  • MIL-OSI USA: Pappas Receives Award for His Commitment to Increasing Access to Health Care, Supporting Nurses

Source: United States House of Representatives – Congressman Chris Pappas (D-NH)

This week Congressman Chris Pappas (NH-01) received the National Health Leadership Award from the American Association of Nurse Anesthetists (AANA) for his advocacy on behalf of nurses, as well as his support for increasing access to health care, expanded tuition assistance for aspiring nurses, and the bipartisan Improving Care and Access to Nurses (I CAN) Act.

The bipartisan I CAN Act would increase health care access, improve quality of care, and lower costs by removing the remaining barriers imposed by the federal government in the Medicare and Medicaid programs that prevent Advanced Practice Registered Nurses (APRNs) from practicing the full scope of their education and clinical training to the level that is approved in the state where they practice.

“Nurses in New Hampshire and across the country continue to answer the call and serve our communities and provide patients with the highest level of care,” said Congressman Pappas. “I’m committed to continuing to support their work in Congress by strengthening nursing workforce development, increasing tuition assistance for aspiring nurses, and more. Passing the I CAN Act would allow nurses to provide care in settings consistent with their training and ensure those services are covered by Medicaid, increasing health care access, reducing wait times, and lowering costs. I’m honored to receive this award and will continue to advocate for our CRNAs and all health care workers.”

“Through his leadership, Representative Pappas continues to be a champion for patients’ access, including veterans, to healthcare,” said AANA President Jan Setnor, MSN, CRNA, Col. (Ret), USAFR, NC. “He understands the important role CRNAs play in delivering quality, safe anesthesia care and has taken a leadership role on critical healthcare issues. Patients and veterans are unable to access timely anesthesia care. Representative Pappas knows care can’t wait and it is time to cut the red tape.”

    BACKGROUND:

APRNs are nurses prepared at the master’s or doctoral level to provide primary, acute, chronic, and specialty care to patients of all ages and backgrounds, in all settings. Their qualifications enable them to treat and diagnose illnesses, advise the public on health issues, manage chronic disease, order and interpret diagnostic tests, prescribe medication, and direct non-pharmacologic treatments for their patients. Over 40 years of vigorous, peer-reviewed research has verified the safety, quality, satisfaction, and cost-effectiveness of APRN care. This has led the National Academy of Sciences to call for the removal of laws, regulations, and policies that prevent APRNs from providing the full scope of health care services they are educated and trained to provide.

Currently, several federal statutes and regulations, as well as certain state practice acts and institutional rules, require physician oversight and limit APRN practice. These barriers reduce access to care, create disruptions in care, increase the cost of care, and undermine efforts to improve the quality of care. Specifically, the I CAN Act would remove remaining barriers in the Medicare and Medicaid programs that prevent APRNs from practicing to the full extent of their education and clinical training. Importantly, this bill does not expand scope of practice or impede upon state law. Rather, the bill would simply ensure that the federal government honors state laws, including New Hampshire state law, ensuring that Medicare and Medicaid patients living in states where nurses have already been granted full practice authority are permitted to choose to seek care from a nurse practitioner.

  • MIL-OSI China: Canada’s trade with US falls in March amid trade war

Source: People’s Republic of China – State Council News

With the implementation of the new tariffs in March, Canada’s trade with the United States fell in March, said Statistics Canada on Tuesday.

Exports to the United States decreased 6.6 percent, a second consecutive monthly decline following the strong ramp up in exports to the United States that led to a record in January, said the national statistical agency.

Meanwhile, imports from the United States fell 2.9 percent in March. Canada’s merchandise trade surplus with the United States went from 10.8 billion Canadian dollars (7.8 billion U.S. dollars) in February to 8.4 billion Canadian dollars (6.1 billion U.S. dollars) in March, said the agency.

Canada’s global merchandise exports decreased 0.2 percent, while imports were down 1.5 percent in March, said the agency.

As a result, Canada’s merchandise trade deficit with the world narrowed from 1.4 billion Canadian dollars (1.02 billion U.S. dollars) in February to 506 million Canadian dollars (367 million U.S. dollars) in March, said Statistics Canada.

  • MIL-OSI USA: Rep. Frankel Leads Effort to Safeguard Aging Veterans from Dangerous Falls

Source: United States House of Representatives – Congresswoman Lois Frankel (FL-21)

Washington, D.C. – Today, Representative Lois Frankel (FL-22) introduced the SAFE STEPS for Veterans Act, a bipartisan bill designed to help older Veterans avoid dangerous and costly falls. The legislation would require the Veterans Health Administration (VHA) to maintain an Office of Falls Prevention and establish a dedicated falls prevention coordinator. It also launches a pilot program to integrate falls prevention services into VA home modification efforts and mandates risk assessments to identify Veterans most vulnerable to falling.

“Falls are the number one cause of injury for Americans over 65, and for our aging Veterans—many of whom face additional health challenges—they can be especially dangerous and costly,” said Rep. Frankel. “This bipartisan bill will help the VA take smart, proactive steps to prevent falls before they happen. For the thousands of senior Veterans in South Florida and across the country, it means a better chance to live safely, independently, and with dignity. We owe our Veterans nothing less.”

Veterans tend to experience more chronic health conditions than non-Veterans, putting them at greater risk for falls that often result in serious injury, hospitalization, or long-term disability. Falls are the leading cause of injury and injury-related death among adults over age 65, with approximately 1 million fall-related hospitalizations annually. They cost the U.S. healthcare system an estimated $80 billion per year—a steep increase from $50 billion just a few years ago.

Common causes of falls include lower body weakness, balance and vision issues, vitamin D deficiency, use of certain medications, hearing loss, and home hazards. Preventing falls requires a comprehensive approach—including routine screenings, coordinated care, community-based prevention programs, and safe home environments.

The SAFE STEPS for Veterans Act would:

    • Maintain an Office of Falls Prevention and establish a falls prevention coordinator within the Veterans Health Administration;
    • Direct the falls prevention coordinator to collaborate with the National Institutes of Health (NIH) to develop evidence-based, Veteran-specific research on falls prevention;
    • Require a comprehensive report on the Department’s Falls Prevention Initiatives;
    • Improve Safe Patient Handling Transfer Techniques to ensure safe movement for injured or paralyzed Veterans;
    • Create a pilot program to integrate falls prevention into VA home modification grant programs; and
    • Establish a Falls Assessment and Fall Prevention Service to identify at-risk Veterans and ensure care plans are tailored to their needs.

