    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, delivered the following remarks on the Senate floor slamming Senate Republicans for moving forward with President Trump’s devastating rescissions package and continuing to urge a no vote on final passage:

    [LAUGHABLE CLAIMS OF “FISCAL RESPONSIBILITY”]

    “Two weeks ago, Republicans were jamming through the most expensive bill in the history of the country. And now, they say they are worried about the debt.

    “Two weeks ago, Republicans said four trillion bucks in tax cuts for the richest people in the world was nothing—literally. And now, they are saying a truly tiny fraction of that for rural radio is just too much.

    “So, I have to ask: Is this a joke? Are they really that bad at math?

    “First, Republicans were saying trillions in tax cuts were free. Get real.

    “And now, they are pretending to be fiscal hawks by shutting down local news, and letting epidemics go unchecked around the world.

    “Well, here’s another math lesson for my colleagues, Republicans could cut every dollar ever spent on the Corporation for Public Broadcasting since it was created—down to the last dime—and it still would not cover the cost of the bill Republicans just jammed through.

    “Republicans could actually cut every dollar we have spent on foreign aid since World War II—and that would still fall short compared to the cost of the Republican tax cuts.

    “Republicans could even cut the amount in this first rescissions bill—every single day for a year—and it still would not equal their tax cuts to help their rich donors.

    “So, make no mistake, if Republicans choose to do Trump’s bidding, if they push through this package to rip away funding for emergency alerts and global health programs, it is not because they take the debt seriously.

    “And that will be just as true for the next package, because let’s be clear, if Republicans go along with this package, despite the fact they clearly have issues with it, and despite the fact Russ Vought has refused to answer the most basic questions—even from the Republican Chair of the Appropriations Committee—about which programs he is going to cut.

    “If all of that is not enough to give Republicans just some pause, and they let Russ Vought steamroll them through this package, don’t be surprised when he sends more cuts down the pike.

    “It could be medical research, and after school programs, maybe heating assistance, workplace safety, road maintenance. Everything is going to be on the chopping block. And all of our time here in the Senate is going to be spent on those requests.

    [SPENDING PRIORITIES]

    “And here’s the kicker—no matter how many rescissions Russ Vought sends, no matter how many rescissions Republicans roll over and let pass, they will never offset the trillions in tax cuts they just passed without blinking an eye.

    “Because you could rescind the entire FY25 spending bill—twice over—and it still would not cover the four trillion in tax cuts Republicans just showered on the richest people in this country.

    “So, however this vote goes, expect to hear more from me on this every time Republicans try to pretend we don’t have money for child care, or medical research, or other programs that our families rely on.

    “Now, M. President. I’ve said a lot about how patently absurd it is for Republicans to pretend they are passing these cuts because they care about the debt. But I do not want to lose sight of the larger issues. It’s not just that Republicans’ play acting about the debt is absurd, the bigger problem here is that these cuts would be devastating for our communities and for American interests around the globe.

    [SHUTTING DOWN LOCAL STATIONS]

    “When it comes to local news, these cuts could force local stations that people know and trust—know and trust—off the air. This isn’t just about a program or two taking a haircut. Trump wants to slash every penny of federal funding that supports over 1,500 local TV and radio stations.

    “Those stations, and those funds, reach 98% of all Americans. And they are especially crucial for serving our rural areas and Tribal communities. Dozens of these stations rely on these investments for half of their funding, some rely on it for as much as 99 percent!

    “If these cuts go through, these stations go dark. Weather forecasters communities have turned to for years, news anchors that are trusted voices, local reporters who track down answers their communities need and hold their officials to account, will be sent packing. And those stations will go silent.

    “Do we want our farmers to have good local coverage of weather, and market conditions? Do we want our tribal communities to know what is going on at the state capitol? Do we want families to have updates about the local school board, or community events?

    “Because this package of cuts throws all of that in jeopardy.

    “To say nothing of emergency alerts. These stations can be a lifeline when disaster strikes. They are a trusted source of information, and sometimes the only source people have access to.

    “When the devastating wildfires hit southern California earlier this year, public radio broadcasts let millions of people know how to stay safe. When Hurricane Helene battered North Carolina, a local public radio station was the only source of information for many people.

    “And, in fact, many stations use their towers to actually deliver emergency alerts to people’s cell phones when cell towers go down. This funding supports stations who play an integral role in many states’ emergency planning.

    “Do you think our communities should have less warning in an emergency? Do you want to leave folks back home with less information when they are in harm’s way?

    Well, I guess you vote for this bill if that’s how you feel. Want you to know, I’m a hard no.

    [SIDE DEAL TO ROB PETER TO PAY PAUL]

    “And let’s not pretend a secret deal from Trump and Vought, to reallocate $10 million dollars, is somehow a serious fix to this. It is a tiny drop in the bucket compared to the massive cuts being pushed through here. In fact, it’s less than 1% of the overall funding that this package would rip away for public broadcasting and those alerts.

    [KIDS PROGRAMMING]

    “And don’t forget, these cuts are going to impact some of our kids’ and parents’ favorite educational shows. Sesame Street, Mister Rogers’ Neighborhood, Daniel Tiger, PBS Kids has a long track record of creating shows that are beloved.  

    “Not just because they keep kids entertained, but because they are thoughtfully crafted to help them learn and grow, to stoke their curiosity, to teach them caring and empathy. Any parent will tell you that is a worthwhile investment.

    “And any parent will also warn you, if you take away shows like this that gets kids engaged and gets them thinking, take that away, then there is an avalanche of brain-rot television that’s waiting to fill that void. Content that is crafted, not to get kids thinking, but to keep them watching at all costs.

    “We have to save Sesame Street. We have to tell Trump and Vought, Big Bird is not on the chopping block in this country. And we have to send this rescissions package to Oscar’s place—AKA the trash can.

    [AMERICAN INTERESTS ABROAD]

    “And M. President, I want to talk as well about the devastating cuts this package proposes to foreign assistance. I thought America’s leadership was important to Republicans?

    “But apparently, they want to penny pinch when it comes to keeping our commitments across the world, apparently, they want to save money by letting families starve, and kids die of preventable diseases. Because that is what this package will do.

    “And this isn’t some thought exercise—we have already seen how the first round of reckless DOGE cuts are working out.

    “There’s already a growing death toll and a huge leadership void that our competitors are racing to fill, people who needed health care—but Elon Musk shut down the only clinic for miles, kids contracting diseases like HIV and Malaria—because Trump totally upended our global health response, and let’s not forget, they’re going to destroy contraceptives we’ve already purchased rather than distribute them.

    “And people are starving to death while food supplies from American companies are sitting rotting in ports. That’s another part of why America’s farmers are coming out in opposition to this bill by the way.

