    Executive Committee Believes Sherwood’s Nomination of Himself, His Friends and His Affiliates Underscores Desire to Take Control of Barnwell at Shareholders’ Expense and Without Paying a Premium for Control

    HONOLULU, Feb. 25, 2025 (GLOBE NEWSWIRE) — Barnwell Industries, Inc. (NYSE American: BRN) (“Barnwell” or the “Company”) today announced that it has informed Ned Sherwood, a shareholder who recently submitted a control slate of five nominees comprising friends and affiliates, that his nomination notice is defective and insufficient. Sherwood’s nomination notice fails to include material information required by the Company’s bylaws, and in light of these material deficiencies and omissions required both by the bylaws and federal securities regulations, the Executive Committee of the Barnwell Board of Directors is strongly inclined to reject the nomination notice as defective and insufficient and to disqualify Sherwood’s nominees.

    In light of the inherent conflicts of interest of Sherwood’s candidates, one of who is a current Board member, the Board has formed an Executive Committee comprising independent Vice Chairman, Kenneth Grossman, independent director Joshua Horowitz and Executive Chairman, Alexander Kinzler, to protect the interests of all other shareholders.

    The Executive Committee has requested that a Special Committee consisting of independent directors Grossman and Horowitz investigate, among other things, the facts and circumstances of the relationship between Sherwood and his board nominee, Ben Pierson, who has privately purchased shares of Barnwell while also currently serving as the Chief Investment Officer of Sherwood’s family office, to determine whether a distribution under the Company’s Shareholder Rights Plan has been triggered.

    Sherwood is Nominating Himself, His Friends and His Business Associates to
    Steal Control of the Company

    Notwithstanding the obvious conflicts, the Board remains open to considering new candidates and intends to vet the individuals proposed by Sherwood through its usual governance process. However, the Executive Committee cautions shareholders that a preliminary review shows clearly that two of the four nominees other than Sherwood cannot be expected to exercise judgement independent of Sherwood, and three of Sherwood’s five nominees have no public company Board experience.

    • Ben Pierson has been employed by the Sherwood Family Office as its Chief Investment Officer since 2021.
    • Doug Woodrum has been a Director at Barnwell since 2020 as Sherwood’s designee having joined the Board following an earlier proxy contest and then through a prior settlement with the Company. Woodrum has been the mouthpiece for all of Sherwood’s misguided policy proposals, including the sale of assets at fire sale prices and various attempts at co-opting day-to-day control, which have only resulted in damaging management morale and creating distrust of Sherwood’s motives, as well as incurring significant costs for the Company to address these matters.
    • Woodrum has been reprimanded on multiple occasions for leaking confidential board matters to Sherwood. Woodrum has also attempted to end-run the Board of Directors by directly interfering with management. Sherwood has stated many times he would elevate Woodrum to CEO or CFO, but no member of management or director not affiliated with Sherwood has endorsed or supports Woodrum as qualified for either position.

    The Company further notes that Sherwood’s nomination of a control slate continues his long history of disrupting the Company’s governance processes and interfering with the Company’s operations, while creating significant expense to the Company. Sherwood’s nomination of himself, his friends and business associates, without any credible plan for the Company and without paying a premium to shareholders for control, flies directly in the face of shareholder interests.

    Sherwood and His Director Appointees Have Hid Investments and
    Acted to Intentionally Undermine Management and the Board

    • Sherwood made a significant investment in a Canadian Oil and Gas venture founded and operated by one of his former director designees, which investment was only belatedly and incompletely disclosed. The Executive Committee believes this arrangement was undertaken as a quid pro quo so that Sherwood’s nominee would execute on Sherwood’s self-serving agenda.
    • From 2021-2022, Sherwood and Woodrum offered a then-new member of the Board, Colin O’Farrell, the Company’s CEO position. Sherwood and Woodrum did so without consulting the Board and seemingly to co-opt O’Farrell’s independence. This conduct was in breach of a then-valid standstill agreement, resulted in a costly investigation, severely damaged the morale of the Canadian-based management team, and resulted in O’Farrell’s resignation from the Board only seven months after his appointment.
    • In April 2024, without prior Board discussion or direction, Sherwood and his director appointee Woodrum demanded that management immediately begin a search for a Calgary-based CFO and that Woodrum would help lead the search.
    • Sherwood continues to interfere with the Company’s executive leadership transition. Ten months ago, Craig Hopkins succeeded Kinzler as CEO of the Company with the support of Sherwood’s nominees and as part of an overall succession plan for the retirement of the Company’s prior senior management and expense reduction efforts. Both Kinzler and Russell Gifford, the Company’s longtime CFO, have expressed their desire to retire from day-to-day operations of the Company by the end of the fiscal year and have indicated their willingness to support CEO Craig Hopkins during the transition to the extent desired by him and the Board. Multiple directors supported by Sherwood, including former director Laurance Narbut, have expressed the belief that the decades of experience and knowledge held by Kinzler and Gifford will enable the Company to undertake a smooth transition and maintain its excellent track record of accounting and legal compliance.

    Despite Repeated Requests, Sherwood Has Failed to Propose a Different Plan or
    Business Strategy

    Sherwood has NO PLAN for Barnwell Other than to Take Over the Company
    Without Paying a Control Premium

    The Company has repeatedly asked Sherwood to specify what Company plans and policies he opposes or would change. The only response has been incessant demands “to shut down Hawaii,” which lacks any semblance of thoughtful consideration. It has no backing from a single budget, spreadsheet or alternative strategy that would adequately support the back-office functions of a publicly listed company. Barnwell can only conclude that Sherwood’s current nomination notice is merely an attempt to take full control of a company where he holds a 30% stake and no articulated plan to change any personnel, policies or business practices. Sherwood and his designees on the Board have been engaged in a steady stream of actions interfering with management and compromising Board confidentiality and function, all in pursuit of full control of the Company and often in violation of the standstill agreement that the Company and Sherwood entered into in 2023.

    Sherwood has accused the Company of excessive expenditures for lawyers and other professionals when the vast majority of these expenditures were necessitated by the abusive, improper and often illegal actions of Sherwood and his designees on the Board. Sherwood’s group recently served the Company with a books and records request, which will require significant legal expense to address, ironically asking for shareholder records when Sherwood’s own group has played fast and loose with their own Section 16 and Section 13 SEC reporting obligations.

    Highly Experienced Directors Acting on Behalf of All Shareholders

    The current Board was expressly approved by Sherwood under a 2023 settlement whereby the Company and Sherwood each designated two directors and a fifth director, Joshua Horowitz, was selected as a compromise board member who was vetted by Sherwood and expressly endorsed by both parties to the settlement agreement.

    The current Board is overseeing the transition out of the Company’s water well drilling activities and is currently completing its final well project. The water well subsidiary recently sold one of its rigs for approximately $585,000 and will shut down its operations and sell its remaining assets in the near term. This is part of a larger plan to transition out of the Company’s Hawaii main office and move those executives to transitional roles, to streamline the Company’s accounting operations and further reduce general and administrative expenses in order to increase funds available for investment.

    The Company’s Twining oil & gas property in Alberta continues to be the engine for the Company’s future growth.     New powers for police to tackle neighbourhood crime

    In one of the biggest legislative updates to policing for decades, a package of new laws will tackle antisocial behaviour, shop theft and street crime.

    The Crime and Policing Bill, which is central to the government’s Plan for Change and Safer Streets mission, will be introduced in Parliament today and begins its journey to becoming law.

    It will also include measures to address the highest-harm crimes impacting society, such as knife crime, violence against women and girls, cybercrime, child sexual abuse, and terrorism.

    In new measures announced today, police will be given enhanced powers against theft of mobile phones – no longer needing a warrant to search properties where stolen items have been electronically geolocated.

    Under the new warrantless powers of entry, officers will be able to enter premises identified by electronic mapping if stolen items are believed to be there and it is not practicable to obtain a warrant from a court. This can be done through a ‘find my phone’ app, WiFi access points, Bluetooth, mobile network technology or tracking devices attached to any other possession or vehicle.

    It will support the police to act swiftly in the ‘golden hour’ of investigations, which is particularly crucial for investigations into theft, helping to provide swifter seizures of stolen property and providing a better service to victims.

