The event is part of the Shapiro Administration’s commitment to creating opportunities for meaningful careers for all Pennsylvania students and growing the skilled workforce ag employers need to keep Pennsylvania a national ag leader in the future.

    Throughout two school days, more than 1,300 students from Carlisle, Central Dauphin, Conewago, Harrisburg, Lower Dauphin, Muhlenberg, Reading, Schuylkill Valley, Susquehanna, Warrior Run, and West Shore School Districts, as well as private, charter, and homeschool students from across southcentral PA will encounter horses, rabbits, lambs, and pigs up close, and learn about careers from dairy farming and beekeeping to sustainable forestry, plant science, and animal care.

    OAKLAND – California Attorney General Rob Bonta today issued a statement on the decision by the U.S. District Court for the Southern District of New York granting a preliminary injunction to prevent the federal government from rescinding access to hundreds of millions of dollars in vital education funding while litigation proceeds. In California alone, over $200 million in previously awarded and obligated funding is at stake – funding that school districts are already putting to use for programs such as afterschool and summer learning initiatives, the purchase of educational technology, and the provision of mental health services and support.  

    “The Trump Administration continues to break the law, and we continue to hold him accountable,” said Attorney General Bonta. “I’m pleased by the court’s decision today allowing vital education funding to continue to flow into our schools while our case continues. We will not stop fighting to ensure these unlawful, nonsensical funding cuts never see the light of day. Our students deserve nothing less.”

    BACKGROUND 

    On March 28, 2025, Education Secretary Linda McMahon notified state departments of education that the U.S. Department of Education had unilaterally rescinded access to previously awarded and obligated education funding that is currently being used by school districts to support the academic recovery of students following the COVID-19 pandemic. These programs and services address, among other things, the impact of lost instructional time; students’ academic, social, and emotional needs; and the disproportionate impact of the pandemic on economically-disadvantaged students,  including homeless children and children in foster care.  

    On April 10, 2025, Attorney General Rob Bonta and a coalition of states challenged the Department of Education’s actions. The states argue that the Department’s decision to rescind access to this funding is arbitrary and capricious in violation of the Administrative Procedures Act, exceeds the Department’s statutory and regulatory authority under the law, and will cause immediate and devastating harm to school districts in California and across the nation.

  • MIL-OSI USA: Travel Advisory: Weekday Closures of School Street in Lincoln Begin May 19

    As part of ongoing improvements to School Street in Lincoln, the Rhode Island Department of Transportation (RIDOT) will temporarily close School Street, from Old River Road (Route 126) to Main Street in Albion, weekdays from 7 a.m. to 5 p.m. effective Monday morning, May 19.

    During these daytime closures, water and sewer lines will be replaced, existing sidewalks and curbing will be brought into Americans with Disabilities (ADA) compliance, and the road will be repaved. Local traffic will be permitted.

    During the closure times, signed detours will be in place for through traffic between Mendon Road (Route 122) and Old River Road. They will remain in place through the end of the year. The suggested detours for School Street include:

    � From Old River Road Northbound Toward Albion: Use Old River Road to Main Street to Mendon Road to Albion Road to return to School Street.

    � From Old River Road South Toward Albion: Use Old River Road to George Washington Highway (Route 116) to Mendon Road to Albion Road to return to School Street.

    � From Albion Road toward Old River Road: Use Mendon Road and follow the detour through Manville or the detour via George Washington Highway.

    RIDOT has been in close coordination with the Town of Lincoln to coordinate their utility work with RIDOT’s sidewalk and paving project.

    All construction projects are subject to changes in schedule and scope depending on needs, circumstances, findings and weather.

  • MIL-OSI USA: Travel Advisory: Nightly Closures Scheduled this Week for Bridge Work on Diamond Hill Road in Cumberland

    The Rhode Island Department Transportation (RIDOT) is scheduled to temporarily close a short section of Diamond Hill Road (Route 114) at the Newell Bridge, close to the intersection with Nate Whipple Highway, on Tuesday, Wednesday and Thursday nights, May 6-8, from 9 p.m. to 5 a.m. each night. The closures are needed for advance bridge work necessary prior to the replacement of the bridge.

    During the closure, drivers will need to detour using Nate Whipple Highway, Mendon Road, West Wrentham Road, and Pine Swamp Road. RIDOT chose this overnight time when traffic volumes are low, to minimize the impact of the closures.

    In June RIDOT will need to close the bridge again for an extended weekend to demolish and replace a majority of the bridge using accelerated bridge construction methods. A second extended weekend closure will be needed in late fall to complete work on the bridge.

  • MIL-OSI USA: California Man Sentenced to 12 Years’ Imprisonment in Connection with $17M Medicare Fraud Schemes

    A California man was sentenced yesterday to 12 years in prison and three years of supervised release for his role in a years-long scheme to defraud Medicare of more than $17 million through sham hospice companies and his home health care company.

    According to court documents, Petros Fichidzhyan, 44, of Granada Hills, schemed with others to bill Medicare for hospice services that were not medically necessary and never provided. Fichidzhyan and his co-schemers controlled hospice entities and used foreign nationals’ personal identifying information (PII) to conceal the scheme, using the PII to, among other things, open bank accounts, submit information to Medicare, and sign property leases. The defendant and his co-schemers also misappropriated the names and PII of several doctors, two of whom were deceased, to fraudulently bill Medicare for purported hospice services. Medicare paid the sham hospices nearly $16 million, of which Fichidzhyan received nearly $7 million, with more than $5.3 million laundered through a dozen shell and third-party bank accounts. Fichidzhyan also obtained more than $1 million in false claims paid to his home health care agency, which fraudulently used a doctor’s name and identifying information as having certified Medicare beneficiaries for home health care. When the doctor confronted Fichidzhyan about the fraud, Fichidzhyan attempted to cover up the scheme by paying the doctor $11,000.

    Fichidzhyan pleaded guilty to health care fraud, aggravated identity theft, and money laundering in February 2025. At sentencing, he was also ordered to pay $17,129,060 in restitution, and the court preliminarily ordered the forfeiture of a home bought with fraudulent proceeds. The government has seized $2,920,383 from bank accounts associated with the fraud. The sentence imposed today is the most recent step in the Justice Department’s ongoing effort to combat hospice fraud in the greater Los Angeles area.

    “For years, the defendant, working with others, ran multiple sham hospice and home health care schemes, fraudulently billing Medicare over $17 million,” said Matthew R. Galeotti, Head of the Justice Department’s Criminal Division. “The defendant’s egregious scheme relied on layers of deception and sophisticated money laundering, and wasted millions in taxpayer money. With the help of our law enforcement partners, the Department of Justice is fully committed to stopping these criminal networks and protecting the public fisc.”

