    Chinese Foreign Minister Wang Yi said in New York on Friday China is ready to work with Peru to implement the consensus reached by the two heads of state, and deepen mutually beneficial cooperation in various fields.

    Wang, also a member of the Political Bureau of the Communist Party of China Central Committee, made the remarks during talks with Peruvian Foreign Minister Elmer Schialer Salcedo on the sidelines of the UN General Assembly in New York.

    China-Peru relations have long been at the forefront of China-Latin America relations, he said, adding that China values its relations with Peru.

    Wang also said that the Chinese side firmly supports Peru as the host of the APEC Economic Leaders’ Meeting in November.

    He called on both sides to strengthen coordination and cooperation in international and regional affairs and take China-Peru relations to a new level in the new era.

    For his part, Schialer said Peruvian companies are optimistic about the Chinese market, and look forward to strengthening cooperation with China.

    He added that his country welcomes more investment by Chinese businesses in Peru.

    Today, President Joseph R. Biden, Jr. declared that a major disaster exists in the State of North Carolina and ordered Federal aid to supplement State, tribal, and local recovery efforts in the areas affected by Tropical Storm Helene beginning on September 25, 2024, and continuing.
    The President’s action makes Federal funding available to affected individuals in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes, and Yancey Counties and the Eastern Band of Cherokee Indians.
    Assistance can include grants for temporary housing and home repairs, low-cost loans to cover uninsured property losses, and other programs to help individuals and business owners recover from the effects of the disaster.
    Federal funding also is available to State, tribal, and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work in Alexander, Alleghany, Ashe, Avery, Buncombe, Burke, Caldwell, Catawba, Clay, Cleveland, Gaston, Haywood, Henderson, Jackson, Lincoln, Macon, Madison, McDowell, Mitchell, Polk, Rutherford, Transylvania, Watauga, Wilkes, and Yancey Counties and the Eastern Band of Cherokee Indians.
    Finally, Federal funding is available on a cost-sharing basis for hazard mitigation measures statewide.

    BEIJING, Sept. 29 — Chinese President Xi Jinping will award national medals and honorary titles at a ceremony held on Sunday ahead of the 75th founding anniversary of the People’s Republic of China.

    Xi, also general secretary of the Communist Party of China Central Committee and chairman of the Central Military Commission, will confer the highest state honors at the Great Hall of the People in Beijing.

    As the ceremony started, senior official Cai Qi read out a presidential order signed by Xi on the awards.

    Four people will be awarded the Medal of the Republic.

    Dilma Rousseff, president of the New Development Bank and former Brazilian president, will receive the Friendship Medal.

    Ten people will be awarded medals of national honorary titles.

    This investigation was carried out by the UK Marine Accident Investigation Branch (MAIB) on behalf of the Cayman Islands Government in accordance with the Memorandum of Understanding between the MAIB and the Red Ensign Group Category 1 registries of Isle of Man, Cayman Islands, Bermuda and Gibraltar.

    The Republic of France has issued the following statement:

    Colleagues,

    Ladies and gentlemen,

    I would like to thank the Brazilian G20 Presidency, and particularly Foreign Minister Mauro Vieira, for taking the initiative of organizing this meeting in a spirit of cohesion and cooperation.

    This year, we celebrate the 80th anniversary of the Bretton Woods Institutions, and the Secretary-General’s Summit of the Future is being held. This is a unique opportunity to reaffirm the importance of the multilateral system, built around the United Nations, and to speed up its reform.

    Despite imperfections, the existing system remains crucial in responding to the crises we face. It does however need to become fairer and more effective. There is no shortage of challenges: we have to fight poverty, inequalities and climate change. We need to prepare ourselves to respond to pandemics when they emerge.

    These are ambitions championed by Brazil under its G20 Presidency, and which it will champion under its Presidency of COP30 in Belém. We share these ambitions.

    The same spirit drives France’s clear, long-standing and constant support for Security Council, with its belief that both its membership categories need expanding.

    For 20 years we have been advocating better representation for Africa on the Security Council, including among the permanent members. That is key for the G4 model, and therefore for Brazil, whose aspirations to gain a permanent seat we support. France has moreover advocated for the G20 to invite the African Union to its meetings.

    In this same spirit of responsibility, France and Mexico promote an initiative that requires no amendment of the Charter and that would allow responsible veto use, with a commitment not to use a veto in the event of mass atrocities. I welcome the fact that many States around this table already support our initiative, and I call on all those that want to bring about change to join us.

    The General Assembly needs to be revitalized to make it more effective. It needs to guide us towards achieving the Sustainable Development Goals and respect for international law, humanitarian law and human rights.

    We also need to listen to what it has already told us. In October 2022, 143 Member States at the General Assembly affirmed their support for Ukraine’s sovereignty and territorial integrity. In February 2023, 141 States called for the withdrawal of Russian troops from Ukraine. That message is clear.

    Reform should not be limited to the organs in New York. The international financial institutions also need an overhaul. We have managed to find additional financing from all available public and private sources. We will continue this effort, building on the momentum generated by the Paris Pact for Peoples and the Planet that has to date been endorsed by 62 States.

    The Pact has produced tangible results. I have in mind the deployment of innovative mechanisms, such as climate-resilient debt clauses. A Global Solidarity Levies Task Force, co-chaired by France, Kenya and Barbados, is operational and meets regularly to draw up innovative proposals aimed at making the financial system fairer and more equitable. I also have in mind our debt-relief action for developing countries.

