  • MIL-OSI NGOs: IAEA Mission Reviews China’s Regulatory Framework for Nuclear Safety

    An International Atomic Energy Agency (IAEA) team of experts today said China had made significant progress in further strengthening its regulation of nuclear safety, benefiting from the innovative use of digital tools and Artificial Intelligence (AI) as the country continues to rapidly expand its nuclear energy programme.

    Noting the importance of the regulatory body’s staffing levels keeping up with China’s fast-growing nuclear industry, the peer review team also encouraged additional improvements in regulations and guidelines in some areas, including nuclear safety inspections and emergency preparedness and response.

    The Integrated Regulatory Review Service  (IRRS) team concluded a 12-day mission to the People’s Republic of China on 11 July, a full-scope review covering all facilities, activities and exposure situations. The 24-member expert mission was conducted at the request of the Government and hosted by the Ministry of Ecology and Environment (the National Nuclear Safety Administration), which regulates nuclear safety in China.

    With the world’s second largest operating nuclear fleet after the United States, China is currently operating 59 units generating around 5% of its electricity. In addition, it is building 32 units and planning the construction of another 21 units. The previous IRRS mission to China – a follow-up review – was carried out in 2016, when it had 32 units in operation.

    “Over the past decade, China has made impressive headway in establishing a capable and independent regulatory body and promoting a healthy nuclear safety culture. China has a strong, competent and trusted national regulator that works effectively to ensure the safety of the public and environment,” said IRRS team leader Mark Foy, former Chief Executive and Chief Nuclear Inspector of the United Kingdom’s Office for Nuclear Regulation (ONR).

    Using IAEA safety standards and taking advantage of international good practices, IRRS missions are designed to strengthen the effectiveness of the national regulatory infrastructure, while recognizing the responsibility of each country to ensure nuclear and radiation safety.

    The IRRS team comprised 20 senior regulatory experts from 17 IAEA Member States: Brazil, Denmark, France, Germany, Hungary, Mexico, the Netherlands, Pakistan, the Russian Federation, Singapore, Spain, South Africa, Sweden, Switzerland, the United Arab Emirates, the United Kingdom, and the United States of America. The mission team also included four IAEA staff members and an observer from Japan.

    The team reviewed areas including: responsibilities and functions of the government and the regulatory body; the activities of the regulatory body including authorization, inspection and enforcement processes; development and content of regulations and guides; emergency preparedness and response; radiation sources; research reactors; nuclear power plants; fuel cycle facilities; radioactive waste management facilities; transport of radioactive material; decommissioning; occupational exposure; control of medical exposure and public exposure; and interfaces with nuclear security. 

    Two policy issues were discussed during the mission: the impact of the rapid development of AI on regulation and the shortage of human resources due to the surge in the number of operating reactor units in China.

    “The fast growth in China’s nuclear power programme will require the recruitment and training of a significant number of additional nuclear professionals in the regulatory field in the coming years. Its use of technology to support the effectiveness of its national regulator is an exemplar for all of us to learn from,” Foy, the mission team leader, said.

    During the mission, the team conducted interviews and discussions with staff of the National Nuclear Safety Administration (NNSA) and its leadership. Team members also met senior representatives from the China Atomic Energy Authority (CAEA), which oversees the nuclear industry in the country, as well as the National Health Commission (NHC) and the China National Energy Authority (NEA).

    They observed regulatory oversight activities at: a nuclear power plant, a research reactor, a nuclear fuel cycle facility, a radiation sources facility, a radioactive waste management facility, a transport facility and a hospital.

    They identified several good practices by the regulatory body, including:

    • Unique advances in developing, adopting and exploiting the benefits of AI-based tools to significantly improve the efficiency of its decision-making, safety oversight and knowledge management.
    • Arrangements for regular, high-level exchanges with all senior industry stakeholders on domestic and global nuclear safety developments, ensuring a common understanding on nuclear safety priorities and required improvements across China’s nuclear industry.

    Recommendations and suggestions for further improvement of the overall effectiveness of China’s regulatory system included:

    • Clarifying protection strategies in the case of a nuclear or radiological emergency.
    • Providing a documented process for developing inspection plans for nuclear facilities.
    • Establishing and implementing a comprehensive safety culture oversight programme.
    • Enhancing its processes to ensure that updates to department rules, guides, and standards are completed to appropriately align with the latest IAEA safety standards.

    The mission team viewed China’s invitation of an international peer review as part of the second IRRS cycle as a sign of openness and transparency.

    “China has demonstrated a commendable commitment to continuous safety improvement by inviting this comprehensive full-scope IRRS mission,” said Karine Herviou, Deputy Director General and Head of the IAEA Department of Nuclear Safety and Security. “The team of senior regulatory experts recognized the Government’s unequivocal support to ensure a strong national safety regulator, including the provision of human and financial resources, while also proposing specific actions for further enhancements.”

    Baotong Dong, MEE Vice Minister and NNSA Administrator, said the IRRS peer review team had positively acknowledged China’s nuclear and radiation safety regulatory framework and practices and stressed that these would be further enhanced in future.

    “China has established a regulatory system that aligns with international standards while meeting national conditions. The Government will further enhance its regulatory capabilities, accelerate the development of a modern nuclear safety regulatory system, and promote a virtuous cycle of high-level nuclear safety and high-quality development in the nuclear sector,” Vice Minister Dong said. “China stands ready to contribute to strengthening global nuclear safety governance and elevating worldwide nuclear safety standards.”

    The final mission report will be provided to the Government of the China in about three months. The Government plans to make the report public. China will consider inviting an IRRS follow-up mission at a later stage.

    The IAEA safety standards provide a robust framework of fundamental principles, requirements and guidance to ensure safety. They reflect an international consensus and serve as a global reference for protecting people and the environment from the harmful effects of ionizing radiation.

    Ireland all-rounder Curtis Campher made history by becoming the first male player in professional cricket to claim five wickets in five balls, achieving the feat on Thursday.

    He did so while playing for Munster Reds during their Inter-Provincial T20 Trophy clash against the North-West Warriors in Dublin, with Munster ultimately winning the match by 100 runs.

    Campher began his spell by bowling Jared Wilson and trapping Graham Hume lbw to end the 12th over, then returned in the 14th to complete a hat-trick with the dismissal of Andy McBrine, before removing Robbie Millar and Josh Wilson to finish the streak.

    “I wasn’t really sure what was happening,” he told Cricket Ireland. “I just kind of stuck to my guns and kept it real simple and luckily it kind of went off.”

    Zimbabwe women’s all-rounder Kelis Ndhlovu was the first in achieving the rare feat, after she claimed five wickets in five consecutive balls during a domestic under-19 T20 match against Eagles Women in 2024.

    CAIRO, July 11 — Chinese Premier Li Qiang wrapped up a two-day official visit to Egypt on Thursday, reaffirming stronger bilateral ties and pledging deeper cooperation between the two countries.

    During his visit, the Chinese premier underscored the enduring strength and strategic depth of China-Egypt relations, highlighting the two nations’ longstanding friendship, shared values as ancient civilizations, and growing partnership.

    Since the establishment of diplomatic ties nearly 70 years ago, the two countries have remained close friends who support each other and strategic partners with a shared future, Li said upon his arrival.

    Together, the two countries have set a model for solidarity, unity, self-reliance, mutual benefit, and mutual support among major developing countries, he added.

    China-Egypt relations have flourished, with their traditional friendship growing stronger over time, political mutual trust deepened, fruitful results yielded through practical cooperation, and multilateral coordination becoming closer and more effective, the premier said.

    Applauding the steady growth of bilateral ties, Assem Hanafi, former Egyptian ambassador to China, wrote in a recent article that the relations in the last decade “have become a model for a comprehensive partnership built on respect, trust, understanding and shared interests.”

    Such ties “have gained unprecedented momentum, marked by deepening political cooperation and robust economic engagement,” he said.

    China is a major trade and investment partner for Egypt. Bilateral trade exceeded 17 billion U.S. dollars in 2024, and Chinese investments in Egypt have surged, especially in the Suez Canal Economic Zone. The China-Egypt TEDA Suez Economic and Trade Cooperation Zone, hosting 185 companies, has become a model for industrial cooperation.

    Cooperation dominated the agenda during the Chinese premier’s talks with Egyptian leaders. During their meetings, Li stressed the importance of economic synergy and investment facilitation.

    When meeting with Speaker of the Egyptian House of Representatives Hanafy Ali Gebaly, Li outlined a comprehensive vision for cooperation, saying that China and Egypt, aiming for a higher level of mutual benefit and win-win results, should cooperate in the sustainable operation of bilateral landmark projects, continuously improve the level of two-way trade and investment facilitation, strengthen industrial docking and market connectivity.

    In his meeting with Egyptian Prime Minister Mostafa Kamal Madbouly, Li said that China is willing to work with Egypt to optimize the development of bilateral trade and create more highlights of cooperation as well as new drivers of economic growth.

    “Chinese investments in Egypt can be classified as a win-win model, as Egypt benefits from Chinese technology, job creation and more. The Chinese-Egyptian product is also exportable, making these investments mutually beneficial,” former Egyptian Prime Minister Essam Sharaf told Xinhua.

    “The cooperation between developing countries and China cannot be underestimated,” said Sharaf, also a member of the Advisory Council of the Belt and Road Forum for International Cooperation. “If fully activated, it would create tremendous power and form a strong synergy for the Global South.”

    China and Egypt will celebrate the 70th anniversary of their diplomatic ties next year, with leaders from both sides expressing optimism over the future growth of bilateral relations.

    Li told Egyptian President Abdel Fattah El-Sisi during their meeting that China is ready to work with Egypt to take the 70th anniversary of diplomatic ties between the two countries next year as an opportunity to carry forward the traditional friendship, consolidate political mutual trust, and continue to firmly support each other on issues concerning each other’s core interests.

    Egypt was the first Arab and African country to establish diplomatic relations with the People’s Republic of China, making China-Egypt relations transcend bilateral scope with remarkable regional and global significance.

    Li also emphasized the broader strategic dimension of China’s engagement with the Arab world during a meeting with Arab League Secretary-General Ahmed Aboul Gheit, describing China and Arab countries as “trustworthy friends and good partners,” depicting China-Arab relations as in their best shape ever.

    Li also called for deeper coordination on the international stage, saying that China is ready to enhance communication and coordination with Arab countries on platforms such as the United Nations, the Shanghai Cooperation Organization, the World Trade Organization and the Group of 20, demonstrate the common will and speak in a common voice, so as to promote a more just and equitable global governance system.

    Echoing Li’s remarks, Gheit called China “a good friend and good partner of Arab countries,” while Sisi, when receiving Li, called China “a sincere friend of Egypt” and their relations having reached “the highest level in history.”

    Egypt highly appreciates China’s just and fair stance on Mideast issues and stands ready to strengthen coordination with China within the United Nations, the BRICS and other multilateral frameworks to safeguard common interests and uphold regional peace and stability, Madbouly said.

  • Rubio to meet China’s Wang Yi in Malaysia amid trade tension

    U.S. Secretary of State Marco Rubio will meet Chinese Foreign Minister Wang Yi in Kuala Lumpur on Friday, the State Department said, in what will be the first in-person meeting of the two counterparts.

    Washington’s top diplomat arrived in Malaysia on Thursday in his first trip to Asia since taking office, where he joined foreign ministers of the 10-member Association of Southeast Asian Nations in Kuala Lumpur and met with senior Malaysian officials and his Russian counterpart, Sergei Lavrov.

    The visit is part of an effort to renew U.S. focus on the Indo-Pacific region and look beyond conflicts in the Middle East and Europe that have consumed much of the Trump administration’s attention.

    Rubio is attending the East Asia Summit and ASEAN regional forum on Friday, which include Japan, China, Russia, Australia, India, the European Union and more.

    Analysts said Rubio would be looking to press the case that the United States remains a better partner than China, Washington’s main strategic rival, during the visit.

    His meeting with Wang comes amid escalating trade tensions, with China this week warning the United States against reinstating hefty tariffs on its goods next month.

    Beijing has also threatened to retaliate against nations that strike deals with the United States to cut China out of supply chains.

    China, initially singled out with tariffs exceeding 100%, has until August 12 to reach a deal with the White House to keep Trump from reinstating additional import curbs imposed during tit-for-tat tariff exchanges in April and May.

    Trump has also threatened to levy an additional 10% tariff on countries aligned with BRICS.

    Originally comprising Brazil, Russia, India, China and South Africa, the BRICS grouping is seen largely as China’s effort in establishing an economic grouping to counter Western powers and has since expanded to include members such as Indonesia and Iran.