The legislation is endorsed by Disabled American Veterans (DAV), the American Physical Therapy Association (APTA), and AARP.

  • MIL-OSI USA: LEADER JEFFRIES: “HOUSE REPUBLICANS ARE DETERMINED TO JAM A RECKLESS AND EXTREME BUDGET DOWN THE THROATS OF THE AMERICAN PEOPLE”

Source: United States House of Representatives – Congressman Hakeem Jeffries (8th District of New York)

Washington, D.C. – Today, Democratic Leader Hakeem Jeffries held a press conference with Whip Clark, Ranking Member Boyle, Ranking Member Pallone and Ranking Member Craig after House Democrats filed a discharge petition on the Hands Off Medicaid and SNAP Act to protect the healthcare and nutritional assistance of hardworking Americans from devastating Republican cuts.

LEADER JEFFRIES: Good afternoon, everyone. It’s an honor and a privilege today to be joined by House Democratic Whip Katherine Clark, Frank Pallone, the once and future Chairman of the Energy and Commerce Committee, who of course is the leading champion in the House Democratic Caucus, in the Congress, for the healthcare of the American people. Certainly, Angie Craig, the top Democrat on the Ag Committee, who’s doing a tremendous job. And, of course, Brendan Boyle, the future Chair of the Budget Committee, who has been our point person on budget reconciliation. House Republicans are determined to jam a reckless and extreme budget down the throats that the American people that will enact the largest cut to Medicaid and the largest cut to SNAP in American history. Children, families, women, veterans, older Americans, people with disabilities and everyday Americans will be hurt. These proposed cuts to Medicaid and SNAP are unacceptable, unconscionable and un-American. Several so-called swing seat and moderate Republicans have indicated that they are opposed to these devastating proposed cuts to SNAP and Medicaid.

House Democrats earlier today, led by Brendan Boyle in terms of the discharge petition and Frank Pallone and Angie Craig as it relates to the underlying legislation Hands Off Medicaid and SNAP, have given Republicans an opportunity to actually not simply talk about defending the best interests of the American people, but be about it. The discharge petition is now live on the House Floor. All we need are four Republicans to do the right thing, stand up for Medicaid and stand up for SNAP so they can stand up for the American people and we can stop the devastating cuts that Republicans are proposing to the healthcare of the American people and cuts that would literally take food out of the mouths of children and families. Hands Off Medicaid and SNAP. I thank Frank Pallone, Angie Craig and Brendan Boyle for their leadership on this effort. All we need are four House Republicans to join Democrats, in protecting the healthcare and nutritional assistance of the American people.

  • MIL-OSI China: 2nd Amazon boycott happens May 6 to 12

Source: People’s Republic of China – State Council News

A second boycott against Amazon and its affiliated businesses will be held from May 6 through May 12 as some shoppers protest what they call corporate greed, companies that have rolled back their diversity, equity and inclusion (DEI) efforts and U.S. President Donald Trump’s efforts to eliminate federal DEI programs since taking office.

The boycott of Amazon is organized by The People’s Union, the same grassroots group that coordinated the one-day economic consumer blackout on Feb. 28.

The boycott includes Amazon and its affiliates, including Whole Foods Market, Amazon Fresh, Amazon Prime Video, Audible, Twitch, Ring, Zappos and Kindle. The People’s Union has had several weekly boycotts of various businesses and retailers since Feb. 28, including Walmart and General Mills. The group also had a second three-day economic blackout in April.

Boycott plans continue through July 4 for the group, when organizer John Schwarz has said longer-term boycotts against specific companies will be announced, according to USA Today. These boycotts are in addition to separate actions by other organizations protesting Target and other retailers.

Source: United States House of Representatives – Congresswoman Debbie Dingell (12th District of Michigan)

Dingell Demands Up-or-Down Vote To Protect Medicaid, Food Assistance

    Washington, May 6, 2025

Congresswoman Debbie Dingell (MI-06) today signed a discharge petition that would force an up-or-down vote in the House to protect Medicaid and food assistance from the devastating budget cuts proposed by Republicans.

“The Republican budget slashes Medicaid and food assistance with more than $1 trillion in cuts to programs that millions of Americans, including hundreds of thousands of our neighbors, depend on. Michiganders simply cannot afford these cuts, which will drive up costs, strip people of their health coverage, and leave kids hungry,” Dingell said. “Several House Republicans have said that they oppose these cuts. If they are serious, they should join me in forcing an up-or-down vote on the Hands Off Medicaid and SNAP Act and protecting these vital programs.”

In Michigan’s 6th district, the Republican budget puts more than 104,000 people, including 35,000 children and 11,000 seniors, at risk of losing Medicaid coverage. It also threatens 58,000 Michiganders in the district who count on food assistance to help them make ends meet, and 500,000 children across the state who depend on free school lunch.

A discharge petition forces an up-or-down vote on pending legislation that Speaker Mike Johnson refuses to consider. If four House Republicans sign this discharge petition, the Hands Off Medicaid and SNAP Act will be considered in the House immediately.

  • MIL-OSI USA: Griffith Celebrates Senate Passage of Congressional Review Act to Strike Down Biden Job-Killing Regulation, Resolution Goes to President Trump

Source: United States House of Representatives – Congressman Morgan Griffith (R-VA)

The U.S. Senate passed Rep. Griffith’s H.J. Res. 61, Providing for congressional disapproval under chapter 8 of title 5, United States Code, of the rule submitted by the Environmental Protection Agency relating to “National Emission Standards for Hazardous Air Pollutants: Rubber Tire Manufacturing.”

This Congressional Review Act (CRA) resolution overturns the U.S. Environmental Protection Agency’s (EPA) Rubber Tire Manufacturing National Emissions Standards for Hazardous Air Pollutants (NESHAP) rule. Finalized November 29, 2024, at the conclusion of the Biden Administration, EPA could not even quantify whether public health would be protected and unreasonably requires rubber tire manufacturers to install regenerative thermal oxidizers (RTOs), which will cost American manufacturers millions and potentially lead to layoffs.

