    • The German Armed Forces conducted operational tests with PR4G and SYNAPS-H Thales radios to demonstrate their suitability for the needs of the multinational Battalion Group deployed by NATO.
    • Within one year, Thales has successfully delivered to the German Armed Forces radio equipment for the NATO enhanced Forward Presence (eFP).

    Thales radios for use in NATO enhanced Forward Presence were tested in an intensive four-week operational trial under the direction of the Army Development Office. These tests were conducted with the participation of the Army Development Office, the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw), the German Army’s “Test and Trial” teams and Dutch and French Armed Forces.

    The particular focus of the procurement was to provide modern, encrypted, electronic counter countermeasure (ECCM)-capable command and control radios for the multinational deployment of the enhanced Forward Presence, which can transmit voice in parallel with data and their own position.

    “During the four-week operational test, Thales PR4G and SYNAPS-H radios met the requirements so effectively that the system is deemed suitable for introduction into the German Armed Forces.. We are very pleased that there are no more obstacles for the operational use of the radios in Lithuania, where the deployed forces will have protected, modern radios.” added Christoph Ruffner, CEO and Country Director, Thales Deutschland.

    Although the soldiers had not received any training, only a short briefing, it was possible to establish operational readiness in under an hour..The radios also impressed with a stable radio network and in the range tests.

    The purpose of NATO enhanced Forward Presence is to strengthen its defensive and deterrent posture on Europe’s eastern flank. NATO battlegroups are deployed to the Baltic states of Estonia, Latvia and Lithuania as well as to Poland and led by the United Kingdom, Canada, Germany and the United States respectively.

    • KNDS awarded Thales a contract to deliver compact, programable and scalable High-Power Solid-State Power Distribution Boards (SSPDB) for the Leopard 2 A8 platform.
    • The SSPDB developed by Thales is designed to provide overcurrent and short circuit protection, and to enable smart electrical power management of protected vehicles.
    • A first, short-term delivery of SSPDBs will already take place in Q3 2024, followed by several hundred units by 2027.

    In just a few months, KNDS and Thales engineering teams have jointly succeeded in adapting an SSPDB solution that meets the power management needs of the Leopard 2 A8. Thales will focus on making the High-Power SSPDB a successful product by concentrating on key performance areas of the SWaP (Size, Weight and Power) to meet the stringent and demanding power requirements.

    Rated up to 160A per channel and with integrated current, temperature and voltage sensing, the multi-channel SSPDBs are designed to protect against overcurrent and short circuits and offer the flexibility to use pre-programmed operating profiles or real-time selections to enable intelligent power management in a variety of mission scenarios.

    The first units will be integrated as early as Q3 2024. This time-critical collaboration demonstrates the ingenuity and agility of our two teams.

    Under the KNDS contract, Thales will build hundreds of SSPDBs by 2027, using customization, manufacturing and testing processes already in use for the Thales Power Systems product line.

    Public Input Sought for Hawaiʻi Gas Rate Increase

    HONOLULU – Hawaiʻi Gas, the state’s regulated gas utility, has filed a request with the Hawaiʻi Public Utilities Commission (PUC) for a proposed rate adjustment, which may affect monthly bills for residents and businesses across the state. The utility is seeking a total revenue increase of approximately 17.67%, though the actual impact on individual bills will vary based on factors such as gas usage, customer classification (residential or commercial) and the island of residence.

    To gather public input, the PUC will conduct a series of hearings where consumers and stakeholders can express their opinions and ask questions regarding the proposed rate changes. Those unable to attend are encouraged to submit written comments to the PUC.

    Hawaiʻi Gas cites rising operational costs, compliance with regulatory requirements and ongoing infrastructure investments as reasons for the increase. While the Division of Consumer Advocacy (DCA) acknowledges these challenges, its role is to evaluate the proposed rates and work to minimize the potential financial burden on consumers. Public feedback is critical in helping the PUC and DCA understand the broader impact of the proposed adjustments, particularly for individuals and families already facing economic difficulties.

    “Attending the public hearings or submitting your comments ensures your voice is heard and your concerns are considered. Together, we can ensure that the final decision reflects the needs and interests of everyone across the state,” noted Executive Director of the Division of Consumer Advocacy, Michael Angelo.

    SACRAMENTO – Governor Gavin Newsom today announced the following appointments:

    Joe Shea, of Los Angeles, has been appointed Assistant Secretary for Salton Sea Policy at the California Natural Resources Agency. Shea has served in several positions at the Office of Governor Gavin Newsom since 2019, including Deputy Cabinet Secretary since 2022, Assistant Cabinet Deputy, and Special Assistant to the Governor. He was a Special Consultant for the California Governor-elect Gavin Newsom Transition from 2018 to 2019. From 2017 to 2018, Shea held multiple positions with Newsom for California Governor 2018, including Southern California Field Director and Northern California Organizer. He earned a Bachelor of Arts degree in Public Policy from the University of Michigan. This position does not require Senate confirmation and the compensation is $168,000. Shea is a Democrat.

    Allegra Curiel, of Sacramento, has been appointed Deputy Director of Legislative Affairs at the California Department of Resources, Recycling, and Recovery (CalRecycle.) Curiel has been a Senior Policy Advocate at the California Council for Environmental and Economic Balance since 2023. She was a Policy Manager at Newlight Technologies Inc. from 2021 to 2023. Curiel held multiple positions at CalRecycle from 2017 to 2021, including Legislative Analyst from 2018 to 2021, Disaster Recovery Operations Analyst in 2018 and Executive Fellow with the Capital Fellows Program from 2017 to 2018. She earned a Bachelor of Arts degree in Political, Legal, and Economic Analysis from Mills College at Northeastern University. This position does not require Senate confirmation and the compensation is $135,036. Curiel is a Democrat.  

    Marybel Batjer, of Sacramento, has been appointed to the California Wildfire Safety Advisory Board. Batjer has been a Partner at California Strategies since 2021. She was President of the California Public Utilities Commission from 2019 to 2021. Batjer was Secretary of the California Government Operations Agency from 2013 to 2019. She was Vice President of Public Policy and Corporate Social Responsibility at Caesars Entertainment Inc. from 2005 to 2013. Batjer was Cabinet Secretary in the Office of Governor Arnold Schwarzenegger from 2003 to 2004. She was Chief of Staff in the Office of Nevada Governor Kenny Guinn from 2000 to 2003. Batjer was Executive-in-Residence of Hotel Management and Casino Operations at the Mirage from 1998 to 2000. She was Undersecretary at the California Business, Transportation and Housing Agency from 1997 to 1998. Batjer was Chief Deputy Director at the California Department of Fair Employment and Housing from 1992 to 1997. She was a Special Assistant to the U.S. Secretary of the Navy from 1989 to 1993. Batjer was a National Security Affairs Special Assistant to President Ronald Regan from 1987 to 1989. She earned a Bachelor of Arts degree in Administration and Legal Processes from Mills College at Northeastern University. This position does not require Senate confirmation and there is no compensation. Batjer is a Democrat. 

    John Laird, of Santa Cruz, has been appointed to the Pacific States Marine Fisheries Commission. Laird has served as a California State Senator representing Senate District 17 since 2020. He served as Secretary of the California Natural Resources Agency from 2011 to 2019. Laird was a member of the California Integrated Waste Management Board from 2009 to 2010. He served as a California State Assemblymember representing Assembly District 27 from 2002 to 2008. Laird was Executive Director at the Santa Cruz AIDS Project from 1991 to 1993. He was a Budget Analyst for the County of Santa Cruz from 1974 to 2002. Laird was a Legislative Aide in the Office of Congressman Jerome Waldie from 1972 to 1974. He is a member of the California Democratic Party. Laird earned a Bachelor of Arts degree in Politics from the University of California, Santa Cruz. This position requires Senate confirmation and there is no compensation. Laird is a Democrat.

    HONOLULU – The Federal Emergency Management Agency (FEMA) has officially approved a one-year extension of the Individuals and Households Programs (IHP) for the state of Hawaiʻi, providing crucial support to survivors of the devastating Maui wildfires. Under disaster declaration FEMA-4724-DR-HI, Financial Assistance and Direct Temporary Housing Assistance will now be available for an additional 12 months, concluding on February 10, 2026.

    “On behalf of our state, I want to express my gratitude to FEMA for this favorable response to my administration’s request. The ongoing support FEMA and our other federal partners have provided has been crucial for the recovery of our people.” said Governor Josh Green, M.D. “I am reminded that when he visited Lahaina, President Joe Biden said he and his administration would be with our people for as long as it takes and we are humbly appreciative of that steadfast commitment.”

    This extension reflects the recognition of the unprecedented challenges faced by the Maui community in the wake of the wildfires. Originally set to end on February 10, 2025, the enhanced support aims to offer both emotional and physical relief to survivors, allowing them more time to rebuild their lives and secure stable housing.

    “We are grateful for FEMA’s swift action in approving our request to extend direct housing assistance,” said Hawaiʻi Emergency Management Agency Administrator James Barros. “This additional year of support is vital for our Maui survivors and will help our community recover and heal from this disaster.”

    FEMA’s decision ensures that all previously approved Individual Assistance programs under the IHP will remain in effect throughout this extension period.  The continued assistance includes FEMA’s direct housing assistance, financial housing assistance, and continued temporary housing assistance (rental assistance).

    The state of Hawaiʻi and FEMA remain committed to working closely with local officials and stakeholders to facilitate a smooth transition for survivors as they navigate the recovery process. This extension is a testament to the ongoing collaboration and support necessary to rebuild the community and restore hope for those impacted.

    The Fifth Global Standards Symposium (GSS-24) concluded today in New Delhi, first time in the Asia-Pacific region. This landmark symposium, organized by the International Telecommunication Union (ITU) and hosted by Department of Telecommunications, Government of India, brought together record 1500 leading policymakers, innovators, and experts from around the world to discuss the future of digital transformation and the critical role of international standards in enabling the next wave of emerging technologies.

    Addressing the closing ceremony, Dr. Chandra Sekhar Pemmasani, Minister of State for Communications and Rural Development stated that India under the leadership of the Hon’ble Prime Minister Shri Narendra Modi, has achieved unprecedented transformation, which is now globally recognized. He said that the development of international standards must be inclusive and democratic, reflecting of needs of all regions and encouraging active participation from developing countries. The Minister said, As we conclude this remarkable symposium, I am confident that the standards we establish are more than just technical standards, but they are moral compasses, guiding us towards a future of shared global progress. India is ready to take this journey not alone, but with all of you as partners.”

    The symposium, which focused on the theme “Charting the Next Digital Wave: Emerging Technologies, Innovation, and International Standards,” addressed the critical need for a cohesive and forward-looking approach to the governance and standardization of emerging technologies. GSS serves as a high-level forum, offering a platform for discussion and coordination on the most pressing issues in technology and standardization.

    Jyotiraditya M. Scindia, Union Minister of Communications and Development of the North Eastern Region, inaugurated the event earlier in the morning. In his inaugural address, he emphasized India’s role as a global hub for telecommunications and digital innovation, citing India’s record of being a land of science, innovation & rules aiding in the prosperity of the world.

    The symposium had a high-level segment that facilitated cooperation among industry leaders and ministers, focusing on the future of innovation and digital public infrastructure. The event called for robust international standards for AI governance. The symposium stressed the need to bridge the standards gap between developed and developing nations, ensuring equitable access to technology for all.

    Key sessions explored the role of open-source technologies, blockchain-based authentication, and the impact of AI and the Metaverse on public services and industry, advocating for collaboration with developers to create a more inclusive tech ecosystem. The event also featured an AI Standards Summit, which highlighted how consensus-based standards can spark innovation across various sectors, enhancing technological advancements.

    Dr. Rajkumar Upadhyay, Chief Executive Officer, Centre for Development of Telematics (C-DoT) chaired the GSS2024. It is for the first time that India took the leadership of this Symposium. The symposium concluded with a powerful Outcome Document emphasizing the crucial role of international standards in driving digital transformation globally. Dr. Upadhyay presented the key outcomes which included:

    1.         Driving Digital Transformation: The Outcome Document underscores international standards as the cornerstone for digital transformation globally.

    2.         Uniting Global Leaders: GSS-24 brought together industry giants and policymakers to discuss the impact of standards on cutting-edge technologies.

    3.         Innovation Through Standards: The AI Standards Summit showcased how consensus-based standards can spark innovation across various sectors, enhancing technological advancements.

    4.         Bridging the Gap: The symposium stressed the need to bridge the standards gap between developed and developing nations, ensuring equitable access to technology for all.

    5.         Harnessing AI and the Metaverse: GSS-24 highlighted the transformative potential of AI and the metaverse in public services and urban planning, urging the ITU to strengthen initiatives like the Global Initiative on Virtual Worlds.

    6.         Accelerating SDGs: The event underscored the vital role of international standards in achieving the UN Sustainable Development Goals, paving the way for sustainable digital transformation.

    7.         High-Level Dialogues: An unprecedented high-level segment fostered collaboration among industry leaders and ministers, focusing on the future of innovation and digital public infrastructure.

    8.         Establishing AI Governance: GSS-24 called for robust international standards for AI governance, encouraging initiatives like AI for Good and the AI for Skills Coalition.

    9.         Empowering Open Source: The symposium recognized the critical role of open-source software in driving innovation, advocating for collaboration with developers to create a more inclusive tech ecosystem.

    10.       Celebrating Smart Cities: GSS-24 acknowledged cities excelling in smart and sustainable initiatives, reinforcing the commitment to the United for Smart Sustainable Cities (U4SSC) initiative, led by the ITU, UNECE, and UN-Habitat.

    The Global Standards Symposium 2024 successfully laid the groundwork for the future of emerging technologies, demonstrating how international collaboration and standardization can drive innovation while ensuring inclusive growth. The outcome document of symposium lays the foundation for discussion at the World Telecommunication Standardization Assembly (WTSA-24), which is set to take place from October 15-24, 2024, also in New Delhi.

    The Prime Minister, Shri Narendra Modi inaugurated the International Telecommunication Union – World Telecommunication Standardization Assembly (WTSA) 2024 at Bharat Mandapam in New Delhi today. Shri Modi also inaugurated the 8th edition of India Mobile Congress during the programme. He took a walkthrough of the exhibition showcased on the occasion.

