  • MIL-OSI USA: Cortez Masto, Colleagues Call on FIFA to Take Steps to Prevent Human Trafficking at the Upcoming World Cup

    Washington, D.C. – Today, U.S. Senator Catherine Cortez Masto (D-Nev.) led a bipartisan group of 17 senators in a letter to officials at the Fédération Internationale de Football Association (FIFA) urging the organization to ensure they are investing and working to prevent human trafficking before, during, and after the 2026 World Cup. The senators requested that FIFA share information about the steps it is taking to keep people safe in host cities and across North America, and what resources they are providing to help support communities across the continent. This letter is co-led by Senators John Cornyn (R-Texas), Amy Klobuchar (D-Minn.), Josh Hawley (R-Mo.), and Eric Schmitt (R-Mo.).

    “The FIFA World Cup is considered the world’s largest sporting event and is expected to bring millions of fans to the United States,” wrote the senators. “[…] We want to make sure that FIFA is considering how to combat human trafficking not just in host cities, but throughout North America. This collaboration should include robust preventative measures, partnerships with law enforcement, and engagement with community organizations to ensure that this World Cup serves as a model for future events.”

    “We respectfully request information about the comprehensive efforts FIFA is taking to support the Host City Committees in combatting human trafficking in host cities, states and across the continent, in addition to any financial commitments you are providing to Host Cities, local or national organizations and any education and training you are providing to your teams, players, and staff on the issue,” they continued. “We also request information about any efforts you are making with local and federal law enforcement and non-profits in advance of, during, and after the World Cup to support anti-trafficking and survivor assistance initiatives.”

    The 2026 World Cup will be the largest ever held, with 78 matches to be hosted in 11 American cities. Millions of visitors are expected to travel to the United States for the event. Given the risks of human trafficking associated with mass travel and a large sporting event, the senators are urging FIFA to take proactive steps to prevent trafficking.

    Senator Cortez Masto is an outspoken advocate for the survivors of human trafficking and sexual assault. Before Las Vegas hosted Super Bowl LVIII and the 2024 F1 Las Vegas Grand Prix, Senator Cortez Masto led similar letters, working with the lead sports organizations to support initiatives to combat human trafficking in Las Vegas. Her bipartisan federal bills to help train law enforcement to identify and prevent human trafficking through airports and combat human trafficking activity on social media were signed into law. She has introduced the bipartisan Jimmy Deal Trafficking Survivors Assistance Act to help human trafficking survivors access air travel so they can escape traffickers and get the care they need. And, she has co-sponsored bipartisan legislation that would prevent the trafficking of children by providing grants for the training of students, parents, and school personnel to respond to the signs of human trafficking.

  • MIL-OSI Canada: Over 10,000 people connected to life-changing supports

    Alberta’s government has been focussed on helping the most vulnerable get off the streets and into much safer environments where they can focus on building their futures. As a part of these efforts, the province continues to make it easier for vulnerable Albertans to meet their housing and recovery needs through the Navigation and Support Centres.

    The Navigation and Support Centres provide a one-stop shop where people can access a wide range of supports in one place, including financial aid, health services, housing supports and more. Since the first centre opened just over a year ago, more than 10,000 unique individuals have been connected to life-changing services at the Navigation and Support Centres.

    “We won’t turn our backs on the most vulnerable. Our goal is to get vulnerable people into much safer environments where they can access a range of supports and that’s why we created the Navigation and Support Centres. By offering a centralized place for vulnerable Albertans to access numerous services and supports, we have helped thousands of vulnerable Albertans receive the help they need, more easily.”

    In January 2024, Alberta’s government opened Edmonton’s Navigation and Support Centre to provide targeted support for vulnerable Albertans. As the province worked with its partners to remove high-risk encampments, the centre helped connect those leaving encampments with the various supports they needed under one roof, and quickly expanded to serving all homeless individuals looking for help.

    This new approach made it much easier for vulnerable people to access supports, as they no longer were forced to travel to multiple locations to get connected with the help they need. This proved to be incredibly successful, leading to Edmonton’s centre becoming a permanent fixture and the province expanding these efforts by opening a second centre in Calgary.

    “I am pleased to see that so many lives have been positively affected by the navigation and support centres. This approach is clearly working, proving to be an effective way of connecting vulnerable people with the help they need. Alberta’s innovative approach to addressing homelessness has raised the bar across Canada, and other jurisdictions are taking note of our success.”

    To date, the two centres have provided over 45,000 connections or referrals to services, assisting more than 10,000 people as of March 27. This includes:

    • More than 4,460 connections to emergency shelter spaces and housing programs such as transitional and supportive housing, affordable housing, and rent supplements.
    • Almost 9,700 identification cards issued by Service Alberta.
    • More than 8,950 connections to employment and financial services, including Income Support and AISH.
    • More than 2,090 connections to cultural supports provided by local Indigenous organizations.
    • More than 3,450 connections to health and medical supports.
    • More than 4,038 connections to mental health and addiction services.

    Dr. Bonnie Henry, British Columbia’s provincial health officer, has issued the following statement about the end of respiratory illness season:

    “Based on the most recently released data from public-health partners at the provincial and federal level, including yesterday’s respiratory illness season update from the BC Centre for Disease Control, I am officially declaring an end to the 2024-25 respiratory illness season. This means additional measures implemented in health-care settings are no longer required. The standard that requires use of personal protective equipment and additional precautions based on point-of-care risk assessment remains in place.

    “This decision is informed by low and decreasing levels of respiratory illness seen in the most recent data for influenza, RSV and COVID-19 in B.C.

    “Data published on Thursday, March 27, 2025, from the BC Centre for Disease Control shows that respiratory illnesses in B.C. continue to decrease. Currently, there are approximately 40 people in hospital with COVID, a number that has been trending down in recent weeks, and influenza and RSV test positivity have decreased in recent weeks, with decreasing detection of both in wastewater samples.

    “We must continue to practise healthy habits to prevent illnesses from spreading, keeping our families and communities safe. That includes cleaning your hands, staying home when sick, covering your coughs and sneezes, wearing a mask when appropriate and getting the latest vaccines by booking immunization appointments across B.C.”

  • MIL-OSI USA: Florida sex offender sentenced to 15 years for distribution of child sexual abuse material

    JACKSONVILLE, Fla. – A Florida man and previously convicted child predator was sentenced March 26 to 15 years in federal prison for distributing imagery and video depicting child sexual abuse on a social media application following a Northeast Florida Interagency Child Exploitation and Peoples Trafficking Task Force investigation that included U.S. Immigration and Customs Enforcement.

    Nicholes Scott Newman, 42, of Hilliard, was also ordered to serve a 10-year term of supervised release and register as a sex offender.

    “This predator’s prior conviction did not deter him from continuing to victimize children by distributing vile child sexual abuse material,” said ICE Homeland Security Investigations Jacksonville Assistant Special Agent in Charge Tim Hemker. “The men and women of HSI and the Northeast Florida INTERCEPT Task Force will continue to work tirelessly to dismantle these networks and keep our communities safe.”

    According to court records, in June 2024, a detective acting in an undercover capacity was monitoring a social media messaging group chat where Newman was distributing CSAM images and videos to others in the group. The undercover detective communicated directly with Newman who sent additional videos and images containing CSAM to the undercover detective.

