    Thales subsidiary, Thales Defense & Security, Inc. (TDSI), was awarded a contract by NSPA in support of the U.S. Air Force (USAF) for Scorpion Helmet Mounted Display (HMD) retrofit kits to enhance F-16 pilot visualization and situational awareness. The award supports modernization of HMDs for active duty and Air National Guard F-16 block 40 and 50 aircraft.

    The Scorpion HMD kits will replace the Joint Helmet Mounted Cueing System (JHMCS) and allow the USAF a standardized Scorpion HMD solution across Air Force, Air National Guard and USAF Reserve
    ​F-16s. Scorpion provides a modern digital platform allowing for enhanced pilot situational awareness with full color symbology and a single display for both day and night operations. Tracking accuracy is also markedly improved, as Scorpion is baselined with TDSI’s precision HObIT (Hybrid Optically based Inertial Tracker) tracker. The HObIT system provides precise tracking through a fusion of inertial-optical technology. ​

    This contact, issued by NSPA supporting USAF F-16 modernization efforts, is the first of several anticipated delivery orders. The contract arrangement also allows a procurement option for any F-16 NATO partner to modernize with Scorpion kit capability with similarly configured aircraft.   • MIL-OSI United Nations: We must get disability-inclusive disaster risk reduction right — here are 5 ways to deliver results

    We’ve done well in raising the profile of disability-inclusive disaster risk reduction — now it’s time to deliver results on the ground.

    As Sendai implementation picks up pace, I suggest five areas that could offer lasting wins for persons with disabilities – a group that comprises 15% of the global population.

    In early April 2025, I had the privilege of attending the Global Disability Summit in Berlin, which was hosted by the Governments of Germany and Jordan. Held at Station Berlin, at historic Potsdamer Platz, the event brought together more than 4,000 participants from across the world to explore how we can put persons with disability at the heart of every aspect of human life, to ensure that they are fully included in our collective flourishing.

    The atmosphere was truly inspiring, charged with hope, optimism and a palpable “can do” attitude. The phrase, “nothing about us, without us” rang out clearly as a powerful, heartfelt dictum. I was particularly glad to see disaster risk reduction (DRR) featuring prominently at the Summit.

    While the global, national, and local discourse on the topic has come a long way, specific on-the-ground actions still need to catch up. As one speaker said during the Opening Ceremony, we need to cultivate a sense of “radical curiosity about the experiences of persons with disability.”

    We’ve seen in several recent disasters that mortality and morbidity rates among persons with disability have been several times higher than the general populace – a reminder of the urgent work ahead. In the remaining five years of the Sendai Framework, if we pursue the following five strands with urgency, we will show the concrete results that we need:

    1. Embed disability inclusion in DRR plans and strategies

    A decade into the Sendai Framework’s implementation, the most progress has been on Target E – plans and strategies for disaster risk reduction. Yet many of these still fall short of addressing the specific needs and capacities of persons with disabilities.

    These strategies must be informed not only by data and evidence – such as census information on persons with different types of physical and intellectual disabilities – but also by the lived experience of persons with disabilities themselves. To make this happen we need to build an institutional culture that is responsive to specific individual needs, especially those of the most vulnerable people.

    2. Gather data on disaster impacts on persons with disabilities

    The Sendai Monitor calls for disaster loss data that is disaggregated by gender, age, and disabilities. However, only a few dozen countries presently collect and report such data for persons with disabilities. In some data-scarce contexts, this may be a challenging task – especially when the baseline data on persons with disabilities don’t exist.

    However, we must start somewhere. If we begin collecting data on disaster impacts on persons with disabilities now, in a few years this will throw up rich insights that can help us refine our strategies for persons with disabilities.

    3. Move from policies and guidelines to specific actions:

    In recent years, several countries – and sub-national bodies – have developed and adopted policies and guidelines for disability-inclusive disaster risk reduction – a close-to-home example (for me) is India, with guidelines at the national level and the sub-national level(Kerala State as one instance).

    What specific actions flow from these instruments? In the context of early warning systems, we’ve seen examples of standard operating procedures developed to ensure a suite of disability inclusive actions – from accessible warning and inclusive evacuation plans to suitable evacuation infrastructure. However, such concrete actions should also extend to address comprehensive disaster risk reduction efforts.

    Let’s take flood risk management as an example: if a community has to relocate away from a flood-prone settlement, how can it ensure that the new location is suitable for persons with disabilities? Or if houses are being retrofitted and being raised on stilts, how can these meet the needs of persons with disabilities? Similarly, what does it mean for persons with disabilities to “build back better” after disasters? We need to stretch our imagination of risk reduction to turn policies and guidelines into concrete inclusive actions.

    4. Extend access to assistive technologies

    The last decade has seen great progress in assistive technologies for persons with disabilities. Rapid advances in fields such as AI, neurosciences, and synthetic biology promise an even brighter future. But access to these technologies is highly unequal – between men and women, between developing and developed countries, between rural and urban areas, and so on.

    Governments must take a proactive policy stance to address these inequalities. Could disability-disaggregated census data be used to incentivize both public and private sector investments in developing assistive technologies that are cost-efficient and affordable?

    5. Ask: is it really working?

    And finally, we must find smarter ways to asses our impact. A good start would be for every post-disaster “after action review” to include this key question for persons with disabilities: “Did the systems work for you?”


    At UNDRR, we have made disability-inclusive DRR a priority. In my recent missions to Australia, Finland, Fiji and Germany, I was struck by deep commitment to this cause – and a rising sense of urgency – from governments. In Berlin, I had rich discussions with ministers from Italy and Scotland – both are serious about making real changes in their countries.

    UNDRR has endorsed the Amman-Berlin Declaration, the fruit of the Global Disability Summit. This declaration calls for all international development programmes to be inclusive of and accessible to persons with disabilities, and for at least 15% of country-level development programmes to explicitly pursue disability inclusion as an objective: “15 percent for the 15 percent.”

    We are making steady progress on disability inclusion in disaster risk reduction. With accelerated action and wider mobilization, transformational change is within reach!

    On 24 April 2025, from 09:00 to 09:30, the FISC Subcommittee will hold its first consideration of the own-initiative draft report entitled “The Role of Simple Tax Rules and Tax Fragmentation in European Competitiveness.” This initial discussion will centre on the critical importance of simplifying the EU tax landscape to alleviate regulatory and administrative burdens, particularly for small and medium-sized enterprises (SMEs).

    Simplification, digitalisation, and stronger cooperation among Member States are essential to reducing compliance costs, facilitating cross-border business activity, and effectively addressing tax avoidance and evasion.

    The Rapporteur, MEP Hadjipantela, together with the shadow rapporteurs, will discuss his initial draft report and consider concrete measures to support the Commission’s objective of reducing reporting obligations by 25%–and by at least 35% for SMEs. The discussion will underscore the need to prioritise simplification, digitalisation, and strengthened cooperation among Member States to build a fairer and more competitive tax environment. Advancing digital tools and harnessing artificial intelligence in tax administration will be discussed as key to reducing fragmentation and complexity, and to improving transparency.

         Among the matters related to the civil service in the 2025-26 Draft Estimates of Expenditure, I would like to focus my introduction on the following items.
     
         The first item is the civil service establishment. We have implemented the zero-growth policy in the civil service establishment since 2021-22 with the overall establishment controlled at a level not exceeding that as at end-March 2021, i.e. about 196 000 posts. With the concerted efforts of bureaux and departments, the civil service establishment has been reducing every year. It is anticipated that by March 31, 2026, the overall civil service establishment will have reduced to about 193 000 posts, i.e. a reduction by approximately 3 000 posts on a cumulative basis.
     
         To better utilise manpower resources, we will trim the civil service establishment further, reducing it by 2 per cent each in 2026-27 and 2027-28 basing on the establishment of the preceding financial year. By April 1, 2027, about 10 000 posts are expected to be deleted from the civil service establishment within this term of Government. The resources saved will be included in the 2 per cent savings of the recurrent expenditure of the departments concerned under the Financial Services and the Treasury Bureau’s Productivity Enhancement Programme.
     
