  • MIL-OSI Canada: Showcasing Talent at the 2025 Skills Canada Saskatchewan Provincial Competition in Saskatoon

    Today, competitors from across the province compete in the annual Skills Canada Saskatchewan Provincial Competition in Saskatoon in venues across the city including Saskatchewan Polytechnic, Saskatchewan Indian Institute of Technologies, UA Local 179 and SMART Local 296.

    Apprentices, post-secondary students and high school students will compete across more than 45 categories for medals and the chance to represent the province at the Skills Canada National Competition on May 29 and 30 in Regina. 

    “On behalf of the Government of Saskatchewan, best of luck to all of this year’s competitors,” Deputy Premier and Immigration and Career Training Minister Jim Reiter said. “The skilled trades and technology sectors offer rewarding careers that are in high demand across the province. The skills you have gained through this competition will serve you well on your career journeys.” 

    Competition categories include bricklaying, car painting, graphic design, sheet metal work and electrical installations. Three new competition categories in Indigenous skills – beading, ribbon skirt and paddle making – have also been added this year. 

    Hundreds of competitors from secondary and post-secondary institutions are expected to attend this year’s competition. In addition to the competitions, visitors are invited to attend the try-a-trade and technology activity booths to participate in hands-on activities. 

    “We are excited to bring the amazing young talent in the skilled trades and technology industries together for our annual provincial competition,” Skills Canada Saskatchewan Executive Director Krystal Nieckar said. “The winning competitors will represent Saskatchewan at this year’s national competition in Regina, which is also a WorldSkills qualifying year.     Today, the Prime Minister, Mark Carney, spoke with the President of the United States, Donald J. Trump. The Prime Minister and the President had a very constructive conversation about the relationship between our two countries.

    The leaders agreed to begin comprehensive negotiations about a new economic and security relationship immediately following the election. In the interim, the leaders agreed that conversations between the Minister of International Trade and Intergovernmental Affairs and President of the King’s Privy Council for Canada, Dominic LeBlanc, and the United States Secretary of Commerce, Howard Lutnick, will intensify to address immediate concerns.

    The Prime Minister told the President that he would be working hard for the next month to earn the right to represent Canada in those discussions.

    The Prime Minister informed the President that his government will implement retaliatory tariffs to protect Canadian workers and our economy, following the announcement of additional U.S. trade actions on April 2, 2025.

    WASHINGTON D.C. – Today, Congressman David Scott (GA-13), Congressman Emanuel Cleaver (MO-05), and Congresswoman Nikema Williams (GA-05), members of the House Financial Services Committee,  led 50 House Democrats in sending a letter to Travis Hill, the Acting Chairman of the Federal Deposit Insurance Corporation (FDIC), opposing the Trump Administration’s effort to undermine the agency’s critical role of ensuring financial stability and protecting consumers from financial harm.

    This letter follows ongoing reports that the Trump Administration and Elon Musk are planning to move forward with a proposed merger of the FDIC with other key banking regulators, including the Consumer Financial Protection Bureau (CFPB), the Office of the Comptroller of the Currency (OCC), and the Federal Reserve’s supervisory division. In recent weeks the Administration fired hundreds of bank examiners, failed to put forward Acting Director Hill’s nomination to officially lead the agency before the U.S. Senate, and reportedly asked the Treasury Department to draft recommendations streamlining the role of other banking regulators in order to excerpt more control over them.

  • MIL-OSI USA: SBA Relief Still Available to South Dakota Small Businesses and Private Nonprofits Affected by Summer Drought

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses and private nonprofit (PNP) organizations in South Dakota of the April 28, 2025, deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning Aug. 20, 2024.

    The disaster declaration covers the counties of Custer, Fall River, Haakon, Jackson, Lawrence, Meade, Oglala Lakota and Pennington in South Dakota, as well as Niobrara and Weston counties in Wyoming.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs impacted by financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

Applicants may also call SBA’s Customer Service Center at (800) 659-2955 or email disastercustomerservice@sba.gov for more information on SBA disaster assistance.   • MIL-OSI USA: Elmore County Man Sent to Prison for Possession of Child Pornography and Computer-Generated Images of Child Sexual Abuse

    [BOISE] – Attorney General Raúl Labrador has announced that Terry Samuel Stoner, 64, was convicted of one count of Sexual Exploitation of a Child by Possession of Sexually Exploitative Material (Child Pornography) and one count of Visual Representation of the Sexual Abuse of Children (Computer-Generated Child Pornography). The Possession of Sexually Exploitative Material is a felony punishable by up to 10 years in prison. Visual Representation of the Sexual Abuse of Children is a new felony in Idaho having become law in 2024 and is punishable by up to 5 years in prison. Stoner was sentenced on March 24, 2025, by Elmore County District Judge Theodore Fleming.
    “Removing these offenders from our communities is a top priority,” said Attorney General Labrador.  “Our ICAC prosecutors and investigators work tirelessly to deliver justice for these tragically young victims of abuse and I’m grateful for the broad partnerships that have been built across the state to protect kids. I’m also pleased to see the application of Idaho’s new law that criminalizes computer-generated images of child sexual abuse.  As we saw in this case, and in many of our cases, computer-generated images of child sexual abuse often go hand in hand with the victimization of young children.”
    In approximately May 2024, the Internet Crimes Against Children (ICAC) Unit received multiple CyberTips from the National Center for Missing and Exploited Children that files containing child sexual abuse material (CSAM) were being uploaded from an I.P. address associated with Stoner’s place of residence in Hammett, ID. After obtaining a search warrant, investigators searched Stoner’s home and devices, locating multiple files of CSAM. Many of the files found depicted minor females aged approximately 2 years old to 12 years old engaged in sex acts with adults. Two of the files were computer-generated images depicting the sexual abuse of a female child aged approximately 8 years old to 12 years old.
    Judge Fleming sentenced Stoner to a total of 15 years in prison, ordering he be eligible for parole after serving 2 years. Stoner was also ordered to pay court costs. Upon release, Stoner will have to register as a sex offender pursuant to Idaho law.
    Senior Investigator Greg Lindsay in the Idaho Attorney General’s ICAC Unit led the investigation. The case was prosecuted by Deputy Attorney General Madison Allen.