    Addressing the gathering, the Prime Minister welcomed the Union Minister for Communication Shri Jyotiradiya Scindia, Minister of State for Communication Shri Chandrasekhar  Pemmasani, Secretary General of  ITU Ms. Doreen Bogdan-Martin, Ministers & dignitaries of various foreign countries, industry leaders, telecom experts, youths from the Startup world and ladies and gentlemen to the WTSA and India Mobile Congress (IMC). Welcoming the dignitaries of ITU, Shri Modi thanked and appreciated them for choosing India as the destination for the first WTSA meeting. “India is one among the most happening countries when it comes to telecom and its related technologies”, exclaimed Shri Modi. Listing the achievements of India, Shri Modi said that India had a mobile phone user base of 120 crores or 1200 million, 95 crore or 950 million internet users and digital transactions of more than 40% of the entire world in real-time. He further added that India had showcased how digital connectivity had become an effective tool for the last mile delivery. He congratulated everyone for choosing India as the destination for discussing the global telecommunication standard and discussion on the future for telecom as a global good. 

    Highlighting the significance of the combined organization of WTSA and India Mobile Congress, the Prime Minister said that WTSA’s objective is to work on global standards while the role of India Mobile Congress is associated with services. He said that today’s event brings global standards and services on a single platform. Emphasizing India’s focus on quality service and standards, the Prime Minister said that WTSA’s experience would provide new energy to India. 

    The Prime Minister underlined that WTSA empowers the world via consensus and while India Mobile Congress strengthens the world through connectivity. Therefore, Shri Modi said, consensus and connectivity are conjoined in this event. He stressed the need for the combination in today’s world which is marred by conflict and said that India has been living through the immortal message of Vasudhaiva Kutumbakam. He mentioned the G20 Summit presided by India and spoke about relaying the message of ‘One Earth One Family One Future’. The Prime Minister emphasized that India is engaged in bringing the world out of conflict and connecting it. “Be it the ancient silk route or today’s technology route, India’s only mission is to connect the world and open new doors of progress”, the Prime Minister remarked. In such a situation, said the Prime Minister, this partnership of WTSA and IMC is a great message where local and global combine to bring the benefits not to just one country but the entire world.

    “India’s mobile and telecom journey in the 21st century is a subject of study for the whole world”, exclaimed Shri Modi. He added that while mobile and telecom were seen as a facility across the world, however, telecom was not just a medium of connectivity, but a medium of equity and opportunity in India. The Prime Minister remarked that telecom as a medium was helping in bridging the gap between villages and cities, rich and poor today. Reminiscing his presentation, a decade ago, on vision of Digital India, Shri Modi remarked that he had stated that India had to move forward with a holistic approach as against a piece-meal approach. Shri Modi listed out the four pillars of Digital India – Low-priced devices, extensive reach of digital connectivity to every nook and corner of the country, easily accessible data and goal of ‘Digital First’, which were identified and worked upon simultaneously, leading to good results.

    The Prime Minister highlighted India’s transformative achievements in connectivity and telecom reforms and emphasized how the country has built a robust network of thousands of mobile towers across remote tribal, hilly, and border areas, ensuring connectivity for every household. He said that the government has created a strong network of mobile towers across the country. The Prime Minister underscored the remarkable advancements in infrastructure, including the rapid installation of Wi-Fi facilities at public places like railway stations and the connection of islands like Andaman-Nicobar and Lakshadweep through undersea cables. “In just 10 years, India has laid optical fiber which is eight times the distance between Earth and the Moon”, he added. Shri Modi also pointed out India’s rapid adoption of 5G technology and said that 5G technology was launched two years ago and today nearly every district is connected, making India the world’s second-largest 5G market. He further mentioned that India is already progressing towards 6G technology, ensuring a future-ready infrastructure.

    Discussing telecom sector reforms, the Prime Minister noted India’s efforts in lowering data costs. He said that the cost of internet data in India is now as low as 12 cents per GB compared to many countries in the world where one GB of data is 10 to 20 times more expensive. “Today, every Indian consumes about 30 GB of data on an average every month”, he said.

    Shri Modi noted that all such efforts have been taken to a new scale by the fourth pillar i.e. the spirit of digital first. He underlined that India democratized digital technology and created digital platforms  where innovations on these platforms created millions of new opportunities. Shri Modi highlighted the transformative power of the JAM Trinity—Jan Dhan, Aadhaar, and Mobile—saying it has laid the foundation for countless innovations. He mentioned Unified Payments Interface (UPI) which has provided new opportunities for many companies and also spoke about ONDC which will revolutionize digital commerce. The Prime Minister pointed out the role of digital platforms during the COVID-19 pandemic ensuring seamless processes such as financial transfers to those in need, real-time communication of guidelines, vaccination drive  and handing out digital vaccine certificates. Reflecting on India’s success, the Prime Minister expressed the nation’s willingness to share its digital public infrastructure experience globally. The Prime Minister said India’s digital bouquet can elevate welfare schemes worldwide highlighting India’s emphasis on  Digital Public Infrastructure during G20 Presidency. He underlined that the nation is happy to share its DPI knowledge with all countries.

    Emphasizing the importance of Network of women initiative during the WTSA, Shri Modi highlighted that India was working very seriously on women led development. He added that the commitment was taken forward during India’s presidency of G-20. The Prime Minister underlined that India was working towards the goal of making the technology sector inclusive by empowering the women through technology platforms. He highlighted the crucial role of women scientists in India’s Space missions, rising number of women co-founders in India’s start-ups. The Prime minister also noted that there was a 40 percent share of women students in India’s STEM education and India was creating umpteen opportunities for women in technology leadership. Shri Modi also highlighted the Namo Drone Didi program of the Government, to promote drone revolution in agriculture, was being led by women from villages in India. He added that India also started the Bank Sakhi program to take digital banking and digital payments to every home which had led to digital awareness. Highlighting the critical role of Asha and Anganwadi workers in India’s primary healthcare, maternity and child care, Shri Modi remarked that today these workers were tracking all the work through tabs and apps. He added that India was also running the Mahila E-Haat program, an online marketing platform for women entrepreneurs. He further added that it was unimaginable that today women of India in every village were working on such technology. Shri Modi expressed hope that in the times to come, India will expand its scope further where every daughter of India would be a tech leader.

    The Prime Minister reiterated the importance of establishing a global framework for digital technology. He emphasized that this topic was raised by India during its G-20 Presidency and urged global institutions to recognize its significance for global governance. “The time has come for global institutions to accept the importance of global governance”, PM Modi stated. Stressing the need to create a ‘Do’s and Don’ts’ for technology on the global level, the Prime Minister highlighted the borderless nature of digital tools and applications and urged for international collaboration in combating cyber threats and collective action by global institutions. He drew parallels with the aviation sector which already has well-established frameworks. PM Modi called upon the WTSA to take a proactive role in creating a secure digital ecosystem and safe channel for telecommunication. “In an interconnected world, security cannot be an afterthought. India’s Data Protection Act and National Cyber Security Strategy reflect our commitment to building a safe digital environment”, he noted. The Prime Minister urged the members of the assembly to create standards that are inclusive, secure, and adaptable to future challenges, including ethical AI and data privacy standards that respect the diversity of nations.

    The Prime Minister emphasized the need for a human-centric dimension to the ongoing technological revolution, calling for responsible and sustainable innovation. He said that the standards set today will determine the direction of the future, stressing that principles of security, dignity and equity should be at the center of our discussions. He said our goal should be that no country, no region and no community is left behind in this digital transformation and underscored the need for innovation balanced with inclusion. He urged to ensure that the future is technically strong as well as ethically sound with innovation as well as inclusion. Concluding the address, the Prime Minister conveyed his best wishes for the success of WTSA and also extended his support.

    Union Minister for Communication, Shri Jyotiraditya Scindia and Union Minister of State for Communication, Shri Chandrasekhar  Pemmasani were present on the occasion along with various industry leaders.

    Background

    World Telecommunication Standardization Assembly or WTSA is the governing conference for the standardization work of International Telecommunication Union, the United Nations Agency for Digital Technologies, organized every four years. It is for the first time that the ITU-WTSA will be hosted in India and the Asia-Pacific. It is a pivotal global event that will bring together more than 3,000 industry leaders, policy-makers and tech experts from over 190 countries, representing telecom, digital and ICT sectors.

    WTSA 2024 will provide a platform for countries to discuss and decide the future of standards of next-generation critical technologies like 6G, AI, IoT, Big Data, cybersecurity, etc. Hosting this event in India will provide the country an opportunity to play a key role in shaping the global telecom agenda and to set the course for future technologies. Indian startups and research institutions are set to gain critical insights into developing Intellectual Property Rights and Standard Essential Patents.

    India Mobile Congress will showcase India’s innovation ecosystem, where leading telecom companies and innovators will highlight advancements in  Quantum technology and Circular Economy along with spotlight on 6G, 5G use-case showcase, cloud & edge computing, IoT, semiconductors, cybersecurity, green tech, satcom and electronics manufacturing.

    India Mobile Congress, Asia’s largest digital technology forum, has become a well-known platform across the globe for showcasing innovative solutions, services and state-of-the-art use cases for industry, government, academics, startups and other key stakeholders in the technology and telecom ecosystem. The India Mobile Congress will showcase over 400 exhibitors, about 900 startups, and participation from over 120 countries. The event also aims to showcase more than 900 technology use case scenarios, host more than 100 sessions and discussion with over 600 global and Indian speakers.

    Industry leaders highlight Prime Minister’s emphasis on need for global framework for digital governance

    The Prime Minister, Shri Narendra Modi inaugurated the 8th edition of India Mobile Congress during the  International Telecommunication Union – World Telecommunication Standardization Assembly (ITU-WTSA) 2024 held at Bharat Mandapam in New Delhi today. WTSA is the governing conference for the standardization work of the International Telecommunication Union, the United Nations Agency for Digital Technologies, organized every four years. It is for the first time that the ITU-WTSA is being hosted in India and the Asia-Pacific. It is a pivotal global event that has brought together more than 3,000 industry leaders, policy-makers and tech experts from over 190 countries, representing telecom, digital, and ICT sectors.

    Chairman of the Reliance JIO-INFOCOMM Limited, Shri Akash Ambani, commended Prime Minister Shri Narendra Modi for his visionary leadership, which has catalyzed India’s remarkable digital transformation. He said that in the third term, Shri Modi has positioned the Indian Mobile Congress (IMC) as a significant platform for innovation and collaboration, driving unprecedented growth in the digital sector. Shri Ambani noted that India has transitioned from a nation struggling with 2G speeds to becoming the world’s largest data market. He emphasized that India’s journey from ranking 155th in mobile broadband adoption to its current status demonstrates the power of synergy between government and industry. He further highlighted the inclusion of over 530 million unbanked Indians through initiatives like Jan Dhan accounts, with a significant portion being women. “Modi ji’s commitment to innovation has ensured that technology reaches every corner of our nation, leaving no one behind,” Shri Ambani stated. He proposed leveraging artificial intelligence (AI) as a transformative tool across various sectors, aiming for a developed India by 2047 and urged for updates to the data center policy to retain Indian data within the country, fostering a robust AI ecosystem.

    Emphasizing Prime Minister Shri Narendra Modi’s vision for a Digital India, Founder and Chairman of Bharti Airtel, Shri Sunil Bharti Mittal, reflected on India’s telecom journey, emphasizing its transformative progress in telecom infrastructure and digital technologies. He said, “the real transformation began in 2014 with Prime Minister Modi’s vision for a ‘Digital India,’ which ignited the 4G revolution. This has empowered millions, including those in our rural areas, to access smartphones and essential digital services.” He highlighted the transformative impact of 4G technology, which has brought smartphones and digital services to millions, including those in rural areas. He underscored the government’s initiatives to boost local manufacturing through the Production Linked Incentives (PLI) program, positioning India as a manufacturing hub for telecom equipment. “We are committed to reducing our dependence on imports. With initiatives like the Production Linked Incentive (PLI) program, we are transforming India into a manufacturing hub for telecom equipment,” he said. Discussing future ambitions, Mittal announced that India is set to lead in 5G technology, with extensive rollouts planned across urban and rural regions within the next 12 to 18 months. He also discussed the potential of Low Earth Orbit (LEO) networks, stating, “These networks will bridge the connectivity gap in our most challenging terrains, ensuring all Indians have access to fast internet services.”

    Chairman of Aditya Birla Group, Shri Kumar Mangalam Birla highlighted the steadfast support by the government in consistently recognizing the importance of digital connectivity and introducing several reforms over the years to drive India towards an even more connected, empowered and inclusive digital nation. He lauded the government’s continued thrust on expanding digital infrastructure and accelerating digital adoption for people and businesses equally. Recalling the Prime Minister’s quote on MSME meaning maximum support to micro, small and medium enterprises, Shri Birla said that they are committed to providing maximum support by promoting digital transformation to India’s small businesses making them future ready. He laid emphasis on focus on technologies like 5G, IoT, AI and cloud services and expressed the belief that a thriving digital ecosystem can be created that empowers India’s MSMEs to drive economic growth. He  informed that India achieved the remarkable feat of 10 crore telecommunication consultations in tele-medicine and said that it is a matter of great pride for every Indian. Pointing out one of the most pressing issues being addressed by the government regulator and industry in the past year, Shri Birla touched upon spam control and fraud protection. Talking about  the potential of the Indian telecom sector he hailed the Prime Minister’s bold vision of a digital India. He expressed confidence that they would do their part with the continued support of the government, and help in realizing the Prime Minister’s digital India destiny. He thanked the government, partners and the entire telecom community for making the past year truly an exceptional one.

    Secretary General ITU, Ms. Doreen Bogdan Martin said that it is a great honor to be present at the joint ceremony with the Prime Minister on the occasion of 2024 World Telecommunications Standardization Assembly and India Mobile Congress. She said that it is a powerful symbol of the deep ties between the ITU and India and recalled the meaningful conversation with the Prime Minister last year during the inauguration of ITU Area Office and Innovation Center. She spoke about world leaders coming together just a few weeks ago in New York and adopting the Pact of the Future and its global digital compact where a powerful message was sent out to the world about the digital future. She recalled the Prime Minister’s emphasis on the need for global digital governance and highlighted how he made India’s ambition very clear to lead by example and share its digital public infrastructure with the entire world. Referring to India’s G20 Presidency where DPI was a huge priority, Ms Bogdan Martin expressed delight in ITU becoming a knowledge partner. She underlined that the world has a lot to learn from India’s accomplishments with regard to unified payments interface. She stressed that standards build trust and that they are the engine which powers such platforms allowing them to operate at scale and providing every Indian with life-changing services through  mobile device access. Ms Bogdan Martin further added that trust nurtures inclusion and inclusion can unlock the full potential of digital and emerging technologies for everyone, including the third of humanity that’s still offline. She noted that this is a first-of-its-kind meet in Asia and called for bold collective action. She expressed confidence that in the next 10 days the role of international standards can be strengthened as the bedrock of global digital governance. She also touched upon ethical use of AI and urged to align technological progress with digital inclusion.

