WASHINGTON – On Saturday, Congressman Ted W. Lieu (D-Los Angeles County) hosted his congressional district’s eleventh-annual reception for the Congressional Art Competition at the Otis College of Art and Design. Students from 19 different high schools submitted 185 pieces of art for this year’s competition. These submissions included 45 photographs, 65 paintings, 38 drawings, 19 mixed-media pieces, and 18 other pieces that included computer-generated art. The winner, Alyssa Kim from Palisades Charter High School, submitted a piece called “Your Honor, Bananas!”
The Congressional Art Competition is open to all high school students who either reside in or attend school in California’s 36th District. The first-place winner’s art will be displayed for one year in the U.S. Capitol along with winners from Congressional districts across the country. The winner will receive a trip to Washington D.C. in June to be recognized at an awards ceremony. The second and third place winners will have their art displayed for one year in the Congressman’s D.C. and District offices. First, second, and third place winners, as well as honorable mentions, received scholarships. All student participants received certificates and a swag bag.
“I am grateful to get to represent such a talented and creative district,” Rep. Lieu said. “Our annual Art Competition is a fantastic showcase of just how talented our students are in the 36th District. There were so many fantastic pieces submitted that are a testament to the skill and unique point of view of the young people in our community. I want to congratulate all the winners and honorable mention recipients, and I look forward to seeing the artwork of our winner, Alyssa, hanging in the Capitol.”

GABES, Tunisia — A stevedore shouted over the diesel hum of cranes as the first storage container was lifted out of the cargo ship and onto Tunisian soil. For the untrained eye, it may have looked like just another port delivery. But for the Soldiers and civilians waiting at the port of Gabes, it marked the start of something much bigger.
This was the opening move in setting the theater for exercise African Lion 2025 (AL25).
Without the shipment of 95 pieces of cargo, including vehicles, equipment and weapon systems, the exercise would be dead in the Mediterranean water.
“We’re not just moving cargo; we’re enabling the entire exercise to happen,” said U.S. Army Chief Warrant Officer 2 Dustin VanFleet, a mobility officer assigned to the 839th Transportation Battalion, 598th Transportation Brigade, Surface Deployment and Distribution Command, U.S. Transportation Command.

Along with setting the theater, VanFleet also set the record straight. A stevedore, he clarified, is a longshoreman who works at a port and is responsible for moving goods on and off ships.
“We’re the first ones in,” VanFleet explained. “Before troops land or vehicles roll, we’re on the ground establishing the logistical foundation that allows the rest of the force to operate. That’s how we set the theater.”
This does not happen overnight.
Setting the theater is a strategic concept that goes beyond logistics. It means having an adaptable and agile military with the infrastructure, agreements and relationships in place to shape conditions for successful Army, joint and combined operations. The combined force in Gabes validated those capabilities in a real-world environment.
“This is my first time participating in African Lion and working with the Tunisians. It’s been a seamless process allowing for the clearance of cargo at a rapid pace,” said VanFleet.
The Portuguese-flagged vessel, BBC Bergen, arrived to a welcome-party of Italians, Americans and Tunisians, highlighting the multinational effort involved. The Bergen’s journey took two and a half days across the Mediterranean from Livorno, Italy and all 95 pieces — including shipping containers filled with equipment, trailers, water purification systems, air defense vehicles and M119 howitzers — were offloaded in less than a day and a half.

Multiple units joined the 839th Transportation Battalion’s offloading effort, including Soldiers assigned to U.S. Army Southern European Task Force, Africa (SETAF-AF), the 79th Theater Sustainment Command, the 173rd Airborne Brigade, 1st Battalion, 57th Air Defense Artillery Regiment (1-57 ADAR) and the 240th Composite Supply Company (240th CSC) — all there to ensure a successful offloading process.
Two members of the 1-57 ADAR accompanied the crew of the Bergen on its voyage from Italy. The escort is a requirement anytime sensitive U.S. military equipment, dubbed “super cargo,” is transported on a foreign-flagged vessel.
“Without the port operation, nothing downstream moves forward,” said VanFleet.
This first port operation in Tunisia set the foundation for the broader SETAF-AF-led African Lion exercise, showcasing the U.S. Army’s ability to operate in complex environments. Gabes was simply the first stop.
Immediately after offloading, equipment was loaded onto Tunisian Armed Forces vehicles and transported to exercise locations throughout the country.
The 839th Transportation Battalion is unique compared to most Army units. Along with Soldiers, it also employs two U.S. Army civilians and up to 10 local nationals per detachment. During port operations, the assigned detachment leads contract responsibilities, documentation and cargo handling, while the battalion sends military leadership to provide command oversight.
“Utilizing our local nationals is a huge asset,” said VanFleet. “Some individuals have been doing this for more than 30 years. Their knowledge of the area of operations and relationships with host-nation authorities are critical to mission success.”

