  • MIL-OSI United Kingdom: Investing millions in safety and infrastructure on our roads for the year ahead

    Councillors have agreed to take forward an ambitious suite of infrastructure and road safety works in the coming year, worth over £30m.

    The Roads and Infrastructure Investment – Capital Delivery Priorities for 2025/26 spreads the capital budget of £25.686m across six different work streams.

    Carriageways and footways will receive £18.161m and focus on repairing roads and pavements. Street lighting and traffic signals have £1.220m, which will be used to maintain and improve this network. Road structures take £1.545m and focusses on our road bridges, foot bridges, underpasses, tunnels and gantries. Our road operations will get £2.460m and encompasses drainage repairs, bus stop maintenance and surface enhancement. Other asset management and miscellaneous spending amounts to £2.3m.

    The additional £12.5m of funding agreed in February’s budget has been integrated into the programme to improve paths, pavements and road conditions. An extra £12.5m of funding was also agreed last year, with a record 460,000m2 of carriageways and 52,000m2 of footways receiving treatment in that period. The Council’s Road Condition Indicator (RCI), which signifies the percentage of roads that should be considered for investment, also saw a significant improvement in 2024/25.

    We’ll look to build on these results in the coming year by undertaking a combination of carriageway strengthening, carriageway resurfacing, carriageway surface treatment, footway asphalt, footway flags and footway slurry sealing.

    The report also outlines our Street Lighting Programme and looks further ahead to our Setted Street Priorities in the next six financial years with Frederick Street, Victoria Street and the Shore all featuring for refurbishment.

    Our Road Safety Delivery Plan 2025/26 allocates over £6m across the service. As part of this, the Road Safety team will address concerns around the Dalmahoy Junction and prioritise infrastructure improvements for safe school travel, including additional pedestrian crossings.

    There will also be provision for Accident Investigation and Prevention (AIP), speed reduction measures and new 30mph and 20mph speed limit reductions over this and the forthcoming year. A full breakdown can be found in Appendix 2 of the report. Road safety progress will be reported to Committee in October, following elected member workshops to drive forward existing priority projects.

    These allocations are driven by our main priorities in the year ahead to promote road safety, study road accidents, review our vacant school crossing sites, take preventative measures and offer information, advice and practical training to road users.

    Transport and Environment Convener, Councillor Stephen Jenkinson said:

    I’m really pleased that these two ambitious and wide-reaching reports have been agreed.

    Our residents have made it abundantly clear that they want and expect continued investment in our roads network. Road safety also goes hand in hand with road condition and investment, with roads that are better maintained equalling safer roads for our children and young people. This is what I’m committed to delivering.

    From carriageway strengthening in Corstorphine and surface treatment in Seafield, to street lighting in Leith and road safety education in Ratho, we’re focussed on fulfilling our commitments and getting to work for the people of Edinburgh.

    A list of definitions for treatment specifications mentioned above in the Roads and Infrastructure Investment – Capital Delivery Priorities for 2025/26 report are below.

    Carriageway Strengthening: A substantial treatment with a minimum depth of 100mm. This includes removal of the surfacing and base course of the carriageway. Deeper excavations may be required depending on existing condition. Deeper excavations are required a bus stops.

    Carriageway Resurfacing: This treatment removes the surface course only. The depth of treatment is generally 40-50mm.

    Carriageway Surface Treatment: A preventative maintenance treatment. A thin treatment that is designed to slow deterioration of the carriageway. It is used primarily on carriageways that are starting to deteriorate. CEC uses two surface treatments: Surface Dressing and Micro Asphalt.

    Footway Asphalt: Break out of the existing asphalt footway. Depth will be dependent on existing condition. Kerbs are generally lifted and re-set as part of this treatment.

    Footway Flags: Break out of the existing footway with flags (slabs) being installed. Generally, pre-cast concrete flags are used, however, the following material is specified in the World Heritage Site: Old Town: Caithness Stone Flags New Town: Yorkstone Flags

    Footway Surface Treatment: A preventative maintenance treatment. A thin treatment that is designed to slow deterioration of the footway.

    High-Performance Integrated Hydrodynamic Modelling System (HiPIMS) for flood forecasting and risk assessment

    Professor Qiuhua Liang and his team at Loughborough University developed the award-winning High-Performance Integrated Hydrodynamic Modelling System (HiPIMS) over 2 decades. HiPIMS is an open-source flood modelling tool formally released at presentation in 2013. It was designed to better predict and understand flooding using high-performance computing. HiPIMS provides timely and detailed flood forecasts over an entire catchment or city.

    The research filled a practical gap – forecasting highly transient flooding processes, driven by intense rainfall, dam breaks, storm surge or tsunamis. Flood predictions or forecasts are essential to assess and mitigate flood risk, and to develop effective plans for emergency response benefiting people at risk, government agencies, and other practitioners working on flood risk management (Xia, Liang and others, 2019).

    Impact 

    HiPIMS was implemented and tested for forecasting the flooding process caused by the 2015 Storm Desmond over the entire Eden Catchment of 2500km². The real-time flood forecasting system was developed by integrating HiPIMS with the Met Office’s numerical weather prediction outputs. The system was able to forecast flooding from 36‐hour weather forecasts at a 10-metre resolution in 1.75 hours. This was the first real-time forecasting of a complete flooding process induced by intense rainfall, from rainfall-runoff, river hydraulics to inundation (Ming, Liang and others, 2020).

    The output was showcased at the Royal Society’s Flooding From Intense Rainfall Programme Open Event in London on 27th November 2018, and recognised by Prof Brian Golding, the Senior Research Fellow in Weather Impacts from the Met Office, at the time as “the UK’s first real-time, high-resolution flood forecasting system of its kind”.

    HiPIMS was later embedded in the UK’s Data and Analytics Facility for National Infrastructure (DAFNI) for real-time flood forecasting through the NERC funded Flood-PREPARED and PYRAMID projects. It was also used to generate surface water flooding data to improve national infrastructure resilience in the National Digital Twin Programme (NDTP). The NDTP supports growing national capability in digital twinning technologies and processes throughout the UK.

    Outside of the UK, HiPIMS has also been used to advance flood modelling and risk mapping practice. In China, the Ministry of Water Resources’ Institute of Water Resources and Hydropower Research (IWHR) incorporated HiPIMS into their Integrated Flood Modelling System (IFMS) to support national flood risk mapping across approximately 500,000km², almost half of the 1.1 million km2 of flood-prone areas in the country. The research developed as part of HiPIMS benefitted hundreds of millions of people in different provinces in China through provision of detailed flood risk information to better inform mitigation strategies (IWHR, 2023).

    The Deputy Director from the Centre of Flood Control and Drought Relief at the China Institute of Water Resources and Hydropower Research (IWHR) (2023) said:

    The numerical methods and model developed by Professor Qiuhua Liang have been directly applied to support national flood risk mapping in China. The flood risk maps have been used by the Central Government and local governments of different levels to inform flood risk management policy making and support flood protection planning and investment.

    HiPIMS was adopted by government departments in Nepal to standardize methodologies for assessing Glacial Lake Outburst Flood (GLOF) risks (Chen, Zhao and others, 2022). The tool was featured in the RAINMAN-Toolbox, supporting heavy rainfall hazard assessments in central European catchments, showcasing its versatility across different geographic contexts.