    “This week, 500 tons of high energy biscuits expired. Food that we already paid for. Food that was meant to save lives. And because Trump and Elon Musk blasted USAID to smithereens and couldn’t be bothered to fix the mess that they caused, this food is now going to be incinerated—even as people we promised to help watch their kids starve.

    “That is outrageous, and it is infuriating.

    “Is that what Republicans think of as world leadership? Is it leadership to Republicans when Trump fires thousands of State Department workers who keep our nation safe, and make our voice heard in the world?

    “Is it leadership to Republicans when we pull investments out of international organizations, and create a void that our adversaries like China will be all too happy to fill?

    “We already know the DOGE cuts were devastating. We know that! What I don’t know is why on earth Republicans are getting ready today to double down and codify them by passing this bill. And no—‘because Trump said so’—is not a good answer.

    “Especially when it’s clear Russ Vought is the one steering this particular ship. I’m not even sure Trump knows what a rescission is! But I’m sure Republicans know better than to think these cuts will make our nation strong.

    “I know that because we passed these investments in a bipartisan way. And because I have heard them speak out about how much they hate these cuts. You can go back and watch our hearing on this, many of our colleagues across the aisle during that hearing voiced deep concern with these cuts, that they now intend to pass today.  

    “Because we all know these investments benefit American businesses who help feed the world.

    “They help stop outbreak, they stop diseases abroad before they spread and threaten us here at home. They help promote stability and avoid chaos and conflict that can put our interests—and our servicemembers—in harm’s way.

    “They help us advance America’s interests and keep our country safe and prosperous.

    “That’s the smart thing to do. It’s the smart thing to do. And of course, it is also the right thing to do.

    “So, it’s worth saying, cutting these investments is just down right wrong.

    “We should not be voting to let children starve or die from preventable diseases. We should not be voting to go back on our word to the world.

    Saving a couple pennies is not worth losing our credibility or causing millions of needless deaths across the globe.

    “It is not even close.

    [DOESN’T NEED TO BE THIS WAY]

    “And M. President. I want to impress upon one final point. And that’s this, it did not have to be this way, and it still does not have to be this way.

    “In fact, if Republicans come to their senses, and vote this thing down, we still can go a different route. We can do what we have always done and consider bipartisan rescissions as part of our annual appropriations process. That offer has always been on the table. And it still is.
    “I’ve heard Republicans say they don’t like this package, in fact they are trying to dial it back the tiniest bit. I’ve also heard that they don’t want to spend the next several months processing these requests out here on the floor, instead of focusing on our annual funding bills—or any number of other pressing priorities.

    “So: don’t vote for it!

    “Work with us to write bills that make targeted rescissions on a bipartisan basis. You don’t work for Donald Trump. You don’t work for Russ Vought. You actually work for your constituents. You can put them first. And you can vote this package down.

    “That has some real benefits compared to going down the path of this unprecedented—unprecedented— partisan rescissions.

    “I am serious—I want my Republican colleagues to think about that. And I mean really think about it.

    “For one thing, if we do things the normal, bipartisan way, you get to assert your say as a Senator about what is getting targeted, it’s not just ‘this is what Russ Vought says—take it or leave it.’ You can actually be a part of the discussion and speak out for what is important to you.

    “For another thing: If we go the bipartisan route, you don’t have to get jammed by this deadline. 

    “Instead of rushing through cuts this week without fully getting to consider and debate them, instead of being told ‘No, you can’t change this, we don’t have time.’ We can all sit down, make thoughtful decisions, and maybe even worthwhile changes as we go.

    “And here’s an important point, if we do rescissions together through our appropriations bills, instead of just letting Trump and Russ Vought jam through whatever they want, my colleagues would actually know what in the world they are voting for.

    [NO INFORMATION ON WHAT WILL BE CUT]

    “Because let’s get one thing straight, Republicans don’t actually know what programs are going to get cut if they pass this package.

    “We don’t know! It’s one of the great outrages of this package. Russ Vought is just outright refusing to tell us what programs he is going to cut if this package passes.

    “At our hearing with him, he refused to go into detail. He stonewalled us. We asked and we asked. The Chair, the Republican Chair, even asked him about this.

    “But OMB would not tell us! The question is: What will you cut? The answer has been: Pass it, we’ll see.

    “That is why the Republicans decided to protect just a handful of programs without actually reducing the funding associated with them, because they do not know the impact.

    “So, they preserve funding for Jordan, Egypt, and a few university partnerships. What about our allies in the Indo-Pacific? What about the implementers of these programs in our states?

    “None of us should accept not having those answers. And I’m sure my colleagues were told their priorities won’t be impacted, but Director Vought cannot keep that promise given the scale of these cuts. The math simply does not add up!

    “Even if you believe we should make cuts, you should be joining us to demand we actually know what is being cut. And, if we do this the right way, the bipartisan way, we would know. Because we would be writing the bill.

    “Now, doesn’t that sound a lot better, than just passing this pandora’s box, and finding out later what got cut?

    [IMPLICATIONS FOR THE SENATE]

    “Finally, I have said this before, several times, but I want to warn my colleagues once again, if you keep going down this path you are going to further undermine our bipartisan process. 

    “We have never, never before seen bipartisan investments, slashed through a partisan rescissions package. Do not start now. Not when we are working, at this very moment, in a bipartisan way to pass our spending bills.

    “As I said earlier, bipartisanship doesn’t end with any one line being crossed, it erodes, it breaks down bit by bit, until one day there is nothing left.

    Sure, a few members may be willing to stick it out and work as hard as they can to get a result.

    “But this Senate doesn’t work off a few members—it works off consensus building. And the more bridges you burn, the fewer paths you leave to get things done.

    “So, M. President, why go down this partisan path? Why vote to spend the next many weeks considering more of these packages? And why do it for a set of cuts that are so damaging? A set of cuts, many of you have serious concerns with?

    “We are at the table right now, the Appropriations Committee, writing bipartisan spending bills. And we can and absolutely discuss bipartisan rescissions.

    “Why don’t you join us and make that work easier, instead of making that work harder by passing this bill and setting a very painful new precedent.

    “I urge my colleagues to join me in voting NO.”

  • MIL-OSI Analysis: The government wants local authorities to embrace AI – here’s one way it could work in practice

    Few issues ignite communities more fiercely than what to do with land. The prospect of releasing small portions of green belt land for housing developments, a windfarm proposal or plans for a new road can transform mild-mannered citizens into passionate advocates overnight.

    This visceral connection between people and place perfectly illustrates the famous observation that “all politics is local”. In England, the principle that every citizen should be given the opportunity to “have their say” on planning matters is enshrined in law. Before any planning document is adopted, local authorities must give the public the chance to provide feedback.

