  • MIL-OSI USA: Rep. Gabe Vasquez Introduces Expanding Regional Airports Act to Support Rural Communities

    WASHINGTON, DC – On Tuesday, April 29, U.S. Representative Gabe Vasquez (NM-02) introduced the bipartisan Expanding Regional Airports Act alongside Rep. Tracey Mann (R-KS-01). The bill aims to increase funding for regional airports, such as Las Cruces International Airport, to conduct critical upgrades of security systems, runway and hangar infrastructure, and passenger facilities.

    “In a state as large as New Mexico, regional airports are a way to ensure our state is fully connected,” said Vasquez. “However, without dedicated funding, these airports can’t expand to serve the needs of our growing communities. That’s why I am introducing the Expanding Regional Airports bill to promote expanded tourism and business travel to Las Cruces and other similar communities, improving the entire economy.”

    “Rural communities like those in the Big First District depend on regional airports to connect them with the rest of the world,” said Rep. Mann. “The Expanding Regional Airports Act provides necessary updates to strengthen the reliability regional airports offer their communities, drive economic growth, and equip these airports to maintain the livelihoods of small communities and their surrounding areas.     “Airports like Las Cruces International Airport often lack the funding to make critical upgrades to security infrastructure, runways, and hangars,” said Las Cruces Airport Director Andy Hume. “This bill would allow for more flights directly into Las Cruces, boosting our local economy and creating a better and safer passenger experience.”

    The Expanding Regional Airports Act builds on Rep. Vasquez’s commitment to expanding local economies through funding for air travel. Last Congress, he fought to preserve the Essential Air Service program, through which Cavern City Air Terminal receives $3,425,385 and Grant County Airport gets $4,830,725. He also successfully passed an amendment to begin the process of restoring commercial air service to Alamogordo-White Sands Regional Airport.

  • MIL-OSI USA: News 05/2/2025 Blackburn Introduces Bills to Combat Juvenile Crime and Crack Down on Carjacking

    NASHVILLE, Tenn. – U.S. Senator Marsha Blackburn (R-Tenn.) introduced the Advancing Frequent and Tailored Education to Rebuild Safe Communities and Help Orchestrate Opportunities and Learning (AFTER SCHOOL) Act and the Federal Carjacking Enforcement Act to reduce juvenile crime and crack down on carjacking by removing barriers to bringing federal prosecutions:

    “We need to make it easier for law enforcement, local school districts, and federal prosecutors to combat and prevent juvenile crime, violent offenses, and carjackings,” said Senator Blackburn. “My AFTER SCHOOL Act would give localities direct access to the tools they need to keep kids off the streets and on the right path. At the same time, the Federal Carjacking Enforcement Act would fix a broken statute, empowering federal prosecutors to hold offenders accountable and make our streets safer for Tennesseans and all Americans.”

    The AFTER SCHOOL Act is co-sponsored by U.S. Senator Catherine Cortez Masto (D-Nev.).

    AFTER SCHOOL ACT

    • Violent crime among juveniles has been on the rise after decades of decline.
      • Much of the crime committed in Memphis is driven by juvenile offenders, who are committing more and more aggravated assaults, robberies, and carjackings against innocent city residents;
      • In 2023 Shelby County saw a staggering 4,546 juvenile charges, up 37% from 2021;
      • Nashville has experienced a similar rise in juvenile crimes;
      • The number of juveniles arrested in D.C. has gone up each year since 2020, with more than 2,000 arrested in 2023 and 2024.
    • The gap of time after school and before their parents get home is prime time for violent behavior among youth, and the four hours following the end of the school day (around 2:00 to 6:00 PM) is typically the peak of violent crime.
    • The AFTER SCHOOL Act would establish a grant program administered through the U.S. Department of Justice for localities to receive funds to establish, maintain, and strengthen after school programs proven to reduce juvenile crime and recidivism.
    • School districts can apply for grant funds if their county’s juvenile offense rate exceeds 10% of total violent offenses.
    • The Memphis City Council previously passed a resolution in support of the AFTER SCHOOL Act.

    FEDERAL CARJACKING ENFORCEMENT ACT

    • Last year, Tennessee was ranked among the top ten states for motor vehicle thefts, and Tennessee saw a nearly 200% increase in auto theft crime by juveniles in 2023.
    • The current federal carjacking statute requires prosecutors to prove defendants had an “intent to cause death or bodily harm,” which has made it harder to bring federal carjacking prosecutions and accounts for the decrease in federal carjacking prosecutions in certain parts of the country.
    • The Federal Carjacking Enforcement Act would fix this drafting error by requiring prosecutors only have to prove the knowing taking of a motor vehicle.
    • In cases in which death results following a carjacking, the bill would maintain the higher “intent to cause death or bodily harm” requirement.

    The Federal Carjacking Enforcement Act is endorsed by the National District Attorneys Association (NDAA), the Major County Sheriffs of America, the National Association of Police Organizations, and the Tennessee District Attorneys General Conference.

  • MIL-OSI USA: News 05/5/2025 Here’s How Republicans Are Strengthening the Economy

    Last week marked President Trump’s 100th day in office. And in that short amount of time, the Trump administration has made incredible progress to Make America Great Again—especially by strengthening our economy.

    In the last 100 days, President Trump has slashed Democrats’ far-left regulations, unleashed American energy production, and secured trillions of dollars in investments to support American workers, develop new technologies, and spur economic growth, including in Tennessee.

    The candy company Charms is investing nearly $100 million to expand its production plant and distribution center in Covington. Mt. Juliet was included in a $700 million nationwide investment by Schneider Electric to boost domestic manufacturing and energy infrastructure. And the electronics company ABB is investing $80 million in Selmer to expand manufacturing and create new jobs.

    Last week, I had the honor of joining President Trump at the White House as he welcomed the CEOs of companies that are making new investments in America, especially in light of his executive order establishing the United States Investment Accelerator. This order helps to facilitate new investments in our country by reducing regulations and making it easier to do business in America.

    In the Senate, I’ve introduced the Investment Accelerator Act, which would permanently establish President Trump’s new program. Among its provisions, this legislation would speed up permitting, increase coordination across federal agencies to work with companies, encourage research collaboration with national labs, and help state governments eliminate burdensome regulations. Altogether, this legislation would ensure that America will long benefit from President Trump’s Investment Accelerator and help usher in a new Golden Age of America, which is already underway.

