GOVERNOR GREEN LOWERS FLAGS IN HONOR OF POPE FRANCIS

    FOR IMMEDIATE RELEASE
    April 21, 2025

HONOLULU — At the direction of the President of the United States, Governor Josh Green, M.D., has ordered that the United States flag and the Hawaiʻi state flag be flown at half-staff at all state offices and agencies, as well as at the Hawaiʻi National Guard, immediately until the date of interment, to honor the life and legacy of His Holiness Pope Francis.

This directive aligns with the proclamation issued by President Donald J. Trump, who ordered all U.S. flags to be flown at half-staff during this period.

“Pope Francis was a beacon of compassion, humility, and service,” said Governor Green. “His unwavering commitment to the marginalized and his call for global solidarity have left an indelible mark on the world. Hawai‘i joins the global community in mourning his passing and honoring his profound legacy.”

Governor Green encourages all Hawaiʻi residents to reflect on Pope Francis’ enduring message of peace, justice and care for the vulnerable.

  • MIL-OSI USA: Governor Newsom makes CalRx® Naloxone available for all Californians at $24

Source: US State of California 2

    Apr 21, 2025

California is the first state in the nation to provide an affordable direct-to-consumer drug online

What you need to know: CalRx® Naloxone is now available directly to individuals at the same affordable price of $24 previously offered to businesses, further reducing barriers to this critical overdose reversal medication.

Sacramento, California – Today, Governor Newsom announced that individual twin-packs of CalRx®-branded over-the-counter (OTC) naloxone HCL 4 mg nasal spray are now available to all Californians at a low price of $24 per carton – almost half the standard market price. Previously offered only to government entities and businesses in packs of 24, this new direct-to-consumer program expands individual access to this life-saving overdose reversal medication. By making naloxone more affordable and accessible, California is empowering communities to save lives.

“Life-saving medications shouldn’t come with a life-altering price tag. CalRx is about making essential drugs like naloxone affordable and accessible for all — not the privileged few. California is using our market power as the 5th largest economy in the world to disrupt a billion-dollar industry to save lives…and we’re just getting started.”

    Governor Gavin Newsom

Naloxone, a medication that blocks the effects of opioids, can quickly reverse an overdose, giving individuals crucial time to receive medical help. By offering this life-saving medication at a fixed, affordable price, CalRx is improving public health through accessible, essential medications.

Anyone residing in California can now visit the CalRx website to purchase an individual twin-pack of naloxone HCL 4 mg nasal spray for $24, plus tax and shipping fees. This price makes the CalRx offering among the most cost-competitive options currently available.

    Bigger picture

The launch of CalRx®-branded naloxone in May 2024 was more than just an expansion of access to a single medication — it represented a larger shift in how California is reshaping the pharmaceutical market to prioritize affordability, transparency, and public health.

By leveraging state purchasing power and strategic partnerships, CalRx is establishing a new standard for making essential medications more accessible at lower, more predictable prices. This initiative not only provides lifesaving naloxone at an affordable cost but also demonstrates how bold, state-led action can disrupt traditional pricing models and ensure that cost never stands in the way of care.

This initiative is part of Governor Newsom’s Master Plan for Tackling the Fentanyl and Opioid Crisis. A recent study published on the Naloxone Savings Dashboard revealed that the state’s CalRX initiative has saved California over $6 million to date. For more information on opioids and how you can protect yourself and loved ones, visit Opioids.CA.GOV, a one-stop shop for Californians seeking resources around prevention and treatment.

    Impact on the opioid crisis

For the first time in California, data through June 2024 showed a decline in synthetic opioid-related overdose deaths, from drugs such as fentanyl and tramadol. This had reversed a trend of increased synthetic opioid-related death in the state from 2018 through June 2023. The overdose crisis remains complex and is constantly evolving due to a variety of factors. Year-to-year changes cannot be credited to any one cause, but it is clear that a comprehensive effort is making a difference, as we continue to address opioid trafficking, prevent overdoses, support those with opioid use disorder, and raise awareness about the dangers of opioids.

    How to obtain CalRx Naloxone

    1. Online ordering: California residents and businesses can order CalRx® Naloxone HCL 4 mg nasal spray for $24 per box by visiting the CalRx Get Naloxone website.

      2. Naloxone Distribution Project: Eligible organizations may qualify for free CalRx® Naloxone HCL 4 mg nasal spray through the Department of Health Care Services’ Naloxone Distribution Project (NDP). For more information, visit the NDP website.

    CalRx® program

The California Department of Health Care Access and Information, which administers the CalRx program, recently published its Naloxone Savings Dashboard, revealing that this initiative has saved California over $17 million to date.

The success of this program was also highlighted in a February 2025 Health Affairs journal article titled, Increasing competition, improving access, and lowering the cost of naloxone in California.”