    Very good morning to all of you,

    I have a long association with your fraternity, I am one of you.

    I am absolutely delighted to be amongst you all. I take it as a great privilege and honour to address such a powerful group that is destined to shape the destiny of this nation. 

    Respected dignitaries, esteemed members, and everyone present here. 

    To be at the inaugural session and to connect with you is like generating a connect with the economy of the nation, with the industry of the nation, with trade of the nation, with commerce of the nation, with professionals of the nation, and anyone and everyone who matters. Thank you for this rare opportunity. 

    Chartered accountants are unsung heroes but now their presence is being felt. The past unsung stories are getting louder and louder in high decibels, resonating in our ears for the larger good of the nation. You make stakeholders in our growth trajectory more relevant and accountable. In an era of rapid globalisation, economic interconnectedness is imperative. By virtue of your training, your intellect, and experience, you are a real bridge, you are watchdogs and guardians of financial integrity. 

    When that book was given to me, what I wrote?, I will reveal. Be a beacon of transparency and accountability, and you are one. This transparency is not just a statutory requirement, a ritualistic formality. It is the very foundation of trust in our financial systems by providing sound financial advice and strategic insights, and I am aware, you alone are capable of do it by hand-holding young entrepreneurs. You enable businesses to make informed decisions, sometimes innovative decisions. You generate in them a futuristic outlook, and thus you act as catalysts for growth and innovation, both of which are good pillars of governance. 

    India’s remarkable economic journey has made impact globally. We have exponential economic upsurge, taking the nation to be the fifth-largest global economy, on the way to becoming the third one ahead of Germany and Japan but our target is very different, and the Prime Minister has unfolded his vision. The vision is, we have to be a developed nation, no one knows better than this category of people here what is meant by a developed nation.

    The challenge is daunting but achievable, given our expertise in human resources and we will have to undertake a journey by making our per capita income eight-fold. A challenge we will surely meet.

    क्योंकि पूरे देश में एक बहुत बड़ा हवन हो रहा है। वह हवन है विकसित भारत के लिए। उसका लक्ष्य है 2047 में भारत का विकसित होना। उस हवन में हर किसी की आहुति की आवश्यकता है, मेरे मन में कोई शंका नहीं है यदि पूर्ण आहुति कोई देगा, तो वह आपकी fraternity देगी।

    We have made remarkable progress in the World Bank’s ease of doing business rankings and this is a testament to the collective efforts of various stakeholders, important among them being chartered accountants fraternity. 

    Dear friends, we are the only country in the world that has a civilisational ethos of 5,000 years. Ethics is in our blood, ethics is our DNA and you know it more than I do that ethics in accounting and auditing are the cornerstone of trust and demand unwavering commitment to ethical practices. There can be no calibration of it, it has to be 100%. It is not optional, it is the only way. 

    In this digital age, the landscape of accounting and auditing is evolving rapidly as was indicated, artificial intelligence, blockchain, machine learning, data analytics, and the other technologies which we club as disruptive technologies. You will be happy to note that India is amongst the countries in single digits who are bestowing attention on this critical aspect. 

    Only yesterday, the governor of the Reserve Bank of India cautioned what has been indicated here also. We have to keep artificial intelligence in captivity rather than being its captive. Artificial intelligence and the kind are challenges and opportunities, we have to convert these challenges into opportunities. I have no doubt that the organisation will take all steps in this direction.

    The harmonisation of Indian accounting standards with international financial reporting standards is a significant step, for which I congratulate you. Chartered accountants are just not numbers. I remember a situation when I was a lawyer, they used to say, anecdotally, chartered accountancy मे पास होना मुश्किल है और वकालत में फेल होना मुश्किल है, आजकल हालत बहुत बदल गए हैं और लीगल एजुकेशन भी आपकी तरह बहुत प्रोफेशनल हो गया है मैं मेरे जमाने की बात कर रहा हूं।  Chartered accountants are not just number crunchers or compliance officers. Your job is not mechanical, I would go to the extent of saying that your job is emotive also because we know sometimes industrial houses, and in our country they are normally partnership-driven or family-driven. Someone labelled to me, when I was a member of the International Court of Arbitration at Paris,  It was indicated to me India has unique concept of corporates, and that is family corporates. You have a challenge to keep it in harmony, to see it doesn’t become dysfunctional, it doesn’t get into disruption groove and I am sure you know it more than I do. 

    More often than not it is behind the scenes. It is crucial in building a strong, transparent, and vibrant economy. Now, for us, challenge is very different because we are on the rise as never before, and our rise is unstoppable. Our rise is on an incremental trajectory and when you are in such a flight for the economy, you have to be extra careful that can be done only by your organisation. 

    First, and I would urge, a collective, nationalistic outlook is the very basis of economic prosperity. Which I assume all of you are primarily interested in because it doesn’t require much explanation. We cannot be pyramidical, we have to be plateau, that’s our culture. We take everyone along with us. That is why in G20 we gave the word of motto: One world, one family, one future ‘Vasudhaiva Kutumbakam’.

    Our national discourse needs more conversation about this nationalistic outlook because today, more than ever, we need our citizens to be nationalistic. How can we, in this country, ever imagine that we will have partisan interest, personal interest, fiduciary interest, self-interest, ahead of national interest? That we see quite often. You can take a great lead very successfully in this direction. After braving many challenges, we have come a long way, from a ship-to-mouth country to the world’s fastest-growing large economy in a few generations’ time. With this rise, internal and external challenges grow. 

    I was elected to parliament in 1989, and I know the situation then. Our foreign exchange reserve, with which you all are concerned, was around 1 billion US dollars. सोने की चिड़िया कहलाने वाले देश का सोना स्विट्जरलैंड के दो बैंकों में गिरवी रखना पड़ा। It was shipped by air to sustain our credibility and what a proud moment at the moment! Our foreign exchange reserves are more than 700 billion. That’s a great accomplishment. 

    Therefore, the greatest challenge I must advert to is a challenge that is growing day by day. The challenge has taken menacing proportions, it is alarmingly worrisome, and that is narratives and efforts are afoot to upset our social cohesion. We, therefore, all have to work with passion and in missionary mode to build a cohesive society that thinks in nationalistic terms and is not ridden by factions of caste, creed, colour, culture, conviction, and cuisines.

    We are all absorbing, let me describe the scene. We as a majority are all-embracing, we as a majority are tolerant, we as a majority generate a soothing ecosystem and we have a counterpoint writing on the wall the other kind of majority that is brute, ruthless, reckless in its functioning, believes in trampling all values of the other side. The difference has to be noticed.

    Friends, when you think as a citizen of this great civilisational state Bharat, home to one-sixth of humanity and a place known in the world for incredible human genius, we will have to leave behind the narrow parochial divisions. A citizen with a nationalistic outlook will have no difficulty in embracing diversity, he or she celebrates this country’s glorious past regardless of his or her faith, because that is our shared cultural heritage. हमारे shared cultural heritage पर कुठाराघात हो रहा है, उसको हमारी कमजोरी बताने का प्रयास हो रहा है उसके तहत देश को ध्वस्त करने की योजना बनी हुई है ऐसी ताकतों पर वैचारिक और मानसिक प्रतिघात होना चाहिए।

    The people before me are nerve centres and epicentres of this wholesome narrative. Such unity and cohesion is the very basis of economic prosperity. We are having exponential growth, our developmental journey in infrastructure has the world stunned. Global institutions, the IMF, the World Bank, are accolading India for a variety of reasons, digitisation in particular but this economic rise becomes fragile when social unity is disturbed when the fervour of nationalism dies when anti-national forces within and without generate in this country divisiveness. We have to be mindful of that. 

    Our society is known through centuries to hand-hold the challenged, the marginalised, the vulnerable, the weaker. It is soothing to note that a number of government schemes have generated an ecosystem where everyone now can exploit his or her potential, realise dreams, and fructify aspirations but your role is also enormous in that, and I am sure, like all you have done so far, this too will be addressed. 

    No one has the right to take the law into one’s hands. That is universal, there was a time when some people thought they were above the law, they were privileged. कानून उनका कुछ नहीं बिगाड़ सकता, कानून के हाथ उन तक नहीं पहुंच सकते उन हालात में बड़ा बदलाव आ गया है। जब बदलाव आ गया है तो भी आज के दिन हम देख रहे हैं जिम्मेदार लोग संवैधानिक पदों पर बैठे लोग कानून की परवाह नहीं करते, देश की परवाह नहीं करते कुछ भी बोल देते हैं और वह ऐसे ही नहीं बोलते This is emerging as a sinister design, well-structured by forces that are inimical to India. 

    तो आप जो इतना कर रहे हो और जिसके नतीजे आज के दिन हर भारतीय सुखद तरीके से महसूस कर रहा है उसको चकनाचूर करने की जो योजना कुछ लोग बना रहे हैं हमारी प्रगति उनको पच नहीं रही है। We can’t be crazy for political power, political power has to emanate from the people. It has to emanate from the people through a democratic process that is sanctified. 

    I will make an appeal to you in particular because that is the brief you alone can handle and that is economic nationalism. Imagine the fate of this country, billions of foreign exchange is being drained out every year by engaging in avoidable imports – shirts, trousers, shoes, carpets, furniture, kites, diya, toys, and what not. We are inflicting three things.

    We are depriving our people of work, we are draining our foreign exchange, we are blunting entrepreneurship. Now imports of avoidable items are being done by whom? Those who place their fiscal gain ahead of national interest. 

    I appeal to you, no fiscal gain, irrespective of quantum, can be justification for avoidable imports. Your fraternity can play a big role, it will be a great service to the nation. 

    Second, no one knows better than you do when raw material is exported outside the country. Iron ore, for instance, go to Paradip Port. We declare to the world we are not capable of adding value to it. Why should our raw material go beyond the shores of this country without value addition? If we add value, we will certainly be generating employment, entrepreneurship will blossom.  You have a great role to play, no one can play that role more than you can because you to hand-hold the entrepreneur that what you are making in your cosy rooms, you will make much more. Get sublime satisfaction, and you will be contributing to national welfare. I am sure this must be handled by you by brainstorming. 

    Friends, optimum utilisation of natural resources, you know it, you have to curb it. Our economic prowess, our financial strength cannot be a determining factor as to how he or she will utilise natural resources. They are trustees. Let us focus on that. 

    Friends, I am happy that this outfit is at par with global standards and in some areas, in the lead, speaking of change, we must embrace the growing demand for ESG audits as a significant opportunity for our profession with stakeholders increasingly prioritising environmental sustainability, auditors could access a company’s ESG performance and ensure compliance with regulations. 

    I have no doubt, and everyone will agree and young girls, short-sighted accountants will agree immediately.अपने पास रहने के लिए धरती के अलावा और कोई प्लेनेट नहीं है। We have to pass it on to future generations, at least in some repairing mode, we have done enough damage to it.

    I am before audience that has a huge potential to generate a sustain economy, give it cutting edge through innovation and research. Global economies have prospered because they are engaged in research and development. 

    CSR has to be in a motivational groove. You have to nurture research that will give the entire nation a greater respect in the world. When in research and innovation we are ahead of others, that gives cutting edge to our soft diplomacy also. I have said all this because the organisers have very wisely, thoughtfully, given a theme for this conference.

    ‘Synthesizing The Profession’ that is need. We have to be in sync, we have to be in synergy, we have to be in synthesis. We have to work in tandem and togetherness. We all are stakeholders because we swim or sink together that feeling has to come. 

    Chartered accountants, I have no doubt, are the nerve centre and epicentre of big change. You can bring the change which you believe. I have no doubt, no legal transgressions can take place. There can be no dilution of transparency and accountability unless the chartered accountant looks the other way. You have seen global giants in chartered accountancy collapsing for ingratiating with the client management. Management and stakeholders, shareholders, the difference has to be understood. The trust of the stakeholders, the shareholders, is in your hands. It is your mandate, your ordainment, your obligation to see that the management is kept close to ethics, optimal utilisation, and giving the best to the shareholders. 

    Your role in combating corruption, uncovering malfunctions, and detecting corporate frauds is much beyond any investigating agency. They have to learn it, you know it so seamlessly that you are like a duck taking to water.  Investigating agencies have to learn, they learn through you that is an area we must focus on. 

    Tax evasion and financial frauds, they may help some, these days they don’t help anyone. The long arm of the law is working in an overzealous manner to serve the country, to see that such kinds of people who seek to monetise fraud, corruption, scams for fiscal gain, are learning their lesson the hard way. You are custodians and watchdogs, and therefore you cannot even for a moment take reprieve from this duty. This is not a duty emanating from your statute, its duty emanating from you being the citizen of this country, and therefore, please engage in this area. 

    In a country like ours, ethics is non-negotiable. घर के अंदर भी देखिए, बड़े बुजुर्ग पहले कोई गलत काम नहीं होने देते थे, अचानक घर के अंदर ज्यादा संपन्नता आ गई। पूछते थे कैसे आ गई? अब उन बड़े बुजुर्गों का काम तो आप लोग करते हैं I am sure you will do it. 

    Friends, I will be availing myself of this opportunity because I take you to be beyond chartered accountants. I take you as very responsible citizens of this great nation. India, Bharat, is a stabilising global force. This force has to emerge, this century has to belong to Bharat, and that will be good for humanity, that will contribute to peace and harmony on the planet. Therefore, it will be a national disservice of extremity if we turn Nielsen’s eye to the dangers of demographic upheavals that are taking place in this country. Organic, natural demographic change is never upsetting but a demographic change brought about in a strategic manner to achieve an object offers a scene that is frightening. 