    In April, our economy added 177,000 jobs, beating expectations by more than 40,000 jobs with major gains in transportation, warehousing, and health care. The month before, falling energy costs pushed annual inflation down to 2.4 percent, tying the lowest inflation rate since President Biden took office in 2021.

    To ensure that Americans have more money in their pocketbook, President Trump and Republicans are also working hard to extend the President’s 2017 tax cuts. These tax cuts delivered historic growth for the economy, but if we fail to extend them, families and businesses will face a $4 trillion tax hike. That’s why, earlier this month, Republicans in Congress passed a budget resolution that will enable us to extend these expiring tax provisions.

    At the same time, we’re advancing other tax priorities championed by President Trump, including his proposal to cut taxes on Social Security. By taxing Social Security, the federal government is taxing a tax. This makes no sense: Social Security recipients have already paid into the program with decades of tax payments, so they deserve the full sum of their Social Security income. However, nearly 56 percent of retirees pay taxes on their Social Security benefits because Bidenflation pushed seniors’ benefits into higher and higher income brackets.

    To address this problem, I’ve introduced the RETIREES FIRST Act. This legislation would lower the tax burden on Social Security benefits for seniors by raising the provisional income threshold from $25,000 to $34,000 for single filers and $32,000 to $68,000 for married filers. In effect, this legislation would eliminate income taxes for many of our nation’s retirees, leaving them with more money in their paychecks.

    As we work on these tax provisions and more, I look forward to working with President Trump to deliver relief for hard working Tennesseans. America is the greatest nation on earth, and with determined leadership back in the White House, we can make our economy stronger than ever before.

    Today, Saskatchewan students pursuing a post-secondary education in agriculture were awarded the Agriculture Student Scholarship.

    “It’s encouraging to see such passionate and knowledgeable youth in this year’s Agriculture Student Scholarship submissions,” Agriculture Minister Daryl Harrison said. “Saskatchewan producers are generational leaders when it comes to innovation and sustainability and that is why we continue to invest in the education of our future industry leaders. Congratulations to this year’s recipients.”  

    Abbey Norek is this year’s Agriculture Student Scholarship grand-prize $6,000 winner.

    Norek’s winning video highlighted an urban-rural disconnect when it comes to agriculture. She proposed education and advocacy as key solutions to this issue. Demonstrating strong personal commitment to this topic, she discussed her experience building a school garden using recycled materials, leading outreach programs on her family farm and lobbying for agriculture electives in her school division.  

    Norek is excited about encouraging other young people involved in agricultural education.

    “What it really comes down to is education and spreading awareness about what farming is really like so more people can build trust in it,” Norek said. “Hopefully more young people want to come into this amazing industry.”  

    Noah Skoropad from Chamberlin, Rebecca Mayerle from Tisdale and Ty Annand from Nipawin were all awarded $3,000 as the runners-up. The recipients will be attending post-secondary at the University of Saskatchewan in the fall at the College of Agriculture and Bioresources seeking a Bachelor of Science in Agriculture degrees.

  • MIL-OSI Security: District of Arizona Charges 287 Individuals for Immigration-Related Criminal Conduct in Arizona this Week

    PHOENIX, Ariz. – During this week of enforcement operations from April 26, 2025, through May 5, 2025, the U.S. Attorney’s Office for the District of Arizona brought immigration-related criminal charges against 287 defendants. Specifically, the United States filed 107 cases in which aliens illegally re-entered the United States, and the United States also charged 156 aliens for illegally entering the United States.  In its ongoing effort to deter unlawful immigration, the United States filed 21 cases against 24 individuals responsible for smuggling illegal aliens into and within the District of Arizona.

    These cases were referred or supported by federal law enforcement partners, including Immigration and Customs Enforcement’s Enforcement and Removal Operations (ICE ERO), ICE Homeland Security Investigations (HSI), U.S. Border Patrol, the Drug Enforcement Administration (DEA), the Federal Bureau of Investigation (FBI), the U.S. Marshals Service (USMS), and the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF).

    Recent matters of interest include:

    United States v. Krystal Lopez: On April 29, 2025, BPAs ran a registration check on a vehicle which showed a positive history of alien smuggling. The vehicle pulled into a gas station. The driver exited the vehicle and entered the store. BPAs approached the vehicle and saw a person hiding in the back seat underneath a blanket. A search of the vehicle revealed two additional people in the trunk. All three people were determined to be citizens of Mexico illegally present in the United States. The driver, Krystal Lopez, had been arrested one month prior for alien smuggling and was released pending trial in that case. She was charged by complaint in this case and ordered detained pending trial.  [Lopez CR-25-02060 and MJ-25-07625]

    United States v. Gloria Lopez Corona: On April 29, 2025, Gloria Lopez Corona crossed into the United States through the San Luis Port of Entry attempting to smuggle a five-year-old child. Corona presented a birth certificate for a two-year-old, which was inconsistent with the child she was presenting for entry. After being referred to secondary, she admitted to smuggling the child. The child had been given melatonin gummies and was sleepy and disoriented. Agents were able to find the child’s mother, Reyna Cecilia Hernandez Reyes, a Mexican citizen. Reyes admitted to giving her child to an unknown female to be smuggled into the United States.  Both women were charged. [Lopez Corona et al 25-01540MJ]

    United States v. Carlos Murillo: On April 30, 2025, Carlos Murillo, a Naturalized United States Citizen, was encountered by Border Patrol after transporting Marcelino Garcia-Alejo, an illegal alien. Murillo had been recruited to smuggle aliens via Facebook. He admitted to previously smuggling aliens, and believed he would be paid $700.00 for smuggling Garcia-Alejo. [Murillo 25-01544MJ]

    Criminal complaints and indictments are simply methods by which a person is charged with criminal activity and raises no inference of guilt. An individual is presumed innocent until evidence is presented to a jury that establishes guilt beyond a reasonable doubt.

    These cases are part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

  • MIL-OSI Global: To the brink and back: How near-death experiences can change how people work

    What happens when someone comes close to death and then returns to everyday life, including work? For some, the experience can be transformative.

    Near-death experiences (NDEs) are deeply personal experiences that some people report after a close brush with death. These experiences can include sensations such as floating above one’s body, reviewing moments from one’s life, encountering spiritual beings and feeling a profound sense of unity and love.