    “Health care fraud is not a victimless crime. Defrauding the Medicare program not only wastes valuable taxpayer dollars, it causes significant harm to enrollees,” said Acting Special Agent in Charge Omar Pérez Aybar at the U.S. Department of Health and Human Services, Office of Inspector General (HHS-OIG) Los Angeles Regional Office. “HHS-OIG, in collaboration with our law enforcement partners, will continue to investigate and hold accountable those who defraud federal health care programs.”

    “Mr. Fichidzhyan lined his pockets at the expense of the American taxpayer,” said Akil Davis, the Assistant Director in charge of the FBI’s Los Angeles Field Office. “The level of fraud and exploitation committed by the defendant is astounding and I’m proud of our investigators and prosecutors who were able to detect his schemes and hold him accountable.”

    The FBI and HHS-OIG are investigating the case.

    Trial Attorneys Eric C. Schmale and Sarah E. Edwards of the Criminal Division’s Fraud Section are prosecuting the case.

    The Fraud Section leads the Criminal Division’s efforts to combat health care fraud through the Health Care Fraud Strike Force Program. Since March 2007, this program, currently comprised of nine strike forces operating in 27 federal districts, has charged more than 5,800 defendants who collectively have billed federal health care programs and private insurers more than $30 billion. In addition, the Centers for Medicare & Medicaid Services, working in conjunction with HHS-OIG, are taking steps to hold providers accountable for their involvement in health care fraud schemes.   • MIL-OSI USA: Largest Fentanyl Bust in DEA History: Authorities Seize Over 400 Kilograms of Fentanyl in Record-Shattering Operation

    Federal authorities have arrested 16 individuals and seized record-breaking quantities of fentanyl, cash, firearms, and vehicles across multiple states, dismantling one of the largest and most dangerous drug trafficking organizations in U.S. history.

    “This historic drug seizure, led by the DEA, is a significant blow against the Sinaloa Cartel that removes poison from our streets and protects American citizens from the scourge of fentanyl,” said Attorney General Pamela Bondi. “This Department of Justice will continue working with our law enforcement partners to dismantle every cartel network operating illegally in the United States.”

    As part of this operation, law enforcement executed coordinated search warrants across five states, resulting in the following seizures:

    Albuquerque, NM:

    • Approximately $610,000 in U.S. currency
    • 49 firearms, some with switches, and some ghost guns
    • 396 kilograms of fentanyl pills
    • 11.5 kilograms of fentanyl powder
    • 1.5 kilograms of cocaine
    • 3.5 kilograms of heroin
    • 7 pounds of methamphetamine
    • A Ford Raptor and GMC Denali Two vehicles valued at approximately $140,000
    Guns seized in Albuquerque, New Mexico

    Salem, OR:

    • More than $2.8 million in U.S. currency
    • Jewelry valued at approximately $50,000
    • A Mercedes AMG and Ford F-150 Shelby valued at approximately $150,000
    Cash seized in Salem, Oregon

    Layton, UT:

    • Approximately $780,000 in U.S. currency
    • A Dodge TRX Mammoth valued at approximately $150,000

    Phoenix, AZ:

    • Approximately $390,000 in U.S. currency
    • 72 pounds of methamphetamine
    • 13 kilograms of fentanyl pills
    • 2.4 pounds of heroin
    • 5 kilograms of cocaine.

    Las Vegas, NV:

    • Illegal alien apprehended and removed
    • More than $93,000 in U.S. currency
    • 2.7 kilograms of cocaine
    • 1 pound of methamphetamine

    “Our communities are safer today because of the tireless dedication and coordination among federal, state, tribal, and local law enforcement,” said U.S. Attorney Ryan Ellison for the District of New Mexico. “By dismantling one of the largest and most dangerous fentanyl trafficking organizations in U.S. history, we have removed millions of lethal doses from our streets and sent a clear message: those who profit from poisoning our citizens will be held accountable. The fight continues, but this operation marks a decisive step in protecting families across the western United States.”

    “Behind the three million fentanyl pills we seized are destructive criminal acts thwarted and American lives saved. This wasn’t just a bust—it was a battlefield victory against a terrorist-backed network pumping death into our cities,” said DEA Acting Administrator Robert Murphy. “This case represents DEA’s largest single seizure of fentanyl pills to date. I commend the men and women of DEA for their extraordinary work, day in and day out, and I remind the cartels that DEA is relentlessly in pursuit and will not stop until we destroy your networks.”

    Heriberto Salazar Amaya, 36, is the leader of the drug trafficking organization. He, along with Cesar Acuna-Moreno, 27, Bruce Sedillo, 26, Vincent Montoya, 35, Francisco Garcia, 27, David Anesi, 42, George Navarette-Ramirez, 25, Alex Anthony Martinez, Jose Luis Marquez, Nicholas Tanner, Brian Sanchez, Kaitlyn Young, Alan Singer, and David Altamirano Lopez are charged with conspiracy to distribute fentanyl.

    Seven defendants face additional charges of distributing fentanyl: Cesar Acuna-Moreno, Brian Sanchez, Kaitlyn Young, Alan Singer, Bruce Sedillo, Francisco Garcia, and Nicholas Tanner.

    Jose Luis Marquez and Bruce Sedillo are each charged with possession with intent to distribute fentanyl.

    Bruce Sedillo is also charged with possession of a firearm in furtherance of a drug trafficking crime.

    Heriberto Salazar Amaya faces three additional immigration-related charges: illegal reentry after deportation, hiring an unauthorized alien, and conspiracy to harbor unauthorized aliens.

    During the operation, three additional individuals were arrested and charged by criminal complaint:

    • Phillip Lovato, 39: On April 29, agents seized approximately 110,000 fentanyl pills from Lovato’s stash house in Santa Fe, New Mexico. Lovato is charged with possession with intent to distribute 400 grams and more of fentanyl and conspiracy to commit drug trafficking.

    • Roberta Herrera, 31; On April 28, agents seized approximately 365,000 pills fentanyl pills, 1,543.5 grams of heroin, 569.9 grams of cocaine, and 24 firearms from Herrera’s apartment. Agents also encountered a minor child at the location. Herrera is charged with possession with intent to distribute 400 grams and more of fentanyl, possession with intent to distribute 1 kilogram or more of heroin, possession with intent to distribute 500 grams and more of a mixture and substance containing a detectable amount of cocaine, conspiracy to commit drug trafficking, and using and carrying a firearm during and in relation to a drug trafficking crime.
    • Misael Lopez Rubio, 25; on April 28, agents seized approximately 165.5 kilograms of fentanyl pills from a storage unit rented by Lopez Rubio. He is charged with possession with intent to distribute 400 grams and more of fentanyl and conspiracy to commit drug trafficking.