Sacramento, California – Governor Gavin Newsom issued the following statement today on the passing of Pope Francis:

“Jennifer and I join the world in mourning the passing of Pope Francis. He saw God in all His creatures, reminding us of humanity’s obligations towards each other and the world we live in, asking us to ‘care for one another and let us be loving custodians of creation.’

“Like the saint honored by His Holiness’s papal name, Saint Francis of Assisi, Pope Francis led with his love of peace and creation and sought to protect and lift up the vulnerable. He championed human dignity, especially that of the poor, called the world to urgent climate action, condemned the death penalty, and confronted painful truths — including the Church’s role in the genocide of Indigenous peoples. His papacy was characterized by moral courage, a profound respect for all creation, and a deep conviction in the transformative power of love to heal and unite.

“As we mourn His Holiness, we honor him by choosing to believe that a better world is possible through grace and kindness, and through fellowship with our neighbors, no matter our differences.”

  • MIL-OSI USA: Portion of Steilacoom-DuPont Road to close first weekend in May for roundabout construction

    Source: Washington State News 2

Around-the-clock closure in DuPont from Pendleton Avenue to Station Drive begins Friday, May 2

DUPONT – A busy section of Steilacoom-DuPont Road near Barksdale Station in DuPont will be unavailable to travelers for a weekend in early May. The closure allows crews working for the Washington State Department of Transportation to connect a new roundabout to Steilacoom-DuPont Road.

    Closure details

    • At 7 p.m. Friday, May 2, crews will close Steilacoom-DuPont Road to all traffic between Pendleton Avenue and Station Drive.
    • Access to and from businesses and hotels at Barksdale Station will be maintained from the business park’s south entrance. Left turns to Steilacoom-DuPont Road will be permitted.
    • A signed detour will direct travelers coming from Interstate 5 to take Wilmington Drive to Center Drive. Travelers coming from Steilacoom will first detour from Steilacoom-DuPont Road to Center Drive and then to I-5.
    • Fort Lewis’s Integrity Gate will remain accessible via the detour. People accessing the gate should give themselves extra time to navigate the detour.
    • Steilacoom-DuPont Road is the truck route for DuPont. Truck traffic will temporarily use Center Drive during the weekend closure.
    • Crews will reopen the road by 5 a.m. Monday, May 5.

Travelers are encouraged to add additional time to help prevent delays.

The work is weather-dependent and could be rescheduled.

Once the road reopens, Steilacoom-DuPont Road travelers will be able to use two sections of the roundabout located just north of Station Drive.

Crews will fully open the roundabout once they complete the new I-5/Steilacoom-DuPont Road interchange and overpass. The new overpass is scheduled to open as a diverging diamond interchange in 2026. The work is part of the I-5 Mounts Road to Steilacoom-DuPont Road Corridor Improvements project.

  • MIL-OSI Security: “Booker” for High-End Brothel Network Sentenced to One Year in Prison

Source: Office of United States Attorneys

Defendant vetted clientele via cell phones which contained thousands of verified sex buyers in Massachusetts and Virginia; Brothel network generated over $5.6 million in revenue from approximately 9,450 scheduled commercial sex dates with sex buyers

BOSTON – A Korean national residing in Dedham, Mass., who served primarily as the “booker” for an interstate prostitution network that operated sophisticated high-end brothels in greater Boston and eastern Virginia, was sentenced on April 18, 2025 in federal court in Boston.

Junmyung Lee, 32, was sentenced by U.S. District Court Judge Julia E. Kobick to one year in prison, to be followed by one year of supervised release. Junmyung Lee is subject to deportation upon completion of the imposed sentence. The Court also ordered a forfeiture money judgment in the amount of $200,000, equal to the amount of proceeds earned by the defendant during the conspiracy. In October 2024, Junmyung Lee pleaded guilty to one count of conspiracy to persuade, induce, entice and coerce one or more individuals to travel in interstate or foreign commerce to engage in prostitution; and one count of money laundering conspiracy.

Junmyung Lee was arrested and charged in November 2023 with co-defendants Han Lee, 42, of Cambridge, Mass. and James Lee, 69, of Torrance, Calif. The defendants were subsequently indicted by a federal grand jury in February 2024. Han Lee pleaded guilty in September 2024 and, in March 2025, was sentenced to four years in prison to be followed by one year of supervised release. The defendant was also ordered to pay forfeiture in the amount of $5,418,572 and restitution in an amount to be determined at a later date. James Lee pleaded guilty in February 2025 and is scheduled to be sentenced on May 28, 2025.

From at least January 2022 through November 2023, Junmyung Lee conspired with Han Lee and James Lee to operate an interstate prostitution network with multiple brothels, in greater Boston and eastern Virginia, designed to entice women to travel interstate to engage in prostitution. Junmyung Lee and his co-conspirators also conspired to launder the proceeds from the prostitution network by concealing that the money was derived the prostitution conspiracy.