    Although NDEs have been studied since the 1970s, we know relatively little about how they affect people after the event. Research suggests people who have near-death experiences may feel increased empathy, spiritual growth, a sense of purpose and even change how they approach their jobs.

    Our recent study explored how near-death experiences impact people’s return to work. We interviewed 14 working adults who had a near-death experience as a result of medical crises such as a heart attack or accidents such as a car crash. What we found challenges conventional ideas about success, motivation and workplace culture.

    Doing meaningful work

    One of the most common changes expressed by the participants in our study was a desire to do work that felt meaningful and aligned with their newfound purpose in life.

    After their near-death experiences, many wanted to spend time doing work that mattered to them and made a positive difference.

    “I was not interested in doing nonsense … I just was not gonna waste my time on nonsense,” one participant told us. Her perspective shifted dramatically after her heart began beating abnormally for 20 minutes and she lost consciousness.

    Others described similar shifts. Many participants changed their careers by focusing on different work priorities, switching jobs or even starting their own companies. One participant described quitting a high-earning job after being headhunted. She started her own business, which allowed her to use her own NDE to support individuals through the end-of-life process.

    As one participant put it:

    “I like to say that when I woke up in that hospital bed, I had a knowing that the character I was playing was no longer working for me and I had to change characters, and changing that character meant changing that job.”

    Rethinking motivation

    Another significant shift reported by participants was a reprioritization of their values, which, in turn, shifted their attitudes towards work and their careers.

    After experiencing a near-death experience, many lost interest in external measures of success such as salary, fancy titles and prestige. Across the study’s participants, all reported no longer being motivated by extrinsic factors, such as money or receiving recognition for work.

    Instead, they focused on internal alignment and authenticity. Rather than being driven by external rewards, participants were motivated by personal growth and making a positive difference.

    In some workplaces, employee motivation is driven by extrinsic incentives such as bonuses, promotions or external recognition. However, after their NDEs, participants reported being driven by their own internal benchmarks or purpose.

    As one of our interviewees said:

    “The motivation that was there came from this very strange, deep place that I wanted to all of a sudden make a huge impact, you know, in every part of my life … It’s hard to come out of this experience and not feel there’s a reason why you’re here, and you hate to say it, but you feel you have this special gift now. And it’s like why and how am I going to apply this? So, with work, I approach it that way as well.”

    Relational transformations

    We also found that near-death experiences transformed how people interacted with and related to others at work. This is consistent with previous research that shows distinct personality and attitude changes reported by survivors of NDES. Specifically, NDEs shift individual outlooks on life and can serve as catalysts for transformation, influencing how people relate to others.

    Before their near-death experience, many participants viewed workplace relationships as task-oriented and transactional. But afterward, those same relationships became more meaningful to them.

    Colleagues, clients and customers were no longer viewed as just business contacts. Instead, several participants spoke of their service and sales interactions as small acts of relationship-building rather than simply being economic exchanges.

    One participant said:

    “My relationships across the board are deeper, are more connected with people, a hundred per cent … I was a decent salesman before but this is, like, bringing spirituality into a quote-unquote sales position, which blows my mind.”

    One of the most common changes described by participants was a desire to do work that felt meaningful and aligned with a newfound sense of purpose.

    Lessons for the rest of us

    What does this mean for those of us who haven’t had a near-death experience?

    The participants in our study said their near-death experiences reoriented them to what really matters in life. The after-effects challenge traditional organizational values that celebrate hyper-productivity at the expense of meaning and high-quality relationships. As previous studies suggest, workers engaged in meaningful work eventually manifest greater productivity and accomplishment as opposed to burnout as a result of overwork.

    As interest in workplace well-being continues to rise — particularly in the wake of COVID-19 and the “great resignation” — NDE survivors may be ahead of the curve.

    The after-effects of a near-death experience align with what workers tend to want from their jobs. Workers generally want to satisfy three fundamental needs: economic security, meaningful work and high-quality relationships. Our results suggest that NDE after-effects result in reductions in the importance of satisfying the drive for economic security and elevate the significance of meaningful work and authentic relationships.

    The stories of near-death experience survivors offer a kind of blueprint for reimagining how we work. For employees, that might mean re-evaluating what success looks like or exploring roles that align more closely with personal values. For employers, it might involve fostering workplace cultures that prioritize connection, purpose and well-being.

    One participant offers a lasting reminder for all of us seeking more meaning in our life and jobs: “It’s about relationships, not achievements.”

    Washington, D.C. — U.S. Senator Elizabeth Warren (D-Mass.), Ranking Member of the Senate Armed Services Subcommittee on Personnel, led six Senate Democrats in calling for retired Brigadier General Anthony Tata, nominee for Under Secretary of Defense for Personnel and Readiness (USD[P&R]), to withdraw his nomination and explain his past attacks on military leaders and calls to politicize the military. 

    Senators Cory Booker (D-N.J.), Tammy Duckworth (D-Ill.), Mazie Hirono (D-Hawaii), Jeff Merkley (D-Ore.), Bernie Sanders (I-Vt.), and Chris Van Hollen (D-Md.) joined in signing the letter. Senators Duckworth and Hirono are also members of the Senate Armed Services Subcommittee on Personnel. 

    “Given your history related to DoD personnel and other matters, we are concerned that, if confirmed, you will not be able to effectively support servicemembers and their families, risking the military’s ability to recruit and retain personnel and undermining military readiness,” wrote the senators. 

    In 2020, Tata was nominated for Under Secretary of Defense for Policy, the third-highest-ranking DoD official. His nomination fell apart after reports revealed several bigoted and false remarks, including calling President Obama a “terrorist leader,” and the Army watchdog found he violated the Uniform Code of Military Justice by committing adultery. Senator Warren led the call for him to withdraw his nomination and resign his position as a senior advisor to the Defense Secretary. 

    Now, the senators are pressing him to withdraw and explain more recent comments, including 

    • Calling for a purge of senior military leaders, including “every 4 star appointed by Biden,” and  

    • Calling for politicizing the military by choosing leaders who are “[a]ll oars in the water to achieve Trump agenda 47” and suspending a law that prevents the military from being used against the American people. 

    “These comments are especially disturbing given the destructive actions the DoD has already taken with regard to servicemembers and civilians,” said the senators in reference to the Pentagon’s recent elimination of diversity, equity, and inclusion, along with attacks on female military heroes and military heroes of color. 