    Rubio told reporters on Thursday that he would also likely raise with Wang U.S. concerns over China’s support for Russia in its war against Ukraine.

    “The Chinese clearly have been supportive of the Russian effort and I think that generally, they’ve been willing to help them as much as they can without getting caught,” he said.

    Trump earlier this week said Washington lately has a really good relationship with China and that the two strategic rivals are getting along well.

    “We have had a really good relationship with China lately, and we’re getting along with them very well. They’ve been very fair on our trade deal, honestly,” Trump said, adding that he has been speaking regularly with Chinese President Xi Jinping.

    Rubio on Friday will also meet with the Japanese foreign minister and South Korea’s deputy foreign minister, just days after Trump announced 25% tariffs on both allies, effective August 1.

    CAIRO, July 11 (Xinhua) — A new fire broke out at a telecommunications company building in the Ramses district of central Cairo on Thursday evening, just days after a previous one killed four people and injured 27, Egyptian media reported.

    According to the state-run Al-Ahram news website, another fire broke out suddenly but was quickly brought under control by Cairo’s civil defence forces.

    Authorities said the incident was related to the aftermath of a fire that broke out on Monday and raged for several hours before being extinguished, the statement said.

    A deadly fire on Monday caused widespread disruption to telephone and internet services.

    A security source told the official MENA news agency that a short circuit was the likely cause of the fire, adding that forensic lab experts would collect evidence from the scene to determine the exact cause. –0–

    BEIJING, July 10 — Senior Communist Party of China (CPC) official Cai Qi on Thursday called for greater efforts to promote dialogue and cooperation among global civilizations, as he attended the opening of the Global Civilizations Dialogue Ministerial Meeting in Beijing.

    Chinese President Xi Jinping sent a congratulatory letter to the meeting, which was read out at the opening ceremony by Li Shulei, a member of the Political Bureau of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee.

    In his keynote speech, Cai, who is a member of the Standing Committee of the Political Bureau of the CPC Central Committee and a member of the Secretariat of the CPC Central Committee, said the Global Civilization Initiative proposed by President Xi more than two years ago has received enthusiastic responses and positive echoes from the international community.

    The initiative, which upholds the core principle of seeking common ground while reserving differences, is deeply rooted in China’s fine traditional culture and resonates with cultural values shared by many other nations, Cai said.

    Noting that the path to global peace and development remains long and challenging, Cai called for joint efforts to explore diverse development models, strengthen cultural inheritance and innovation, advance cultural and people-to-people exchanges, and build a diverse and multi-dimensional global network for dialogue and cooperation among civilizations.

    Themed “Safeguarding Diversity of Human Civilizations for World Peace and Development,” the meeting is co-hosted by the Publicity Department of the CPC Central Committee and the International Department of the CPC Central Committee.

    United Nations Secretary-General Antonio Guterres sent his message of congratulations to the event, which has attracted over 600 guests from about 140 countries and regions.

    Former heads of state and government from Indonesia, Namibia, Japan and Belgium delivered speeches at the opening ceremony.

  • MIL-Evening Report: ‘Storm clouds are gathering’: 40 years on from the bombing of the Rainbow Warrior

    From the prologue of the 40th anniversary edition of David Robie’s seminal book on the Rainbow Warrior’s last voyage, former New Zealand prime minister Helen Clark (1999-2008) writes about what the bombing on 10 July 1985 means today.

    The bombing of the Rainbow Warrior in Auckland Harbour on 10 July 1985 and the death of a voyager on board, Greenpeace photographer Fernando Pereira, was both a tragic and a seminal moment in the long campaign for a nuclear-free Pacific.

    It was so startling that many of us still remember where we were when the news came through. I was in Zimbabwe on my way to join the New Zealand delegation to the United Nations World Conference on Women in Nairobi. In Harare I met for the first time New Zealand Anglican priest Father Michael Lapsley who, in that same city in 1990, was severely disabled by a parcel bomb delivered by the intelligence service of the apartheid regime in South Africa. These two bombings, of the Rainbow Warrior and of Michael, have been sad reminders to me of the price so many have paid for their commitment to peace and justice.

    It was also very poignant for me to meet Fernando’s daughter, Marelle, in Auckland in 2005. Her family suffered a loss which no family should have to bear. In August 1985, I was at the meeting of the Labour Party caucus when it was made known that the police had identified a woman in their custody as a French intelligence officer. Then in September, French prime minister Laurent Fabius confirmed that French secret agents had indeed sunk the Rainbow Warrior. The following year, a UN-mediated agreement saw the convicted agents leave New Zealand and a formal apology, a small amount of compensation, and undertakings on trade given by France — the latter after New Zealand perishable goods had been damaged in port in France.

    Both 1985 and 1986 were momentous years for New Zealand’s assertion of its nuclear-free positioning which was seen as provocative by its nuclear-armed allies. On 4 February 1985, the United States was advised that its naval vessel, the Buchanan, could not enter a New Zealand port because it was nuclear weapons-capable and the US “neither confirm nor deny” policy meant that New Zealand could not establish whether it was nuclear weapons-armed or not.

    In Manila in July 1986, a meeting between prime minister David Lange and US Secretary of State George Schultz confirmed that neither New Zealand nor the US were prepared to change their positions and that New Zealand’s engagement in ANZUS was at an end. Secretary Schultz famously said that “We part company as friends, but we part company as far as the alliance is concerned”.

    New Zealand passed its Nuclear Free Zone, Disarmament and Arms Control Act in 1987. Since that time, until now, the country has on a largely bipartisan basis maintained its nuclear-free policy as a fundamental tenet of its independent foreign policy. But storm clouds are gathering.

    Australia’s decision to enter a nuclear submarine purchase programme with the United States is one of those. There has been much speculation about a potential Pillar Two of the AUKUS agreement which would see others in the region become partners in the development of advanced weaponry. This is occurring in the context of rising tensions between the United States and China.

    Many of us share the view that New Zealand should be a voice for deescalation, not for enthusiastic expansion of nuclear submarine fleets in the Pacific and the development of more lethal weaponry.

    Nuclear war is an existential threat to humanity. Far from receding, the threat of use of nuclear weapons is ever present. The Doomsday Clock of the Bulletin of Atomic Scientists now sits at 89 seconds to midnight. It references the Ukraine theatre where the use of nuclear weapons has been floated by Russia. The arms control architecture for Europe is unravelling, leaving the continent much less secure. India and Pakistan both have nuclear arsenals. The Middle East is a tinder box with the failure of the Iran nuclear deal and with Israel widely believed to possess nuclear weapons. North Korea continues to develop its nuclear weapons capacity. An outright military conflict between China and the United States would be one between two nuclear powers with serious ramifications for East Asia, South-East Asia, the Pacific, and far beyond.

    August 2025 marks the eightieth anniversary of the nuclear bombing of Hiroshima and Nagasaki. A survivors’ group, Nihon Hidankyo, was awarded the Nobel Peace Prize last year. They bear tragic witness to the horror of the use of nuclear weapons. The world must heed their voice now and at all times.

    In the current global turbulence, New Zealand needs to reemphasise the principles and values which drove its nuclear-free legislation and its advocacy for a nuclear-free South Pacific and global nuclear disarmament. New Zealanders were clear — we did not want to be defended by nuclear weapons. We wanted our country to be a force for diplomacy and for dialogue, not for warmongering.

    The multilateral system is now in crisis — across all its dimensions. The UN Security Council is paralysed by great power tensions. The United States is unlikely to pay its dues to the UN under the Trump presidency, and others are unlikely to fill the substantial gap which that leaves. Its humanitarian, development, health, human rights, political and peacekeeping, scientific and cultural arms all face fiscal crises.

    This is the time for New Zealand to link with the many small and middle powers across regions who have a vision for a world characterised by solidarity and peace and which can rise to the occasion to combat the existential challenges it faces — including of nuclear weapons, climate change, and artificial intelligence. If our independent foreign policy is to mean anything in the mid-2020s, it must be based on concerted diplomacy for peace and sustainable development.

    Movement back towards an out-of-date alliance, from which New Zealand disengaged four decades ago, and its current tentacles, offers no safe harbour — on the contrary, these destabilise the region within which we live and the wide trading relationships we have. May this new edition of David Robie’s Eyes of Fire remind us of our nuclear-free journey and its relevance as a lode star in these current challenging times.

    From the prologue of the 40th anniversary edition of David Robie’s seminal book on the Rainbow Warrior’s last voyage, former New Zealand prime minister Helen Clark (1999-2008) writes about what the bombing on 10 July 1985 means today.

    The bombing of the Rainbow Warrior in Auckland Harbour on 10 July 1985 and the death of a voyager on board, Greenpeace photographer Fernando Pereira, was both a tragic and a seminal moment in the long campaign for a nuclear-free Pacific.

    It was so startling that many of us still remember where we were when the news came through. I was in Zimbabwe on my way to join the New Zealand delegation to the United Nations World Conference on Women in Nairobi. In Harare I met for the first time New Zealand Anglican priest Father Michael Lapsley who, in that same city in 1990, was severely disabled by a parcel bomb delivered by the intelligence service of the apartheid regime in South Africa. These two bombings, of the Rainbow Warrior and of Michael, have been sad reminders to me of the price so many have paid for their commitment to peace and justice.

    It was also very poignant for me to meet Fernando’s daughter, Marelle, in Auckland in 2005. Her family suffered a loss which no family should have to bear. In August 1985, I was at the meeting of the Labour Party caucus when it was made known that the police had identified a woman in their custody as a French intelligence officer. Then in September, French prime minister Laurent Fabius confirmed that French secret agents had indeed sunk the Rainbow Warrior. The following year, a UN-mediated agreement saw the convicted agents leave New Zealand and a formal apology, a small amount of compensation, and undertakings on trade given by France — the latter after New Zealand perishable goods had been damaged in port in France.

    Both 1985 and 1986 were momentous years for New Zealand’s assertion of its nuclear-free positioning which was seen as provocative by its nuclear-armed allies. On 4 February 1985, the United States was advised that its naval vessel, the Buchanan, could not enter a New Zealand port because it was nuclear weapons-capable and the US “neither confirm nor deny” policy meant that New Zealand could not establish whether it was nuclear weapons-armed or not.

    In Manila in July 1986, a meeting between prime minister David Lange and US Secretary of State George Schultz confirmed that neither New Zealand nor the US were prepared to change their positions and that New Zealand’s engagement in ANZUS was at an end. Secretary Schultz famously said that “We part company as friends, but we part company as far as the alliance is concerned”.

    New Zealand passed its Nuclear Free Zone, Disarmament and Arms Control Act in 1987. Since that time, until now, the country has on a largely bipartisan basis maintained its nuclear-free policy as a fundamental tenet of its independent foreign policy. But storm clouds are gathering.

    Australia’s decision to enter a nuclear submarine purchase programme with the United States is one of those. There has been much speculation about a potential Pillar Two of the AUKUS agreement which would see others in the region become partners in the development of advanced weaponry. This is occurring in the context of rising tensions between the United States and China.

    Many of us share the view that New Zealand should be a voice for deescalation, not for enthusiastic expansion of nuclear submarine fleets in the Pacific and the development of more lethal weaponry.

    Nuclear war is an existential threat to humanity. Far from receding, the threat of use of nuclear weapons is ever present. The Doomsday Clock of the Bulletin of Atomic Scientists now sits at 89 seconds to midnight. It references the Ukraine theatre where the use of nuclear weapons has been floated by Russia. The arms control architecture for Europe is unravelling, leaving the continent much less secure. India and Pakistan both have nuclear arsenals. The Middle East is a tinder box with the failure of the Iran nuclear deal and with Israel widely believed to possess nuclear weapons. North Korea continues to develop its nuclear weapons capacity. An outright military conflict between China and the United States would be one between two nuclear powers with serious ramifications for East Asia, South-East Asia, the Pacific, and far beyond.

    August 2025 marks the eightieth anniversary of the nuclear bombing of Hiroshima and Nagasaki. A survivors’ group, Nihon Hidankyo, was awarded the Nobel Peace Prize last year. They bear tragic witness to the horror of the use of nuclear weapons. The world must heed their voice now and at all times.

    In the current global turbulence, New Zealand needs to reemphasise the principles and values which drove its nuclear-free legislation and its advocacy for a nuclear-free South Pacific and global nuclear disarmament. New Zealanders were clear — we did not want to be defended by nuclear weapons. We wanted our country to be a force for diplomacy and for dialogue, not for warmongering.

