    Today, U.S. Senator Kirsten Gillibrand released the following statement after her vote to advance the continuing resolution to fund the government through September 30, 2025:

    “President Trump and Elon Musk directed House Republicans to pass a partisan spending bill without any Democratic input. To be clear, I oppose the policies in this bill.

    The question is: do we pass a partisan bill that harms Americans but keeps the government and courts functioning? Or do we shut down government operations indefinitely, disrupting critical services that everyday people depend on, and in the process give even greater power to President Trump and Elon Musk, who have shown a lust for firing workers and dismantling government? I believe that handing President Trump this kind of unchecked power would cause even more harm to my constituents.

    Our economy is already in a tailspin due to President Trump’s reckless trade war and general instability, and a shutdown harms innocent families, children and seniors. We will fight against Republicans’ upcoming tax scam, which will slash Medicaid and other important programs in order to give tax cuts to billionaires.”

    WASHINGTON – Senator John Hoeven today issued the following statement after the Senate approved legislation to fund the government while finding savings and supporting our national defense. 

    “The reason we need a CR is because Senator Schumer refused to bring any of the individual appropriations bills, which were approved by the Senate Appropriations Committee, to the floor during the last Congress. This continuing resolution has already passed the House and has strong support from the President. Importantly this legislation reduces spending to get after the debt and deficit, while increasing support for our military. Now with the Republicans in control of the Senate, we’ll work to get back to regular order to pass the individual appropriations bills through the committee and bring them to the floor to get control of our fiscal house.”

  • MIL-OSI USA: Hoeven, Rounds Introduce Bills Strengthening Second Amendment Rights for Military Families, Full-Time Travelers

    WASHINGTON – Senator John Hoeven (R-N.D.) joined Senator Mike Rounds (R-S.D.) in introducing a pair of bills that would strengthen Second Amendment rights for military families and full-time travelers. The Traveler’s Gun Rights Act and the Protect Our Military Families’ 2nd Amendment Rights Act would amend sections of the Gun Control Act of 1968 (GCA) to make exceptions for Americans with unique living situations. This includes spouses of military members and full-time travelers whose permanent residence is a private mailbox or post office box.
    “We introduced these pieces of legislation to help ensure that military families and full-time travelers can exercise their Second Amendment rights without unnecessary obstacles,” said Hoeven. “These bills provide consistent protection, whether at home or on the move, strengthening the rights of those who serve and reinforcing the freedoms that benefit all Americans.”
    “As a hunter, a lawful gun owner and a supporter of the Second Amendment, I am committed to protecting the rights of lawful gun owners,” said Rounds. “The laws currently on the books do not go far enough in acknowledging the unique living situations of many Americans, including military families and full-time travelers. These bills would amend the law to remove roadblocks for law-abiding citizens trying to exercise their Second Amendment rights.”
    Joining Senators Hoeven and Rounds in cosponsoring the Traveler’s Gun Rights Act are Senators John Boozman (R-Ark.), Ted Budd (R-N.C.), Kevin Cramer (R-N.D.), Cindy Hyde-Smith (R-Miss.), James Lankford (R-Okla.), Roger Marshall (R-Kan.) and James Risch (R-Idaho).

  • MIL-OSI USA: PASSED: Cortez Masto Legislation to Combat Illegal Fentanyl

    Washington, D.C. – Today, U.S. Senators Catherine Cortez Masto (D-Nev.), Bill Cassidy, M.D. (R-La.), Chuck Grassley (R-Iowa), and Martin Heinrich (D-N.M.) passed their legislation to combat illegal fentanyl and keep communities safe. The HALT Fentanyl Act would permanently schedule fentanyl-related substances as Schedule I drugs and streamline the regulatory process for scientists seeking approval from the U.S. Department of Health and Human Services (HHS) to research Schedule I substances. The drug’s Schedule I classification is set to expire on March 31, 2025.

    “Today, the Senate took a major step to crack down on fentanyl,” said Senator Cortez Masto. “Far too many Nevadans have lost their lives to fentanyl and other synthetic opioids. Our bipartisan bill will help our law enforcement agencies bring traffickers to justice and save American lives.”

    Overdoses, largely driven by fentanyl, are the leading cause of death among young adults 18 to 45 years old. Synthetic opioids like fentanyl account for 66 percent of the total U.S. overdose deaths. According to the U.S. Centers for Disease Control and Prevention (CDC), there were an estimated 107,543 drug overdose deaths in the U.S. in 2023. This was primarily fueled by synthetic opioids, including illegal fentanyl.

    Senator Cortez Masto has been working to crack down on illicit drugs since she was first elected Attorney General, when she worked with Nevada’s Republican governor, law enforcement, and Mexican officials to combat the rise of methamphetamine manufacturing and cross-border drug trafficking. In the Senate, she has authored legislation to combat drug trafficking online that was signed into law, and passed critical legislation to eliminate illegal fentanyl supply chains. She has also introduced legislation to crack down on the deadly fentanyl additive xylazine.

    “There were no good options in the Senate today. The choice today was between a federal government shutdown that would hurt Granite Staters and Americans, especially our most vulnerable neighbors, or a partisan government funding bill. I have concluded that allowing the federal government to shut down with this President in charge is too dangerous to risk.

    “A federal government shutdown would allow President Trump and Elon Musk to deepen their unilateral attacks on our system of government and the critical services it delivers to our friends and neighbors. President Trump and Elon Musk, who have already taken delight in making our government more chaotic and corrupt, would revel in a federal government shutdown. They would decide which programs to keep running and which employees to furlough or fire altogether, and they would do all this with even fewer checks and balances in place than there are now, because a shutdown would weaken our federal court system. It is unclear when the federal government would fully reopen, but it is clear that countless innocent people would be hurt, and our safety and economy would be weakened.

    “Because I believe that Elon Musk and President Trump would cause even more harm to Granite Staters and Americans during a federal government shutdown than they currently are, and because keeping the federal government functioning would provide support to the people who need it most, I voted today to close debate and allow for a vote to keep the federal government open.”

    Washington, D.C. – U.S. Senator Susan Collins, Chair of the Senate Appropriations Committee, delivered remarks on the Senate floor today to urge her colleagues to support the continuing resolution to prevent a harmful government shutdown. 

    A transcript of Senator Collins’ remarks is as follows:

    “Mr. President, I rise to urge passage of this funding measure to prevent an unnecessary, harmful, and costly government shutdown at midnight tonight.

    “Mr. President, government shutdowns are inherently a failure to govern effectively and have negative consequences all across government.  They inevitably require certain government employees, such as Border Patrol agents, members of our military and Coast Guard, TSA screeners, and air traffic controllers to report to work with no certainty at all on when they will receive their next paycheck. 

    “That’s just unfair.

    “Shutdowns also put critical investments in our national defense on hold.  Training exercises would be limited, which could hurt our nation’s readiness.  New programs would be paused, delaying new capabilities from getting to our war fighters.  That’s why we have always in the past avoided CRs for the Department of Defense. 

    “At our borders, the men and women performing vital law enforcement activities would have to do so without pay and without the assistance of support staff, putting more pressure on front line operators.

    “Other harmful potential impacts include curtailed operations for the Veterans Benefits Administration, resulting in the closure of education and GI Bill call centers, and the suspension of career counseling and transition assistance for our veterans; the closure of our wonderful national parks to visitors; increased travel delays, as the onboarding of additional TSA agents would stall and some FAA employees would face furloughs; and costly delays for projects at the Army Corps of Engineers and critical water infrastructure projects.

    “That is just a very partial list of the harm that would be done from a government shutdown.

    “This unfortunate situation that we’re in with a continuing resolution, should, however, have been avoided.

    “The Senate should have finished these bills last year, and I called for that repeatedly, as did many other members.

    “Senator Murray and I worked as a team, provided leadership, consulted with the members of our Senate Appropriations Committee.  Each of us worked so hard to report 11 of the 12 bills with overwhelming bipartisan support, including six which came out of our Committee unanimously.  Unfortunately, these bipartisan bills languished on the calendar for months, never being brought to the floor for consideration.  This decision by the then-Senate majority leader denied Senators the opportunity to debate and amend our reported bills, and denied the House and the Senate the chance to go to conference and work out the differences among the bills.

    “Similarly, attempts since January, by House Chairman Tom Cole and I to reach agreement with our Democratic counterparts, regrettably, were not successful, despite my making five good faith offers.

    “Now, Madam President, that opportunity is gone.

    “A year-long CR is by no means my first choice, but our focus now, given where we are, must be on preventing a government shutdown. 

    “For the most part, this is a straightforward CR that simply continues fiscal year 2024 funding levels.

    “Now, it does include, and this is important, a number of needed anomalies that are aimed at addressing pressing needs. 

    “For example, the CR realigns funding in the appropriations accounts for the Department of Defense to meet current global threats and cover the cost of pay raises for junior enlisted personnel.

    “It provides increased funding for housing assistance, and for what is known as the WIC Program – for women, infants, and children – to maintain support for these vulnerable families.

    “Within the Department of Homeland Security, the continuing resolution includes targeted increases to support ICE operations, avoid furloughs of TSA airport screeners, and to fund much-needed pay raises for members of our Coast Guard.

    “It also includes increased funding for the FAA so that more air traffic controllers can be hired to make our nation’s airspace safer.

    “Madam President, we can delay no longer.  It is essential that the continuing resolution be adopted today in order to prevent a harmful government shutdown.  I urge its adoption.

    “And Madam President, let each and every one of us here commit to working together on the FY 2026 budget so we can enact appropriations bills prior to the start of the new fiscal year.

    “Thank you, Madam President.”