Junmyung Lee was recruited to work for the prostitution network in approximately late 2021 through early 2022, as the business expanded. His main role in the conspiracy was that of the appointment “booker” and assisted with various tasks to maintain the prostitution network. In exchange, Han Lee paid Junmyung Lee $6,000-$8,000 per month. During the entirety of the conspiracy, the brothel network generated over $5.6 million in revenue from approximately 9,450 scheduled commercial sex dates with sex buyers.

As “booker,” Junmyung Lee was responsible for vetting sex buyers, booking appointments and communicating directly with vetted customers via at least two cell phones – for Massachusetts and for Virginia, respectively. The brothel cell phones each contained over 2,800 verified customers of the prostitution business. An additional known cell phone containing additional contacts for the Virginia brothel was never recovered. Junmyung Lee also helped transport women to and from the airport, with some women working at the brothel locations on multiple occasions and in multiple states.

The defendants rented high-end apartments in Massachusetts and Virginia to serve as brothel locations, which they furnished and regularly maintained. In June 2022, Junmyung Lee leased one of the brothel locations in Cambridge, Mass. under his own name. In exchange for the lease, Junmyung Lee received a large cash payment of prostitution proceeds from Han Lee. Junmyung Lee used a portion of the cash payment towards the purchase of a Corvette.

Additionally, Junmyung Lee collected the cash proceeds from the various brothel locations at the direction of Han Lee and then conceal the proceeds via structured deposits into personal bank accounts and through peer-to-peer payments with other conspirators. The defendants also regularly used hundreds of thousands of dollars of the cash proceeds from the prostitution business to purchase money orders (in values under an amount that would trigger reporting and identification requirements) to conceal the source of the funds. These money orders were then used to pay for rent and utilities at the brothel locations.

  • MIL-OSI Security: Wisconsin Man Pleads Guilty to Illegal Firearm Possession

Source: Office of United States Attorneys

A man who possessed a firearm as a felon pled guilty today in federal court in Cedar Rapids, Iowa.

Mickey Lee Miller, age 37, from Milwaukee, Wisconsin, was convicted of one count of possession of a firearm by a felon.

In a plea agreement, Miller admitted that on October 16, 2024, in Dubuque, Iowa, he possessed a loaded firearm and ammunition.  A witness told law enforcement officers that Miller had pointed the firearm at her and threatened to kill her and others.  Miller has a prior felony conviction for robbery with threat of force.

This case is part of Project Safe Neighborhoods (PSN), a program bringing together all levels of law enforcement and the communities they serve to reduce violent crime and gun violence, and to make our neighborhoods safer for everyone. On May 26, 2021, the Department launched a violent crime reduction strategy strengthening PSN based on these core principles: fostering trust and legitimacy in our communities, supporting community-based organizations that help prevent violence from occurring in the first place, setting focused and strategic enforcement priorities, and measuring the results.

This case is part of Operation Take Back America (https://www.justice.gov/dag/media/1393746/dl?inline), a nationwide initiative that marshals the full resources of the Department of Justice to repel the invasion of illegal immigration, achieve the total elimination of cartels and transnational criminal organizations (TCOs), and protect our communities from the perpetrators of violent crime. Operation Take Back America streamlines efforts and resources from the Department’s Organized Crime Drug Enforcement Task Forces (OCDETFs) and Project Safe Neighborhood (PSN).

Sentencing before United States District Court Chief Judge C.J. Williams will be set after a presentence report is prepared.  Miller remains in custody of the United States Marshal pending sentencing.  Miller faces a possible maximum sentence of 15 years’ imprisonment, a $250,000 fine, and three years of supervised release following any imprisonment.

The case is being prosecuted by Assistant United States Attorney Devra T. Hake and was investigated by the Dubuque Police Department and the Bureau of Alcohol, Tobacco, Firearms and Explosives.

  • MIL-OSI USA: Feenstra Helps Introduce Legislation to Make Doubled Standard Deduction Permanent for Iowa Families

Source: United States House of Representatives – Representative Randy Feenstra (IA-04)

HULL, IOWA – This Congress, U.S. Rep. Randy Feenstra (R-Hull) helped introduce, alongside U.S. Rep. Max Miller (R-OH), the Permanent Tax Cuts for American Families Act, which would make the enhanced standard deduction – first established by the Tax Cuts and Jobs Act (TCJA) of 2017 – permanent.

This enhanced deduction is set to expire at the end of 2025 absent congressional action.