In the first months of 2025 alone, the battalion supported missions in Poland, Turkey, Greece, Tunisia, Italy and Croatia, with additional deployments planned throughout the year.
“It’s vital we keep exercising these ports and working with our partners,” said VanFleet. “It allows everyone to create that muscle memory that only makes our relationships stronger.”
AL25, U.S. Africa Command’s largest annual exercise, brings together more than 10,000 troops from over 40 nations to enhance interoperability and strengthen multinational readiness. But before the first formation steps into the training area, port operations like the one in Gabes must succeed.
Every stevedore handshake and each offloaded vehicle contributes to the larger picture: the ability to quickly and efficiently project lethality anywhere, anytime.
About the 839th Transportation Battalion
The 839th supports both U.S. European Command and U.S. Africa Command, functioning as the single port manager for U.S. military cargo entering and exiting strategic seaports in both theaters. Its responsibilities include staging, reception, onward movement, customs clearance, agricultural inspections and overall integration of DoD assets at ports of embarkation and debarkation.
About African Lion
African Lion 25 (AL25) is set to be the largest annual military exercise in Africa, bringing together 41 nations, including seven NATO allies, and about 10,000 troops. Led by U.S. Africa Command (USAFRICOM), the exercise will take place from April 14 to May 23, 2025, across Ghana, Morocco, Senegal, and Tunisia.
AL25 is designed to restore the warrior ethos, sharpen lethality and strengthen military readiness alongside our African partners and allies. This large-scale exercise will enhance our ability to work together in complex, multi-domain operations—preparing forces to deploy, fight and win when it matters most.
African Lion provides an opportunity to conduct realistic, dynamic and collaborative readiness training in an austere environment that intersects multiple geographic and functional combatant commands including U.S. Africa Command, U.S. European Command, and U.S. Central Command; as well as strategic maritime choke points and global shipping lanes.
This letter provides CBO’s estimates of how recent declines in the costs of launch services would change previous estimates of the costs to deploy a constellation of space-based interceptors (SBIs) designed to defeat one or two intercontinental ballistic missiles (ICBMs) fired at the United States by a regional adversary, such as North Korea. Those previous estimates appeared in studies published by CBO in 2004 and by the National Research Council (NRC) in 2012. Although launch costs are lower now, threats and U.S. policies have changed since those studies were published in ways that could increase the overall size and cost of an SBI constellation.
By themselves, decreases in launch costs could reduce the previous estimates of the 20-year costs of various SBI constellations by 30 percent to 40 percent, CBO finds. For the lowest-cost alternative that CBO examines here, the reduction in launch costs would cause the total estimated cost of deploying and operating the SBI constellation for 20 years to fall from $264 billion to $161 billion (in 2025 dollars). For the highest-cost alternative that CBO examines, the total estimate would fall from $831 billion to $542 billion. (The wide range of estimates among the alternatives, both before and after accounting for the reduction in launch costs, results from differing assumptions about the performance of the individual components that make up the SBI constellations.)
Although launch costs are much lower today than when the previous studies were published, two major factors could lead to higher costs for space-based missile defenses than CBO and the NRC estimated earlier. First, North Korea’s ICBMs have increased in number and sophistication since those studies were published. Second, a recent executive order by the President, titled The Iron Dome for America, calls for deploying a missile defense system to protect the United States not only from attacks by regional adversaries (ones with limited capabilities, such as North Korea) but also from attacks by peer or near-peer adversaries (ones with military capabilities similar to those of the United States). Such a defense could require a more expansive SBI capability than the systems examined in the previous studies. Quantifying those recent changes will require further analysis, which CBO is undertaking at the request of the Subcommittee on Strategic Forces of the Senate Armed Services Committee.
overnor Kathy Hochul today sent a letter to NHL Commissioner Gary Bettman expressing her disappointment in the League’s decision to cancel the 2026 NHL All-Star Weekend at UBS Arena. In the letter, Governor Hochul urged the NHL to commit to bringing a major NHL event of equal or greater value to Long Island.

Dear Commissioner Bettman:
I am writing to express my disappointment regarding the NHL’s decision to cancel the 2026 All-Star Weekend at UBS Arena and replace it with a Winter Olympics kick-off event. This decision was made without consultation with the State of New York, which has been a critical partner in supporting this facility and the NHL’s presence on Long Island as well as the entire State.
Through a public-private partnership with New York Arena Partners, New York State invested more than $100 million to build the first new LIRR station in nearly 50 years, supporting UBS Arena as a world-class venue. We made this investment not only for the local community and the New York Islanders but also in support of the league itself. We acted in good faith based on commitments that were publicly celebrated and on the belief that this was a true public-private partnership.
The cancellation of the 2026 All-Star Weekend, an event expected to bring millions in economic activity to the region, is deeply disappointing. While we understand the significance of the Winter Olympics, the conflict was foreseeable and could have been addressed through early coordination. This decision overlooks the efforts by New York State and sends the wrong message to every public entity that has supported the NHL.
Therefore, we request that the NHL revisit this matter immediately. Given that Long Island’s 2026 NHL All-Star Weekend has been canceled, the NHL should bring a hockey event with equal or greater economic activity and cultural value to the region in 2027.
New York, home of three NHL franchises and the league’s headquarters, has always been and will continue to be a proud hockey state, and mutual respect is essential in any partnership. We are prepared to be constructive, but we also expect the NHL to honor its commitments to the people of New York.
(COLUMBIA, S.C.) – South Carolina Attorney General Alan Wilson announced that his office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF) has arrested Shanna V. Brown, 43 years old, of Camden, S.C., for Exploitation of a Vulnerable Adult {43-35-0085 (D)} and Breach of Trust with Fraudulent Intent, value $10,000 or more {16-13-0230(A)}. Brown was booked into the Alvin S. Glenn Detention Center on May 5, 2025.
A VAMPF investigation found that between May 19, 2023, and October 21, 2024, Brown allegedly misused the funds and assets of a vulnerable adult with fraudulent intent. As the victim’s power of attorney, Brown is accused of unlawfully converting over $10,000 of the victim’s assets for her own personal use. The victim, a vulnerable adult under South Carolina law, resided at White Oak Manor in Columbia, S.C., at the time of the alleged misconduct.
White Oak Manor referred this case to VAMPF and cooperated fully with investigators. This case will be prosecuted by the Attorney General’s Office.
Exploitation of a Vulnerable Adult is a felony and, upon conviction, has a penalty of up to five years in prison, a fine of up to $5,000, or both. Breach of Trust, value $10,000 or more, is a felony and, upon conviction, has a penalty of up to 10 years in prison or a fine at the discretion of the court.
Pursuant to federal regulations, VAMPF has authority over Medicaid provider fraud; abuse and neglect of Medicaid beneficiaries in any setting; and the abuse, neglect, and exploitation of individuals residing in assisted living facilities or nursing homes.
Attorney General Wilson stressed that all defendants are presumed innocent unless and until they are proven guilty in a court of law.
The South Carolina Medicaid Fraud Control Unit, dba VAMPF, receives 75 percent of its funding from the U.S. Department of Health and Human Services under a grant award totaling $2,889,252 for federal fiscal year 2025. The remaining 25 percent, totaling $963,084 for FFY 2025, is funded by South Carolina.
ST. PAUL, Minn. – A federal jury convicted Vannesa Violante-Lujano of attempting to possess methamphetamine with the intent to distribute, announced Acting U.S. Attorney Lisa D. Kirkpatrick.
According to court documents and evidence presented at trial, in June 2022, federal authorities at the U.S.-Mexico border seized approximately 220 pounds of Cartel-sourced methamphetamine destined for Minnesota. Special agents with the U.S. Drug Enforcement Administration (DEA) then conducted an undercover operation in Lakeville, Minnesota. During the undercover operation, Violante-Lujano and a co-conspirator met an undercover officer at a Lakeville truck stop and attempted to pick up the 220-pound shipment of methamphetamine. The attempted drug deal was captured on video, and Violante-Lujano and her co-conspirator were apprehended by the Minnesota State Patrol (MSP) shortly thereafter.
“Minnesota has become a hub for Cartel-sourced methamphetamine,” said Acting U.S. Attorney Lisa D. Kirkpatrick. “In 2022, the Cartel was flooding the border with their poison. In this case, the Cartel sent 220 pounds of deadly methamphetamine—worth $6 million—across the border, bound for Minnesota. I am grateful to the excellent work of law enforcement, who not only seized these drugs, but also utilized an undercover operation to catch the state-side drug dealers.”
After a four-day trial before Judge Susan Richard Nelson in U.S. District Court, Violante-Lujano was convicted by a jury on one count of attempting to possess methamphetamine with the intent to distribute. Following the verdict, Violante-Lujano was taken into custody pending sentencing.
This case is the result of an investigation by the DEA and MSP.

