  • MIL-OSI Africa: President Ramaphosa arrives in Brazil ahead of Rio Summit

    Rio de Janeiro, Brazil – President Cyril Ramaphosa is in Rio de Janeiro, Brazil for his working visit to attend the 17th BRICS Summit, which kicks off today.

    The President, who arrived on Saturday evening, will attend the Brazil, Russia, India, China, and South Africa (BRICS) Summit at the invitation of President of Brazil, Luiz Inacio Lula da Silva.

    Ahead of the high-level engagements, officials and delegations could be seen entering and exiting the summit venue making final preparations, while tight security measures were in place. 

    The objectives for this year’s summit include highlighting the ongoing humanitarian impact of Israeli military action in Gaza and in conflicts in Sudan, Ukraine and Iran; and advocating for the sustainable resolution of conflicts through diplomacy, inclusive dialogue, and a commitment to the United Nations Charter.

    The summit, taking place from 6 to 7 July 2025, will also explore ways of expanding tangible trade, tourism, investment, and financial cooperation within BRICS and with BRICS partner countries.

    “For South Africa, these deliberations will enhance our efforts to further diversify trade and enhance resilience, growth and development. The summit will look into synergies between BRICS, COP30 (Conference of the Parties) and G20 (Group of Twenty) outcomes, including in global governance of artificial intelligence and prioritising climate finance that is just, accessible, and transformational.

    “BRICS leaders will continue advocating for the reform of global governance systems to be more inclusive and representative of contemporary realities. This includes the goal of countries of the South for more meaningful participation of the global South in global decision-making processes and structures, including in the United Nations Security Council,” the Presidency said.

    The specific objectives of South Africa’s engagement in BRICS are:
    • To enhance the future growth and development of South Africa through its BRICS membership.
    • To strengthen intra-BRICS relations and develop mutually beneficial cooperation across the three pillars of cooperation, political and security, financial and economic, and cultural and people-to-people cooperation.
    • To shape global governance reform to be more equitable, balanced and representative.

    South Africa has emphasised concrete cooperation that contributes both directly and indirectly to the priorities of a better South Africa, a better Africa, and a better world through its partnership in BRICS.

    During the 17th BRICS Summit, session leaders are expected to deliberate on topics, including global governance reform, peace, and security, including a report by National Security Advisors.

    “Heads of State and government will discuss a BRICS Leaders Statement on Global Governance of Artificial Intelligence. This will be followed by the adoption of a BRICS Leaders Framework Declaration on Climate Finance and the launch of the BRICS Partnership for the Elimination of Socially Determined Diseases.”

    The summit will conclude with the adoption of the Rio de Janeiro Declaration.

    The summit will be attended by leaders of the BRICS member states, including Brazil, Russia, India, China, South Africa, Egypt, Ethiopia, Iran, Saudi Arabia, the United Arab Emirates, and Indonesia.

    Member states participate in all BRICS meetings, while partner states participate principally in summits. Partner states may be invited to other meetings of the association if members agree on this.

    Leaders of BRICS partner countries will come from Belarus, Bolivia, Kazakhstan, Cuba, Malaysia, Nigeria, Thailand, Uganda and Uzbekistan.

    The Rio Summit will also be attended by leaders of outreach countries, which in the BRICS system are countries from the region, where the rotational Presidency is located.

    In this context, Bolivia, Chile, Colombia, Mexico and Uruguay have also been invited by the Government of Brazil to participate in the Rio gathering. 

    The United Nations, the African Union (AU) and International Organisations will also participate.

    Leaders of all BRICS members are confirmed for the Rio Summit with President Putin participating virtually and China represented by Premier Li Qiang.

  • MIL-OSI China: Anhui backs high-tech growth with push into smart mobility, space tech

    China’s government work report this year highlighted intelligent connected new energy vehicles and emerging industries, including commercial aerospace and the low-altitude economy, as key areas for rapid development.

    In eastern China, Anhui province is focusing on building up these new quality productive forces, aiming to promote the successful completion of the 14th Five-Year Plan (2021-2025) through high-quality economic growth.

    Smart EV industry gains momentum

    Anhui has taken proactive steps to grow its smart electric vehicle industry as the automotive sector shifts toward electrification and new technology.

    In April, the province issued trial guidelines for the management of road testing and demonstration applications of intelligent connected vehicles. Last year, Hefei, the provincial capital, was named one of China’s first pilot cities for vehicle-road-cloud integration.

    A standout example is the Maextro Super Factory, a smart manufacturing plant in Hefei jointly developed by Anhui Jianghuai Automobile Group and Huawei. The facility integrates digital research and development with green, low-carbon manufacturing. 

