    Three cities that share a healthy vision for their residents won UN World Health Organization awards on Thursday for their smoke-free parks, clean air initiatives and obesity-busting school lunch initiatives.

    Córdoba in Argentina, Fortaleza in Brazil and Manchester in the UK picked up accolades at a healthy cities summit, co-hosted by the UN World Health Organization (WHO), Bloomberg Philanthropies and Vital Strategies.

    The Argentinian city won recognition for its policy to eliminate sugary and artificially sweetened drinks – along with ultra-processed foods – from all schools by 2026. So far, 15,000 primary schoolchildren in 26 schools have benefited.

    We’re seeing a lot of progress in local leadership and mayors from across the world taking on the fight and trying to lower rates of the world’s biggest killers, heart disease, diabetes, cancers and respiratory diseases,” said Jaimie Guerra, Communications Officer at WHO.

    The Summit in Paris brought togethers mayors and officials from 61 cities around the world to discuss how to build healthier local communities.

    WHO Director-General Tedros Adhanom Ghebreyesus congratulated the three winners, who he said were a model for other cities to follow, at the forefront of the fight against non-communicable diseases and injuries.

    Non-communicable illnesses include heart disease, cancer, diabetes and chronic respiratory disease. They are responsible for the vast majority of fatalities, said UN Special Envoy on Climate Ambition and Solutions, Michael Bloomberg, who was also at the summit in France.

    The diseases “are responsible for more than 80 percent of all deaths globally, but the good news is, they are preventable”, said Mr. Bloomberg, founder of Bloomberg LP and Bloomberg Philanthropies and the three-time former mayor of New York City.

    Breathing more easily

    Winner Fortaleza established its first legal framework for air quality surveillance in a bid to curb air pollution and help people breathe more easily.

    The Brazilian city authorities in 2023 adopted a decree ensuring local monitoring of air pollutants and the installation of low-cost sensors for better data collection.

    Greater Manchester meanwhile has continued its efforts to curb tobacco use, introducing its first smoke-free 6.5-acre park.  

    The northern English city also launched a smoke-free toolkit for hospitals and is developing a broader toolkit to support organizations to create tobacco-free spaces.

    Tackling the world’s biggest killers

    Participants in the healthy cities summit included representatives from Dhaka in Bangladesh, Helsinki in Finland, the Sri Lankan capital of Colombo, Lusaka in Zambia and Quito in Ecuador.

    The participating urban centres are part of the Partnership for Healthy Cities, a global network of 74 cities launched in 2017 to prevent non-communicable diseases and injuries through policy and programmes.  

    “These programmes are really making a difference,” said WHO’s Ms. Guerra. “And in the partnership, most of the cities are one million-plus people. In total, it covers more than 300 million people.”

    Minister responsible for Women and Gender Equity Directorate Jeanie McLean and Minister of Health and Social Services Tracy-Anne McPhee have issued the following statement:

    “Today we observe Two-Spirit and Indigenous LGBTQIA+ Awareness to Celebration Day in the Yukon. The fact that this day falls on the spring equinox is not by chance – it aligns with the idea of celebrating new beginnings and embracing positive change. The celebration of the Two-Spirit Day comes at an important time, when transphobic policies based on hate and ignorance are being passed internationally, stripping transgender and gender-nonconforming people of their fundamental rights to self-expression and self-determination.

    “Two-Spirit and Indigenous LGBTQIA+ identities, expressions and experiences have always existed. Indigenous peoples have long had complex gender systems in place. Broadly speaking, Two-Spirit people were well-loved and respected and often held important roles in their communities, such as negotiators, healers, counsellors, storytellers and knowledge-keepers.

    “However, colonial violence – both historical and ongoing – has had enormous negative impacts on Two-Spirit+ and Indigiqueer people. A colonial understanding of gender binary creates an unequal power dynamic between all of us, as well as those who conform to it and those who don’t. It perpetuates discrimination, disadvantages and violence. Recognizing and honouring Two-Spirit and Indigenous LGBTQIA+ identities is a step towards healing and we lift our hands up to those Two-Spirit and Indigiqueer people in the Yukon and beyond who have advocated for this day.

    “Honouring the diversity of Indigenous sexualities and gender identities is an important step in the implementation of the Yukon’s Missing and Murdered Indigenous Women, Girls and Two-Spirit+ People Strategy and the LGBTQ2S+ Inclusion Action Plan. It will bring us closer towards our ultimate vision: violence-free communities where Indigenous women, girls and Two- Spirit+ people are safe and respected.

    “We – the Government of Yukon – need to maintain the momentum and continue to work with the Two-Spirit+ and Indigiqueer community to ensure that they feel seen and represented in all spheres of our public life. Ally is a verb, not a self-appointed title: the moment we stop working towards decolonization, we are failing at reconciliation.

    Introduction

    As part of an effort to provide greater clarity on the application of the federal securities laws to crypto assets,[1] the Division of Corporation Finance is providing its views[2] on certain activities on proof-of-work networks known as “mining.” Specifically, this statement addresses the mining of crypto assets that are intrinsically linked to the programmatic functioning of a public, permissionless network, and are used to participate in and/or earned for participating in such network’s consensus mechanism or otherwise used to maintain and/or earned for maintaining the technological operation and security of such network. We refer in this statement to these crypto assets as “Covered Crypto Assets”[3] and their mining on proof-of-work networks as “Protocol Mining.”[4]

    Protocol Mining

    Networks rely upon cryptography and economic mechanism design to eliminate the need for designated trusted intermediaries to verify network transactions and provide settlement assurances to users. The operation of each network is governed by an underlying software protocol, consisting of computer code, that programmatically enforces certain network rules, technical requirements, and rewards distributions. Each protocol incorporates a “consensus mechanism,” or method for enabling the distributed network of unrelated computers (known as “nodes”) that maintain the peer-to-peer network to agree on the “state,” or authoritative record of network address ownership balances, transactions, smart contract code, and other data, of the network. Public, permissionless networks allow anyone to participate in the network’s operation, including the validation of new transactions to the network in accordance with the network’s consensus mechanism.

    Proof-of-work (“PoW”) is a consensus mechanism that incentivizes network transaction validation by rewarding network participants, called “miners,” who operate nodes adding computational resources to the network.[5] PoW involves validating transactions on a network and adding them in blocks to the distributed ledger. The “work” in PoW is the computational resources that miners contribute to validate transactions and add new blocks to the network. Miners do not have to own the network’s Covered Crypto Asset to validate transactions.

    Miners use computers to solve complex mathematical equations in the form of cryptographic puzzles. Miners compete with their peers to solve these puzzles, and the first miner to solve a puzzle is tasked with accepting batches of transactions from other nodes and validating (or proposing) new blocks of transactions to the network. In exchange for providing validation services, miners earn “Rewards” in the form of newly “minted” or created Covered Crypto Assets that are delivered under the terms of the protocol.[6] In this way, PoW creates an incentive for miners to invest the resources necessary to add valid blocks to the network.

    A miner providing validation services receives the Reward only after the other nodes in the network verify, through the protocol, that the solution is correct and valid. To this end, once a miner finds the correct solution, it broadcasts this information to other miners who can verify whether the miner properly solved the puzzle to receive the Reward. Once verified, all miners then add the new block to their own copies of the network. PoW is designed to secure the network by requiring miners to spend considerable time and computational resources to authenticate transactions. When the validation process functions in this way, it not only makes it less likely that someone would seek to undermine a network but also makes it less likely that miners could include altered transactions, such as those enabling the “double spending” of Covered Crypto Assets.[7]

    In addition to self (or solo) mining, miners can join “mining pools,” which allow miners to combine their computational resources to increase their chances of successfully validating transactions and mining new blocks on the network. Mining pools have developed into various types, each with differing methods of operation and Reward distribution.[8] A pool operator typically is responsible for coordinating the miners’ computational resources, maintaining the pool’s mining hardware and software, overseeing the pool’s security measures to protect against theft and cyberattacks, and ensuring that the miners are paid their Rewards. In return, the pool operator charges a fee that is deducted from the miners’ share of the Rewards earned by the mining pool. Reward payouts vary among pools, although Rewards often are distributed across the mining pool in proportion to the amount of computational resources that each miner contributes to the pool. Miners have no obligation to stay in a pool and can choose to leave a pool at any time.