    In 2014, Newman was convicted in Pinellas County for 20 counts of possession of CSAM and was sentenced to Florida State Prison. He was released on Feb. 6, 2019.

    This Northeast Florida INTERCEPT Task Force case was investigated by ICE Homeland Security Investigations Jacksonville, the Nassau County Sheriff’s Office, the Clay County Sheriff’s Office, the Jacksonville Sheriff’s Office, and the. This case was prosecuted by Assistant U. S. Attorney John Cannizzaro.

  • MIL-OSI USA: Attorney General Bonta Continues to Urge DOE to Cease Unlawful Delays of Energy Efficiency Standards

    OAKLAND — California Attorney General Rob Bonta today led a coalition of ten attorneys general and the City of New York in submitting a comment letter to the United States Department of Energy (DOE) urging the department to allow energy efficiency standards for commercial refrigeration equipment to take effect. This month, DOE issued a rule delaying the effective date of these standards and signaled that it is considering following its initial delay with further delays of the Biden Administration’s energy efficiency standards. In today’s comment letter, the Attorney General highlights how this unlawful delay would have harmful consequences for consumers, businesses, and the environment.  

    “Not only is this delay unlawful, but it will also prevent businesses and consumers from significant savings that cut harmful emissions,” said Attorney General Bonta. “With today’s comment letter, we urge the DOE to immediately implement these standards that will drive innovation and protect both economic and environmental interests.”  

    On January 20, 2025, President Trump issued the “Regulatory Freeze Pending Review” memorandum, which ordered all federal departments and agencies to consider postponing for 60 days the effective date of certain rules published in the Federal Register for the purpose of reviewing any questions of fact, law, and policy that the rules may raise, and to consider opening a comment period to allow interested parties to provide comments about issues of fact, law, and policy raised by the rules postponed under the memorandum.

    Citing that memorandum, on March 7, 2025, DOE published a rule that delayed the effective date for energy efficiency standards for commercial refrigeration equipment, including commercial refrigerators, freezers, and refrigerator-freezers, that were finalized on December 20, 2024. The notice pushes back the effective date from March 24, 2025, to May 20, 2025.  

    In the comment letter, Attorney General Bonta writes that: 

    • Without efficiency improvements, businesses and consumers will continue using outdated, energy-wasting equipment, leading to higher electricity and gas costs over time. DOE has projected that its energy efficiency standards will collectively provide nearly $1 trillion in consumer savings over 30 years. The particular standards delayed here will save consumers up to $4.61 billion over 30 years of product sales.
    • These energy efficiency standards will not only lead to lower operational costs for businesses, but will also help decrease greenhouse gas emissions, resulting in estimated cumulative carbon dioxide emission reductions of 19.7 million metric tons over 30 years. 
    • This delay of energy efficiency standards for commercial refrigeration equipment violates both the Energy Policy Conservation Act and the Administrative Procedure Act. 

    Attorney General Bonta leads the attorneys general of Connecticut, Illinois, Massachusetts, Minnesota, New York, Oregon, Vermont, Washington, and the City of New York, in submitting this comment letter.

    WASHINGTON D.C. – U.S. Senator Peter Welch (D-Vt.) joined Senator Elizabeth Warren (D-Mass.), Representative Ayanna Pressley (D-Mass.), and Senator Ed Markey (D-Mass.) in writing to Secretary of Homeland Security Kristi Noem, Secretary of State Marco Rubio, and Acting Director for U.S. Immigration and Customs Enforcement (ICE) Todd Lyons, demanding information about the arrest and detention of Tufts University student Rumeysa Ozturk and similar incidents across the country.
    “The Administration should not summarily detain and deport legal residents of this country merely for expressing their political views. Absent compelling evidence justifying her detention and the revocation of her status, we call for Ozturk’s release and the restoration of her visa,” wrote the lawmakers. 
    A total of 34 lawmakers signed the letter. In addition to Sens. Welch, Warren and Markey and Rep.     On March 25, 2025, Tufts University student Rumeysa Ozturk was arrested on her way to a Ramadan dinner event by masked, plainclothes officers. Surveillance video shows officers loading Ozturk into an SUV and departing in three unmarked vehicles. Bystanders observed that the incident “looked like a kidnapping.”
    For almost 24 hours, Ozturk’s location was unknown and her lawyer could not locate her. On the afternoon of March 26, more than twelve hours after a district court judge ordered the federal government not to remove Ozturk from Massachusetts without at least 48 hours’ notice, ICE’s locator system was updated to show that she was being held at the South Louisiana ICE Processing Center.
    This arrest appears to be one of the latest examples in a string of ICE arrests of university students with valid green cards and visas, seemingly on the basis of their political views. Ozturk was one of four authors of a 2024 op-ed in the Tufts student paper, which called for the university to “engage with and actualize” Israel- and Palestine-related resolutions passed by the university’s Student Senate.
    Secretary of State Marco Rubio has stated that the Administration will deny visas to those who “participate in that sort of activity,” referring to protest movements on campuses. Following Ozturk’s arrest, Tufts was informed that her “visa ha[d] been terminated” — similar to other recent cases in which ICE agents have declared, without a judicial or administrative hearing, that they were “terminating” or “revoking” students’ green cards and visas.
    The lawmakers asked the Departments of Homeland Security and State, along with ICE, to provide explanations for Ozturk’s arrest and visa revocation; her transportation to Louisiana despite a court order; officials’ use of unmarked vehicles, face coverings, and plain clothing; the federal government’s policies for terminating a student’s visa without a request from a university; and more.

  • MIL-OSI USA: Kaine, Klobuchar, and Warner Announce Expected Vote Timing on their Bill to Undo Canada Tariffs that will Raise Costs

    WASHINGTON, D.C. – Next Tuesday, April 1, the U.S. Senate is expected to vote on legislation led by U.S. Senators Tim Kaine (D-VA), Amy Klobuchar (D-MN), and Mark R. Warner (D-VA) to undo President Trump’s tariffs on Canadian goods, which amount to a 25 percent tax on goods imported from one of America’s top trading partners and closest allies. Since President Trump announced tariffs on Canada, there has been strong pushback from Americans, businesses, trade groups, and industry leaders.

    “President Trump’s taxes on Canadian goods have sent our economy into chaos, and Americans aren’t buying what he’s selling. They know they will pay the price with higher costs for everyday items, and their confidence in the economy is the lowest it has been in recent years,” said Kaine. “Many of my Republican colleagues in Congress have already expressed concerns about these tariffs, so the Senate’s upcoming vote on our legislation provides senators with the perfect opportunity to show Americans that they will stand up for their constituents and reverse the President’s disastrous economic policies.”

    “This Administration is igniting a reckless trade war and regular Americans are paying the price,” said Klobuchar. “Costs for everyone will go up and our farmers and businesses will suffer. Canada is Minnesota’s top trading partner and is a key U.S. ally. We must reverse these damaging tariffs before it’s too late.”

    “Trump’s tariffs on Canada are a self-inflicted wound—raising prices for American consumers, hurting workers, and straining one of our closest trade partnerships,” said Warner. “Now my Republican colleagues have an opportunity to weigh in—will they stand up for the American people or continue us down this damaging path?”