    The Maextro S800 flagship sedan debuted on May 30, with more than 500 ultra-luxury vehicles pre-ordered within 19 days, helping to fill a gap in China’s domestic high-end car market.

    Wei Dawei, director of the Maextro Super Factory, said the S800 features the industry’s first independently developed intelligent digital chassis platform, enabling predictive control for bumpy roads and curves. It also uses Huawei’s ADS 4 intelligent assisted driving system, which the company says cuts end-to-end latency by 50% and boosts traffic efficiency by 20%.

    Expanding the low-altitude economy

    Hefei is also moving quickly to grow its low-altitude economy. In June 2024, city officials rolled out a policy package to support the sector, offering up to 20 million yuan ($2.79 million) in annual funding and up to 100 million yuan in total for newly established low-altitude economy research institutions.

    Today, more than 300 companies in Hefei are working in the low-altitude sector, building a complete industrial chain for drone R&D, testing, production and operations. The city has built China’s first urban air mobility hub and launched more than 200 drone flight routes, providing services such as medical supply delivery, rail inspection and food delivery.

    Hefei-based Hey Airlines became the first company in China to receive an operation certificate for autonomous passenger drones from the Civil Aviation Administration of China on March 28, marking the start of the country’s first nationwide passenger drone service.

    To ensure safety, Hey Airlines’ pilotless EH216-S electric vertical takeoff and landing (eVTOL) aircraft is equipped with backup systems for all key flight components. Each unit is fitted with its own security key and strong data encryption to prevent unauthorized access. The flight control system has a fail-safe feature that monitors the aircraft’s health in real time and can trigger an emergency landing if needed.

    Peng Sixuan, marketing director at Hey Airlines, said the company currently offers sightseeing services but plans to expand with options such as aerial weddings and hotel transfers, aiming to make air taxis a reality.

    He said a cargo version of the eVTOL, which can carry up to 250 kilograms, is well suited for delivering supplies to remote or mountainous areas. The company also has a firefighting model designed for rapid response to high-rise urban fires.

    Commercial space industry takes off

    Anhui is also moving into the commercial space industry, with Bengbu city emerging as a key hub. Bengbu has signed agreements with 16 commercial space companies, with total planned investment reaching 5.52 billion yuan. The city is home to three major enterprises and two nationally recognized high-tech firms in the sector.

    The China Bengbu Commercial Aerospace Industrial Park, Anhui’s first dedicated platform for the commercial space industry, opened on May 10.

    The 0.43-square-kilometer park includes a center for space technology innovation, four production bases for rocket engines, satellite manufacturing, reusable spacecraft assembly and new material production, as well as multiple platforms for industry integration and applications. The project aims to build a major commercial aerospace manufacturing hub in the Yangtze River Delta region.

    One of the companies operating in the new park is Lingkong Technology Co. Ltd. which provides design services for rockets and high-speed aircraft.

    “Our company is focused on cultivating new quality productive forces. In 2024, our output value reached 45 million yuan, and we expect that figure to double this year,” said Yang Wei, general manager of Lingkong Technology. “Our new plant in the industrial park has been completed and will be ready for move-in after final inspections and interior work.”

    Bengbu has established a comprehensive funding system to support commercial space companies at every stage of development, from seed and early growth to maturity. The total value of the fund cluster is expected to exceed 40 billion yuan this year.

  • US blames Hamas for attack that hurt two US aid workers in Gaza

    The United States on Saturday blamed Hamas for an attack that injured two American aid workers from the Gaza Humanitarian Foundation at a food distribution site in Gaza.

    The U.S.- and Israeli-backed GHF said in a statement that the injured Americans were receiving medical treatment and were in a stable condition with non-life-threatening injuries.

    “The attack – which preliminary information indicates was carried out by two assailants who threw two grenades at the Americans – occurred at the conclusion of an otherwise successful distribution in which thousands of Gazans safely received food,” the GHF said.

    U.S. State Department spokesperson Tammy Bruce blamed “Hamas terrorists” for the attack.

    “This act of violence against the people actually bringing relief to Gazans lays bare the depravity of Hamas,” she said in a post on X.

    “GHF has contributed over 62 MILLION MEALS – nothing will stop these courageous aid workers. We are praying for the rapid recovery of the injured Americans.”

    The Israeli military earlier accused what it called “terrorist organisations” of sabotaging the distribution of aid in Gaza.

    GHF, which began distributing aid in Gaza in May, employs private U.S. military contractors to provide security at their sites.

    Gaza has seen an escalation in violence as efforts continue to reach a ceasefire agreement. Hamas on Friday said it had responded positively to a U.S.-brokered deal and was prepared to enter talks. U.S. President Donald Trump is scheduled to meet Israeli Prime Minister Benjamin Netanyahu on Monday.