    Sitting at the heart of the government’s Safer Streets mission and Plan for Change, the new bill will help tackle the crimes that matter most to communities but have been ignored for too long. The new laws will be backed up by the recruitment of 13,000 extra neighbourhood policing roles, with a named officer in every community. 

    On the introduction of the Crime and Policing Bill, Home Secretary Yvette Cooper said:

    This flagship Crime and Policing Bill is at the heart of our mission for safer streets and this government’s Plan for Change. 

    For too long communities have had to put up with rising town centre and street crime, and persistent antisocial behaviour, while neighbourhood police have been cut. And for years too little has been done to tackle the most serious violence of all including knife crime and violence against women and children. 

    That is why the new Crime and Policing Bill is about taking back our streets and town centres, restoring respect for law and order, and giving the police and local communities the support and tools they need to tackle local crime.

    On the new warrantless powers of entry, Home Secretary Yvette Cooper said:

    For the last few years, our towns and cities have seen street theft shoot up, as organised gangs have been targeting mobile phones.

    But it is extremely frustrating for victims when they can see exactly where their stolen phone has gone but nothing is done.

    That is why we are determined to give the police the powers they need to move fast to crack down on these crimes that are blighting our communities.

    It places significant focus on protecting high streets. The effective immunity for shop theft of goods below £200 will be scrapped and retail workers will be better protected from assault. 

    There will also be increased powers to crack down on repeat antisocial behaviour offenders, with new Respect Orders banning those prolific offenders from our town centres.

    Police will be given the power to seize vehicles that cause havoc to communities, allowing them to deal with the scourge of off-road bikes in public parks and dangerous e-scooters on pavements.

    The bill will treat VAWG as the national emergency it truly is, ensuring tougher enforcement action against perpetrators and better protection for victims. It will strengthen Stalking Protection Orders, introduce a new criminal offence covering spiking and bar registered sex offenders from changing their name where they continue to pose a threat.

    Implementing a flagship recommendation of the Independent Inquiry into Child Sexual Abuse, the bill will create a new duty to report child sexual abuse, backed up by criminal sanctions for those who seek to cover up abuse.

    To help rebuild confidence in police, chief constables will be enabled to remove officers who are unfit to serve by allowing them the right to appeal the result of misconduct boards to the Police Appeals Tribunal. 

    In the year ending September 2024, police recorded one million incidents of antisocial behaviour. In the same period, they recorded over 490,000 shop theft offences, an increase of 23 percent over the previous 12-month period. Instances of theft from a person increased by 22 percent, while there were also over 55,000 recorded offences involving a knife or sharp instrument.

    Other measures that have already been announced by the government, such as the presumption of anonymity for firearms officers facing criminal proceedings relating to the use of lethal force in the line of duty, will be introduced later in the parliamentary process. This also includes Ronan’s Law clamping down on the online sales of knives, announced last week.

    The full scope of legislation at introduction includes:

    Tackling antisocial behaviour by:

    • giving the police and others stronger powers to tackle antisocial behaviour by introducing Respect Orders
    • removing the need for police to issue a warning before seizing vehicles, such as off-road bikes being used antisocially
    • strengthening the use of existing antisocial behaviour powers. The bill also gives ministers the power to issue statutory guidance to councils in England on the enforcement of fly-tipping

    Tougher action on knife crime, including:

    • creating a power to seize, retain and destroy bladed articles found on private property
    • increasing the maximum penalty for sale of dangerous weapons to under-18s
    • creating a new criminal offence of possessing a bladed article with the intent to cause harm

    Protecting retail workers by:

    • introducing a new offence of assaulting a retail worker, giving workers in shops up and down the country the protection they need
    • removing the legislation which makes shop theft of and below £200 a summary-only offence, sending a clear message that any level of shop theft will be taken seriously

    Protecting vulnerable children and adults by:

    • introducing a new offence of child criminal exploitation, alongside a civil preventative order designed to stop the abhorrent exploitation of children by criminals
    • making cuckooing a specific offence, protecting the most vulnerable people whose homes are used by others to commit criminal activity
    • extending the current offence of exposure and creating a new child abduction offence  

    Tackling child sexual abuse, including implementing recommendations from the Independent Inquiry into Child Sexual Abuse by:

    • banning AI-models optimised to produce child sexual abuse material, and extend existing law criminalising ‘paedophile manuals’ to include material instructing how to use AI to generate child sexual abuse material
    • criminalising moderators and administrators of websites that host child sexual abuse material
    • granting Border Force officers the power to search the digital devices of individuals arriving in the UK for child sexual abuse material
    • introducing a new duty in England for adults working in relevant activities to report instances of child sexual abuse
    • introducing a new statutory aggravating factor covering grooming behaviour.

    Tackling violence against women and girls by: 

    • creating new offences criminalising the taking or recording of intimate images or videos without consent or a reasonable belief in consent
    • creating a new offence capturing spiking
    • empowering the police to release the identity online stalkers to victims, alongside strengthening the use of stalking protection orders whilst issuing guidance to agencies on combatting stalking

    New powers to tackle serious crime, including: 

    • banning the possession or distribution of electronic devices used in vehicle theft
    • strengthening the ability to apply corporate criminal liability to the makeup of modern corporations

    Strengthening the supervision of offenders in the community by:

    • reforming the ability of the police to manage registered sex offenders, including restricting their ability to change their name where there is a risk of sexual harm
    • giving probation officers the power to polygraph test more serious offenders who have committed sexual or terrorism-motivated crimes

    Introducing new public order and safety powers, including:  

    • banning the possession of fireworks, flares and other pyrotechnics at protests
    • criminalising the climbing of specified war memorials, making it clear that such disrespectful behaviour is unacceptable
    • banning the use of face coverings to conceal a person’s identity at protests designated by the police

    Tackling fraud and economic crime by:

    • prohibiting possession and supply of “SIM farms” with no legitimate purpose
    • reforming the confiscation powers used to strip convicted criminals of their proceeds of crime
    • introducing cost protections for law enforcement agencies to protect them from the risk of adverse costs when investigating kleptocrats and high-net worth individuals and corporations

    Giving police the powers they need, including: 

    • creating a new targeted power for the police to enter premises to search for and seize electronically tracked stolen goods, ranging from mobile phones to stolen vehicles and agricultural machinery
    • expanding the lawful purposes by which law enforcement agencies can access the DVLA driver licence records

    Tougher action on drugs, including: 

    • expanding police powers to drug test more suspects on arrest, helping direct more drug users into treatment and away from illegal drugs

    Enhancing public confidence in policing by: 

    • reforming the Independent Officer of Police Conduct’s (IOPC) investigative processes and giving chief officers of police the right to appeal the result of misconduct boards to the Police Appeals Tribunal
    • putting the IOPC’s victims’ right of review on a statutory footing.

    Update counter-terrorism powers by: 

    • implementing recommendations of the Independent Reviewer of Terrorism Legislation, such as introducing youth diversion orders to divert young people away from terrorism-related activity

    HAIKOU, Feb. 25 — High-tech devices, including robots and drones, recently captured widespread attention for their successful role in rescuing tourists from the water at a popular holiday destination in Hainan Province.

    These advanced technologies were deployed for the first time by the local emergency management department in a bay in the city of Wanning, during the Spring Festival holiday. The devices were joined in rescue efforts by a local branch of the Blue Sky Rescue (BSR) team, a Chinese civil relief squad composed of surfing instructors, diving enthusiasts, and food delivery workers.

    Among the equipment was a U-shaped water rescue robot, an intelligent device designed to swiftly reach drowning victims or deliver supplies with high precision.

    “Lifeboats or jet skis can sustain damage in rough water, while rescuers can experience physical exhaustion or even risk of drowning,” said Liu Jiao, a member of the BSR.

    The U-shaped robot addresses these challenges, offering a safer and more efficient solution. Operated remotely from shore, the compact and flexible robot can navigate difficult conditions, significantly reducing risks for rescuers, Liu added.

    This robot can be used in various environments, such as pools, reservoirs, and rivers.

    Beyond Hainan, the robot is already in use in some other coastal regions, including Fujian and Guangdong.