U.S. Congressman Morgan Griffith (R-VA) released the following statement:

“House and Senate Republicans are acting decisively to repeal onerous regulations from the Biden EPA, like the rubber tire manufacturing rule, that do very little to serve public health. Like many of the regulations issued during the waning days of the Biden-Harris Administration, the rubber tire manufacturing emission standard utilized questionable emissions data and pointed to negligible health benefits as justification for the rule. Thanks to strong conservative leaders in the Senate, like Senators Tim Scott and Roger Wicker, Congress is exercising its authority to undo this harmful Biden EPA measure and provide relief to America’s rubber tire manufacturers.”

    BACKGROUND

Rep. Griffith introduced H.J. Res. 61 in the last week of February. Rep. Griffith introduced the CRA alongside U.S. Senators Tim Scott and Roger Wicker.

On March 5, the U.S. House of Representatives passed H.J. Res. 61. Rep. Griffith spoke on the House floor defending the CRA.

Following House passage, Rep. Griffith celebrated House passage with several House GOP leaders.

H.J. Res. 61 must be signed by President Trump for the resolution to go into effect.

On March 12, the Trump EPA announced reconsideration of air rules regulating American energy, manufacturing and chemical sectors.

The Biden EPA rule would negatively impact the Goodyear facility in Danville, Virginia.

Last week, Rep. Griffith defended several CRAs on the House floor seeking to overturn Biden EPA measures that facilitated unfair electric vehicle mandates and imposed stricter car emissions standards on the American people.

  • MIL-OSI USA: REPS LIEU, JACOBS, SCHOLTEN, FROST AND ROSS REINTRODUCE REPRODUCTIVE DATA PRIVACY PROTECTION BILL

Source: United States House of Representatives – Congressman Ted Lieu (33 District of California)

WASHINGTON – Today, Congressman Ted W. Lieu (D-Los Angeles County), Congresswoman Sara Jacobs (D-CA), Congresswoman Hillary Scholten (D-MI), Congressman Maxwell Frost (D-FL), and Congressman Deborah Ross (D-NC) reintroduced the Reproductive Data Privacy and Protection Act. This legislation would prevent law enforcement from improperly surveilling women receiving reproductive health care, including preventing access to health messaging apps, period trackers, and geolocation data. Since the Supreme Court overturned Roe v. Wade, law enforcement agencies have used surveillance data to track and prosecute abortions. This legislation would protect Americans’ reproductive data privacy by limiting law enforcement access to reproductive and sexual health services data. The bill protects information related to abortion and IVF care, the use or purchase of contraceptives, pregnancy-related conditions, and more.

“Patients should be able to make medical decisions in consultation with their doctors without fear of law enforcement involvement,” said Rep. Lieu. “This fundamental right to privacy extends to the data used in medical settings and for treatment and care. We are reintroducing this bill because law enforcement should not have the ability to use private medical data against anyone seeking reproductive or sexual health care. Criminalizing women’s health is draconian and dangerous – and I am pleased to join my colleagues in fighting for these necessary protections.”

“Prosecutors and law enforcement are weaponizing every tool at their disposal to investigate and enforce abortion bans and restrictions,” said Rep. Jacobs. “And now that people are increasingly turning to online abortion clinics for care, people are increasingly left wide open and vulnerable to the unregulated digital surveillance system. That’s why I’m proud to co-lead the Reproductive Data Privacy and Protection Act to ban law enforcement from using surveillance and other data collection methods to investigate or prosecute abortion patients or those helping them. Decisions about if, when, and how to grow a family should be private – and our data should be too.”

“No one should have to fear that their private health decisions could be tracked, surveilled, or criminalized,” said Rep. Scholten. “In the wake of the Dobbs decision, we’ve seen law enforcement weaponize personal data to target people seeking reproductive care–including abortion, IVF, and even birth control. The Reproductive Data Privacy and Protection Act draws a clear line: your health data is yours, and it should never be used against you. I’m proud to co-lead this legislation to defend the fundamental right to privacy and protect women from dangerous overreach.”

“It’s sickening to see the same Republican leaders across our country who cry wolf about big government turn to big tech to access the private digital information and even the private messages of people seeking abortion care to go after them,” said Rep. Frost. “Florida has been at the forefront of efforts to criminalize abortion; imagine what GOP leaders could do with Floridians’ private texts and location information. We cannot let that happen. I’m proud to support the Reproductive Data Privacy and Protection Act in the continued fight to protect abortion access for anyone who needs it and keep our private medical decisions private.”

“In my home state of North Carolina, we saw a dangerous 12-week abortion ban go into effect following the Dobbs decision,” said Rep. Ross. “Now, women are scared to get the health care they need, and doctors are facing retribution for doing their jobs. That’s why I’m proud to join my colleagues in introducing the Reproductive Data Privacy and Protection Act, which would prevent government and law enforcement entities from collecting data that would be used to prosecute or criminalize women seeking reproductive care. This bill offers essential protections for women in North Carolina and nationwide who are facing real threats to their health care.”

This bill is endorsed by: Catholics for Choice, Reproductive Freedom For All, National Women’s Law Center Action Fund, League of Women Voters, ACLU, Planned Parenthood Federation of America, Center for Reproductive Rights, National Partnership for Women & Families, National Council of Jewish Women, Project on Government Oversight, Center for American Progress, National Network of Abortion Funds, Power To Decide, National Abortion Federation, All* Above All, and Guttmacher Institute.

Cody Venzke, Senior Policy Counsel, ACLU:

“Privacy ensures that we have the space to make decisions about our lives, including when and how to have children. The Reproductive Data Privacy and Protection Act is a critical step in bolstering privacy to combat increasingly invasive efforts to criminalize our most basic rights to reproductive care and to make fundamental decisions about our lives.”

Rachana Desai Martin, Chief of Government Relations and External Affairs, Center for Reproductive Rights:

“The Center is proud to endorse the Reproductive Data Privacy and Protection Act. With abortion banned in 12 states, we need stronger protections for people seeking abortions now more than ever. This bill would provide important new protections for our reproductive health data and serves as an important legislative check to ensure sensitive health information remains protected from abuse.”