  • MIL-OSI Security: Former federal officer sentenced for smuggling aliens and receiving bribes from cartel

    LAREDO, Texas – A former Customs and Border Protection (CBP) officer has been sentenced to federal prison in two separate cases for allowing aliens and cocaine across the border, announced U.S. Attorney Nicholas J. Ganjei.

    Emanuel Isac Celedon, 37, Laredo, pleaded guilty March 11, 2024, for his role in illegally smuggling illegal aliens into the United States through the Lincoln Juarez Port of Entry (POE) in Laredo. He also admitted to bribery and attempted importation of cocaine for accepting money to allow what he thought was cocaine to cross into the United States from Mexico. 

    U.S. District Judge Diana Saldana has now imposed a total of 117 months in prison for both cases to be immediately followed by four years of supervised release. He was also ordered to pay a money judgment of $17,980. At the hearing, the court noted Celedon’s job was to protect the United States from introduction of controlled substances and people not authorized to be in the country, and that he had failed in both regards. Judge Saldana added that Celedon was deeply involved in the organization and appeared to want to go even deeper.

    “Anybody who aids or works for the cartel is going to find themselves on the wrong end of a federal indictment,” said Ganjei. “This case was especially troubling given the position of trust the defendant held. His criminal conduct stands in stark contrast to the heroic work the men and women of CBP are doing every day to keep our border and ports secure.”

    While employed as a CBP Officer in Laredo in 2023, Celedon sought contacts within the Mexican criminal organization known as the Cartel del Noreste in order to smuggle drugs and aliens through his inspection lane in exchange for monetary payment.

    During an undercover operation, Celedon expressed his interest in smuggling cocaine for payment, provided his duty schedule and gave instructions directing a loaded vehicle to his inspection lane at the port of entry. He then allowed the vehicle to safely cross into the United States. 

    Using his position as a CBP officer, Celedon allowed several kilograms of what he believed to be cocaine into the United States on two separate occasions in October 2023. In exchange, he received $6,000.

    Further investigation revealed Celedon also conspired with at least three others to bring illegal aliens into the United States without inspection. Celedon provided his daily lane assignment to Mexican national Homero Romero-Hernandez, 32, who passed the information to Jose Osvaldo Zapata-Vasquez, 25, another Mexican national with ties to the cartel. Zapata-Vasquez hired Cotulla resident Beatris Guadalupe Martinez, 22, to act as the driver.

    Zapata-Vasquez relayed instructions to Martinez based on information Celadon provided regarding when to pick up the aliens in Mexico and which lane to approach when making entry to the United States.

    The investigation revealed Martinez transported people through Celedon’s lane on at least nine separate occasions between September and November 2023. Each time, Celedon permitted entry without inspecting any of Martinez’s passengers. Additionally, on at least two of those dates, Celedon falsely inputted information into a CBP database in order to avoid sending Martinez to a mandatory secondary inspection.

    Celedon then asked Zapata-Vasquez and Romero-Hernandez to relay this to smugglers in Mexico in order to reassure them that he was doing his part to facilitate the cartel’s smuggling efforts. Law enforcement seized $1,980 in cash from Celedon at the time of his arrest, which he admitted were proceeds from human smuggling.

    Judge Saldana previously sentenced Zapata-Vasquez, Romero-Hernandez and Martinez to 46, 36, and 42 months in prison, respectively.

    Celedon has been and will remain in custody pending transfer to a U.S. Bureau of Prisons facility to be determined in the near future.

    The Department of Homeland Security (DHS) – Office of Inspector General, Drug Enforcement Administration (DEA), Immigration and Customs Enforcement – Homeland Security Investigations (ICE-HSI) and CBP – Office of Professional Responsibility conducted the investigation with assistance from the HSI Human Smuggling Unit in Washington, D.C., CBP’s National Targeting Center International Interdiction Task Force, Texas Department of Public Safety, Border Patrol, Webb County Precinct 2 Constable’s Office and CBP Laredo Joint Forensic Center.

    The case is the result of an Organized Crime Drug Enforcement Task Forces (OCDETF) operation and coordinated efforts of Joint Task Force Alpha (JTFA).

    OCDETF identifies, disrupts and dismantles the highest-level criminal organizations that threaten the United States using a prosecutor-led, intelligence-driven, multi-agency approach.

    JTFA, a partnership with DHS, has been elevated and expanded with a mandate to target cartels and transnational criminal organizations to eliminate human smuggling and trafficking networks operating in Mexico, Guatemala, El Salvador, Honduras, Panama and Colombia that impact public safety and the security of our borders. JTFA currently comprises detailees from U.S. Attorneys’ Offices along the southwest border, including the Southern District of California, District of Arizona, District of New Mexico and Western and Southern Districts of Texas. Dedicated support is provided by the Justice Department’s Criminal Division, led by the Human Rights and Special Prosecutions Section and supported by the Money Laundering and Asset Recovery Section, Office of Enforcement Operations and the Office of International Affairs, among others. JTFA also relies on substantial law enforcement investment from DHS, FBI, DEA and other partners. To date, JTFA’s work has resulted in more than 355 domestic and international arrests of leaders, organizers and significant facilitators of alien smuggling, more than 320 U.S. convictions, more than 265 significant jail sentences imposed and forfeitures of substantial assets.

    This case is also part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s OCDETF and Project Safe Neighborhood.

    Today, during a hearing on the Senate Armed Services’ Subcommittee on Strategic Forces, U.S. Senator Deb Fischer (R-Neb.) questioned defense officials who confirmed that if portions of certain bands of spectrum currently utilized by the Department of Defense were auctioned off, President Trump’s Golden Dome could not be executed.