    More specifically, the aspirations of developing countries need to be better addressed. That means they need to be better represented in these institutions. We have opened dialogue regarding a review of the shareholding of the International Bank for Reconstruction and Development and the 17th General Review of Quotas of the IMF.

    The World Trade Organization needs to be more effective in fighting protectionism and addressing new realities. We have all reached the same conclusion: our system needs to reconcile global trade and protection of the climate and biodiversity. So together, we need to develop rules and mechanisms that will make global trade and accelerator for the energy and ecological tradition worldwide.

    I would like to finish by saying that through its Call for Action, the G20 is showing that it aspires to make reform of global governance a tangible reality, enabling effective collective action. France undertakes to contribute to this reform in a constructive spirit, against fragmentation, in accordance with rules, and for the good of all our people.

  • MIL-OSI Security: Former Connecticut-Based Energy Trader Convicted of International Bribery Scheme

    A federal jury in Bridgeport, Connecticut, convicted a former oil and gas trader today for his role in a nearly eight-year long scheme to bribe Brazilian government officials and to launder money to secure business for two Connecticut-based commodities trading companies.

    According to court documents and evidence presented at trial, Glenn Oztemel, 65, of Westport, Connecticut, paid bribes to officials of Petróleo Brasileiro S.A. (Petrobras), the Brazilian state-owned oil and gas company, to obtain lucrative contracts for Arcadia Fuels Ltd. (Arcadia) and Freepoint Commodities LLC (Freepoint).

    “Glenn Oztemel paid and laundered more than $1 million in bribes to employees of Brazil’s state-owned oil and gas company to obtain lucrative contracts for his commodities-trading companies in Connecticut,” said Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department’s Criminal Division. “Bribing public officials to win business undermines the rule of law and creates unfair competition. Today’s verdict reaffirms the Criminal Division’s commitment to combatting foreign corruption that violates U.S. law.”

    “Bribery and money laundering are well-established federal crimes,” said U.S. Attorney Vanessa Roberts Avery for the District of Connecticut. “This conviction serves as another warning to anyone involved in the financial industry who seeks to gain an unfair advantage and illegally profit, both here in the U.S. and abroad. This office and our law enforcement partners will continue to keep a watchful eye to ensure that representatives from U.S. businesses operating overseas comply with our nation’s laws.”

    “Individuals and companies who collude to thwart free market competition through bribery ultimately erode public trust in the marketplace,” said Assistant Director in Charge Akil Davis of the FBI Los Angeles Field Office. “Today’s conviction demonstrates the commitment of the FBI and our partners to investigate anti-competitive behavior and hold accountable those who try to cheat the system for their own benefit and profit.”

    The trial evidence showed that, between 2010 and 2018, Oztemel worked as a senior oil and gas trader — first at Arcadia and then at Freepoint. With the assistance of others, Oztemel paid and caused the payment of bribes to Petrobras officials for their assistance in helping Arcadia and Freepoint to obtain and retain fuel oil contracts with Petrobras and by providing Oztemel and others with confidential information regarding Petrobras’ fuel oil business. Oztemel and his co-conspirators caused Arcadia and Freepoint to make corrupt payments — disguised as purported consulting fees and commissions — to a third party intermediary and agent, Eduardo Innecco, 74, knowing that Innecco would pay a portion of those funds to Brazilian officials, including to Houston-based Petrobras trader Rodrigo Berkowitz.

    To conceal the scheme, Oztemel, Innecco, and their co-conspirators used coded language like “breakfast” and “freight deviation” to refer to the bribes and communicated using personal email accounts, encrypted messaging applications, disposable phones, and fictitious names like “Spencer Kazisnaf” and “Nikita Maksimov.” In total, Oztemel paid more than $1,000,000 in bribes, which were split between Berkowitz and other Petrobras officials in Brazil. The bribe money moved from the trading companies to shell companies around the world controlled by Innecco, who then made payments to a bank account in Uruguay controlled by Berkowitz’s father.

    The jury convicted Oztemel of conspiracy to violate the Foreign Corrupt Practices Act (FCPA), conspiracy to commit money laundering, three counts of violating the FCPA, and two counts of money laundering. He faces a maximum penalty of five years in prison on each of the FCPA and conspiracy to violate the FCPA counts, and a maximum penalty of 20 years in prison on each of the money laundering and money laundering conspiracy counts. A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Charges against Oztemel and Innecco were unsealed on Feb. 17, 2023. In a superseding indictment returned on Aug. 29, 2023, both were charged alongside Oztemel’s brother, Gary Oztemel. Gary Oztemel pleaded guilty to money laundering on June 24. In May 2023, Innecco was arrested in France and his extradition to the United States is pending. An indictment is merely an allegation, and Innecco is presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

    In a related matter, in December 2023, Freepoint admitted to bribing officials in Brazil in violation of the anti-bribery provisions of the FCPA. Freepoint entered into a deferred prosecution agreement with the Criminal Division’s Fraud Section and the U.S. Attorney’s Office for the District of Connecticut. As a part of the resolution, Freepoint agreed to pay more than $98 million in criminal penalties and forfeiture.

    The FBI Los Angeles Field Office’s International Corruption Squad investigated the case. The Justice Department’s Office of International Affairs and authorities in Brazil, Latvia, Switzerland, and Uruguay provided assistance with the investigation.

    Trial Attorneys Allison McGuire and Clayton P. Solomon and Assistant Chief Jonathan P. Robell of the Criminal Division’s Fraud Section and Assistant U.S. Attorney Michael McGarry for the District of Connecticut are prosecuting the case.

