     — Governor Mike Kehoe has ordered the Missouri State Capitol dome to shine blue beginning at sunset on Monday, April 28, 2025, until sunrise on Tuesday, April 29, 2025, in recognition of April as Child Abuse Prevention Month.

    “Every child deserves to grow up safe, loved, and supported. Throughout Child Abuse Prevention Month, we renew our commitment to safeguard our most vulnerable, build stronger families, and create safer communities,” Governor Kehoe said. “Preventing child abuse is a cause that belongs to all of us. Together, we can create a future where every child has the opportunity to thrive.”

    National Child Abuse Prevention Month is a time to raise public awareness of the critical importance of protecting children and supporting families. The color blue, symbolized by the blue pinwheel, is the national symbol for child abuse prevention, which represents the hope and bright futures that every child deserves.

    “This gesture serves as a powerful symbol of Missouri’s shared commitment to raising awareness and supporting efforts to protect our most vulnerable,” said Director Jess Bax, Department of Social Services. “Every effort we make to educate, support, and intervene early helps lay the foundation for healthier futures for Missouri’s children. By fostering safe and supportive communities, we are reaffirming our commitment to give every child the chance to grow, dream, and succeed.”

    “During the campaign, Trump promised to put working people first, lower rising costs on groceries and gas and preserve our earned benefits and health care. Instead, the first one 100 days of this billionaire-run administration have been fueled by lies, broken promises, and a relentless assault on working people and unions.

    “He has handed over the reins of government to billionaires — appointing the wealthiest cabinet in American history, kicking off a trade war that is raising prices on everyday goods, attacking Social Security and Medicaid, cutting wages for workers, and stripping collective bargaining rights from more than 1 million federal employees. The White House claimed it had nothing to do with Project 2025, yet it has already implemented over one-third of the anti-worker agenda, often sidestepping Congress and the courts to do so.

  • MIL-OSI USA: Seeing the Cygnus Loop in a New Way

    The Cygnus Loop, also known as the Veil Nebula, is a supernova remnant – the remains of the explosive death of a massive star. Studying images like these leads to discovery, but NASA’s Chandra X-ray Observatory provides another way to experience this data: three-dimensional (3D) models that allow people to explore – and print – examples of stars in the early and end stages of their lives.
    The 3D model of the Cygnus Loop is the result of a simulation describing the interaction of a blast wave from the explosion with an isolated cloud of the interstellar medium (that is, dust and gas in between the stars). Chandra sees the blast wave and other material that has been heated to millions of degrees. These 3D models are based on state-of-the-art theoretical models, computational algorithms, and observations from space-based telescopes like Chandra that give us accurate pictures of these cosmic objects and how they evolve over time.

    he state of Tennessee and FEMA have approved more than $2.6 million for road and culvert repairs in rural Erwin after Tropical Storm Helene swept across Eastern Tennessee in late September. 
    FEMA’s Public Assistance program will cover eligible costs to repair catastrophic damage to portions of South Industrial Drive. The road repairs and culvert replacements will follow best construction practices and meet applicable codes and standards.
    FEMA’s share of this project is $1,991,244; the nonfederal share is $663,748.
    The cost estimate was generated using FEMA’s Rapid Assessment with Public Infrastructure Data. This program uses geospatial and aerial imagery as well as available Federal Highway Administration and State Department of Transportation data to develop a conceptual estimate for known public infrastructure.
    Because Public Assistance is a cost-sharing program, FEMA reimburses state applicants 75% of the eligible costs of repairs to existing structures. The federal share is paid directly to the state to disburse to agencies, local governments and certain private nonprofit organizations that incurred those costs. The remaining 25% represents nonfederal funds. 
    The Public Assistance program is FEMA’s largest grant program, providing funding to help communities responding to and recovering from major presidentially declared disasters or emergencies. Helene swept across Tennessee Sept. 26-30 and the president approved a major disaster declaration on Oct. 2, allowing FEMA to pay for disaster-damaged infrastructure.