    KILLINGS NEAR AID DISTRIBUTION SITES

    Gazan authorities reported at least 70 people have been killed in the territory by the Israeli military in the last 24 hours, including 23 near aid distribution sites. The ministry did not specify where or how exactly they had been killed.

    The Israeli military had no immediate comment on the reports.

    In a statement on Friday, the military said troops had killed 100 militants in Gaza in the past week, and that it had “operational control” over 65% of Gaza after an offensive against Hamas fighters in the north.

    The Hamas-run interior ministry in Gaza on Thursday had warned residents of the coastal enclave not to assist the GHF, saying deadly incidents near its distribution sites endangered hungry Gazans.

    The GHF bypasses traditional aid channels, including the United Nations, which says the U.S.-based organisation is neither impartial nor neutral.

    Since Israel lifted an 11-week aid blockade on Gaza on May 19, the U.N. says more than 400 Palestinians have been killed while seeking aid handouts. A senior U.N. official said last week that the majority of people killed were trying to reach aid distribution sites of the GHF.

    The latest bloodshed in the decades-old Israeli-Palestinian conflict was triggered in October 2023, when Hamas attacked southern Israel, killing around 1,200 people and taking 251 hostages, according to Israeli tallies.

    Gaza’s health ministry says Israel’s retaliatory military assault on the enclave has killed over 57,000 Palestinians. It has also caused a hunger crisis, internally displaced Gaza’s entire population and prompted accusations of genocide and war crimes. Israel denies the accusations.

  • MIL-OSI China: Experts urge vigilance over AI’s threat to global security, humanity

    Decision-makers and strategists attending the 13th World Peace Forum have sounded the alarm over the risks posed by artificial intelligence (AI).

    The three-day event, which wrapped up on Friday in Beijing, put AI in the spotlight, featuring two dedicated panels that examined its risks and regulation, as well as its expanding role in armed conflict.

    Regarding AI risk and regulatory challenges, a widely held view among participants was that the use of AI must never come at the expense of human safety, and that life-and-death decisions should always remain in human hands, rather than being delegated to machines.

    “We have to be very careful that we don’t unintentionally unleash the power of AI in a way that would harm people,” said Balthasar Staehelin, personal envoy of the president to China for the International Committee of the Red Cross (ICRC), “there is an ethical responsibility here — one that must always be considered in light of international humanitarian law.”

    Advancements in information technology have enabled AI’s widespread use in conflict scenarios, yielding both promising and troubling results. The ICRC and other humanitarian organizations, for example, are deploying AI to match individuals searching for displaced family members, as their names may be spelled slightly differently in Arabic, and to help plan the best routes for refugees fleeing conflict zones.

    AI has been used in mine clearance, too. Low-flying drones equipped with AI technology can help detect mines, a way far more efficient than previous methods.

    Unfortunately, AI has also been employed to search for, track and identify combatants, and even lock onto targets, raising serious concerns about the growing role of robots in lethal operations, potentially even taking human lives.

    This unease is hardly new. As early as 1942, science-fiction writer Isaac Asimov proposed his “Three Laws of Robotics,” which included the rule: “A robot may not injure a human being or, through inaction, allow a human being to come to harm.”

    In an interview with Xinhua this March, Staehelin also noted that the act of killing in war should always be a human decision, not one made by AI.

    This warning was echoed by Bruno Angelet, Belgian Ambassador to China, who believed that accountability for battlefield decisions must always rest with people, not machines. “It is a person who decides that the system can make decisions, and it is a person who is accountable. There is no stone or computer that will be accountable,” he said.

    Reinforcing this perspective, Zeng Yi, founding dean of Beijing Institute of AI Safety and Governance, observed that AI acts as a mirror — reflecting humanity’s choices and exposing whether our actions are truly responsible, especially when reckless decisions by individuals threaten to endanger society as a whole.

    Xiao Qian, deputy head of the Center for International Security and Strategy at Tsinghua University, furthered the discussion by highlighting the legal ambiguity and difficulties in assigning accountability in AI-led actions.

    If a drone misidentifies a target, it becomes extremely challenging to determine who is responsible — the programmer, the commander, or the machine itself — sparking ongoing debate. Many AI systems also operate as black boxes, making legal compliance and effective oversight nearly impossible, she said.

    Christian Bessiere, research professor at the French National Center for Scientific Research and the University of Montpellier, broke down AI’s risks into four main categories: economic, “black box” opacity, cultural, and military. On regulation, he cautioned against excessive oversight that could stifle innovation and advocated for the creation of a strong, independent, non-profit international body to provide regulatory guidance.

    Turning to the question of global AI governance, Gong Ke, executive director of the Chinese Institute of New Generation Artificial Intelligence Development Strategies, identified escalating geopolitical tensions as the greatest risk facing international cooperation on AI.

