    Duties and Responsibilities

    Created in December 1999, the United Nations Office for Disaster Risk Reduction (UNDRR) is the designated focal point in the United Nations system for the coordination of efforts to reduce disasters and to ensure synergies among the disaster reduction activities of the United Nations and regional organizations and activities in both developed and less developed countries. Led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction (SRSG), UNDRR has over 150 staff located in its headquarters in Geneva, Switzerland, and in regional offices. Specifically, UNDRR guides, monitors, analyses and reports on progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, supports regional and national implementation of the Framework and catalyses action and increases global awareness to reduce disaster risk working with U.N. Member States and a broad range of partners and stakeholders, including civil society, the private sector, parliamentarians and the science and technology community.

    The internship is for a maximum period of 6 months. The internship is UNPAID and full-time, in -person. The modality can be handled flexibly. Interns work five days per week under the supervision of the Website Officer in the Content and Channels team. This internship position is located in the United Nations Office for Disaster Risk Reduction (UNDRR) in Bonn, Germany. The successful candidate will join three other colleagues from the Content and Channels team on the Bonn UN Campus.

    The Intern will:

    • Perform Internet-based research to identify disaster risk reduction (DRR) content and sources for publication on PreventionWeb.net in English (other languages, if applicable) to extend PreventionWeb’s coverage of country/region, thematic and hazard sections.
    • Enter relevant DRR documents, events, jobs, news and policy into the PreventionWeb’s Drupal content management system for publication on the website (keyword selection, abstract writing in English [other languages, if applicable], and web formatting).
    • Validate and enter relevant DRR source organizations and assist in maintaining their DRR organization profiles.
    • Assist in responding to PreventionWeb user comments and requests by sending appropriate communication and assisting in user experience research activities.
    • Undertake quality control of information as necessary, including analysis of gaps and targeted research.
    • Contribute to the improvement and development of the PreventionWeb editorial guidelines.
    • Identify content for promotion on social media and share it during the dedicated weekly meetings.
    • Assist in preparing social media content by drafting texts and short video scripts and designing cards.
    • Assist in reviewing social media and web analytics to identify and optimize performance of content.
    • Perform online research on topics that may be of interest for various purposes such as social media promotion, presentations and briefs.
    • Store key pieces of information and data on Zotero.
    • Support, and participate in, other information management related tasks and projects matching academic background.

    Qualifications/special skills

    To qualify for an internship with the United Nations, applicants must meet one of the following requirements:

    • Be enrolled in or have completed the final academic year of a first university degree programme (minimum Bachelor’s level or equivalent).
    • Be enrolled in or have completed a graduate school programme (second university degree or equivalent or higher such as Master’s degree or equivalent, Ph.D. or postgraduate degree).
    • Applicants to the UN Internship Programme are not required to have professional work experience. However, a field of study that is closely related to the type of internship that you are applying for is required.
    • Be computer literate in standard software applications.
    • Have strong internet research skills.
    • Knowledge of basic HTML and photo, audio or video editing a plus.
    • Interest in disaster risk reduction issues.
    • Have a demonstrated keen interest in the work of the United Nations and have a personal commitment to the ideals of the Charter.
    • Have a demonstrated ability to successfully interact with individuals of different cultural backgrounds and beliefs, which include willingness to try and understand and be tolerant of differing opinions and views.

    • The French defence ministry’s integrated structure for through-life support of land forces equipment (SIMMT1) has awarded Thales the ABSOLU2 operational support and logistics contract.
    • In terms of its scale and format, the ten-year contract is the first of its kind for the French armed forces and will ultimately consolidate some 30 separate support contracts for land-based equipment in service with the French Army, Navy and Air & Space Force.
    • This flagship agreement addresses the need to prepare the forces for high-intensity conflicts, while helping to promote sustainable resource management.

    ABSOLU will consolidate some 30 separate maintenance contracts into a single agreement to simplify contract management and significantly improve operational performance. Its shared project management model will shorten repair turnaround times to increase equipment availability, as well as expanding the re-use of components and raw materials to support the development of a circular economy.

    Under the terms of this single framework contract for maintenance services, Thales also undertakes to double its equipment handling capacity in the event of a high-intensity conflict. Until now, SIMMT has awarded a separate maintenance contract for each platform.