Jocelyn Frye, President of the National Partnership for Women & Families:

“The growing number of state abortion restrictions means millions of women, especially women of color, are at risk of being criminalized for their pregnancy outcomes. We need strong protections for those seeking care as well as for those providing abortion care, in order to keep their personal information safe. No one should be prosecuted just for seeking the health care they need, and no one should have to live in fear that their personal data will be used against them. We are grateful for Rep. Lieu’s introduction of this bill to safeguard the privacy of pregnant people in the post-Dobbs landscape.”

  • MIL-OSI USA: Congressman Baird, Senator Risch Introduce the No Official Palestine Entry (NOPE) Act

Source: United States House of Representatives – Congressman Jim Baird (R-IN-04)

Today, Congressman Jim Baird (IN-04) introduced the No Official Palestine Entry (NOPE) Act to expand existing funding prohibitions to include organizations in the United Nations (UN) that afford status, rights, or privileges to the Palestinian Authority (PA) or Palestine Liberation Organization (PLO) beyond observer status. Senator Jim Risch (R-ID), Chairman of the Senate Foreign Relations Committee, introduced the companion bill in the U.S. Senate.

“Last year, the United Nation General Assembly (UNGA) voted to enhance the PA’s rights and privileges, despite the fact that the PA has not made any substantial reforms and continues to implement pay-for-slay,” said Congressman Baird. “We have a responsibility to ensure Americans’ tax dollars are not funneled to entities like the PA as they continue to promote human rights violations and incite acts of terrorism. I thank Senator Risch for introducing this legislation in the U.S. Senate and for his leadership on this important issue.”

“Once created to be a bastion of peace and security in the world, the United Nations is now a seat of antisemitism and in desperate need of reform. Israel is one of America’s greatest allies and we cannot tolerate or fund any anti-Israel bias or favoritism for the Palestinian Liberation Organization at the UN,” said Chairman Risch. “These bills will ensure that America has Israel’s back when it matters most.”

“DOGE and the Trump Administration have already highlighted horrific ways in which U.S. tax dollars have been used to promote individuals, entities, or ideas that are at odds with American values and national security priorities,” said Carrie Filipetti, Executive Director of the Vandenberg Coalition. “Closing glaring loopholes by banning funds from going to any UN agency that offers more than observer status to the PA is essential. The time for wasting the American taxpayer dollar and funding our adversaries is over.”

Current U.S. law prohibits U.S. funding to organizations, such as the UN, which give the PLO full membership or standing as a member state. The NOPE Act updates the existing funding prohibition to organizations that offer the Palestinian Authority or the Palestine Liberation Organization “any status, rights, or privileges beyond observer status.”

Congressman Baird and Senator Risch were joined by Senators Tom Cotton (R-AR), Mike Lee (R-UT), James Lankford (R-OK), Lindsey Graham (R-SC), Ted Cruz (R-TX), Mike Crapo (R-ID), Dave McCormick (R-PA), Joni Ernst (R-IA), Katie Britt (R-AL), Bill Hagerty (R-TN), Thom Tillis (R-NC), Marsha Blackburn (R-TN), John Barrasso (R-WY), Pete Ricketts (R-NE), John Hoeven (R-ND, John Cornyn (R-TX), Rick Scott (R-FL), Deb Fischer (R-NE), and Tim Scott (R-SC) as well as Representatives Michael McCaul (R-TX), Randy Weber (R-TX), Claudia Tenney (R-NY), Mike Lawler (R-NY), Maria Salazar (R-FL), Barry Moore (R-AL), Rudy Yakym (R-IN), and Marlin Stutzman (R-IN) in introducing this legislation.

  • MIL-OSI USA: Dingell, Valadao Recognize May as Asthma and Allergy Awareness Month

Source: United States House of Representatives – Congresswoman Debbie Dingell (12th District of Michigan)

Representatives Debbie Dingell (D-MI) and David Valadao (R-CA), co-chairs of the House Asthma and Allergy Caucus, today introduced a bipartisan resolution to designate May “National Asthma and Allergy Awareness Month.”

“Allergies and asthma impact Americans from every corner of the country, across age groups, sex, and race, myself included – though we know it is historically underserved communities that are impacted the most. My home state of Michigan has one of the highest prevalence rates of asthma in the country,” said Rep. Dingell. “I’m proud to designate May Asthma and Allergy Awareness Month to support increased education and efforts to improve the quality of life for Americans living with these conditions.”

“In California’s Central Valley alone, over half a million people live with asthma and millions more suffer from seasonal or yearly allergies,” said Congressman Valadao. “As co-chair of the Congressional Asthma and Allergy Caucus, I’m proud to join Congresswoman Dingell to help educate the American people about the quality-of-life issues and dangers surrounding asthma and allergies.”

The resolution is endorsed by the Asthma and Allergy Foundation of America.

“We’d like to thank Reps. Dingell and Valadao for their leadership of the Asthma and Allergy Caucus and for introducing the Asthma and Allergy Awareness Month Resolution,” said Kenneth Mendez, president and CEO of the Asthma and Allergy Foundation of America (AAFA). “On World Asthma Day, we take a moment to reflect on the fact that 10 people die each day from asthma. By raising awareness and leading policy change, the members of the Asthma and Allergy Caucus are doing the work that can save lives and improve the health of the 28 million Americans who have asthma. Given that asthma costs the U.S. $82 billion, continuing support for policies and programs that improve health outcomes for people with asthma provides a significant return on investment.”

Rep. Dingell is a co-lead of the Elijah E. Cummings Family Asthma Act, which would expand federal, state, and local efforts to improve care for individuals with asthma.

View the full text of the resolution here and below.

    Whereas asthma is a manageable disease that claimed the lives of over 3,500 Americans in 2021;

    Whereas 20,300,000 people in the United States have food allergies, including about 4,300,000 children;

    Whereas food allergy has increased among United States children over the past 20 years, with the greatest increase in Black children;

Source: United States House of Representatives – Congressman David G Valadao (CA-21)

WASHINGTON – Congressman Valadao (CA-22) and Congressman Jim Costa (CA-21) introduced the FAIR Fleets Act. This bipartisan legislation aims at modernizing the United States Postal Service (USPS) vehicle fleet while ensuring both urban and rural communities receive an equitable share of modern, fuel-efficient delivery vehicles.

