleased those responsible for Mr. Somphone’s disappearance.

    Ms. Ng, as with victims in so many countries, rightly had high expectations of the Committee.  However, the Government of Lao People’s Democratic Republic had signed but not ratified the Convention, so the Committee had no formal means to review the situation in the State or ask for information on particular cases.  Unfortunately, this applied to many countries in Asia, where only a few States had ratified the Convention. 

    The Committee was sincerely committed to change this, intensifying its outreach to governments and the broader human rights movement.  Last year, it had a fruitful meeting with the Association of Southeast Asian Nations’ Intergovernmental Commission on Human Rights. In November, the regional office of the High Commissioner for Human Rights and the Committee would organise several workshops with State and civil society organization representatives in Bangkok, and in January, the World Congress on Enforced Disappearance would gather activists and diplomats, victims and United Nations representatives to discuss ways forward in the fight against enforced disappearances.

    Regrettably, the impact of a United Nations treaty body had its limitations.  Essential for things to change was serious political will by the Government to act.  The Committee would appeal to the Lao Government to demonstrate this political will and would never forget the victims.  Ms. Lochbihler thanked Ms. Ng wholeheartedly for addressing the Committee, congratulating her for her passion and energy, and for not being discouraged by years of ignorance and denial.  She expressed hope that the search for Ms. Ng’s husband would one day bring to light what really happened, as Ms. Ng had the right to know the truth.

    Vice President Kamala Harris met with His Highness President Sheikh Mohamed bin Zayed of the United Arab Emirates (UAE) at the White House today, where they reaffirmed the growing partnership between the United States and the UAE and discussed joint efforts to promote a more secure, stable, and prosperous Middle East region. The Vice President welcomed the UAE’s continued leadership and close partnership with the United States on advanced technology, including the safe, secure, and trustworthy use of artificial intelligence, as well as our shared efforts on strategic investments, diversifying supply chains, and space exploration.  They discussed the immense potential of our two countries to secure the future and generate prosperity for our people and the world. The two leaders also reaffirmed the continued importance of the strong defense partnership between the United States and the UAE for each country’s security and for regional stability.  The two leaders discussed the war in Gaza and efforts to secure a ceasefire and hostage deal, and the Vice President underscored the importance of protecting innocent civilians and sustaining the flow of life saving humanitarian assistance.  They discussed the importance of continued coordination to bring this war to an end and plan for the Day After. They also discussed the conflict between Israel and Hezbollah, and our work to prevent the conflict from escalating and reach a diplomatic solution that would allow populations on both sides of the border to return to their homes.  The Vice President raised her deep concerns about the conflict in Sudan, which has displaced nearly 10 million people and left 25 million in need of humanitarian aid.  She expressed alarm at the millions of individuals who have been displaced by the war and the atrocities committed by the belligerents against the civilian population.  She underscored the critical importance of getting the warring parties to the table, ending the conflict, and allowing unfettered humanitarian access.  Both leaders reaffirmed their shared commitment to de-escalate the conflict, alleviate the suffering of the people of Sudan, ensure humanitarian assistance reaches the Sudanese people, and prevent Sudan from attracting transnational terrorist networks once again.

  • MIL-OSI China: Summit of the Future reaches consensus on UN updates to address challenges

    The Summit of the Future opened at the United Nations (UN) headquarters in New York on Sunday, with the adoption of a Pact for the Future, as well as its annexes the Global Digital Compact and the Declaration on Future Generations, which cover a broad range of themes including peace and security, sustainable development, climate change, digital cooperation, human rights, gender, youth and future generations and the transformation of global governance.

    The Pact for the Future is the UN’s master plan for tackling challenges that lie ahead for humanity, with 56 “actions” covering everything from peacekeeping to the potential threats posed by artificial intelligence. The pact underlines the “increasingly complex challenges” to world peace, notably the threat of nuclear war, with the document reiterating the UN’s core tenets.