    Fischer Questions Defense Leadership:
    Senator Fischer: General Whiting, what would be the impacts to the mission effectiveness of SPACECOM were the government to auction off spectrum currently utilized by the Department? Could golden dome even take place?
    General Whiting: Ma’am, we could not execute golden dome without full access to those two spectrums that we discussed earlier, the lower three, and then the 7-8 GHz. We use that lower three band, again, through so many of our radars to be able to track from the ground, and then the 7-8 GHz band is so important for our communications and other special missions. I can only see those requirements getting bigger for those spectrums as Golden Dome delivers.
    Senator Fischer: And if it was auctioned off, and if it was vacated by the Department, what’s the time frame, not to mention the cost? What is the time frame in research development for those new sensors to be even located in another spectrum that wouldn’t have the capability that the current spectrum has to even to even accomplish that 10 years, 20 years?
    General Whiting: Madam Chair, I don’t have a timeline because I think our focus has been not on vacating that but figuring out if there’s a way to share that spectrum through dynamic spectrum sharing. And I understand there’s technologies there that may make that available. The Department has done some studies on that and laid out a series of conditions that would need to be met if dynamic spectrum sharing can occur. And I endorse that those conditions must be met if we’re going to figure out a way to share that spectrum with commercial industry.
    Senator Fischer: Can dynamic sharing take place now?
    General Whiting: Ma’am, I am told the technology is close to being ready. I don’t know if it is actually ready today, but we would want to verify that.
    Senator Fischer: Do we need to test?
    General Whiting: Yes, Ma’am, absolutely.
    Senator Fischer: General Cotton, same question to you, if the government were to auction off spectrum currently utilized by the Department. How would STRATCOM’s mission effectiveness be impacted?
    General Cotton: It would be impacted, Madam Chair, because of what would happen is, to the point that was made by General Whiting, you know, we count on understanding what the threat looks like, being able to see that threat before it actually comes. We call that left of launch type of activities, as well as what we’re talking about in the higher bands on what is the capacity and capability of my three legs to be able to utilize SATCOM, etc. It would absolutely affect us.

    “The Administration should not summarily detain and deport legal residents of this country merely for expressing their political views. Absent compelling evidence justifying her detention and the revocation of her status, we call for Ozturk’s release and the restoration of her visa,” wrote the lawmakers. 
    A total of 34 lawmakers signed the letter. In addition to Sens. Warren and Markey and Rep.     On March 25, 2025, Tufts University student Rumeysa Ozturk was arrested on her way to a Ramadan dinner event by masked, plainclothes officers. Surveillance video shows officers loading Ozturk into an SUV and departing in three unmarked vehicles. Bystanders observed that the incident “looked like a kidnapping.”
    For almost 24 hours, Ozturk’s location was unknown and her lawyer could not locate her. On the afternoon of March 26, more than twelve hours after a district court judge ordered the federal government not to remove Ozturk from Massachusetts without at least 48 hours’ notice, ICE’s locator system was updated to show that she was being held at the South Louisiana ICE Processing Center.
    This arrest appears to be one of the latest examples in a string of ICE arrests of university students with valid green cards and visas, seemingly on the basis of their political views. Ozturk was one of four authors of a 2024 op-ed in the Tufts student paper, which called for the university to “engage with and actualize” Israel- and Palestine-related resolutions passed by the university’s Student Senate.
    Secretary of State Marco Rubio has stated that the Administration will deny visas to those who “participate in that sort of activity,” referring to protest movements on campuses. Following Ozturk’s arrest, Tufts was informed that her “visa ha(d) been terminated” — similar to other recent cases in which ICE agents have declared, without a judicial or administrative hearing, that they were “terminating” or “revoking” students’ green cards and visas.
    The lawmakers asked the Departments of Homeland Security and State, along with ICE, to provide explanations for Ozturk’s arrest and visa revocation; her transportation to Louisiana despite a court order; officials’ use of unmarked vehicles, face coverings, and plain clothing; the federal government’s policies for terminating a student’s visa without a request from a university; and more.

    Washington, D.C. – At a hearing of the Senate Armed Services Committee, U.S. Senator Elizabeth Warren (D-Mass.) questioned Mr. Keith M. Bass, nominee for Assistant Secretary of Defense for Health Affairs, on the Department of Defense’s (DoD) pharmaceutical supply chain vulnerabilities. Mr. Bass committed to purchasing essential drugs from domestic manufacturers and working to expand DoD’s capabilities of manufacturing essential drugs in-house.
    Senator Warren has raised concerns about the DoD’s overreliance on foreign drug manufacturers and ensuing supply chain risks, including drug shortages and their impact on service members’ health and national security. 
    “DoD should prioritize domestic purchasing, but there are some instances where it makes sense for DOD to actually produce the medication itself,” said the senator.
    Mr. Bass agreed with the Senator on the need to have onshore capabilities: “The health and well-being of all of our military members is a priority… I commit to working with you and your staff.”
    Senator Warren secured provisions in the fiscal year 2025 National Defense Authorization Act that requires the Pentagon to establish a plan to ensure access to safe, high-quality pharmaceutical products and eliminate or mitigate risks in the pharmacy supply chain, including the feasibility of establishing a pharmaceutical manufacturing facility owned and operated by the Department of Defense (DoD).