    U.S. Attorney Ryan Ellison for the District of New Mexico and Special Agent in Charge Omar Arellano of the Drug Enforcement Administration’s El Paso Division, made the announcement today.

    The DEA’s El Paso Division investigated this case with assistance from the IRS Criminal Investigation. The following law enforcement agencies participated in the law enforcement operation: Albuquerque Police Department, Bernalillo County Sheriff’s Office, Lea County Drug Task Force, United States Marshals Service, Federal Bureau of Investigation, Bernalillo County District Attorney’s Office, Isleta Police Department, Laguna Pueblo Police Department, Pojoaque Police Department and Sandoval County Sheriff’s Department.

    Assistant U.S. Attorneys Matthew McGinley, Blake Nichols and Raquel Ruiz-Velez for the District of New Mexico are prosecuting the case with assistance from the U.S. Attorney’s Office for the District of Oregon, U.S. Attorney’s Office for the District of Arizona, and U.S. Attorney’s Office for the District of Utah.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime.     The North Dakota Department of Commerce announced today that four companies were approved for a total of $2.35 million in loan funds through the North Dakota Development Fund Inc. during the first quarter of 2025.

    “These investments reflect our ongoing commitment to fostering economic growth, meeting community needs, and creating jobs across North Dakota,” said Commerce Deputy Director – Economic Development & Finance Head of Investments and Innovation Shayden Akason. “Through the Development Fund, we’re proud to support businesses that are moving the state forward.”

    Loan highlights:

    • After School Latch Key Program Inc., doing business as TL Childcare, received a $247,500 loan to purchase a building and expand its child care operations.
    • Valor Victoria Ltd. was approved for a $500,000 loan for working capital.
    • Charge On Together Center LLC in Jamestown received a $600,572 loan for building renovations to expand its child care operations.
    • Small Wonders Preschool Childcare Center Inc. in Fargo was approved for two $500,000 loans to support renovations and construction of new child care facilities at two separate locations.

    Established in 1991, the North Dakota Development Fund provides flexible financing for new or expanding businesses. The fund also manages the Child Care Loan Program, which supports providers addressing critical workforce needs.

  • MIL-OSI USA: New children’s books coming to Beaverton, Hillsboro and Tigard Oregon Department of Human Services offices

    span dir=”ltr”>Staff from the Beaverton Oregon Department of Human Services (ODHS) Self Sufficiency and Oregon Eligibility Partnership programs, as well as some community volunteers, recently held a “book party.”

    The party wasn’t the kind of party that’s about food, drinks and dancing. It was more about placing stickers in 980 books for pre-Kindergarten children. The Washington County Early Learning Hub donated the books as well as three new bookcases. The stickers provided information about Washington County Early Learning Hub resources for children and families. Community Partnership Coordinators, Kaylie Camp and Aubrey Stark, along with Oregon Eligibility Supervisor, Callie Herzig, led the stickering event. It included 10 volunteers from Just Create Community.

    The books will be shared with two other ODHS Washington County offices, Tigard and Hillsboro Self-Sufficiency as well as in the ODHS Mobile Van.

    Angela Day, Operations and Policy Analyst for the Self-Sufficiency and Child Welfare programs coordinated the books and bookshelves donation with the Washington County Early Learning Hub,

    “Community engagement is important. We are working hard to engage with our community. One of the ways we are doing this is by having items available we can give out to families. Serving families and bringing literacy to children is beneficial for our community,” Day said.

    Sandra Garcia Fresh, Operations and Policy Analyst; for Self-Sufficiency and Child Welfare programs also participated in the stickering event.

    “The books create a more welcoming environment. Sometimes our offices all look the same. We have welcoming murals on the walls now, why not extend it to books. What’s better than having books available to read in your own language,” she said.

    The books come in a variety of languages including: Arabic, Simplified and Traditional Chinese, Pashto, Russian, Spanish, Somali, Ukrainian and Vietnamese. There are also a variety of cultures represented in the books.

    “Families wait for services in our lobby with their children. These books provide entertainment for young children. Parents can use them to interact with their kids while waiting. All this further promotes literacy for children in Oregon. By having books available in multiple languages, we are enhancing accessibility for more families in our community. Over the last year, we have taken steps to make our offices more family oriented and trauma informed, this is another way for us to do that and build relationships with the community members that we serve. My stepmom always said “reading is a window into the world. If you learn to read, you can do anything” Callie Herzig, Oregon Eligibility Supervisor, said.

    Begoña Rodriguez Liern is the Director of the Early Learning Washington County Hub (ELWC), which donated the books and bookshelves. The hubs are designated to create an efficient early learning system to ensure that all children, from prenatal to age eight, receive the necessary opportunities and supports for success in school. ELWC used Birth through Five funds to support this initiative.

    “Serving the diverse population from Washington County required some digging to get the books we wanted on specific topics such as inclusion, and STEAM, (Science, Technology, Engineering, Arts and Math). It is important for ELWC to support the children’s process around language acquisition as well as supporting the preservation of their native language. We also wanted to gussy up the offices, so they’d look more family-friendly, so we decided to give those spaces a lift up,” Rodriguez Liern said.

  • MIL-OSI USA: Four Honduran Nationals Indicted in Florida for Years-Long Off-the-Books Payroll Scheme

    Defendants Allegedly Ran an Unlicensed Check Cashing Business to Facilitate the Employment of Undocumented Aliens and to Evade Payroll Taxes

    Last week, a federal grand jury in Orlando, Florida, returned an indictment charging four Honduran nationals with operating an illegal, off-the-books cash payroll system for construction workers to avoid paying employment taxes to the IRS and to defraud workers’ compensation insurance companies. Through the scheme, the conspirators facilitated the employment of undocumented aliens working illegally in the United States.

    The defendants, Iris Villafranca, Mario Flores, Osman Zapata, and Cristofer Oseguera Giron, were charged with conspiracy to operate an unlicensed money transmitting business and conspiracy to defraud the United States. Villafranca was additionally charged with conspiracy to commit wire fraud and with filing false tax returns.