    The pact promises to accelerate efforts to attain the 2030 Sustainable Development Goals (SDGs), which aim for the eradication of extreme poverty by 2030, an intensified battle against hunger, promotion of gender equality and education. Most of the objectives were set in 2005, but are far from being realized. Against that backdrop, and with poor countries particularly mobilized for change, the pact especially calls for “reform of the international financial architecture.”

    What UNGA president says?

    “We stand at a crossroads of global transformation, facing unprecedented challenges that demand urgent, collective action,” Philemon Yang, president the UN General Assembly, said at the opening segment of the two-day summit. “From conflict and climate change to the digital divide, from inequalities to threats against human rights, together, we all face profound challenges. Yet, alongside these challenges, there is hope,” because challenges come along with opportunities.

    The Pact for the Future represents the world body’s pledge not only to address immediate crises, but lay the foundations for a sustainable, just, and peaceful global order, for all peoples and nations, he said, adding that the commitments embodied in the pact and its annexes reflect the collective will of UN member states to promote international peace and security, invigorate implementation of the SDGs, foster just and inclusive societies, and ensure that technologies always serve the common good of humankind.

    “The Summit of the Future is a call to action. We must shape our future to protect ourselves and our planet Earth,” said the president. “Action that recommits us to the principles of international law, the goals of the 2030 Agenda for Sustainable Development and the promise of the United Nations Charter to save future generations from the pain of war.”

    The world body’s mission is to eradicate poverty in all its forms, tackle inequalities, and promote peace and security, tolerance and respect for diversity, and the summit offers a historic opportunity to ensure that progress is shared equitably across all nations and communities everywhere, he said.

    “We have an obligation to harness the power of science, technology, and innovation, in order to prepare the future of humankind. It is also important that we reproduce our human successes across generations all the time,” noted the president. “Let us continue our efforts to reform and strengthen global institutions that support peace, security, sustainable development, and financial stability.”

    What UN secretary general says?

    “I called for this summit to consider deep reforms to make global institutions more legitimate, fair and effective, based on the values of the UN Charter,” said UN Secretary General Antonio Guterres at the meeting. “I called for this summit because 21st century challenges require 21st century solutions: frameworks that are networked and inclusive; and that draw on the expertise of all of humanity … our world is heading off the rails — and we need tough decisions to get back on track.”

    Conflicts are raging and multiplying, from the Middle East to Ukraine and Sudan, with no end in sight, he said, adding that the world’s collective security system is threatened by geopolitical divides, nuclear posturing, and the development of new weapons and theaters of war, while resources that could bring opportunities and hope are invested in death and destruction.

    “In short, our multilateral tools and institutions are unable to respond effectively to today’s political, economic, environmental and technological challenges. And tomorrow’s will be even more difficult and even more dangerous,” noted the secretary general, stressing that things are changing fast but the world’s peace and security tools and institutions, as well as its global financial architecture, reflect a bygone era.

    Technology, geopolitics and globalization have transformed power relations and the world is going through a time of turbulence and a period of transition, he addressed the meeting. With the adoption of the Pact for the Future, the Global Digital Compact and the Declaration on Future Generations, pathways are opened to new possibilities and opportunities — a breakthrough on peace and security reforms to make the Security Council more reflective of today’s world is promised.

    These three landmark agreements are a step-change toward more effective, inclusive, networked multilateralism, said Guterres, noting that their implementation will prioritize dialogue and negotiation, end the wars tearing the world apart, and reform the composition and working methods of the Security Council. “To rebuild trust, we must start with the present and look to the future. People everywhere are hoping for a future of peace, dignity, and prosperity.”

    What Summit of the Future Means?

    In 2020, the United Nations turned 75 and marked the occasion by starting a global conversation about hopes and fears for the future. This was the beginning of a process that would eventually lead, four years later, to the convening of the Summit of the Future, a major event this September, just before the annual high-level debate of the General Assembly.