    He added that a key challenge is making AI governance more inclusive, ensuring that all countries and stakeholders have a seat at the table.

    Yet even reaching the smallest consensus on AI governance remains extremely challenging amid ongoing geopolitical strains and competing national interests, observed Xiao Qian.

    She noted that while scientific groups are actively launching initiatives to raise awareness about the risks of military AI, these efforts have yet to receive significant attention or respect from governments.

    Themed “Advancing Global Peace and Prosperity: Shared Responsibility, Benefit and Achievement,” the forum, which ran from July 2 to 4, was hosted by Tsinghua University and the Chinese People’s Institute of Foreign Affairs.

  • PM Modi receives grand welcome in Brazil, interacts with Indian Diaspora

    Prime Minister Narendra Modi received a grand welcome from the Indian community on Saturday (local time) upon his arrival in Rio de Janeiro for a four-day visit to Brazil. During this visit, he will participate in the 17th BRICS Summit and undertake a State Visit.

    In a post on X, PM Modi said, “Members of Brazil’s Indian community gave a very vibrant welcome in Rio de Janeiro. It’s amazing how they remain connected with Indian culture and are also very passionate about India’s development! Here are some glimpses from the welcome…”

    Members of the Indian diaspora greeted the Prime Minister with vibrant traditional dances and folk songs. One of the highlights was a dance performance themed on Operation Sindoor, with the patriotic song “Ye Desh Nahi Mitne Dunga” resonating through the venue.

    In a gesture of cultural harmony, a Brazilian music group also performed devotional songs, showcasing India’s rich spiritual and cultural heritage.

    Prime Minister Modi will attend the 17th BRICS Leaders’ Summit from July 6 to 7. During the Summit, he will exchange views with other leaders on pressing global issues, including peace and security, strengthening multilateralism, the responsible use of artificial intelligence, climate action, global health, and economic and financial matters. According to official sources, the Prime Minister is also expected to hold several bilateral meetings on the sidelines of the Summit.

    As part of the State Visit, PM Modi will travel to Brasilia for bilateral talks with Brazilian President Luiz Inácio Lula da Silva. Discussions will focus on deepening the Strategic Partnership between the two nations in areas of mutual interest such as trade, defence, energy, space, technology, agriculture, health, and people-to-people ties.

    Earlier, members of the Indian community, who had gathered to welcome the Prime Minister, expressed their excitement and pride.

    “I am from Gujarat and have been living in Brazil for a long time. We are thrilled and feel privileged and honoured to welcome our Prime Minister today,” said Vijay Solanki, a member of the Indian diaspora.

    Another member of the diaspora, Pooja, shared, “I am from Gujarat and have been living in Brazil for the past three years. I am very excited to meet him.”

    PM Modi arrived in Brazil after concluding his visit to Argentina, where he held a bilateral meeting with Argentine President Javier Milei.

    Following his engagements in Brazil, the Prime Minister will travel to Namibia on July 9, where he is also scheduled to address the Namibian Parliament.

    PM Modi is currently on a five-nation, eight-day tour (July 2 to July 9) that began in Ghana. From there, he travelled to the Caribbean nation of Trinidad and Tobago, followed by Argentina, and now Brazil.

    A Chinese representative on Friday delivered a joint statement on behalf of more than 70 countries at the annual thematic panel discussion on technical cooperation and capacity-building, held during the 59th session of the United Nations Human Rights Council (UNHRC).

    The joint statement, titled “Artificial Intelligence (AI) for Promoting Accessibility,” was delivered by Chen Xu, permanent representative of China to the United Nations Office at Geneva and other international organizations in Switzerland. It called for strengthened technical assistance and capacity-building in this field to help all countries benefit from AI development.

    The statement underscored that building an accessible environment is a hallmark of human civilization and an essential safeguard for ensuring that everyone enjoys human rights. It noted that AI holds tremendous potential to remove physical, informational, and cultural barriers through innovative solutions and to foster inclusive social development.

    The joint statement put forward three key proposals: first, to uphold a people-centered approach by ensuring that the development of AI fully respects, promotes, and protects human rights; second, to advance inclusive development by making sure that the benefits of AI are shared by all and contribute to equal opportunities and inclusive growth; and third, to pursue win-win cooperation by increasing financial and technical support for developing countries and enhancing global AI governance through international cooperation.

    The joint statement marks an important step in implementing the resolution on equal accessibility for all, led by China as one of the main sponsors at the UNHRC.

    It also marks the latest in a series of joint statements initiated by China at the UNHRC on the theme of “AI for Human Rights.” Previous statements focused on using AI to promote the rights of persons with disabilities (53rd session), children (55th session), and women (56th session), all of which received broad support and positive feedback from UN member states.