         In addition, the Government has put forward in the Budget that for 2025-26, the executive authorities, the legislature, the judiciary and members of the District Councils take a pay freeze. This applies to members of the civil service. The effective date of the civil service pay freeze is April 1, 2025.
     
         I understand recent concerns over the civil service establishment. Some people think that since the current vacancy rate stands at about 10 per cent, cutting the vacancies directly will achieve greater savings in expenditure. I would like to take this opportunity to clarify the matter. The reduction in the civil service establishment proposed in the Budget aims to optimise manpower arrangements through reorganisation and reprioritisation of work while maintaining the efficiency of public services. To this end, all posts, both filled and vacant, will be reviewed to ascertain the necessity to retain them. It does not mean that we can achieve the objective simply by deleting all vacant posts. For posts that are essential to the provision of public services, such as Air Traffic Control Officers and Station Officers, we have to retain them, and recruitment will continue. For posts currently occupied, they are not immune from deletion but may be deleted after the transfer of the incumbents and redistribution of work.
     
         As a matter of fact, with the increasing workload of the Government, it requires much effort in planning for departments to cut expenditure and reduce their establishment at the same time. However, it also presents a good opportunity for them to think outside the box and adopt innovative thinking to enhance efficiency and effectiveness. The Government will continue to promote the adoption of management measures and digitalisation among departments with a view to optimising the use of civil service manpower resources and enhancing efficiency by reprioritising their work, redeploying internal resources, streamlining procedures and leveraging technology. In so doing, the leaner civil service can continue to deliver high-quality public services.
     
         The second item is about civil service training. The Civil Service College will continue to take forward various initiatives to strengthen the governance capabilities of the civil service. The relevant estimated expenditure is about $255 million in 2025-26. The College will launch the Governance Talents Development Programme as proposed in the Policy Address to nurture governance talent with a macro perspective and professional leadership ability. It will also continuously enhance the content on technology application in civil service leadership training, enabling departmental leaders to better grasp the impact of technological development on public policy formulation and implementation. This will equip them to take on leadership responsibilities, guiding their departments to leverage technology, including optimising departmental information technology systems, better utilising big data and artificial intelligence to transform public services, and arranging appropriate training for departmental staff.
     
         Regarding the medical and dental benefits for civil servants, the Government will continue to honour its contractual obligation as the employer and provide medical benefits for serving civil servants, pensioners and other eligible persons. The medical services provided by the Hospital Authority as part of the medical benefits have been included in the overall provision allocated to it. Regarding Families Clinic services and dental services provided by the Department of Health (including the pilot scheme on provision of dental scaling services via private dental organisations and the pilot scheme on receiving designated dental services at a medical institution in Shenzhen), a provision of around $1,158 million has been reserved. Also, we have reserved about $1,766 million to cover the expenditure on reimbursement of medical expenses that cannot be fully anticipated.
     
         The Civil Service Bureau will continue to implement various policies and initiatives, such as strengthening civil service training, continuing to organise the Civil Service Staff Exchange and Collaboration Programme jointly with Mainland cities in the Guangdong-Hong Kong-Macao Greater Bay Area and beyond, further enhancing the civil service disciplinary mechanism, implementing the two pilot schemes on dental services for civil servants, providing childcare leave for government employees, etc.

         The third InnoEX, co-organised by the ITIB and the Hong Kong Trade Development Council (HKTDC), will occur from April 13 to 16 at the Hong Kong Convention and Exhibition Centre (HKCEC). This annual event brings together I&T elites, enterprises and buyers from the Mainland and overseas to jointly promote I&T advancements and applications and explore global collaboration opportunities. Themed “Innovation • Automate • Elevate”, this year’s InnoEX will showcase cutting-edge technology solutions across five key areas: low-altitude economy, artificial intelligence, robotics, cybersecurity and smart mobility. A highlight of the event is the Smart Hong Kong Pavilion set up by the Digital Policy Office, which will showcase over 100 I&T solutions, including those developed by different government departments in relation to citizens’ daily lives, as well as award-winning I&T projects by local innovators and students, demonstrating Hong Kong’s achievements in I&T and smart city development.

    Companies House starts to verify identities

    The voluntary period for identity verification is open for business. More than 6 million individuals will need to comply in the 12 months after identity verification becomes a legal requirement later this year. This phased approach reduces the burden on companies.

    Today (8 April 2025) sees the launch of a new service that allows individuals to verify their identity directly with Companies House through GOV.UK One Login. People can also verify their identity through an Authorised Corporate Service Provider (ACSP).

    The introduction of identity verification is one of the key changes to UK company law under the Economic Crime and Corporate Transparency Act 2023. This landmark legislation gave Companies House new and enhanced powers to help disrupt economic crime and support economic growth. 

    Identity verification will provide more assurance about who is setting up, running, owning and controlling companies in the UK. There will be the same level of assurance whether individuals are verifying their identity directly with Companies House or through an ACSP.

    Companies House CEO Louise Smyth CBE said:

    Identity verification will play a key role in improving the quality and reliability of our data and tackling misuse of the companies register.

    To save time later, we encourage directors, people with significant control of companies (PSCs) and those filing information with Companies House to verify their identity during the voluntary window.

    We expect identity verification to become mandatory from autumn 2025.

The UK government has publicly expressed support for Taiwan’s international participation on multiple occasions. And last November, the UK House of Commons passed a motion clearly asserting that United Nations General Assembly Resolution 2758 does not mention Taiwan. These actions attest to the UK’s belief in supporting democracy and peace, and have further solidified our countries’ friendship. I would like to convey my deepest gratitude to the UK government and parliament.  Currently, the UK is Taiwan’s fourth largest trading partner in Europe and second largest source of investment from Europe. We enjoy close economic and trade ties, and our industries complement each other well. There is also great potential for collaboration in such fields as semiconductors, AI, unmanned vehicles, and medium- and low-orbit satellites. We look forward to expanding exchanges with the UK across all domains so as to enhance democratic and economic resilience. We also hope the UK will continue to support Taiwan’s bid to join the Comprehensive and Progressive Agreement for Trans-Pacific Partnership so that together, we can work with more like-minded partners, jointly advancing the prosperous development of the Indo-Pacific region and economic security around the world. Once again, I welcome Representative Bradley-Jones to Taiwan and wish her all the best with her work. I anticipate that Taiwan-UK relations will continue to steadily advance through our joint efforts. Representative Bradley-Jones then delivered remarks, first saying in Mandarin that she is honored to meet with President Lai to discuss topics of mutual concern and jointly deepen Taiwan-UK relations, promoting mutual understanding, respect, and cooperation. She went on to say that she came to Taiwan last August to study Mandarin, and began her post as British Office Taipei representative in February this year, noting that every day she learns more about and gains a deeper understanding of Taiwan. Last year, she said, she visited Tainan and Wanli, and found Tainan’s wetlands and the scenery in Wanli very impressive. She added that she has also tried many different Taiwanese foods, and is looking forward to experiencing even more of Taiwan’s local culture and customs over the next four years. Continuing her remarks in English, Representative Bradley-Jones stated that since taking up her post, she has borne witness to the strength of the relationship between Taiwan and the UK and the potential for it to continue to grow. She said that on trade and investment, there is significant complementarity between Taiwan’s Five Trusted Industry Sectors and the UK’s Industrial Strategy, particularly in areas such as digital technologies, advanced manufacturing, and clean energy. Both governments are also together supporting Taiwan and UK businesses through our Enhanced Trade Partnership and annual trade talks, she said. Representative Bradley-Jones went on to say that on science and technology, Taiwan and the UK can and should do more together. She noted that the UK has the third largest tech sector in the world and is valued at over US$1.1 trillion, while Taiwan is the center of the semiconductor and AI hardware world. Given our complementary strengths, especially in areas such as semiconductors, space, and communications technology, she said, the UK has stepped up its level of activity in Taiwan, including by regularly hosting a UK Pavilion at SEMICON and funding 18 joint R&D programs through our new collaborative R&D fund, and looks forward to doing more together in the future.  In support of Taiwan’s whole-of-society resilience, the representative said, the UK is supporting valuable exchanges, co-hosting GCTF (Global Cooperation and Training Framework) workshops, sharing lessons on financial sector resilience, and reaching out to mayors and community leaders across Taiwan. From financial resilience to cyber resilience, she said, the UK’s public sector and private industries have plenty to share and learn. Representative Bradley-Jones stated that on people-to-people links, parliamentarians, civil society, and academics are continuing to deepen contact, and that she is particularly excited by a new smart parliament partnership agreed upon by the Taiwan Foundation for Democracy and the UK’s Westminster Foundation for Democracy, which aims to facilitate cross-party, cross-society, and cross-border exchanges on issues such as democratic governance, AI, inclusive policy-making, and public safety. The representative indicated that the examples she mentioned just scratch the surface of the full potential of the Taiwan-UK relationship. She said that the UK’s longstanding policy remains unchanged, and fundamentally, that is because we share a common set of values and interests. We are together focused on how to make our societies safer and more prosperous tomorrow than they are today, she said, and as like-minded democracies, innovative economies, and practical partners, the sincere and pragmatic cooperation between Taiwan and the UK is bringing material benefits to the prosperity and well-being of our people every day.