    Washington, D.C. — Today, Senator Patty Murray (D-WA), Senate Appropriations Committee Vice Chair, spoke on the Senate floor ahead of the cloture vote on House Republicans’ partisan continuing resolution (CR).
    Senator Murray’s remarks, as delivered, are below:
    “M. President, I have made no secret of my opposition to this bill. For weeks, I have been warning about the real dangers of a yearlong CR like the one that has come before us from House Republicans.
    “But before I talk about those dangers and why I will be voting no on cloture and on final passage, I want my colleagues to hear what I have to say. But I do hope that they join me in voting no. I want to talk for a moment about how we did get here.
    “Because I fear some members of Republican leadership may need a history lesson. The fact of the matter is: the only reason we are staring down a shutdown deadline halfway into the fiscal year is because the House Republicans decided to kick the can down the road with a major punt—and because they have repeatedly walked away from the table.
    “This is just the historical record. We were all here for it. We saw what happened.
    “But perhaps it’s worth ticking through once more, because I’ll admit it can get easy to lose track given all that’s happened over the last few months, and just how many times House Republicans have made a deal just to break it in recent years.
    “So I want to give a refresher. It’s been a while since my time as a preschool teacher, but I guess school is back in session. Because I’m not going to let anyone get away with ignoring how Republicans forced us to the edge of a shutdown.
    “Remember, last year, after a bruising FY24 process in which House Republicans made one ridiculous demand after the next and caused one delay after the other, as Appropriations Chair, I worked hard alongside my colleagues, including Senator Collins who is here today, within our Committee to write and pass serious bipartisan, spending bills for this current fiscal year.
    “It was no easy feat. We had less resources at our disposal to make use of and we had even more challenges to address—but we managed to work together—Senator Collins and I, and our committee members—and we cleared all but one of our bills overwhelmingly in Committee. Many of those bills cleared in unanimous votes.
    “Come November, after the election, I was pushing very hard to get our funding bills done and wrapped up by the end of the year. My Democratic colleagues—and even many of my Republican colleagues—wanted to get that done. But Speaker Johnson and Trump chose to kick the can down the road. They chose to.
    “Trump reportedly wanted to make sure his fingerprints were on our spending bills for this fiscal year. And the Speaker not only wanted to please Trump, he was worried about how a messy funding fight might complicate his path to being speaker again. So, the decision was made—and Johnson punted from December to March.
    “Then we negotiated a bipartisan CR to fund the government through March 14th today, along with that we passed disaster relief, and extend critical laws. We reached a bipartisan, bipartisan, bicameral deal. And then House Republicans walked away, and blew that deal up at the last minute.
    “Why? All because the richest man in the entire world sent a bunch of completely inaccurate tweets. And instead of saying “You know what? Actually Elon, you have no clue what you are talking about, these are programs that help my constituents.”
    “House Republicans said, “hmmm let’s put that guy in charge.” They killed the bipartisan agreement, rolled out an altogether different bill not long thereafter, and punted on government funding. That is what happened.
    “And that is essentially what they have been doing ever since—cheering and clapping as Trump and Elon got basic facts wrong, broke laws, blocked funding that our communities needed, dismantled entire agencies, fired veterans, shuttered our Social Security offices, and break government to enrich themselves.
    “And while Trump and Republican leadership were fixating on whether they pass one bill or two for their plan to cut health care for kids to pass more tax cuts for billionaires, a fast approaching deadline was on its way to us, one that’s here now.
    “For the last several months, I have remained at the table, ready to negotiate funding bills. My Democratic counterpart in the House, Rosa DeLauro, and I never left the table. Not once. We made an offer, after an offer, as did our Republican counterparts.
    “My top priority has been, and continues to be, doing what we do every year, which is passing full-year funding bills with the detailed directives that we include in our spending laws every year.
    “I’ve wanted to ensure we continue to provide those and make sure our constituents voices are heard in federal funding, which, I have to say this CR fails to do.
    “But instead of working with us, in good faith, to fund the government in a bipartisan way, Speaker Johnson and Republican leadership walked away and started working on a Republican funding bill—without an ounce, not an ounce, of Democratic input.
    “I remained at the table, and my counterparts on appropriations and I continued to talk to keep the ball rolling. By the end of last week, for all intents and purposes, we had an agreement on topline funding.
    “But the call had been made, the call had already been made. Johnson was in on it, Trump was in on it, Russ Vought was in on it. Johnson decided instead of talking with Democrats it would be easier to have Trump get on the phone and scream and bully House Republicans into submission.
    “He figured if outright intimidation from Trump was enough to convince every Republican to vote for a budget resolution that will cut Medicaid for seniors and kids, then it might also be enough to get them to pass a Republican CR, especially if Trump threatened dissenters with political retribution, which, of course, he did. And that is the bill they rolled out on Saturday and passed earlier this week.
    “Now, as I’ve laid out in depth, the yearlong CR House Republicans sent our way hands a blank check to Elon Musk and Donald Trump to decide how our constituents’ taxpayer dollars get spent all while they cut funding working people count on each and every day.
    “It is anything but a ‘clean CR.’
    “What Republicans are pushing here is not a continuing resolution. In this case CR stands for Complete Resignation. Because what Republicans are doing here is ceding more discretion to two billionaires to decide what does, and does not, get funded in their states.
    “It is a power grab CR.
    “But not only that, it does make serious cuts to domestic funding. It leaves working families in the dust.
    “We are talking about a nearly 50% cut to lifesaving medical research into conditions affecting our servicemembers. It is a giant shortfall in funding for NIH. It is a massive cut in funding for Army Corps projects, and $15 billion less for domestic priorities. M. President, this bill will force Social Security to cut staff and close offices, and make it harder for seniors to get the benefits they spent their careers paying into the system to earn. It creates a devastating shortfall that risks tens of thousands of Americans losing their housing.
    “So, this bill causes real pain for communities across the country. And it empowers Trump and Musk to pick winners and losers, and I guarantee you they will not only go after Democrats.
    “Inexplicably, House Republicans are saying give Trump all this power, or we will shut down the government. Well let’s be very clear: that is and always has been a false choice.
    “The reality is, there were other options House Republicans could have chosen but they chose, they chose to pull out of bipartisan negotiations and send a deeply partisan bill here to the Senate today.
    “Democrats didn’t have an ounce of input into writing this bill, and now House Republicans expect us to support it? That makes zero sense.
    “Let me be clear: in my time in Congress, never, ever has one party written partisan, full-year appropriations bills for all of government and expected the other party to go along without any input.
    “To my colleagues here who want to pass individual appropriations bills in a timely manner for next fiscal year, how are Democrats supposed to trust they will be talking to us in good faith negotiations?
    “After we did the hard work of negotiating overwhelmingly bipartisan appropriations bills last year, only for us to see this today from Republicans in the House. Only for Republicans to now say swallow this partisan House Republican CR, or it will be Democrats that are shutting down the government?
    “That is a false choice, and one we cannot accept going forward.
    “When I cast my vote today, I’m representing the nearly 8 million people in Washington state, and in this democracy, their voices count for something, so you better believe I am not handing over my vote in exchange for nothing. 
    “The choice is not a government shutdown, or passing a bill to write a blank check to Elon Musk. It is not. That is not how this works.
    “On Monday, I rolled out a clean four-week extension to prevent a shutdown and to keep government funded while giving us the time to hammer out a bipartisan agreement. We could still pass it right here, and right now. If any member has any suggestions on what they’d want to see in the CR, I am all ears.
    “House Republicans may have left town already but I am pretty sure they know how to get on a plane. That is their job. Show up and vote. 
    “The bottom line is: this bill will mean more pain and chaos for our country, I cannot support it.
    “And please let’s remember: Republicans control the House, the Senate, and the White House. If you refuse to put forward an offer that includes any Democratic input and you don’t get Democratic votes—that’s on Republicans. If you don’t get any input from Democrats, it’s a Republican vote. A shutdown is on Republicans.
    “The American people rightly understand Republicans have pushed this country towards a shutdown. They do understand Donald Trump has created massive economic uncertainty and is putting us on track for a Republican recession with his indiscriminate layoffs, his illegal funding freeze, his incoherent trade war, and now by threatening a Republican shutdown. 
    “Democrats did not write this bill, we didn’t have any input, but if we had, we sure wouldn’t have handed over more of our power to two billionaires.
    “You can bet we wouldn’t have cut our domestic investments by billions.
    “Democrats did not write this bill, but if we did we would have protected our public schools.
    “Democrats did not write this bill, but if we did we would have put veterans first.
    “And you can bet we wouldn’t have prevented the District of Columbia from spending its own taxpayer dollars and be forced to lay off police and teachers.
    “Democrats did not have any say on this bill, but if we did we would have protected our public lands, your health care, and lifesaving cancer research.
    “So, I hope my Democratic, and yes, my Republican colleagues as well, will join me in voting no on this bill, and swiftly passing a four-week extension so we can hammer out a better, bipartisan solution instead.
    “I am voting no because my constituents should have a say in how their tax dollars are spent.
    “I am voting no because Congress, Congress, each one of us, not Elon Musk should decide which schools or hospitals get funding.
    “I am voting no, and I hope my of colleagues to join me.
    “Before I close, M. President, I want to say to my constituents who are frightened and scared: I understand your fears. Some days I share them.
    “But your voice matters. Speaking out matters. You elected me to be your voice, and you better believe I will keep fighting for you.

  • MIL-OSI USA: Senate Passes Cassidy’s Bill to Combat Illegal Fentanyl

    WASHINGTON – U.S. Senators Bill Cassidy, M.D. (R-LA) and Chuck Grassley (R-IA) today celebrated the passage of the Halt All Lethal Trafficking (HALT) Fentanyl Act, which makes permanent the temporary classification of fentanyl-related substances as a Schedule I drug of the Controlled Substances Act (CSA). Cassidy’s bill passed the U.S. Senate by a vote of 84-16 and will head to President Trump’s desk to be signed into law.     The bill has 30 U.S. Senate cosponsors, including Democratic lead Martin Heinrich (D-NM).

    The bill has also been endorsed by U.S. Attorney General Pam Bondi and is supported by 40 advocacy groups, including 25 State Attorneys General, 11 major law enforcement organizations, nine major medical associations and Facing Fentanyl, a coalition of over 200 impacted family groups.

    Background:
    In February, Cassidy spoke on the U.S. Senate floor amid Senate Democrat’s attempt to undermine his HALT Fentanyl Act.
    Drug overdoses, largely driven by fentanyl, are the leading cause of death among young adults 18 to 45 years old. Synthetic opioids like fentanyl account for 66 percent of the total U.S. overdose deaths. In the last two fiscal years, U.S. Customs and Border Protect (CBP) seized record amounts of fentanyl—nearly 50,000 pounds—enough to produce more than 2 billion lethal doses. According to the U.S. Centers for Disease Control and Prevention (CDC), in 2023 there were an estimated 107,543 drug overdose deaths—74,702 of which were attributed to fentanyl. This was primarily fueled by synthetic opioids, including illegal fentanyl, which are largely manufactured in Mexico from raw materials supplied by China. In 2022, there were over 50.6 million fentanyl-laced fake prescription pills seized by the U.S. Drug Enforcement Administration (DEA), more than doubling the amount seized in 2021.
    In 2017, Johnson introduced SOFA in the U.S. Senate following the Wisconsin legislature’s unanimous adoption of a similar bill. In 2019, Cassidy became a cosponsor of SOFA.