    No dull rows of chairs and tables, no endless slides of charts and numbers — instead, a gleaming statue of Hermes, the Olympian god of competition and the “god of esports,” took center stage, while a virtual concert “on Mars” blazed across a giant screen in the background.

    Standing out among the meeting venues at the 2025 Global Digital Economy Conference, this hall hosted one of its headline events, the International Esports Development Forum, where industry leaders and players gathered to explore how esports is transforming entertainment and fueling growth in the global digital economy.

    Industry observers believe that esports has grown into an emerging industry that can no longer be ignored, with more and more traditional sports events now including esports competitions.

    At the 19th Asian Games in Hangzhou, for example, esports made its debut as an official medal event, where the Chinese team took home four gold medals across seven categories.

    The 20th Asian Games in Japan’s Aichi-Nagoya in 2026, will expand esports events even further, featuring 11 disciplines including Pro Evolution Soccer and League of Legends. Meanwhile, the International Olympic Committee has announced that the first Olympic Esports Games will be held in Saudi Arabia in 2027.

    The intensity, the focus, and the sheer will to win that esports players exhibit are no different from other athletes, according to Nicholas Khoo, advisor to the Board of Directors of the Global Esports Federation.

    Khoo called the rise of esports “unstoppable,” with growing public attention and an expanding global market adding fresh momentum to the development. At the same time, the inclusion of esports in the event systems of the International Olympic Committee is further promoting the sport’s healthy growth.

    “Esports today is driving the digital economy, which stays as a primary engine of global growth,” said Irina Bokova, former director-general of UNESCO, at the forum. “Within this ecosystem, esports is rapidly emerging as a transformative force. It is redefining the boundaries between entertainment sports and technology while forging connections that transcend international borders and linguistic barriers.”

    Participants noted that China boasts the world’s largest esports market, leading globally in both player base and industry growth potential.

    According to the 2024 China esports industry report released by China Audio-video and Digital Publishing Association, the number of esports users in China reached 490 million in 2024, up 0.42 percent year on year, marking the largest esports user base in the world. Meanwhile, the industry’s actual sales revenue stood at 27.57 billion yuan (about 3.85 billion U.S. dollars) in 2024, an increase of 4.62 percent from the previous year.

    That scale is powered by new technology. According to Li Ji, an industry analyst, today’s esports industry is built on a fully digital foundation, seamlessly integrating frontier technologies, from computing power to algorithms and artificial intelligence, and stands as a model of cross-sector innovation.

    “Esports is becoming a testing ground for cutting-edge innovations such as network communications, augmented reality and artificial intelligence,” said Li Xiaolei, vice chairman of the China Culture Administration Association. “From the perspective of culture, through innovative storytelling and character-based performances, esports is taking Chinese stories to the world in a way that resonates with young people.”

    Highlighting the great potential of the sector, Li Xiaolei said that China’s esports market size is expected to surpass 300 billion yuan in 2026, driving the scale of related industries beyond 1 trillion yuan, becoming an important growth driver of the digital economy.

    According to the global esports industry development report co-released by an institute under China Media Group (CMG) and China’s esports giant Tencent, four Chinese cities, Shanghai, Beijing, Chengdu and Shenzhen, ranked among the top ten on the global esports city influence index. He Wenyi, secretary-general of the national sports industry research base at Peking University, noted that policy support will be essential to foster new business models as the industry evolves.

    China’s cities are already well-positioned to tap into this promising industry. Ranking first on the esports city influence index list, Shanghai proposed the vision of becoming a global esports capital in 2017. In 2019, the city issued 20 measures to promote the healthy development of the esports industry.

    The Chinese capital is another major player. In June this year, Beijing issued measures to support the high-quality development of its gaming and esports industry. These measures aim to support enterprises in game development and publishing within Beijing, while promoting industrial clustering domestically and encouraging companies to expand overseas.

    “Beijing will fully leverage its strengths in technological innovation and international exchange to develop the esports industry into a key engine for building itself into a benchmark city in the global digital economy,” said Xu Xinchao, deputy secretary general of the Beijing municipal government.

    While esports is booming in China, the industry faces many challenges. A report from a research institute under People.cn found that many tournaments and clubs remain heavily dependent on sponsorships and prize money, leaving them vulnerable in economic downturns. Experts also caution against blind expansion without thoughtful planning. Cities often adopt similar strategies without leveraging their unique strengths, risking repetitive and uncompetitive development.