    If confirmed, Tata would be responsible for establishing, implementing, and overseeing policies and recruitment impacting millions of servicemembers, civilian employees, and their families. 

    “Given your past disparaging remarks about servicemembers, and your history of inappropriate activity we are concerned that, if confirmed, you will not be able to effectively support servicemembers and their families, risking the military’s ability to recruit and retain personnel and undermining military readiness… We urge you to withdraw your nomination,” concluded the lawmakers. 

    The senators asked Tata, should he choose to not withdraw his nomination, to clarify, by May 12, 2025, his past bigoted remarks, conspiracy theories, calls to politicize the military, views on transgender people and women serving in the military, and make ethics commitments related to 4Ever Charge, an EV charging station franchise for which he currently serves as the director.

    The UK welcomes efforts by the government of Grenada to end violence experienced by women and girls through programmes like the UN-funded Spotlight Initiative which between 2020 and 2023 bolstered legislation and policy frameworks, strengthened institutions, improved access to services, and built capacity of civil society. We urge the government to improve implementation, challenge social norms built around hegemonic masculinity, and strengthen programmes within state-owned facilities such as the Cedars Home for Women so that participants can thrive independently upon completion.

    Although civil society organisations representing a cross-section of groups and human rights interests remain active in Grenada, some believe government engagement is inconsistent. We therefore urge the government to create more inclusive platforms for human rights dialogue and aid the creation of laws and policies that protect and promote the rights of all Grenadians regardless of age, sex, gender, sexual orientation, or disability.

    We recommend that Grenada:

    1. Repeals legal discriminatory provisions against individuals based on their sexual orientation and gender identity, particularly those in the Sexual Offences Act and Criminal Code.

    2. Ratifies and implements the Optional Protocol to the Convention on the Rights of Persons with Disabilities (OP-CRPD)

    The Government of Saskatchewan has proclaimed May 4-10, 2025, as Emergency Preparedness Week in the province. 

    The theme for 2025 is “Be prepared. Know your risks,” which encourages everyone to understand the risks in their area and to learn what actions to take to protect themselves and their households.

    “Emergency Preparedness Week is the perfect time to create an emergency plan and 72-hour emergency kit for your home and vehicle,” Corrections, Policing and Public Safety Minister Tim McLeod said. “By taking these proactive steps, you will be prepared for any type of emergency and help to ensure the safety of you and your loved ones.”

    The Saskatchewan Public Safety Agency (SPSA) reminds residents to be ready for anything. It is important to consider all emergencies and scenarios when preparing for an emergency. Knowing what to do and how to prepare for different situations is a crucial step in being ready to face any emergency.

    During Emergency Preparedness Week, SPSA will post resources and templates on its Facebook account, and additional resources can be found on its website. 

    SaskAlert testing on May 7

    A test of the provincial emergency alert system, SaskAlert, is scheduled for Wednesday, May 7, 2025, at 1:55 p.m. 

    The test alert will appear on television, radio, compatible wireless devices and through the SaskAlert app. 

    Testing is a standard part of the emergency management process to help ensure that, in times of an emergency or disaster, urgent and public safety warnings can be distributed to the public.

    NEW YORK — U.S. Immigration and Customs Enforcement arrested Ecuadorian national Marcia Lorena Bueno Guartatanga May 1. The 38-year-old illegal alien has criminal convictions for acting in a manner to injure a child for allowing her husband to sexually abuse her daughter.

    “Whether a perpetrator, conspirator or facilitator — depraved, predatory actions against children should not be tolerated by the public and will not be tolerated by this field office. What makes this situation even more unfathomable is the mother’s role in the victimization of her daughter,” said ICE Enforcement and Removal Operations New York City acting Field Office Director William P. Joyce. “ICE remains committed to prioritizing public safety by arresting and removing aliens who violate children in the most abhorrent manner.”

    Bueno entered the United States on an unknown date and at an unknown location without admission or parole by an immigration official. On Oct. 8, 2022, Bueno was convicted of an act to injure a child less than age 17 and hindering prosecution in White Plains. She was sentenced to 95 days in prison and three years of probation. She was arrested and indicted for allowing her child to be sexually abused by her husband.

    During a targeted operation in Cortlandt, ICE Fugitive Operations officers arrested Bueno without incident pursuant to a warrant of arrest for violation of the Immigration and Nationality Act. She is currently in ICE detention pending removal proceedings.

    ATLANTA – The U.S. Small Business Administration (SBA) is reminding small businesses and private nonprofit (PNP) organizations in Ohio of the June 2 deadline to apply for low interest federal disaster loans to offset economic losses caused by the drought beginning Sept. 24, 2024. 

    The disaster declaration covers the Ohio counties of Adams, Brown, Butler, Clermont, Clinton, Coshocton, Guernsey, Hamilton, Highland, Holmes, Knox, Licking, Montgomery, Muskingum, Pike, Preble, Scioto, Tuscarawas and Warren and Dearborn, Franklin, and Union in Indiana as well as Boone, Bracken, Campbell, Kenton, Lewis, Mason, and Pendleton in Kentucky. 

    Under this declaration, SBA’s Economic Injury Disaster Loan (EIDL) program is available to small businesses, small agricultural cooperatives, nurseries, and PNPs with financial losses directly related to the disaster. The SBA is unable to provide disaster loans to agricultural producers, farmers, or ranchers, except for small aquaculture enterprises. 

    EIDLs are available for working capital needs caused by the disaster and are available even if the business or PNP did not suffer any physical damage. The loans may be used to pay fixed debts, payroll, accounts payable, and other bills not paid due to the disaster. 

    “Through a declaration by the U.S. Secretary of Agriculture, SBA provides critical financial assistance to help communities recover,” said Chris Stallings, associate administrator of the Office of Disaster Recovery and Resilience at the SBA. “We’re pleased to offer loans to small businesses and private nonprofits impacted by these disasters.”  

    The loan amount can be up to $2 million with interest rates as low as 4% for small businesses and 3.25% for PNPs, with terms up to 30 years. Interest does not accrue, and payments are not due until 12 months from the date of the first loan disbursement. The SBA sets loan amounts and terms based on each applicant’s financial condition.

    Andy Zhang ’26 (CLAS, CAHNR) has been selected as a Key into Public Service Scholar by the Phi Beta Kappa Society, the nation’s oldest academic honor society and a leading national advocate for the value of liberal arts and sciences education.