“In the Central Valley and rural communities across America, families and businesses depend on the Postal Service,” said Congressman Valadao. “Too often, deliveries are delayed because the USPS lacks the resources to modernize, which is why the FAIR Fleets Act is so important. This bipartisan bill gives USPS the tools to upgrade its aging fleet with more fuel-efficient vehicles—improving reliability and reducing costs—to ensure people receive dependable mail services no matter where they live.”

“Every American, whether they live in a big city or a rural town, deserves reliable, timely postal service,” said Congressman Costa. “The FAIR Fleets Act ensures that underserved areas, which too often face delays and aging equipment, are given the same level of service as more populated regions. This bill is about fairness and better efficiency in our mail system.”

    Background:

The USPS operates one of the world’s largest civilian fleets, with over 230,000 vehicles—many over 30 years old. These vehicles, particularly the Grumman LLV model, are beyond their original intended service life. This drives up maintenance costs and emissions while causing significant service delays, particularly in rural areas.

    The FAIR Fleets Act would:

    • Amend Title 39 of the U.S. Code, requiring the USPS to assess and modernize fleet distribution.
    • Prioritize underserved areas such as rural towns, Tribal lands, and high-poverty urban neighborhoods.
    • Directs the USPS to submit annual reports to Congress detailing vehicle distribution, progress in underserved areas, and further recommendations for service improvements.

As Secretary of State Marco Rubio has urged both India and Pakistan, we must avoid armed conflict and escalation. India has not provided the world with strong evidence that the terrible terrorist attack in Kashmir was the result of actions taken by the Pakistani government. Let us hope that the Pakistani government does not escalate this crisis and that its response is de-escalatory.”

Source: People’s Republic of China – State Council News

Matias Gimenez scored twice as Argentina’s Independiente recovered from a goal down to trounce Uruguayan side Boston River 5-1 in the Copa Sudamericana group stage on Tuesday.

Agustin Anello opened the scoring in Montevideo with a seventh-minute strike before goals from Gimenez and Giovanni Millan gave their side the lead at the interval.

Diego Tarzia, Gimenez and Santiago Hidalgo were on target in the second half as Independiente claimed its second win of the tournament.

The team from Avellaneda, south of Buenos Aires, is now second in Group A with six points, two behind leader Guarani. Boston River is fourth, two points further back.

Earlier in the day, Gaston Togni scored with a second-half free-kick as 2020 champion Defensa y Justicia earned a 1-1 draw at Vitoria.

Central defender Edu put the Brazilian side ahead by tapping home from point-blank range after goalkeeper Enrique Bologna fumbled what should have been a routine save from a set piece.

The Argentine outfit equalized just before the hour when Togni curled in a superb free-kick from a tight angle.

Defensa y Justicia remains last in Group B, behind Vitoria on goal difference. Both teams are still searching for their first victories of the tournament.

Elsewhere, Godoy Cruz won 1-0 at Sportivo Luqueno, Guarani drew 2-2 at Nacional Potosi, and Corinthians was held to a 1-1 home draw by America de Cali.

  • MIL-OSI China: Late Cuiabano strike fires Botafogo past Carabobo

Source: People’s Republic of China – State Council News

Defender Cuiabano scored in the 91st minute as defending champion Botafogo clinched a 2-1 victory at Carabobo in the Copa Libertadores group stage on Tuesday.

The Brazilian side took the lead when Argentine goalkeeper Lucas Bruera failed to grasp Cuiabano’s long-range effort and Vitinho was on hand to tap in the rebound.

Leonardo Aponte put the Venezuelan outfit on level terms with a first-time effort from eight yards after the visitors failed to deal with a corner.

But Botafogo lifted its tempo in search of a winner and Cuiabano restored his team’s lead by taking a touch to control Allan’s pass before thumping a shot that beat Bruera at his near post.

The Rio de Janeiro side remains third in Group A and will likely need to win both of its final two group matches – against Estudiantes and Universidad de Chile at home – to advance to the round of 16.

“I’m happy to have scored but especially to have helped us pick up three points because we know how important it was,” Cuiabano said after the match. “We have a tight-knit group and we will always fight until the end.”

Meanwhile, Andre Silva scored twice as Sao Paulo cruised to a 2-0 away victory over 10-man Alianza Lima.

Silva put the visitors ahead just after the half-hour with a low first-time strike following Matheus Alves’ headed flick. The hosts were reduced to 10 men in the 69th minute when Renzo Garces was shown a straight red card for a bad foul on Lucas Moura.

The Brazilian side put the result beyond doubt as Silva struck a minute from time after combining with Luciano Neves.

Elsewhere, Argentina’s Racing Club romped to a 4-0 away victory over Colombian side Atletico Bucaramanga.

Adrian Martinez opened the scoring in the fourth minute when he tapped home after a scramble inside the six-yard box. Santiago Solari doubled the advantage by playing a slick one-two with Martinez before rifling a low shot past goalkeeper Aldair Quintana.

Santiago Sosa and Martin Barrios added late goals as Racing secured its second win of the campaign.

  • MIL-OSI New Zealand: MSF – Israel’s New INGO Registration Measures Are a Grave Threat to Humanitarian Operations and International Law – 55 Organisations Say

Source: Médecins Sans Frontières (MSF) – Doctors Without Borders

The undersigned 55 organisations operating in Israel and the occupied Palestinian territory (oPt) call for urgent action from the international community against new Israeli registration rules for international NGOs. Based on vague, broad, politicised, and open-ended criteria, these rules appear designed to assert control over independent humanitarian, development and peacebuilding operations, silence advocacy grounded in international humanitarian and human rights law, and further entrench Israeli control and de facto annexation of the occupied Palestinian territory.

