    The TAKE IT DOWN Act criminalizes the nonconsensual publication of explicit images, real and AI-generated, and requires websites to remove them

    WASHINGTON – Today, U.S. Senators Amy Klobuchar (D-MN) and Ted Cruz (R-TX)  announced that their bipartisan TAKE IT DOWN Act passed the House and is headed to the President’s desk to be signed into law. Representatives Maria Elvira Salazar (R-FL) and Madeleine Dean (D-PA) led the companion legislation that passed today.

    The bill unanimously passed the Senate in February, and it includes the Klobuchar and Senator John Cornyn’s (R-TX) Stopping Harmful Image Exploitation and Limiting Distribution (SHIELD) Act, which addresses the online exploitation of explicit, private images and passed the Senate last July. 

    The TAKE IT DOWN Act would criminalize the publication of non-consensual intimate imagery (NCII), including AI-generated NCII, and require social media and similar websites to have in place procedures to remove such content within 48 hours of notice from a victim. 

    “We must provide victims of online abuse with the legal protections they need when intimate images are shared without their consent, especially now that deepfakes are creating horrifying new opportunities for abuse,” said Sen. Klobuchar. “These images can ruin lives and reputations, but now that our bipartisan legislation is becoming law, victims will be able to have this material removed from social media platforms and law enforcement can hold perpetrators accountable. ”

    The TAKE IT DOWN Act would protect and empower victims of real and deepfake NCII while respecting speech by:

    • Criminalizing the publication of NCII in interstate commerce. The bill makes it unlawful for a person to knowingly publish, or threaten to publish, NCII on social media and other online platforms. NCII is defined to include realistic, computer-generated pornographic images and videos that depict identifiable, real people. The bill also clarifies that a victim consenting to the creation of an authentic image does not mean that the victim has consented to its publication. 
    • Protecting good-faith efforts to assist victims. The bill permits the good-faith disclosure of NCII, such as to law enforcement, in narrow cases.  
    • Requiring websites to take down NCII upon notice from the victim. Social media and other websites would be required to have in place procedures to remove NCII, pursuant to a valid request from a victim, within 48 hours. Websites must also make reasonable efforts to remove copies of the images. The FTC is charged with enforcement of this section.  
    • Protecting lawful speech. The bill is narrowly tailored to criminalize knowingly publishing NCII without chilling lawful speech. The bill conforms to current First Amendment jurisprudence by requiring that computer-generated NCII meet a “reasonable person” test for appearing indistinguishable from an authentic image.

    The legislation is co-sponsored by Shelley Moore Capito (R-WV), Richard Blumenthal (D-CT), Bill Cassidy (R-LA), Cory Booker (D-NJ), John Barrasso (R-WY), Jacky Rosen (D-NV), Cynthia Lummis (R-WY), John Hickenlooper (D-CO), Ted Budd (R-NC), Marsha Blackburn (R-TN), Roger Wicker (R-MS), Todd Young (R-IN), John Curtis (R-UT), Tim Sheehy (R-MT), Raphael Warnock (D-GA), Martin Heinrich (D-NM), Gary Peters (D-MI), Adam Schiff (D-CA), Catherine Cortez Masto (D-NV), and Jeanne Shaheen (D-NH).

    In 2024, at a Senate Judiciary Committee hearing titled “Big Tech and the Online Child Sexual Exploitation Crisis,” Senator Klobuchar was part of a hearing that questioned the CEO of Discord Inc., Jason Citron, the CEO of TikTok Inc., Shou Chew, the Co-founder and CEO of Snap Inc., Evan Spiegel, the CEO of X (formerly Twitter), Linda Yaccarino, and the Founder and CEO of Meta (formerly Facebook), Mark Zuckerberg, about their companies turning a blind eye when young children joined their platforms, the risk of sexual exploitation, using algorithms that push harmful content, and providing a venue for drug traffickers to sell deadly narcotics like fentanyl.

    In 2017, Klobuchar and former Senators Richard Burr (R-NC) and Kamala Harris (D-CA), introduced the first version of this legislation, the bipartisan Ending Nonconsensual Online User Graphic Harassment (ENOUGH) Act.

  • MIL-OSI China: China, Kenya join hands on path to modernization

    NAIROBI, April 28 — For centuries, China and Kenya have shared a history of exchanges and cooperation. Last week, their relationship entered a new stage as Chinese President Xi Jinping held talks with Kenyan President William Ruto in Beijing, agreeing to elevate bilateral ties to a China-Kenya community with a shared future in the new era.

