  • MIL-OSI: iBio Expands Cardiometabolic and Obesity Pipeline through Licensing of First-in-Class Antibody Targeting Activin E from AstralBio

    SAN DIEGO, April 22, 2025 (GLOBE NEWSWIRE) — Bio, Inc. (Nasdaq: IBIO), an AI-driven innovator of precision antibody therapies, today announced a licensing agreement with AstralBio Inc. for a preclinical first-in-class antibody targeting Activin E, which was discovered using iBio’s patented Machine-Learning Antibody Engine. Activin E is a promising novel therapeutic target whose inhibition is believed to induce fat-selective weight loss and offer protection against obesity and cardiometabolic disease. iBio plans to rapidly advance testing of the antibody in more complex models following preclinical studies that demonstrated strong antibody binding, inhibition of Activin E signaling and fat-specific weight loss in an obese rodent animal model.

    The in-licensed antibody represents what iBio believes to be the first functional inhibitor of Activin E, a challenging, yet genetically validated therapeutic target playing a key role in regulating energy balance and fat distribution. Inhibiting Activin E-mediated signaling could offer a novel therapeutic strategy to reduce internal abdominal fat while preserving muscle mass—potentially reversing obesity, preventing diabetes, and improving overall cardiometabolic health. As one of several cellular components involved in cardiometabolic regulation, Activin E, along with amylin, GLP-1 and others, are part of a broader network of signaling pathways that have the potential to be targeted simultaneously to yield synergistic benefits for patients.

    Using its proprietary Machine Learning Antibody Engine and advanced epitope engineering technology, iBio designed engineered epitopes representing five key regions of the Activin E protein. This approach led to the successful development of a molecule that fully blocks Activin E-mediated signaling and inhibits its function across multiple in vitro models. In vivo proof-of-concept was established in a rodent model of obesity, where the antibody induced fat-selective weight loss as a monotherapy and showed synergistic weight loss when added to a GLP-1 receptor agonist in recently published data by iBio. iBio plans to present additional preclinical data of its antibody targeting Activin E at the International BMP Conference, taking place in Philadelphia, PA, from May 2–6.

    The first quarter of this year was challenging for Siili as the sluggish market conditions prevailed, and we took concrete steps to improve the profitability of our operations. However, many positive developments also occurred during the initial months of the year while we focused with determination on the implementation of our strategy.

    The Group’s revenue in January-March amounted to just under EUR 30 million, broadly at the previous year’s level. Adjusted EBITA for the first quarter amounted to EUR 1.3 million, 4.2% of revenue. Profitability came in slightly weaker than last year, in line with our expectations. However, when comparing to the previous year’s result, it is worth noting that the adjusted EBITA for the comparison period was improved by the temporary layoffs implemented during Q1 2024.

    During the initial months of the year, we have seen encouraging developments in the market, with our customers moving from testing artificial intelligence to firm transition programmes. In March, we launched a new Advisory service to accelerate our customers’ digital business and adoption of AI.

    An example of how we support our customers on their AI journey is an AI-assisted training programme we delivered for Alma Media at the beginning of the year. It is a tailored solution that helps Alma Media to integrate AI seamlessly into its operations and culture.

    Siili also worked with Varma to modernise a key system. The objective of the modernisation was to simplify the maintenance of the system and improve its scalability and development potential, ensuring it continues to meet Varma’s business needs reliably into the future. The work was carried out in stages and in close cooperation with the client, ensuring the continuous operability of the system.

    During the opening months of the year, we have also built new cooperation networks that allow extensive utilisation of Siii’s expertise. In March, Siili was accepted as a member in the Digital Defence Ecosystem, which brings together Finland’s leading technology companies to support national defence capabilities and the security of supply. Siili also became an NVIDIA partner earlier this year as part of the NVIDIA Partner Network (NPN), which significantly supports us in bringing scalable, production-ready AI solutions to our customers.