    WASHINGTON – U.S. Senator Bill Cassidy, M.D. (R-LA) discusses his plan to stop Medicare overpayments during U.S. Centers for Medicare and Medicaid Services (CMS) Director nominee Mehmet Oz’s confirmation hearing before the U.S. Senate Finance Committee. Dr. Oz said he agrees with Cassidy there are opportunities to stop Medicare Advantage plans from receiving higher Medicare reimbursements simply if a patient has multiple conditions regardless of whether they are related to the care they receive.  
    “[A]s we look at the [Medicare] trust fund going insolvent and our budget deficit expanding, is [Medicare Advantage] a place you would look? And if so, how would you look in terms of getting better value for the dollar?” asks Dr. Cassidy. 
    “I think there are ways for us to look for example at the upcoding that is going on that is happening systemically… to make sure people are being appropriately paid for taking care of sick patience, but not for patients who aren’t ill,” said Dr. Oz. “We actually have to go after places and areas where we are not managing the American people’s money well… both of us, I think, agree there are opportunities to do that.”  
    “I have a bill—the No UPCODE Act—that actually achieves that. So, I think you are going to be confirmed, and we will discuss that with you at a later date,” said Dr. Cassidy. 
    Last Congress, Cassidy introduced his No UPCODE Act to improve the way Medicare Advantage plans assess patients’ health risks, reduce overpayments for care, and save taxpayers billions by eliminating incentives to overcharge Medicare for care.
    Background:
    Traditional Medicare plans reimburse providers for the cost of treatments rendered, while Medicare Advantage is paid a standard rate based on the health of an individual patient. Because of this, Medicare Advantage plans have a financial incentive to make beneficiaries appear sicker than they may be to receive a higher Medicare reimbursement. 
    The No UPCODE Act would eliminate those incentives by:

    Developing a risk-adjustment model that uses two years of diagnostic data instead of just one year.
    Limiting the ability to use old or unrelated medical conditions when determining the cost of care. 
    Ensuring Medicare is only charged for treatment related to relevant medical conditions.
    Closing the gap between how a patient is assessed under traditional Medicare and Medicare Advantage.

  • MIL-OSI Asia-Pac: Hong Kong’s Gross National Income and external primary income flows for the fourth quarter of 2024 and the whole year of 2024

    Hong Kong’s Gross National Income and external primary income flows for the fourth quarter of 2024 and the whole year of 2024 
         Hong Kong’s GNI, which denotes the total income earned by Hong Kong residents from engaging in various economic activities, increased by 7.1% in the fourth quarter of 2024 over a year earlier to $898.6 billion at current market prices. The Gross Domestic Product (GDP), estimated at $836.5 billion at current market prices in the same quarter, recorded a 5.3% increase over a year earlier. The value of GNI was larger than GDP by $62.1 billion in the fourth quarter of 2024, which was equivalent to 7.4% of GDP in that quarter, mainly attributable to a net inflow of investment income.
     
         After netting out the effect of price changes over the same period, Hong Kong’s GNI increased by 5.2% in real terms in the fourth quarter of 2024 over a year earlier. The corresponding GDP in the same quarter increased by 2.4% in real terms.
     
         Hong Kong’s total inflow of primary income, which mainly comprises investment income, estimated at $496.8 billion in the fourth quarter of 2024 and equivalent to 59.4% of GDP in that quarter, recorded an increase of 8.1% over a year earlier. Meanwhile, total primary income outflow, estimated at $434.7 billion in the fourth quarter of 2024 and equivalent to 52.0% of GDP in that quarter, also increased by 4.9% over a year earlier.
     
         As for the major components of investment income inflow, direct investment income (DII) increased significantly by 10.8% over a year earlier, mainly due to the increase in earnings of some prominent local enterprises from their direct investment abroad. Portfolio investment income (PII) recorded a significant increase of 13.4% over a year earlier, mainly attributable to the increase in interest income received by resident investors from their holdings of non-resident debt securities.
     
         Regarding the major components of investment income outflow, DII increased by 6.1% over a year earlier, mainly due to the increase in earnings of some prominent multinational enterprises from their direct investment in Hong Kong. PII increased significantly by 11.6%, mainly attributable to the increase in interest payout to non-resident investors from their holdings of resident debt securities and the increase in dividend payout to non-resident investors from their holdings of resident equity securities.
     
         Analysed by country/territory, the mainland of China continued to be the largest source of Hong Kong’s total primary income inflow in the fourth quarter of 2024, accounting for 42.0%. This was followed by the British Virgin Islands (BVI), with a share of 17.6%. Regarding total primary income outflow, the mainland of China and the BVI remained the most important destinations in the fourth quarter of 2024, accounting for 27.5% and 21.9% respectively.
     
         For 2024 as a whole, Hong Kong’s GNI increased by 7.5% over a year earlier to $3,477.8 billion at current market prices. The difference of $300.8 billion from GDP for the same year (estimated at $3,177.0 billion) represented a net primary income inflow of the same amount and was equivalent to 9.5% of GDP in that year. The total primary income inflow was estimated at $2,204.0 billion, or 69.4% of GDP in 2024 while the corresponding outflow at $1,903.2 billion, or 59.9% of GDP in 2024. After netting out the effect of price changes, Hong Kong’s GNI increased by 5.0% in real terms in 2024 over 2023.

         GDP and GNI are closely related indicators for measuring economic performance. GDP is a measure of the total value of production of all resident producing units of an economy. GNI denotes the total income earned by residents of an economy from engaging in various economic activities, irrespective of whether the economic activities are carried out within the economic territory of the economy or outside.
     
         Figures of GNI and primary income flows analysed by income component from the first quarter of 2023 to the fourth quarter of 2024 are presented in Table A, while selected major country/territory breakdowns of primary income inflow and outflow for the same quarters are presented in Tables B(1) and B(2) respectively.
     
         Statistics on GDP and GNI from 2023 onwards and primary income flows for 2024 are subject to revision when more data are incorporated.

    Volume and price statistics of external merchandise trade in January 2025 
         In January 2025, the volume of Hong Kong’s total exports of goods and imports of goods decreased by 2.0% and 1.7% respectively over January 2024. Due to the difference in timing of the Lunar New Year holidays, it is more appropriate to analyse the trade figures for January and February taken together in making year-on-year comparison.
     
         Comparing the three months ending January 2025 with the three months ending January 2024, the volume of Hong Kong’s total exports of goods and imports of goods decreased by 0.1% and 0.8% respectively.
     
         Comparing the three-month period ending January 2025 with the preceding three months on a seasonally adjusted basis, the volume of total exports of goods and imports of goods increased by 2.7% and 0.3% respectively.
     
         Changes in volume of external merchandise trade are derived from changes in external merchandise trade value with the effect of price changes discounted.
     
         Comparing January 2025 with January 2024, the prices of total exports of goods and imports of goods both increased by 2.0%.
     
         Price changes in external merchandise trade are reflected by changes in unit value indices of external merchandise trade, which are compiled based on average unit values or, for certain commodities, specific price data.
     
         The terms of trade index is derived from the ratio of price index of total exports of goods to that of imports of goods.  Compared with the same period in 2024, the index remained virtually unchanged in January 2025.
     
         Changes in the unit value and volume of total exports of goods by main destination are shown in Table 1.
     
         Comparing January 2025 with January 2024, declines were recorded for the total export volume to India (-22.1%), the mainland of China (the Mainland) (-3.6%) and Taiwan (-2.2%). On the other hand, the total export volume to the USA (12.2%) and Vietnam (65.9%) increased.
     
         Over the same period of comparison, the total export prices to Vietnam (4.0%), Taiwan (4.0%), the USA (2.4%) and the Mainland (1.6%) increased. On the other hand, the total export prices to India decreased by 1.2%.
     
         Changes in the unit value and volume of imports of goods by main supplier are shown in Table 2.
     
         Comparing January 2025 with January 2024, declines were recorded for the import volume from Korea (-25.3%) and the Mainland (-9.0%). On the other hand, the import volume from Singapore (2.9%), Taiwan (32.1%) and Malaysia (44.8%) increased.
     
         Over the same period of comparison, the import prices from all main suppliers increased: Korea (8.4%), Malaysia (5.3%), Taiwan (3.1%), Singapore (2.1%) and the Mainland (0.3%).

  • MIL-OSI Europe: Answer to a written question – Relevance of Commission financial support for the French-Brazilian initiative by Cirad and Embrapa to treat pathogenic fungus Ceratobasidium sp. in Guyana – E-002778/2024(ASW)

    The Commission is aware of the challenges facing the EU’s outermost regions and French Guyana in terms of food security and farming and is fully committed to supporting the development of these regions.

    The outermost regions can receive support under the Single Market Programme[1] for the implementation of phytosanitary programmes for the control of pests. However, Ceratobasidium sp. does not feature among the pests eligible for funding in the phytosanitary programme 2025-2027[2].

    The outermost regions can also benefit from support through the Horizon Europe programme for plant health research and innovation.

    This area is a priority under cluster 6 ‘Food, Bioeconomy, Natural Resources, Agriculture and Environment’ of the Horizon Europe Programme[3], and will remain a key focus in future work programmes[4].

    Under Horizon 2020[5] and Horizon Europe, numerous projects in plant health were funded, including initiatives addressing emerging threats from plant pests.

    The outermost regions benefit from further support for agriculture and food autonomy under the Common Agricultural Policy and the Programme of options specifically relating to remoteness and insularity.

    The French Common Agricultural Policy Strategic Plan supports research projects for agriculture through the European Agricultural Fund for Rural Development[6], enabling outermost regions to address plant health challenges.

    The LIFE[7] programme under which the outermost regions benefit from bonus points for their applications, also supports biodiversity protection and projects relating to invasive alien species.

    Outermost regions also benefit from the ‘BESTLIFE2030: Grant scheme for biodiversity in EU Overseas’[8] that finances small biodiversity projects with 95% financing.