    The summit was conceived at the height of the COVID-19 pandemic, when there was a perception at the UN that countries and people pulled apart instead of cooperating to face this global threat.

    “We were really confronted with the gap between the aspirations of our founders, which we were trying to celebrate at the 75th anniversary, and the reality of the world as it is today,” said Michele Griffin, the policy director of the summit.

    UN member states tasked Guterres to come up with a vision for the future of global cooperation. His answer to their call was “Our Common Agenda,” a landmark report with recommendations on renewed global cooperation to address a host of risks and threats, and a proposal to hold a forward-looking summit in 2024.

    The event consists of sessions and plenaries based around five main tracks — sustainable development and financing; peace and security; a digital future for all; youth and future generations; and global governance — and other topics that cut across all of the work of the UN, including human rights, gender equality and the climate crisis.

    The immediate outcome is the finalized version of the Pact for the Future, with the Global Digital Compact and the Declaration for Future Generations as annexes, all of which were adopted by member states during the summit on Sunday.

  • MIL-OSI Submissions: Nigeria: fears of disease outbreaks grow in Maiduguri following severe flooding

    Maiduguri, Borno state, 23 September 2024 – Médecins Sans Frontières/Doctors Without Borders (MSF) is highly concerned about the significant risk of malaria and waterborne diseases, including cholera, following the recent flooding that has inundated vast parts of Maiduguri. in north-eastern Nigeria. MSF fears that this crisis could increase the levels of malnutrition in the area and calls for urgent additional support, especially in terms of water, sanitation, and medical care, to protect people already heavily impacted by long-term insecurity and unprecedented levels of malnutrition.

    On 10 September, heavy rain caused the Alau Dam in Borno State to overflow, leading to major floods in and around the city of Maiduguri. The deluge heavily impacted houses, markets, fields, livestock, and several health facilities. According to Borno State authorities, close to 400,000 people have been registered in 30 makeshift displacement sites.[1] Most of the sites are schools with too few latrines, and a lack of safe drinking water.

    “We are very concerned about the precarious living conditions and the potential outbreaks of cholera and malaria”, says Dr Issaley Abdel Kader MSF Head of mission in Nigeria. “The number of children affected by malaria and acute watery diarrhoea had already started to increase before the flooding, and we have seen some with clinical signs of cholera since the floods. We are afraid that the number of cases will rise without an increase in medical and humanitarian support, particularly support for water, sanitation and hygiene services.”

    Last week, MSF teams visited several displacement sites (Galtimari, Yerwa, Ali Sheriff, Vocational Enterprise Institute, Teachers Village) to assess people’s needs and start the provision of essential services such as access to water through water-trucking and water tanks, the installation and repair of latrines, and the distribution of mosquito nets. Teams are also running outpatient consultations in the sites, including mental health support, and referring critical patients to the facilities we support. Given the risks posed by malaria and cholera, MSF is also planning to expand the paediatric facility it supports by 100 beds and have begun setting up a cholera treatment centre that can be increased to a 100-bed capacity, if needed.  

    The Borno State government has announced the closure and merging of most displacement sites in the coming days. They plan to keep three main sites to accommodate people who still have no place to stay for one more week, and a mass cholera vaccination is upcoming.

    “All parties involved in the humanitarian response must continue providing assistance to the people affected by the floods as long as it will be necessary and ensure immediate and easy access to medical care for those who need it. The closure of most sites means that many will find themselves in a very vulnerable situation. For those remaining in the sites, prompt action must be taken to swiftly improve hygiene conditions, including access to latrines, safe water and mosquito nets”, says Dr. Issaley.

    Support for communities won’t just be needed at the new displacement sites. Well before the flooding, the entire population of Maiduguri was already facing huge challenges, including one of the worst malnutrition crises recorded in northeast Nigeria. In the past months, hundreds of severely malnourished children have been admitted every week into MSF’s nutritional care hospital.