    In February–March, we adjusted our competence profile to align with the strategy we released last year, and current market conditions. Following change negotiations started in February, we will reduce 25 roles from Siili Finland’s functions and 8 from Siili Auto Finland. Actions affecting personnel are always difficult for the organisation, but we believe these adjustments will strengthen Siili’s competitiveness and profitability. With these measures, we estimate that we will achieve a total of 2.2 million euros in annual cost savings.

    To strengthen Siili’s competence profile, we concluded the acquisition of a majority stake in Integrations Group Oy at the beginning of the year. Integrations Group is now part of Siili, and the collaboration has started strongly. We continue to strengthen our competence profile in line with the strategy also through recruitment and human resources development.

    Independent review turns to tackling Britain’s biggest crime

    Better protections for the British public against fraud, and tougher enforcement against the perpetrators, will be the goals of the first independent review carried out in 40 years into the UK’s fraud laws.

    Jonathan Fisher KC has begun work on part 2 of his Independent Review of Disclosure and Fraud Offences which marks the first independent review of fraud legislation in the UK since 1986. During this time, the nature and scale of fraud has evolved considerably, with fraud now constituting over 40% of all offences recorded by the Crime Survey for England and Wales.

    Where Lord Roskill’s 1986 review focused mostly on the serious fraud committed by corporate entities, the huge increase in fraud offences over the last decade has come at the expense of ordinary consumers and small businesses, targeted by highly organised gangs, many of them based overseas.

    The resulting harm to society is severe, with fraud against individuals in England and Wales alone recently estimated to cost more than £6.8 billion every year.

    Fraud has also been transformed by the impact of modern technology, with the increasing use of artificial intelligence to create scambots, deepfakes, and websites impersonating established businesses and public authorities. Fraud gangs have the ability to target tens of thousands of Britons every hour through social media, email and telephone, and only need to persuade a small fraction of those individuals to fall for their scams in order to make millions of pounds.

    The Home Office will place these emerging threats at the heart of its new, expanded fraud strategy to be published later this year, but it will also be vital to have the independent analysis provided by Jonathan Fisher KC to inform the response required from government, law enforcement and industry. And with international cooperation to disrupt threats a key national security commitment within its Plan for Change, the government is also building a united global response as part of its strategy to tackle fraud.

    Part 2 of the Fisher Review will therefore examine the largest challenges faced by law enforcement in bringing criminals committing fraud offences to justice in England and Wales. Specifically, it will consider key issues in each following stage of the fraud life cycle:

    • detection and reporting
    • disruption
    • investigation
    • prosecution and offences
    • courts
    • penalties
    • rehabilitation

    This follows the publication of part 1 of Jonathan Fisher KC’s review, Disclosure in the Digital Age, which recommended a range of measures to modernise the disclosure system and free up police time, and which is now being taken forward by the Home Office, the Ministry of Justice and the Attorney General’s Office.

    More than 474 thousand job seekers took part in the regional stage of the All-Russian Job Fair “Work of Russia. Time of Opportunities”. In the DPR, LPR, Kherson and Zaporizhia regions, the regional stage brought together more than 9 thousand job seekers and 720 employers. The Ministry, as before, will monitor employment following the event. At the moment, over 80 thousand people have already received job offers, we will summarize the final results in this part 60 days after the end of the fair,” said Minister of Labor and Social Protection Anton Kotyakov.

    The program of events for each stage in each constituent entity of the Russian Federation was compiled taking into account the characteristics of the local labor market and is designed for visitors of different ages.

    The Technologies for Existing and Future Main Battle Tanks (FMBTech) project has been officially launched. This European project aims to revolutionise Main Battle Tanks (MBTs) for modern hybrid warfare. Coordinated by Thales, the initiative brings together a consortium of 26 companies from 13 European Union (EU) Member States and Norway.