    Division’s View on Protocol Mining Activities

    It is the Division’s view that “Mining Activities” (defined in this statement) in connection with Protocol Mining, under the circumstances described in this statement, do not involve the offer and sale of securities within the meaning of Section 2(a)(1) of the Securities Act of 1933 (the “Securities Act”) and Section 3(a)(10) of the Securities Exchange Act of 1934 (the “Exchange Act”).[9] Accordingly, it is the Division’s view that participants in Mining Activities do not need to register transactions with the Commission under the Securities Act or fall within one of the Securities Act’s exemptions from registration in connection with these Mining Activities.

    Protocol Mining Activities Covered by this Statement

    The Division’s view pertains to the following Protocol Mining activities and transactions (“Mining Activities” and each a “Mining Activity”): (1) mining Covered Crypto Assets on a PoW network; and (2) the roles of mining pools and pool operators involved in the Protocol Mining process, including their roles in connection with the earning and distribution of Rewards. Only Mining Activities undertaken in connection with the following types of Protocol Mining are addressed in this statement.

    • Self (or Solo) Mining, which involves a miner mining Covered Crypto Assets using its own computational resources. The miner may work alone or together with others to operate a node and mine Covered Crypto Assets.
    • Mining Pool, which involves miners combining their computational resources with other miners to increase their chances of successfully validating transactions and mining new blocks on the network. Reward payments may flow from the network directly to the miners or indirectly to them through the pool operator.

    Discussion

    Section 2(a)(1) of the Securities Act and Section 3(a)(10) of the Exchange Act each defines the term “security” by providing a list of various financial instruments, including “stock,” “note,” and “bond.” Because a Covered Crypto Asset does not constitute any of the financial instruments that are specifically enumerated in the definition of “security,” we conduct our analysis of certain transactions involving Covered Crypto Assets in the context of Protocol Mining under the “investment contract” test set forth in SEC v. W.J. Howey Co.[10] The “Howey test” is used to analyze arrangements or instruments not listed in those statutory sections based on their “economic realities.”[11]

    In evaluating the economic realities of a transaction, the test is whether there is an investment of money in an enterprise premised on a reasonable expectation of profits to be derived from the entrepreneurial or managerial efforts of others.[12] Federal courts since Howey have explained that Howey’s “efforts of others” requirement is satisfied when “the efforts made by those other than the investor are the undeniably significant ones, those essential managerial efforts which affect the failure or success of the enterprise.”[13]

    Self (or Solo) Mining

    A miner’s Self (or Solo) Mining is not undertaken with a reasonable expectation of profits to be derived from the entrepreneurial or managerial efforts of others. Rather, a miner contributes its own computational resources, which secure the network and enable the miner to earn Rewards issued by the network in accordance with its software protocol. To earn Rewards, the miner’s activities must comply with the rules of the protocol. By adding its computational resources to the network, the miner merely is engaging in an administrative or ministerial activity to secure the network, validate transactions and add new blocks, and receive Rewards. A miner’s expectation to receive Rewards is not derived from any third party’s managerial or entrepreneurial efforts upon which the network’s success depends. Instead, the expected financial incentive from the protocol is derived from the administrative or ministerial act of Protocol Mining performed by the miner. As such, Rewards are payments to the miner in exchange for services it provides to the network rather than profits derived from the entrepreneurial or managerial efforts of others.

    Mining Pool

    Likewise, when a miner combines its computational resources with other miners to increase their chances of successfully mining new blocks on the network, the miner has no expectation of profit derived from the entrepreneurial or managerial efforts of others. By adding its own computational resources to a mining pool, the miner merely is engaging in an administrative or ministerial activity to secure the network, validate transactions and add new blocks, and receive Rewards. In addition, any expectation of profits that the miners have is not derived from the efforts of a third party, such as a pool operator. Even when participating in a mining pool, individual miners still perform the actual mining activity by contributing their computational power to solve the cryptographic puzzles for validation of new blocks. Moreover, whether a miner self (or solo) mines or mines as a member of a mining pool does not alter the nature of Protocol Mining for purposes of the Howey analysis. In either case, Protocol Mining, as described in this statement, remains an administrative or ministerial activity. Further, a pool operator’s activities in operating the mining pool using the combined computational resources of participating miners primarily are administrative or ministerial in nature. While some of the pool operator’s activities may benefit the group of miners, any such efforts are not sufficient to satisfy Howey’s “efforts of others” requirement because miners primarily are relying on the computational resources that they provide in conjunction with other members to the mining pool to earn profits. To this end, a miner does not join a mining pool based on the ability to earn profits passively from the activities of the pool operator.

    LAS VEGAS, NV – Yesterday, U.S. Senator Jacky Rosen (D-NV) visited the Las Vegas Metropolitan Police Department’s (LVMPD) new Wellness Bureau to discuss the importance of mental health support for Nevada’s law enforcement community. Senator Rosen toured the facility with its director, Dr. James Tenney, and heard directly about what the department is doing to support the needs of their police force. They also discussed how additional federal resources would be helpful to continue supporting Nevada’s law enforcement.
    “Our law enforcement officers put their lives on the line to keep us safe, and that can take a toll on their mental health,” said Senator Rosen. “I was glad to tour LVMPD’s Wellness Bureau today to see firsthand how they’re supporting their officers’ well-being, and hear about any additional federal resources the department may need. I’m working across party lines to support our first responders’ mental health, and I’ll keep fighting to deliver federal resources for Nevada’s law enforcement officers.”
    Senator Rosen has been working to support Nevada’s law enforcement community and ensure it has the resources needed to fight crime effectively and safely. Last year, she announced over $300,000 in federal funding for Nevada to help law enforcement fight drug trafficking. Senator Rosen also announced nearly one million dollars in federal funding for Nevada law enforcement to hire more officers, purchase essential equipment, and invest in officer mental health. A bipartisan bill she backed to fund family support and mental health services for law enforcement officers passed the Senate last year.

    “Today is Two-Spirit Celebration and Awareness Day, a day dedicated to uplifting Two-Spirit, trans and non-binary Indigenous people, as well as their families, supporters and communities.

    “This awareness day coincides with the spring equinox, signalling a balance between the cold of winter and the warmth of summer.

    “I invite all British Columbians to join me in honouring Two-Spirit people and reaffirm our commitment to supporting Indigenous-led pathways toward inclusion, equity and safety.

  • MIL-OSI Canada: Government of Canada Invests $2.7 million in London to Enhance Climate Resilience and Community Spaces

    London, Ontario, March 20, 2025 — Today, MP Peter Fragiskatos, Rodger J. Moran, Co-Executive Director Finance & Administration at ReForest London, and Tom Partalas, Optimist Club of London, announced $2.7 million in funding through the Green and Inclusive Community Buildings fund.

    Up to $2.1 million will be invested in Reforest London for the Perth Centre for Community Forestry in London will support the transformation of a 1940s Veterans facility into an energy-efficient, solar-powered, climate resilient centre.

    This facility will offer community forestry programs focused on combating climate change, particularly extreme heat, through tree planting and other nature-based solutions. The centre will provide a variety of free programs, events, and services to the public.

    London Optimist Sports Centre will receive an investment of $600,000 towards green improvements. This will retrofit windows and minimize energy loss, and update outdated mechanical systems and HVAC equipment to optimize performance and reduce environmental impact. The project will provide a more eco-friendly facility, benefiting the London community and its over 600,000 annual visitors by improving comfort and lowering operational costs.