    “Admissions to the nutritional facilities had just started to reduce when the flooding occurred”, says Dr. Ashok Shrirang Sankpal, deputy medical coordinator MSF Nigeria. “With markets and businesses heavily impacted, the harvest damaged and livestock washed away, there is huge concern that admissions will start to rise again.”

    This is the second time in just a few weeks’ that MSF has had to launch emergency responses linked to flooding in northern Nigeria. In August in Gummi, Zamfara state, homes and farms were destroyed and thousands left newly displaced by severe flooding. Like Maiduguri, people in this area already face significant challenges, including malnutrition, persistent insecurity and lack of access to healthcare. MSF teams have been supporting communities in Gummi over the last few weeks by delivering clean drinking water, repairing boreholes and delivering kits which include plastic sheets for temporary shelter and mosquito nets.

    The City of Cape Town is playing host to the World Rugby’s WXV tournament where the Springbok Women will face off against five other nations. 

    The Springbok Women will kick-off the tournament on Friday, 27 September, when they go up against Japan at the DHL Stadium. Kick-off will be at 4pm.

    In a statement on Saturday, the city said the DHL and Athlone Stadiums will host the matches.

    “The WXV 2 tournament is part of World Rugby’s annual women’s rugby competition. It consists of three rounds over three weeks. Hosts South Africa will be joined by Japan, Australia, Wales, Scotland and Italy for the competition,” said the city.

    On Saturday, 28 September, DHL Stadium will host a clash between Australia and Wales at midday followed by the clash between Italy and Scotland at 3pm at the same venue.

    ‘For the second year running, Cape Town is hosting this marquee World Rugby tournament, and this is testament to the Mother City’s reputation of hosting successful events. We are opening up two of Cape Town’s iconic stadiums to be the battleground for these titans of global women’s rugby.

    Round 3 of the games will see Wales clash with Japan on 11 October at the Athlone Stadium at 4 pm.

    South Africa will go against Italy at Athlone on 12 October at 2pm, followed by Australia versus Scotland on the same day at 5pm. The match will be played at Athlone Stadium.

    A total of nine matches will be played between 27 September and 12 October 2024.

    The City of Cape Town is on a campaign to hand over title deeds to qualifying residents in the city.

    In a statement, the city said approximately 12 000 title deeds need to be delivered to qualifying residents and significant progress is being made towards reaching this goal “one title deed at a time”.

    “The city’s mission of empowering residents is bearing fruit and we remain committed to helping as many residents as possible with our innovative title deeds programme. The city thanks beneficiaries, residents, city staff and all stakeholders for their support and we look forward to assisting more residents in as many communities as possible,” said MMC for Human Settlements, Councillor Carl Pophaim.

    The campaign was in Leonsdale at the weekend to hand over title deeds and will visit many more communities over the coming weeks.

    “Our teams have been working hard and we are looking forward to empowering many more beneficiaries. This week we handed over title deeds in Leonsdale and in the coming weeks, we will be in Samora Machel, Delft and other areas,” said Pophaim.

    • Identify the easily recognisable title deed agents visiting your area.
    • Have the following documents ready:

  • MIL-OSI United Nations: Ireland and WFP renew partnership to support self-reliance for refugees and boost food security in Karamoja

    KAMPALA – Through a multi-year commitment (2024-2027), the United Nations World Food Programme (WFP) has welcomed a contribution of US$19.6 million (EUR18 million) from the Government of Ireland to support the Government of Uganda to strengthen self-reliance initiatives for refugee communities and to enhance social protection and school feeding in the Karamoja sub-region.

    “Support to Karamoja and refugee communities continues to be an integral part of our strategy in Uganda,” said H.E Kevin Colgan, Ambassador of the Republic of Ireland to Uganda. “This contribution is part of Ireland’s commitment to keeping Karamoja children in school, improving food security and nutrition, strengthening people’s livelihoods, and boosting the local economy. Reaching the furthest behind is core to our international development policy.”