    Funded by the European Commission under the European Defence Fund (EDF, 2023 edition) and the consortium, this three-year initiative will develop modular and adaptable solutions to ensure readiness for diverse and complex battlefields. By using innovative technology bricks, the project aims to build a future of agile, intelligent, and cooperative MBTs to address the limitations of aging fleets in the EU and Norway.

    FMBTech positions the EU at the forefront of advanced, cutting-edge defence technologies, reinforcing military innovation and collaboration within European defence. The project will enhance the effectiveness, safety, and cost-efficiency of both existing and future MBTs, ensuring they remain pivotal assets on the battlefield while bridging the gap to emerging 5th-generation capabilities.

    Moscow scientists have developed new method testing of artificial intelligence (AI) systems in healthcare. It will allow for faster and more accurate assessment of their reliability. This was reported by Moscow’s chief radiologist Yuri Vasiliev.

    “Moscow has been a leader in the use of artificial intelligence in medicine for many years, and now we have taken another important step forward. Scientists from the Center for Diagnostics and Telemedicine have conducted a large-scale study and found a new and reliable way to test AI systems in this area. Until now, there was no clear answer to the question of how many studies are needed to objectively test a neural network. We had to test on huge samples, which required a lot of time and resources. Now we know exactly how many studies are needed to evaluate the accuracy of AI, and when further increasing the sample does not change the result. This discovery will allow developers to quickly adapt their technologies, and doctors to use them more effectively in their work,” said Yuri Vasiliev.

    He added that now the capital’s specialists will be able to implement AI services even faster, being confident in their reliability. The method has already proven its effectiveness in radiation diagnostics, but it can also be used in other areas of medicine. This approach will help make artificial intelligence an even more accurate and safe tool for doctors and patients, which means it will improve the quality of diagnostics and speed up the detection of diseases at early stages.

    Scientists analyzed more than two million test variants and proved that at least 400 studies are needed to objectively assess the accuracy of binary classification algorithms (for example, identifying pathologies in images). Of these, at least 10 percent should belong to each of the classes, that is, have the noted signs of pathologies. Further increase in the sample does not change the result, which makes this method the most effective. The study was conducted using radiation diagnostics as an example, but this approach can be applied in other areas where AI works on the “yes or no” principle. This discovery will allow faster testing and implementation of artificial intelligence in medicine, increasing its accuracy and reliability.

    “Classical methods of testing artificial intelligence did not give an exact answer to the question of how many studies are needed to objectively verify its accuracy. The complexity of the problems that AI solves in medicine is constantly growing, so scientists from the Center for Diagnostics and Telemedicine proposed an alternative approach. They analyzed more than two million combinations of test sample parameters and 25 thousand images, studied the behavior of diagnostic metrics and proved that at least 400 studies are needed to obtain a stable result. The minimum share of each class should be at least 10 percent, that is, 40 studies, and a further increase in the sample does not affect the final accuracy. The data obtained does not depend on the type of images or a specific neural network, which makes the method universal. The study was conducted using radiation diagnostics as an example, but this approach can be scaled to other medical AI systems with binary classification, which will be the next stage of scientific work,” added Yuri Vasiliev.

    — Of course, I have. HSE is a very good place: smart students, a strong faculty. Many years ago, I even gave a short course of lectures at the local mathematics department. But that experience was not very successful. The thing is that the HSE department was organized by big algebra enthusiasts and was focused on algebra, so the students were not very impressed. They simply did not understand why they needed it. And that is wrong. Everyone needs to know analysis. Analysis is also probability theory, which is very relevant now, since it is closely related to such topics as artificial intelligence, machine translation, and pattern recognition. By the way, the then management understood this well when they invited me to give the course. But in mathematics, in order to get something moving, you have to make serious efforts. And it seems that this is happening now — the expansion of the profile of the mathematics department. That is partly why they invited me.

    — Will you teach or work as a researcher?