    The federal government recognizes the importance of community spaces and remains committed to strengthening and revitalizing Canadian communities, ensuring we remain connected through common interest and shared spaces.

    On February 5, 2025, BD sent all affected customers a Medical Device Correction letter recommending the following actions:

    Review the updated electronic Instructions for Use (eIFU) for Rotarex Atherectomy System, ZE10895 revision C1 09/24, in its entirety, which can be found on BD’s website.
    Review the updated online, on-demand training on the safe and effective use of the Rotarex Atherectomy System, reflecting the recent eIFU updates by registering on the BD Learning Academy Learning Management System. 
    Post BD’s “Urgent: Medical Device Correction” notice with the stored product as evidence of the updated eIFU.

    BD has identified that certain patient anatomical characteristics, including vessel size, angulation, tortuosity, degree of calcification, and procedural factors such as contralateral access, sheath kinking, lack of continuous blood flow, and catheter advancement related factors, could contribute to helix fracture and/or breakage events. BD is continuing to investigate what contributing factors exist that may have resulted in reported failure and/or breakage events. Updates to the Warnings section of the eIFU for US distributed Rotarex Atherectomy Systems include:

    Use a kink resistant, suitably reinforced sheath of the same size as the Rotarex™ Atherectomy Catheter, or 1 French size bigger. When choosing a contralateral approach this may also serve to facilitate a smooth transition across the aortic bifurcation.

    What to Do

    On February 19, 2025, Calyxo sent all affected health care providers an Urgent Device Field Correction notice recommending the following actions:

    Notify and provide all urologists using the CVAC Aspiration System in your institution that additional instructions are available and are required.

    Do not continue to provide fluid inflow in the presence of unresolved slow or absent fluid outflow. Doing so can create an intrarenal pressure imbalance, which may result in serious injury or death. 
    If a patient has cloudy, opaque (turbid), or suspected thick (high-viscosity) fluid observed in the kidney’s collecting system, stop irrigation immediately using the three-way stopcock.
    If visibility within the collecting system is completely obscured by opaque fluid, do not use the CVAC Aspiration System in the procedure. 
    Diagnostic or therapeutic ureteroscopy is contraindicated in patients with untreated urinary tract infection. Patients with coagulation disorders, severe cardiopulmonary insufficiency, or uncontrolled diabetes should be managed appropriately.
    If drainage through the access sheath is desired, use a 13/15 Fr or larger Ureteral Access Sheath. The CVAC Aspiration System is compatible with 12/14 Fr Ureteral Access Sheaths and will provide limited outflow, which may over-pressure the kidney. 
    Confirm your equipment is set up properly for use with the CVAC Aspiration System to monitor fluid outflow when low outflow is suspected. If there is a suspected slowing or lack of fluid outflow from the CVAC Aspiration System, stop irrigation inflow using the three-way stopcock.
    If visibility is sufficient to proceed, follow the evacuation procedure to clear the fluid in the kidney.

    Reason for Early Alert
    Calyxo has identified a new risk of injury during use of the CVAC Aspiration System when patients have thick (high viscosity) fluid in the kidney at the start of the procedure, which can cause reduced fluid outflow that can lead to excessive pressure in the kidney. If the increased pressure in the kidney is not addressed, serious injury or death may occur.
    Calyxo has reported 1 death associated with this issue.
    Device Use
    The CVAC System (CVAC Aspiration System and CVAC Image Processor) is used to establish a channel during endoscopic urological procedures for the treatment and removal of urinary stones.

    Immediately locate, isolate, and cease all use of Spectrum pumps with the affected serial numbers. The product code and serial number can be found on the bottom of the infusion pump.
    Contact Baxter at 800-843-7867 to arrange for the return of the affected pumps for inspection and reservicing as applicable.
    If you received a communication directly from Baxter share Baxter’s communication with departments within your institution who use the affected products.
    If you are a dealer, wholesaler, distributor/reseller, or original equipment manufacturer that distributed any affected product to other facilities, please conduct a user-level recall of the affected product that you distributed to customers and check the associated box on the customer portal.

    Reason for Alert
    Baxter Healthcare Corporation recalled the Spectrum infusion pumps due to the potential for missing motor mounting screws, which may have occurred during the servicing process.
    Baxter is requesting the return of the affected pumps for inspection and reservicing as applicable. Missing motor mounting screws may lead to insufficient or excessive therapy, interruption in therapy, or delay in therapy, which can result in serious adverse health consequences.
    Baxter has reported one serious injury related to this issue.

    These Baxter Spectrum infusion pumps are intended to be used for the controlled administration of fluids—including medicine, blood, and blood products—to patients.

    Colorado’s smart energy policies and programs that cut costs and pollution rank #7 on the ACEEE 2025 State Energy Efficiency Scorecard

    STATEWIDE –  Colorado is 7th in the nation for energy efficiency according to the American Council for an Energy-Efficient Economy (ACEEE) 2025 State Energy Efficiency Scorecard, which cited Colorado’s policies and programs that advance smart energy use and save Coloradans money.

    “Colorado continues to raise the bar on advancing energy efficiency, expanding clean transportation, and strengthening sustainable building practices that save people and businesses money. As the nation’s leader in EV adoption, we’re focused on making smart investments to lower costs and build a cleaner future across Colorado,” said Gov. Polis.

    Colorado is also among the “most improved” states since the last scorecard in 2022, jumping six spots in the rankings as a result of Governor Polis’ leadership to promote clean vehicles, reduce energy use in buildings, and adopt strong appliance efficiency standards.

    “Our improvement in these rankings highlights Colorado’s national leadership in energy efficiency and clean energy,” said Colorado Energy Office Executive Director Will Toor. “We are committed to pursuing innovative strategies to achieve net-zero emissions in Colorado by 2050, while saving Coloradans money on energy costs, improving air quality, and creating new economic opportunities and good-paying jobs across the state.”

    Colorado is taking an innovative sector-based approach to reduce emissions across the economy. ACEEE notes Colorado’s significant progress in the transportation sector, which has included adopting clean vehicle and truck standards that make more zero-emission vehicles available to Coloradans. The report also mentions Colorado’s appliance efficiency standards, building performance standards for large buildings, and first-in-the-nation clean heat standards for regulated gas utilities as key improvements.

    In addition to the State Energy Efficiency Scorecard, the ACEEE also ranked Colorado third in its 2023 State Transportation Electrification Scorecard. Colorado currently leads the nation in EV sales, with EVs making up 31.5% of new car sales in the last quarter of 2024.

  • MIL-OSI Security: Methamphetamine Dealer Sentenced to Over Twenty Years Federal Prison

    A woman who worked with others to distribute a significant amount of methamphetamine was sentenced March 17, 2025, to more than 24 years in federal prison.

    Candace Sue Thein, age 42, from Dike, Iowa, received the prison term after an October 3, 2024 guilty plea to one count of conspiracy to distribute a controlled substance and one count of distribution of a controlled substance.  

    Evidence disclosed at sentencing showed that, from December 2023 through May 22, 2024, Thein worked with others to receive numerous packages of ice methamphetamine and marijuana from a source of supply in California.  In total, the group received over 50 pounds of methamphetamine from the source of supply in California, which the group then redistributed to individuals in Waterloo, Dike, Reinbeck, and Hudson, Iowa.  Law enforcement searched several of the residences of individuals receiving these packages, including Thein’s residence in Dike, on May 22, 2024.  In the early morning hours of June 15, 2024, Thein and two other individuals went to the residence of one of Thein’s drug customers, demanding money.  The two other individuals threatened to kill Thein’s drug customer, while Thein broke into the drug customer’s residence and stole his cellphone.   

    Thein was sentenced in Cedar Rapids by United States District Court Chief Judge C.J. Williams.  Thein was sentenced to 292 months’ imprisonment, and she must also serve a three‑year term of supervised release after the prison term.  There is no parole in the federal system.  Thein is being held in the United States Marshal’s custody until she can be transported to a federal prison. 