    China has been vigorously promoting innovation in robotics, integrating these technologies into various sectors such as agriculture, industry, and specialized services. Efforts are underway to accelerate the adoption of robots, improving safety and efficiency across multiple sectors.

    Recently, financial fraudsters have become more active, actively using not only artificial intelligence, but also modern achievements of social engineering to involve young people in their criminal schemes. The onslaught of fraudsters can only be effectively countered by raising public awareness in the field of financial security, legal, economic and financial literacy.

    The traditional lesson on financial security, which has been the first stage of the International Financial Security Olympiad for several years, is aimed at developing critical thinking skills and raising awareness among young people about threats to financial security.     President Lai meets Abe Akie, wife of late Prime Minister Abe Shinzo of Japan
    On the morning of February 21, President Lai Ching-te met with Abe Akie, the wife of late Prime Minister Abe Shinzo of Japan. In remarks, President Lai thanked Mrs. Abe for carrying on the legacy of former Prime Minister Abe, being a benevolent and determined force for regional peace and prosperity, and calling on all parties to continue to place attention on peace in the Taiwan Strait. The president stated that Taiwan will carry on the legacy and spirit of former President Lee Teng-hui and former Prime Minister Abe, safeguard the values of freedom and democracy, and deepen the Taiwan-Japan friendship. A translation of President Lai’s remarks follows: Last May, Mrs. Abe came to Taiwan to attend the inauguration ceremony for myself and Vice President Bi-khim Hsiao, and we reminisced about the past here at the Presidential Office. I would like to warmly welcome her back today. I am also delighted to be meeting with all guests in attendance. Yesterday, Mrs. Abe and I attended the opening of the very first Halifax Taipei forum, for which Mrs. Abe also delivered a keynote speech earlier today. In her speech, she offered valuable input on global security and democratic development. I would like to thank Mrs. Abe for making this special trip to Taiwan to take part, showing her strong support for Taiwan. Former Prime Minister Abe pioneered the vision of a free and open Indo-Pacific, and called on the international community to pay attention to peace and stability in the Taiwan Strait and Indo-Pacific. These have become common strategic goals of democratic countries around the world and will have a far-reaching influence over international developments and Taiwan’s security. They were important contributions that former Prime Minister Abe made in regard to the Taiwan Strait and the Indo-Pacific region. Recently, current Prime Minister of Japan Ishiba Shigeru and United States President Donald Trump held a meeting and jointly reiterated the importance of peace and stability across the Taiwan Strait, as well as opposed unilateral changes to the status quo by force or coercion. They also expressed support for Taiwan’s participation in international organizations. This shows that Prime Minister Ishiba is furthering the legacy of former Prime Minister Abe. We are very grateful for the former prime minister’s friendship toward Taiwan, and to Mrs. Abe for carrying on his legacy. Mrs. Abe is a benevolent and determined force for regional peace and prosperity, and has called on all parties at numerous public venues to continue to place attention on peace in the Taiwan Strait. Last December, for instance, she traveled at the invitation of President Trump and his wife to the US, where she addressed cross-strait issues and spoke up for Taiwan. We were deeply moved by this. As authoritarian states continue to expand, Taiwan will keep working alongside like-minded nations such as Japan and the US, as well as the European Union, to jointly contribute to regional and global peace and prosperity. I look forward to continued advancement of regional peace and prosperity with the help of Mrs. Abe’s efforts. Mrs. Abe will also be meeting with daughter of former President Lee and Lee Teng-hui Foundation Chairperson Annie Lee (李安妮) tomorrow.     President Lai attends opening of 2025 Halifax Taipei forum
    On the afternoon of February 20, President Lai Ching-te attended the opening of the 2025 Halifax Taipei forum. In remarks, President Lai thanked the Halifax International Security Forum for their strong support for Taiwan, and for having chosen Taiwan as the first location outside North America to hold a forum. Noting that we face a complex global landscape, the president called on the international community to take action. He said that as authoritarianism consolidates, democratic nations must also come closer in solidarity, and called on the international community to create non-red global supply chains, as well as unite to usher in peace. President Lai emphasized that Taiwan will work toward maintaining peace and stability in the Taiwan Strait, and collaborate with democratic partners to form a global alliance for the AI chip industry and together greet a bright, new era. A transcript of President Lai’s remarks follows: To begin, I want to give a warm welcome to all the distinguished guests here at the very first Halifax Taipei forum. The Halifax International Security Forum, held every year in Canada, has been an important gathering for freedom-loving nations worldwide. I would like to thank Halifax and President [Peter] Van Praagh for their strong support for Taiwan. Every year since 2018, Taiwan has been invited to participate in the forum. Last year, former President Tsai Ing-wen was invited to speak, and this year, Halifax has chosen Taiwan as the first location outside North America to hold a forum. As President Van Praagh has said, “While the security challenges ahead are too big for any single country to solve alone, there is no challenge that can’t be met when the world’s democracies work together.” Today, we have world leaders and experts who traveled from afar to be here, showing that they value and support Taiwan. It demonstrates solidarity among democracies and the determination to take on challenges as one. I would like to express my gratitude and admiration to all of you for serving as defenders of freedom. At this very moment, Russia’s invasion of Ukraine is still ongoing. Authoritarian regimes including China, Russia, North Korea, and Iran continue to consolidate. China is hurting economies around the world through its dumping practices. We face grave challenges to global economic order, democracy, freedom, peace, and stability. Taiwan holds a key position on the first island chain, directly facing an authoritarian threat. But we will not be intimidated. We will stand firm and safeguard our national sovereignty, maintain our free and democratic way of life, and uphold peace and stability across the Taiwan Strait. Taiwan cherishes peace, but we also have no delusions about peace. We will uphold the spirit of peace through strength, using concrete actions to build a stronger Taiwan and bolster the free and democratic community. I sincerely thank the international community for continuing to attach importance to the situation in the Taiwan Strait. Recently, US President Donald Trump and Japan’s Prime Minister Ishiba Shigeru issued a joint leaders’ statement expressing their firm support for peace and stability across the Taiwan Strait, and for Taiwan’s participation in international affairs. As we face a complex global landscape, I call on the international community to take the following actions: First, as authoritarianism consolidates, democratic nations must also come closer in solidarity. Just a few days ago, the top diplomats of the US, Japan, and South Korea held talks, underlining the importance of maintaining peace and stability across the Taiwan Strait. They also conveyed their stance against “any effort to destabilize democratic institutions, economic independence, and global security.” On these issues, Taiwan will also continue to contribute its utmost. I recently announced that we will prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP.  Soon after I assumed office last year, I formed the Whole-of-Society Defense Resilience Committee at the Presidential Office. This committee aims to combine the strengths of government and civil society to enhance our resilience in national defense, economic livelihoods, disaster prevention, and democracy. We will also deepen our strategic partnerships in the democratic community to mutually increase defense resilience, demonstrate deterrence, and achieve our goal of peace throughout the world. Second, let’s create non-red global supply chains.  For the democratic community to deter the expansion of authoritarianism, it must have strong technological capabilities. These can serve as the backbone of national defense, promote industrial development, and enhance economic resilience. So, in addressing China’s red supply chain and the impact of its dumping, Taiwan is willing and able to work with global democracies to maintain the technological strengths among our partners and build resilient non-red supply chains. As a major semiconductor manufacturing nation, Taiwan will introduce an initiative on semiconductor supply chain partnerships for global democracies. We will collaborate with our democratic partners to form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. The achievements of today’s semiconductor industry in Taiwan can be attributed to our collective efforts. Government, industry, academia, and research institutions had to overcome various challenges over the last 50 years for us to secure this position.  We hope Taiwan can serve as a base for linking the capabilities of our democratic partners so that each can play a suitable role in the semiconductor industry chain and develop its own strengths, deepening our mutually beneficial cooperation in technology. This benefits all of us. Moreover, it allows us to further enhance deterrence and maintain global security. Third, let’s unite to usher in peace. China has not stopped intimidating Taiwan politically and militarily. Last year, China launched several large-scale military exercises in the Taiwan Strait. Its escalation of gray-zone aggression now poses a grave threat to the peace and stability of the Indo-Pacific region. As a responsible member of the international community, Taiwan will maintain the status quo. We will not seek conflict. Rather, we are willing to engage in dialogue with China, under the principles of parity and dignity, and work toward maintaining peace and stability in the Taiwan Strait. As the agenda of this forum suggests, democracy and freedom create more than just opportunities; they also bring resilience, justice, partnerships, and security.     President Lai meets British-Taiwanese All-Party Parliamentary Group delegation
    On the morning of February 18, President Lai Ching-te met with a delegation from the British-Taiwanese All-Party Parliamentary Group (APPG). In remarks, President Lai thanked the delegation members, the Parliament of the United Kingdom, and the UK government for continuing to demonstrate support for Taiwan through a variety of means. He also stated that Taiwan-UK relations have advanced significantly in recent years, noting that the Taiwan-UK Enhanced Trade Partnership (ETP) is the first institutionalized economic and trade framework signed between Taiwan and any European country. The president said he looks forward to continuing to deepen Taiwan-UK relations and jointly maintaining regional and global peace and stability, and indicated that together, we can create win-win developments for both Taiwan and the UK and Taiwan and European nations. A translation of President Lai’s remarks follows: This is the first UK parliamentary delegation of the current session to visit Taiwan. On behalf of the people of Taiwan, I extend my sincerest welcome to you all. APPG Chair Sarah Champion visited Taiwan last May to attend the inauguration ceremony of myself and Vice President Bi-khim Hsiao. In July, she also attended the annual summit of the Inter-Parliamentary Alliance on China (IPAC), which was held in Taipei. I am delighted that we are meeting once again. Taiwan-UK relations have advanced significantly in recent years. I would especially like to thank our distinguished guests, as well as the UK Parliament and government, for continuing to demonstrate support for Taiwan through a variety of means. For example, the House of Commons held a debate on Taiwan’s international status last November. After the debate, a motion was unanimously passed affirming that United Nations General Assembly (UNGA) Resolution 2758 does not mention Taiwan. Responding to the motion, Parliamentary Under-Secretary of State Catherine West stated that the UK opposes any attempt to broaden the interpretation of the resolution to rewrite history. This highlighted concrete progress in Taiwan-UK bilateral relations. I would also like to thank the UK Parliament and government for openly opposing on multiple occasions any unilateral change to the status quo across the Taiwan Strait, and for emphasizing that the security of the Indo-Pacific and transatlantic regions is closely intertwined. We look forward to continuing to deepen Taiwan-UK relations and jointly maintaining regional and global peace and stability. Together, we can create win-win developments for both Taiwan and the UK and Taiwan and European nations. For example, the Taiwan-UK ETP is the first institutionalized economic and trade framework signed between Taiwan and any European country. We hope to swiftly conclude negotiations on signing sub-arrangements on investment, digital trade, and energy and net-zero transition. This will facilitate even more exchanges and cooperation between Taiwan and the UK. We also hope that the UK will continue to support Taiwan’s accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership. Together, we can build even more resilient global supply chains and further contribute to global prosperity and development. I believe that this visit adds to a strong and solid foundation for future Taiwan-UK cooperation. Thank you once again for backing Taiwan. I wish you a fruitful and successful visit. Chair Champion expressed that she thinks the IPAC conference held in Taiwan at the end of July last year was very significant, with legislators from 23 countries coming to show support for Taiwan, adding that that is something they have built on since the conference. She stated that she is also very proud that the UK Parliament supported the motion which made very clear that UNGA Resolution 2758 is specific to China and only to China, expressing that it was important and powerful that they recognize that. The chair went on to say that after the UK’s general election, more than half of the members of parliament are now new. She said she is very proud that there are new MPs as part of the delegation, and that she hopes it gives President Lai reassurance that their commitment to Taiwan is still there.  Chair Champion emphasized that the all-party group is important because it is indeed all-party, and that they work together for their common interests, stating that the common interest for the UK and for the world is to maintain Taiwan’s sovereignty. She also noted that the United States has now come out very much in support of Taiwan, which she said she hopes encourages other countries around the world to do the same. Chair Champion said that the UK will be going into the 27th trade negotiation with Taiwan, and that they hope the partnership that develops is very fruitful. The chair closed by saying that it is wonderful for the delegation to be meeting President Lai, as well as legislators and ministers, and to be understanding more about the culture of Taiwan so that they can build a deeper, longer-lasting friendship.     President Lai meets former United States Deputy National Security Advisor Matthew Pottinger