    Analysing this menacing development over the last few decades will turn out to be an eye-opener. Take any state and you will find demographic change has a pattern. That pattern offers a challenge to our values, to our civilisational ethos, to our democracy. If this challenge, which is alarmingly worrisome, is not addressed in a systemic manner, it will graduate to an existential challenge. It has happened in the world. I need not name countries that have lost their identity 100% because of this demographic disorder, demographic earthquake. Demographic disorder is no less severe in consequences than a nuclear bomb. Mind you, young boys and girls in particular who are chartered accountants, mine is a moderate statement. You look at the global landscape and you will find the devastating consequences in the shape of loss of human rights, human values, democracy being the last option. 

    In some countries, even the developed world is feeling its heat but in our country, when we seek to address this draconian problem, there are voices that talk on a different level. Every one of us and each one of us has to be alive 24×7 to ensure this does not happen anymore. There is a proverb that says, if you are going in the wrong lane, you are not on the right path. The first thing is you must immediately stop and then contemplate taking a U-turn. The more you delay in taking a U-turn, you are creating your problems, not arithmetically but geometrically. 

    Look at our culture, our inclusivity and unity in diversity are facets of affirmative, positive social order, very soothing. We are for all with open arms and what is happening? This is being shaken and severely compromised by these demographic dislocations, evil design divisiveness on the plank of caste and the like also. 

    Let me slightly elaborate, demographic dislocation is turning out to be a fortress of political impregnability in democracy when it comes to elections in some areas. We have seen this change in the country so much is the demographic change that the area becomes a political fortress. Democracy has no meaning, elections have no meaning at all. Who will be elected turns out to be a foregone conclusion and this area in our country, unfortunately friends, is increasing. We must be alive to this danger. We owe it to our future generations that this civilisation that has ethos of 5000 years, its essence, its sublimity, its spirituality, its religiosity cannot be allowed to be destroyed before our eyes. Therefore, please think about it.

    I would say this is a monster, this monster is unregulated, this monster is being propagated by people who we take as wise people. Some in politics have no difficulty in sacrificing national interest for next day’s newspaper headline or getting some minor petty partisan interest served. 

    Friends, I have no doubt that you all will share my sentiment that all these misadventures to change the landscape of this land have to be neutralised by exemplification to preserve our roots and basics. We see all around there are some champions only of grammar of anarchy. They do it as a design, as a strategy. They orchestrate a narrative. Wings are given to the narrative. It is unregulated. 

    I will appeal to you, time for all of us to be aware of it. India’s 5 trillion economy, we are close to it. There will be more in the line that’s what we are going to do.

    I thought, If I don’t share my mind with people who have the capacity to change and the only constant in life is change, we must not be allowed by involuntary change, we must be the architect of change, we must script the change. 

    Let us have the change which we believe. Let us aspire for a change that fits in our civilisational ethos. I am grateful for your time.

    The Early Years

    1. A very good morning to all of you.
    2. SGO started as the Pioneer Generation Office (PGO), because there was the Pioneer Generation (PG) package. As Kiat How mentioned, PGO started off in a storeroom in Tampines. At that time, the headquarters of PGO was at Treasury Building. They were trying to recruit more ambassadors and staff, so they had many interviews. They went to Funan Shopping Mall, had many cups of coffee, tea and milo, and interviewed and recruited a lot of people. Through all that hard work, the team doubled to 100 pax by the end of 2014.
    3. In 2018, PGO expanded and merged with AIC and became part of the Ministry of Health (MOH), and was renamed the Silver Generation Office. In that process, the work also expanded. Beyond the Pioneer Generation, it also covered the younger seniors and rolled out the Merdeka Generation Package.

       

      Recognition of SGAs

    4. Our Silver Generation Ambassadors (SGAs) are the backbone of SGO, and their role involves a lot of hard work, going door to door. We planted seeds and laid the foundation, and today SGO has become a very big and powerful force and asset that we have on the ground.
    5. In the past, your work was a bit different. Your engagements were mostly through pen and paper. You had to bring stacks of engagement forms, brochures, and a file with lots of information to share details about the Pioneer Generation Package with seniors. Then you started showing a video of then-Prime Minister Lee Hsien Loong talking to seniors about the PG package. I was told some seniors waved back at him.
    6. Today, some things have improved, but by and large some things have not changed. The work is still the same. You are still walking door-to-door, walking up and down stairs, knocking on every door, and engaging seniors. That has not changed, it should not change, and will not change. Because that is fundamentally what you do – connecting people to people.
    7. Over the years, by doing so, you have helped to communicate and explain many national schemes and initiatives to our seniors. The seniors actually read a lot more newspapers and watch a lot more TV than young people. And yet, they really enjoy and appreciate it when you explain the policies to them, when there is face-to-face communication and the policy comes to life. You have helped countless seniors to benefit from the support that is available.
    8. Today we are recognising many SGAs for your hard work. Over 200 awards will be given out. We will be giving out 17 Exemplary Awards, 61 Platinum Awards, and 10 Family Awards on stage. The rest of the awards will be distributed off-stage. All in all, many thanks to 10 years of hard work! Thank you very much.

      Update on Age Well SG

    9. As SGO became part of AIC, the scope of your work expanded to all seniors aged 60 and above. Beyond the PG package, we then had me the Merdeka Generation (MG) Package and Majulah Package. Through the process, the nation, government and people started to have a focus on seniors. This is a group that is growing, and we need to take care of them. If we take care of them well, they are not a challenge, but an asset.
    10. Seniors can be young, healthy and active. I meet so many people who are in their 60s and 70s, who behave like they are so young. It is an inspiration. With proper policies and engagement, whether you are young or old, it is in the mind. Let’s not be bogged down in saying that we are always going to be an ageing society. We cannot stop ageing by age, but we can reverse ageing in spirit. Because of that, we have started to think of different policies that help the seniors.
    11. Healthier SG was conceived. Without PG, maybe there would not have been an inspiration to start Healthier SG. Without SGO, PG package and SGAs, I don’t think we would have thought of Age Well SG, which has everything to do with seniors. We need to connect the Active Ageing Centres’ (AAC) work together with the SGAs. SGAs have become an indispensable, important capability to support all our senior-related programmes, such as Age Well SG and Healthier SG.
    12. We have set up over 200 AACs. As I always say, it is not difficult to fill the four walls of an AAC with activities and regular visitors. But to be truly successful, it has to go beyond that. There has to be proper outreach to seniors living around the area, within your service boundary, and with many levels of engagement with all the seniors. Then you are successful. You can only achieve that if you knock enough doors. In fact, you have to knock on doors every day. Otherwise, you have no chance to succeed. The roles of SGAs and AACs are now symbiotic. One cannot do without the other.
    13. Today, let me report on the progress of Age Well SG. It has been one year since we rolled out this major programme with your help. We added 60 more AACs over the past one year. We now have 214 AACs, and our target is 220 by 2025.
    14. AACs have expanded activities and programmes well beyond the confines of their centres. It is now common to see AAC events held in public spaces, such as parks, coffee shops, void decks, sports centres and Residents’ Network (RN) centres. Activities are now much more broad ranging, way beyond Rummy-O. There are now carpentry work, community cooking and dining, all kinds of fitness programmes, gym tonic, excursions and learning classes. All these are now available at AACs, and there is a lot of innovation coming up on the ground.
    15. Engagement has greatly improved. I think our SGAs have really helped. In FY2021, each AAC engaged on average 17 seniors a day. In FY2023, this has gone up to 42, which is almost triple. This is also reflected in the activity participation numbers. In FY2021, the number of seniors who participated in AAC activities was 17,000. In FY2023, it was 80,000. We have multiplied our engagement by at least four times.
    16. We launched the Silver Guardian programme in April this year, also inspired by SGAs, to encourage more senior volunteerism in the AACs. We have now recruited, trained and deployed 800 volunteers, and are on track to reach our target of 2,400 Silver Guardians by 2028.
    17. As Mr Gerard Ee mentioned, we can do even better by having RN ambassadors. We have 6,000 SGAs. We can have a lot more senior volunteers all over Singapore, not necessarily SGAs. I think we can do much better than 6,000 SGA volunteers. We can multiply it by 100 times. We will have one million seniors by 2030. It is not unthinkable that out of one million seniors, 60% of them do some form of volunteer work, such as micro jobs, SGAs, or RN ambassadors and volunteers with social organisations. It is possible.

      New Initiatives

    18. We will further strengthen Age Well SG, with the help of SGAs. We are working on three new initiatives.
    19. First, we will continue to upgrade existing AACs. We announced earlier that we would set aside $800 million over five years (FY2024 to 2028) to support AACs for their programmes. To support their work further, we will now enhance this by $140 million, to upgrade the facilities of existing AACs.
    20. Second, we will strengthen outreach to seniors. This is the starting point of all our effective engagement with seniors and a successful senior engagement strategy. Today, one-third of our AACs manage to reach out to 30% of seniors. We see that as an effective engagement rate. This is a vast improvement from the previous year, but there is still much more room for improvement.
    21. We need to further expand outreach where we can, partly from SGAs, but more importantly, to bring in new volunteer groups. For example, the People’s Association volunteer groups and community Grassroots Leaders are important resources for us to tap on, and also corporate volunteers. More corporates want to volunteer, and they will get their staff to work in the community. If you engage them well, they are extremely reliable.
    22. SGAs, AACs and community volunteers will become tripartite partners on the ground, working closely together with each other, knocking on every door to engage seniors and attract them to AACs. Our hospital clusters will support health services in the AACs as well. With these three partners and outreach on the ground, I think we can have a successful strategy. MOH is working on the processes to facilitate this community tripartite partnership.
    23. On the ground, when we try to work with each other, we always say we cannot share information due to the Personal Data Protection Act (PDPA). This is actually not true. When you dig deep enough, it is possible to have a collaborative working relationship. We have worked out the processes and will roll that out, starting with Sembawang. I think it will work. Once it is successful, and no doubt it will, it will be at a community near you.
    24. Third, we will improve the home care system. This includes the Enhanced Home Personal Care service which provides more tailored support to seniors, even those with higher care needs. Essentially, we have home care staff closer to the client’s home, who will be able to respond faster. This model has shown promising results and MOH is planning to mainstream this service island-wide by end of next year.
    25. As the range of services and number of providers grow, we need to better coordinate care. AIC has taken the lead to work with providers to deliver coordinated care with a single contact point, care assessment and care plan for seniors. It is not an easy task, as we have many providers on the ground in certain constituencies and divisions. AIC will do their best to coordinate care. Our vision is to have one contact point, one assessment and one care plan for every senior, even though we have many service providers.
    26. Our community partners are supportive. We are working towards implementing this across Singapore by 2026. By end of this year, we will start to seek out interested players to operate in a few locations that are currently green fields and have no providers. They can start off with very coordinated services on the ground. For other areas with incumbent providers, they will work out arrangements to come together as a coordinated unit to realise this vision and ambition. I understand there is a lot of work ahead, but it is a meaningful undertaking to serve our seniors better.

       

      The Meaning of Volunteerism

    27.  Every one of you became an SGA because of the spirit of volunteerism. What is the benefit of volunteerism? I think there are at least three. One, to help others. I am the Chairman of the Chinese Development Assistance Council (CDAC). Sometimes, young people come to us to say that they want to volunteer, and they have plans. They want to do a seminar, fundraising or help the environment. It is good for young people to have that sense to want to contribute to society. But I always tell them to start by helping one person. In CDAC, there is a programme where if you are a young volunteer, you can mentor a child of a challenging, vulnerable background. So to help others is one major motivation to volunteer.
    28. The second is to help yourself. There are also many young people who come to my Meet-the-People sessions to do volunteer work. Many of them tell me that before they came, they thought they had a lot of problems. After seeing all the difficult cases, their problems are not big at all. In this generation where there is a lot more challenging mental health issues, for many people, helping others is to help yourself.
    29. Finally, I will say volunteerism makes you young and healthy. I have seen it with my own eyes. Volunteers are often very young-spirited and enthusiastic. There is a lot of research and literature that show that if you keep yourself busy even after retiring, just by volunteering in the community, you feel that you are still contributing to society as a useful person. That is the most important driver of good health, so keep that going. We would rather a senior be a volunteer and become part of the solution today, than not volunteer or exercise, become sick and a problem tomorrow. Be a solution today, rather than a problem tomorrow.
    30. We talked about planting seeds, starting off with the PG package and a small group of volunteers who were PG ambassadors. Those were the seeds for a much larger strategy and national effort to keep our seniors healthy. Keep on planting seeds, growing the trees and working. We will support you where we can. We assure you that you are making a huge difference to Singapore and our seniors. Thank you.

    WASHINGTON – FEMA remains fully committed to assisting survivors affected by Helene and Milton as response teams work tirelessly to address immediate needs. Yesterday, FEMA Administrator Deanne Criswell returned to North Carolina to oversee ongoing response and recovery efforts for Hurricane Helene. President Biden will visit Florida tomorrow to support communities impacted by Hurricane Milton. 

    In response to Hurricane Milton, President Biden approved a Major Disaster Declaration for Florida that allows FEMA to provide federal funding to 34 counties, in addition to the Miccosukee Tribe of Indians of Florida. This includes assistance to individuals and households, in addition to public assistance for emergency work.

    Throughout the Southeast, FEMA personnel are on the ground, working closely with state officials to ensure survivors receive the support they need. As of today, FEMA has approved $441 million in assistance for individuals affected by Hurricane Helene and over $349 million in public assistance funding to help rebuild communities.   

    Hurricane Milton Recovery Update

    While Hurricane Milton has passed, flooding is expected to continue throughout the weekend. People in Milton-affected areas should continue following safety guidance from local officials – stay clear of downed power lines and continue to practice power outage and generator safety. 

    Power Restoration: Power restoration efforts have significantly improved across the region following Hurricane Milton, with outages decreasing from a peak of 3.3 million to 1.6 million, as crews work around the clock to bring communities back online. 

    Debris: FEMA is currently working with state and local officials on debris removal plans for areas affected by the storms. Residents should pay attention to local guidance related to debris removal in their area.  

    Staffing: More than 600 FEMA staff are on the ground providing support to affected communities. FEMA mobilized search and rescue teams, disaster response units and vital resources across Florida. Urban Search and Rescue continue to support state search and rescue teams, the National Guard and local authorities with rescues. Federal teams supplemented the state’s critical operations, such as water rescues, Emergency Operations Center support, volunteer and donations management and fire/HAZMAT response.

    Sheltering: Over 50 shelters are currently housing over 3,100 people impacted by Milton, a significant decrease from nearly 13,000 yesterday.