BOSTON – A Dominican national has been arrested and charged with transportation of child sexual abuse material (CSAM).
Jorge Junior Alvarez Rodriguez, 21, was charged with one count of transportation of child pornography. Alvarez will make an initial appearance in federal court in Boston later today.
According to the charging documents, On May 3, 2025, upon arrival at t Boston’s Logan Airport from Santo Domingo, Dominican Republic, Alvarez was flagged for secondary screening. It is alleged that during a review of Alvarez’s cell phone, files depicting CSAM were found. It is further alleged that law enforcement identified multiple files depicting children as young as four to seven years old.
The charge of transportation of child pornography provides for a sentence of at least five years and up to 20 years in prison, at least five years and up to a lifetime of supervised release, and a fine of up to $250,000. Sentences are imposed by a federal district court judge based upon the U.S. Sentencing Guidelines and statutes which govern the determination of a sentence in a criminal case.
United States Attorney Leah B. Foley and Michael J. Krol, Special Agent in Charge of Homeland Security Investigations in New England made the announcement today. Valuable assistance was provided by Customs and Border Patrol, Boston Division. Assistant U.S. Attorney Lauren Maynard of the Major Crimes Unit is prosecuting the case.
This case was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse, launched in May 2006 by the Department of Justice. Led by the U.S. Attorneys’ Offices and the DOJ’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children, as well as identify and rescue victims. Prime Minister Mark Carney is headed to Washington, D.C., for a high-stakes meeting with Donald Trump as the American president continues his trade war and annexation threats against Canada.
“We are meeting as heads of our government,” Carney said at a news conference late last week. “I am not pretending those discussions will be easy.”
It was a result that, at first blush, allowed each party to claim that it won, or at least that it did not totally lose. That sets up a Parliamentary session that will feature several interesting dynamics.
The NDP under an outgoing Jagmeet Singh managed to hold onto the balance of power in the upcoming minority Parliament for a third consecutive time. Elizabeth May continues to represent the Green Party in the House of Commons. Yves-François Blanchet kept the Bloc Québécois relevant for voters in Québec.
Even Justin Trudeau, no longer in politics, won — his legacy is not in the gutter due to a predicted Conservative majority win that never materialized once Carney replaced him.
But in the coming weeks and months, the leaders and their parties face difficult circumstances that could turn them into losers — most importantly, how Carney manages the relationship with Trump.
The role of Trump
Carney and the Liberals capitalized on exceptional
circumstances driven by Donald Trump’s trade war and threats to make Canada the 51st state. Winning four consecutive elections is a rare feat for any political party in Canada.
But Carney cannot count on fortune continuing to smile upon him. He must now manage a party within which he has little history and few favours to call in — a party that he has dragged from centre-left under Trudeau to centre-right.
The new prime minister will have to rely on aides and advisers to a much greater extent than all former office-holders who had years or decades of experience in the political area, including the House of Commons. At the same time, he will have to demonstrate to Canadians that he is in charge and makes the final decisions.
Invariably, there will be Liberal missteps in the weeks ahead: ethical lapses for some MPs, ministerial appointments that go awry and disappointment among those not appointed to cabinet. Because Carney has been prime minister for less than two months, the upcoming Speech from the Throne on May 27 — to be delivered by King Charles — that sets the government’s goals is shrouded in mystery.
Beyond Ottawa, premiers from several different political parties — each with their own agenda — await Carney. South of the border, the unpredictable Trump, with his infuriating rhetoric and disruptive actions, is in office for another three-and-half-years.
As a newcomer to politics elected on his first attempt to the country’s highest political office, Carney could have at least have one topic of conversation in common with Trump when they meet on Tuesday. Trump too was a political outsider who catapulted into office on his first attempt. The two may find some bond in their shared experience.
The greatest danger for Carney is not from Trump’s rhetoric but from broader economic conditions. He ran for office on the promise of being able to manage economic turmoil. But politicians of any stripe have little control in a global economic slump or an all-out tariff war. If unemployment, inflation or the cost-of-living tick upward, Carney will quickly lose his lustre among many Canadians.
The new Parliament
For the Conservatives, Poilievre’s leadership will continue to weigh on the party in the weeks and months ahead. Losing his Ottawa seat weakens his claim to stay on as leader. He now needs to win a byelection in Alberta triggered by the resignation of Conservative MP Damien Kurek.
The worst outcome for the party is years of infighting between those who support giving Poilievre one more chance and those who believe that 2025 is the best the party can do under his leadership.
The best outcome is for Poilievre to become a bridge-builder within the party and to Conservatives across Canada, and to rebrand himself to be more palatable to Canadian voters. This will not be easy and he hasn’t shown much inclination to do so.
The NDP’s Singh has already announced his resignation and accepted responsibility for the party electing only seven MPs. A period of soul-searching leading to a leadership contest has already started. The loss of seats, and returning to Ottawa with an interim leader, lessens the voice of the party in political discourse. If a new leader is elected who is not an MP, the party will be further hampered.
Blanchet returns to Ottawa with fewer Bloc MPs and a murky mission. He had hoped that the Bloc would hold the balance of power once the votes were counted, but was foiled by the NDP. He has already faced criticism from his own supporters when he promised to collaborate with other parties in Ottawa to secure Canada’s economic future.
Beginning with Carney’s handling of Trump this week, how skilfully each party, and leader, performs its distinct high-wire act in the next months will determine the ultimate winners and losers. The show is about to start.