    The logic for this is based on a common-sense morality: before binding decisions are made about how an area might change, the local people who have to live with those decisions should be given the opportunity to endorse or reject that plan.

    In practice this is a hugely cumbersome process. Local authorities have to make sense of thousands of comments. This prompted my colleagues and I at the University of Liverpool to begin thinking about how AI could be used to make this process more efficient.

    Once a local authority publishes the relevant local planning document, every citizen, company, public, private or third sector organisation has the right to submit a written response. These may address the entire document or focus on a specific issue.

    In all cases, the local authority is obliged to collate, comprehend and concisely summarise all public submissions. They will then decide whether the document requires amendments or if further evidence is needed to justify the proposals.

    This creates an overwhelming burden for planning departments up and down the country. In high-development areas, submissions often number in the tens of thousands. And individual submissions range from a few sentences to over 100 pages.

    Planners must read, absorb and synthesise all this information into a final report which will be used to make a decision. This report must fairly represent the aggregate views across all submissions.

    Beyond the sheer volume of responses, human cognitive limitations and biases further complicate the process. Some submissions may be given greater emphasis than others. Recently read submissions are likely to have a greater influence on the reader than those reviewed earlier.

    A digital solution

    These challenges prompted us to explore alternatives. We partnered with Greater Cambridge Shared Planning – the planning authority for Cambridge City and South Cambridgeshire District Councils – to develop an AI-powered solution. Our tool, Plan AI, would read and summarise public submissions to the planning process.

    In 2025, my colleagues and I conducted a real-world experiment. Three live public consultation exercises were processed in parallel – once by planners and once by Plan AI.

    It took a planning officer just over 60 hours in total to download and process 320 submissions. Eighteen hours of this time was used to summarise each submission – a task that took Plan AI only 16 minutes. In that time, the AI tool was also able to create comprehensive reports identifying key themes, referenced sources and geographic analysis of the submissions.

    A subsequent qualitative assessment found there to be no discernible difference in the quality of the summaries produced by the human planning officer and those by Plan AI. In fact, the general overview document produced by Plan AI is a significant addition to what would normally be produced. It included a geographic analysis of the origins of submissions – crucial information for planners to understand which communities and demographic groups were participating in the consultation.

    The future of planning

    The UK government has set out a vision for local authorities to embrace AI for reducing administrative burden and improving the efficiency of government. For example, it recently rolled out an AI tool, developed with Google DeepMind, to digitise planning records.

    The implications of experiments like these are far reaching. Planners can focus on their core expertise – assessing applications and supporting government priorities for housing, new towns and infrastructure renewal – rather than spending countless hours processing public comments.

    AI can process vast amounts of text more consistently and comprehensively than humans. It can also identify connections between submissions that might otherwise be missed.

    With the administrative burden drastically reduced, local authorities could potentially consult citizens more frequently across a wider range of planning issues, making planning even more democratic. Planners freed from paperwork could also dedicate more time to meaningful public engagement.

    Of course, one danger with AI is that it could be used on the other side of the consultation, to generate a large volume of submissions in an attempt to over-amplify a particular point of view. However, AI tools could be used to defend against this.

    PlanAI or similar programmes can generate an immediate summary of a comment submission, an ideal opportunity to insert a verification check that the submitter is indeed human. Putting the human back in the loop in this way reduces the potential for AI to be used to skew consultations.

    By building the right tools and systems, we can create planning processes that are both more efficient and more responsive to citizen input – a win for democracy and effective governance alike.

  • MIL-OSI Submissions: Why drones and AI can’t quickly find missing flood victims, yet

    For search and rescue, AI is not more accurate than humans, but it is far faster.

    Recent successes in applying computer vision and machine learning to drone imagery for rapidly determining building and road damage after hurricanes or shifting wildfire lines suggest that artificial intelligence could be valuable in searching for missing persons after a flood.

    Machine learning systems typically take less than one second to scan a high-resolution image from a drone versus one to three minutes for a person. Plus, drones often produce more imagery to view than is humanly possible in the critical first hours of a search when survivors may still be alive.

    Unfortunately, today’s AI systems are not up to the task.

    We are robotics reseachers who study the use of drones in disasters. Our experiences searching for victims of flooding and numerous other events show that current implementations of AI fall short.

    However, the technology can play a role in searching for flood victims. The key is AI-human collaboration.

    AI’s potential

    Searching for flood victims is a type of wilderness search and rescue that presents unique challenges. The goal for machine learning scientists is to rank which images have signs of victims and indicate where in those images search-and-rescue personnel should focus. If the responder sees signs of a victim, they pass the GPS location in the image to search teams in the field to check.

    The ranking is done by a classifier, which is an algorithm that learns to identify similar instances of objects – cats, cars, trees – from training data in order to recognize those objects in new images. For example, in a search-and-rescue context, a classifier would spot instances of human activity such as garbage or backpacks to pass to wilderness search-and-rescue teams, or even identify the missing person themselves.

    A classifier is needed because of the sheer volume of imagery that drones can produce. For example, a single 20-minute flight can produce over 800 high-resolution images. If there are 10 flights – a small number – there would be over 8,000 images. If a responder spends only 10 seconds looking at each image, it would take over 22 hours of effort. Even if the task is divided among a group of “squinters,” humans tend to miss areas of images and show cognitive fatigue.

    The ideal solution is an AI system that scans the entire image, prioritizes images that have the strongest signs of victims, and highlights the area of the image for a responder to inspect. It could also decide whether the location should be flagged for special attention by search-and-rescue crews.

    Where AI falls short

    While this seems to be a perfect opportunity for computer vision and machine learning, modern systems have a high error rate. If the system is programmed to overestimate the number of candidate locations in hopes of not missing any victims, it will likely produce too many false candidates. That would mean overloading squinters or, worse, the search-and-rescue teams, which would have to navigate through debris and muck to check the candidate locations.

    Developing computer vision and machine learning systems for finding flood victims is difficult for three reasons.

    One is that while existing computer vision systems are certainly capable of identifying people visible in aerial imagery, the visual indicators of a flood victim are often very different compared with those for a lost hiker or fugitive. Flood victims are often obscured, camouflaged, entangled in debris or submerged in water. These visual challenges increase the possibility that existing classifiers will miss victims.

    Second, machine learning requires training data, but there are no datasets of aerial imagery where humans are tangled in debris, covered in mud and not in normal postures. This lack also increases the possibility of errors in classification.

    Third, many of the drone images often captured by searchers are oblique views, rather than looking straight down. This means the GPS location of a candidate area is not the same as the GPS location of the drone. It is possible to compute the GPS location if the drone’s altitude and camera angle are known, but unfortunately those attributes rarely are. The imprecise GPS location means teams have to spend extra time searching.