We should create more legal pathways for migration and citizenship, while also changing the failed U.S. policies that cause displacement abroad and force people to flee their home countries,” said Congressman Greg Casar (D-Texas), co-founder of the Congressional Caucus on Global Migration. “Let’s tackle the climate crisis. Let’s remove broad-based sanctions that increase poverty. Let’s prioritize policies to support stability abroad while creating a welcoming and predictable immigration process at home.”

    “Too many people around the world face violence, poverty, and persecution and see the United States as a beacon of hope,” said Rep. Pramila Jayapal (D-Wash.). “We must make the immigration system more humane, more orderly, and more effective to welcome immigrants who come to this country rather than turn them away and to recognize not only the contributions they make to this country, but also the moral duty we have to protect people who come here fleeing horrible conditions. We can and must do better for immigrants.”

    “Republicans’ dangerous rhetoric about immigration endangers our immigrant communities and completely ignores the root causes of migration,” said Congresswoman Kamlager-Dove (D-Calif.), co-founder of the Congressional Caucus on Global Migration. “Migration is not just a border issue but a foreign policy issue. With migration on the rise worldwide and conflict, food insecurity, climate change, and political violence driving immigration to the U.S., it’s imperative that we reshape our immigration policy to address these global crises. This resolution calls upon Congress to do just that.”

    “Climate instability, democratic backsliding, economic exclusion, sanctions, and human rights violations are just some of the conditions driving unprecedented levels of global displacement and migration,” said Congresswoman Delia C. Ramirez (D-Ill.), co-founder of the Congressional Caucus on Global Migration. “Stricter border enforcement, harsh asylum laws, and the vilification of immigrants have consistently failed us and our neighbors. Instead, we need to address how our own policies contribute to the crises and adopt a coordinated regional and global strategy to tackle the root causes of displacement.”

    “It’s past time for comprehensive immigration reform. And a critical piece to this is addressing the factors that force families to flee their home countries in the first place,” said Rep. Juan Vargas (D-Calif.). “From combating climate change to humanitarian assistance, we need to implement productive policies that address the root causes of forced migration and displacement, while also working to restore faith in our legal immigration system and creating pathways to citizenship.”

     Specifically, this resolution calls for comprehensive legislation that: 

    • Addresses U.S. policies contributing to forced migration and displacement;
    • Ensures a humane and sustainable immigration system that appropriately addresses the root causes driving migration; and
    • Affirms the need for a true roadmap to citizenship for immigrants in the U.S.

    Over the last few weeks, MAGA Republicans have fabricated xenophobic and racist stories about Haitian immigrant families, adding to a long track record of perpetuating false narratives, conspiracy theories, and racist tropes. This MAGA rhetoric has incited physical violence against many migrant families. Now more than ever, it is important to emphasize the value migrants bring to our communities and to call for policies that will make our immigration system more stable and humane.

    Ministry of Tourism, Government of India announced winners of the Best Tourism Villages Competition 2024, today, on 27th September, 2024, on the occasion of World Tourism Day.

    To promote tourism to the Soul of India (India’s villages), the Best Tourism Villages Competition was introduced in 2023. The focus was to identify and recognize villages which preserve and promote cultural and natural assets through community-based values and commitment to sustainability in all aspects.

    The first edition of the Best Tourism Villages Competition in 2023 saw applications from 795 villages. In the second edition of the Best Tourism Villages Competition, a total of 991 applications were received from 30 States and UTs, out of which 36 villages were recognized as winners across 8 categories of the Best Tourism Villages competition 2024.

    Ladies and gentlemen,

    Talofa lava and good evening,

    It is truly a pleasure to stand before you this evening in the stunning backdrop of Samoa. The natural beauty of these islands, with their crystal-clear waters and lush landscapes, is a constant reminder of the vibrant culture and spirit that fills this land. I am honored to be here among you and to feel the warmth of your hospitality.

    Each day since my arrival I am continuously encouraged by the joy, hope, and talent in Samoa.

    If I’m being completely honest, I wish could sing, dance, and play sports half as well as everyone here! That said, these are very important skills I hope to improve upon during my time in Samoa. In terms of my background, I originally hail from a small town outside of Buffalo, New York and have served three overseas assignments, as well as three assignments in Washington, where I most recently served in the Secretary of State’s Operations Center. This is my first assignment in the Pacific and I am deeply grateful for this opportunity.

    Tonight, I would like to take a moment to introduce you to our newly expanded leadership team. First, join me in a round of applause to welcome our most recently arrived officer, our emcee Laila Gillam. Laila joined us last week as our first-ever Public Affairs Officer. Laila has more than 19 years’ experience as a diplomat and most recently served as Public Affairs Officer in Dhahran, Saudi Arabia. She is originally from Colorado.

    Many of you already know him, but for those who do not, I’d also like to introduce you to our Political/Economic Affairs Chief Donald Alderman. Donald arrived in Samoa three months ago.

    He is also a highly experienced diplomat working on Asia and Pacific issues and has served in Germany, China, Nigeria and South Africa. Donald is originally from Alaska.

    As our office continues to expand, so too will our programs and collaborations here in Samoa.

    Together, we can explore new opportunities and creative solutions that directly benefit the community, ensuring that our engagement is meaningful and impactful.

    Building on the incredible work of my predecessors, my primary aim is to further enhance the relationships we have cultivated, create new relations and to continue expanding upon the core principles that have guided us over the years.

    The last several years the U.S. administration has worked to broaden and deepen its engagement with Pacific Island countries as a priority of U.S. foreign policy. As a Pacific nation, the United States has a clear and abiding interest in partnering with Samoa to advance a shared agenda: addressing the climate crisis, maintaining peaceful waterways and upholding freedom of navigation, promoting development and economic growth, and deepening people-to-people ties.