    President Lai meets Alaska Governor Mike Dunleavy
    On the morning of March 21, President Lai Ching-te met with a delegation led by Alaska Governor Mike Dunleavy. In remarks, President Lai said that Alaska has long been an important trading partner of Taiwan, and that we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. The president expressed hope that Taiwan and Alaska will have more frequent engagement and exchanges so that our relations can continue to grow to create prosperous development for both sides. A translation of President Lai’s remarks follows: On behalf of the people of Taiwan, I extend my sincerest welcome to our guests. This is Governor Dunleavy’s first visit to Taiwan, and last night, we both attended the Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan. I am delighted to have this opportunity to meet with Governor Dunleavy today at the Presidential Office for further dialogue. Alaska has long been an important trading partner of Taiwan. Our sister-state relationship was established in 1988, and we have built a solid foundation for cooperation in such fields as energy, fisheries, and tourism. Currently, Taiwan is Alaska’s eighth largest export market and ninth largest source of imports. This goes to show just how close our trade and economic ties are and how much potential there is for further growth. As I said in my remarks at last night’s Hsieh Nien Fan banquet, Taiwan is interested in buying Alaskan natural gas. I am sure that Governor Dunleavy’s visit will help us explore even more opportunities for cooperation and continue to deepen Taiwan-United States relations. In the face of such challenges as expanding authoritarianism, climate change, and pandemics, we look forward to strengthening collaboration between Taiwan and the US. By drawing on our strengths, we can jointly build non-red supply chains to bolster our economic resilience and drive the advancement of global technology. I want to thank the US government for reiterating the importance it attaches to peace and stability across the Taiwan Strait and its opposition to any attempt to change the status quo by force or coercion. Governor Dunleavy said that as the pandemic was raging, the world went from “before COVID” to “after COVID.” Before COVID, he said, the world relied on a number of systems that were in place for decades after World War II involving supply chains, alliances, sources of energy, trading partners, and friends. He went on to say that as we go beyond COVID, we are reestablishing and reevaluating who our friends are, where we are going to get our energy, and who our trading partners are going to be. The governor said that we are creating a new world for the next 50 years with the new administration in Washington, and this is an opportunity for us to reevaluate and reinvest with our friends for the next 50 years in each other, our futures, and our security. Governor Dunleavy stated that one thing is for certain: that Taiwan is a friend of the US and a friend of Alaska, and has been for many, many decades. He said that it is their hope in this trip and subsequent trips to establish an even tighter bond among their friends in Taiwan, the US, and Alaska. The governor also said that we have much in common in that we are members of the Pacific family, are democracies, and believe in freedom, free speech, and capitalism. He indicated that he has much optimism for the future, and that as we reestablish relationships throughout the world, energy is going to be the key and the basis for our economic development, our national security, and our friendship.     President Lai attends AmCham Taiwan 2025 Hsieh Nien Fan
    On the evening of March 20, President Lai Ching-te attended the annual Hsieh Nien Fan (謝年飯) banquet hosted by the American Chamber of Commerce in Taiwan (AmCham Taiwan). In remarks, President Lai pointed out that the United States is now a major source of investment in Taiwan, adding that last year US investment accounted for 11.5 percent of total foreign investment in Taiwan. The president also pointed out that the US has become Taiwan’s largest investment destination, as Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of its total outbound investment last year. President Lai expressed hope that AmCham will continue to offer support in quickly resolving the issue of double taxation, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. He also emphasized that one essential element for our economic prosperity is maintaining security and stability, both regionally and globally. The president expressed his belief that, so long as we coordinate our efforts, we can achieve more in our respective defense industries and build non-red supply chains, advancing peace, stability, and prosperity. A transcript of President Lai’s remarks follows: I’m delighted to be here tonight. I want to wish everyone and their families a happy, healthy, and prosperous year ahead. For many years now, AmCham has acted as a bridge between Taiwan and the US. It not only advocates for Taiwan to various sectors in the US, but also offers advice for the development of Taiwan’s industries. So tonight, I would like to express my deepest gratitude to all our friends from the American business community. The 2025 Business Climate Survey, published by AmCham this January, demonstrates the confidence foreign businesses have in the Taiwan market. We are happy to see that over 80 percent of survey respondents reported stable or increased revenue last year, and around 80 percent expressed confidence in Taiwan’s economic prospects for the coming year. Moreover, 90 percent of businesses surveyed are planning to maintain or expand their investments in Taiwan. The positive developments in Taiwan made by our American friends here tonight, their outlook for the future, and their confidence in Taiwan, are further proof of Taiwan’s ideal environment for investment. The US is now a major source of investment in Taiwan. Last year, US investment accounted for 11.5 percent of total foreign investment in Taiwan. In 2023, Entegris opened a new manufacturing facility in Kaohsiung and Micron launched a new facility in Taichung. Last year, Google further solidified Taiwan as its biggest R&D hub outside of the US by opening a new office here. AMD, Nvidia, and major cloud computing companies from the US have also been choosing Taiwan to expand their presence. Over the past several years, the US has also become Taiwan’s largest investment destination. Taiwan’s direct and indirect investment in the US accounted for more than 40 percent of our total outbound investment last year. Four years ago, TSMC’s [Taiwan Semiconductor Manufacturing Company] investment in facilities in Arizona became the biggest FDI [foreign direct investment] in a greenfield project in US history. And this month, TSMC announced it would expand that investment, breaking another record and highlighting the enduring prosperity shared by Taiwan and the US. In addition to TSMC, Taiwan’s GlobalWafers has built a 12-inch silicon wafer factory in Texas, the biggest in the US. This will be followed by many other industries. These companies are confidently expanding their global presence across the Pacific and eastward into the Americas. The US is moving to reindustrialize its manufacturing industry and consolidate high-tech leadership, as it moves to become a global AI hub. In these efforts, Taiwan is an indispensable partner for the US. While the US is a leader in chip design, Taiwan’s semiconductor manufacturing plays an irreplaceable part in the supply chain. Adapting to the changing geopolitical landscape and the coming era of smart technology, Taiwan will continue to promote its Five Trusted Industry Sectors of semiconductors, AI, military, next-gen communications, and security and surveillance. This will drive the next stage in our economic development. A great time to invest in Taiwan is now. We will continue to better connect relevant government agencies and align with international standards to foster a friendlier investment environment. And I am confident that Taiwanese and American companies can leverage their respective high-tech expertise and invest in each other, boosting growth in industrial innovation and development for both our economies. At the same time, we hope to continue deepening Taiwan-US trade relations. Last year, Taiwan was the seventh largest trading partner of the US, up one spot from the previous year, and bilateral trade grew by 24.2 percent. Taiwan is going to expand procurement from the US of industrial and agricultural products, as well as natural gas. I am very happy to welcome Governor [Mike] Dunleavy of Alaska, who has specially come all the way to Taiwan. Alaska is a source of high-quality natural gas, and its relatively short distance from Taiwan facilitates transportation. So we are very interested in buying Alaskan natural gas because it can meet our needs and ensure our energy security. We hope that AmCham will continue to offer support in quickly resolving the issue of double taxation and removing tax barriers to bilateral investment and trade, further enhancing the mutually beneficial Taiwan-US economic and trade partnership. One essential element for our economic prosperity is maintaining security and stability, both regionally and globally. So we are grateful for the joint leaders’ statement issued by [US] President [Donald] Trump and Japan’s Prime Minister Ishiba Shigeru, in which they expressed their solid support for maintaining peace and stability across the Taiwan Strait. As we face growing authoritarianism, Taiwan will continue to uphold our values of freedom and democracy and will be a responsible actor in regional and global security. Currently, Taiwan’s defense budget stands at about 2.5 percent of GDP. Going forward, the government will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. At the same time, we will continue to reform national defense, further enhancing Taiwan’s self-defense capabilities. And we will advance our cooperation with the US and other democracies in upholding regional stability and prosperity. We also welcome continued Taiwan-US cooperation in the defense sector. The president indicated that the next goal for Taiwan and the US is the signing of an agreement for the avoidance of double taxation, which would provide greater incentives for Taiwanese businesses to invest in the US, facilitate the establishment of more comprehensive industry clusters, and generate more job opportunities, representing a win-win outcome for Taiwan-US relations. In remarks, President Lai thanked the guests for gathering here in Taiwan and discussing ways to enhance regional cooperation, demonstrating that our democratic allies and friends are standing together as we take on the challenges of a new world and a new era. The president reiterated that Taiwan will continue to engage with the world, and we welcome the world to come closer to Taiwan. He stated that Taiwan will continue to work with international partners to deepen cooperation, exchanges, and partnership in various domains and resist the expansion of authoritarianism. Together, the president emphasized, we can pursue regional peace and security and realize a new vision for a free and open, stable and prosperous Indo-Pacific. A translation of President Lai’s remarks follows: I would like to begin by thanking Anders Fogh Rasmussen, former prime minister of Denmark and chairman of the Alliance of Democracies Foundation, for inviting then-President Tsai Ing-wen to address the Copenhagen Democracy Summit via video over five consecutive years since 2020, and for inviting myself to give remarks via video last year. Chairman Rasmussen then delivered remarks, saying that it is a great pleasure to be back here in Taipei