    Xi called on the two sides to enhance regular policy communication, build connectivity at a higher level, promote sustainable trade, explore diversified financial integration, carry forward the friendship forged through generations, and be leaders in advancing high-quality Belt and Road cooperation.

    SKILLS TRAINING

    Linet Wambui Kihoro, a 27-year-old railway safety engineer, works among tracks and equipment at the Mombasa-Nairobi Standard Gauge Railway, a flagship project under the Belt and Road Initiative. A graduate of Beijing Jiaotong University, Kihoro now applies her expertise to maintain the daily operation of Kenya’s railways.

    In January 2024, Xi replied to a letter from Kenyan students and alumni of Beijing Jiaotong University, including Kihoro.

    President Xi encouraged the Kenyan students to learn professional knowledge well, continue the traditional friendship and devote themselves to bilateral cooperation, she said.

    “The China-Kenya community with a shared future in the new era is not only a cooperation intention at the governmental level, but is also reflected in various aspects such as people-to-people connectivity, youth exchanges and cultural mutual learning,” she said.

    According to a joint statement released on Thursday, China and Kenya pledged to strengthen cooperation in such areas as industry, agriculture, higher education, vocational education and human resource training.

    An increasing number of young people, like Kihoro, are benefiting from China-Africa cooperation in education and capacity building. From the Mombasa-Nairobi Railway to the Swak Dam, the Nairobi Expressway and the Garissa Solar Power Plant, high-quality Belt and Road projects have not only improved the daily lives of Kenyans but also provided opportunities to learn new skills and knowledge.

    James Karimi Njuguna, a Kenyan engineer, participated in the upgrading of the Olkaria I power plant, Africa’s first geothermal plant, which had been struggling with corroded pipelines and outdated technology. “Chinese companies revitalized the geothermal fields by optimizing turbine structures and well layouts,” Njuguna said. “It was a technological revolution. They modernized the equipment, hired local employees and provided professional training, cultivating a new generation of technical experts in Kenya.”

    A report by the Kenya-China Economic and Trade Association showed that between 2022 and 2023, Chinese enterprises employed more than 60,000 local workers in Kenya, with a localization rate exceeding 90 percent. This not only increased local employment but also contributed to transforming the technological landscape.

    AGRICULTURAL COOPERATION

    In Matangi Tisa Village in Kenya’s Nakuru County, home to Kenya’s first demonstration village for China-Africa agricultural development and poverty reduction, people are busy planting tomatoes with the help of Chinese experts.

    For years, local tomato farming had been plagued by bacterial wilt, but villagers are hopeful of a bountiful harvest this season.

    When the Chinese and Kenyan presidents met during the Summit of the Forum on China-Africa Cooperation (FOCAC) held in Beijing last year, Xi said “the two sides should closely synergize the high-quality Belt and Road cooperation with Kenya Vision 2030, build an East African connectivity hub and industrial belt, and strengthen cooperation in such areas as digital economy, new energy, economy, trade, poverty reduction and agriculture development.”

    Among the 10 partnership actions announced by Xi at the 2024 FOCAC Summit is the partnership action for agriculture and livelihoods. Under this initiative, China has committed to building 100,000 mu (about 6,670 hectares) of standardized agricultural demonstration areas, sending 500 agricultural experts, and establishing a China-Africa agricultural science and technology innovation alliance.

    These commitments are injecting fresh momentum into Africa’s efforts toward agricultural modernization and poverty alleviation.

    In a recent interview with Xinhua, President Ruto praised China’s success in lifting hundreds of millions of people out of poverty, calling China’s experience highly relevant for African countries still grappling with poverty. He expressed hope to leverage Chinese expertise to advance Kenya’s agricultural modernization and industrialization.

    In Kenya’s Siaya County, 69-year-old farmer Peter Onyango was watching the clear waters flow through newly dug irrigation channels, eagerly anticipating a good harvest. Built by a Chinese company along the lower reaches of the Nzoia River, this irrigation project, the largest of its kind in Kenya, has significantly boosted local irrigation capacity.

    Officially operational in April, the canal is expected to enhance food security. When visiting the project in January, Ruto said that the new infrastructure would play a major role in advancing Kenya’s economic transformation by boosting agricultural productivity.

    STRENGTHENING ECONOMIC TIES

    Rains in April have breathed new life into the rolling tea plantations of western Kenya. Near the C22 highway built by a Chinese company, several tea processing factories are working at full speed.

    A few years ago, the road was little more than a muddy dirt track, often becoming impassable during the rainy season. “Truck wheels would get stuck, and sometimes water would seep into the tea boxes, ruining the harvest,” recalled driver John Murambi.