    strong>FRANKFORT, Ky. – Kentucky residents will start to see FEMA’s crews in the community, helping those affected by the April 2025 severe weather to apply for federal disaster assistance and to identify needs within communities.  
    FEMA Disaster Survivor Assistance (DSA) teams are out in impacted areas of Anderson, Butler, Carroll, Christian, Clark, Franklin, Hardin, Hopkins, Jessamine, McCracken, Mercer, Owen and Woodford counties to help residents navigate the federal disaster assistance process. DSA personnel can help homeowners and renters apply with FEMA and quickly identify and address immediate and emerging needs. They also can provide application status updates and referrals to additional community resources.
    FEMA teams will never ask for or accept money and will always be wearing a FEMA identification badge with a photograph. A FEMA shirt, vest or jacket is not proof of identity. While helping someone apply, they will ask for personal information, including social security number, annual income and bank information. Residents are encouraged to ask for identification before providing any personal information. They can also call the FEMA Helpline at 800-621-3362 to verify if a FEMA visit is legitimate.
    If you believe you are the victim of a scam, report it immediately to your local police or sheriff’s department, or contact the Office of the Attorney General by calling 502-696-5485 or visit its website at Natural Disaster Scams – Kentucky Attorney General.   • MIL-OSI USA: Important maintenance work begins this week in southwest Washington

    More work and more delays ahead to improve roads

    VANCOUVER – As summer gets closer, travelers in southwest Washington can expect smoother, safer highways thanks to ongoing road repair work.

    Starting Monday, April 28, Washington State Department of Transportation maintenance crews will begin work across Clark, Cowlitz, Klickitat, Lewis, Pacific, Skamania, and Wahkiakum counties. Due to collisions, storm damage and normal wear and tear on roads and bridges, crews will use the warmer, drier weather to fix roads and improve safety.

    Over the next several months, crews will patch potholes, repair guardrails and lights, repaint lane stripes, replace signs, and clean up litter in work zones.

    “There’s never a good time to close a lane or slow down traffic,” said Maintenance Manager, Brad Clark. “But safety is our top priority. This work helps keep travelers safe by improving the roads. We appreciate everyone’s patience while we complete this work.”

    What can travelers expect

    People should plan for daytime lane closures and slower travel speeds. While these short-term delays may be inconvenient, they lead to long-term improvements, better visibility, and safer roads.

    WSDOT will try to reduce delays and share updates about planned work before it starts, especially while maintaining our busiest highways: Interstate 5, I-205, State Route 14 and SR 500.

  • MIL-OSI USA: ICE Eagle Pass, federal partner investigation results in the sentencing of a Del Rio man to 24 years for drug trafficking

    DEL RIO, Texas — A southwestern man was sentenced April 22 in federal court to one count of conspiracy to possess with intent to distribute methamphetamine into the United States following a joint investigation conducted by U.S. Immigration and Customs Enforcement and the Drug Enforcement Administration.

    Leonardo Estrada, 41, will serve the next 288 months in prison. He pleaded guilty May 22, 2023.

    “Today’s sentencing highlights the serious consequences for those who traffic in methamphetamine, a drug that wreaks havoc on individuals and communities alike. HSI remains steadfast in its mission to disrupt drug trafficking networks and prevent the spread of methamphetamine across the country,” said ICE Homeland Security Investigations San Antonio Special Agent in Charge Craig Larrabee.

    According to court documents, Estrada approached a U.S. Border Patrol checkpoint on Highway 277 near Eagle Pass, Feb. 15, 2023. During inspection, a K-9 alerted agents to the driver’s side of Estrada’s vehicle near the pedals. A further search revealed two plastic bundles wrapped in clear plastic tape concealed underneath the carpet behind the gas and brake pedals. The contents of one of the bundles tested positive for 790 grams of methamphetamine, while the other tested positive for marijuana. Estrada admitted to being involved in drug trafficking since 2021.

    Estrada was arrested at the checkpoint on Feb. 15, 2023.

    Assistant U.S. Attorney Warsame Galaydh for the Western District of Texas prosecuted the case.

  • MIL-OSI Security: Smiths Settlement — RCMP arrests man for assaulting fishery officer

    RCMP Halifax Regional Detachment has arrested a man for assaulting a fishery officer in the lawful execution of their duties in Smiths Settlement.

    On April 26, at approximately 5 a.m., RCMP officers responded to a report of an assault near Hwy 7. RCMP officers learned that Fisheries and Oceans Canada (DFO) was attempting to conduct an inspection at Eel Pond when a man driving an Acura TL collided with a uniformed fishery officer who was on foot and instructing the driver to stop.