    The case was prosecuted by Assistant United States Attorney Dillan Edwards and investigated by the Federal Bureau of Investigation; United States Postal Service; the Tri‑County Drug Enforcement Task Force, consisting of the Waterloo Police Department, Cedar Falls Police Department, Black Hawk County Sheriff’s Department, Evansdale Police Department, Waverly Police Department, Hudson Police Department, La Porte City Police Department, and the Bremer County Sheriff’s Department; the Drug Enforcement Administration; the Bureau of Alcohol, Tobacco, Firearms and Explosives; the Iowa Division of Narcotics Enforcement; the Mid‑Iowa Drug Trask Force; the Grundy County Sheriff’s Office; the Iowa State Patrol; and the Santa Ana, California Police Department.

    overnor Kathy Hochul today announced a Request for Proposals (RFP) for the redevelopment of a state-owned site located at 1024 Fulton Street in Brooklyn’s Clinton Hill neighborhood. The approximately 12,800-square-foot lot, currently owned by the Office of Children and Family Services (OCFS), will be transformed into a vibrant, mixed-use, 100 percent affordable housing development. This project is part of Governor Hochul’s vision to address New York State’s housing crisis, which includes repurposing underutilized state-owned sites to provide much-needed affordable housing. The RFP follows an extensive community engagement process led by Empire State Development (ESD) in partnership with local elected officials to ensure the project meets neighborhood needs. Applicants can view the Request for Proposals document and submit a proposal to ESD by June 20 by 5 p.m. EST.

    “After decades of sitting vacant, we’re breathing new life into this property and delivering what New Yorkers need most: affordable housing and community amenities,” Governor Hochul said. “This project represents our commitment to addressing the housing crisis while ensuring development reflects the priorities of local residents. By transforming underutilized state-owned property into vibrant, sustainable homes, we’re making good on our promise to create more affordable homes across New York State.”

    From fall through winter 2024, ESD — in collaboration with Senator Jabari Brisport, Assembly Member Phara Souffrant Forrest, Council Member Crystal Hudson, Attorney General Letitia James, Congressman Hakeem Jeffries and Brooklyn Borough President Antonio Reynoso — hosted a series of community visioning workshops to gather feedback on the future development of the site. Over 150 members of the community participated in this public process which culminated in a Community Visioning Report, summarizing key community needs and priorities.

    The RFP outlines comprehensive development objectives that will maximize the site’s potential while creating lasting positive impact for the community. Proposals must demonstrate how they will implement the findings of the Community Visioning Report, deliver 100 percent affordable housing with rents capped at 100 percent of Area Median Income, and include a ground floor senior or intergenerational community center that responds directly to neighborhood needs identified through the public engagement process.

    1024 Fulton has been vacant since 1997, when OCFS acquired it from the City of New York with the intent to develop a community center. Before its acquisition by OCFS, the property served as a Brooklyn Union Gas showroom in 1912 and later housed various manufacturing and commercial uses. Due to structural issues, the building has remained unused for nearly three decades. The building is located in a neighborhood ideal for transit-oriented development, within walking distance of several educational institutions and multiple subway and bus lines.

    Empire State Development President, CEO, and Commissioner Hope Knight said, “This RFP represents ESD’s commitment to community-driven housing and economic development. By transforming this long-vacant property into affordable housing with a community facility, we’re creating both homes and opportunities for the Clinton Hill neighborhood. The extensive community engagement ensures this development will truly reflect local priorities and meet the community’s needs.”

    Advancing Governor Hochul’s Comprehensive Housing Agenda
    The project builds on the Governor’s bold vision to expand the state’s housing supply through innovative measures such as the Pro-Housing Communities Program and Executive Order 30, which promote barrier-breaking solutions to spur much-needed development. As part of the FY25 Enacted Budget, Governor Hochul secured landmark agreements that include new tax incentives for Upstate communities, targeted relief to create additional housing in New York City, and a $500 million capital fund to develop up to 15,000 new homes on state-owned property. An additional $600 million in statewide funding and new protections for renters and homeowners underscore the Governor’s commitment to affordability and equity.

    These efforts build upon the Governor’s FY23 five-year, $25 billion Housing Plan aimed at creating or preserving 100,000 affordable homes — including 10,000 with support services for vulnerable populations—and electrifying an additional 50,000 units. To date, more than 55,000 homes have been created or preserved under this initiative. Kennedy, Jr.’s direction are impacting everything from research to clinical trials, including scientists, nurses, pharmacists, and experts tracking disease spread. Reports show the NIH is expected to cut between 3,400 and 5,000 positions from its workforce of 20,000.
    NIH funding contributed to research for roughly 99 percent of drugs approved between 2010 and 2019, including heart medications, according to the Center for American Progress. The advocacy group United for Medical Research found that in fiscal year 2023, funding from the agency supported more than 410,000 jobs, with 10,000 NIH-supported jobs in some states.     Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden joined colleagues in introducing the Safe Schools Improvement Act, legislation that would provide protections against bullying and harassment in schools, especially for vulnerable students.

    “Every student deserves a school environment where they feel safe, welcomed, and supported, without fear of bullying or harassment,” said Merkley. “The Safe Schools Improvement Act takes steps to ensure schools implement strong, evidence-based policies to prevent and address bullying, especially for marginalized students who face harassment at alarming rates. This legislation will help create safe and secure learning environments where every student can thrive.”

    “Ensuring our children have a safe place to learn should not be a partisan issue,” said Wyden. “Implementing policies grounded in research that would address every stage of bullying—from prevention to problem-solving—will foster positive learning environments for everyone, with the added benefit of teaching children how to treat others. That adds up to an A+ in my book.”  

    The Safe Schools Improvement Act would require states to direct schools to adopt codes of conduct specifically prohibiting bullying and harassment on the basis of race, color, national origin, disability, sexual orientation, gender identity, sex characteristics, and religion. States that receive federal funding under the Elementary and Secondary Education Act (ESEA) would be required to ensure that local education agencies (LEAs) adopt evidence-based practices to prevent and effectively respond to bullying and harassment.

    While there are federal laws on the books that deal with school safety, the Safe Schools Improvement Act would specifically address bullying and harassment. One out of every five K–12 students face bullying or harassment in school—demonstrably harming academic performance, attendance, and graduation rates. Students from marginalized communities face even higher rates of bullying and harassment. Of students who face bullying, one in four are bullied based on their identity, including race, religion, ethnicity, sexual orientation, or gender expression.

    Oregon manufacturers contribute nearly $40 billion to our state’s economic output and support over 175,000 good paying jobs. These represent a wide variety of industries, producing everything from innovative wood products to aerospace components, to the microelectronics development and manufacturing at the heart of Oregon’s Silicon Forest. NIST is responsible for implementing some of our nation’s most effective and cost-efficient programs to help these manufacturers succeed:

    • Across the United States, the Manufacturing Extension Partnership (MEP) leveraged just $175 million in federal investment to deliver more than $5 billion in new investments and over 108,000 jobs created or retained in fiscal year 2024. In Oregon, the return was even greater. Just $2.2. million in federal funding led to $165.6 million in private investments – a remarkable $75 of economic output for every dollar of taxpayer support.
    • The CHIPS Program Office is responsible for stewarding over $2 billion of public investment in Oregon companies, which is catalyzing tens of billions of dollars of corporate investment in Oregon’s high-tech economy – while ensuring America’s self-sufficiency in this critical technology.
    • ManufacturingUSA fosters collaboration between industry and researchers to develop and deploy next-generation manufacturing methods and technologies. These partnerships support and benefit from partnerships with Oregon businesses and universities.
      • Examples include Oregon State University’s contributions to the RAPID institute, semiconductor companies like Analog Devices and Microchip working with PowerAmerica to accelerate the adoption of advanced semiconductors, and businesses such as Twist Bioscience partnering with BioMADE to enable the expansion of bioindustrial manufacturing.