    — First of all, I will work as a researcher. One of my main tasks is to participate in the creation of a seminar with the preliminary title “Dynamics, Analysis and Probability”. I would like it to be a seminar of the highest level, with the involvement of good speakers who motivate students to develop in this area. This is not easy, but it is possible, especially since the impetus to develop the analysis component comes from the faculty management. In particular, from the dean Alexandra Skripchenko. By the way, she recently defended her doctoral dissertation.

    — Remember the most vivid impression in your life related to mathematics.

    — My parents, with whom I was very lucky, subscribed to several magazines for me. One of them was “Knowledge is Power”. Once, when I was still in high school, I read an article about mathematics. And there was a phrase in it that I still remember: “The heights of mathematics are beautiful, and it’s a pity that very few can admire them.” I wanted to admire them and, yes, I confirm: they are beautiful.

    — What qualities do you need to have to become a good mathematician?

    — You know, mathematics is, fortunately, a gift that manifests itself early. Or doesn’t. That is, a person already at school understands whether mathematics is for him or not. Already in high school, I couldn’t imagine that I would do anything else in this life.

    — Which of your scientific achievements do you consider the most significant?

    – I’ll start from afar. There was such a scientist, the largest Soviet mathematician Andrei Nikolaevich Kolmogorov. He was a completely fantastic person who made a huge contribution to mathematics. Including was the founder of Cam-theoria. This is an abbreviation composed of the first letters of the surnames of the authors: Kolmogorov, Arnold and Moser. And now let’s figure out what Cam-theoria is. Consider the solar system. For this, they usually take five main planets from Venus to Saturn. We know that each planet rotates according to the ellipse – according to the law of Kepler. This is because the sun attracts it. But besides, the planets interact with each other. Therefore, their movement – the Kepler movement – is gradually distorted. And there is a relatively simple equation that describes how the planet interacts with the sun. But when we also take into account the interaction of the planets with each other, then small disturbances and interaction are added to the main equation. Due to these interactions, the orbit of the planets begin to gradually deform. The question that Isaac Newton still raised is what will happen to this ellipse, for example, after a million years? After all, he can burst, and then the planet will fly away to distant galaxies. The ellipse can stretch out so much that at the point closest to the sun, the planet will fall into the sun and burn. Ellips orbits of different planets can cross, and the planets will collide. It is clear, not in the next ten thousand years, but still. It was an outstanding, wonderful task, and it was solved with the help of Cam-theoria.

    – And what is the answer?

    — The answer is negative: the orbits will always be close to the initial ones. The exact statement is more complicated and has significant reservations, which it is inappropriate to state now. But such a simplified story describes the essence of KAM theory quite accurately. To answer your question about my contribution to mathematics: I learned to do calculations for systems that have not five or even five hundred, but an infinite number of components. This was the topic of my doctoral dissertation — “KAM theory for partial differential equations.”

    — You were awarded the Lyapunov Prize of the Russian Academy of Sciences for it?

    — Yes, that’s right: for the creation and development of the Kolmogorov-Arnold-Moser theory for partial differential equations.

    — What would you like to achieve while working at the Higher School of Economics?

    — To participate in the development of analysis at the HSE in particular and in Moscow in general. During the Soviet Union, analysis here was very strong, but for a number of reasons it has declined significantly. Unlike, say, algebra. Which confirms the thesis about the role of personality in history, since this happened solely due to the efforts of several outstanding algebraists who never left Moscow. They were the ones who preserved the seminars and the youth in the seminars.

    — Would you like to become the person in mathematics who will move analysis forward?

    — I would like to participate.

  • MIL-OSI Global: The rise of Brazil’s fuel mafias and their gas station money laundering machines

    Brazil’s federal police recently pulled back the curtain on a criminal web that had infiltrated the country’s fuel distribution chains. What looked like ordinary gas stations were, in fact, outposts of a vast laundering machine, washing dirty money with diesel and ethanol. According to Justice Minister Ricardo Lewandowski, more than 1,000 service stations across the country were overseen by organised crime syndicates.