    The tool has received several awards, including the Prince Sultan Bin Abdulaziz International Prize for Water in 2024 recognising its innovation and impact. The award honours the development of pioneering, open-source, multi-GPU hydrodynamic models that support real-time flood forecasting at high temporal and spatial resolutions.

    From March 31 to April 4, 2025, the All-Russian conference “PhysMech Science Week” was held at the Physics and Mechanical Institute of Peter the Great St. Petersburg Polytechnic University.

    “PhysMech Science Week” is a national scientific conference for students, postgraduates and young researchers, organized by the Institute of Physics and Mechanics of SPbPU. The scientific areas include experimental and computational physics, theoretical and applied mechanics, biomechanics, applied mathematics, supercomputer computing, engineering of materials and structures.

    The conference program included nine sections, three of which were held at the Higher School of Applied Mathematics and Computational Physics: “Biomechanics,” “Applied Mathematics,” and “Hydroaerodynamics, Combustion, and Heat Transfer.”

    “The PhysMech Science Week continues the long-standing tradition of the university-wide Science Week. For the fourth year now, at the conference organized by the Physics and Mechanics Institute, students and postgraduates present reports on the results of their research to their classmates and teachers. Guests from other universities and scientific organizations — the university’s partners — also participate in the sessions. I would like to express my gratitude to the organizers of the sections, the volunteers who provide oral and poster sessions, and especially to the scientific editor of the conference materials indexed in the Russian Science Citation Index (RSCI), Professor Evgeny Smirnov,” said Nikolay Ivanov, Acting Director of the PhysMech Institute. “The PhysMech system laid down by A. F. Ioffe implies the active participation of senior students in scientific research. The high level of scientific work performed by students and postgraduates was confirmed by the 2025 conference. I would like to especially note those who took part in the Science Week for the first time. Without a doubt, PhysMech graduates will present reports at scientific conferences of the highest level in the future, but the first student presentation will be remembered most of all – here, within the walls of their native university.”

    The meeting of the section “Hydroaerodynamics, combustion and heat transfer” was held in the conference hall of the Resource Center for International Activities of SPbPU. At the oral session, 5 reports selected by the program committee were presented. At the poster session, 19 posters prepared by students and 23 posters from graduate students and young scientists were presented within the framework of two parallel poster subsections. At the oral subsection, Professor Evgeny Smirnov made a report “The Department of Hydroaerodynamics of the Polytechnic University is 90 years old!”, in which he spoke about the history of the department and the key stages of development.

    More than 130 people took part in the work of the section, of which over 30 employees represented SPbPU, Ioffe Physical-Technical Institute, JSC UEC-Klimov, JSC Engineering Center Kronstadt, Soft-Impact LLC, LS-Technologies LLC. More than 100 students and postgraduates represented SPbPU, SPbGMTU, Mining University, BSTU Voenmekh. The section meeting ended with the awarding of diplomas and memorable gifts to all authors of oral reports, the best poster reports based on the results of the expert commission, as well as all students, teachers and guests present at the meeting based on the results of secret voting.

    The program of the section “Applied Mathematics”, which took place in the House of Scientists in Lesnoy, included 8 oral and 18 poster presentations by students, postgraduates and young scientists from SPbPU. The reports were prepared based on the materials of the works carried out under the supervision of teachers and researchers of the section “Applied Mathematics” of the Higher School of Psychology and Mathematics. The topics are very broad – research in the field of bioinformatics, development and application of numerical methods and algorithms, machine learning algorithms and models, solving optimization problems, etc.

    The Biomechanics section heard 11 oral reports on experimental and numerical studies of problems in the field of biohydrodynamics. They were presented by students of the Higher School of Theoretical Mechanics and Mathematical Physics (training program in Applied Mathematics and Physics), the Higher School of Theoretical Mechanics and Mathematical Physics, and the Advanced Engineering School Digital Engineering. Following the meeting, all speakers were awarded certificates of participation.

    The work of all three sections, organized by the staff of the Higher School of Psychology and Mathematics, aroused great interest and attracted representatives of other universities and scientific organizations. The reports were accompanied by numerous questions, meaningful discussions and debates.

    It should be noted that the number of participants and the quality of reports presented at the sections of the conference “PhysMech Science Week” are growing year after year. This contributes to a wider involvement of students in research work as part of scientific groups while still in their undergraduate studies, as well as to an increase in publication activity, and an increase in the authority of PhysMech among applicants, students, researchers and teaching staff.

    Authors of papers accepted for presentation at the conference must submit extended abstracts (in the form of a short article of 2-3 pages) to those responsible for the sections by April 14, which will be published and posted in the Russian Science Citation Index.

    Organised jointly by the University of Aberdeen, Abertay University and the Scottish Institute for Policing Research, the Applied Psychology in Policing Settings conference will focus on the use of new technology to support and work with vulnerable groups, as well as the impact of AI and other emerging technologies on policing research and practice.
    Academics from the Universities of Aberdeen, Stirling and Birmingham City will give presentations on a range of topics, including the effects of alcohol on memory recall in investigative interviews, using virtual reality to improve eyewitness testimony and how facial recognition assists police investigations.
    Dr Eva Rubinova, Lecturer at the University of Aberdeen’s School of Psychology, co-organised the event with Dr Penny Woolnough, Reader in Forensic and Investigative Psychology at Abertay University and Associate Director of the Scottish Institute for Policing Research; and Dr Julie Gawrylowicz, Reader in Applied Cognitive Psychology at Abertay University.
    Dr Rubinova will give a presentation on her research exploring strategies for interviewing witnesses in domestic abuse cases. Her project aims to collect information about practices currently used by Police Scotland officers when collecting witness statements in these cases, to inform future research.
    “We are excited to host the fourth networking conference of the Evidence and Investigation Network of the Scottish Institute for Policing Research at the University of Aberdeen,” said Dr Rubinova. “The lineup of speakers includes Aberdeen, Scottish and UK academics, all experts in their fields who will share their cutting-edge research focused on innovative technologies and evidence gathering in cases involving vulnerable groups.

    The 62nd Bologna Children’s Book Fair (BCBF) has once again brought together the global children’s publishing community, attracting more than 1,500 exhibitors from over 90 countries and regions.

    As one of the most influential events in the professional publishing calendar, this year’s fair — held from March 31 to April 3 — is expected to draw over 20,000 industry visitors. Among the key highlights, Chinese children’s books stood out for their cultural richness, creative storytelling, and growing appeal in international markets.

    Led by China National Publications Import & Export (Group) Corporation, the Chinese delegation brought together more than 40 prominent publishers, offering a wide selection of titles ranging from picture books and children’s literature to science education. At the center of the exhibition hall, the China Pavilion’s “Premium Chinese Children’s Books” section featured acclaimed original works, including popular properties such as Ne Zha.

    “Children’s books serve as an important window for the world to understand Chinese culture,” said Elena Pasoli, director of the Bologna Children’s Book Fair. She noted the increasing global attention Chinese books have received in recent years due to their diverse content, innovative formats, and cultural depth.