Cantwell Statement Ahead of Nat’l Day of Awareness for Missing and Murdered Indigenous Women and People
According to the Washington State Patrol, there are currently 112 unsolved cases of Missing and Murdered Indigenous People
WASHINGTON, D.C. – Today, U.S. Senator Maria Cantwell (D-WA) a senior member of the Senate Committee on Indian Affairs, released the following statement ahead of Monday, May 5th, the National Day of Awareness for Missing and Murdered Indigenous Women and People (MMIWP).
“May 5th is a day we remember the victims of the Missing and Murdered Indigenous People crisis and recognize the suffering of families and Native communities,” said Sen. Cantwell. “We must stand together, continue to demand justice, and work together to get more law enforcement resources on the ground to help tribes protect their people from violence.”
Sen. Cantwell has been a vocal advocate and leader in championing legislation to help end the MMIWP crisis. In 2020, Sen. Cantwell’s Savanna’s Act was signed into law to help federal, state, and tribal law enforcement agencies better respond to cases of missing and murdered Indigenous women and people by improving coordination among all levels of law enforcement, increasing data collection and information sharing, and providing tribal governments with vital resources.
In May 2023, Sen. Cantwell held a press conference in Seattle with representatives from the Seattle Indian Health Board, tribal leaders, Indigenous community organizations, MMIWP advocates and loved ones of Indigenous persons who have gone missing. At the press conference, Sen. Cantwell announced she sent a letter to the Biden Administration urging them to prioritize funding to assist Tribes and organizations working to combat the MMIWP crisis. Following Sen. Cantwell’s urging, in June 2023 the U.S. Department of Justice announced the creation of the Missing or Murdered Indigenous Persons Regional Outreach Program, which dedicated five Assistant U.S. Attorneys and five coordinators to the task of resolving the cases of missing and murdered indigenous people. This included dedicated personnel based in Eastern Washington.
In July 2023, Sen. Cantwell introduced the Parity for Tribal Law Enforcement Act to help tribal police departments hire and retain tribal law enforcement officers by providing access to federal retirement, pension, death, and injury benefits on par with law enforcement officers from non-tribal jurisdictions. In May 2024, the Senate Committee on Indian Affairs held a hearing on Sen. Cantwell’s bill, which included testimony from Chris Sutter, Chief of Police of the Tulalip Tribal Police Department, and officials from the Department of the Interior and the National Congress of American Indians in support of the legislation. The Senate Committee on Indian Affairs favorably reported Sen. Cantwell’s bill to the full Senate in September 2024.
In October 2024, Sen. Cantwell announced $6.9 million in federal funding for state and municipal law enforcement agencies, tribal justice departments and programs, and medical examiner offices to help prosecute violence against women and children cases, among other things.
Sen. Cantwell has also helped secure public safety funding specifically for tribal communities. In the 2013 and 2022 reauthorizations of the Violence Against Women Act, Sen. Cantwell fought to include strong tribal policies including: allowing tribes to continue to have jurisdiction over dating violence and domestic violence crimes and violations of tribal protection orders, restoring tribal jurisdiction over violent and dangerous crimes such as child and sexual abuse, sex trafficking and stalking, and providing tribes with more resources to improve and build public safety programs within their communities.
In 2019, Sen. Cantwell co-sponsored the Securing Urgent Resources Vital to Indian Victim Empowerment (SURVIVE) Act to provide a substantial increase in resources for tribal crime victim assistance programs.
Illegal Alien and Mexican National Convicted of Possession with Intent to Distribute Kilograms of Methamphetamine
Defendant possessed over four pounds of 100% pure Methamphetamine
BRUNSWICK, GA: A jury convicted a Mexican national illegally living in Hazlehurst, Georgia at trial for receiving a package from Jalisco, Mexico containing over two kilograms of 100% pure methamphetamine.
Ismael Delgado-Celis, 37, of Mexico, was convicted of Possession and Attempt to Possess with Intent to Distribute 500 grams or more of Methamphetamine following a jury trial in the Southern District of Georgia, said Tara M. Lyons, Acting U.S. Attorney for the Southern District of Georgia. The Defendant is facing a mandatory minimum sentence of at least ten years and up to life imprisonment. There is no parole in the federal system.
During testimony and evidence produced during the trial the Government established that on September 12, 2024, the Defendant attempted to receive a package directly from Mexico containing what was described as a horse saddle. Before the package was delivered, law enforcement agents removed the saddle and discovered over two kilograms of pure methamphetamine that had been hidden inside. The package was then delivered to the Defendant by law enforcement under the guise of a United States Postal delivery. The Defendant accepted the package from law enforcement and brought it inside his residence.
“This case represents the continued commitment of the DEA to identify and hold accountable those who engage in the distribution of dangerous drugs,” said Jae W. Chung, Acting Special Agent in Charge of the DEA Atlanta Division. “Keeping our communities safe is our highest priority.”
“This conviction sends a strong message to those who attempt to smuggle dangerous narcotics into our communities,” said Steven N. Schrank, the Special Agent in Charge of Homeland Security Investigations in Georgia and Alabama. “Thanks to the dedicated collaboration between HSI and our law enforcement partners at the federal, state, and local levels, we were able to disrupt a major methamphetamine trafficking operation and hold the perpetrator accountable.”
“This conviction highlights the critical role Customs and Border Protection plays in disrupting the transnational flow of deadly narcotics,” said Zachary Thomas, Acting Director of Field Operations for CBP Atlanta. “We remain steadfast in our commitment to working with our law enforcement partners at every level to safeguard our communities from the scourge of illicit drugs.”
This case was investigated by the Drug Enforcement Administration, Homeland Security Investigation, Customs and Border Protection, and the Jeff Davis Sheriff’s Office. The case was prosecuted for the United States by Southern District of Georgia Assistant United States Attorney Ryan Bondura and Deputy Criminal Chief Greg Gilluly.
MIAMI – Two serial illegal border crossers from Honduras have been charged by South Florida federal grand jurors with Illegal Reentry After Removal, in violation of 8 U.S.C. 1326.
According to the indictment in case number 25-cr-20192, this is at least the fifth time Marvin Wilton Max Ayala (Max Ayala), an alien from Honduras, has unlawfully entered the United States. He was encountered in South Florida on April 1, after having entered the country illegally, without inspection, admission, or parole by an immigration officer. It was not Max Ayala’s first brush with immigration: The Honduran national was previously removed from the United States on November 21, 2012, April 6, 2015, May 4, 2020, and August 5, 2021.
According to the indictment in case number 25-cr-20186, this is at least the fourth time Brayan Josue Matute-Lobo (Matute-Lobo), also an alien from Honduras, has unlawfully entered the United States. He was encountered in South Florida on March 8, after having entered the country illegally, without inspection, admission, or parole by an immigration officer. It was not Matute-Lobo’s first brush with immigration: This Honduran national was previously removed from the United States on February 12, 2016, April 21, 2016, and December 22, 2016.
Both defendants will be held at the Federal Detention (FDC) Miami pending resolution of their criminal cases.
U.S. Attorney Hayden O’Byrne of the Southern District of Florida and acting Field Office Director Juan Agudelo of the U.S. Immigration and Customs Enforcement, Enforcement Removal Operations (ICE-ERO) Prosecutions Unit Miami announced the charges.