  • MIL-OSI Europe: Briefing – International Agreements in Progress – EU-Mercosur Partnership Agreement: Trade pillar – 17-03-2025

    On 6 December 2024, the European Union (EU) and the four founding members of Mercosur – Argentina, Brazil, Paraguay and Uruguay – reached a political agreement on a free trade agreement that would form part of a wider Partnership Agreement including political dialogue and cooperation. The 2024 text of the trade pillar seeks to adjust an earlier political agreement of 28 June 2019 to EU demands for Mercosur to make stronger sustainability commitments, notably in respect to the Paris Agreement, and to Mercosur demands for the EU to grant greater policy space for Mercosur’s industrial development. Against the background of growing geo-economic uncertainty and geopolitical tension, the agreement would be a strong signal in favour of multilateralism and against power politics in trade. It would create a strategic alliance between like-minded partners for building sustainable and resilient supply chains, including for the green and digital transitions. It could also allow the EU to regain some economic ground lost to China in the past decade. However, the trade pillar faces strong headwinds, notably for its potential environmental, climate change and food safety impacts. While the agreement enjoys the support of EU industry associations and sub-sectors of EU agriculture with offensive interests, EU farmers’ associations with defensive interests have criticised it as an unfair ‘cars for cows’ deal. After the legal review and translation of the agreement, the Commission will submit to the Council proposals for Council decisions to sign and conclude the whole Agreement, revealing its ratification modalities.   • MIL-OSI Europe: Answer to a written question – Human rights violations by the Cuban regime in the light of the Political Dialogue and Cooperation Agreement between the European Union and Cuba – E-002998/2024(ASW)

    1. EU development cooperation aims at improving the living conditions of the Cuban population, in the framework of the partnership established under the EU-Cuba Political Dialogue and Cooperation Agreement[1]. No EU funds are channelled through the Cuban authorities. EU funding is directly transmitted to the implementing agencies in charge of the various EU projects, be it United Nations (UN) agencies, agencies of the Member States or European non-governmental organisations.

    2. There has been some progress on each of the priorities agreed in the framework of the EU-Cuba Political Dialogue and Cooperation Agreement and enumerated in its Article 2. In particular, the Agreement has framed EU-Cuba relations through a critical yet constructive engagement. It has supported Cuba’s economic modernisation through the progressive expansion of its private sector, and fostered improvements in human rights, including the adoption of the Family Code[2], the acceptance of 81% of recommendations under the UN Universal Periodic Review, and the recent decision by Cuba to free 553 detainees. It has also encouraged Cuba to advance towards the 2030 Sustainable Development Goals, facilitated dialogue on trade and economic relations, as well as to address the impact of the United States embargo on the island, which also affects EU companies and citizens. The EU is committed to pursue its efforts to achieve additional, more significant results in all areas, with emphasis on the respect of human rights and fundamental freedoms and to promote EU interests.

    3. As indicated, no funds are directed at the Cuban Government. The objective of all EU cooperation initiatives is to support the Cuban population as a whole, which is currently enduring a particularly severe economic crisis, combined recently with other natural hazards such as hurricanes and earthquakes.

    ROAD TOWN, British Virgin Islands, March 17, 2025 (GLOBE NEWSWIRE) — RAAC, a decentralized Real World Asset (RWA) lending and borrowing ecosystem, is announcing the launch of its testnet today in the face of strong institutional demand. This has helped the project secure $235 million in gold-backed deposits at launch from one of the largest gold reserves in North America, while it also pursues opportunities in US rental property and more.

    Grounded in the $1.8 billion Curve ecosystem, RAAC is a member of the Chainlink Build program and has been incubated by The LLamas – a DeFi community that supports, builds, and promotes Curve ecosystem growth.

    Curve founder and RAAC advisor Michael Egorov says: “Most value in crypto is driven by DeFi and payments. However, as for DeFi, this value is currently derived mostly from crypto speculation. We need projects like RAAC to go beyond our crypto bubble, realize the true potential of programmable, decentralized money, and eventually have the global financial system naturally re-architected.”

    Initially, RAAC will develop protocols integrating gold-backed and real estate-backed tokens from asset owners through Instruxi – a leading institutional tokenization provider that serves both the digital and traditional asset space. These asset owners include Pretio DeFi Solutions, which, with its partners, has secured a contract with the North Terrace Mining Project in British Columbia to acquire 1 million troy ounces of proven gold reserves for tokenization.

    At the time of tokenization, these reserves are valued at approximately $400 million—20% of a discounted spot price of $2,000 per troy ounce. Over a 10 to 15-year production cycle, once the gold is extracted, refined, and securely stored, the tokenized asset’s total estimated value could reach up to $3 billion, depending on market conditions and future gold prices.

    The tokenization process will transform these proven gold reserves into fractional digital assets, which will be deposited into the Pretio Foundation DAO. The DAO Treasury will manage a comprehensive digital ecosystem that leverages on-chain liquidity and advanced DeFi protocols from the RAAC ecosystem. 

    This ecosystem will operate via stablecoins minted by the Pretio Treasury, initially backed by the gold reserves—and later by additional precious metals. At RAAC’s launch, Pretio will contribute an initial $235 million in treasury assets, with further assets to be added to the ecosystem over time.

    Bitfarms acquired Stronghold in a stock-for-stock merger pursuant to which Stronghold shareholders received 2.52 shares of Bitfarms for each share of Stronghold they own and Stronghold became a wholly-owned subsidiary of Bitfarms. Approximately 59,678,164 Bitfarms common shares and 10,574,848 Bitfarms warrants are being issued in connection with the consummation of the merger. In addition, approximately $44.5 million was paid at closing to retire outstanding Stronghold loans.

    In connection with the completion of the transaction, SDIG’s common stock ceased trading on Nasdaq prior to the opening of trading today.

  • MIL-OSI: Descartes Study: 39% of High-growth Companies Leverage Trade Compliance as Competitive Advantage

    ATLANTA and LONDON, March 17, 2025 (GLOBE NEWSWIRE) — Descartes Systems Group (Nasdaq:DSGX) (TSX:DSG), the global leader in uniting logistics-intensive businesses in commerce, released findings from its study Top Three Traits of Companies with a Successful Approach to Trade Compliance. The study showed that 39% of fast-growing companies (those expecting greater than 15% growth over the next two years) consider trade compliance to be a competitive advantage and not only a regulatory requirement, compared to 22% of slower-growing companies (those with less than 5% growth expectations).

    Furthermore, 57% of companies surveyed believe technology is also very or extremely important for competitive advantage in trade compliance strategies (see Figure 1). This view is even more pronounced in growth businesses versus non-growth companies: 72%, or almost three quarters, of fast-growing companies believe technology is a valuable competitive differentiator, compared to just 41% of businesses predicting shrinking, limited, or no growth.

    The study also revealed that 86% of fast-growing companies indicated technology is fundamental or highly important to growth strategies. Underscoring a strong link between technology, business expansion and trade compliance, 47% of fast-growing companies confirm investing in technology is the top approach to tackling international trade challenges—compared to just 18% of those expecting shrinking, limited, or no growth.

    In addition to gaining competitive advantage by leveraging trade compliance and investing in technology, higher-growth companies are focused on building a well-resourced compliance team. The study found that companies with greater than 15% expected growth in the next two years allocate an average of eight people to trade compliance activities, compared to six people in companies anticipating shrinking, limited, or no growth.

  • MIL-OSI USA: Yellowstone: Where there’s always something new!

    Yellowstone Caldera Chronicles is a weekly column written by scientists and collaborators of the Yellowstone Volcano Observatory. This week’s contribution is from Jefferson Hungerford, Park Geologist, and Kiernan Folz-Donahue, Field Geologist, both with Yellowstone National Park.

    The summer of 2024 was a busy time, with July’s hydrothermal explosion at Biscuit Basin and the first hydrothermal explosion ever recorded by geophysical monitoring data in Norris Geyser Basin. In addition to these higher energy events, a new hydrothermal feature popped up right in front of our eyes—literally!

    While driving south from Mammoth Hot Springs towards Norris Geyser Basin early on August 5 last summer, a park scientist noticed a billowing steam column through the trees and across a marshy expanse. The eagle-eyed scientist notified the park geology team to verify if this was indeed new activity.

    This new hydrothermal feature is within a region called the Roadside Springs thermal area, which is a collection of spatially distinct areas of altered rock and hydrothermal features (data for Yellowstone thermal areas is at https://data.usgs.gov/datacatalog/data/USGS:661d5eb7d34e7eb9eb7e3a41). This new feature is at the foot of a rhyolite lava flow about 3 meters above the marsh below, and it lies within a swath of warm, hydrothermally altered ground that is approximately 60 meters (about 200 feet) long.

    Soon after it was identified, park geologists trudged through the marshy ground to get a closer look that the feature, which had a temperature of 77 °C (171 °F). A very thin veneer of grey silicious clay barely covered the surrounding surface, indicating its very young nature. 

    Although this hydrothermal activity may seem new to us, it may also just be just the latest manifestation of activity a short distance away that kicked into existence more than two decades ago. On March 10, 2003, a similar type of hydrothermal activity was first observed on the other side of the same rhyolite lava flow where the new feature is located, just west of Nymph Lake. This hydrothermal activity persists through this day but is much less energetic than when it first formed.

    Are the new feature and the activity that started in 2003 hydrologically connected? Probably. One could run a line along the axis of the older active area and it would intersect the new feature. This line also follows the trend of faults that run from Norris Geyser Basin northward to Mammoth Hot Springs and beyond.

    The new feature remained prominent into the fall of 2024, with a strong steam plume that was especially visible during chilly mornings. But as fall began to turn into winter, the steam plume gradually disappeared. The feature remains active, but there is some water in the vent, decreasing the amount of steam that is released. Whether or not the strong plume returns in the summer of 2025 remains to be seen. 

    Geologists have mapped more than 100 major hydrothermal areas in Yellowstone National Park, and there are many more than 10,000 hydrothermal features within its boundaries. The activity from these features waxes and wanes with time—you might even say that some of them pick up steam! Sorry…we couldn’t resist.

  • MIL-OSI Global: Many of history’s deadliest building fires have been in nightclubs. Here’s why they’re so dangerous

    A fire at a nightclub in North Macedonia has killed at least 59 people and injured more than 150. The blaze broke out at the Pulse nightclub in Kočani, where around 500 people were attending a concert.

    Witnesses reported that pyrotechnics used during the performance ignited the ceiling, causing flames to spread rapidly.

    Authorities have arrested 20 people so far, including the club’s manager. Investigations continue. The North Macedonian government has declared a seven-day mourning period.

    While building fires are not limited to nightclubs, many of the most devastating building fires in history have happened in nightclubs around the world. So why are nightclubs such a risky place for deadly fires?

    A long history of nightclub fires

    A look at past nightclub fires shows just how common and deadly they’ve been in the past 100 years. We identified at least 24 nightclub fires where ten or more people died since 1940.

    Collectively, these 24 incidents account for at least 2,800 deaths, with nearly 1,300 in the 21st century alone.

    The Cocoanut Grove fire (Boston, 1942) remains the deadliest on record, killing 492 people. The club’s flammable decorations and locked exits turned what should have been an ordinary night out into one of the worst fire disasters in history.