    In total, the tariffs President Trump announced on February 1 would cost the average American household up to $2,000 a year, with the Canada tariffs making up a significant portion of that. These tariffs represent the largest tax increase on American families in recent history. Polls have overwhelmingly demonstrated that the American people do not support Trump’s trade wars. According to a survey by Public First, just 28 percent of American adults supported specifically applying tariffs to Canada, while 43 percent opposed.

    In Virginia in 2024, Canada was the largest export market and accounted for 15 percent of Virginia exports. In Virginia in 2022, top goods exports to Canada included motor vehicles and transportation equipment, such as medium- and heavy-duty trucks. 56.1 percent of Southwest Virginia’s economic output is dependent on trade.

    Below is what Americans are saying about Trump’s tariffs on Canada:

    AFL-CIO Director of Government Affairs Jody Calemine: “On behalf of the AFL-CIO, I urge you to support S.J. Res. 37, a resolution introduced by Senator Tim Kaine to terminate the national emergency that was declared to justify tariffs on imports from Canada under the International Emergency Economic Powers Act (IEEPA)… However, imposing large, across the board tariffs on Canada aimed at non-trade objectives will only cause unnecessary economic pain for workers and businesses on both sides of the border.”

Punishing one of our nation’s closest trading partners based on a false pretense is wrong and the action needs to be reversed.”

Tariffs that restrict our access to these supplies and increase their cost will weaken our industrial base and undermine our ability to sustain our defense in the event of a national emergency.”

  • MIL-OSI USA: Memphis Man Sentenced to 87 Months in Prison for Trafficking Fentanyl and Methamphetamine

    A Tennessee man was sentenced today to over seven years in prison for his role in a conspiracy to traffic fentanyl and methamphetamine in the Memphis area.

    According to court documents, Courtney Davis, 28, of Memphis, also known as Geo and Geo Grape, conspired with co-defendant Brian Lackland, also known as Stupid Duke, Spooky Duke, Duke, and Homework, and others, in the distribution of fentanyl and methamphetamine. This investigation targeted a Memphis-based gang Young Mob, also known as Young Mob Military, and its involvement in the trafficking of fentanyl and methamphetamine.

    According to court documents and statements made in court, beginning in March 2024, investigators and agents from the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Memphis Multiagency Gang Unit began court-authorized wiretaps in which Davis was intercepted multiple times discussing with Lackland the acquisition and distribution of “blues,” which are fentanyl pills that resembled blue 30mg oxycodone pills. Davis was responsible for the acquisition and distribution of approximately 90 grams of fentanyl and 1360 grams of methamphetamine.

    Davis is one of 18 defendants charged as part of this ongoing investigation and the first to be sentenced. In December 2024, Davis pleaded guilty to conspiring to possess with intent to distribute and to distribute fentanyl.

    Matthew R. Galeotti, head of the Justice Department’s Criminal Division and Acting U.S. Attorney Reagan Fondren for the Western District of Tennessee made the announcement.

    The ATF and the Memphis Multiagency Gang Unit investigated the case.

    Trial Attorneys Brian P. Leaming and Amanda Kotula of the Criminal Division’s Violent Crime and Racketeering Section and Assistant U.S. Attorney P. Neal Oldham for the Western District of Tennessee prosecuted the case.

    This case is part of the Criminal Division’s Violent Crime Initiative in Memphis conducted in partnership with the U.S. Attorney’s Office in the Western District of Tennessee and local, state, and federal law enforcement. The joint effort addresses violent crime by employing, where appropriate, federal laws to prosecute gang members and their associates in Memphis.

    Bill Would End the Unfair Discrimination Against Private-Sector Employees Caring for Families

    WASHINGTON – Today, Senator Mike Lee (R-UT) has introduced a bill to help workers handle the constant challenge of work-life balance by allowing all individuals who work overtime to choose between monetary compensation or comp-time. The Working Family Flexibility Act would free workers to choose the best way to alleviate the difficulties of juggling work, home, kids, and community.  The legislation is co-sponsored by Sens. James Lankford (R-OK), Kevin Cramer (R-ND), Marsha Blackburn (R-TN), and Shelley Moore Capito (R-WV).

    “For many families, especially with young children, their most precious commodity is time,” said Sen. Lee. “But today, federal labor laws restrict the way moms, dads, and everyone else can use their time. For decades, Congress has given a special exemption from these laws to government employees. This is unacceptable. The same work-life options available to government employees should be available to private-sector workers, as well.” 

    “Working parents provide for their families, make ends meet, and take care of all the responsibilities that come with maintaining a household. That’s why now more than ever, moms and dads need the flexibility to maintain work-life balance at home,” said Sen. Capito. “Our legislation, the Working Families Flexibility Act, would help provide that flexibility by lifting restrictions on private-sector workers and affording them the same options government workers have when it comes to using their overtime benefits.”

    How It Works

    Gives employers the ability to offer their employees the option of comp time or overtime pay, both accrued at 1½ times the overtime hours worked.

    Requires employers who decide to offer this option to their employees to establish a written agreement with the employee outlining the options and to allow each employee to voluntarily choose the option that best fits his needs.

    Requires that comp time agreements be included in the collective bargaining agreement negotiated between the union and the employer for any employee represented by a union.

    Allows employees who choose to accrue comp time to accrue up to 160 hours each year.

    Allows employees to “cash out” their accrued comp time at the traditional overtime pay rate at any time throughout the year.

    Maintains all existing employee protections, including the current 40-hour workweek and overtime accrual, and provides additional safeguards to ensure that the choice to use comp time is voluntary.

    Requires employers to pay employees at the traditional overtime rate for any unused comp time at the end of each calendar year. 

    What It Accomplishes

    Ends the unfair discrimination against private-sector employees

    Enables parents to better balance work and family obligations

    Frees all workers to choose which commodity – time or money – is the more important resource at a given time

    Lessens the burden of unnecessary federal regulation

Markey (D-Mass.), Senator Elizabeth Warren (D-Mass.), and Representative Ayanna Pressley (D-Mass.), today led over 30 lawmakers in writing to Secretary of Homeland Security Kristi Noem, Secretary of State Marco Rubio, and Acting Director for U.S. Immigration and Customs Enforcement (ICE) Todd Lyons, demanding information about the arrest and detention of Tufts University student Rumeysa Ozturk and similar incidents across the country.

    “The Administration should not summarily detain and deport legal residents of this country merely for expressing their political views. Absent compelling evidence justifying her detention and the revocation of her status, we call for Ozturk’s release and the restoration of her visa,” wrote the lawmakers. 

    A total of 34 lawmakers signed the letter. In addition to Sens. Markey and Warren and Rep.     On March 25, 2025, Tufts University student Rumeysa Ozturk was arrested on her way to a Ramadan dinner event by masked, plainclothes officers. Surveillance video shows officers loading Ozturk into an SUV and departing in three unmarked vehicles. Bystanders observed that the incident “looked like a kidnapping.”

    For almost 24 hours, Ozturk’s location was unknown and her lawyer could not locate her. On the afternoon of March 26, more than twelve hours after a district court judge ordered the federal government not to remove Ozturk from Massachusetts without at least 48 hours’ notice, ICE’s locator system was updated to show that she was being held at the South Louisiana ICE Processing Center.