    Senator Elizabeth Warren: Thank you. Mr. Chairman, healthcare for our men and women in uniform is critical in peacetime and even more so in wartime. Mr. Bass, if you are confirmed as Assistant Secretary of Defense for Health Affairs, you’re going to be responsible for ensuring nearly 10 million service members and their families receive quality health care, including timely access to medication. I am very concerned about our overreliance on foreign nations for the very medications that put the health of service members at risk and our national security along with it. 
    DoD spends over $5 billion on prescription drugs each year. It’s a lot of money. But in November 2023, the Defense Logistics Agency released a report revealing that the supply chain for a third of all drugs on the FDA essential medicines list is at very high risk. Why? Because the ingredients from these drugs are sourced from China, or we don’t even know where they’re sourced from. 
    So, Mr. Bass, do you agree that it is a threat to our readiness and to the potential health of our service members that DoD’s pharmaceutical supply chain relies so heavily on China?
    Mr. Keith Bass: Thank you, Senator, and thank you again for meeting with me. I do agree that it is a threat. It is a vulnerability.
    Senator Warren: This overreliance gives our adversaries the power to restrict DoD access to drugs when we need to be able to treat our men and women in uniform. It also leaves us with much less visibility into the practices of foreign manufacturers, which, by the way, routinely have quality issues that threaten both the efficacy and the safety of these drugs. For these reasons, the DoD report recommends boosting the production of finished drugs, active pharmaceutical ingredients, and other key starting materials so that we are making more of this right here in the United States. 
    Mr. Bass, do you think DoD should work to onshore the critical drugs the military needs, including writing contracts that require manufacturers to onshore these capabilities? 
    Mr. Bass: Thank you, Senator. I do. I think that we need to work with our industrial base, our private and public partners, and we need to have rapid response contracts, and we need to make sure that we have either onshore or near-shore capabilities.
    Senator Warren: Good. I’m glad to hear you say this. DoD should prioritize domestic purchasing, but there are some instances where it makes sense for DoD to actually produce the medication itself, like when the DoD is the sole customer for that medication. One example: the adenovirus vaccine, which is critical in preventing serious respiratory illness among service members, particularly service members in basic training. DoD developed the vaccine and licensed it then to private industry, but because the military is basically the only buyer, DoD couldn’t find a commercial manufacturer for nearly a decade. DoD eventually had to pay a private manufacturer nearly $100 million just to resume production. And during the years that the private sector refused to manufacture for DoD, there were thousands of cases of adenovirus per month and service members who actually died. 
    So Mr. Bass, if confirmed, will you commit to expanding DoD’s capabilities of producing essential drugs in-house to reduce risk and to secure DoD’s medical supply chain?
    Mr. Bass: Thank you, Senator. The health and well-being of all of our military members is a priority. I’m not familiar with the report, but I commit to working with you and your staff. 
    Senator Warren: All right, I appreciate that, because this is a serious problem, and ultimately, these are investments that will pay off. One expert estimated that the DoD would make its money back in three years after building its own adenovirus manufacturing facility. This is a long-standing, bipartisan concern. I worked with Senator Rubio for years on this, and last year, the Senate adopted our language directing the DoD to enter into contracts to domestically manufactured drugs and drug components that are currently sourced overseas and that are used exclusively by the military. I want to see us get that in the final version of the NDAA. There’s more work to do, and I look forward to working with you on this, Mr. Bass. Thank you, Mr. Chairman.

  • MIL-OSI USA: H.R. 1182, Compressed Gas Cylinder Safety and Oversight Improvements Act of 2025

    H.R. 1182 would amend the process the Pipeline and Hazardous Materials Safety Administration (PHMSA) uses to approve foreign-manufactured cylinders used to transport certain hazardous materials. In particular, the bill would:

    • Require PHMSA to approve foreign-manufactured cylinders every year, except under conditions specified in the bill (under current law, such approvals generally last for five years);
    • Broaden the criteria under which PHMSA could deny or reevaluate applications from foreign manufacturers; and
    • Increase the frequency of inspections at manufacturing facilities.

    Using information from PHMSA, CBO expects that the agency would need two full-time equivalent employees to carry out the bill’s requirements at an average annual cost of $200,000 per employee for pay and benefits. On that basis, CBO estimates that implementing H.R. 1182 would cost $2 million over the 2025-2030 period. Any related spending would be subject to the availability of appropriated funds.

  • MIL-OSI Global: ‘Everyday discrimination’ linked to increased anxiety and depression across all groups of Americans

    People who most frequently encounter everyday discrimination – those subtle snubs and slights of everyday life – are more likely to suffer from anxiety and depression.

    What’s more, that finding remains true no matter the person’s race, gender, age, education, income, weight, language, immigration status or where they live.

    These are the key takeaways from our recent study, published in JAMA Network Open.

    Everyday discrimination refers to the routine ways people are treated unfairly because of characteristics such as skin color, perceived background or general appearance.

    Generally, it means disrespectful treatment: waiting longer than others for help at a store, having your ideas dismissed without consideration at work, or hearing rude comments about your identity.

    Although marginalized groups endure everyday discrimination most often, our study indicates that this is a widespread issue affecting people of all races and backgrounds.

    I’m a professor who specializes in community health. My team and I analyzed data from the 2023 National Health Interview Survey, which included a weighted sample of nearly 30,000 U.S. adults, adjusted to accurately reflect more than 258 million people – approximately 75% of the country.

    Along with reporting frequency of everyday discrimination, participants completed clinical screenings for depression and anxiety.

    The results were striking: Nearly 56% of participants experienced at least occasional everyday discrimination, with 3.6% having “high levels,” meaning they faced discrimination most frequently – at least monthly and often weekly.

    High levels were most prevalent among Black adults, at 8.6%. Multiracial respondents were next with 6.4%. Hispanics and white participants were at about 3%, Asians just over 2%.

    Women and immigrants, people with disabilities and those who are overweight, obese or struggling with food insecurity also reported higher levels.

    When compared with those reporting no discrimination, participants with high levels had five times the odds of screening positive for either depression or anxiety, and nearly nine times the odds of screening positive for both.

    As discrimination increased, the increase in screening positive for depression, anxiety or both varied by race, with a more noticeable rise among groups that are often overlooked in these discussions – white, Asian and multiracial adults.

    This doesn’t mean discrimination is less harmful for Black, Hispanic/Latino or other racial and ethnic groups. One possible reason for our study’s findings may be that groups that have long endured structural discrimination may have developed more ways over time to cope with it.

    Why it matters

    At some point, all of us experience unfair treatment due to our personal traits. But this type of discrimination isn’t just unpleasant. Our study shows it has real consequences for health.

    Along with depression and anxiety, discrimination creates chronic stress, leading to increased risk for hypertension, heart disease, impaired brain functioning, accelerated aging and premature death.

    For some, everyday discrimination may emerge at different times in life. This can happen to people as they get older or when they become ill.

    But for others, it is a constant. This includes people living in marginalized communities, people of color, those socioeconomically disadvantaged or with disabilities, or those who identify as LGBTQ+.