    This year, China’s presence at the fair was particularly strong. Many publishers introduced new titles and engaged in rights negotiations aimed at broadening their global footprint. Among the most anticipated projects was Let’s Retrace the Silk Roads, a science-themed picture book co-developed by Beijing Step By Step International Publishing Co. Ltd and UNESCO. Through engaging narratives and vivid illustrations, the series brings to life the cultural exchanges, historical transformations, and folklore of the ancient Silk Road.

    Beyond book exhibitions, the fair continues to serve as a vital platform for industry dialogue. Key topics this year included the so-called “reading crisis,” the impact of artificial intelligence, and the future of sustainable publishing.

    Children’s book markets around the world are grappling with major challenges. According to the Italian Publishers Association (AIE), sales of children’s and young adult books in Italy totaled 258.2 million euros (286.91 million U.S. dollars) in 2024 — a decline for the first time since 2020. The data also showed that 74 percent of Italian children aged 0-14 read fewer than six printed books per year, while four percent do not read at all. Screen time on digital devices now triples the time spent reading.

    In Britain, The Bookseller magazine reported that teen reading frequency has fallen to its lowest level in two decades, as digital entertainment continues to compete for young readers’ attention. At the same time, artificial intelligence is reshaping the publishing landscape, influencing both illustration and production models.

    In response to these trends, Chinese publishers are actively exploring new approaches — from cross-border collaborations to digital innovation. Phoenix Publishing and Media Group set up an independent booth at the fair, presenting key titles such as The Three-Body Problem graphic novel, Moving Dinosaurs pop-up book, and the Loving Bridge picture book series. The company also launched the “Oriental Doll Original Picture Book Award,” inviting global submissions to foster creative exchange.

    On the evening of March 31, China received further recognition as the Bologna Children’s Book Fair awarded the Bologna Prize for Best Children’s Publishers of the Year to Chinese publisher Everafter Books. The honor marks a significant milestone for China’s growing influence in international publishing.

  • MIL-OSI China: US’ reciprocal tariffs spark global backlash

    U.S. President Donald Trump’s announcement of new reciprocal tariffs on imports from all trading partners has drawn backlash from countries around the world, with countermeasures already pledged by some.

    The universal tariffs imposed by the United States — a 10-percent “minimum baseline tariff” to be imposed on all imports — will take effect on April 5, and the “individualized reciprocal higher tariff” on the countries and regions with which the United States “has the largest trade deficits” will take effect on April 9, according to a White House document.

    “Resentment Day”

    On social media platform X, Czech Minister of Industry and Trade Lukas Vlcek called Trump’s new tariffs a “mistake.” Also, Manfred Weber, the leader of the European People’s Party and a member of the European Parliament, called April 2 — the new tariff announcement day dubbed by Trump as “liberation day” for the United States — as “resentment day.”

    “Donald Trump’s tariffs don’t defend fair trade: They attack it out of fear and hurt both sides of the Atlantic,” he said.

    European Commission President Ursula von der Leyen on Wednesday expressed deep regret over the U.S. move in a statement, calling it “a major blow to the world economy,” and warned against a devastating impact. “The global economy will massively suffer,” she said. “Uncertainty will spiral and trigger the rise of further protectionism. The consequences will be dire for millions of people around the globe.”

    Spanish Economy Minister Carlos Cuerpo on Thursday said the United States’ new tariffs are “unfair and unjustified” in an interview with radio station RNE, adding that the Spanish government will take action to protect companies and consumers from the effects of the tariffs.

    Speaking to local media on Thursday morning, British Business and Trade Secretary Jonathan Reynolds said he is “disappointed” by the additional tariffs imposed on Britain, noting the 10-percent tariff is not a “fair reflection of how we currently trade.”

    In Asia, Japan’s Chief Cabinet Secretary Yoshimasa Hayashi on Thursday expressed “serious concern” about the U.S. decision to impose reciprocal tariffs, saying the new tariffs could have a “big negative impact” on the global economy and the multilateral trade system.

    South Korean Prime Minister Han Duck-soo, who is serving as acting president following the impeachment of President Yoon Suk-yeol, told an emergency meeting on economic security in Seoul: “As the global tariff war is coming to a reality, the government should pour out all of its capabilities to overcome a trade crisis.”

    The German Institute for Economic Research in a statement issued on Wednesday ahead of Trump’s new tariffs announcement warned that the United States has made a significant departure from multilateralism in its trade policy. The introduction of new, extensive tariffs poses a serious threat to global supply chains.

    Grave concerns among businesses

    Business leaders in Britain voiced concerns on Wednesday that the new tariffs on their exports, even at 10 percent, could weigh heavily on British industries. Rain Newton-Smith, chief executive of the Confederation of British Industry (CBI), said: “There are no winners in a trade war. Today’s announcements are deeply troubling for businesses and will have significant ramifications around the world.”

    The Federation of Small Businesses (FSB) believed small exporters in the country would be hard hit, as 59 percent of them trade with the United States. “Tariffs will cause untold damage to small businesses trying to trade their way into profit,” said Tina McKenzie, the FSB’s policy chair.

    The Manufacturers Association of Israel (MAI) said in a statement Thursday that the United States imposing a 17-percent tariff on imports from Israel is worrying. “The decision of the U.S. President to apply the tariff policy to Israel could harm Israel’s economic stability, deter foreign investment in the economy, and weaken the competitiveness of Israeli companies in the U.S. market,” it said in a statement.

    On Tuesday, Israel announced the lifting of all tariffs imposed on imports from the United States, but the move failed to avert the new tariffs imposed by the United States.

    Countermeasures pledged

    In Paris, French government spokesperson Sophie Primas said on Thursday the European Union (EU) is ready for a trade war, with retaliatory tariffs to be imposed on all goods and service products from the United States by the end of April.

    The initial levies in retaliation to the U.S. tariffs on EU steel and aluminum products would be put in place around mid-April, and the tariffs targeting all American imports are expected to be ready probably by the end of April, she said when speaking to the broadcaster RTL on Wednesday.

    In response to the U.S. tariffs, Britain’s Prime Minister Keir Starmer told business leaders gathering at 10 Downing Street on Thursday morning that the close ally of the United States is “prepared.” “Decisions we take in the coming days and weeks will be guided only by our national interest. In the interest of our economy,” Starmer said.

    On Wednesday before Trump’s announcement of the new tariffs, Italian Prime Minister Giorgia Meloni reiterated her call for negotiations to avoid a trade war with the United States, while signaling a shift away from her previous opposition to European retaliatory tariffs.

    “We must work in every way to avert a trade war,” she said during a cultural event. “But this obviously does not rule out considering appropriate responses to defend our industries if necessary.”

    In Brazil, the National Congress passed legislation allowing the South American country to impose reciprocal trade and environmental measures in response to foreign restrictions, on Wednesday just hours after Trump’s announcement of the sweeping tariffs.