For over a year and a half, humanitarian organisations have continued operating despite unprecedented constraints. In 2024, they reached millions of people across the oPt with essential services – from food and water to mobile clinics, legal aid, and education. The new registration rules now threaten to shut this work down. These measures go beyond routine policy. They mark a serious escalation in restrictions on humanitarian and civic space and risk setting a dangerous precedent.

Under the new provisions, INGOs already registered in Israel may face de-registration, while new applicants risk rejection based on arbitrary, politicised allegations, such as “delegitimising Israel” or expressing support for accountability for Israeli violations of international law. Other disqualifiers include public support for a boycott of Israel within the past seven years (by staff, a partner, board member, or founder) or failure to meet exhaustive reporting requirements. By framing humanitarian and human rights advocacy as a threat to the state, Israeli authorities can shut out organisations merely for speaking out about conditions they witness on the ground, forcing INGOs to choose between delivering aid and promoting respect for the protections owed to affected people.

INGOs are further required to submit complete staff lists and other sensitive information about staff and their families to Israel when applying for registration. In a context where humanitarian and healthcare workers are routinely subject to harassment, detention, and direct attacks, this raises serious protection concerns.

These new rules are part of a broader, long-term crackdown on humanitarian and civic space, marked by heightened surveillance and attacks, and a series of actions that restrict humanitarian access, compromise staff safety, and undermine core principles of humanitarian action. They are not isolated but part of a wider pattern that includes:

Blocking or delaying aid through arbitrary bureaucratic restrictions, logistical obstacles, and complete sieges, denying essential lifesaving supplies to Palestinians.
Killing more than 400 humanitarian workers in Gaza, injuring and detaining countless others, and repeatedly attacking marked and notified humanitarian premises, facilities or convoys.
Passing legislation aimed at curtailing the operations of UNRWA, the largest provider of essential services for Palestinians.
Advancing legislation to impose a tax of up to 80 per cent on foreign government funding to Israeli NGOs, while barring them from seeking recourse through the Israeli court system – including organisations that serve as partners for INGOs to deliver assistance and uphold protections in communities facing displacement, demolitions, or settler violence.
Suspending work visas for international staff and revoking permits for Palestinians residing in the West Bank to access Jerusalem, severely disrupting operations.

And now, making INGO registration conditional on political and ideological alignment, undermining the neutrality, impartiality and independence of humanitarian actors.

Under international humanitarian law, occupying powers are obligated to facilitate impartial humanitarian assistance and ensure the welfare of the protected population. Any attempt to condition humanitarian access on political alignment or penalise organisations for fulfilling their mandate risks breaching this framework. The International Court of Justice (ICJ) ordered Israel to allow unimpeded delivery of humanitarian aid to Gaza in three legally binding provisional measures orders in 2024. Yet, these new rules expand and institutionalise existing barriers to aid.

We call on States, donors, and the international community to:

    • Use all possible means to protect humanitarian operations from measures that compromise neutrality, independence, and access – including staff list requirements, political vetting, and vague revocation clauses.
    • Take concrete political and diplomatic action beyond statements of concern to ensure unhindered humanitarian access and prevent the erosion of principled aid delivery.
    • Support INGOs and Palestinian and Israeli civil society organisations through legal assistance, diplomatic support, and flexible funding to help mitigate legal, financial, and reputational risks. Donors must defend principled humanitarian and human rights work.

The undersigned 55 organisations stress that engagement with the registration process to preserve critical humanitarian operations should not be misinterpreted as endorsement of these measures.

These 55 organisations remain committed to the delivery of humanitarian aid, along with development and peacebuilding services and activities that are independent, impartial, and based on need, in full accordance with international law and the humanitarian principles derived from it. INGOs stand ready to engage with Israeli authorities in good faith on administrative processes but cannot accept measures that penalise principled humanitarian work or expose staff to retaliation. These measures not only undermine assistance in the oPt but also set a dangerous precedent for humanitarian operations globally.

  • MIL-OSI Global: Choosing singlehood? Here are 5 tips for thriving while being single

Source: The Conversation – Canada – By Yuthika Girme, Associate Professor, Department of Psychology, Simon Fraser University

Many people spend their 20s and 30s figuring out who they are and building a life as an independent adult. At the same time, society often tells them they should be looking for love, settling down and starting a family. These milestones are still widely seen as markers of adulthood and success.

But what does this mean for the growing number of singles in their 20s and 30s?

In Canada, singlehood among young adults has been steadily increasing. Despite these changing trends, cultural narratives continue to centre romantic relationships as the ideal. Being single is still often seen as a temporary stage, rather than a legitimate or fulfilling way of life.

As an associate professor, I lead the Singlehood Experiences and Complexities Underlying Relationships lab at Simon Fraser University. My research focuses on understanding when single and coupled people can thrive and be happy.

Here is what I’ve learned over the years about the experiences of single adults in their 20s and 30s.

Ready to make a change? The Quarter Life Glow-up is a new, six-week newsletter course from The Conversation’s UK and Canada editions. Every week, we’ll bring you research-backed advice and tools to help improve your relationships, your career, your free time and your mental health – no supplements or skincare required. Sign up here to start your glow-up at any time.

    Singlehood is increasingly common

In Canada, 59.8 per cent of 25- to 29-year-olds and 37.6 per cent of 30 to 34-year-olds report not being in a married or common-law relationship.

The proportion of 20- to 34-year-olds who are not in such relationships increased to 60.3 per cent in 2021 from 50.5 per cent in 1996.

Even among those who eventually want a committed relationship, many are delaying these decisions. The average age of marriage in Canada has increased by almost eight years since the 1970s, to 31.2 years old in 2020 from 23.3 years old in 1971.

These trends may reflect a variety of factors: a greater focus on career development, wanting to prioritize travel, having difficulties with dating or simply a preference for singlehood during early adulthood.

They may also reflect an increasing number of people who identify as “single at heart” and consciously choose to remain single because they value their freedom and solitude.

    The pressure to partner persists

Despite the growing number of people in their 20s and 30s who are single, whether by choice or circumstance, the societal pressure to partner up and settle down persists. This is largely because our society focuses heavily on coupling, marriage and having children.

Certainly, wanting romantic partnership and a family are common and valid life choices. But placing romantic relationships on a pedestal can come at the expense of singlehood.