    This arrest appears to be one of the latest examples in a string of ICE arrests of university students with valid green cards and visas, seemingly on the basis of their political views. Ozturk was one of four authors of a 2024 op-ed in the Tufts student paper, which called for the university to “engage with and actualize” Israel- and Palestine-related resolutions passed by the university’s Student Senate.

    Secretary of State Marco Rubio has stated that the Administration will deny visas to those who “participate in that sort of activity,” referring to protest movements on campuses. Following Ozturk’s arrest, Tufts was informed that her “visa ha(d) been terminated” — similar to other recent cases in which ICE agents have declared, without a judicial or administrative hearing, that they were “terminating” or “revoking” students’ green cards and visas.

    The lawmakers asked the Departments of Homeland Security and State, along with ICE, to provide explanations for Ozturk’s arrest and visa revocation; her transportation to Louisiana despite a court order; officials’ use of unmarked vehicles, face coverings, and plain clothing; the federal government’s policies for terminating a student’s visa without a request from a university; and more.

    The lockdown put in place at Mountain Institution on March 21, 2025, has ended and the exceptional search has been completed. The institution has resumed its normal operations and visits have resumed.

    During the exceptional search, contraband and unauthorized items were seized which included cell phones, phone chargers, and methamphetamines.

    The Correctional Service of Canada (CSC) is strengthening measures to prevent the entry of contraband into its institutions in order to ensure a safe and secure environment for everyone. CSC also works in partnership with the police to take action against those who attempt to have contraband brought into correctional institutions.

  • MIL-OSI USA: Ultrathin conductor developed for nanoelectronics could be better than copper

    Researchers created a material that could make nanoelectronics more efficient and powerful — and solve longstanding bottlenecks in energy use

    With multiple grants and research infrastructure provided by the U.S. National Science Foundation, researchers have shown that a newly developed material, niobium phosphide, can conduct electricity better than copper in films that are only a few atoms thick. These films can also be created and deposited at sufficiently low temperatures for compatibility with modern computer chip fabrication — and may help make future electronics more powerful and energy efficient.

    So far, the best conductor candidates to outperform copper in nanoelectronics have had only exact crystalline structures, meaning they require very high temperatures to be formed. These new niobium phosphide films are the first examples of noncrystalline materials that become better conductors as they get thinner. The research is led by Standford University and results were published in Science.

    “We are breaking a fundamental bottleneck of traditional materials like copper,” says Asir Intisar Khan, a postdoctoral researcher at Stanford University and an author on the research paper. “Our niobium phosphide conductors show that it’s possible to send faster, more efficient signals through ultrathin wires. This could improve the energy efficiency of future chips, and even small gains add up when many chips are used, such as in the massive data centers that store and process information today.”

    A film a few atoms thick of non-crystalline niobium phosphide. The material is a topological semimetal, meaning that its surface conducts electricity better than its inner material – therefore the thinner it is, the better a conductor it becomes.

    Niobium phosphide is what researchers call a topological semimetal. This means that the material can conduct electricity, but its outer surfaces are more conductive than its inner material. The thinner a niobium phosphide film is made, the smaller its inner material gets — but its surfaces stay the same. This allows its more conductive outer surfaces to contribute more to electrical currents and make for better conductive material.

    By comparison, traditional conductive metals like copper become worse at conducting electricity when thinner than about 50 nanometers. 

    “Really high-density electronics need very thin metal connections, and if those metals are not conducting well, they are losing a lot of power and energy,” says Eric Pop, another member of the Stanford research team that produced the material. “Better materials could help us spend less energy in small wires and more energy actually doing computation.”

    Niobium phosphide films are a new frontier for conductors in nanoelectronics. However, the researchers don’t anticipate that they will suddenly replace copper in all computer chips — copper continues to be a superior conductor in thicker films and wires. Niobium phosphide could nonetheless be used for the very thinnest connections and opens doors to researching other topological semimetals as conductors that could take niobium phosphide’s performance even further.

    “It has been thought that if we want to leverage these topological surfaces, we need nice single-crystalline films that are really hard to deposit,” says doctoral student and paper co-author Akash Ramdas. “Now we have another class of materials — these topological semimetals — that could potentially act as a way to reduce energy usage in electronics.”

    SALT LAKE CITY – U.S. Immigration and Customs Enforcement removed Mexican citizen and foreign fugitive Jairo Ivan Paredes Cota, 43, to Mexico via ground transportation, March 27. Paredes is wanted in his home country for the sexual assault of a minor.

    Paredes entered the United States on an unknown date and location without inspection by U.S. Immigration Officers. He was arrested by U.S. Customs and Border Protection April 16, 2013, in Del Rio, Texas, and was removed to Mexico by CBP April 20, 2013.

    Paredes re-entered the United States on an unknown date and at an unknown location without inspection by U.S. Immigration Officers.

    ICE Officers arrested Paredes March 6, in Reno, Nevada and he was booked into the Washoe County Jail in Reno until his removal from the United States.

    On Thursday the Trump Administration signed an executive order aimed at ending collective bargaining for government employees whose work include national security aspects. The expansive order applied to workers across many federal agencies.

    The following statement can be attributed to NEA President Becky Pringle:

    “The Trump Administration is once again gutting workplace protections, diminishing the voice of working people, and attacking collective bargaining rights. It is stripping away rights from workers across various federal agencies, including the Departments of State, Defense, Justice, and Health and Human Services.

    “When you take away collective bargaining, you take away workers’ voices. This is a slap in the face to men and women who serve our country, and the 7,000 educators who have dedicated their lives to helping students from military-connected families thrive.

    “It is cruel and unforgivable to sacrifice the needs of military students and families around the globe to pay for tax cuts for billionaires. Educators and parents won’t be silent in our advocacy.”

     Thank you, Senator. We are so fortunate here in New York to have you representing us in Washington — being that loud voice on behalf of the people that you care so deeply about: our seniors, in particular, but also, as you mentioned, there’s children affected and families. And, if there’s one thing you could always count on as an American your entire life, it is that what you started paying in for Social Security with your first teenage job, over a lifetime would be there when you need it.

    And now that promise has all been jeopardized because of Donald Trump’s administration and Elon Musk. Now, I’m going to just quote someone who once spent a lot of time in this city — he was our former Governor, Franklin Delano Roosevelt. When he became President and saw the crisis that unfolded over this country known as the Great Depression — it started when he was actually governor — back in 1935, he saw that there was a path forward to help regain the stability, give people that security that they would never slip into poverty again.

    He unfolded the Social Security program and what he said was we have a moral, legal and political right to ensure that these payments are always made. He set it up as a payroll tax, so he said, “No damn politician can ever scrap my Social Security program.” Now, maybe not a politician, but maybe he didn’t count on some billionaire from South Africa who’d be trying to scrap his program. Someone who actually called it a “Ponzi scheme.”

    When Americans heard that, chills went down their spines. This man has enormous power for an unelected official, and he is using it to destroy the very fabric of our safety nets — programs like Social Security. So, he has caused so much chaos and uncertainty. Just walk into this federal building — you can feel it, it’s palpable; the anxiety that the workers here who dedicate their lives to public service, not just here, but all across this country, are under siege. Why? Because they’re out there helping the people.