after meeting with President Lai in 2023. He then thanked President Lai for the Taiwanese hospitality on behalf of the Yushan Forum international visitors and participants, who represent four continents and very different political parties but who are united by one thing – the commitment to democracy. Chairman Rasmussen mentioned that over the past few days, they have met with members of the government, legislature, and civil society in Taiwan. He said that he is more convinced than ever that in a very uncertain world, Taiwan continues to stand as a beacon of democracy, from which people in Europe and in the rest of the world have a lot to learn. Over the past eight years, he has been proud to step up his engagement with Taiwan, he said, as he has always subscribed to the view that freedom must advance everywhere, or else it is in decline everywhere. Chairman Rasmussen noted that they have many interests in making sure Taiwan remains free and that we must always stand up for freedom when it is under assault by a dictator. This is why Ukraine’s fight is also everyone’s fight, he explained. He then praised Taiwan for all of the support it has given to Ukraine since Russia’s invasion and honored the two Taiwanese volunteer soldiers who gave their lives for freedom in Ukraine. Chairman Rasmussen remarked that Taiwan is a strong feature of the Copenhagen Democracy Summit that he convenes each year. His foundation, the Alliance of Democracies, has even been sanctioned by the Chinese government due to its support of Taiwan, he said, which is something he takes as a badge of honor. He added that this year’s Copenhagen Democracy Summit in May will be no different, as they plan to focus on the new world order, urgent measures to strengthen Europe’s military, and the situation in Ukraine. But as the United States pulls back from the transatlantic alliance and Europe focuses more on its own defense, he said, Europe should not retreat from the world. He added that to ensure European security, we need more Europe in the Indo-Pacific, and that is why he has been making the argument for more political and economic cooperation with Taiwan. Chairman Rasmussen praised President Lai’s recent decision to increase Taiwan’s national defense budget to more than 3 percent of GDP, adding that it is important that each nation does what it can for its own defense. The chairman once again thanked President Lai for meeting with them today and for the opportunity to visit Taiwan, a beacon of democracy and liberty in Asia.     President Lai delivers remarks on US tariff policy response
    On April 6, President Lai Ching-te delivered recorded remarks regarding the impact of the 32 percent tariff that the United States government recently imposed on imports from Taiwan in the name of reciprocity. In his remarks, President Lai explained that the government will adopt five response strategies, including making every effort to improve reciprocal tariff rates through negotiations, adopting a support plan for affected domestic industries, adopting medium- and long-term economic development plans, forming new “Taiwan plus the US” arrangements, and launching industry listening tours. The president emphasized that as we face this latest challenge, the government and civil society will work hand in hand, and expressed hope that all parties, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy. A translation of President Lai’s remarks follows: My fellow citizens, good evening. The US government recently announced higher tariffs on countries around the world in the name of reciprocity, including imposing a 32 percent tariff on imports from Taiwan. This is bound to have a major impact on our nation. Various countries have already responded, and some have even adopted retaliatory measures. Tremendous changes in the global economy are expected. Taiwan is an export-led economy, and in facing future challenges there will inevitably be difficulties, so we must proceed carefully to turn danger into safety. During this time, I want to express gratitude to all sectors of society for providing valuable opinions, which the government regards highly, and will use as a reference to make policy decisions.  However, if we calmly and carefully analyze Taiwan’s trade with the US, we find that last year Taiwan’s exports to the US were valued at US$111.4 billion, accounting for 23.4 percent of total export value, with the other 75-plus percent of products sold worldwide to countries other than the US. Of products sold to the US, competitive ICT products and electronic components accounted for 65.4 percent. This shows that Taiwan’s economy does still have considerable resilience. As long as our response strategies are appropriate, and the public and private sectors join forces, we can reduce impacts. Please do not panic. To address the reciprocal tariffs by the US, Taiwan has no plans to adopt retaliatory tariffs. There will be no change in corporate investment commitments to the US, as long as they are consistent with national interests. But we must ensure the US clearly understands Taiwan’s contributions to US economic development. More importantly, we must actively seek to understand changes in the global economic situation, strengthen Taiwan-US industry cooperation, elevate the status of Taiwan industries in global supply chains, and with safeguarding the continued development of Taiwan’s economy as our goal, adopt the following five strategies to respond. Strategy one: Make every effort to improve reciprocal tariff rates through negotiations using the following five methods:  1. Taiwan has already formed a negotiation team led by Vice Premier Cheng Li-chiun (鄭麗君). The team includes members from the National Security Council, the Office of Trade Negotiations, and relevant Executive Yuan ministries and agencies, as well as academia and industry. Like the US-Mexico-Canada free trade agreement, negotiations on tariffs can start from Taiwan-US bilateral zero-tariff treatment. 2. To expand purchases from the US and thereby reduce the trade deficit, the Executive Yuan has already completed an inventory regarding large-scale procurement plans for agricultural, industrial, petroleum, and natural gas products, and the Ministry of National Defense has also proposed a military procurement list. All procurement plans will be actively pursued. 3. Expand investments in the US. Taiwan’s cumulative investment in the US already exceeds US$100 billion, creating approximately 400,000 jobs. In the future, in addition to increased investment in the US by Taiwan Semiconductor Manufacturing Company, other industries such as electronics, ICT, petrochemicals, and natural gas can all increase their US investments, deepening Taiwan-US industry cooperation. Taiwan’s government has helped form a “Taiwan investment in the US” team, and hopes that the US will reciprocate by forming a “US investment in Taiwan” team to bring about closer Taiwan-US trade cooperation, jointly creating a future economic golden age.  4. We must eliminate non-tariff barriers to trade. Non-tariff barriers are an indicator by which the US assesses whether a trading partner is trading fairly with the US. Therefore, we will proactively resolve longstanding non-tariff barriers so that negotiations can proceed more smoothly. 5. We must resolve two issues that have been matters of longstanding concern to the US. One regards high-tech export controls, and the other regards illegal transshipment of dumped goods, otherwise referred to as “origin washing.” Strategy two: We must adopt a plan for supporting our industries. For industries that will be affected by the tariffs, and especially traditional industries as well as micro-, small-, and medium-sized enterprises, we will provide timely and needed support and assistance. Premier Cho Jung-tai (卓榮泰) and his administrative team recently announced a package of 20 specific measures designed to address nine areas. Moving forward, the support we provide to different industries will depend on how they are affected by the tariffs, will take into account the particular features of each industry, and will help each industry innovate, upgrade, and transform. Strategy three: We must adopt medium- and long-term economic development plans. At this point in time, our government must simultaneously adopt new strategies for economic and industrial development. This is also the fundamental path to solutions for future economic challenges. The government will proactively cooperate with friends and allies, develop a diverse range of markets, and achieve closer integration of entities in the upper, middle, and lower reaches of industrial supply chains. This course of action will make Taiwan’s industrial ecosystem more complete, and will help Taiwanese industries upgrade and transform. We must also make good use of the competitive advantages we possess in such areas as semiconductor manufacturing, integrated chip design, ICT, and smart manufacturing to build Taiwan into an AI island, and promote relevant applications for food, clothing, housing, and transportation, as well as military, security and surveillance, next-generation communications, and the medical and health and wellness industries as we advance toward a smarter, more sustainable, and more prosperous new Taiwan. Strategy four: “Taiwan plus one,” i.e., new “Taiwan plus the US” arrangements: While staying firmly rooted in Taiwan, our enterprises are expanding their global presence and marketing worldwide. This has been our national economic development strategy, and the most important aspect is maintaining a solid base here in Taiwan. We absolutely must maintain a solid footing, and cannot allow the present strife to cause us to waver. Therefore, our government will incentivize investments, carry out deregulation, and continue to improve Taiwan’s investment climate by actively resolving problems involving access to water, electricity, land, human resources, and professional talent. This will enable corporations to stay in Taiwan and continue investing here. In addition, we must also help the overseas manufacturing facilities of offshore Taiwanese businesses to make necessary adjustments to support our “Taiwan plus one” policy, in that our national economic development strategy will be adjusted as follows: to stay firmly rooted in Taiwan while expanding our global presence, strengthening US ties, and marketing worldwide. We intend to make use of the new state of supply chains to strengthen cooperation between Taiwanese and US industries, and gain further access to US markets. Strategy five: Launch industry listening tours: All industrial firms, regardless of sector or size, will be affected to some degree once the US reciprocal tariffs go into effect. The administrative teams led by myself and Premier Cho will hear out industry concerns so that we can quickly resolve problems and make sure policies meet actual needs. My fellow citizens, over the past half-century and more, Taiwan has been through two energy crises, the Asian financial crisis, the global financial crisis, and pandemics. We have been able to not only withstand one test after another, but even turn crises into opportunities. The Taiwanese economy has emerged from these crises stronger and more resilient than ever. As we face this latest challenge, the government and civil society will work hand in hand, and I hope that all parties in the legislature, both ruling and opposition, will support the measures that the Executive Yuan will take to open up a broader path for Taiwan’s economy.     Speaking on behalf of over 45 million companies globally, Mr Denton stressed the need for a collaborative approach, describing tariff retaliation as a “lose-lose” game and calling for negotiation and de-escalation over retaliation.