“In 2017, the Tax Cuts and Jobs Act nearly doubled the standard deduction that American families, farmers, and workers could claim on their federal taxes. This enhanced standard deduction increased Iowans’ non-taxable income and has let taxpayers keep more of their hard-earned money. However, if Congress fails to act before the end of this year, the standard deduction would be almost slashed in half and lead to massive tax hikes on Americans,” said Rep. Feenstra. “I’m glad to help introduce the Permanent Tax Cuts for American Families Act to maintain the increased standard deduction and prevent the largest tax hike in U.S. history on Iowa families and workers. As a member of the House Ways and Means Committee, I will continue working with my Republican colleagues and President Trump to extend the Tax Cuts and Jobs Act and advance pro-growth economic policies.”

The TCJA nearly doubled the standard deduction, raising the return from $6,500 to $12,000 for individual filers, and from $13,000 to $24,000 for joint filers. For tax year 2024, the standard deduction for married couples filing jointly was raised to $29,200 for joint filers and $14,600 for individual filers.

  • MIL-OSI USA: Reps. Salazar, Carey, Neal, Stauber Introduce Religious Workforce Protection Act

Source: United States House of Representatives – Congresswoman María Elvira Salazar’s (FL-27)

strong>WASHINGTON, D.C. — This week, Maria Elvira Salazar (R-Fla.-27), U.S. Reps. Mike Carey (R-Ohio-15), Richard Neal (D-Mass.-01), and Pete Stauber (R-Minn.-08) introduced the Religious Workforce Protection Act, bipartisan legislation to allow religious workers already present in the U.S. on temporary Religious Worker status (R-1 status), with pending special immigrant (EB-4) applications to stay in the U.S. while waiting for permanent residency. This bill would allow foreign-born religious workers to continue performing essential services in American communities.

“Miami is home to hundreds of faith communities that rely on religious workers to do God’s work,” Rep. Salazar said. “I’m proud to co-lead the Religious Workforce Protection Act to ensure our congregations have the personnel they need to keep the faith alive and growing.”

“Religious organizations across the country continuously rely on religious workers to help meet the needs of their communities,” Rep. Carey said. “That’s why I’m proud to lead this common sense, bipartisan legislation to ensure that places of worship can operate without disruptions despite the current backlog in EB-4 processing times.”

“For years, my office has worked with religious organizations across western Massachusetts to help bring religious workers to the United States to serve in their congregations. Recently, we began hearing from the Springfield Diocese about priests at risk of having to return to their home country due to delays in processing their green cards. Failure to address this issue would affect not just Massachusetts, but faith-based organizations nationwide,” Rep. Neal said. “I am proud to partner with Congressman Carey and our colleagues in the Senate to address this pressing issue with a bipartisan, commonsense solution. Religious institutions play an essential role in our communities, offering support, connection, and invaluable services. This legislation will ensure they can continue their vital work for years to come.”

“Religious workers play a vital role in our communities. It is important that we address the current backlogs to ensure they continue to provide their crucial services. That is why I am proud to support this common-sense legislation with my colleagues,” Rep. Stauber said.

“I am deeply grateful for the efforts and leadership of Congressman Carey in finding a solution through the Religious Workforce Protection Act to allow many of our religious priests and sisters to continue to serve the People of God and our local communities through their ministry. At a pivotal time in our country, priests and religious, including those from other countries who serve here as missionaries, are critical to building a civilization of love, assisting in the growth of the virtues of solidarity and fraternity, and providing the sacramental and pastoral care to meet the needs of our people, an increasingly diverse group from around the world. Congressman Carey listened attentively to our concerns and showed initiative in seeking a constructive solution. His efforts and those of his colleagues represent ‘the better kind of politics’ to which Pope Francis invites us and for which we, in the Diocese of Columbus, are most grateful,” Bishop Earl K. Fernandes of Columbus said.

    BACKGROUND:

Under current law, workers with Religious Worker status are limited to five years in the U.S. After five years, these religious workers must return to their home countries for at least one year before they can come back to the U.S., costing churches, synagogues, and other religious organizations the religious workers on whom their congregations, and the local communities that they serve, have grown to depend.

The Religious Workforce Protection Act would fix this problem by granting the U.S. Department of Homeland Security (DHS) Secretary the authority to extend temporary R-1 nonimmigrant status for religious workers past five years until they receive a decision on their permanent residence application.

Though some progress has been made, many religious workers who are in the United States on temporary R-1 visas are still unable to receive decisions on permanent EB-4 visa applications within the maximum five-year duration of an R-1 visa.

The Religious Workforce Protection Act would provide a targeted and limited solution to this problem by granting the DHS Secretary the authority to extend temporary R-1 nonimmigrant status for religious workers past five years until they receive a decision on an EB-4 application if (1) the religious institution that they work for has petitioned for their lawful permanent residence under the EB-4 category, and (2) they are otherwise eligible to become lawful permanent residents (and, therefore, are not subject to any existing bars to obtaining a visa).

The bill would also allow for limited job flexibility while these religious workers are waiting for a decision on their EB-4 applications, so that they do not have to restart the long permanent residence process simply because they moved from one parish or temple to another or received a promotion or title change.