  • MIL-OSI United Nations: UNDRR and INTOSAI WGEA deepen collaboration on environmental auditing for disaster risk reduction

    The United Nations Office for Disaster Risk Reduction (UNDRR) joined global auditors at the Assembly of the International Organization of Supreme Audit Institutions (INTOSAI) Working Group on Environmental Auditing (WGEA), that took place in Malta from 1 to 3 July 2025. Represented by Mr. Animesh Kumar, Head of the UNDRR Office in Bonn, UNDRR’s engagement underscores its growing collaboration with WGEA to strengthen national oversight of disaster risk reduction (DRR) through environmental auditing.

    HAIKOU, July 5 (Xinhua) — Located in the coastal town of Boao in south China’s Hainan Province, the Boao Lecheng International Health Tourism Pilot Zone is fast becoming a leading healthcare and innovation hub in China, attracting increasing attention from around the world.

    The pilot zone, which is considered the only special medical service zone in China, hosts more than 30 leading domestic and foreign medical institutions.     Canadian figure skating coach Mark Batka, suffering from growing tumors on his chest and back that were hampering his ability to work, decided to have surgery during a four-day recuperation trip to the pilot zone.

    “In Canada it’s more expensive and it takes time to get an appointment for the surgery. And since I was here, I decided to give it a try and I was very happy, I think it went very well,” he said.

These routes are increasingly popular around the world. The pilot zone has also become a key platform supporting Hainan’s efforts to become a hub for international tourism and consumption.

    By the end of 2024, more than 410,000 people had taken medical tours in the pilot zone, which is 36.76 percent more than in the previous year. Since the beginning of this year, 188,300 tourists from countries such as Canada, Spain, Russia, Uzbekistan and Cuba have already visited the zone to use medical services.

    Rio de Janeiro, Brazil – All eyes are on Rio de Janeiro, Brazil as the city prepares to welcome Heads of State and delegations from across the world for the 17th BRICS Summit.

    The Brazil, Russia, India, China, and South Africa (BRICS) nations will converge in the metro for high-level engagements at the Summit taking place on 6 and 7 July 2025.

    Originally comprising Brazil, Russia, India, China, and South Africa, BRICS has since expanded to include Egypt, Ethiopia, Iran, and the United Arab Emirates. The new members were invited to join during the Johannesburg BRICS Summit, held in South Africa, in August 2023.

    BRICS brings together major emerging economies, collectively representing around 49.5% of the global population, around 40% of the global Gross Domestic Product (GDP), and around 26% of global trade.

    In preparing for the upcoming event, Rio has heightened security measures. On Friday afternoon, military personnel were deployed at strategic venues and sites, including hotels and museums.

    Trucks delivering furniture and vehicles transporting international delegates were also seen entering and exiting the summit venue.

    South African President Cyril Ramaphosa is scheduled to arrive in Rio de Janeiro on Saturday, while Russian President Vladimir Putin is expected to participate virtually.

    Representing the United Arab Emirates (UAE), His Highness Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, will lead the UAE delegation on behalf of His Highness Sheikh Mohamed bin Zayed Al Nahyan, President of the UAE.

    Brazil assumed the BRICS Chairship on 1 January 2025 with the theme: “Strengthening Global South Cooperation for more Inclusive and Sustainable Governance”.

    SHANGHAI, July 5 (Xinhua) — LEGOLAND Shanghai Resort officially opened its doors to the first wave of excited visitors at 10 a.m. Saturday. It is the first LEGOLAND theme park in China and the largest in the world at the time of its opening.

    The grand opening ceremony, which took place at LEGO Plaza, featured the iconic giant LEGO Dada figure as a backdrop, drawing cheers from local and international guests.

    Located in Shanghai’s Jinshan District, the 318,000-square-meter resort is a LEGO theme park and hotel for children aged 2 to 12 and their families. It is divided into eight themed zones and features more than 75 interactive rides, shows and entertainment facilities.

    LEGOLAND Shanghai Resort is a joint investment project of Shanghai Guoyi Investment Management Co., Ltd., KIRKBI, Merlin Entertainments and CMC Inc.

    PARIS, July 5 (Xinhua) — China and France should uphold multilateralism and defend free trade rules in the face of unilateral bullying that undermines the international order, Chinese Foreign Minister Wang Yi, a member of the Political Bureau of the Communist Party of China Central Committee, said here on Friday during talks with French Foreign Minister Jean-Noel Barrot.

    He noted that under the strategic guidance of the two heads of state, China and France have maintained high-level exchanges, strengthened strategic coordination, and deepened mutual understanding and trust.

    Beijing and Paris successfully held meetings of the China-France high-level people-to-people exchange mechanism and called for using both civilizations to promote mutual learning and remove artificial barriers, Wang said.