    Regionally, in the past three and a half years, the United States has hosted two historic Pacific Islands Forum Summits at the White House; opened three new embassies in Solomon Islands, Tonga, and Vanuatu; released the first ever U.S.-Pacific Partnership Strategy; and announced plans, working with Congress, to provide over $8 billion in new funding for the Pacific Islands.

    The United States recognized Cook Islands and Niue as sovereign and independent states and established diplomatic relationships with them; expanded USAID offices in Papua New Guinea and Fiji; returned the Peace Corps to Samoa, Fiji, Tonga, and Vanuatu; and increased the availability of U.S. consular services to enable easier travel. We have surged Coast Guard resources to help safeguard maritime territories against illegal, unreported, and unregulated fishing; launched National Guard State Partnership Programs with Samoa and Papua New Guinea; and tended to tens of thousands of medical patients during missions by the hospital ship USNS Mercy.

    We are committed to increasing our assistance in key areas such as health through initiatives like Soifua Manuia returning next month, and I am particularly excited about enhancing our exchange programs like our International Visitor Leadership Program. We hope to increase collaborations through our State Partnership Program, as evident in the Prisons and Corrections subject matter exchange that was held this week by the amazing team from the Nevada National Guard. Can my colleagues from the National Guard raise your hands – welcome and thank you!

    One newest initiative just announced at the Pacific Islands Forum Leaders Meeting in Tonga is a funding opportunity called the Pacific Ambassadors’ Self-Help Small Grants fund, which will provide grants to local organizations to fund programs that address the impacts of climate change on the environment.

    These are a few of the initiatives that not only strengthen our ties but also enrich the lives of those we serve.

    Your commitment and dedication will undoubtedly pave the way for further successes as we all work together towards our shared goals. This new chapter comes with exciting opportunities, and I look forward to collaborating with each of you.

    World leaders and health experts convened at the UN Headquarters in New York today (26 Sep) to address the “silent pandemic” of antimicrobial resistance (AMR), with the adoption of a political declaration to confront this escalating global health threat.

    Speaking to reporters on the sidelines of the UN General Assembly High-Level Debate, the Director-General of the World Health Organization (WHO), Dr. Tedros Adhanom Ghebreyesus, highlighted the severity of the issue, noting that AMR kills over a million people each year. He said, “the declaration is a strong signal from countries that they are committed to addressing this global trend. Today, AMR is one of the most urgent global health threats. AMR could unwind 100 years of medical progress, making infections that are easily treatable today a death sentence.”
    Dr. Tedros further emphasized that no nation is exempt from this threat, although low- and middle-income countries bear the greatest burden. He noted the declaration’s goal to reduce global deaths associated with bacterial AMR by ten percent by 2030.

    He also said, “achieving the target set in the declaration requires action beyond the health sector to protect and promote the health of animals, plants, and our environment.” he added. Dr. Tedros said that the WHO, the Food and Agriculture Organization (FAO), the World Organisation for Animal Health (WOAH), and the UN Environment Programme (UNEP) are collaborating under a “One Health” approach to tackle the issue.

    Prime Minister Mia Mottley of Barbados described AMR as a “silent growing pandemic.” She cited the misuse and overuse of antimicrobials as the primary drivers of resistance.

    Mottley said, “many of us get antibiotics. We use it for a few days. We don’t use it for the full course, as prescribed by doctors.” She continued, “we have to change behavior at the individual level, and that is a fundamental purpose, first and foremost, for this high-level summit and the political declaration to begin to effect change.”

    Mottley painted a dire picture of the future if AMR is not addressed, saying “imagine what happens if you get an infection from going in a garden, or having a baby, or going to the dentist. These are the things that can bring your life to an end within 48 to 72 hours if the particular antibiotic that you’re using is not effective.”

    Inger Andersen, Under-Secretary-General of the UN and Executive Director of UNEP said, “this deadly AMR resistance could potentially lead to 40 million deaths attributable to AMR, and 160 million associated with AMR in just a period of 25 years between 2025 and 2050.”

    WOAH Director-General Emmanuelle Soubeyran welcomed the political declaration’s emphasis on prevention, particularly in animal health and the use of vaccines. She said vaccines help “prevent diseases that could otherwise lead to the use of antimicrobials.”

    Assistant Director-General of the FAO, Thanawat Tiensin, called for collective action to reduce antimicrobial use in agriculture. He said, “and we are expecting that by 2030 we will be able to reduce the global antimicrobial use in agri-food systems, but we need your support.”

  • MIL-OSI USA: Congress Extends Deadline to Dec. 20 for Starting a Claim on Hermit’s Peak/Calf Canyon Fire Impacts

    strong>SANTA FE, NM – Those who experienced losses in the Hermit’s Peak/Calf Canyon Fire or subsequent flooding now have until Dec. 20 to start a claim under a deadline extension Congress passed Thursday as part of a temporary spending bill.

    The measure, known as a continuing resolution or CR, adds 35 days to the original Nov. 14, 2024, filing deadline that congressional leaders set when they established a $4 billion compensation fund for those impacted by the historic fire and cascading effects such as flooding, debris flows, mold and smoke damage.

    The CR also reopens a window to apply for five-year flood insurance until Dec. 20. The prior deadline for obtaining flood insurance was May 31. 

    Although affected individuals and businesses now have additional time to submit a Notice of Loss (NOL) to the FEMA Claims Office, they still are encouraged to take this first essential step as soon as possible and avoid filing during the busy holiday season. 