    On the morning of February 17, President Lai Ching-te met with a delegation led by former United States Deputy National Security Advisor Matthew Pottinger. In remarks, President Lai thanked the delegation for demonstrating staunch support for Taiwan through their visit. The president pointed out that increased cooperation between authoritarian regimes is posing risks and challenges to the geopolitical landscape and regional security. He emphasized that only by bolstering our defense capabilities can we demonstrate effective deterrence and maintain peace and stability across the Taiwan Strait and around the world. The president stated that moving forward, Taiwan will continue to enhance its self-defense capabilities.     President Lai meets Deputy Prime Minister Thulisile Dladla of the Kingdom of Eswatini
    On the afternoon of February 11, President Lai Ching-te met with a delegation led by Deputy Prime Minister Thulisile Dladla of the Kingdom of Eswatini. In remarks, President Lai thanked Eswatini for continuing to support Taiwan’s international participation at international venues. The president stated that Taiwan and Eswatini work closely in such areas as agriculture, the economy and trade, education, and healthcare, and expressed hope that the two countries will continue to support each other on the international stage and strive together for the well-being of both peoples.  A translation of President Lai’s remarks follows: I warmly welcome our distinguished guests to the Presidential Office.     President Lai holds press conference following high-level national security meeting
    On the morning of February 14, President Lai Ching-te convened the first high-level national security meeting of the year, following which he held a press conference. In remarks, President Lai announced that in this new year, the government will prioritize special budget allocations to ensure that Taiwan’s defense budget exceeds 3 percent of GDP. He stated that the government will also continue to reform national defense, reform our legal framework for national security, and advance our economic and trade strategy of being rooted in Taiwan while expanding globally. The president also proposed clear-cut national strategies for Taiwan-US relations, semiconductor industry development, and cross-strait relations. President Lai indicated that he instructed the national security and administrative teams to take swift action and deliver results, working within a stable strategic framework and according to the various policies and approaches outlined. He also instructed them to keep a close watch on changes in the international situation, seize opportunities whenever they arise, and address the concerns and hope of the citizens with concrete actions. He expressed hope that as long as citizens remain steadfast in their convictions, are willing to work hand in hand, stand firm amidst uncertainty, and look for ways to win within changing circumstances, Taiwan is certain to prevail in the test of time yet again. In today’s global landscape, the democratic world faces common threats posed by the convergence of authoritarian regimes, while dumping and unfair competition from China undermine the global economic order. A new United States administration was formed at the beginning of the year, adopting all-new strategies and policies to address challenges both domestic and from overseas. Every nation worldwide, including ours, is facing a new phase of changes and challenges. In face of such changes, ensuring national security, ensuring Taiwan’s indispensability in global supply chains, and ensuring that our nation continues to make progress amidst challenges are our top priorities this year. They are also why we convened a high-level national security meeting today. At the meeting, the national security team, the administrative team led by Premier Cho, and I held an in-depth discussion based on the overall state of affairs at home and abroad and the strategies the teams had prepared in response. We summed up the following points as an overall strategy for the next stage of advancing national security and development. First, for overall national security, so that we can ensure the freedom, democracy, and human rights of the Taiwanese people, as well as the progress and development of the nation as we face various threats from authoritarian regimes, Taiwan must resolutely safeguard national sovereignty, strengthen self-sufficiency in national defense, and consolidate national defense. Taiwan must enhance economic resilience, maintain economic autonomy, and stand firm with other democracies as we deepen our strategic partnerships with like-minded countries. As I have said, “As authoritarianism consolidates, democratic nations must come closer in solidarity!” And so, in this new year, we will focus on the following three priorities: First, to demonstrate our resolve for national defense, we will continue to reform national defense, implement whole-of-society defense resilience, and prioritize special budget allocations to ensure that our defense budget exceeds 3 percent of GDP. Second, to counter the threats to our national security from China’s united front tactics, attempts at infiltration, and cognitive warfare, we will continue with the reform of our legal framework for national security and expand the national security framework to boost societal resilience and foster unity within. Third, to seize opportunities in the restructuring of global supply chains and realignment of the economic order, we will continue advancing our economic and trade strategy of being rooted in Taiwan while expanding globally, strengthening protections for high-tech, and collaborating with our friends and allies to build supply chains for global democracies. Everyone shares concern regarding Taiwan-US relations, semiconductor industry development, and cross-strait relations. For these issues, I am proposing clear-cut national strategies. First, I will touch on Taiwan-US relations. Taiwan and the US have shared ideals and values, and are staunch partners within the democratic, free community. We are very grateful to President Donald Trump’s administration for their continued support for Taiwan after taking office. We are especially grateful for the US and Japan’s joint leaders’ statement reiterating “the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community,” as well as their high level of concern regarding China’s threat to regional security. In fact, the Democratic Progressive Party government has worked very closely with President Trump ever since his first term in office, and has remained an international partner. The procurement of numerous key advanced arms, freedom of navigation critical for security and stability in the Taiwan Strait, and many assisted breakthroughs in international diplomacy were made possible during this time. Positioned in the first island chain and on the democratic world’s frontline countering authoritarianism, Taiwan is willing and will continue to work with the US at all levels as we pursue regional stability and prosperity, helping realize our vision of a free and open Indo-Pacific. Although changes in policy may occur these next few years, the mutual trust and close cooperation between Taiwan and Washington will steadfastly endure. On that, our citizens can rest assured. In accordance with the Taiwan Relations Act and the Six Assurances, the US announced a total of 48 military sales to Taiwan over the past eight years amounting to US$26.265 billion. During President Trump’s first term, 22 sales were announced totaling US$18.763 billion. This greatly supported Taiwan’s defensive capabilities. On the foundation of our close cooperation with the past eight years’ two US administrations, Taiwan will continue to demonstrate our determination for self-defense, accelerate the bolstering of our national defense, and keep enhancing the depth and breadth of Taiwan-US security cooperation, along with all manner of institutional cooperation. In terms of bilateral economic cooperation, Taiwan has always been one of the US’s most reliable trade partners, as well as one of the most important cooperative partners of US companies in the global semiconductor industry. In the past few years, Taiwan has greatly increased both direct and indirect investment in the US. By 2024, investment surpassed US$100 billion, creating nearly 400,000 job opportunities. In 2023 and 2024, investment in the US accounted for over 40 percent of Taiwan’s overall foreign investment, far surpassing our investment in China. In fact, in 2023 and 2024, Taiwanese investment in China fell to 11 percent and 8 percent, respectively. The US is now Taiwan’s biggest investment target. Our government is now launching relevant plans in accordance with national development needs and the need to establish secure supply systems, and the Executive Yuan is taking comprehensive inventory of opportunities for Taiwan-US economic and trade cooperation. Moving forward, close bilateral cooperation will allow us to expand US investment and procurement, facilitating balanced trade. Our government will also strengthen guidance and support for Taiwanese enterprises on increasing US investment, and promote the global expansion and growth of Taiwan’s industries. We will also boost Taiwan-US cooperation in tech development and manufacturing for AI and advanced semiconductors, and work together to maintain order in the semiconductor market, shaping a new era for our strategic economic partnership. Second, the development of our semiconductor industry. I want to emphasize that Taiwan, as one of the world’s most capable semiconductor manufacturing nations, is both willing and able to address new situations. With respect to President Trump’s concerns about our semiconductor industry, the government will act prudently, strengthen communications between Taiwan and the US, and promote greater mutual understanding. We will pay attention to the challenges arising from the situation and assist businesses in navigating them. In addition, we will introduce an initiative on semiconductor supply chain partnerships for global democracies. We are willing to collaborate with the US and our other democratic partners to develop more resilient and diversified semiconductor supply chains. Leveraging our strengths in cutting-edge semiconductors, we will form a global alliance for the AI chip industry and establish democratic supply chains for industries connected to high-end chips. Through international cooperation, we will open up an entirely new era of growth in the semiconductor industry. As we face the various new policies of the Trump administration, we will continue to uphold a spirit of mutual benefit, and we will continue to communicate and negotiate closely with the US government. This will help the new administration’s team to better understand how Taiwan is an indispensable partner in the process of rebuilding American manufacturing and consolidating its leadership in high-tech, and that Taiwan-US cooperation will benefit us both. Third, cross-strait relations. Regarding the regional and cross-strait situation, Taiwan-US relations, US-China relations, and interactions among Taiwan, the US, and China are a focus of global attention. As a member of the international democratic community and a responsible member of the region, Taiwan hopes to see Taiwan-US relations continue to strengthen and, alongside US-China relations, form a virtuous cycle rather than a zero-sum game where one side’s gain is another side’s loss. In facing China, Taiwan will always be a responsible actor. We will neither yield nor provoke. We will remain resilient and composed, maintaining our consistent position on cross-strait relations: Our determination to safeguard our national sovereignty and protect our free and democratic way of life remains unchanged.   • MIL-OSI: DMG Blockchain Solutions Inc. Announces MOU to Purchase 10-Megawatt Data Center Infrastructure