    All these activities build on NIST’s core measurement science and standards work that provides tools manufacturers rely on every day. Mass layoffs at the agency will undermine the work NIST has carried out over years to ensure American businesses have the tools they need to compete on the world stage.

    President Trump has consistently promised Americans that he will support domestic manufacturing – and the good jobs that come with it. During his inaugural address, he asserted that “America will be a manufacturing nation once again” and you recently echoed the President’s rhetoric, telling reporters that “We want factory production in America. We want employment to blossom in America. We’re going to bring factories back to America.”

    We agree.

    That is why it is so concerning to see that, instead of doubling down on what works, the President is attacking the federal programs manufacturers rely on, calling to repeal the CHIPS and Science Act, and imposing punishing tariffs that will harm American businesses while making everyday goods more expensive for consumers.

    We are seriously worried that any attacks on NIST will undermine its capacity to support Oregon’s manufacturers and request that you respond to the following inquiries no later that March 31, 2025:

    1. How many NIST employees accepted the “Fork in the Road” deferred resignation offer, including those who departed the agency [at that time] without having signed the paperwork required by the Department of Government Efficiency (DOGE)? Please provide a breakdown of which offices were affected and to what extent.
    2. Recent reports indicate over 70 probationary employees were terminated. Please confirm the accuracy of this reporting and provide a breakdown of which offices were affected and to what extent.
    3. CHIPS Incentives awards rely on complex contracts to ensure that industry partners successfully and responsibly invest taxpayer dollars. How will you ensure that any layoffs, deferred resignations, or future reductions in force do not impede the CHIPS Program Office’s ability to conduct robust oversight of and effective support for these awards, including in Oregon?
    4. How will you ensure that any layoffs, deferred resignations, or future reductions in force do not limit the Manufacturing Extension Partnership program’s capacity to offer services to small- and medium-sized domestic manufacturers, including in Oregon?
    5. NIST has decades of experience serving as a trusted partner to industry, providing some of the United States’ strongest tools to support and expand domestic manufacturing. How do you plan to leverage this experience to achieve your stated goal of bring manufacturing jobs back to America, including in our home state of Oregon?

    Washington, D.C. – Oregon’s U.S. Senators Jeff Merkley and Ron Wyden joined their colleagues to introduce bipartisan, bicameral legislation to ensure that over 65,000 Transportation Security Administration (TSA) employees—including frontline Transportation Security Officers (TSOs)—are afforded the same worker rights, protections, and pay system afforded to most other federal workers. The Rights for the TSA Workforce Act comes on the heels of the Trump Administration’s move to cancel TSA workers’ current collective bargaining agreement this month.

    “TSA workers work tirelessly to keep us safe when we fly, but right now, the TSA is hellbent on gutting the very few protections this frontline workforce has,” said Merkley. “From rolling back these workers’ collective bargaining agreement to paving the way to automating their jobs through facial recognition technology, the TSA needs to be reined in, and this bipartisan bill is a simple way to support and improve the rights of these critical workers.”

    “TSA staff are Americans’ frontline workforce ensuring we are safe in the air and in our airports,” said Wyden. “Protecting the rights of these vital workers is paramount to our nation’s security. The only logical thing for any member of Congress who flies, or has constituents who fly, is to support this legislation that would allow TSA professionals to focus on what really matters: Americans’ personal safety and security when traveling.”

If allowed to stand, it will silence 47,000 frontline officers who protect millions daily, clearing a path for Project 2025’s dangerous privatization scheme, prioritizing profits over national security and reviving the failed, profit-driven model from before the terrorist attacks of September 11. The Rights for the TSA Workforce Act, introduced by Representative Bennie Thompson and Senator Brian Schatz, is essential to restoring dignity, protecting workers’ rights, and ensuring aviation security isn’t outsourced to the lowest bidder.     Merkley has been an outspoken and longtime leader in sounding the alarm on TSA’s use of facial recognition technology. He led a bipartisan group of Senators in a letter urging U.S. Department of Homeland Security Inspector General Joseph Cuffari to launch an investigation into the TSA’s use of facial recognition technology. Previously, he introduced the Traveler Privacy Protection Act to restrict the use of facial recognition technology by the TSA at airports across the United States.     York will kick off a summer of rugby with a range of fun, free activities on Sunday (23 March) at the York Community Stadium.

    Over the summer months, six of the Women’s Rugby World Cup 2025 matches will take place in York. The opening game of the tournament will take place between England and USA on Friday 22 August at the Stadium of Light in Sunderland. To celebrate hosting the games in York, this weekend the stadium will be holding a series of fun, free activities to help people get involved in rugby.

    Ahead of the sold out England vs Italy Women’s Six Nations game on Sunday in York, the York Community Stadium will be hosting a wide range of activities from 12.00-2.00pm, with both match goers and non-match goers alike welcome to try their hand at rugby and join the fun.

    There’ll be something for everyone no matter what your age or ability. Why not tackle walking rugby or T1 Rugby, a fun fitness session with a rugby twist, children’s kick run and pass activities or get inspired by rugby skills demonstrations from local rugby clubs.

  • MIL-OSI USA: SEC Announces Agenda, Panelists for Roundtable on Artificial Intelligence

    The Securities and Exchange Commission today announced the agenda and panelists for the March 27 roundtable on artificial intelligence in the financial industry.  

    “I look forward to hearing from the panelists on how emerging technologies, such as artificial intelligence, can both improve the cost-effectiveness of the Commission’s regulations and provide additional value to market participants,” said SEC Acting Chairman Mark T. Uyeda. “I encourage members of the public to provide data and other evidence on how artificial intelligence can be used to protect investors, maintain fair, orderly, and efficient markets, and facilitate capital formation.”

    The roundtable, announced in February, will be held at the SEC’s headquarters at 100 F Street, N.E., Washington, D.C. from 9:00 a.m. – 4:15 p.m. The event will be open to the public and webcast live on the SEC’s website. Doors will open at 8:00 a.m.

    For online attendance, no registration is necessary. A link to watch the event will be available on March 27 on www.sec.gov. Please register for in-person attendance.

  • MIL-OSI Canada: High-speed internet available in Clinton, Ruth Lake, Deka Lake

    People in Clinton, Ruth Lake and Deka Lake in the Cariboo region now have access to high-speed internet, enabling faster, more reliable access to digital services and opportunities.

    “People in Clinton, Ruth Lake and Deka Lake can access even more services including health care and education, alongside economic and job opportunities, from their home communities,” said George Chow, Minister of Citizens’ Services. “This completion marks another important milestone in our commitment to connect every rural, remote and Indigenous community in B.C. to high-speed internet.”

    Two connectivity projects built and operated by service provider Telus have been completed, providing access to faster, more reliable broadband internet services for 444 households in Clinton and 746 households in areas around Ruth Lake and Deka Lake, near 100 Mile House.

    “This connectivity project is a vital step toward bridging the digital divide in the Cariboo region,” said Margo Wagner, chair of the Cariboo Regional District. “By improving internet access, we are empowering our residents with better opportunities for education, health care, and economic growth.”

    The Government of B.C. invested $2 million in the Clinton project and more than $3.1 million in the Ruth Lake and Deka Lake project through the Connecting British Columbia program, administered by the Northern Development Initiative Trust. Telus contributed more than $1.4 million to the Clinton project and almost $1.7 million to the Ruth Lake and Deka Lake project.

    “Thanks to the Connecting British Columbia program and a decade of advocacy by the village, people in Clinton now have access to reliable high-speed internet,” said Roland Stanke, mayor of Clinton. “This increased connectivity will help attract new businesses, support local entrepreneurs and encourage families to consider Clinton as their home by making it easier to stay connected to services and each other.”