    The following is according to the indictment: from 2015 to 2022, the defendants used a series of shell companies to run an unlicensed check cashing and cash courier service business that cashed approximately $89 million in checks from subcontractors in the construction industry. The subcontractors allegedly paid their workers using the cash. As a fee for their services, the defendants allegedly charged a percentage of the dollar amount of the checks they cashed. This scheme allegedly allowed construction contractors and subcontractors to pay their workers in cash without regard to required payroll taxes or whether the workers were legally authorized to work in the United States. Indeed, according to the indictment, the defendants caused the filing of false tax documents with the IRS to conceal the off-the-books payroll scheme and made only minimal employment tax deposits. As another aspect of the scheme, the defendants allegedly defrauded workers’ compensation insurance companies by leasing their certificates of insurance to contractors, and by providing false and fraudulent information to the insurers about, among other things, the number of workers covered by the insurance and the amount workers were paid.

    The indictment also alleges that Villafranca filed false individual income tax returns for 2019 through 2022 that did not report all the income she earned from the scheme and also did not report rental income she earned from her real estate.

    If convicted, Villafranca faces a maximum penalty of five years in prison for conspiracy to operate an unlicensed money transmitting business, a maximum penalty of 20 years in prison for conspiracy to commit wire fraud, and a maximum penalty of five years in prison for conspiracy to commit tax fraud. She additionally faces a maximum penalty of three years in prison for each count of filing false tax returns.

    If convicted, Flores, Zapata, and Giron face a maximum penalty of five years in prison for conspiracy to operate an unlicensed money transmitting business, and a maximum penalty of five years in prison for conspiracy to commit tax fraud.

    A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

    Acting Deputy Assistant Attorney General Karen E. Kelly of the Justice Department’s Tax Division and U.S. Attorney Gregory W. Kehoe for the Middle District of Florida made the announcement.

    IRS Criminal Investigation is investigating the case. Homeland Security Investigations assisted during the investigation.

    Senior Litigation Counsel Sean Beaty and Trial Attorneys Kavitha Bondada and Rebecca A. Caruso of the Tax Division, and Assistant U.S. Attorney Amanda Daniels for the Middle District of Florida are prosecuting the case.

    An indictment is merely an allegation. All defendants are presumed innocent until proven guilty beyond a reasonable doubt in a court of law.

  • MIL-OSI USA: Court Orders Florida Tax Return Preparer to Shut Down Tax Preparation Business

    The U.S. District Court for the Southern District of Florida issued a permanent injunction today against Cooper City, Florida, tax return preparer Sunil Ramchandani and his business, SR Chandra Inc. doing business as AHS Income Tax Services. The court ordered the closure of AHS Income Tax Services and barred Ramchandani from preparing or assisting in preparing federal income tax returns for others or transferring his customer lists. Ramchandani agreed to the injunction against him and his business. AHS Income Tax Services had already agreed to entry of a preliminary injunction before the start of filing season.

    The complaint alleged that Ramchandani prepared customers’ returns that fraudulently claimed false or inflated residential energy credits, false fuel tax credits, fictious business losses, and other false or inflated deductions and credits, including false education credits and fictitious child and dependent credits.

    According to the complaint, the IRS estimated a tax loss of more than $10 million in 2022 and 2023 alone from returns prepared by Ramchandani and AHS Income Tax Services.

    The Justice Department’s Tax Division made the announcement.

    Taxpayers seeking a return preparer should remain vigilant against unscrupulous tax preparers. The IRS has information on its website for choosing a tax return preparer and has launched a free directory of federal tax preparers. The IRS warns taxpayers to avoid “ghost preparers” and lists other improper acts that tax preparers engage in to take advantage of their unsuspecting customers.

    In the past decade, the Justice Department’s Tax Division has obtained injunctions against hundreds of unscrupulous tax preparers. Information about these cases is available on the Justice Department’s website.      — Governor Mike Kehoe has ordered the Missouri State Capitol dome to shine green beginning at sunrise on Wednesday, May 7, 2025, until sunrise on Thursday, May 8, 2025, in recognition of May as Mental Health Awareness Month and May 4 – 10, 2025, as Children’s Mental Health Week.

    “It’s important to talk about mental health and the resources that are available for Missourians who need help and support,” Governor Kehoe said. “You are not alone if you struggle with mental health challenges. Our administration, in collaboration with the Missouri Department of Mental Health, is focused on sharing resources and improving access to treatment.”

    This week, Governor Kehoe will proclaim May 2025 as Mental Health Awareness Month in Missouri, and May 4 – 10, 2025, as Children’s Mental Health Week. Approximately one in six children and youth have a diagnosable mental illness, and around 50 percent of individuals with lifetime mental health challenges first experience symptoms by age 14.

    “May is a great time to shine a light on the importance of mental health,” said Missouri Department of Mental Health Director, Valerie Huhn. “We’re proud to see the Capitol dome lighted green this year for mental health awareness as we continue to share resources and support for Missourians.”

    Continues to secure vital relief in lawsuits challenging the Trump Administration’s unlawful actions 

    OAKLAND – California Attorney General Rob Bonta today issued a statement on the decision by the U.S. District Court for the District of Rhode Island granting a preliminary injunction stopping the dismantling of several federal agencies, including the Institute of Museum and Library Services, the Minority Business Development Agency, and the Federal Mediation and Conciliation Service, while litigation continues. This is the second preliminary injunction Attorney General Bonta has secured in litigation challenging the Trump Administration’s unlawful actions in a matter of hours. 

    “The Trump Administration is attempting to dismantle critical federal agencies without any consideration for the Americans that rely on the programs and services these agencies provide,” said Attorney General Bonta. “It’s not just damaging – it’s also illegal. I am pleased with this latest decision by a court blocking the President’s unlawful actions, and I look forward to continuing to make our case in court. California will always fight to protect our public libraries and museums and the facts, knowledge, and cultural heritage they provide.”

    BACKGROUND

    On April 4, 2025, Attorney General Bonta and a multistate coalition filed a lawsuit challenging the Trump Administration’s unlawful executive order directing several congressionally established agencies, including the Institute of Museum and Library Services, the Minority Business Development Agency, and the Federal Mediation and Conciliation Service, to eliminate every component and function not required by statute and reduce their statutorily required functions and associated staff to the minimum required by law. The executive order also directs the Office of Management and Budget to deny these agencies authorization to spend federal funds already allocated by Congress for any functions beyond the minimum required by statute.

    Sacramento, California – Governor Gavin Newsom today issued a proclamation declaring May 4-10, 2025 as “Wildfire Preparedness Week.”

    PROCLAMATION

    January’s fires in Los Angeles underscored the scale and intensity of the climate impacts we face today. California has long faced a year-round fire season, and so it is more important now than ever that every person in the state be prepared for wildfire. Two of the five most destructive wildfires to ever hit California happened in January – which is a warning sign of what’s to come. The state itself is taking unprecedented action to make our communities more resilient to wildfire and improve forest health.