    The program annually recognizes 20 exceptional arts and sciences students with a demonstrated interest in pursuing careers in local, state, and federal government. This year, over 800 students applied for the honor.

    Zhang, an economics and environmental sciences major, will receive a $5,000 scholarship and will participate in a Washington, D.C., conference providing training, mentorship, and opportunities for reflection on pathways to active citizenship.

    Zhang grew up in Sandy Hook and was a third grader at Sandy Hook Elementary School on the day of the mass shooting in December 2012.

    “It wasn’t until college that I began to fully understand how that experience shaped me,” says Zhang. “What has stayed with me most is the power of community — the way people came together in the aftermath, supported one another, and built something stronger.     WASHINGTON—U.S. Senators John Boozman (R-AR) and Michael Bennet (D-CO) introduced legislation to improve pregnancy outcomes and infant health by continuing research and education programs aimed at preventing preterm births.

    The Prematurity Research Expansion and Education for Mothers who deliver Infants Early (PREEMIE) Reauthorization Act would reauthorize critical federal research, education and intervention activities to reduce preterm birth and infant mortality. The legislation also calls for a study to better understand the factors that lead to preterm birth and identify effective prevention and treatment options.

    In 2023, there were 4,259 preterm births in Arkansas, representing 12.1 percent of live births. Premature birth can lead to significant developmental delays and chronic health problems for infants. While preterm delivery can happen in any pregnancy, the rate of preterm birth for Black mothers is disproportionately high.

    “Arkansas families and providers face the consequences of preterm birth too often with one of the highest rates in the country. Although important progress has been made through awareness initiatives and investments in research, intervention and education to promote better outcomes for infants and mothers, there is more work to be done,” said Boozman. “Our bipartisan legislation is a strong step in the right direction to reduce preterm births and infant mortality so more moms and babies lead strong, healthy lives.”

    “We need more research to understand the causes of preterm births and ensure more moms have access to the care they need, especially in underserved communities where preterm birth rates are disproportionately high,” said Bennet. “Our bipartisan bill will renew lifesaving research to prevent premature delivery and give mothers and babies a healthy start in life.”

    The PREEMIE Act reauthorizes the Centers for Disease Control and Prevention’s research and data collection on infants born prematurely and programs at the Health Resources and Services Administration aimed at improving the treatment and outcome of infants born prematurely. This includes grants to help doctors and the public understand the potential risk factors for having a preterm baby, such as smoking, as well as screening and treating pregnant women for depression and substance use disorders including opioid addiction. These programs have not been reauthorized since 2023.

    “Every family deserves the healthiest possible start, but for far too many in the U.S., that’s not the reality,” said March of Dimes Senior Vice President for Public Policy and Government Affairs Stacey Y. Brayboy. “The March of Dimes Report Card shows a preterm birth rate of 10.4 percent—more than 370,000 babies born too soon and too sick. That’s unacceptable. Preterm birth with low birthweight is the second leading cause of infant death, behind birth defects. Improving access to quality health care before, during, and after pregnancy is essential to changing these outcomes. The PREEMIE Reauthorization Act is the only federal law focused on preventing and treating preterm birth. Renewing this legislation is a vital step toward reversing this alarming trend and giving every mom and baby the best possible start.” 

    Companion legislation was introduced in the House of Representatives by Robin Kelly (D-IL-02), Mariannette Miller-Meeks (R-IA-01), Lizzie Fletcher (D-TX-07), Buddy Carter (R-GA-01), Shontel Brown (D-OH-11) and Jen Kiggans (R-VA-02).

    WASHINGTON (May 5, 2025)—Gene L. Dodaro, Comptroller General of the United States and head of the U.S. Government Accountability Office (GAO), today announced the appointment of two new members to the Medicaid and CHIP Payment and Access Commission (MACPAC). Four members were also reappointed.

    “I am honored to appoint our two newest members to this important commission and to welcome back our reappointed members,” Dodaro said. “Their valuable expertise and commitment to public service will enhance MACPAC’s role in providing Congress with thoughtful, evidence-based guidance on Medicaid and the Children’s Health Insurance Program (CHIP).”

    The newly appointed members are April Hartman and Anne Karl. Their terms will expire in April 2028. In addition, current members Sonja Bjork, Jennifer Gerstorff, Angelo Giardino, and Dennis Heaphy were reappointed to new terms, which will also expire in April 2028.

    The Children’s Health Insurance Program (CHIP) Reauthorization Act of 2009 established MACPAC to review Medicaid and CHIP access and payment policies and to advise Congress on issues affecting Medicaid and CHIP. The Act directs the Comptroller General to appoint MACPAC’s members. Brief biographies of the new commission members follow.

    April Hartman, MD, FAAP is a board-certified general pediatrician with over 25 years of clinical experience in both rural and urban settings. She serves as Professor and Division Chief of General Pediatric and Adolescent Medicine at the Medical College of Georgia at Augusta University. She currently chairs the Medicaid Task Force for the Georgia Chapter of the American Academy of Pediatrics; serves as President of the Board of Directors for Child Enrichment, Inc.; and is the Medical Liaison for Resilient Communities of East Georgia. Dr. Hartman earned her medical degree from Meharry Medical College in Nashville, Tennessee.

    Anne Karl, JD, is a partner at Manatt Health with 15 years of experience in health care. She advises states and providers across the country on a wide range of Medicaid and CHIP issues. Ms. Karl has expertise with complex Medicaid payment and financing issues. She also leads teams that support states as they develop, negotiate, and implement Medicaid 1115 waivers. Ms. Karl received her law degree from Yale Law School.

    The First Illegal Alien to Utilize Travel Assistance has Already Returned to Honduras

    WASHINGTON, D.C.—Today, the Department of Homeland Security (DHS) announced a historic opportunity for illegal aliens to receive both financial and travel assistance to facilitate travel back to their home country through the CBP Home App. Any illegal alien who uses the CBP Home App to self-deport will also receive a stipend of $1,000 dollars, paid after their return to their home country has been confirmed through the app.

    Self-deportation is a dignified way to leave the U.S. and will allow illegal aliens to avoid being encountered by U.S. Immigration and Customs Enforcement (ICE). Even with the cost of the stipend, it is projected that the use of CBP Home will decrease the costs of a deportation by around 70 percent. Currently the average cost to arrest, detain, and remove an illegal alien is $17,121.