    How AI can help

    Fortunately, with humans and AI working together, search-and-rescue teams can successfully use existing systems to help narrow down and prioritize imagery for further inspection.

    In the case of flooding, human remains may be tangled among vegetation and debris. Therefore, a system could identify clumps of debris big enough to contain remains. A common search strategy is to identify the GPS locations of where flotsam has gathered, because victims may be part of these same deposits.

    An AI classifier could find debris commonly associated with remains, such as artificial colors and construction debris with straight lines or 90-degree corners. Responders find these signs as they systematically walk the riverbanks and flood plains, but a classifier could help prioritize areas in the first few hours and days, when there may be survivors, and later could confirm that teams didn’t miss any areas of interest as they navigated the difficult landscape on foot.

    SUMMARY…Scattered thunderstorms are forecast to develop in a
    north-south band and move east across the Watch. A couple of the
    stronger thunderstorms may acquire transient supercell
    characteristics. Scattered damaging gusts are the primary hazard,
    but an isolated risk for large hail will accompany the stronger
    storms and a tornado cannot be ruled out.

    SUMMARY…Scattered thunderstorms are forecast to develop in a
    north-south band and move east across the Watch. A couple of the
    stronger thunderstorms may acquire transient supercell
    characteristics. Scattered damaging gusts are the primary hazard,
    but an isolated risk for large hail will accompany the stronger
    storms and a tornado cannot be ruled out.

    The severe thunderstorm watch area is approximately along and 75
    statute miles east and west of a line from 40 miles east northeast
    of Rockford IL to 20 miles south southeast of Marseilles IL. For a

    In recent weeks, Microsoft has observed Octo Tempest, also known as Scattered Spider, impacting the airlines sector, following previous activity impacting retail, food services, hospitality organizations, and insurance between April and July 2025. This aligns with Octo Tempest’s typical patterns of concentrating on one industry for several weeks or months before moving on to new targets. Microsoft Security products continue to update protection coverage as these shifts occur. 

    To help protect and inform customers, this blog highlights the protection coverage across the Microsoft Defender and Microsoft Sentinel security ecosystem and provides security posture hardening recommendations to protect against threat actors like Octo Tempest.

    Get ahead of threat actors with integrated security solutions from Microsoft Defender

    Overview of Octo Tempest 

    Octo Tempest, also known in the industry as Scattered Spider, Muddled Libra, UNC3944, or 0ktapus, is a financially motivated cybercriminal group that has been observed impacting organizations using varying methods in their end-to-end attacks. Their approach includes: 

    • Gaining initial access using social engineering attacks and impersonating a user and contacting service desk support through phone calls, emails, and messages.
    • Short Message Service (SMS)-based phishing using adversary-in-the-middle (AiTM) domains that mimic legitimate organizations.
    • Using tools such as ngrok, Chisel, and AADInternals.
    • Impacting hybrid identity infrastructures and exfiltrating data to support extortion or ransomware operations.  

    Recent activity shows Octo Tempest has deployed DragonForce ransomware with a particular focus on VMWare ESX hypervisor environments. In contrast to previous patterns where Octo Tempest used cloud identity privileges for on-premises access, recent activities have involved impacting both on-premises accounts and infrastructure at the initial stage of an intrusion before transitioning to cloud access. 

    Octo Tempest detection coverage 

    Microsoft Defender has a wide range of detections to detect Octo Tempest related activities and more. These detections span across all areas of the security portfolio including endpoints, identities, software as a service (SaaS) apps, email and collaboration tools, cloud workloads, and more to provide comprehensive protection coverage.     Disrupting Octo Tempest attacks  

    Disrupt in-progress attacks with automatic attack disruption:
    Attack disruption is Microsoft Defender’s unique, built-in self-defense capability that consumes multi-domain signals, the latest threat intelligence, and AI-powered machine learning models to automatically predict and disrupt an attacker’s next move by containing the compromised asset (user, device). This technology uses multiple potential indicators and behaviors, including all the detections listed above, possible Microsoft Entra ID sign-in attempts, possible Octo Tempest-related sign-in activities and correlate them across the Microsoft Defender workloads into a high-fidelity incident. 

    Based on previous learnings from popular Octo Tempest techniques, attack disruption will automatically disable the user account used by Octo Tempest and revokes all existing active sessions by the compromised user. 

    While attack disruption can contain the attack by cutting off the attacker, it is critical for security operations center (SOC) teams to conduct incident response activities and post-incident analysis to help ensure the threat is fully contained and remediated.  

    Investigate and hunt for Octo Tempest related activity:
    Octo Tempest is infamously known for aggressive social engineering tactics, often impacting individuals with specific permissions to gain legitimate access and move laterally through networks. To help organizations identify these activities, customers can use Microsoft Defender’s advanced hunting capability to proactively investigate and respond to threats across their environment. Analysts can query across both first- and third-party data sources powered by Microsoft Defender XDR and Microsoft Sentinel. In addition to these tables, analysts can also use exposure insights from Microsoft Security Exposure Management.

    Using advanced hunting and the Exposure Graph, defenders can proactively assess and hunt for the threat actor’s related activity and identify which users are most likely to be targeted and what will be the effect of a compromise, strengthening defenses before an attack occurs.

    Microsoft Security Exposure Management, available in the Microsoft Defender portal, equips security teams with capabilities such as critical asset protection, threat actor initiatives, and attack path analysis that enable security teams to proactively reduce exposure and mitigate the impact of Octo Tempest’s hybrid attack tactics.

    Ensure critical assets stay protected 

    Customers should ensure critical assets are classified as critical in the Microsoft Defender portal to generate relevant attack paths and recommendations in initiatives. Microsoft Defender automatically identifies critical devices in your environment, but teams should also create custom rules and expand critical asset identifiers to enhance protection.  

    Take action to minimize impact with initiatives 

    Exposure Management’s initiatives feature provides goal-driven programs that unify key insights to help teams harden defenses and act fast on real threats. To address the most pressing risks related to Octo Tempest, we recommend organizations begin with the initiatives below: 

    • Octo Tempest Threat Initiative: Octo Tempest is known for tactics like extracting credentials from Local Security Authority Subsystem Service (LSASS) using tools like Mimikatz and signing in from attacker-controlled IPs—both of which can be mitigated through controls like attack surface reduction (ASR) rules and sign-in policies. This initiative brings these mitigations together into a focused program, mapping real-world attacker behaviors to actionable controls that help reduce exposure and disrupt attack paths before they escalate.
    • Ransomware Initiative: A broader initiative focused on reducing exposure to extortion-driven attacks through hardening identity, endpoint, and infrastructure layers. This will provide recommendations tailored for your organization.  