U.S. Senators Susan Collins (R-Maine), Tim Kaine (D-Va.), and Jim Risch (R-Idaho) introduced companion legislation in the Senate.

Full text of the bill is available here.

  • MIL-OSI USA: S. 300, DLARA

    Source: US Congressional Budget Office

    S. 300 would require the Small Business Administration (SBA) to provide more detailed information about disaster loans and their funding to the Congress, including as part of its monthly reports and annual budget request. In addition, the bill would require the SBA to notify the Congress when the funding available for disaster loans drops below 10 percent of the average annual cost of making those loans over the past decade and would authorize the agency to limit obligations for new loans to levels backed by collateral during those periods.

The bill also would require the Governmental Accountability Office (GAO) to report to the Congress on the effect of those changes and of regulations finalized in 2023 and 2024, as well as on the historical rates of obligation and disbursement of funds for disaster loans.

Based on the costs of similar activities, CBO estimates that the reporting requirements would cost GAO $1 million over the 2025-2030 period. Using information from the SBA, CBO estimates that its costs to report and perform other administrative activities would not be significant. Any related spending would be subject to the availability of appropriated funds.

The CBO staff contact for this estimate is Jon Sperl. The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.

  • MIL-OSI USA: H.R. 1618, Precision Agriculture Satellite Connectivity Act

    Source: US Congressional Budget Office

H.R. 1618 would require the Federal Communications Commission (FCC) to review its rules concerning fixed, mobile, and earth exploration satellite service and recommend changes that would promote precision agriculture. The bill would require the FCC to report to the Congress on that review and any associated recommendations within 15 months of enactment.

Using information from the FCC, CBO expects that it would need five part-time employees, at an average cost of $195,000 per person to review the relevant rules and report to the Congress. On that basis, CBO estimates that it would cost the agency $1 million over the 2025-2030 period to implement the bill. However, because the FCC is authorized to collect fees each year sufficient to offset the appropriated costs of its regulatory activities, CBO estimates that the net cost to the FCC would be negligible, assuming appropriation actions consistent with that authority.

If the FCC increased fees to offset the costs associated with implementing the bill, H.R. 1618 would increase the cost of an existing mandate on private entities required to pay those fees. CBO estimates that the incremental cost of that mandate would be small and fall below the annual threshold established in the Unfunded Mandates Reform Act (UMRA) for private-sector mandates ($203 million in 2025, adjusted annually for inflation).

H.R. 1618 contains no intergovernmental mandates as defined in UMRA.

The CBO staff contacts for this estimate are Zunara Naeem (for federal costs) and Rachel Austin (for mandates). The estimate was reviewed by H. Samuel Papenfuss, Deputy Director of Budget Analysis.

H.R. 2617 would prohibit schools from using funds authorized by the Elementary and Secondary Education Act of 1965 to teach or advance concepts related to gender ideology as defined in Executive Order 14168, published in January 2025.

CBO expects schools to comply with the requirements in H.R. 2617 and that any federal funds that would have been used for that purpose under current law would be used for other purposes.

Based on the cost of implementing similar prohibitions, CBO estimates that the costs to the Department of Education to implement H.R. 2617 would be insignificant; any related spending would be subject to the availability of appropriated funds.

The requirements would apply only to students through grade eight.

CBO expects that schools will comply with the new requirements. As a result, CBO estimates enacting the bill would have no effect on federal spending for grants to elementary and secondary schools.

Based on the cost of similar activities, CBO estimates that the costs to the Department of Education to implement H.R. 2616 would be insignificant; any related spending would be subject to the availability of appropriated funds.

  • MIL-OSI USA: Five petroleum product pipelines were completed in the United States in 2024

    Source: US Energy Information Administration

    In-brief analysis

    April 21, 2025

In 2024, pipeline companies completed five pipeline projects to transport petroleum liquids in the United States, according to our recently updated Liquids Pipeline Projects Database. The five projects consisted of three hydrocarbon gas liquid (HGL) pipelines and two petroleum product pipelines.

    The completed projects are:

    • Texas Western Products system
Enterprise Products Partners’ Texas Western Products system is a conversion and reversal of a 60,000-barrel-per-day (b/d) pipeline that transports refined products (gasoline and diesel) from the Texas Gulf Coast to markets in the Mid-continent and Rocky Mountain regions. The system serves four key destinations: Gaines County, Texas; Jal, New Mexico; Albuquerque, New Mexico; and Grand County, Utah. It was completed in the fourth quarter of 2024.
    • Houston to El Paso refined petroleum products pipeline
ONEOK’s Houston to El Paso refined petroleum products pipeline system is a 30,000-b/d expansion along its existing route between Odessa and Crane, Texas. The new 30-mile, 16-inch pipeline increases the total capacity to approximately 1,000,000 b/d from Gulf Coast and Mid-Continent refineries to El Paso. It was completed in the first quarter of 2024.
    • Daytona NGL Pipeline
Targa Resource’s Daytona NGL Pipeline is a 400,000-b/d pipeline that transports Y-grade natural gas liquids (NGLs) from the Permian Basin to North Texas, where it connects with Targa’s Grand Prix NGL Pipeline. From there, NGLs move to Targa’s fractionation and storage complex in Mont Belvieu, Texas. The pipeline is approximately 400 miles in length with a 30-inch diameter and was completed in the fourth quarter of 2024.
    • Seminole Red Pipeline
Enterprise Products Partners’ Seminole Red Pipeline is a conversion of a 280,000-b/d crude oil pipeline back to an HGL pipeline while the company builds the Bahia Pipeline, another HGL pipeline project that will also service the Permian Basin. The pipeline transports Y-grade NGLs approximately 440 miles from the Permian Basin in West Texas to Enterprise’s fractionation and storage facilities in Mont Belvieu, Texas. The Seminole Red Pipeline was originally an HGL pipeline before it was converted to a crude oil pipeline in 2019. The conversion back to HGL service was completed in the first quarter of 2024.
    • West Texas NGL Loop
The West Texas NGL Loop developed by ONEOK is a 40,000-b/d expansion that increased the total pipeline capacity to 515,000 b/d. The looping expansion involved installing additional pipeline segments in parallel to the existing line, which extends along the West Texas NGL Pipeline route from the Permian Basin to multiple fractionation and storage facilities in Mont Belvieu, Texas. The company completed the project in the fourth quarter of 2024 and plans to add pump stations by mid-2025 to further expand capacity to 740,000 b/d.

Our Liquids Pipeline Projects Database contains information about projects at various stages of construction. In addition to these completed projects, we estimate there are nine announced pipeline projects and eight projects under construction in the United States. We estimate 17 projects have been permanently canceled since 2020.

Our Liquids Pipeline Projects Database compiles information on more than 270 future, ongoing, and past liquids pipeline projects in the United States. These pipelines carry crude oil, HGLs, and petroleum products—which include gasoline, diesel, jet fuel, and other refinery products. This database includes projects that date back to 2010. Our database contains project types, start dates, capacity, mileage, geographic information, and project status. We track expanded, reversed, converted, and new pipeline projects.

Some projects are connected to each other, with some pipelines doubling as segments of other longer lines that may carry the same fuels to their final destination. As a result, adding together the capacity of all projects would result in overestimating or double counting some pipeline capacity.

The Liquids Pipeline Projects Database complements our Natural Gas Pipeline Projects tracker. We update our Liquids Pipeline Projects Database based on the best available information from pipeline company websites, trade press reports, and government documents, such as U.S. Department of State permits for border crossings. We update the database twice each year. The data reflect reported plans and do not reflect our assumptions on the likelihood or timing of project completion.

    US Senate News:

Source: United States Senator Amy Klobuchar (D-Minn)

MINNESOTA – U.S. Senator Amy Klobuchar released the following statement on the passing of Pope Francis.

“John and I mourn the death of Pope Francis, who led the Catholic Church with humility and hope. He encouraged each and every one of us to consider our responsibility to uplift those most in need.

He did not just preach that value, he lived it. When I visited Vatican City in 2014, I saw him address the crowd gathered at St. Peter’s Square where he finished as he always did—by blessing those with disabilities first.

I was honored to be part of the escort committee that brought Pope Francis around the Capitol when he addressed Congress in 2015. That speech was a resounding call for us to put aside our differences and come together with a renewed spirit of cooperation in pursuit of the common good. One moment in particular stood out to me from that day – as the Pope was getting ready to address thousands of people gathered on the Mall, one of the security guards plucked a woman out with her baby, who Pope Francis blessed. He understood that faith exists in the moments big and small.

Pope Francis leaves behind a legacy of humility, compassion, and faith that will continue to inspire us all.”

  • MIL-OSI USA: Reps. Lawler, Bacon Lead Bipartisan Legislation To Support Youth Leadership Organizations

Source: US Congressman Mike Lawler (R, NY-17)

Washington, D.C. – 4/21/2025…  Reps. Mike Lawler (NY-17) joined Rep. Don Bacon (NE-02), Sanford Bishop (GA-02), Don Davis (NC-01), Monica De La Cruz (TX-15), Brian Fitzpatrick (PA-01), Doug LaMalfa (CA-01), Jimmy Panetta (CA-19), Eric Sorensen (IL-17), and David Valadao (CA-22) introduced the bipartisan Youth Lead Act last week.

This bill allows the Secretary of Agriculture to provide grants to support the operations of Future Farmers of America (FFA), 4-H, and the Scouts. These are preeminent youth leadership organizations in the United States with approximately eight million youth taking part.  Participation in these organizations helps children make lifelong friendships and learn leadership and life skills. The grant program authorizes $5 million annually from 2024 to 2028.