    The multilateral system is now in crisis — across all its dimensions. The UN Security Council is paralysed by great power tensions. The United States is unlikely to pay its dues to the UN under the Trump presidency, and others are unlikely to fill the substantial gap which that leaves. Its humanitarian, development, health, human rights, political and peacekeeping, scientific and cultural arms all face fiscal crises.

    This is the time for New Zealand to link with the many small and middle powers across regions who have a vision for a world characterised by solidarity and peace and which can rise to the occasion to combat the existential challenges it faces — including of nuclear weapons, climate change, and artificial intelligence. If our independent foreign policy is to mean anything in the mid-2020s, it must be based on concerted diplomacy for peace and sustainable development.

    Movement back towards an out-of-date alliance, from which New Zealand disengaged four decades ago, and its current tentacles, offers no safe harbour — on the contrary, these destabilise the region within which we live and the wide trading relationships we have. May this new edition of David Robie’s Eyes of Fire remind us of our nuclear-free journey and its relevance as a lode star in these current challenging times.

    JOINT BASE PEARL HARBOR-HICKAM, Hawaii – Pacific Partnership 2025 (PP-25) officially kicks off with the arrival of the Harpers Ferry-class dock landing ship USS Pearl Harbor (LSD 52) at Joint Base Pearl Harbor-Hickam, led by Rear Admiral Todd F. Cimicata, U.S. Pacific Fleet Executive Agent for Pacific Partnership, and the mission commander, U.S. Navy Captain Mark B. Stefanik.

    The PP-25 team, embarked aboard the Harpers Ferry-class dock landing ship USS Pearl Harbor (LSD 52), arrived at Joint Base Pearl Harbor-Hickam to make final preparations ahead of its upcoming port visits throughout the Indo-Pacific region. The PP-25 team will conduct medical exchanges, engineering projects, community outreach, and disaster preparedness engagements with host nation partners.

    “Pacific Partnership is a testament to what we can achieve together,” said Cimicata. “By working alongside our allies and partners, we strengthen regional capacity and resilience and lay the foundation for a collective response to crises. It’s about preparing in calm to respond in crisis.”

    This year’s PP-25 mission will include mission stops in Papua New Guinea, Federated States of Micronesia, Palau, Samoa, and Vanuatu. Prior to the USS Pearl Harbor’s departure, separate fly-in missions were conducted in the Philippines, Fiji, and Tonga in June.

    “This enduring mission provides us the opportunity to build on our relationships, share expertise, and learn from one another,” said Stefanik. “Our shared experiences help create more resilient communities, and I’m proud to lead a team committed to strengthening partnerships across the Indo-Pacific.”

    Pacific Partnership brings together more than 1,500 personnel from the United States and participating nations including Australia, Canada, Germany, Japan, New Zealand, Republic of Korea, Singapore, and the United Kingdom. Activities will include engineering projects at schools and clinics, medical subject matter expert exchanges, and performances by the Pacific Partnership Band, composed of musicians from the U.S. Pacific Fleet and partner nations.

    The mission team will work alongside allies and partners to strengthen relationships, bolster host nation capacity to provide essential humanitarian services, and support efforts to reduce the risk of, prepare for, and respond to disasters.

    Padilla, Schiff, Booker, Vargas, Peters Announce Bicameral Bill to Clean Up Tijuana River

    WASHINGTON, D.C. — Today, U.S. Senators Alex Padilla (D-Calif.), Adam Schiff (D-Calif.), and Cory Booker (D-N.J.), along with Representatives Juan Vargas (D-Calif.-52) and Scott Peters (D-Calif.-50), introduced bicameral legislation to help combat the ongoing Tijuana River sewage pollution crisis across the U.S.-Mexico border.

    The Border Water Quality Restoration and Protection Act of 2025 would designate the Environmental Protection Agency (EPA) as the lead agency to coordinate all federal, state, Tribal, and local agencies to build and maintain critical infrastructure projects to address long-standing, systemic water infrastructure and pollution issues in the Tijuana River and New River watersheds. The bill would create a new Geographic Program within EPA to manage each watershed through a comprehensive water quality management plan. These provisions and other key components of the bill follow the findings and recommendations of the Government Accountability Office’s February 2020 Report, “International Boundary and Water Commission: Opportunities Exist to Address Water Quality Problems.” The bill also directs EPA to consider projects based on new research examining how wastewater pollutants get into the air, harming air quality and public health.

    “Raw sewage and toxic waste from the Tijuana River are still shutting down public beaches, threatening the health of our families, and jeopardizing the readiness of our military and border personnel,” said Senator Padilla. “By assigning the Environmental Protection Agency with the clear role of coordinating with federal, state, local, and tribal leaders to maintain the health of the watershed, we’re bringing the full weight and commitment of the federal government to address the Tijuana River pollution crisis.”

    “The Tijuana River pollution crisis is one of the worst ongoing ecological crises in this country, posing serious environmental and public health risks to Californians living and working near the U.S.-Mexico border and nearby beaches. We must work quickly on a resolution, and this bill would provide clear direction and authority to EPA to work with state and local partners on a plan to give this crisis the focused attention it demands,” said Senator Schiff.

    “For too long, communities along both sides of the U.S.-Mexico border have suffered the consequences of untreated sewage and toxic waste flowing into the Tijuana River,” said Senator Booker. “What I observed during my visit to Imperial Beach in May was unacceptable. This public health crisis, with growing economic and environmental impacts, would never be tolerated in Malibu or Mar-a-Lago and it shouldn’t be tolerated here. This bicameral legislation will ensure the EPA leads a comprehensive effort in coordination with local, state, and federal officials to clean up the Tijuana River and New River watersheds, and finally deliver clean air and water to the San Diego community.”

    “This horrible pollution has harmed the health of our communities, our local businesses, and our environment,” said Representative Vargas. “It’s absolutely critical that we have a streamlined response from the federal government. But right now, there is no one agency in charge of addressing the pollution. There are too many cooks in the kitchen. Our legislation would finally change that and charge the EPA with coordinating the whole-of-government effort needed to combat this pollution.”

    “This is an environmental crisis, a public health crisis, and an economic crisis for San Diegans. The federal government should treat it as such,” said Representative Peters. “Our legislation institutes a whole-of-government approach for resolving this disaster. This is the same type of program you see in the San Francisco Bay, Chesapeake Bay, and Great Lakes; San Diego is no less deserving.”

    Since 2018, more than 200 billion gallons of toxic sewage, trash, and unmanaged stormwater have flowed across the United States-Mexico border into the Tijuana River Valley and neighboring communities, forcing long-lasting beach closures and causing harmful impacts on public health, the environment, and water quality. U.S. military personnel, border patrol agents, and the local economy have also suffered harmful impacts from airborne and waterborne transboundary sewage flows. In 2023, sewage flowed across the border at the highest volume in a quarter century, exceeding 44 billion gallons.

    The Tijuana River pollution crisis has disproportionately harmed underserved communities along San Diego’s southern border for decades. U.S. military personnel, border patrol agents, and the local environment and economy have also suffered harmful impacts from waterborne and airborne transboundary sewage flows.

    To address these long-standing issues, the Border Water Quality Restoration and Protection Act of 2025 would:

    • Direct EPA, in coordination with relevant federal, state, Tribal, and local governments, to implement a comprehensive water quality management program for the Tijuana River and New River watersheds within 180 days;
    • Require EPA and its partners to identify a consensus list of priority projects, including incorporating a comprehensive suite of water quality projects identified by EPA and IBWC in the 2022 United States-Mexico-Canada Agreement implementation plan, as well as the construction and operations and maintenance costs associated with them;
    • Provide transfer authority to EPA to accept and distribute funds to federal, state, Tribal, and local partners to construct, operate, and maintain the identified priority projects;
    • Provide technical assistance for restoration and protection activities to federal, state, Tribal, and local stakeholders;
    • Codify the U.S.-Mexico Border Water Infrastructure Program (BWIP) to fund water infrastructure projects that benefit U.S. communities;
    • Require the IBWC Commissioner to participate in the construction of projects identified in the Tijuana and New River comprehensive plans; and
    • Authorize the IBWC to address stormwater quality and accept funding made available by the bill.

    EPA currently administers 12 Geographic Programs that help protect local ecosystems through water quality improvement, ecosystem and habitat restoration, environmental education, and local capacity building. Establishing such a program for the Tijuana River and New River is important for the long-term improvement and monitoring of the watersheds during and after the expansion of the South Bay International Wastewater Treatment Plant (SBIWTP).

    Representatives Sara Jacobs (D-Calif.-51), Mike Levin (D-Calif.-49), and Raul Ruiz (D-Calif.-25) are cosponsoring the bill in the House of Representatives.

    The legislation is endorsed by the City of San Diego, City of Coronado, County of Imperial, Imperial Beach Mayor Paloma Aguirre, Rural Community Assistance Corporation, SANDAG, San Diego Regional Chamber of Commerce, Scripps Institution of Oceanography, and Surfrider.

    Senator Padilla has prioritized addressing the Tijuana River pollution crisis since he first came to the Senate, working with the San Diego Congressional delegation to secure $250 million in the federal disaster relief package last year to clean up the Tijuana River. This marked the final tranche of funding required to complete the SBIWTP upgrade project. The SBIWTP project broke ground in October 2024, and over the coming years, the SBIWTP will double in capacity, reducing transboundary flows by 90 percent. Crucially, Mexico’s rehabilitated San Antonio de los Buenos wastewater treatment plant is now operational, which will help further reduce flows to California communities.

    In response to a request from Padilla and the San Diego Congressional delegation, the Centers for Disease Control and Prevention (CDC) recently opened an investigation into the public health impacts of air pollution caused by the ongoing Tijuana River transboundary pollution crisis. Senator Padilla and the delegation also secured a $200 million authorization for the Tijuana River Valley Watershed and San Diego County through the Water Resources Development Act of 2024 to help address the ongoing transboundary sewage crisis through stormwater conveyance, environmental and ecosystem restoration, and water quality protection projects. They also delivered over $103 million in additional funding for the International Boundary and Water Commission (IBWC) in the bipartisan FY 2024 appropriations package. Padilla previously successfully secured language in the FY 2023 appropriations package to allow the EPA to unlock $300 million previously secured in the U.S.-Mexico-Canada Agreement to the IBWC for water infrastructure projects.

  • MIL-OSI China: China’s Lin advances on three fronts at WTT US Smash

    Chinese paddler Lin Shidong overcame the demands of playing three matches in one day to advance in the men’s singles, men’s doubles and mixed doubles at the World Table Tennis (WTT) United States Smash on Wednesday.

    Lin had little difficulty in defeating Feng Yi-hsin of Chinese Taipei 11-8, 11-4, 11-8. The world No. 1 was joined in the last 16 by teammate Xiang Peng, who beat Indian qualifier Sathiyan Gnanasekaran in four games.

    Third seed Tomokazu Harimoto of Japan was pushed to the limit in a five-game battle but prevailed over Nigerian ace Quadri Aruna, winning 11-1, 8-11, 8-11, 11-8, 11-5. However, Sweden’s fifth seed Truls Moregard was eliminated after a full-distance loss to Japan’s Yuta Tanaka.

    In doubles action, Lin teamed up with Huang Youzheng to reach the men’s quarterfinals by defeating American brothers Sid and Nandan Naresh in straight games. They will next face fellow Chinese duo Wang Chuqin and Liang Jingkun.

    Lin also partnered with Kuai Man in mixed doubles, cruising into the semifinals with a 3-0 win over Brazil’s Guilherme Teodoro and Giulia Takahashi.

    In women’s singles, China’s Wang Manyu and Wang Yidi delivered solid performances. Second seed Wang Manyu overcame South Korea’s Lee Eun-hye 11-4, 11-9, 11-9, while fourth seed Wang Yidi dispatched Portuguese veteran Fu Yu 11-8, 11-4, 8-11, 11-6.

    “I kept patient and was focused on my own game when facing crucial points,” said Wang Manyu.

    Wildcard Xu Yi was unable to join them in the last 16, falling to German veteran Han Ying 9-11, 7-11, 9-11.

    Elsewhere, Japan’s Mima Ito and Satsuki Odo, along with South Korea’s Shin Yu-bin, all advanced with straight-game victories.

    Also on Wednesday, Chinese women’s pairs Sun Yingsha and Wang Manyu, and Wang Yidi and Kuai Man, progressed to the quarterfinals in doubles.

  • MIL-OSI USA: ICE Del Rio, federal partner investigation results in the sentencing of an illegal alien from Honduras for his role in an alien smuggling conspiracy

    DEL RIO, Texas – A Honduran national unlawfully residing in the U.S. was sentenced July 9 for his leadership role in a massive alien smuggling conspiracy that spanned three years and involved thousands of aliens from over 11 different countries. The investigation conducted by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations Del Rio, with the assistance of various federal and state law enforcement agencies in South Texas.