    Over the past six years, we’ve advanced historic investments to step up forest management and other projects that decrease catastrophic wildfire risk, nearly doubled CAL FIRE’s budget, and built the largest aerial firefighting fleet in the world, supplemented by other state-of-the-art firefighting equipment and technology. This year, we have taken further steps to modernize and update California’s nation-leading fire standards, including accelerating the development of “Zone 0” regulations to create ember-resistant zones around structures in the highest fire severity zones in the state.   

    We have dramatically increased work to prevent wildfires, with more than 2,200 fuels reduction projects complete or underway on state land. In recent years, California has treated nearly 2 million acres. This work is vital to slowing and reducing the intensity of wildfires and provides areas from which fire personnel can safely and aggressively suppress fires. Developing and maintaining these vital projects across the state will remain an ongoing focus to protect our communities – and we are ready to strengthen our federal partnerships. The state government manages only 3% of California’s forestland, while 57% of California’s forests are federally managed.

    This year’s Wildfire Preparedness Week theme, “Building a Fire-Ready Future: Strengthening Our Defenses, Together,” emphasizes the importance of both collaborative efforts and individual responsibility in reducing and managing wildfire risk.  Californians can make their neighborhoods safer by creating defensible space around homes, hardening homes, developing wildfire action plans, and teaming up to join Fire Safe Councils and Firewise Communities, which work to regularly assess wildfire risk and prioritize action to address it.

    All of us have an essential role in protecting ourselves, loved ones, and communities from wildfire. During Wildfire Preparedness Week, I encourage all Californians to visit ReadyForWildfire.org to learn about steps we can take to prepare for wildfire season and help prevent loss of life and property. Together, we can create a more fire resilient California.

    HONOLULU – The Hawai‘i Department of Agriculture (HDOA) Compost Reimbursement Program for Fiscal Year 2025 has completed disbursements totaling $427,670 to 24 Hawai‘i agricultural operations for the purchase and transport of compost in Hawai‘i. Of the 24 businesses, 14 were farming and 10 were landscaping operations, with an average reimbursement of about $17,820 each.

    Governor Josh Green, M.D., released $400,000 for the program in August 2024, from funds appropriated by the 2024 state Legislature (Act 231) for programs to control invasive species. HDOA added another $27,670 from department funds toward the program.

    “For many agricultural operations, compost is a necessary element and a major expense,” said Sharon Hurd, chairperson of the Hawai‘i Department of Agriculture. “Helping to defray some of the cost to purchase compost and also to transport it really helps out the growers.”

    The program reimbursed agricultural operations up to 50% of the cost of compost purchased between July 1, 2024 and May 1, 2025, including the cost of transportation. The reimbursements were not to exceed $50,000 per qualified applicant. The program also required that the compost be purchased from a certified processor, retailer or wholesalers licensed to do business in Hawai‘i. In addition, certified processors were limited to those companies regulated by the Hawai‘i Department of Health Solid Waste Management Program, which helps to ensure that the compost does not harbor pests, such as the coconut rhinoceros beetle and other invasive species.

    The 2025 legislative session included a bill that would continue the reimbursement program in 2026. The funding level is still pending.

  • MIL-OSI USA: Foster Care Month celebrates relative caregivers, respite providers and resource parents as a vital support for children and families

    his May, the Oregon Department of Human Services (ODHS) honors the essential role of resource families and respite providers in creating safe and nurturing environments for children and young adults. In Oregon, adults who care for children experiencing foster care are called resource parents, emphasizing the many important roles they play in supporting children and helping maintain relationships with their biological families and communities.

    As Governor Tina Kotek’s proclamation in honor of National Foster Care month states, “Dedicated resource families and relative caregivers work tirelessly to provide children a secure and nurturing environment and give young people in foster care the love, warmth, safety, care and support they need.”

    Supportive relationships are particularly important for young people who have experienced trauma and can change the trajectory of a life. According to Harvard’s Center for the Developing Child, supportive and responsive relationships help children develop resilience in the face of adversity.

    Resource parents and respite providers play an ongoing supportive role in the life of a child and biological parents both during and after time in foster care. Becoming a resource parent is not the only way to support children and families. ODHS now has a certified respite program, offering a more flexible way to contribute to a child’s life while giving resource parents a chance to take a break and recharge. ODHS partners with Every Child to help recruit resource parents, volunteers and respite care providers, and offers a peer mentorship program connecting new resource parents to experienced ones.

    According to ODHS, respite providers often find the experience of supporting young people in care enriching and decide to become resource parents. There are 138 active certified respite providers across the state, with 205 providers certified since the launch in 2023. “We hope this program continues to grow to give biological, relative and resource caregivers a break for self-care. But more importantly, this is an opportunity to make a difference in a child’s life, whether as a respite provider or resource parent. Just a few hours a week of quality time with a young person can make a huge difference,” Child Welfare Director Aprille Flint-Gerner said.

    The Greek islands have artists who produce exceptional creations, usually intended for the local tourist market, as they are linked to the tradition, raw materials and the overall product of each small place. Local island production supports a small productive ecosystem, contributing to the final tourist product. With the challenges that insularity entails, especially on the smaller islands, many artists are particularly tested by choosing to remain in their location and profession, mainly due to feelings of patriotism and not the possibility of substantial profit. It is noted that local artists are under pressure from mass production, mainly from non-EU countries, but also from the difficulty of securing their intellectual property rights.

    In Portugal (Azores, Madeira with 4-9 %), in Spain (Canary Islands, max.7 %) and in France (Guadeloupe, Martinique) clearly more favourable tax rates are currently in force compared to the mainland.

    Unfortunately, in Greece the previously existing low rates were abolished by the 2015 memorandum, with disastrous results for the small producers/artisans of our islands. It seems that in sales of local artistic creations/souvenirs, the tax is essentially equal to the profit made by the artists/artisans (approximately one quarter of the price).

    In view of the above:

    • 1.With Greece showing ‘high primary surpluses’ and moving to ‘early repayment of memorandum loans’, does the Commission consider that there is room to support the producers/artisans of the Greek islands?
    • 2.Is there a framework for the technical briefing of the Greek Government on good practices on other European islands?