“In the Hudson Valley, youth organizations like the Girl Scouts, Boy Scouts, 4-H, and FFA have long helped shape the next generation of leaders,  teaching kids the value of service, responsibility, and community. The Youth Lead Act will ensure that young people in rural towns and small communities get the opportunity to grow and thrive. I’m proud to support the effort to expand access to these formative youth programs in New York state and nationwide,” said Congressman Mike Lawler.

“Every year, I meet with youth involved in FFA, 4-H, and Scouts,” said Congressman Don Bacon. “They are always impressive and possess a strong work ethic, valuable life skills, and a commitment to teamwork. Ensuring our youth can participate in these great organizations helps to secure our country’s future leadership in agriculture and numerous other industries.”

“As an Eagle Scout, I know firsthand the transformative impact youth organizations have – instilling discipline, purpose, and a deep commitment to service. The Youth Lead Act strengthens that impact by expanding access to proven programs like the Scouts, 4-H, and FFA. When we equip young people with these lifelong values and leadership skills, we’re not just preparing them for success – we’re preparing our nation for a stronger future,” said Congressman Brian Fitzpatrick.

“Youth organizations like FFA, 4-H Council, and Scouting play a vital role in developing the leaders and citizens of tomorrow,” said Congressman Jimmy Panetta.  “By expanding federal investments in these programs, we can support their critical work in equipping young people with the skills they need to succeed in their careers and contribute to their communities. Congress must continue to invest in the next generation, and I’m proud to co-lead this effort to shape a brighter future.”

“Growing up, I learned how important it is to work hard, be part of a team, and help others—and that’s exactly what programs like FFA, 4-H, and the Scouts teach,” said Congressman Eric Sorensen. “The Youth Lead Act helps support these awesome groups so more kids in our community can build confidence, learn new skills, and become great leaders. When we believe in our young people, we believe in a brighter future for everyone.”

“As someone who grew up in a rural town, I know firsthand the positive impact youth organizations can have on our community,” said Congressman David Valadao. “From teaching leadership skills to providing volunteer opportunities, programs like Girl Scouts, Boy Scouts, 4-H, and FFA are an important outlet for young people in rural America. I’m proud to support this bipartisan effort to ensure our youth can participate in these programs no matter where they live.”

Congressman Lawler is one of the most bipartisan members of Congress and represents New York’s 17th Congressional District, which is just north of New York City and contains all or parts of Rockland, Putnam, Dutchess, and Westchester Counties. He was rated the most effective freshman lawmaker in the 118th Congress, 8th overall, surpassing dozens of committee chairs.

  • MIL-OSI Canada: Statement by the Prime Minister on the passing of His Holiness Pope Francis

Source: Government of Canada – Prime Minister

The Prime Minister, Mark Carney, today issued the following statement on the passing of His Holiness Pope Francis:

“Today, I join Canadians and Catholics around the world in mourning the passing of His Holiness Pope Francis, Bishop of Rome – a shepherd of deep moral clarity, spiritual courage, and boundless compassion. From every corner of the globe, the prayers of the faithful go with Pope Francis as he journeys to his eternal rest.

“Through his teachings and actions, Pope Francis redefined the moral responsibilities of leadership in the 21st century. In Laudato si’ (Praised Be), his landmark encyclical, he gave voice to ‘the cry of the earth and the cry of the poor’, reminding us that ecological degradation and social injustice are deeply intertwined and demand our shared, urgent leadership.

“His vision of fairness between the generations was rooted in concrete calls for action, policy, and personal responsibility. I had the privilege of working alongside His Holiness and his team through his Council for Inclusive Capitalism, and I saw firsthand his unwavering commitment to placing human dignity at the centre of our economic and political systems.

“At the Vatican meeting in 2014, ‘The Global Common Good: Towards a More Inclusive Economy’, Pope Francis issued a challenge that has guided me ever since. He likened humanity to wine – rich, diverse, full of spirit – and the market to grappa – distilled, intense, and at times disconnected. He called on us to ‘turn grappa back into wine’, to reintegrate human values into our economic lives.

“His Holiness understood, and taught, that value in the market must never eclipse values in society. He showed us that we must not only measure what we value, but also value what truly matters.

“With his visit to Canada and apology to Indigenous Peoples on residential schools, His Holiness heard from Survivors and their descendants about that system’s legacy of searing and enduring pain, and met it with an important step of accountability and healing on the shared path toward reconciliation.

“He extended his papacy to the furthest margins, always attentive to the poor and most vulnerable, as in all aspects of his lifelong service.

“Pope Francis leaves a spiritual and ethical legacy that will shape our collective conscience for generations to come. May we honour his memory by continuing to work for a world that reflects the solidarity, justice, and sustainability that he so powerfully embodied.