    Ageism is one of many forms of everyday discrimination.

    What other research is being done

    Multiracial people are uniquely challenged because they navigate multiple racial identities. This often leads to feelings of isolation, which increases mental health risks.

    White adults, though less frequently exposed to racial discrimination, still face mistreatment, particularly if they have lower incomes, limited education or working-class backgrounds. In recent years, white people have perceived rising levels of discrimination against their own group.

    People of Asian descent are vulnerable to societal pressures and harmful stereotypes, which spiked during the COVID-19 pandemic.

    When factors are combined – for example, adding financial insecurity or immigration status to racism – compounded health challenges arise.

    What’s next

    Understanding how discrimination affects health for all can lead to policies and programs targeting root causes of mental health disparities and the rising rates of depression and anxiety.

    Discrimination isn’t just a Black versus white issue. It’s a public health crisis affecting all Americans. Acknowledging its harmful health effects is a first step.

    On March 25, 2025, Tufts University student Rumeysa Ozturk was arrested on her way to a Ramadan dinner event by masked, plainclothes officers. Surveillance video shows officers loading Ozturk into an SUV and departing in three unmarked vehicles. Bystanders observed that the incident “looked like a kidnapping.”

    For almost 24 hours, Ozturk’s location was unknown and her lawyer could not locate her. On the afternoon of March 26, more than twelve hours after a district court judge ordered the federal government not to remove Ozturk from Massachusetts without at least 48 hours’ notice, ICE’s locator system was updated to show that she was being held at the South Louisiana ICE Processing Center.

    This arrest appears to be one of the latest examples in a string of ICE arrests of university students with valid green cards and visas, seemingly on the basis of their political views. Ozturk was one of four authors of a 2024 op-ed in the Tufts student paper, which called for the university to “engage with and actualize” Israel- and Palestine-related resolutions passed by the university’s Student Senate.

    Secretary of State Marco Rubio has stated that the Administration will deny visas to those who “participate in that sort of activity,” referring to protest movements on campuses. Following Ozturk’s arrest, Tufts was informed that her “visa ha[d] been terminated” — similar to other recent cases in which ICE agents have declared, without a judicial or administrative hearing, that they were “terminating” or “revoking” students’ green cards and visas.

    The lawmakers asked the Departments of Homeland Security and State, along with ICE, to provide explanations for Ozturk’s arrest and visa revocation; her transportation to Louisiana despite a court order; officials’ use of unmarked vehicles, face coverings, and plain clothing; the federal government’s policies for terminating a student’s visa without a request from a university; and more.

    This week, Congresswoman Pressley issued a statement condemning reports that ICE arrested and detained Rumeysa Ozturk, an international student with legal status in a graduate program at Tufts University. Earlier in the week, Rep. Pressley issued a statement following reports of ICE activity in Boston and other municipalities in Massachusetts.

    (NEW BRITAIN, CT) – Governor Ned Lamont and Connecticut Transportation Commissioner Garrett Eucalitto today hosted a ceremony in downtown New Britain attended by a large crowd of state and local officials, transit advocates, small business owners, housing developers, and commuters to celebrate the tenth anniversary of CTfastrak, the state’s first regional bus rapid transit system.

    Launched on March 28, 2015, CTfastrak is a system of ten bus routes operated by the Connecticut Department of Transportation that provides direct service to and from Waterbury, Cheshire, Southington, Bristol, Plainville, New Britain, Newington, West Hartford, Hartford, and Manchester, with portions operating on a 9.4-mile dedicated roadway between New Britain and Hartford. It provides a one-seat, no-transfer ride to many regional employment, shopping, and healthcare destinations, as well as to rail service, including the New Haven Line, the Waterbury Branch Line, and the Hartford Line.

    Since its launch, CTfastrak has provided more than 28.5 million passenger trips. Today, it averages about 14,000 weekday trips. Among CTfastrak’s routes is Route 101, which is the busiest bus route in the state, serving about 1.1 million passengers annually.

    More than $550 million in transit-oriented development projects near CTfastrak stations have been completed, are currently under construction, or are being planned.

    In 2024, the Institute for Transportation and Development Policy ranked CTfastrak the No. 1 bus rapid transit system in the United States.

    “Take one look at any neighborhood that has a CTfastrak station and compare it with how those areas were doing ten years ago and you will note the hundreds of new units of housing and the many new businesses that have established operations in these communities over the last decade,” Governor Lamont said. “CTfastrak’s impact extends beyond providing commuters with convenient public transit. It is revitalizing communities and showing the direct connection between our transportation system and the growth of vibrant communities where people want to live, work, and play.”

    The Connecticut Department of Transportation continues to evolve CTfastrak’s service based on customer feedback and changing ridership habits.

    coalition of 36 county executives, mayors and local leaders from across New York State today announced their strong support for Governor Kathy Hochul’s mental health reforms. In their letter to Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie, these officials urged the New York State Legislature to swiftly pass these vital reforms to ensure that clinicians have the tools and resources necessary to help people with serious mental illness in their respective communities.

    “For too long, individuals struggling with severe mental illness have been left without the care they so desperately need,” Governor Hochul said. “These reforms will ensure that those who are most vulnerable and in crisis receive timely, life-saving treatment. By strengthening our mental health system, we are making New York safer, more compassionate, and better equipped to meet the needs of all its residents.”

    Coalition of Local Leaders Across the State said, “As elected officials who hear from a variety of constituents, we think these are commonsense changes that will help people get the behavioral healthcare they need, when they need it. We applaud Governor Hochul for having the courage to propose these changes and we urge the Legislature to support these changes to the law that would enable our communities to better care for those in need.”

    Governor Hochul’s proposal includes critical updates to involuntary commitment laws to further clarify that individuals could be involuntarily admitted if they are at significant risk of physical harm when their mental illness prevents them from being able to meet their basic needs such as food, shelter, and medical care. These changes will align New York with 43 other states, help vulnerable New Yorkers access the care they need, and further strengthen the continuity of mental healthcare statewide. It will also allow psychiatric nurse practitioners to participate in the commitment process in some instances.