    The pioneering new format will revolutionise the strategic partnership between Thales and the French forces and deliver significant efficiency gains for the end customer. To guarantee this level of service, the Group has put new processes in place and developed a comprehensive roadmap for the ramp-up of its support delivery capacity:

    • creation of a joint management platform for shorter decision and repair cycles
    • inventory consolidation and constitution of reserve stocks in two distinct locations
    • use of data science for continuous monitoring of support delivery performance, predictive material and resource planning, and proactive decision-making in coordination with government customers.

    The shift towards a circular economy is another important aspect of the ABSOLU contract. Thales is developing new ways of re-using materials and components to extend equipment lifetimes and enhance mission readiness, especially in high-intensity conflicts where equipment takes a heavy toll. As part of this approach, critical components (circuit boards, electronic equipment) and raw materials will also be sorted and recycled to help address environmental issues and ease supply chain tensions.

    “SIMMT will leverage Thales’s expertise and agility to support deployed forces more effectively than ever before. The new contract includes an undertaking by Thales to reduce repair times by 30% and will significantly increase the operational readiness of the equipment in service with the armed forces,” said Christophe Salomon, Executive Vice-President, Secure Communications and Information Systems, Thales.

    The initial scope of the ABSOLU contract includes maintenance of PR4G fourth-generation radio sets, MELCHIOR long-range HF communication systems and ground stations developed under the ASTRIDE3 2 programme, all of which enable the French armed forces to command expeditionary forces autonomously and act as a framework nation in coalition operations. Ultimately, the contract will encompass all SIMMT maintenance programmes for Thales equipment.

    HOUSTON–(BUSINESS WIRE)– Phillips 66 (NYSE: PSX) today announced that it has filed its preliminary proxy materials with the U.S. Securities and Exchange Commission in connection with its upcoming 2025 Annual Meeting of Shareholders.
    In today’s filing, the Phillips 66 Board of Directors:
    Announces the nomination of two new candidates bringing critical financial and operational capabilities to the Board:A. Nigel Hearne, a 35-year veteran of the energy industry with direct refining operations leadership, bringing deep downstream and integration expertise; and Howard I. Ungerleider, a highly strategic former President and Chief Financial Officer with extensive chemicals experience.
    Nominates John E. Lowe and Robert “Bob” W. Pease as directors:Lowe, a strategic leader with more than 40 years of leadership in midstream, refining and chemicals businesses; and Pease, a director identified in partnership with Elliott Investment Management (“Elliott”), whose expertise in refining operations strengthens the Board’s oversight of efficiency improvements and strategic execution.
    Announces it again intends to seek shareholder approval of a management proposal to approve the declassification of the Boardat the 2025 Annual Meeting, a proposal that the Company has previously put forth five times over the past decade.

    Phillips 66 Nominates Proven Leaders Who Strengthen Highly Engaged Board
    Over the past four years, Phillips 66 has welcomed five new independent directors to the Board, including two in 2024. Today, Phillips 66 is nominating four director candidates, including two new nominees:
    A. Nigel Hearne: With more than 35 years of experience in the energy industry, including extensive international upstream and downstream operating experience, he is a proven leader who will provide extremely valuable insights in overseeing Phillips 66’s execution of its strategic priorities. Hearne is currently the Chief Operating Officer of Harbour Energy and was recently Executive Vice President of Oil, Products & Gas at Chevron Corporation where he oversaw the entire value chain and was responsible for maximizing value from their global integrated model. He began his career in downstream operations, overseeing refineries in the United States and globally.
    Howard I. Ungerleider: An experienced public company board member, Ungerleider is a highly strategic former President and Chief Financial Officer with deep insight into the chemicals business. He served in leadership roles at Dow for more than 30 years and managed the financial complexities of the historic merge-and-spin of DowDuPont, an $86 billion holding company comprised of The Dow Chemical Company and DuPont, from September 2017 to April 2019.     Phillips 66’s Board of Directors is Committed to Declassification
    At the 2025 Annual Meeting, Phillips 66 is seeking shareholder approval of a proposal to approve the declassification of the Board by amending the Company’s certificate of incorporation and by-laws, as it has done five times before over the past decade. The Board continues to believe it is in the best interests of the Company and its shareholders to properly declassify the Board. Elliott is seeking shareholder approval of a request for the Board to adopt a policy to implement a required annual resignation of all directors. Elliott’s proposal is merely a distraction and contravenes several elements of the Company’s organizational documents, in violation of well-established principles of Delaware corporate law.
    The Board strongly urges shareholders who wish to properly declassify the Board in accordance with the Company’s governing documents to vote AGAINST Elliott’s proposal and in support of management’s proposal.
    Elliott’s Proxy Fight
    As stated in the March 5 public letter to shareholders, Phillips 66 has sought to engage with Elliott since 2023 to hear its ideas and work constructively toward a shared goal of long-term value creation.
    This constructive dialogue led to the addition of Bob Pease to the Board with Elliott stating: “We (Elliott) have worked collaboratively with Phillips 66 on the Board’s appointment of Bob, who will bring extensive experience in refining and the energy industry more broadly.”
    However, attempts to reach agreement on adding another mutually agreed director have been met with challenges.
    Following a period of silence, Elliott issued a series of public attacks on the Board and management team and, for the first time in its discussions with Phillips 66, proposed the idea of a separation. Phillips 66 sought to re-engage Elliott in constructive dialogue to find a path forward that would benefit all shareholders.
    At the latest meeting, Elliott representatives indicated there were no immediate next steps and opted not to present their nominees for interviews at that time, despite the Board’s willingness to engage. The Board and leadership team of Phillips 66 stand ready to engage constructively when Elliott is ready.