    “We know there are many residents who have been, and continue to be, impacted by this disaster. We appreciate our partners at FEMA and in Congress providing more time to those residents to get the compensation they are owed, said Ali Rye, State Director, New Mexico Dept. of Homeland Security and Emergency Management.”

     “Extending the deadline and giving impacted people more time to start a claim is welcome news, and for some people it could prove essential to their personal recovery, said Jay Mitchell, Director of Operations for the New Mexico Joint Recovery Office. But people should not wait to file their NOLs even with the added time.”

    Claims Office compensation is not taxable. Receiving payment from the Claims Office will not impact eligibility for government assistance programs. Contact a tax professional for specific tax-related questions. Questions and concerns can also be addressed by calling your claim Navigator or the Claims Office Helpline at 505-995-7133, 7:30 a.m. to 5 p.m. Monday – Thursday.

    The Claims Office is committed to meeting the needs of impacted people by the Hermit’s Peak/Calf Canyon Fire and cascading effects by providing full compensation available under the law as expeditiously as possible. At the time of publication, the FEMA Claims Office has paid more than $1.2 billion to claimants.

  • MIL-OSI USA: Department of Labor sues principal of defunct Pennsylvania modular building manufacturer to remove company’s health plan fiduciary, restore losses

    Background: An investigation by the U.S. Department of Labor’s Employee Benefits Security Administration found that from March to June 2021, plan fiduciary Jacob Frydman violated the Employee Retirement Income Security Act when he failed to forward money withheld from employee paychecks to the company’s health insurance plan and to collect funding owed by iBuilt LLC. As a result of Frydman’s actions, the company’s health plan was canceled by United HealthCare Services Inc. on June 11, 2021, retroactively to its effective date of March 1, 2021. However, Frydman did not apprise employees of the funding issues, causing them to believe they still had coverage. To date, iBuilt employees’ health claims remain unpaid.

    Relief: The complaint seeks to remove Frydman as fiduciary of the plan and asks the court to appoint an independent fiduciary to pay employee health claims. In addition, the complaint seeks the court to order Frydman to restore all losses to the plan and fund the claims incurred by participants and beneficiaries during the plan’s operation.

    Quote: “The law requires fiduciaries to always act in the best interest of plan participants and beneficiaries. When they fall short of this obligation, the U.S. Department of Labor will use all available tools to hold them legally accountable,” said Regional Solicitor of Labor Jeffrey Rogoff in New York.

  • MIL-OSI USA: United States Announces Nearly $535 Million in Additional Humanitarian Assistance for the Syria Regional Response

    Today, the United States announced nearly $535 million in additional humanitarian assistance to support people in Syria, and refugee and host populations throughout the region who continue to be affected by the ongoing crisis. This funding, which includes nearly $300 million through USAID and more than $235 million through the U.S. Department of State was announced by Under Secretary for Civilian Security, Democracy, and Human Rights Uzra Zeya on the margins of the United Nations General Assembly. 

    More than 13 years of conflict have left 16.7 million people inside Syria currently in need of humanitarian assistance and more than seven million people displaced. This additional funding from USAID and the Department of State will support humanitarian partners to continue providing support to people inside Syria, refugees in the region, and the communities hosting them, including through vital emergency food assistance, emergency healthcare, access to education, emergency shelter, access to safe drinking water, sanitation, and hygiene support, livelihood assistance, and protection for the most vulnerable. 

    The United States remains the single largest humanitarian donor to the Syria response and has provided nearly $1.2 billion in humanitarian assistance throughout Syria and the region since the beginning of fiscal year 2024 and more than $18 billion since the start of the crisis. While only a negotiated political solution can fully end the suffering of the Syrian people, humanitarian assistance is vital to keeping civilians alive. We urge other donors to join us in stepping up to fill the significant funding gaps and ensure partners can continue to meet the needs of the most vulnerable.

    ASHINGTON — FEMA announced today that federal disaster assistance is available to the state of Alabama to supplement response efforts due to emergency conditions resulting from Hurricane Helene beginning Sept. 22 and continuing.  

    The President’s action authorizes FEMA to coordinate all disaster relief efforts to alleviate the hardship and suffering caused by the emergency on the local population and to provide appropriate assistance to save lives, to protect property, public health and safety and to lessen or avert the threat of a catastrophe.  

    Federal funding is available to state, tribal and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency protective measures limited to direct federal assistance and reimbursement for mass care including evacuation and shelter support for Barbour, Bullock, Calhoun, Chambers, Cherokee, Clay, Cleburne, Coffee, Covington, Crenshaw, Dale, DeKalb, Etowah, Geneva, Henry, Jackson, Lauderdale, Lee, Limestone, Macon, Madison, Marshall, Morgan, Randolph, Russell and Tallapoosa counties. 

    Federal funding is available for emergency protective measures including direct federal assistance for Houston County.

    Finally, federal funding is also available for emergency protective measures limited to direct federal assistance for Baldwin, Butler, Clarke, Conecuh, Escambia, Mobile, Monroe and Washington counties. 

    Keith Denning has been named the Federal Coordinating Officer for federal recovery operations in the affected area.

  • MIL-OSI USA: USAID Announces $5 Million to Support Sudanese Refugees in Libya

    The United States, through USAID, is providing $5 million in humanitarian assistance to support refugees in Libya affected by the ongoing conflict and humanitarian crisis in Sudan. Since the start of the crisis, nearly 2.2 million people have been forced to flee Sudan in search of safety elsewhere in the region, including Libya. 