    The fishery officer was not injured.

    The 36-year-old driver from Sipekne’katik was safely arrested at the scene by RCMP officers. During a search of the vehicle, an extendable baton and drug paraphernalia were seized.

    The man was later released. He’s scheduled to appear in Dartmouth Provincial Court on August 20, at 9:30 a.m., to face a charge of Assault with a Weapon.

    A second man who was present at the time of the incident was arrested by DFO in relation to a Fisheries Act investigation and later released.

    FINANCING FOR DEVELOPMENT
    This morning, the Secretary-General, as you heard, spoke at the Economic and Social Council Forum on Financing for Development.
    He said that, as we prepare for the Fourth International Conference on Financing for Development in Sevilla in July, we are facing some harsh truths: donors are pulling the plug on aid commitments, the Sustainable Development Goals are dramatically off track and high borrowing costs are draining away public investments.
    But, the more dangerous truth is that collaboration is being questioned with the ongoing trade wars. The Secretary-General said trade is a prime example of the benefits of international cooperation, and trade barriers are a clear and present danger to the global economy and sustainable development.
    These are tough times, he said, but it is in difficult periods that the imperative for responsible, sustainable investment is even more critical.

    DEPUTY SECRETARY-GENERAL
    The Deputy Secretary-General, Amina Mohammed is in Montevideo, Uruguay. Today, she met with the President of Uruguay, Yamandú Orsi, to discuss the country’s development priorities and their alignment with the Sustainable Development Goals.
    Later today, she will meet with several Government Ministers to discuss the partnership between the United Nations and Uruguay. She is also meeting youth groups, civil society, and of course the country team of the United Nations.
    And over the weekend, she chaired the annual regional retreat with UN Resident Coordinators from across Latin America and the Caribbean.
    Ms. Mohammed will leave Uruguay later today and will be back here tomorrow evening.

    VICTIMS OF TERRORISM ASSOCIATIONS’ NETWORK
    This morning, our friends at the Office of Counter-Terrorism launched the Victims of Terrorism Associations’ Network. This is an initiative that brings together victims of terrorism and victims’ associations from across the globe to drive collective action to support victims’ rights and needs.
    The network aims to provide a safe space for victims and survivors of terrorism to support each other, build resilience and engage as advocates, as educators, and as peacebuilders.
    The development of the network was supported by a financial contribution from Spain.

    Congresswoman Delia C. Ramirez (IL-03) has championed critical legislation to address access to housing, health care, and education for veterans. In February, she reintroduced the Student Veterans Benefits Restoration Act, which passed the House in the 118th Congress. In the 118th, she also led the Servicemember Student Loan Affordability Act and co-sponsored the End Veteran Homelessness Act of 2024, to expand eligibility for HUD-VASH vouchers and pathways to permanent housing for homeless veterans. As Ranking Member of the Veterans’ Affairs Oversight and Investigation Subcommittee, Ramirez has reintroduced legislation to expand housing opportunities for veterans through the Grant Per Diem Program.

  • MIL-OSI USA: Gillibrand, Murkowski Press Hegseth On Potential Undermining Of DoD Sexual Assault Prevention And Response

    Today, U.S. Senator Kirsten Gillibrand (D-NY), member of the Senate Armed Services Committee, and U.S. Senator Lisa Murkowski (R-AK) sent a bipartisan letter to Secretary of Defense Pete Hegseth expressing serious concern about possible Department of Defense guidance that would significantly alter, or even terminate, the Department’s sexual assault prevention and response (SAPR) services. The senators noted that multiple reports have indicated that changes to SAPR may be coming, and raised the risk these changes pose to decades of efforts to end sexual assault and sexual harassment in the Department.
    The senators wrote, “As staunch advocates for improving SAPR efforts, to include the historic and bipartisan reforms to military justice, we are writing to express our deep concern with the mere possibility of significant alterations or termination of SAPR regulations. There can be no ambiguity in the Department’s position on ending sexual misconduct across the services, and any lack of clarity risks casting a chilling effect across the services.”
    The senators noted that during his confirmation process, Secretary Hegseth had publicly acknowledged that “the Department must do better to train and ingrain the fact that sexual abuse and assault is not tolerated in the force” and had also declared that “[e]very servicemember deserves the opportunity to serve their nation without fear of harassment or assault.” 
    For nearly a decade, Senator Gillibrand fought alongside survivors, veterans and legal experts to build a broad bipartisan coalition to fundamentally change the military justice system. Senator Murkowski was a strong ally throughout this effort. In the FY2023 defense bill, Gillibrand successfully incorporated her legislation to remove judicial functions and prosecutorial decisions from the chain of command for certain serious crimes, including sexual assault, and put them in the hands of trained, professional military prosecutors. This bipartisan reform was supported by leading veterans service organizations and advocacy groups, including VFW, IAVA, the American Legion, Vietnam Veterans of America, Protect Our Defenders, National Alliance to End Sexual Violence, SWAN, National Coalition Against Domestic Violence (NCADV), Common Defense, and Veterans Recovery Project.