But if they drop their tariffs and we drop ours, I think we’re going to end up with a better economy.”On President Trump negotiating tariffs and tax cut permanency: “We know that there are countries that are talking to the White House about a new deal. You know, are they close to announcing a new deal with some of these countries? And I think it’s only going to be a few – you get Japan, you get India, you get one or two more. Everybody’s going to know, okay, that’s the template for every other country. It’s not like you’re just going to get one-off deals, and everybody else is going to be waiting for their own separate deal. I think, you know, the way it goes with the first few countries is going to be the type of deal you’re going to be seeing with other countries, too. China is going to be a unique situation because of how they treat intellectual property, how they don’t play by their own rules, they manipulate currency. But when you see, hopefully, a new set of trade deals coming where you drop tariffs on both sides, that’s what I think a lot of us would like to see. Then you’ll get a lot more stability.“The other part of that, and that’s something that we’re in the middle of right now, and that is this budget reconciliation bill. If we lock in tax rates, meaning no tax increases, and you not only renew current tax rates for 10 years, but permanently. If we get a permanent American tax code where rates aren’t going to be subject to going up depending on who’s in Congress, I think that will bring even more stability to the economy and trillions of new investment that is just sitting on the sidelines right now.”On stabilizing tax rates for hardworking families:“That’s, that’s what I’m pushing for [is to extend the Tax Cuts and Jobs Act of 2017]. I don’t want to see anybody’s tax rates go up. You know, we’re looking at a reduction for people that make tips. Obviously, no tax on tips has been a hallmark of what President Trump talked about during the campaign. And you know, [Chairman] Jason Smith and his committee is working to follow through on that. But let’s start with a baseline that nobody’s tax rates go up, meaning we keep all your rates the same. Then we can look at additional pro-growth items.“I’m saying nobody’s tax rates should go up. Nobody’s tax rates should go up. Well, look, I mean, every committee’s working through this process right now, but I think if you look at what we know is going to work to create economic growth, to bring more investment into the country. It’s lower tax rates, not higher tax rates.“Well, and we’re working on a lot of pay-fors, and in fact, the economic growth just from renewing current rates, the growth you’ll get in the economy. I’ve heard numbers from private sector groups saying there’s three, four trillion dollars sitting on the sidelines waiting for us to act. And I know CBO doesn’t recognize a lot of that kind of growth, but that’s real growth. That’s real economic activity and real wage increases for hardworking families. They will surely see it. You know, when you go to the grocery store, you will see lower food costs. That matters to families. That’s who we’re focused on.”On maximizing economic growth under President Trump’s leadership:“A lot of those things are predicated on the uncertainty with tariffs. We all know that President Trump talked about that at the State of the Union. But people like me do not think that this is going to be sustaining itself for months from now. If you fast forward two months from now – tariffs and tax rates – if you fast forward two months from now and we have a stabilized tax code and we have agreements with other countries, maybe not all 75, but let’s say you get agreements with eight countries, four countries that are major trading partners with America that drop their tariffs down. That will tell you where a lot of the off-ramps are going to go with other countries, too. And I think you’ll see the markets react to that. Will it happen? I think it will because I know how President Trump negotiates deals. He’s got a proven track record, and I think we’ve got to give him the benefit of the doubt based on his history and how he knows how to make deals. He’s here to get deals for the American workers and the American people.”On the lack of transparency in healthcare pricing:“Well, when I talk about transparency, and I’ve been very clear about this, as you mentioned, in health care, it’s the only form of pricing that you cannot find out what something costs. You know, American consumers are the best shoppers in the world. And yet, if you tried to find out what a gallbladder operation or what a heart surgery might cost, any other procedure, you can’t find it out. You can call a hospital, and they won’t give you a price. You can call five hospitals, they won’t give you any prices. That’s got to change. We want to see price transparency there. So you know what something costs. Now, if you attach political items to a cost, not, okay, here’s the price of a good, and then here’s the sales tax to that item. You know, those are fixed costs. If you’re going to start attaching other things to it that are based on political decisions, you know, that’s a different situation. We’ve never had a tariff line item for anything. And by the way, again, tariffs have been hit against us in America for decades, for generations. And presidents have just let it happen, Republican and Democrat alike. President Trump is the first President to say let’s get treated fairly.”On politically-motivated companies sharing price hikes:“That seems more political. But think about this – when you go to the pump to buy gasoline, did you see them putting an item when Joe Biden shut off American energy and prices went up, did you see them put an item going, you’re paying $4 instead of $2 a gallon because of Joe Biden’s anti-American energy policies? They didn’t do that.“But that wasn’t Shell or Chevron or the gas companies doing that, but people knew why the higher price was there. “Well, are they also going to put in when China steals our intellectual property, and that jacks up the cost of items because we’re paying for all of the IP that China is stealing, they don’t put that on an item, too.“Well, businesses can communicate with their customers however they want. That’s between a business and their customer. But then again, you know it’s why a lot of businesses don’t delve into political issues because you know some of their customers might not appreciate that, that’s again going to be some choices they have to make.”

    On protecting small businesses through reconciliation:“It was great to hear from our Chairman of the Small Business Committee, Roger Williams. Nobody understands the value of small businesses, the importance of promoting small businesses in America better than Roger. And as chairman, he has ushered in policies and bills through that committee to allow small businesses to thrive.“If you look at the work we’re doing with the one big, beautiful bill, the reconciliation package, this is a bill that will grow more small businesses across America. It’ll create more jobs across America. It’ll create stability. If you think about the idea that if Congress were to take no action this year, there would be a four-and-a-half trillion dollar tax increase on American families. Over 95% of Americans would see a tax increase. And yet, every Democrat in Washington will be voting no on that package and would like to see every family pay more in taxes. There are so many other provisions that are so critical to getting our economy back on track, to lowering inflation, to lowering the cost of things at the grocery store, at the gas pump, that are in this bill. And we are still moving through.”On House and Senate Republicans unifying around President Trump’s agenda:“Last week, I applaud, seven Committees in Congress did their work, completely finished their work on reconciliation here in the House. Today, the Natural Resources Committee will take up their portion of the bill. That’ll be eight committees out of 11 that will already be done with all of their work this week. Then next week, the final three committees, Agriculture, Energy and Commerce, and Ways and Means, will take up and finish their work to get this big, beautiful bill not only through the House process, but over to the Senate. The Speaker and I met with [Chairman] Jason Smith and [Chairman] Brett Guthrie last week in the White House with President Trump to go through some of the final details that we are getting agreement on. We’ve been working incredibly closely with the White House and with the Senate every step of the way because this bill is critically important to American families. This bill is a big piece of carrying through that Trump agenda, the mandate that the American people gave us when they elected not just Donald Trump in the White House, but a Republican House and a Republican Senate to go deliver for the families who have been struggling for way too long.”On wins in the one big, beautiful bill:“We do that with this one big, beautiful bill. Everything from tax stability in the tax code so that nobody sees a tax increase, bringing trillions of dollars of private investment back into the economy, opening up more energy production in America to reverse some of the damage Joe Biden did. Everywhere from ANWR in Alaska, some of the great work that Congressman Begich just came into Congress, vowing to fight for the citizens of Alaska and open up more areas for production there. That’s going to be in this bill. All the way down to the Gulf of America, opening up more areas for lease sales and production in the Gulf as well. All of those things are going to be in the bill. More defense funding, more border security, giving protection and technology to our border patrol agents. All of that is in the bill, too. Confronting the debt ceiling, dealing with rules and regulatory reform, all in this powerful bill. What the Education and Workforce Committee did to protect students from higher student debt. We actually protect students so that they’re not saddled with high student loans when they graduate from college. That’s in this bill as well, standing up and holding accountable the universities that were failing kids for so many years, saddling them with $200,000, $300,000 in debt without the ability to pay it back.“So many good provisions. We’re going to be bringing that bill to the floor once it’s all finished next week, and then we compile it in Budget Committee and bring it as one big, beautiful bill to the House floor and then pass it on to the Senate so that they can continue this work.”