    The first use of travel assistance has already proven successful. An illegal alien that the Biden Administration allowed into our country recently utilized the program to receive a ticket for a flight from Chicago to Honduras. Additional tickets have already been booked for this week and the following week.

    “If you are here illegally, self-deportation is the best, safest and most cost-effective way to leave the United States to avoid arrest. DHS is now offering illegal aliens financial travel assistance and a stipend to return to their home country through the CBP Home App,” said Secretary Kristi Noem. “This is the safest option for our law enforcement, aliens and is a 70% savings for US taxpayers. Download the CBP Home App TODAY and self-deport.”

    Illegal aliens submitting their intent to voluntarily self-deport in CBP Home will also be deprioritized for detention and removal ahead of their departure as long as they demonstrate they are making meaningful strides in completing that departure. Participation in CBP Home Self-Deportation may help preserve the option for an illegal alien to re-enter the United States legally in the future.

    Premier David Eby has issued the following statement marking the 80th anniversary of the liberation of the Netherlands:

    “On May 5, 1945, occupying German forces in the Netherlands surrendered to the Allies, ending five years under the brutal Nazi regime. The Canadian First Army played a central role in defeating the enemy, engaging in fierce battles to remove the occupiers village by village, town by town, canal by canal. Joyous crowds of civilians cheered Canadian troops as the cities of Amsterdam, Rotterdam and The Hague were finally liberated.

    “The Dutch also endured a deliberate famine known as the Hunger Winter, during which about 20,000 Dutch people died. With liberation, Canadians and our allies delivered food and other provisions to a grateful people.

    “Canada also provided refuge for the Dutch royal family during the Second World War. During their stay, the Canadian government temporarily declared an Ottawa hospital ward to be extraterritorial land in 1943 so Princess Juliana’s third daughter, Princess Margriet, could be born as a Dutch national. Princess Margriet is scheduled to visit Ottawa later this month to take part in commemorative events, including officially opening the famous Canadian Tulip Festival, which helps keep alive the memory of Canada’s role in liberating her homeland.

    “Our two nations forged lasting bonds from that wartime experience. Many Dutch people immigrated to Canada after the war, including more than 1,800 war brides, leaving their devastated homeland to start new lives in a new nation.

    “The connection between our peoples endures eight decades later. Along with strong commercial ties, the people of the Netherlands have never forgotten the sacrifices made by Canadians in freeing their country from fascist tyranny. Every Christmas Eve, local schoolchildren light a candle for every fallen soldier at the Holten Canadian War Cemetery and the Groesbeek Canadian War Cemetery.

    “The liberation came at a terrible price. More than 7,600 Canadian soldiers, sailors and airmen died in the eight-month campaign to free the Netherlands from Nazi oppression.

    “Today, symbols of the friendship between Canada and the Netherlands can be found across our land. In Victoria, the Netherlands Centennial Carillon with its 62 bells was a gift from British Columbia’s Dutch community to celebrate Canada’s Centennial in 1967.

    “May the ties between our two democratic and peace-loving countries strengthen in an age when authoritarianism is once again on the rise. And may we never forget the sacrifice required to defeat those forces. Lest we forget.”

    Introduction 

    Good morning, everyone. 

    Thank you, Jill, for that kind introduction.  

    Before I begin, I would like to acknowledge that we are gathered here today in Ottawa on the unceded traditional territory of the Algonquin Anishinaabe peoples. 

    I respectfully recognize the relationship that First Nations, Inuit and Métis peoples have with the land and waters that all Canadians live in and enjoy. Please take a moment to reflect and offer our gratitude to the Indigenous Nations and communities who are the traditional caretakers of these lands and waters. 

    As mentioned, I am Pierre Tremblay, President of the Canadian Nuclear Safety Commission, or CNSC, and I couldn’t be happier to be speaking to you today on behalf of the regulator.  

    My 40 years in Canada’s nuclear sector have been very rewarding. My career has given me a deep appreciation and respect for the people who work in the sector and their shared focus on safety and the culture that supports it.   

    For my remarks this morning, I will share my perspective on the nuclear landscape here in Canada – both our focused oversight of the existing fleet and our readiness to regulate new nuclear. 

    I also want to provide updates on how the CNSC is working to become more efficient in delivering its priorities. And finally, I will offer my thoughts on furthering our own engagement efforts and strengthening trust with all people in Canada – as well as our expectations of industry and proponents.   

    Nuclear in Canada

    This is an important and interesting time for Canada’s nuclear sector – we must step up and face the moment.  

    We recognize the sector will continue to evolve and we will continue to be ready to regulate and respond to advancements without compromising safety. 

    As the regulator, we are expected to continue our efforts to manage regulatory burden, expedite reviews and maintain a competent and talented workforce, innovating and leveraging new techniques, approaches and technologies to find even greater efficiencies.  

    As we do all of this, we will never compromise on safety. The industry must do the same. Together, we can all ensure the deployment of safe nuclear projects. 

    While Canada’s nuclear sector is complex and changing, the continued safe operations of the existing fleet is paramount and fulfilling our mandate and delivering on our important job here at home remains my top priority.  

    We also need to continue to ensure readiness to regulate new technologies and approaches. The CNSC is committed to reviewing and regulating safe nuclear projects in Canada, including new reactors, large and small. 

    That is why we value our strong relationships with international partners such as the US NRC and the United Kingdom’s ONR.  

    And why we are heartened to know they are equally committed and value our ongoing collaboration. 

    There is a drive to build new nuclear and expand infrastructure in support of the growing electricity market; this includes, for example, the appropriate extraction of minerals.  

    Luckily, the CNSC as a life cycle regulator is an extremely capable organization. But the responsibility does not sit with us alone. We need others to engage meaningfully. Only then will the sector move forward. 

    New nuclear

    From my perspective at the regulator, Canada’s nuclear sector continues to be one of this country’s strengths. The mechanisms and tools are in place. But there is a need to embrace the moment. 

    Now, what do I mean by this? 

    More provinces are now looking at carbon-free technologies. Nuclear is naturally seeing more interest. 

    This includes the potential for new units in Ontario and New Brunswick. We are also seeing the sector expand to include new provinces and sites in Saskatchewan and Alberta. 