    Since the road was upgraded to a paved highway, Murambi can now make multiple deliveries a day, which has greatly increased his income. “We no longer have to worry about tea spoiling on the road,” he said.

    At the nearby Kipkebe Tea Factory, General Manager Silas Njibwakale said that since the completion of the road upgrading, transportation losses have dropped from about a quarter of total production to nearly zero. A once-impassable route has now become a major artery supporting local communities.

    Across Kenya, Chinese-built roads, railways and ports are helping break transportation bottlenecks for key exports like tea, coffee, flowers and avocados, allowing these goods to reach global markets more quickly and reliably.

    Thousands of miles away in Changsha, central China, the permanent exhibition hall of the China-Africa Economic and Trade Expo at Gaoqiao Grand Market is bustling with visitors. Launched by President Xi during the 2018 FOCAC Beijing Summit, the expo has become a vital platform showcasing African goods.

    Huang Zinan, who specializes in China-Africa trade, said her company has recently imported a batch of Kenyan avocados and is now negotiating with a local tea brand to feature the fruit as a premium ingredient. Initially focused on Kenyan flowers, she now plans to expand her business to more “African treasures.”

    “Products from Africa are gaining increasing recognition and popularity in China,” Huang said. “I hope to build not just a trade bridge, but also a bridge of culture and friendship across the seas.” Through something as simple as an avocado or a fresh flower, she hopes to tell the story of win-win cooperation between China, Kenya and the wider African continent.

    BEIJING, April 28 — On the afternoon of April 25, the Political Bureau of the Communist Party of China (CPC) Central Committee held its 20th group study session, which focused on strengthening the development and regulation of artificial intelligence (AI). While presiding over the session, Xi Jinping, general secretary of the CPC Central Committee, said in the face of the rapid evolution of new-generation AI technologies, China must fully leverage the strengths of the new system for mobilizing the resources nationwide, achieve self-reliance and strength in this regard, and prioritize practical application so as to promote the healthy and orderly development of AI in the country in a beneficial, safe and fair manner.

    Zheng Nanning, a professor with Xi’an Jiaotong University, made a presentation and put forward suggestions. Members of the Political Bureau of the CPC Central Committee listened attentively to the presentation and held discussions.

    After hearing the presentation and discussions, Xi delivered an important speech, emphasizing that AI, as a strategic technology leading the new round of scientific and technological revolution and industrial transformation, is profoundly reshaping people’s work and life. The CPC Central Committee attaches great importance to the development of AI. In recent years, efforts have been made to improve top-level design and strengthen overall planning, achieving systematic and comprehensive advancement of China’s AI capabilities.     Xi emphasized that strong policy support is essential for the development of AI, a new technology and emerging field. He urged solid efforts to make integrated use of policies concerning intellectual property rights, fiscal and taxation incentives, government procurement, and the opening up of infrastructure, as well as better leverage the role of sci-tech financing. Efforts should be made to promote AI education across all academic stages and enhance public awareness across society to cultivate a steady stream of high-caliber personnel. It is necessary to improve mechanisms for AI research support, career development and talent evaluation, and to create platforms and favorable conditions for all types of talent to fully display their capabilities.

    Xi noted that while AI presents unprecedented development opportunities, it also brings risks and challenges not seen before. He urged efforts to grasp the trends and regularity of AI development, accelerate formulation and improvement of laws and regulations, policies and systems, application norms and ethical guidelines, and establish systems for technical monitoring, early risk warning and emergency response, in a bid to guarantee its safety, reliability and controllability.

The rising popularity of AI requires decisive federal legal protections that will empower victims of these heinous crimes, most of whom are women and girls.

    Rep. Pfluger also spoke in support of the TAKE IT DOWN Act during a House Energy and Commerce Committee full committee legislative markup earlier this month.

    First Lady Melania Trump has strongly backed this bill, speaking in support of this legislation during a roundtable she hosted at the U.S. Capitol.   • MIL-Evening Report: Major survey finds most people use AI regularly at work – but almost half admit to doing so inappropriately

    Have you ever used ChatGPT to draft a work email? Perhaps to summarise a report, research a topic or analyse data in a spreadsheet? If so, you certainly aren’t alone.

    Artificial intelligence (AI) tools are rapidly transforming the world of work. Released today, our global study of more than 32,000 workers from 47 countries shows that 58% of employees intentionally use AI at work – with a third using it weekly or daily.

    Most employees who use it say they’ve gained some real productivity and performance benefits from adopting AI tools.