    In Karamoja, this contribution will enable WFP to procure locally-available maize, beans, and vegetable oil for school meals, benefiting 220,000 school children and smallholder farmers, and thereby stimulating local economies. In this hotspot of the climate crisis, WFP will also boost community resilience by restoring degraded land, promote crop diversification and improve post-harvest management. WFP will also support the Government to extend social protection programmes, particularly through the dissemination of early warning information via radio and other channels ahead of climate shocks such as droughts and floods.

    In refugee hosting districts, over 50,000 refugees will be empowered to transition from humanitarian assistance to self-reliance by supporting them to invest in alternative livelihoods so they can sustain their families. WFP is collaborating with the Government of Uganda and other partners to promote income generation for refugees and host communities through farming and other livelihood opportunities to support refugee and host communities in surrounding areas to become food secure. This Self-Reliance Model is funded by the governments of Ireland, Norway and the United Kingdom.

     “We are grateful for the contribution from the Government of Ireland supporting our efforts to encourage self-reliance and reduce the need for humanitarian assistance in Karamoja and in refugee settlements,“ said Abdirahman Meygag, WFP’s Country Director and Representative in Uganda. “By providing life-changing assistance, WFP is creating a pathway to a brighter future for Uganda.” 

    Karamoja faces multiple development and socio-economic challenges. While Uganda is expecting improved crop production in 2024 due to increased rainfall, more than 400,000 people in Karamoja (30 per cent of the population) are projected to face crisis-levels of food insecurity (IPC3+) according to the latest Integrated Food Security Phase Classification analysis (IPC). Similarly, WFP’s April 2024 Post-Distribution Monitoring indicates that 7 in 10 refugee households are still facing severe or moderate food insecurity levels.

    Faced with limited resources and following extensive consultations with refugees and key stakeholders, WFP is prioritising the most vulnerable refugees for food assistance. While building pathways towards self-reliance, WFP continues to support close to 1.4 million out of 1.7 million refugees in Uganda with monthly food and cash assistance.

    Ireland has previously contributed EUR 11.4 million to WFP’s operations in Uganda from 2020 to 2023.

    Gauteng’s Acting MEC for Human Settlements Lebogang Maile is this morning expected to visit Cemetery View informal settlement following a fire that destroyed shacks in Pretoria East.

    “MEC Maile will use the visit to outline government’s interventions to assist those affected. More than 2000 shacks were engulfed by the fire. MEC Maile is undertaking this important visit to ensure the safety, security and comfort of those affected by this unfortunate situation,” said the Gauteng Provincial government on Monday.

    The MEC will be joined by the City of Tshwane MMC for Human Settlements, councillor Ofentse Madzebatela.
    This as the City of Tshwane Emergency Services Department responded to multiple shacks on fire in Woodlake Street in Pretorious Park on the morning of 21 September 2024.

    “The multiple-shack fire was reported to the City of Tshwane Emergency Call Centre at about 04:07 am. The centre immediately dispatched multiple firefighting resources from Silverton Fire Station, Hazelwood Fire Station, Central Fire Station, Mamelodi Fire Station, Centurion Fire Station and Heuweloord Fire Station to the scene. These included two fire trucks, an industrial pumper, a mobile command unit, two rapid intervention units, a water carrier and a district commander’s unit,” said the city’s Emergency Services Department in a statement.

    The City said that upon arrival firefighters reported that a large area in the informal settlement was on fire with multiple shacks well alight and many people standing outside.

    Firefighters then started with firefighting operations and initiated evacuation procedures and the fire was extinguished at 5am.
    About 814 shacks burned down and about 2600 people were affected by the fire.

    “One male patient was treated on-site and transported to Steve Biko Academic Hospital for critical burn injuries. Another female patient with a critical medical condition was also treated on-site and transported to Mamelodi Hospital. A third patient sadly suffered fatal burn injuries. Gauteng Provincial Government Emergency Medical Services are managing all emergencies pertaining to patients in this regard,” said the city.