    Enil Edil Mejia-Zuniga, also known as Chino, 34, of Olancho, Honduras, was sentenced July 9 by a federal judge to 10 years in prison and three years of supervised release for his role in smuggling thousands of aliens into the United States for financial gain. He was also ordered to pay a $4,500 fine. Mejia-Zuniga pleaded guilty to three counts of bringing an alien to the U.S. for financial gain and aiding and abetting.

    Co-defendants Monica Hernandez-Palma, 33, of Mexico, and Allyson Elsires Alvarez-Zuniga, 26, of Honduras, entered guilty pleas on April 7, and Aug. 21, 2023, respectively, and are awaiting sentencing. Co-defendant Genyi Arguenta-Flores, 32, of Comayagua, Honduras was sentenced to five years in prison on May 12. A final co-defendant is in custody in Mexico pending an extradition request from the U.S.

    “Mejia-Zuniga and his co-conspirators made millions of dollars off the backs of thousands of people whom they smuggled into the U.S,” said Head of the Justice Department’s Criminal Division Matthew R. Galeotti “This case represents the epitome of the ruthless and sophisticated criminal organizations that exploit our borders for personal financial gain. The Criminal Division will not stop investigating these cases until all human smuggling organizations are eradicated and the criminals who operate them are prosecuted.”

    “In an effort to satisfy his greed, Mejia-Zuniga facilitated the illegal movement of thousands of Middle Easterners into the U.S,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “His actions put our national security at risk. However, thanks to our many federal law enforcement partners, Mejia-Zuniga will no longer be allowed to enrich himself to the detriment of this country.”

    “This sentence sends a clear message to those who exploit our immigration system for personal profit,” said ICE Homeland Security Investigations San Antonio Special Agent in Charge Craig Larrabee. “For more than three years, these individuals operated a transnational smuggling ring driven by greed, moving illegal aliens from 11 countries in blatant disregard of the law. The sentencing in this case is a testament to HSI’s commitment to upholding national security. Human smuggling undermines the security of our borders and disrupts lawful immigration processes. HSI will continue to work tirelessly to protect our national security.”

    “U.S Border Patrol’s Intelligence and Information Task Force played a critical role in supporting Operation Red Tide through extensive research and analysis,” said Chief of USBP Law Enforcement Operations Directorate Scott Good. “Our team’s exploitation of subpoena returns, and identification of key financial patterns helped bring these smugglers to justice. The USBP will continue working with law enforcement agencies at home and abroad to dismantle criminal networks and secure our nation’s borders.”

    According to court documents, from November 2020 through March 2023, the Mejia-Zuniga alien smuggling organization smuggled aliens from Afghanistan, Yemen, Egypt, India, Pakistan, and Colombia, through Eagle Pass, Texas. Aliens primarily contracted with a Pakistani smuggler based in Brazil to be transported to the U.S. In turn, the Brazilian-based smuggler worked with Mejia-Zuniga, who was based in San Antonio, Texas, to facilitate travel of the aliens from South America to the U.S. Mejia-Zuniga directed operations of the ASO and paid drivers, armed “coyotes,” and stash house operators.

    Mejia-Zuniga admitted to smuggling between 2,500 to 3,000 aliens into the U.S in just two years. The organization charged between $6,500 to $12,000 per alien. Mejia-Zuniga admitted that he made $30,000 for every 10 illegal aliens who made it to the Rio Grande River and another $30,000 if those 10 illegal aliens made it to San Antonio.

    One of the smuggled aliens reported paying the organization $20,000 to be brought illegally into the U.S along with his brother. The Mejia-Zuniga ASO directed that alien to a stash house in Monterrey, Mexico, where it housed him with 10 other aliens. The ASO later moved the same alien to a stash house in Piedras Negras, Mexico, with another 20 to 25 aliens. Ultimately, an armed coyote guided the group of aliens across the Rio Grande River. Once across the Rio Grande, the Mejia-Zuniga ASO transported the aliens to a hotel in San Antonio.

    In addition to witness statements, other evidence gathered during the investigation included wire transfers, customer ledgers, foreign identification documents, and photographs of members of the Mejia-Zuniga ASO with firearms.

    HSI Del Rio engaged in an extensive, years-long investigation in Operation Red Tide, which led to the development of this case, with assistance from the U.S. Border Patrol Del Rio Sector, HSI Monterrey, HSI Human Smuggling Unit in Washington, D.C., and U.S. Customs and Border Protection’s National Targeting Center International Interdiction Task Force.

    Trial Attorney Jenna E. Reed of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorney Matt Kass for the Western District of Texas are prosecuting the case.

    The investigation and arrests of the defendants in Operation Red Tide were coordinated under Joint Task Force Alpha. JTFA, a partnership with the Department of Homeland Security, has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, the FBI, the Drug Enforcement Administration, and other partners. To date, JTFA’s work has resulted in more than 390 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 350 U.S. convictions; more than 300 significant jail sentences imposed; and forfeitures of substantial assets.

    The two countries can expand cooperation in emerging fields such as new energy, electric vehicles, artificial intelligence and digital economy, Li said during his meeting with Egyptian Prime Minister Mostafa Kamal Madbouly.

    China has always prioritized developing relations with Egypt in its Mideast diplomacy, Li said.

    In 2024, China and Egypt jointly celebrated the 10th anniversary of their comprehensive strategic partnership and the two meetings between Chinese President Xi Jinping and Egyptian President Abdel Fattah El-Sisi provided guidance for the future development of bilateral ties, Li said.

    In 2026, China and Egypt will celebrate the 70th anniversary of the establishment of diplomatic relations.   • MIL-OSI Analysis: Israel’s relocation plan for Palestinians and fading hopes for a ceasefire

    It was revealing this week to read reports of Benjamin Netanyahu’s meeting with Donald Trump (his third White House visit since Trump’s inauguration in January). There was no sense that the US president upped the pressure on the Israeli prime minister to soften Israel’s conditions in order to secure a ceasefire. Instead the pair appears to have discussed the prospect of moving large numbers of Palestinians out of the Gaza Strip to countries what would, as Netanyahu put it, “give Palestinians a better future”.

    If Israel’s defence minister, Israel Katz, has his way, the future for those Palestinians who want to stay put does indeed look pretty bleak. And the 57,000 people who, according to figures collated by the Hamas-run Gaza health ministry, have lost their lives since the Israeli assault on Gaza began back in October 2023, have no future at all.

    But the plan for the future of Gazan Palestinians that Katz unveiled this week will horrify many too. It involves the construction of a “humanitarian city” at Rafah, close to the Egyptian border at the very southern end of the Strip. Under the plan, people entering the city will be searched for weapons and checked for affiliation to Hamas. Once in, they will not be allowed to leave, except to depart from Gaza altogether.

    This immediately prompted critics to accuse the Israeli government of ethnic cleansing. James Sweeney, an expert in human rights and international law at the University of Lancaster, believes that, if Israel were to carry out Katz’s plan, there would be strong case against political and military leaders for war crimes and crimes against humanity. He argues that the plan amounts at the very least to the forcible transfer of civilians prohibited under the Geneva conventions and the Rome statute, which underpins the International Criminal Court (ICC).

    The snag, as Sweeney sees it, is going to be enforcing international law. While there is an ICC warrant out for the arrests of Netanyahu and his former defence minister, Yoav Gallant, the Israeli prime minister was able to visit Washington without fear of being apprehended. The US doesn’t recognise the ICC and, indeed, the prosecutor that issued the warrant against Netanyahu and Gallant is now subject to US sanctions.

    Of course, what happens in Gaza tends to reverberate throughout the region. If hundreds of thousands of Palestinian citizens are moved out of Gaza, it’s likely to be to one of the neighbouring countries. When the idea of a Trump Riviera was first mooted earlier this year, the US president said the Palestinian population could be rehomed in Egypt or Jordan – something both those countries pushed back against with alacrity.

    And the powerful Gulf States, which Trump was keen to woo as business partners when he made a tour of the region in May, are also deeply concerned about Israel’s conduct of its military campaign in Gaza. Geopolitics aside, their populations are broadly sympathetic to the Palestinian people, so a plan to force them out of their homes is unacceptable for Gulf leaders.

    Scott Lucas, an expert in Middle East politics at University College Dublin, gives us a broader view of the region. He describes what he calls two “kaleidoscope moments” when one event has changed the entire region. The first was the Hamas attack of October 7. This brought to an abrupt end the process of normalisation of relations between Israel and Saudi Arabia. The second was the 12-day war between Israel and Iran, which has further isolated Israel. Lucas believes for there to be any hope of regional stability and the furthering of Israeli relations with the rest of the region, the war in Gaza must end.

    Ali Mamouri, a Middle East scholar at Australia’s Deakin University doesn’t believe there’s much chance of this happening any time soon. Part of this is political: Netanyahu still depends on the far-right elements of his coalition represented by national security minister Itamar Ben-Gvir and finance minister, Bezalel Smotrich. They remain steadfastly opposed to even a ceasefire and want to see Israel expel Palestinians by hook or by crook.

    Also, by prolonging the war, Netanyahu can keep delaying his corruption trial (incidentally, Donald Trump has called for the charges to be dropped altogether).

    And the idea of full statehood for Palestine remains anathema for Israel, as Netanyahu made clear this week talking with journalists after his meeting with Trump when he made clear his insistence that far from pulling Israeli troops out of Gaza, Israel would keep full control of all security matters there: “Now, people will say: ‘It’s not a complete state, it’s not a state.’ We don’t care,” he said.

    Mansour concludes: “The coming weeks will reveal whether Israel chooses the path of compromise and coexistence, or continues down a road that forecloses the possibility of lasting peace.”

    Europe must step up over Ukraine

    Just as the picture remains bleak in Gaza, the prospects for peace remain very slim in Ukraine. Although given Donald Trump’s mercurial approach to foreign affairs, it’s also fair to say that anything is possible.

    This week the US president decided to recommence US arms supplies to Ukraine, having previously frozen military aid (although he insists this was done by his defense secretary, Pete Hegseth, and that he was “blindsided” by the move). His relationship with Putin appears to have soured – for the present at least. He said: “We get a lot of bullshit thrown at us by Putin, if you want to know the truth. He’s very nice all of the time, but it turns out to be meaningless.”

    And at the most recent Nato summit in The Hague on June 25, Trump put his signature to a declaration that Russia poses “long-term threat … to Euro-Atlantic security” and that Nato member states retain “their enduring sovereign commitments to provide support to Ukraine”.

    But Stefan Wolff, an expert in international security at the University of Birmingham, believes that Nato’s European members cannot bank on the US as a reliable long-term partner. There are few signs that the US is pressuring Russia to compromise on its maximalist aims, which remain unchanged since it invaded Ukraine in February 2022. So Russia remains the most urgent threat to European security. And it’s a threat that Europe will need to prepare to confront, if necessary without US assistance.

    But there are signs that many European countries are preparing to do just that, Wolff writes. Increased commitments to defence spending are a strong start. As he concludes: “They will not turn Europe into a military heavyweight overnight. But they will buy time to do so.”

    Understandably, much of the reporting of the war in Ukraine has focused on the human tragedy unfolding in the war-torn country: the enormous casualty list on both sides, civilians killed or forced from their homes in the fighting, and the Ukrainian citizens forced to live under Russian occupation.

    But a new film, which premiered recently at the Tribeca film festival, looks at War Through the Eyes of Animals. Janine Natalya Clark, an expert in transitional justice at the University of Birmingham, has done similar. Clark interviewed a number of Ukrainian natural scientists including botanists, ornithologists, herpetologists (who study reptiles and amphibians) and a marine biologist. She asked them to make sound recordings in their area to reflect on how the war is affecting Ukraine’s flora and fauna.

    What emerged was extraordinary and reflects how the conflict has affected the natural world in both positive and negative ways. Clark believes that this information will be invaluable when it comes to rebuilding Ukraine and in securing justice and reparations for the damage done – not just to humans, but to Ukraine’s animals and the habitats in which they live.

    In Russia, meanwhile, a controversial measure introduced by the Putin government is dividing public opinion. In some parts of the country, schoolgirls who become pregnant are being paid more than 100,000 roubles (nearly £900) for giving birth and raising their babies.

    Jannifer Mathers, a Russia expert at Aberystwyth University, looks at the rise of pronatalism in the face of declining populations and finds it’s not just an issue in Russia, but for many other countries as well, including the US.