    Mr Denton highlighted that the US accounts for only 13% of global trade, making it unlikely to single-handedly trigger a global trade war. He urged economies to focus on establishing a revitalised multilateral trading system rather than engaging in retaliatory measures, which could lead to recession and economic self-harm.

    “Let’s not follow a pathway to mutually assured destruction here, because we’ve all seen what a global trade war looks like, and it’s devastating for people and communities, and devastating for economies,” he said.

    Comparing the current situation to the oil shock of the 1970’s Mr Denton pointed to market and real economy signs of slowdown due to the announced tariffs. 

    He warned that further escalation could lead to “serious ramifications”, including sovereign debt downgrades for emerging economies and damage to US supply chains.

    Mr Denton urged governments to use the shock created by the US announcement last week to recalibrate and revitalise the multilateral trading system that the US had helped create. 

    “The reality is the system is not perfect,” he said. “But what we’re saying is use this opportunity of the shock that the US announcement has created to recalibrate…and revitalise that system.”

    Paris, France – April 8, 2025 – Atos today announces the integration and deployment of a generative artificial intelligence (AI) feature to all users of the Selartag® cellar management solution, benefiting professionals and consumers, to streamline the creation of wine records for inventories. Designed in six months with Amazon Bedrock, this feature reduces the time required to create a listing by 90%. It also increases the average data completeness rate by 88%, compared to 53% before the introduction of AI. The new feature improves the quality of the Selartag® application database, available on PC or smartphone, by correcting spelling and writing variants that cause inventory errors and eliminating duplicate entries, allowing sommeliers to reduce administrative tasks in favor of their core business.

    This project won the ‘GenAI Challenge’, which was organized by AWS and Atos for their joint customers to drive innovation and real-world integration of generative AI use cases. Selartag® wanted to simplify the process of searching for and entering wine inventory information to improve the accuracy of the cellar catalogues and save time for sommeliers.

    Until now, manual intervention was required to cross-reference a bottle with a wine record in the Selartag® app database. If a wine had not yet been listed, it took users between three and five minutes to complete the mandatory fields of a form detailing the bottle’s characteristics. The optional fields, despite their interest, were almost always left blank.

    Today, thanks to the newly deployed AI feature in Selartag®, the process is fast and easy. With AI image recognition, users can simply take a photo of the bottle label and click to pre-fill the card. It takes seven seconds to list a bottle in the Selartag® app, with all its characteristics, such as: appellation, estate, vintage, color, type of wine, country and region, description, food and wine pairing recommendation, peak date, serving temperature, alcohol content and grape varieties. When needed, users can update the form information, but this now takes an average of just 30 seconds per bottle.

    The generative AI feature was implemented in just six months, from concept to deployment on the Selartag® app. Atos leveraged Amazon Bedrock, an AWS managed service, to build a secure and responsible generative AI solution based on a foundation model designed by leading AI innovators.