    That is the whole premise behind becoming a public servant, and those who work for Social Security know that there’s people who rely on them and not everybody knows how to go online and figure it out. I heard some seniors say, “My grandkids have to come over to help me do this.” That’s the reality we’re in right now.

    When phone calls aren’t answered, when offices are closed — the offices that have been closed in New York State already — that requires seniors who may not have easy access to get around to go from their community and travel across five to seven different counties. How are they going to get there if they need services in person?

    You gave out the numbers. Nearly 70,000 here in Albany County alone, but I’ll tell you, in New York, our priorities are different. We think it’s wrong to say seniors and people with disabilities have to travel a great distance to secure their benefits. We say it’s wrong to describe Social Security as a “Ponzi scheme,” and we say it’s wrong to jeopardize a safety net that has been there to make sure that our citizens never slip into poverty.

    So, we have leaders fighting for them, our citizens — Senator Gillibrand, we appreciate all her work — but there’s also seven other people in the State who need to hear about this, and those are your Republican members of Congress. They’re in the majority, they have the power. If seven members of the delegation from New York State — starting with Elise Stefanik all the way on down — go into the Speaker’s office, demand that there would be changes or you’ll hold up President Trump’s agenda.

    You have the power, and if you don’t use that power, then you are complicit in this attack on the American people. And so, citizens, residents, people who represent all of our elected officials here: Make sure our voices are heard, make sure our senior’s voices are heard and we have to stop the insanity of this attack on our people.

    overnor Kathy Hochul today announced the selection of 1300 South Salina Street (formerly the Sears Building) as the future home of New York State’s first ON-RAMP Workforce Innovation Hub. The flagship Hub will anchor a broader revitalization of the site, which is being led by the City of Syracuse and CenterState CEO. The Central New York location will serve as a critical gateway for both job seekers and manufacturing and construction firms, supporting the region’s growing demand for skilled workers, anchored by Micron’s $100 billion commitment in Onondaga County. Empire State Development’s Board of Directors approved $8.5 million in funding for the flagship center, part of Governor Hochul’s broader $200 million ON-RAMP initiative, with additional workforce innovation hubs being established in the Capital Region, the Mohawk Valley and the Finger Lakes.

    “Too many communities in Upstate New York have been left out and left behind for generations — and I’m fighting to bring them back,” Governor Hochul said. “This new ON-RAMP center in Syracuse will be a critical part of the new I-90 advanced manufacturing corridor, giving New Yorkers the skills and training necessary for a good-paying job. New Yorkers are already seeing the benefits of our economic development strategy: good-paying jobs, revitalized communities and more money in their pockets.”

    ON-RAMP, the groundbreaking initiative designed to expand workforce development opportunities in advanced manufacturing for more New Yorkers, was first proposed in Governor Hochul’s 2024 State of the State and included in the FY25 Enacted Budget. Training provided through ON-RAMP will be based on the highly successful model developed by the Northland Workforce Development Training Center in Buffalo. Northland’s model works to reduce the major barriers that prohibit students from enrolling and completing post-secondary education like transportation, child care, academic readiness and affordability. Collectively, the four centers will combine industry, academia, social services, organized labor and community organizations to provide high quality, in-demand training and the wraparound support necessary to empower more New Yorkers with the skills needed for careers in high growth industries.

    Staff for the Central New York ON-RAMP Center will be temporarily housed at CenterState CEO located at 115 West Fayette Street while the South Salina Street site is being redeveloped. Initial training programs will focus on career exploration, English for Speakers of Other Languages (ESOL), financial empowerment and trade-specific skills for construction and manufacturing. Construction training will include pathways to apprenticeship and trade-specific skills, and manufacturing training will focus on entry-level assembly and middle-skill technician training, including Onondaga Community College Electrical Mechanical Technician training. In the first year, training programs are expected to serve between 150 and 200 New Yorkers.

    Upon completion of the new facility, the Syracuse location will offer flexible programs customized to employer skill and volume needs, create engaging ways for community members to learn about the career that is right for them, and combine training with comprehensive support to reduce barriers to employment. The Central New York ON-RAMP hub will work with local partners to provide a wide array of services in a single, central location.

    Additionally, CenterState CEO plans to work with the City of Syracuse to explore how best to connect the new South Salina Street ON-RAMP location to the nearby City-owned lot, ensuring that these strategic properties are redeveloped with the community’s input. CenterState CEO will hold monthly virtual town hall meetings to report on progress and hear from partners directly.

    Today’s announcement complements New York State’s continued investments in workforce development. In 2022, Governor Hochul reimagined the State’s approach to workforce development and established the Office of Strategic Workforce Development at ESD, which supports industry-driven workforce development programs and practices to ensure New Yorkers are prepared to meet the needs and priorities of employers. To date, more than $63 million has been awarded, leveraging more than $69 million in public and private funding, to support nearly 15,000 trainees for over 2,000 business partners.

    The announcement also supplements the State’s investments to build a modern economy in New York by growing a dynamic and innovative semiconductor industry.     overnor Kathy Hochul today announced the opening of applications for the second annual Empire State Service Corps Program, encouraging State University of New York students to apply for one of 500 paid civic and service internships for this upcoming fall. The application opening signifies the second year of the program. During its first-ever application cycle, the program received more than 2,000 student applications for 500 paid positions across 45 SUNY campuses within weeks of opening.

    “The Empire State Service Corps is providing SUNY students with invaluable opportunities to serve their communities, gain hands-on experience, and build a foundation for future success,” Governor Hochul said. “By expanding civic engagement across New York, we are empowering the next generation of leaders to make a meaningful impact. I encourage all eligible students to apply and be part of this transformative program.”

    The Empire State Service Corps is one of Governor Hochul’s 2024 State of the State priorities to expand service opportunities for college students. Students participating in the program dedicate at least 300 hours to paid community service – and convene regularly to share and learn from each other’s experiences.

    • Early Childhood: Students will serve at a host site dedicated to early childhood education and/or development. (For example, daycare or head start centers)
    • FAFSA: Students will serve either in local communities (local high schools) or work on campus to support students with completing the FAFSA
    • Food Insecurity & SNAP Basic Needs: Students will serve on or off campus supporting students / individuals with SNAP outreach as well as basic needs support (could include shifts at campus food pantry) or with other food insecurity aligned work
    • K-12 Education: Students will partner with local school districts for tutoring sessions on a regular basis to support recovery from pandemic era learning loss
    • Peer Mental Health: Students will be trained to serve as a peer mental health educator typically at a campus/community wellness or counseling center. Students will support peers either on or off campus in supporting strong mental health practices and overall wellness initiatives
    • Student Success Coaching: Students will work with middle and high school students to combat common challenges like addressing chronic absenteeism and access to socio-emotional learning, mentoring, and mental health support.
    • Sustainability: Students will serve in campus roles or off-campus with local nonprofits / State agencies or other organizations focused on sustainability work (such as recycling campaigns, tree planting, pollinator gardens, sustainability outreach, building sustainable civic habits, etc.)
    • Veterans Affairs Outreach: Students will serve at host sites dedicated to supporting active military or veterans’ affairs for individuals, families, or affiliated groups.

    Governor Hochul and the state legislature committed $2.75 million to continue to fund the Empire State Service Corps in the FY25 Enacted Budget.