Single people are often viewed as incomplete simply because they do not have a partner. A research study I conducted with colleagues shows that single people often feel excluded, left out and pitied for being single, which can undermine their well-being. They may also face negative stereotypes, such as being seen as selfish, heartless, loners or antisocial.

    Read more:
Would you be happy as a long-term single? The answer may depend on your attachment style

These cultural narratives don’t just come from society — single people can internalize them, too, which can have negative consequences.

In another research study, we examined what we call “relationship pedestal beliefs” — the extent to which people believe they need to be in a romantic relationship to be truly happy. We found that singles who endorse these beliefs are more likely to fear being single, and in turn, report lower life satisfaction.

How to be a thriving single?

How can singles lead happy, secure and satisfying lives, despite facing societal messages about the importance of romantic relationships?

To explore this question, my colleagues and I reviewed the existing literature on singlehood to better understand when singles are coping versus thriving. We found that, while some single people struggle with solo living and the desire to partner, many are happy and thriving.

Here are some factors associated with happy singlehood:

    1. Feeling secure with yourself. Single people who are secure and feel comfortable trusting and depending on close relationships are some of the happiest singles. They report the highest levels of life satisfaction and emotion regulation skills. Secure singles are open to the idea of romantic partnership, but are also happy and comfortable being single.

    2. Having supportive friendships. Single people tend to invest in their friendships more than partnered people. Single people who invest in their friendships feel like they belong, report higher self-esteem and are happier with their single status.

Single people tend to invest in their friendships more than partnered people.

    1. Being able to meet your needs for intimacy. Single people still have sexual and intimacy needs. Research show that when single adults are able to meet these needs, they are happier being single and desire romantic relationships less. At the same time, sexually satisfied singles are more likely to enter romantic relationships over time.

    2. Being older. As people approach their 40s, they are happier with being single. This is likely because singles in midlife learn to invest in their single lives and are less likely to feel the pressure to conform to societal expectations.

    3. Holding values that prioritize freedom, fun and creativity. Research shows single people who personally value freedom, fun and creativity report greater happiness.

Being single in one’s 20s and 30s can be a prominent time for people to focus on their self-development, careers, aspirations and relationships with family, friends and community. These are important building blocks to a happy live — regardless of whether people lead their lives single or choose to partner.

Source: Government of Canada regional news

    Released on May 6, 2025

The Government of Saskatchewan has proclaimed May 6, 2025 as Correctional Services Appreciation Day. This day recognizes the hard work and dedication of correctional employees who provide custody, supervision and rehabilitation services to adult and youth offenders in Saskatchewan.

“Correctional services staff carry out challenging and demanding work every day,” Corrections, Policing and Public Safety Minister Tim McLeod, K.C., said. “Their hard work often goes unnoticed but plays a significant role in helping to keep our communities safe. Today, we take this opportunity to honour these everyday heroes and thank them for their service to the people of Saskatchewan.”

Correctional Services encompass a broad range of expertise, programs and positions that collectively work together to rehabilitate offenders, decrease reoffending, support offender reintegration efforts and maintain safety in provincial correctional facilities. There are approximately 2,400 provincial correctional officers, probation officers, facility youth workers and community youth workers in Saskatchewan.

“From custody to community services, these outstanding employees manage complex situations and help people turn their lives around,” McLeod said. “We recognize their dedication and we thank them for their contribution to safer facilities and communities across the province.”

To celebrate, local appreciation events will be held in correctional facilities and community corrections offices across the province. Minister McLeod also welcomed Correctional Services employees to the Legislative Building to thank them for their service and to present the Minister’s Award for Excellence. This award is provided annually to acknowledge outstanding work and innovation within Corrections. This year’s award recipients were the team from Paul Dojack Youth Centre for their research and implementation of EQ2. EQ2 is a trauma-informed training and support program designed to help staff build the essential and complex social and emotional regulation skills necessary to successfully rehabilitate at-risk youth.

  • MIL-OSI USA: WA joins 11 states seeking answers from federal consumer bureau over restitution delays

    Source: Washington State News

SEATTLE — Washington Attorney General Nick Brown and leaders from 11 other states today are pressing the federal Consumer Financial Protection Bureau (CFPB) to issue long-delayed restitution to victims of a predatory tech sales program.

In a letter sent today to the CFPB’s acting director, the multistate coalition details how a court order against Prehired LLC for illegal, deceptive and abusive practices resulted in $4.2 million in restitution for some 660 consumers nationwide, yet unexplained delays at the agency level are keeping those checks from being distributed. The court order came in November 2023 and the states worked with the CFPB toward allocating the funds. The CFPB announced the allocation in May 2024.

States received regular updates throughout 2024 regarding the federal government’s progress on distributing these funds to Prehired’s victims. But in February of this year, the CFPB stopped providing information about the process.

“Prehired’s victims include consumers from each of our respective states…and nearly every other state in the nation,” the letter reads. “The CFPB committed to provide relief to these consumers when it made the allocation from the Civil Penalty Fund. During these increasingly difficult economic times, hundreds of Americans look to your leadership to deliver on this commitment.”

Washington state sued the South Carolina company and its founder in 2022 for violating Washington’s Consumer Protection Act, Private Vocational Schools Act, and Collection Agency Act. The state alleged Prehired used deceptive marketing tactics to lure Washingtonians into paying up to $30,000 for Prehired’s unlicensed online sales training program. Most students could not afford to pay, and Prehired offered them income-share loans, which it represented were not loans.

The company “guaranteed” students would land tech sales jobs paying $60,000 or more. Meanwhile, the company demanded monthly payments from students who were earning far less. When students failed to pay on massive debt from the program, Prehired pursued aggressive collection techniques such as filing lawsuits and initiating arbitration proceedings against students across the country.

The state later joined other state attorneys general along with the CFPB in a consumer protection enforcement action against Prehired, resulting in the court order that Prehired return $4.2 million to those who made payments on the company’s loans.

The letter urges the CFPB to respond with a timeframe in which the agency plans to distribute the funds to victims as expected, saying the states and impacted consumers deserve an explanation as to why justice has been delayed.