    Deputy Prosecutor Nazhat Shameem Khan told ambassadors in the UN Security Council that the ICC has “reasonable grounds to believe” that both war crimes and crimes against humanity are being committed in region, where a deepening conflict between the Sudanese Armed Forces and the Rapid Support Forces (RSF) has plunged the region into a humanitarian disaster.

    Among the most disturbing patterns, she said, is the targeted use of sexual violence, including rape, abduction, and gender-based assaults – a campaign often directed at women and girls from specific ethnic communities.

    ‘An inescapable pattern’

    “There is an inescapable pattern of offending, targeting gender and ethnicity through rape and sexual violence,” Ms. Khan said, stressing that such crimes must be translated into evidence for the Court and the world to hear.

    She detailed ongoing efforts by the ICC’s Darfur Unified Team to document the atrocities, including through repeated field missions to refugee camps in Chad, the collection of over 7,000 items of evidence and enhanced cooperation with civil society and victims’ groups.

    Ms. Khan also emphasized a renewed focus on gender crimes, supported by the Court’s dedicated gender unit, and called on all partners to work more closely to “ensure there is no gap in our efforts to hold perpetrators accountable.”

    Deteriorating humanitarian crisis

    Meanwhile, the humanitarian situation worsens.

    According to the UN Office for the Coordination of Humanitarian Affairs (OCHA), aid convoys are being targeted, hospitals bombed, and food and water deliberately withheld.

    In early June, five humanitarians were killed in an ambush in North Darfur, while airstrikes in West Kordofan killed over 40 civilians, including patients and healthcare staff.

    Active shelling

    In El Fasher, the capital of North Darfur, active shelling and armed encirclement by RSF forces have effectively cut off civilians from lifesaving assistance. Reports of extortion and diversion of aid in surrounding areas have further compounded the crisis.

    The outbreak of cholera is spreading across conflict zones, with Darfur now experiencing cross-border transmission into Chad and South Sudan.

    Health officials warn that the ongoing rainy season could worsen the epidemic by contaminating already-scarce water sources.

    Committed to justice

    Alongside humanitarian challenges, the ICC also faces formidable obstacles.

    Deputy Prosector Khan noted a series of challenges, including obstruction and hostility towards investigators on the ground, critical underfunding, limited cooperation from some States, and difficulties surrounding the arrest and transfer of individuals under ICC warrants.

    However, despite the challenges, she affirmed the ICC’s commitment to justice.

    She pointed to the pending verdict in the trial of Ali Muhammad Ali Abd-Al-Rahman, also known as Ali Kushayb, as a milestone for accountability – and a warning to perpetrators who still believe themselves beyond the reach of international law.

    “They should understand: we are working intensively to ensure that this trial is only the first of many,” she said.

    The International Pathogen Surveillance Network (ISPN), set up by the WHO Hub for Pandemic and Epidemic Intelligence, has set up three communities of practice (CoPs), each designed to drive  progress in pathogen genomics surveillance.

    The first CoP focuses on addressing the barriers to effectively leverage genomics data for public health decision-making, the second emphasizes strengthening emergency response capabilities using genomics data, and the third is dedicated to developing best-practices for wastewater and environmental surveillance. These targeted communities provide a structured framework for collaboration, ensuring that expertise is shared and applied effectively across critical domains to address challenges.

    CoP on Pathogen Genomics Data

    The implementation of genomic sequencing into public health laboratories has demanded a parallel increase in bioinformatics capacity to store, process, share and integrate genomics data to effectively leverage its public health utility. The CoP on genomics data brings together 60 experts from across the IPSN network representing all WHO regions to envision a scalable, interconnected, and sustainable bioinformatics ecosystem that supports equitable access to pathogen genomic surveillance.

    Since its inception in 2024, ‘CoP Data’ has provided a forum to identify gaps in the pathogen genomics data architecture and has prioritized discussions that will help address them. These discussions have included examining the benefits of and barriers to pathogen data sharing in emergency response, exploring the pathogen data infrastructure landscape, and considering efforts to support equitable access to computational resources for genomic surveillance. The expert group has also guided the development of an upcoming document on defining the principles and attributes pathogen genomic data sharing platforms should aspire to in order to deliver their public health function. 

    From these discussions, it is clear that an optimized data architecture is essential to support both local and global surveillance and to help the community to reimagine how genomic data is most effectively exchanged and utilized to drive public health decision-making. Addressing this data challenge should lead ultimately to a more effective response to current and future infectious disease threats.   

    CoP on Specialised Surveillance for Emergency Response

    Genomic surveillance data is increasingly integral to public health decision-making in emergency response, providing insights into disease transmission and  strain evolution and facilitating analysis of differential strain virulence that contributes to the evidence base for risk assessment. In August 2024, WHO Director-General, Dr Tedros Adhanom Ghebreyesus, determined that the upsurge of mpox in the Democratic Republic of the Congo and adjacent African countries constituted a public health emergency of international concern under the International Health Regulations (2005). To support this response, IPSN established the CoP on Specialized Surveillance for Emergency Response (SSER) to facilitate the coordination of pathogen genomics actors.

    This CoP supports knowledge exchange among members, enabling them to address challenges and identify opportunities for leveraging pathogen genomics and wastewater surveillance in emergency responses. Within the pathogen genomics workstream, the group has focused on supporting harmonization and in-country deployment of the bioinformatics analysis of MPXV genome data to strengthen quality of the analysis. Additionally, the group is developing a guidance document outlining analytical considerations for MPXV genomic surveillance.

    In parallel, the wastewater surveillance workstream convened experts over 5 sessions across 30 countries, to explore the feasibility of detecting MPXV from sewered and unsewered settings; to review the current uptake of wastewater and environmental surveillance (WES) for mpox response,  and to discuss enabling factors for its use, and ongoing technical, regulatory and data utilization constraints. These efforts underscore the need for a more cohesive and consistent wastewater surveillance community for emergency response.

    CoP on Wastewater and Environmental Surveillance

    In June 2025, IPSN launched its newest CoP dedicated to the advancement of genomics in wastewater and environmental surveillance (CoP WES).  The CoP WES aims to enhance global awareness and confidence in the WES capabilities and limitations for genomics, ultimately supporting policy-makers in making evidence-based decisions on how to tailor the use of genomic WES as part of their public health surveillance systems.

    The use of genomics in wastewater and environmental surveillance has significant potential to enhance collaborative surveillance through pathogen detection and tracking, providing situational awareness and supporting early warning capabilities. Scientific developments have also resulted in an enhanced characterization of population pathogen diversity and faster detection of new variants. Yet genomics WES remains a nascent field hindered by barriers to progress, including a fragmented knowledge landscape, limited standardization and consensus on best practices, and uncertainty as to how the data can be leveraged by public health systems.

    The CoP WES offers a structured platform for continuous collaboration and knowledge sharing and capture that tackles many ongoing obstacles faced by the field today. Drawing on existing momentum and activities of other leading experts and organizations in the genomics WES ecosystem, the COP WES will serve as a hub for evidence generation and curation, reducing duplication of efforts, amplifying successful models and creating new products to fill unmet needs.

    Collaboration for effective global public health surveillance

    Communities of Practice are powerful mechanisms for fostering collaboration, driving innovation, and addressing complex challenges in pathogen genomics surveillance. By uniting experts, facilitating knowledge exchange, and developing actionable guidance, these CoPs are laying the groundwork for a more interconnected and effective global public health surveillance system. Moving forward, the IPSN will continue to convene and strengthen these platforms to develop scalable, sustainable solutions that strengthen preparedness and response to infectious disease threats worldwide.

    She returns, over and over, to a single image: that of a ten-year-old girl – standing on the edge of adolescence, her future uncertain, and her rights still in grave doubt.

    “Will she be able to stay in school, graduate, and make her way through the world?” Dr. Kanem wonders. “Or is she going to be derailed by things like child marriage, female genital mutilation, or abject poverty?”

    That seismic question and that girl – not one child in particular, but an emblem of the millions worldwide whose future is at risk – have become the touchstone of Dr. Kanem’s nearly eight-year tenure as Executive Director of the UN’s sexual and reproductive health agency, formally known as the UN Population Fund (UNFPA).

    From her early days working on the frontlines in East Africa to overseeing a $1.7 billion agency with operations in more than 150 countries, Dr. Kanem has shepherded UNFPA through global shifts, political headwinds, and ideological pushback.

    Most of all, she has led a fierce revolution in the lives of millions of women and girls.

    This month, she is stepping down from her post ahead of schedule. “It’s time to pass on the baton,” the 70-year-old told her staff – a 5,000-strong workforce – in a videotaped address earlier this year. “I have pledged to do everything in my capacity to keep positioning UNFPA to continue to do great things.”

    Roots and ascent

    Born in Panama and trained as a medical doctor, Dr. Kanem joined UNFPA in 2014 after a career in philanthropy. Her decision to serve “the noble purpose of the United Nations” first led her to East Africa and Tanzania, where she was struck by the quiet heroism of field staff. “It’s really at the country level where we prove our worth,” she told UN News.

    But the job was not easy. In 2017, when she took the reins of the agency, Dr. Kanem inherited an organization grappling with waning visibility, unstable funding, and persistent pushback from conservative viewpoints. Still, UNFPA grew – not just in budget, but in stature.

    “When I came, the narrative was, ‘We’re a small organization, beleaguered, nobody understands what we do,’” she said. “Now, I think it’s clearer.”

    That clarity came, in part, from what Dr. Kanem calls “thought leadership.”

    Whether challenging misconceptions about fertility or confronting gender-based violence enabled by technology, she pushed UNFPA to the frontlines of global discourse. “We exist in a marketplace of ideas,” she explained. “And we have to tell the truth in a way that’s compelling enough so we can garner the allies this movement requires.”

    Under her leadership, the agency trained hundreds of thousands of midwives, distributed billions of contraceptives, and expanded humanitarian operations to reach women and girls in the most fragile settings – from the Rohingya camps in Bangladesh’s Cox’s Bazar to war-scarred Ukraine and cholera-stricken Haiti.

    UNFPA’s presence in crisis zones was not only logistical, but symbolic. In Sudan, Syria, and Gaza, a simple tent stocked with menstrual pads, a blanket, and a bar of soap could serve as sanctuary. “It represents the respite that a woman needs in a time of crisis,” she said. “You know, we call our kits ‘dignity kits’ for that reason.”

    Shifting the conversation

    Beyond delivering services, Dr. Kanem elevated UNFPA’s role as a thought leader in a polarised world. She steered the agency into difficult public conversations – about teen pregnancy, climate anxiety, fertility rates, and online harassment – with an unflinching insistence on rights.

    “The 10-year-old girl exists,” she said. “What her parents and her religious leaders and her community think is vital for her to be well prepared, for her to know what to do when she’s challenged by coercive practices.”

    That leadership extended to data. Under Dr. Kanem, UNFPA invested heavily in supporting national censuses and building dashboards to help lawmakers shape reproductive health policy with real-time insight.

    This year’s State of World Population report, the agency’s annual deep dive into demographic trends, reframed conventional narratives around so-called “population collapse” – noting that many women and men delay having children not out of ideology, but because they cannot afford to raise them.

    Dr. Kanem praised the altruism of young people who say they’re choosing not to have children for fear of worsening the climate crisis. But that’s not what the data shows.

    “The world replacement fertility rate is not endangering the planet,” she explained. “The facts really say: you can have as many children as you can afford.”

    A rights-based compass in turbulent times

    Dr. Kanem’s tenure coincided with mounting attacks on reproductive rights, rising nationalism, and growing scepticism of multilateral institutions. She faced years of US funding cuts – including under the current administration – even as demand for UNFPA’s services surged.

    “UNFPA has more money than we’ve ever had,” she noted. “But it’s never going to be enough to stop the flow of need.”

    Resources alone won’t secure the agency’s future – credibility and persistence are just as vital. “The multilateral system itself has come under question at a time when it is needed now more than ever,” she warned. “We do have to prove ourselves each and every day. And when we make mistakes, we’ve got to get up and rectify them and find partners who are going to be allies.”

    One such partner has been the private sector. In 2023, UNFPA teamed up with tech firms to launch a development impact bond in Kenya, delivering mobile-based sexual health services to prevent teenage pregnancy and new HIV infections among adolescent girls.

    Changing mindsets

    UNFPA has long worked to end harmful practices such as female genital mutilation (FGM) and child marriage. Under Dr. Kanem, that work became as much about shifting mindsets as changing laws.

    “Yes, absolutely,” she said when asked if progress was real. “It’s been very important to see religious leaders and traditional leaders standing against certain practices… and to work with school systems so that the girls themselves will understand the risks and be able to take better decisions about their options.”