    WASHINGTON, D.C. — Today, House Majority Leader Steve Scalise (R-La.) issued a statement after the House Permanent Select Committee on Intelligence released their report on the FBI’s Conclusions on the 2017 Congressional Baseball Shooting. This follows FBI Director Kash Patel providing a review of the FBI case file to the Committee, after years of previous FBI leadership dodging transparency and accountability. “This report definitively shows the FBI completely mishandled the investigation into the Congressional baseball shooting of 2017 – ignoring crucial and obvious facts in order to sell a false narrative that the shooting was not politically motivated.     Soto hosted a roundtable to discuss recent attacks on Social Security with advocates and labor leaders for House Democrats’ Social Security Day of Action

    KISSIMMEE, FL — Today, Congressman Darren Soto (FL-09) hosted a roundtable discussion as part of the House Democrats’ Social Security Day of Action. The event brought together key leaders from the Florida Alliance for Retired Americans (FLARA) and the American Federation of Government Employees (AFGE) with a focus on the importance of preserving Social Security for current and future generations.

    Participants included Bill Sauers, Outreach Director of FLARA; Lorraine Tuliano of FLARA; Johnnie Walker, National Representative of AFGE; Shonda Johnson, 4th Vice President of AFGE Council 220; and Kevin Liddell, Political Representative of AFGE.

    “Social Security isn’t just a line item in the federal budget—it’s a promise to the American people,” said Congressman Darren Soto.“In Florida’s Ninth Congressional District alone, 137,000 residents rely on these earned benefits each month. That’s $218 million flowing directly into our local economy, helping retirees, children, widows, disabled workers, and spouses live with dignity.”

    “Social Security provides benefits to 73 million Americans while operating at a 50-year staffing low, yet the administration wants to cut the agency even further. This administration is decimating the middle class and we’re only 85 days into this administration,” said Johnnie Walker, National Representative of AFGE.  “This administration is trying to dismantle our union because we are using our voices and speaking out. We will continue to speak out to protect the workers that serve the American public daily.”

    The breakdown of those receiving Social Security benefits in Florida’s Ninth Congressional District is as follows:

        •    9,890 children

        •    7,073 widows

        •    18,462 disabled workers

        •    4,840 spouses

    The roundtable covered topics such as proposals to expand benefits, protect the Social Security Trust Fund, and reject any efforts to privatize or cut the program. Participants shared stories from their members and personal experiences to emphasize just how vital Social Security is to working families, retirees, and the vulnerable.

  • MIL-OSI USA: Pappas Helps Introduce Bipartisan Legislation to Curb Federal Use of Toxic PFAS Chemicals

    This week Congressman Chris Pappas (NH-01), alongside Representatives Mike Lawler (NY-17), Haley Stevens (MI-11), Brian Fitzpatrick (PA-01), and Pat Ryan (NY-18) introduced the PFAS-Free Procurement Act, a bipartisan bill aimed at reducing harmful chemical exposure by prohibiting the procurement of products containing perfluorooctane sulfonate (PFOS) or perfluorooctanoic acid (PFOA), commonly known as PFAS. 

    These chemicals are linked to a variety of health issues, including cancer, liver damage, and developmental harm. The bill would prioritize the procurement of safer, PFAS-free products by prohibiting federal agencies from renewing or entering into contracts for products containing PFOS or PFOA, including nonstick cookware, cooking utensils, furniture, carpets, and rugs treated with stain-resistant coatings. The legislation takes effect six months after enactment and would apply to all contracts entered into after that date.

    “PFAS and other toxic forever chemicals continue to pose health risks to Granite Staters and communities nationwide. We must take comprehensive and commonsense action to combat PFAS contamination and ensure the well-being of Americans,” said Congressman Pappas. “This bipartisan legislation would require federal agencies to prioritize procuring PFAS-free products to protect federal employees and individuals who visit federal facilities, like veterans at VA and seniors at Social Security offices. The federal government should be a leader in addressing PFAS contamination, and this bipartisan legislation is an important step forward.”

    Pappas has been a leader in addressing PFAS and advocating for improved standards, increased investment, and a stronger national focus on PFAS contamination. In 2024, following his calls for EPA to establish water quality criteria and limits on industrial PFAS discharges into water and to water treatment plants as required by his Clean Water Standards for PFAS Act, EPA finally finalized a PFAS National Primary Drinking Water Regulation which issues strict Maximum Contaminant Levels (MCL) for PFAS chemicals and announced $1 billion in funding from the bipartisan infrastructure law would be directed to help address PFAS contamination in both municipal systems and private wells, with a focus on small and rural communities.

    Pappas also leads the PFAS Research and Development Reauthorization Act, the PFAS Registry Act, and the No Taxation on PFAS Remediation Act.

  • MIL-OSI USA: Pappas Helps Re-introduce Landmark Equality Act

    Today Congressman Chris Pappas (NH-01), Co-Chair of the Congressional Equality Caucus and New Hampshire’s first openly gay member of Congress, helped re-introduce the Equality Act in the 119th Congress. Pappas is an original co-sponsor of this legislation, which passed the House in the 117th Congress.

    This legislation amends existing civil rights statutes to provide LGBTQ+ Americans with the same protections all other Americans enjoy in key areas of life, including employment, housing, public accommodations, federally funded programs, education, jury selection, and credit.  The Equality Act strengthens protections not just for LGBTQ+ people but also women, as it ensures nondiscrimination protections on the basis of sex in federally funded programs and public accommodations—two areas of law where sex discrimination is currently not prohibited. The Equality Act has overwhelming public support, with more than seven in ten Americans supporting it.