    Commodities: FEMA has delivered more than 1.6 million meals and 400,000 liters of water to augment the state’s supplies. FEMA has an additional 5.3 million meals and 3.9 million liters of water available to support survivors of Hurricane Milton, ensuring critical supplies are ready for immediate distribution.

     Hurricane Helene Recovery Efforts

    FEMA has approved $441 million in federal disaster assistance for Hurricane Helene survivors and over $349 million in public assistance funding to help communities rebuild.   

    Hurricane Helene recovery efforts continue, with federal responders working throughout the region to provide immediate and long-term support. FEMA Disaster Recovery Centers are open across the region to provide support.

    The agency is actively working alongside state, local and tribal partners to assess damage and support those affected by Helene. Over 10,000 personnel from across the federal workforce, including FEMA staff, are deployed to affected communities. To date, FEMA has delivered over 12.6 million meals and more than 12.9 million liters of water to the region. 

    Disaster survivors in certain areas of Georgia, Florida, North Carolina, South Carolina, Tennessee and Virginia can begin their recovery process by applying for federal assistance through FEMA. People with damage to their homes or personal property who live in the designated areas should apply for assistance, which may include upfront funds to help with essential items like food, water, baby formula, breastfeeding supplies and other emergency supplies. Funds may also be available to repair storm-related damage to homes and personal property, as well as assistance to find a temporary place to stay. Homeowners and renters with damage to their home or personal property from previous disasters, whether they received FEMA funds or not, are still eligible to apply for and receive assistance for Helene.   

    There are three ways to apply for FEMA assistance:  

    Support for North Carolina

    Financial Support: FEMA has approved more than $79 million in housing and other types of assistance for over 62,000 households.

    Power and Cellular Restoration: More than 95% of originally reported power outages have been restored. Cellular restoration continues to improve, with more than 92% of cellular sites in service as of today.  

    Staffing: As response efforts continue in North Carolina, more than 1,200 FEMA staff are on the ground providing support to affected communities. Over 250 Urban Search and Rescue personnel remain in the field helping people. These teamshave rescued or supported over 3,200 survivors to date.

    Sheltering: More than 1,800 families who cannot return home are staying in safe and clean lodging through FEMA’s Transitional Sheltering Assistance program. Under FEMA’s Transitional Sheltering Assistance program, residents in declared counties who have applied for disaster assistance may be eligible to stay temporarily in a hotel or motel paid for by FEMA while they work on their long-term housing plan. FEMA will notify applicants of their eligibility for this assistance through an automated phone call, text message and/or email, depending upon the method of communication they selected at the time of application for disaster assistance. Shelter numbers continue to decline, with 15 shelters housing just over 500 occupants

    Commodities: Commodity distribution, mass feeding, and hydration operations remain in areas of western North Carolina. Voluntary organizations are supporting feeding operations with bulk food and water deliveries coming via truck and aircraft. Mobile feeding operations are helping survivors in heavily affected areas, including mass feeding sites in Buncombe and Watauga counties serving locations across the impacted areas. 

    Resources

    • There are more than 300 Disaster Survivor Assistance members going into neighborhoods to connect with survivors without cell coverage or power.
    • There are three Disaster Recovery Centers now open, where survivors can speak directly with FEMA and state personnel for assistance with their recovery. To find the nearest center, visit FEMA.gov/DRC.
    • Residents can visit: ncdps.gov/helene to get information and additional assistance.  
    • Residents can get in touch with loved ones by calling 2-1-1 or visiting unitedwaync.org to add them to search and rescue efforts.  

    Support for Florida

    As Helene recovery efforts continue in Florida, FEMA has approved more than $157 million for over 51,800 households. FEMA specialists are canvassing Florida communities affected by Helene to help survivors apply for assistance. Additionally, FEMA inspectors are visiting applicants’ homes to verify disaster-caused damage.

    There are 97 FEMA Disaster Survivor Assistance members going into neighborhoods, and three Disaster Recovery Centers are open where survivors can speak to state and federal personnel to help with their recovery. Additional centers will reopen following assessments to the facilities following Milton. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents in need of information or resources should call the State Assistance Information Line (SAIL) at 1-800-342-3557. English, Spanish and Creole speakers are available to answer questions.  

    Support for South Carolina

    As recovery efforts continue in South Carolina, FEMA has approved over $106 million for more than 121,500 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties continuing to help survivors apply for FEMA assistance and connect them with additional state, local, federal and voluntary agency resources. 

    There are 73 Disaster Survivor Assistance members going into neighborhoods and one Disaster Recovery Center open where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Residents with questions on Helene can call the state’s toll-free hotline, open 24 hours a day, at 1-866-246-0133. 

    Residents who are dependent on medical equipment at home and who are without power due to Helene may be eligible for a medical needs shelter. Call the state’s Department of Public Health Care Line at 1-855-472-3432 for more information. 

    Support for Georgia

    FEMA has approved over $85 million for more than 92,300 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources. 

    There are 129 Disaster Survivor Assistance members going into neighborhoods and two Disaster Recovery Centers open where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Resources: Residents can find resources like shelters and feeding sites at gema.georgia.gov/hurricane-helene. 

    Support for Virginia  

    To date, FEMA has approved over $3.2 million for over 1,000 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    There are about 38 Disaster Survivor Assistance members going into neighborhoods, and three Disaster Recovery Centers open where survivors can speak to state and federal personnel to help with their recovery. Survivors may find their closest center by visiting FEMA.gov/DRC.

    Support for Tennessee

    FEMA has approved more than $9 million for disaster assistance for over 1,800 households. FEMA Disaster Survivor Assistance Teams are on the ground in neighborhoods across the affected counties helping survivors apply for FEMA assistance and connecting them with additional state, local, federal and voluntary agency resources.

    There are more than 39 Disaster Survivor Assistance members going into neighborhoods to connect with survivors without cell coverage or power.

    Voluntary Organizations

    Voluntary organizations are also providing personnel and resources to the hardest hit areas. The American Red Cross has hundreds of trained disaster workers providing comfort and operating shelters. Additionally, they are helping find loved ones through their helpline 1-800-RED-CROSS (1-800-733-2767) or by the Red Cross Hurricane Helene Reunification page where people can enter pertinent information about the person they’re looking for. If someone is missing a child related to this disaster or any other incident, they need to call 9-1-1 and then 1-800-THE-LOST to receive assistance from the National Center for Missing and Exploited Children. 

    FEMA remains steadfast in its mission to support survivors as they begin their recovery from these historic storms. The agency will continue to work with federal, state, and local partners to ensure the safety and well-being of those impacted by Milton and Helene.

    The Early Years

    1. A very good morning to all of you.
    2. SGO started as the Pioneer Generation Office (PGO), because there was the Pioneer Generation (PG) package. As Kiat How mentioned, PGO started off in a storeroom in Tampines. At that time, the headquarters of PGO was at Treasury Building. They were trying to recruit more ambassadors and staff, so they had many interviews. They went to Funan Shopping Mall, had many cups of coffee, tea and milo, and interviewed and recruited a lot of people. Through all that hard work, the team doubled to 100 pax by the end of 2014.
    3. In 2018, PGO expanded and merged with AIC and became part of the Ministry of Health (MOH), and was renamed the Silver Generation Office. In that process, the work also expanded. Beyond the Pioneer Generation, it also covered the younger seniors and rolled out the Merdeka Generation Package.

       

      Recognition of SGAs

    4. Our Silver Generation Ambassadors (SGAs) are the backbone of SGO, and their role involves a lot of hard work, going door to door. We planted seeds and laid the foundation, and today SGO has become a very big and powerful force and asset that we have on the ground.
    5. In the past, your work was a bit different. Your engagements were mostly through pen and paper. You had to bring stacks of engagement forms, brochures, and a file with lots of information to share details about the Pioneer Generation Package with seniors. Then you started showing a video of then-Prime Minister Lee Hsien Loong talking to seniors about the PG package. I was told some seniors waved back at him.
    6. Today, some things have improved, but by and large some things have not changed. The work is still the same. You are still walking door-to-door, walking up and down stairs, knocking on every door, and engaging seniors. That has not changed, it should not change, and will not change. Because that is fundamentally what you do – connecting people to people.
    7. Over the years, by doing so, you have helped to communicate and explain many national schemes and initiatives to our seniors. The seniors actually read a lot more newspapers and watch a lot more TV than young people. And yet, they really enjoy and appreciate it when you explain the policies to them, when there is face-to-face communication and the policy comes to life. You have helped countless seniors to benefit from the support that is available.
    8. Today we are recognising many SGAs for your hard work. Over 200 awards will be given out. We will be giving out 17 Exemplary Awards, 61 Platinum Awards, and 10 Family Awards on stage. The rest of the awards will be distributed off-stage. All in all, many thanks to 10 years of hard work! Thank you very much.

      Update on Age Well SG

    9. As SGO became part of AIC, the scope of your work expanded to all seniors aged 60 and above. Beyond the PG package, we then had me the Merdeka Generation (MG) Package and Majulah Package. Through the process, the nation, government and people started to have a focus on seniors. This is a group that is growing, and we need to take care of them. If we take care of them well, they are not a challenge, but an asset.
    10. Seniors can be young, healthy and active. I meet so many people who are in their 60s and 70s, who behave like they are so young. It is an inspiration. With proper policies and engagement, whether you are young or old, it is in the mind. Let’s not be bogged down in saying that we are always going to be an ageing society. We cannot stop ageing by age, but we can reverse ageing in spirit. Because of that, we have started to think of different policies that help the seniors.
    11. Healthier SG was conceived. Without PG, maybe there would not have been an inspiration to start Healthier SG. Without SGO, PG package and SGAs, I don’t think we would have thought of Age Well SG, which has everything to do with seniors. We need to connect the Active Ageing Centres’ (AAC) work together with the SGAs. SGAs have become an indispensable, important capability to support all our senior-related programmes, such as Age Well SG and Healthier SG.
    12. We have set up over 200 AACs. As I always say, it is not difficult to fill the four walls of an AAC with activities and regular visitors. But to be truly successful, it has to go beyond that. There has to be proper outreach to seniors living around the area, within your service boundary, and with many levels of engagement with all the seniors. Then you are successful. You can only achieve that if you knock enough doors. In fact, you have to knock on doors every day. Otherwise, you have no chance to succeed. The roles of SGAs and AACs are now symbiotic. One cannot do without the other.
    13. Today, let me report on the progress of Age Well SG. It has been one year since we rolled out this major programme with your help. We added 60 more AACs over the past one year. We now have 214 AACs, and our target is 220 by 2025.
    14. AACs have expanded activities and programmes well beyond the confines of their centres. It is now common to see AAC events held in public spaces, such as parks, coffee shops, void decks, sports centres and Residents’ Network (RN) centres. Activities are now much more broad ranging, way beyond Rummy-O. There are now carpentry work, community cooking and dining, all kinds of fitness programmes, gym tonic, excursions and learning classes. All these are now available at AACs, and there is a lot of innovation coming up on the ground.
    15. Engagement has greatly improved. I think our SGAs have really helped. In FY2021, each AAC engaged on average 17 seniors a day. In FY2023, this has gone up to 42, which is almost triple. This is also reflected in the activity participation numbers. In FY2021, the number of seniors who participated in AAC activities was 17,000. In FY2023, it was 80,000. We have multiplied our engagement by at least four times.
    16. We launched the Silver Guardian programme in April this year, also inspired by SGAs, to encourage more senior volunteerism in the AACs. We have now recruited, trained and deployed 800 volunteers, and are on track to reach our target of 2,400 Silver Guardians by 2028.
    17. As Mr Gerard Ee mentioned, we can do even better by having RN ambassadors. We have 6,000 SGAs. We can have a lot more senior volunteers all over Singapore, not necessarily SGAs. I think we can do much better than 6,000 SGA volunteers. We can multiply it by 100 times. We will have one million seniors by 2030. It is not unthinkable that out of one million seniors, 60% of them do some form of volunteer work, such as micro jobs, SGAs, or RN ambassadors and volunteers with social organisations. It is possible.

      New Initiatives

    18. We will further strengthen Age Well SG, with the help of SGAs. We are working on three new initiatives.
    19. First, we will continue to upgrade existing AACs. We announced earlier that we would set aside $800 million over five years (FY2024 to 2028) to support AACs for their programmes. To support their work further, we will now enhance this by $140 million, to upgrade the facilities of existing AACs.
    20. Second, we will strengthen outreach to seniors. This is the starting point of all our effective engagement with seniors and a successful senior engagement strategy. Today, one-third of our AACs manage to reach out to 30% of seniors. We see that as an effective engagement rate. This is a vast improvement from the previous year, but there is still much more room for improvement.
    21. We need to further expand outreach where we can, partly from SGAs, but more importantly, to bring in new volunteer groups. For example, the People’s Association volunteer groups and community Grassroots Leaders are important resources for us to tap on, and also corporate volunteers. More corporates want to volunteer, and they will get their staff to work in the community. If you engage them well, they are extremely reliable.
    22. SGAs, AACs and community volunteers will become tripartite partners on the ground, working closely together with each other, knocking on every door to engage seniors and attract them to AACs. Our hospital clusters will support health services in the AACs as well. With these three partners and outreach on the ground, I think we can have a successful strategy. MOH is working on the processes to facilitate this community tripartite partnership.
    23. On the ground, when we try to work with each other, we always say we cannot share information due to the Personal Data Protection Act (PDPA). This is actually not true. When you dig deep enough, it is possible to have a collaborative working relationship. We have worked out the processes and will roll that out, starting with Sembawang. I think it will work. Once it is successful, and no doubt it will, it will be at a community near you.
    24. Third, we will improve the home care system. This includes the Enhanced Home Personal Care service which provides more tailored support to seniors, even those with higher care needs. Essentially, we have home care staff closer to the client’s home, who will be able to respond faster. This model has shown promising results and MOH is planning to mainstream this service island-wide by end of next year.
    25. As the range of services and number of providers grow, we need to better coordinate care. AIC has taken the lead to work with providers to deliver coordinated care with a single contact point, care assessment and care plan for seniors. It is not an easy task, as we have many providers on the ground in certain constituencies and divisions. AIC will do their best to coordinate care. Our vision is to have one contact point, one assessment and one care plan for every senior, even though we have many service providers.
    26. Our community partners are supportive. We are working towards implementing this across Singapore by 2026. By end of this year, we will start to seek out interested players to operate in a few locations that are currently green fields and have no providers. They can start off with very coordinated services on the ground. For other areas with incumbent providers, they will work out arrangements to come together as a coordinated unit to realise this vision and ambition. I understand there is a lot of work ahead, but it is a meaningful undertaking to serve our seniors better.