WASHINGTON, D.C. – Last week, Congressman Derrick Van Orden (WI-03) urged House Agriculture Committee Chairman G.T. Thompson to reconsider an adjustment proposal to the Supplemental Nutrition Assistance Program (SNAP). To adhere to the reconciliation budget instructions agreed to by the House and Senate, the House Agriculture Committee proposed shifting a blanket 25% of SNAP costs on state governments.
Congressman Van Orden proposed an alternative that would tie each state’s cost-sharing responsibility to its SNAP error rate. For instance, Wisconsin had a 4.74% overpayment error rate in 2023, so the state would be responsible for 4.74% of the cost.
In addition to the letter, Rep. Van Orden signed on to a resolution that would prevent budget reconciliation from cutting Medicaid and SNAP benefits for the most vulnerable populations.

I fully support holding states accountable and agree that we must aggressively address the overpayments, fraud, waste, and abuse that undermine the program’s integrity.
However, any solution must avoid placing disproportionate burdens on rural states, where food insecurity is often more widespread. These communities are already underserved—we cannot place the financial responsibility on the backs of some of our most vulnerable populations, including hungry children. Period.
Rather than threatening the benefits of those who rightfully receive SNAP, we should focus efforts on correcting inefficiencies. In FY2023, the national SNAP overpayment error rate was 10.03%, resulting in an estimated $13 billion in improperly issued benefits. This is where our attention should be.
I propose an alternative to a blanket 25% cost shift: tie each state’s cost-sharing responsibility to its SNAP error rate. For instance, Wisconsin had a 4.74% overpayment error rate in 2023, so the state would be responsible for 4.74% of the cost—not a penny more. It is fair, proportional, and incentivizes good program management by holding states that have run the program with large error directly accountable for their mishandling of funds without a bailout from the states who have responsibly administered program benefits.
We can fix what is broken without punishing those who need this program most.

WASHINGTON, D.C. – U.S. Senator Tammy Baldwin (D-WI) joined her colleagues in demanding that Keith Sonderling, the purported Acting Under Secretary of Commerce for the Minority Business Development Agency (MBDA), promptly turn over key documents and information related to the dismantling of the agency and recent funding termination notices sent to all grantees by a member of Elon Musk’s DOGE, including Wisconsin’s office.
“In one MBDA termination notice reviewed by our offices, the Department claims the grant is being terminated because it ‘is unfortunately no longer consistent with the agency’s priorities and no longer serves the interests of the United States and the MBDA Program,” wrote Baldwin and the lawmakers in a letter to Sonderling. “The termination notice further states that, ‘MBDA is repurposing its funding allocations in a new direction in furtherance of the President’s agenda.’ … [T]he notice is silent about why the grants are inconsistent with the MBDA’s priorities and programs—which Congress, nor the Department, set by statute. And it suggests the DOC or others in the Administration may be using funding appropriated for the MBDA for other, unrelated purposes.”
Baldwin and the Senators questioned Sonderling about the notice terminating all MBDA grants, which was signed by Nate Cavanaugh, a member of Elon Musk’s DOGE and “Under the Authority of Keith Sonderling, Acting Undersecretary of MBDA.”
“This raises significant questions regarding Mr. Cavanaugh’s precise role at DOC and the mechanism by which you or other members of DOC leadership delegated him authority to terminate MBDA grants on behalf of the Department,” Baldwin and the lawmakers continued. “Our offices have also obtained information indicating you may not have been aware these termination notices were being sent out by Mr. Cavanaugh under your authority, which would raise further questions about who is actually running the Department: Secretary Lutnick or Elon Musk and DOGE?”
This letter follows Baldwin demanding Secretary Lutnick, on March 25 and April 17, answer questions about the gutting of MBDA despite his testimony before the Commerce Committee stating he would not support doing so.
Senator Baldwin worked with Republicans to include the Minority Business Development Act of 2021 as an amendment to the Infrastructure Investment and Jobs Act (IIJA), making the MBDA permanent and increasing its funding authorization and reach. Baldwin then worked to bring a new Minority Business Development Center to Wisconsin, along with a $1.61 million grant to support its work assisting small businesses.