Joining Washington in the letter are the states of Colorado, Delaware, Illinois, Massachusetts, Minnesota, New York, North Carolina, Ohio, Oregon, South Carolina, and the California Department of Financial Protection and Innovation.

A copy of the letter is available here.

  • MIL-OSI USA: Attorney General Alan Wilson defends Second Amendment, urges Supreme Court to hear key gun rights caseRead More

Source: US State of South Carolina

(COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson today joined 26 states and the Arizona Legislature in filing a friend-of-the-court brief urging the U.S. Supreme Court to hear Wolford v. Lopez, a major Second Amendment case out of Hawaii. The brief, led by Montana and Idaho, asks the Court to overturn a Ninth Circuit ruling that severely limits law-abiding citizens’ right to carry firearms in public spaces.

“This case is about ensuring the Second Amendment is not treated as a second-class right,” said Attorney General Wilson. “If left in place, Hawaii’s law sets a dangerous precedent by flipping the burden, presuming carrying a firearm in public is unlawful unless expressly allowed. That directly contradicts our Constitution and threatens to eliminate the public’s right to self-defense in everyday places.”

At issue is Hawaii’s Act 52, which broadly prohibits public carry of firearms in so-called “sensitive places,” including parks, beaches, and restaurants serving alcohol. It also bans carrying on private property that is open to the public unless the property owner gives explicit permission.

    The amicus brief argues that:

    • The Ninth Circuit’s decision creates a direct split with the Second Circuit, which struck down a nearly identical New York law as unconstitutional.
    • Hawaii’s law is not supported by a historical tradition of firearms regulation as required under Y. State Rifle & Pistol Ass’n v. Bruen (2022).
    • The state’s sweeping restrictions go far beyond what the Founders would have recognized and attempt to sidestep the constitutional right to carry by redefining vast public areas as “sensitive places.”

“The Constitution guarantees that law-abiding Americans have the right to protect themselves,” Attorney General Wilson continued. “We cannot allow activist courts or overreaching legislatures to strip away those rights through creative legal maneuvers. This case is an opportunity for the Supreme Court to set the record straight.”

The coalition urges the Court to grant certiorari and reverse the Ninth Circuit, reinforcing the principle that the Second Amendment protects the right to carry a firearm in public for lawful self-defense.

A copy of the amicus brief is available here.

Headline: STATEMENT: CanREA is encouraged by British Columbia’s Clean Power Action Plan

Building on the success of the most recent call for power, the Government of British Columbia centres new renewable power procurement in its plan for economic growth.

Victoria, B.C., May 5, 2025—The Canadian Renewable Energy Association (CanREA) welcomes the Government of British Columbia’s Clean Power Action Plan, announced by Premier David Eby today, which includes a new call for power by the provincial utility, BC Hydro, of 5,000 gigawatts-hours per year of clean energy, including wind and solar.

The call is expected to be issued by BC Hydro this summer, with electricity purchase agreements targeted to be awarded in early 2026.

“The BC Hydro 2024 Call for Power resulted in economic development and job creation opportunities for communities across the province,” said Evan Wilson, CanREA’s Vice-President of Policy – Western Canada and National Affairs. “CanREA members are excited by today’s announcement of the new 2025 Call for Power. Judging by the success of the 2024 call, this next call will result in affordable power and clean investment opportunities throughout British Columbia.”

The Clean Power Action Plan strengthens energy security, accelerates economic growth and reinforces Canada’s leadership in renewable energy. By investing in large-scale clean-power projects and fostering partnerships with Indigenous communities, B.C. is setting a precedent for sustainable development that benefits all Canadians.

BC Hydro’s 2025 Call for Power builds on the success of the 2024 Call for Power, which saw ten new renewable energy projects go forward, each with First Nations asset ownership of 49% to 51%, with five CanREA member companies representing nine of these ten projects.

The new Clean Power Action Plan prioritizes new investments in renewable energy, including wind, solar and hydroelectric projects, while supporting Indigenous-led initiatives and local economic development. These efforts will drive innovation, create jobs, and secure a resilient energy future for British Columbians.

    Other highlights include:

Opening up the opportunity to explore B.C.’s power potential: The province will seek proposals for capacity and baseload electricity projects to meet peak demand and support renewable energy integration. CanREA will work to clarify the role of battery storage in this opportunity.

Ushering in an expanded era of energy efficiency: Innovators will be invited to propose demand-side management technologies that help businesses and households save energy and reduce costs.

Investing an additional $12 million in made-in B.C. Clean Technology: The province is also looking to invest more in the B.C. Innovative Clean Energy (ICE) fund.

Streamlining connections to B.C.’s grid: Efforts will be made to streamline grid connections so homes and businesses can access clean electricity more quickly and affordably.
“By investing in large-scale clean power projects and fostering partnerships with Indigenous communities, B.C. is setting a precedent for sustainable development that benefits all Canadians,” said Patricia Lightburn, CanREA’s Policy Director for British Columbia.

“CanREA looks forward to working alongside the province and industry partners to ensure these transformative initiatives deliver the greatest benefits to Canadians, drive innovation, create jobs and secure a resilient energy future.”

  • MIL-OSI Canada: Province Improves Accessibility, Introduces Updated Plan

Source: Government of Canada regional news

The Province’s 2025-2028 Accessibility Plan sets ambitious goals for the next three years and provides an update on progress that’s been made to date.

The plan, released today, May 6, includes government-wide commitments across eight priority areas including actions to advance accessibility in employment, service delivery, information and communication, and public transportation.

“We are building on years of hard work and momentum to build a more accessible province for today and generations to come,” said Attorney General and Justice Minister Becky Druhan. “By continuing to innovate, collaborate and lead by example, we will achieve our goal for creating a more accessible Nova Scotia.”

Progress made on the 2022-2025 plan includes adopting the Built Environment Accessibility Standard, the first of six accessibility standards. The standard will help ensure the spaces where people live, work, learn and play across Nova Scotia can be enjoyed by people with disabilities.

The Accessibility Advisory Board will continue to provide advice and recommendations, based on lived experience, that will help advance this important work.”
Max Chauvin, Chair, Accessibility Advisory Board

    Quick Facts:

    • 38 per cent of Nova Scotians over the age of 15 report living with a disability