       

      The Meaning of Volunteerism

    27.  Every one of you became an SGA because of the spirit of volunteerism. What is the benefit of volunteerism? I think there are at least three. One, to help others. I am the Chairman of the Chinese Development Assistance Council (CDAC). Sometimes, young people come to us to say that they want to volunteer, and they have plans. They want to do a seminar, fundraising or help the environment. It is good for young people to have that sense to want to contribute to society. But I always tell them to start by helping one person. In CDAC, there is a programme where if you are a young volunteer, you can mentor a child of a challenging, vulnerable background. So to help others is one major motivation to volunteer.
    28. The second is to help yourself. There are also many young people who come to my Meet-the-People sessions to do volunteer work. Many of them tell me that before they came, they thought they had a lot of problems. After seeing all the difficult cases, their problems are not big at all. In this generation where there is a lot more challenging mental health issues, for many people, helping others is to help yourself.
    29. Finally, I will say volunteerism makes you young and healthy. I have seen it with my own eyes. Volunteers are often very young-spirited and enthusiastic. There is a lot of research and literature that show that if you keep yourself busy even after retiring, just by volunteering in the community, you feel that you are still contributing to society as a useful person. That is the most important driver of good health, so keep that going. We would rather a senior be a volunteer and become part of the solution today, than not volunteer or exercise, become sick and a problem tomorrow. Be a solution today, rather than a problem tomorrow.
    30. We talked about planting seeds, starting off with the PG package and a small group of volunteers who were PG ambassadors. Those were the seeds for a much larger strategy and national effort to keep our seniors healthy. Keep on planting seeds, growing the trees and working. We will support you where we can. We assure you that you are making a huge difference to Singapore and our seniors. Thank you.

    The next generation of British industry has been fired-up and readied to reignite our industrial heartlands and kickstart economic growth, as the Government launches the first Industrial Strategy in seven years. 

    Business and Trade Secretary Jonathan Reynolds and the Chancellor of the Exchequer Rachel Reeves have published a green paper to kickstart delivery of the Government’s modern Industrial Strategy. The strategy will drive long-term growth in key sectors that is sustainable, resilient and distributed across the country.   

    Announcing the eight growth sectors will be the focus of the Strategy, alongside naming the new Industrial Strategy Advisory Council’s chair, the Business Secretary has promised to ‘give investors a ten year plan to choose Britain’.  

    The key sectors the government will focus its modern Industrial Strategy are on advanced manufacturing; clean energy industries, creative industries; defence; digital and technologies; financial services; life sciences; and professional and business services. 

    The green paper, which will be published on the day of the International Investment Summit, will bring together UK leaders, high-profile investors and businesses from across the world. There, Reynolds is expected to tell delegates the Industrial Strategy will put Britain back on the global stage and help attract investment into the most productive parts of the UK economy.  

    Business and Trade Secretary Jonathan Reynolds MP said: 

    Our modern Industrial Strategy will hardwire stability for investors and give them the confidence to plan not just for the next year, but for the next 10 years and beyond.  

    This is the next step in our pro worker, pro business plan which will see investors and workers alike get the security and stability they need to succeed.

    Clare Barclay, CEO of Microsoft UK, will chair the Industrial Strategy Advisory Council. The Council will inform the development of the Industrial Strategy through its expertise and latest evidence, working with business, trade unions, devolved governments, local leaders, academia and stakeholders.  

    In the King’s speech the Government committed to putting the Council on a statutory footing – giving it powers and responsibilities and ensuring it will be permanent and independent.  

    Ahead of establishing a statutory body, we are introducing an interim advisory Council. The first Council meeting and announcement of full membership is expected in the coming weeks.   

    Microsoft UK CEO Clare Barclay said: 

    As Chair of the Industrial Strategy Advisory Council, I will ensure the Council provides a clear and strong voice on behalf of business, nations, regions, and trade unions, as we invest for the future to ensure that our prosperity is underpinned by robust growth in key sectors right across the country. 

    Whilst we fully embrace the industries of today, we must also have a clear plan for future growth, and the Advisory Council will play a central role in shaping and delivering this plan.

    The government has also identified eight growth-driving sectors for the Industrial Strategy, focusing on sectors the UK excels in today and will excel tomorrow.  

    Over the last 25 years, the top 30% of sectors ranked by productivity in 1997 were responsible for generating roughly 60% of the economy’s entire productivity growth. That’s why our Industrial Strategy will channel support to sectors and geographical clusters that have the highest growth potential for the next decade. 

    Our strategy will create a pro-business environment to capture a greater share of internationally mobile investment in strategic sectors and motivate domestic business to boost their investment and scale up their growth. 

    Businesses up and down the country will also be invited to respond to the Industrial Strategy Green Paper, which will be published tomorrow.  

    The consultation will provide stakeholders with the opportunity to inform the Strategy’s continued development and ensure it delivers tangible impact to people and communities right across the UK.  

    Views are sought from business, international investors, unions and any other interested parties, on the overall vision, approach to growth sectors and the policy levers needed to drive investment.   

    Make UK CEO Stephen Phipson said: 

    We live in a world which is massively different to a decade ago and simply leaving the economy and, industrial strategy, to the free market is an ideology which is long past its sell by date. This is a welcome first step in addressing the achilles heel of the economy which has left the UK an outlier among advanced countries. It sets out a clarity of vision for how the resources of Government and, in particular, each department can be convened towards a single objective of long term growth across all regions.  

    With the welcome announcement of the Industrial Strategy Advisory Council Chair and, the Council being put on a statutory footing, industry will no longer fear the constant chop and change in policy we have seen over the last decade or so and can focus on the long term – it is important that the Government is delivering on its promises.

    For businesses to invest and thrive they need confidence in their supply chains. The taskforce will ensure that government works with business to address these risks, building the conditions required to deliver secure growth. 

    We want the UK to be a prime investment opportunity for business. The Industrial Strategy, and the Industrial Strategy Advisory Council, will be key to giving investors the solid foundation on which to build.

  • MIL-OSI Russia: Artificial Intelligence in Healthcare Across the UAE, China, Pakistan, and Saudi Arabia: Diverse Adoption Rates, Consistent Outcomes

    The integration of artificial intelligence (AI) in healthcare is transforming medical practices worldwide by significantly reducing patient care wait times and reducing physician’s workload. This was a key topic at the international session of the Russian Diagnostic Summit, where representatives from the UAE, China, Pakistan, and Saudi Arabia shared insights into their AI initiatives in radiology. Despite the differing speed of AI adoption, the outcomes in each country have been strikingly similar.

     During the session, experts from these nations discussed their experiences with AI in medical imaging. China is prioritizing the standardization and regulation of AI technologies in healthcare, while the UAE is advancing the use of AI in ultrasound. Saudi Arabia is leveraging remote CT and MRI scanning to address healthcare access challenges in rural areas. Russia, meanwhile, has developed the Unified Radiology Information Service, which centralizes patient records, providing physicians with real-time access to diagnostic data.

    This innovative system drew the attention of international delegates, who expressed interest in adopting similar solutions in their countries. As Yuri Vasilev, Senior Consultant for Radiology and Instrumental Diagnostics of the Moscow Healthcare Department, stated, AI’s implementation across all participating countries has led to faster patient care and reduced physician workload.

     In his presentation on musculoskeletal diagnostics, Dr. Abdulla Alremaithi, President of the Radiology Society of Emirates, highlighted that AI has reduced scanning times by 88% and improved image quality in the UAE.

     Peijun Wang, Professor and Vice Chairman of the Chinese Society of Radiology, outlined China’s comprehensive efforts to regulate and validate AI-enabled medical devices. As of 2022, China had issued 22 regulatory documents, and by 2023, 62 companies were involved in developing AI-driven medical imaging tools, with 45 products supporting the diagnosis of a wide range of conditions, including tumors, cardiovascular diseases, chest illnesses, and fractures.

     In Saudi Arabia, Dr.Mashael Alrujaiba, a board member of the Radiological Society of Saudi Arabia, discussed how remote diagnostic technologies, such as CT and MRI scans, are improving access to healthcare for patients in rural regions.

     Shazia Khan, Professor of Radiology from Pakistan, emphasized the impact of AI on workflow efficiency, citing the automation of measurements as a key advantage.

     The Russian Diagnostic Summit saw participation from over 13,000 attendees, including representatives from all regions of Russia and delegations from 28 countries, such as Abkhazia, Turkey, Serbia, Israel, India, and Syria. The event featured 236 scientific and educational sessions, held across 21 conference halls, including forums, seminars, roundtable discussions, and masterclasses. More than 800 leading professionals presented, and over 230 companies exhibited their latest technological innovations at the Diagnopolis exhibition.

    DLNR TRANSFERS 34 HAWAI‘I ISLAND LEASES AND REVOCABLE PERMITS TO DOA

    Continuance of Act 90 Requirements

     

    (HONOLULU) – At its meeting today, the state Board of Land and Natural Resources (BLNR) approved transferring more than 7,000 acres of land on Hawai‘i Island from DLNR jurisdiction to the Hawai‘i Dept. of Agriculture (DOA).

    The nine leases and 25 revocable permits represent a continuation of the transfers under Act 90. Passed by the legislature in 2003, the act is to “ensure the long-term productive use of public lands available to be leased by the DLNR for agricultural purposes by allowing those lands to be transferred to and managed by DOA.”   

    This process under Act 90, ensures that both BLNR and Board of Agriculture agree on which parcels of parcels of land are appropriate to be transferred from DLNR  to DOA. 

    “We have appreciated the collaborative process of Act 90 to ensure that there is a balanced approach between supporting sustainable ag and protection and preservation of important public lands for forestry management, watershed protection, recreational trail access, and hunting,” stated Chair Dawn Chang.

     Previously, DLNR had processed executive orders setting aside approximately 24,528 acres to DOA. Last year, the BLNR and the state Board of Agriculture approved an additional 24,767 acres in Kau under lease and revocable permit to Kapapala Ranch for transfer to DOA, but surveys and subdivision are needed before an executive order can be completed for the transfer. In addition, late last year, the Board of Agriculture approved acceptance of 21,672 acres. Under the terms of Act 90, more than 70,000 acres of ag land has been transferred, or approved for transfer, so far. 

    In the latest transfer, most of the land is in pasture, with two parcels described as being utilized for “intensive agriculture.” Five acres will be under a revocable permit to Volcano Island Honey Co. for an apiary. The largest transfer, this time around, is to Parker Ranch, with approximately 4,529 acres of pastureland.

    The DLNR Division of Forestry and Wildlife (DOFAW) indicates it needs to establish public or management access over nine additional leases and permits before those lands are transferred to DOA. Those leases and permits will require further coordination with DOFAW on the location of access points before staff can make a recommendation to the BLNR. 

    Comments on the land transfers were solicited from state, county, and federal agencies and no objections or responses were received. In the event the lands are no longer needed for agricultural purposes, the set-asides will be cancelled or amended as appropriate, and those lands will be returned to the DLNR inventory.

    (HONOLULU) – Today, the state Board of Land and Natural Resources (BLNR) agreed to set aside nearly 11 acres of DLNR land in Waimānalo for a kauhale housing project.

     

    A community homeless shelter known as Hui Mahi‘ai ‘Āina has been operating at the site since 2020 without BLNR approval. However, the DLNR expressed a willingness to have nonprofit entities engage in helping occupants obtain proper authorization to be on the land.

     

    The department’s primary concern was that the current collection of small single-, double- and family shelters lie in a flood zone. After a topographical study, discussions with Aunty Blanche McMillan who currently provides housing for 80 people, the aio Foundation which will build out the new location, as well as state and county authorities, it was determined that another portion of the same property is elevated enough to allow for the residential development and the remainder of the property would be used for agricultural uses to support the community village.

     

    “The department is in full support of this project. Under the collaboration with aio Foundation, DLNR was reassured that our concerns were addressed. More importantly, when I visited Aunty Blanche’s Hui Mahi‘ai ‘Āina in Waimānalo, I was moved by the sense of community the residents felt for each other, for the place and for themselves,” stated DLNR Chair Dawn Chang.

     

    With the set-aside, the Statewide Office on Homelessness and Housing Solutions (SOHHS), along with the nonprofit aio Foundation is planning to build a community village for homeless individuals off ʻOluʻolu and Hilu Streets.

     

    The proposed project will have 32 single units, 18 double rooms, six family units, and two units for cancer patients. The 58 units will have shared kitchen and bathroom facilities, a laundry room, and classrooms.

     

    In its BLNR submittal, the DLNR Land Division noted, “aio Foundation has experience in this type of development involving public and private partnership with its development and operation of Kahauiki Village near the Daniel K. Inouye International Airport. It is a 144-unit community, housing nearly 700 adults and children.

     

    That property is under a set-aside to the City and County of Honolulu, which in turn issues a lease to the aio Foundation. The same approach is planned for the Waimānalo parcel in which the aio Foundation plans to obtain a lease from SOHSS. The BLNR will have to consent to the lease at a future meeting when more specific terms and conditions are available.

     

    Chapter 343 Environmental Assessment of the project was suspended by a Governor’s Proclamation, dated Jan. 23, 2023, to the extent necessary to expedite the provision of housing for homeless persons.

     

    Aunty Blanche, as she is affectionately known as by the dozens of people she’s helped over the past five years, is excited about the future. The land which currently has structures will be fully converted to food production for the community. She expects construction of new tiny homes on the parcel approved by the BLNR will take about a year.

     

    “Sharing and how to give back and how to love our people,” she said, is the most important thing. “Taking care of the houseless, our kūpuna, and even sick folks with stage 4 cancer is my style. I love it and I love teaching other people how to care. I believe that everything is going to fall in place,” McMillen added.

    NEW VIDEOS EXPLORE CULTURAL PRACTICE WITH NATURAL RESOURCES

    DLNR’s ʻIke Kaiāulu series interviews local experts to share their knowledge

    (HONOLULU) – Our natural resources in Hawaiʻi are inextricably connected to the communities that rely upon and care for those resources. The “ʻIke Kaiāulu,” or “Community Knowledge,” video series, produced by education teams within the DLNR Division of Forestry and Wildlife (DOFAW) and Division of Aquatic Resources (DAR), seeks to tap into an understanding of this rich history of caring for ‘āina and kai.