    In Argentina, the República Cromañón fire killed 194 people in 2004, caused by pyrotechnics igniting flammable materials inside the club.

    The Kiss nightclub fire in Brazil in 2013 was even deadlier, claiming 242 lives.

    More recently, Thailand’s Mountain B nightclub fire killed 23 people in 2022.

    And in 2023, 13 people died in a fire at the Fonda Milagros nightclub in Spain.

    Now, North Macedonia’s Pulse nightclub joins this long list.

    Why are nightclubs so risky for fires?

    A review of past nightclub fires we’ve collated in our database reveals common patterns. Two key factors have contributed to the frequency and severity of these fire disasters.

    1. Pyrotechnics, fireworks and flammable materials

    One of the most common causes of nightclub fires has been the use of pyrotechnics in enclosed spaces. Pyrotechnics are controlled chemical reactions designed to produce flames, smoke, or light effects.

    They have been involved in at least six of the deadliest nightclub fires, including the recent Pulse nightclub fire in North Macedonia, as well as The Station (United States, 2003), Kiss (Brazil, 2013), Colectiv (Romania, 2015), Lame Horse (Russia, 2009) and República Cromañón (Argentina, 2004).

    When used indoors, pyrotechnics can easily ignite flammable ceiling materials, acoustic foam, or decorations.

    In some cases, fireworks – which are different from stage pyrotechnics and sometimes illegally used indoors – have played a role. The Lame Horse nightclub fire, which killed 156 people in Russia in 2009, was caused by a spark from fireworks igniting a low ceiling covered in flammable plastic decorations.

    Even when fires don’t start from pyrotechnics or fireworks, the materials used in nightclub interiors can rapidly turn a small fire into a major disaster.

    Foam insulation, wooden panelling, plastic decorations and carpeted walls have all been key factors in past nightclub fires. In Cocoanut Grove (Boston, 1942), artificial palm trees and other flammable decorations accelerated the blaze.

    2. Overcrowding and blocked or insufficient exits

    Evacuation failures have been a factor in nearly every major nightclub fire.

    In some instances, crowds may not immediately recognise the severity of the situation, especially if they mistake alarms for false alarms or special effects (for example, smoke machines, loud music).

    Further, patrons could be intoxicated due alcohol or other drugs. Intoxication combined with potential disorientation due to dim lighting can further reduce judgement during an evacuation.

    Clearly, the best way to protect patrons is to prevent a fire from breaking out in the first place. But in settings where fire risks are inherently high, the ability to evacuate people swiftly is crucial.

    Nightclubs, however, have a poor track record when it comes to evacuation safety measures.

    Nightclubs are among the most crowded indoor spaces. While crowd density is part of a nightclub’s design and atmosphere, overcrowding beyond legal capacity is common.

    A crowd that has gradually gathered over several hours must suddenly evacuate in seconds or minutes to survive a fire. This is made more difficult by narrow hallways and limited exits, which quickly become bottlenecks when hundreds of people attempt to escape at once.

    What’s more, not all exits are always accessible during a fire. In several past nightclub disasters, locked or obstructed emergency exits have significantly worsened the death toll.

    Minimising the risks

    Nightclubs are uniquely vulnerable to fires due to a combination of structural risks, unsafe materials, overcrowding and regulatory failures.

    While human behaviour plays a role in how fires unfold in confined spaces such as nightclubs, people should be able to go for a night out and expect to come home safely.

    Regulatory oversight must ensure strict compliance with fire codes. Venues should have fire suppression systems (such as sprinklers, fire extinguishers and smoke detectors) to control or contain fires before they spread, and adequate exits.

    Nightclubs should ban indoor pyrotechnics and fireworks, as history has repeatedly shown their deadly consequences.

    Capacity limits must be enforced, and emergency exits should always be accessible.

    Australia has strict fire safety regulations for nightclubs, with venues required to have fire suppression systems, emergency exits and trained staff to manage fire risks.

    Public awareness is also key. Patrons need to understand the real risk of fires in nightclubs, and be prepared to evacuate swiftly but calmly if danger arises.

  • MIL-OSI Europe: Unchanged global climate policies will cost India 19% and world 15% of GDP by 2050 | Interview with The Economic Times

    How do you see US president Donald Trump’s election weighing in on the entire climate debate?
    We are central bankers and supervisors, so we are non-political. We are data-dependent and science-based. We are here together to discuss the impact of climate and nature-related risks on our economies. Talking about climate change in general, there are two major risks: physical risks; meaning increasing numbers of droughts, floods, hurricanes and wildfires. And transition risks, which are the costs and consequences of the transition to net zero.
    If climate policy falls short then, of course, economic and financial risks will increase. That’s what central banks must look at. We analyze the data and see what kind of impact climate change has on the economy. That’s our job. We must deal with these risks, and we will address them, also towards governments.
    What does the withdrawal of the US Federal Reserve mean for NGFS and its agenda? 
    The NGFS was founded at the end of 2017. At that time, we were only eight members. Now we are 144. The Fed, as you just mentioned, left in January. Except for the US, none of the members have exited so far. Instead, thirteen new members have joined since I took over as NGFS Chair at the start of 2024. So, we are still a growing organization.
    And our agenda stays the same, because it has nothing to do with the exit of one member. If we see deregulation, if we see climate being taken off the policy agenda, then we might see increasing physical risk, meaning an acceleration of climate change. And that might mean that we even become more vocal on the risks we see.
    How do you see India’s progress? What more needs to be done?
    It’s not up to me to judge the stance and actions of our colleagues from the Reserve Bank of India. I just mentioned our latest update on the long-term scenarios about GDP being 15 % lower, worldwide, than in a world without climate change. For India, the GDP loss is even bigger. If the world keeps its current policies unchanged, global temperatures are expected to rise by three degrees Celsius (on average). And this could cost India roughly 19 % of GDP by 2050, compared to a world without climate change. So, for India, we show that climate change can have even more serious consequences than elsewhere. And, at the same time, the scenarios show that India is among those countries who would benefit the most from a global transition towards net zero emissions.
    You’ve said your actions are data dependent. What is the data telling us in terms of the economic impact of climate change? Because there is also a pushback.
    We are analytical powerhouses. Our climate scenarios are our flagship product. We have set up different long-term scenarios. For example, a current policy scenario or a fragmented world one, where climate policy is delayed, divergent and/or insufficient across the globe. Or a scenario where policy would bring us to a Paris-aligned world. We look at what those different climate scenarios mean in economic terms, for GDP, inflation, productivity, and so on.
    The fifth vintage of our long-term climate scenarios was published at the start of November last year. It told us that under the current policies scenario, global GDP will be 15 % lower globally in 2050 than it would be without climate change. This is a striking number, and in fact we have reason to believe that it doesn’t even show the full picture, because we do not yet have a full set of data. It does not reflect, for example, future sea level rises, or the kind of climate migration that we might see. When we have more data, we will get more insights, and the results might even change.
    What has the conversation been like at the plenary in the backdrop of the US exit and what is the assessment of the progress made so far?
    We’ve never seen such a strong commitment as we see here in India today. More than 100 people from over 60 countries came from all around the world to be here in person. Another 100 people participated virtually. We’ve never had so many senior level representatives from central banks and financial supervisors. We have more than 25 governors or deputy governors here in India at our annual meeting. 
    What we’ve reflected on today is how political headwinds, deregulation, impact our work. And our work stays the same, because we are non-political animals, and we stick to our mandates. With so many central banks from all over the world in our network, we all have different mandates. In emerging markets or developing countries, the mandates are often not as narrow as they are in, for example, Europe. So, we do have members with broader mandates. That allows them to do different things, such as promoting green finance or other financial sector development.
    Most central banks have initiated some sort of action on tackling climate change and its economic impact. What is your assessment of the progress and what more is needed?
    With 144 members from all over the globe, there are members at completely different stages, depending on when they started and how big their capacities are. Some members are very advanced, like the French, the Dutch, the UK, and there are those who have just started or are so small that they barely have capacity.
    What are the advanced central banks doing? They have started with climate stress testing in the banking sector. For example, in Europe, we have already done a few climate stress tests. In India, Brazil and many countries in Africa, you see that climate change strongly affects food prices. We also see, in some African countries for example, that energy prices are significantly affected by climate change. We cannot rely on past data or experiences; we need a forward-looking perspective. There’s a lot of uncertainty and non-linearity. So, we must work in terms of scenarios.
    When the NGFS was set up in December 2017, there were some central banks who thought, “oh my god, there’s climate change and we do not know at all whether this will affect our work, our mandates”. We thought, “this might be such a big threat that it’s better to collaborate, put together all the resources we have and to see what will come out”. This is why the NGFS was set up. Over the years, we have not only realized that climate change really matters to the economy but also confirmed that it affects our mandates.
    The whole idea of this network is that we share our knowledge amongst our members. This is the benefit of being a member of the NGFS. And we also produce public goods like the scenarios mentioned, which can be used by financial sector players and policymakers beyond the network.
    Different governments have different commitments to climate change and central banks have different mandates. Given that, how effective can this body be?
    Climate policy is not part of our mandate. What governments do is another thing. Of course, our analysis shows that if governments take less action on climate, it will have a huge impact on the economy, often also on inflation.
    You are right, central banks globally have a wide range of different tasks and mandates. But this is also the beauty of our network. 144 different organisations learn from each other. Many members – for example emerging markets – have a lot in common with each other. These countries often form groups among peers so that they can share experience and best practice.
    Any thinking on short-term scenario mapping?
    We will soon publish our short-term scenarios with a time horizon of three to five years, hopefully in the first half of the year. We think it is important to show what will happen within this time horizon.
    Not many care about 2050 and 2100. Not many of us work over this time horizon. If you are a CEO, your contract lasts 3‑5 years. If you’re a politician, you want to be re-elected within 3‑5 years. A scenario which tells you what might happen in 2050, of course, really matters for human beings. But, to tell the story to someone who thinks short term, you need also short-term scenarios.