    The National Aquatics Center in Beijing, a venue that has hosted two Olympics, illuminated its facade in blue on Wednesday to mark World Autism Awareness Day for the 15th consecutive year. The event seeks to raise public awareness and promote inclusivity for people with autism.
    This year’s event underscored the values of fairness, unity and perseverance — core principles of sportsmanship — while spreading the message “Respect differences, light up hope.”
    Since its inception in 2011, the venue has been a hub for autism awareness initiatives. Over the past decade, it has hosted public art exhibitions featuring over 5,000 paintings created by children with autism and youth volunteers. Additionally, it has organized more than 10 sports events for disabled individuals, drawing over 6,000 in-person attendees and generating over 450,000 online interactions.
    In 2025, the “Light It Blue” campaign expanded nationwide, with many landmark buildings across China joining in to illuminate their facades in blue. Notable participants included the National Speed Skating Oval, Shanghai Jinmao Tower and Shanghai Pudong Library, all of which displayed their exteriors in blue and broadcast autism awareness messages.

    Activities at the National Aquatics Center included a range of diverse events. The “family day” featured an interactive curling experience at the Center’s underground ice sports arena, encouraging family bonding through friendly competition.     A notable highlight was a forum examining the role of technology in creating a more inclusive society for individuals with autism.   • MIL-OSI China: Chinese scientists use AI model in colorectal cancer treatment

    Chinese researchers have used artificial intelligence (AI) to reduce unnecessary surgical resection in colorectal cancer patients after local excision, the South China University of Technology (SCUT), located in Guangdong Province in south China, said on Wednesday.
    The team developed and validated an AI prediction model to assess the risk of recurrence following local excision of colorectal cancer, using pathological images of endoscopically or transanal surgically resected T1 rectal cancer (RC) specimens.
    Colorectal cancer is the third most common cancer worldwide, accounting for around 10 percent of all cancer cases. For patients with early-stage colorectal cancer, local resection serves as the primary treatment. However, some high-risk patients still require additional surgeries to prevent recurrence, which not only increases the physical burden but also significantly diminishes their quality of life.
    Researchers from the SCUT and Guangdong Provincial People’s Hospital developed an artificial neural network model to predict recurrence risk in T1 RC patients — thereby providing physicians and patients with guidance for post-excision decision-making.
    The AI-based prediction model has helped reduce unnecessary additional surgeries by about 34.9 percent in all enrolled patients, compared with the current U.S. guideline in this regard.
    The model not only aids physicians in decision-making but also demonstrates the remarkable performance and potential of histopathology image-based AI in predicting tumor behavior, researchers said.
    The study has been published in the European Journal of Surgical Oncology.

    Dressed in a black bow tie and apron, an AI-powered robotic barista at Migu Cafe in Xiong’an New Area, north China’s Hebei Province, skillfully crafts exquisite coffees, completing each order in just five minutes.
    “It precisely replicates the techniques of world-class masters, having undergone visual training with millions of data samples and 30,000 hours of dual-arm testing,” said Wang Ying, operations manager of the cafe, adding that with sufficient raw materials, it can work tirelessly.
    Since its introduction in 2023, the robot has become a local sensation, drawing in curious customers eager to enjoy its work. “I came here specially for the robot-made coffee, and it tastes pretty good,” a customer commented online.
    In Xiong’an, AI-powered applications have steadily expanded as part of the city’s push to develop future-oriented industries and build a smart, livable city that is innovative, green and free from “urban ills.”
    Official data shows that Xiong’an has attracted over 50 AI-related companies to date.
    One such high-tech business is Pulong Technology Co., Ltd., which settled in Xiong’an in 2019, and it has since become a manufacturer of AI inspection robots.
    Equipped with sensors, high-precision cameras, and cutting-edge computing chips, these robot monitors can identify on-site information and provide real-time alerts and warnings. “They can replace manual inspections in dangerous environments with more accuracy and efficiency, thus reducing potential safety risks,” said Zhao Yan, Pulong Technology’s marketing director.
    Currently, the company’s products are widely used in Xiong’an’s electricity sector, especially in power distribution rooms. The achievement, Zhao noted, wouldn’t have been possible without governmental backing. “We have enjoyed customized working facilities and expanded market opportunities in the city,” Zhao said.
    In addition to policy support, the construction of digital infrastructure, represented by the Xiong’an Urban Computing Center, has laid a solid foundation for the R&D and application of AI in the city.
    As the “smart brain” of the city, the center has used AI and other advanced technologies to achieve real-time, refined, and intelligent urban management. It has also recently integrated the DeepSeek large model to enhance its services for residents.
    From digital roads that calculate traffic flow and improve traffic efficiency to the AI-powered platforms helping community workers spot and resolve urban management issues promptly, these innovations have enabled residents to enjoy a higher-quality life in a smarter city, said Li Nan, a supervisor at Xiong’an Cloud Network Technology Co., Ltd.
    As a resident, Wang is confident about the future of AI in Xiong’an. “With more use cases and talents, I believe the city will become a global exemplar of AI integration in urban governance,” she said.

  • MIL-OSI China: China’s Tomb-sweeping Day blends tech, eco-tributes

    As China marks Qingming (Tomb Sweeping) Festival on Friday, a day for honoring one’s ancestors, new digital tools and eco-friendly practices are reshaping how millions observe the ancient tradition.

    An hour’s drive to the north of downtown Beijing lies the town of Shisanling, which gets its name from 13 imperial mausoleums of the Ming Dynasty (1368-1644). Today, its green valleys are home to public cemeteries where common people are buried.
    For the convenience of those who could not come to site to pay tribute to their ancestors, authorities of the town have launched a “cloud memorial” mini-program on the social media platform WeChat, enabling them to offer online tributes.
    Users can upload photos and videos of their loved ones, create personalized digital memorial albums, and even generate AI-powered avatars to preserve memories of their ancestors.
    “As Qingming arrives once again, I present this bunch of virtual flowers to you. Though free from any sweet scent, they carry with them my grief and longing,” read one message posted on the mini-program.
    Chinese people hold a deep and enduring reverence for ancestral traditions. In 2008, the government designated Qingming Festival as a public holiday — a decision that carried both cultural and practical significance.
    As waves of urbanization drew millions away from their hometowns to study or work, the holiday provided not only a moment to honor ancestors at family grave sites, but also an opportunity to return home and reunite with loved ones.
    However, not everyone can make the long journey home. At Shisanling, an innovative solution has been offered.
    The digital memorial program also supports “digital tombstones” – virtual profiles tied to physical graves via unique QR codes – providing convenient access to memorial services.
    More than 100,000 people have used the platform, with over 20,000 digital tombstones created.
    Many mourners have expressed their appreciation for the service, as they can now commemorate their ancestors without the need to undertake arduous journeys, said one cemetery worker.
    While the centuries-old Qingming custom of burning joss paper persists in China, an eco-conscious movement is reshaping ancestral remembrance.
    The Fushouyuan cemetery in Yinchuan, capital city of northwest China’s Ningxia Hui Autonomous Region, offers water-soluble stationery for mourners to write messages to the departed, reducing the environmental impact of such rituals.
    Funerals are of great importance in China, and the extravagance of one’s funeral and tomb was once used to judge the filial piety of one’s descendants. However, the concept of green burials, aiming at curbing extravagance and advocating eco-friendly burials, is gaining in popularity.
    Fushouyuan conducted a ceremony to bury six biodegradable urns beneath ceremonial lawns ahead of this year’s Qingming. Since 2010, over 6,300 deceased individuals across Ningxia have opted for various forms of green burials.
    Shenyang, the capital city of Liaoning, China’s northernmost coastal province, will cover the cost of up to 5,300 sea burials this year. Municipal authorities will also extend monetary incentives for tree pod burials, lawn interments and floral burials, offering more options for eco-friendly funerary solutions.
    “From incense smoke rising at grave sites to digital offerings in cloud memorials, China’s ancestral rites are embracing the advancement of society and technology,” said Qi Xin, a researcher with the Liaoning Academy of Social Sciences. “While the expressions of remembrance vary, what never fades is that timeless human thread — cherishing the memories of our loved ones.”