    The coronavirus“>COVID-19 pandemic, she admitted, was a setback. With schools closed, some communities increased the number of weddings and FGM ceremonies. But in many countries – including populous Indonesia – UNFPA has seen the practice decline, in part thanks to youth advocates speaking out from within their own communities.

    New generation, next chapter

    Looking ahead, Dr. Kanem didn’t dwell on uncertainty. She spoke instead of possibility. “We’ve transformed ourselves, modernized ourselves,” she said. “There’s just unlimited possibility for UNFPA.”

    Her own future includes what she calls a “mini-sabbatical” – more time for music, her family, and, finally, herself. But she won’t stay silent for long. “I know that my passion for issues of women and girls is not going to recede,” she said. “It’s been a labour of love.”

    Her parting thought? One final return to the girl at the centre of it all.

    “When that 10-year-old girl succeeds, everyone succeeds,” she said. “It is a better world.”

  • MIL-OSI USA: ICE San Antonio, federal partner investigation results in the sentencing of an illegal alien from Honduras for his role in an alien smuggling conspiracy

    SAN ANTONIO – A Honduran national unlawfully residing in the U.S. was sentenced July 9 for his leadership role in a massive alien smuggling conspiracy that spanned three years and involved thousands of aliens from over 11 different countries. The investigation conducted by U.S. Immigration and Customs Enforcement’s Homeland Security Investigations Del Rio, with the assistance of various federal and state law enforcement agencies in South Texas.

    Enil Edil Mejia-Zuniga, also known as Chino, 34, of Olancho, Honduras, was sentenced July 9 by a federal judge to 10 years in prison and three years of supervised release for his role in smuggling thousands of aliens into the United States for financial gain. He was also ordered to pay a $4,500 fine. Mejia-Zuniga pleaded guilty to three counts of bringing an alien to the U.S. for financial gain and aiding and abetting.

    Co-defendants Monica Hernandez-Palma, 33, of Mexico, and Allyson Elsires Alvarez-Zuniga, 26, of Honduras, entered guilty pleas on April 7, and Aug. 21, 2023, respectively, and are awaiting sentencing. Co-defendant Genyi Arguenta-Flores, 32, of Comayagua, Honduras was sentenced to five years in prison on May 12. A final co-defendant is in custody in Mexico pending an extradition request from the U.S.

    “Mejia-Zuniga and his co-conspirators made millions of dollars off the backs of thousands of people whom they smuggled into the U.S,” said Head of the Justice Department’s Criminal Division Matthew R. Galeotti “This case represents the epitome of the ruthless and sophisticated criminal organizations that exploit our borders for personal financial gain. The Criminal Division will not stop investigating these cases until all human smuggling organizations are eradicated and the criminals who operate them are prosecuted.”

    “In an effort to satisfy his greed, Mejia-Zuniga facilitated the illegal movement of thousands of Middle Easterners into the U.S,” said U.S. Attorney Justin R. Simmons for the Western District of Texas. “His actions put our national security at risk. However, thanks to our many federal law enforcement partners, Mejia-Zuniga will no longer be allowed to enrich himself to the detriment of this country.”

    “This sentence sends a clear message to those who exploit our immigration system for personal profit,” said ICE Homeland Security Investigations San Antonio Special Agent in Charge Craig Larrabee. “For more than three years, these individuals operated a transnational smuggling ring driven by greed, moving illegal aliens from 11 countries in blatant disregard of the law. The sentencing in this case is a testament to HSI’s commitment to upholding national security. Human smuggling undermines the security of our borders and disrupts lawful immigration processes. HSI will continue to work tirelessly to protect our national security.”

    “U.S Border Patrol’s Intelligence and Information Task Force played a critical role in supporting Operation Red Tide through extensive research and analysis,” said Chief of USBP Law Enforcement Operations Directorate Scott Good. “Our team’s exploitation of subpoena returns, and identification of key financial patterns helped bring these smugglers to justice. The USBP will continue working with law enforcement agencies at home and abroad to dismantle criminal networks and secure our nation’s borders.”

    According to court documents, from November 2020 through March 2023, the Mejia-Zuniga alien smuggling organization smuggled aliens from Afghanistan, Yemen, Egypt, India, Pakistan, and Colombia, through Eagle Pass, Texas. Aliens primarily contracted with a Pakistani smuggler based in Brazil to be transported to the U.S. In turn, the Brazilian-based smuggler worked with Mejia-Zuniga, who was based in San Antonio, Texas, to facilitate travel of the aliens from South America to the U.S. Mejia-Zuniga directed operations of the ASO and paid drivers, armed “coyotes,” and stash house operators.

    Mejia-Zuniga admitted to smuggling between 2,500 to 3,000 aliens into the U.S in just two years. The organization charged between $6,500 to $12,000 per alien. Mejia-Zuniga admitted that he made $30,000 for every 10 illegal aliens who made it to the Rio Grande River and another $30,000 if those 10 illegal aliens made it to San Antonio.

    One of the smuggled aliens reported paying the organization $20,000 to be brought illegally into the U.S along with his brother. The Mejia-Zuniga ASO directed that alien to a stash house in Monterrey, Mexico, where it housed him with 10 other aliens. The ASO later moved the same alien to a stash house in Piedras Negras, Mexico, with another 20 to 25 aliens. Ultimately, an armed coyote guided the group of aliens across the Rio Grande River. Once across the Rio Grande, the Mejia-Zuniga ASO transported the aliens to a hotel in San Antonio.

    In addition to witness statements, other evidence gathered during the investigation included wire transfers, customer ledgers, foreign identification documents, and photographs of members of the Mejia-Zuniga ASO with firearms.

    HSI Del Rio engaged in an extensive, years-long investigation in Operation Red Tide, which led to the development of this case, with assistance from the U.S. Border Patrol Del Rio Sector, HSI Monterrey, HSI Human Smuggling Unit in Washington, D.C., and U.S. Customs and Border Protection’s National Targeting Center International Interdiction Task Force.

    Trial Attorney Jenna E. Reed of the Criminal Division’s Human Rights and Special Prosecutions Section and Assistant U.S. Attorney Matt Kass for the Western District of Texas are prosecuting the case.

    The investigation and arrests of the defendants in Operation Red Tide were coordinated under Joint Task Force Alpha. JTFA, a partnership with the Department of Homeland Security, has been elevated and expanded by the Attorney General with a mandate to target cartels and other transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama, and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the border. Dedicated support is provided by numerous components of the Justice Department’s Criminal Division, led by HRSP and supported by the Money Laundering and Asset Recovery Section, the Office of Enforcement Operations, and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, the FBI, the Drug Enforcement Administration, and other partners. To date, JTFA’s work has resulted in more than 390 domestic and international arrests of leaders, organizers, and significant facilitators of alien smuggling; more than 350 U.S. convictions; more than 300 significant jail sentences imposed; and forfeitures of substantial assets.

  • MIL-OSI USA: Governor Kehoe Signs Bold Tax Cuts and Pro-Business Legislation into Law

    Jefferson City — During a bill signing ceremony at the Missouri State Capitol, today Governor Mike Kehoe signed two major pieces of legislation—House Bills (HB) 567 and 594—delivering on his commitment to lower taxes and defend small businesses.

    “Conservative leadership is about keeping more money in the hands of Missouri families, and less in government coffers,” said Governor Kehoe. “Today, we are protecting the people who make Missouri work—families, job creators, and small business owners—by cutting taxes, rolling back overreach, and eliminating costly mandates.”

    HB 567, sponsored by Representative Sherri Gallick and Senator Mike Bernskoetter, modifies provisions relating to employee compensation.

    • Maintains the state’s minimum wage law at $15 per hour, repealing the annual Consumer Price Index adjustment, and extends the wage requirement to public employers as well as private.
    • Repeals onerous paid sick leave mandates on Missouri small businesses, including:
      • Requirements dictating when and how paid leave must be provided.
      • Burdensome record keeping and compliance obligations.

    HB 594, sponsored by Representative Chad Perkins and Senator Curtis Trent, introduces or modifies provisions relating to taxation.

    • Authorizes an income tax deduction for all capital gains reported for federal tax purposes by individuals in tax years beginning on or after Jan. 1, 2025.
      • This tax cut will be extended to corporations once Missouri’s income tax rate falls to 4.5 percent or lower.
    • Makes several modifications to the Senior Citizens Property Tax (PTC) “Circuit Breaker” Program.
      • Increases the PTC for eligible taxpayers from $1,000 to $1,550 for homeowners and from $750 to $1,055 for renters, effective Jan. 1, 2026, with annual CPI adjustments moving forward.
    • Exempts diapers, incontinence products, and feminine hygiene products from state and local sales and use taxes.

    Governor Kehoe also signed six additional pro-growth bills aimed at securing a brighter future for Missouri, including:

    • HB 516, sponsored by Representative Mark Matthiesen and Senator Nick Schroer, modifies criteria of radioactive waste investigations and allows for increased appropriations to the the radioactive waste investigations fund.
    • HB 754, sponsored by Representative Philip Oehlerking and Senator Sandy Crawford, modifies standards for certain financial organizations.
    • SB 2, sponsored by Senator Sandy Crawford and Representative Peggy McGaugh, modifies provisions relating to financial statements of certain local governments.
    • SB 3, sponsored by Senator Sandy Crawford and Representative Dave Hinman, modifies or enacts provisions relating to Department of Revenue fee offices.
    • SB 98, sponsored by Senator Sandy Crawford and Representative Bill Owen, modifies various provisions relating to financial institutions.
    • SB 221, sponsored by Senator Nick Schroer and Representative Ben Keathley, modifies the standard of review for agency interpretation of statutes, rules, regulations, and subregulatory document.

    The UK welcomes the Office of the Prosecutor’s continued focus on Darfur: UK Statement at the UN Security Council

    Statement by Legal Adviser Colin McIntyre at the UN Security Council meeting on Sudan.

    Let me begin by stressing the United Kingdom’s condemnation of the recent cyberattack against the ICC. 

    The UK has committed funds to strengthen the Court’s cybersecurity framework and we are pleased that this incident was swiftly contained.

    Mr President, I will make three points today. 

    First, we welcome the Office of the Prosecutor’s continued focus on Darfur.

    In this regard, we are gravely concerned by the findings of the Office of the Prosecutor that there are reasonable grounds to believe that war crimes and crimes against humanity may have been committed, and indeed are continuing to be committed, in Darfur.

    We also echo the report’s concerns about the situation in El Fasher. Large-scale attacks carried out on Zamzam IDP camp in April 2025 reportedly displaced over 400,000 people and continue to affect the population.

    It is appalling that their suffering is compounded by denials of aid. 

    We call on the parties to the conflict to allow and facilitate the rapid and unimpeded delivery of humanitarian assistance.

    Second, we note the continued cooperation of the Sudanese authorities, including the facilitation of the recent visit to Port Sudan. 

    Given the significant challenges faced by the Office in implementing its mandate, we encourage the Sudanese authorities to redouble their efforts to cooperate with the Office, particularly in relation to the arrest and transfer of individuals subject to ICC arrest warrants, including Mr Ahmad Harun.

    Third, we welcome the enhanced cooperation between the Prosecutor’s Office and other actors, including civil society organisations and the UN Fact Finding Mission for Sudan.

    We commend the Office of the Prosecutor and the Fact Finding Mission’s ongoing documentation efforts and their commitment to delivering concrete progress.

    Mr President, the Sudanese people deserve justice.

    We therefore call for the SAF and the RSF to immediately cease hostilities and prioritise the protection of civilians in line with resolution 2736.

    Accountability must go hand in hand with finding a political solution to this horrific war and ending the cycle of impunity that has scarred Sudan for decades.

    Mr President, let me conclude by reiterating that the UK supports the independence of the International Criminal Court and does not support the sanctioning of individual court officials.

    SUSTAINABLE DEVELOPMENT GOALS REPORT 2025
    On Monday, in a press conference, the Secretary-General will launch the Sustainable Development Goals Report 2025. He will be joined by the Deputy-Secretary-General Amina Mohammed and our Under-Secretary-General for Economic and Social Affairs, Li Junhua.

    The press conference will take place at 12:45 p.m., just after the noon briefing.

    FRANCESCA ALBANESE
    In response to questions on the sanctions imposed by the United States on Francesca Albanese, the Spokesman said that the imposition of sanctions on special rapporteurs is a dangerous precedent.

    Francesca Albanese, like all other Special UN Human Rights Rapporteurs, is an independent human rights expert appointed by the UN Human Rights Council and reporting to the Human Rights Council. Special Rapporteurs do not report to the Secretary-General, and he has no authority over them or their work.