    This assistance for two USAID partners, UNICEF and the UN World Food Program (WFP), will help meet the urgent needs of Sudanese families who have been forced to flee their homes to Libya. The support for UNICEF will help provide thousands of children under five years of age with vital nutrition support, including malnutrition screening and treatment for severe and moderate acute malnutrition. The support to WFP will provide critical food assistance to Sudanese families to help meet their most immediate needs. 

    The United States continues to stand with the people affected by this crisis and commends Libya for continuing to host refugees from Sudan. We urge other donors to join us in stepping up to support people affected by this crisis, both within Sudan and throughout the region.

    KO‘OLAU FOREST RESERVE WATER LICENSE AGENDA DEFERRED

     

    (HONOLULU) – In deference to a request from Maui Mayor Richard T. Bissen Jr., Board of Land and Natural Resources (BLNR) Chair Dawn Chang has withdrawn item D-12 from the BLNR agenda for Friday, Sept. 27.

    D-12 is related to the contested case for the issuance of a water license covering the diversion of public surface water from the Ko‘olau Forest Reserve on Maui.

    Chair Chang supports the mayor’s request, stating, “Withdrawing item D-12 allows us to not only respect the newly established local water authority on Maui, but also to support Mayor Bissen’s request to explore long-term partnership opportunities to address public and private interests that depend on this important water resource.

    “I attended the East Maui Regional Community Board meeting on Wednesday and heard heartfelt comments from the board and community members who are seeking a path that is mutually beneficial; not only to current water users but to ensure water for future generations,” Chang said.

    Local talent tapped for producing and crew positions on new lifeguard drama from John Wells Productions, Warner Bros. Television and FOX Entertainment

    HONOLULU Hawai‘i-based television series Rescue: HI-Surf is TV’s highest rated fall drama to debut in six years, with its September 22 premiere on FOX television network reaching 4.7 million viewers per Nielsen’s fast national ratings. The John Wells Productions, Warner Bros. Television, and FOX Entertainment co-production hired a local Hawai‘i producer and sourced the vast majority of the crew from Hawai‘i, including 100% of the water unit hires for the series. Rescue: HI-Surf continues now in its regular Monday time slot, airing in Hawai‘i at 8 p.m. on FOX affiliate KHON.

    Sweeping audiences into the lives of lifeguards patrolling the North Shore of O‘ahu, Rescue: HI-Surf “delivers just what its title promises” (Robert Lloyd, Los Angeles Times) with a pulse-pounding drama from executive producer John Wells (The West Wing), who also directed the first two episodes, and Matt Kester, creator, executive producer and showrunner. As a Hawai‘iocean water-centric show, the production retained globally renowned lifeguard, surfer and risk management specialist Brian Keaulana as its Rescue: HI-Surf producer and stunt coordinator. Keaulana, who pioneered using jet skis as safety and rescue watercraft and developed the BWRAG (Big Wave Risk Assessment Group) system, has pulled together a specialized water unit for the series that consists entirely of local hires. Kester, who grew up and lives on the North Shore of O‘ahu, also brings a deep sense of community to a series inspired by the water men and women of Hawai‘i.

    Starring Robbie Magasiva, Arielle Kebbel, Adam Demos, Kekoa Scott Kekumano, Zoe Cipres, and Alex Aiono, Rescue: HI-Surf dives into the personal and professional worlds of dedicated first responders, as the characters navigate the often life-threatening conditions of one of the world’s most famous stretches of coastline. The vast majority of the series is shot outdoors on location on O‘ahu for an authentic, immersive viewer experience.

    “The production’s intention from the beginning was to hire as many of its crew and talent locally. When you have a series that is rooted in the fabric of Hawai‘i’s North Shore lifeguards, viewers will experience the world of these everyday heroes. Rescue: HI-Surf is a series we hope gets picked up for a second season and beyond.     ANAHOLA, KAUAʻI – Dozens of high school students and volunteers removed over 30 abandoned cars from a parcel of Hawaiian homelands in Anahola Thursday as part of a community effort to reduce the risk of wildfires in the area.

    The workday marks the one-year anniversary of a wildfire that threatened nearby neighborhoods when fast-moving flames prompted the precautionary evacuations of area homes. Investigators classified the 12-acre blaze as arson. Sixty-eight abandoned vehicles were scorched that day.

    The initiative, dubbed “Heavy Impact” by local nonprofit and event organizer ‘Āina Alliance, provided students with the opportunity to engage with heavy machinery and gain insight from skilled operators while participating in the removal of junked cars.

    “The Department of Hawaiian Home Lands values its partnership with ‘Āina Alliance and its steadfast commitment to safeguarding our trust lands and the surrounding communities from wildfires,” said DHHL Director Kali Watson. “Organizations like ʻĀina Alliance are the backbone of our communities and the actions demonstrated today will have lasting impacts on the future of Anahola.”

    Jeremie Makepa, an Anahola homesteader and Kauaʻi County fire captain, leads ʻĀina Alliance’s efforts as its board president.

    “This is our first venture into getting kids involved with the heavy equipment work needed to do fire mitigation and flammable fuel removal,” Makepa said. “In essence, we’ve been left a gift to where this generation will start cleaning up the area, and that will develop their love and passion for community and wildfire prevention.”

    In February 2022 the Hawaiian Homes Commission approved a right-of-entry permit to the nonprofit. The permit encourages the stewardship, maintenance and management of approximately 432 acres of Hawaiian homelands along the Anahola coastline on Kauaʻi’s eastern end.