    The plot thickened when Rio de Janeiro’s state police launched raids against the so-called “fuel mafia”, dismantling a racket that sold millions of liters of adulterated fuel. In the process, they revealed a network of ghost companies churning out fake invoices.

    Crime moves into the fuel sector

    Across Brazil organised crime is diversifying beyond narcotics, arms trafficking into the biofuel and fossil fuel sectors. Criminal factions with names such as the Primeiro Comando da Capital (PCC), Comando Vermelho (CV), and militia groups made-up of retired and active duty police are expanding into fuel theft, smuggling, tax evasion, and money laundering. The pivot by Brazil’s criminal underworld underscores their adaptability in exploiting legitimate markets.

    Fuel theft is hardly new to Brazil. The country’s top fuel distributors – Ale, BR, Ipiranga, and Raizen – have warned of criminal infiltration. But the costs of these illegal activities are significant. According to ICL, an industry group, illegal profits generated by gas stations amounted to $23 billion reais($3.89 billion) in 2021.

    A 2022 study by the Brazilian Public Security Forum (FBSP) revealed that criminal organisations generated approximately 146.8 billion reais (around $25.4 billion) from sectors including fuel, gold, cigarettes, and beverages far surpassing the revenues from cocaine trafficking.

    Meanwhile, a 2024 assessment found that the costs of cargo-theft, fuel-related robberies and fraud generated annual losses of $29 billion reais. Vibra Energia estimated that roughly 13 billion liters of fuel were being traded through “irregular” means a year.

    Fake gas stations, adulterated fuel, and tax fraud

    Organised criminal groups employ multiple strategies to exploit the fuel sector. The most common involves the use of “pirate” gas stations — outlets that flout safety standards and sell adulterated and stolen fuel. Police have exposed hundreds of gas stations linked to individuals indicted or convicted for fuel-related offenses since 2015. In 2019, for example, BR purged its retail network of 730 stations nationwide suspected of involvement in “irregularities”.

    By 2023, the PCC reportedly extended its influence to five ethanol plants and approximately 1,100 of São Paulo’s 9,000 gas stations. And in 2024, police claimed that as many as 30 gas stations in Rio de Janeiro were under PCC control. Meanwhile, the National Agency for Petroleum, Natural Gas and Biofuels (ANP) reported that violations related to the use of methanol — a toxic substance commonly used to adulterate fuels—increased by over 73 percent compared to the previous year.

    Fraud and tax evasion are also common in the fuel sector. In Brazil, fuel taxes on ethanol vary from state to state. These discrepancies create incentives for enterprising criminals to purchase fuel from low-tax jurisdictions and resell in high-tax states to station owners who charge higher tax and pocket the difference.

    A 2019 study by FGV estimated that fuel-related tax evasion generated 7.2 billion reais ($1.3 billion), with major rewards for petrol station owners that laundered funds. There are also schemes that involve tax fraud in fuel production and illegal diesel imports. One prominent case involved Copape, a company that sold fuel below market price by evading import taxes and manipulating its product. The company was later shut down amid allegations of ties to the PCC.

    Another common strategy involves outright theft by installing clandestine taps and siphoning fuel from pipelines. This practice often leads to significant economic losses and poses environmental hazards and public safety risks. The process usually involves precise “insider” knowledge of pipeline networks. In 2019, for example, Petrobras identified over 261 such incidents in Rio de Janeiro and São Paulo alone.

    The direct targeting of personnel and infrastructure has also occurred. In 2019, for example, more than 40 people were arrested in Rio de Janeiro in 2019 suspected of extorting and murdering Petrobras contactors. The group was described as highly organised with separate divisions for intimidating targets, tapping pipelines, transporting stolen fuel, and monitoring police movements. Stolen fuel can be sold on to asphalt companies, underground gas owners, and others.