    Dear Secretary Hegseth,
    Over the last week, our offices received multiple reports of pending Department of Defense guidance that would significantly alter, or even terminate, large portions of the Department’s sexual assault prevention and response (SAPR) services. As staunch advocates for improving SAPR efforts, to include the historic and bipartisan reforms to military justice, we are writing to express our deep concern with the mere possibility of significant alterations or termination of SAPR regulations. There can be no ambiguity in the Department’s position on ending sexual misconduct across the services, and any lack of clarity risks casting a chilling effect across the services.  
    This topic arose during your confirmation process, and we agree with your Advanced Policy Questions (APQ) response to the Senate Armed Services Committee that “the Department must do better to train and ingrain the fact that sexual abuse and assault is not tolerated in the force.” Meaningful progress toward this goal is fundamentally incompatible with any effort to dismantle those SAPR-related programs and regulations that are already in place. Even minor reductions risk compromising decades of progress toward ending sexual abuse and harassment in the Department. Prompt action is essential to reinforcing victims’ belief in the words of their leadership.       
    As you have stated, “[e]very servicemember deserves the opportunity to serve their nation without fear of harassment or assault.” Yet this “fear” inevitably takes hold in environments where victims do not feel protected from their abusers or supported by their leadership. Thus, we request immediate action to eliminate any ambiguity and clarify the Department of Defense’s position. Consistent with your previous commitment to “ensuring high-level focus on this issue,” we encourage you to make public assurances that victims of sexual misconduct will be supported, that offenders will be held accountable, and that no changes will be made to reduce the Department’s SAPR services. The readiness of our forces and the security of our nation depend on a swift and unequivocal response.

  • MIL-OSI Global: ‘White Lotus’ music: When talented creators strive to realize their visions, differences and chattering can erupt

    After the first two seasons of The White Lotus (set respectively in Hawaii and Sicily), the buzz in the media and on social media typically focused on the selection of the next site for the award-winning show.

    Not so much in 2025, after the close of Season 3’s Thailand-based episodes. Instead, the internet and social media have been alive with chatter over the announcement by Canadian Chilean composer Cristóbal Tapia de Veer that he was quitting the mega-hit franchise to the shock and disappointment of many of the show’s fans.

    Tapia de Veer revealed his intention in an interview with the New York Times published April 2, just four days before the season’s finale, which aired to a series-record viewership. His departure announcement, twinned with criticism of White Lotus writer, creator and showrunner Mike White, has highlighted issues with creative tensions behind such collaborative productions.

    Acclaimed music

    The Québec-trained composer’s 2022 and 2023 music-related White Lotus Emmy awards recognize his aural contributions to the highly awarded hit series. The music’s idiosyncratic mixture of a recognizable theme, bizarre vocalizations and site-based instrumentation has received a lot of popular attention and acclaim.

    In contrast, some members of the public reacted with hostility toward this season’s theme music. This was partly because it did not use the identifiable thematic material that bound together the first seasons: a four-note theme that has been transliterated as “ooh-loo-loo-loos” and was the basis for the title theme music in the first two seasons.

    The Season 3 theme nevertheless sounds familiar due to Tapia de Veer’s ongoing quirky use of the voice. Novel ways of using it have been the foundations of all the Lotus themes, and in Season 3, it imitated monkey sounds.

    As White said in a statement about the show: “There’s this kind of conflict between wanting to be this spiritual creature that has an idealism and working towards something that’s some semblance of goodness, and then there’s this antic monkey side that keeps putting you in situations that are compromised.”