    Tyler Mooi, vice-president, customer network planning, Telus, said: “Telus is committed to connecting communities across the province, ensuring everyone has the tools they need to thrive in today’s digital world, no matter where they live. We are proud to work alongside the Village of Clinton and the Government of British Columbia to bring our fast and reliable connectivity, providing local residents and businesses with the speeds and coverage they need to connect to the people, information and resources that matter most.”

    Since 2017, the Province has invested $584 million to expand connectivity. As of January 2025, an estimated 74% of all rural homes and 83% of homes in First Nations communities now have access to high-speed internet service, compared to 57% and 66% respectively in 2017. When current projects in progress are completed, connectivity rates for rural homes will increase to 89% and Indigenous communities to 96%.

    In March 2022, the governments of British Columbia and Canada announced a partnership to invest as much as $830 million to expand high-speed internet services. The Province is committed to connecting all remaining under-served households, ensuring better access to services and economic opportunities in every community.

    The Connecting British Columbia and Connecting Communities BC funding programs support projects to expand high-speed internet access to rural and remote areas, levelling the playing field for British Columbians.

  • MIL-OSI Security: Dominican National Arrested for Role in Money Laundering Conspiracy

    BOSTON – A Dominican national residing in Boston has been arrested for his involvement in a money laundering conspiracy. 

    Jose Miguel Pena de la Cruz, 32, was charged with one count of money laundering conspiracy. He appeared in federal court on March 18, 2025.

    According to the charging documents, between April 17, 2020, and May 14, 2020, Pena de la Cruz delivered $340,080 on behalf of a drug trafficking organization (DTO) based in Massachusetts so that the money could be laundered on behalf of a DTO based in Mexico.

    During the course of the conspiracy it is alleged that Pena de la Cruz laundered $340,080 by delivering bulk cash drug proceeds packaged in bundles to undercover law enforcement after DTO members communicated with the undercover officers to set up the transaction. Throughout the investigation more than 14 kilograms of fentanyl from the DTO for which Pena de la Cruz delivered the drug proceeds were seized.  

    The charge of money laundering provides for a sentence of up to 20 years in prison, three years of supervised release and a fine of $500,000 or twice the value of the laundered funds. The defendant will also be subject to deportation upon completion of any sentence imposed. Sentences are imposed by a federal district court judge based on the U.S. Sentencing Guidelines and other statutory factors.

    United States Attorney Leah B. Foley and Stephen Belleau, Acting Special Agent in Charge of the Drug Enforcement Administration, New England Field Division made the announcement today. Assistant U.S. Attorney Annapurna Balakrishna of the Narcotics and Money Laundering Unit is prosecuting this case.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    The details contained in the charging document are allegations. The remaining defendants are presumed innocent unless and until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI Security: Felon extradited from Mexico pleads guilty to illegally acquiring multiple firearms

    LAREDO, Texas – A 39-year-old resident of Laredo has entered a guilty plea for his role in a scheme to straw purchase multiple firearms, announced U.S. Attorney Nicholas J. Ganjei.

    Between the February 2021 and July 2021, Jesus Guadalupe Covarrubias aided and abetted the straw purchasing of multiple rifles.

    In July 2021, authorities discovered the theft of approximately 10 AK-style and 20 AR-style rifles at a ranch Covarrubias owned. As a convicted felon, Covarrubias is prohibited from possessing firearms or ammunition per federal law. 

    Further investigation led law enforcement to his residence in Laredo where they observed Covarrubias and others placing items into nearby vehicles. Covarrubias left the house with two others and went to a second home.

    At that location, authorities observed the movement of three rifles from a truck into the house and took Covarrubias and others into custody. 

    Covarrubias admitted to knowing he was a convicted felon and unable to possess firearms and ammunition. As part of his guilty plea, he acknowledged sending others to stores to purchase firearms on his behalf. 

    After his arrest in August 2021, Covarrubias was permitted release upon posting bond but fled to Mexico. Law enforcement eventually took him into custody. He was returned to U.S. authorities Feb. 21.  

    “This case is an important reminder to criminals that they may run from justice, but they can’t hide,” said Ganjei. “The Southern District of Texas is appreciative of the efforts of all those, both in the United States and in Mexico, that made Mr. Corvarrubias’ extradition happen, so he could face justice.”

    “Straw purchasing is not only a direct violation of the law, but it also endangers our communities by enabling prohibited incidentals to gain access to firearms,” said Special Agent in Charge Michael Weddel of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). “These dangerous actions jeopardize public safety and undermine the trust that we place in our justice system. It is imperative that we hold accountable those who engage in straw purchasing, ensuring that our laws are enforced, and that justice is served to prevent the illegal flow of firearms into the wrong hands.”

    U.S. District Judge Diana Saldaña will impose sentencing at a later date. At that time, Covarrubias faces up to 10 years in federal prison and a possible $250,000 maximum find.

    Covarrubias will remain in custody pending that hearing.

    The Bureau of Alcohol, Tobacco, Firearms and Explosive conducted the investigation with assistance from the Webb County Sheriff’s Office and Laredo Police Department. The Justice Department’s Office of International Affairs worked with law enforcement partners in Mexico to secure the arrest and extradition of Covarrubias. U.S. Marshals Service completed the removal of Covarrubias from Mexico to the Southern District of Texas. Assistant U.S. Attorney Jennifer Day prosecuted the case.

  • MIL-OSI Security: Violent Domestic Abuser Sentenced to 37 Months in Federal Prison for Third Illegal Reentry into United States from Mexico

    INDIANAPOLIS— Pedro Zuniga-Lopez, 35, of Mexico, has been sentenced to 37 months in federal prison, followed by 2 years of supervised release, after pleading guilty to illegal reentry of an alien after deportation.

    According to court documents, on September 19, 2024, Immigration Customs Enforcement (ICE) Deportation Officers were notified by the Indiana Department of Corrections that Pedro Zuniga-Lopez, an illegal alien, was in custody following a conviction for domestic battery with bodily injury to a pregnant woman and scheduled to be released on October 22, 2024.

    Zuniga-Lopez had previously been deported to Mexico several times, including once in 2018 and twice in 2020. He was prohibited from entering the United States at any time because he had been convicted of at least one aggravated felony. Under the Immigration and Nationality Act, aliens found guilty of certain crimes may be excluded from legal reentry to the country.

    Zuniga-Lopez has a lengthy criminal history, including two previous federal convictions for illegal reentry, as well as two convictions for breaking and entering, and domestic battery with bodily injury to a pregnant woman.

    Most recently, in 2024, while in the United States unlawfully, Zuniga-Lopez viciously assaulted his own girlfriend, who was pregnant with his child, after she stated she did not want his drugs in her home. He swung at her face with closed fists and continued to punch her after she fell to the ground.  The victim’s three young children witnessed the attack and screamed “hey mommy, stop!” The day after the victim made this report to police, Zuniga-Lopez broke a window to her home and forced himself inside. He then fled from police before he was arrested. Zuniga-Lopez was convicted and sentenced in Marion County for this offense.

    “While in the United States unlawfully, this defendant has repeatedly broken the law, demonstrating time and time again a fundamental lack of respect for this country” said John E. Childress, Acting United States Attorney for the Southern District of Indiana. “Additionally, this defendant is a proven menace to society, including toward some of the most vulnerable individuals in our community—women and children. Our office is committed to working with our ICE partners to charge and convict aliens that illegally re-enter the country, especially if they are a risk to public safety.”

    “Our ICE Officers work tirelessly to protect the homeland through our efforts with border security, national security and our drive to keep the public safe,” said ERO Chicago’s Assistant Field Office Director Douglas Thompson. “Criminal aliens that continue to cross into our country need to face consequences to discourage them committing crimes that endanger our communities. We will continue to work with our federal partners at the United States Attorney’s Office to prosecute violent felons like Zuniga-Lopez, who has multiple convictions and removals from the U.S.”