    VANCOUVER, British Columbia, Feb. 24, 2025 (GLOBE NEWSWIRE) — DMG Blockchain Solutions Inc. (TSX-V: DMGI) (OTCQB: DMGGF) (FRANKFURT: 6AX) (“DMG” or the “Company”), a vertically integrated blockchain and data center technology company, announces it has signed a memorandum of understanding (MOU) with an undisclosed counterparty (“Counterparty”) to purchase the infrastructure for a prefabricated 10-megawatt air-cooled data center (“PDC”) that meets Sensitive Compartmented Information Facility (SCIF) specifications (which is generally a military requirement) for its deployment of Generative Artificial Intelligence (Gen AI) computation facilities. DMG and Counterparty have agreed to work towards a definitive agreement within the next 90 days, during which time DMG will perform its due diligence as a follow-up to its already performed initial inspection of the PDC at Counterparty’s site. DMG will issue an additional news release related to the final structure and terms of the potential transaction, and other material information if and when it becomes available.

    Upon execution of the definitive agreement, DMG would pay Counterparty for the PDC US$5 million as an upfront payment and the balance of the to-be-agreed-upon price based on future DMG revenue resulting from Gen AI computing off-take agreements as part of vendor financing being offered to DMG. Revenue from off-take agreements may be derived from either GPUs that DMG purchases or the colocation of customer-purchased GPUs. DMG is currently focused on securing off-take agreements, which may be sourced from entities that require SCIF requirements, such as federal government agencies/departments, non-governmental entities (potentially with enterprise SCIF requirements), Counterparty and/or with other parties with whom the Company has a relationship to develop Gen AI business opportunities, which may be outside of Canada.

    DMG intends to deploy the PDC at one or more locations, as the PDC can be partitioned into smaller units due to its modular nature. While the infrastructure forms the basis for a Gen AI data center, it does not include medium-voltage power distribution, battery storage or backup power generation, the configuration and amount of which have yet to be determined. Additionally, the PDC is not facilitated with computing, networking nor storage systems, all of which will need to be installed to realize revenue from off-take agreements.

    U.S. stocks ended mixed on Monday, as investors assessed the potential impact of U.S. President Donald Trump’s tariff policies while shifting their attention to Nvidia’s upcoming earnings report.

    The Dow Jones Industrial Average edged up by 33.19 points, or 0.08 percent, to 43,461.21. In contrast, the S&P 500 declined by 29.88 points, or 0.50 percent, to 5,983.25, while the Nasdaq Composite fell by 237.08 points, or 1.21 percent, to 19,286.92.

    Among the 11 primary sectors in the S&P 500, six ended lower, with technology and consumer discretionary stocks leading the losses, falling by 1.43 percent and 0.87 percent, respectively. Meanwhile, health and financials were the top gainers, rising by 0.75 percent and 0.45 percent, respectively.

    During a press conference on Monday, Trump reaffirmed that tariffs on Mexico and Canada would proceed as scheduled following a one-month delay, which is set to expire next week.

    Trump, announcing the new agreements on Truth Social on Feb. 3, said the tariffs on Canadian goods would be paused for 30 days while the duties on Mexican imports would be postponed for one month.