    “Full equality under the law. Nothing less, nothing more. That’s what the Equality Act means to LGBTQ+ Americans who for far too long have gone without these same legal protections guaranteed to others,” said Congressman Chris Pappas. “No one should be discriminated against because of who they are or whom they love. Passing the Equality Act will steer our nation closer to the promise of its founding principles by guaranteeing equality for all under the law. It’s past time to ensure the LGBTQ+ community is protected by our nation’s civil rights statutes and to move our country forward.”

    Pappas serves as Co-Chair of the Congressional Equality Caucus and is New Hampshire’s first openly gay member of Congress. In his role as Co-Chair of the Equality Caucus, he has helped to introduce and pass the Equality Act through the House of Representatives and enact the Respect for Marriage Act into law. Pappas also leads the LGBTQ+ Panic Defense Prohibition Act, which would ban the use of panic defenses based on sexual orientation or gender identity or expression in federal courts; the SERVE Act, which would guarantee and protect VA benefits for LGBTQ+ veterans; and led successful calls for the Food and Drug Administration (FDA) to reassess policy that blocked members of the LGBTQ+ community from donating blood.

  • MIL-OSI USA: Pappas Leads NH Congressional Delegation in Pressing for Urgent Risk Assessment of Portsmouth Memorial Bridge

    Following the Francis Scott Bridge tragedy last year, Portsmouth’s Memorial Bridge was identified by NTSB to lack up-to-date vulnerability assessments

    Today Congressman Chris Pappas (NH-01), a member of the House Transportation and Infrastructure Committee, led Senator Jeanne Shaheen (NH), Senator Maggie Hassan (NH), and Congresswoman Maggie Goodlander (NH-02) inurging the Federal Highway Administration (FHWA) to work expeditiously with the New Hampshire Department of Transportation (NHDOT) to evaluate Portsmouth’s Memorial Bridge, one of the 68 bridges across the country identified by the National Transportation Safety Board (NTSB) as lacking up-to-date risk assessments.

    The tragedy of the Francis Scott Key Bridge collapse is a reminder of the urgent need to assess bridge safety. The members wrote, “As part of the NTSB’s ongoing investigation into the March 26, 2024, containership Dali’s collision with the Francis Scott Key Bridge, and the bridge’s subsequent collapse, NTSB identified 68 bridges across 19 states and recommended that 30 bridge owners conduct a vulnerability assessment to determine the probability of bridge collapse. Memorial Bridge was one of these identified bridges.”

    With time and safety being of the essence, the members urged, “We urge FHWA to quickly begin working with New Hampshire Department of Transportation (NHDOT) to review and respond to the NTSB Safety Recommendations memo. Additionally, we urge FHWA to follow the recommendations by working in coordination with the US Coast Guard and Army Corps to support NHDOT.”

    Shaheen, Hassan, and Pappas fought to pass the bipartisan infrastructure law which is the single largest dedicated investment ever to improve the safety and performance of bridges and included $225 million for New Hampshire. As a member of the House Transportation and Infrastructure Committee, Pappas works to modernize our nation’s infrastructure, from roads to bridges, creating jobs and improving quality of life for Granite Staters. Last month, Pappas recently joined a bicameral letter urging states to conduct critical bridge safety tests in communities across the country.

  • MIL-OSI USA: Pappas Speaks Out on Behalf of Veterans At Risk of Losing Their Homes

    During a House Veterans’ Affairs markup, Pappas advocated for veterans left out in the cold by the Trump administration’s cancellation of the VASP program.

    Today in a House Veterans’ Affairs Committee markup, Congressman Chris Pappas (NH-01), member of the House Veterans’ Affairs Committee and Ranking Member of the Subcommittee on Economic Opportunity, spoke out against the ending of Veterans Affairs Servicing Purchase (VASP) program and in support of an amendment to provide a foreclosure moratorium for veterans who are at risk of losing their homes following the end of the VASP program, and helped pass bipartisan legislation to establish a new home loan assistance program.

    During the markup, Congressman Pappas said, “We have to recognize that with VASP abruptly ending, that there’s a need to provide a safe landing for veterans today that are at risk of foreclosure. My office has heard from one such veteran who was hopeful that he would be able to enroll in VASP. He was seeking that with his loan servicer prior to VASP ending but wasn’t able to get that help. He’s a 100% disabled veteran from the First Gulf War. His name is Daniel Getchell. He is from Raymond, New Hampshire. His loan is in forbearance and he wanted to enroll in VASP, but again his servicer couldn’t put him in the program a few weeks ago. Without support, now he’s unsure whether he will be able to stay in his home and whether he and his service animals are going to have a safe place to go.”

    “We’re going to continue to assist this veteran to the degree that we can. But we are concerned with what this means. While we see a partial claims program stood up and implemented, we need to be giving veterans like Daniel, who are worried about losing their homes, a little breathing room in the interim. And so I think this moratorium is an important intermediate step we can take as we get to the point of having a bipartisan program that’s implemented.”

    The VASP program was created as a “last-resort” option for veterans and their family members facing foreclosure on VA-backed loans following the expiration of pandemic programs, which when coupled with rising interest rates, increased the risk of default for thousands of veterans. Before its termination, VASP was the only program of last resort that existed for veterans facing immediate foreclosure, and helped over 17,000 veterans since the program launched in 2024. By abruptly ending this program on May 1 with no alternative in place, 80,000 veterans and their families now face the prospect of losing their homes with no relief mechanism in place.

    Background: 

    In January, Pappas joined a letter to U.S. Department of Veterans Affairs (VA) Acting Secretary Todd Hunter demanding answers about how VA is implementing President Trump’s Inaugural Executive Order to freeze hiring across the executive branch and how it is hurting veterans’ access to the health care and benefits they earned.

    In March, Pappas condemned reports that the Trump administration is planning to cut 80,000 staff from the Department of Veterans Affairs (VA), which could have catastrophic consequences for America’s veterans and cause significant delays and disruptions for those seeking medical treatment, as well as support for housing, addiction, mental health, and other lifesaving services. These firings would also result in job losses for thousands of veterans, who make up 25% of VA’s workforce.

    In April, Pappas spoke out forcefully against the administration abruptly ending the Veterans Affairs Servicing Purchase Program (VASP) during a House Veterans’ Affairs Subcommittee on Economic Opportunity markup. He joined a bicameral letter pressing Department of Veterans Affairs (VA) Secretary Doug Collins to immediately reverse his decision to abruptly end VASP.