    Investigate on-premises and hybrid attack paths

    Security teams can use attack path analysis to trace cross-domain threats—like those used by Octo Tempest—who’ve exploited the critical Entra Connect server to pivot into cloud workloads, escalate privileges, and expand their reach.     • Enable Microsoft Defender Antivirus cloud-delivered protection for Linux.
    • Turn on Microsoft Defender Antivirus real-time protection for Linux.
    • Enable Microsoft Defender for Endpoint EDR in block mode to block post breach malicious behavior on the device through behavior blocking and containment capabilities.
    • Turn on tamper protection that essentially prevents Microsoft Defender for Endpoint (your security settings) from being modified.
    • Block credential stealing from the Windows local security authority subsystem: Attack surface reduction (ASR) rules are the most effective method for blocking the most common attack techniques being used in cyber-attacks and malicious software.
    • Turn on Microsoft Defender Credential Guard to isolate secrets so that only privileged system software can access them.

    Cloud security recommendations 

    • Key Vaults should have purge protection enabled to prevent immediate, irreversible deletion of vaults and secrets.
    • To reduce risks of overly permissive inbound rules on virtual machines’ management ports, enable just-in-time (JIT) network access control. 
    • Microsoft Defender for Cloud recommends encrypting data with customer-managed keys (CMK) to support strict compliance or regulatory requirements. To reduce risk and increase control, enable CMK to manage your own encryption keys through Microsoft Azure Key Vault.
    • Enable logs in Azure Key Vault and retain them for up to a year. This enables you to recreate activity trails for investigation purposes when a security incident occurs or your network is compromised.
    • Microsoft Azure Backup should be enabled for virtual machines to protect the data on your Microsoft Azure virtual machines, and to create recovery points that are stored in geo-redundant recovery vaults.

    Large language models (LLMs) can solve complex puzzles in seconds, yet they sometimes struggle over simple conversations. When these AI tools make assumptions, overlook key details, or neglect to ask clarifying questions, the result can erode trust and derail real-world interactions, where nuance is everything.

    A key reason these models behave this way lies in how they’re trained and evaluated. Most benchmarks use isolated, single-turn prompts with clear instructions. Training methods tend to optimize for the model’s next response, not its contribution to a successful, multi-turn exchange. But real-world interaction is dynamic and collaborative. It relies on context, clarification, and shared understanding.

    User-centric approach to training 

    To address this, we’re exploring ways to train LLMs with users in mind. Our approach places models in simulated environments that reflect the back-and-forth nature of real conversations. Through reinforcement learning, these models improve through trial and error, for example, learning when to ask questions and how to adapt tone and communication style to different situations. This user-centric approach helps bridge the gap between how LLMs are typically trained and how people actually use them.  

    This is the concept behind CollabLLM (opens in new tab), recipient of an ICML (opens in new tab) Outstanding Paper Award (opens in new tab). This training framework helps LLMs improve through simulated multi-turn interactions, as illustrated in Figure 1. The core insight behind CollabLLM is simple: in a constructive collaboration, the value of a response isn’t just in its immediate usefulness, but in how it contributes to the overall success of the conversation. A clarifying question might seem like a delay but often leads to better outcomes. A quick answer might appear useful but can create confusion or derail the interaction.

    CollabLLM puts this collaborative approach into practice with a simulation-based training loop, illustrated in Figure 2. At any point in a conversation, the model generates multiple possible next turns by engaging in a dialogue with a simulated user.

    The system uses a sampling method to extend conversations turn by turn, choosing likely responses for each participant (the AI agent or the simulated user), while adding some randomness to vary the conversational paths. The goal is to expose the model to a wide variety of conversational scenarios, helping it learn more effective collaboration strategies.

    To each simulated conversation, we applied multiturn-aware reward (MR) functions, which assess how the model’s response at the given turn influences the entire trajectory of the conversation. We sampled multiple conversational follow-ups from the model, such as statements, suggestions, questions, and used MR to assign a reward to each based on how well the conversation performed in later turns. We based these scores on automated metrics that reflect key factors like goal completion, conversational efficiency, and user engagement.

    To score the sampled conversations, we used task-specific metrics and metrics from an LLM-as-a-judge framework, which supports efficient and scalable evaluation. For metrics like engagement, a judge model rates each sampled conversation on a scale from 0 to 1.

    The MR of each model response was computed by averaging the scores from the sampled conversations, originating from the model response. Based on the score, the model updates its parameters using established reinforcement learning algorithms like Proximal Policy Optimization (PPO) or Direct Preference Optimization (DPO).

    We tested CollabLLM through a combination of automated and human evaluations, detailed in the paper. One highlight is a user study involving 201 participants in a document co-creation task, shown in Figure 3. We compared CollabLLM to a baseline trained with single-turn rewards and to a second, more proactive baseline prompted to ask clarifying questions and take other proactive steps. CollabLLM outperformed both, producing higher-quality documents, better interaction ratings, and faster task completion times.

    Designing for real-world collaboration

    Much of today’s AI research focuses on fully automated tasks, models working without input from or interaction with users. But many real-world applications depend on people in the loop: as users, collaborators, or decision-makers. Designing AI systems that treat user input not as a constraint, but as essential, leads to systems that are more accurate, more helpful, and ultimately more trustworthy.

    This work is driven by a core belief: the future of AI depends not just on intelligence, but on the ability to collaborate effectively. And that means confronting the communication breakdowns in today’s systems.

    We see CollabLLM as a step in that direction, training models to engage in meaningful multi-turn interactions, ask clarifying questions, and adapt to context. In doing so, we can build systems designed to work with people—not around them.

    A scientific team supported in part by the National Institutes of Health (NIH) has developed a new, ultra-high-resolution brain imaging system that can reconstruct microscopic brain structures that are disrupted in neurological and neuropsychiatric brain disorders. The new system is a significant advance over conventional magnetic resonance imaging (MRI) scanners that cannot visualize these tiny but clinically important structures.
    The system, called the Connectome 2.0 human MRI scanner, overcomes a significant hurdle for neuroscientists: being able to bridge different brain regions and probe tiny structures necessary to define the “connectome,” the complex matrix of structural connections between nodes in the nervous system, and to do it noninvasively in living humans.
    “This research is a transformative leap in brain imaging – pushing the boundaries of what we can see and understand about the living human brain at a cellular level,” said John Ngai, Ph.D., Director of NIH’s Brain Research Through Advancing Innovative Neurotechnologies® Initiative, or The BRAIN Initiative®. “The new scanner lays essential groundwork for the BRAIN CONNECTS program’s ultimate goal of developing a wiring diagram for the human brain.”
    The scanner is innovative in two major ways: it fits snugly around the heads of living people, and it has many more channels than typical MRI systems. These advances greatly increase the signal-to-noise ratio of the system, providing much sharper images of very small biological brain structures than previously possible. These technical upgrades will enable scientists to map human brain fibers and cellular architecture down to nearly single-micron precision to study how subtle changes in cells and connections relate to cognition, behavior, and disease.
    In addition, the team showed that the scanner was safe in healthy research volunteers, revealing subtle microstructural differences (individual axon diameter or cell size) between individual brains. Before this new system, this was only feasible in postmortem or animal studies.