    This year marks the 80th anniversary of the victory in the World Anti-Fascist War and the founding of the UN, the minister noted. Over the past 80 years, China and France have made the right strategic choices at key historical moments, and have jointly influenced and shaped global development, demonstrating the strategic and forward-looking nature of interstate relations, he added.

    In the face of the negative impact of unilateral bullying on the international order, China and France, as permanent members of the UN Security Council and large independent countries, should shoulder the mission of the times, uphold the practice of multilateralism, defend the rules of free trade, and work together to shoulder the responsibility for world peace, contribute to global development and promote the progress of mankind, Wang Yi said.

    He also expressed confidence that the French side will continue to adhere to the one-China principle and protect the political foundation of bilateral relations.

    Wang Yi called on the two sides to continue to deepen cooperation in traditional key areas such as nuclear energy, aviation and astronautics, and expand cooperation in new areas such as artificial intelligence, green energy, biotechnology and the silver economy.

    According to him, China encourages its competitive companies to invest in the French economy and hopes that the French side will provide them with a fair, transparent, non-discriminatory and predictable business environment.

    In turn, Jean-Néon Barrot said that in today’s complex international situation, Franco-Chinese and European-Chinese relations should provide the world with more energy of stability and rationality. Paris and Beijing maintain close high-level exchanges, have achieved positive results in practical cooperation and humanitarian exchanges, the head of the Foreign Ministry added.

    According to him, both France and China adhere to multilateralism. Paris hopes to strengthen ties and cooperation with Beijing to jointly solve global problems, the minister emphasized.

    The French government has a one-China policy and this position remains unchanged, said Jean-Nicolas Barrot. France attaches great importance to the partnership between the EU and China and hopes to take advantage of the 50th anniversary of the establishment of diplomatic relations between the EU and China as an opportunity to deepen cooperation, he added.

  • MIL-OSI United Nations: Number of internally displaced breaks new record with no let-up in conflicts, disasters

    “These figures are a clear warning: without bold and coordinated action, the number of people displaced within their own countries will continue to grow rapidly,” said Amy Pope, Director General of the International Organization for Migration.

    The recent rise in conflicts worldwide – particularly in Sudan, the Republic of the Congo, Lebanon, Ukraine and Palestine has pushed millions more into displacement, adding to the tens of millions who already live in protracted displacement in countries such as Afghanistan, Colombia, Syria and Yemen. 

    Disasters surging

    The number of displaced by disasters has risen massively, climbing from 26.8 million last year to 45.8 million. “The number of disaster displacements in 2024 was nearly double the annual average of the past decade,” said a new report issued by the Internal Displacement Monitoring Centre (IDMC).

    Almost 30 countries and territories have reported unprecedented disaster displacement – with cyclones accounting for more than one in two people forced from their homes. The United States alone makes up about one in four of those displaced globally by disasters.

    With the frequency, intensity and duration of weather hazards continuously worsening owing to climate change, there is little to suggest that the trend will not continue.

    “This report is a call for preventive action, to use data and other tools to anticipate displacement before it happens and for the humanitarian and development sectors to work together with governments to develop longer-term solutions to prevent displacement,” Ms. Pope stressed.

    Conflict and violence

    Displacement caused by conflict and violence remains high and continues to be a major cause for displacement, too – although it did decrease slightly in 2024, compared to the previous 12 months.

    Over 20 million conflict-related displacements have been recorded and almost half of these stem from Sudan and the Democratic Republic of the Congo.

    “These latest numbers prove that internal displacement is not just a humanitarian crisis; it’s a clear development and political challenge that requires far more attention than it currently receives,” said Alexandra Bilak, director of the Internal Displacement Monitoring Centre.

    HAIKOU, July 5 — Nestled in the coastal town of Boao in south China’s Hainan Province, the Boao Lecheng International Medical Tourism Pilot Zone is rapidly becoming a leading hub for health and innovation in China, drawing increasing attention from around the world.

    Hailed as China’s sole “medical special zone,” the pilot zone is home to over 30 top-tier domestic and international medical institutions.     “The message is stark: persons with disabilities face higher poverty, greater unemployment, deeper food and health insecurity and more limited access to education, jobs, and digital technologies,” said Amina Mohammed.

    But action is underway.

    The 18th Session of the Conference of States Parties to the Convention on the Rights of Persons with Disabilities (COSP18) will focus on enhancing public awareness of the rights and contributions of persons with disabilities for social development.

    Progressive roots

    Chair of the Committee on the Rights of Persons with Disabilities, Kim Mi-Yeon, underscored the importance of the Convention on the Rights of Persons with Disabilities, now 20 years old, even amid growing global challenges.

    Tedros Adhanom Ghebreyesus, Director-General of the World Health Organization, urged Member States to remain focused on shared goals even amid global instability.