    Meanwhile, AI chipmaker Nvidia, set to report quarterly results on Wednesday, recently lost 3.09 percent after a decline of more than 4 percent on last Friday, as its shares bounced between gains and losses throughout the day.

    “If Nvidia comes out on Wednesday with an amazing earnings report,” said Larry Tentarelli, chief technical strategist for Blue Chip Daily Trend Report, “then that could turn these AI stocks up. But right now, the market has been rotating out of AI and tech.”

    Apple gained 0.63 percent following an announcement that it will invest over 500 billion dollars in the United States over the next four years. Among other major tech stocks, both Meta Platforms and Broadcom dropped by more than 2 percent, while Microsoft, Amazon, and Tesla each lost about 1 percent, and Alphabet managed to post gains.

    Although Monday’s earnings calendar was relatively light, it is expected to pick up in the coming days with quarterly reports from Home Depot, Lowe’s, Salesforce, and Dell Technologies, with Dell shares falling by more than 2 percent this afternoon.

    Nursena Burus, a 19-year-old from the historic city of Manisa on Türkiye’s Aegean coast, has developed a taste for Chinese culture thanks to its food and her travels around the country.

    For Burus, coming to China was not just a language-learning opportunity, but a chance to experience a culture that had captivated her from afar.

    Her sister, who had previously studied artificial intelligence at China’s Xiamen University, encouraged her to take the leap and explore China.

    “My family and friends thought learning Chinese was too difficult, but my sister showed me pictures of her life in China — her friends, festivals and foods,” Burus said. “I started to see it as more than just a place to study. It looks like an adventure.”

    In February 2024, she arrived in China just before the Chinese New Year, and immediately immersed in the vibrant atmosphere of celebration. Red lanterns swayed in the wind, intricate paper cuttings adorned windows, and vibrant couplets decorated doorways.

    “Everywhere I went, the streets were filled with red, a color of celebration and good luck. It was a completely new experience for me.”

    After settling into Tianjin University, Burus could not help but notice that the usually busy campus was almost empty as most Chinese students had headed home for the Spring Festival.

    “It reminded me of the Ramadan Feast in Türkiye, when we all go back to our hometowns to eat, pray and celebrate with family. I love how both cultures value family reunions during important holidays.”

    As classes began in March, Burus quickly adapted to learning and living at Tianjin University. “The teachers were so supportive. They encouraged me to practice speaking without worrying about mistakes, and their passion made me work even harder.”

    Burus quickly built friendships with her Chinese classmates through food and diverse cultural activities.

    Her best Chinese friend Meiqi became her food “mentor.” Meiqi taught her how to use chopsticks and introduced her to Tianjin’s popular street foods, including hot pot and red bean shaved ice.

    She regularly explored the university’s cafeterias and discovered her favorite dishes, including Peking Duck. Moreover, she often followed the recommended foods on the popular short video-sharing platform Douyin to explore new restaurants and shared photos of her culinary adventures on her WeChat Moments.

    “Chinese cuisines are rich and delicious, and the convenient digital payment system has truly amazed me,” Burus said.

    In October 2024, she spent a weekend in the countryside of Tianjin, picking hawthorn and chestnuts and eating farmhouse meals. “It was a very beautiful and peaceful place. People seem to quite enjoy their lives,” she said. The experience reminded her of her hometown village near Manisa, where life is slower, simpler and deeply connected to the land.

    One of her most cherished memories was celebrating the Dragon Boat Festival in 2024. The festival coincided with her birthday and she had the chance to learn how to make Zongzi (sticky rice dumplings) with her classmates.

    “It reminded me of Nevruz, a Turkish holiday that celebrates the arrival of spring. Both festivals honor seasonal changes,” Burus said.

    Now more fluent in Chinese, Burus feels that China has become a second home where she has made lifelong friends and experienced the beauty of Chinese culture.

    “We share so many similar things, like our love for family, traditions and hospitality. I want to build on that connection and show others that the world isn’t as different as it seems.”

    Before leaving China earlier this year after finishing two semesters of a language learning program, she left behind a wish bottle buried on the campus, containing her wish to become a bridge for cultural exchanges between Türkiye and China.

    The “Hello China” Spring Festival cultural experience event, jointly organized by the Schaffhausen Chinese Association and the Chinese Tourism Office in Zurich, was held on Sunday in central Schaffhausen, a northwestern city in Switzerland.

    “Ancient Chinese landscape artworks, contemporary photographs of Inner Mongolian scenery, and a dancing robot made in China – all of these have left a deep impression on people,” Peter Hediger, a Swiss resident who once lived in China, told Xinhua at the event.

    Hediger expressed his admiration for the landscape photographs and traditional Chinese paintings on display, noting that the most surprising element was the artificial intelligence dancing robot. “This represents China’s development and is worth learning from for Switzerland,” he said.

    Chinese scientists have discovered a novel therapeutic target for Parkinson’s disease, a neurodegenerative condition with high disability and mortality rates, and have successfully identified a potentially effective small molecule drug.
    The breakthrough, achieved by a team from Huashan Hospital affiliated with Fudan University in Shanghai, holds promise for early intervention in Parkinson’s disease, offering patients renewed hope for delaying its progression. The research was published in the prestigious academic journal Science on Friday (Beijing time).
    The battle against Parkinson’s disease, the second most common neurodegenerative disorder after Alzheimer’s, has been ongoing for years. There are approximately 3 million Parkinson’s patients in China, roughly half of the global total.
    People diagnosed with Parkinson’s disease may initially experience a reduced sense of smell and sleep disorders, eventually developing more severe movement-related symptoms. As the disease progresses, the effectiveness of medications often declines, leading to a significant deterioration in quality of life.
    Unfortunately, previous drugs and surgical therapies have only addressed the symptoms of Parkinson’s disease, failing to prevent its progression. As a result, further in-depth research into the disease’s pathophysiology and targeted treatments is crucial, according to the scientists.
    After five years of persistent efforts, the team identified FAM171A2 as a key risk gene for neurodegeneration. Using artificial intelligence, they screened over 7,000 approved compounds and pinpointed bemcentinib, an anti-cancer agent currently in clinical trials, as a promising lead candidate.
    The small molecule drug has been shown to effectively block the binding between FAM171A2 and the pathogenic protein, according to the research team.
    Yu Jintai, leader of the team, said that, based on an international patent, they will focus on the pre-clinical research and development of small-molecule drugs, antibodies and gene therapies for Parkinson’s disease in the coming years, with the aim of advancing clinical trials and applications to develop an innovative therapeutic system.
    People over the age of 60 are more susceptible to Parkinson’s disease. As China’s population continues to age, this new medical breakthrough has sparked hope within both the academic and medical communities, as well as among patients, with the expectation that the research will have practical applications in the near future.
    “The experimental results have helped us accurately figure out the pathophysiological mechanisms of Parkinson’s disease, creating a real chance of overcoming a battle that has long seemed insurmountable,” said Wang Jian, director of the neurology department at Huashan Hospital, which is also a national medical center for neurological diseases.
    A referee for Science praised the discovery as a “holy grail” in Parkinson’s research, highlighting its potential to lead to therapies that can block the spread of pathology and, consequently, the disease itself.
    Neurological diseases, particularly those affecting the brain, such as Alzheimer’s and Parkinson’s, have become a major global public health and social challenge.