    A new type of robot just landed a job at an eldercare service center in southwest China’s Chongqing Municipality, thanks to its knack for handling the complex emotional needs of seniors.
    The First Social Welfare Home of Chongqing explained that Peipei, the robot, is identified as a female employee. They described her as gentle, patient and good at listening and an eloquent caregiver.
    “If you have any questions, just ask ‘Peipei.’ She can answer anything,” said an 86-year-old senior in the home, who gave her surname as Wang.
    The resident has often interacted with the robot, from chatting to playing e-games, or even asking Peipei to take photos of her and remove any signs of aging in them.
    Wang said Peipei was emotionally exquisite, not only answering questions, but also taking the initiative to care about her. For example, the robot can notice when she hasn’t been sleeping well or is in a bad mood.
    The robot gently comforts her, reminding that her granddaughter, who is studying abroad, might not be able to visit often, but she makes a video call every week.
    Peipei’s name is a homophone of companionship, said Xiang Guohui, a senior algorithm engineer with Mashang Consumer Finance Co., Ltd., the developer of the robot.
    He said the company integrates cutting-edge technologies such as artificial intelligence (AI) and AI psychology and uses a multi-modal emotional large model to build the robot system giving her the ability of intelligent emotional companionship, health and safety protection, entertainment and leisure services, and life assistance management.
    Xiang said that the company’s research team found that the demand for emotional companionship ranks the top for people in senior homes.
    Should elderly residents struggle with memory and repeat themselves, Peipei tirelessly provides feedback.
    “For the elderly who enter care institutions, loneliness could lead to isolation. Appropriate intervention is needed in such cases,” said Liu Min, vice president of the institute.
    She said it was impossible for nursing staff to meet the emotional and psychological needs of every elderly person all the time. While the robot can provide companionship for the elderly 24 hours a day.
    “The value of elderly care robots is not just to assist the elderly in their lives, but also to provide a window for them to get in touch with new technologies and keep up with the development of digital society,” said Liu, adding that many elderly people took the initiative to learn more about humanoid robots and AI technology after Peipei appeared in their life.
    “The elderly care robot technology is still in its infancy. With the comprehensive breakthrough of humanoid robots, they can work in all scenarios in the field of elderly care,” Xiang said.
    By the end of 2024, there were more than 6 million people aged 65 and above in Chongqing, accounting for 18.9 percent of the city’s permanent population.     INVL Technology, a company that invests in IT businesses, intends to buy back some of its own shares using a reserve formed for that purpose. The buyback share price will be determined on a Dutch auction basis.

    The share buyback period begins on 10 April and ends on 17 April. A maximum of 150,000 of the company’s shares will be acquired. The maximum purchase price is EUR 3.50 per share. Before the announcement of the buyback, the price of INVL Technology’s shares on the stock exchange was EUR 3.32.

    “The purpose of the share repurchase is to meet obligations related to stock option programmes and other share allocations to employees of subsidiaries, and/or to reduce the company’s authorized capital by annulling acquired own shares,” says Kazimieras Tonkūnas, the Managing Partner of INVL Technology.

    An allocation of EUR 525,000 is envisaged for repurchasing shares, using part of a EUR 9.8 million reserve formed in 2015 for that purpose.

    Procedures for the acquisition of own shares were approved at a general meeting of the company’s shareholders held on 30 April, 2024. The company was given the right to acquire own shares for up to 10% of its authorized capital, with a time limit for such acquisitions of 18 months from the date of the decision of the shareholders’ meeting. The maximum purchase price per share is INVL Technology’s last published net asset value; the minimum is EUR 0.29.  Since the acquired shares will not be sold, no minimum selling price or sale procedure was stipulated.

    INVL Technology owns the cybersecurity company NRD Cyber Security, the GovTech and FinTech company NRD Companies, and the Baltic IT company Novian.

    In mid-March last year, the company announced that it had signed an agreement with the Zurich branch of M&A intermediation service provider Corum Group’s Luxembourg-based unit Corum Group International, to advise and serve as M&A intermediary on the sale of the company’s portfolio of businesses.

    INVL Technology, which is managed by INVL Asset Management, the leading alternative asset manager in the Baltics, is a closed-end investment company which must exit its investments no later than mid-July 2026 and distribute the money to shareholders.

  • MIL-Evening Report: Here’s who topped the rankings in this year’s scorecard for sustainable chocolate – and which confectionery giant refused to participate

    With the Easter weekend now around the corner, the sixth edition of the Global Chocolate Scorecard has just been released.

    This is an annual initiative produced by Be Slavery Free, in collaboration with two Australian universities and a wide range of consultants and sustainability interest groups.

    It ranks companies across the entire chocolate sector – from major multinational producers through to retailers – on a wide range of sustainability policies and practices.

    This year, there have been some improvements across the board.

    Transparency has increased, with 82% of companies now fully disclosing child labour data, up from 45% in 2023. The data reported also shows the discovery of child labour is down in the sector.

    On other measures, the sector is less commendable. Deforestation is still high, with more than a third of cocoa bought by companies coming from deforested or unknown sources.

    Companies reported that 84% of cocoa farmers in their supply chain are not earning a living income – or their income is unknown. And there hasn’t been enough progress on the use of pesticides to address the chronic exposure of communities to harmful chemicals.

    The Global Chocolate Scorecard evaluates and ranks chocolate traders, manufacturers, brands and retailers.

    This year, 60 companies from around the world were invited to participate. Collectively, these companies purchase more than 90% of the world’s cocoa.

    Companies are categorised as either large, small (less than 1,000 tons of cocoa) or retailers. They’re evaluated based on a range of policies and practices.

    These include:

    • traceability and transparency levels across supply chains
    • whether they pay farmers a living income
    • efforts to prevent the use of child labour
    • action on climate and deforestation
    • how they support agroforestry
    • efforts to eliminate the use of harmful pesticides.

    Top of the class

    Awards were given out this year to the best and the worst performers – a “Good Egg” award in each category, a gender award, and a “Bad Egg” award overall.

    This year, Tony’s Chocolonely won the Good Egg award in the large company category. It scored the highest against the six markers, representing the most sustainable chocolate company according to the scorecard.

    The Gender award went to Mars Wrigley – which produces Mars, Snickers, Twix and Malteasers – recognising the company for work supporting gender equality.

    The Good Egg award for smaller companies went to US chocolate manufacturer Beyond Good. Beyond Good buys beans directly from farmers in Madagascar and Uganda, ensuring traceability and fair trade practices.

    Unlike indirect sourcing in the cocoa commodity supply chain, Beyond Good’s direct trade model means the company buys cocoa direct from the farmers. Bypassing intermediaries enables better transparency and supply chain relationships.

    The ‘bad egg’ award

    This year, multinational chocolate manufacturer Mondelēz, producers of Cadbury, Toblerone, Green & Black’s, Oreo and Daim, was given the “Bad Egg” award.

    The award recognises the company’s decision not to participate in this year’s chocolate scorecard process, indicating of a lack of transparency and public accountability.

    Mondelēz did participate in the last (fifth) edition, ranking 25th out of 38 large companies. The company has not provided a reason for not participating this year. However, it is an outlier, as all other large chocolate companies participated.

    Another notable absence from this year’s scorecard was major Australian retailer Coles, which has participated in the past.

    The understanding that businesses have a responsibility to be accountable to their consumers is not new. It encompasses aspects of corporate social responsibility – compliance, ethical and sustainable practices, and transparency.

    To be transparent, companies need to be open and honest about how their products are made, how their prices are set and what policies they follow.

    A sector in turmoil

    The global chocolate sector is facing some serious challenges. About 75% of the world’s cocoa is produced in West Africa.

    Cocoa prices surged to record highs in 2024. Many major chocolate companies increased their prices as a result.

    Despite the price of chocolate rising, these increases are often not passed on, leaving many cocoa farmers in extreme poverty. This is in addition to struggling with the impacts of climate change.

    New uncertainty for producers are only set to worsen in the wake of the Trump administration’s dismantling of USAID and International Labour Affairs Bureau programs. Such cuts ending projects for health, humans rights and monitoring risk reversing the much celebrated progress on reducing child labour in chocolate supply chains.

  • MIL-OSI New Zealand: Farmer banned from owning farm animals for 2 years, placed on 6 months community detention over lack of food and welfare for sheep

    A Woodville farmer has been banned from owning or being in charge of farm animals and placed on 6 months community detention over a lack of food and welfare that led to 55 sheep being euthanised and others suffering.

    Noel Thomas Cunningham (64) was sentenced (7 April 2025) in the Palmerston North District on 3 charges he pleaded guilty to under the Animal Welfare Act, following a successful prosecution by the Ministry for Primary Industries.

    “When animal welfare inspectors visited the farm, they found infrastructure including fencing and water reticulation, particularly on the 40-hectare sheep block, showed maintenance and management had been lacking for some time. Most of the sheep fences were not stock proof and pasture was tired and indicative of poor grazing management.  An open fronted shed containing multiple sheep carcasses, along with shallow graves in an adjacent paddock indicated a history of poor care and management of the sheep,” says MPI manager animal welfare and NAIT compliance central, Gray Harrison.