    The entrenchment of organised crime in biofuels such as sugar and palm oil has resulted in confrontations with state authorities. In August 2024, 59,000 hectares of São Paulo’s sugarcane plantations were ravaged by fires resulting in losses of over 1 billion reais. Authorities suspect that the PCC orchestrated arson attacks as retaliation against government measures targeting their involvement in the adulterated fuel trade.

    And in February 2025, police in Rio de Janeiro revealed that operators of an illegal gambling (jogo do bicho) network were financing the criminal extraction of oil from underground pipelines. Proceeds were used to acquire equipment, rent fuel transport vehicles, and pay off personnel. In Rio, and elsewhere in Brazil, such activities undermine the rule of law, distort markets, and erode public trust.

    Technology-enabled solutions to disrupt fuel theft

    Preventing and disrupting infiltration of organised crime into the fuel sectors is challenging. Legal proceedings are often protracted. Efforts by fuel distributors to terminate franchise agreements with non-compliant operators are often stymied by prolonged court battles. The sophistication of Brazil’s criminal organisations also complicates enforcement efforts including their blending of illicit activities with legitimate business.

    At a minimum, federal and state authorities need to track gas stations and pipelines that are implicated in crime. Advanced tracking technologies that improve transparency in the fuel supply chain. And these solutions need to be bolstered by intelligence sharing across jurisdictions. One promising response comes from Brazil’s National Institute of Metrology (Inmetro) which has expanded its inspections of fuel pumps and product quality.

    Companies like Petrobras have ramped up their security measures to protect pipelines, refineries, transportation systems, and petrol stations. Advanced surveillance systems, including drones and sensor-based technology, are now being used by its subsidiary, TransPetro, to monitor pipeline integrity.

    Specialised response teams have also been established to detect and contain illegal taps. Petrobras and Transpetro have also increased collaboration with federal and state security forces to target organised crime cells involved in fuel theft and trafficking.

    In especially high-risk areas, particularly near major refineries such as Duque de Caxias in Rio de Janeiro, joint operations with law enforcement have resulted in arrests and the seizure of illegal equipment used to tap pipelines.

    Petrobras has invested in internal compliance, audit mechanisms, and fuel traceability systems to track product movement and prevent insider threats and diversion to illicit markets. The company has also partnered with regulatory agencies like the (National Agency of Petroleum, Natural Gas and Biofuels, or ANP) to tighten oversight over gas stations and transport companies suspected of facilitating the resale of adulterated or stolen fuel.

    Legislation and regulation is also needed to increase penalties for criminality in the fuel sector. Legal reforms, including a new bill approved in April 2025 targets companies that systematically evade taxes. Another bill is being explored that would mandate real-time electronic reporting of fuel sales and storage to ANP in order to increase traceability.

    A new Parliamentary Commission of Inquiry focusing on the relationship between organised crime and fuel is also about to be launched. Federal police, together with the financial intelligence unit (COAF) and tax authorities are also preparing a broad investigation into related activities.

    Addressing the infiltration of organised crime into Brazil’s biofuel and fossil fuel sectors requires more than enforcement — it demands a coordinated national strategy backed by industry cooperation. Enforced compliance, empowered regulators, transparent supply chains, and worker protections are essential. Without urgent and sustained action, organised crime will continue siphoning off Brazil’s future, weakening one of its most vital sectors.

    Outlook of 2025

    Revenue for 2025 is expected to be EUR 108-130 million and adjusted EBITA EUR 4.7-7.7 million.

    The first quarter of this year was challenging for Siili as the sluggish market conditions prevailed, and we took concrete steps to improve the profitability of our operations. However, many positive developments also occurred during the initial months of the year while we focused with determination on the implementation of our strategy.

    The Group’s revenue in January-March amounted to just under EUR 30 million, broadly at the previous year’s level. Adjusted EBITA for the first quarter amounted to EUR 1.3 million, 4.2% of revenue. Profitability came in slightly weaker than last year, in line with our expectations. However, when comparing to the previous year’s result, it is worth noting that the adjusted EBITA for the comparison period was improved by the temporary layoffs implemented during Q1 2024.