    On the evening of March 13, President Lai Ching-te attended the Ministry of Foreign Affairs 2025 Spring Banquet for foreign ambassadors and representatives stationed in Taiwan. In remarks, President Lai thanked our diplomatic allies and like-minded countries for continuing to demonstrate their high regard and support for Taiwan at international venues. The president stated that a stronger Taiwan will be able to contribute even more to the world, explaining that is why he established the National Climate Change Committee, the Whole-of-Society Defense Resilience Committee, and the Healthy Taiwan Promotion Committee. He added that he hopes to pool our strengths so as to formulate national development strategies and enhance Taiwan’s international collaboration. The president also expressed hope of developing opportunities for cooperation with other countries across many domains to jointly advance democracy, peace, and prosperity throughout the region and around the world. A translation of President Lai’s remarks follows: Today is my first time attending the Ministry of Foreign Affairs Spring Banquet since becoming president. It is a pleasure to be able to meet and socialize with esteemed guests from other countries and good friends from all sectors of Taiwan. The global landscape has changed rapidly over the past year. Geopolitical volatility, the restructuring of supply chains, technological advancements, and other factors have had a profound impact on nations’ strategic plans. I want to take this opportunity to thank our diplomatic allies and like-minded countries for continuing to demonstrate their high regard and support for Taiwan at international venues. Last month, the leaders of the United States and Japan, the US secretary of state and the foreign ministers of Japan and the Republic of Korea, and the G7 foreign ministers all issued joint statements emphasizing the importance of peace and stability across the Taiwan Strait, underscoring Taiwan’s vital role in global progress and prosperity.  I would especially like to thank members of the diplomatic corps for working with us to build even closer partnerships between our countries. I have always believed that a stronger Taiwan will be able to contribute even more to the world. That is why, after taking office, I established the National Climate Change Committee, the Whole-of-Society Defense Resilience Committee, and the Healthy Taiwan Promotion Committee under the Office of the President. These committees continue to address global concerns and seek to solve important issues that impact our own people. I hope to pool our strengths so as to formulate national development strategies and enhance Taiwan’s international collaboration.  Last year, I visited our Pacific allies – the Republic of the Marshall Islands, Tuvalu, and the Republic of Palau. I deeply appreciated our friends’ warm hospitality and came to feel very deeply that we are like a family. Through local visits and mutual exchanges, we deepened our diplomatic alliances and cooperation, creating win-win outcomes. We also showed Taiwan’s determination to work with allies to tackle the many challenges related to climate change, net-zero transition, and digital transformation. At the start of this month, Taiwan hosted the first-ever workshop on whole-of-society defense resilience under the Global Cooperation and Training Framework. Experts and scholars from 30 countries participated in the discussions. I once again thank the diplomatic corps for their support and assistance. In the future, we look forward to developing opportunities for cooperation with other countries across many domains to jointly advance democracy, peace, and prosperity throughout the region and around the world. In the face of authoritarian expansion, Taiwan will continue to bolster its national defense capabilities. We will stand shoulder to shoulder with fellow democracies to demonstrate the strength of deterrence. We will also join hands to build non-red supply chains, strengthen our economic resilience, and promote an initiative on semiconductor supply chain partnerships for global democracies. All of this will ensure steady technological and economic development.  In my New Year’s Day address, I said that in this new year, we have many more brilliant stories of Taiwan to share with the world. Everyone gathered here tonight is a dear friend of Taiwan. And each of you plays an important role in the stories this land has to tell.  I am deeply grateful to you all for the incredible efforts you make in support of Taiwan. In so many ways, you connect Taiwan to the rest of the world and allow the world to see the many different sides of this amazing nation.     President Lai meets US Heritage Foundation founder Dr. Edwin Feulner
    On the afternoon of March 4, President Lai Ching-te met with a delegation led by founder of the US-based Heritage Foundation Dr. Edwin Feulner. In remarks President Lai thanked the foundation for publishing the 2025 Index of Economic Freedom, in which Taiwan ranked fourth globally and which recognized Taiwan’s sound legal foundation and ideal investment environment. The president said that Taiwan and the United States are important economic and trade partners and engage closely in industrial exchange. The president also expressed hope to expand investment in and procurement from the US in such areas as high-tech, energy, and agricultural products, and to work with the US and other democratic partners to create more resilient and diverse semiconductor supply chains to address new circumstances. A translation of President Lai’s remarks follows: It is a pleasure to welcome Dr. Feulner back to Taiwan today. I recall meeting with Dr. Feulner and Heritage Foundation President Kevin Roberts here at the Presidential Office at the end of last February. We had a fruitful discussion on Taiwan-US relations and regional affairs. When President Donald Trump was elected for his first term, Dr. Feulner played a crucial role in the administration’s transition team. Today, I look forward to hearing his thoughts on possible ways to further deepen relations between Taiwan and the US. I would like to thank the Heritage Foundation for publishing the 2025 Index of Economic Freedom, in which Taiwan ranked fourth globally. The report also recognized Taiwan’s sound legal foundation and ideal investment environment. Taiwan and the US are important economic and trade partners and engage closely in industrial exchange. The Taiwan Semiconductor Manufacturing Company’s (TSMC) historic US$65 billion investment in Arizona–negotiated and finalized during President Trump’s first term–is a case in point. And today, TSMC Chairman C.C. Wei (魏哲家) and President Trump jointly announced that the company would be expanding its investment in the US with new facilities. Looking ahead, we hope to expand investment in and procurement from the US in such areas as high-tech, energy, and agricultural products. We also look forward to working with the US and other democratic partners to create more resilient and diverse semiconductor supply chains to address new circumstances. At present, we continue to face authoritarian expansionism. As a country that deeply loves and staunchly defends freedom, Taiwan will collaborate with the US and other like-minded countries to maintain regional peace and stability. I would like to thank President Trump for his recent joint statement with Japanese Prime Minister Ishiba Shigeru, which emphasized the importance of maintaining peace and stability across the Taiwan Strait. And last month, the US was also part of a G7 foreign ministers’ statement in which “they strongly opposed any attempts to change unilaterally the status quo using force.” We firmly believe that only peace attained through one’s own strength can truly be called peace. Currently, Taiwan’s defense budget stands at approximately 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. Also, we will continue to reform national defense in the conviction that help comes most to those who help themselves. This will allow us to contribute even more to regional peace and stability. In closing, I once again thank Dr. Feulner for visiting and for demonstrating support of Taiwan. I wish you all a smooth and successful trip. Dr. Feulner then delivered remarks, first stating that on behalf of his successor, President Roberts, and all of his colleagues at the Heritage Foundation, it is his pleasure to present President Lai with the first copy of the 2025 Index of Economic Freedom. Pointing out that in the Index the Republic of China (Taiwan) is number four of 176 countries around the world in terms of its economic freedom, Dr. Feulner extended his congratulations to President Lai.  Dr. Feulner said he looks forward to a discussion about the present situation and how we can improve relations between the US and Taiwan. Dr. Feulner expressed his gratitude on hearing the wonderful announcement from TSMC, which was released right before his visit, that it will be expanding its investment in the US. In past trips, he said, he has had the opportunity to visit the TSMC headquarters in Taiwan, and fairly recently he has had the opportunity to view the site in Arizona where the construction continues and where the initial operations are beginning. He stated that they are proud to have TSMC now as an integral part of our responsible bilateral relationship. Dr. Feulner noted that while TSMC is of course very big, he also wants to express appreciation for all of the hundreds and hundreds of Taiwan-based companies that are strong, close partners throughout the US with American companies and with American people in terms of making a close and unified alliance of two freedom-loving countries.