    While the rapid rise of China’s homegrown artificial intelligence reasoning model DeepSeek has sparked a host of enterprises seeking to cash in by offering training courses on how to use it, experts have warned consumers to be wary of wasting their money on courses that provide guidance that is already freely available.
    On Chinese lifestyle app Xiaohongshu, or RedNote, some users share guides on using DeepSeek, with prices ranging from a few yuan to several hundred yuan.
    “If you don’t learn how to use AI today, you’ll be left behind tomorrow,” several posts say. “How to use DeepSeek to earn money” is another trending topic on the platform. These posts are typically followed by links to purchase courses or join group chats.
    On WeChat, multiple accounts use DeepSeek user guides as clickbait, though full content often requires additional payment. Paid online communities focused on AI are also emerging, offering “exclusive” resources to subscribers.
    According to the course descriptions, these paid tutorials typically cover basic AI tool usage, including prompt writing, skill-building, applications in various fields and even strategies for making money with AI.
    “The rise of new technologies is always accompanied by a boom in paid training courses,” said Yan Huaizhi, an associate professor of the School of Computer Science &Technology at the Beijing Institute of Technology, in an interview with Workers’ Daily.
    “On one hand, this trend reflects people’s desire to learn new skills. On the other hand, it epitomizes how some agencies exploit the knowledge gap to make quick profits,” Yan said.
    “The popularity of these paid courses also highlights that selling tools to those eager to make money is a lucrative business model,” he added.
    Since the release of DeepSeek R1 on Jan 20, a tag for a DeepSeek training course on Xiaohongshu has been viewed almost 20 million times.
    While some courses and online communities offer value, the quality of many paid offerings is sometimes questionable. Some simply repackage materials from other AI models or provide low-quality content under the DeepSeek name.
    “By touting AI as a necessary survival tool, these people are selling anxiety,” one user wrote online.
    Bao Ran, vice-president of the Interactive Media Technical Standards Promotion Committee of the China Communications Standards Association, said there is no need to pay for these tutorials since the basics are freely available online.
    On video-sharing platform Bilibili, free DeepSeek and AI tutorials have attracted millions of views. One video explaining DeepSeek’s local deployment, published on Jan 27, has more than 2 million views.
    Chinese universities such as Tsinghua University and Zhejiang University have also offered free AI-related lectures and guides to students.
    While certain consumers such as the elderly may gain value from being walked through how to use AI models step by step, others may feel cheated when they realize they paid for something that they could have easily accessed for free.

    China unveiled its “No. 1 central document” for 2025 on Sunday, outlining priorities to deepen rural reforms further and solid steps to advance all-around rural revitalization.
    As the first policy statement released by China’s central authorities each year, the document is seen as an indicator of policy priorities.
    The document consists of six parts covering six areas: ensuring the supply of grain and other important agricultural products, consolidating the achievements of poverty elimination, developing local industries, advancing rural construction, improving the rural governance system, and optimizing the rural resource allocation system.
    The document calls for enhanced efforts in work related to agriculture, rural areas and farmers in 2025 and beyond, and sets the goals of advancing all-around rural revitalization and consolidating the country’s agricultural foundations further.
    With reform, opening-up, and scientific and technological innovation as driving forces, the country will safeguard its grain security and ensure that no large-scale lapse or relapse into poverty occurs, the document says.
    The country will make every effort to enhance agricultural efficiency, invigorate rural areas and increase farming incomes, thereby laying a solid foundation for the advancement of Chinese modernization, the document stresses.
    It emphasizes the importance of developing new quality productive forces in agriculture in light of local conditions. It also calls for the cultivation of leading high-tech agricultural enterprises, and the acceleration of breakthroughs in crop varieties.
    China will support the development of smart agriculture and expand the application scenarios of technologies such as artificial intelligence, big data, and low-altitude systems, according to the document.
    It outlines plans to expand cold-chain logistics and instant retail services to townships, and encourages regions with suitable conditions to establish public charging and battery-swap facilities for electric vehicles.
    To promote the effective management and utilization of rural resources and assets, the document calls for the exploration of feasible ways to make good use of legally owned rural housing through methods such as leasing, equity participation and cooperation.
    The document urges innovation efforts related to the financing mechanisms for rural revitalization. Steps will be taken to strengthen support from central budget investments, ultra-long special government bonds, and special local government bonds for major projects in agriculture and rural areas. Monetary policy tools will be utilized to encourage financial institutions to increase funding for rural revitalization.
    Reforms related to forestry, state farms, and supply and marketing cooperatives will be advanced in a coordinated manner. The document stresses the importance of deepening the reform of the collective forest tenure, of enhancing comprehensive reforms of water pricing and water rights in the agricultural sector, of strengthening water usage management, and of promoting water-saving irrigation technologies.
    Eligible cities are encouraged to include their agricultural migrant populations with stable employment into the scope of local urban housing security policies gradually, the document notes.

    An alliance of 62 China-based flagship hospitals that offer treatments integrating traditional Chinese and Western medicine has been established, with the aim of enhancing the country’s healthcare services.
    The alliance consists of some of China’s most prestigious hospitals, including Peking Union Medical College Hospital in Beijing and Ruijin Hospital in Shanghai, according to a conference on integrative medicine held in Beijing on Sunday.
    These hospitals are blazing a trail for the coordinated development of traditional Chinese and Western medicine, promoting the integration of traditional Chinese medicine research with technologies such as artificial intelligence and big data, according to the conference.
    “We must chart a distinctive path for integrating traditional Chinese and Western medicine in the new era,” said Chen Xiangmei, president of the Chinese Association of Integrative Medicine.
    Experts believe that the approaches of “Western medicine learning from Chinese medicine” and “Chinese medicine learning from Western medicine” represent distinct pathways toward the collaborative development of both fields, with the ultimate goal of deeply integrating traditional Chinese medicine with modern medical practices.
    Tong Xiaolin, an academician with the Chinese Academy of Sciences, noted that integrative medicine is not simply about combining techniques but aims to catalyze a revolutionary breakthrough in medical paradigms with the help of emerging disciplines such as systems biology and big data science.

    Professor Sir Ian Chapman will become the next CEO of UK Research and Innovation (UKRI), leading a refreshed mission that puts economic growth at the heart of public investment in R&D, helping to fulfil the potential of science and technology in improving lives, Science Minister Lord Vallance has announced today (Tuesday 25 February).

    UKRI is the country’s largest public research funder, with a budget of £9 billion per year, giving it a central role in ensuring public funding is invested in ambitious, pioneering research that will benefit the whole of the UK and provide a clear return on investment for hardworking taxpayers.

    Its work in recent years includes backing the Oxford-AstraZeneca Covid-19 vaccine, which has saved countless lives and the construction of the world’s most advanced wind turbine test facility, helping the UK to become a clean energy superpower. It has also been a major contributor to the £1 billion of UK public investment in AI R&D so far so the UK captures the technology’s opportunities to enhance growth and productivity as the third largest AI market in the world.

    Washington, D.C. – Today, U.S. Senator Patty Murray (D-WA), Vice Chair of the Senate Appropriations Committee, issued the following statement on the Trump administration taking action Sunday to permanently eliminate 1,600 USAID employees’ positions and put nearly every other agency employee on administrative leave—in flagrant violation of the law.
    “Donald Trump and Elon Musk’s efforts to unilaterally shutter USAID—with their latest announcement of permanent reductions in force for 1,600 positions—are a dangerous concession to our adversaries who will fill the void we leave behind. It is a slap in the face to the dedicated Americans who have honorably chosen to serve their country and help keep us all safe.
    “Trump and Musk’s reckless actions are also illegal. USAID’s existence as an independent agency has long been enshrined in law and affirmed by bipartisan majorities year after year in annual appropriations. Our appropriations law also requires the administration to notify and consult with Congress before undertaking any efforts to reorganize, realign, or downsize USAID—as the sweeping reductions in force issued Sunday and all the other brazen actions we’ve seen clearly seek to do. These actions make waste and fraud more likely, will prevent even foreign assistance programs supported by the administration from being effectively implemented, and will illegally block hundreds of millions of dollars for other programs enacted into law by bipartisan majorities.

    The absurdity of contemporary communication will be on display at the University of South Australia’s Samstag Museum of Art, delivering an insightful and humorous take on how humans are easily misunderstood between the translation of what is said and what is heard.

    Direct, Directed, Directly will kickstart Samstag’s 2025 program for the Parnati season (Parnati meaning autumn in Kaurna culture) from Friday 28 February, coinciding with the launch of the Adelaide Festival.

    Installed across the two levels of the art museum, the exhibition is one of many in Samstag’s annually curated program of innovative and experimental contemporary art from SA and around the world.

    Direct, Directed, Directly explores communication – speaking directly, speaking indirectly, looking for meaning (and not finding it), double meanings and breakdowns.

    Featuring performances, moving images and sounds created by national and international artists, the installation dives into the difficulties between what is said and what is heard. This group exhibition suggests that amid frustration, futility and misunderstanding, there is catharsis to be found in the humour and absurdity of our attempts to connect.

    Director of Samstag Museum of Art Erica Green says the year ahead for Samstag will be a celebration of innovative and thought-provoking contemporary arts practice.