    DREDGING WORK AT MĀLA BOAT RAMP STARTS NEXT WEEK

    FOR IMMEDIATE RELEASE 

    March 25, 2025

     

    LAHAINA, Maui – The DLNR Division of Boating and Ocean Recreation (DOBOR) has awarded a contract to American Marine Corporation for dredging work to remove accumulated sediment at the Māla Boat Ramp and entrance channel, which will include temporary stockpiling and upland disposal/reuse of dredged material.

     

    Dredging work is scheduled to begin on March 31, 2025, with an estimated completion date of late September 2025. The project cost is $1,061,000.

     

    The boat ramp and entrance channel are expected to remain open throughout the duration of the project, but users should be aware that there may be intermittent interruptions. The contractor will work closely with users to ensure impacts are kept to a minimum.

     

    “We recognize the importance Māla Ramp has to west Maui users, especially with Lahaina Harbor closed for rebuilding, and we want to thank the users for their patience while DOBOR worked on funding and regulatory approvals to get this project started,” said Meghan Statts, DOBOR Administrator. “We also want to thank the legislature for providing the funding and the Governor for working quickly to release the funding.”

  • MIL-OSI Europe: Answer to a written question – US restrictions on AI chip exports to EU Member States – P-000495/2025(ASW)

    The United States (US) Interim Final Rule on a Framework on Artificial Intelligence (AI) Diffusion[1] (‘AI Diffusion measures’) restricts the export of advanced AI models and semiconductors. Exemptions to the restrictions depend on the ‘Tier’ or ‘category’ of country.[2]

    The AI Diffusion measures go against the principles of the Single Market: the free movement of goods (advanced AI semiconductors) and services (AI-enabled services).

    The Commission believes that it is also in the US’ economic and security interest that the EU buys advanced AI chips from the US without limitations. The EU cooperates closely, in particular in the field of security, and represents an economic opportunity for the US, not a security risk.

    The Commission shared its concerns about these measures in a statement issued on 13 January 2025[3] immediately after the adoption of the US AI Diffusion measures.

    The Commission is committed to the integrity of the Single Market and ensuring that trade restrictions do not undermine its functioning or the EU’s legitimate technological ambitions in the field of AI.

    The Commission works closely with the Member States to prepare a reply to the US Bureau of Industry and Security within the consultation period until 15 May 2025, and will further engage in discussions with the US administration to find an appropriate solution.

    In its engagement with the US, the Commission advocates for a non-discriminatory approach for EU Member States, which is key to safeguarding the integrity of the EU Single Market and the future of the AI ecosystem.

    At the same time, recognising the strategic importance of building AI chip capabilities in Europe, the Commission already supports initiatives in AI chip design and is committed to driving their manufacturing, as set out in the Competitiveness Compass.

    Bitcoin ETP Risk: The Fund invests in options contracts that are based on the value of the Bitcoin ETP. This subjects the Fund to certain of the same risks as if it owned shares of the Bitcoin ETP, even though it does not. The path dependency (i.e., the continued use) of the Fund’s put writing (selling) strategy will impact the extent that the Fund participates in decreases in the value of the underlying reference asset and, in turn, the Fund’s returns, both during the term of the sold put options and over longer periods.