Acting Under Secretary Sonderling:
On March 25, 2025, and April 17, 2025, we sent letters to Secretary Howard Lutnick raising serious concerns about the apparent dismantling of the Minority Business Development Agency (MBDA), despite his testimony before the Senate Committee on Commerce, Science, and Transportation stating he would not support doing so. In our April 17 letter, we requested specific documents and information that would help address our outstanding questions and concerns regarding the MBDA. On April 24, 2025, we received a letter from the Department of Commerce (DOC) Acting Assistant Secretary for Legislative and Intergovernmental Affairs purporting to respond to our April 17 letter. This response, however, contained a mere three sentences related to the MBDA and failed to answer or meaningfully address any of our requests. Given Secretary Lutnick’s apparent disregard for our concerns about the Department’s actions against the MBDA, we are now requesting you provide documents and information related to this inquiry.
Since our most recent letter, our offices have obtained information demonstrating that DOC has canceled all MBDA grants—further dismantling an agency Congress statutorily authorized, despite Secretary Lutnick’s testimony to the contrary. In one MBDA termination notice reviewed by our offices, the Department claims the grant is being terminated because it “is unfortunately no longer consistent with the agency’s priorities and no longer serves the interests of the United States and the MBDA Program.” The termination notice further states that, “MBDA is repurposing its funding allocations in a new direction in furtherance of the President’s agenda.” Beyond these conclusory assertions, however, the notice is silent about why the grants are inconsistent with the MBDA’s priorities and programs—which Congress, not the Department, set by statute. And it suggests the DOC or others in the Administration may be using funding appropriated for the MBDA for other, unrelated purposes.
Raising further concerns, the termination notice was signed by Nate Cavanaugh—who we understand to be part of the so-called Department of Government Efficiency (DOGE)—and is signed “Under the Authority of Keith Sonderling, Acting Undersecretary of MBDA.” Mr. Cavanaugh has reportedly been interviewing employees at the General Services Administration and overseeing efforts to dismantle another agency, the U.S. Institute of Peace. The termination notice indicates that Mr. Cavanaugh now has a DOC e-mail address. This raises significant questions regarding Mr. Cavanaugh’s precise role at DOC and the mechanism by which you or other members of DOC leadership delegated him authority to terminate MDBA grants on behalf of the Department. Our offices have also obtained information indicating you may not have been aware these termination notices were being sent out by Mr. Cavanaugh under your authority, which would raise further questions about who is actually running the Department: Secretary Lutnick or Elon Musk and DOGE?
Given the lack of responsiveness from the Department to date, we reiterate the requests raised in our April 17, 2025 letter, and request the following additional documents and information no later than May 14, 2025:
A complete description of Mr. Cavanaugh’s position at DOC, including his title, job description, date(s) of employment, any salary, any benefits, supervisor, and direct reports. Please also identify all other federal e-mail addresses assigned to or used by Mr. Cavanaugh of which you are aware.
Documents sufficient to show Mr. Cavanaugh’s delegated authority to execute termination notices to MBDA grantees.
Documentation sufficient to show your appointment as Acting Under Secretary for Minority Business Development Agency and the date of such appointment.
A complete description of your decision to delegate your authority to Mr. Cavanaugh for the purpose of terminating MBDA grants, including the extent to which Secretary Lutnick or any other senior DOC official was involved in making this decision.
A complete description of the types of funded activities that are considered “consistent with the agency’s priorities” and “serve[] the interests of…the MBDA program.”
A detailed explanation of how the MBDA intends to “repurpos[e] its funding allocations in a new direction in furtherance of the President’s agenda,” including any specific program or activity that has received or is expected to receive repurposed funding.

OAKLAND — California Attorney General Rob Bonta, as part of a collation of 18 attorneys general, today filed a lawsuit against the Trump Administration over its unlawful attempt to freeze the development of offshore wind energy. Attorney General Bonta and the multistate coalition allege that the President’s directive harms their states’ efforts to secure reliable, diversified, and affordable sources of energy to meet their increasing demand for electricity and help reduce emissions of harmful air pollutants, meet clean energy goals, and address climate change. The attorneys general also allege that the moratorium threatens to thwart the states’ significant investments in wind industry infrastructure, supply chains, and workforce development — investments that already total billions of dollars.
“The Trump Administration’s directive to halt the development of offshore wind energy is illegal,” said Attorney General Bonta. “This reckless directive will not only reverse America’s progress in clean energy initiatives, but our communities will also suffer the economic consequences of the President’s misguided lawlessness. On January 20, President Trump issued a Presidential Memorandum that, among other things, indefinitely halted all federal approvals necessary for the development of offshore and onshore wind energy projects pending federal review. Pursuant to this directive, federal agencies have stopped all permitting and approval activities. Wind energy is a homegrown source of reliable, affordable energy that supports hundreds of thousands of jobs, creates billions of dollars in economic activity and tax payments, and already supplies more than 10% of the country’s electricity.
In addition to relying on onshore wind energy, in California, there are also currently five federal offshore wind leases off of California’s coast. Two are located offshore by Humboldt, while the remaining three are offshore from Morro Bay. These new developments are designed to bring substantial amounts of clean energy to the grid, including enough to power 1.6 million homes and potentially more. The President’s directive will not only derail the clean energy transition, but will also threaten to increase consumer energy costs. The President’s directive also jeopardizes substantial economic benefits to California, including the creation of thousands of union jobs, increased tax revenue particularly in the Humboldt area, and the provision of more than $50 million to support communities, Native American Tribes, or other interested parties that are expected to be affected by the lease development.
Through the lawsuit, the attorneys general allege that the President’s directive and federal agencies’ subsequent implementation of it violate multiple federal laws, including the Administrative Procedure Act. The attorneys general are asking the Court to declare the President’s directive illegal and prevent the Administration from taking any action to delay or prevent wind energy development.
Attorney General Bonta joins the attorneys general of New York, Massachusetts, Arizona, Colorado, Connecticut, Delaware, District of Columbia, Illinois, Maine, Maryland, Michigan, Minnesota, New Jersey, New Mexico, Oregon, Rhode Island, and Washington, in filing the lawsuit.
NEW ORLEANS, LOUISIANA – ActingUnited States Attorney Michael M. Simpson announced that SANTIAGO PUENTE-GARCIA (“PUENTE-GARCIA”), age 26, a native of Mexico, was sentenced on April 30, 2025 after previously pleading guilty to illegal reentry of a removed alien, in violation of Title 18, United States Code, Section 1326(a).
United States District Judge Lance M. Africk sentenced PUENTE-GARCIAto an imprisonment term of time served , followed by one (1) year of supervised release, and a $100 mandatory special assessment fee.
According to court records, PUENTE-GARCIA was previously removed from the United States on February 4, 2022. He was later found in the Eastern District of Louisiana on October 29, 2024.
Acting U.S. Attorney Simpson praised the work of United States Immigration and Customs Enforcement, Enforcement and Removal Operations, in investigating this matter. Assistant United States Attorney Jon Maestri of the General Crimes Unit is in charge of the prosecution.