    Scattered severe thunderstorms are possible this afternoon and
    evening over parts of the Midwest and central High Plains.

    …Midwest/Great Lakes…
    Late morning radar/satellite imagery shows an MCV over northeast IA
    co-located with a 1007-mb surface low. A front is draped from
    northeast to southwest and is forecast to gradually push eastward
    during the day. The frontal segment east-northeast of the low will
    remain quasi-stationary and serve as the northern delimiter of a
    surface-based warm sector. Continued heating of a moist boundary
    layer will contribute to 1000-2500 J/kg of MLCAPE across central WI
    into northern/central IL. The modestly enhanced low/mid-level
    winds associated with the MCV will yield 30-40 kt of effective
    shear—supporting rotation with a few of the stronger updrafts this
    afternoon.

    Semi-discrete thunderstorms developing in a north-south band will
    likely continue to intensify as ascent overspreads the warm sector
    over WI and far northern IL. A few supercells are possible with an
    attendant risk for all hazards. With time late this afternoon
    and evening, gradual upscale growth into a bowing cluster should
    occur, with a greater risk for severe/damaging winds towards Lake
    Michigan and parts of southern Lower MI.

    …Central High Plains to Northern Missouri…
    Indications late this morning are that a convectively reinforced
    surface front will become stationary across KS into eastern CO with
    moist, upslope flow into the central High Plains north of the
    boundary. The southern periphery of stronger mid-level westerly
    flow will glance the central High Plains where strongly veering flow
    will result in deep-layer shear supporting storm organization.
    Although heating will be partially thwarted by persistent low-level
    cloud cover through at least the early afternoon, sufficient heating
    is expected to result in scattered to widespread thunderstorms
    eventually developing during the late afternoon. A few supercells
    are possible with an accompanying threat for large hail and
    localized severe gusts. As storm coverage increases, upscale growth
    into an organized cluster is probable during the evening. Severe
    gusts will likely become the primary hazard during the evening as
    the mode becomes more linear and outflow dominant.

    Farther east across KS into northern MO, isolated convection may
    develop through peak afternoon heating along the front. While
    deep-layer shear is forecast to remain fairly modest, strong
    instability and steep mid-level lapse rates could still support
    occasional severe hail/wind with the more robust cores that can be
    sustained. Additional convection may develop along/north of the
    front this evening in a low-level warm advection regime, while also
    posing an isolated severe threat.

    …Ohio Valley/Mid-Atlantic…
    A couple of MCVs will focus scattered strong to locally severe
    thunderstorms mainly this afternoon and early evening. Relatively
    weak lapse rates and modest deep-layer shear will tend to limit
    storm organization. Nonetheless, sporadic and isolated bouts of
    strong to damaging gusts are possible with the stronger
    thunderstorms through early evening.

    …Central Gulf Coast…
    Modest strengthening of the low-level wind field is expected as a
    weak tropical disturbance migrates westward over the northern Gulf
    of America. However, model guidance shows hodographs generally
    remaining diminutive in size, implying disorganized storm modes
    (mainly outflow dominant structures in the form of bands and small
    clusters).

    Scattered strong to severe thunderstorms are possible this afternoon
    and evening from parts of the central High Plains to the Great Lakes
    and Mid-Atlantic.

    …Midwest/Great Lakes…
    A well-defined MCV is evident on radar/satellite imagery this
    morning over IA. This feature will drift east-northeastward today
    across the Midwest and Great Lakes, eventually reaching southern
    Ontario tonight. A related surface low will develop from IA to
    southern WI and Lake Michigan this afternoon/evening, with the
    primary synoptic front farther north in WI. Diurnal heating of a
    rather moist low-level airmass will likely yield around 1000-2500
    J/kg of MLCAPE across southern WI into northern/central IL (locally
    stronger with southward extent). The modestly enhanced low/mid-level
    winds associated with the MCV should support around 30-40 kt of
    deep-layer shear, sufficient for organized severe thunderstorms.

    Current expectations are for a band of semi-discrete thunderstorms
    to develop across eastern IA into northern IL and southern/central
    WI by early to mid afternoon as large-scale ascent attendant to the
    MCV overspreads the destabilizing warm sector. Some of this activity
    could be supercellular initially and pose a threat for isolated
    severe hail along with damaging winds. With time late this afternoon
    and evening, gradual upscale growth into a bowing cluster should
    occur, with a greater risk for severe/damaging winds towards Lake
    Michigan and parts of southern Lower MI. Although low-level flow and
    related shear is not forecast to become overly strong this
    afternoon, it should be sufficient for some low-level updraft
    rotation and perhaps a few tornadoes, particularly across parts of
    southern WI/northern IL where semi-discrete convection may occur.

    …Ohio Valley/Mid-Atlantic…
    A weak mid-level shortwave trough located over the OH Valley this
    morning will advance northeastward today to the northern
    Mid-Atlantic/NY. Recent visible satellite imagery this morning shows
    considerable cloud cover present with this feature, along with some
    low clouds downstream. Even so, filtered daytime heating of a
    seasonably moist airmass should support the development of weak to
    locally moderate instability by this afternoon. Poor lapse rates
    aloft may tend to inhibit stronger updrafts to some extent, but
    marginal deep-layer shear (generally around 20-30 kt) should still
    support some degree of convective organization. Loosely organized
    clusters and occasional cells may pose an isolated threat for
    damaging winds as they spread generally east-northeastward across
    parts of the OH Valley and Mid-Atlantic this afternoon/evening.
    Confidence in a more concentrated corridor of damaging winds remains
    too low to include greater severe probabilities at this time.