    The series premiered in 2023 with four videos sharing community knowledge related to limu, wood carving, lāʻau lapaʻau (medicinal plant use), and caring for special places like Kaʻena Point.

    Four new videos were recently added to the series, featuring experts with knowledge to share across a variety of practices: 

    • Kumu Hulu Mele Kahalepuna Chun explores her family’s history with Hawaiian featherwork and its relationship to the health of forest birds in Hawaiʻi
    • Paepae o Heʻeia Executive Director Hiʻilei Kawelo shares her experiences with loko iʻa (fishponds) and their connection to mauka and makai ecosystem health
    • ʻŌpelu fisherman Chuck Kealoha Leslie discusses his knowledge of net making and his hopes for the future of fishing in Hawaiʻi
    • Dr. Kawika Winter, Director of the Heʻeia National Estuarine Research Reserve, discusses biocultural restoration and the importance of centering indigenous ways of thinking in ecosystem management.

    While sharing knowledge from different fields, the interviewees expressed common themes. Each of the four experts talked about their knowledge coming from parents, grandparents, or other kūpuna and the importance of passing on that knowledge to younger generations.

    Mele Kahalepuna Chun said that passing along the knowledge provided by her tūtū and her mother was not a job, but a kuleana. “What I want to say to our keiki is to make sure it lives. Just holomua: keep it going.” 

    Another common theme was the endurance of cultural practices in communities. “The relationships we have within the ahupuaʻa, that’s what makes the magic happen,” said Hiʻilei Kawelo. On the topic of featherwork, Kahalepuna Chun added that her tūtū was often asked, “‘Isn’t this a dying art?’ She’d say no, not as long as I can help it.”

    Interviewees also shared hope for the future of their particular areas of expertise. Chuck Kealoha Leslie shared that he wanted keiki to know how we did things in the old ways, and then they can make it their own. He added, “If they want to do fishing, make fishing their life and make it joyful.”

    Dr. Kawika Winter articulated his views of cultural practice as part of management and life in Hawaiʻi, saying, “We’ve been here a long time, we’re going to continue being here a long time.” On the importance of sharing experience and knowledge, he added, “So many of the elders who came before me have said that Hawaiʻi has the answers that will help heal the world.”

    NEW INTERIM RULE CONTINUES RESTRICTIONS ON THE MOVEMENT OF PALM PLANTS AND ORGANIC MATERIAL THAT MAY CONTAIN COCONUT RHINOCEROS BEETLES

     

    HONOLULU – The Hawai‘i Department of Agriculture (HDOA) today established a new interim rule to help stop the movement of the coconut rhinoceros beetle (CRB) from designated CRB-infested areas to non-infested areas in the state. Today, the Advisory Committee on Plants and Animals recommended approval of a new interim rule that restricts the movement of palm plants; decomposing plant material, such as compost, wood or tree chips; mulch; potting soil; and other landscaping products that may harbor CRB, from infested areas to non-infested areas. In addition, the interim rule restricts the movement of palm plants higher than four feet in height, which will enable closer inspection of palm crowns where CRB are most likely to bore into a tree. The interim rule designates the island of O‘ahu as a CRB-infested area and is subsequent to other interim rules that were issued in June 2022 and October 2023.

     

    The interim rule was signed today by HDOA Chairperson Sharon Hurd and is effective immediately. It is valid for one year, while HDOA finalizes a permanent rule which is slated to be considered by the Hawai‘i Board of Agriculture later this month.

     

    Any individual, company, or organization that violates the rule will be charged with a misdemeanor and fined not less than $100 and up to $10,000. Penalties for a second offense committed within five years will require the violator to pay for the cost of clean-up and decontamination fees to remove contaminated materials, as well as the cost to fully eradicate any CRB infestations caused by the violation. Repeat violators will be fined not less than $500 and up to $25,000.

    HDOA’s Plant Quarantine Branch inspectors at all island ports are concentrating efforts on inspections of potential CRB host material transported between islands.

    Residents on all islands are asked to be vigilant when purchasing mulch, compost and soil products, and to inspect bags for evidence of entry holes. An adult beetle is about two inches long, all black and has a single horn on its head. CRB grubs live in decomposing plant and animal waste. Adult CRB prefer to feed on coconut and other larger palms and are a major threat to the health of these plants.

     

    Residents may go to the CRB Response website at:  https://www.crbhawaii.org/ to learn more about how to detect the signs of CRB damage and how to identify CRB life stages. Reports of possible CRB infestation may also be made to the state’s toll-free Pest Hotline at 808-643-PEST (7378).

     

    Surveillance for CRB has been ongoing on all neighbor islands, including pheromone traps at airports, harbors and other strategic locations. The traps are used for early detection of CRB infestations and are being monitored by HDOA, island Invasive Species Committees and the University of Hawai‘i.

     

    The CRB is a large scarab beetle that was first detected on O‘ahu in 2013. The beetle has since been detected in many neighborhoods on O‘ahu, In May 2023, CRB was detected on Kaua‘i and collaborative eradication efforts continue on the island. On Hawai‘i Island, CRB was detected in a palm tree stump Waikoloa in October 2023 and a single CRB was found dead in a trap last month in that same area. CRB grubs were found in Kīhei, Maui, in November 2023, but have not been detected on the island since.

     

    CRB is a serious pest of palm trees, primarily coconut palms, as the adult beetles bore into the crowns of the palms to feed on the trees’ sap. New unopened fronds are damaged in this way and when fully opened, may break and fall unexpectedly. If CRB kill or damage the growing point of the palm, the tree may die. Secondary fungal or bacterial pathogens may also attack the wounds caused by CRB, thereby killing the tree as well. Tree mortality after CRB attack has been reported to be anywhere from 10 percent to 50 percent. Dead trees then become a safety hazard as they may fall unexpectedly after the trunk rots, potentially resulting in bodily injury or property damage.

    CRB is a major pest of palms in India, the Philippines, Palau, Fiji, Wallis and Futuna, Nukunono, American and Western Samoa and Guam. It is still not known exactly how the beetles arrived in Hawai‘i.

    While presenting the Indo-US Endowment awards to 17 winning teams, Union Minister of State (Independent Charge) for Science and Technology, MoS (I/C) for Earth Sciences, MoS PMO, Department of Atomic Energy, Department of Space, Personnel, Public Grievances and Pensions, Dr Jitendra Singh emphasized AI enabled collaboration between the two countries.

    The Department of Science & Technology and the USA are working together to elevate and expand the Indo-US strategic technology partnership and to connect scientists from both the countries to collaborate on emerging technologies such as AI and smart connected cities, said Dr Jitendra Singh.

    The Minister was speaking at the United States – India Science & Technology Endowment Fund (USISTEF) award function here, in which United States Ambassador Eric Garcetti also participated. These awards are given in the field of Critical and Emerging Technology.

     

    Dr Jitendra Singh congratulated all the 17 winning teams who have been given the opportunity to work together to develop AI-enabled technologies, decision support system, GPT-powered AI, development of technologies for quantum communication, robust quantum sensors under themes of Artificial Intelligence and Quantum Technologies.

    Dr Jitendra Singh said, “I am happy to say that as a part of the U.S.-India initiative on Critical and Emerging Technology (iCET), new implementing agreements have been executed between the science agencies to expand international collaboration in a range of areas to build a robust innovation ecosystem. The DST – National Science Foundation joint call in the areas of (i) Computer and Information Science and Engineering, (ii) Cyber-Physical Systems and (iii) Secure and Trustworthy Cyberspace has resulted in the award of 11 high pitch proposals.”

     

    India and the US are at the pivotal point with the technologies shaping up for the future like Artificial Intelligence, Advanced manufacturing, block chain, green energy, quantum computing, getting ready to make one of the biggest technology transformations of the century.

    Appreciating the leadership of Prime Minister Shri Narendra Modi, he said, Government of India is creating an enabling innovation ecosystem with recent reforms like design linked incentives for semiconductors, PLI schemes for automobiles, drone policy and removing barriers through initiatives like faceless assessment.

    Advancing the Research and Innovation Value chain and fostering the culture of innovation and entrepreneurship in young minds has witnessed a phenomenal growth in India, said Dr Jitendra Singh, as evident from the Start-Up ecosystem gathering speed, scale and momentum. From 350 odd start-ups in 2014, the number swelled to over 1,40,000 Start-Ups. India is also home to over 110 Unicorns where 23 of them emerged only last year, which is a sign of India’s rapid upward ride on STI (Science, Technology & Innovation) ladder.

    Governments of both the countries established the USISTEF in 2009 for supporting promising joint US India entrepreneurial initiatives on co-developing products or technologies that are beyond the ideation stage. Over the years, the program has had a significant impact, both in terms of the development of new products and technologies and in seeding new sustainable collaborations between US and India inventors.

    The PM GatiShakti National Master Plan (NMP) for muti-modal connectivity, launched by Hon’ble Prime Minister Shri Narendra Modi on 13th October 2021, completes three years today having achieved significant milestones in transforming the country’s infrastructure landscape.

    On this occasion, the Union Commerce and Industry Minister, Shri Piyush Goyal said, “PM GatiShakti has brought about a paradigm shift in how India plans and implements infrastructure projects. By integrating data from multiple Ministries and States, we have created a more efficient, transparent, and outcome-driven system. The impact is visible in faster project execution, lower logistics costs, and better services reaching every corner of the country.”

    According to Secretary DPIIT, Shri Amardeep Singh Bhatia, “PM GatiShakti NMP launched as the transformative approach 3 years ago by Hon’ble Prime Minister, has accelerated the infrastructure planning & development process leveraging geospatial technology and the Whole of the Government approach. During the last three years, more than 44 Central Ministries and 36 States/UTs have been onboarded, their data layers have been integrated and are provided with their own geospatial planning portal.”

    With its vision to bring synergy across Ministries/Departments, and States/UTs, the PM GatiShakti has successfully laid the groundwork for seamless, multi-modal connectivity and accelerated economic growth. The PM GatiShakti has redefined how India plans and executes large-scale infrastructure projects. By harnessing geospatial data from 44 Central Ministries and 36 States/UTs, the platform has significantly improved inter-ministerial coordination and streamlined project execution.

    Key Achievements:

    On boarding Whole of the Government on the Single platform

    PM GatiShakti has integrated 44 Central Ministries and 36 States/UTs with more than 1600 data layers, making it a crucial tool for planning and executing infrastructure projects. To date, over 200 big-ticket infrastructure projects have been evaluated by the Networking Planning Group (NPG) from the perspective of the principles of the PM GatiShakti viz. integrated planning & development of multimodal infrastructure, last-mile connectivity to economic and social nodes, intermodal connectivity, enhance logistics efficiency and synchronised implementation of projects.

    Social Sector Impact: Extending the PM GatiShakti to the Social Sector Ministries, the focus is on increasing the usage of the PM GatiShakti for social development, identifying social gaps (schools, hospitals, anganwadis) using, and developing applications and planning tools for capturing data. This has enabled better infrastructure planning in essential areas such as primary healthcare, education, postal services, and tribal development, ensuring that even remote and underserved areas are part of India’s infrastructure growth story.

    PM GatiShakti State Master Plans (SMPs): All 36 States/UTs have developed the PM GatiShakti State Master Plan (SMP) portals, aligned with the PM GatiShakti National Master Plan platform to synchronise infrastructure assets and enhance regional development. This unified approach has helped States streamline their capital investment for accelerating infrastructure development. Over 533 projects have been mapped by States/UTs on the PM GatiShakti portal.

    EXIM and Trade Facilitation: Aligned with the National Logistics Policy (NLP), the PM GatiShakti has been instrumental in addressing critical infrastructure gaps, reducing logistics costs, and improving India’s logistics performance. According to the World Bank’s ‘Logistics Performance Index Report (2023) India’s rank (38) has improved by six places from 44 in 2018.

    Regional Workshops and Stakeholder Engagement: Following the spirit of cooperative federalism, over the last three years, five regional workshops have been conducted, covering all 36 States/UTs to facilitate knowledge sharing, best practices, and project demonstration by Central and States Governments. These engagements have played a key role in strengthening local adoption and ownership of the GatiShakti framework.

    Driving Sustainable, Data-Driven Development: The PM GatiShakti’s data-driven approach is powered by GIS-based tools and a real-time monitoring system that enables faster and more informed decision-making. The platform ensures that projects are aligned with national priorities and completed on time, minimising delays and reducing cost overruns. This integration is key to meeting India’s Net Zero by 2070 commitments, as the platform promotes the use of green infrastructure and sustainable logistics solutions.

    Training and Capacity Building: As the PM GatiShakti is a new initiative with an advanced GIS platform, DPIIT has undertaken the task to train officials for build their capacities. The PM GatiShakti National Master Plan (PMGS NMP) has seen significant progress in capacity building through the institution of courses and workshops. A course on the PM GatiShakti, available on the iGoT platform, has already been completed by over 20,000 officials. Additionally, all Central Training Institutes (CTIs) have integrated a course module on the PM GatiShakti into their regular officers’ training curriculum. The resource persons and master trainers from DPIIT and BISAG-N conduct regular sessions on the PM GatiShakti across various CTIs and ATIs, including institutions like Lal Bahadur Shastri National Academy of Administration (LBSNAA), Sardar Vallabhbhai Patel National Police Academy (SVPNPA), and Sushma Swaraj Institute of Foreign Service (SSIFS). There have also been approximately 150 interactive training sessions on the PM GatiShakti with Ministries/Departments, and States/UTs, engaging over 1,000 officials.

    Extending PMGS to the Districts: As India moves forward, the PM GatiShakti is expected to continuously evolve to keep playing a pivotal role in expanding multi-modal infrastructure, developing Smart Cities, and enhancing the country’s industrial capabilities through Industrial Corridors and Mega Investment Regions. Building upon the vision of the PM GatiShakti National Master Plan and the significant usage demonstrated by Central Ministries/Departments as well as States/UTs, a PM GatiShakti District Master Plan (PMGS DMP) portal is being developed with technical support of BISAG-N (Bhaskaracharya National Institute for Space Applications and Geoinformatics) for collaborative planning at the District level by State/District authorities. The NMP platform’s emphasis on cross-sectoral cooperation and emerging technologies such as AI and IoT will further revolutionise infrastructure management and planning.