    That being said, Member States are perfectly entitled to their views and to disagree with the reports by the Special Rapporteurs, but we encourage them to engage with the UN human rights architecture.
    The use of unilateral sanctions against special rapporteurs, or any other UN expert or official is unacceptable.

    OCCUPIED PALESTINIAN TERRITORY
    The Office for the Coordination of Humanitarian Affairs (OCHA) said that a UN team managed to bring about 75,000 litres of fuel from Israel into the Gaza Strip. That is the first such provision in 130 days. As mentioned yesterday during the noon briefing, the UN and its humanitarian partners need hundreds of thousands of litres of fuel each day to keep essential life-saving and life-sustaining operations going, meaning the amount entered yesterday isn’t sufficient to cover even one day of energy requirements. Fuel is still running out and services will shut down if greater volumes do not enter Gaza Strip immediately.

    One partner, for instance, reported that this week that in a matter of days, fuel shortages could cut off supplies of clean drinking water to about 44,000 children that depend on that water source. The lack of fresh water would further increase the risk of waterborne illnesses such as cholera, diarrhea and dysentery. 

    Meanwhile, the Israeli military continues its operations across the Gaza Strip, including shelling and ground incursions. This morning, people waiting to get nutritional supplements were reportedly struck in Deir al Balah. According to Al-Aqsa Hospital, the attack resulted in dozens of casualties, the majority of whom were women and children. 

    In a statement issued today, Catherine Russell, the Executive Director of the UN Children’s Fund (UNICEF), said she was appalled by the reported killing of 15 Palestinians, including nine children and four women, who were just waiting in line for nutritional supplies their children. And I can tell you that the UN, yet again, condemns the killing of civilians in Gaza.

    OCHA stresses that parties are bound by international humanitarian law to prevent such excessive death and injury of civilians in the midst of war.
    All parties must take all feasible precautions to avoid and minimize civilian harm, and indiscriminate attacks are strictly prohibited.

    Another strike today reportedly hit the office of a humanitarian partner in Gaza city; three staff were killed.

    Yesterday, UN partners providing education services said that between October 2023 and June of this year, 626 temporary learning spaces have been established in Gaza, with 240,000 students enrolled, about half of those students are girls. However, UN partners say that only 299 spaces are currently operational due to the ongoing displacement orders, funding shortfalls and other challenges.

    UN humanitarian partners, including first responders, health workers, and aid workers, continue to deliver food and other assistance under intolerable conditions, and they themselves are facing hunger. A number of our own colleagues are also facing hunger. They also face water scarcity and threats to their personal safety, just like everyone else in Gaza.
    As we said, time and again: This catastrophic situation must end. A ceasefire is not only urgent, it is long overdue, and all of the hostages need to be released unconditionally and immediately.

    BEIJING, July 10 (Xinhua) — Cai Qi, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and a member of the Secretariat of the CPC Central Committee, attended and delivered a keynote speech at the opening ceremony of the ministerial meeting of the Global Dialogue among Civilizations on Thursday, calling for more active promotion of dialogue and cooperation among world civilizations.

    Chinese President Xi Jinping sent a congratulatory message to the event participants, which was read at the opening ceremony by Li Shulei, member of the Politburo of the CPC Central Committee and head of the Publicity Department of the CPC Central Committee.

    In his speech, Cai Qi pointed out that the Global Civilization Initiative, put forward by President Xi Jinping more than two years ago, has received a warm and positive response from the international community.

    The Chairperson of the Portfolio Committee on Justice and Constitutional Development, Mr Xola Nqola, has welcomed the 15-year prison sentence handed down to former apartheid police officer Mr Johan Marais for the 1987 killing of student activist Mr Caiphus Nyoka.

    Mr Marais was sentenced today in the Pretoria High Court. He is one of three individuals charged in connection with Mr Nyoka’s murder and pleaded guilty, stating that he had been ordered to assassinate Mr Nyoka.

    Mr Nqola said: “This sentence is indeed welcome. A young man was robbed of his life, a bright future. The committee would like to see the finalisation of all apartheid crimes. This will bring some closure for the families and friends of our liberation struggle heroes, even if it does not bring back their loved ones.”

    He added: “We commend the prosecuting team for ensuring that justice is done. This should be a message to all those unfinalised matters that the committee would like we want it to proceed in this manner.”

    Mr Nqola emphasised that the committee will continue to monitor similar cases, as survivors and families should not have to wait decades for justice.

  • MIL-OSI NGOs: Nigeria: Violence and widespread displacement leave Benue facing a humanitarian disaster

    The Nigerian authorities must take urgent steps to avert a humanitarian catastrophe in the central state of Benue where attacks by gunmen have displaced at least 500,000 people, many of whom are languishing in squalid camps without access to sufficient water, poor sanitation, food and healthcare, Amnesty International said today.

    In the most recent attack on 14 June, gunmen raided the town of Yelewata, killing more than 100 people and forcing over 3,941 more to flee their homes. The smell of decomposing bodies hung in the air during a visit to the affected community by Amnesty International in the aftermath of the attacks. Signs of the recent violence were unmistakable with bullet shells littering the ground, and mass graves that had been newly dug to bury the dead.

    Survivors were seen carrying bags of grain, bundles of firewood and other household items as they sought safety and shelter in camps for internally displaced persons (IDP). According to interviews with IDPs in Gwer West, Agatu, Ukum, Kwande, Logo, Guma and Makurdi IDP camps, as well as a makeshift IDP camp at Makurdi Modern Market, communities who come under attack are often left to fend for themselves with security forces only arriving long after the gunmen had left.

    “The Nigerian authorities have failed the people of Benue state again and again. Rampant attacks by gunmen have deprived thousands of people of their rights to life, physical integrity, liberty, freedom of movement and access to livelihoods. Survivors of these harrowing attacks face the fresh torment of being displaced in overcrowded, unhygienic camps where disease runs rampant and essentials such as  food and clean water are scarce,” said Isa Sanusi, Director of Amnesty International Nigeria.

    “The situation risks creating a humanitarian disaster, which the authorities must urgently address by ensuring that people’s essential needs are met by providing desperately needed aid.”

    Besides interviews with IDPs, Amnesty International also spoke to camps officials, medical workers and non-governmental organizations in the affected areas. It found that communities across Benue state, including Gwer West, Gwer-East, Agatu, Apa, Ukum, Kwande, Logo,and Guma, continue to face a brutal pattern of violence.

    This is typically unleashed at night, although daytime attacks also occur, with gunmen systematically overrunning villages, using firearms to carry out indiscriminate or targeted killings from a distance. This is accompanied by brutal close-range violence with machetes and knives used to inflict grievous injuries, including hand amputations.

    The Nigerian authorities have failed the people of Benue state again and again.

    Misery of the IDP camps

    As of 31 December 2024, an estimated 500,182 people had fled to IDPs camps in Benue state to escape years of attacks by gunmen. More than 10,000 additional people have been displaced since the start of 2025 following attacks on communities in Gwer West, Agatu, Ukum (Gbagir), Kwande (Anwase), Logo, and Guma (Yelewata, Agan, and Gbajimba), among others.

    Amnesty International’s visits to IDP camps reveal wholly inadequate shelter, exposing IDPs to harsh weather, overcrowding, and heightened risks of disease, as well as gender-based violence, including rape and domestic violence.

    Access to healthcare is also a major challenge in the IDP camps with a lack of treatment for the most common diseases and ailments, such as malaria, typhoid, and stomach ulcers. According to a camp official, births occur almost daily in the IDP camps, with many pregnant women requiring medical attention but also contracting infections because of inadequate hygiene facilities.

    An IDP told Amnesty International: “If we don’t get drugs, we just sit and watch the sick person helplessly.”

    Many children are unable to exercise their right to an education in the camps.

    “Our children no longer go to school and there are no arrangements by the authorities to teach children in the IDP camp. The government should bring an end to insecurity in our local government area and Benue state. Before that, provide us with food and proper shelter at the IDP camps,” an IDP told Amnesty International.

    A camp official told Amnesty International that a makeshift school built in one of the camps had been shut down for over three years because camp authorities could not continue paying ad-hoc teachers their stipends. 

    There are hundreds of minors who fled their homes due to attacks and now live without parental care. The children were separated from their families while fleeing attacks on their villages and communities. The authorities have been unable to provide these vulnerable children with a safe place to live and essential services. Two female IDPs told Amnesty International:

    “When we arrived, they [my children] left. I do not know where they have gone. I can’t speak with them; I don’t have a phone….I have 8 children and because we do not have enough space here in the IDP camp, many of them have left me and I do not know where they are.”

    Amnesty International is calling on the Nigerian authorities to take immediate steps to provide sufficient and accessible humanitarian support to the survivors of these attacks. Authorities must take steps to domesticate and effectively implement the African Union Convention for the Protection and Assistance of Internally Displaced Persons within the country’s legal system.

    “We call on the authorities to ensure that all people displaced because of the attacks in Benue state are provided with adequate relief, including protection, shelter, food, clean water, sanitation and healthcare. Authorities must ensure that all people who have suffered losses from the crisis are also provided with adequate compensation,” said Isa Sanusi.

    Background

    Amnesty International Nigeria has been monitoring the escalating bandit attacks and clashes between herders and farmers in Benue state since 2016. In 2020, the organization investigated the authorities’ failure to protect rural communities from attacks, and in 2025, it investigated the mounting death toll and looming humanitarian crisis amid unchecked attacks by armed groups.

    Nigeria is state party to a number of treaties that guarantee the human rights of everybody in the country regardless of the circumstances. This includes the UN International Covenant on Economic, Social and Cultural Rights and the African Charter on Human and Peoples’ Rights which requires Nigerian authorities to ensure equal access to amongst others the rights to housing, health, food, water, sanitation and education.

  • MIL-OSI United Nations: Human Rights Committee Holds Emergency Meeting with States Parties as the United Nations’ Financial Crisis Threatens its Survival

    The Human Rights Committee today held an emergency meeting with States parties to discuss the financial challenges of the United Nations and the Committee’s future.

    Committee Chairperson Changrok Soh, in opening remarks, said the Committee’s ability to fulfil its mandate was under serious threat. Austerity measures had been imposed on it that jeopardised not just its current work, but the very future of the Committee itself.

    The Committee’s most pressing concern was the cancellation of its third session this year, Mr. Soh said. This was the first time in its 50-year history that such a cancellation had occurred. Losing a session meant serious delays in reviewing State party reports and in deciding on individual complaints of Covenant violations. Many victims had already waited years for justice. Now, they would wait even longer, he said.

    Mr. Soh appealed to States parties to help the Committee find a solution. The Committee needed States’ political will, financial commitment, and concrete support — not only to help it find a way to hold its third session this year, but also to strengthen the system for the future.

    In the ensuing discussion, States parties expressed support for the Committee and the treaty body system, and concern regarding the financial crisis and the cancellation of the third session. They called on the Committee to come up with new, sustainable, cost-effective solutions to address the structural issues underpinning the situation, while maintaining its work and integrity.

    Concluding the meeting, Mr. Soh said that treaty bodies were not receiving enough funding for their core work. They were doing their best in terms of rationalisation and increasing efficiency, but as allocated resources declined, support for the treaty bodies’ work diminished, creating a vicious cycle.

    To address this situation, special measures were needed, such as utilising voluntary contributions transparently, he said. Without a properly functioning treaty body system, human rights protections would weaken around the world. Decisive and urgent action was needed to protect the treaty body system and human rights around the world, he concluded.

    Speaking in the meeting were representatives of the Office of the United Nations High Commissioner for Human Rights, as well as Japan, Spain, Serbia, Egypt, Croatia, Colombia, Russian Federation, Costa Rica, Islamic Republic of Iran and France.

    The Human Rights Committee’s one hundred and forty-fourth session is being held from 23 June to 17 July 2025.     Opening Statements by Committee Experts

    CHANGROK SOH, Committee Chair, said the Committee had convened the emergency meeting to discuss a single, urgent issue: “The financial challenges of the United Nations and the future of the Human Rights Committee.” The Committee came before States today with a profound sense of urgency.

    All members of the Human Rights Committee were deeply honoured to take enormous responsibility for monitoring the implementation of the Covenant. They took this duty very seriously. But today, its ability to fulfil this mandate was under serious threat. The austerity measures imposed on the Committee jeopardised not just its current work, but the very future of the Committee itself.

    These were truly unprecedented times — for the Committee and for the entire treaty body system. The Committee’s most pressing concern was the cancellation of its third session this year, scheduled for October and November, as announced by the Office of the High Commissioner for Human Rights. This was the first time in the Committee’s 50-year history that such a cancellation had occurred. 