    ‘Ooh-loo-loos’ and creative differences

    Still, Tapia de Veer said he knew his novel Season 3 approach was a “kind of a risk,” to the extent that he produced an extended version with the traditional “ooh-loo-loo-loos” for insertion later in the show, but White rejected the idea.

    According to the composer, White wanted “more of a ‘chill, sexy vibe’” compared to Tapia de Veer’s more experimental tracks. On the Howard Stern Show, when asked what happened, White had a different perspective, saying: “I honestly don’t know what happened. Reading the interviews … I just don’t think he respected me.”

    The director said he didn’t think they had fought, and expressed dismay that Tapia de Veer brought criticisms and perceived differences to the media.

    To this, Tapia de Veer told the BBC he went public because White hadn’t handled the news “in a normal business manner,” and he said White’s comments on the Stern show demonstrated the director doesn’t fully appreciate the importance of the music on the show.

    On his YouTube channel, Tapia de Veer has uploaded another variant of the theme (“Enlightenment”) under the track title “Full Moon Party,” as well as a 45-minute loop of the 11-note theme.

    What unites the Season 3 tracks is the leaping, non-melodic theme, repeated over and over in changing synthesizer settings. The composer has said no soundtrack album for Season 3 will be forthcoming.

    Scores gives unity through themes

    The positions of White and Tapia de Veer equally suggest a lack of effective communication, and as named or all but named by both parties, a lack of respect. Both are crucial elements behind the interpersonal relationships required in audiovisual production.

    In the traditional collaboration, the composer falls under the leadership of the director or showrunner, not least because the music is the final audiovisual element added to the mix.

    By the time the film text reaches the composer, the visual track and dialogue have been locked — shooting is completed — yet it lacks the decisive contribution the score makes in defining characters, establishing moods and atmospheres, and giving unity to the whole through recurring themes.

    The composer may work at their own keyboard or digital audio workstation, yet customarily in collaboration with the project’s other creative forces, especially the director.

    Notorious score differences

    Differences between film directors or television producers and composers are not new, the most notorious being Stanley Kubrick’s rejection of Alex North’s score for 2001: A Space Odyssey. This was in favour of the music Kubrick had chosen to temporarily accompany the visual track.

    In another well-known instance, Alfred Hitchcock — under pressure from executives at Universal — replaced the Torn Curtain score (1966) by long-term collaborator Bernard Herrmann with more contemporary-sounding music by John Addison, which ended the decade-long association of composer and director.

    More recently, Gabriel Yared’s score for Troy (2004), directed by Wolfgang Petersen, was replaced with one by James Horner, because test audiences disapproved of Yared’s music.

    Composer withdrawls rare

    With The White Lotus, however, we have a composer walking away from a job in a very public way. A composer’s resignation is not without precedent, yet it remains considerably rarer than their firing. Major film scorer Dmitri Tiomkin withdrew from two early 1960s projects directed by Robert Aldrich, but because of other commitments rather than any disagreement.

    In contrast, Leonard Bernstein did threaten to walk away from West Side Story in 1949 over creative tensions with writer Arthur Laurents — still, this was communicated privately.

    Canadian composer Howard Shore withdrew from Peter Jackson’s King Kong (2005), but in this case, Shore said the parting was amicable and related to “differing creative aspirations.”

    Future seasons?

    The drama around White Lotus music is unique because both director and composer have talked with the press.

    If we look beyond the specifics of the music, however, we realize that this is not just about a (new) theme song and its use (or non-use) in the series. Rather, the “differences” cut to the heart of the often fraught working relationship between highly talented creators who strive to realize their visions.

    What does this mean for the music for Season 4 of The White Lotus? White has not suggested a successor, so commentators have fixated on the disagreements over Season 3 rather than speculating about a future sound. We will have to wait and listen.

  • MIL-OSI Europe: Answer to a written question – Impact of the closure of USAID on Latin America, in particular on the seven million Venezuelan refugees – E-000576/2025(ASW)

    The Commission has taken note with regret of the announcement by the United States (US) Secretary of State that 83% of all United States Agency for International Development (USAID) assistance programs will be terminated and acknowledges the significant humanitarian and development impact of such decision, particularly in Latin America and the Caribbean, where the presence of USAID has played a significant role in supporting vulnerable populations, including Venezuelan vulnerable refugees and migrants.