    However, a concerning number are using AI in highly risky ways – such as uploading sensitive information into public tools, relying on AI answers without checking them, and hiding their use of it.

    There’s an urgent need for policies, training and governance on responsible use of AI, to ensure it enhances – not undermines – how work is done.

    Our research

    We surveyed 32,352 employees in 47 countries, covering all global geographical regions and occupational groups.

    Most employees report performance benefits from AI adoption at work. These include improvements in:

    • efficiency (67%)
    • information access (61%)
    • innovation (59%)
    • work quality (58%).

    These findings echo prior research demonstrating AI can drive productivity gains for employees and organisations.

    We found general-purpose generative AI tools, such as ChatGPT, are by far the most widely used. About 70% of employees rely on free, public tools, rather than AI solutions provided by their employer (42%).

    However, almost half the employees we surveyed who use AI say they have done so in ways that could be considered inappropriate (47%) and even more (63%) have seen other employees using AI inappropriately.

    Sensitive information

    One key concern surrounding AI tools in the workplace is the handling of sensitive company information – such as financial, sales or customer information.

    Nearly half (48%) of employees have uploaded sensitive company or customer information into public generative AI tools, and 44% admit to having used AI at work in ways that go against organisational policies.

    This aligns with other research showing 27% of content put into AI tools by employees is sensitive.

    We found complacent use of AI is also widespread, with 66% of respondents saying they have relied on AI output without evaluating it. It is unsurprising then that a majority (56%) have made mistakes in their work due to AI.

    Younger employees (aged 18-34 years) are more likely to engage in inappropriate and complacent use than older employees (aged 35 or older).

    This carries serious risks for organisations and employees. Such mistakes have already led to well-documented cases of financial loss, reputational damage and privacy breaches.

    About a third (35%) of employees say the use of AI tools in their workplace has increased privacy and compliance risks.



    ‘Shadow’ AI use

    When employees aren’t transparent about how they use AI, the risks become even more challenging to manage.

    We found most employees have avoided revealing when they use AI (61%), presented AI-generated content as their own (55%), and used AI tools without knowing if it is allowed (66%).

    This invisible or “shadow AI” use doesn’t just exacerbate risks – it also severely hampers an organisation’s ability to detect, manage and mitigate risks.

    A lack of training, guidance and governance appears to be fuelling this complacent use. Despite their prevalence, only a third of employees (34%) say their organisation has a policy guiding the use of generative AI tools, with 6% saying their organisation bans it.

    Pressure to adopt AI may also fuel complacent use, with half of employees fearing they will be left behind if they do not.

    Better literacy and oversight

    Collectively, our findings reveal a significant gap in the governance of AI tools and an urgent need for organisations to guide and manage how employees use them in their everyday work. Addressing this will require a proactive and deliberate approach.

    Investing in responsible AI training and developing employees’ AI literacy is key. Our modelling shows self-reported AI literacy – including training, knowledge, and efficacy – predicts not only whether employees adopt AI tools but also whether they critically engage with them.

    This includes how well they verify the tools’ output, and consider their limitations before making decisions.

    We found AI literacy is also associated with greater trust in AI use at work and more performance benefits from its use.

    Despite this, less than half of employees (47%) report having received AI training or related education.

    Organisations also need to put in place clear policies, guidelines and guardrails, systems of accountability and oversight, and data privacy and security measures.

    There are many resources to help organisations develop robust AI governance systems and support responsible AI use.

    The right culture

    On top of this, it’s crucial to create a psychologically safe work environment, where employees feel comfortable to share how and when they are using AI tools.

    The benefits of such a culture go beyond better oversight and risk management. It is also central to developing a culture of shared learning and experimentation that supports responsible diffusion of AI use and innovation.

    AI has the potential to improve the way we work. But it takes an AI-literate workforce, robust governance and clear guidance, and a culture that supports safe, transparent and accountable use. Without these elements, AI becomes just another unmanaged liability.

    The challenges faced by journalists covering the climate emergency will be at the heart of a public symposium at Auckland University of Technology (AUT) next month.  
    The symposium, titled Framing the Emergency: Climate Journalism in Aotearoa New Zealand, will explore how journalists report on the climate crisis, what more they can do, and how more climate stories might be told.  
    Speakers will include leading journalists Eloise Gibson (RNZ), Marc Daalder (Newsroom), and Miriama Kamo (TVNZ).  
    Experts and activists in the line-up include Russel Norman (Greenpeace), Jessica Palairet (Lawyers for Climate Action), and Joe Nagera (Pacific Climate Warriors).
    The symposium convenor, Professor Geoffrey Craig, said New Zealand climate journalists had a challenging job relating how the planetary crisis was impacting the nation.  
    They needed to “traverse the complexities of governmental policies and emission trading schemes, the power of corporations and the technicality of scientific research”, he said.  
    “They must cover the politics of land and water management, the advocacy of activists, and the struggles of citizens responding to disasters and building greater sustainability in their communities and everyday lives.”
    Journalists also face the challenge of reporting independently on the “actions and discourses of stakeholders” who frame climate issues in different ways, based on their interests.