Kennedy, Jr. following reports of the Trump administration’s proposal to eliminate the Overdose Prevention and First Responder Training programs under the Substance Abuse and Mental Health Services Administration (SAMHSA). In a letter to Secretary Kennedy, Pettersen pressed for continued funding of the program and extended an invitation for Kennedy to visit Colorado’s Seventh Congressional District and meet with local law enforcement and service groups who rely on naloxone every day to save lives.
These programs are critical to expanding access to naloxone, a medication that reverses opioid overdoses and has saved countless lives — including the life of Pettersen’s own mother, who battled addiction for more than 30 years. The letter follows the Trump administration’s proposed FY26 budget proposal that would cut federal grants for naloxone distribution.

Dear Secretary Kennedy,
Thank you for renewing the public health emergency declaration to address our nation’s opioid crisis. As you know, overdose deaths continue to be the leading cause of death for Americans aged 18-44, so I hope we can work together to address this crisis head on. I have serious concern regarding the recent reports of your intent to eliminate the Overdose Prevention program and the First Responder Training program under the Substance Abuse and Mental Health Services Administration (SAMHSA) in your FY26 budget request. As you know, both of these programs expand access to the life-saving drug, naloxone.
I have seen first-hand the impact of the opioid crisis in my fight to save my mom’s life from a 30-year long struggle with addiction. When I was just six years old, my mom sustained a back injury and was over-prescribed opioids to manage her pain. Like so many Americans, this fueled a decades long addiction that eventually led to her using heroin and fentanyl. In one year alone, my mom overdosed more than 20 times and even overdosed 3 times in a single day. But she is one of the lucky ones. Time and time again, she was administered naloxone, and eventually, she was finally able to receive the treatment she needed.
This past August, my mom celebrated her seventh year in recovery, and I couldn’t be prouder of her. She serves as a powerful example of what is possible when people gain access to the treatment and services they need. But the truth is, my mom wouldn’t be here if there hadn’t been naloxone on site each time she overdosed. Naloxone saves lives and it saved hers. There are many different paths to recovery, and I appreciate your openness in sharing your own struggle with addiction. I hope together we can work to reduce the stigma around addiction and encourage more people to find their own path to recovery.
That is why it is imperative that the Overdose Prevention and the First Responder programs continue under SAMHSA. Both of these programs expand access to naloxone and have helped curb the opioid epidemic. For the first time since 2018, the number of Americans dying of a drug overdose declined over a one-year period. From October 2023 to September 2024, overdose deaths were reduced by 24%, from 114,000 deaths to 87,000 deaths. Washington, D.C. – Last week, Representatives Stephanie Bice (R-OK-05) and Chrissy Houlahan (D-PA-06), Co-Chairs of the Bipartisan House Paid Family Leave Working Group, held a press conference at the House Triangle to unveil the More Paid Leave for More Americans Act. This legislation consists of two parts: the Paid Family Leave Public Partnerships Act and the Interstate Paid Leave Action Network Act (I-PLAN-Act). This bipartisan legislative package is designed to expand access to paid family leave across the country through state-driven, innovative, and sustainable solutions. The United States remains one of the few developed nations without a national paid family leave policy. While some states have made strides to fill this gap, many American workers still lack access to basic paid leave benefits. This legislation recognizes the innovative work happening in states and provides scalable support, while offering coordination tools to reduce inconsistencies across state lines.
This legislation is the culmination of two years of collaboration between an evenly split group of Republican and Democratic lawmakers. Alongside Reps. Bice and Houlahan, the working group includes Reps. Mariannette Miller-Meeks (R-IA), Haley Stevens (D-MI), Julia Letlow (R-LA), Don Beyer (D-VA), Randy Feenstra (R-IA), and Jimmy Gomez (D-CA).

1. Title I: The Paid Family Leave Public Partnerships Act: This three-year pilot program administered by the Department of Labor provides competitive grants to states that establish paid family leave programs through partnerships with private entities. To qualify, states must offer:
At least 6 weeks of paid leave for birth or adoption.
Wage replacement of between 50% and 67% based on income with a maximum benefit amount equal to 150% of the state’s average weekly wage.
A public-private partnership model, such as those used in New Hampshire and Colorado.
Participation in the Interstate Paid Leave Action Network (I-PLAN) for harmonization across states.
2. Title II: The Interstate Paid Leave Action Network Act (I-PLAN Act):
This initiative creates a national framework to help states coordinate benefits, share data, and reduce confusion for workers who live and work in different states. The I-PLAN will:
Develop best practices from existing state programs.
Help states harmonize policies and resolve conflicts.
Support the creation of an electronic communication system to promote integrity, efficiency, and accessibility.