    On April 4, the Commission issued a Nuclear Power Reactor Construction licence to Ontario Power Generation to construct 1 General Electric Hitachi BWRX-300 reactor at its Darlington New Nuclear Project site in Clarington, Ontario.

    This is the first power reactor licence to construct that the CNSC has issued in its 25 years. And actually, the first power reactor licence to construct in Canada in over 50 years.  

    The CNSC will continue to work with all provincial partners to ensure regulatory clarity and efficiency. 

    With this evolution in the sector, the concept of the traditional nuclear host community in Canada is evolving along with the technology. This requires a change in how the CNSC informs and engages with all people in Canada, a need to continue to modernize our regulatory framework, and a willingness to evolve together. 

    The CNSC at its core 

    This gets to the heart of the CNSC – how we operate, what our priorities and focus are. All of these considerations are essential to the nuclear sector in Canada.  

    The CNSC is a globally recognized, mature nuclear regulator, with all the governance needed to provide strong regulatory oversight. 

    Whether this is working alone or in collaboration the CNSC is willing to evolve and work to improve the regulatory framework and identify efficiencies.  

    Collaboration and regulatory efficiency

    We are open to recognizing and altering how we achieve our goal to ensure the safety of all people in Canada.  

    While we will never reduce our high standards for safety and security that we have established, we recognize there may be different ways to get the same result. And this is where we remain open.

    It is not for me or the CNSC to tell industry how to pivot, but as technology continues to evolve and the sector continues to modernize, there are opportunities to revisit how we work together.  

    Remote monitoring and access to data is something industry is – and should be – considering. Remote access supports efficiency, as the regulator can access more real-time information. 

    The CNSC will evolve along with the sector. We welcome the suggestions and will engage in a meaningful way to identify improvements. 

    But improvement begins at home, and the review of the CNSC’s regulatory framework identified an opportunity to ensure clarity of requirements for SMRs, such as ensuring we are using a technology-neutral, risk-informed, performance-based approach.

    We recognize and are committed to ensuring that our regulations are risk-informed and set out clear performance objectives.  

    For example, exploring amendments to the Nuclear Security Regulations that respond to changes in security threats and adapt to technological advancements.  

    The CNSC as a lifecycle regulator is committed to delivering effective and timely regulatory decisions for nuclear projects. 

    SMRs and other advances in technology continue to afford us the ability to identify challenges and turn them into opportunities to modernize and evolve.

    CNSC readiness 

    I have already mentioned that we are refocusing our energies here at home – there is a need to focus on mission critical and safety significant issues in our existing nuclear fleet, and to be efficient and timely in our work. 

    This of course must be balanced with a readiness for new technologies, techniques and activities – all of which require us to conduct meaningful engagement and consultation with the Indigenous Nations and communities whose rights and interests may be impacted by nuclear activities.  

    Delivering on this considerable agenda means that talent management is vital to ensure that we have the capacity to support our work. 

    This capacity comes from a diverse workforce. We know from experience that our workplace is stronger, better and more capable when it is diverse. We remain unabashedly committed to diversity in the workplace. 

    That is why the CNSC continues to focus efforts on supporting diversity across the nuclear sector. 2025 will see our third Indigenous Girls in STEM workshop, which provides Indigenous girls an inclusive space to explore science, technology, engineering and mathematics, or STEM subjects. The workshop enables them to do so in a way that weaves together learning with Indigenous culture, knowledge and traditions.

    Diverse voices are vital to fostering innovation and lead to better decision-making and better safety outcomes. Complex challenges like those we face in the nuclear sector require varied perspectives. 

    The path to positive results

    I will now offer my thoughts on how we further our engagement efforts and strengthen trust with all people in Canada – this, I believe, is the recipe for success.   

    We are committed to continuing our collaboration, engagement and consultation with Indigenous Nations and communities in support of advancing reconciliation. The CNSC is also committed to engaging with the public and interested parties as part of improving our regulatory processes. 

    We remain flexible and open minded around how we execute our mandate and our requirements. This will enable us to find new ways of working that serve all involved – and we will never compromise on safety.  

    Barriers need to be removed, support and capacity provided and a commitment to meaningful engagement. All of this will allow us to address the key challenges to meaningful engagement, finding tangible solutions to enable an effective path forward for advancing reconciliation. 

    Meaningful engagement and inclusion of Indigenous peoples in relation to the nuclear sector is something that the whole of Government and the nuclear sector must be committed to and actively support. 

    There are a number of examples across the nuclear sector where we have seen some promising relationship-building and partnerships. 

    One such example is the Neya Wabun Guardian Program established through the long-term relationship agreement between the Algonquins of Pikwakanagan First Nation or AOPFN, Atomic Energy of Canada Limited, AECL and Canadian Nuclear Laboratories, CNL. 

    This program establishes an AOPFN monitoring presence at Chalk River Laboratories, enabling reporting back to their leadership. The environmental monitoring program weaves together science with Indigenous Knowledge and values which is an important step towards reconciliation. 

    AOPFN have been willing to engage meaningfully and are working hard to the benefit of their nation and community.  

    The equity partnership between the Saugeen Ojibway Nation or SON and Bruce Power supports the global fight against cancer and provides new economic opportunities within SON Territory, including an equity stake and a revenue-sharing program benefiting the community directly.

    It is important to highlight these partnerships that provide many groups – Indigenous Nations and communities, environmentalists, community members – with access and opportunities to participate.  

    At the CNSC we have made material changes to demonstrate that we are listening and responding to the interests and concerns of rights holders. 

    For example, during our part two hearing for OPG’s application for a licence to construct an SMR at the Darlington site – the Darlington New Nuclear Project, we listened, heard and learned, which led to important and impactful changes to this proceeding that demonstrated inclusivity and recognition of the rights holders. 

    We changed the physical layout of the room by removing the standard stage under the Commission, so we were all on the same level. The Commission also benefitted from the time that was dedicated for Indigenous ceremony, song and prayer. 

    These efforts enhanced the experience of all hearing participants, resulting in a more inclusive and collaborative environment, which in turn serves to continuously strengthen trust.  

    The Commission has also revised its practices, addressing feedback from rights holders and providing more time to ensure the perspectives of rights holders are heard. 

    It is also focused on transparency in its hearing process. Understanding that the public is entitled to hearing information and documentation and that such transparency serves to build and maintain trust in the regulatory process.  

    We must do more. And we are committed to doing more.