    The EU has long been at the forefront of supporting global humanitarian and development efforts and has so far contributed to the organisation of four international conferences[1] in solidarity with Venezuelan vulnerable refugees and migrants and their host countries. The scale and complexity of the current global needs require a collective response.

    While the Commission cannot replace the scale of assistance provided by the US, it remains committed to its engagement and continues to provide support to displaced Venezuelans in several host countries (including in Colombia, Peru, Ecuador, Costa Rica and Mexico) by contributing to socioeconomic integration, access to decent jobs and social protection systems.

    The EU will continue delivering humanitarian assistance to vulnerable people in the region, in a principled manner and on the basis of humanitarian needs.

    The Commission continues to call for an international response to the Venezuelan migration crisis, as it requires shared responsibility. While the US decision generates new challenges, the EU will continue working in a collective approach to uphold its commitments in Latin America and the Caribbean and beyond.

    On 18 February 2025, the Spanish Government adopted Royal Decree 100/2025, which unilaterally imposes on the Independent Authority for Fiscal Responsibility (AIReF) the conditions for assessing the ‘closure clause’ of the pension reform negotiated with the Commission.

    AIReF has complained that this Decree ‘undermines its supervisory capacity and its independence’, as it establishes biased methodological criteria. Against this background, it has been forced to publish a second independent opinion on the sustainability of public finances.

    AIReF’s independence is protected by Regulation (EU) No 473/2013, which requires that fiscal institutions are structurally independent and do not take instructions from national budgetary authorities or from other public or private bodies.

    Imposing biased assessment conditions violates this rule and constitutes an attack on AIReF’s independence.

    We would therefore like to ask the Commission the following question:

    What measures will the Commission take to curb the attack on AIReF’s independence under EU law?

  • MIL-OSI Security: Foreign National Indicted For Buying A Fraudulent Social Security Card And Possessing A Fake Green Card

    Tampa, Florida – United States Attorney Gregory W. Kehoe announces the return of an indictment charging Carlos Alberto Urribarri Dominguez (34), a Venezuelan national, with knowingly buying a fraudulent Social Security card and possessing a fake U.S. Permanent Resident Card, commonly known as a “Green Card.” If convicted for the Social Security card offense, Urribarri Dominguez faces a maximum penalty of five years in federal prison. The Greed Card offense carries a maximum penalty of 10 years in federal prison.

    This case is part of Operation Take Back America, a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

    An indictment is merely a formal charge that a defendant has committed one or more violations of federal criminal law, and every defendant is presumed innocent unless, and until, proven guilty.

    This case was investigated by the United States Border Patrol, the Department of Veterans Affairs Office of the Inspector General, and the Veterans Affairs Police Department. It will be prosecuted by Assistant United States Attorney Adam W. McCall.

    WASHINGTON, D.C. — U.S. Senator Tammy Baldwin (D-WI) led a group of 41 Senators in calling out the Trump administration’s direct attacks on Head Start and demanding his Department of Health and Human Services immediately release Head Start funding, reverse the mass firing of Head Start staff, and stop gutting the offices that help ensure high-quality child care is available for thousands of children and families across the country.
    “Since day one, this Administration has taken unacceptable actions to withhold and delay funding, fire Head Start staff, and gut high-quality services for children,” wrote the lawmakers in a letter to HHS Secretary Robert F. Kennedy, Jr. “… It is abundantly clear that these actions are part of a broader effort to ultimately eliminate the program altogether, as the Administration reportedly plans to do in its fiscal year 2026 budget proposal.”
    “Head Start provides early childhood education and comprehensive health and social services to nearly 800,000 young children every year in communities across this country, and employs about 250,000 dedicated staff,” the lawmakers continued. “Head Start is a critical source of child care for working families, particularly in rural and Tribal communities, where Head Start programs are often the only option for high-quality child care services. Head Start programs ensure children receive appropriate health and dental care, nutrition support, and referrals to other critical services for parents, such as job training, adult education, nutrition services, and housing support.”
     “[W]e urge you to immediately reinstate fired staff across all Offices of Head Start, and cease all actions to delay the awarding and disbursement of funding to Head Start programs across this country,” the lawmakers conclude.
    Earlier this month, Senator Baldwin called on U.S. Secretary of Health and Human Services Robert F. Kennedy Jr. to answer for the closure of five regional Head Start offices across the country, including the Region 5 office in Chicago, which serves Head Start centers in Wisconsin.
    Earlier in the year, the Trump Administration froze funding for Head Start programs, and despite being forced to rescind its directive, eight Head Start programs around the state continued to experience issues accessing their federal funding, forcing one Head Start Center in Waukesha to close – leaving more than 250 families without childcare. Baldwin demanded that the Administration resolve the issue immediately and restore funding to these Wisconsin Head Start centers so they could continue serving kids and families.
    Senator Baldwin led the letter with Senators Patty Murray (D-WA) and Bernie Sanders (I-VT), and it was signed by 39 of their Senate colleagues.