    Purchased OTM Call Options Risk. The Fund’s strategy is subject to potential losses if the underlying reference asset increases in value, which may not be offset by the purchase of out-of-the-money (OTM) call options. The Fund purchases OTM calls to seek to manage (cap) the Fund’s potential losses from the Fund’s short exposure to the underlying reference asset if it appreciates significantly in value. However, the OTM call options will cap the Fund’s losses only to the extent that the value of the underlying reference asset increases to a level that is at or above the strike level of the purchased OTM call options. Any increase in the value of the underlying reference asset to a level that is below the strike level of the purchased OTM call options will result in a corresponding loss for the Fund. For example, if the OTM call options have a strike level that is approximately 100% above the then-current value of the underlying reference asset at the time of the call option purchase, and the value of the underlying reference asset increases by at least 100% during the term of the purchased OTM call options, the Fund will lose all its value. Since the Fund bears the costs of purchasing the OTM calls, such costs will decrease the Fund’s value and/or any income otherwise generated by the Fund’s investment strategy.

    Counterparty Risk. The Fund is subject to counterparty risk by virtue of its investments in options contracts. Transactions in some types of derivatives, including options, are required to be centrally cleared (“cleared derivatives”). In a transaction involving cleared derivatives, the Fund’s counterparty is a clearing house rather than a bank or broker. Since the Fund is not a member of clearing houses and only members of a clearing house (“clearing members”) can participate directly in the clearing house, the Fund will hold cleared derivatives through accounts at clearing members.

    Amortization of acquired intangible assets. Therefore, GAAP commissions expense related to contract acquisition costs after the Take-Private Transaction do not reflect the commissions expense that would have been reported if the contract acquisition costs were not written off. Accordingly, we believe that presenting the approximate amount of acquisition-related commission expenses (so that the full amount of commission expense is included) provides a more appropriate representation of commission expense in a given period and, therefore, provides readers of our financial statements with a more consistent basis for comparison across accounting periods.

    Annual Recurring Revenue.   We define ARR as the annualized value of SaaS, maintenance, term subscription, and other subscription contracts as of the measurement date. To the extent that we are actively negotiating a renewal or new agreement with a customer after the expiration of a contract, we continue to include that contract’s annualized value in ARR until the customer notifies us that it is not renewing its contract. We calculate ARR by dividing the active contract value by the number of days of the contract and then multiplying by 365. ARR is not a forecast of future revenue, which can be impacted by ASC 606 allocations, and ARR does not consider other sources of revenue that are not recurring in nature.     SaaS Annual Recurring Revenue.   We define SaaS ARR as the annualized value of SaaS contracts as of the measurement date. We calculate SaaS ARR by dividing the active SaaS contract value by the number of days of the contract and then multiplying by 365. SaaS ARR should be viewed independently of subscription revenue as SaaS ARR is an operating metric and is not intended to be combined with or replace subscription revenue. SaaS ARR is not a forecast of future subscription revenue, which can be impacted by ASC 606 allocations and renewal rates and does not consider other sources of revenue that are not recurring in nature. SaaS ARR does not have a standardized meaning and is not necessarily comparable to similarly titled measures presented by other companies.

    Subscription Revenue.   The majority of our revenue relates to subscription revenue which consists of (i) fees for access to, and related support for, the SaaS offerings, (ii) fees for term subscriptions, (iii) fees for ongoing maintenance and support of perpetual license solutions, and (iv) other subscription services such as cloud managed services, and certain professional services. Term subscriptions include the term licenses and ongoing maintenance and support. Maintenance and support agreements consist of fees for providing software updates on a when and if available basis and for providing technical support for software products for a specified term.

    Subscription revenue, including support for term licenses, is recognized ratably over the term of the applicable agreement. Revenue related to term subscription performance obligations, excluding support for term subscriptions, is recognized upfront at the point in time when the customer has taken control of the software license.

    The Rule of 40. The Rule of 40 is a common SaaS industry metric used to evaluate the performance of SaaS providers by assessing a company’s balance between growth and profitability and postulates that a SaaS company’s revenue growth rate and profit margin should equal or exceed 40%. A total of above 40% is thought to indicate a healthy combination of expansion and financial stability. For SailPoint, the Rule of 40 is computed by adding the year-over-year ARR growth rate with our adjusted operating margin.

    Mr. Bond is a subject matter expert in HPC/AI with a proven record of launching new cloud and service provider offerings for large scale data centers across the U.S. He has over 20 years’ experience in public sector solution architecture and IT infrastructure design and implementation, including 15 years at Hewlett Packard Enterprise (“HPE”) where he most recently led their North America HPC/AI infrastructure platforms category.     The project will provide stability to Dubai’s energy supply by strengthening the system’s ability to switch between natural gas and solar power.