    Prior to the issuance of a permit, the area was prone to illegal dumping and other criminal activity. More than 300 abandoned vehicles are scattered throughout the land parcel and more than 100 fires have been reported in recent years.

    “It’s about preservation and there’s nothing better than having our own children caring for the ‘āina,” Hawaiian Homes Kauaʻi Commissioner Dennis Neves said. “We’re here today because we understand how important it is to take care of our own ‘āina all while getting our ʻōpio to surround our community with their love and skills to help us move forward.”

    The event was conducted in conjunction with North Shore Give Week, a series of charitable events hosted by North Shore Give, the dba for the 501(c)(3) nonprofit Kauaʻi North Shore Community Foundation. The foundation works to improve the lives of residents from Anahola to Hāʻena through collaborative solutions for community challenges.

    SACRAMENTO – Joined by members of the California Legislative Black Caucus (CLBC), Governor Gavin Newsom signed a series of bills to address the legacy of racial discrimination in the state and advance a host of issues important to Black Californians. As requested by AB 3089 (Jones-Sawyer), which passed the Legislature with bipartisan and unanimous support, the Governor also signed an accompanying formal apology for California’s historical role in the perpetuation of slavery and its enduring legacy.

    “As we confront the lasting legacy of slavery, I’m profoundly grateful for the efforts put forward by Chair Wilson and the members of the California Legislative Black Caucus. Building on decades of work, California is now taking another important step forward in recognizing the grave injustices of the past – and making amends for the harms caused.”

    Overview of key bills 

    Addressing food & medical deserts: SB 1089 by Senator Lola Smallwood-Cuevas (D-Los Angeles) requires grocery stores and pharmacies to provide advance notice to the community and workers before closures, helping to address food deserts that disproportionately affect communities of color.

    Strengthening protections against discrimination: AB 1815 by Assemblymember Dr. Akilah Weber (D-San Diego) clarifies that “race” includes traits associated with race, such as hair texture and protective hairstyles, providing stronger protections against discrimination.

    Combating maternal health disparities: AB 2319 by Assemblymember Lori Wilson (D-Suisun City) requires hospitals to report compliance information and authorizes the Attorney General to enforce against hospitals that are out of compliance with existing law requiring perinatal health care workers to complete anti-bias trainings. 

    Increasing access to literature in prisons: AB 1986 by Assemblymember Isaac Bryan (D-Los Angeles) mandates the Office of the Inspector General to post and review the list of banned books in state prisons, promoting access to literature for incarcerated individuals.

    Formally apologizing for slavery: AB 3089 by Assemblymember Reginald Byron Jones-Sawyer, Sr. (D-Los Angeles) affirms California’s recognition of the harms caused by chattel slavery and issues a formal apology, which will be memorialized with a plaque in the State Capitol.

    Addressing employment discrimination, preschool access, & college and career financial aid: Additional CLBC measures the Governor signed into law will address employment discrimination, provide more opportunities for child care providers to become CA State Preschool contractors, increase college and career financial support for foster youth, and increase foster youth financial support. Additionally, with SB 1348 (Bradford), the state is establishing the designation of “California Black-Serving Institutions,” to recognize higher education campuses that excel in providing resources and support to Black students.

    Once signed by representatives from all branches of government, California will join other states, including Florida, Virginia, Maryland, North Carolina, Alabama, New Jersey, and Iowa, in issuing formal apologies for their role in slavery, acknowledging historical injustices and the ongoing impacts of racial discrimination.

    Building on longstanding efforts 
    Since taking office, Governor Newsom has taken significant steps to address racial disparities in California. He expanded health care access and affordability, food access, child care, and advanced financial relief programs. The Governor has introduced new statewide programs, including universal transitional kindergarten and college and career savings accounts for all children, issued an executive order mandating state agencies to incorporate equity analysis into their policies, made a historic investment in school equity through the Equity Multiplier, strengthened the California Civil Rights Department, taken action to address maternal health disparities and improve reproductive and maternal health, and created the nation’s first “Ebony Alert” system for missing Black children and young women. 

    Taking aim at structural racism and systemic injustice, the Governor issued a moratorium on the death penalty, which is unfairly applied to people of color, and has enacted critical reforms to create a fairer criminal justice system. These include one of the strongest use-of-force laws in the country, ending the use of the carotid restraint, increasing transparency for peace officer misconduct records, and the closure of the Division of Juvenile Justice and creation of the Office of Youth and Community Restoration.

    The Governor previously signed legislation to enable the return of Bruce’s Beach – a property unjustly taken nearly a century ago – to the descendants of its Black owners, established California’s first Racial Equity Commission and a new process for evaluating equity in budget proposals, and signed legislation to allow student athletes to benefit financially from their name, image and likeness, making California the first state to do so and prompting a nationwide change in NCAA rules. In 2020, the Governor signed bipartisan legislation into law establishing a Reparations Task Force to study and develop proposals aimed at rectifying historical injustices faced by Black Californians whose recommendations are reflected in many of these new laws. 

    The following measures have been signed into law:

    What you need to know: Governor Newsom today applauded the Biden-Harris Administration’s executive order to address gun violence, and calls on Congress to do more — including by passing a national assault weapons ban.

    SACRAMENTO — Governor Gavin Newsom issued a statement in support of the Biden-Harris Administration’s executive order to help prevent school shootings and address the threat of dangerous ghost guns and unserialized conversion kits, and called on Congress to do more to protect children and communities.

    “I am grateful for President Biden and Vice President Harris’ leadership in advancing – yet again – life-saving policies to make up for Congress’ continued failure to protect our communities from gun violence. California continues to stand with the President in enacting effective policies, but we are not immune to the failures of other states whose guns cross our borders.”