    President Lai attends opening ceremony of GCTF Workshop on Whole-of-Society Resilience Building, Preparation, and Response
    On the morning of March 4, President Lai Ching-te attended the opening ceremony of the Global Cooperation and Training Framework (GCTF) Workshop on Whole-of-Society Resilience Building, Preparation, and Response. In remarks, President Lai stated that global challenges such as extreme weather, pandemics, and energy crises continue to emerge, and growing authoritarianism presents a grave threat to freedom-loving countries. These challenges have no borders, he said, and absolutely no single country can face them alone. The president said that as a responsible member of the international community, Taiwan is both willing and able to contribute even more to the democracy, peace, and prosperity of the world, and that the GCTF is an important platform where Taiwan can make those contributions by sharing its experiences with the rest of the world. President Lai indicated that Taiwan will join the forces of the central and local governments to enhance social resilience across the board, enhance disaster response capabilities in the community, and leverage its strengths to make contributions to the international community. He said that we are demonstrating to the world our determination to create an even more resilient Taiwan, and expressed hope to advance mutual assistance and exchanges with all the countries involved, so that we can together promote stability and prosperity around the world. Moving forward, we will continue advancing the following three initiatives: First, we will join the forces of the central and local governments to enhance social resilience across the board. Just last year, I established the Whole-of-Society Defense Resilience Committee at the Presidential Office. Civilian force training, strategic material preparation, and critical infrastructure operation and maintenance are all key discussion areas for our committee. These aim to enhance Taiwan’s resilience in national defense, economic livelihoods, disaster prevention, and democracy. They are also items on the agenda for this GCTF workshop. To cover all the bases, Taiwan must unite and cooperate as a team. Last year, our committee held the very first cross-sector tabletop exercise at the Presidential Office which included central and local government officials as well as civilian observers. We aim to test the government’s emergency response capabilities in high-intensity gray-zone operations and near-conflict situations. We will continue to hold exercises to help the central and local governments work together more efficiently, and strengthen Taiwan’s overall disaster response capabilities. Second is to enhance disaster response capabilities in the community. We fully understand that to build whole-of-society resilience, we must help people increase risk awareness, know how to respond to disasters, and develop abilities to help themselves, help one another, and work together. We are grateful to the American Institute in Taiwan (AIT) for collaborating with the Taiwan Development Association for Disaster Medical Teams to host “Take Action” workshops around the country since 2021. A 2.0 version is already in practice, and continues to train the public in first aid skills. Director of the AIT Taipei Office Raymond Greene and I took part in a Take Action event in New Taipei City last year and personally saw the positive outcomes of the training. In addition to the Take Action workshops, the government is also providing Disaster Relief Volunteer training for ages 11 to 89, and is continuing to expand its target audience. We have also set up Taiwan Community Emergency Response Teams at key facilities nationwide, enhancing the ability of these important facilities to respond independently to disasters. Civilian training will continue to be refined and expanded so that members of the public can serve as important partners in government-led disaster prevention and relief. Third, we will leverage Taiwan’s strengths to make contributions to the international community. The inspiration for our Disaster Relief Volunteer training comes from a similar program run by The Nippon Care-Fit Education Institute in Japan. I am confident that through exchanges like this workshop, Taiwan and other countries can also inspire one another in many areas, and enhance whole-of-society resilience in multiple ways. Taiwan also excels in information and communications and advanced technology. We will set up even more robust cybersecurity systems, expand usage of emerging technologies, and improve the ways we maintain domestic security. We hope that by leveraging our capabilities and sharing our experiences, Taiwan can contribute even more to the international community. I want to welcome all our partners once again, and thank AIT for co-hosting this event. Let’s continue down the path of advancing global security and developing resilience together. Because together, we can travel farther, and we can travel longer.     President Lai meets Japanese House of Representatives Member Tamaki Yuichiro
    On the afternoon of February 24, President Lai Ching-te met with Japanese House of Representatives Member Tamaki Yuichiro. In remarks, President Lai noted that Taiwan and Japan are important trading partners. The president expressed hope that, in addition to semiconductors, Taiwan and Japan can also bolster cooperation in the fields of hydrogen energy and drones and build non-red supply chains, thus creating economic win-win situations and maintaining peace and stability in the Indo-Pacific region and globally. A translation of President Lai’s remarks follows: I would like to start by warmly welcoming Representative Tamaki on his first trip to Taiwan. Now is a key moment for the cooperative ties between Taiwan and Japan, and the fact that Representative Tamaki has chosen to take time out of his busy schedule to make this trip demonstrates his especially meaningful support for Taiwan. For this I want to express my deepest gratitude. At the beginning of this month, Japan and the United States held a summit meeting. In the post-summit joint leaders’ statement the government of Japan reiterated the importance of maintaining peace and stability across the Taiwan Strait, opposed any attempts to unilaterally change the status quo by force or coercion, and expressed support for Taiwan’s meaningful participation in international organizations. I would like to thank the government of Japan for these statements. Taiwan and Japan are both responsible members of the international community. I welcome an even firmer friendship between Japan and the US and hope to see cooperation among Taiwan, Japan, and the US become a solid force in consolidating peace and stability in the Indo-Pacific region. In addition to complex international conditions, we now also face the threat of China’s red supply chain. More and more countries are becoming increasingly concerned about such issues as economic security and supply chain resilience. As authoritarianism consolidates, democratic nations must also come closer in solidarity. Taiwan and Japan are important trading partners. I hope that, in addition to semiconductors, Taiwan and Japan can also bolster cooperation in the fields of hydrogen energy and drones, and that we can build non-red supply chains, thus creating economic win-win situations and maintaining peace and stability in the Indo-Pacific region and globally. Lastly, I would like once again to welcome Representative Tamaki to Taiwan and wish him a successful visit. I hope he departs Taiwan with a deep impression and that he will visit again. Representative Tamaki then delivered remarks, noting that this was his first visit to Taiwan and thanking President Lai and officials of the Taiwan government for their warm welcome. Pointing out that Taiwan-Japan ties are closer than ever thanks to the major efforts made on this front by President Lai since taking office, Representative Tamaki expressed his admiration and gratitude. Representative Tamaki pointed out that in a changing global landscape, Taiwan, Japan, and the Indo-Pacific region all face major changes, but he firmly believes that Taiwan-Japan relations will develop even further. Recalling President Lai’s previous remarks, the representative said that Japan and the US recently held a summit meeting that yielded important results. In the joint leaders’ statement, he noted, the two sides made a clear commitment regarding peace and stability across the Taiwan Strait and firmly opposed any attempts to unilaterally change the status quo by force or coercion. Representative Tamaki said that the ruling Liberal Democratic Party and the Komeito did not win a majority in last year’s House of Representatives general elections, while the number of seats held by his own Democratic Party for the People quadrupled. This result, he said, has filled him with a feeling of great responsibility. Moving forward, he intends to continue promoting Taiwan-Japan cooperation and strengthening relations.     President Lai meets Abe Akie, wife of late Prime Minister Abe Shinzo of Japan
    On the morning of February 21, President Lai Ching-te met with Abe Akie, the wife of late Prime Minister Abe Shinzo of Japan. In remarks, President Lai thanked Mrs. Abe for carrying on the legacy of former Prime Minister Abe, being a benevolent and determined force for regional peace and prosperity, and calling on all parties to continue to place attention on peace in the Taiwan Strait. The president stated that Taiwan will carry on the legacy and spirit of former President Lee Teng-hui and former Prime Minister Abe, safeguard the values of freedom and democracy, and deepen the Taiwan-Japan friendship. A translation of President Lai’s remarks follows: Last May, Mrs. Abe came to Taiwan to attend the inauguration ceremony for myself and Vice President Bi-khim Hsiao, and we reminisced about the past here at the Presidential Office. Yesterday, Mrs. Abe and I attended the opening of the very first Halifax Taipei forum, for which Mrs. Abe also delivered a keynote speech earlier today. Former Prime Minister Abe pioneered the vision of a free and open Indo-Pacific, and called on the international community to pay attention to peace and stability in the Taiwan Strait and Indo-Pacific. These have become common strategic goals of democratic countries around the world and will have a far-reaching influence over international developments and Taiwan’s security. They were important contributions that former Prime Minister Abe made in regard to the Taiwan Strait and the Indo-Pacific region. Recently, current Prime Minister of Japan Ishiba Shigeru and United States President Donald Trump held a meeting and jointly reiterated the importance of peace and stability across the Taiwan Strait, as well as opposed unilateral changes to the status quo by force or coercion. They also expressed support for Taiwan’s participation in international organizations. This shows that Prime Minister Ishiba is furthering the legacy of former Prime Minister Abe. We are very grateful for the former prime minister’s friendship toward Taiwan, and to Mrs. Abe for carrying on his legacy. Mrs. Abe is a benevolent and determined force for regional peace and prosperity, and has called on all parties at numerous public venues to continue to place attention on peace in the Taiwan Strait. Last December, for instance, she traveled at the invitation of President Trump and his wife to the US, where she addressed cross-strait issues and spoke up for Taiwan. We were deeply moved by this. As authoritarian states continue to expand, Taiwan will keep working alongside like-minded nations such as Japan and the US, as well as the European Union, to jointly contribute to regional and global peace and prosperity. I look forward to continued advancement of regional peace and prosperity with the help of Mrs. Abe’s efforts. Mrs. Abe will also be meeting with daughter of former President Lee and Lee Teng-hui Foundation Chairperson Annie Lee (李安妮) tomorrow. Former President Lee and former Prime Minister Abe were both fully devoted to promoting Taiwan-Japan relations. We will carry on their legacy and spirit, safeguard the values of freedom and democracy, and deepen the Taiwan-Japan friendship. In closing, I wish you all a smooth and successful visit. Mrs. Abe then delivered remarks, first expressing her sincere thanks to President Lai for taking the time to meet. She said that former Prime Minister Abe hailed from Yamaguchi Prefecture, and that accompanying her that day were House of Councillors Member Kitamura Tsuneo, Yamaguchi Prefecture Governor Muraoka Tsugumasa, Yamaguchi Prefectural Assembly Deputy Speaker Shimata Noriaki, and many other important figures from Yamaguchi. If former Prime Minister Abe’s spirit could look upon this scene, she said, he would certainly be very pleased. Mrs. Abe recalled that when the former prime minister passed away, then-Vice President Lai traveled to their official residence to express his condolences and pay tribute. She said that she will never forget such a gesture of deep friendship, heartfelt condolences, and care. The year before last, she indicated, a memorial photo exhibition for former Prime Minister Abe was held in Taiwan, and many Taiwanese people from all walks of life came to view it. Last year, Mrs. Abe continued, she had the privilege of attending President Lai’s inauguration ceremony, where she met with many friends from Taiwan and personally felt the close and beautiful ties that Taiwan and Japan share. Mrs. Abe stated that she will carry out the wishes of former Prime Minister Abe and do her utmost to help raise Taiwan-Japan relations to new heights, saying that she looks forward to hearing the advice that President Lai and all those present have to offer.     President Lai holds press conference following high-level national security meeting