    The Governor’s budget proposal also includes amendments to Kendra’s Law, which governs Assisted Outpatient Treatment (AOT) – an intervention that has demonstrated success reducing negative outcomes like criminal justice involvement and homelessness. The Governor’s Budget proposal also increases funding and enhances oversight over the program.

    The Governor is also proposing to increase funding for Enhanced Service Packages, which allow individuals to access AOT services without a court order and provide a transition option for those whose AOT orders have expired. Standardizing these packages across counties will ensure more individuals receive the support they need and deserve.

    Since taking office, Governor Hochul has committed over $1 billion to transforming New York’s mental health system. Her administration has restored inpatient psychiatric beds, increased oversight of insurance companies to ensure coverage for mental health care, and expanded outpatient services, crisis stabilization units, and peer support programs. These efforts align with the Governor’s broader commitment to a full continuum of care, providing sustained support for individuals beyond immediate crisis intervention.

    Washington, D.C. – Rep. Mariannette Miller-Meeks (IA-01) has joined Rep. Chip Roy (TX-21) in supporting H.R. 22, the SAVE Act, which strengthens election integrity by ensuring only American citizens can vote in federal elections. This legislation requires states to verify proof of citizenship before registering voters and mandates the removal of non-citizens from existing voter rolls, providing states with the necessary tools to enforce these safeguards.

    WASHINGTON – U.S. Senator Martin Heinrich (D-N.M.) joined U.S. Representative Teresa Leger Fernández (D-N.M.) and the New Mexico Congressional Delegation in sending a letter to President Trump urging him to reinstate Biden-era Executive Order 14112, titled “Reforming Federal Funding and Support for Tribal Nations to Better Embrace Our Trust Responsibilities and Promote the Next Era of Tribal Self-Determination.”

    President Trump’s decision to revoke the Executive Order reversed a significant policy designed to empower Tribal Nations by improving their access to federal funding and reducing bureaucratic hurdles. Signed by President Biden in 2023, the order aimed to reduce government interference on Tribal funding, and to make sure federal agencies meet their legal obligations for tribes.

    The order had tangible positive impacts, including facilitating federal support for tribal emergency response efforts and funding critical infrastructure projects such as fisheries management and broadband connectivity. It also established the Tribal Access to Capital Clearinghouse, a centralized hub for Native businesses to navigate federal funding opportunities. Its revocation creates uncertainty for Tribal Nations, potentially reinstating restrictive barriers to funding and creating instability in federally supported tribal programs.

    The letter pointed to key provisions of the rescinded executive order that aligned with the administration’s stated goals, including increasing “accessibility, flexibility, and utility of Federal funding and programs for Tribal Nations, while increasing the transparency, and efficiency of Federal funding processes.” The lawmakers warned that removing these provisions will exacerbate challenges that already hinder Tribal Nations’ ability to meet their communities’ needs.

    “Too often, federal funding processes impose unnecessary barriers for Tribal Nations, including restrictive limitations and burdensome reporting requirements,” the lawmakers wrote. “Without the coordination and efficiency processes established under the Tribal Self-Determination EO, these challenges will only grow, creating uncertainty and instability that directly undermines tribal self-determination.”

    The lawmakers called on the administration to immediately reinstate Executive Order 14112 and engage in meaningful consultation with Tribal Nations moving forward.

    “We urge you to restore [the Biden-era executive order] and work directly with Tribal Nations, Congress, and your federal agencies to ensure Tribal Nations are able to exercise their sovereignty and more efficiently access federal support,” the letter concluded.

  • MIL-OSI USA: SBA Relief Still Available to Washington Small Businesses and Private Nonprofits Affected by Summer Drought

    SACRAMENTO, Calif. – The U.S. Small Business Administration (SBA) is reminding eligible small businesses and private nonprofit (PNP) organizations in Washington of the April 28, 2025, deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning July 2, 2024.

    The disaster declaration covers the counties of Benton, Grant, King, Kittitas, Klickitat, Lewis, Pierce, Skamania and Yakima.

    SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises.

    EIDLs are for working capital needs caused by the disaster and are available even if the small business or PNP did not suffer any physical damage. They may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster.

    “SBA loans help eligible small businesses and private nonprofits cover operating expenses after a disaster, which is crucial for their recovery,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “These loans not only help business owners get back on their feet but also play a key role in sustaining local economies in the aftermath of a disaster.”

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due, until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

  • MIL-OSI Security: Latin Music Talent Agency and Its CEO Found Guilty of Violating U.S. Sanctions by Doing Business with Cartel-Linked Concert Promoter

    LOS ANGELES – The CEO of a Latin music conglomerate and his talent agency were found guilty by a jury today of conspiring to violate the Foreign Narcotics Kingpin Designation Act by conducting business with a Guadalajara-based concert promoter with ties to Mexican drug cartels.

    José Ángel Del Villar, 44, of Huntington Beach, the CEO of Del Records and its related talent agency Del Entertainment Inc., was found guilty of one count of conspiracy to transact in property of specially designated narcotics traffickers in violation of the Kingpin Act and 10 counts of violating the Kingpin Act.

    Co-defendant Del Entertainment also was found guilty of all 11 counts of which Del Villar was convicted.

    According to evidence presented at a nine-day trial, in April 2018, the defendants did business with Jesús Pérez Alvear, a.k.a. “Chucho,” of Guadalajara, Mexico, a music promoter who controlled Gallistica Diamante, a.k.a. Ticket Premier. Pérez promoted concerts for Del Entertainment in Mexico until March 2019.

    The U.S. Treasury Department listed Pérez and his company as “specially designated narcotics traffickers” under the Kingpin Act on April 6, 2018, after concluding he facilitated money laundering for the Cartel de Jalisco Nueva Generación (CJNG) and the Los Cuinis drug trafficking organization. The Kingpin Act prevents people in the United States from conducting business with sanctioned persons and entities.