    TUCSON, Ariz. – A Nogales man was sentenced last week to 120 months in prison followed by five years of supervised release for possession with the intent to distribute methamphetamine. This case was investigated by U.S. Immigration and Customs Enforcement, the Drug Enforcement Agency, U.S. Customs and Border Protection, the Pima County Sheriff’s Department, and the Arizona Department of Public Safety.

    “Storing to distribute deadly drugs requires a person lacking a moral compass,” said ICE Homeland Security Investigations Special Agent in Charge for Arizona, Francisco B. Burrola. “HSI and our federal partners are committed to weeding out people that look to plague our communities with drugs, we will not stand for it. The defendant in this case will have a decade in prison to think of his actions that cost him his freedom.”

    Sergio Humberto Ramos, 73, pleaded guilty to possession with intent to distribute methamphetamine, admitting that he was paid to store the drugs at a trucking yard near Nogales until they could be transported.

    This prosecution is part of an Organized Crime Drug Enforcement Task Forces Strike Force Initiative, which provides for the establishment of permanent multi-agency task force teams that work side-by-side in the same location. This co-located model enables agents from different agencies to collaborate on intelligence-driven, multi-jurisdictional operations to disrupt and dismantle the most significant drug traffickers, money launderers, gangs, and transnational criminal organizations.

    LAREDO, Texas – A illegal Mexican alien who is a Cartel Del Noreste leader was sentenced March 26 by U.S. District Judge Nelva Gonzales Ramos. Noe Gonzalez-Martinez, also known as Tocayo, 41, will serve the rest of his life plus 60 months in federal prison for his role in multiple convictions related to a murder-for-hire scheme that brought three sicarios, or hitmen, across the U.S. border into Laredo. At the hearing, the court heard about his role as a leader/organizer and his conduct in the crimes as well as the substantial progress Gonzalez-Martinez made toward the completion of the offenses. The investigation was conducted by the Drug Enforcement Administration with assistance from U.S. Immigration and Customs Enforcement and the Laredo Police Department.

    “Drug trafficking and violence go hand-in-hand, and this is particularly true in the case of cartels, as this case shows,” said U.S. Attorney Nicholas J. Ganjei from the Southern District of Texas. “The Department of Justice is committed to preventing the cartels from ever gaining a foothold in America, and the vigorous prosecution of their leadership is a critical component of that. Through the conviction of Mr. Gonzalez-Martinez, the Southern District of Texas has dealt a major blow to the CDN cartel. This is, however, just the beginning. SDTX is pursuing every opportunity and every avenue to dismantle cartel operations on both sides of the border. Stay tuned.”

    “With drug trafficking comes violence that typically spills over from Mexico and into the United States, particularly the southwest border. The Drug Enforcement Administration’s tenacious agents did not only thwart the drug trafficking activities of this violent CDN but successfully managed to halt several murders, one of which would have been carried out by the drug trafficking organization’s trusted lead enforcer Noe Gonzalez-Martinez,” said DEA Special Agent in Charge Daniel C. Comeaux. “This case is a testament that the DEA is definite in its fight against these foreign terrorist drug trafficking organizations who illegally crossed into the United States for the sole purpose of kidnapping and murdering an American Citizen. We will continue to bring to justice anyone thinking about ripping peace out of our American neighborhoods and communities.”

    “This brazen scheme planned out by CDN is a direct threat to the safety and stability of South Texas. The campaign of terror, drug-trafficking, and violence this man employed has no place on American soil. Immigration and Customs Enforcement in coordination with our federal partners, have prioritized Mexican cartels, like CDN, and will continue to aggressively combat their criminal acts until they are no more,” said ICE Homeland Security Investigations San Antonio Special Agent in Charge Craig Larrabee.

    A federal jury deliberated for approximately one hour before convicting him Dec. 13, 2023, on all counts following a three-day trial. They found him guilty of conspiracy to possess with intent to distribute five kilograms or more of cocaine, murder-for-hire conspiracy, murder for hire, conspiracy to kidnap, possession of firearms in furtherance of a drug trafficking-related crime and interstate travel in aid of racketeering.

    During the trial, the jury heard evidence that between Sept. 7, 2021, and Sept. 13, 2021, Gonzalez-Martinez and several other CDN members traveled from Nuevo Laredo into Laredo. There, Gonzalez-Martinez solicited the help of other CDN affiliates to recruit, plan and coordinate the kidnapping and murder of an individual the cartel believed had stolen from them. Testimony also revealed the CDN’s operations and additional details of the murder-for-hire plot. The three sicarios were to kidnap the suspected drug thief and return him to Mexico for cartel members to make an example of him. If they were unable to do so, they were to kill him and return the stolen property to the cartel. The jury heard from law enforcement who were able to thwart the crime and take the hitmen into custody prior to carrying out the murder. Authorities apprehended Gonzalez-Martinez July 29, 2022, at the international port of entry in Laredo. At trial, Gonzalez-Martinez attempted to convince the jury someone else was responsible for arranging and overseeing the commission of the crime. The jury did not believe defense’s claims and found him guilty as charged.

    According to court documents, the investigation revealed Gonzalez-Martinez communicated via cellphone with co-conspirators to plan and coordinate the recovery of drugs and proceeds from the intended victim. In addition, Gonzalez-Martinez provided co-conspirators with an address where they could retrieve firearms to execute the murder. On Sept. 13, 2021, co-conspirators took possession of an automobile and firearms to carry out the murder. The firearms included a .45 caliber pistol, .357 magnum revolver, and two AR-15s.

    The three sicarios – Juan Antonio Martinez-Padilla, also known as Juan Antonio Martinez-Lopez and Otoniel Martinez-Padilla, 60, Gregorio Gonzalez-Barragan, 34, and Rodolfo Reyna-Zapata, 27, all from Nuevo Laredo, Mexico, previously received sentences of 240, 352, and 352 months, respectively.

    Gonzalez-Martinez will remain in custody pending transfer to a U.S. Bureau of Prisons facility.

    Former Assistant U.S. Attorneys’ Jose Angel Moreno and Steven Chamberlin from the Southern District of Texas prosecuted the case.

  • MIL-OSI USA: Diopsys Inc. Agrees to Pay up to $14.25 Million to Resolve Alleged Federal False Claims Act and State Law Violations Relating to Vision Testing

    Diopsys Inc., a medical device company based in Middletown, Pennsylvania, has agreed to pay up to $14.25 million to resolve allegations that the company violated the federal False Claims Act and various state laws by knowingly submitting or causing others to submit false claims for payment to Medicare and Medicaid in connection with certain vision testing services.

    The settlement resolves allegations relating to Diopsys’ NOVA device, an electrophysiological device that the U.S. Food and Drug Administration (FDA) cleared for visual evoked potential (VEP) testing. The United States alleged that, during the period from Jan. 1, 2015 through Dec. 31, 2021, Diopsys caused healthcare providers to submit false claims to Medicare and Medicaid for services in which the NOVA device was utilized for medically unnecessary uses, specifically electroretinography (ERG) vision testing, a substantially different vision test for which the NOVA device lacked FDA clearance. The government further contended that Diopsys made substantial changes to the NOVA device that it never submitted to FDA for clearance or approval despite knowing that such a submission was required.