    The CNSC remains committed to consultation, engagement and collaboration with Indigenous Nations and communities.  

    This is consistent with the United Nations Declaration on the Rights of Indigenous Peoples Act or “UNDA”, which was passed by Canadian Parliament in 2021.

    UNDA requires the development and implementation of an action plan in consultation and collaboration with Indigenous peoples. It also requires we ensure that the laws of Canada are consistent with the UN Declaration. 

    In addition to supporting the Action Plan efforts, the CNSC actively works to establish long-term relationships with Indigenous Nations, supporting capacity building, enabling studies and data gathering through our funding programs, and collaborating on monitoring and oversight activities, joint assessments and reporting to the Commission.

    Recently, the Federal Court of Canada issued its decision on the Judicial Review application brought by Kebaowek First Nation, KFN, challenging the Commission’s authorization to CNL to construct a Near Surface Disposal Facility.  

    This decision recognizes the CNSC’s “broad, inclusive approach to consultation” and finds that the Commission’s decision concerning the impacts of the proposed NSDF is reasonable. The Court also directed CNL and the CNSC to resume consultation with KFN with a view to implementing the UNDRIP free, prior and informed consent standard 

    There is a need for us to better understand from the perspective of Indigenous Nations and communities what free, prior and informed consent means to them. We need to better understand these perspectives so that we can work together to move forward.  

    All of this is an example of how we are evolving to address the ever-changing landscape. 

    In short, we’re doing our part and expect industry to do the same.  

    Conclusion

    We are at a critical juncture in history. And we have lots to do.  

    The CNSC will be here making sure that safety remains top of mind for everyone. 

    And we will continue to work hard to provide clarity on our expectations and requirements. In return, we expect everyone else to engage and to deliver as well.

    “The red dress, inspired by the work of Métis artist Jaime Black, is a symbol of loss for the women, girls and 2SLGBTQIA+ people who have been murdered or are missing. Red Dress Day is a time of mourning to acknowledge the heartache of the family and friends of those taken too soon and a day to reinforce the need to end violence against Indigenous people.

    “Indigenous women and girls are more likely to be murdered, assaulted or go missing than any other women in the country. It’s crucial that we persist in addressing the underlying issues of violence, such as colonialism, racism and misogyny. We will also continue to support Indigenous self-determination, safety planning and healing through Indigenous-led initiatives that promote capacity building and culturally safe approaches.

    “Following the release of Reclaiming Power and Place: The Final Report of the National Inquiry into Missing and Murdered Indigenous Women and Girls, our government released A Path Forward: Priorities and Early Strategies for B.C. with strategies for ending violence. This includes the Path Forward Community Fund, administered by the B.C. Association of Aboriginal Friendship Centres, to support Indigenous-led safety planning and capacity building.

    “We also released Safe and Supported: B.C.’s Gender Based Violence Action Plan that further advances our commitments laid out in A Path Forward.

    “To the Indigenous people and families who have faced harm, loss and grief, please know that we and so many others commit to being a voice in government who will continue to advocate for an end to gender-based violence and harm against Indigenous people.”

    As cases increase, additional immunization appointments are being added daily to improve access to vaccines with an expansion of immunization clinic access across the central and south zones starting May 5. Clinics in the central zone will now have walk-in availability, including some with evening measles-specific clinics and additional Saturday availability. In the south zone, both evening and weekend appointments are being added.

    Alberta Health Services (AHS) has planned for and is ready to ramp up additional measles clinics across the province including extending hours at existing measles-specific clinics and opening additional clinic space, based on demand.

    Alberta’s government and AHS have also introduced a new early dose of measles-containing vaccines, now available for infants six to 11 months of age in the north, central, and south zones of the province. This is on top of the routine immunization schedule, which is two doses of measles-containing vaccine at 12 and 18 months of age.

    Public health officials are collaborating with AHS to manage the outbreak response. They are also working with local leadership in areas with the highest case numbers to support affected communities and increase vaccination efforts. Most cases remain traceable, and officials continue to monitor the situation closely.

    Starting Monday, May 5, HealthLink 811 is introducing a dedicated measles hotline. Albertans seeking information about measles can fast track their call through HealthLink by calling 1-844-944-3434. The measles hotline will speed up access to a professional who will:

    • Assist with accessing your immunization records or general information
    • Provide advice for those experiencing measles symptoms and are feeling unwell.
    • Assist with booking measles immunization appointments or locating a public health clinic offering immunization in your area.

    Alberta’s government is committed to providing the information needed to protect Albertans, with a dedicated measles webpage on alberta.ca. Albertans can visit the page, updated every weekday, for information related to the disease, including local exposure notifications issued by AHS to warn people of known exposure locations.

    Expanded advertising campaign launching next week

    Since late March, Alberta’s government has been running a social media campaign encouraging Albertans to check their immunization records to ensure they are protected against measles.

    To further raise awareness, an expanded provincewide Don’t get measles. Get Immunized awareness campaign is launching in mid-May across radio, print, digital, and social media. A toolkit is also being developed to share with daycare providers to further ensure parents have the information they need to protect their children.

    This campaign will also be translated into over 14 languages to help reach Albertans whose first language is not English. The additional languages in online ads will be French, Chinese, Punjabi, Spanish, Ukrainian, Urdu, and Tagalog. The additional languages in radio will be Arabic, French, Hindi, Korean, Farsi, Chinese (traditional and simplified), Somali, Spanish, Tagalog, Ukrainian, Urdu, and Vietnamese.

    Quick facts

    • Currently, appointments in the central zone are available within one day, while in the south zone appointments are available usually within one to two days.
    • Following increased efforts to educate Albertans on measles and the importance of immunization, there has been a significant rise in immunizations across the province. Since March 16, there has been a 67% increase in comparison to last year.
    • Data on measles, including total confirmed cases, is updated Monday to Friday on the government website.
    • Weekly updates on immunization rates are done every Thursday.
    • Albertans uncertain of their immunization history, or their child’s immunization history, can text “vaccine record” to 88111, call Health Link at 811 or their local public health office.
    • Albertans can also text “measles” to 88111 to get measles health information texted to their mobile device.
    • Symptoms of measles include:
      • fever of 38.3° C or higher
      • cough, runny nose and/or red eyes
      • a red, blotchy rash appears three to seven days after fever starts. It typically beginning behind the ears and on the face and spreads down the body and to the arms and legs