    Dear Secretary Kennedy:
    We write to express our strong opposition to the actions you have taken to directly attack and undermine the federal Head Start program. Since day one, this Administration has taken unacceptable actions to withhold and delay funding, fire Head Start staff, and gut high-quality services for children. Already this year, this Administration has withheld almost $1 billion in federal grant funding from Head Start programs, a 37 percent decrease compared to the amount of funding awarded during the same period last year. It is abundantly clear that these actions are part of a broader effort to ultimately eliminate the program altogether, as the Administration reportedly plans to do in its fiscal year 2026 budget proposal.
    Head Start provides early childhood education and comprehensive health and social services to nearly 800,000 young children every year in communities across this country, and employs about 250,000 dedicated staff. Head Start is a critical source of child care for working families, particularly in rural and Tribal communities, where Head Start programs are often the only option for high-quality child care services. Head Start programs ensure children receive appropriate health and dental care, nutrition support, and referrals to other critical services for parents, such as job training, adult education, nutrition services, and housing support.
    You even acknowledged the value of Head Start following a recent visit to a Virginia Head Start center, where you said, “I had a very inspiring tour. I saw a devoted staff and a lot of happy children. They are getting the kind of education and socialization they need, and they are also getting a couple of meals a day.”
    However, as a result of your actions to withhold and delay funding and undermine the administration of this vital program, Head Start centers are in serious jeopardy and have already had their day to day operations impacted. Programs are increasingly worried that they will not be able to make payroll, pay rent, and remain open to serve the hundreds of thousands of children and families who depend on their services in communities across the nation.
    Since the very start of this Administration, Head Start programs have been under attack. On January 27th, 2025, the Office of Management and Budget issued a memo (M-25-13) that suddenly froze the disbursement of grant funding for federal programs and services government-wide, including Head Start. Despite the Administration’s clarification that Head Start programs would not be the target of the funding freeze, many Head Start programs across the country were unable to draw down their grant funds through the Payment Management System (PMS) for weeks. At one point, the National Head Start Association reported 37 programs serving nearly 15,000 children across the country could not access their federal funding. Head Start programs operate with thin margins and on short-term budgets from HHS, and without any communication from the Administration about the status of funding, programs were forced to temporarily close or to lay off staff. In Wisconsin, the National Centers for Learning Excellence, which serves more than 200 children and their families, shut down for a week and laid off staff due to the funding freeze.
    On April 1st, you abruptly closed five of the ten regional offices that help local grantees administer Head Start programs in 22 states. This left hundreds of programs without dedicated points of contact to address mission critical issues like approving grant renewals and modifications, investigating child health and safety incidents, and providing training and technical assistance to ensure high-quality services for children. While some grantees were assigned a new program specialist, we understand many have not been receiving responses to their inquiries. This is on top of the estimated 97 Office of Head Start central office staff that were terminated due to their probationary status and the recent reduction in force. You promised “radical transparency” as Secretary, yet it is unclear how these actions will improve Head Start programs, and you and your staff refuse to respond to basic inquiries and requests for information.
    On March 14th, 2025, the Office of Head Start (OHS) notified all Head Start programs that “the use of federal funding for any training and technical assistance or other program expenditures that promote or take part in diversity, equity, and inclusion (DEI) initiatives” will not be approved and that any questions should be directed to regional offices. Programs have not received any guidance for what would be considered “DEI” but this policy is potentially in direct conflict with statutory and regulatory program requirements, such as providing culturally and linguistically appropriate instructional services for English learners. Many programs cannot direct questions to regional staff, as half of regional offices were abruptly closed, and as unprecedented actions are being taken to delay and withhold funding, Head Start programs have been intentionally left with little to no guidance.