    “Today’s resolution reaffirms our commitment to protect the integrity of the Medicare and Medicaid programs,” said U.S. Attorney John Giordano for the District of New Jersey. “Health care companies must not encourage doctors to submit claims for payment for medically unnecessary tests.”

    Under the terms of the settlement, Diopsys will make guaranteed payments of $1,225,000 and contingent payments of up to $13,025,000. The settlement is based on Diopsys’ financial condition.

    The civil settlement includes the resolution of claims brought under the qui tam or whistleblower provisions of the False Claims Act by Dr. Atul Jain, a California ophthalmologist. Under those provisions, a private party can file an action on behalf of the United States and receive a portion of any recovery.  Approximately $1,120,000 of the guaranteed payment and up to approximately $11,900,000 of the contingent payments constitute the federal portion of the recovery. Dr. Jain will receive at least approximately $207,000 as his share of the federal recovery in this case.

    The resolution obtained in this matter was the result of a coordinated effort between the Justice Department’s Civil Division, Commercial Litigation Branch, Fraud Section, and the United States Attorney’s Office for the District of New Jersey, with assistance from the U.S. Department of Health and Human Services Office of Inspector General.

    The investigation and resolution of this matter illustrates the government’s emphasis on combating health care fraud. One of the most powerful tools in this effort is the False Claims Act. Tips and complaints from all sources about potential fraud, waste, abuse, and mismanagement, can be reported to the Department of Health and Human Services at 800-HHS-TIPS (800-447-8477).

    The matter was handled by Assistant U.S. Attorney David Simunovich of the Health Care Fraud Unit in the U.S. Attorney’s Office for the District of New Jersey, and Trial Attorney Daniel Meyler of the Civil Division’s Commercial Litigation Branch, Fraud Section.

    The case is captioned United States ex rel. Jain v. Diopsys Inc., et al., Civil Action No. 21-18151 (D.N.J.).

    The claims resolved by the settlement are allegations only. There has been no determination of liability.

  • MIL-OSI USA: Former Colombian Navy Lieutenant Sentenced to 15 Years for Helping Sell Locations of Navy Drug Interdiction Vessels to International Drug Traffickers

    On Wednesday, Cesar Augusto Romero Caballero, of Colombia, was sentenced to 15 years in prison by U.S. District Court Judge James Moody Jr. for conspiracy to distribute cocaine having reasonable cause to believe it would be unlawfully imported into the United States. Romero Caballero pleaded guilty on April 8, 2024.

    According to court documents, Caballero, 35, was a former member of the Colombian Navy. In exchange for money, he recruited active-duty members of the Colombian Navy to secretly plant global positioning system (GPS) tracking devices in Colombian Navy vessels. Transnational Criminal Organizations used the location data derived from these tracking devices to direct vessels filled with cocaine bound for the United States around Colombian Navy ships and patrols.

    “This foreign national committed serious crimes to enable the flow of drugs into our country,” said Attorney General Pamela Bondi. “This sentencing reflects the Department of Justice’s ironclad commitment to not only hunting down criminals, but ensuring that they suffer severe legal consequences following their apprehension.”

    “Our teams focus on sophisticated and violent drug trafficking organizations and work countless investigative hours,” said Special Agent in Charge Deanne L. Reuter of the Drug Enforcement Administration Miami Field Division. “I am proud of our team’s efforts and thankful for our law enforcement partners who brought this case to conclusion.”

    The United States is one of the top three most visited countries in the world. The big draw cards – cities such as San Francisco, New York and Chicago and national parks such as Yosemite – have attracted international tourists for decades. This combined with its role as a global business powerhouse meant it had 66.5 million visitors in 2023 – and the 2024 figure is expected to be higher still.

    But a lot has changed in recent months, and 2025’s figures may not be as strong. The 2024 reelection of Donald Trump as the president of the United States and the consequential changes in foreign diplomacy and relations, alongside internal cultural shifts, are starting to change global attitudes towards the US – attitudes that appear to be affecting tourists’ desire to visit the US.

    In a recent report by research firm Tourism Economics, inbound travel to the US is now projected to decline by 5.5% this year, instead of growing by nearly 9% as had previously been forecast. A further escalation in tariff and trade wars could result in further reductions in international tourism, which could amount to a US$18 billion (£13.8 billion) annual reduction in tourist spending in 2025.

    There is already some evidence of travel cancellations. Since Trump announced 25% tariffs on many Canadian goods, the number of Canadians driving across the border at some crossings has fallen by up to 45%, on some days, when compared to last year. Canada is the biggest source of international tourists to the US. Air Canada has announced it is reducing flights to some US holiday destinations, including Las Vegas, from March, as demand reduces.

    According to a March poll by Canadian market researcher Leger, 36% of Canadians who had planned trips to the United States had already cancelled them. According to data from the aviation analytics company OAG, passenger bookings on Canada to US routes are down by over 70% compared to the same period last year. This comes after the U.S. Travel Association warned that even a 10% reduction in Canadian inbound travel could result in a US$2.1 billion (£1.6 billion) loss in spending, putting 140,000 hospitality jobs at risk.

    An unwelcoming environment?

    Some would-be visitors have cited an unwelcoming political climate as part of a concern about visiting the US – including angry rhetoric about foreigners, migrants and the LGBTQ+ community. The Tourism Economics report also cited “polarizing Trump Administration policies and rhetoric” as a factor in travel cancellations.

    There are other factors that may influence travellers from, for instance, western Europe, which represented 37% of overseas travel to the US last year. These include US tariffs pushing prices up at home and the US administration’s perceived alignment with Russia in the war in Ukraine.

    Canadian trips to the US are going down.

    Research by YouGov in March found that western European attitudes towards the US have become more negative since Trump’s reelection last November. More than half of people in Britain (53%), Germany (56%), Sweden (63%) and Denmark (74%) now have an unfavourable opinion of the US. In five of the seven countries polled, figures for US favourability are at the lowest since polling began in November 2016.

    Border issues

    Some high-profile cases at the US border could also be putting off tourists. In March, a British woman was handcuffed and detained for more than ten days by US Customs Enforcement after a visa problem. In the same month, a Canadian tourist was detained after attempting to renew her visa at the US-Mexico border. During the 12-day detention, she was held in crowded jail cells and even put in chains.

    Mexico is the US’s second largest inbound travel market. Tourism Economics suggests that issues around new border enforcement rules will raise concerns with potential Mexican tourists. During Trump’s first term in office, Mexican visits to the US fell by 3%. In February this year, air travel from Mexico had already fallen 6% when compared to 2024.

    Many countries including Canada have been updating their travel advice for the US. For instance, on March 15 the UK Foreign and Commonwealth Office updated its advice for the US, warning visitors that “you may be liable to arrest or detention if you break the rules”. The previous version of advice, from February, had no mention of arrest or detention. Germany has made similar updates to its travel advisory, after several Germans were recently detained for weeks by US border officials.

    Multiple European countries, including France, Germany, Denmark and Norway have also issued specific travel warnings to transgender and non-binary citizens, as US authorities demand tourists declare their biological sex at birth on visa applications. This comes as the US has stopped issuing of passports with a X marker – commonly used by those identifying as non-binary – for its own citizens.

    Alternative destinations

    As thousands of travellers cancel their trips to the US, other destinations are seeing a spike in interest. Hotels in Bermuda have reported a surge in enquiries as Canadians relocate business and leisure trips away from the US, with some predicting a 20% increase in revenue from Canadian visits.