    Financial highlights for full year ended December 31, 2024

    Revenues for the year ended December 31, 2024, were approximately $4 million, compared to $3 million for the year ended December 31, 2023, an increase of approximately 31%. The increase was attributable to Industry 4.0 related revenues.

    Backlog reached approximately $15 million for the year ended December 31, 2024, an increase of over 450% compared to December 31, 2023.

    Cost of Revenues for the year ended December 31, 2024, was $2.8 million, compared to $2.5 million for the year ended December 31, 2023, an increase of approximately 11%. The increase was primarily attributable to an increase in revenues.

    Gross Profit for the year ended December 31, 2024, was $1.2 million, reflecting a gross margin of 29%, compared to $0.5 million for the year ended December 31, 2023, with a gross margin of 17%. The improvement was attributable mainly to Industry 4.0 revenues.

    Operating expenses for the year ended December 31, 2024, were $13.7 million, compared to $11.1 million for the year ended December 31, 2023, an increase of approximately 23%. The increase was primarily due to the expansion of the Company’s operations, including the development of new Industry 4.0 products.

    Net loss for the year ended December 31, 2024, was $11.8 million, compared to $9.4 million for the year ended December 31, 2023.

    Cash Balance2 as of December 31, 2024 was $18.5 million, compared to approximately $17 million as of December 31, 2023. In July 2024, the Company completed a private placement raising gross proceeds of $10.3 million.

    In 2025, the Natural Language Laboratory of the National Research University Higher School of Economics — St. Petersburg, under the leadership of Dmitry Ryumin, a candidate of technical sciences, will develop technologies that will allow AI not only to understand words, but also to recognize emotions, gestures, and personal characteristics of a person. Initially, the department focused exclusively on the analysis of text data. However, according to Dmitry Ryumin, now only one modality is of little interest to anyone. “Look at the current developments — everyone wants to record something with their voice, and upload a picture, and analyze a video, and work with text,” the scientist comments.

    Dmitry Ryumin came to the HSE in St. Petersburg from the St. Petersburg Federal Research Center of the Russian Academy of Sciences, where he holds the position of senior research fellow at the Laboratory of Speech and Multimodal Interfaces. “I was invited for the SP4 project (strategic projects), and then offered to head the Natural Language Laboratory. Today, ten people work in the laboratory – from undergraduate students to candidates of science. I would like to expand the team to 20-30 people, so that the laboratory could be divided into related groups. For example, one group deals with avatars, another – with emotions, and then they can be combined to create emotional avatars,” the head shares his plans.

    Why do neural networks need emotions?

    Under the leadership of Dmitry Ryumin, the HSE-St. Petersburg laboratory will focus on several promising areas related to multimodal technologies.

    “Imagine a system that simultaneously analyzes a person’s voice, facial expressions, and gestures. Assessing a person’s personal qualities and recognizing emotions can be useful, for example, when hiring,” the scientist explains. The technology allows determining how well a job seeker fits the job. “We record an interview with a candidate and analyze not only the content of the answers, but also how they speak, what emotions they show, how they gesture. This gives a more complete picture of a person. For example, openness, sociability, and resistance to stress are important for a manager. The system can analyze whether a candidate’s voice trembles, how clearly they express their thoughts, and provide a description to help HR in recruiting personnel,” comments Dmitry Ryumin.

    Another promising area is personalized advertising. The neural network will be able to evaluate the user’s emotional state and tailor contextual ads to him. If he is sad, it will show one type of content, if he is happy, another.

    Emotional avatar technologies will find application in virtual spaces and conferences. “Last year, large international conferences created virtual spaces where participants who could not come physically entered virtual rooms through their avatars. If these avatars are made more emotional, with realistic facial expressions and gestures, the interaction experience will be much better,” the scientist notes. There is also an entertainment direction – movement transfer. “Imagine: I upload a short video in which I am simply in a room and make ordinary movements. The system analyzes and creates a digital model of me. Then I upload another video, where, for example, a professional dancer performs a break dance. The technology replaces the dancer with me, and the result is a realistic video where I masterfully dance a break dance. Similar technologies are actively developing around the world. Large research centers and companies offer various approaches to solving this problem,” explains Dmitry Ryumin.

    There is potential for using multimodal artificial intelligence in the field of psychological support. “We can try to recognize not only short-term emotions, but also long-term conditions, such as anxiety disorders, emotional burnout, or cognitive impairment. Of course, there are ethical issues and problems with obtaining data for training systems, but the direction is very promising,” says Dmitry Ryumin.