    Even though Del Villar and Del Entertainment were aware that it was illegal to engage in transactions or dealings with Pérez, they willfully did business with him by continuing to have a Del Entertainment musical artist perform at concerts in which Pérez and Del Entertainment had a financial interest.

    For example, on April 19, 2018, FBI agents approached a well-known musician and explicitly told him about Pérez’s designation under the Kingpin Act and how that prohibited him from conducting business with Pérez and performing concerts that Pérez promoted.

    On April 28, 2018, the musician performed at a music concert which Pérez organized. Del Villar’s credit card was used to pay for a private jet that brought the musician from Van Nuys Airport to the performance in Aguascalientes, Mexico.

    On multiple other occasions in 2018 and 2019, Pérez and Del Villar continued to do business by arranging for the musician to perform at concerts in Mexico – including Mexicali and San José Iturbide, Guanajuato.

    “The defendants here chose to get into business with an individual they knew had ties to the CJNG and had been designated a narcotics trafficker under the Kingpin Act,” said Acting United States Attorney Joseph McNally. “Cartels and transnational criminal organizations cause immeasurable harm to our country. We are using every tool to eliminate these organizations and will prosecute those that do business with cartels.”

    “Doing business with government-sanctioned individuals is illegal and can have very serious consequences,” said Akil Davis, the Assistant Director in Charge of the FBI’s Los Angeles Field Office. “Today’s guilty verdict sends a message to music industry associates and others who engage in business with those sanctioned for laundering money for Mexican drug cartels will not be tolerated by the FBI, nor our partners at the IRS and the United States Attorney’s Office.”

    United States District Judge Maame Ewusi-Mensah Frimpong scheduled an August 15 sentencing hearing, at which time Del Villar will face a statutory maximum sentence of 30 years in federal prison for each count. Del Entertainment will face a sentence of five years of probation and a fine of $10 million for each count.

    Co-defendant Luca Scalisi, 58, of West Hollywood, has pleaded not guilty to the charges against him in this case and is scheduled to be tried separately in July 2025.

    Co-defendant Pérez, who previously pleaded guilty to conspiracy to transact in property of specially designated narcotics traffickers, was murdered in Mexico in December 2024. 

    The FBI and IRS Criminal Investigation investigated this matter. The Treasury Department’s Office of Foreign Assets Control provided significant assistance in this matter.

    Assistant United States Attorneys Benedetto L. Balding and Alexander B. Schwab of the Corporate and Securities Fraud Strike Force, and Kathrynne N. Seiden of the Terrorism and Export Crimes Section, prosecuted this case, with substantial assistance from the International Narcotics, Money Laundering, and Racketeering Section.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETF) and Project Safe Neighborhood (PSN).

    Thank you, Mr President.

    We thank the High Commissioner for his report. The ongoing and rapid deterioration of human rights in Haiti is shocking. 

    The Haitian people have long suffered indiscriminate attacks by armed criminal gangs – these have contributed to over a million Haitians being displaced from their homes.

    Widespread recruitment, exploitation and abuse of children by these gangs is still happening. At the same time the use of sexual violence as a form of punishment and to spread fear within communities is increasing.

    Re-establishing security to end the scourge of gangs remains essential to Haiti’s long-term stability. The UK supports the work of the Multinational Security Support Mission to Haiti and is providing £5 million to OHCHR to ensure the Mission’s compliance with international standards on human rights, conduct and discipline.

    We will continue to take action against perpetrators of human rights abuses in Haiti through sanctions.

    Once full-year appropriations for federal activities funded by the 12 annual appropriation acts for a fiscal year are enacted, section 254 of the Balanced Budget and Emergency Deficit Control Act of 1985 (Public Law 99-177, as amended) requires the Congressional Budget Office to report estimates of the limits (often called caps) on discretionary budget authority that are in effect for that year. CBO also must report whether, according to its estimates, enacted legislation for the current fiscal year has exceeded those caps and thus would trigger a cancellation of budgetary resources, called a sequestration. For this report, CBO’s calculations are based on the estimates it provided to the Congress when appropriation legislation was considered.

    In CBO’s estimation, a sequestration will not be required for 2025. However, the authority to make that determination—and, if so, how to cut budgetary resources—rests with the Administration’s Office of Management and Budget (OMB). Those determinations are based on OMB’s own estimates of federal spending and the caps. In some cases, those estimates may be different from CBO’s and could indicate that total funding is at or above the caps. OMB may adjust the caps by applying a technical estimating allowance when making that determination.

    The federal bank regulatory agencies today announced, in light of pending litigation, their intent to issue a proposal to both rescind the Community Reinvestment Act (CRA) final rule issued in October 2023 and reinstate the CRA framework that existed prior to the October 2023 final rule. The agencies will continue to work together to promote a consistent regulatory approach on their implementation of the CRA.

    On March 18, 2025, Yukon Premier Ranj Pillai joined Canada’s Premiers in sending a letter to Prime Minister Mark Carney urging the federal government to take immediate action on bail reform and to strengthen public safety measures. The letter, which builds on past efforts by the Yukon and other provinces and territories, calls for comprehensive legislative changes to address critical issues in Canada’s bail system.

    While the Government of Yukon believes that legal experts are best placed to advise on issues of criminal law, there is widespread agreement across provinces and territories that evidence-based reform is needed for Canada’s bail system. Careful consideration of the broader impact on public safety and individual rights must be considered, but so must the experiences of victims of crime, their families and Yukon communities.

    The letter commended the federal government’s amendments introduced through Bill C-48, but notes that while these changes represent progress, they do not fully address the ongoing risk posed by violent and repeat offenders released on bail.

    Key points of the letter include the need for:

    • swifter action: The Government of Yukon was pleased to see that in response to previous calls from the Premiers for bail reform, the federal government committed to amending the Criminal Code to address the bail system in the December 2024 Fall Economic Statement. The Government of Yukon urges the Government of Canada to move forward with these efforts as soon as possible.
    • enhanced data monitoring: The letter stresses the need for the Department of Justice Canada to allocate resources to support provinces and territories in collecting, analyzing and reporting reliable data on bail and probation, including to monitor the effectiveness of the legislative changes brought into force through C-48. Improved data collection and sharing is a part of the Government of Yukon’s improvements to repeat offender management within the territory.
    • shared responsibility: The Premiers’ letter acknowledges that while provincial and territorial governments are actively addressing interconnected issues such as poverty, homelessness, addiction, trauma and mental health, the federal government must lead in enacting meaningful legislative reform in criminal law, over which it has exclusive jurisdiction.