    U.S. Immigration and Customs Enforcement investigated this case. The sentence was imposed by U.S. District Judge Richard L. Young.

    Acting U.S. Attorney Childress thanked Assistant U.S. Attorney Meredith Wood, who prosecuted this case.

    Santa Fe, N.M. — U.S. Senator Ben Ray Luján (D-N.M.) joined Senators Alex Padilla (D-Calif.), Ranking Member of the Senate Committee on Rules and Administration, and Democratic Whip Dick Durbin (D-Ill.), Ranking Member of the Senate Judiciary Committee, and more than two dozenDemocratic Senators in urging Attorney General Pam Bondi to continue the essential work of the Department of Justice’s (DOJ) Election Threats Task Force, which directs the Department’s efforts to protect election officials from rising threats and acts of violence.
    The Senators’ letter comes as the Trump Administration has significantly rolled back the federal government’s capacity to fight against foreign and domestic election security threats. On Attorney General Bondi’s first day in office, she disbanded the Federal Bureau of Investigation’s (FBI) Foreign Influence Task Force, hindering efforts to address secret influence campaigns waged by China, Russia, and other foreign adversaries. Additionally, the Administration has fired or put on leave dozens of officials responsible for combating foreign election interference at the Cybersecurity and Infrastructure Security Agency (CISA) and has reportedly frozen all of CISA’s ongoing election security work. The Administration has also defunded CISA’s nationwide program to train local officials and monitor threats through the Elections Infrastructure Information Sharing and Analysis Center.
    “Given the recent disturbing personnel and policy decisions at the Department and the lack of transparency about the future of the Task Force, we request an immediate update on the status and activities of the Task Force, as well as what resources will be provided to ensure its important work continues so that election officials of both parties can safely administer our elections,” wrote the Senators.
    “Recent surveys have found that one in three election officials reported facing threats, harassment, and abuse. Similarly, 48 percent of local election officials know of someone who has left their job because of fear for their safety—a troubling loss of institutional knowledge needed for the smooth running of elections.     Dear Attorney General Bondi:
    We write to strongly urge you to continue the critical law enforcement work of the Department of Justice’s Election Threats Task Force, which protects election officials from ongoing threats and acts of violence. Given the recent disturbing personnel and policy decisions at the Department and the lack of transparency about the future of the Task Force, we request an immediate update on the status and activities of the Task Force, as well as what resources will be provided to ensure its important work continues so that election officials of both parties can safely administer our elections.
    The Task Force was established in the wake of the 2020 election cycle when election officials across the political spectrum began facing unprecedented threats of violence intended to thwart the peaceful transfer of power that is the hallmark of our democracy. In close collaboration with state and local law enforcement, the Task Force has assessed thousands of complaints of suspected threats of violence and investigated and prosecuted violent offenders. Over the years, these threats have not only continued but escalated.  The Task Force has investigated fentanyl-laced letters, bomb threats, and swatting incidents—serving as a legacy of the 2020 election and impacting the ways election officials interact with voters in their communities.
    Recent surveys have found that one in three election officials reported facing threats, harassment, and abuse. Similarly, 48 percent of local election officials know of someone who has left their job because of fear for their safety—a troubling loss of institutional knowledge needed for the smooth running of elections. Election workers continue to fear for their safety, so it is critical that the work of the Task Force continues to deter and counter these threats. In this challenging environment for election officials, it is essential to our democracy that they can continue to rely on the Department to uphold the law.
    Moreover, the federal government’s ability to fight election interference has been greatly hampered in the early weeks of this Administration. Dozens of officials at the Cybersecurity and Infrastructure Security Agency (CISA), who are responsible for combatting foreign election interference, have been fired or put on leave. CISA has also reportedly frozen all of its ongoing election security work, including defunding its nationwide program to train local officials and monitor threats through the “Elections Infrastructure Information Sharing and Analysis Center.” Additionally, on your first day in office, you signed a directive disbanding the FBI’s Foreign Influence Task Force, which was aimed at responding to secret influence campaigns waged by China, Russia, and other foreign adversaries.
    We request a response on the status and future plans of the Election Threats Task Force, the extent of resources and personnel dedicated to its work, and how it plans to incorporate related work previously led by CISA and the Foreign Influence Task Force by March 31, 2025.

  • MIL-OSI Global: Canada’s Africa strategy is a landmark moment for Canada-Africa relations, but still needs work

    For the first time in its history, Canada has unveiled a comprehensive Africa strategy, marking a significant milestone in the Canadian approach to engaging with the African continent.

    Launched on March 6 by Liberal MP Rob Oliphant, the parliamentary secretary to the foreign affairs minister, the strategy represents a crucial step towards a more coherent and intentional relationship with Africa.

    This development is worthy of praise for several reasons.

    The strategy’s strengths

    First, it demonstrates Canada’s recognition of Africa’s growing importance on the global stage. It acknowledges the need for Canada to work closely with African states and organizations in multilateral forums such as the United Nations, the G20 and the Francophonie.

    It also positions Canada not only as a partner in enhancing Africa’s voice in global affairs, but also as an ally in advancing the Canadian government’s strategic interests abroad.

    The strategy’s development process was remarkably inclusive, with more than 600 stakeholder submissions. This consultative approach not only ensured a diverse range of perspectives, but also promotes accountability in the strategy’s implementation.

    Finally, the initiative’s broad scope is commendable. By intentionally crafting the strategy to encompass a wide array of African partners — from the African Union to diaspora groups in Canada — the government has created a framework that allows various African nations and organizations to see themselves reflected in the partnership.

    Remaining questions

    However, as with any significant policy development, there are areas for improvement and questions to be addressed. These include:

    Resource allocation: While the strategy sets ambitious goals, it’s unclear how these will be achieved without new funding.

    Although the argument can be made that the government has the option to reconfigure existing funding to align with broader policy shifts, that would leave major gaps in current development programming. The government must provide more specific details about funding and, just as importantly, metrics for implementation.

    Competitive landscape: The strategy doesn’t fully acknowledge Canada’s current position in Africa. While it identifies increased competition from familiar players like China, the European Union and Russia, as well as a growing array of competitors like Brazil, Turkey and the Gulf states, it doesn’t confront the degree to which, relatively speaking, Canada has lost ground.

    This needs to be acknowledged alongside Canada’s residual reputational strength, rooted in a history of supporting democratic transitions for African nations — particularly during the anti-apartheid struggle in South Africa, but also during numerous peacekeeping engagements.

    Investments in developmental projects related to education and health in Africa have led to Canada garnering a reputation as a constructive and responsive collaborator on African issues. That said, Canada’s reputation in terms of mining and other extractive activities on the continent is an unhelpful counterpoint.

    Canada must strongly position itself as a state that can be trusted to champion African issues while forging partnerships based on mutual interest and respect in the fast-changing global competitive environment.

    Innovation and education: Despite the strategy’s mention of engaging youth and diaspora communities, it’s unclear on how to do this. A crucial way to connect with youth in particular is to enhance education connections and expand the links between universities and science and technological innovation institutions in Canada and African states.

    Dual degrees, funded collaborative research projects, student exchanges and scholarships are all tried-and-tested mechanisms to foster cross-cultural understandings that bind societies together.

    A sustainable Canada-Africa strategy must see educational and scientific partnerships, training and knowledge circulation as cornerstones for success.

    It would be a missed opportunity if the government fails to use this blueprint to leverage Canada’s extensive educational and scientific assets to generate innovative ideas that support the strategy’s implementation. This approach could also create opportunities for Canadian and African youth to build a strong foundation for a lasting and meaningful Canada-Africa relationship in the future.

    Ethical considerations: The strategy doesn’t adequately address issues related to the mining sector and the need for more ethical practices.