    Another area of development is voice assistants for smart homes. According to the scientist, bimodal recognition is most relevant in this case, since many people would prefer to maintain the privacy of their living space and would not want to connect cameras. “The analysis will be carried out mainly based on speech, which we can convert into text. This approach allows us to work with two modalities simultaneously. I have several voice assistants installed at home. And I regularly encounter a problem: the system does not always correctly interpret speech commands. Sometimes, in one minute, the assistant can change its “mood” or manner of response several times, which, frankly speaking, is irritating,” the head of the laboratory summarizes.

    The task of researchers who train large language and generative models is to make the decision-making process of a neural network transparent. According to the head of the laboratory, explainable artificial intelligence is a direction that has been actively developing in recent years.

    By receiving a decoding of the model’s “train of thought”, any professional can critically evaluate the result obtained: agree with something, question something. This creates an opportunity for feedback and objectivity in decision-making.

    How to teach a neural network to recognize emotions?

    Modern research into multimodal models requires powerful technology, cross-disciplinary specialists and large amounts of data.

    Computing base. Dmitry Ryumin has been working with neural networks for more than eight years. According to him, the main emphasis used to be on RAM and the processor, but today the central role is played by graphic accelerators (GPU). The power and number of available video cards directly determine the speed of training neural network models, the number of possible experiments and the volume of processed data.

    “Therefore, it is important not only to conduct research, but also to develop the computing base. For example, supercomputer of the Higher School of Economics we see how these resources affect the quality of scientific experiments. It is especially valuable to involve students, starting from the undergraduate level, in working with such systems — to teach them how to interact with high-performance computing clusters, to give them the opportunity to train models of varying complexity. This creates a continuous educational chain: students who have mastered working with advanced equipment can subsequently be involved in research work in laboratories.”

    Working with databases. Teaching large language models to recognize and reproduce emotions is a complex, multi-stage process. And neural networks are now taking part in it. For example, open AIs help automate data collection and annotation: they quickly collect texts with a given emotional coloring. “This radically reduces labor costs compared to traditional manual tagging, when you had to hire people for painstaking work. A general trend is noticeable: many research teams are trying to adapt models to work with emotions. Despite the fact that such attempts are not yet ideal and the models continue to make mistakes, the direction is actively developing,” says Dmitry Ryumin.

    Cross-disciplinary research. Modern research in the field of multimodal models involves interdisciplinarity. Thus, Dmitry Ryumin is now launching a joint project within the framework of the “Fundamental Research Program” with Laboratory of Social and Cognitive Informatics in modeling cognitive and affective processes and human states. “By combining our departments and laboratories, we are creating a strong interdisciplinary platform for the development of affective technologies. Such cooperation is extremely valuable: our fellow sociologists, although not specializing directly in training neural network models, including large language and generative models, bring deep theoretical expertise. Their knowledge becomes a fundamental basis for training our models,” says the head of the Natural Language Laboratory.

    Japanese Minister for Foreign Affairs Takeshi Iwaya met with Chinese Minister of Foreign Affairs Wang Yi in Tokyo on March 22. During the meeting, Minister Iwaya expressed concern over China’s military activities targeting Taiwan and reiterated that peace and stability across the Taiwan Strait were of utmost importance to Japan and the international community. He also called for the peaceful resolution of cross-strait issues and opposed any attempts to unilaterally change the status quo by force or coercion. 

    The government of Japan has repeatedly emphasized the importance of cross-strait peace and stability at major international events in recent years, urging the global community to pay attention to security across the Taiwan Strait. These events included the US-Japan summit and the trilateral meeting between the US secretary of state and the foreign ministers of Japan and the Republic of Korea on the sidelines of the Munich Security Conference, both in February, as well as the Group of Seven foreign ministers’ meeting in March.

    In a cross-ministerial meeting at the Ministry of Agriculture (MOA) on March 24, Minister of Foreign Affairs Lin Chia-lung and Minister of Agriculture Chen Junne-jih decided to form a new smart agriculture advisory team. The team will bring together public and private resources from the government, industry, academia, research institutions, the agricultural industry, and other sectors. In the spirit of integrated diplomacy, the new group will jointly implement a smart agriculture flagship plan under the Diplomatic Allies Prosperity Project. 

    Through coordination with diplomatic allies and friendly countries, the plan will enhance AI and digital technology applications in precision agriculture and other areas. Taiwan will work with partner countries to develop new smart agriculture, promote an agricultural Taiwan+n model (where n refers to a growing number of partners), and help the Taiwanese agricultural industry expand globally. Collaboration between Taiwan, partner countries, and friendly nations will also strengthen global food security, improve agricultural sustainability and resilience, and deliver a concerted response to the challenges of climate change.