    “Many of the existing sheep were underweight and displaying signs of lice infestation, and some had to be euthanised to prevent further stress and suffering.

    “This level of neglect is unacceptable. When we find evidence of it, we will take action.”

    An MPI animal welfare inspector and 2 veterinarians inspected a total of 322 animals. They found 25 recently dead sheep and a number of dead newborn lambs. 55 sheep had to be euthanised because they were so thin and affected by parasites. 90 ewes that were also very thin were not euthanised because it would have compromised the health of their lambs, and the welfare needs of 179 other sheep were not being met.

    “Mr Cunningham was an experienced farmer, yet we found no evidence of sheep management or routine husbandry being carried out. Some of the sheep that died were found near water courses, stuck in mud and at various stages of decomposition. Most farmers do the right thing for their animals. Mr Cunningham failed the basics – providing quality feed and good access to water, along with timely care,” says Gray Harrison.

Mister Speaker, I rise today, alongside my colleagues from Washington state, Representatives Suzan DelBene, Rick Larsen, Marie Gluesenkamp Perez, Michael Baumgartner, Emily Randall, Pramila Jayapal, Kim Schrier, Adam Smith, and Marilyn Strickland, to recognize and commend the distinguished tenure of Dr. Kirk Schulz as President of Washington State University (WSU). Since 2016, President Schulz has guided WSU through a period of immense growth, advancing research, student success, and statewide partnerships. As he prepares for retirement, we honor his leadership and dedication to higher education in Washington State.

    Under President Schulz’s tenure, WSU has strengthened its reputation as a world-class research institution, addressing critical challenges in agriculture, medicine, and clean energy. His efforts have ensured that students across our state have access to high-quality education, and his work with Washington’s congressional delegation has helped secure funding for key university initiatives.

    7th District: WSU’s collaborations with Seattle-area institutions have led to major advancements in medical research, including breakthroughs in cancer treatment and biomedical engineering. These efforts not only push the boundaries of science but also create opportunities for students to engage in life-changing research.

    8th District: With a focus on clean energy, WSU has led the way in developing innovative hydroelectric, wind, and solar power solutions. These advancements have benefited communities across the Cascades, helping Washington transition to a more sustainable energy future.

    9th District: The Elson S. Floyd College of Medicine has provided new opportunities for students from diverse backgrounds to enter the medical profession. By expanding access to healthcare education, WSU is addressing physician shortages and improving healthcare access across Washington.

    10th District: Military families near Joint Base Lewis-McChord have benefited from WSU’s extension programs, which provide educational support and workforce development opportunities.     Beijing has introduced the latest version of a comprehensive package comprising 32 new measures to support the development of the innovative pharmaceutical industry, local authorities announced on Monday.
    The plan, co-issued by Beijing Municipal Medical Insurance Bureau and another eight authorities, include measures to slash the clinical trial start-up time to under 20 weeks, launch a fully automated biobank for key diseases, develop AI models for pathology and drug development, and launch a 50-billion-yuan (about 6.95 billion U.S. dollars) health care industry fund.
    These measures will stimulate the overall vitality of innovative pharmaceutical enterprises further, boost research and development capabilities, and enhance health care services, the bureau said.
    The 2025 policy package builds on last year’s reforms, which drove 8.7 percent year-on-year growth in Beijing’s health care sector, leading its total value to exceed 1 trillion yuan for the first time. Previous developments include accelerated clinical trials, streamlined rare disease drug approvals and fast-track channels for urgently needed imported medicines.

    More than 100,000 Baby Loss Certificates have now been issued 

    More than 100,000 baby loss certificates have now been issued to parents who have lost a pregnancy, allowing them to formally recognise their loss.

    • Thousands more parents have benefited from the scheme since it was extended in October 2024
    • Over 100,000 certificates have now been issued, helping parents formally recognise the loss of baby during pregnancy
    • The government remains committed to improving healthcare services and strengthening support for women and their families

    More than 100,000 baby loss certificates have now been issued to parents who have lost a pregnancy, allowing them to formally recognise their loss.

    Baby loss certificates offer a way of providing comfort and support to bereaved parents, who have gone through an unimaginable loss. They provide acknowledgement that their baby existed and mattered.

    Support groups have long campaigned for these certificates and have welcomed this news.

    The government is also committed to ensuring bereaved parents are better supported, and that the impact and importance of their loss is recognised. 

    Work to improve women’s health services and maternity outcomes in ongoing with thousands more midwives trained, and we are committed fulfilling our commitment to closing the Black and Asian maternal mortality gap.

    We are making progress already – cutting gynaecology waiting lists through our Plan for Change, boosting menopause support in the workplace, and revolutionising AI cancer screening for breast cancer through our £11 million AI EDITH cancer trial.  We are also utilising the independent sector to cut down waiting lists and provide more appointments – this includes for women’s health conditions such as endometriosis and breast cancer.

    Health Minister Baroness Gillian Merron said: 

    Losing a pregnancy can be devastating, and it is important that bereaved parents have the option to formally recognise the existence of their babies.  

    I would like to pay tribute to the bravery of countless women who have spoken up about their experiences, and to campaigners for their perseverance and great work promoting this service. From meeting with them, I know there is much to do to improve services on the ground. 

    We will always listen to women and families as we reform our NHS and maternity services, to make sure everyone gets the care and compassion they deserve.

    Baby loss certificates were first launched in February 2024 but were only available to those who had experienced a loss since September 2018. 

    The voluntary service was extended by this government in October 2024 to allow all parents to apply, no matter when they lost their baby.

    It’s wonderful that baby loss certificates have enabled so many bereaved parents in England whose lives have been touched by pregnancy loss to get official recognition that their babies existed and matter.

Sands is here to offer understanding and emotional support for every bereaved parent and family, for as long as they need this.

    The success of ‘Certificates of Loss’ is heartwarming as this was the vision of  Zoe Clark-Coates, founder of the Saying Goodbye charity, almost a decade ago. In parliament I was proud to work with her during those years as I personally knew what it was like to suffer several miscarriages. So applying for my certificates, like thousands of others, brought a great sense of comfort and formal recognition of our babies and I encourage others to so. 

    I hope this successful initiative will continue to provide solace to millions of parents long into the future.

    Lead Bereavement Midwife, George Eliot Hospital, Nuneaton and Co-lead and co-author of the ‘Independent Pregnancy Loss Review’, Samantha Collinge said:

    The announcement today that 100,000 baby loss certificates have been issued to parents is a significant milestone, not just for Zoe and myself, the co-chairs and co-authors of the ‘Independent Pregnancy Loss Review’ which recommended this scheme to the government but for the millions of people who have experienced pre-24 weeks baby loss.

    The huge number of certificates issued serves to demonstrate the real need for bereaved parents to have official recognition that their babies did exist and that their lives, however brief really do matter.

    Being able to signpost families in our care to the certification scheme is a huge step forward for myself and my colleagues in the care that we deliver along the pre -24 week loss pathway and it is truly heartwarming when parents tell me how receiving a certificate in recognition of their precious baby has really helped them in their grief journey.

    It is heartening to see that our efforts have provided comfort and acknowledgment during the most challenging times, and knowing these certificates will offer solace for decades to come is incredibly moving. We remain steadfast in our commitment to supporting every family on their grief journey.

    Vicki Robinson, Chief Executive of the Miscarriage Association, said:

    This is an important milestone and one that shows the vital role that recognition, support and understanding play in helping bereaved parents cope with their loss.

    However early a pregnancy is lost, it can be felt as a bereavement like any other as people try to come to terms with the end of a very special set of hopes, dreams, and plans for the future.

    These certificates provide official recognition that their baby existed, mattered, and will never be forgotten. The positive difference that makes to so many at an extremely distressing time cannot be overstated.