    Commissioner Šefčovič’s visit follows the recent engagement with European Commission President Ursula Von Der Leyen last week, providing a significant opportunity to review the progress of ongoing discussions between the UK and the European Union. This engagement is a key step in the lead-up to the UK-EU Summit scheduled for next month.

    This visit comes as UK scientists, researchers and businesses working on the latest innovations in quantum and space technologies have now been given access to more Horizon Europe funding, under the new 2025 Horizon Europe Work Programme published last week (Friday 25 April).

    Access to Horizon Europe funding, and the opportunities for international collaboration that Horizon presents, will be an important boost to these two sectors which are at the cutting edge of new opportunities for economic growth, helping to drive the Government’s Plan for Change.

    These are technologies that will be instrumental to the future of the economy: quantum computing alone is projected to deliver $5-10 billion of benefits globally over the next 3-5 years, while since 2015 the UK has attracted more private investment in space than any other country outside of the United States.

    During his visit in the UK, the European Commissioner for Trade and Economic Security, alongside the Minister for the Cabinet Office, Nick Thomas-Symonds, will meet professors at Imperial College London who have benefited from Horizon funding for their projects.

    Minister Nick Thomas-Symonds will co-chair the Withdrawal Agreement Joint Committee with Commissioner Šefčovič, who is also scheduled to meet with the Secretaries of State for the Foreign, Commonwealth and Development Office, the Department for Business and Trade, and the Northern Ireland Office.

    The UK gained access to the vast majority (95%+) of Horizon funding calls, when we associated to the programme in 2024, with some very limited exceptions on some emerging technologies.

    Today’s breakthrough comes after a period of constructive collaboration between UK and EU teams and means that more British experts working on space and quantum can now confidently bid for a share of the c.£80 billion that is available through Horizon overall.

    They can also build consortia with research partners across Europe, and beyond in Canada, Switzerland, and more. This includes complete access to all Horizon Europe quantum funding calls.

    Horizon also offers a huge opportunity to businesses and researchers focusing on other cutting-edge technologies, like AI, telecoms, and high-performance computing, including through access to cutting-edge computing resources through EuroHPC. Recent UK-EU engagement has ensured that the UK retains open access to all calls in these areas.

    The Horizon Europe programme is an innovation powerhouse –spending over €380 billion on R&D in 20231 – and fostering deep and high-quality links between the continent’s brightest minds, and the UK’s, will be critical if we are to seize the promise for science and tech innovations to support the Government’s Missions to grow the economy, fix the NHS and improve health outcomes and deliver clean energy under the Plan for Change. Innovative and high-potential sectors like space and quantum will be instrumental to rebuilding the foundations of the economy, and kickstarting growth.

    Greater access to Horizon is a win for the UK, given the growing importance of space and quantum to the economy and society. The UK space sector already employs 52,000 people and generates an of £18.9 billion each year.

    Meanwhile new innovations in quantum – harnessing the unique properties of subatomic particles to process information and solve problems – are already unlocking breakthroughs in healthcare, logistics, financial services and more. On top of this, experts working in fields like AI, high performance computing, and future telecoms continue to enjoy valuable Horizon access, as well as a vast number of other sectors including food and agritech, digital, industry and more.

    British researchers having access to more Horizon science funding calls also further emphasises the value of the UK’s participation in the EU’s Copernicus Earth Observation programme.

    Furthermore, the UK and EU have a strong shared commitment to developing assured and independent European access to space: work which forms a key part of the UK’s own ambitions for space launch. With plans for the first launches from SaxaVord in the Shetland Islands later this year, the UK is a leading international partner and cooperator in Europe’s space ambitions and it is encouraging that British researchers will be able to access calls that help to further Europe’s ambition.

    Sex offenders to be stripped of refugee protections

    Foreign nationals who commit sex offences will be excluded from asylum protections in the UK as part of the Border Security, Asylum and Immigration Bill.