    …Central Plains to Northern Missouri…
    A convectively reinforced surface front should stall by this
    afternoon across KS into eastern CO, with a modest low-level upslope
    flow regime occurring across the Front Range/central High Plains. On
    the southern periphery of an upper trough moving eastward over the
    northern/central Plains, thunderstorms should develop by early
    afternoon over the higher terrain of the central Rockies. This
    convection is forecast to move eastward into the adjacent High
    Plains through the rest of the afternoon, and continuing through the
    evening. The post-frontal airmass should only modestly destabilize,
    but enough instability and the presence of steepened lapse rates
    aloft are forecast to support robust updrafts. Weak low-level flow
    veering to westerly and gradually strengthening with height at
    mid/upper levels will likely foster around 35-45 kt of deep-layer
    shear. This will easily support supercells and associated large hail
    threat with the initial development. Some potential for upscale
    growth into a loosely organized cluster is possible across southeast
    CO and vicinity this evening along/near the stalled surface front.
    If this occurs, then severe winds would become the primary risk.

    Farther east across KS into northern MO, isolated convection may
    develop through peak afternoon heating along the front. While
    deep-layer shear is forecast to remain fairly modest, strong
    instability and steep mid-level lapse rates could still support
    occasional severe hail/wind with the more robust cores that can be
    sustained. Additional convection may develop along/north of the
    front this evening in a low-level warm advection regime, while also
    posing an isolated severe threat.

    …Central Gulf Coast…
    Convection offshore from the central Gulf Coast remains disorganized
    this morning, as a weak surface low (Invest 93L) remains along/near
    the coast of the FL Panhandle. Regardless of potential tropical
    development (reference latest NHC forecast), modest enhancement to
    the low-level wind field should occur as this feature tracks towards
    coastal/southeast LA by early Thursday morning. Thunderstorms should
    occasionally spread inland along/near the central Gulf Coast through
    the period, but overall severe potential still appears too limited
    to introduce a Marginal Risk with this update.

    Only 30% of entrepreneurs in Russia are familiar with the concept of creative industries and associate it with creativity (38%), advertising (17%) and new technologies (13%). At the same time, every fourth respondent classifies their business as a creative industry. These are the findings of the study “Entrepreneurs of Russia: Research Monitoring” (PRIM), which is conducted by the Ministry of Economic Development of Russia, Sberbank and the Public Opinion Foundation.

    “According to the results of the PRIM study, only a third of entrepreneurs have heard of creative industries, but every fourth already considers their business to be related to this area. Even with relatively low awareness, many entrepreneurs already associate their activities with creative industries, since their business is somehow related to the creation of original content, design, innovative solutions or cultural values. The study also shows a significant demand for creative specialists: 57% of the entrepreneurs surveyed have experience of cooperation with creative specialists, and 40% of this group intend to continue cooperation. Such dynamics are explained by obvious advantages: according to entrepreneurs, working with creative specialists allows them to attract new clients, strengthen the image and brand recognition, and improve the quality of goods and services,” said Deputy Minister of Economic Development of the Russian Federation Tatyana Ilyushnikova.

    71% of entrepreneurs have solved creative tasks over the past year, such as creating visual content for promotion (42%). At the same time, 57% of survey participants have engaged external specialists to solve creative tasks. In outsourcing in this area, business owners see both advantages (a chance to attract new clients and improve reputation) and problems (low quality of work, lack of understanding of the specifics of the business).     63% of entrepreneurs have employees. The main methods of retaining them are flexible hours (52%), compensation for transportation expenses (37%) and development opportunities (35%). Employees are motivated mainly by money (85%), gratitude (56%) and constructive criticism (43%).

    The study covered 614 owners of individual entrepreneurs and LLCs, for whom entrepreneurship is the main type of activity. The survey was conducted by telephone using the CATI method, the statistical error does not exceed 4.8%.

    You have recently taken charge of the service responsible for all types of control and supervision in the transport sector. You are responsible for the activities of air, water, rail, freight road transport, as well as the subway, which is extremely important for the safety of passengers and the prevention of injuries in transport, the preservation of goods and equipment.

    You are familiar with this work. You have extensive professional experience in this field. I am sure that your competence and knowledge will help you in managing this important system.

    I would like to ask you about the results of the service’s work recently and what are its main tasks.

    V. Gulin: Dear Mikhail Vladimirovich!

    Head of the Federal Service for Supervision of Transport Viktor Gulin.

    The government has approved regulations on types of supervision on all types of transport. They contain all the necessary tools, methods of control and prevention that we use.

    The main task of the Federal Service for Supervision of Transport is to reduce accidents and injuries, and to prevent emerging risks and incidents in the transport industry.

    The Service, within the framework of the departmental project to improve control and supervision activities in the transport sector, has achieved the main goal – a 45% reduction in the number of fatalities and injuries by 2024 compared to the base year of 2017. The number of transport accidents has also decreased by 45% compared to the base year.

    In the framework of the law on control and supervision, the most effective tool today, we believe, is the risk indicators of violation of mandatory requirements. Risk indicators are compliance with or deviation from the parameters of objects of control, which in themselves are not violations, but indicate the presence of some risk factors.

    Working with risk indicators allows monitoring the activities of controlled persons without interaction. That is, we do not create an additional burden on business.

    Based on the results of the assessment of the state of transport safety and in order to improve the efficiency of control and supervision activities, the service has developed and adopted 41 risk indicators for all types of transport. At the same time, in the first five months of this year, Rostransnadzor has already carried out 115 unscheduled control and supervision activities, which were carried out based on the triggering of risk indicators, which is almost twice as much as in the same period last year.

    The effectiveness of risk indicators is quite high. For example, in railway transport it is 100% today. We continue to work on developing risk indicators. Today, six new risk indicators are being developed in the field of aviation, automobile transport and transport safety.

    In addition, the service widely applies a whole range of preventive measures. In figures, Rostransnadzor has carried out more than 450 thousand preventive measures in the first five months of this year, including 50 thousand warnings, 2 thousand preventive visits, 84 self-examinations. 12 measures to stimulate conscientiousness have been adopted, 66 public hearings have been held.

    Preventive measures help maintain the proper level of safety in transport.

    M. Mishustin: It is absolutely obvious that we need to shift the emphasis to the conscientious implementation of all procedures by the business itself. In fact, this is the risk-oriented approach we are talking about, when the service can provide relevant information at a high professional level to a company or organization for their independent actions in this area, mainly preventively.

    And of course, we need to further expand the practice of stimulating companies and enterprises to comply with mandatory technical and technological requirements. This is an effective mechanism for improving the business climate.

    Feedback from enterprises and entrepreneurs is very important here, because they themselves are interested in receiving such information. This reduces their insurance premium and gives them the opportunity to correct themselves in time if any of the risks may materialize.

    The most important thing, of course, is preserving the lives of employees. What have you managed to achieve in this direction?

    V. Gulin: In accordance with the concept of improving control and supervisory activities approved by the Government, effective development and popularization of self-examination are impossible without ensuring the necessary level of motivation of economic entities. We understand this. In this regard, today we are integrating the self-examination mechanism into the system of categorizing objects of control, which allows controlled persons to reduce the risk categories of objects.