    During the initial months of the year, we have seen encouraging developments in the market, with our customers moving from testing artificial intelligence to firm transition programmes. In March, we launched a new Advisory service to accelerate our customers’ digital business and adoption of AI.

    An example of how we support our customers on their AI journey is an AI-assisted training programme we delivered for Alma Media at the beginning of the year. It is a tailored solution that helps Alma Media to integrate AI seamlessly into its operations and culture.

    Siili also worked with Varma to modernise a key system. The objective of the modernisation was to simplify the maintenance of the system and improve its scalability and development potential, ensuring it continues to meet Varma’s business needs reliably into the future. The work was carried out in stages and in close cooperation with the client, ensuring the continuous operability of the system.

    During the opening months of the year, we have also built new cooperation networks that allow extensive utilisation of Siii’s expertise. In March, Siili was accepted as a member in the Digital Defence Ecosystem, which brings together Finland’s leading technology companies to support national defence capabilities and the security of supply. Siili also became an NVIDIA partner earlier this year as part of the NVIDIA Partner Network (NPN), which significantly supports us in bringing scalable, production-ready AI solutions to our customers.

    In February–March, we adjusted our competence profile to align with the strategy we released last year, and current market conditions. Following change negotiations started in February, we will reduce 25 roles from Siili Finland’s functions and 8 from Siili Auto Finland. Actions affecting personnel are always difficult for the organisation, but we believe these adjustments will strengthen Siili’s competitiveness and profitability. With these measures, we estimate that we will achieve a total of 2.2 million euros in annual cost savings.

    To strengthen Siili’s competence profile, we concluded the acquisition of a majority stake in Integrations Group Oy at the beginning of the year. Integrations Group is now part of Siili, and the collaboration has started strongly. We continue to strengthen our competence profile in line with the strategy also through recruitment and human resources development.

    WASHINGTON, D.C. – U.S. Senator Tim Kaine, a member of the Senate Foreign Relations and Armed Services Committees, concluded a week-long trip of official visits in Poland, Ukraine, and Germany to highlight his support for America’s transatlantic partnerships and Ukraine’s fight against Russia’s brutal invasion. The visit came amid Russia’s horrific Palm Sunday attack on the Ukrainian town of Sumy, which killed dozens of innocent civilians, including children; global fallout from the Trump Administration’s chaotic tariff regime that not only punishes allies, but also severely inhibits defense cooperation; and reported plans to shrink America’s diplomatic presence abroad—even as China moves to expand its own footprint.

    Meet U.S. servicemembers stationed at the Logistical Support Area (LSA) in Jasionka, which has played a critical role in delivering security assistance to Ukraine since 2022.
    Visit Remote Maintenance Distribution Cell-Ukraine, a U.S. Army sustainment initiative that provides direct maintenance and repair support to the Ukrainian Armed Forces.
    Meet with Rzeszów Mayor Konrad Fijolek. Rzeszów was given the distinction of “Rescuer City” by President Zelenskyy in honor of the humanitarianism, charity, and solidarity it has offered the Ukrainian people. Kaine is a former mayor and the meeting provided an opportunity to reaffirm U.S.-Polish cooperation on regional security, especially at the local level.
    Meet with Head of the National Security Bureau Lt. General Dariusz Lukowski, Foreign Minister Radoslaw Sikorski, and Defense Minister Wladyslaw Kosiniak-Kamysz to discuss support for Ukraine and NATO.

    Tour the Kyiv Combined Heat and Power Plant No. 5, a major infrastructure site that supplies both electricity and heat to five districts of the city, to highlight U.S. support for energy infrastructure in Ukraine. The facility was severely impacted by Russian missile strikes in October 2022 and again in March 2023. USAID provided the funding and expertise to restore the plant’s operations.
    Lay flowers at the Bucha Memorial that honors the civilians and prisoners of war killed by Russian forces during their occupation of the town in early 2022.