    The federal assault weapons ban, which was signed by President Bill Clinton with bipartisan congressional support, sunset on September 13, 2004. In the 20 years that Republicans have blocked a renewed federal assault weapons ban, nearly 200 people have been killed in gun incidents at our schools. California currently bans assault weapons — stepping up where Congress has failed. Despite this, without a national ban, guns are often purchased from dealers in states lacking responsible gun laws and then smuggled into California. Over half of the guns associated with a crime that have been seized by authorities in California were traced to out-of-state dealers.

    California will continue to advance laws that save lives. This week, Governor Newsom signed a number of bills to further strengthen the state’s robust gun laws. 

    California has long led the way in enacting commonsense and effective protections against gun violence. California’s gun safety laws save lives. The Golden State’s laws are ranked #1 for gun safety and last year, California experienced a gun death rate 43% lower than the national average. In comparison, Texas and Florida, who ranked 31st and 24th respectively in gun law strength, had firearm mortality rates more than 1.5 times that of California. Since the early 1990s, California has cut its gun death rate in half. By 2022, California had the 7th lowest gun death rate in the country. If other states’ gun death mortality rates matched California’s, an estimated 140,000 Americans would still be alive today.

    SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Shelly Guyer, of San Francisco, has been appointed to the California Volunteers Commission. Guyer was Chief Sustainability Officer at Invitae Corporation from 2021 to 2022 and Chief Financial Officer there from 2017 to 2021. She was Chief Financial Officer at Veracyte Inc. from 2013 to 2016. Guyer was Chief Financial Officer and Executive Vice President of Finance and Administration at iRhythm Technologies Inc. from 2008 to 2012. She was Vice President of Business Development and Investor Relations at Nuvelo Inc. from 2006 to 2007. Guyer held several roles at JPMorgan Securities/Hambrecht & Quist from 1988 to 2006, including Associate, Vice President and Principal. She was a Science Associate and Consultant at the Environmental Defense Fund from 1982 to 1986. Guyer is a Board Member of NGM Bio Holdings Inc. and the Penney Family Fund. She is a Trustee Emerita at Phillips Academy. She earned a Master of Business Administration degree from the University of California, Berkeley and a Bachelor of Arts degree in Politics from Princeton University. This position does not require Senate confirmation and there is no compensation. Guyer is a Democrat.

    Jeffrey Hoffman, of Long Beach, has been reappointed to the California Volunteers Commission, where he has served since 2005. Hoffman has been a Founding Leader at The Conference Board since 2014 and President of Jeff Hoffman & Associates since 2010. He held several positions with The Walt Disney Company from 1978 to 2010, including Vice President, Disney Worldwide Outreach from 2001 to 2010, Director of The Disney University and Corporate Human Resources from 1985 to 2001, and several roles in Disneyland Theme Park Operations from 1978 to 1985. Hoffman is a member of the Board of Directors at Points of Light, a Founding Chair at the California Volunteers Fund, a member of the Board of Advisors at the Center on Philanthropy and Public Policy at the University of Southern California, and Vice Chair of the Queen Mary Land Development Task Force, City of Long Beach. Hoffman earned a Master of Business Administration degree from Pepperdine University and a Bachelor of Arts degree in Public Relations, Cinema and Television from the University of Southern California. This position does not require Senate confirmation and there is no compensation. Hoffman is a Republican.

    Sean Varner, of Riverside, has been appointed to the California Volunteers Commission. Varner has been a Managing Partner at Varner & Brandt LLP since 2006. He is a Board Member of the Loma Linda University Children’s Hospital Foundation, the First Tee of the Inland Empire, the National Orange Show, and the Riverside ExCITE Business Incubator and Accelerator. He is Vice-President of the Monday Morning Group. Varner is a member of the University of California Board of Regents Selection Advisory Committee, the University of California, Riverside Chancellor’s Advisory Committee on Intercollegiate Athletics, the Young Presidents’ Organization and the Inland Empire Community Foundation – Policy and Advocacy Committee. He earned a Juris Doctor degree from the Pepperdine School of Law and a Bachelor of Arts degree in Political Science and International Relations from the University of California, Los Angeles. This position does not require Senate confirmation and there is no compensation. Varner is a Republican. 

    Helio Brasil, of Ripon, has been appointed to the 2nd District Agricultural Association, San Joaquin County Fair Board of Directors. Brasil has been Superintendent of the Keyes Union School District since 2017. Brasil is a member of the Small School Districts’ Association, California Association of School Administrators and the Advisory Commission on Charter Schools at the State Board of Education. He earned a Doctor of Education and a Master of Education degree from St. Mary’s College and a Bachelor of Arts Degree in Political Science from California State University, Stanislaus. This position does not require Senate confirmation and there is no compensation. Brasil is a Democrat. 
     
    Lisa Fox-Evans, of Stockton, has been appointed to the 2nd District Agricultural Association, San Joaquin County Fair Board of Directors. Evans has been Senior Office Administrator at the San Joaquin County Hospital since 2012. Evans has been Executive Director at Angela’s Team Empire Inc. since 2018. This position does not require Senate confirmation and there is no compensation. Evans is a Democrat.

    Amy Raymondo, of Orland, has been appointed to the 42nd District Agricultural Association, Glenn County Fair Board of Directors. Raymondo has been an RCM Senior Manager and Client Executive at Veradigm since 2019. This position does not require Senate confirmation and there is no compensation. Raymondo is a Republican.