    Tougher border security measures will keep British streets safer, with foreign sex offenders to be excluded from refugee protections as the government announces new measures to slash the asylum backlog and strengthen border security through the Plan for Change. 

    At present, the Refugee Convention entitles countries to refuse asylum to terrorists, war criminals and individuals convicted of a ‘particularly serious crime’ who present a danger to the community – defined in the UK as an offence carrying a sentence of 12 months or more.

    For the first time, any conviction of a crime that qualifies a foreign national for the sex offenders register will lead to them being denied refugee status, toughening our approach to border security through stricter enforcement of the rules.

    The law change, which will be introduced through a new amendment to the Border Security, Asylum and Immigration Bill, also marks a further step in the government’s landmark mission to halve violence against women and girls in a decade, making Britain’s streets safer and sending a clear message that sexual offences will be treated with the seriousness they deserve. 

    The new law comes alongside stronger measures to cut the asylum backlog and save taxpayer money, by giving the tribunals a new target to reduce the time they take to consider appeals from asylum seekers in accommodation, as well as rolling out artificial intelligence (AI) across asylum processing to speed up decision making.

    Under the new measures, the first-tier Tribunal Immigration and Asylum Chamber will have a new 24-week target to decide appeals brought by those receiving accommodation support, or who are foreign offenders. This will help stop lengthy legal battles, moving failed asylum seekers out of hotels faster and removing those with no right to be in the country. 

    The bill will also introduce tougher measures to weed out people who pose as immigration lawyers or advisers, by offering ‘advice’ to migrants on how to claim asylum in the UK and lodge fraudulent claims. The Immigration Advice Authority (IAA) will get expanded powers to hit these crooks with fines of up to £15,000.

    Major progress has already been made in fixing the foundations of the asylum system under the new government, with the return of more than 24,000 people with no right to be in the UK in the first 9 months after the election, including a 16% increase in removals of foreign criminals, and asylum decision-making up 52% in the last 3 months of 2024.

    Home Secretary Yvette Cooper said: 

    We are restoring order to a broken asylum system that has been mired in delay and dysfunction for far too long, and we are strengthening our system to make sure that the rules are respected and enforced.

    Sex offenders who pose a risk to the community should not be allowed to benefit from refugee protections in the UK. We are strengthening the law to ensure these appalling crimes are taken seriously.

    Nor should asylum seekers be stuck in hotels at the taxpayers’ expense during lengthy legal battles. That is why we are changing the law to help clear the backlog, end the use of asylum hotels and save billions of pounds for the taxpayer. 

    This is part of our Plan for Change to strengthen our borders, make our streets safer and restore order to the broken system the last government left behind.

    Alongside these measures, AI will be deployed to support caseworkers to make swifter decisions on asylum claims – preventing asylum seekers from being stuck in limbo at the taxpayers’ expense, delivering quicker answers to those in need and removal of those with no right to be here. 

    Caseworkers will use AI to speed up access to the relevant country advice, and summarise lengthy interview transcripts, streamlining asylum processing without compromising on the quality of human decisions. The tech could save decision makers up to an hour per case.  

    As announced last month, alongside these critical measures to reform the asylum system, the government will also table an amendment to the bill which requires companies hiring people in the gig economy to carry out checks confirming that anyone working in their name is eligible to work in the UK, bringing them in line with other employers.

    These vital checks confirm someone’s immigration status and allow them to legally work in the UK, meaning that for the very first time, employment checks will be extended to cover businesses hiring gig economy and zero-hours workers in sectors like construction, food delivery, beauty salons and courier services. 

    In addition to these measures, the landmark Border Security, Asylum and Immigration Bill will empower law enforcement to intervene faster and more effectively, using counterterror-style powers to disrupt the people-smuggling gangs and placing restrictions on foreign offenders living in the community, including mandatory electronic tags, strict night-time curfews and enforced exclusion zones while awaiting removal.

    The measures are to be tabled ahead of report stage of the landmark Border Security, Asylum and Immigration Bill in the House of Commons. 

    Foreign sex offenders

    Under the UK Borders Act 2007, a deportation order must be made where a foreign national has been convicted of an offence and received a custodial sentence of at least 12 months. This is subject to several exceptions, including where it would breach UK’s obligations under the Refugee Convention.