    During the meeting at MOA, Minister Lin, Minister Chen, and their staff discussed how to expand agricultural cooperation projects with allies and friendly countries and create reciprocal and mutually beneficial business opportunities. They explored ways to assist countries in upgrading and transforming their farming sectors, increasing productivity and competitiveness, and achieving sustainable development. Potential avenues included technical cooperation, professional training, the establishment of demonstration sites, and business and investment matchmaking.     The world has been turned on its head and Germany’s economy is stagnating. But in times of geopolitical tensions, a strong German economy is critically important for an autonomous Europe. Public investment will rise sharply now that the special funds have been adopted. While this will unleash positive growth effects, it won’t be enough to significantly expand the economy over a medium to long-term horizon. The German economy itself needs to get match fit to compete internationally – by becoming more agile, more digitalised and more innovative. To achieve this, it is also going to require a great deal more private investment, and that means mobilising vast swathes of private capital. A strong European financial ecosystem is critically important for an autonomous Europe that can be relied on in turbulent geopolitical times.
    In this context, “autonomous” means a European real economy capable of obtaining funding via the European financial ecosystem and reducing its dependencies on non-European sources of capital. Bearing this in mind, a strong financial centre in Germany and Europe is crucially important, as is a more robust capital market culture.
    Germany’s potential growth – a measure of the country’s trend rate of growth – is languishing at a multi-year low. Compared with an average of 1.4% of gross domestic product (GDP) between 2011 and 2019, it is a mere 0.4% today.
    At the same time, Germany is Europe’s number one location for patent applications, and also ranks among the leading countries worldwide on this score – fifth, to be precise. However, much of Germany’s innovation is playing out in sectors characterised by lower growth potential, one of which is the automotive sector.
    What is more, China has emerged as more than just a strong rival in these middle technology sectors, as they are known. Overcapacities in the Chinese economy, including in the car industry, are also rippling out to the European market, exacerbating the competition and price wars further still.
    Why the United States is a high tech leader
    When it comes to high tech sectors boasting strong potential growth, there’s no getting around the United States. Much of this success is down to the fact that capital (including venture capital, which is all important for funding innovation) is far easier to mobilise in US markets. While 0.8% of GDP gets invested in venture capital in the United States, it is only 0.19% in Germany. Incentives would make sense here. In Italy, pension funds benefit from tax relief if they invest 5% or 10% in venture capital funds. Generally speaking, it is important to make it easier for firms to access financing via capital markets. Fingers crossed, then, that measures like the ones envisaged in Germany under the second Future Financing Act (Zukunftsfinanzierungsgesetz II) will be taken up again. These include, for example, making it easier for firms to go public and improving the general tax rules for investment in growth and innovation capital. 
    There are a great many growth markets offering a wealth of opportunities for German firms, like cleantech, pharmaceuticals, bioscience or artificial intelligence. In this respect, it is very welcome to see businesses, associations and government team up as part of the WIN Initiative (Growth and Innovation Capital for Germany) to channel up to €12 billion into the venture capital ecosystem. 
    Sweden: four times more IPOs than Germany
    But what Germany needs besides more venture capital activity is funded pensions. Sweden is a great example of how important this can be for capital markets. That Nordic country, with a population of roughly ten million, has seen 474 IPOs in total since 2015. Germany, with its much larger population, has had just 115. Sweden ranks first in the EU in the number of SME IPOs.
    This striking capital market culture is due, in part, to the country’s funded pension scheme, introduced back in the 1990s. Since its launch, Sweden’s AP7 pension fund has generated an average return of more than 10%. The Netherlands also has an adequate pension system, which is mainly built around capital-funded occupational pensions.
    There are many more countries I could mention that have taken similarly successful measures. A common feature is that two effects come about. First, as society ages, these models take the pressure off government budgets.
    Second, a country’s economy benefits from the capital market activities of its own population, which smooths the domestic funding of innovation and growth.
    German households were holding €9 trillion in capital at the end of last September – that’s a huge amount of potential investment. At present, though, only 17% of the population aged 14 and over hold shares, equity funds or ETFs.
    A strong capital market would benefit the domestic economy, the general public and government alike. It would enable the economy to be funded by the region, for the region, and add substantially to Europe’s autonomy. The general public would get better provision for their old age, one that is furthermore placed on a broader footing. Also, the pressure on government budgets would be reduced, which will be significant in view of the rising expenditure burden.
    In times of distinct geopolitical uncertainty, it is important for Germany and Europe to be autonomous. The capital market has a key role to play in this regard.