    “Delving into a diverse range of themes – from the absurdity of contemporary communication to the formal qualities of light and movement – our 2025 program will deliver a year of surprising and insightful visual art experiences for everyone to enjoy,” she says.

    Samstag’s Kudlila Season, Kudlila meaning winter in Kaurna culture, will begin in June with works by Adelaide-based designer, jeweller, silversmith and artist Frank Bauer. Over a career spanning 45 years, the German-born artist’s cross-disciplinary practice is hallmarked by exceptional quality and a breadth of skill. His process begins with the hand – first drawing then progressing to handling, touching, making in his workshop – and results in works that bear human nature first and foremost in mind. A former lecturer at SACAE, an antecedent of the University of South Australia, who has exhibited in Europe and Australia, his work is held in major museums around the world.

    North Terrace: worlds in relief

    As the city’s cultural boulevard, North Terrace is emblematic of Tarntanya/Adelaide’s founding on Kaurna Yarta and the conduct of colonial relations today. In this suite of new works, curated by guest curator Jasmin Stephens, artists from Adelaide, NSW and Singapore respond to the city’s environs and the world views that they convey. The exhibition begins with Narungga poet/activist Natalie Harkin’s text Cultural Precinct, first published in 2016. The artists cast a critical eye over North Terrace’s familiar and lesser-known aspects. Invoking histories of sculpture, moving image and design, the exhibition draws on the collection of UniSA’s Architecture Museum.

    NSW-based artistic duo and Samstag scholars (2006) Sean Cordeiro and Claire Healy will premiere their vibrant moving image work Psychopomp alongside a selection of past works for Samstag’s Wirltuti season in 2025 (Wirltuti meaning ‘spring’ in Kaurna culture). Psychopomp is the outcome of the 2024 UniSA Jeffrey Smart Commission. This vibrant moving image work explores the porous relationship between science and mysticism, and rocket technology and spirituality. From NASA’s Apollo, Mercury and Gemini mission names, which are directly inspired by the gods of antiquity, to pioneer rocket scientist Jack Parson’s conversion to Aleister Crowley’s Church of Thelema, Cordeiro and Healy identify a strong spiritual thread in the history of rocket and space exploration. Melding the significant historical text, the poem Hymn to Pan, with footage of farming fertility festivals in Thailand and Laos, Psychopomp explores the expressive potential of motion, technology and pagan rituals.

    In 2024, UniSA commissioned Marri Ngarr artist Ryan Presley to paint a portrait of its Chancellor, The Honourable John Hill. To accompany the unveiling of this commission, Samstag will display a selection of works by Presley. Presley’s figurative paintings weave personal and cultural motifs with art historical references. Raised a Catholic, his art practice explores religious iconography, often featuring intricate patterning and human figures set against seductive and lyrical dreamscapes composed of clouds, sand dunes and industrial motifs.

    Legislation would make national research institute directors Senate-confirmed positions
    WASHINGTON – U.S. Senator Tommy Tuberville (R-AL) joined U.S. Senator Rand Paul (R-KY) to introduce the NIH Reform Act to increase congressional oversight on leadership at the National Institute of Allergy and Infectious Diseases (NIAID). The NIH Reform Act would separate the NIAID into three national research institutes: the National Institute of Allergic Diseases, the National Institute of Infectious Diseases, and the National Institute of Immunologic Diseases. Each new institute would be led by directors subject to Senate confirmation and limited to no more than two five-year-terms to prevent the unchecked authority that led to disastrous mandates during the COVID-19 pandemic.
    “Anthony Fauci single-handedly shut down small businesses, forced our children out of classrooms, and took away the opportunity for many Americans to say goodbye to loved ones during the COVID pandemic,” said Senator Tuberville. “It’s scary to think that someone who was never elected – or even confirmed by the Senate – had so much power over health care decisions that impacted millions of Americans.  We need greater transparency in our government’s institutions to ensure this never happens again.     “For nearly four decades, Dr. Anthony Fauci sat atop a bureaucratic empire, wielding unchecked power over public health policy—despite never being confirmed by the Senate once,” said Dr. Paul. “He dictated mandates that shut down businesses, kept kids out of school, and trampled individual liberties—all while being the highest-paid official in the federal government. That kind of power without oversight is dangerous, and my legislation will ensure it never happens again. This legislation will bring accountability and oversight into a taxpayer-funded position that has largely abused its power and has been responsible for many failures and misinformation during the COVID-19 pandemic.”

    BACKGROUND:
    Dr. Anthony Fauci was Director of the National Institute of Allergy and Infectious Diseases for over 38 years—longer than J. Edgar Hoover was Director of the FBI. By the time he retired, he was the highest paid official in the entire federal government. Yet the Senate never voted to confirm him once. Current law does not require Senate confirmation of the NIAID Director.
    The NIAID’s stated mission is “to better understand, treat, and ultimately prevent infectious, immunologic, and allergic diseases.” This sweeping mandate covers everything from asthma to Ebola, from peanut allergies to the plague. As the head of that institute, Dr. Fauci installed himself as a de facto pandemic czar, advocating for misguided policies like mandatory vaccinations for school-aged children (one of the populations least at risk from COVID-19).
    To improve accountability of the NIH, the NIH Reform Act will restructure the NIAID to better align with its mission as follows:
    Abolish the NIAID and replace it with the following three new institutes:
    National Institute of Allergic Diseases
    National Institute of Infectious Diseases
    National Institute of Immunologic Diseases
    The directors of each new institute would be:
    Appointed by the president
    Subject to Senate confirmation
    Limited to no more than two 5-year terms
    This type of reorganization is nothing new. In the aftermath of J. Edgar Hoover’s decades-long tenure as head of the FBI, Congress passed a law in 1976 limiting the FBI Director to a single 10-year term, and as recently as 2012, Congress eliminated one center within the NIH and replaced it with a new one. In the aftermath of the damage done by pandemic-era mandates and restrictions, Congress must enact the NIH Reform Act to ensure that one official cannot claim the unquestioned authority to dictate the federal response to public health emergencies.

  • MIL-OSI Australia: NSW Government taking action on waste crisis

    Minns Labor Government is taking strong action to prevent a waste crisis in NSW, with landfill due to reach capacity in Greater Sydney by 2030.

    NSW has just passed landmark legislation to become the first state to implement a statewide mandate for Food Organics and Garden Organics (FOGO) recycling, to divert food waste from landfill into compost.

    The legislation mandates FOGO collection services for households by July 2030, and for businesses and institutions in stages from July 2026.

    FOGO bins will be rolled out at premises such as supermarkets, pubs, cafes, universities, schools, hotels and hospitals. Large supermarkets will also be required to report on the amounts and types of surplus food donated to charities like OzHarvest, Second Bite and Foodbank.

    With FOGO taking up to a third of household red bin capacity, this legislation will help take some pressure off landfill. It also takes us one step closer to a circular economy in NSW, where resources are recycled, reused and repurposed.

    The new laws are backed by a $81 million FOGO Fund to go largely to Councils for infrastructure including bins, kitchen caddies and liners, contamination audits, community education programs and staffing, including a $9 million boost in funding allocated to:

    • $4 million to support implementation in apartments and multi-unit dwellings
    • $3 million for a statewide advertising campaign to raise awareness and encourage behaviour change
    • $1 million for councils with existing FOGO services to conduct annual ‘booster’ education campaigns
    • $1 million for a pilot to tackle contamination hotspots using artificial intelligence.

    The new laws are projected to divert up to one million tonnes of organic waste from landfill each year. Most will be transformed into high-quality compost for parks, sporting fields and agriculture, promoting healthier soils and sustainable food production.

    The NSW Environment Protection Authority is working closely with communities, councils and industry to ensure a smooth and effective transition.

    A step-by-step Best Practice Guide has also been launched to help councils introduce FOGO and manage contamination risks.

    The next step to tackle the waste crisis is the refinement of the Energy from Waste framework in NSW.

    A discussion paper outlines some small, proposed changes to the existing Energy from Waste framework, including clarification around the definition of thermal treatment.

    Public consultation is open from Tuesday, 25 February until Tuesday, 8 April, and feedback can be provided through the NSW Government’s Have Your Say platform.