    BEIJING, April 4 — At the Zhongguancun International Innovation Center in Beijing, the humanoid robot Kuavo has become a familiar sight, effortlessly handling reception duties, responding to visitor inquiries, and guiding guests in finding their way through the facility.

    “Standing 1.7 meters tall with advanced cognitive capabilities, Kuavo is our next-generation service robot,” said Guo Da, sales manager at Shenzhen-based Leju Robotics. “Currently deployed in universities, exhibition halls and automotive plants, the model is set to enter homes and offer services in the future.”

    The recently concluded 2025 Zhongguancun Forum highlighted China’s progress in robotics, featuring nearly 100 humanoid models performing tasks ranging from musical performances to event hosting.

    Driven by rapid advancement in embodied intelligence, China’s humanoid robots are evolving at an accelerated pace, extending their reach into both industrial and household applications.

    Industry data underscores China’s growing leadership in the relevant field. According to the Ministry of Industry and Information Technology, the country holds over 190,000 active robotics patents, accounting for roughly two-thirds of the global total.

    According to the Chinese Institute of Electronics, China’s humanoid robot market is projected to reach 870 billion yuan (about 120 billion U.S. dollars) by 2030.

    Several advanced models are already entering commercial use. Developed by the Beijing Innovation Center of Humanoid Robots, the Tiangong Ultra robot is capable of running at 12 km per hour and climbing 35-cm steps, and is preparing for an upcoming humanoid robot marathon.

    Meanwhile, Walker S1, developed by the Shenzhen-based tech company UBTECH, is undergoing precision quality inspections at an Audi production facility.

    Government support is further accelerating development. Beijing recently unveiled a three-year action plan for embodied intelligence innovation and industrial growth, backed by a 100-billion-yuan fund. Similar initiatives are underway in Guangdong, Sichuan and Shanxi provinces.

    Beijing has identified embodied intelligence as a key focus for next-generation AI development, now transitioning from research to commercialization, said Su Guobin, deputy director of the Beijing Municipal Bureau of Economy and Information Technology.

    The development prospects of the industry have been impressive. Leju Robotics Chairman Leng Xiaokun noted that Kuavo received 250 orders in the first quarter, surpassing the company’s half-year target.

    Unitree Robotics Vice General Manager Wang Qizhou has emphasized efforts to boost production efficiency while shifting from pre-trained to autonomous adaptive systems.

    The project involves the transportation and installation of a floating production system (FPS) at Garden Banks block 959, which is located off the southeastern coast of Louisiana at water depths of up to 1,635 metres. 

    Project management and engineering activities will begin immediately at Subsea7’s office in Houston, Texas, with offshore operations expected to start in 2027.

    The company’s nomination committee, consisting of Emil Hjalmarsson (AB Grenspecialisten), chairman, Jan Olofsson (own holding), and Wilhelm Gruvberg (Alcur Fonder), proposes:

    Information about the board member proposed for new election

    Tommy Svensson has extensive experience in board work and corporate management through strategic work, corporate governance, and leadership in both international and national environments. Tommy Svensson has solid business and financial knowledge through his background as CFO for companies in both private equity and public environments. Tommy is currently the CEO of TSS Consult & Invest AB and holds a bachelor’s degree in Business Administration and Auditing.

    Tommy Svensson’s previous experience includes roles such as CFO for Johbeco AB, Hemtex AB, KappAhl AB, Vårdapoteket i Norden AB, Jetshop AB, among others. Additionally, he has acted as an advisor to several companies and in acquisitions and mergers in the Nordic market. Tommy Svensson has completed board training and has held several board assignments over the past 20 years.

    Tommy Svensson holds 1,516,000 shares in the company.

    NOMINATION COMMITTEE (ITEM 12) 
    The company’s major shareholders propose that the company have a nomination committee consisting of three members, with one member appointed by each of the three largest shareholders in the company. The chairman of the nomination committee shall, unless the members agree otherwise, be the member appointed by the largest shareholder. The nomination committee shall have the opportunity to co-opt the chairman of the company’s board.

    The nomination committee shall, ahead of the Annual General Meeting 2026, be constituted based on shareholder statistics as of the last banking day in September 2025 and other shareholder information available to the company at that time. The chairman of the company’s board shall convene an inaugural meeting for the nomination committee when shareholder statistics are available. If, during the nomination committee’s mandate period, one or more of the shareholders who appointed members to the nomination committee no longer belong to the three largest shareholders, the members appointed by these shareholders shall resign, and new shareholders in order of size shall be offered the opportunity to appoint members, however, only three shareholders in order of size need to be consulted.

    Unless special reasons exist, no changes shall be made to the composition of the nomination committee if only marginal changes in voting rights have occurred or if the change occurs later than three months before the Annual General Meeting.

    The majority of the nomination committee members shall be independent in relation to the company and the company management. The CEO or other person from the company management shall not be a member of the nomination committee. At least one of the nomination committee members shall be independent in relation to the largest shareholder or group of shareholders acting in concert regarding the company’s management. Board members shall not constitute a majority of the nomination committee members. If more than one board member is included in the nomination committee, at most one of them may be dependent in relation to the company’s major shareholders.

    No remuneration shall be paid to the nomination committee members. If necessary, the company shall cover reasonable costs for external consultants deemed necessary by the nomination committee to fulfill its assignment.

    The composition of the nomination committee shall be announced through a separate press release as soon as the nomination committee is appointed and no later than six months before the Annual General Meeting. The information shall also be available on the company’s website, where it shall also be stated how shareholders can submit proposals to the nomination committee. The nomination committee shall prepare proposals on the following matters to be presented to the Annual General Meeting 2025 for resolution:

    • proposal for chairman of the meeting;
    • proposal for the board;
    • proposal for chairman of the board;
    • proposal for remuneration and other compensation for board assignments to each of the board members and compensation for committee work;
    • proposal for auditor;
    • proposal for remuneration to the company’s auditor; and
    • proposal for instructions for the nomination committee ahead of the Annual General Meeting 2027.

    AUTHORIZATION TO ISSUE SHARES (ITEM 13)

    The board proposes that the board be authorized, until the next Annual General Meeting, on one or more occasions, to decide on the issuance of up to 2,871,200 shares, which corresponds to 10 percent of the number of shares in the company as of the date of the Annual General Meeting. The board shall have the right to decide on deviations from the shareholders’ preferential rights and provisions regarding non-cash issues, set-off issues, or other conditions. The issue price for the new shares shall be determined based on the market price of the share at the respective issue occasion.

    The purpose of the authorization and the reason for the possible deviation from the shareholders’ preferential rights is to enable the company to appropriately raise capital for financing its operations and for carrying out corporate acquisitions. The CEO is authorized to make formal adjustments to the decision that may be necessary in connection with its registration.