    Artificial intelligence is reshaping financial services by improving credit scoring, customer service, fraud detection, and risk management across sectors.

    The financial sector is data-intensive and among the most exposed to artificial intelligence. The application of AI in finance is significantly changing how markets operate, risks are managed, and consumers interact with financial services. 

    The use of AI in finance is not something new. Traditional analytics have been applied in various functions throughout the financial system. 

    For example, AI models have been used for rule-based risk analysis in financial intermediation, risk management and portfolio optimization in asset management, and fraud detection in payment systems. 

    In particular, the emerging generative AI technology can generate and execute transactions, even without human intervention. 

    It enables the processing of huge amounts of data at a speed far beyond human capacity. Generative AI thus offers vast opportunities for the financial sector across several functions, including financial intermediation, insurance, asset management, and payment systems. 

    Financial institutions have also used generative AI to strengthen credit scoring, back-end processing, customer support, risk analysis, robo-advising, and know-your-customer processes. 

    These four areas offer interesting opportunities for AI in finance:

    Financial intermediation: Traditional analytics focus on rule-based risk analysis and fostering greater competition. With the adoption of machine learning, financial institutions have improved credit risk analysis, reduced underwriting costs, and expanded financial inclusion. Generative AI takes this further by enabling enhanced credit scoring using unstructured data, streamlining back-end processing, and improving customer support.

    Insurance: Traditional analytics support risk analysis and market competition. Machine learning introduces better risk assessment, lowers processing costs, and enhances fraud detection capabilities. Generative AI enhances risk analysis through the ability to process newly legible data and facilitates easier compliance with regulatory requirements.

    Asset management: Traditional analytics help with risk management, portfolio optimization, and high-frequency trading. Generative AI contributes through robo-advising, asset embedding, the development of new financial products, and improved customer service.

    To maximize the net benefits for finance, AI regulations must strike a balance between innovation and safety.

    While AI has created numerous benefits for the financial sector, there are some challenges related to its adoption. In particular, there are new risks associated with the use of generative AI. 

    Since AI can be adopted across different functions, processes, and applications, financial systems will likely become more vulnerable to cybersecurity threats. 

    Further, generative AI models are prone to the garbage-in-garbage-out problem, as they tend to capture and sustain the biases and errors inherent in the underlying data that they have been trained on. 

    AI models could also generate hallucinations, which are false or misleading information resulting from incorrect or insufficient training data and faulty assumptions. 

    The use of generative AI can also create systemic risks. The domination of AI supply chain by a few big tech players results in more uniform behavior. This means that failures and disruptions within the AI systems of big tech players can have widespread effects that lead to overall financial instability.   

    Therefore, the key challenge is to build AI regulations that recognize both the risks and benefits of AI adoption. This would help maximize the benefits of AI for finance while minimizing its risks. 

    The principles underlying AI regulations must encompass social and environmental well-being, transparency and accountability, and fairness and protection of privacy. 

    Given differences in countries’ level of development and extent of AI adoption, global cooperation on AI regulation is also important.

    The adoption of AI can deliver potentially large benefits for the financial sector. However, AI also poses systemic risks and potential market disruptions. 

    To maximize the net benefits for finance, AI regulations must strike a balance between innovation and safety. Doing so requires international cooperation, transparency, and adaptable principles that can keep up with fast-evolving AI technologies.

    Nine teachers of Peter the Great St. Petersburg Polytechnic University received grants from the Vladimir Potanin Foundation Scholarship Program. In total, the foundation supported 150 projects for redesigning and transforming master’s degree programs proposed by representatives of universities participating in the Scholarship Program.

    The competition received 574 applications from 68 universities. The supported initiatives of teachers are aimed at changing master’s degree programs. The projects pay special attention to student-centeredness, interdisciplinarity, updating of content and flexible management of educational content.

    The winners of the grant competition will receive 500 thousand rubles each. The projects must be implemented within a year.

Nokia’s Corteca Marketplace has the largest collection of applications for broadband devices available today through a single platform.   The applications can help CSPs enhance customer experiences, improve the performance of broadband and Wi-Fi services, and generate new revenue streams.

    The full set of Corteca applications covers a variety of use cases, including diagnostics, VPN services, traffic optimization, speed tests, ad-blocking security, parental controls and more.