    However, the Refugee Convention allows protection to be denied to those who, having been convicted of a ‘particularly serious crime’, constitute a danger to the community in the UK. The proposed amendment will create a presumption that individuals convicted of sexual offences making them subject to notification requirements will be denied this protection. This does not alter the long-standing principle that all claims must be considered on a case-by-case basis, to ensure they meet the criteria regarding the seriousness of the crime, and the danger posed to the community

    Supported accommodation and foreign national offender appeals

    Under the new proposals, the first-tier Tribunal of the Immigration and Asylum Chamber will be required to determine an asylum appeal lodged by a person receiving accommodation support, or from a non-detained foreign national offender within 24 weeks where it is reasonably practicable to do so. The latest published statistics show appeals to the tribunal take on average nearly 50 weeks to process.

    Currently, there is no set timeframe for the courts to consider these cases. Speeding up these appeals will help keep people moving through the asylum system rather than get stuck in accommodation at a cost to the taxpayer and speed up foreign offender deportations. This will assist with ending the use of hotels as asylum accommodation and facilitate swifter deportations.

    Just last month (March 2025), the government also announced more funding to boost the number of days the first-tier and upper-tier tribunals (of the Immigration and Asylum Chamber) can sit at near maximum capacity, helping to speed up decision-making and keep the system moving. 

    Immigration advice

    Providing immigration advice without being registered with the IAA or a recognised legal regulatory body is a criminal offence which can lead to jail time, and the new amendments to the Border Security, Asylum and Immigration Bill will give the IAA stronger powers to pursue those who breach those rules.

    The IAA is the only regulatory watchdog that can investigate and prosecute those pretending to be immigration lawyers or qualified advisers without any authority to do so. These sham lawyers could be acting as middlemen for those trying to abuse the immigration system in a bid to stay in the UK or trying to cash in on people’s desperation providing poor quality or outright fraudulent immigration advice.

    The government previously announced it will strengthen illegal working checks in a new amendment as set out on GOV.UK.

    Can we create a learning environment that plays to everyone’s strengths?

    Having studied learning and brain development with a particular focus on literacy and dyslexia for decades, psychiatrist and cognitive neuroscientist Fumiko Hoeft understands more than most the variations in the ways people think and learn.

    Hoeft, who currently serves as UConn Waterbury campus dean and chief administrative officer, has partnered with UConn engineering professor Arash Zaghi to launch the Neurovariability Initiative at her campus. The pilot program aims to create an environment where students are empowered to succeed based on their strengths, and where educators are equipped to support diverse ways of thinking and problem-solving — critical skills for today’s workforce and tomorrow’s leaders.

    “Our goal is to cultivate an environment where every student’s potential can be maximized — regardless of how they process information,” says Hoeft.

    “This is about unlocking talent that’s often overlooked — not by lowering the bar, but by rethinking how success is defined, supported, and scaled,” adds Zaghi.

    Co-created by Hoeft and Zaghi, both of whom bring lived experience as dyslexic, ADHD-identifying individuals — and as parents of neurodivergent learners — the initiative integrates educational neuroscience, responsibly implemented AI tools, and Universal Design for Learning (UDL) into a cohesive framework.

    According to the creators, it offers a forward-looking, research-based approach to education that focuses on talent development and innovation. Grounded in neuroscience and learning science, it recognizes that differences in how students think and process information are natural and valuable — not obstacles to overcome.

    Rather than relying on labels or diagnoses, this model is about improving educational systems to better serve all learners, according to Hoeft.

    This initiative complements university-wide efforts such as CETL’s inclusive teaching programs and UConn Engineering’s Include Program, which also emphasize neuroinclusivity, faculty training, and the responsible use of AI in education.

    “The Neurovariability Initiative is a powerful example of how the Waterbury campus is leading with science, innovation, and compassion,” says UConn President Radenka Maric.

    “By recognizing that students think and learn in different ways, and by designing systems that build on those strengths, this initiative reflects our UConn-wide commitment to empowering every learner and preparing them to thrive in a rapidly changing world.”

  • MIL-OSI Security: Miami Return Preparer Agrees to Injunction and Disgorgement

    The U.S. District Court for the Southern District of Florida issued an injunction today against Miami tax return preparer Nia Daniel, which bars her from preparing tax returns for others, having any ownership stake in any tax preparation business, or assisting or training others in tax return preparation through at least Jan. 27, 2028. The court also ordered Daniel to disgorge $446,000 in ill-gotten gains she received from her return preparation business. Daniel agreed to both the injunction and ordered disgorgement.

    The complaint alleged that Daniel understated customers’ tax liability and claimed inflated refunds largely by:

    • Falsifying or overstating business expenses claimed on a Schedule C;
    • Claiming the Work Opportunity Tax Credit for clients who did not qualify for it;
    • Falsely claiming other credits, such as the American Opportunity Credit and Residential Energy Credit; and
    • Falsifying income and filing status to increase the Earned Income Tax Credit.