    The cause of the fire had not been determined.

    “The cause of the fire has not yet been determined and the scene is a declared as a hot zone and a crime scene.” 

    The city urged residents to be cautious and to extinguish paraffin fires with sand or a fire extinguisher and to never overload electrical plugs, among others. –SAnews.gov.za

    Summit of the Future Action Days
    This afternoon, at 1pm, the Summit of the Future Action days will kick off with a youth-led event.
    Felipe Paullier, the Assistant Secretary-General for Youth Affairs, will lead the opening ceremony under the theme #Youthlead the future.
    At 2pm, the Secretary-General will take part in a dialogue with youth advocates. This will also take place in the General Assembly Hall and you will be able to watch the conversation live on UN Webtv.
    The action days, which are convened by the Secretary-General, will continue tomorrow. The Secretary-General will address Saturday’s opening session at 9 a.m, tomorrow.
    Tomorrow’s programme will focus on three priority themes – digital and technology, peace and security, and sustainable development and financing.
    There will also be a dedicated focus throughout the day on future generations.

    Lebanon
    We are very concerned at the heightened escalation across the Blue Line, including the deadly strike we saw on Beirut today. We urge all parties to de-escalate immediately. All must exercise maximum restraint.
    We also urge the parties to immediately return to the cessation of hostilities and to fully implement Security Council resolution 1701.
    The region is on the brink of a catastrophe. All efforts should focus on finding a diplomatic solution.
    Our Special Coordinator for Lebanon, Jeannine Hennis-Plasschaert, has been insistently conveying these messages to her interlocutors in Lebanon and Israel.
    And this afternoon, the Under-Secretary-General for Political Affairs, Rosemary DiCarlo, and our High Commissioner for Human Rights, Volker Türk, will brief the Security Council in an open meeting on developments in Lebanon. They will convey similar messages. Those remarks will be shared with you.
    Meanwhile, on the peacekeeping front, our blue helmets at UNIFIL peacekeepers continue to implement their mandate in, obviously, extremely challenging conditions, working to help avert further escalation and return to a cessation of hostilities.
    The head of the UN peacekeeping mission there, Force Commander General Aroldo Lázaro, has been in constant communication with the Lebanese Armed Forces and the Israel Defense Forces to help avoid any miscalculations along the Blue Line and to support humanitarian access in southern Lebanon.

    Occupied Palestinian Territory
    Turning to the situation in Gaza, the Office for the Coordination of Humanitarian Affairs says that Palestinians already displaced in the Strip are at risk of having to move again as the rainy season approaches, which is expected to bring flooding and high tides.
    OCHA says that many of those displaced by hostilities in Gaza are sheltering along the Mediterranean coast, where Israeli-issued evacuation orders have instructed them to go. Several municipalities in Gaza have also warned of the risks, with some advising people sheltering in low-lying areas to leave and seek out safer places due to the danger of flooding. Displaced people in Khan Younis and Deir al Balah have been warned to move to higher ground and stay away from the shore, as high tides could cause their tents to drift, among other risks.
    UNRWA, for its part, warns that people in Gaza are sheltering in open spaces with no sewage network or rainwater drainage systems. The agency says that as reptiles, rodents and insects spread, its teams are spraying pesticides and removing waste to protect families from diseases.
    Meanwhile, OCHA also reports that water, sanitation and hygiene operations in northern Gaza have been forced to drastically reduce their operating hours to prevent shutdowns.
    Our partners working on the response say it continues to be extremely difficult to get fuel to the north, with deliveries often delayed or rejected at checkpoints.
    In addition to fuel shortages and the ongoing electricity outages that stall pumps, the current water crisis in Gaza has been worsened by damage to water infrastructure, the absence of safety to make repairs, and a lack of spare parts and chlorine.
    To address the critical lack of clean water in Gaza, UNICEF says it is providing 15 litres of water per person per day for nearly 900,000 people, ensuring that part of their water needs are met for a duration of three months.