    The tenth conference of the Digital Industry of Industrial Russia (CIPR) will be held on June 3-6, 2025 – the main business event on the digital economy and technologies in Russia.

  • MIL-OSI China: US announcement of reciprocal tariffs causes worldwide backlash

    U.S. President Donald Trump’s announcement of new reciprocal tariffs on imports from all trading partners has drawn backlash from countries around the world, with countermeasures already pledged by some.

    The universal tariffs imposed by the United States — a 10-percent “minimum baseline tariff” to be imposed on all imports — will take effect on April 5, and the “individualized reciprocal higher tariff” on the countries and regions with which the United States “has the largest trade deficits” will take effect on April 9, according to a White House document.

    “Resentment Day”

    On social media platform X, Czech Minister of Industry and Trade Lukas Vlcek called Trump’s new tariffs a “mistake.” Also, Manfred Weber, the leader of the European People’s Party and a member of the European Parliament, called April 2 — the new tariff announcement day dubbed by Trump as “liberation day” for the United States — as “resentment day.”

    “Donald Trump’s tariffs don’t defend fair trade: They attack it out of fear and hurt both sides of the Atlantic,” he said.

    European Commission President Ursula von der Leyen on Wednesday expressed deep regret over the U.S. move in a statement, calling it “a major blow to the world economy,” and warned against a devastating impact. “The global economy will massively suffer,” she said. “Uncertainty will spiral and trigger the rise of further protectionism. The consequences will be dire for millions of people around the globe.”

    Spanish Economy Minister Carlos Cuerpo on Thursday said the United States’ new tariffs are “unfair and unjustified” in an interview with radio station RNE, adding that the Spanish government will take action to protect companies and consumers from the effects of the tariffs.

    Speaking to local media on Thursday morning, British Business and Trade Secretary Jonathan Reynolds said he is “disappointed” by the additional tariffs imposed on Britain, noting the 10-percent tariff is not a “fair reflection of how we currently trade.”

    In Asia, Japan’s Chief Cabinet Secretary Yoshimasa Hayashi on Thursday expressed “serious concern” about the U.S. decision to impose reciprocal tariffs, saying the new tariffs could have a “big negative impact” on the global economy and the multilateral trade system.

    South Korean Prime Minister Han Duck-soo, who is serving as acting president following the impeachment of President Yoon Suk-yeol, told an emergency meeting on economic security in Seoul: “As the global tariff war is coming to a reality, the government should pour out all of its capabilities to overcome a trade crisis.”

    The German Institute for Economic Research in a statement issued on Wednesday ahead of Trump’s new tariffs announcement warned that the United States has made a significant departure from multilateralism in its trade policy. The introduction of new, extensive tariffs poses a serious threat to global supply chains.

    Grave concerns among businesses

    Business leaders in Britain voiced concerns on Wednesday that the new tariffs on their exports, even at 10 percent, could weigh heavily on British industries. Rain Newton-Smith, chief executive of the Confederation of British Industry (CBI), said: “There are no winners in a trade war. Today’s announcements are deeply troubling for businesses and will have significant ramifications around the world.”

    The Federation of Small Businesses (FSB) believed small exporters in the country would be hard hit, as 59 percent of them trade with the United States. “Tariffs will cause untold damage to small businesses trying to trade their way into profit,” said Tina McKenzie, the FSB’s policy chair.

    The Manufacturers Association of Israel (MAI) said in a statement Thursday that the United States imposing a 17-percent tariff on imports from Israel is worrying. “The decision of the U.S. President to apply the tariff policy to Israel could harm Israel’s economic stability, deter foreign investment in the economy, and weaken the competitiveness of Israeli companies in the U.S. market,” it said in a statement.

    On Tuesday, Israel announced the lifting of all tariffs imposed on imports from the United States, but the move failed to avert the new tariffs imposed by the United States.

    Countermeasures pledged

    In Paris, French government spokesperson Sophie Primas said on Thursday the European Union (EU) is ready for a trade war, with retaliatory tariffs to be imposed on all goods and service products from the United States by the end of April.

    The initial levies in retaliation to the U.S. tariffs on EU steel and aluminum products would be put in place around mid-April, and the tariffs targeting all American imports are expected to be ready probably by the end of April, she said when speaking to the broadcaster RTL on Wednesday.

    In response to the U.S. tariffs, Britain’s Prime Minister Keir Starmer told business leaders gathering at 10 Downing Street on Thursday morning that the close ally of the United States is “prepared.” “Decisions we take in the coming days and weeks will be guided only by our national interest. In the interest of our economy,” Starmer said.

    On Wednesday before Trump’s announcement of the new tariffs, Italian Prime Minister Giorgia Meloni reiterated her call for negotiations to avoid a trade war with the United States, while signaling a shift away from her previous opposition to European retaliatory tariffs.

    “We must work in every way to avert a trade war,” she said during a cultural event. “But this obviously does not rule out considering appropriate responses to defend our industries if necessary.”

    In Brazil, the National Congress passed legislation allowing the South American country to impose reciprocal trade and environmental measures in response to foreign restrictions, on Wednesday just hours after Trump’s announcement of the sweeping tariffs.

    Quantum dots have been at the forefront of display innovation over the past decade, delivering some of the most accurate color reproduction among existing materials. In 2015, Samsung Electronics paved the way for the commercialization of quantum dots with the launch of SUHD TVs — a breakthrough that moved beyond the use of cadmium (Cd), a heavy metal traditionally utilized in quantum dot synthesis, by introducing the world’s first no-cadmium quantum dot technology.
     
    The academic world took notice. The successful commercialization of cadmium-free quantum dot TVs not only set a new direction for research and development but also played a pivotal role in the awarding of the 2023 Nobel Prize in Chemistry for the discovery and synthesis of quantum dots.

    Why Cadmium Was the Starting Point for Quantum Dot Research

    Quantum dots began attracting scientific interest in the 1980s when Aleksey Yekimov, former Chief Scientist at Nanocrystals Technology Inc., and Louis E. Brus, a professor emeritus in the Department of Chemistry at Columbia University, each published their researches on the quantum confinement effect and the size-dependent optical properties of quantum dots.
     
    Momentum accelerated in 1993 when Moungi Bawendi, a professor in the Department of Chemistry at the Massachusetts Institute of Technology (MIT), developed a reliable method for synthesizing quantum dots. In 2001, Taeghwan Hyeon, a distinguished professor in the Department of Chemical and Biological Engineering at Seoul National University (SNU), invented the “heat-up process” — a technique for producing uniform nanoparticles without the need for size-selective separation. In 2004, Hyeon published a scalable production method in the academic journal Nature Materials — a discovery widely regarded as a potential game changer in the industry.

    However, these efforts did not immediately lead to commercialization. At the time, quantum dots relied heavily on cadmium(Cd) as a core material — a substance known to be harmful to humans and designated as a restricted material under the European Union’s Restriction of Hazardous Substances (RoHS) Directive.
     
    “Currently, the only materials capable of reliably producing quantum dots are cadmium selenide (CdSe) and indium phosphide (InP),” explained Hyeon. “Cadmium selenide, the conventional quantum dot material, is a compound of group II and group VI elements, while indium phosphide is formed from group III and group V elements. Synthesizing quantum dots from group II and VI elements is relatively straightforward, but combining group III and V elements is chemically much more complex.”