    In November, the government announced new regulations which will fortify bread with folic acid, reducing neural tube defects by 20% in the UK. Alongside this, an extra £57 million has been allocated for Start for Life services to help expectant and new mothers with a range of services, from breastfeeding and mental health support. 
    Background information

    Any parent can apply for a certificate following a loss before 24 weeks, or 28 weeks for a loss that happened before October 1992. Applicants must be at least 16 years of age and live in England.

    AI Energy Council to ensure UK’s energy infrastructure ready for AI revolution

    Industry heavyweights from the energy and technology sectors will descend on Whitehall today (8 April) for the first meeting of the UK’s new AI Energy Council.

    AI Energy Council launched to support the use of sustainable energy to power AI.

    • New AI Energy Council holds first round of talks on delivering the power which will drive the UK’s AI ambitions.
    • Technology and Energy Secretaries chair first round of talks on driving forward power and AI goals – central to delivering growth, jobs and opportunity through government’s Plan for Change. 
    • Energy representatives such as NESO, EDF, Scottish Power, Ofgem, and National Grid to join tech heavyweights Microsoft, ARM, Google and Amazon in sharing expert insights. 

    Co-chaired by the Technology and Energy Secretaries, today’s inaugural meeting will see members agree the council’s objectives with a key aim focused on how the government’s clean energy superpower mission, and its commitment to advancing AI and compute infrastructure, can work together to deliver economic growth.

    It’s expected the Council will also look at clean energy, like renewables and nuclear – advising on improving energy efficiency and sustainability in AI and data centre infrastructure, such as the use of water. The council will also take steps to ensure the secure adoption of AI across the UK’s energy network itself.

    Unveiled in January as part of the government’s response to the AI Opportunities Action Plan, the Council will bring together expert insights on the energy demands of AI, as the UK puts the technology front and centre of its plans to drive economic growth and deliver its Plan for Change

    Concerns over the energy demands needed to power AI data centres is an issue faced by countries the world over. One of the ways the UK is already rising to meet this challenge is by focussing its new AI Growth Zones – dedicated hotbeds of AI development – in areas which can access at least 500MW of power. Representing the equivalent of enough energy to power roughly two million homes, this will help to spark significant private investment from companies looking to set up shop in Britain – creating local jobs which will put more money in people’s pockets.

    Secretary of State for Science, Innovation, and Technology, Peter Kyle said: 

    The work of the AI Energy Council will ensure we aren’t just powering our AI needs to deliver new waves of opportunity in all parts of the country, but can do so in a way which is responsible and sustainable. 

    This requires a broad range of expertise from industry and regulators as we fire up the UK’s economic engine to make it fit for the age of AI – meaning we can deliver the growth which is the beating heart of our Plan for Change.

    Secretary of State for Energy Security and Net Zero, Ed Miliband said:

    We are making the UK a clean energy superpower, building the homegrown energy this country needs to protect consumers and businesses, and drive economic growth, as part of our Plan for Change.

    AI can play an important role in building a new era of clean electricity for our country and as we unlock AI’s potential, this Council will help secure a sustainable scale up to benefit businesses and communities across the UK.

    The UK government has also been working closely with both Ofgem and the National Energy System Operator to deliver fundamental reforms to the UK’s connections process. Subject to final signoffs from Ofgem, this could release more than 400GW of capacity from the connection queue – accelerating projects vital to economic growth such as the delivery of new large scale AI data centres. 

    Joining the council are 14 organisations – including regulators and companies drawn from the energy and tech sectors – who will support its work by sharing expert insights.

    Among these organisations are: EDF, Ofgem, National Energy System Operator (NESO), Scottish Power, National Grid, Google, Microsoft, Amazon Web Services, and chip designer ARM, and infrastructure investment firm Brookfield. 

    This collaborative approach which brings together the energy and technology sectors will make sure there is join up across the board to speed up energy projects getting connected to the grid – especially with a growing pipeline of tech companies announcing plans to build datacentres across the UK.

    As the world’s largest corporate purchaser of renewable energy for the fifth year in a row, we share the government’s goal to ensure the UK has sufficient access to carbon-free energy to support its AI ambitions and to help drive economic growth.

    Jonathan Brearley, CEO of Ofgem, said:

    AI will play an increasingly important role in transforming our energy system to be cleaner, more efficient, and more cost-effective for consumers, but only if used in a fair, secure, sustainable and safe way.

    Working alongside other members of this Council, Ofgem will ensure AI implementation puts consumer interests first – from customer service to infrastructure planning and operation – so that everyone feels the benefits of this technological innovation in energy.

    As part of our Clean Power Action Plan, the government is getting more homegrown clean power connected to the grid by building the necessary infrastructure, prioritising the projects needed for 2030 to connect as much clean power as possible. We will clean up the grid connection queue, meaning crucial infrastructure from housing to gigafactories and data centres can get a connection to the grid, helping to unlock billions of investment and grow the economy. 

    Bolstered by accelerated planning approvals which will mean spades in the ground at a fraction of the time it currently takes, AI innovators will be able to call on cutting-edge infrastructure and ready access to power to drive forward the next wave of AI opportunity.

    WASHINGTON, D.C. – U.S. Senator Gary Peters (MI) reintroduced bipartisan legislation to strengthen America’s workforce pipeline in artificial intelligence (AI), cybersecurity, and other critical technologies. Peters’ AI and Critical Technology Workforce Framework Act – which he reintroduced with U.S. Senator Eric Schmitt (R-MO) – would direct the National Institute of Standards and Technology (NIST) to develop a workforce framework that defines AI and other emerging and critical technology jobs, and the knowledge, skills, and abilities necessary to perform them. Building off the successful National Initiative for Cybersecurity Education (NICE) framework developed by NIST, this bill would help drive U.S. economic competitiveness and advance our skills pipeline in AI and other emerging technologies by ensuring that individuals have a roadmap to find good-paying jobs. This framework would also help schools, universities, training programs, and employers as they educate, train, and employ the best and brightest in the workforce of the future.   

    “As the artificial intelligence sector continues to grow and play an increasingly important role in everything from health care to finance to agriculture, it’s crucial that we have a highly skilled workforce ready to drive innovation and keep the United States at the forefront of this industry,” said Senator Peters. “My bipartisan bill would help expand our nation’s workforce pipeline, not only in AI, but also cybersecurity and other critical technologies that will shape the future of our economy.”

    The AI and Critical Technology Workforce Framework Act would direct NIST to develop an AI workforce framework and identify and report to Congress on other critical or emerging technology areas that could benefit from workforce frameworks, with a focus on ensuring that the frameworks are useful for individuals from nontraditional backgrounds and education. As technologies continue to evolve, this legislation will help ensure that similar frameworks for emerging technology like advanced biology and quantum computing are developed, while ensuring America is positioned to develop and retain skilled individuals across these industries. The bipartisan bill would also require the NICE cybersecurity framework to be updated with input from industry, academia, and government agencies to reflect changes in the cybersecurity sector. The bill would also encourage NIST to offer career resources and guidance to students and adults about careers in cybersecurity, ensuring a sustainable and capable future cyber workforce. 

    Peters has worked to promote responsible adoption of artificial intelligence (AI) and to expand the AI workforce. In his role leading the Homeland Security and Governmental Affairs Committee, Peters convened multiple hearings on the transformative potential of AI, as well as how the federal government can enable the responsible and effective adoption of AI. Last Congress, Peters led bipartisan legislation to establish guardrails for the federal government to effectively and responsibly purchase and use AI. Peters also introduced bipartisan legislation to designate a Chief AI Officer at every federal agency to coordinate responsible adoption and deployment of AI tools within agencies and across the federal government. Peters also introduced bipartisan legislation to create an AI training program for federal supervisors and management officials. Peters also authored the bipartisan Transparent Automated Governance Act would require federal agencies to notify individuals when they are interacting with or subject to decisions made using automated systems. In 2022, his bipartisan bill to create a training program to help federal employees responsible for purchasing and managing AI technologies better understand the capabilities and risks they pose was signed into law.