    According to the complaint, the IRS estimated a tax loss of more than $500,000 in 2023 alone from returns prepared by Daniel.

    The Justice Department’s Tax Division made the announcement.

    Taxpayers seeking a return preparer should remain vigilant against unscrupulous tax preparers. The IRS has information on its website for choosing a tax return preparer and has launched a free directory of federal tax preparers. The IRS also offers 10 tips to avoid tax season fraud and ways safeguard personal information.

    In the past decade, the Department of Justice Tax Division has obtained injunctions against hundreds of unscrupulous tax preparers. Information about these cases is available on the Justice Department’s website. An alphabetical listing of persons enjoined from preparing returns and promoting tax schemes can be found on this page.   • MIL-OSI Africa: Afreximbank launches US$3 Billion Revolving Intra-African Oil Import Financing Programme

    To address Africa’s persistent reliance on imported refined petroleum products, which accounted for an amount of US$30billion annually in petroleum import costs due to inadequate refining, African Export-Import Bank (Afreximbank) (www.Afreximbank.com) has launched a US$3 Billion Revolving Intra-African Oil Trade Financing Programme to finance the purchase of refined petroleum products by African and Caribbean oil buyers.

    As a revolving facility, we expect it to finance about US$10 billion to US$14 billion of Intra-African petroleum imports. This programme seeks to leverage the growing refining capacity that Afreximbank has helped establish across the continent, while aligning with the objectives of the African Continental Free Trade Area (AfCFTA) agreement, which includes facilitating intra-African trade, promoting industrialisation, and creating jobs on the continent.

    By deploying innovative trade finance and supply chain solutions tailored to key stakeholders’ needs in terms of tenure, price format and logistics requirements, this initiative supports Afreximbank’s strategic goals of advancing energy security, strengthening regional value chains, and fostering economic resilience within the continent and the Caribbean.

    Afreximbank is the largest financier of the Dangote refinery which commenced operations in January 2024 and is also supporting the financing of the 200,000 bpd Lobito Refinery development, building on the progress made on the 60,000 bpd Cabinda Refinery, which it also supported. In addition, the Bank has financed the refurbishment of the 210,000 bpd Port Harcourt Refinery, and recently approved financing in support of the development of Bua Refinery and Azikel Refinery, all in Nigeria. Through these investments, and the continual trade finance support for Société Ivoirienne de Raffinage (SIR), Cote d’Ivoire, Afreximbank is on its way to creating over 1.3 million bpd refining capacity and helping to convert the Gulf of Guinea from an exporter of crude oil into an important refining hub for the continent and the world.

    Key products to be traded under the programme are refined petroleum products including but not limited to Premium Motor Spirit (PMS), Automotive Gas Oil (AGO), Heavy Fuel Oil (HFO), Jet Fuel, and Kerosene. The eligible exporters are refineries operating in Africa.

    The US$3 billion Revolving Intra-African Oil Import Financing Programme is intended to mainly provide critical trade finance to oil traders (both African and international), banks, and Governments – represented by their Ministry of Finance or Ministry of Petroleum Resources/Energy – and state-owned enterprises mandated to import refined petroleum products, who seek to source refined products from African Refineries for onward consumption within the continent and export opportunities as may be applicable. Afreximbank, affiliated trading entity ATDC Minerals (ATMIN) will also participate actively in the trading and financing activities of the leading African oil trading companies with long term relationship with Afreximbank who are also expected to support this effort.

    An approved applicant will be able to request utilization under the Global Limit within allocated sub-limits upon KYC clearance and satisfactory completion of conditions precedent as follows:

    • Issuance/Confirmation of Letters of Credit or any acceptable trade instrument with refineries in Africa as beneficiaries
    • Discounting of Letters of Credit or any acceptable trade instrument to the benefit of refineries in Africa
    • Prepayment and direct advances to eligible refineries in Africa

    Commenting on the launch, Professor Benedict Oramah, President and Chairman of the Board of Directors, Afreximbank, said that the programme “would galvanise efforts towards making the Gulf of Guinea a key refining hub. Whilst the programme will have a direct impact on the volume of the refined petroleum products produced and consumed in Africa, it will also have a multiplier effect on the downstream petroleum value chain as it will catalyse critical investments in shipping and marine logistics for intra and extra African trade of crude oil and refined products. The multiplier effect will also be seen in marine cargo insurance and other ancillary businesses within the sector. We want to see an increased proportion of the about 4 mbpd of crude oil produced in the Gulf of Guinea refined in Africa.”