    Cadmium, an element with two valence electrons, forms strong ionic bonds1 with elements like selenium (Se), sulfur (S) and tellurium (Te) — each of which has six valence electrons. These combinations result in stable semiconductors, known as II–VI semiconductors, materials that have long been favored in research for their ability to produce high-quality nanocrystals even at relatively low temperatures. As a result, the use of cadmium in quantum dot synthesis was considered an academic standard for many years.
     
    In contrast, indium (In) — an alternative to cadmium with three valence electrons — forms covalent bonds2 with elements such as phosphorus (P), which has five valence electrons. Covalent bonds are generally less stable than ionic bonds and have a directional nature, increasing the likelihood of defects during nanocrystal synthesis. These characteristics have made indium a challenging material to work with in both research and mass production.
     
    “It is difficult to achieve high crystallinity in quantum dots made from indium phosphide,” Lee noted. “A complex and demanding synthesis process is required to meet the quality standards necessary for commercialization.”
     
     
    No Compromise – From Breakthrough to Mass Production

    Samsung, however, took a different approach.
     
    “We had been researching and developing quantum dot technology since 2001,” said Sanghyun Sohn, Head of Advanced Display Lab, Visual Display (VD) Business at Samsung Electronics. “But early on, we determined that cadmium — which is harmful to the human body — was not suitable for commercialization. While regulations in some countries technically allow up to 100 parts per million (ppm) of cadmium in electronic products, Samsung adopted a zero-cadmium policy from the start. No cadmium, no compromise — that was our strategy. There is simply no room for compromise when it comes to consumer safety.”

    Samsung’s long-standing commitment to its principle of “No Compromise on Safety” came to the forefront in 2014 when the company successfully developed the world’s first no-cadmium quantum dot material. To ensure both durability and image quality, Samsung introduced a triple-layer protective coating technology that shields indium phosphide nanoparticles from external factors such as oxygen and light. The following year, Samsung launched the world’s first commercial SUHD TV with no-cadmium quantum dots — a paradigm shift in the display industry and the culmination of research efforts that began in the early 2000s.
     
    “Indium phosphide-based quantum dots are inherently unstable and more difficult to synthesize compared to their cadmium-based counterparts, initially achieving only about 80% of the performance of cadmium-based quantum dots,” said Sohn. “However, through an intensive development process at the Samsung Advanced Institute of Technology (SAIT), we successfully raised performance to 100% and ensured reliability for more than 10 years.”

    Quantum dots found in Samsung QLEDs are composed of three key components — a core, where light is emitted; a shell, which protects the core and stabilizes its structure; and a ligand, a polymer coating that enhances oxidation stability outside the shell. The essence of quantum dot technology lies in the seamless integration of these three elements, an advanced industrial process that spans from material acquisition and synthesis to mass production and the filing of numerous patents.
     
    “None of the three components — core, shell or ligand can be overlooked,” added Lee. “Samsung’s technology for indium phosphide synthesis is outstanding.”
     
    “Developing a technology in the lab is a challenge in itself, but commercialization requires an entirely different level of effort to ensure product stability and consistent color quality,” said Hyeon. “I was truly impressed that Samsung succeeded in commercializing a no-cadmium quantum dot display product.”
     
     
    Setting the Quantum Dot Standard

    The optical properties of quantum dots are being applied to a wide range of fields, including solar cells, medicine and quantum computing. However, the quantum dot display remains the most actively researched and widely commercialized application to date — with Samsung emerging as a pioneer.
     
    Building on years of foundational research and the introduction of its SUHD TVs, Samsung launched its QLED TVs in 2017 and set a new standard for premium displays. In 2022, the company pushed innovation further with the debut of QD-OLED TVs — the world’s first display to combine quantum dots with an OLED structure.

    QD-OLED is a next-generation display technology that integrates quantum dots into the self-emissive structure of OLED. This approach enables faster response times, deeper blacks and higher contrast ratios. Samsung’s QD-OLED was awarded Display of the Year in 2023 by the Society for Information Display (SID), the world’s largest organization dedicated to display technologies.
     
    “Samsung has not only led the market with its indium phosphide-based quantum dot TVs but also remains the only company to have successfully integrated and commercialized quantum dots in OLEDs,” said Sohn. “By leveraging our leadership in quantum dot technology, we will continue to lead the future of display innovation.”

    “Research trends in the academic community shifted noticeably before and after the release of Samsung’s quantum dot TVs,” said Doh Chang Lee, a professor in the Department of Chemical and Biomolecular Engineering at the Korea Advanced Institute of Science and Technology (KAIST). “Since its launch, discussions have increasingly focused on practical applications rather than the materials themselves, reflecting the potential for real-world implementation through display technologies.”
     
    “There have been many attempts to apply quantum dots in various fields including photocatalysis,” he added. “But these efforts remain in the early stages compared to their use in displays.”
     
    Hyeon also noted that the successful commercialization of Samsung’s quantum dot TVs helped pave the way for Bawendi, Brus and Yekimov to receive the 2023 Nobel Prize in Chemistry.
     
    “One of the most important criteria for the Nobel Prize is the extent to which a technology has contributed to humanity through commercialization,” he said. “Samsung’s QLED represents one of the most significant achievements in nanotechnology. Without its commercialization, it would have been difficult for quantum dots to earn Nobel recognition.”
     

    Samsung’s Vision for Tomorrow’s Displays
    Since the launch of its QLED TVs, Samsung has accelerated the growth of quantum dot technology in both industry and academia. When asked about the future of quantum dot displays, the experts shared their insights on what lies ahead.
     
    “As a next-generation technology, we are currently exploring self-emissive quantum dots,” said Sohn. “Until now, quantum dots have relied on external light source to express red and green. Going forward, we aim to develop quantum dots that emit light independently through electroluminescence — producing all three primary colors by injecting electrical energy. We are also working on the development of blue quantum dots.”
     
    “As electroluminescent materials make it possible to reduce the size of device components, we’ll be able to achieve the high resolution, efficiency and brightness required for virtual and augmented reality applications,” said Lee, predicting a major transformation in the future of displays.
     
    “A good display is one the viewer doesn’t even recognize as a display,” said Sohn. “The ultimate goal is to deliver an experience that feels indistinguishable from reality. As a leader in quantum dot display innovation, we will proudly continue to move forward.”

    In 2023, the Nobel Prize in Chemistry was awarded for the discovery and synthesis of quantum dots. The Nobel Committee recognized the groundbreaking achievements of scientists in the field — noting that quantum dots have already made significant contributions to the display and medical industries, with broader applications expected in electronics, quantum communications and solar cells.
     
    Quantum dots — ultra-fine semiconductor particles — emit different colors of light depending on their size, producing exceptionally pure and vivid hues. Samsung Electronics, the world’s leading TV manufacturer, has embraced this cutting-edge material to enhance display performance.
     
    Samsung Newsroom sat down with Taeghwan Hyeon, a distinguished professor in the Department of Chemical and Biological Engineering at Seoul National University (SNU); Doh Chang Lee, a professor in the Department of Chemical and Biomolecular Engineering at the Korea Advanced Institute of Science and Technology (KAIST); and Sanghyun Sohn, Head of Advanced Display Lab, Visual Display (VD) Business at Samsung Electronics, to explore how quantum dots are ushering in a new era of display technology.