    On the afternoon of March 13, President Lai Ching-te convened a high-level national security meeting, following which he held a press conference. In remarks, President Lai introduced 17 major strategies to respond to five major national security and united front threats Taiwan now faces: China’s threat to national sovereignty, its threats from infiltration and espionage activities targeting Taiwan’s military, its threats aimed at obscuring the national identity of the people of Taiwan, its threats from united front infiltration into Taiwanese society through cross-strait exchanges, and its threats from using “integrated development” to attract Taiwanese businesspeople and youth. President Lai emphasized that in the face of increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and expressed hope that all citizens unite in solidarity to resist being divided. The president also expressed hope that citizens work together to increase media literacy, organize and participate in civic education activities, promptly expose concerted united front efforts, and refuse to participate in any activities that sacrifice national interests. As long as every citizen plays their part toward our nation’s goals for prosperity and security, he said, and as long as we work together, nothing can defeat us. A translation of President Lai’s remarks follows: At many venues recently, a number of citizens have expressed similar concerns to me. They have noticed cases in which members of the military, both active-duty and retired, have been bought out by China, sold intelligence, or even organized armed forces with plans to harm their own nation and its citizens. They have noticed cases in which entertainers willingly followed instructions from Beijing to claim that their country is not a country, all for the sake of personal career interests. They have noticed how messaging used by Chinese state media to stir up internal opposition in Taiwan is always quickly spread by specific channels. There have even been individuals making careers out of helping Chinese state media record united front content, spreading a message that democracy is useless and promoting skepticism toward the United States and the military to sow division and opposition. Many people worry that our country, as well as our hard-won freedom and democracy and the prosperity and progress we achieved together, are being washed away bit by bit due to these united front tactics. In an analysis of China’s united front, renowned strategic scholar Kerry K. Gershaneck expressed that China plans to divide and conquer us through subversion, infiltration, and acquisition of media, and by launching media warfare, psychological warfare, and legal warfare. What they are trying to do is to sow seeds of discord in our society, keep us occupied with internal conflicts, and cause us to ignore the real threat from outside. China’s ambition over the past several decades to annex Taiwan and stamp out the Republic of China has not changed for even a day. It continues to pursue political and military intimidation, and its united front infiltration of Taiwan’s society grows ever more serious. In 2005, China promulgated its so-called “Anti-Secession Law,” which makes using military force to annex Taiwan a national undertaking. Last June, China issued a 22-point set of “guidelines for punishing Taiwan independence separatists,” which regards all those who do not accept that “Taiwan is part of the People’s Republic of China” as targets for punishment, creating excuses to harm the people of Taiwan. China has also recently been distorting United Nations General Assembly Resolution 2758, showing in all aspects China’s increasingly urgent threat against Taiwan’s sovereignty. Lately, China has been taking advantage of democratic Taiwan’s freedom, diversity, and openness to recruit gangs, the media, commentators, political parties, and even active-duty and retired members of the armed forces and police to carry out actions to divide, destroy, and subvert us from within. A report from the National Security Bureau indicates that 64 persons were charged last year with suspicion of spying for China, which was three times the number of persons charged for the same offense in 2021. Among them, the Unionist Party, Rehabilitation Alliance Party, and Republic of China Taiwan Military Government formed treasonous organizations to deploy armed forces for China. In a democratic and free society, such cases are appalling. But this is something that actually exists within Taiwan’s society today. China also actively plots ways to infiltrate and spy on our military. Last year, 28 active-duty and 15 retired members of the armed forces were charged with suspicion of involvement in spying for China, respectively comprising 43 percent and 23 percent of all of such cases – 66 percent in total. We are also alert to the fact that China has recently used widespread issuance of Chinese passports to entice Taiwanese citizens to apply for the Residence Permit for Taiwan Residents, permanent residency, or the Resident Identity Card, in an attempt to muddle Taiwanese people’s sense of national identity. China also views cross-strait exchanges as a channel for its united front against Taiwan, marking enemies in Taiwan internally, creating internal divisions, and weakening our sense of who the enemy really is. It intends to weaken public authority and create the illusion that China is “governing” Taiwan, thereby expanding its influence within Taiwan. We are also aware that China has continued to expand its strategy of integrated development with Taiwan. It employs various methods to demand and coerce Taiwanese businesses to increase their investments in China, entice Taiwanese youth to develop their careers in China, and unscrupulously seeks to poach Taiwan’s talent and steal key technologies. Such methods impact our economic security and greatly increase the risk of our young people heading to China. By its actions, China already satisfies the definition of a “foreign hostile force” as provided in the Anti-Infiltration Act. We have no choice but to take even more proactive measures, which is my purpose in convening this high-level national security meeting today. It is time we adopt proper preventive measures, enhance our democratic resilience and national security, and protect our cherished free and democratic way of life. Next, I will be giving a detailed account of the five major national security and united front threats Taiwan now faces and the 17 major strategies we have prepared in response. I. Responding to China’s threats to our national sovereignty We have a nation insofar as we have sovereignty, and we have the Republic of China insofar as we have Taiwan. Just as I said during my inaugural address last May, and in my National Day address last October: The moment when Taiwan’s first democratically elected president took the oath of office in 1996 sent a message to the international community, that Taiwan is a sovereign, independent, democratic nation. Among people here and in the international community, some call this land the Republic of China, some call it Taiwan, and some, the Republic of China Taiwan. The Republic of China and the People’s Republic of China are not subordinate to each other, and Taiwan resists any annexation or encroachment upon our sovereignty. The future of the Republic of China Taiwan must be decided by its 23 million people. This is the status quo that we must maintain. The broadest consensus in Taiwanese society is that we must defend our sovereignty, uphold our free and democratic way of life, and resolutely oppose annexation of Taiwan by China. (1) I request that the National Security Council (NSC), the Ministry of National Defense (MND), and the administrative team do their utmost to promote the Four Pillars of Peace action plan to demonstrate the people’s broad consensus and firm resolve, consistent across the entirety of our nation, to oppose annexation of Taiwan by China. (2) I request that the NSC and the Ministry of Foreign Affairs draft an action plan that will, through collaboration with our friends and allies, convey to the world our national will and broad social consensus in opposing annexation of Taiwan by China and in countering China’s efforts to erase Taiwan from the international community and downgrade Taiwan’s sovereignty. II. Responding to China’s threats from infiltration and espionage activities targeting our military (1) Comprehensively review and amend our Law of Military Trial to restore the military trial system, allowing military judges to return to the frontline and collaborate with prosecutorial, investigative, and judicial authorities in the handling of criminal cases in which active-duty military personnel are suspected of involvement in such military crimes as sedition, aiding the enemy, leaking confidential information, dereliction of duty, or disobedience. In the future, criminal cases involving active-duty military personnel who are suspected of violating the Criminal Code of the Armed Forces will be tried by a military court. (2) Implement supporting reforms, including the establishment of a personnel management act for military judges and separate organization acts for military courts and military prosecutors’ offices. Once planning and discussion are completed, the MND will fully explain to and communicate with the public to ensure that the restoration of the military trial system gains the trust and full support of society. (3) To deter the various types of controversial rhetoric and behavior exhibited by active-duty as well as retired military personnel that severely damage the morale of our national military, the MND must discuss and propose an addition to the Criminal Code of the Armed Forces on penalties for expressions of loyalty to the enemy as well as revise the regulations for military personnel and their families receiving retirement benefits, so as to uphold military discipline. III. Responding to China’s threats aimed at obscuring the national identity of the people of Taiwan (1) I request that the Ministry of the Interior (MOI), Mainland Affairs Council (MAC), and other relevant agencies, wherever necessary, carry out inspections and management of the documents involving identification that Taiwanese citizens apply for in China, including: passports, ID cards, permanent residence certificates, and residence certificates, especially when the applicants are military personnel, civil servants, or public school educators, who have an obligation of loyalty to Taiwan. This will be done to strictly prevent and deter united front operations, which are performed by China under the guise of “integrated development,” that attempt to distort our people’s national identity. (2) With respect to naturalization and integration of individuals from China, Hong Kong, and Macau into Taiwanese society, more national security considerations must be taken into account while also attending to Taiwan’s social development and individual rights: Chinese nationals applying for permanent residency in Taiwan must, in accordance with the law of Taiwan, relinquish their existing household registration and passport and may not hold dual identity status. As for the systems in place to process individuals from Hong Kong or Macau applying for residency or permanent residency in Taiwan, there will be additional provisions for long-term residency to meet practical needs. IV. Responding to China’s threats from united front infiltration into Taiwanese society through cross-strait exchanges  (1) There are increasing risks involved with travel to China. (From January 1, 2024 to today, the MAC has received reports of 71 Taiwanese nationals who went missing, were detained, interrogated, or imprisoned in China; the number of unreported people who have been subjected to such treatment may be several times that. Of those, three elderly I-Kuan Tao members were detained in China in December of last year and have not yet been released.) In light of this, relevant agencies must raise public awareness of those risks, continue enhancing public communication, and implement various registration systems to reduce the potential for accidents and the risks associated with traveling to China. (2) Implement a disclosure system for exchanges with China involving public officials at all levels of the central and local government. This includes everyone from administrative officials to elected representatives, from legislators to village and neighborhood chiefs, all of whom should make the information related to such exchanges both public and transparent so that they can be accountable to the people. The MOI should also establish a disclosure system for exchanges with China involving public welfare organizations, such as religious groups, in order to prevent China’s interference and united front activities at their outset. (3) Manage the risks associated with individuals from China engaging in exchanges with Taiwan: Review and approval of Chinese individuals coming to Taiwan should be limited to normal cross-strait exchanges and official interactions under the principles of parity and dignity, and relevant factors such as changes in the cross-strait situation should be taken into consideration. Strict restrictions should be placed on Chinese individuals who have histories with the united front coming to Taiwan, and Chinese individuals should be prohibited from coming to Taiwan to conduct activities related in any way to the united front. (4) Political interference from China and the resulting risks to national security should be avoided in cross-strait exchanges. This includes the review and management of religious, cultural, academic, and education exchanges, which should in principle be depoliticized and de-risked so as to simplify people-to-people exchanges and promote healthy and orderly exchanges. (5) To deter the united front tactics of a cultural nature employed by Chinese nationals to undermine Taiwan’s sovereignty, the Executive Yuan must formulate a solution to make our local cultural industries more competitive, including enhanced support and incentives for our film, television, and cultural and creative industries to boost their strengths in democratic cultural creation, raise international competitiveness, and encourage research in Taiwan’s own history and culture. (6) Strengthen guidance and management for entertainers developing their careers in China. The competent authorities should provide entertainers with guidelines on conduct while working in China, and make clear the scope of investigation and response to conduct that endangers national dignity. This will help prevent China from pressuring Taiwanese entertainers to make statements or act in ways that endanger national dignity. (7) The relevant authorities must adopt proactive, effective measures to prevent China from engaging in cognitive warfare against Taiwan or endangering cybersecurity through the internet, applications, AI, and other such tools. (8) To implement these measures, each competent authority must run a comprehensive review of the relevant administrative ordinances, measures, and interpretations, and complete the relevant regulations for legal enforcement. Should there be any shortcomings, the legal framework for national security should be strengthened and amendments to the National Security Act, Anti-Infiltration Act, Act Governing Relations between the People of the Taiwan Area and the Mainland Area, Laws and Regulations Regarding Hong Kong & Macao Affairs, or Cyber Security Management Act should be proposed. Communication with the public should also be increased so that implementation can happen as soon as possible. V. Responding to threats from China using “integrated development” to attract Taiwanese businesspeople and youth (1) I request that the NSC and administrative agencies work together to carry out strategic structural adjustments to the economic and trade relations between Taiwan and China based on the strategies of putting Taiwan first and expanding our global presence while staying rooted in Taiwan. In addition, they should carry out necessary, orderly adjustments to the flow of talent, goods, money, and skills involved in cross-strait economic and trade relations based on the principle of strengthening Taiwan’s foundations to better manage risk. This will help boost economic security and give us more power to respond to China’s economic and trade united front and economic coercion against Taiwan. (2) I request that the Ministry of Education, MAC, Ministry of Economic Affairs, and other relevant agencies work together to comprehensively strengthen young students’ literacy education on China and deepen their understanding of cross-strait exchanges. I also request these agencies to widely publicize mechanisms for employment and entrepreneurship for Taiwan’s youth and provide ample information and assistance so that young students have more confidence in the nation’s future and more actively invest in building up and developing Taiwan. My fellow citizens, this year marks the 80th anniversary of the end of the Second World War. History tells us that any authoritarian act of aggression or annexation will ultimately end in failure. The only way we can safeguard freedom and prevail against authoritarian aggression is through solidarity. As we face increasingly severe threats, the government will not stop doing its utmost to ensure that our national sovereignty is not infringed upon, and to ensure that the freedom, democracy, and way of life of Taiwan’s 23 million people continues on as normal. But relying solely on the power of the government is not enough. What we need even more is for all citizens to stay vigilant and take action. Every citizen stands on the frontline of the defense of democracy and freedom. Here is what we can do together: First, we can increase our media literacy, and refrain from spreading and passing on united front messaging from the Chinese state. Second, we can organize and participate in civic education activities to increase our knowledge about united front operations and build up whole-of-society defense resilience. Third, we can promptly expose concerted united front efforts so that all malicious attempts are difficult to carry out. Fourth, we must refuse to participate in any activities that sacrifice national interests. The vigilance and action of every citizen forms the strongest line of defense against united front infiltration. Only through solidarity can we resist being divided. As long as every citizen plays their part toward our nation’s goals for prosperity and security, and as long as we work together, nothing can defeat us.