    Head Start programs are now arbitrarily required to provide justifications for each draw down of funds that is necessary to operate their programs, despite already receiving a federal grant award for these purposes. As of April 14th, Head Start programs have reportedly received correspondence from an email address “defendthespend@hhs.gov” requiring programs to submit a “specific description of why the funds are necessary and why they are aligned to the award” before programs can have funding disbursed. It has been reported that political appointees must sign off on every draw down of funds. This creates an illusion of improving oversight but only serves to add unnecessary red tape by requiring the manual sign off on hundreds of thousands of individual actions annually across the Department based on two to three sentence justifications. Already some grantees have reported delays in receiving funds, and have reported that furloughs or closures are imminent if funds are not released. For an administration that purports to value local autonomy and efficiency in federally funded programs, your actions have achieved the exact opposite.
    Finally, Head Start grantees are still waiting on payments and grant renewals from the Office of Head Start, including programs whose grants end on April 30th, 2025. These notices should have gone out by now, yet we are concerned to hear programs report they have received little to no correspondence regarding their grant renewals. Additionally, because we started fiscal year 2025 under a short-term continuing resolution, as is usual, some grantees have only received partial funding for the first few months of the year. But with a full year funding bill in place, these grantees should have received full funding by now, yet some are reporting that they have not received the full amount of their grants and will run out of funds this month or next. On Wednesday, April 16th, the delays in Head Start funding led to the closure of Head Start centers serving more than 400 children in Sunnyside, Washington.
    The Administration has a legal and moral obligation to disburse Head Start funds to programs and to uphold the program’s promise to provide high-quality early education services to low income children and families across this country. The fiscal year 2025 appropriations act provided $12.3 billion for Head Start, the same as the fiscal year 2024 level. The Head Start Act includes an explicit formula for how appropriated funds should be allocated. There is no justifiable reason for the delay in funding we have seen over the last two months, and you have refused to offer any kind of explanation. However, this week leaked fiscal year 2026 budget documents indicated the Office of Management and Budget was directing the Department, consistent with the Administration’s proposal to eliminate Head Start in fiscal year 2026, to “ensure to the extent allowable FY2025 funds are available to close out the program.” If this explains any of the delay in awarding fiscal year 2025 funding, we want to be clear, no funds were provided in fiscal year 2025 to “close out the program,” and it would be wholly unacceptable and likely illegal if the Department tries to carry out this directive.
    Finally, the leaked budget documents provided a justification, albeit brief, for eliminating Head Start in fiscal year 2026 that makes this Administration’s priorities clear and puts the Department’s actions over the last several months in context. The Administration argues that eliminating Head Start, “is consistent with the Administration’s goals of returning education to the States and increasing parental choice.” It is shocking to see an argument that eliminating a program that provides comprehensive early childhood care and education to 800,000 children and their families would increase parental choice. It is particularly concerning to see that argument in the context of the significant delay in awarding fiscal year 2025 appropriated funds and what that indicates about the intent behind the Department’s actions. We believe it is obvious that eliminating Head Start would be detrimental to hundreds of thousands of children and families. Similarly, we believe it is obvious that delaying funding like we have seen over the last two months, forcing Head Start programs to close, and leaving families to scramble to find quality, affordable alternatives puts the education and well-being of some of the most vulnerable young children in America at risk. In our view, that is unacceptable.
    Therefore, we urge you to immediately reinstate fired staff across all Offices of Head Start, and cease all actions to delay the awarding and disbursement of funding to Head Start programs across this country.

    When is HHS going to share information on the reorganization plan for the consolidation of the regional offices?

    Who is responsible for ensuring there are no delays or lapses in funding, nor any disruptions to Head Start program operations now that these states do not have a regional office?

    Which officials at HHS were involved in the staffing reduction decisions for OHS and what planning, if any, was undertaken prior to these reductions? Please describe the events that unfolded and name each office that was involved in the decision. Further, please name the official(s) who approved the staffing reductions.

    Can you confirm that the Administration will distribute all Head Start funds appropriated by Congress to Head Start programs in FY 25, as required by the Head Start Act?