    Europe too has reported increased bookings from Canada, with rental properties experiencing a 32% jump in summer reservations when compared to last year, according to some reports.

    There are already growing concerns that visa and entry restrictions will disrupt fans and athletes from enjoying 2026 men’s Fifa World Cup, held on sites in the US, Canada and Mexico. Visitors from some countries, such as Brazil, Turkey and Colombia, could wait up to 700 days to obtain visas. The International Olympic Committee has also raised concerns over the 2028 Olympics Games in Los Angeles, although US officials have insisted that “America will be open”.

    With mounting visa delays, stricter border enforcement and growing concerns over human rights and anti-minority rhetoric, the United States risks losing its appeal as a top holiday destination. The long-term impact on its tourism industry may prove difficult to reverse.

  • MIL-OSI USA: Lawler Leads Bipartisan Group Urging State Department to Enforce Military Assistance Prohibitions on Azerbaijan

    Washington, D.C. – 3/27/2025… Today, a bipartisan coalition of representatives, led by Reps. Mike Lawler (NY-17), Frank Pallone (NJ-06), Gus Bilirakis (FL-12), and Gabe Amo (RI-01), sent a letter to Secretary of State Marco Rubio pressing for the continued enforcement of Section 907 of the FREEDOM Support Act. Section 907 pauses U.S. military assistance to Azerbaijan until Baku stops its ongoing aggression against Armenia, occupation of Armenian territory, and human rights violations, including the detention and abuse of Armenian prisoners of war (POWs). While assistance remains paused at the moment, conditions in Azerbaijan and Armenia necessitate a continuation of this. 

    The letter highlights Azerbaijan’s 2023 military assault on Nagorno-Karabakh (Artsakh), which forcibly displaced 120,000 Armenians in an act that is widely recognized as ethnic cleansing. The letter also condemns Azerbaijan’s destruction of ancient Armenian Christian heritage and its deepening ties with Russia and Iran, which run counter to U.S. national security interests.

    “Amid the persistent threat of authoritarian expansionism throughout the region and across the world, it is imperative that the Trump Administration makes clear to governments that undermine U.S. interests that their actions will not be met with impunity – much less material financial support,” wrote the lawmakers. 

    The Armenian Assembly of America praised the effort, stating: “The Assembly welcomes this bipartisan initiative spearheaded by Congressman Lawler. As long as Azerbaijan continues unjustly to hold Christian Armenian hostages and evade accountability for its hostile acts against Armenians, including the violent ethnic cleansing of Armenians from Nagorno-Karabakh, it is imperative that Section 907 remain firmly in place,” said Mariam Khaloyan, Congressional Relations Director of the Armenian Assembly of America. 

    “The ANCA welcomes this bipartisan Congressional call on Secretary Rubio to enforce Section 907 – ending U.S. military aid to Azerbaijan,” stated Aram Hamparian, Executive Director of the Armenian National Committee of America. “In the wake of Azerbaijan’s genocidal ethnic cleansing of the indigenous Armenian Christians of Artsakh – amid its ongoing occupation of sovereign Armenian territory and illegal detention of Armenian hostages – we cannot ask U.S. taxpayers to subsidize this oil-rich, violent, and corrupt foreign dictatorship.  We thank Representatives Lawler, Pallone, Bilirakis, and Amo – and each of the Representatives who joined with them – for their moral clarity and strong pro-peace leadership.”

    The letter garnered 60 bipartisan signatures and specifically urges the Secretary to enforce Section 907 and refrain from using waiver authority to send aid to Azerbaijan while the government continues to engage in this malign behavior. This letter also serves as a follow-up to the leading members’ Armenian Protection Act of 2024, which aimed to prevent the Executive Branch from exercising this waiver authority.

    Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

  • MIL-OSI USA: Lawler Reintroduces Legislation Holding October 7th Terrorists Accountable

    Washington, D.C. – 3/27/2025… This week, Middle East Subcommittee Chairman Mike Lawler (NY-17), Reps. Brad Sherman (CA-32), Congressman David Kustoff (TN-08), House Foreign Affairs Committee Chairman Emeritus Michael McCaul (TX-10), Congressman Brad Schneider (IL-10), and Congresswoman Sarah McBride (DE-At large) reintroduced legislation to finally sanction the Popular Resistance Committees (PRC). The bill was also introduced for the first time in the Senate by Senator Pete Ricketts (R-NE) and Senator Adam Schiff (D-CA), demonstrating the growing momentum to finally sanction the Popular Resistance Committees.

    The Popular Resistance Committees (PRC) are the third-largest terror group in Gaza and, since their founding in 2000 during the Second Intifada, have carried out terror attacks against Israelis, Americans, and Palestinians. The two largest terrorist groups in Gaza are Hamas and Palestinian Islamic Jihad (PIJ), which have long been sanctioned. It is past time that the PRC, whose ranks include former operatives from Hamas and PIJ, join their ranks on the U.S.’s list of designated terrorist groups.

    The Popular Resistance Committees participated in Hamas’s horrific October 7th massacre, which resulted in the deaths of 1,200 Israelis, Americans, and others, as well as widespread torture and sexual violence as well as the abduction of some 250 hostages. The PRC proudly boasted about their involvement on their social media channels, issuing a statement on October 7th claiming joint responsibility for the massacre. The PRC’s posts showed that the group killed and took hostage a number of innocent people on October 7th. 

    The Popular Resistance Committees have a long history of carrying out terror attacks across Israel and the Palestinian territories. In 2003, the PRC bombed a United States diplomatic convoy which injured a U.S. diplomat and killed 3 American security guards. In 2004, PRC terrorists murdered pregnant Israeli woman Tali Hatuel and her 4 daughters, 11-year-old Hila, 9-year-old Hadar, 7-year-old Roni, and baby Meirav who was only 2 years old. The PRC has even targeted Palestinians in terror attacks, including the 2005 assassination of Palestinian Security Services chief Moussa Arafat.

    Despite multiple State Department reports identifying terror attacks committed by the Popular Resistance Committees, the group has never faced U.S. sanctions. This legislation would finally hold the PRC accountable for its long history of heinous terror attacks by applying long-overdue sanctions on the group. This commonsense bill picked up significant momentum in the 118th Congress, including a unanimous passage through the House Foreign Affairs Committee, in a demonstration of widespread support for this long overdue measure.

    Under the Accountability for Terrorist Perpetrators of October 7th Act, the PRC would be designated as a Specially Designated Global Terrorist (SDGT) organization. This designation would create criminal and civil penalties for anyone willfully providing support to the PRC, including up to 20 years in prison, civil fines, and property forfeitures. In addition, the legislation would subject the Popular Resistance Committees and their members to financial asset-blocking sanctions in any financial institution connected to the U.S. financial system as well as visa-blocking sanctions. 

    “The Popular Resistance Committees have long been a dangerous and violent force in Gaza, committing heinous acts of terrorism and destabilizing the region. It is long overdue that we take decisive action to hold them accountable. The passage of this bill through the House Foreign Affairs Committee last Congress was a critical first step, and I am committed to ensuring that the PRC faces the sanctions they have long deserved in the 119th Congress,” said Congressman Mike Lawler (NY-17).