    Given Canada is touted as a mining superpower in Africa, a clear commitment to supporting human rights-centred and community development-oriented mining practices would go a long way to sustaining Canada’s interest in the extractive sector in Africa. This would also enhance its overall reputation on the continent.

    Furthermore, the ethics of Canada’s immigration regime and the often punitive approach to giving out temporary visas to African travellers is starkly missing from the strategy.

    It’s critical in terms of Canada’s future engagements and relations with African nations to recognize the current system is broken and considered overly intrusive by Africans. If Canada is serious about learning from Africa and forming equitable partnerships based on mutual respect, it cannot mete out indignities at the border.

    High-level commitment: The launch of the strategy by a parliamentary secretary, rather than the foreign affairs minister or the prime minister, raises questions about the perceived importance of this strategy at the highest levels of government.

    The launch was diplomatically underwhelming, with no invitations extended to the Canadian media or the African diplomatic community in Canada. This created the impression that the government was either already distancing itself from the strategy, or was anxious to manage expectations.

    Given that the launch of the strategy coincided with the Independence day of Ghana, one of the first African countries that Canada established official diplomatic relations with, the Canadian government should have seized on this historic moment to send a strong diplomatic message to the African continent.

    Substantial starting point

    Despite these concerns, the Africa strategy represents a significant and promising starting point.

    It provides a coherent, multidimensional and multi-purpose framework for Canada’s engagement with Africa. It synthesizes ongoing initiatives, sets intentions for future collaborations and seeks to move beyond paternalistic motivations to build an enhanced Canada-Africa relationship based on trust and respect.

    The strategy is realistic not only about Canada’s own limitations and needs, but also about the complexities of building partnerships with a large and diverse continent. It highlights humanitarian and security priorities while also emphasizing economic and political opportunities in Africa. The combination of humanitarian concerns with strategic interests signals a shift toward a more balanced and consistent approach towards the continent.

    As we move forward, the Canadian government must address the strategy’s shortcomings and provide more concrete plans for its implementation.

    Nonetheless, this moment deserves recognition. Canada has taken an important first step towards a more strategic, intentional and mutually beneficial relationship with Africa. It’s now up to policymakers, businesses, the academic community and civil society to build upon this foundation and turn this strategy into tangible, positive outcomes for both Canada and its African partners.

    Significant federal contribution supports bioprocessing manufacturing, growing green supply chain

    Strengthening the biomanufacturing sector creates opportunities, supports Canadian production and moves our country towards a more sustainable future. The Government of Canada is investing to help position Nova Scotia as a leader in life sciences, clean tech, health tech and precision fermentation.

    Building a world-class facility for biomanufacturing, clean tech

    Today, the Honourable Darren Fisher, Member of Parliament for Dartmouth – Cole Harbour, announced a $5 million, non-repayable contribution to Neptune BioInnovation Inc. to establish a multi-user bio-innovation hub and Contract Manufacturing Organization (CMO). The announcement was made on behalf of the Honourable Anita Anand, Minister of Innovation, Science and Industry.

    The funding will help transform an underutilized facility in Dartmouth into a fully-equipped multi-user space for innovation and industry that will enable Canada to compete globally, strengthen domestic supply chains, and foster biotechnology advancements across critical sectors. It will provide shared industrial space, contract manufacturing, spray drying, and precision fermentation up to 100,000L, enabling companies to scale locally instead of leaving Canada.

    A one-of-a-kind facility in Canada, the Neptune BioInnovation Centre (NBC) will encourage biotechnology advancements in areas such as smart materials, bioplastics, functional foods, green chemicals, therapeutics and alternative proteins. It will attract users locally and from across Canada and globally. As NBC grows, there will be job creation, measurable progress toward sustainable development goals and a stronger domestic supply chain to address environmental and human health challenges.

    Today’s announcement further demonstrates the Government of Canada’s commitment to support innovation, keep manufacturing and Intellectual Property at home, attract investment and strengthen the national economy.

  • MIL-OSI Canada: Federal government invests over $7.9 million for safer and more accessible streets in Montreal

    Montréal, Québec, March 20, 2025 — Montreal residents will benefit from expanded access to active transportation options thanks to a federal investment of more than $7.9 million, which will help fund four projects.

    With an investment of nearly $3.3 million, the redevelopment of Lapierre and Matte streets, aimed at improving user safety and comfort, will be completed in the coming months. While work on Lapierre Street took place in the summer of 2024 to modernize infrastructure adapted to the needs of cyclists and pedestrians, work on Matte Street, planned for this summer, will complete this transformative project. In addition to promoting active transportation, these improvements will enhance connectivity in the area and align with Montréal-Nord’s vision of reducing car dependency and supporting the ecological transition.

    Two projects to promote active mobility and secure travel will be carried out in the Ahuntsic-Cartierville borough of Montreal thanks to funding of $3,864,000. First, the development of a shared street on Gouin Boulevard in the Sault-au-Récollet sector will provide an inclusive and green space for pedestrians and cyclists. Additionally, safety measures will be implemented around 16 schools and 11 seniors’ residences, including curb extensions, speed bumps, improved pedestrian crossings, and speed display signs.

    A grant of $817,130 will allow the Plateau-Mont-Royal borough to redevelop Rivard and Boucher Streets to reduce vehicle speeds and protect vulnerable users. In response to requests from residents and local users, the interventions will include sidewalk widening, additional greenery, improved signage, and reduced parking.

    These initiatives are part of a broader program to improve road safety and aim to create a safer, more pleasant, and active transportation-friendly environment. They promote sustainable mobility while enhancing infrastructure and service accessibility for all. These projects contribute to a healthier and more inclusive living environment by encouraging active mobility and improving accessibility for all citizens.

  • MIL-OSI Canada: Cellular, high-speed internet available in Fort Babine

    People in Fort Babine now have access to high-speed internet and expanded cellular services along Fort Babine Road, enabling improved access to emergency services and more reliable access to online services and opportunities.

    “Reliable cellular coverage and high-speed internet access are vital for safety, economic opportunities and staying connected with family wherever you live in the province,” said George Chow, Minister of Citizens’ Services. “The completion of this project in Fort Babine ensures people can access emergency services when travelling and go online for health care, education and economic opportunities.”

    With the installation of new cellular infrastructure, 47 households in Fort Babine (Babine 6) now have wireless access to high-speed internet services. Built and operated by service provider Telus, the project also expands cellular services for nearly six kilometres on Fort Babine Road along Lake Babine, providing crucial access to emergency services.   

    “We are grateful to Telus and the Government of British Columbia for helping to bring our remote community into the digital age,” said Chief Wilfred Adam, Lake Babine Nation. “The completion of this project will improve safety in Fort Babine and ensure people can stay informed and connected like never before.”

    The Government of British Columbia invested more than $2 million in the project through the Connecting British Columbia program, administered by the Northern Development Initiative Trust. Telus contributed more than $230,000 to the project.

    “Telus is proud to expand reliable access to cellular and high-speed internet services in British Columbia, in partnership with Lake Babine Nation and the Government of British Columbia,” said Tyler Mooi, vice-president, customer network planning, Telus. “Through these strong partnerships, we are connecting communities and improving health, economic and social outcomes that will have generational impacts.”

    Since 2017, the Province has invested $584 million to expand connectivity in British Columbia. As of January 2025, an estimated 74% of all rural homes and more than 83% of homes in First Nations communities had access to high-speed internet service – compared to 57% and 66% respectively in 2017. For Indigenous communities, this will grow to 96% when projects in progress are completed.

    In March 2022, the governments of British Columbia and Canada announced a partnership to invest as much as $830 million to expand high-speed internet services. B.C.͛’s commitment is to connect all remaining underserved households in the province.

    The Connecting British Columbia and Connecting Communities BC funding programs support projects to expand high-speed internet access to rural and remote areas of the province. The plan to connect all households will level the playing field for people in British Columbia, ensuring better access to services and economic opportunities for every community.