    The cancellation put the Committee in a very difficult position. Its rules of procedure required it to meet three times a year. This was a fundamental obligation under the Committee’s mandate and indispensable to the effectiveness of its work. If it lost a session, nearly eight months would pass without a single meeting in Geneva. This meant serious delays in reviewing State party reports and in deciding on individual complaints of Covenant violations. Many victims had already waited years for justice. Now, they would wait even longer. Every delay weakened the Committee’s recommendations, diminished their impact, and undermined their ability to prevent further violations.

    The Committee recognised that the United Nations’ financial crisis was serious, and that the Secretariat was doing its best under the current constraints. But it was clear that the rules and structures of the system were too rigid to cope with situations like this. For example, in early June, during the Treaty Body Chairs’ meeting, several Chairs explored the possibility of mobilising emergency funding to hold autumn sessions. However, they were told that this was not possible, as treaty bodies were required to rely exclusively on the regular budget to carry out their mandated activities. This rule was intended to safeguard the Committee’s independence. But it made little sense if, in practice, it prevented it from functioning at all when the regular budget fell short. The Covenant clearly obliged the Secretary-General to ensure that the Committee could carry out its work. If the current approach blocked the fulfilment of that obligation, then it needed to change.

    The Committee therefore appealed to States parties to help it find a solution. Open and frank communication with the States parties was crucial because, ultimately, it was in States’ interest to ensure that the treaty bodies could continue their vital work, even in difficult times. The Committee needed States’ political will, financial commitment, and concrete support — not only to help it find a way to hold its third session this year, but also to strengthen the system for the future. 

    The Committee monitored the fundamental rights of individuals in 174 States parties — as part of the approximately 1,400 treaty obligations regularly reviewed by the treaty bodies. This was a remarkable early warning and accountability system — one that States parties created. The Committee urged States to ensure that this system could continue to function effectively. If not, what alternative was available?

    This should not be treated as a one-time problem. If this unprecedented cancellation were allowed to be “normalised”, it would set a dangerous precedent. Each time the United Nations faced a funding shortfall, the credibility and effectiveness of the treaty body system, a core pillar of the United Nations’ human rights architecture, would erode further.

    There was growing global pushback against human rights, especially the very rights the Committee was mandated to protect. This was not the moment to weaken United Nations human rights mechanisms. On the contrary, the world needed this remarkable early warning and accountability system now more than ever. 

    The Committee called on States to do three things. First, support the Committee — even at this late stage — in finding a solution to hold its third session this year, and commit to holding all three regular sessions in 2026. Second, allow voluntary contributions from States to be used transparently and responsibly to support the Committee’s work, while fully preserving the independence and impartiality of the treaty bodies. Third, help the Committee function effectively by fulfilling reporting obligations, engaging with the Committee in dialogue, and supporting its work financially and politically, both now and in the long term.

    Statements and Questions by States Parties 

    In the ensuing dialogue, many States expressed appreciation for the ongoing efforts of the Committee and the treaty bodies and their firm commitment to the treaty bodies, which were a cornerstone of the international human rights system. The Committee, they said, made significant contributions to upholding civil and political rights around the world.

    Several speakers expressed deep concern about the financial crisis, which was affecting the mandates of all treaty bodies, the Human Rights Council and Special Procedures, among other mechanisms in the United Nations system. This situation had serious implications for these bodies’ important work.

    One speaker said that their country had increased contributions to the treaty body system and was paying its dues on time, and had also increased unearmarked financial contributions to the Office of the High Commissioner. The speaker said that the country would work to strengthen the capacity of the Secretariat through its contributions.

    Some speakers said treaty bodies needed to work to harmonise their working methods. Cooperation between treaty bodies could lead to solutions to backlogs in individual communications. The Committee had a backlog of over 1,000 individual communications. One speaker asked if the Committee had assessed additional measures to address its backlog.

    Many speakers expressed dismay that the Committee’s third session for the year was to be cancelled, and called for an urgent, mitigating solution to be found to hold the Committee’s third session in November. Without this session, the Committee’s backlog of cases would only increase. Was this issue related to the ordinary budget or to liquidity? One speaker suggested using new technologies and virtual meetings to hold the third session. The Committee needed to come up with new, sustainable, cost-effective solutions to address the structural issues underpinning the situation, while maintaining its work and integrity. 

    Some speakers commended the UN80 initiative and the United Nations’ efforts to address evolving global challenges. However, some speakers said that austerity measures implemented through the UN80 initiative should not affect the work of the treaty bodies and the international human rights system.

    One speaker said it was worth exploring the Chair’s proposal regarding the use of voluntary contributions to facilitate the Committee’s third session, provided that there were no legal barriers to this solution and that the independence and impartiality of the Committee were not affected. The speaker commended the Committee’s efforts to find a solution.

    Another speaker said that their country had attempted to fund one of the treaty bodies’ mandates directly but had been told that funding could only come from the regular budget. If a voluntary funding scheme for the Committee was established, it needed to be established for all the treaty bodies and other mechanisms receiving funds from the regular budget. The speaker said that their country would support solutions proposed by States, while working within the norms of the United Nations’ system.

    A speaker said that one State had traditionally contributed significantly to the funding of the human rights system; the reasons for its sudden cessation of funding needed to be examined. States were the owners of the treaty body system.

    One speaker said multilingualism needed to be an essential value of the treaty bodies; it should not be sacrificed to achieve budgetary austerity.

    Responses by Committee Experts and Others

    A Committee Expert said States were authors of the Covenant and the Optional Protocol on individual communications. The harmonisation of working methods related to individual communications began around three years ago, both formally and informally. There was no resistance from the Committee in this regard. The Human Rights Committee received the largest number of individual communications, given the broad scope of the Covenant. It was proud of its record in dealing with these communications. Delays in issuing decisions on communications affected the relevance and legitimacy of the decisions that the Committee adopted. The Committee had had only three days this session to assess individual communications, while it had had a full week previously.

    The Secretariat had exerted efforts to maintain its staff in the financial crisis. The Committee had a human resources issue; there was a lack of staff to assess individual complaints, prepare draft decisions, and assess follow-up to the Committee’s decisions. The issue of resources needed to be addressed; simply freeing up time in sessions to assess individual communications would not fix the backlog.

    Digitisation was a long-standing structural issue for the Committee. The system that the Committee worked with was not sufficiently digitised.

    Another Committee Expert said the Committee welcomed States’ support and was encouraged by their presence in the dialogue. The Committee received over half of all the individual communications received by the treaty body system. If the Secretariat could not prepare individual cases for assessment, the Committee could not assess them. Without sufficient pre-sessional working time, the Committee’s backlog would only increase. Diplomats in Geneva understood the complexities of the treaty body system. They needed to mobilise with colleagues in New York to support treaty bodies’ efficiency.

    This was the first time that the Committee had organised a special, focused meeting, and it had been very successful. It would be helpful to have annual meetings with States, as well as emergency meetings to discuss urgent issues.

    One Committee Expert proposed that the Committee use digital technologies to hold the third session remotely. A decision on this issue needed to be taken rapidly. However, this was not a solution to the structural problems the Committee faced. The Committee needed to take slow steps forward in this situation.

    Another Committee Expert said that the young generation was questioning the capacity of the human rights system to protect human rights, in the context of the recent increase in violations of human rights and international humanitarian law around the world. The Committee was witnessing the emergence of new challenges, including in relation to climate change and artificial intelligence. It was considering how to address these challenges while preserving human rights. The Committee’s objective was not to level accusations at States; it was to accompany them on their journey toward achieving the best implementation of their commitments. Member States needed to support the Committee now, in the same manner as they had supported it for decades.

    A Committee Expert thanked States parties for their support to the international human rights system. States had created the Committee, recognising the need to monitor and protect civil and political rights. The Committee had an enormous workload and required appropriate financial resources, so that the Secretariat could hire necessary human resources to facilitate its work. The Expert called on States to take initiatives to address the crisis. Solutions needed to address the overall structural crisis over the long term.

    CHANGROK SOH, Committee Chair, said the Committee would present a proposal to States regarding the use of voluntary contributions for holding the third session, but only States could approve this. Mr. Soh expressed support for the idea of holding annual meetings with States parties.

    The Committee met online during the COVID-19 pandemic. It found that these meetings were not effective for various reasons, including time difference and limitations on dialogue and interpretation. The treaty body Chairs had discussed this issue, but had decided that online meetings were not an effective option. However, the Committee would continue to use digital technology, including artificial intelligence, to increase the efficiency of its work.

    WAN-HEA LEE, Chief, Civil, Political, Economic, Social and Cultural Rights Section, Human Rights Council and Treaty Mechanisms Division, Office of the United Nations High Commissioner for Human Rights , said that, in the past, the Office of the High Commissioner had reduced the working time of pre-sessional working groups to manage the financial crisis. The working group for the third session had been cancelled.

    In the past, the treaty bodies had been facing a liquidity crisis. Dues were being paid, but did not reach the treaty bodies in a timely manner. However, it was not an issue of liquidity anymore. The budget of the Office of the High Commissioner for Human Rights for this year had been cut, and the situation had moved from a liquidity to a financial crisis. The financial outlook for next year was also not bright.

    DINA ROSSBACHER, Office of the United Nations High Commissioner for Human Rights , said that there was a structural problem in terms of the processing of decisions related to individual communications. The formula adopted by Member States regarding the processing of individual communications had not been fully adopted and this had been exacerbated by the financial crisis. The Committee had taken several steps to address the situation, including efforts to align working methods and increase the efficiency of processing individual communications. Last year, the Committee adopted a record number of decisions on communications – over 450. However, the large backlog remained, and the situation remained urgent.

    Statements and Questions by States Parties

    States expressed support for the work of the Committee, the treaty bodies and the human rights system. It was the responsibility of States to support the work of the Committee, one speaker said.

    Speakers said creative initiatives were needed to address the financial situation, including digital meetings. One State expressed support for the Committee’s efforts to harmonise and increase efficiency for its work.

    One speaker said the Committee needed to further consider the cultural diversity of States in preparing its concluding observations. If the Committee did not consider challenges such as terrorism and unilateral coercive measures, its recommendations would be considered irrelevant to the realities on the ground in some countries. The speaker called on the Committee to prepare a general comment on the impact of unilateral coercive measures on civil and political rights.

    Responses by a Committee Expert

    A Committee Expert said the treaty bodies were implementing innovative methods to review States parties. The Committee on the Elimination of Discrimination against Women had this year conducted a special, informal meeting in Fiji to review States parties in the region. This initiative was funded by States parties, and could be a model for other Committees to follow. The application of simplified procedures to individual communications would not be sufficient for fully addressing the Committee’s backlog.

    Closing Remarks

    CHANGROK SOH, Committee Chair, said treaty bodies were at the core of the human rights architecture. However, the Committee’s third session would not happen without extraordinary measures, and this trend would continue if the Committee continued to rely on the United Nations’ regular budget. Less than five per cent of the United Nations’ regular budget was allocated to the Office of the High Commissioner for Human Rights. The treaty body system was not receiving enough funding for its core work. It was doing its best in terms of rationalisation and increasing efficiency. But as allocated resources declined, support diminished, creating a vicious cycle.

    To address this situation, special measures were needed, such as utilising voluntary contributions transparently. Without a properly functioning treaty body system, human rights protections would weaken around the world. Decisive and urgent action was needed to protect the treaty body system and human rights around the world.

    According to a letter from the Turkish Foreign Minister to the Office of the President of the Turkish Grand National Assembly, published today[1], Türkiye has initiated secret negotiations with the new regime in Syria on the delimitation of maritime zones beyond territorial waters in the Eastern Mediterranean region.

    Bearing in mind that Türkiye has very close relations with the new Syrian regime, and that the Turkish-Libyan memorandum of understanding – by which Türkiye tried to establish an Exclusive Economic Zone between Türkiye and Libya – violates international law, the United Nations Convention on the Law of the Sea and the sovereign rights of Greece, as recognised by the European Council in its conclusions, can the Vice-President of the Commission / High Representative of the Union for Foreign Affairs and Security Policy say:

    • 1.Are there any conditions for lifting sanctions on the Syrian regime? If so, what are they?
    • 2.What steps will she take to prevent such an agreement and protect the sovereign rights of EU Member States in the Eastern Mediterranean?
    • 3.What sanctions will she impose on both Türkiye and the new Syrian regime, should an agreement on the delimitation of maritime zones such as an EEZ or continental shelf between Syria and Türkiye violate international law and the sovereign rights of EU Member States?