    Taking PMGS to international level and for promoting the use of  PM GatiShakti and Geospatial technology in the integrated planning of infrastructure, diplomatic engagements are underway with countries in the neighbourhood and other developing countries like Nepal, Bangladesh, Sri Lanka, Madagascar, Senegal and Gambia.

    The government is also considering providing access to non-government users for the data (non-sensitive and shareable) relevant to the planning of the infrastructure and developmental activities by the sector. Such access to the data shall be provided in the most secure manner.

    As India celebrates three years of the PM Gati Shakti, the initiative continues to fulfil its promise of creating a modern, interconnected infrastructure network that is key to India’s Atmanirbhar Bharat vision.

    The introduction of artificial intelligence (AI) into healthcare is transforming medical practices around the world, significantly reducing patient waiting times and reducing the workload of doctors. This was the key topic at the international session of the Russian Diagnostic Summit, where representatives from the UAE, China, Pakistan and Saudi Arabia spoke about their initiatives to introduce AI in radiology.

    Despite the different speeds of AI adoption, the results in each country were strikingly similar. During the session, experts from these countries shared their experiences with AI in medical imaging. China is prioritizing standardization and regulation of AI technologies in healthcare, while the UAE is advancing the use of AI in ultrasound diagnostics.

    Saudi Arabia uses remote CT and MRI scanning to address access to healthcare in rural areas, while Russia has developed a Unified Radiological Information Service that centralizes patient records, giving doctors access to diagnostic data in real time.

    This innovative system attracted the attention of international delegates, who expressed interest in implementing similar solutions in their countries. According to Yuri Vasiliev, Senior Consultant for Radiology and Instrumental Diagnostics at the Moscow Department of Health, the implementation of AI in all participating countries has led to faster patient care and a reduced workload for doctors.

    In his presentation on musculoskeletal diagnostics, Dr. Abdulla Alremaithi, President of the Emirates Radiological Society, highlighted that in the UAE, AI has reduced scanning times by 88% and improved image quality.

    Peijun Wang, professor and vice chairman of the Chinese Society of Radiology, spoke about China’s comprehensive efforts to regulate and validate AI-enabled medical devices. As of 2022, China had issued 22 regulations, and by 2023, 62 companies were involved in the development of AI-based medical imaging tools, with 45 products supporting the diagnosis of a wide range of diseases, including tumors, cardiovascular diseases, chest diseases, and fractures.

    In Saudi Arabia, Dr. Mashael Alrujaiba, board member of the Saudi Arabian Radiological Society, spoke about how remote diagnostic technologies such as CT and MRI are improving access to healthcare for patients in rural areas.

    Shazia Khan, a professor of radiology from Pakistan, highlighted the impact of AI on workflow efficiency, citing automation of measurements as one of the key benefits.

    The Russian Diagnostic Summit was attended by over 13,000 people, including representatives from all regions of Russia and delegations from 28 countries, such as Abkhazia, Turkey, Serbia, Israel, India and Syria.

    The event featured 236 scientific and educational sessions in 21 conference halls, including forums, seminars, round tables and master classes. More than 800 leading experts presented their reports, and more than 230 companies presented their latest technological innovations at the Diagnopolis exhibition.

    VIENTIANE, Oct. 13 — Chinese Premier Li Qiang paid an official visit to the Lao People’s Democratic Republic from Friday to Saturday after attending the leaders’ meetings on East Asia cooperation here, stressing to continue to deepen practical cooperation with Laos.

    Li, together with Lao Prime Minister Sonexay Siphandone, attended the inauguration ceremony of the China-aided Mahosot General Hospital building here on Saturday. Speaking at the ceremony, Li extended warm congratulations on the successful completion of the project, highlighting the hospital as the largest in scale, most comprehensive in functions, and best equipped modern comprehensive hospital and medical teaching base in Laos.

    As a flagship overseas project under the China-proposed Belt and Road Initiative, the Mahosot Hospital has played an important role in improving medical conditions and safeguarding the health of the Lao people.

    Vilaphan Keokuman, deputy chief of the ear, nose, and throat department at Mahosot Hospital, said: “The brand-new building, modern facilities and equipment of the hospital, as well as its capacity to accommodate more patients, provide us with greater convenience.”

    Premier Li emphasized in his speech at the ceremony that in recent years, the two countries have closely focused on building a community with a shared future with high standards, high quality, and high level, strengthened the synergy of development strategies, continued to deepen practical cooperation, and worked hard to complete a number of important infrastructure projects, injecting strong impetus into the economic development and improvement of people’s livelihood in both countries.

    During his meeting with Thongloun Sisoulith, general secretary of the Lao People’s Revolutionary Party Central Committee and Lao president, Li said China and Laos should enhance practical cooperation in trade, investment, production capacity, electricity, minerals and other fields, calling on both sides to further tap potentials, give full play to the driving-effect of the China-Laos Railway, and push for more visible results in all-around cooperation.

    While talking with Sonexay, Li pointed out that China is ready to work with Laos to speed up the development along the China-Laos Railway and juxtaposed border control, and strengthen cooperation in new energy, advanced manufacturing, digital economy and artificial intelligence, among other fields.

    Launched in December 2021, the China-Laos Railway, which serves as Laos’ first modern railway, has facilitated the transportation of over 10 million tonnes of goods valued at approximately 5.74 billion U.S. dollars as of September 2024, according to local authorities.

    During Li’s visit, China and Laos released a joint statement focused on mutually beneficial cooperation of higher quality.

    In the statement, the two sides agreed to continue to strengthen practical cooperation under the framework of strategic alignment between China’s Belt and Road Initiative and Laos’ strategy to “convert the landlocked country into a land-linked hub”, and jointly implement the outline of the Belt and Road cooperation plan between the two countries.

    Currently, China is the largest foreign investor in Laos, and Laos sees huge potential for further deepening cooperation with China across various fields including the export of agricultural products, the import of electric vehicles and trucks, tourism, hotels and restaurants, and electricity, mining, and solar energy.

    Analysts said that both China and Laos are poised to take Premier Li’s visit, alongside the 15th anniversary of the China-Laos comprehensive strategic cooperative partnership, as pivotal moments to further deepen bilateral cooperation.

    Lu Guangsheng, a professor at Yunnan University’s Institute of International Relations, said China and ASEAN, including Laos, have strong industrial complementarity.

    “China requires new drivers from Laos, while Laos looks to China for industrial support,” he remarked, suggesting that this mutual dependence will foster constructive strategies for promoting high-level openness and advancing the shared vision for a community with a shared future for humanity.

  • MIL-OSI China: China’s generative AI service users surpasses 600 million

    China has more than 600 million registered users for generative artificial intelligence (AI) services, the Ministry of Industry and Information Technology (MIIT) said on Saturday.

    Zhao Zhiguo, chief engineer at the MIIT, highlighted the continuous expansion of the country’s core AI industry, with over 4,500 companies now operating in the sector.

    Currently, nearly 200 generative AI service models are registered and available to the public, said Zhao.

    He noted that it is essential to enhance the capacity of AI infrastructure for public services and establish accessible, adaptable and highly available AI development platforms to accelerate the training, optimization and large-scale application of AI models.

    Efforts are also needed to enhance the supply capability of computing power facilities and build a unified national computing system, thereby increasing the share of intelligent computing resources, said Zhao.

    The country’s telecommunications operator, China Mobile, launched an evaluation standard on general AI large models on the same day together with China Electronics Standardization Institute and 16 key enterprises, providing a reference for companies to select high-quality AI models.

    The standard, driven by actual demand from key industries, focuses on six dimensions, namely functionality, accuracy, reliability, safety, interactivity and applicability, to comprehensively assess the core competence in the application of large models.

    Battery electric vehicle sales in Australia have flattened in recent months. The latest data reveal a sharp 27.2% year-on-year decline (overall new vehicle sales were down 9.7%) in September. Tesla Model Y and Model 3 cars had an even steeper drop of nearly 50%.

    Sales also fell in August (by 18.5%) and July (1.5%). There’s a clear downward trend.

    Before this downturn, electric vehicle sales had been rising steadily, supported by increased choices and government incentives. In early 2024, year-to-date sales continued to grow compared to the same period in 2023. Then, in April, electric vehicle sales fell for the first time in more than two years.

    Australia isn’t simply mirroring a broader global trend. It’s true sales have slowed in parts of Europe and the United States — often due to reduced incentives. But strong sales growth continues in other regions, such as China and India.

    A range of factors or combinations of them could help explain the trend in Australia. These include governments axing incentives, concerns about safety and depreciation, and misinformation.

    Governments are cutting incentives

    Electric vehicles typically cost more upfront. However, the flood of cheaper Chinese vehicles is lowering the cost barrier.

    Federal, state and territory governments also provide financial incentives to buy electric vehicles. These have been among the main drivers of sales in Australia.

    Nationally, incentives include a higher luxury car tax threshold and exemptions from fringe benefits tax and customs duty. But several states and territories have scaled back their rebate programs and tax exemptions in 2023 and 2024.

    New South Wales and South Australia ended their $3,000 rebates on January 1 this year. At the same time, NSW ended a stamp duty refund for new and used zero-emission vehicles up to a value of $78,000. Both incentives had been offered since 2021.

    Victoria ended its $3,000 rebate, also launched in 2021, in mid-2023.

    In the ACT, the incentive of two years’ free registration closed on June 30 2024.

    Queensland’s $6,000 electric vehicle rebate ended in September.

    The market clearly responded to these changes. However, reduced financial incentives alone cannot explain the full picture. Despite several rounds of price cuts, sales of popular Tesla models are falling.

    Buyers are increasingly opting for hybrid vehicles instead. In September, sales of hybrid and plug-in hybrid vehicles were up by 34.4% and 89.9%, respectively.

    These sales trends reflect other consumer concerns beyond just the upfront cost.

    Resale value worries buyers

    One major issue for car buyers in Australia, and globally, is uncertainty about their resale value. Consumers are concerned electric vehicles depreciate faster than traditional cars.

    These concerns are particularly tied to battery degradation, which affects a car’s range and performance over time. And batteries account for much of the vehicle’s total cost. Potential buyers worry about the long-term value of a used electric vehicle with an ageing battery.

    For example, a 2021 Tesla Model 3 Standard Range Plus with nearly 85,000km currently lists for about $34,000. It has lost roughly half its value in just three years.

    While Tesla offers transferable four-year warranties and software updates, the rapid evolution of EV technology also makes older second-hand models less desirable, further reducing their value.

    Fires raise fears about safety

    Electric vehicle fires have made headlines globally. This has created doubts among consumers about the risks of owning them.

    In Korea, a high-profile battery fire in August 2024 led to a ban on certain electric vehicles from underground car parks. While similar bans are not common in Australia, some have been reported. These could have harmed local consumer confidence.

    Incidents of electric vehicle fires have increased along with vehicle numbers. Statistically, these vehicles are not more prone to fires than conventional cars – in fact, the risk is clearly lower.

    For example, analysis of publicly available statistics from South Korean government agencies, one of the early adopters of electric vehicles, show the number of fires per registered electric vehicle is steadily increasing. Fire risk remains lower than for traditional vehicles, although the gap is shrinking as the electric vehicle fleet ages. And the highly publicised nature of their fires is a source of growing buyer hesitancy.

    Misinformation and politicisation are rampant

    The full environmental benefits of electric vehicles depend on widespread adoption. However, there is a wide gap between early adopters’ experiences and potential buyers’ perceptions.

    Persistent misconceptions include exaggerated concerns about battery life, charging infrastructure and safety. Myths and misinformation often fuel these concerns. Traditional vehicle and oil companies actively spread misinformation in campaigns much like those used against other green energy initiatives.

    In response, coalitions such as Electric Vehicles UK have formed to combat these false narratives and promote accurate information.

    The politicisation of green initiatives adds to the challenge. When electric vehicles become associated with a specific political ideology, it can alienate large parts of the population. Adoption then becomes slower and more divisive.

    Green transition is a work in progress

    The electric vehicle market in Australia is facing challenges, despite the growing variety of models and price cuts.

    The EV sales trend signals deeper issues in the market. Broader trends, such as the dominance of SUVs and utes, underscore the fact that while the transition to greener vehicles is progressing, it remains uneven.

    Further efforts will be needed to reduce misconceptions and misinformation, and bridge the gap between owners’ experience and potential buyers’ perceptions. Only then can Australia enjoy the environmental benefits of widespread EV adoption.

  • MIL-OSI Australia: New leading cyber & digital forensics training facility for NSW jobs precinct

    A major state-of-the art cyber and digital forensics training facility will soon call South Jerrabomberra home following the Minns Labor Government’s $23 million investment in enabling infrastructure within the South Jerrabomberra Regional Jobs Precinct in southern NSW.

    CBIT Digital Forensics Services (CDFS), an Australian supplier of digital forensic tools, industry training and certification, has chosen the precinct to establish its first tactical training facility.

    Digital forensics focuses on identifying, acquiring, processing, analysing, and reporting on data stored electronically.

    CDFS anticipates it will almost double its workforce from nine to 18 over the next few years and plans to invest $11.7 million in a new building on the site, creating additional jobs for local construction and building workers.

    The construction of the NANGU Cyber Forensics Facility is expected to be completed by March 2025 and aiming to have the facility ready for training and operations for the second semester.

    The company has provided hi-tech services to organisations including law enforcement and government department to help deal with digital forensic and investigative issues including electronic evidence handling.

    CDFS joins a growing number of investors setting up in the South Jerrabomberra Regional Jobs Precinct. Further blocks within the precinct will become available for investors in early 2025.

    The precinct is supported by a $23 million contribution by the NSW Government for essential infrastructure including roads, footpaths, upgraded electricity, natural gas, water, and access to NBN Enterprise Ethernet services.

    Strategically located on Canberra’s doorstep, the precinct’s infrastructure and proximity to universities, world-class research and development facilities and a skilled workforce makes it a highly attractive opportunity for investors.

    With the wider region already home to more than 90 companies specialising in technology, cybersecurity and defence, the precinct development will help nurture high-tech careers in engineering, programming and science, specialising in cyber, space, AI, and defence.

    The site’s proximity to government agencies and the nation’s decision-makers, an international airport and major road networks puts new and emerging businesses in a prime position to thrive.

    To activate this investment-ready precinct in regional NSW, the NSW Government is working closely with the Queanbeyan-Palerang Regional Council, the ACT Government and federal agencies.

    CDFS was supported by $3 million in Australian Government funding to establish the NANGU Cyber Forensics Facility.