    “Requiescat in pace.”

    Source: Securities and Exchange Commission

The Securities and Exchange Commission today announced an award of approximately $6 million to joint whistleblowers who provided new information that led to the opening of an examination and provided a roadmap for an enforcement action that resulted in the covered action.

“Today’s award illustrates that the agency can leverage whistleblower information in various ways, including by prompting an examination,” said Jonathan Carr, Acting Chief of the SEC’s Office of the Whistleblower. “If that examination ultimately results in an enforcement action, the whistleblower may be eligible for an award.”

Payments to whistleblowers are made out of an investor protection fund, established by Congress, which is financed entirely through monetary sanctions paid to the SEC by securities law violators. Whistleblowers may be eligible for an award when they voluntarily provide the SEC with original, timely, and credible information that leads to a successful enforcement action. Whistleblower awards can range from 10 to 30 percent of the money collected when the monetary sanctions exceed $1 million.

As set forth in the Dodd-Frank Act, the SEC protects the confidentiality of whistleblowers and does not disclose any information that could reveal a whistleblower’s identity.

WASHINGTON, DC – Today, press reports indicated that Secretary of Defense Pete Hegseth created a Signal chat with his wife, brother, personal lawyer, and senior defense officials, within which he disclosed likely classified intelligence about active U.S. military strikes in Yemen.

U.S. Senator Jack Reed (D-RI), the Ranking Member of the Senate Armed Services Committee, issued the following statement in response:

“If true, this incident is another troubling example of Secretary Hegseth’s reckless disregard for the laws and protocols that every other military servicemember is required to follow. He must immediately explain why he reportedly texted classified information that could endanger American servicemembers’ lives on a commercial app that included his wife, brother, and personal lawyer. I urge the Department of Defense Office of Inspector General to include this latest incident in its ongoing investigation of Mr. Hegseth’s mishandling of classified information.

“Since he was nominated, I have warned that Mr. Hegseth lacks the experience, competence, and character to run the Department of Defense. In light of the ongoing chaos, dysfunction, and mass firings under Mr. Hegseth’s leadership, it seems that those objections were well-founded. Accountability starts at the top, and I have grave concerns about Secretary Hegseth’s ability to maintain the trust and confidence of U.S. servicemembers.”

  • MIL-OSI USA: RI Delegation Helps Launch New Equipment for Warwick FD

    US Senate News:

Source: United States Senator for Rhode Island Jack Reed

WARWICK, RI – After delivering a $1 million federal Assistance to Firefighters Grant (AFG), U.S. Senators Jack Reed and Sheldon Whitehouse and Congressman Seth Magaziner today helped the Warwick Fire Department place state-of-the-art pieces of equipment into service to ensure local firefighters can safely and effectively respond to emergencies throughout the community.

The delegation joined Mayor Frank Picozzi, Fire Chief Peter McMichael, and Warwick firefighters to celebrate the AFG award and to officially launch 72 new self-contained breathing apparatus (SCBA) units.

“Ensuring that our firefighters have modern, updated equipment to keep them safe is critical. I was pleased to work with my colleagues to deliver this funding to Warwick and provides dozens of new SCBA units that will ensure firefighters can respond to emergencies safely, efficiently, and effectively,” said Senator Reed, a member of the Senate Appropriations Committee.

“The men and women of the Warwick Fire Department do heroic work every day to protect their community,” said Whitehouse.  “I’m glad to help deliver this federal funding to ensure Warwick’s first responders have access to the tools they need to do their job safely and effectively.”

“Warwick firefighters are among Rhode Island’s bravest, and we owe it to them to make sure they have the tools they need to do their jobs,” said Magaziner. “Bringing home $1 million in federal funding for new breathing equipment is one way Rhode Island’s congressional delegation is stepping up to meet that responsibility and have the backs of local firefighters. I’ll keep fighting for first responders to get them whatever they need to keep Rhode Islanders safe.”

“I want to thank Senators Reed, Whitehouse and Congressman Magaziner for their ongoing efforts in securing funding to ensure the safety of not only our residents, but our firefighters,” said Mayor Picozzi.  “This new equipment will be instrumental in protecting our first responders, and for that I am grateful.”

The new equipment launched today replaces outdated SCBA units that are no longer compliant with operational standards established by the National Fire Protection Association (NFPA). An SCBA is a device worn by firefighters and other rescue workers that provides breathable air and necessary protection against harmful toxins in what are called Immediate Danger to Life and Health (IDLH) atmospheres.

Thanks to Rhode Island’s congressional delegation, Rhode Island’s fire departments received a record-breaking amount of federal funding last year through the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Assistance to Firefighters Grant (AFG) and Staffing for Adequate Fire & Emergency Response (SAFER) grant funding, with a total of nearly $30 million for firefighters and first responders across the state.