    Understanding the Band Gap
     
    “To understand quantum dots, one must first grasp the concept of the band gap.”

    The movement of electrons causes electricity. Typically, the outermost electrons — known as valence electrons — are involved in this movement. The energy range where these electrons exist is called the valence band, while a higher, unoccupied energy range that can accept electrons is called the conduction band.
     
    An electron can absorb energy to jump from the valence band to the conduction band. When the excited electron releases that energy, it falls back into the valence band. The energy difference between these two bands — the amount of energy an electron must gain or lose to move between them — is known as the band gap.

    Insulators like rubber and glass have large band gaps, preventing electrons from moving freely between bands. In contrast, conductors like copper and silver have overlapping valence and conduction bands — allowing electrons to move freely for high electrical conductivity.
     
    Semiconductors have a band gap that falls between those of insulators and conductors — limiting conductivity under normal conditions but allowing electrical conduction or light emission when electrons are stimulated by heat, light or electricity.
     
    “To understand quantum dots, one must first grasp the concept of the band gap,” said Hyeon, emphasizing that a material’s energy band structure is crucial in determining its electrical properties.
     
     
    Quantum Dots – The Smaller the Particle, the Larger the Band Gap

    Quantum dots are nanoscale semiconductor crystals with unique electrical and optical properties. Measured in nanometers (nm) — or one-billionth of a meter — these particles are just a few thousandths the thickness of a human hair. When a semiconductor is reduced to the nanometer scale, its properties change significantly compared to its bulk state.
     
    In bulk states, particles are sufficiently large so the electrons in the semiconductor material can move freely without being constrained by their own wavelength. This allows energy levels — the states that particles occupy when absorbing or releasing energy — to form a continuous spectrum, like a long slide with a gentle slope. In quantum dots, electron movement is restricted because the particle size is smaller than the electron’s wavelength.

    Imagine scooping water (energy) from a large pot (bulk state) with a ladle (bandwidth corresponding to an electron’s wavelength). Using the ladle, one can adjust the amount of water in the pot freely from full to empty — this is the equivalent of continuous energy levels. However, when the pot shrinks to the size of a teacup — like a quantum dot — the ladle no longer fits. At that point, the cup can only be either full or empty. This illustrates the concept of quantized energy levels.
     
    “When semiconductor particles are reduced to the nanometer scale, their energy levels become quantized — they can only exist in discontinuous steps,” said Hyeon. “This effect is called ‘quantum confinement.’ And at this scale, the band gap can be controlled by adjusting particle size.”
     
    The number of molecules within the particle decreases as the size of the quantum dot decreases, resulting in weaker interactions of molecular orbitals. This strengthens the quantum confinement effect and increases the band gap.1 Because the band gap corresponds to the energy released through relaxation of an electron from the conduction band to the valence band, the color of the emitted light changes accordingly.
     
    “As particles become smaller, the wavelength of emitted light shifts from red to blue,” said Lee. “In other words, the size of the quantum dot nanocrystal determines its color.”
     
     
    Engineering Behind Quantum Dot Films

    Quantum dots have attracted attention across a variety of fields, including solar cells, photocatalysis, medicine and quantum computing. However, the display industry was the first to successfully commercialize the technology.
     
    “One of the reasons Samsung focused on quantum dots is the exceptionally narrow peaks of their emission spectrum,” said Sohn. “Their narrow bandwidth and strong fluorescence make them ideal for accurately reproducing a wide spectrum of colors.”

    To leverage quantum dots effectively in display technology, materials and structures must maintain high performance over time, under harsh conditions. Samsung QLED achieves this through the use of a quantum dot film.
     
    “Accurate color reproduction in a display depends on how well the film utilizes the optical properties of quantum dots,” said Lee. “A quantum dot film must meet several key requirements for commercial use, such as efficient light conversion and translucence.”

    The quantum dot film used in Samsung QLED displays is produced by adding a quantum dot solution to a polymer base heated to a very high-temperature, spreading it into a thin layer and then curing it. While this may sound simple, the actual manufacturing process is highly complex.
     
    “It’s like trying to evenly mix cinnamon powder into sticky honey without making lumps — not an easy task,” said Sohn. “To evenly disperse quantum dots throughout the film, several factors such as materials, design and processing conditions must be carefully considered.”
     
    Despite these challenges, Samsung pushed the boundaries of the technology. To ensure long-term durability in its displays, the company developed proprietary polymer materials specifically optimized for quantum dots.
     
    “We’ve built extensive expertise in quantum dot technology by developing barrier films that block moisture and polymer materials capable of evenly dispersing quantum dots,” he added. “Through this, we not only achieved mass production but also reduced costs.”
     
    Thanks to this advanced process, Samsung’s quantum dot film delivers precise color expression and outstanding luminous efficiency — all backed by industry-leading durability.
     
    “Brightness is typically measured in nits, with one nit equivalent to the brightness of a single candle,” explained Sohn. “While conventional LEDs offer around 500 nits, our quantum dot displays can reach 2,000 nits or more — the equivalent of 2,000 candles — achieving a new level of image quality.”

    By leveraging quantum dots, Samsung has significantly enhanced both brightness and color expression — delivering a visual experience unlike anything seen before. In fact, Samsung QLED TVs achieve a color reproduction rate exceeding 90% of the DCI-P3 (Digital Cinema Initiatives – Protocol 3) color space, the benchmark for color accuracy in digital cinema.
     
    “Even if you have made quantum dots, you need to ensure long-term stability for them to be useful,” said Lee. “Samsung’s industry-leading indium phosphide (InP)-based quantum dot synthesis and film production technologies are testament to Samsung’s deep technical expertise.”
     
     
    Real QLED TVs Use Quantum Dots To Create Color

    As interest in quantum dots grows across the industry, a variety of products have entered the market. Nonetheless, not all quantum dot-labeled TVs are equal — quantum dots must sufficiently contribute to actual image quality.

    “The legitimacy of a quantum dot TV lies in whether or not it leverages the quantum confinement effect,” said Hyeon. “The first, fundamental requirement is to use quantum dots to create color.”
     
    “To be considered a true quantum dot TV, quantum dots must serve as either the core light-converting or primary light-emitting material,” said Lee. “For light-converting quantum dots, the display must contain an adequate amount of quantum dots to absorb and convert blue light emitted by the backlight unit.”

    “Quantum dot film must contain a sufficient amount of quantum dots to perform effectively,” repeated Sohn, emphasizing the importance of quantum dot content. “Samsung QLED uses more than 3,000 parts per million (ppm) of quantum dot materials. 100% of the red and green colors are made through quantum dots.”
     
    
     
    Samsung began developing quantum dot technology in 2001 and, in 2015, introduced the world’s first no-cadmium quantum dot TV — the SUHD TV. In 2017, the company launched its premium QLED lineup, further solidifying its leadership in the quantum dot display industry.

    In September 2025, GoGettaz finalists will pitch their businesses live on stage in Dakar, Senegal during the annual Africa Food Systems Forum (AFSF) taking place 31 August to 5 September 2025.