    Additionally, the Government of Yukon is continuing to focus on public safety by:

    • increasing funding for the RCMP by $5.2 million in Budget 2025–26, bringing the total investment in the RCMP for the upcoming fiscal year to $47 million. This increased funding will result in the creation of eight new RCMP positions, including new officers for specialized teams, permanent funding for two officer positions with Car 867 and two additional officers for the Whitehorse detachment. The funding in this year’s budget also supports modernized equipment for safer policing and public accountability. This funding is subject to legislative approval.
    • leading work with the City of Whitehorse, the Aboriginal Community Safety Planning Initiative and the Canadian Centre for Safer Communities to develop a multi-year Community Safety and Wellbeing Plan for Whitehorse, including issues in the downtown core. This roadmap will identify local safety concerns, set priorities and outline actionable steps to reduce risk and vulnerability, while encouraging active community engagement throughout the process.
    • implementing action items outlined in the Downtown Whitehorse Safety Response Action Plan to create a safe, vibrant and inclusive downtown for all.
    • partnering with organizations like Safe at Home Society to renovate properties and launch supportive housing programs that offer safe, stable housing along with wrap-around services to support vulnerable populations.
    • working with the Whitehorse Chamber of Commerce and industry partners to launch SafeBiz, the Whitehorse Community Safety Pilot Program, to address concerns about crime, theft and the escalation of workplace violence impacting the Whitehorse business community. With funding from the Government of Yukon, the SafeBiz program offers businesses free security assessments and recommendations, safety and de-escalation training and resources to help businesses improve their security measures.
    • encouraging Yukoners to report criminal activity to the RCMP or to Crimestoppers. Yukoners can also submit complaints about certain illegal activities occurring at properties to SCAN, the Safer Communities and Neighbourhoods Unit, a complaint-driven process to disrupt illegal activities and improve community safety.

    The Government of Yukon reaffirms its commitment to public safety and continues to call on the federal government to act swiftly to help the provinces and territories better protect communities. 

    Delays in criminal justice system and bail reform compromise the safety of our communities. Alongside the other provinces and territories, our government has repeatedly raised concerns about shortcomings in the criminal justice system to federal counterparts. This letter is another step in our efforts to stop criminal activity, protect Yukoners and Yukon businesses and make our communities safer for everyone.

    “On Friday, March 21, I joined territorial and provincial First Ministers in Ottawa, Ontario for a productive and collaborative discussion focused on leveraging Canada’s economic advantages to counter the unjustified and unamerican tariffs imposed by the United States on Canadian imports. This was also an important opportunity for the Premiers to meet with the newly appointed Prime Minister, Mark Carney.

    “The Yukon government continues to support the work being done to advance a national trade corridor, given the conversations that our government is having with Yukon businesses about their concerns regarding shipping and transportation costs. I am also encouraged by the Prime Minister’s commitment to a streamlined review process for major projects that respects provincial and territorial environmental assessment processes and social acceptability.

    “I want to thank my fellow Premiers for standing up for the North by highlighting Arctic security and the need to grow the northern economy. It is encouraging to see the federal government significantly increasing its investment in Arctic security across the North. As defence rightfully becomes a central focus in our discussions, this increased commitment is a crucial step in protecting Canada’s safe, strong and secure future.     The Government of Yukon is opening an Expression of Interest (EOI) intake for employers who want to apply to the Yukon Nominee Program (YNP) in 2025. This process will allow the Government of Yukon to invite employers to submit YNP applications for foreign nationals in locations or positions that align with the 2025 priorities, rather than rely on a first come, first serve approach.

    The intake period for the Expression of Interest will open on March 31, 2025, at 9 am Yukon Standard Time. It will close on April 22, 2025, at 4:30 pm Yukon Standard Time.

    To be added to the Expression of Interest pool, employers will submit a simple form to provide basic information about the foreign worker they want to nominate. From this pool, the department will invite employers to submit a full application to the Yukon Nominee Program, based on whether their candidate falls into one or more of the following priority areas:

    • Foreign nationals who have lived and worked in the Yukon for at least one year
    • Yukon University graduates
    • Francophone or French-speaking
    • Temporary Measure Letter or Support recipients

    These priorities were identified based on close discussion with industry organizations and feedback from the Yukon business community. They were created to help ensure the limited allocation available for 2025 was managed strategically and transparently and to reflect both the priorities of the Government of Yukon and the needs of employers and workers. A new Expression of Interest-based approach has been developed in consideration of this ongoing dialogue and how the program can better meet participant and labour market needs.

    There is no limit to the number of submissions that will be accepted through the Expression of Interest intake. However, due to the decreased number of allocations the Yukon has received from Immigration, Refugees and Citizenship Canada (IRCC), it is likely that not all who express interest will be invited to apply for a nomination. The maximum number of foreign nationals that the Yukon can nominate in 2025 is 215. 

    Quick facts

    • Employers do not need to submit an Expression of Interest if they already applied to the YNP in 2024. However, the 2025 priorities will apply to these carry-over applications. The department will contact employers who have existing 2024 applications with more information.

    • Moving to an Expression of Interest model is consistent with other jurisdictions in Canada, as we work to adapt to the changing immigration landscape across the country.

    • This approach helps to avoid the pressures of a first come, first serve model where the quickest businesses to apply are the only ones who have access to the limited number of nominations available.

    • At the end of the Expression of Interest intake, the department will post the number of submissions received on Yukon.ca.

    • In January 2025, IRCC informed the Yukon of a 50 per cent reduction in nominee program allocations for the year. In consideration of the Government of Canada’s priority to stabilize immigration levels across the country, lower allocation limits are expected to continue.