    We are here to serve not our own interests, but the eight billion people of our world,” he said in his keynote address at the Palais des Nations. “To leave a heritage for those who come after us; for our children and our grandchildren; and to work together for a healthier, more peaceful and more equitable world. It’s possible.”

    The Assembly, WHO’s highest decision-making body, runs through 27 May and brings together delegations from 194 Member States under the theme One World for Health.

    This year’s agenda includes a vote on the intensely negotiated Pandemic Agreement, a  reduced budget proposal, and discussions on climate, conflict, antimicrobial resistance, and digital health.

    Pandemic prevention focus

    A central item on the Assembly’s agenda is the proposed WHO pandemic accord, a global compact aimed at preventing the kind of fragmented response that marked the early stages of coronavirus“>COVID-19.

    The treaty is the result of three years of negotiations between all WHO Member States.

    “This is truly a historic moment,” Dr Tedros said. “Even in the middle of crisis, and in the face of significant opposition, you worked tirelessly, you never gave up, and you reached your goal.”

    A final vote on the agreement is expected on Tuesday.

    If adopted, it would mark only the second time countries have come together to approve a legally binding global health treaty under WHO’s founding rules. The first was the Framework Convention on Tobacco Control, adopted in 2003 to curb the global tobacco epidemic.

    2024 health check

    In his address, Tedros presented highlights from WHO’s 2024 Results Report, noting both progress and persistent global health gaps.

    On tobacco control, he cited a global one-third reduction in smoking prevalence since the WHO Framework Convention entered into force two decades ago.

    He praised countries including Côte d’Ivoire, Oman, and Viet Nam for introducing stronger regulations last year, including plain packaging and restrictions on e-cigarettes.

    On nutrition, he pointed to new WHO guidelines on wasting and the expansion of the Tobacco-Free Farms Initiative in Africa, which has supported thousands of farmers in transitioning to food crops.

    He also emphasised WHO’s growing work on air pollution and climate-resilient health systems, including partnerships with Gavi and UNICEF to install solar energy in health facilities across multiple countries.

    On maternal and child health, Tedros noted stalled progress and outlined new national acceleration plans to reduce newborn mortality. Immunisation coverage now reaches 83 per cent of children globally, compared to less than 5 per cent when the Expanded Programme on Immunisation was launched in 1974.

    We are living in a golden age of disease elimination,” he said, citing the certification of Cabo Verde, Egypt, and Georgia as malaria-free; progress in neglected tropical diseases; and Botswana’s recognition as the first country to reach gold-tier status in eliminating mother-to-child transmission of HIV.

    WHO budget strain

    Turning to WHO’s internal operations, Tedros offered a stark assessment of the organisation’s finances.

    We are facing a salary gap for the next biennium of more than US$ 500 million,” he said. “A reduced workforce means a reduced scope of work.”

    This week, Member States will vote on a proposed 20 per cent increase in assessed contributions, as well as a reduced Programme Budget of $ 4.2 billion for 2026–2027, down from an earlier proposal of $ 5.3 billion. The cuts reflect an effort to align WHO’s work with current funding levels while preserving core functions.

    Tedros acknowledged that WHO’s long-standing reliance on voluntary earmarked funding from a small group of donors had left it vulnerable. He urged Member States to see the budget shortfall not only as a crisis but also as a potential turning point.

    “Either we must lower our ambitions for what WHO is and does, or we must raise the money,” he said. “I know which I will choose.”

    He drew a sharp contrast between WHO’s budget and global spending priorities: “US$ 2.1 billion is the equivalent of global military expenditure every eight hours; US$ 2.1 billion is the price of one stealth bomber – to kill people; US$ 2.1 billion is one-quarter of what the tobacco industry spends on advertising and promotion every single year. And again, a product that kills people.”

    It seems somebody switched the price tags on what is truly valuable in our world,” he said.

    Emergencies and appeals

    The Director-General also detailed WHO’s emergency operations in 2024, which spanned 89 countries. These included responses to outbreaks of cholera, Ebola, mpox, and polio, as well as humanitarian interventions in conflict zones such as Sudan, Ukraine, and Gaza.

    In Gaza, he said, WHO had supported more than 7,300 medical evacuations since late 2023, but over 10,000 patients remained in urgent need of care.

    Looking ahead: a transformed WHO?

    The WHO chief closed with a look at the agency’s future direction, shaped by lessons from the COVID-19 pandemic. He highlighted new initiatives in pandemic intelligence, vaccine development, and digital health, including expanded work on artificial intelligence and support for mRNA technology transfer to 15 countries.

    WHO has also restructured its headquarters, reducing management layers and streamlining departments.

    Our current crisis is an opportunity,” Dr Tedros concluded. “Together, we will do it.”