Toronto, ON –Veterans Affairs Canada will host a Boots of Remembrance commemorative event at CIBC SQUARE with the official Government of Canada delegation commemorating the 80th anniversary of the Liberation of the Netherlands and Victory in Europe Day. The delegation will be joined by Commander Paul Smith, Commanding Officer, HMCS York, Canadian Armed Forces, David Hoffman, General Manager, CIBC SQUARE and other dignitaries.
In 2019, a pair of combat boots – a symbol of the many Canadians who took a similar journey during the Second World War to serve our country – was placed on a train in Vancouver, British Columbia, to begin the voyage to Halifax, Nova Scotia, where so many troops departed for Europe over 80 years ago. Along the way, commemorative ceremonies were held across the country to honour the boots and what they symbolize.
This year, as we commemorate 80 years since the Liberation of the Netherlands and Victory in Europe, the boots are making a return trip, starting in Halifax and making their way to Toronto to symbolize the homecoming of Canadian soldiers and their return to family and community.
There will be a photo op and interview opportunities with Veterans and other dignitaries following the ceremony.

WASHINGTON– Rep. Lloyd Smucker (PA-11) is pleased to announce the opening of the 2025 Congressional App Challenge (CAC), a nationwide app development competition for middle and high school students.
The CAC accepts apps written in any programming language and designed for any platform, including desktop/PC, web, mobile, raspberry Pi, and more. The competition is open to all students who meet the eligibility requirements, regardless of coding experience.
The Challenge’s portal is now open. Students can register and submit their applications until October 30, 2025.
“I look forward to seeing students’ apps from across Pennsylvania’s 11th Congressional District. Having visited local schools in York and Lancaster County, I am certain that students will create truly innovative and creative applications. I encourage students to participate in the Congressional App Challenge to apply their classroom lessons to this unique STEM-based challenge,” said Rep. Smucker.
Students of all skill levels are strongly encouraged to participate. Submissions will be evaluated by a panel of local judges, and winners will be honored by their Member of Congress. Their apps are eligible to be featured on display in the U.S. Capitol building, on house.gov and on the Congressional App Challenge website.
This is the third year that Congressman Smucker’s office will be participating in the Congressional App Challenge. The CAC was created to inspire students to pursue careers in STEM and computer science. WASHINGTON—Reps. Lloyd Smucker (PA-11) and Sharice Davids (KS-03) have introduced the Student Loan Tax Elimination Act. The legislation would eliminate a hidden tax on federal student loans, which adds unnecessary debt to student loan borrowers.
“Students and parents should fully understand the terms and costs associated with borrowing for their education. Unfortunately, federal loan programs have hidden fees which negatively impact students. Loan origination fees are a hidden tax which ultimately inflate costs for students. Eliminating this fee would be a step in the direction of lowering the cost of higher education for students across the nation.” said Representative Smucker (PA-11).

Background:
As a result of legislation passed in 2010, all federal student loans issued through the U.S. Department of Education were taken out of the hands of private lenders and issued directly by the Department. Despite the elimination of private lenders in the federal loan process, students are still being charged administration fees on student loans. This hidden tax adds billions of dollars to student debt every year.
The Student Loan Tax Elimination Act would eliminate origination fees for federal student loans, which cost nearly $6.5 billion over a four year period, according to a report from the National Association of Student Financial Aid Administrators.

WASHINGTON – Representatives Lloyd Smucker and Terri Sewell and U.S. Senators John Hickenlooper and Thom Tillis have reintroduced the Retirement Savings for Americans Act (RSAA), legislation to help low- and middle-income Americans build wealth and save for retirement. The bill would establish a new program that gives eligible workers access to portable, tax-advantaged retirement savings accounts. If passed, the RSAA would allow the federal government to match contributions for low- and middle-income workers, with the match beginning to phase out at median income.
“Too many hard-working Americans are not able to prepare financially for retirement. Over half of working employees lack access to the tax-advantaged retirement benefits that many higher-income earners take advantage of to save. Additionally, as the workforce continues to innovate and more Americans become categorized as “gig workers,” the reliance on traditional employer-sponsored plans causes too many workers to slip through the cracks. A study by the National Council on Aging found that 80% of aging Americans are struggling financially or are at risk of financial insecurity, and therefore, not prepared to retire. In a new ranking of the world’s retirement systems, the U.S. scored a C+, mainly because the current system works well for white collar workers but fails gig workers and blue collar workers. If trends continue, inadequate retirement savings will cost state and federal governments a combined $1.3 trillion in increased spending by 2040.
A recent report from the RAND Corporationindicates that over 40 million Americans, or 26 percent of the nation’s workforce who lack access to retirement plans, would receive matching federal benefits under the RSAA.Additionally, the RAND study reports that the RSAA could pay for itself in approximately thirty years by reducing reliance on other federal programs.

The Retirement Savings for Americans Act contains the following provisions:
Eligibility and Auto Enrollment: Full- and part-time workers who lack access to an employer-sponsored retirement plan would be eligible for an account, and they would be automatically enrolled at 3% of their income. They could choose to increase or decrease their withholding, or opt out entirely at any time. Independent workers (including gig workers) would also be eligible.
Federal Contribution: Low- and moderate-income workers would be eligible for a 1% automatic contribution (as long as they remain employed) and up to a 4% matching contribution via a refundable federal tax credit. This would begin to phase out at median income.
Portability: Accounts would remain attached to workers throughout their lifetimes, and workers would be able to stop and start contributions at will.
Private Assets: The accounts would be the property of the worker and the assets could be passed down to future generations to help them build wealth and financial security.
Investment Options: Much like the current Thrift Savings Plan, participants would be given a menu of simple, low-fee investment options to choose from, including lifecycle funds tied to a worker’s estimated retirement date, or index funds made of stocks and bonds.