    It is already possible to reduce the risk category in relation to objects of control. This is envisaged as a measure to stimulate good faith by the provisions on state control in the field of railway transport, merchant shipping and inland water transport, in the field of civil aviation.

    Thus, we are creating a flexible two-way mechanism: on the one hand, a proactive one, motivating controlled persons to comply with mandatory requirements and undergo self-examination and integrity assessment, on the other hand, it is a risk-oriented approach in the form of unscheduled inspections that we conduct when risk indicators are triggered. That is, here we are already introducing a security management system.

    I would also like to mention feedback from businesses in terms of providing public services. Today, the most significant criterion for the work performed for us is the level of satisfaction of the applicant with the quality of services provided. At present, Rostransnadzor has such a level of 4.8% out of 5 possible.

    Today Rostransnadzor provides 100% of state services through a single portal of state services. And we have 18 such services.

    As a result of the optimization of permitting activities, the terms of provision of state services by Rostransnadzor have been reduced from 45 days to 5 days. Some services are provided within two days. The number of documents provided has been halved. And we have transferred two services to a notification procedure.

    Such results were achieved with the help of electronic services. We are developing information electronic interaction with the Ministry of Digital Development, the Prosecutor General’s Office, Rosaccreditation, Rosavtodor, Rosaviatsia and other government agencies and business structures. And such interaction allows us to exercise control in a remote format and most effectively implement the requirements of the legislation.

    And I would like to note separately: as part of the digital transformation of the department for the state service of issuing a certificate for the right to operate railway rolling stock, Rostransnadzor plans to implement the possibility of passing a theoretical knowledge test remotely using artificial intelligence technologies.

    Currently, the Ministry of Transport has completed work on approving a new procedure for issuing certificates, which will come into effect on September 1 of this year. A new form of certificate has been introduced with the addition of the category “high-speed railway rolling stock”.

  • MIL-OSI USA: Warner & Kaine Slam Republican Rescissions Bill Cutting National Security Funding and Making Americans less Safe

    WASHINGTON — Today, U.S. Sens. Mark R. Warner and Tim Kaine, a member of the Senate Foreign Relations Committee, slammed the Republican rescissions package that cancels $8.3 billion in federal funding previously appropriated by a bipartisan majority in Congress for national security programs:
    “If Republicans move forward with these massive cuts to the State Department, USAID, and other key agencies and programs, the world will become more unpredictable and unstable, which puts Americans at risk. Experts estimate that 14 million people will die, humanitarian crises will worsen, horrific diseases will spread, our Afghan partners will be faced with increased uncertainty about their futures, and China will become even more emboldened as Beijing continues to fill the leadership void left by the U.S.’s retreat. Destroying USAID and canceling critical U.S. national security programs, without any coherent strategy or rationale for doing so, sets us back when it comes to addressing the many national security challenges that we are facing. Any of our colleagues who care about the security of our great nation should vote against this rescissions package.”
    The U.S. Constitution grants Congress the authority to approve and appropriate federal dollars. While a sitting president can propose the cancelation of appropriated funding, only Congress has the authority to revoke it, and must do so by passing a rescissions bill. The Republican rescissions package will be voted on in the Senate this week.
    The legislation cuts previously appropriated State Department and USAID funding, including for global health programs that keep Americans safe from diseases and faith-based organizations that do essential work in the U.S. and abroad. It also eliminates funding for Afghan refugee programs, United Nations peacekeeping operations, the U.S. Institute for Peace, the Inter-American Foundation, and the African Development Foundation. These cuts will impact thousands of Virginia’s federal employees and contractors who carry out important refugee and development work. A recent study found that if the current cuts to USAID continue through 2030, 14 million people could die.

They discussed how Republicans are reestablishing fiscal sanity in Washington, the future of the MAGA movement, Speaker Johnson’s roots in Louisiana, and what he believes is the secret to success.

    On restoring fiscal sanity in Washington:

    We spend too much money. The debt is our number one national security threat and I came to Congress to solve it. The trajectory is not sustainable, but we can’t solve the problem overnight because it could took decades for us to get here. The big beautiful bill was a giant leap forward. We’re going to save over $1.5 trillion in spending. It’s the largest that any legislative body in the history of mankind has ever done. Is it enough? No. It’s a drop in the bucket, but it is a turn. I use the metaphor of an aircraft carrier for the US economy. You don’t turn an aircraft carrier on a dime; it takes a mile of open ocean when it’s at top speed. This was the first big crank on the wheel, the turn on the wheel that we’ve had in generations and now we have the next sequential steps to continue that.

    The president and his administration came in, they identified these areas like USAID for example, which was just fraught with abuse and wasteful uses of taxpayer dollars. We were funding transgender operas in Peru, you know? And Congress didn’t know that which is one of the credits to the DOGE effort as they were able to crack the code, get inside the belly at the agencies and crawl through the data with magic algorithms and find these things. And we didn’t know. So we found that out…And that we hope is the first of a series of rescissions packages that come forward where we, again, in our sequential steps to getting back fiscal, fiscal sanity, that’s going to be a piece of it. 

    On the future of the MAGA movement:

    I think the movement goes forward. It won’t be the same without him, but he’s done a recalibration of our party in many ways. We brought in new demographics, big groups of people that had not been with us probably since the early eighties under Reagan. We’re a working-class party, as we should be. We represent the core principles, and I’m one of the people who’s trying to keep us tied to the moorings. You know, the core principles of our party are the core principles of America. They’re the principles that made us the greatest nation in the history of the world, and we abandon them at our peril, you know? And so there’s a lot of competing ideas and different forces out there right now, but I think we got to hold on to the soul of the party because that’s what’s gotten us to this point. 

    On Speaker Johnson’s secret for success:

    This probably defies conventional wisdom, but it’s a matter of faith. You just be faithful and humble and you be faithful in the little thing that God puts before you today, and then you trust him with the rest. I quote often, John Quincy Adams, he famously said, “duty is ours, results are God’s.” It’s a very liberating way to live, you know, and you just try to do your best every day, do your responsibility, do your duty, and then I let the chips fall where they may. I’m not the sovereign and I’m so delighted that I’m not.

    I’m not sure anyone could navigate the modern speakership the way it’s evolved to today. Without that faith component, I’m not sure I would. Scripture says you love your enemy, of course, as yourself. We don’t have enemies in the building. They’re all colleagues. But it also says that you bless those who persecute you. You don’t keep a record of wrongs. The soft word turns away wrath. There’s so much wisdom in the scripture, and if you apply all that, it allows you to navigate very tricky waters and not take things personally.
